[10:58] If you some of you have heard of Measure H, the initiative that has brought money, a quarter [11:04] cent sales tax addition to LA County, the funding is for homelessness, it's come back [11:10] homeless, so you're a measure H. And the cities in Los Angeles County have been gathering [11:16] together, figuring out strategies of how to use the money and appropriate ways to help [11:21] homeless and we as the city and many other cities were fortunate to receive a grant actually [11:28] put together our homeless plant. And the city of Palmdale actually very silently, not really [11:34] put it on a banner and waited it around, has been working for the past 15 or more years to [11:39] come back homeless in this here in our community. And if you look at the numbers over the years, [11:43] you can see why we have relatively low homeless numbers, although we do see homeless individuals, [11:48] There's still a process of people wanting to come off the street, but we've done a test and you [11:53] just look at course on the course on our policy. [11:55] We have six units that are here with all the veterans and people with mental health or health issues. [12:01] Our youth build program has the dream center for emancipated youth and we work with other small nonprofits. [12:06] But through this grant we want to take the opportunity to really get to know the homeless community here in Palmdale. [12:12] And we did just that. [12:13] So we went to youth build, advancing communities together, the nonprofit sponsors youth build a victory out of reach, and all of our neighborhood advisory committee members and we asked what could we do to really get out on the streets? [12:25] Well, through the grant we were able to fund a team of 26 people, eight weeks, to scour the city, and actually talk to people who are homeless in the community. [12:37] this team actually engaged with 688 homeless people and to 180 surveys and brought them into us. [12:46] This is the just people on the street, this is people who are motels, who are so-so-so-so-so-so-so-so-so-so-so, [12:51] couch-so-so-so-so-so-so-so-so-so-so-so-so-so-so people who are in our bees, it's the broad spectrum. [12:55] Well, we think homelessness, there's all different types of levels. [12:57] So we want to thank them for their artwork. [13:00] Their dedication, actually, the data that they provided to us has actually driven our homeless plan [13:06] to this point, and to tell you the truth, the county took a quick look at it yesterday during [13:11] the meeting, and they were rather stunned how on point we are as a city for the region. [13:17] So we're going to unveil our plan, give a time one, June 26th, is the workshop with Council. [13:25] We'll have the community partners here, there were 10 community partners that were engaged in this, [13:30] but tonight we want to recognize those boots on the ground during those eight weeks, and for [13:34] are part work because the information that the survey was a lot of personal information [13:40] and that we asked people, but people shared it. What was amazing out of the 180 people [13:45] that we took surveys from, 71 individuals gave us their name, phone number, all the contact [13:51] information, and we actually have the nonprofits here and the community and the region who have [13:58] reached out to them are actually finding solutions for them to reconnect them with their family, [14:02] get them to where they need to be, getting them into housing, getting them, the services that they need through this effort. Of course it is right. Right. And of course we that was a no from [48:47] staff's perspective and this is actually an increase. This dollarment is a little bit of an increase. [48:53] It's not much but it's a little bit of an increase over the last dollar amount that was we pay. [48:57] Yes, but not the percentage because when it was at 25%, [49:02] don't think you were here. [49:04] I was Council's direction was that they were to go back to the mall [49:08] and renegotiate this thing to get better return. [49:13] Because of the fact that we're subsidizing this by 90%. [49:18] Over 90%. [49:19] We're all of paying for a whole thing. [49:21] They're basically covering the insurance. [49:24] And I think that's profoundly unfair to the rest of the community. [49:29] And we've got one deputy covering the mall, which is basically, you got two deputy's covering the entire west side of the city going out there, you know, far west end. [49:44] And they, before the reason was, well, you know, the economy really tough. [49:50] We gave them a break, but we specifically said one of them that come back and be able to be a cover more. [50:00] That cost, because of the fact that it was basically the deputy was dedicated there. When I suggested we go to the other stores, shopping centers, [50:11] and do a similar thing to allow that coverage to approve, to cover some of those other websites under the title of a retail detail. The other stores said, no, we shouldn't have to pay that. [50:26] you know. So I'm still, you know, I understand them all as a major economic generator here. [50:32] And we don't assign a deputy to any other retail area. We don't assign a dedicated deputy [50:44] to any one particular spot like we do there. They need to become an entertainer and do it a [50:51] better job. And we don't even need to be assured that they actually pay a much larger percentage [50:58] and some of their other facilities. [51:00] I am not happy with this. [51:02] This is not fair to everybody else [51:04] to sit out there, this way in 45 minutes for a cop [51:07] when there's one that can walk around the wall [51:09] and handle issues over there. [51:45] It has not, it has not because when we have still only two deputies on the west side of the city and two deputies in the Far East side of the city, [51:54] but you got one deputy dedicated to the mall for 40 hours and everybody's still paying for that. [52:01] I mean, you know, anybody else want to pay a little bit more and we can get another deputy in your neighborhood? [52:07] We can do that. [52:08] Anybody who wants to know how to drive and rent it at the mall and rent it at the mall and rent it at the mall and rent it at the mall and rent it at the mall. [52:23] This item originally came forward because I saw that they were doing down a [52:29] Burbank lending with their details and I asked, I forget who the captain was at the time, [52:35] if this was a possibility. What we've done is hold a couple of workshops and I mean last month [1:07:58] regard to the budget and the priorities that have been established by the City Council. [1:08:04] And Karen Johnson will be presenting a synopsis of that. [1:08:09] This may be one of the only budget presentations you see that have almost no numbers in it. [1:08:15] And that's really because we've covered those numbers multiple times at this point. [1:08:18] We'll break forward a balanced budget. [1:08:21] We have a good five-year projection. [1:08:23] And so we want to focus on what are we doing to meet the priorities of the council [1:08:28] going forward, the parties, the community, and so with that, I'll turn it over again. [1:09:39] So the budget document has been available to the public and since the budget workshop that we have made first [1:09:47] And tonight has jammed and indicated this slide presentation, we'll just give you just a little review of our process. [1:09:55] I was told that our presentations are kind of boring. [1:09:59] So we went. [1:10:00] A little bit more of a narrative and hopeful that we can get everybody excited about the budget that we are putting forth for adoption. [1:10:09] So before we recommend that we open the public hearing, we will go through this. [1:10:13] Our budget process starts in January. [1:10:17] It starts internally. We start preparing for projections and start meeting with departments to see the needs. [1:10:24] and looking at our strategic plan and to be sure that we stay within our strategic plan, [1:10:31] we use it as a guide. On February 6, one of our council meetings, we did review the priorities, [1:10:37] we pulled the city council, and we reviewed the priorities of the city council. We listened to their input [1:10:46] and took that and ran with it to develop this budget. So on the budget, on May 1st, when we had our budget [1:10:53] workshop. We did show you, we showed you all the numbers, lots of numbers. We showed you that [1:10:59] our operating budget was balanced. We also showed that we are looking at a balanced, [1:11:04] I mean an operating reserves of 30% in this year and going forward to 2,021-22. When we [1:11:13] start dipping below the 30%. But not only are we showing for 18-19, a 30% operating reserve, [1:11:20] We are showing other reserves that we're setting aside for areas that are volatile and hard to forecast such as capital replacement, infrastructure improvements and economic sustainability. [1:11:33] So this budget doesn't include the council priorities and we'll go to the next slide and just review what some of those priorities were by the council. [1:11:44] public safety and security, economic development, completion of the existing parks, [1:11:50] park safety, infrastructure, and streets, and new seats, and a statement. [1:11:59] As I said, our budget document was developed, keeping our strategic plan, and mine, our strategic plan. [1:12:09] We try to show you what it looks like in this wheel, and you can see that we have three different areas. [1:12:15] community economy and organization under community includes our parks and culture [1:12:22] you would go back to them. And under the community it also includes neighborhood [1:12:27] preservation, community engagement and safety. Under economy, it includes the regulatory [1:12:34] approach, retail, revitalization, diversification and infrastructure. And under the organization [1:12:40] And it includes communication in and out, financial health, [1:12:44] and employee development and quality services to public. [1:12:49] So in our budget this year, [1:12:51] under the first area sustainable community, [1:12:54] we want to remind you, we did go over a lot of these things. [1:12:57] Jim went over it in detail and our departments also came up [1:13:00] and talked about the different things that they're doing [1:13:03] with their budgets that we will adopt tonight. [1:13:06] So some of the things that we see is that we've achieved [1:13:08] The lowest crime rate in 23 years, we will complete rehab existing products and includes [1:13:15] yellow and coarse on, we'll add new heart programs and events, increased community engagement [1:13:22] and partnerships. [1:13:25] There's budget in the 1890 budget to develop Palmdale Alcohol Responsibility Training to develop [1:13:34] the major age group strategies for the park, [1:13:37] parks that we have in place. [1:13:39] Utilize measure H homeless plan and upgrade the emergency [1:13:43] operations center and staff preparedness. [1:13:49] Under sustainable economy, our budget includes amounts [1:13:54] to cover and enhance and economic development [1:13:57] and marketing programs. [1:13:59] It also includes budget to develop the local workforce [1:14:03] that includes partners with LA County Wheel Program, [1:14:06] JVS, SOCO, TSC program, AFAB and AV college. [1:14:14] It includes budget to construct substantial CRP projects, [1:14:17] city wide, totaling 128.5 million of which 126 is funded [1:14:24] through special funding around 2 million from general funding. [1:14:29] It includes budget to invest substantial amount in public works [1:14:32] including adding full-time positions to help maintain parks and also other areas in city. [1:14:43] We've invested, including the budget amounts to cover the general plan update. [1:14:50] We also have money to implement public arts master plans and to promote public and private partnerships. [1:15:00] Under sustainable organization, we've been able to maintain, as I mentioned, a 30% offering reserve. [1:15:07] And we are showing that up through 21-22, we start seeing it dip under the 30%, but we have a good six years, five to six years before we have to really address it, but we are constantly looking at the forecast and adjusting it so that we are on top of any changes for those that we can predict anyway. [1:15:28] We're setting aside of the reserves for hard to forecast areas, so the end of 1819 we'll [1:15:36] have over 6 million set aside for these hard to forecast areas. [1:15:41] We've invested in pension stabilization trust fund in this year, and we will continue. [1:15:47] We've included an objection to continue to fund that. [1:15:51] We have budget to upgrade the IT network and telephone system. [1:15:54] budget to improve the wireless access, improvements at the city facilities. [1:16:01] Also, we've included budget to automate council agenda management, [1:16:05] invest in staff development and steel building. [1:16:08] And of course, we continue to work toward providing competitive wages. [1:16:14] We have included a cost-deliving increase of 2% for our employees starting July 9th. [1:18:01] So, I know that there's some mayors to get some grants, and they're also there [1:18:08] I was always trying to find out so that we can complete more parts, but it's just confusing [1:18:15] for me to see that there's a lighter or a completion of existing parts to have to [1:18:20] account so that we don't. [1:18:24] Gen on this project, on this list, was provided in space 1. [1:18:29] I thought you had an explanation, so that's good. [1:18:33] So, on this one, it would be completion of phase 1 on the other part, it would not [1:18:37] food phase two, I think that's really what we're going to be using the [1:18:42] Mediree Fuchs, and put together a Parks Committee in South [1:18:47] Fort, to figure out how and when we're going to expand Mediree and [1:18:53] whether it's for a part expansion and so forth. [1:18:56] And so we do have budget, the budget that's in there in the [1:19:02] In the 1990 budget, it's part of the grant funding. [1:19:05] It's for the shade structures, a Dillon mark, and so we received that grant, so we signed [1:19:13] the grant agreement today. [1:19:15] So it's really a modest amount for some place structure and the shade structure. [1:19:23] And then once we make a decision on measure A, in regard to our issue bonds, which I advanced [1:19:30] that money, that would be when we would make amendments to the budget to add for phase two of the other part. [1:19:38] But the goal of completion of those parts still is there. Now's the implementation. [1:19:44] How we get there for individual projects. [1:19:46] It's going to take money. [1:19:47] So what we're going to expect is to have this vacation after the 1920. [1:19:54] Provided we don't get in the grind, so we don't find any other. [1:20:00] I expect those goals will stay until we're done. [1:20:04] Otherwise, what I do with that, as long as they stay there, we make sure that. [1:20:06] Right. It will continue to maintain your capital improvement plan. [1:20:11] So this is the capital improvement program, which is the actual expenditure. [1:20:15] So the plan continues on the money for yelling. [1:20:19] But the need for money for yelling to finish phase two is within that plan. [1:20:24] This is our expenditure at this point. [1:20:25] If we were able to obtain grants, I'll be competitive on another day, for grant funding. [1:20:31] We'll amend the budget and bring that money in for extending. [1:20:36] Well, we had a branch of this department. [1:20:38] And that's another part that was started. [1:20:41] And it's all the infrastructures there. [1:20:45] And everybody was promised that Park was going to become an sooner as opposed to later, [1:20:50] because we did everything initially [1:20:52] when we gave up the one-and-a-half acres [1:20:55] for the fire station, we're at all the infrastructure [1:20:57] and it's still a turn-lot. [1:21:00] So there's about 400,000 year in measure A [1:21:02] for the West Side portion of Palm Beach, [1:21:06] as the county's broken up, [1:21:08] and about $600,000 a year, so the side for the east side. [1:21:12] If we were to issue bonds, we could go to a maximum [1:21:15] about 15 times that money. [1:21:17] And so, multi-million dollar bond issuance could help us in regard to finishing multiple [1:21:25] parks around the city. [1:21:27] In order to do that, there's an extensive engagement component and measure A that we would [1:21:32] have to follow in the agreement. [1:21:34] I think it's also just a good idea to put together another citizen's agreement, but we're [1:21:38] going to make big expenditures moving forward than part of the money, or part of the [1:21:45] that we have is to start working when this is as big. [1:21:49] So I think we already did that a couple of times. [1:21:54] And as part of the precursor to this measure rate, [1:22:00] even being passed. [1:22:02] And that was the whole purpose everybody coming out [1:22:04] and putting dots on the boards. [1:22:07] It's just, I can just tell you folks on the West side [1:22:11] It's very frustrated because, you know, Ranch of VISTA, [1:22:16] probably got more votes than number of other programs. [1:22:21] I mean, you know, facilities, combined. [1:22:26] And it's somehow just kind of keeps getting kicked out of the road. I know that you've been working [1:23:16] on that with their recreation director, but in those slides it's getting to the ability to [1:23:24] explore the solutions. Why because other cities do it? Soft is one of the things, but as we went [1:23:30] to the city of Leigh, or the Apoptic cities. [1:23:36] I was there, we talked to them [1:23:38] and that we have council members and staff. [1:23:41] And they have a great solution for something [1:23:44] that we would really benefit. [1:23:46] Do you have those private partnerships? [1:23:47] They need to have to be something. So what we'll find out next two weeks, we'll kind of interest [1:24:12] there's maybe a week set up to multiple vendors, we'll take a vendors out to the various [1:24:18] parks and city that we feel might be a metal to that and so we'll see it with a couple weeks [1:24:25] and what kind of response we get, we're not getting a lot of response, we'll do some more [1:24:31] outreach, make sure we're within that interest out there. [1:24:36] And so that's all pending, and if we can have significant partnerships going through. [1:24:44] And we continue those discussions on the same exact lines, the folks from the New Orleans [1:24:54] over if you can arrange a VISTA development, call of course, and a shopping center. [1:58:18] So when I made that request on March of 2016, the city of Tony's office sent me the application from Mr. [1:58:28] Linux from 2012 or 2013, Mr. Linux was moved from the west side to the east side from March of 2016 to April of 2016, without an application, I did not agree with that. [1:58:46] And that is something that we fought for when in the election. [1:58:50] We made sure that we wanted to have a lot of countries that have done the commission. [1:58:55] And you are correct. [2:15:34] Now that contract has additional teeth built into it, the previous ones did not. [2:15:39] So we will be able to assess them if the people in Park's maintenance go out and they can tell that somebody didn't do what they were supposed to do. [2:15:57] weekly radius for that location. [2:16:00] And I appreciate that because we're [2:16:04] constantly in our transit authority. [2:16:06] We have metrics that have never been in place before, [2:16:08] that we used to evaluate the pluses and the operators [2:16:11] and the contracts with the performance. [2:16:14] And that's something that I don't think [2:16:17] can well apply with some of these contracts in the past. [2:16:22] But I think also there's also the question [2:16:27] within those programs, within these different assessment districts, [2:16:35] the work and the benefit that each of these different areas, [2:16:42] how that's been, how that's been working out. So this is something that I'm continually getting badger by neighbors over. They just can't get their arms around this. And I appreciate public works going through and working on the entrance as to some of these. But in all honesty, the entrance to many of these tracks is maybe 10% of what the LMD is. [2:25:29] And it looks nice as you come in, but as you drive around the block, put it on the back [2:25:33] road and stuff like that. [2:25:34] Some of them are really poor. [2:25:36] I mean, I literally stood out there and picked up Kaili Bush and showed contractors. [2:25:42] Look, here's the rest of the other material. [2:25:45] It's high in under here. I had the pleasure of meeting with staff, this afternoon, [2:26:11] and deal with the issues and the two issues that I see that I'm hearing from you all are actually on 10.1 [2:26:18] of parts assessment and 10.2 landscaping in writing. [2:26:21] and prop to 18 is a, as kind of, owner of us, difficult to understand mechanism of use up and down the state. [2:26:33] However, there is a path for it, and I'm happy to report to you that I like what I saw from South this afternoon, [2:26:40] particularly on this one with 240 different districts. [2:26:43] staff has to validate the work, why the spreadsheet, that's 244 and call it the wife. [2:26:49] That's how the legal floor is. [2:26:51] It's an example. [2:26:52] It's an template that we provided from the city of Backaville, which has about 40. [2:26:57] You have more than anyone in the state. [2:26:59] Prop 2018 is in perfect. [2:27:01] But the fundamentals are certain. [2:27:03] And some of the fundamentals are this group of parcels. [2:27:07] Is paying a certain amount to doing improvements in this particular area. [2:27:12] And so the city is on the right track to identify budgets for each of those, and then we will evaluate that and we will have some difficult answers in some cases and we will get that and we will develop on the city a path forward. [2:27:30] Many cities have been down the state are having this because as these assessments were set forward, frankly, many and I'm part of this group of civil engineers that set them up. [2:27:42] It weren't set up properly, it wasn't set up for the long term. [2:27:45] You have some nice things, like you have a CPI, a lot of smart clients came to me and came [2:27:49] through it. [2:27:50] I mean, I'm not. [2:27:51] So I would say that you're in good shape, in terms of that. [2:27:55] I did want to make a clarification. [2:27:58] The June 14 meeting, as I understand it, is focusing on the bonding aspect of it. [2:28:03] That's one half of the formula. [2:28:05] The other half of the formula is more of the detailed assessment of the collection. [2:28:10] and I've been talking to Chuck and I believe he and I don't want to oversee it but he's looking [2:28:15] to have a separate workshop with you all here, he's interested to do that happen. We're happy [2:28:20] to attend and I'm going to roll up our sleeves and talk to you about what's going on and how we can [2:28:27] come up with a path forward. So that's kind of my overview. We understand the issue that we [2:28:32] The property team is done in a more detailed as good, is good politically, is good to deal with what you're doing, and I'm happy to report to you that city staff is developing budgets for each district, as well as each part of it. [2:28:47] The other issues that earlier is, hey, is this part of what collecting this money is a being distributed by our property, I should say, and so that's a big question that we need to provide you with answer to. [2:28:57] and then for each of the districts and the landscaping, [2:29:00] how much are we collecting and what services are we providing? [2:29:04] I'll say, I'll say exactly what I need to do that. [2:29:06] I don't know, I don't know, I don't know. [2:32:12] In the money that is going to be seen, why the risk is going to be noticed or whatever [2:32:16] it's not going to be, it's not going to be a part of the sealings, but the risk is [2:32:20] just like, okay, okay. [2:32:23] But some portions of the sealings get us there. [2:32:26] Okay, yes. [2:32:27] So one would be the solution in this case. [2:32:30] So the solution is, and I say it's an excellent question, and it speaks to the service [2:32:35] and the engineering that we should be providing. [2:32:48] So the revenue collected in that zone is equal to the special benefit, [2:32:54] those parcels received from the facility. [2:32:56] So if you have three zones and you have three parks, [2:32:59] and the people in each zone only went to their park, [2:33:02] then we could see how much does it cost to pay for that park, [2:33:05] and it's distributed amongst that zone. [2:33:07] The problem is that Spark are complicated, then not because one there's other funding sources and two people travel in different places and when we set this up, the acquired center to swim center is a citywide facility and so everyone ought to be paying a portion of that and arguably if you live closer to it, you benefit a little bit more from it. [2:33:31] So there's these types of back to going, so we've paid you way to go to the water part. [2:33:38] In an initiative, that's right, but you all, and that's exactly right, so there's also a fee, so that's another funding mechanism. [2:33:45] So I would say that we look forward to the opportunity to sit down with you and dissect that with you to make sure that that's happening. [2:33:53] but the intent is, the amount of charge should be commensurate [2:33:59] with the benefit received. [2:34:01] So your question is, hey, let's just charge everyone the same. [3:09:47] Thank you for kind of pushing the issue with the Board of Supervisors and we've got to [3:10:00] But he's a year. They need, no, no. What's wrong with that, man? So that's got to get fixed. I want to thank the public works guys for your patients and walked it through and over there at the PTC Center over there. And on a personal note, I want to thank JJ for accompanying [3:10:31] a bunch of friends, but to represent the city at a fire department, I got the [3:10:39] Valor Award as a result of that incident of an Angela's crest. I got to tell you, I was [3:10:45] probably one of the most moving events that I was a party to, and to be up on that stage [3:10:51] with guys from the, from Las Vegas shooting, guys of New Zarn, there's still work on [3:10:59] patching it up, as, as a hell of a group of guys up there and links as well. [3:11:57] The reason I attended that is because we had one of your or members come to the council meeting [3:12:02] and there's some concerns I need at which school district bus pickups and drop-ups as your submission. [3:12:11] So I felt we need to go in that view of the court on what we have done to there is those issues. [3:12:19] Intersting meeting, first time I attended all of that, that you were present on that. [3:12:25] Again, just want to recall the issues that were brought up with my attention. [3:12:30] So I think that a question as they needed to be. [3:12:33] I didn't miss the arts workshop, but I had a personal issue that I had to attend to. [3:12:39] So I miss it, but I didn't really notice the previous workshop, that's it. [3:12:43] At the CCA, the context series association took place in network, the great place to learn new things, [3:12:50] and to see how their series are doing things. [3:12:52] Things that we are trying to accomplish here in the city of Ponder. [3:12:56] So those are always a little particular to learn. [3:12:59] And then we're with all of our council members and may there's a serious staff as well. [3:13:06] Those are the peace of date and that's my report. [3:13:11] So I attended the mayor's prayer breakfast at the Highlands Church. [3:13:15] That was a really nice event. [3:13:19] I attended the public arts workshop and that was really a good event. [3:13:22] I hope that we keep up on that. [3:13:25] I had the TPA A4 meeting that one came in and spoke at, and I also attended the TPA A [3:13:31] graduation at Recre Park. And I want to say we have about 170 graduates, most of them [3:13:38] on the way to college, this is three. I've met with lots of our residents this month, [3:13:45] or district three. I also attended the daughters of the American Revolution [3:13:49] mentioned where we wanted awards to high school seniors that wrote certain essays and received [3:13:56] a certain awards there. That was my answer if the desert had been in a Christian fellowship. [3:14:01] And this video was kind of near during my heart because they do physiology and my application [3:14:05] of wellness finished to become a umbrella of the dollars of my graduation. [3:14:09] They do a great job of bringing in the principles of America in the classroom. [3:14:14] Yeah, I'm missing one week in the family team that I'm actually going to go on vacation next week [3:14:18] go get Aggies. So that'll be fun. Had lunch with a city manager. [3:14:25] Did the Memorial Day [3:14:26] remembrance over a desert lawn? It was a well-intended event and luckily the weather was [3:14:31] good. It was nice. I'd send it the review with our city Chinese regretting our code enforcement [3:14:37] program. Had a nice mother's day of work because I worked on Sundays. And I had the opportunity [3:14:47] this much to observe a community that really helped together during the Highland High School [3:14:54] school and I was sad and good at it. [3:15:00] The press of the way that our community reacted to it. So I hope that never happens again that I was glad to see how well our community to carry each other. [3:15:11] Very fortunate. [3:15:12] Yes, we work absolutely. [3:15:15] And I think that's it. I may have missed some things, but I think that pretty much everything was good. [3:15:20] All right. [3:15:21] The main is, we did our walk with the chamber, [3:15:25] we had food for less, we had 25 minutes. [3:15:31] We had a prayer [3:15:35] breakfast, well, a dinner [3:15:36] at the Highlands. [3:15:38] So that was a good effort, I saw, [3:15:40] the council on a picnic board was there. [3:15:43] I think they did a fabulous job. [3:15:44] Also, we did coffee with the cup at the same day. [3:15:48] And then I got some of that with somebody [3:15:49] about trying to get their kid into TPA. [3:15:53] A lot of kids want to be in that school. [3:15:55] We have a witness as well. [3:15:56] We're at 800 right now. [3:15:57] Well, we're at 800 kids are waiting to get into that school, [3:15:59] so they're clearly doing something right. [3:16:05] Went to the law appreciation day out of the Fairgrounds. [3:16:08] We got to recognize their deputy of the year, [3:16:11] and actually all law enforcement choices for the year. [3:16:16] I went to the AB Youth Bill classroom, like visit the, here, [3:16:20] we talked a little bit about homelessness. [3:16:23] A lot of these students are, [3:16:24] they've got some very good questioning, [3:16:26] so we got into a good dialogue there, [3:16:29] and AB Youth Bill, I think, is a good program, [3:16:32] so I like to be there to support it. [3:16:34] Met what the AB Fairy Godmothers probably wouldn't do that. [3:16:39] Or to come on that later. [3:16:42] I also had a ribbon cutting for [3:16:44] Or EV stations after the Paumbo Transportation Center, which was fun, focused on the Council [3:16:50] of the Bishop's car. [3:16:51] I said, I said, I don't want to put that on the front page, you just get it out of the [3:16:54] part. [3:16:56] That would best for veterans for a couple of months to get coming up, so we've got to get a few [3:17:01] things going up for that. [3:17:05] And of course, the employee recognition ceremony, we like to recognize our employees that [3:17:09] five or above years of service in any way I think that's important. Also had an opportunity [3:17:16] to go to a citizenship class. I go to those for citizenship classes are being held when [3:17:23] people graduate. I think it's important. We help them appreciate not only what kind of [3:17:29] great country we have, but we celebrate when they actually pass their class, so these people [3:17:34] are all their way to American citizenship. [3:17:35] and that's not an easy test. [3:17:37] It's not a bug. [3:17:39] These people work very hard. [3:17:41] So, there anyway. [3:17:43] Good efforts and I support that. [3:17:45] Also, I've been to health America, [3:17:46] I had a media event at Harvard's Noble. [3:17:48] I just paid in that one. [3:17:50] Which was great. [3:17:52] We had our stamp out, hunger-dried. [3:17:54] This is at the post-boughlist, and those workers didn't get it out of a park. [3:18:01] Every one of them, a commitment to the program we've been doing for years, so we [3:18:05] show up in the morning, we encourage them on, and then later that day, we went back with [3:18:10] our volunteers from Saves, and we helped him off of that food, and get it organized, get it [3:18:15] ready to move it over to Saves for further sorting and distribution. [3:18:21] I also had an opportunity to go to, well, we met with the Donna Tamir on this afternoon [3:18:29] and renaming the issue that we approved tonight. [3:18:32] And it was important to get that meeting in play [3:18:33] because it's a family. [3:18:35] It's important to reach out to the family first. [3:18:37] We don't do anything without the family's consent. [3:18:40] And so in that case, we were able to bring them forward [3:18:42] and I mean, we talked it out. [3:18:44] I think we came up with a pretty good program there, collectively. [3:18:48] Again, back to Barnes and Noble, [3:18:51] where a meeting with guard city partnership [3:18:53] with Barnes and Noble, they're an important ten. [3:18:56] And we need to do all we can. [3:18:58] I think to try to keep them is engaged in active in our community's possible. [3:19:04] So, that's what that's for. [3:19:06] Palmdale Chamber of Monthly Lenshin, I try to support our chambers at every opportunity. [3:19:12] That evening I went to the Palmdale Medical Center, we did an Employee Service Awards, we do [3:19:16] that annually, we recognize those employees, so it's some of those been there for 40 years. [3:19:22] From my like-estra community to come to Palmdale and so anyway, it's good stuff. [3:19:26] We had this spook at a regional gathering of household hazardous waste, but it really wasn't [3:19:35] all hazardous waste in such communities, positioned themselves to move forward on embracing [3:19:40] new technology and better diversion of toxins and how do we position ourselves for the future [3:19:47] more change coming in that area. [3:19:50] Night high school went out to their senior awards, even in lots of great kids out there. [3:19:55] Again, our city is a great shape, I'm not worried about our future. [3:20:00] And we've got some up on that, but we've got a ton of great kids doing great things in our city of Palmville. [3:20:08] We also had a, we'll [3:20:15] stamp out our own room back, and now we went to saves, and I just took that food and put it, now saves took it in and sorted it. [3:20:22] They got rid of the Indian age food. But anyway, again, the volunteers, it was important that we told those volunteers. [3:20:28] We appreciate you. You guys are fabulous. And they do great work. [3:20:31] Also got to take advantage of the pony league, close in ceremony, so we close that out and that league is doing fabulous work too. [3:20:39] Helping a lot of kids learn baseball. [3:20:43] And so that I went to a hearing for the guidance charter school with the high school district. [3:20:50] And I went to a war to trade collection and we heard about high speed rail. [3:20:54] We got to ask questions about, if not high speed rail, what? [3:20:57] What's the alternative? What are we doing for the 14? Well, we have a scope and project for the 14, but quite frankly, that's not enough. [3:21:05] Our future is going to require more than a study on how to improve and widen the 14th pre-weight. [3:21:12] Our economic future, I think, is hanging on that one. Also, what's the Hispanic Chamber lunch? [3:21:18] I also got to participate in the KFI broadcast, and I was there with the daughter Lee Irving. [3:21:24] We got to speak about the project of Avenue in Rename, in the musical road, Yadia, Yadia, [3:21:29] and built up. [3:21:30] I think those people were ready to go right now. [3:21:34] So this plenty of mechanism part of its next. [3:21:36] So we got to scope that and watch it. [3:21:39] And so hopefully we'll be able to get people over America and contribute to that one. [3:21:43] One out to Desert Willow Middle School had a spilt screening out of the Safe Planetarium. [3:21:49] I got to see four features done by middle school students. [3:21:54] Pretty good stuff. [3:21:55] So we got some good art cooking in our middle schools. [3:22:00] And I went to the plaque raising at a Greg Anderson there, a school of distinction. [3:22:05] And West Side's got a few of these schools of distinction. [3:22:08] And it's something to be proud of. [3:22:10] So they raised the plaque that morning, we were there to say congratulations. [3:22:13] Also, once in the memorial day, ceremony out of the desert one, which was great, well attended, lots of people, and it's a, to me it's a basic, you know, to say thank you to those of you in your life, protecting our way of life, my gosh. [3:22:28] I don't know how you, not, but that was important. We also did a ceremony at the Old Wallfield cemetery right after that, we do that, because historically you've got people in turned out there that have been around well. [3:22:44] So anyway, good stuff, [3:22:51] but with a local business about keeping their beauty licensing in Palmdale and other briefings as a sign, we'll see what else I think it's just about it. [3:23:01] You guys can tell we're all running. Oh, here's one of my favorites. [3:23:06] Every year, I go out to the devil-pups and speak to them as a group. [3:23:11] Can we talk about their training, what they're looking to do, as far as a career? [3:23:16] And again, that's another group of great young people, focus, doing multiple things. [3:23:21] They're not just one thing, they're doing multiple things, and the devil-pups are definitely [3:23:27] they've got their act together. [3:23:28] So, that is that. [3:23:33] And probably the most important thing we've done so far, and you know about it today, right? [3:23:37] But if today was important, by the way, what did we do? [3:23:40] We did it. [3:24:57] I think that probably puts them in a couple of positions. [3:25:01] Again, I don't know what to say. [3:25:03] It's a new, new, new rule. [3:25:12] And then there was still some discussion as to whether the city of Pompeo wants to be. [3:25:17] So it's admittedly connected with our schools. [3:25:21] It was brought to my attention by the Pompeo school district that it's rare for a city to actually sit on a board of place people. [3:25:32] I guess school districts do it and others who do it but traditionally county council's don't. [3:25:39] So I know that it was important for us to be involved. [3:25:42] So tightly and closely with schools. [3:25:44] I'm talking about the charter school. [3:25:46] It's fine because I don't know of any other school that we're so. [3:25:49] And so it makes sense because I don't know that we are within it. [3:25:53] Well, this was actually a part of how it was chartered in partnership. [3:25:57] And do we want to rethink that, do we want to work with this school? [3:26:03] What do you guys think? [3:26:04] Because I know that in the very beginning, and this is the issue.
