Do you have any [4:13] announcements? Yes, I do. [4:16] First of all, we are going [4:18] since we have a packed agenda [4:20] today. Committee. I just ask [4:21] that everyone keep their [4:23] comments succinct and they [4:25] should be pointed in an [4:27] important and then I'm also [4:27] going to limit public comment [4:30] to one minute. We do have a [4:31] packed agenda and I want to [4:32] make sure we get through all [4:34] the items. The other thing I [4:38] just wanted to mention is [4:39] announcement is we do have a [4:40] new police chief, of course, a [4:41] permanent police chief. So [4:44] congratulations to chief beer. [4:46] And I also want to acknowledge [4:48] that there was an [4:49] officer-involved shooting [4:50] yesterday on International [4:51] Boulevard in the afternoon. [4:53] And so there's an ongoing [4:55] investigation. And so I'm not [4:58] able to provide additional [4:59] comment, but that is [5:00] incredibly important thing to [5:05] knowledge. And then yes, final [5:08] piece is we will also be [5:11] moving the item 8. This is the [5:14] opd surveillance Technology. [5:19] 2024 annual report. 2 item 3. [5:20] It since I know that many of [5:20] the public commenters have [5:27] come here for that item. Okay. [5:31] Noting the change story noting [5:33] the change to the order of the [5:34] agenda to hear item number 8 [5:37] after taking items, one in 2 [5:38] living on to item one approval [5:39] of the draft minutes from the [5:42] committee meeting of JUNE 23rd [5:43] 2000. 26, there are no [5:44] speakers on this item. So we [5:49] just need a motion. I'll move [5:54] the meeting minutes. Thank [5:55] you. That's a motion made by [5:56] council member Brown second by [5:57] councilmember. He son to [5:59] accept the committee meeting [6:03] minutes of JUNE 23rd 2026 on [6:04] Real Councilmembers. Brown. I [6:05] excused Houston. I chair [6:07] along. I thank you. Item one [6:08] passes with 3. I has won [6:09] excused by to accept the [6:11] minutes. The draft minutes [6:15] from JUNE 23rd 2026. Read e an [6:16] item to determination of [6:17] schedule standing committee [6:18] items and we do have 2 [6:20] speakers for this item. Okay. [6:25] We'll go to public comment. [6:26] Calling in the name that [6:26] signed up to speak on item to [6:31] Jesse Rose more and Blair be. [6:35] Hi. How are you? Just the [6:36] first item on this. Penny? No [6:37] dates. A specific list is to [6:38] adopt a resolution directing [6:39] the city administrator [6:41] implement approved processes [6:42] for civilian icing, certain [6:44] sworn positions from opd to [6:47] improve public safety services [6:48] for communities and create [6:49] millions in cost savings by [6:51] reducing over time. Hours. [6:53] This has been the longest one [6:55] on this side pending noted [6:56] specifically as it's been [6:58] there on over. It's been there [7:01] over a We demand that you [7:03] schedule is now I'm having [7:05] this be the longest item on [7:07] yet to be scheduled shows that [7:08] Oakland doesn't have a budget [7:10] problem. It has a leadership [7:14] problem. This goes beyond [7:16] malfeasance We need to save [7:19] money. We have a city council [7:19] that is defunding odot [7:22] defining this cpra and, you [7:26] know, just doing abjectly [7:28] corrupt things as pointed out [7:29] by several city employees. 555 [7:33] Aquinas. The yacht. Thank you [7:35] for your comments which into [7:36] Zoom user Blair. You can [7:36] unmute yourself and begin your [7:42] comment. Important public [7:43] safety meeting tonight. Thank [7:48] you. I with upcoming agenda is [7:52] I I can item we're going to be [7:55] wanting to Surveillance [7:59] technology. Technology. What [8:00] are our choices besides [8:01] sparked cover those [8:01] conversations start to become [8:02] a little bit more public and [8:06] regular it's important that [8:08] we're doing with the subject. [8:11] Really have a chance Europe. [8:13] We're like practices [8:14] corporations and practices [8:17] that work more towards [8:18] basically open democracy, [8:23] clear accountability. Good [8:24] luck. How we do that. We have [8:25] to start making know that that [8:26] that more public and regular [8:29] at that point, I think what we [8:29] start now by this time next [8:36] year. You know, the JANUARY. [8:37] Walker is with have a lp, our [8:41] vendor next fall. Thank you [8:42] for your comments. Sure. That [8:42] includes all speakers on this [8:48] item. Great any anything from [8:50] my colleagues. Administration. [8:54] Great. Take a motion. Perfect. [8:54] All motion. To move the [8:59] penniless. Second, Thank you. [9:00] We have a motion made by [9:02] Councilmember bound second MAY [9:02] councilmember Houston to [9:03] accept the determination of [9:04] standing committee items as is [9:08] on row councilmembers bound. [9:10] Excused Houston, I and chair [9:12] long. I thank you. Item 2 [9:14] passes with 3 eyes when [9:15] excused by to accept the [9:16] determination of schedules and [9:19] committee items as is. Reading [9:21] in item 8 noting that there [9:21] wasn't change to the order of [9:28] the agenda. Adopt a resolution [9:31] accepting the 2025 annual [9:31] reports for the following city [9:33] of Oakland Police Department's [9:35] surveillance technologies. [9:36] Automated license plate [9:37] readers be crime lab [9:40] biometrics, dna analysis, [9:40] technology. See a forward [9:45] looking infrared. At Belle ir [9:47] livestream transmitter e [9:50] unmanned aerial systems [9:51] forensic legit coupling, [9:54] crime, chase assistance, Jea [9:55] pen Register and h celebrate [9:58] and to making a dent [10:01] determination regarding [10:02] whether the city should [10:04] continue continue to use each [10:04] of these technologies. And [10:05] there are 16 speakers that [10:06] signed up to speak on this [10:10] item. Ok, great. I will turn [10:15] it over to Dc does feel as if [10:15] I pronounced that correctly [10:22] have ok? All right. And then [10:23] if I know that you are [10:24] requesting a modification to [10:24] this item, if you want to [10:27] state that up front, [10:28] absolutely. So again, acting [10:33] deputy chief doesn't get from [10:36] Oakland Police Department. Pd [10:38] is requesting that Alpr [10:39] automated license plate reader [10:42] for 2025 annual report be [10:43] removed from the agenda. [10:44] That's apology changes [10:47] recommended in the report. [10:48] Accompanying revised [10:49] department. Jenna order. I-12 [10:52] Alp our policy. All right. Not [10:53] contained within the [10:54] resolution related to this [10:56] item. The concern around the [10:58] resolution was identified by [11:00] opd and then brought to the [11:01] attention of the city [11:01] attorney's office for [11:04] clarification. Opd is [11:07] requesting to reschedule the [11:09] specific item after the [11:09] legislative recess to allow [11:11] for the presentation of the [11:12] annual report in conjunction [11:17] with the amended policy. This [11:18] will allow for a more [11:18] comprehensive discussion [11:19] around potential policy [11:22] changes. The reflect the [11:22] ongoing analysis, the lpr [11:26] program. The movement of this [11:26] item will not impact the [11:28] presentation of the annual [11:30] report within the designated [11:32] period. It will also not [11:33] impact impact the department [11:39] operationally. Thank you. [11:40] Since I had some back and [11:41] forth discussions with opd [11:42] colleagues, does that make [11:45] sense to the alpr section is [11:50] being This is item. Listed 8 [11:53] the agenda, some some item a. [11:56] Please go ahead. As everyone [11:58] knows the Oakland Police [12:02] Department is short staffed, [12:02] but we do. We are actively [12:04] recruiting for additional [12:08] resources, but we rely heavily [12:08] on technology. And this [12:11] technology has assisted us [12:14] greatly solving crimes, [12:15] identifying potential people [12:17] of interest and also assist in [12:20] our community and the victims [12:21] of crime. We have utilized are [12:22] unmanned aerial system which [12:25] are drones. Forensic logic, [12:27] cop link crime, tracer pen [12:31] registers so bright to assist [12:33] us greatly in our [12:34] investigations. I know [12:37] everybody has had a chance to [12:38] review these annual reports [12:40] and we can go and death in [12:42] each one. If you would like, [12:43] we can go through each one and [12:43] if their specific questions, I [12:46] can answer them to make it [12:47] easier because I do want to [12:48] answer question that you might [13:00] already have or I think does [13:01] that people's there we go. [13:02] That's a better pronounce I [13:03] think it would be good if you [13:05] could provide just a quick [13:08] overview of each of the [13:09] technologies for everybody in [13:11] this committee absolutely will [13:13] make that he again, we have a [13:15] amount of technology in our [13:17] department. One of the things [13:18] we have is our unmanned aerial [13:21] system better known as drones [13:24] that have says it greatly and [13:25] our department, these drones [13:30] are program began in 2020 2 [13:37] and we have deployed in 2025. [13:38] 131 incident spread we [13:42] present. I'm sorry. It says [13:43] 130 times that it's actually [13:44] 131 and I clarified that with [13:45] the prize. The Privacy [13:48] Advisory Commission already, [13:49] but the drones have assisted [13:49] us greatly in being able to [13:52] provide real-time [13:56] intelligence. Give us unknown [13:57] unknown, have information [13:58] where we can't see and also be [14:02] deployed and be able to give [14:05] better response time. So if [14:06] there's an incidents where a [14:06] suspect flees from a singles [14:10] into a yard, we can deploy [14:12] drone. Give us some real time [14:14] intelligence just so we don't [14:16] send officers in there. So it [14:19] mitigates uses of force. Is [14:20] this real time intelligence [14:21] and also assist us in being [14:24] able to get that person safely [14:24] out and for officers to safely [14:30] take that person into custody. [14:31] I provided several incidents [14:34] in where they have assisted [14:36] us. I through 10 different [14:38] types of incidents that we've [14:39] had. But as you can see on [14:44] pages, 8. 9 and these were [14:47] incidents that were. Very [14:50] dangerous are barricaded [14:52] suspects. There are specific [14:53] incidents where people are [14:56] armed with firearms and all of [14:58] these incidents resulted in [15:02] the safe apprehension of armed [15:03] suspects and also the [15:08] mitigation of uses of force. [15:12] We do have our flare, which is [15:13] our forward looking infrared. [15:13] We do have somebody here from [15:16] artist, which is our air [15:17] support unit. This technology [15:18] was not used in the past year. [15:21] And I believe it's also [15:21] outdated. So there's not much [15:22] to report on that. [15:28] Unfortunately. [15:42] The next one is our live [15:44] stream transmitter feet where [15:48] we utilize that for protests. [15:49] We did not play that again in [15:50] 2025, as you can see in the [15:55] annual report. The next thing [15:58] is our mobile forensic [16:00] extraction device basically, [16:03] this mobile forensic [16:03] extraction device. It's [16:04] basically told, used to [16:06] extract data from seized [16:08] mobile phones and tablets. So [16:09] it performs a one-time that [16:12] extraction doesn't conduct [16:14] live surveillance. You can see [16:15] that we extract its 730 [16:23] devices. 5 are related to [16:24] internal administrative opd [16:25] searches and 733 were related [16:28] to criminal investigations. I [16:29] know one of things that has [16:30] been brought to our attention [16:32] is making sure that we look at [16:34] outside potential different [16:35] vendors. I can tell you that [16:37] we have been testing 2 [16:40] different than vendors. I'm [16:41] not gonna specifically [16:42] mentioned those names of those [16:44] vendors, but one of the [16:47] vendors has had a 3% success [16:48] rate. The other one has had a [16:52] 62% success rate. While our [16:53] current so bright has had a [17:00] 95% success rate. And again, [17:02] these are a device that we [17:06] utilize in assisting us in [17:07] violent crimes. So if there is [17:09] a homicide, a robbery, a home [17:12] invasion robbery, a sexual [17:14] assault, somebody who is being [17:16] place than victimized on our [17:17] streets for prostitution [17:19] activity. And we're looking [17:22] for camps. These device that [17:24] we utilize to assist in our [17:25] investigations. And they've [17:28] been extremely helpful. The [17:31] other system we have is a pen [17:32] register system. And that's [17:34] basically it real-time [17:35] surveillance tool that reports [17:36] meta information about ongoing [17:37] and incoming phone [17:39] communications such as [17:41] outnumbers time stance and [17:43] called frequency. It doesn't [17:43] capture the content of [17:44] communication, which is really [17:47] important for me understand. [17:49] We currently utilize that [17:50] gladiator pin register system [17:51] to receive in analyze this [17:53] data at we utilize that that [17:58] at 86 times last year. 47 [18:00] separate investigations and we [18:00] have team search warrants for [18:03] all for 80 of 86 installations [18:05] and 6 of those installations [18:07] were conducted certain [18:09] circumstances. And the [18:12] majority work, violent crime, [18:16] 6 of the uses occurred in 2 [18:17] incidents. One was where a [18:18] suspect ambushed inside and [18:20] shot at uniform. Officers and [18:21] the other one with a threat of [18:30] a potential school shooting. [18:32] And then lastly is crime. [18:34] Tracer formally known as cop [18:35] logic, basically just to make [18:39] it easier to kind of look at [18:40] Google platform that of a [18:41] system where it's just us is [18:42] somewhat of a one-stop shop [18:46] that assist us and being able [18:47] to research and look for a [18:48] cross law enforcement records [18:50] for calls for service field [18:53] interviews, arrest and booking [18:55] records in citations and [18:56] police reports it does not [18:56] contain any automated license [18:59] plate reader system and has [19:01] discussed and was discussed at [19:03] the Privacy Privacy Advisory [19:04] Commission. And I believe also [19:05] passed a public safety and [19:07] city council is we are moving [19:11] forward towards peregrine a [19:11] different database system [19:12] which is similar stills, [19:14] similar to a Google platform. [19:18] But basically it is cities [19:19] across the Bay Area have now [19:22] moved away from prying tracer [19:25] and have gone to peregrine. [19:26] Additionally, there's a better [19:27] auditing system on peregrine [19:30] and we can also limit access [19:31] and we can limit who sees this [19:33] information in which shared [19:35] with whereas cranked racing [19:36] was kind of free for all [19:36] anybody could have access to [19:42] it. Basically, those are are [19:46] surveillance annual reports. [19:46] Again, whether we should [19:48] continue the use of such [19:50] technology. Oakland Police [19:51] Department strongly urges you [19:53] to obviously vote yes in a [19:55] great This technology does [19:58] assist us and assisting the [19:58] victims of violent crimes but [20:01] also helping to identify [20:02] suspects committed these [20:07] crimes. Thank you so much. [20:08] Colleagues. And then I do want [20:11] to turn it over public comment [20:11] since we have folks here, [20:17] Councilmember Houston. Chair [20:18] you, sir. And it's amazing [20:19] when you you spoke on the pen [20:21] register, you sit. Help stop a [20:25] school shooting. And shooting [20:31] an officer. To get back to [20:32] that are going to take your [20:32] time time because I got a [20:33] couple just come That's [20:46] amazing. School shooting. Wow. [20:47] Yes. Over the school shooting, [20:51] we actually have a listed in [20:52] sitting where the where we use [20:54] that to facilitate identify [20:55] the location of the [20:56] individual, making the threat [20:57] for school shootings. So you [21:00] can obviously just considering [21:04] the fact of how dangerous and [21:04] just nationwide trying to [21:05] prevent such incidents from [21:06] occurring, how this can assist [21:09] Greatly threats become real. [21:09] And what about the shooting of [21:13] at the officer? This one? We [21:15] very we had some limited [21:16] information and it's we're not [21:17] talking too much about it, we [21:18] did apply it. And it did [21:21] assistance in the [21:22] investigation. Okay, lasting. [21:24] But so bright. You had to [21:25] vendors. I know you said you [21:26] could mention their names was [21:27] the percentage, the 2 [21:28] percentages and it was a cell [21:32] by percentage. Absolutely. So [21:33] celebrate has shown us to have [21:35] 95% success rate in [21:37] downloading information from [21:39] cell phones. Well, the other 2 [21:41] vendors, one has 3% and one [21:43] has had 62% success rate. [21:44] We're not stopping. There are [21:45] still looking at other [21:46] vendors. Understand that [21:49] question to the chair. And you [21:53] said that the drones should [22:03] 131 times it was using 2025. [22:05] Yes. That's where he said, [22:06] yeah, we had 131 times. I had [22:08] listed one 30 as my mistake on [22:10] there prior to that in 2024. [22:13] We had one. 26. And prior to [22:15] that, we had 220 and I like to [22:16] bring that to attention [22:17] because when it things we [22:20] discovered, obviously was 2023 [22:21] with our first full usage of [22:22] utilizing drones. But you can [22:26] see that it's gone down. So it [22:28] has to be approved by a [22:29] commander on scene. So just [22:32] because incident MAY warrant a [22:33] drone, each commander will [22:34] identify the incident and [22:36] determine whether or not a [22:36] drone is still needed to just [22:39] because we have this [22:40] technology doesn't mean that [22:41] we deployed every single time. [22:44] We look at a case by case [22:45] thank you because I talked to [22:46] the county need to is working [22:46] perfectly, but the sheriff's [22:48] department, thank you. Council [22:54] member Brown. Excellent. Thank [22:56] you so much for the report and [22:57] the I had a couple questions [23:02] about the drone usage this [23:03] year. What progress the [23:07] department is making on like [23:10] the training like the drone [23:10] teams because I guess I'm [23:12] curious if that actually is [23:14] contributing to like the the [23:17] lack of usage. So currently [23:18] right now, I believe the top [23:22] of my head, we have 20 faa [23:26] 107, certified pilots a We [23:27] also have them. So every these [23:28] are ancillary positions. So [23:31] it's not full time positions. [23:33] So a lot of these officers are [23:34] working different assignments. [23:38] Whether you're patrol [23:40] investigations working in [23:43] cease-fire, working in special [23:45] resources section for [23:46] obviously assignments. So [23:47] whenever they're very for a [23:47] call for service, if someone [23:49] is not there, they're trying [23:52] to respond to that location. [23:53] The other thing we have is [23:56] that our drones are depleting [23:56] in a sense is the same drones [23:58] that we've had since 2022, [24:03] these drones were donated to [24:04] us, but love the community So [24:05] we had to separate donations [24:08] totaling $100,000. And these [24:08] are the Saint John's we've had [24:11] since 2022. So are also being [24:13] cautious, too. And when we and [24:14] how many times we use it, just [24:19] like anything else. It is a [24:21] car in a break. So fortunately [24:25] for my for for me, I have some [24:26] intelligent people our teams [24:27] are able to also become [24:28] mechanics and try to fix the [24:30] drones themselves as little [24:31] parts break. So it is a [24:35] depleting resources far as [24:37] mechanical and also [24:39] financially. So we are looking [24:40] at other ways to purchase new [24:41] drones which are working on [24:43] right now. But that's mainly [24:47] the biggest issue right now. [24:48] Punches. Thank you so much for [24:49] that and what is the current [24:52] life of You know, it depends [24:53] on the battery lights and [24:56] we've had to purchase [24:56] additional batteries and the [24:58] drones we have are from 2022. [25:01] So that but the the problem [25:03] we're seeing right now is [25:05] those purchasing. Those [25:06] batteries are extremely [25:07] outdated and they're not [25:08] lasting as long as they [25:11] normally do. So the charges [25:12] are holding as long as they [25:14] are. So they're constantly [25:14] having to purchase new new a [25:16] new batteries if that makes [25:19] sense. Yeah, absolutely. And [25:21] then my next question had a [25:23] little bit you with the data [25:25] around like the celebrate [25:27] usage. And I just wanted to [25:28] confirm that in order to use [25:32] the celebrate technology, it [25:33] actually requires a a warrant. [25:35] Is that correct? That's [25:36] correct. It does require a [25:36] search warrant yet. Okay. [25:41] Thank you. Thank you. [25:42] Councilmember Before we turn [25:44] it over to public comment, [25:45] just to confirm is this a [25:46] comprehensive list of all [25:48] those surveillance technology [25:50] like ai notice that shot [25:51] spotter is not included in [25:51] this set of reports. Why? Why [25:55] is that? I believe that those [25:56] at different time we did. We [26:00] haven't presented Shotspotter. [26:00] Okay. So we'll get it to the [26:01] next set of reports. Okay. [26:03] Great. Okay. Turn it over to [26:07] public comment. Calling in the [26:07] names that signed up to speak [26:08] on item number 8 in no [26:09] particular order. You can come [26:12] up to the podium state. Your [26:13] name before making your [26:14] comment or if you're on zoom, [26:15] please raise your hands to be [26:20] easily identified. Deed on. [26:23] Jesse Rose more. Daniel [26:26] Hochman, Kendra Ferguson. [26:29] Kerry, both a subtle of Allah. [26:35] Pena is Adam will. Zarina Diaz [26:37] Matalin. Stacey Elizabeth. [26:41] Cochran. Noelle Flores, Blair [26:47] Beekman Owen. Angela Maddox [26:48] and I have one filled out [26:51] under tech workers. Coalition. [26:54] And if you if you are sitting [26:55] time or have someone seating [26:57] time tu, they must be present [26:58] or on zoom to acknowledge that [27:03] they are ceding their to you. [27:03] Here's the Don. Thank you very [27:07] much. All of these proposals [27:09] and all of the research done [27:11] on these surveillance systems [27:14] is 8 gross misuse of funds for [27:18] the people of Oakland. It's a [27:19] dangerous actually escalation [27:20] of surveillance on the people [27:21] of Oakland. We do not need to [27:22] encourage a surveillance [27:23] state. These drones and [27:24] cameras only act as a Band-Aid [27:27] solution to sources of crime. [27:29] My thoughts research and by [27:31] your admission, the so-called [27:31] benefited between 10 and 20% [27:35] for usage in completed cases. [27:35] This statistic does not [27:36] indicate that these cases [27:37] would have gone unsolved [27:38] without flock intervention for [27:40] such a widespread [27:41] implementation. The residents [27:43] deserve more than one in [27:45] moment of these devices and [27:47] result crime cases mind you. [27:47] That's not crime prevention. [27:48] You did mention crime [27:50] prevention, but only for [27:51] specific instances merely [27:54] crime resolution for most [27:55] cases, thoughtful, short at [27:56] every metric by their own [27:58] numbers for comparison amount [28:00] of time. The we know what [28:02] works. It is giving money to [28:02] health care and housing for [28:09] the citizens vote. Next [28:10] speakers you guys can come up [28:12] to the podium. It's on Senate [28:14] for number 3. Number 8, [28:16] because it coming up around [28:20] what's Riley. Going to see To [28:24] Daniel. Okay. Just noting that [28:25] you will no longer be able to [28:29] speak on item 3. And Daniel, [28:30] give me one moment to just [28:35] your time. Yeah. Go for. You [28:39] can begin. All My name is [28:39] Daniel Hoffman, a minister [28:41] resident and I work over at [28:42] Livermore, but the key plants [28:45] for working their weapons so I [28:48] first and foremost think that [28:50] this item should on a ballot. [28:51] If you look at police about [28:56] was measured measure Both of [28:57] those combined are not heavily [28:59] weighted as what we're talking [29:03] about. Now. But to talk about [29:05] starting officer owns the U.S. [29:06] Is to my knowledge that has [29:07] its indoor use for hostile [29:16] situations. Mississauga. I [29:17] need to see we plot pause the [29:20] clock. Mississauga. This is [29:23] your first warning you will be [29:26] 3 warnings or you will be [29:27] removed. We need to respect [29:32] the first warning went [29:35] Councilmember you know, that [29:35] is your second morning [29:39] Mississauga. I think it's [29:40] important to note that, you [29:41] know, we want to make sure [29:45] that we give everyone's voice [29:45] is heard. And so everyone will [29:46] get the opportunity to speak [29:55] at the mic. And so, It wasn't [29:58] easy. 24 7, thank you. [30:08] Okay. Security. Can you please [30:12] speak with to thank you. [30:19] Should done about it. What do [30:24] she should An Can you can [30:25] continue with your comments. [30:28] Your time will continue. All [30:30] right. So knowledge the [30:31] barricade in hostage [30:32] situations. The overwatch for [30:33] active scenes and fires. That [30:34] makes sense. That is a [30:36] tactical advantage. But I [30:37] believe that we should [30:38] establish some kind of [30:39] limiting operating radius of [30:40] maybe like a quarter mile of [30:42] gives you enough go around the [30:46] block without it being this [30:46] scary step towards [30:48] surveillance state [30:49] infrastructure. One thing I do [30:50] want to applaud is the crime [30:52] of biometric security storing [30:54] all the data on the Internet [30:58] encrypting information and and [30:59] should be the standard for all [31:01] of this information, storage [31:02] and transfer. Not so much an [31:06] sd card on a drone or say [31:09] manually inputting the drone. [31:11] Log at the Microsoft teams [31:14] Excel sheet. I believe can we [31:19] pause again? Security? Can you [31:20] escort misses, sought out. [31:28] Please. [32:29] Susan. [33:04] You feel ready? Let's [33:08] do All right. So lastly, as [33:08] complementing the biometric [33:09] security and health care as [33:11] got moved, let's talk about [33:12] some statistics in their [33:13] report. It had 638 million [33:15] scanned, but only 1.1 million [33:20] hot list alerts which is you [33:22] divide the 1.1 bytes is [33:22] 138 Million. That is a 0, 1, [33:26] 7%, utilization rate. So let's [33:27] one scam per hot list alert. [33:28] If we multiply that by 20, [33:30] that's still only 30% [33:33] utilization, right? 97% waste. [33:33] 1.2 million dollars for not [33:38] going 97% refund on and we're [33:38] building essentially pan off. [33:39] The comet only works 0.1% of [33:41] the time. This is a [33:45] unfortunately not even if it. [33:46] Thank you for comments. Your [33:56] time is up. Next that sun come [33:58] up to the podium. Police say [34:03] your name before beginning. I [34:08] think the fact that you chose [34:10] to rip move pr is at the last [34:12] minute from this agenda shows [34:14] exactly why we cannot trust [34:15] these kinds of technologies [34:16] and why there's a lack of [34:18] transparency when you brought [34:18] all these people here. Most of [34:19] them are there are here to [34:22] talk about the surveillance [34:23] state and flock cameras on [34:27] their corners. Let's see [34:29] Clinton already budgeted 2.2, [34:30] 5 million to flock back in [34:32] DECEMBER. Imagine all the [34:33] social services that could [34:36] have been funded if those [34:36] funds went to somewhere else [34:38] rather than the surveillance [34:40] state policing at this level [34:40] of everyday life goes beyond [34:41] the Panopticon and transforms [34:44] lived actions into data by [34:46] which people are watched. [34:47] Their behaviors are predicted [34:48] and then demonized based on [34:50] their skin location and [34:52] socioeconomic status, making [34:53] every corner the wrong place [34:55] to be at the petrol. 24 7, [34:56] wrong time. Oakland already [34:59] has a habit of violating sb [35:01] 34, and unlawfully sharing [35:02] surveillance data make every [35:15] flock camp. Good evening, Wolf [35:19] Oakland resident. Your duty [35:22] under Omc 9, 6, 4 is not just [35:23] accept paperwork is to approve [35:25] the usage against us. The cost [35:29] to civil liberties. The scale [35:30] of the scanning that's [35:32] happening 638 million license [35:39] plate scanned. A 15062 success [35:42] stories. That's 0, 0, 1%. The [35:47] 99.9, 7, 7%, is all just non [35:48] constitutional obstruction [35:52] civil liberties in Oakland. [35:55] And also approving this [35:56] report. Oakland pd is not [35:59] following the rules. There are [36:01] 6 currently approved usages [36:02] for flock. But apparently the [36:04] 33 usages have been in their [36:08] system able to be selected for [36:09] the last year. I would really [36:11] love to have you ask about [36:13] that and are they using these [36:14] usage is already because you [36:23] have not voted on this year. [36:25] I'm Kendra Ferguson live in [36:25] Oakland and I'm opposed to the [36:26] opd expanding the use of [36:31] flock. I think that mass [36:31] surveillance in the country [36:33] that lawfully strips rights, [36:35] repressed people that lawfully [36:36] in concert incarcerate [36:36] families based off of their [36:39] deaths at the city and that [36:40] law femurs people in the [36:41] street will only bring harm to [36:43] the people. I think that fun [36:43] should be going toward [36:46] programs that uplift humanity, [36:49] not those that criminalize [36:51] manatee. I'm descendant of a [36:51] survivor of the Japanese [36:52] concentration camps from World [36:55] War. 2 and that measure was [36:58] taken. Then for safety and was [36:59] a safety measure and they [37:01] question 820,000 people for [37:02] the basis that thing Japanese [37:07] Americans yeah, the reality [37:09] all safety measures sometimes [37:10] do not do what they're meant [37:12] to do, right, actually meant [37:12] to just harm community. And so [37:13] I would hope that we are [37:14] choosing not harm, but using [37:24] humanity. I'm Zarina. I oppose [37:26] flocked to the council members [37:27] here. Do you believe the [37:28] citizens of Oakland have a [37:32] right to privacy from 24 7 [37:33] warrantless surveillance? Why [37:34] is it that you continue to [37:35] support the vendor flock when [37:37] the public you serve? Opposes [37:38] this the way that you and opd [37:41] continued to sneak flock, [37:42] funding into agendas every [37:45] month reflects an allegiance [37:46] to the police above your [37:48] constituents. I've seen high [37:50] schoolers unions, immigration [37:51] advocacy groups, church groups [37:52] and Constance it. Constituents [37:55] all come here practically [37:58] every month to oppose flop. [38:01] The optics of you continuing [38:05] consider funding flop. The [38:06] optics is corruption and [38:14] collusion with opd. I Anthony [38:17] s district 5 residents. I [38:18] strongly oppose any contract [38:21] with flock safety flock [38:22] indiscriminately, collect [38:23] enormous volumes of video [38:25] footage in Illinois flock has [38:28] been caught breaking state [38:29] privacy law by sharing that [38:31] footage without a state law [38:31] enforcement officers, [38:33] including Customs and Border [38:35] Protection agents and a Texas [38:35] sheriff tracking a woman who [38:39] had an abortion. Fox Floppy [38:40] license plate readings have [38:43] led to false accusations and [38:44] fox careless security [38:44] practices increase the risk of [38:47] hackers stealing footage. When [38:48] it comes to public safety. In [38:49] Oakland, I trust the local [38:51] violence prevention programs, [38:53] not unaccountable. Tech [38:54] companies were increasingly [38:55] brutal and lawless federal [38:58] agencies. I urge you all not [39:00] to accept any expansion or [39:02] extension Oakland City [39:02] contracts with flock safety. [39:11] Not now. We're not ever. [39:12] Everyone, mark, I think I'm [39:14] the person who put down tech [39:15] workers coalition. So [39:15] apologies for for that to feel [39:18] that my name district, 3 [39:19] resident and I just want to [39:23] say that. I guess I am a [39:25] little happy the flock thing [39:26] end up getting moved to last [39:27] month because I definitely did [39:28] look through those documents [39:31] and was kind of surprised by [39:33] how messy and how many data [39:34] and things were missing from [39:36] it. And I appreciate, you [39:40] know, I pd for pulling that [39:41] stuff off, but I can't give [39:42] them 24 hours for being the [39:42] people who presumably [39:43] submitted that stuff in the [39:45] first place. And so I would [39:46] really urge that especially if [39:46] this is the way that they're [39:49] going to like handle their own [39:52] data you know, we really [39:54] treat. We treat them with a [39:54] little bit of skepticism when [39:55] they say that they're going to [39:56] be good stewards for hours. [40:00] And I also think that. [40:00] Fundamentally, you know, it is [40:04] not surveillance or nothing. [40:05] You know, obviously, when you [40:06] you know, when you compare [40:07] lawlessness to surveillance, [40:08] surveillance wins. But I think [40:09] the ultimately there is [40:09] another option, which is [40:21] actually taking them. Hi, Jess [40:22] Heroes. More of the absurd [40:22] things that I've heard. Pro [40:25] flock hawks on the city [40:26] council saying from my [40:28] councilmember Wang, I've heard [40:29] you say that if ice deploys [40:30] here, we will just turn the [40:34] cameras off for So, you know, [40:36] these cameras collect commute [40:37] pattern data. So if you just [40:38] turn them off, it will be too [40:41] late. Ice will have that data. [40:42] They will use it to do [40:43] targeted abductions up our [40:44] neighbors when they go to [40:46] Dublin when they open Dublin [40:47] and when when they pursue that [40:51] to fill up that. That [40:52] facility. So what I would like [40:54] to know from you is what is [40:55] the plan when ice does hear [40:59] what they did in Minneapolis [41:00] to warn every person that [41:02] could be targeted by ice in [41:03] the Trump administration that [41:04] they need to immediately [41:06] change their commute pattern [41:08] data or have targeted [41:09] abductions at them. That is a [41:11] big task. He was going to do [41:12] Are you gonna do it? Which [41:14] department is going to it? [41:16] What is the plan? When are you [41:17] releasing the plan? Because [41:25] this leaves us in danger. My [41:26] name is an ion accidently [41:34] sound up for 3 instead of 8. [41:35] I'm not going to repeat the [41:36] statistics or the information [41:41] that is all really good. That [41:42] my companions are. They're not [41:43] my companions. But the people [41:44] who feel the same way as me, [41:47] which is that I strongly. [41:50] Oppose flock pose celebrate. I [41:50] oppose surveillance. I am [41:54] shocked that. What this like, [41:56] probably the 4th time I've [41:57] been in front of either this [41:58] committee or the full City [42:03] council talking about this and [42:06] what you listen to us. You [42:08] listen to the lies of opd and [42:11] you just go right ahead. So I [42:13] just don't know what to say [42:14] about it. I do want to say [42:17] that we are supposedly a [42:19] sanctuary city and should be [42:20] very clear to each one of you [42:24] at this point that. That ice [42:26] can get into all of these. [42:27] Certainly they can get into [42:31] flock. So. It just seems like [42:41] corruption to me. Madeline, [42:48] Stacey. Alp Ares provide [42:48] indiscriminate retrospectively [42:50] location, data. Any person, no [42:53] intermediary on demand. That [42:57] is a search without a warrant [42:57] with capability and track and [42:58] follow some of the sensitive [42:59] locations such as the [43:03] hospital. Immigration lawyer, [43:04] hospice churches, their home, [43:04] their doctor, Planned [43:05] Parenthood, their therapist, [43:07] their lover's home and it can [43:11] be used against lawful [43:12] protesters. Celebrate will be [43:14] used extrajudicial distance [43:16] Lee in the report attached the [43:17] agenda when the original [43:18] contract was discussed with [43:18] City Council. It states in [43:22] addition to warrants, it will [43:25] be used with documented [43:25] consent to search the mobile [43:26] device by the authorized [43:28] possessor of the device. And [43:28] we know health consent is [43:32] obtained. All this data is [43:34] sensitive and does not prevent [43:35] crime. Stop the surveillance [43:44] state cance the contracts now. [43:47] Hello. My name is Angela Max. [43:47] And I'm against is having any [43:50] contract with flock. I've [43:51] discovered a lot of really [43:52] scary things about this [43:55] company. They claim that they [43:58] don't know where their data is [43:59] being ai centers. It's Amazon [44:02] ai center. Amazon says they to [44:02] a globally depending on [44:04] whatever the local laws are. [44:06] So if it's legal here, they [44:07] can do it in a different [44:08] country or China and we don't [44:09] have any control a piece [44:11] looking at the data on that [44:13] end today. Don't come any [44:14] liability for the abuses in [44:15] the system or try to build any [44:19] way to stop the abuses. They [44:21] retroactively and stop and say [44:22] there was no data breach [44:23] because basically 7 months ago [44:23] that when even passports on [44:28] these cameras. And it did [44:29] partnership that they have [44:30] that give the day to ice. They [44:31] claim that they don't keep the [44:32] data and then the claim that [44:33] they have royalties the data [44:35] indefinitely, meaning they are [44:37] keeping it, they might not be [44:38] doing it now, but they might [44:39] sell it in the future that [44:40] might be bought by a different [44:41] company in the future. It [44:42] would explain why they're not [44:43] scared of liability because [44:44] they plan on selling for just [44:54] selling our data. Welcome [44:56] back, everyone. I am pleased [44:59] to see that after 100 plan [44:59] care to name great public. Can [45:01] you state your name for the [45:09] record? All Satan is Excuse [45:10] Hi. My name is Bree a woman. I [45:11] she her pronouns. I'm a [45:14] constituent for district 3 and [45:15] I am very pleased to what [45:16] happened earlier this member [45:17] of the public eye causing your [45:18] time. Mississauga. Do you give [45:21] her your time? Ma'am? You can [45:22] proceed East Army over then. [45:25] You can proceed. This is not [45:26] as giving your time. All [45:30] right. I'm gonna scratch out [45:31] that first part then because [45:32] if you can't various that it [45:33] to be here today because not [45:35] to not only repeat myself, but [45:35] to also hear my peers repeat [45:38] themselves as well. I play I [45:39] hope that you don't take my [45:40] sarcasm is disrespect to try [45:41] to put yourself in my shoes [45:42] right? That as a young black [45:44] woman, a 4th generation, [45:46] Oakland native, that you as my [45:47] representatives have decided [45:50] to continue the flock [45:51] expansion and explicitly [45:52] expressed the complete [45:55] disregard for my privacy that [45:56] despite our budget deficit and [45:58] utilize resources, a big and [45:59] historical lack of police [46:00] accountability still like to [46:02] dump money into the system of [46:03] enslavement and policing that [46:04] was created to ineffectively [46:06] harms every single day. The [46:06] privacy lawsuit against fox [46:09] should have been enough. The [46:10] open budget deficit should [46:11] have been an up and simply the [46:13] outrage of your constituents [46:14] should have been enough for [46:15] you to say no in NOVEMBER and [46:17] should be enough for you to [46:18] say no. Now I don't appreciate [46:19] the interest and I don't [46:31] appreciate you guys cut. Thank [46:32] you for your comments. [46:34] Switching to Zoom user Blair, [46:34] please unmute yourself and [46:40] begin your comment. We need to [46:41] move next speaker. Thank you [46:45] so much. You no pillow. Hello, [46:47] I'm I'm here. I'm here. Blair [46:49] Beekman hi player. You [46:50] continue. Thank you. Right. [46:55] Thank you. I had kind of be [46:55] moving and take get into a [46:57] good position to speak and [46:59] out. Biden public. Thank you [47:02] for this item. I'm trusting [47:05] your choice of police chief [47:06] I'm not trusting how you're [47:09] talking about block. When you [47:11] voted for blocking DECEMBER of [47:12] last year with the the [47:12] attention, the police that [47:14] they had to get the contract [47:16] signed immediately. Where is [47:18] the contract signing Park? [47:18] That's right. Now is the [47:19] actually been finding was at [47:21] least with not signed. That's [47:23] part of why you're not talking [47:25] to us right now. And I feel [47:29] you owe that Find or not. We [47:31] could have been working you [47:32] have a pay cut plan. Que lead [47:35] to future o'clock. Few years [47:35] time we could have been [47:37] working on a one-year time [47:38] praying. But you guys are [47:39] putting things off and you are [47:41] being incredibly on [47:42] accountable with some really [47:48] basic good ideas. Can we bring [47:48] together good ideas and you [47:49] guys be more accountable to [47:50] the process? I think waiting [47:52] to SEPTEMBER OCTOBER, you kind [47:52] Thank you for your comments. [47:58] Your time is up. Simon. Please [48:00] unmute yourself. Did you sign [48:01] up to speak on item number 8? [48:01] And if so, what name did you [48:05] sign up under? It should be [48:06] Simon, Renee, I'm sorry. I do [48:07] not have a speaker card filled [48:12] out for you. Calling him the [48:14] names that sign up the [48:14] remaining names. Elizabeth [48:18] Cochrane Noel for us and hot. [48:18] Okay at this time on didn't [48:21] have been called. Council [48:27] member Brown. Excellent. Thank [48:28] you so much. I just wanted to [48:30] ask clarifying question [48:32] because I know that when we [48:34] were discussing, I think all [48:35] of these items, you know, one [48:36] of the things that we request, [48:38] it was like an annual report [48:41] back. And I know that these [48:41] reports customarily go through [48:44] the Privacy Commission, right? [48:45] And so can I just get some [48:46] clarity as far as why we have [48:48] the side for us today. And I [48:52] feel like the title is a [48:56] misleading because it says to [48:57] item number 2, making a [49:00] determination, determination, [49:02] whether the city should [49:03] continue its use was the [49:04] report back from the Privacy [49:06] Commission around the annual [49:09] reports. As far as all [49:10] reports. When we presented to [49:10] the Privacy Advisory [49:13] Commission. I know all were [49:17] proven past forward as far as [49:18] delay in time. I'm not too [49:20] sure why. I know there is some [49:22] scheduling issues, but far as [49:23] any more specifics, I'm not [49:31] sure. Go ahead. Councilmember [49:32] Brown. Okay. And then my next [49:37] question since we pull item. [49:38] Since a portion of the eye of [49:41] the item was pulled item a and [49:44] this was supposed to be an up [49:47] day for the 2025. Reports and [49:50] we're going to get this now [49:51] even later where we've well [49:54] into the fall. What's what's [49:55] the status of the reports for, [50:00] I guess like 6 months into [50:03] 2026 or we get a report on [50:04] this year, I think normally I [50:05] could be wrong. We normally [50:06] present to the Privacy [50:08] Advisory Commission. Lost my [50:12] voice newsy in APRIL. That's [50:14] if that's something we need to [50:15] re-evaluate. We can but [50:15] usually prevent we present in [50:22] APRIL. So this 2025 reported [50:24] was presented to the Privacy [50:25] Commission in APRIL of this [50:27] year. I have to double check [50:36] that. Do you have another [50:39] question? Are you want to? I'm [50:42] sorry about that I know I [50:45] offer this report. It says MAY [50:46] 7, 2026. 0, can I have to [50:46] double check to see exactly [50:47] when it was scheduled and [50:51] present. Yeah, I'm I'm just [50:53] I'm just raising that because, [50:54] you know, by the time we get [50:55] this information and data, you [50:58] know, will be on standby, [50:59] really interested in what the [50:59] data is for the for the [51:01] current year. That's just my [51:04] feedback. Ok? Thank you. [51:04] Councilmember Brown [51:07] Councilmember Houston. To the [51:10] chair. Are you doing sir? [51:17] Still as representative of [51:20] District 7, I get emails calls [51:21] that support his flock. I [51:23] mean, I don't get that many [51:30] that bad. So. What to [51:31] Councilmember Brown of you [51:33] get, you know, e-mails about [51:34] it from my district. I'm not [51:35] saying I'm time my district [51:36] for meals to the schip. Bill [51:38] bill is to Lotus second [51:40] railroad tracks, they say they [51:44] want they want to protection. [51:45] So I'm here and tell [51:47] different. And so I want to [51:48] know the U.S. Is from district [51:52] 7. District said district [51:56] saying from District 7, MISS [51:56] It. You how you feel about [52:00] tough love. Okay. So I'm [52:05] saying this that my history [52:06] fly. Right. So I want to move [52:11] this. I want to move Okay. And [52:12] and to be clear, we're going [52:16] to be. Councilmember Houston. [52:18] If you couldn't move the item [52:18] without exhibit a actually are [52:23] exhibit. Subsection a exhibit [52:25] e which is alpr item because [52:29] the request from opd is to [52:31] actually present this in the [52:34] fall time for later this year. [52:40] That's correct. It's exhibit e [52:42] it's the attachment exhibit e [52:44] but it is item. Like some item [52:48] a. That like to move it like [52:50] that? 10, not people want from [52:56] a move. Just so the public was [52:58] clear. This vote actually [52:59] removes the alpr item from [53:01] this from today's vote. We [53:02] will return to this in the [53:07] fall time. And I will to be [53:08] determined. I will second [53:15] that. Thank you. We have a [53:16] motion made by Councilmember [53:19] Houston second by Chair Wang [53:20] to approve as amended the [53:23] recommendations of staff and [53:24] support this item to the JULY [53:27] set 20 for City Council agenda [53:28] with the amendment to the [53:30] legislation removing regarding [53:32] the automated license plate [53:33] readers and exhibit e labeled [53:37] as Attachment e. On role. On [53:41] row councilmembers bout. I by [53:41] excuse Houston, I and chair [53:45] want chair eye. Thank you. And [53:45] to the makers of the motion, [53:46] is this on consent or not on [53:52] consent? Consent? Thank you [53:52] I'm Mike doesn't seem to be [53:56] working area. Threw the chair. [53:57] I just wanted to clarify that. [53:58] The title also changed to [53:59] remove the lpr information. [54:03] Thanks. So noted. Now going [54:06] back to the original order of [54:07] the agenda, reading in item [54:15] number 3. Adopt a resolution [54:15] authorizing the city [54:16] administrator or designee to [54:18] enter into an operation on it [54:19] area agreement with Alameda [54:22] County to participate and [54:23] intermediate level of the [54:23] State of Emergency Services [54:24] organization that will comply [54:26] with the state of California [54:29] Sanitize Emergency management [54:31] systems for the period of For [54:32] the period from edification to [54:35] DECEMBER 31st. 2000. 35 and we [54:40] have 3 speakers on this item. [54:41] Okay. Do we have a [54:41] representative from a lefty [54:48] here? Good afternoon. Good all [54:50] the pro. And this is the [54:51] emergency manager for the city [54:54] of Oakland from the fire [54:55] Department. Okay. It has [54:55] please ahead. The floor is [55:02] yours. The Oakland City [55:04] Council has adopted this [55:05] original 10 year, all [55:06] operational area agreement in [55:12] 1990, hi. And then [55:13] subsequently on 1/11/2006, and [55:14] that one has expired on [55:19] DECEMBER 2025. Alameda County [55:23] has just approved their [55:25] agreement with Alameda County [55:26] agencies. Both government, non [55:30] government nonprofit. To [55:33] participate in this [55:34] organization. There's no cost [55:37] to the city of Oakland. It is [55:40] really for coordination of the [55:41] resources, information and [55:41] mutual aid during disasters [55:48] and emergencies. Great. I'm [55:49] not seeing any comments or [55:49] questions from my colleagues. [55:50] So let's first go to public [55:54] comment. Calling in the names [55:55] that signed up to speak on [55:55] item number 3, Jesse Rose [55:56] Morris, not all Linda Blair [56:10] Beekman. [56:10] Hi, sorry on that [56:11] last in that deliberation. [56:13] Just now I'm just here as more [56:15] on. Seems like you guys can [56:17] even get straight what you [56:18] snuck into the agenda and such [56:19] a long, lengthy pack it out. [56:20] Now one of our public speakers [56:21] had a print it out. Can see [56:25] how thick it was. And you gave [56:26] one minute per person for all [56:26] of that. Okay. So for this [56:30] item here. Page who says the [56:31] Alameda County sheriff will be [56:33] the operational area [56:35] coordinator and that we will [56:36] have to count on them in the [56:39] case of a disaster. And since [56:41] we care about flock, we care [56:42] about what's happening with [56:43] flock in Alameda County. And [56:44] we have seen the Alameda [56:46] County Sheriff lie point blank [56:47] to the public about what is [56:50] happening with flock and what [56:50] they've done around. There's [56:51] their public outreach on the [56:54] item. It isn't page 2 and [56:55] looking at page 2, it says [56:56] that that's going that's we're [56:56] going to be counting on for [57:00] these emergency services. They [57:01] in public outreach said that [57:03] nobody had any concerns about [57:05] flock when they ram this [57:06] through the Alameda County [57:07] Board of Supervisors and [57:08] several public commenters [57:16] called them out for line. So [57:19] one of the one of the big that [57:24] is a big challenge. Is when we [57:25] have evacuation procedures and [57:30] it involves all students. Usd [57:32] is not a neighborhood school [57:32] district. It is a choice [57:35] district. We have children [57:38] scattered throughout the city. [57:40] And that's going to be more [57:41] challenging the neighborhoods [57:42] when I lived in New Orleans [57:44] and we had an emergency [57:45] parents will call and he would [57:47] run to come pick up the kids. [57:52] Can't do that. 7 the larger [57:53] percent all children are [57:54] spread throughout the city. [57:55] What happens to those [57:57] children? When they separated [58:01] from their parents? And we [58:02] have to do something to [58:03] protect them house and get [58:04] them back home. This [58:10] challenging Skyline. 1400 [58:11] students, no evacuation [58:16] process. In place except to [58:16] shelter in place on the [58:17] football field. In the case of [58:23] love. Thank you for comments. [58:31] Missile of Thank you, sir. [58:32] Switching to Zoom user Blair, [58:33] you use up and begin your [58:39] comment. I'm an agreement with [58:41] the first public comment a lot [58:43] of important items on the [58:45] previous agenda item. Really [58:46] needs like a minute 30, that [58:47] additional 30nd be a lot of [58:49] help. I hope you could learn [58:52] that sort like the ability and [58:53] Peter public meeting mid 30's [58:54] definitely need to win. The [58:55] item is brought to counsel. [58:56] Good luck in that effort to [58:57] consider that concept. We one [58:59] 30 a bit more. Think not all [59:01] the time. Just a bit more. I [59:06] want to comment for this item [59:08] yeah, I you know, the work the [59:13] person are weighing doing the [59:14] international boulevard issues [59:18] around 12th Street. And so I [59:19] can office of Emergency [59:19] Services at the California [59:23] state level be of help. And I [59:24] suppose the story of item can [59:25] be helpful in in working with [59:28] Alameda County and such. It's [59:30] towards, you know, not law [59:32] enforcement. That's why part [59:34] of Office of Emergency [59:35] Services to address the [59:35] California Office of Emergency [59:36] Services. Good Luck and that [59:38] content. Thank you. Thank you [59:39] for your comments. Sure. That [59:39] includes all speakers on item [59:43] 3. Thank you, Clark. Yes, so [59:45] thank you for bringing this [59:49] item before us. I do have just [59:51] a question around how often [59:52] the mutual aid comes to [59:55] Oakland versus when the city [59:56] of Oakland supporting our [1:00:03] neighboring jurisdictions. [1:00:04] There's a mutual aid agreement [1:00:05] fire and police. And this is [1:00:08] not part of that. This for [1:00:09] emergency services for [1:00:10] planning response and recovery [1:00:16] purposes. Only. This board. [1:00:18] They on a county into 2 was [1:00:22] created after the 1991 Oakland [1:00:23] And this is in the California [1:00:28] code. To ensure that we all [1:00:30] agencies in Alameda County, [1:00:32] both government, not a [1:00:33] government and non-profit and [1:00:35] special districts that we all [1:00:37] have a way to coordinate with [1:00:39] each other to create a mutual [1:00:42] trainings and exercises which [1:00:42] enhance our capacity to [1:00:47] respond. And according to [1:00:47] Sam's the standardized [1:00:50] emergency management System [1:00:54] and National Incident Command [1:00:55] system, the way people work. [1:00:57] The disaster is always local. [1:00:58] It starts in in the [1:01:01] jurisdictions in this case say [1:01:02] Oakland, then once we lost our [1:01:05] resources in Oakland in all or [1:01:06] some capacity, then it goes to [1:01:08] the operational area, which [1:01:10] for us is the county. And that [1:01:12] is what is stop is established [1:01:12] by the California code [1:01:17] following the 91 opened fire. [1:01:18] If the county is out of [1:01:20] resources can no longer [1:01:23] support us, then it goes to [1:01:23] the region and then the state [1:01:24] and then federal. So that's [1:01:28] the progression of response [1:01:31] being closely connected to the [1:01:33] Alameda County ensures that we [1:01:36] as all cities get support one [1:01:37] another if we are affected [1:01:39] than others and not them, the [1:01:40] resources can come from them [1:01:41] through the Alameda County [1:01:43] Coordination. So that's an [1:01:44] important part of this [1:01:47] partnership. Plus, training [1:01:47] and less exercise because no [1:01:49] one jurisdiction has the [1:01:52] capacity or the finances to [1:01:54] create enough trainings and [1:01:56] exercises to train city staff [1:01:57] to train our partners in [1:02:00] church community. Okay. Great. [1:02:01] So that's a helpful [1:02:03] clarification. So this is [1:02:04] really pertaining to natural [1:02:06] disaster. Planning it. It [1:02:07] sounds like not so much mutual [1:02:10] aid as it pertains to either [1:02:11] law enforcement Okay. That's [1:02:12] that's a separate issue [1:02:15] altogether. Different code. [1:02:17] Okay. So you know, this [1:02:18] pertains to preparedness [1:02:20] reminisce response, recovery [1:02:22] and mitigation. So we all work [1:02:25] together to ensure our [1:02:25] collective reading is not just [1:02:27] for natural disasters, manmade [1:02:30] as Cyber attack that we've [1:02:33] spent a couple of years We [1:02:34] were we had were heavily [1:02:36] relying on the county and also [1:02:37] I think jurisdictional [1:02:38] experience with similar tax to [1:02:39] ensure that we take the right [1:02:40] steps. And employee right [1:02:43] partnerships. Okay. Great one [1:02:44] final question. Then I'll turn [1:02:46] it over to Councilmember Brown [1:02:47] is just have you all been [1:02:50] looking into just the or [1:02:52] coordinating of like the text [1:02:52] alerts and just notifications [1:02:57] to residents in the case of a [1:02:58] serious incident. Absolutely. [1:03:01] In fact, we're getting ready [1:03:02] deplore a campaign for a [1:03:04] sailor which stands for [1:03:06] Alameda County alerting System [1:03:08] many of such tools are [1:03:10] available through the county [1:03:10] because again, the [1:03:11] municipalities don't have the [1:03:14] resources to buy platforms and [1:03:16] so forth and So we do have a [1:03:17] see a lurch in the city of [1:03:20] Oakland. We have 2 levels. [1:03:22] It's an opt in system. So [1:03:24] people have to sign We have [1:03:25] one that is specific to the [1:03:27] city of Oakland when we have [1:03:29] something that is important to [1:03:32] staff based on location or an [1:03:33] incident. And then we also [1:03:35] have a resident alert. And in [1:03:36] fact, those who were signed up [1:03:40] for a sailor on JULY 4 prior [1:03:43] to JULY 4th, prior to JULY, [1:03:44] 3rd would have received 2 [1:03:45] alerts indicating the street [1:03:47] closures for JULY 4th [1:03:49] celebrations any other [1:03:49] important information that [1:03:52] needed to be distributed show [1:03:54] our residents and our visitors [1:03:54] knew where when and how to get [1:03:57] around the city. So we do [1:04:00] deploy ac alert regularly, [1:04:02] both for internal staff for [1:04:05] things that matter to [1:04:07] particular department and to [1:04:08] our residents when it doesn't [1:04:08] have to be disaster. JULY 4th [1:04:11] with a celebration. That's [1:04:11] good to know. Thank you. [1:04:16] Councilmember Brown. [1:04:17] Excellent. Thank you so much [1:04:19] for the report. I'm very [1:04:21] familiar with the emergency [1:04:22] management kind of protocol [1:04:23] and system. I got to take a [1:04:25] handful, of course, is on [1:04:27] emergency management. And so I [1:04:28] know that is very complex. But [1:04:31] it also requires, as you [1:04:33] mention, you know, working [1:04:35] across all of our governmental [1:04:38] systems, right to ensure its [1:04:41] success. So my question is one [1:04:43] of can you just at a high [1:04:45] level, maybe share with me [1:04:46] given that we're going to [1:04:50] enter into a contract that [1:04:50] that is about, you know, a [1:04:53] years long, pretty lengthy. He [1:04:54] walked me through, like what [1:04:57] are some of the court nation [1:04:57] efforts that will that will [1:05:01] kind of take place to ensure [1:05:02] you know, just continued [1:05:05] coordination like either, you [1:05:06] know, 6 months check, ins are [1:05:08] like what? What is the how how [1:05:11] is the relationship like [1:05:11] genuinely maintained? [1:05:13] Absolutely. Is a question. [1:05:15] Thank you. So this this [1:05:16] agreement is between as the [1:05:17] city of Oakland and Alameda [1:05:20] County in every other [1:05:22] jurisdiction, governments [1:05:23] government, non-profit special [1:05:25] districts also entering into [1:05:26] this agreement on their [1:05:31] behalf. So So what happens is [1:05:32] we need quarterly and by we I [1:05:33] don't mean that certainly I [1:05:34] go. But somebody from it will [1:05:37] go to the quarterly meetings. [1:05:40] We also have a monthly Check [1:05:41] just with the government [1:05:41] entities. So that's [1:05:45] specialized for government. We [1:05:47] have joint training [1:05:48] opportunities several times a [1:05:49] year. A little bit hard to [1:05:51] quantify. Sometimes it's [1:05:52] months. And then sometimes [1:05:53] it's every other month. You [1:05:56] know, that sort of probably [1:05:59] have about dozen training [1:06:02] opportunities a year just our [1:06:04] counties. Alameda County's who [1:06:05] takes that on who runs the the [1:06:07] expense organization of it and [1:06:07] all of it for for us to take [1:06:14] advantage of it. We also [1:06:16] multiple exercises a years [1:06:17] some big, some small. What [1:06:19] also the county does for all [1:06:21] of our jurisdictions. They [1:06:23] organize planning one of the [1:06:24] blessings that we have so far [1:06:25] this year. What's what's in [1:06:30] response? And before anybody [1:06:32] says we are at risk for maybe [1:06:34] not a huge risk but risk. So [1:06:35] we city of Oakland [1:06:38] participated with the city of [1:06:39] county and the contractor that [1:06:40] they hired to create [1:06:44] oakland-alameda specific [1:06:45] tsunami plan. If that happens, [1:06:46] what do we do in the county? [1:06:47] Other county agencies were [1:06:53] involved but plans [1:06:53] additionally with just [1:06:55] planning how train elected [1:07:00] officials. On emergency [1:07:02] response. We haven't ruled it [1:07:04] out. The work has just been [1:07:07] completed. But at some point [1:07:08] you all of our elected elected [1:07:10] officials will get a very nice [1:07:12] booklet that spells out. And [1:07:14] this happens. This is what is [1:07:15] need that if that happens, [1:07:17] this is what is needed and [1:07:19] will conduct the training for [1:07:20] just the city of Oakland [1:07:21] elected officials. Those in [1:07:23] just a few examples of how [1:07:24] county supports the city of [1:07:26] Oakland in other [1:07:27] jurisdictions. Excellent. [1:07:28] Thank you so much. And I know [1:07:30] last year some of us myself [1:07:32] and some of the other offices [1:07:35] attended a training at o c [1:07:37] Around. You there's a handful [1:07:37] of things that we that we got [1:07:41] the opportunity to align. So [1:07:42] if my colleagues haven't had [1:07:44] the opportunity to do it was [1:07:45] very insightful. And the team [1:07:46] that we have working at the [1:07:49] dot, they are phenomenal. [1:07:50] Excellent. So thank you so [1:07:51] much for that report. I'm [1:07:54] happy to move the item, ok? [1:07:55] Great. I will second that I [1:07:56] just have one more comment to [1:07:58] make it. I was making the [1:07:59] connection what actually my [1:08:01] questions before around the [1:08:05] alert systems. I remember [1:08:07] reading about Maui and when [1:08:09] there was that wildfire and [1:08:11] the fact that the sirens did [1:08:12] not deploy and I think it [1:08:15] looks like in San Francisco. [1:08:16] Because there has not been the [1:08:19] funding. The siren system is [1:08:20] currently offline. I don't [1:08:20] know the status here in [1:08:23] Alameda County, but I do think [1:08:24] that is something for us to [1:08:27] ensure that we have that up [1:08:28] and running. Since we know [1:08:32] with climate change. A natural [1:08:34] disaster is inevitable as evil [1:08:35] as you yourself have stated [1:08:36] with the tsunami risk [1:08:39] wildfires, everything and so I [1:08:40] want to make sure that we have [1:08:42] that in place and that we're [1:08:44] we're ready is a county and [1:08:47] the city. Just need Sure. [1:08:51] Yeah. Sleuthing. So it the [1:08:51] counting this particular would [1:08:53] have anything to do with this. [1:08:53] The city of Oakland maintains [1:08:57] its own siren system. We test [1:08:58] sirens every month on the [1:09:01] first Wednesday at noon, I [1:09:03] would one sound for a minute [1:09:05] us out. If you hear the siren [1:09:06] on any other day of the week, [1:09:09] any other time. There are 3 [1:09:10] types of Jones, but don't [1:09:13] expect everyone remember If [1:09:15] you hear something, then go to [1:09:17] the official news resource we [1:09:20] most of our sirens are fully [1:09:21] functional and operational. We [1:09:24] have a couple that are [1:09:25] currently maintenance status. [1:09:26] But this sirens scheme on [1:09:27] around the city such that even [1:09:30] if one is out, there are [1:09:32] others around the area about [1:09:33] what that would sound. So [1:09:37] nobody is without any sound. [1:09:38] And we do testing regularly [1:09:40] and we have 3 agency so to [1:09:40] speak that are responsible for [1:09:43] activation in case need that. [1:09:44] And that would be through the [1:09:46] fire dispatch. Police dispatch [1:09:47] or emergency management or the [1:09:51] radio group of Public works [1:09:53] great. So it sounds like [1:09:54] Francisco, our siren system is [1:09:57] in fact working. Correct. And [1:09:58] we do work with to shop for [1:10:01] public works. And with public [1:10:03] electricians and Eugenie and [1:10:05] so forth to ensure that all of [1:10:06] our signs or an operational [1:10:10] condition. But yes, it is [1:10:12] aging infrastructure. So every [1:10:12] now and then for one reason or [1:10:14] another wanted sirens will go [1:10:16] off line. But we are [1:10:17] maintaining them. We are [1:10:20] upgrading them by we I mean, [1:10:21] the city majority that there's [1:10:23] only 2 of them that are county [1:10:24] maintenance. Great. Thank you. [1:10:28] Let's move to the Thank you. [1:10:29] We have a motion made by [1:10:30] Councilmember bound second by [1:10:33] Chair Wang to approve the [1:10:34] recommendations of stop and [1:10:35] support this item to the JULY [1:10:37] 20 per City Council agenda on [1:10:37] $0.10, honorable [1:10:43] councilmembers. And Cher. Wang [1:10:49] I thank you. Item passes with [1:10:49] 3 eyes when excused by to port [1:10:49] this item to the JULY 21st [1:10:52] City Council agenda on consent [1:10:53] reading in item for adopt a [1:10:54] resolution accepting the [1:10:55] Department of Violence [1:10:59] Prevention's 2026 apricots [1:11:01] annual report and approving [1:11:02] ended policy has approved by [1:11:03] the Privacy Advisory [1:11:06] Commission on JUNE 4th, 2026 [1:11:07] and there are 4 speakers that [1:11:08] signed up to speak on this [1:11:12] item. Go ahead and take away [1:11:16] the floor is yours. Thank you. [1:11:17] Good evening, Councilmembers. [1:11:18] Jenny Lind she deputy chief of [1:11:19] grants programs and evaluation [1:11:21] for the Department Violence [1:11:22] Prevention and Wait for most [1:11:27] lines. Great. So I am [1:11:29] presenting on our apricot [1:11:30] 3.60, annual report and update [1:11:34] it. Use policy. High-level pre [1:11:37] cut 3.60 Is a cloud-based [1:11:38] system developed by on Terra [1:11:39] for use by social service [1:11:40] providers to track service [1:11:42] delivery and grant management [1:11:44] tasks. This is the system that [1:11:45] the Department Violence [1:11:47] Prevention uses for our own [1:11:49] internal direct service staff [1:11:51] and also for the agencies that [1:11:52] we fund to enter information [1:11:56] about service delivery. The [1:11:57] system was first approved by [1:11:59] the Privacy Advisory Committee [1:12:03] Shun and City Council JULY of [1:12:04] 2022, it was then customized [1:12:04] and implemented by the dpp in [1:12:07] JANUARY of 2023. Replacing our [1:12:10] old System City's ban. And [1:12:12] since then, we've had annual [1:12:13] reports and use policies [1:12:14] approved by the Privacy [1:12:17] Advisory Commission. Every [1:12:18] JUNE since JUNE 2024. 2025 and [1:12:21] most recently 2026. The system [1:12:25] has multiple uses for direct [1:12:27] service staff both employed by [1:12:28] the dpp and by the agencies [1:12:30] that we fund the system can be [1:12:34] used to track enrollment [1:12:36] service, engagement milestones [1:12:37] and outcomes for individuals [1:12:40] who are engaged services and [1:12:40] then additionally for agencies [1:12:43] that deliver group level [1:12:44] services, it tracks [1:12:47] information such as [1:12:47] attendance, duration content [1:12:51] of group services. For [1:12:53] supervisory staff again within [1:12:54] the dp and our friend of [1:12:55] agencies. They can use the [1:12:57] system to review the services [1:12:58] that are being delivered by [1:12:59] the individuals. They [1:13:00] supervise to monitor service [1:13:01] delivery and track performance [1:13:08] metrics. Grant Management [1:13:09] staff both within the dp and [1:13:10] are funded agencies use the [1:13:12] system to track budgets been [1:13:13] down. So we have reports that [1:13:14] are automatically generated [1:13:17] every quarter to to show how [1:13:19] expenses are being spent [1:13:20] various categories. It's how [1:13:22] we track progress on contract [1:13:24] deliverables that we also have [1:13:25] a standard report for every [1:13:25] contract that's based on the [1:13:27] service deliverables in scopes [1:13:29] of work. And it shows exactly [1:13:30] where agencies are supposed to [1:13:32] be every quarter and then [1:13:36] where they actually are. And [1:13:37] then we use it to receive and [1:13:40] process quarterly invoices. So [1:13:40] every quarter agencies input [1:13:43] information about what they [1:13:44] did a quarter about their [1:13:45] expenses, we review all the [1:13:45] information. That's how we [1:13:49] process voices. A few select [1:13:50] program staff within the dp [1:13:53] Use the system to coordinate [1:13:55] services between agencies and [1:13:56] support Effective [1:13:56] implementations of example of [1:13:57] this is the violence [1:14:01] interruption services. We fund [1:14:01] for community-based [1:14:02] organizations to deliver [1:14:03] violence interruption in [1:14:05] services in Oakland. But the [1:14:06] deep he also has internal the [1:14:08] eyes to kind of quarterback [1:14:09] that work. And so the ability [1:14:13] for them to see updates that [1:14:14] are being entered by the [1:14:14] various agencies is very [1:14:15] helpful in coordinating the [1:14:19] response. And then lastly, due [1:14:20] to an evaluation staff use the [1:14:21] system to summarize service [1:14:25] delivery information for [1:14:25] reports to counsel to [1:14:29] commissions to funders to [1:14:30] monitor consent form [1:14:31] completion and eligibility [1:14:34] criteria. So we have standard [1:14:35] eligibility criteria for gun [1:14:36] violence services, for [1:14:38] instance, or one data [1:14:39] specialist make sure that that [1:14:42] those criteria being met and [1:14:43] then of their data entry [1:14:43] errors, there's regular checks [1:14:49] on that. For the annual year [1:14:51] of 2025, the system was used [1:14:53] by approximately 36 staff from [1:14:56] the dp and 170 Community-based [1:14:59] organizations. There were also [1:15:01] individual records entered for [1:15:02] about 2400 individuals. [1:15:07] Participants in services. In [1:15:09] terms of data sharing de [1:15:11] identified data for all [1:15:12] participants and then [1:15:13] personally identifiable [1:15:14] information, which means name [1:15:15] and date of birth for [1:15:16] individuals who provided their [1:15:19] affirmative consent shared [1:15:21] with the same party in 2 [1:15:24] different occasions. One was [1:15:26] Urban Institute for their [1:15:28] evaluation of Measure z funded [1:15:28] services and one was Urban [1:15:29] Institute for their evaluation [1:15:33] of a state grant that we have. [1:15:35] We have had no complaints or [1:15:36] concerns raised about the [1:15:37] system regarding its [1:15:41] protection of civil rights are [1:15:42] civil liberties. And our data [1:15:43] analyst is in frequent [1:15:44] communication with grantees [1:15:46] about a number of things. And [1:15:47] when he receives feedback on [1:15:48] how ways to improve the system [1:15:49] are additional things that [1:15:50] they want. Clark did. We're [1:15:54] happy to make those changes or [1:15:54] develop reports that would be [1:15:55] helpful for them to monitor [1:16:00] service delivery. Service [1:16:01] delivery. Information in a pre [1:16:03] cut is limited to high-level [1:16:04] information. So it's number [1:16:08] and duration of contacts and [1:16:10] service outcomes personally, [1:16:12] information is only required [1:16:12] for adults who are receiving [1:16:14] services related to gun [1:16:16] violence. It is not required [1:16:19] for youth at all or for [1:16:20] individuals who are receiving [1:16:20] services related to [1:16:25] gender-based violence. This is [1:16:26] a high-level overview of the [1:16:28] reason the city breakdown of [1:16:29] individuals who are entered a [1:16:30] neighbor caught being served [1:16:33] by Dbpr gdp, funded [1:16:35] organization services. If you [1:16:35] take away the missing, these [1:16:36] percentages are actually [1:16:38] slightly higher. Still, the [1:16:39] majority of individuals being [1:16:41] served are African-American or [1:16:44] Latino that closely mirrors [1:16:45] the breakdown of recent city [1:16:46] for individuals impacted by [1:16:48] gun violence and domestic [1:16:48] violence and commercial sexual [1:16:50] exploitation in Oakland, which [1:16:50] is what we're charged to [1:16:56] reduce. We regularly review [1:16:58] There have been not been any [1:16:59] violations or potential [1:17:01] violations of use policy to [1:17:02] date that we're aware of. Also [1:17:04] been no data breaches are [1:17:05] unauthorized access. And we [1:17:06] have had no public records [1:17:07] request pertaining to the [1:17:13] system. The annual cost of the [1:17:14] system in upcoming fiscal year [1:17:16] is $125,000. Approximately [1:17:17] half of that will come from [1:17:19] our general purpose fund. And [1:17:20] then we try to write in a [1:17:21] portion of that into every [1:17:22] extra grant that we got about. [1:17:23] Half of that is funded by [1:17:30] external grants. In terms of [1:17:31] efficacy. Apricot 3.60, [1:17:32] invaluable in our work. In [1:17:35] many ways, it's allowed us to [1:17:37] ensure alignment with best [1:17:38] practices, specifically ready [1:17:38] relating to cease-fire [1:17:42] lifeline. So our Chief Holly [1:17:43] Joshi, our deputy Chief [1:17:44] Danielle Medina, who oversee [1:17:48] all of that word they receive [1:17:48] weekly performance reports [1:17:50] where they're able to see [1:17:51] exactly what all of the life [1:17:51] coaches and violence [1:17:52] Interrupters are doing to [1:17:54] implement the model. And sure, [1:17:55] but they're having the high [1:17:56] touch plants that are required [1:18:00] to achieve impact. It's also [1:18:01] how we as we discussed in [1:18:03] prior meetings, how we hold [1:18:04] CEOs accountable it, how we [1:18:06] track their performance [1:18:07] metrics to make sure that [1:18:07] their meeting, what we said [1:18:08] that they were going to do in [1:18:11] their scope support. It's how [1:18:13] we coordinate service tear. It [1:18:14] supports rather coordinating [1:18:15] service delivery within the [1:18:16] group strategy. As I [1:18:18] mentioned, specifically around [1:18:19] violence interruption. It [1:18:21] allows us to easily summarized [1:18:25] share data with it. Groups [1:18:26] like City Council Oversight [1:18:28] bodies, Public funders and [1:18:30] then, of course, it is the [1:18:33] source of data that we use for [1:18:34] impact evaluations. So for the [1:18:35] measure z funded evaluation [1:18:35] evidence to it, this is the [1:18:38] source of the data for any [1:18:39] future evaluations that are [1:18:40] funded measure. This is where [1:18:45] the data will come from. And [1:18:46] then lastly, we're proposing a [1:18:47] one amendment to the use [1:18:49] policy this year. The current [1:18:53] use policy states that. [1:18:53] Personally identify well [1:18:55] information again, name and [1:18:56] date of birth is not entered [1:18:57] for individuals receiving [1:18:59] services related to [1:19:00] gender-based violence. We [1:19:00] would like to just change that [1:19:02] language to say is not [1:19:03] required. We would like to [1:19:07] just as we do for youth, give [1:19:08] them the opportunity to opt [1:19:10] into sharing data because it's [1:19:11] so powerful and hopeful for [1:19:13] evaluation purposes. That was [1:19:14] one of the findings from [1:19:15] Measure z evaluators was that [1:19:17] they simply didn't have [1:19:20] enough. They didn't have data [1:19:21] at the individual level to be [1:19:22] able to do impact evaluation [1:19:24] for gender-based violence [1:19:25] services. So with this change, [1:19:26] we would simply be giving [1:19:27] people the opportunity to say [1:19:29] yes or now, of course, they [1:19:31] can always ristaino and still [1:19:31] services. There would be no [1:19:35] bearing on not. And that [1:19:35] concludes the presentation. [1:19:38] I'm happy to take questions. [1:19:43] Council member Brown. Not [1:19:45] necessarily question, but more [1:19:46] of a comment just in reading [1:19:48] and reviewing the report. He [1:19:51] seems very clear that program [1:19:55] and like the system is working [1:19:59] very well. And it also has a [1:20:00] clear nexis to win. You all [1:20:03] come back and share. Hey, how [1:20:04] are these community-based [1:20:06] organizations doing with the [1:20:08] program services? And it also [1:20:10] sounds like maybe we should [1:20:11] duplicated in other [1:20:12] departments, ku that utilize [1:20:13] it as well because it just [1:20:15] really seems like that it a [1:20:19] It's a great tool to really [1:20:20] collect the data and get the [1:20:21] clear feedback. But thank you [1:20:22] so much for that report. [1:20:24] Really appreciate it. And [1:20:25] through the chair to [1:20:27] councilmember and just to add, [1:20:30] it is a great tool. It's far [1:20:31] superior to the former tool [1:20:33] that we're using and allows us [1:20:35] to again, not only track that [1:20:37] he did that create all kinds [1:20:38] of customizable reports that [1:20:38] are really helpful for [1:20:41] implementation. One thing [1:20:43] that's very exciting is that [1:20:44] we were able to about a year [1:20:45] and a half ago. Pouch are [1:20:46] former technical assistance [1:20:49] provider from Terre and he's [1:20:49] now an employee of the [1:20:50] Department of Violence [1:20:54] Prevention. So we have. Lot of [1:20:55] this recipe to do really cool [1:20:57] things if for some reason, [1:20:59] another department adopt the [1:21:00] technology would be happy to [1:21:02] lend his expertise. That's [1:21:03] phenomenal. Thank all. Make a [1:21:06] motion to move the item well [1:21:07] as good. Well done. What a way [1:21:08] to fill are Councilmember [1:21:13] Houston. To chair what to wear [1:21:15] using prior to this the one [1:21:18] that you're using prior? How's [1:21:21] it being done before threw the [1:21:22] chair to councilmember [1:21:22] Houston. We're easing city [1:21:26] spam. It's still needs believe [1:21:27] by the Department of Human [1:21:31] Services. Was not. We were not [1:21:35] able to enter personally [1:21:38] identify or like individual [1:21:40] level data from the [1:21:41] community-based organizations [1:21:43] that we fund and then us [1:21:45] people to summarize bought [1:21:45] into deliverables and 2 [1:21:46] reports that were able to [1:21:51] easily see. So the agencies [1:21:52] were instant some entering [1:21:53] already summarize data. So [1:21:54] that would be boxes that say [1:21:54] how many individuals that use [1:21:58] or rather than entries of [1:21:59] individuals served being [1:22:00] summarizing reports that we [1:22:01] can see. It gives us a little [1:22:03] bit more accountability. And [1:22:04] also support with service [1:22:15] coordination. And then before [1:22:15] I second the item, I just [1:22:19] have. Of wealth. One comment, [1:22:23] which is I do agree with my [1:22:24] colleague. It sounds like this [1:22:27] system has some use, say, for [1:22:28] example, human services that [1:22:32] we know has challenges around. [1:22:33] Reimbursements that does a [1:22:35] system actually support the [1:22:36] reimbursement of the providers [1:22:39] are. This is simply sort [1:22:41] tracking performance metrics. [1:22:45] We use it to prepare the [1:22:45] invoice that is submitted into [1:22:49] the ap portal. So the ap [1:22:50] portal is still the system [1:22:50] that is used to actually [1:22:52] process the invoice and issue [1:22:55] payment. But we use this to [1:22:56] prepare all of the [1:22:57] documentation that goes into [1:23:00] the ap portal, including the [1:23:01] itemized spend on of [1:23:02] expenditures and the summary [1:23:04] deliverables achieved. Okay. [1:23:06] Interesting. And then just [1:23:08] with regards to the amendment, [1:23:09] I'm sure that you thought of [1:23:11] this, but I just would like to [1:23:15] vet this is given, of course, [1:23:17] the data special data privacy [1:23:18] needs for like a domestic [1:23:19] violence victim or a [1:23:20] trafficking victim. What [1:23:24] privacy controls are privacy. [1:23:25] Protections are included in [1:23:27] the system to ensure that that [1:23:32] the data can be misused so. [1:23:34] The data are only access. [1:23:35] Every user of the system has [1:23:38] very specialized permissions. [1:23:41] So any staff member to its [1:23:42] community based organization, [1:23:43] for instance, can only access [1:23:43] data that they enter. Not that [1:23:46] anyone else. And jurors. And [1:23:49] that's the case for everyone. [1:23:50] The exception to that is the [1:23:51] data specialist who works for [1:23:52] the dp and myself have [1:23:54] slightly broader credentials. [1:23:56] But for the most part, [1:23:57] individuals to access the [1:23:57] system only have access to the [1:24:00] data that they enter. Somewhat [1:24:03] related is in terms of [1:24:04] providing consent for their [1:24:06] personally identifiable [1:24:08] information and to be They've [1:24:09] they provide that can send it [1:24:11] is not by any means required [1:24:11] as part of service delivery [1:24:14] and that complies with the [1:24:15] ball. But expectations, which [1:24:16] is that you give individuals [1:24:18] the ability to consent or not [1:24:18] and don't make service is [1:24:23] contingent on that. So those [1:24:23] protections are in place. [1:24:31] Okay. Great. Thank Calling in [1:24:31] the Navy decided to speak on [1:24:33] item number 4 in a particular [1:24:34] order. You can come up to the [1:24:36] podium state. Your name for [1:24:37] the record. Muzzy Indigo Jesse [1:24:38] Rose more outside Ala and [1:24:43] Blair Beekman. Hi, Jessi rose. [1:24:45] More on the vp provided a well [1:24:46] written report compared to [1:24:48] opd. He did not provide a well [1:24:49] written report. We got one [1:24:50] minute to speak on this item [1:24:51] where per item 8. We also got [1:24:54] one minute to speak on this [1:24:55] garbage. As I wrote a Brown [1:24:57] mentioned just that nonsense [1:24:58] that we had only one minute to [1:25:03] speak on this city council. 3 [1:25:05] of the members of this body, 7 [1:25:06] members of the city Council it [1:25:08] south. Look at opd, anything [1:25:09] it wants and its austerity and [1:25:11] means testing for everything [1:25:13] else. Wang as Councilmember [1:25:14] one, you're pertain to care [1:25:15] about data privacy when it [1:25:17] comes to take the vp. Why do [1:25:19] you issue that scene care [1:25:21] about privacy to flock, which [1:25:23] so many people came to speak [1:25:25] which is very clearly not [1:25:25] popular with your [1:25:26] constituents. And with [1:25:29] everybody in Oakland we have a [1:25:30] city council that serves [1:25:32] Piedmont landlords in the o p [1:25:36] o a we should be finding a [1:25:37] violence prevention and [1:25:40] safety. And you know, we need [1:25:41] a city council that doesn't do [1:25:48] austerity. So there's some [1:25:51] clarity. It needs to be [1:25:53] explain. The report says that [1:25:54] you have participant record. [1:25:59] It's. 2300. Program [1:26:01] enrollment. 2500. What's the [1:26:04] difference between the 2? When [1:26:05] you look, thank you for the [1:26:06] numbers of what you provided [1:26:10] services employment. 37. [1:26:13] Family and victim support 17. [1:26:14] And I'm not gonna be able to [1:26:16] go through all the numbers. [1:26:17] What I didn't see in the [1:26:20] report. And you got [1:26:21] distinguish between services [1:26:24] and referral. Referral means [1:26:28] you identify the Service mean [1:26:29] you actually got something in [1:26:34] terms of in need. But you [1:26:35] didn't identify anything that [1:26:37] accommodates trauma recovery. [1:26:40] Mental health care. Anger [1:26:45] management, drug treatment. [1:26:46] And those areas that need to [1:26:46] be addressed. When you're [1:26:47] talking about some of the [1:26:58] issues that thank you for your [1:26:59] comments, which into Zoom user [1:26:59] Blair. You can unmute yourself [1:27:01] and begin your comment. I [1:27:05] thank you big men. This is [1:27:06] another item that can serve a [1:27:08] cause, a person's wearing [1:27:11] council PRESIDENT Brings work [1:27:13] I mean, National Avenue. [1:27:17] Boulevard really well. It was [1:27:18] nice to hear. It was nice to [1:27:20] hear that this is really based [1:27:24] t v p Postal Service And not [1:27:24] so much law enforcement wasn't [1:27:26] too much mentioned. And that [1:27:29] was really helpful. It's up 8. [1:27:31] That's a resource play. You [1:27:35] know, the meetings we had on [1:27:35] the International Boulevard, [1:27:39] which is a few weeks ago The [1:27:42] people there, women there, [1:27:43] they need resources. That's [1:27:44] what was being fed by the [1:27:47] public. And it seems an item [1:27:48] that helps provide those [1:27:51] concepts, which is just dumb. [1:27:52] It's just the way to work or [1:27:53] system how we're going [1:27:57] understand this best. So. Is [1:27:58] nice to hear this item and [1:27:59] what its intentions can be. [1:28:00] Could look, we can live up to [1:28:03] his potential. Thank you. [1:28:04] Thank you for your comments [1:28:05] your name is called. Please [1:28:08] come up to the podium. Chair [1:28:08] at this time. All names have [1:28:11] been called. We can move to [1:28:14] the vote. Yes, yes, we have a [1:28:15] motion made by council member [1:28:18] Brown, seconded by chair. Want [1:28:19] to approve the recommendations [1:28:19] of stop and support this item [1:28:21] to the JULY 20 per City [1:28:22] Council agenda on consent on [1:28:26] rule councilmembers. Brown. I [1:28:29] buy I he and Cher Wang. I [1:28:30] thank you. Item 4 passes with [1:28:31] 4. I support this item to the [1:28:32] JULY 20 for city Council. [1:28:35] Jenna, on consent reading in [1:28:35] item 5 adopt a resolution [1:28:37] authorizing the city [1:28:39] administrator to enter into [1:28:40] professional services [1:28:41] agreement. With the Bright [1:28:42] Research Group Inc for the [1:28:43] training and capacity-building [1:28:44] Services. But the Department [1:28:46] of Violence Prevention from [1:28:47] SEPTEMBER 1st 2026 through [1:28:51] DECEMBER 31st. 2028 por total [1:28:52] contract amount not to exceed [1:28:53] $513,000. And there are 3 [1:28:54] speakers that signed up to [1:29:00] speak. Okay, great. I'll turn [1:29:02] the floor over to you. I am [1:29:03] know that we are about half an [1:29:04] hour left till we get to [1:29:06] 08:00pm. So I would love to if [1:29:07] you can make it succinct. [1:29:11] Thank you. No problem. Good [1:29:12] evening. My name is Thomas and [1:29:13] the manager that reading euro [1:29:14] with Department violence [1:29:20] prevention. So I'm here today [1:29:21] to talk about adopting a [1:29:22] resolution award a contract of [1:29:23] $513,000 to bright research [1:29:29] groups. For training in the [1:29:30] past. The billions services [1:29:31] from SEPTEMBER first to [1:29:38] DECEMBER 31st. 2028. And [1:29:40] service Cp's mandate. As you [1:29:42] all know, our mandate is to [1:29:43] reduce gun violence, domestic [1:29:46] violence in commercial sexual [1:29:47] exploitation. And we do that [1:29:48] through Point Eric Service [1:29:52] staff within our community but [1:29:53] important meeting, community [1:29:55] services to deliver a violence [1:29:56] interruption services in [1:29:57] building the capacity of the [1:29:57] ecosystem of community [1:30:05] violence. Interventionists. [1:30:07] And 2024, the dp received 3.5 [1:30:09] million dollars from Kaiser [1:30:11] part of the spending included [1:30:14] hired if a team manager myself [1:30:15] build maintain infrastructure [1:30:17] for chaining zvi workers. In [1:30:20] addition to that last year, dp [1:30:21] received investment from the [1:30:22] Greenlight Fund to develop and [1:30:23] launch Oakland Peace Academy. [1:30:26] This will be a fellowship for [1:30:27] community violence. [1:30:28] Interruption workers through a [1:30:29] partnership with everybody's [1:30:34] institute. The purpose of the [1:30:35] training bureau is essentially [1:30:40] to be a a for him to spend [1:30:43] professionalize and Clinton's [1:30:44] violent. The Raptors life [1:30:47] coaches a specialist, cetera. [1:30:48] And our vision is to do this [1:30:50] through leadership [1:30:51] development. The Oakland [1:30:55] Academy and through. Capacity [1:30:57] ability and that can be a [1:30:58] variety of things. Trainings [1:31:02] on harm reduction, self care, [1:31:03] dealing with compassion, Petit [1:31:06] supervision. Managing a budget [1:31:08] for organizational to just [1:31:12] capacity building for both [1:31:13] leaders within organizations [1:31:14] and within the ttp as well. As [1:31:19] for Derek Service, that. In [1:31:19] FEBRUARY, request for [1:31:23] qualifications win. Now for a [1:31:26] contractor to provide services [1:31:26] to support the change the [1:31:27] past, the building efforts of [1:31:32] the training hero. There were [1:31:33] 5 submissions of 2 were passed [1:31:35] through disease procurement [1:31:39] process and of the 2 that pass [1:31:39] only one vendor, right. [1:31:40] Research group met all the [1:31:41] minimum qualifications that [1:31:45] were listed in the Rfq. [1:31:48] Research group has over a [1:31:51] decade of experience providing [1:31:51] services to various [1:31:56] departments within the city, [1:31:57] research capacity really [1:31:58] designed for that's owned by [1:31:59] women of color. And based [1:32:01] right here in Oakland. And [1:32:04] some examples of work they've [1:32:04] with the vp, formerly of Unite [1:32:07] in the past. Is they actually [1:32:10] where the organization that [1:32:11] recommended in helped carry [1:32:14] the killings and act like [1:32:15] coaching fellowship, which is [1:32:16] the internationally recognized [1:32:20] recognized certification. [1:32:20] They've helped support dp [1:32:21] Network and the means which [1:32:23] brings together the grantees. [1:32:25] Is that time for networking [1:32:28] and collaborative learning. [1:32:29] They've developed from the [1:32:33] trainers models receive ei [1:32:33] professionals. Learn to be [1:32:39] peer facilitators. And they [1:32:40] have also they also just have [1:32:45] a lot of who with, Oakley to [1:32:47] cv eco system trusted by has [1:32:48] let it rest of the [1:32:48] organizations that we partner [1:32:53] with. Thank you to have any [1:32:58] questions. I'll start off with [1:32:58] a comment. I just want to [1:33:01] commend you for your work on [1:33:02] this. I think this is exactly [1:33:04] the work that ensures that [1:33:06] Oakland continues to be on the [1:33:08] front line of community [1:33:09] violence approaches, their [1:33:10] interruption approaches. So so [1:33:13] thank you. Council member [1:33:21] Brown. Excellent. Thank you so [1:33:22] much that report. Only have [1:33:23] one question. I'm looking at [1:33:28] the funding table noticing [1:33:29] item the half a million is [1:33:31] coming from the general fund [1:33:32] and then it's project [1:33:36] re-imagining public safety. I [1:33:39] so question is, was something [1:33:42] that was budgeted in the in [1:33:43] the budgeted or is this an [1:33:46] additional allocation? This is [1:33:47] in the budget. We tried to get [1:33:50] the rfq out before for the [1:33:53] current fiscal year started. [1:33:54] Unfortunately, there are a lot [1:33:58] of there are holdups. We were [1:34:00] able to carry forward that [1:34:02] money. And so it is within our [1:34:03] budget. Ok, perfect. Thank you [1:34:05] for the clarity. I'm not sure [1:34:06] if there's a motion on the [1:34:16] floor, but second So yes, [1:34:17] chair Brent. Yes, my question. [1:34:26] So job. Lady. Sure I made a [1:34:27] motion and council member [1:34:29] Brown made a second. Let's [1:34:30] proceed. Calling him the [1:34:32] names. Ascended to speak on [1:34:33] item 5, Jesse Rose Morris not [1:34:41] available in Blair Beekman. [1:34:42] Hi, Jess. Are just like to [1:34:45] point out that I'm like the [1:34:46] opd. The Department of [1:34:47] Violence Prevention in this [1:34:49] case actually did an rfp rfq [1:34:51] and didn't ask you all to skip [1:34:52] all of it so that they can [1:34:54] have their preferred vendor [1:34:55] for for this thing. And we [1:34:57] know that in the future [1:34:57] they're going to right now. [1:34:58] Our cue that's geared [1:34:59] specifically. So that only [1:35:02] flaw could get it. We had a [1:35:02] nice presentation from someone [1:35:06] he did a great job, whereas [1:35:08] with the flock item, I'm not [1:35:10] mistaken. That was done by [1:35:12] homered Heroes, who was [1:35:12] involved in an [1:35:13] officer-involved shooting [1:35:18] against someone he was. Killed [1:35:20] and he wanted to get lethal [1:35:21] and that cost the city tens of [1:35:22] millions of the 10 million [1:35:24] dollars. I believe in a [1:35:25] lawsuit. So it's interesting [1:35:28] that you're having that person [1:35:28] speak on clock. I'm glad to [1:35:30] see department about [1:35:32] prevention doing a great [1:35:33] thing. We should have less [1:35:34] officer-involved shootings. We [1:35:35] should have less flock and [1:35:37] more violence prevention. How [1:35:38] about that from my city [1:35:47] council with that, you know. [1:35:51] So. You see these a woman of [1:35:58] color Everybody got Cup. Some [1:35:59] have local element in other [1:36:03] months. But this ability to So [1:36:06] why people feel like Pacific [1:36:08] They and the group with the [1:36:10] melanin grew. They just a [1:36:11] blessing mellow everybody [1:36:14] Start with that people. Women [1:36:18] to whatever and just say women [1:36:19] and I got a problem with this [1:36:20] issue with women. With this [1:36:20] Department of Violence [1:36:22] Prevention. I don't see no [1:36:28] men. And how does group. [1:36:30] That's women and most of the [1:36:31] people you've got to deal [1:36:36] African-American man. And so [1:36:37] these women going to deal with [1:36:39] in they say in their report [1:36:40] when you look at them online [1:36:43] at they in. Ok, but we got a [1:36:44] lot going on with this [1:36:48] department with women. Being [1:36:49] in most of the roles of [1:37:00] leadership. Thank you for your [1:37:01] comments. Witching to Zoom [1:37:02] user Blair, you can unmute [1:37:07] yourself. All there. Big man. [1:37:07] Hopefully women in leadership [1:37:11] isn't so much of a problem. [1:37:15] I'm hoping with this item that [1:37:18] you it is really stepping up [1:37:19] their rage parts that they [1:37:20] can. And guess what? People [1:37:20] are dying from it again. So [1:37:23] there's a lot of outrage. I [1:37:26] think we can be prepared in [1:37:28] Oakland and I'm hopeful in [1:37:30] what council person, Brown [1:37:33] when have been studying in [1:37:36] data collection, right, we can [1:37:37] be ready. I think we can be [1:37:38] ready with with this sort work [1:37:41] and effort of this item. We [1:37:42] have a bunch of programs like [1:37:46] this that I simply I think [1:37:47] Create something pretty [1:37:49] important. Is respected at the [1:37:49] federal level. And we have to [1:37:52] continue to share what we know [1:37:54] and what we want to practice [1:37:55] is how to address our issues [1:37:57] the community. This can keep [1:37:58] it the way. So keep up the [1:38:00] good efforts of this type of [1:38:01] item, really a composite. A [1:38:02] lot of things on a lot of [1:38:05] levels. Thanks for that. Thank [1:38:07] you for your comments. Sure. [1:38:07] That includes all speakers and [1:38:08] we do have a motion made by [1:38:11] Chair Wang second by council [1:38:12] member Brown to put the [1:38:13] recommendations of staff and [1:38:14] toward this item to the JULY [1:38:15] 20 per City Council agenda on [1:38:16] consent on row Councilmembers. [1:38:21] Brown. I buy I use eye and [1:38:23] chair along. I think you [1:38:23] motion passes will pour. I [1:38:24] support this item to the JULY [1:38:27] 20 for City Council agenda on [1:38:27] consent. Reading in item [1:38:33] number 6. Adopt sorry, adopt a [1:38:34] resolution authorizing the [1:38:35] city administrator to apply [1:38:35] for except inappropriate. [1:38:38] Edward Memorial Justice [1:38:42] Assistance Assistance, Grant [1:38:47] say up to 324 $1324 for the [1:38:49] fiscal year 2025 Grand Award [1:38:51] period of OCTOBER. First 2025 [1:38:55] through SEPTEMBER, 30th 2020 [1:38:57] to support the department like [1:38:57] training equipment, [1:38:58] technology, and operational [1:38:59] enhancements. And we have 4 [1:39:03] speakers on this item. Okay, [1:39:04] great. Please take it away. [1:39:08] Yes. Good evening. Chair and [1:39:09] members of the committee, [1:39:10] Russian warship, the Fiscal [1:39:11] division manager for the [1:39:12] Oakland Police Department. [1:39:18] Before you is to Justice [1:39:19] assistant grant for 2025. With [1:39:20] the total allocation of [1:39:24] 324,000 $324. The Jack Ryan is [1:39:24] a fund fund a program [1:39:28] administered. Partnership the [1:39:29] county which applies for the [1:39:31] grant on behalf of the [1:39:31] department and the funding [1:39:33] allocations are based on the [1:39:35] population. Opd has been the [1:39:36] recipient of this award [1:39:36] approved by council since [1:39:41] 2005. Given the department's [1:39:42] 7.8 million decrease in [1:39:45] operation and maintenance as [1:39:46] outlined in the report, the [1:39:46] department proposed the [1:39:49] following. 25,000 Floyd [1:39:50] training professional [1:39:55] development. Which promote [1:39:56] ongoing training. That's not [1:40:00] related to polls. Which would [1:40:02] support training such as [1:40:03] women's leaders and law [1:40:07] enforcement mash. Asian peace [1:40:11] officers. Secondly, there is [1:40:14] $66,891 and $0.56 That's [1:40:15] allocated to technology. A [1:40:16] great supporting replacements [1:40:18] of aging computers that cannot [1:40:20] support Windows 11. Along with [1:40:24] a bit of software. It hardware [1:40:26] and other technology. Lastly, [1:40:30] there's $2000. I mean, 200 [1:40:32] 1000 dollars allocated for the [1:40:36] helicopter marine maintenance, [1:40:37] which helps support the [1:40:39] contracts. One of the contract [1:40:41] is Ashley being reported on [1:40:43] tonight. And so this helps [1:40:44] with a vital services for the [1:40:48] department. These funds apd to [1:40:49] support operations without [1:40:51] impacting the city's general [1:40:52] fund. This concludes my [1:40:57] presentation. All right. Thank [1:40:58] you. And I do appreciate since [1:41:01] one of my questions to opd in [1:41:01] advance with this was [1:41:03] providing more specificity on [1:41:05] those cash, the glories of of [1:41:06] funding. Any questions for my [1:41:11] colleagues. Let's go to the [1:41:13] public comment calling in the [1:41:14] needs of Senate to speak on [1:41:16] this item airs Dedan Jesse [1:41:17] Rose more Asadullah fallen [1:41:27] Blair Beekman. A high just [1:41:28] euros you know you can see of [1:41:32] he's just for the public the [1:41:33] first paragraph of Page 5 of [1:41:34] this report and its pretty [1:41:35] sloppy. There's even a [1:41:36] grammatical error on the last [1:41:39] sentence. This is, of course, [1:41:40] the race inequity part of the [1:41:41] report and helicopters have a [1:41:48] history of being using giving [1:41:48] its pollution in a [1:41:49] predominantly black [1:41:51] neighborhood, low-income and [1:41:52] black neighborhoods. This is [1:41:53] completely not looked at by [1:41:55] the opd, whereas you now [1:41:58] department of violate. I've [1:41:59] violence prevention actually [1:42:02] filled out the I racing equity [1:42:03] portion of this and actually [1:42:06] care, too. You know, care [1:42:07] about that part and also care [1:42:08] about our privacy, which opd [1:42:12] obviously does not. You know, [1:42:13] it's be interested in what [1:42:14] approvals. There are [1:42:17] helicopters because you just [1:42:19] try to match opd Zi, Zip lock [1:42:21] match up. Use policy of flock [1:42:22] to these use rather than the [1:42:23] other way around. So what's [1:42:30] happening here? Before [1:42:30] beginning of a point of [1:42:35] inquiry, if that's okay, there [1:42:39] is mentioned in this report, [1:42:41] use for the maintenance of the [1:42:41] helicopter, but that is also [1:42:42] another agenda item agenda [1:42:45] item number 7. So I do believe [1:42:48] there might be some overlap [1:42:49] with that. And also we don't [1:42:52] need to provide more funding [1:42:55] for equipment for the Oakland [1:42:56] Police Department. They are [1:42:57] vastly over funded because [1:42:59] right now by the Oakland [1:42:59] Police Department admission [1:43:03] they are understaffed. We do [1:43:03] not need give them more money [1:43:04] for equipment that they do not [1:43:08] eat and will not use and in [1:43:11] addition, these resources are [1:43:14] actually not something that [1:43:14] will actually help prevent [1:43:16] crime than about a sentencing [1:43:17] commission really sent a page [1:43:19] document in 2022. That wants 3 [1:43:19] methods of increasing public [1:43:22] safety and crime prevention [1:43:24] rates of up to 51% in multiple [1:43:27] different categories and none [1:43:27] of them have to do with [1:43:35] increasing equipment budget. I [1:43:38] continue to ask you when any [1:43:42] grant comes before you look at [1:43:44] the of the ways that grant can [1:43:45] be used. So this particular [1:43:48] grant can be used crime [1:43:53] prevention and education drug [1:43:53] treatment, crime victims [1:43:55] assistance with assistance, [1:43:59] mental health programs, [1:44:02] behavior programs, veterans [1:44:03] Court and Rhis protection [1:44:05] programs. That money can be [1:44:10] used for all of that. So we we [1:44:11] are going to be using it for [1:44:13] training police go Quitman [1:44:14] technology. What is that? The [1:44:19] high a priority. You have a [1:44:19] responsibility anytime you see [1:44:23] anything on the agenda. If [1:44:24] there's options to look at the [1:44:26] options and aches. Why didn't [1:44:30] you consider this? Crime [1:44:30] whatever drug treatment, [1:44:37] mental health. Switching to [1:44:37] Zoom user Blair, you yourself [1:44:39] begin your comments. All [1:44:46] right. Thank I think [1:44:47] traditionally cac funding has [1:44:50] been used for more and severe [1:44:51] law enforcement tech needs [1:44:54] helicopters and things like [1:44:57] that. Nice to hear the items [1:45:03] so Paulo think thinking how [1:45:09] can be considered and in more [1:45:12] under terms the idea it being [1:45:15] used for office and not [1:45:16] dipping into the general fund. [1:45:17] Really nice to hear things [1:45:18] like that. So thank you. At [1:45:20] least in those terms. Work on [1:45:27] the Thank you. Thank you for [1:45:27] your comments chair. That [1:45:29] speakers on this item. Thank [1:45:34] you. Councilmember Brown. All [1:45:36] right. Thank you so much for [1:45:37] that I know that the [1:45:38] application was a joint [1:45:40] application with Alameda [1:45:42] County. It is interesting to [1:45:44] note that Oakland received the [1:45:45] second largest amount right of [1:45:49] that allocation. I do think [1:45:50] that the comment from the [1:45:52] public speaker around other [1:45:53] eligible uses would be [1:45:55] something that maybe consider [1:45:57] and we get to the helicopter [1:45:58] item. I know we're not there [1:46:02] yet, but I do recall in recent [1:46:03] conversations that that has [1:46:06] ongoing expense in maybe we [1:46:11] need to invest in. I think [1:46:12] I've heard just issues with [1:46:13] the helicopter we can talk [1:46:15] more about but I would be [1:46:17] interested in some of the [1:46:19] other eligible uses for these [1:46:21] funds because that list that [1:46:23] the public speaker and kind of [1:46:26] named out was very intriguing. [1:46:27] And we know the all those [1:46:30] things are services that our [1:46:31] community could be it could be [1:46:33] in need But all in all, thank [1:46:35] you for bringing the item in [1:46:37] weeks at the we accept free [1:46:38] money, right? We set the muggy [1:46:38] So I'm happy to move the item [1:46:43] along. Councilmember Fife. [1:46:44] Thank you. Threw the chair. [1:46:47] I'm also interested in how [1:46:48] were determining the breakdown [1:46:54] between marine and aviation [1:46:55] equipment. And the reason I'm [1:46:56] asking is because it feels [1:46:59] like I don't know, the House [1:47:00] of Dragons came through and [1:47:01] burned up all the ships in the [1:47:05] estuary and there's all these [1:47:06] abandoned boats and they are [1:47:07] there for a very, very long [1:47:10] time. And I'm not sure if it's [1:47:12] staff and that's the issue why [1:47:14] can't boats be cleared out [1:47:15] because of then it leads [1:47:17] environmental pollution in the [1:47:18] water and so I'd like to [1:47:21] understand how. Those funds [1:47:27] are being I guess, divvied up [1:47:29] between those 2, those 2 areas [1:47:30] and I would agree I brought an [1:47:33] item 3 years ago around the [1:47:34] fixed wing aircraft that is [1:47:36] better and well, it's debate [1:47:38] debated. The environmental [1:47:40] impacts, but definitely the [1:47:41] sound kuz get. Birds are [1:47:45] allowed in And we got to do [1:47:47] better. But and we're spending [1:47:50] like so much money on [1:47:51] maintaining equipment that is [1:47:53] just past its useful life. I [1:47:58] wouldn't I would like to see. [1:47:59] Funds going to support [1:48:03] clearing our waterways and you [1:48:04] know, using. But anyway, the [1:48:05] point is how are giving up [1:48:08] those grant funds? So through [1:48:13] the Actually, there was just a [1:48:14] contract and it will land [1:48:17] Marine for 1.4 million dollars [1:48:18] that would do the vessel [1:48:20] removals for the Marine. This [1:48:23] is actually to just work on [1:48:24] the Bowden. So there's [1:48:25] $100,000 allocated for that [1:48:27] for maintenance for that man. [1:48:29] The other 100,000 is for the [1:48:31] helicopter for what? The [1:48:31] $100,000 for a helicopter. [1:48:35] That's a drop in the bucket [1:48:38] wire. So total contract is [1:48:38] $850,000. So we're going to [1:48:43] use some general purpose funds [1:48:43] and then we have a new subject [1:48:44] funds as well. Our grant [1:48:50] funds. 2 for the helicopter [1:48:51] and what will will get to the [1:48:52] helicopter questions on the [1:48:53] next Thank you. You're [1:48:57] welcome. I'll add to the [1:48:58] helicopter question. So I [1:49:00] think in the re-imagining [1:49:02] public for it was established [1:49:06] helicopter in terms of regular [1:49:07] operational costs about 4 [1:49:08] times the amount of the fixed [1:49:12] wing aircraft. Is the [1:49:13] department's starting to [1:49:15] explore how to move towards [1:49:19] the fixed wing aircraft model. [1:49:20] Good Evening. Council member [1:49:22] Captain William, the local [1:49:24] police department. Indeed, we [1:49:26] are. We've actually proposed [1:49:27] to the city Council on several [1:49:29] occasions, a very detailed and [1:49:32] robust document of the fixed [1:49:32] wing aircraft to its expected [1:49:35] life expectancy as well as [1:49:36] maintenance costs and council [1:49:36] member of 5 correct. That is [1:49:42] 8. Significant reduction in [1:49:43] operating costs over the long [1:49:45] term for that aircraft. It [1:49:46] result in substantial savings [1:49:46] long term versus a rotor [1:49:49] aircraft. And so what is [1:49:53] holdup? At the time the [1:49:55] discussion was we talk to the [1:49:59] portion financing the [1:50:00] aircraft. Aside from that, the [1:50:03] proposal was complete. Okay. [1:50:04] Let's talk about this more in [1:50:06] the next item. Do I have a [1:50:11] second otherwise. I'll second [1:50:12] I want to also explore, as [1:50:15] I've said now for 6 years, [1:50:17] alternative uses, particularly [1:50:19] if there's any way that we can [1:50:20] investigate rape kits or any [1:50:25] way we can look into [1:50:27] supporting more [1:50:29] investigations. I'm I'm not [1:50:29] sure if that's possible with [1:50:30] these funds perhaps you can [1:50:33] answer for a second to start [1:50:34] clearing some of these cold [1:50:39] cases, particularly around you [1:50:40] know, some of the rape kits [1:50:43] that have not the process pd. [1:50:43] I would like to see that if [1:50:47] possible for additional uses. [1:50:51] We could use funds for we did [1:50:52] in the last grant that that [1:50:54] was in DECEMBER. We allocated [1:50:55] funds for the not. So we cover [1:50:56] that in the last great. [1:51:00] Covered it like like we [1:51:02] allocated. I'm gonna the crime [1:51:05] lab was awarded 200 k for [1:51:05] funds for just different [1:51:08] things in the crime. Yeah, I [1:51:10] would continuation of that [1:51:12] type of processing of grant [1:51:17] funds and for a second. Thank [1:51:20] you. We have a motion made by [1:51:21] council member Brown seconded [1:51:21] by Councilmember fight to [1:51:22] approve the recommendation of [1:51:23] staff and support this item to [1:51:26] the JULY 20 for City Council [1:51:30] agenda on Councilmembers. [1:51:32] Brown. I buy I use to eye and [1:51:34] chair I thank you. Motion [1:51:35] passes with more ice to port [1:51:38] this item to the JULY 20 for [1:51:39] City Council agenda on [1:51:40] consent. Reading in item [1:51:45] number 7. Adopt a resolution [1:51:46] authorizing the city [1:51:47] administrator to enter into [1:51:47] professional services [1:51:49] agreement with Red Oak wraps [1:51:52] Rotorcraft Support to provide [1:51:53] helicopter maintenance [1:51:54] services to the Oakland Police [1:51:57] Department for the period of [1:52:00] JULY. First 2026 to 6/30/2028 [1:52:02] in an amount not to exceed [1:52:03] 1 million, 700,000 dollars [1:52:04] with an option to extend the [1:52:06] agreement for 2 additional [1:52:09] years to JUNE. 30th 2030, for [1:52:12] total contract not to exceed [1:52:13] 3 million, 400,000 dollars and [1:52:14] waving to local and small [1:52:17] local business enterprise [1:52:18] program requirements. And [1:52:18] there are 4 speakers on this [1:52:23] item. Okay. Great. You have a [1:52:26] few minutes. I know we are [1:52:27] close to 08:00pm. So would be [1:52:30] great to keep its the same. [1:52:31] Thank John. Better again of [1:52:32] the most prominent coaches to [1:52:36] Pfizer. Been supervisor for 17 [1:52:36] years been fined helicopters [1:52:40] for 17 years. Here today for [1:52:42] the maintenance contract for [1:52:43] the helicopters. Helicopters [1:52:47] are. Maintenance intensive. [1:52:49] And specialized maintenance. [1:52:51] We put out an rfq. We're [1:52:56] asking for the same $850,000. [1:52:57] The same budget that we've had [1:52:59] for the last 6 years with no [1:53:03] increase, although. Labor [1:53:04] costs and parked cars have [1:53:05] increased, we have not [1:53:07] increased our budget. It's [1:53:08] just meant reduced flight [1:53:14] time. The two-year extension [1:53:15] is not automatic. Will have to [1:53:18] come back before you to ask [1:53:19] too, do the two-year [1:53:24] extension. It took city staff [1:53:26] 8 months to get this to you. [1:53:27] So having that extention in [1:53:29] place will eliminate that. So [1:53:32] that's very helpful. Also, it [1:53:36] does lock in the manufacturer [1:53:37] to that labor rates for 4 [1:53:44] years. Can save us money. So [1:53:49] your for country. I'm not [1:53:51] seeing any that Councilmember [1:53:55] Fife go ahead. I just wanted [1:53:57] to state because I've heard [1:53:58] now this presentation a few [1:53:59] times since I've been on [1:54:01] council. I think it's [1:54:03] imperative that this body [1:54:05] prioritized a fixed wing [1:54:09] aircraft fiscal purposes. But [1:54:10] as well as the environmental [1:54:11] impact that has on communities [1:54:15] that frequent, we have high [1:54:19] speed chases which I r [1:54:20] extremely dangerous and highly [1:54:21] restricted throughout the [1:54:23] state of California as being [1:54:26] potentially deadly and how a [1:54:28] fixed wing aircraft could [1:54:30] serve. Those uses. That would [1:54:36] take patrol cars out of out of [1:54:39] use when needing to engage a [1:54:41] suspect versus, you know, [1:54:42] potentially causing harm. That [1:54:46] comes from high-speed chases. [1:54:47] And since we're on the topic [1:54:47] of high-speed chases, I want [1:54:48] to say that the chase policy [1:54:51] was not a city council policy. [1:54:53] That was something that was [1:54:55] stated repeatedly over and [1:54:56] over again. It is a policy [1:55:00] that is a police department [1:55:02] policy. But that said, I think [1:55:05] it's it's important that we [1:55:06] prioritizing the next biennial [1:55:11] budget. A fixed wing aircraft [1:55:15] to save money to save lives. [1:55:17] And 2 address this outpouring [1:55:20] of funds that are consistently [1:55:21] occurring from trying to [1:55:22] maintain a piece of equipment [1:55:25] that is clearly outdated until [1:55:30] we figure out what to do about [1:55:31] incidents that do require [1:55:35] pursuit. To eliminate. All [1:55:36] needs a pursuit. We're going [1:55:39] to have some type of need for [1:55:42] equipment. And I think it. [1:55:44] We've been presented with the [1:55:45] information time and time [1:55:48] again. And just the fiscal [1:55:49] savings alone, I think are [1:55:51] important for us to consider [1:55:52] with our fiduciary [1:55:53] responsibility to this body. [1:56:01] To the city that I will move [1:56:02] this item forward, but I just [1:56:05] want to, again, just point out [1:56:06] that we are hemorrhaging money [1:56:09] from trying to maintain and [1:56:12] old piece of equipment that we [1:56:16] still have used for. And it [1:56:18] was, you Councilmember Houston [1:56:18] and I were talking about it [1:56:19] and he was like, you know, [1:56:20] that's what drones are for. I [1:56:21] do want to point out that in [1:56:22] inclement weather conditions, [1:56:25] drones are not useful. We also [1:56:27] have the issue of privacy when [1:56:28] it comes to drones. I know it [1:56:29] would go through the Privacy [1:56:30] Commission or what have you. [1:56:33] But I just we've been [1:56:36] presented enough times that [1:56:38] this is a fixed wing aircraft [1:56:41] would be a better use of [1:56:42] resources for the city. And I [1:56:44] just want to state that for [1:56:45] the record. And the [1:56:46] information is all there. You [1:56:48] can go to previous council [1:56:51] meetings previous in full [1:56:52] reports, Joe De Vries and I [1:56:54] worked on it a couple 3 years [1:56:56] ago. And so the information is [1:56:56] all there. We just need to [1:56:57] make it happen and we need to [1:57:00] prioritize it. Councilmember [1:57:08] Houston. Do and chair. He it. [1:57:10] So so I'm just So the public [1:57:13] can hear it is. The Holocaust, [1:57:16] a helicopter or what are they [1:57:19] for? What are we use them for? [1:57:19] There's many things or use [1:57:22] them for. Primarily. We see [1:57:23] them as a patrol car in the [1:57:27] sky. Whatever dispatch Census [1:57:30] 2 will go to and cover. So you [1:57:31] pick the call, we can assist [1:57:37] on it. So so we have drones [1:57:39] that they say are outdated. [1:57:39] You can use that money for the [1:57:40] drones. I mean, should be able [1:57:44] to have drones that can fly. [1:57:45] And bad weather technology. We [1:57:46] can go to the moon. Come back, [1:57:48] you know, do all this right [1:57:49] along with the flock cameras, [1:57:50] can't they? I mean, if we got [1:57:54] flock and he's following. To [1:57:55] the city where we need to [1:57:56] helicopters for a fact. [1:57:56] Technology is he's been [1:58:01] upgraded. Bunch of things [1:58:02] there. I'm happy to talk about [1:58:08] your points, too. Drones and [1:58:08] helicopters are 2 items in [1:58:13] your tool box. Jones can't do. [1:58:13] A helicopters can do to help [1:58:14] countries can't do it. Drones [1:58:16] can do. So. For instance, [1:58:18] Jones are limited on the [1:58:19] distance. They can travel like [1:58:23] they can stay in the air. [1:58:24] Helicopter can stay out for an [1:58:25] extended period of time and [1:58:29] go. A farther distance. So [1:58:31] Jones can also get you. Right [1:58:35] close. Right? They can come. [1:58:38] You know, altitude right down [1:58:39] by the house or the yard or [1:58:41] wherever the call is and [1:58:42] obviously helicopter cats [1:58:44] going to stay farther up. So [1:58:48] they both have their own [1:58:49] unique distinct uses and what [1:58:50] they can be used for what they [1:58:50] can't. They're not [1:58:53] interchangeable. So so storms [1:58:58] us. Sorry, Councilmember. I [1:59:01] think one of the other [1:59:02] important mitigating factors [1:59:03] that wrong technologies [1:59:05] because it is today, sir. It [1:59:05] simply cannot maintain any [1:59:07] type of vehicle pursuits that [1:59:08] at, you know, speeds over 25 [1:59:11] miles an hour. And as [1:59:12] councilmember fight that had [1:59:15] mentioned, just who they are [1:59:15] susceptible to inclement [1:59:18] weather and those limitations. [1:59:19] The helicopter or a fixed wing [1:59:21] aircraft would not be limited [1:59:23] by those. So at this point, [1:59:24] I'd technology wise drones are [1:59:27] certainly. They're up and [1:59:28] coming very quickly in terms [1:59:29] of technology increases of [1:59:30] usage and speed of things of [1:59:31] that nature. But they're not [1:59:32] there yet and they won't be [1:59:34] there for the foreseeable [1:59:37] future. The need for a [1:59:39] aircraft would optional. For [1:59:39] replacement. So last question [1:59:43] to chair, have we have we use [1:59:45] the helicopters for like [1:59:46] emergency saving someone's [1:59:47] life. Now you see it tv and [1:59:48] they say people often mouth. [1:59:52] That's a great question. The [1:59:53] helicopters, not a simple uses [1:59:54] item for local police [1:59:55] department And a great example [1:59:59] was just recently started than [2:00:00] a week and was fined. We had a [2:00:02] young lady. She felt she was [2:00:02] on a hike in the hills. She [2:00:04] and fell into ditch. She [2:00:06] requested assistance and [2:00:08] thanks to his expertise as [2:00:09] well as coordination with the [2:00:12] patrol division that the heir [2:00:12] to actually found her in in [2:00:14] the ditch with fallen directed [2:00:17] units and actually assisted [2:00:22] her back to safety. So to the [2:00:23] chair, you have to share those [2:00:24] stories. It's ironic [2:00:24] councilmember that the p I o [2:00:27] is actually putting that story [2:00:28] hopefully tomorrow. So so [2:00:29] those things that people need [2:00:30] to hear those as real-life [2:00:34] stories like, wow, if just [2:00:35] save somebodys life mifa they [2:00:37] cut because it used to those [2:00:39] stories need to be heard. So [2:00:42] this is why we need [2:00:45] helicopter. All right, ok? [2:00:47] Council member Brown. All [2:00:50] right. Well, I don't I'm not [2:00:54] going tried put a downer on [2:00:54] this, but gonna up live some [2:00:58] some some research that we [2:00:59] were able to find on this item [2:01:00] and kind of as it was already [2:01:02] stated. Sounds like we need to [2:01:03] move towards this investment [2:01:06] in the an alternative. But I [2:01:07] just wanted to flag for [2:01:10] everyone's awareness that this [2:01:13] particular group rsi in 2000, [2:01:16] maybe it's on your radar. They [2:01:18] actually there was a [2:01:19] 50 million dollar wrongful [2:01:20] death lawsuit about from a [2:01:22] fatal crash that happened in [2:01:27] the Hills fire Fresno. And it [2:01:30] had to do with like [2:01:30] maintenance issues around, [2:01:32] like hydraulic issues before [2:01:36] the crash. And so in [2:01:36] investigating that they [2:01:37] actually found that it was, in [2:01:38] fact, like a wrongful death [2:01:40] due to like some maintenance [2:01:42] complications. So just wanted [2:01:44] to put that on the radar I [2:01:45] know that we continue to [2:01:48] invest time and time and [2:01:51] keeping this helicopter [2:01:52] operational. But I do think [2:01:53] that we MAY be at a point [2:01:54] where we want to invest in [2:01:59] something that would be better [2:02:06] long term I just I just want [2:02:07] to say it I'm not sure that [2:02:09] that case was on your radar [2:02:13] happened in 2000. The air unit [2:02:17] has a very strict policy in [2:02:20] terms of maintenance and [2:02:20] operational of modality [2:02:21] everyday started being a week [2:02:22] his team, the Golden Speck [2:02:22] helicopter, Dupree [2:02:25] inspections, post inspections, [2:02:28] which again to the fact that [2:02:30] helicopter is not simply [2:02:32] maintenance cost situation, [2:02:33] but also labor, intense [2:02:34] situation. But we do [2:02:36] appreciate you bringing that [2:02:37] they through decades of [2:02:38] experience have actually [2:02:40] learned and they have, in [2:02:41] fact, caught maintenance [2:02:41] challenges before they go up [2:02:42] in the air. So we're very [2:02:43] cognizant of that public [2:02:47] safety. Great. Thank you. [2:02:48] Colleagues Councilmember [2:02:51] Houston. More question to [2:02:53] chair. What years that [2:02:56] helicopter. So 2 units the [2:03:00] first one is 1990. Was what I [2:03:01] was in middle school and the [2:03:03] next one answer is 1993, ok, [2:03:08] cool, cool, cool. So I have a [2:03:09] question. What is the cost a [2:03:11] new helicopter? Top of line, [2:03:17] top of so the replacement cost [2:03:18] of brand new helicopter, sir, [2:03:18] would be 1 million dollars [2:03:19] more than a fixed wing [2:03:23] aircraft. 1 million dollars [2:03:24] more. Correct. 6 million [2:03:26] dollars or 6 Million? Correct? [2:03:28] Okay. How much does it cost to [2:03:29] maintain that helicopter per [2:03:35] year? Goes to those $250,000. [2:03:36] 850, okay. So we just and how [2:03:40] long we've been doing this. [2:03:45] Their over 37 All right. So [2:03:49] great. I know what to do. And [2:03:49] the for the fixed wing [2:03:50] aircraft. What is the upfront [2:03:53] cost versus the annual packs? [2:03:57] 5 million for an airplane and [2:03:59] we fully support lead relive [2:04:03] airplane. Also. And, you know, [2:04:03] what is the annual ongoing [2:04:05] maintenance costs of the fixed [2:04:09] wing aircraft? It'll be a 3rd. [2:04:12] One-third, ok? So 850,000 3, [2:04:14] correct? Correct. Calculation [2:04:16] that we did is that the fixed [2:04:17] wing aircraft dependent upon [2:04:17] financing options should [2:04:20] actually pay for itself in as [2:04:22] little 15 years of that. But [2:04:25] if you pay for cash would be [2:04:26] significantly less the [2:04:28] maintenance savings are are so [2:04:29] significant that by the time [2:04:31] to 37 years that we've paying [2:04:32] for for a rotary aircraft, you [2:04:37] could at 2 aircraft in service [2:04:38] at the city of Oakland with a [2:04:38] life expectancy of over 40 [2:04:43] years, each as opposed to 10. [2:04:44] That's noteworthy. Just to [2:04:45] play a little bit of devil's [2:04:47] advocate. I support the idea, [2:04:48] but I guess like it's hard for [2:04:50] me understand for a fixed wing [2:04:52] aircraft. Do we need an [2:04:53] airplane like has earned [2:04:54] airport like how does that [2:04:55] work in terms of deployment? [2:04:58] Does it? Because I imagine [2:05:00] helicopter you know, lift off [2:05:02] from a helipad, but an [2:05:03] airplane requires more [2:05:05] runways. So how does that [2:05:07] work? Does it require more [2:05:09] travel time then for opd in [2:05:11] the case of an emergency [2:05:13] situation. Our helicopters are [2:05:14] currently makes to the local [2:05:15] airport and they're playing [2:05:17] also be based there. Okay, [2:05:19] great. And then in the sun air [2:05:20] that you described, which is [2:05:22] rescuing woman from the hills, [2:05:26] can a fixed wing aircraft [2:05:27] because, again, I'm imagining [2:05:29] this is just don't civilian [2:05:31] where helicopter can stays [2:05:34] static above the person. Can [2:05:34] the fixed wing aircraft do [2:05:36] something similar? Does it do? [2:05:40] We require still helicopter [2:05:40] equipment to do some sort [2:05:42] rescue like that the airplane [2:05:45] will fly and Orbitz and they [2:05:47] will be able look and direct. [2:05:51] Ground units to the victim. [2:05:52] Okay. Know they will not be [2:05:54] able to do the actual rescue [2:05:54] rescue. Okay. But it sounds [2:05:58] like ground units could have [2:05:58] the capacity to do that. [2:06:04] Correct, Okay. Go ahead. [2:06:05] Councilmember. He got let's [2:06:08] wrap it Last question. The [2:06:09] mobility is different. I mean, [2:06:11] if you in helicopter, you can [2:06:12] just stop you come back up [2:06:13] mobile in the aircraft. You [2:06:13] got to go around and around [2:06:18] and around. That's part of the [2:06:18] noise aspect also. So the [2:06:19] airplane is going to be [2:06:20] significantly higher fly [2:06:21] significantly higher than what [2:06:23] the helicopter does. So you're [2:06:26] not going to hear it. But the [2:06:27] airplane is going to have a a [2:06:28] significant camera on board [2:06:30] and that's how the job will be [2:06:30] performed is that the camera [2:06:32] will look down and make the [2:06:34] radio call ask questions. So [2:06:37] who's going operate this, [2:06:39] which big swing, put lot great [2:06:41] day. Our pilots. How many [2:06:50] pause? With a red one's is [2:06:51] operating with a rather have a [2:06:52] fixed. I have a brand new [2:06:59] helicopter. I would say that [2:06:59] week's travel working on this [2:07:00] project with the council as [2:07:04] well started in a week. And of [2:07:05] course, the helicopter is one [2:07:06] of those tools that is funded [2:07:08] rifle case. Its you need to [2:07:09] take specific skill set. So is [2:07:10] actually in terms of just job [2:07:13] satisfaction fun. The aircraft [2:07:14] so advanced that a twin engine [2:07:15] aircraft to the very low [2:07:17] profile that it is so safe for [2:07:23] pets with flies itself. You [2:07:23] want to second that [2:07:29] councilmember Houston. Moving [2:07:31] speaking. Sorry, moving to [2:07:33] public speakers calling him [2:07:34] the name that up to [2:07:37] speak on item number 7 errors [2:07:38] done just few rows. My thought [2:07:38] on the ball and Blair, big [2:07:46] man. Jesse Rose. More upside, [2:07:47] though pd just said they want [2:07:48] these helicopters because [2:07:51] they're fun to drive 1.7 [2:07:55] million for why it like, like [2:07:56] I said to be in the meeting, [2:07:57] we could be civilian icing. I [2:07:57] have Pte. All right. I [2:08:01] civilian. I seen desk jobs at [2:08:03] opd. We could be looking into [2:08:05] their overtime fraud and then [2:08:05] we we could have the money [2:08:06] that you're going back and [2:08:09] forth about and debate about. [2:08:12] Their staff report says Page [2:08:13] 3, these helicopters will be [2:08:14] used to surveil and intimidate [2:08:16] protesters. It's right in So [2:08:16] it's that they're going to do [2:08:17] that with these helicopters [2:08:19] just like they're doing with [2:08:21] Flock Councilmember one, you [2:08:21] want this mean and early but [2:08:23] east not flocking on the the [2:08:25] agenda. And I think you were [2:08:27] here when Ken Houston, I [2:08:28] flipped us off and fell asleep [2:08:28] on both of those. He means [2:08:31] when Flock was here before. So [2:08:33] here we are again. How do you [2:08:33] expect this mean? And at 8 [2:08:34] o'clock when there's touch [2:08:38] such nonsense by the opd on [2:08:39] this agenda, who does this [2:08:40] council serve? Sam Singer, the [2:08:41] people of Oakland. That's what [2:08:41] we want to know. Where seen [2:08:50] what's happening here? Hello [2:08:56] Council airs Don. We do. I do [2:08:58] love that. Councilmember Brown [2:08:59] account. Number 5, you want to [2:09:02] lower the cost of what we are [2:09:03] spending and make it so that [2:09:04] we are actually helping the [2:09:07] people of Oakland. There are [2:09:08] ways to, quote, lower [2:09:10] emergency room visits by 80% [2:09:11] reduced the number of jail [2:09:13] days by 130%, reduce [2:09:14] probability of committing [2:09:15] crime by 80% and increase the [2:09:17] probability of employment by [2:09:19] 24%. None of them are funding [2:09:20] helicopters. None of them are [2:09:23] funding surveillance cameras. [2:09:25] What they are is public income [2:09:27] programs, things that will [2:09:29] actually provide income [2:09:30] through employment or public [2:09:32] benefits to the people of [2:09:33] Oakland, access to care, [2:09:33] whether it's health care, [2:09:34] mental health services and [2:09:35] substance abuse. Use a [2:09:36] substance use treatment. All [2:09:40] of these things have actual [2:09:41] research effect that are [2:09:42] beneficial for the people of [2:09:42] Oakland. And I think those [2:09:44] should be prioritized over [2:09:46] equipment. That is fun to [2:09:48] drive for the people of [2:09:49] Oakland for the people of [2:09:49] Oakland. This is what we need [2:09:56] to do. Thank you. Thank you [2:09:58] for your service. That a lot [2:10:03] of issues with police. But I [2:10:03] realize we need your service. [2:10:05] See some of these people out [2:10:07] here when certain things [2:10:08] happen, you know, did it all [2:10:11] call? They all call you? If [2:10:12] they get robbed or something [2:10:15] going on. But anyway, [2:10:16] appreciate your conversation [2:10:18] about the chase thing. That's [2:10:19] one of the most important [2:10:20] aspects of having the [2:10:22] availability of these cops [2:10:26] because we can't do the chase [2:10:27] They can come up broad [2:10:30] spectrum of territory of [2:10:31] Somebodys kidnapped. We got [2:10:33] out and were alert. You can [2:10:36] follow They drawbacks with the [2:10:38] expenses that is involved with [2:10:40] it. But we have cities like [2:10:41] Los Angeles, San Diego, San [2:10:44] Jose, Sacramento, Stockton, [2:10:48] Pasadena. And other cities [2:10:52] that have invested in us. And [2:10:53] does have a service quality [2:10:54] service that exists its [2:10:58] expensive bill. And from my [2:10:59] perspective, if we can keep [2:11:01] it, I would like to keep it. [2:11:02] Thank you for your comments. [2:11:06] Missile Apollo. Switching to [2:11:09] zoom user Blair, you yourself. [2:11:14] I big Ben. We're talking about [2:11:16] important policy to beach [2:11:20] item, I really you know, city [2:11:22] of Oakland, City Council and [2:11:25] an opd really take the time [2:11:26] and care to want to better [2:11:28] explain to the public what [2:11:28] exactly is going on with the [2:11:31] current contract process. You [2:11:32] guys keeping that really, [2:11:35] really a we try to practice [2:11:36] how to be accessible with the [2:11:37] public on the subject and [2:11:44] accountable. This item So so I [2:11:47] I I my personal feeling [2:11:49] helicopters can be a bit more [2:11:52] flexible. Picks wing aircraft. [2:11:53] But I don't know the full [2:11:56] story. It sounds like picks [2:11:57] pick. Spring has been slowly [2:11:57] developing here in Oakland for [2:11:58] a while where I have [2:12:00] understand it yet. And so I'm [2:12:04] just starting to. But I hope [2:12:06] we respect the maneuverability [2:12:07] and flexibility helicopters [2:12:13] can offer. Thank you for your [2:12:14] comments chair. That concludes [2:12:19] all speakers on this item. Go [2:12:20] ahead. Councilmember Houston. [2:12:21] I just want to thank the [2:12:22] officers for coming in share [2:12:23] with them. That is nothing [2:12:24] wrong with enjoying your job. [2:12:27] Nothing wrong with that, sir. [2:12:30] And I do the pursuit and chase [2:12:30] policy because it has been [2:12:33] effective. Great. Let's move [2:12:36] to the vote. Thank you. We [2:12:37] have a motion made by [2:12:39] Councilmember 5 0nd by [2:12:41] Councilmember Houston to put [2:12:41] the record we move Councilor [2:12:42] 5, give a comment or question [2:12:43] on this item. Just need to [2:12:46] extend the meeting. Make a [2:12:49] motion to extend the meeting. [2:12:55] Do we have to? It what time? [2:12:56] Okay. Sounds like we don't [2:12:58] have to do until 09:00pm 9. [2:13:00] Make it for 9 because we're [2:13:02] going to be here tonight. [2:13:08] Let's take the vote. Thank [2:13:12] you. We have a motion made [2:13:14] Councilmember 5 0nd delay, [2:13:15] Councilmember Houston to [2:13:16] approve the recommendations of [2:13:17] staff and board this item to [2:13:18] the JULY 20 for City Council [2:13:19] agenda on real councilmembers. [2:13:23] Brown. I buy use endure one. I [2:13:24] think you motion passes with [2:13:25] 4. I support this item to the [2:13:26] JULY 20 per City Council. [2:13:29] Jenna, on consent item 8 was [2:13:30] already dispensed with. Now [2:13:34] reading in item number 9. [2:13:35] Adopt a resolution authorizing [2:13:36] the city administrator to [2:13:37] enter into memorandum of [2:13:38] understanding with the [2:13:40] California Highway Patrol to [2:13:41] some a vehicle accident [2:13:42] reports electronically [2:13:44] pursuant to be a vehicle code. [2:13:46] Section 2, 0, 0, 0, 8, And [2:13:46] there are 3 speakers on this [2:13:54] item. All right. Let's call [2:13:58] them use up here. Good [2:13:58] evening, councilmembers and [2:13:59] members of the public [2:14:00] warnings. The sauce was on the [2:14:02] deputy chief of the bill risk [2:14:03] management. It and tonight [2:14:05] presenting to you requesting [2:14:08] council to enter into it. [2:14:10] Memorandum of understanding [2:14:13] with chp regarding our [2:14:15] collision data. So I'm not [2:14:16] sure how many of you are. [2:14:17] Alright, everybody understands [2:14:19] where we're at with our record [2:14:20] management system. We are [2:14:23] doing an upgrade to a record [2:14:24] management system long overdo [2:14:26] At least my career of 26 plus [2:14:28] years. We've had the same [2:14:29] system. So now we're upgrading [2:14:32] to mark 43, which will be the [2:14:34] overseer of our record [2:14:35] management system. And in [2:14:37] doing that, we're going to [2:14:40] have crash data, which is a [2:14:42] piece of there, Marc, 40 [2:14:43] threes program. What this is [2:14:44] going to allow us to do with [2:14:47] this memorandum of [2:14:48] understanding is right now. [2:14:49] Currently, we literally have a [2:14:51] person that makes photocopies [2:14:52] of each and every one of our [2:14:54] collision reports put it in an [2:14:55] envelope, put a stamp on it [2:14:58] and put it in the mail. This [2:14:59] will now allow us to send this [2:15:02] data and the chronically. So [2:15:03] as soon as the report is [2:15:06] approved by the investigators [2:15:07] and any sites citations that [2:15:08] were issued from the [2:15:09] collision, that all gets put [2:15:12] in. It literally gets sent to [2:15:12] the system and its [2:15:15] electronically sent to chp. [2:15:16] This is important because this [2:15:20] is where dot get all of their [2:15:21] information through sweaters, [2:15:22] which is the statewide [2:15:24] integration traffic reporting [2:15:25] system, right? So this is [2:15:25] where we get our high injury [2:15:30] network. This is where we draw [2:15:32] from what intersection to the [2:15:32] most dangerous. What can we do [2:15:36] to make them better? How do we [2:15:37] slow them down? So this is [2:15:38] just absolutely no cost. [2:15:40] There's no cost involved in [2:15:42] this. It literally just takes [2:15:45] are handwritten reports. Mixon [2:15:46] Digital and we get to send in [2:15:49] the chp. It'll save us a lot [2:15:52] of labor hours. So that they [2:15:52] can do other things with in [2:15:54] traffic and catch up. Cut [2:15:57] right into it. A technical [2:15:58] adviser that'll help me with [2:16:00] any technical programming [2:16:00] officer pull into this, [2:16:04] helping with that. But that's [2:16:04] basically it and kind of make [2:16:05] a fast wide. It is quickly as [2:16:09] I could. Great. And is this [2:16:09] actually there was some [2:16:12] reporting earlier this year [2:16:14] on, you know, an excessive [2:16:15] amount of overtime. Was it [2:16:15] connected to actually the [2:16:18] collision reports that were [2:16:21] yes is actually meant to solve [2:16:22] for. It will help. It won't [2:16:24] solve all of it, but it will [2:16:25] help the actual investigation [2:16:26] takes the man hours to [2:16:29] actually go through and figure [2:16:31] out what caused the collision [2:16:32] who cited what was a problem, [2:16:35] right? So that part not gonna [2:16:36] help as much, but it does help [2:16:39] with then taking it and [2:16:40] processing it and then getting [2:16:45] it to the systems. Will give [2:16:46] all the information hard to [2:16:48] get all the look better. So it [2:16:49] will definitely help with that [2:16:51] because in that person can [2:16:52] maybe start helping with some [2:16:55] of the other parts in traffic [2:16:56] with some of the grandson, [2:16:56] some of the other things that [2:16:57] are going on many, many hours [2:17:02] per day. And then one other [2:17:05] question I just have is as we [2:17:07] look to civilian, I certain [2:17:10] positions is it required by [2:17:11] law. As opd is required to [2:17:14] submit collision. Dated 2, the [2:17:16] chp by law and that it [2:17:17] references California vehicle [2:17:21] code code. Excuse me, 2008, a [2:17:22] does it require law [2:17:23] enforcement agency to do those [2:17:25] submittals or is it possible [2:17:28] to have the Department of [2:17:28] Transportation at some future [2:17:29] date take on a portion of this [2:17:32] work? Not sure if dog could do [2:17:34] it, but we have professional [2:17:37] staff that does it right now. [2:17:37] So they're the ones that [2:17:40] actually make physical copies. [2:17:40] Ended up. So that part's [2:17:45] already done. But it does [2:17:49] require a sworn officer, too [2:17:49] investigated an issue, the [2:17:50] citation. So that's where that [2:17:52] part comes in. Okay. That's [2:17:52] couple clarification. Thank [2:17:58] you. Let's go to public [2:17:59] comment calling in the names [2:17:59] that signed up to speak on [2:18:03] item number 9, just the Rose [2:18:04] Marie misses settle the ball [2:18:16] and Libby Pigman. Hi, just you [2:18:18] brought up the overtime fraud [2:18:19] issue? It's a good one. Why [2:18:21] don't they electron when they [2:18:22] do electronic thing for time [2:18:24] sheets, they tele could. They [2:18:25] don't want to. Why don't you [2:18:27] demand that they do it and [2:18:29] make them calm with a proposal [2:18:30] submit their time sheets, [2:18:33] electronic electronically. So [2:18:34] we don't have massive overtime [2:18:35] fraud by this department. When [2:18:38] is that going to happen? [2:18:39] Councilmember said as we look [2:18:41] to civilian certain positions, [2:18:41] as I mentioned at the [2:18:43] beginning of this meeting, the [2:18:45] longest item that has been on [2:18:46] on the penny. No date [2:18:47] scheduled list is [2:18:49] Councilmember Fife's item to [2:18:51] demand that we civilian eyes [2:18:53] these positions. Why don't you [2:18:54] schedule? Will save millions [2:18:56] and millions of dollars. And [2:18:58] we can see with this council [2:18:59] refusing to do it that you [2:19:02] guys are in the pockets p o a [2:19:03] piedmont landlords and all [2:19:05] kinds of other right-wing [2:19:05] actors. We have one council [2:19:06] member serving the city of [2:19:10] Oakland in 7 frauds and the [2:19:12] staff report lies about Alpr [2:19:12] here into sb 34 and admits [2:19:22] that this data is going So it [2:19:25] mentions in the report. Once [2:19:29] you submit the data. Related [2:19:30] to the collisions, you have to [2:19:34] strip the report of the name [2:19:37] address. So security number [2:19:38] driver's license number, what [2:19:43] are you subcommittee? I mean, [2:19:48] come What are you submitting [2:19:52] to chp? A pitch of the call? I [2:19:56] don't get this sanctuary city [2:19:57] stuff. This privacy stuff. You [2:20:02] can submit any information. [2:20:02] Want nobody to know nothing [2:20:05] about But you've got these [2:20:06] telephones and equipment that [2:20:07] you all use and everybody [2:20:11] knows your business. So [2:20:13] privacy. Come y'all. What [2:20:18] would you submitting? [2:20:19] Switching to Zoom user Blair? [2:20:19] You can unmute yourself and [2:20:24] begin your comment. I as this [2:20:27] is an item with thp. I feel [2:20:27] it's important make an [2:20:30] important time to simply [2:20:34] remind chp has a large part [2:20:36] the current lack situation [2:20:38] with opd and why that contract [2:20:40] is or is not being signed at [2:20:41] this time. Really good luck on [2:20:43] working on accountability and [2:20:47] explaining that to the public [2:20:48] before the upcoming opd [2:20:49] meeting now and September [2:20:51] October on these items, this [2:20:56] item Yeah, hopefully it can [2:20:58] help with agency, but what [2:20:59] does that efficiency can to [2:21:01] help with overall good luck. [2:21:03] How we are. Our policies can [2:21:05] be we're with each other and [2:21:05] that we want to practice. [2:21:09] Well, thanks. Thank you for [2:21:09] comments. Sure. That speakers [2:21:14] on this item. Have a motion [2:21:25] from this body. So moved. [2:21:26] Thank you. We have a motion [2:21:28] made by council member bands [2:21:28] Councilmember Bike to approve [2:21:29] the recommendations of stop [2:21:31] and to mark this item to the [2:21:31] JULY 21st City Council agenda [2:21:34] real councilmembers. Brown. I [2:21:38] I use I and Cher Wang, I think [2:21:40] you motion passes with more. I [2:21:41] support this item to the JULY [2:21:42] 20 for City Council agenda on [2:21:44] consent. Be out to open for [2:21:46] me. Sorry clerk before we move [2:21:51] on to open forum. I making the [2:21:52] request of the parliamentary [2:21:56] can you recap what the amended [2:21:56] title is for item 8? This was [2:21:58] at the city administration's [2:22:00] request. Absolutely through [2:22:02] the chair. Just clarifying for [2:22:04] item 8. The motion title was [2:22:06] to delete the alp. Our [2:22:08] reference from the original [2:22:10] resolution. So that was this a [2:22:12] being stricken and to delete [2:22:13] the reference to the [2:22:15] attachment e which was opr [2:22:17] report which is contained in [2:22:20] the resolution at the first [2:22:20] result provisions. So those [2:22:22] items would be stricken. Thank [2:22:30] you. Thank you. Moving. Moving [2:22:31] on to open warm calling in the [2:22:33] names that signed up to speak [2:22:33] Matalin. Stacy need to feed [2:22:39] Jesse Rose more. Joy around. [2:22:39] Air on us. Not all Loveland [2:22:47] men. And Seleka Thomas. Hi, [2:22:49] just euros You know, when we [2:22:50] consider that corruption and [2:22:51] feckless malfeasance of the [2:22:55] city Council I wonder about [2:22:58] some of the council members to [2:23:01] dating campaign on being in [2:23:02] the pockets of Sam Singer and [2:23:04] the and Piedmont landlords. [2:23:07] And like a body of team for a [2:23:09] count commerce is. And I think [2:23:09] specifically about you're [2:23:12] going to Brown, you know, I [2:23:14] think gaslit by several people [2:23:14] on the city council when it's [2:23:18] when it comes to plot gaslit [2:23:19] by Charlie Wong's office. I [2:23:23] think gaslit by Zac Unger. [2:23:23] John, I Ramachandran doesn't [2:23:25] want to respond anything. Your [2:23:26] office is completely [2:23:28] unresponsive. Now you say that [2:23:29] you serve everybody. You see [2:23:29] the serve, nobody and what I [2:23:33] would like to now. When did [2:23:34] when did you turn to become [2:23:34] this kind of councilmember? [2:23:38] When did this happen? Who said [2:23:39] what to you to make are those [2:23:39] interest and said the people [2:23:41] of the city, I would like to [2:23:56] know that. Thank you. [2:23:56] And it [2:23:57] is needed the be in a street [2:23:58] vendor here in Oakland since I [2:24:00] was 19 years old from what [2:24:01] we've seen over the past 2 and [2:24:04] a half The city's treatment of [2:24:06] an have house from eating that [2:24:08] he's team hit Steven does has [2:24:12] been unsafe. The city needs to [2:24:13] stop all raise on street [2:24:15] vendors and do a serious legal [2:24:17] review. Oakland's inforcement [2:24:17] pot practices and the vendors [2:24:19] and advocates have collected [2:24:21] enough factual support that, [2:24:23] you know, that investigation [2:24:26] and with open exceeded his [2:24:27] legal authority. Look pride [2:24:28] centers of its property [2:24:31] without adequate processes. Do [2:24:32] both permitted and unpermitted [2:24:34] vendors have been impacted. [2:24:37] Our legal representative [2:24:39] requested documents. He was [2:24:40] ignored. He requested them [2:24:41] again. He was ignored. I [2:24:42] requested them. My request was [2:24:43] redirected. Know documents [2:24:48] were given and either way to [2:24:49] the documents don't exist, [2:24:50] which is a problem and unsafe [2:24:52] or the documents being [2:24:53] withheld and then was also a [2:25:01] state visit. My daughter Joy [2:25:03] summer, Ali, I want talk about [2:25:04] a few things. One, I don't [2:25:06] support the flock cameras into [2:25:07] your time. A public safety but [2:25:08] never have I ever heard talk [2:25:09] about a bunker that we can go [2:25:13] to in case of any type of like [2:25:14] people's things, not just [2:25:14] going to happen or something [2:25:15] like that. I that's something [2:25:17] I should put of like. Where do [2:25:18] we go? If our city is [2:25:23] destroyed? Are we on our own? [2:25:24] Bridges? Doric Street vending [2:25:26] culture neighborhood based [2:25:28] economic system within the [2:25:29] open community should not [2:25:30] become the lies are erase. It [2:25:31] is part of the Oakland [2:25:31] identity and should be [2:25:34] protected and supported. This [2:25:35] is a quality of life for [2:25:37] working class of black and [2:25:39] brown floats. Now cause all of [2:25:40] us have multiple jobs and side [2:25:41] hustles to be able to exist in [2:25:43] the city were born in raised [2:25:45] in our culture and quality of [2:25:47] life keeps getting negatively [2:25:49] impacted by and for people who [2:25:50] are not from here and can't [2:25:52] figure out how to fit in. [2:25:53] There has been talk about the [2:25:54] trash and loud noise at the [2:25:59] lake. We vendors how all agree [2:26:00] we have as a city of 4 [2:26:08] cardboard trash can. Hire [2:26:14] staff. Councilmember Wang [2:26:14] Councilmember Brown comes [2:26:15] member Phife and Councilmember [2:26:20] Houston I sincerely hope that [2:26:21] you consider what it means for [2:26:25] a community to be safe. Does [2:26:26] it make a community safe if we [2:26:28] have cameras at every corner [2:26:29] doesn't make a community safe. [2:26:29] If we have multiple [2:26:30] helicopters above our heads, [2:26:33] does it feel safe to have men [2:26:38] with arms and weapons on [2:26:39] constantly patrolling every [2:26:39] street. Corner weather is [2:26:43] eyesore. Oakland pd. I do not [2:26:45] believe that a safety safety [2:26:45] starts with community safety [2:26:48] starts with housing. Safety [2:26:49] starts with health care. And [2:26:52] it starts here in this [2:26:54] committee. But you [2:26:55] consistently tonight have [2:26:57] shown that you will neglect [2:26:59] safety of Oakland, citizens of [2:27:02] the people of this town [2:27:03] because you do not care for [2:27:04] the safety of the reddest [2:27:08] residents of Oakland and [2:27:08] multiple of you have ignored [2:27:19] multiple public comments, not. [2:27:20] Madeline, Stacey, I'm opposed [2:27:21] to the recent direction the [2:27:23] city has taken against our [2:27:26] street vendors. It is violent [2:27:27] gatekeeping. The courts have [2:27:28] already decided over and over [2:27:29] again across California. Your [2:27:30] approach is a violation of [2:27:32] street vendors, constitutional [2:27:34] rights. The state government [2:27:35] recently passed the Safe [2:27:39] Sidewalk Vending Act sb 946, [2:27:39] which street decriminalize [2:27:40] street vending statewide [2:27:41] shifting of force meant away [2:27:43] from criminal penalties. What [2:27:45] the town is doing is in direct [2:27:46] violation of both the series [2:27:47] of lawsuits, the side of a [2:27:49] street vendor's rights and sb [2:27:52] 946, every dollar spent [2:27:53] policing vendors should be [2:27:54] redirected into small business [2:27:55] grants, equipment, subsidies [2:27:57] and technical assistant [2:27:58] assistance program. Street [2:28:01] vendors are entrepreneuers and [2:28:02] making something or nothing. [2:28:03] Their skill should be [2:28:04] recognized, respected and [2:28:07] honored, not criminalized. [2:28:07] Tiffany is not just about [2:28:10] food. Our commerce, it's about [2:28:11] dignity. It's about who gets [2:28:14] to exist in public spaces to [2:28:15] criminalize of regulate. This [2:28:16] ecosystem is not just bad [2:28:16] policy is betrayal up. [2:28:26] Oakland's identity. Hello City [2:28:26] Council. My name is Seleka [2:28:27] Time and I would like to [2:28:30] address the 3 murders violence [2:28:33] on JANUARY. 3rd, 2026 on 80th [2:28:37] and another 3 murders plus [2:28:38] fines by victims injured one [2:28:40] Avenue by a hit and run on MAY [2:28:44] 16th 2026. I foresee my [2:28:44] condolences the families and [2:28:47] to the victims. A 5th Avenue [2:28:48] has always been known for is [2:28:50] tragic traffic collisions in [2:28:52] crime. So can we please sb [2:28:56] cameras, peak bumps and a [2:28:56] redesigned to slow down [2:28:58] traffic in that area to reduce [2:29:01] crime. And MAY we also please [2:29:02] reinstate the bliss program [2:29:04] for Adam Attic. Trash cleanup [2:29:08] in that area and poor. All [2:29:09] Oakland high spots so that we [2:29:09] don't have to wait on anyone [2:29:11] to report it. Thank you. And I [2:29:15] just want to say that all of [2:29:15] you are doing a very good job [2:29:18] in Oakland has came so far [2:29:20] even with the murders. We're [2:29:22] down from about 130 murders [2:29:23] per year. And we're down to 57 [2:29:33] and so this is one thing I [2:29:38] know me all the time. I know [2:29:40] that ms Brown works taught. [2:29:44] And does homework. And makes [2:29:47] contribution that a ballot. [2:29:47] And sometimes we go ahead [2:29:51] system. But you must system [2:29:52] some stand and he want to talk [2:29:52] about something else. But I [2:29:55] have to defend you. You very [2:29:57] efficient. Just like Fyffe. We [2:29:58] fall out all the time. But you [2:30:02] must system. And anybody say [2:30:03] you don't do work. You do just [2:30:04] like in Houston, you do to [2:30:06] work. Even this Wang. You do [2:30:07] work. You know, we fall out [2:30:11] all the But I respect that. [2:30:13] You do the work. It might not [2:30:17] be the workout will. But you [2:30:18] work. And nobody come in here [2:30:22] and tell you. What are you [2:30:23] doing? She's doing halt work. [2:30:26] Ms Brown. And thank you. All [2:30:31] of you. Okay. So we all fly [2:30:42] you call the police on. Thank [2:30:43] you for your ball as switching [2:30:44] to zoom speak a player. You [2:30:48] yourself begin your comment. [2:30:50] Plant thanks to the meeting [2:30:53] today are I'm pretty [2:30:55] disappointed. However, I'm [2:30:56] thankful I the new police [2:30:56] chief sounds pretty [2:30:57] interesting. He's been around [2:31:01] Oakland for a while. He He [2:31:03] knows the importance of [2:31:04] community and participation of [2:31:10] community that's good for [2:31:11] getting it said that the [2:31:11] administration is [2:31:12] understanding that concept as [2:31:15] well at this time. And, [2:31:15] Brooke, what did they want to [2:31:16] practice their their form of [2:31:18] policy making their [2:31:19] understanding the community's [2:31:20] role in what they've [2:31:21] developer, police oversight [2:31:23] and other things. I think that [2:31:26] starting to happen more. Good [2:31:28] luck. We can talk more about [2:31:30] clock accountability and that [2:31:32] we can talk about the concept [2:31:35] not a better accountability [2:31:35] would block exactly happened [2:31:38] with their contact things. But [2:31:41] we start to really address the [2:31:44] concept keep more strategic [2:31:45] placement of our tech that can [2:31:47] reduce tech year mall in small [2:31:50] amount and that can Thank you [2:31:51] for your comments are that [2:31:52] includes all speakers. Create [2:31:57] Councilmember Fife. I thank [2:31:59] you. Chair Wang for allowing [2:32:02] me the privilege to just [2:32:05] clarify for some of the public [2:32:06] speakers about my contribution [2:32:07] to community in Oakland and [2:32:10] I'll be brief because I don't [2:32:12] talk about what I do. I am not [2:32:17] a social media MAY even where [2:32:19] and always in the public [2:32:21] sharing what I do and part of [2:32:23] the reasons why don't talk [2:32:26] about it is because the [2:32:26] conditions that I want to see [2:32:27] change in the community are [2:32:29] not solved yet. So I don't go [2:32:32] out and celebrate the fact [2:32:33] that I've been a part of the [2:32:35] study group's political study [2:32:37] groups to provide political [2:32:39] education to the community or [2:32:40] safe houses. When there are [2:32:43] incidents with Nazis other [2:32:46] issues in our community were [2:32:49] my people have had to go into [2:32:52] hiding because of being docks [2:32:54] for the work we do in [2:32:55] community or the birthing [2:32:55] centers or the medical [2:33:01] training or the independent [2:33:02] schools or I could talk about [2:33:03] the things that I've done in [2:33:04] this city that most of you all [2:33:08] had haven't even thought of to [2:33:08] support my communities. So [2:33:11] before the public gets up here [2:33:11] and talks about what I'm not [2:33:13] doing, any bodies not doing, I [2:33:17] suggest more research. I don't [2:33:19] disagree with public being [2:33:21] able to state what they want. [2:33:21] I want to say or what they [2:33:25] want to see. But I take it [2:33:26] personally when somebody comes [2:33:27] up here talking about what I'm [2:33:28] not doing and the community [2:33:31] and that's how I heard you, my [2:33:34] friend. So everyone has the [2:33:38] right to point out the [2:33:39] criticisms or the critiques or [2:33:41] the challenges. But what I'm [2:33:42] saying when it comes to [2:33:46] Councilmember Fife as I was [2:33:47] organizer in the streets of [2:33:48] West Oakland for almost 30 [2:33:51] years before I got here, which [2:33:52] is what put me here. So check [2:33:53] my record before you come up [2:33:57] here talking about me because [2:33:59] I I got it from the mud and I [2:34:00] will continue to do what I [2:34:01] need to do for my people for [2:34:03] black people in Oakland. We [2:34:06] got to do both and we can't [2:34:08] talk about the utopia that we [2:34:08] want to see if we haven't [2:34:10] created the systems for that [2:34:13] in the community today. And [2:34:16] I'm very well aware of what is [2:34:19] needed about what is is [2:34:20] studied, what is research what [2:34:21] we need to keep people safe. [2:34:23] But the difference between me [2:34:24] and most people, especially [2:34:26] people who were just talking [2:34:29] and meetings. I put the work [2:34:30] in and I never this is the [2:34:33] first time I ever have talked [2:34:36] at length about I I I with [2:34:37] sometimes all come up here and [2:34:40] get it twisted. I have like we [2:34:42] have my collective. We are [2:34:44] about shoot. And should know [2:34:48] that. Thank you. Of course, [2:34:52] Councilmember Houston. Yeah, i [2:34:53] just wanted to just say I'm [2:34:56] glad Council move. If I say we [2:34:57] she said because I'd like to [2:34:58] say just a few things about [2:35:02] just on the strength people [2:35:03] could tell me that I'm doing [2:35:06] wrong district 7. If they from [2:35:08] distance 7 now give a rip what [2:35:09] they say. But the reason why I [2:35:12] said saying this is because [2:35:14] council member Brown. That's [2:35:18] my girl, right?
