[11:15] Supply about 40% of the nation's blood
[11:19] they teach skills that save lives
[11:22] support veterans and dispatch help all
[11:26] over the world on a personal note while
[11:31] station overseas with my husband and son
[11:35] at Clark Air Base in the Philippines I
[11:38] received an urgent phone call from the
[11:41] Red Cross that my father had passed away
[11:44] the Red Cross assisted with arrangements
[11:48] to fly my husband son and I back to the
[11:51] States the Red Cross was truly a
[11:54] lifesaver in a time of need thank you
[11:58] thank you
[12:04] during the recent wildfires in Los
[12:06] Angeles County this past January the Red
[12:09] Cross provided critical Aid to those
[12:12] displaced by the devastating fires not
[12:16] just this month but every month we'd
[12:18] like to acknowledge the countless
[12:20] volunteers donors and staff who
[12:23] selflessly dedicated themselves to this
[12:26] Noble
[12:28] organization would you like to say a few
[12:30] words I would yes thank
[12:33] you thank you mayor city council it's
[12:36] nice to see all of you here this evening
[12:38] um we sincerely do appreciate the
[12:40] ongoing and long-standing partnership
[12:43] with the city of Paramount um and I
[12:45] wanted to share the incredible work as
[12:47] she referenced regarding the Los Angeles
[12:50] wildfires and before I do that I see
[12:52] First Responders here in the room and
[12:54] I'd like to acknowledge them
[13:03] so I have some really wonderful
[13:05] information to share with you um thanks
[13:07] to Dedicated Partners such as the city
[13:09] of Paramount we were able to provide
[13:12] over 20,000 overnight shelter stays to
[13:16] Residents that were displaced and lost
[13:19] homes due to the wildfires 20,000
[13:21] overnight stays we served more than
[13:27] 170,000 meals and snacks to those
[13:30] individuals over the course of many many
[13:32] many days we distributed over
[13:36] 3,289 cleanup kits which are just
[13:39] Essentials that folks that were
[13:41] re-entering their homes and
[13:43] neighborhoods for the first time would
[13:46] have so that they could help do some
[13:48] cleaning up um during that horrible time
[13:51] that they were experiencing so in light
[13:54] of what we saw during the wildfires my
[13:57] takeaway for all of you this evening and
[13:59] my challenge for you is this make a
[14:01] preparedness plan I urge you to create
[14:05] an emergency kit and a tog go bag and
[14:09] don't forget your pets they also need a
[14:12] tog go bag right they are family as well
[14:15] don't forget medication eyelasses
[14:17] anything that you would need have it
[14:19] ready to go somewhere that if you need
[14:21] to evacuate quickly you can grab it and
[14:25] take it with you and that will go so far
[14:28] in case you really do need it God forbid
[14:32] um develop a family communication plan
[14:35] critical to being able to find your
[14:36] loved ones in case something happens and
[14:39] stay informed about potential disasters

[33:47] be here had we not had that it's been
[33:49] something that's been a goal of mine for

[33:54] anything it doesn't happen from one day
[33:57] to the next I am very very grateful um
[34:01] that not only these kids but Miss Perez
[34:03] and their families were able to trust me

[43:47] lives while our hearts go out to those
[43:50] who lost so much we also wanted to take
[43:54] a moment to recognize
[43:57] The Bravery and life-saving efforts of
[44:01] our First
[44:03] Responders many organizations including
[44:06] deputies and firefighters who serve
[44:10] Paramount responded to the call for help
[44:14] in fact the vast majority of Paramount
[44:18] deputies were sent to the front lines
[44:22] and fire station 31 consisting of 5 in
[44:27] and a battalion chief was assigned to
[44:30] the Eaton fire for two weeks where they
[44:35] diligently performed fire suppression
[44:40] operations Deputy elonis who was here
[44:43] today with the LA County Sheriff's
[44:46] Department helped guide an elderly woman
[44:50] to safety after she ear after she missed
[44:54] earlier evacuation calls doing during to
[44:59] due to losing her hearing aids in the
[45:02] fire since the start of the fires LD has
[45:07] deployed resources and ring patrols to
[45:12] protect the community and properties all
[45:16] these example show the compassion and
[45:19] unwavering commitment these individuals
[45:23] carry with them every single day
[45:27] your courage and sacrifices are an
[45:31] inspiration to us all thank you for your
[45:35] service and remarkable dedication for
[45:38] helping

[50:21] bit of experience and expertise in our
[50:25] landscape
[50:27] Vision Mr Shannon played a key role in
[50:31] numerous projects making a significant
[50:35] impact on the beauty of our parks and
[50:38] Open
[50:39] Spaces he also took the time to mentor
[50:43] and train staff in essential skills like
[50:46] irrigation management tree planning and
[50:50] various planting
[50:52] techniques his commitment to sharing
[50:55] knowledge and fost fostering growth with
[50:58] his team ensures that the city's green
[51:01] spaces will be maintained for years to
[51:05] come with the utmost care the Public
[51:09] Works team has shared that his
[51:12] leadership and dedication will sorely be

[1:08:30] city's summer concert lineup that
[1:08:33] included diversifying music moving to
[1:08:35] another venue and shifting timing um so
[1:08:39] under previous city council Direction
[1:08:41] the staff has already been exploring and
[1:08:43] working on including different musical
[1:08:45] performers for added diversity and
[1:08:47] regarding the venue this the city
[1:08:50] council explained to Mr Cruz that we had
[1:08:52] previously held summer concerts at
[1:08:54] Paramount Park and we experienced low
[1:08:55] attendance and a lack of shade and the
[1:08:58] fact that Progress Park tends to have uh
[1:09:00] better attendance more trees more
[1:09:02] canopies so that's why the council
[1:09:05] decided to keep these summer concerts at
[1:09:08] Progress Park and with that that
[1:09:09] concludes the public commment updates

[1:11:28] the last 30 All My Life um I'm here
[1:11:33] today to seek information and petition
[1:11:35] the city code the only current code I
[1:11:37] have found is 6.32 1110 which states any
[1:11:41] animal to be nuisance which by any sound
[1:11:45] of cry or cry shall interfere with the
[1:11:49] comfortable enjoyment of life or
[1:11:51] property by an individual so so far
[1:11:54] that's kind of all I have found in terms
[1:11:56] of uh you know owning chickens on a
[1:11:57] property uh by any interpretation this
[1:12:00] sounds like an ordinance of noise noisy
[1:12:02] animals which can include Birds dogs and
[1:12:05] cats as well as fowls horses and other
[1:12:09] livestock I want to challenge the
[1:12:11] ordinance and see if I if it can be
[1:12:14] amended neighboring cities such as
[1:12:16] Downey Lakewood Compton Norwalk
[1:12:18] belflower Etc allow three and four and
[1:12:22] sometimes even 10 chickens per property
[1:12:25] uh
[1:12:26] respectively as you can see obviously
[1:12:29] eggs are at a crazy
[1:12:32] high uh but we've had our we've we we've
[1:12:37] had our interest in owning chickens for
[1:12:38] a very long time not only for ourselves
[1:12:40] but for our our children at home they
[1:12:42] have them at their school and it's
[1:12:44] created a sense of responsibility for
[1:12:46] them and um they've they've had them in
[1:12:50] incubators at school they've grown them
[1:12:51] from there they've been able to take
[1:12:53] them home however we have we haven't um
[1:12:57] yet hopefully um so I want to know how
[1:13:00] can we work together to allow such
[1:13:02] ownership for our Paramount residents it
[1:13:05] is evident our neighbor our neighbors
[1:13:08] and residents have the luxury of owning
[1:13:10] chickens and enjoying their home grown
[1:13:12] eggs um so why not
[1:13:15] here and that is it for myself any

[1:13:45] have a partnership to provide your after
[1:13:47] school programs at your middle schools
[1:13:49] here in the city of paramont um very
[1:13:51] happy to report that um you know our
[1:13:54] percentage uh for Ada the attendance
[1:13:57] that we've earned it's probably really
[1:13:59] high right now we have about 108% at one
[1:14:02] of our middle schools the lowest is 65
[1:14:05] but it's still really good so all the
[1:14:07] other schools are in their 90% so we're
[1:14:09] really meeting that attendance goal that
[1:14:11] we need for the after school program
[1:14:12] here in paramont middle schoolers are
[1:14:14] very different in their sense like they
[1:14:16] talk with their feed if they don't like
[1:14:18] something they're not coming right and
[1:14:20] so we really have to find ways to engage
[1:14:22] those students so that they continue
[1:14:24] coming some of the different programs
[1:14:26] that you ever walk on some of our
[1:14:27] campuses that I'd like to invite you to
[1:14:29] walk on some of our campuses is you're
[1:14:31] going to see kids doing colonary Arts
[1:14:33] activities there we also have yoga for
[1:14:35] the students we have Theater Arts for
[1:14:37] their students there's Street Soccer
[1:14:40] it's let let me I have to um that sounds
[1:14:43] bad street soccer but it's an actual
[1:14:45] program that's called Street Soccer that
[1:14:47] kids learn to play soccer but it's
[1:14:49] actually happening on the school grounds
[1:14:50] it's not on the streets folks so just
[1:14:52] want to clarify that one um we also have
[1:14:55] kickboxing and just a variety of other
[1:14:58] activities that we have for the students
[1:15:00] um in the at our middle school so we're
[1:15:03] really really proud of doing that the
[1:15:05] more kids we have on campus it's you
[1:15:07] know it's great because we're keeping
[1:15:09] them in a nice safe environment um until
[1:15:11] their parents are able to you know to
[1:15:13] receive them and bring them in the home
[1:15:15] so and I think that's the city's goals
[1:15:17] right is safe healthy and attractive
[1:15:19] environment and so that's exactly why
[1:15:21] we're aligned um with what we're doing
[1:15:24] with thing together the partnership that
[1:15:26] we have with you folks um and also in
[1:15:28] collaboration with the paramont Unified
[1:15:31] School District and it's actually um
[1:15:33] really nice and I think it makes my job
[1:15:35] a lot easier because we're on the same
[1:15:37] page it's common goal common purpose and
[1:15:39] safe environment for kids is what I'd
[1:15:41] like to do and I know that's what you
[1:15:43] like and also the city the paramont
[1:15:45] Unified School District as well so we're
[1:15:47] all in alignment what we want for our
[1:15:49] community so thank you all for your

[1:16:33] Paramount residents the service of a
[1:16:34] free app that serves kind of as a
[1:16:36] concierge to help navigate and acquire
[1:16:38] Mental Health Services and as we know
[1:16:41] this can often sometimes be very complex
[1:16:44] um so our first item tonight is a
[1:16:46] presentation by a guest presenter from
[1:16:48] Caris Solus that's the name of the the
[1:16:50] mental health app provider and this this
[1:16:54] this came as a request by the city
[1:16:55] council that this presentation be be
[1:16:57] given to see how much the service is
[1:16:59] being utilized by by our residents so
[1:17:02] with us tonight is Miss Anita Ward from
[1:17:05] car Solace hi Anita hi good evening
[1:17:08] mayor council members city manager it's
[1:17:11] an honor to be here especially since
[1:17:14] it's women's history month and I don't
[1:17:16] often get to present to to leaders that
[1:17:19] are all women so I'm it's kind of iconic
[1:17:21] for me a moment I'm a fan girl a little
[1:17:24] bit I I I love paramont I I love working
[1:17:27] with you so one just thank you so much
[1:17:30] for the for the opportunity to be
[1:17:32] partnered with the city what I'm going
[1:17:34] to do is share with you um there's a
[1:17:36] monthly report that gets produced around
[1:17:38] the data and the impact and and what
[1:17:41] we're doing here in the city and so what
[1:17:43] I thought I would do is while the whole
[1:17:45] impact is loaded I'm not going to
[1:17:46] overwhelm you I'll skip through some of
[1:17:48] these slides in because I'm having
[1:17:50] trouble seeing anymore I do have them in
[1:17:52] front of me as well embarrassingly so um
[1:17:56] a as the C manager said we're basically
[1:17:58] your partner in a conier like service to
[1:18:01] provide access to mental health care
[1:18:04] providers for all of your residents and
[1:18:07] using the QR code they simply access our
[1:18:10] services either through phone calls by
[1:18:13] going to the website or actually
[1:18:15] scanning the QR code and getting
[1:18:17] directly to a care manager um we connect
[1:18:21] all all of the parts of the city
[1:18:23] including a lot of your businesses as
[1:18:25] well as nonprofits and the Red Cross
[1:18:28] frankly who was here just a moment ago
[1:18:30] so we're really becoming that that Hub
[1:18:33] if you will for the
[1:18:34] city I am delighted to present the the
[1:18:39] numbers today because we've already
[1:18:42] helped 3,000 individuals have used our
[1:18:45] services and for those individuals we
[1:18:49] have provided what we think of as 18,000
[1:18:52] Services now I don't know if of you have
[1:18:55] ever had to place a call or try to find
[1:18:57] a mental health provider I've had to in
[1:19:00] my own family and it took 60 to 80 calls
[1:19:05] because I'm navigating things like
[1:19:07] language and ethnicity and
[1:19:09] specialization and do they take my
[1:19:11] insurance and if I don't have insurance
[1:19:14] what do I do then and then are they
[1:19:16] available and what happens is people
[1:19:19] just give up it's a frustrating effort
[1:19:22] and 80% of the time because they can't
[1:19:25] get a connection they give up what we do
[1:19:28] on behalf of them is we make all of
[1:19:30] those calls we navigate their languages
[1:19:33] we navigate cultural relevance we find
[1:19:36] them providers that take their insurance
[1:19:38] and if they don't have insurance then we
[1:19:40] find providers who will help them
[1:19:42] navigate sliding scale or do pro bono
[1:19:45] work so we remove all of the obstacles
[1:19:48] to care and then we actually make the
[1:19:52] appointment work with your resident and
[1:19:54] if they can't get to the appointment we
[1:19:56] find transportation for them so they can
[1:19:59] so we're taking that that concierge
[1:20:01] service all the way from the moment that
[1:20:03] a resident calls us or reaches out to us
[1:20:06] to matching them with providers and then
[1:20:09] making the appointment getting them to
[1:20:11] the care and then following up so on
[1:20:14] behalf of them that means we have made
[1:20:16] about 18,000 of those phone calls and
[1:20:19] services and tracking um folks to get to
[1:20:22] get them into care I'm really proud of
[1:20:25] the fact that we are doing this we're
[1:20:27] matching people in a day essentially so
[1:20:29] we're navigating quickly getting them
[1:20:31] into care because that's most critical
[1:20:34] for us and then the time to the
[1:20:36] appointment is about six and a half days
[1:20:38] but that also depends upon the
[1:20:40] availability of your resident as much as
[1:20:42] it does with the provider so we're we're
[1:20:44] feeling very proud of the fact that we
[1:20:47] are getting people into care and at the
[1:20:50] same time where that says 95% matches
[1:20:52] only 5% of people who are using us
[1:20:56] actually don't follow through on an
[1:20:57] appointment so we're so we're very happy
[1:20:59] that we're able to get them both into
[1:21:01] care as well as actually matching them
[1:21:04] these are the zip codes and that we we
[1:21:07] are predominantly taking calls or
[1:21:09] servicing I'm sorry I can't read them
[1:21:11] that but there but it's uh
[1:21:14] 90723 is about 40% of the the calls or
[1:21:19] matches that we're getting come from
[1:21:20] that zip code and then the other two
[1:21:22] 90022 and 907 33 now there are many more
[1:21:26] zip codes that I actually use and uh the
[1:21:28] reason we track that is because
[1:21:30] especially during the fires we were
[1:21:32] getting lots of calls even from other
[1:21:34] zip codes but simply handling them
[1:21:37] because the truth is that whoever calls
[1:21:40] us we help so doesn't matter what the
[1:21:42] ZIP code is if they call on your call
[1:21:44] we're going to help
[1:21:46] them um and and I want to focus for a
[1:21:49] minute on this particular chart because
[1:21:52] what we saw in January were people
[1:21:55] experiencing all kinds of level of of
[1:21:58] mental health trauma depression anxiety
[1:22:01] related to the fires and we doubled the
[1:22:05] individuals that we helped there are
[1:22:07] 537 and for the most part anybody who
[1:22:10] called us in January had some either
[1:22:13] direct impact because of the fires or
[1:22:16] tangential impact or sadly survivors
[1:22:20] guilt like what what is happening in my
[1:22:23] life and why why am I I here so we saw
[1:22:26] levels of depression anxiety trauma
[1:22:28] going up tremendously as we took those
[1:22:30] calls but we also doubled the volume uh
[1:22:33] in the month of January it dipped back
[1:22:36] down but February is a small month and I
[1:22:38] will caution us all to realize that the
[1:22:41] impact of the fires on mental health is
[1:22:43] going to have a very long tail so we'll
[1:22:45] keep tracking that and Reporting it back
[1:22:47] to you and then tying it back to the
[1:22:49] impact uh I I realized our First
[1:22:51] Responders are gone but we actually
[1:22:53] helped about 27 or so First Responders
[1:22:57] with their mental health too so
[1:22:59] sometimes we think it's just about the
[1:23:01] residents but those teams are struggling
[1:23:04] maybe even more or at least as much as
[1:23:06] many of the residents as they dealt with
[1:23:08] that
[1:23:09] trauma uh we've talked about time to
[1:23:11] match I'll skip through and go straight
[1:23:12] to what I'm we're seeing in the data
[1:23:14] because we oops sorry about that because
[1:23:17] we look at the data across a number of
[1:23:20] categories age being one of them did I
[1:23:23] just skip that again there we go
[1:23:25] John stop me if I do that I get crazy
[1:23:28] with these clickers um the the a cou
[1:23:31] I'll point out a couple of points and my
[1:23:33] dream ultimately is you have probably
[1:23:35] recall me saying in the past given my
[1:23:37] own history of being chronically
[1:23:39] unhoused is how do we help the kids how
[1:23:41] do we get down generationally and so I
[1:23:44] look at this cross generationally cross
[1:23:46] generationally and as you see depression
[1:23:49] anxiety over the last 13 months in that
[1:23:51] gen Alpha and gen Z population is
[1:23:55] 60% kids are struggling we're getting a
[1:23:58] lot of them into care uh and then what
[1:24:01] we're trying to do is wrap our arms as
[1:24:02] well around the parent and treat the
[1:24:04] whole child so not only are we getting
[1:24:06] children into care but then assessing
[1:24:08] the situation more broadly and making
[1:24:10] sure that is there an underlying
[1:24:12] insecurity around food is there an
[1:24:14] underlying insecurity around housing is
[1:24:16] there underlying insecurity with mental
[1:24:18] health with a parent or Guardian as well
[1:24:20] and then as you look across the
[1:24:22] generations you'll see where um suicidal
[1:24:25] ideation is a little bit it's higher
[1:24:28] among Millennials and Gen X um we
[1:24:30] actually have had calls and have been
[1:24:33] supporting Baby Boomers as well so it's
[1:24:35] not that um that we're not helping every
[1:24:38] single generation which is kind of
[1:24:39] exciting and and you'll see in that
[1:24:42] population although it's a smaller n SI
[1:24:44] a smaller size sample that um depression
[1:24:47] is also High there so as we start
[1:24:50] thinking about what what do these Trends
[1:24:52] look like I that they stay pretty steady
[1:24:55] around depression in the younger
[1:24:56] population trauma begins to kick in in
[1:24:59] the millennial population and then more
[1:25:02] broadly we go back to depression and
[1:25:05] anxiety um we are serving predominantly
[1:25:09] um uh people who speak English and
[1:25:11] Spanish as you can see when we look at
[1:25:14] ethnicity and language although we are
[1:25:16] interestingly working with the church
[1:25:18] we've reached out and put cards inside
[1:25:21] the church and so that we can tap deeper
[1:25:24] into into both the African-American
[1:25:26] population and the Asian population we
[1:25:28] had some success in La generating um
[1:25:31] more uh more interest from the Asian
[1:25:34] population which is a tough um culture
[1:25:36] to crack in terms of getting them to uh
[1:25:39] mental health care we do compare your
[1:25:42] data to the Los Angeles County so you
[1:25:45] can see the piece that's the highest is
[1:25:47] depression where there is statistic
[1:25:49] statistically significant difference
[1:25:52] around the depression that we're seeing
[1:25:53] in Paramount but we can drill down at
[1:25:56] any point I know it's not tonight it's
[1:25:57] not the appropriate V view but if you
[1:25:59] would like to we can drill down and
[1:26:00] figure out exactly where it's at
[1:26:02] depression coming from what age groups
[1:26:04] what ethnicities and then start to
[1:26:05] Target programs or campaigns or efforts
[1:26:09] to help with that and I'm happy to work
[1:26:11] with you on that and then we look across
[1:26:14] each one of the categories and you can
[1:26:17] again start to see what kinds of
[1:26:19] messaging do we need to make in our in
[1:26:21] our white population the Hispanic
[1:26:23] population and then on the other two
[1:26:26] pages you can see that we were able to
[1:26:28] tap in as I said into the Asian
[1:26:30] population for the first time they're
[1:26:31] actually showing up in the data in a
[1:26:33] significant way so we'll again reach out
[1:26:36] to the organizations that support them
[1:26:38] to the churches to you and uh and happy
[1:26:42] to form messaging in maybe your
[1:26:44] newsletters that we can tap into some of
[1:26:46] those and I'll work with the city
[1:26:47] manager around
[1:26:49] that and then in the month of February
[1:26:52] so I figured we should take a look at
[1:26:54] February while I was focused a bit on
[1:26:56] January with the fires in February
[1:26:58] you'll see a high degree a higher degree
[1:27:00] than normal of people who accepted or
[1:27:03] asked for T theapy and that too was
[1:27:05] associated with a younger population 18
[1:27:07] to 25 and many of many of those were
[1:27:10] coming out of the fires and saying I
[1:27:12] just need somebody to talk to and the
[1:27:14] preference in this case were 63 folks
[1:27:17] wanting T therapy and then 105 that we
[1:27:20] placed into um into inperson therapy we
[1:27:24] have a population that's asking for
[1:27:25] assessments albeit it's still small but
[1:27:28] um 17 people and then as you see in
[1:27:30] terms of placing people either either
[1:27:32] into outpatient services Psychiatry
[1:27:36] hospitalization uh there and and applied
[1:27:39] behavioral um analysis by the way is
[1:27:41] coming up much in the much younger
[1:27:43] population obviously and then suicidal
[1:27:46] um ideation and self harm we have uh I
[1:27:50] was like does that still says eight
[1:27:52] right um we have eight individual TOS
[1:27:54] that we actually helped in in that
[1:27:56] effort as well so we're making progress
[1:27:58] in terms of the insurance this is always
[1:28:00] my proudest moment um having been in a
[1:28:03] situation never having insurance for a
[1:28:05] long time but um the public insurance
[1:28:08] and no insurance we're helping your most
[1:28:11] vulnerable populations if this is just
[1:28:13] simply a proxy for income where uh 60 or
[1:28:16] almost 70% of the people that were
[1:28:18] helping have no insurance or have public
[1:28:21] insurance so we're tapping into a a need
[1:28:25] and and we're delighted with the

[1:28:34] but um but I'm happy to answer any
[1:28:37] questions dive deeper and if at any
[1:28:39] point city manager if you would like to
[1:28:42] go through this and create more Deep
[1:28:44] dive around the data I'm happy to set up
[1:28:46] something out outside of city council as
[1:28:48] well yes are there any uh comments from
[1:28:50] my colleagues I just have one Madam May
[1:28:53] yes go ahead can you go to first slide
[1:28:54] please where it showed the
[1:28:56] counts I'm sorry that you have to go all
[1:28:58] the way
[1:29:00] back so there are a couple hundred
[1:29:02] people in February that we helped no I
[1:29:04] think your very first slide oh my very
[1:29:06] first one so so
[1:29:09] sorry so the 3,100 several referrals
[1:29:13] requests so is that unique so maybe is
[1:29:15] that one person calling and you did one
[1:29:17] unique referral or is that one person
[1:29:19] multiple times calling it's it's one
[1:29:21] person calling it could be though a
[1:29:24] couple of people in a family so but it
[1:29:26] is individuals individuals okay and then
[1:29:30] and that's over about 14 months so I
[1:29:32] think we started January I mean December
[1:29:34] of 2023 till now 14 months with 3,100 so
[1:29:38] John if we were to take the 3,18 divided
[1:29:41] by our
[1:29:43] population I'm not a mathematician I'm
[1:29:46] looking at the percentage trying to
[1:29:47] figure out utilization percentage I can
[1:29:49] include that on there each month if you
[1:29:51] would like as well that way we could
[1:29:52] just kind of see kind of absolutely
[1:29:55] thank

[1:29:59] to distribute information to all the
[1:30:01] churches in our community I I have a
[1:30:04] list of those churches that we went to
[1:30:06] and and in fact I believe that mayor may
[1:30:08] have given them to me last time I was

[1:30:13] one of the city council members and then
[1:30:15] went back through Maggie gave it to me
[1:30:17] so um I'll I'm happy to resurrect that
[1:30:20] and but I but it we go all the time so I
[1:30:23] have somebody in the streets all the
[1:30:24] time taking cards over and sharing the
[1:30:27] QR codes so if I've missed something
[1:30:29] I'll share back with you my list and um
[1:30:32] if I missed somebody then please tell me
[1:30:34] because we want to make sure we hit

[1:30:42] you next we have a report on the city's
[1:30:46] historic context statement and historic
[1:30:49] resources survey Mr Marino may we have
[1:30:53] the report yes madame mayor for over a
[1:30:55] year now staff and our consultant have
[1:30:57] been preparing what's called a historic
[1:30:59] contact statement and resource survey
[1:31:02] this is actually a detailed historical
[1:31:04] report and Survey of our community and
[1:31:07] properties within our town um so tonight
[1:31:10] we're not asking for your approval on
[1:31:11] the report just yet after you hear the
[1:31:13] presentation we would like for you to
[1:31:15] provide us with input ask questions as
[1:31:18] we put together the the the finishing
[1:31:20] touches on the report so I'm going to
[1:31:21] turn over to our planning director John
[1:31:23] King and then then after he provides
[1:31:25] some background he'll introduce the
[1:31:27] historical team
[1:31:29] John thank you excuse me thank you John
[1:31:31] thank you council members mayor dou you
[1:31:34] so we are really excited about this this
[1:31:36] is um a project that you uh approved for
[1:31:39] us to to take on about a year ago a
[1:31:41] little over a year ago and it's it's
[1:31:44] kind of big it's it's the history of of
[1:31:46] Paramount in a nutshell and connecting
[1:31:48] the um the built environment which is
[1:31:51] buildings so connecting the buildings
[1:31:53] and the places the the buildings the
[1:31:56] properties the people so you got to you
[1:31:58] got to include the people and as John
[1:32:01] mentioned we um contracted with uh one
[1:32:03] of the best uh historic resources groups
[1:32:07] anywhere and they're called historic
[1:32:09] Resources Group they're based out of
[1:32:12] Pasadena here's the team on the bottom
[1:32:15] um we have that's just attribute to in
[1:32:18] 1948 the the as you know the the kids
[1:32:21] that um brought out the news when there
[1:32:23] was a a late edition in those days uh
[1:32:25] celebrating the the merger of of um the
[1:32:28] two twin towns uh 48 before went to 57
[1:32:32] so so uh the group so this evening we
[1:32:34] have Christine Christine Lazaretto and
[1:32:36] SE um winchip and they'll be coming up
[1:32:39] and lots of lots of backup we had
[1:32:41] Alexander and Robbie as well doing tons
[1:32:43] of um research they dug through um foone
[1:32:47] books and newspaper articles and
[1:32:50] really it's like digging for Treasure I
[1:32:53] just wanted to do a quick review before
[1:32:55] I hand it over on on why why there's
[1:32:58] there's a lot of reasons a lot a lot of
[1:32:59] really good reasons so I have three
[1:33:00] slides on that um the first is is
[1:33:02] community there is a strong Community
[1:33:04] interest and you could just just just
[1:33:05] here in this this room this this
[1:33:07] building could be considered historic
[1:33:09] and I'm looking at some historic photos
[1:33:10] across from me on the on the wall so we
[1:33:13] are celebrating we've been celebrating
[1:33:14] this for um the Paramount's history for
[1:33:16] for a long
[1:33:18] time um one example is there's a social
[1:33:21] media page um progress in Paramount
[1:33:23] history that now has over 3,200 members
[1:33:27] it's quite a bit for a a town for a city
[1:33:29] of a Paramount size and and just to put
[1:33:31] that in perspective the the city's
[1:33:33] official page has 10,000 followers so um
[1:33:36] just kind of lining that up a lot of
[1:33:38] interest in in history so it's people
[1:33:39] who live here and it's uh people who
[1:33:41] once lived here and and moved out and
[1:33:43] and want to keep those ties and and um
[1:33:45] are thrilled when somebody uncovers an
[1:33:47] old photo public information so we do
[1:33:50] have some information on the city
[1:33:51] website and other um in other forums but
[1:33:54] we want to kind of beef that up using
[1:33:56] best practices um and be historically
[1:34:00] accurate um and it's timely so you know
[1:34:02] the the museum is very close um right
[1:34:05] outside the parking lot over here um
[1:34:07] we're going to have a a City Museum and
[1:34:11] uh this project ties the um you know
[1:34:14] it's it's it's a written document but it
[1:34:16] ties the uh the world
[1:34:18] around um the city adopted a general
[1:34:21] plan that's our kind of blueprint for
[1:34:24] development over the years and there is
[1:34:26] a policy the city will identify and
[1:34:28] preserve sites and buildings that are
[1:34:30] important to the community for the
[1:34:32] benefit of the future Generations that
[1:34:34] will reside or work in the city so
[1:34:36] you're fulfilling that that
[1:34:39] goal Historical Society has has really
[1:34:41] taken off um this document will um compl
[1:34:46] complement and supplement the historical
[1:34:48] society's um work um they're they're out
[1:34:51] doing um surveys of Their Own and
[1:34:54] conducting oral interviews and uh we
[1:34:57] already hear some very positive comments
[1:34:59] of the uh draft historic context
[1:35:01] statement and um you know it's densely
[1:35:04] it's very rich rich with um with
[1:35:06] information that will help the
[1:35:08] Historical Society um it's a this is a
[1:35:11] testament to to your
[1:35:14] leadership squa the California
[1:35:16] Environmental Quality act so um by doing
[1:35:19] this survey this this will help with uh
[1:35:22] cultural resource Consultants that have
[1:35:24] to do um research for development
[1:35:27] projects we have some coming up Economic
[1:35:31] Development you tie uh history a city
[1:35:33] that values its history tends to um to
[1:35:37] have a strong strong economy it this
[1:35:39] will back up the local economy and their
[1:35:41] their goals and future use so um dep
[1:35:45] this is can be very informational or we
[1:35:47] could be uh it could be a launching pad
[1:35:49] to getting uh tax credits and grants to
[1:35:51] help out um homeowners and other other
[1:35:53] property owners improve their historic
[1:35:56] um properties if they're they could be
[1:35:58] eligible for um for uh a registry on a
[1:36:02] on a future uh list of of um of historic
[1:36:07] properties so with that I'm going to
[1:36:11] hand it over to to the
[1:36:14] team and excited about that
[1:36:17] too oh yes s
[1:36:29] know thank you thank you um good evening
[1:36:33] um thank you to the mayor and the
[1:36:34] council members for having us here
[1:36:36] tonight um I am Christine Lazaretto I'm
[1:36:38] the managing principal of historic
[1:36:40] Resources Group I will be turning it
[1:36:42] over to my colleague seon in a moment to
[1:36:44] walk you through the presentation um I
[1:36:46] mostly wanted to come tonight to thank
[1:36:48] you all for the opportunity to work on
[1:36:50] this project these are our favorite
[1:36:52] types of things to do um it's always
[1:36:54] really exciting to come to a community
[1:36:57] um and learn all about the history and
[1:37:00] you know help ourselves and the broader
[1:37:02] historic preservation community and of
[1:37:04] course the local community understand
[1:37:06] you know how did Paramount come to be
[1:37:08] the Paramount that it is today so we
[1:37:10] always are really excited at those
[1:37:12] opportunities and we always learn
[1:37:14] something new so I want to thank you for
[1:37:15] the opportunity I also wanted to thank
[1:37:18] City staff and the planning department
[1:37:19] for working with us so closely on this
[1:37:21] project and also to thank the uh
[1:37:24] Paramount Historical Society they were
[1:37:26] supporters throughout the project they
[1:37:28] provided a lot of great information for
[1:37:30] our study so I'm happy to hear that
[1:37:32] they're able to use our work in their
[1:37:34] continuing efforts in the city um they
[1:37:36] also held an event last fall where they
[1:37:38] helped us to gather historic photos and
[1:37:40] other information that greatly enriched
[1:37:43] the historic context statement um I also
[1:37:46] want to say that we always say that
[1:37:47] these are living documents that you will
[1:37:50] always be learning something new about
[1:37:51] the history of the community and of
[1:37:53] course Time Marches On so there will be
[1:37:55] hopefully additional studies in the
[1:37:57] future to continue to tell the story of
[1:37:59] Paramount but we want to thank you for
[1:38:00] the opportunity that we had to to
[1:38:02] produce this study um and I'm here um if
[1:38:06] there are any questions at the end but
[1:38:07] with that I'd like to turn it over to se
[1:38:09] who will give you a broad overview of
[1:38:11] the project thank
[1:38:16] you thank you John thank you Christine
[1:38:18] good evening everyone um as so as um as
[1:38:22] John mentioned
[1:38:23] uh there were really two main components
[1:38:26] to this project the first is a narrative
[1:38:29] which is a historic context statement so
[1:38:31] it's a big thick document of a think a
[1:38:33] couple hundred Pages something like that
[1:38:35] talking about the history of the built
[1:38:36] environment and then the second part is
[1:38:39] a Citywide historic resources survey and
[1:38:42] that is basically where someone from our
[1:38:44] survey team went and laid eyes on each
[1:38:47] of the
[1:38:48] 6,600 miscellaneous numbered Parcels
[1:38:51] that you guys have here in the city and
[1:38:53] looked at add it compared it with the
[1:38:54] context statement and attempted to
[1:38:56] determine if there was anything um
[1:38:58] potentially historically significant
[1:39:00] about it so I do that perfect so let's
[1:39:03] take each of the one of these Concepts
[1:39:05] here and just break it down a little bit
[1:39:07] um so what is a historic context
[1:39:09] statement it's a very specialized form
[1:39:12] of historical writing with specific
[1:39:14] goals and requirements uh it's not
[1:39:17] tended to it's not intended to be a
[1:39:19] chronological uh recitation of a
[1:39:21] community significant historical events
[1:39:23] or noteworthy citizens or a
[1:39:25] comprehensive community history so if
[1:39:27] you're thinking about writing a book on
[1:39:29] Paramount we're not getting in your way
[1:39:31] you're welcome to do that um Instead
[1:39:33] This historic context statement is
[1:39:35] intended to provide an analytical
[1:39:37] framework for identifying and evaluating
[1:39:40] Resources by placing built resources in
[1:39:43] the appropriate historic social and
[1:39:45] Architectural context so the
[1:39:47] relationship between an area's physical
[1:39:49] environment and its broader history can
[1:39:51] be evaluated so this is the idea that
[1:39:53] the context statement and the survey
[1:39:55] work hand inand to help identify
[1:39:58] potential historic resources so how do
[1:40:00] we do this uh we do it by any number of
[1:40:03] ways but uh the basic thing is we use
[1:40:06] both primary and secondary resources
[1:40:09] that includes Maps City directories
[1:40:11] newspaper articles you know um personal
[1:40:14] letters archives anything we can get our
[1:40:16] hands on and I will just say that it was
[1:40:18] especially challenging here in Paramount
[1:40:21] uh for any number of reasons not the we
[1:40:23] least of which is that your historic
[1:40:24] newspapers are not online um and uh and
[1:40:28] let's just say the hindes area the
[1:40:30] historic hindes area is fairly Loosely
[1:40:32] defined I spent many hours myself
[1:40:34] looking up resources only to find out
[1:40:36] they were not within the city limits of
[1:40:38] present day Paramount um and we didn't
[1:40:40] have a lot of early building permits um
[1:40:42] and so it was a bit of a challenge uh
[1:40:45] project but I think the the breadth and
[1:40:47] depth of what we found is is a testament
[1:40:49] in and of
[1:40:51] itself so what is basically it's a
[1:40:54] period of study is between Native
[1:40:55] American history through
[1:40:58] 1979 so when you want to take a look
[1:41:00] back at the 80s it is something you will
[1:41:02] then have to um to update as Christine
[1:41:05] said that these are living documents
[1:41:07] typically um and we were confined to the
[1:41:09] current city limits uh and the scope of
[1:41:11] the study included national state and
[1:41:13] local
[1:41:14] events so here are the overviews of the
[1:41:17] themes that are covered the Native
[1:41:20] American period European exploration and
[1:41:22] colonis ation the Rancho era early clear
[1:41:26] water and Hines expansion in industrial
[1:41:29] and agricultural growth so that's in the
[1:41:31] period between the 1920s and 1940s World
[1:41:35] War II and then the birth of Paramount
[1:41:37] post-war prosperity and Redevelopment so
[1:41:40] from 1946 to
[1:41:42] 1979 I should also mention that this
[1:41:44] context statement takes a look at um
[1:41:47] suburbanization and exclusionary
[1:41:49] practices uh within the city and we talk
[1:41:51] about the diverse groups that have
[1:41:53] historically been here and that is
[1:41:54] sprinkled throughout the entire
[1:41:58] document so the second part of the the
[1:42:01] project was a historic resources survey
[1:42:03] as we said um and that is again to
[1:42:06] provide information on
[1:42:08] potential historic resources it's
[1:42:11] important to understand that nothing is
[1:42:13] being designated as part of this project
[1:42:16] um we're just providing Baseline
[1:42:19] information um designation is its own
[1:42:21] very separate process and currently
[1:42:24] there is no local ordinance with which
[1:42:25] to designate anything um so what you're
[1:42:28] you're getting out of the survey is a
[1:42:30] snapshot of the city's potential
[1:42:32] historic resources at this specific
[1:42:34] moment in
[1:42:37] time and we do that through a number of
[1:42:39] ways we do that through um the uh
[1:42:42] National and uh State guidelines so
[1:42:46] together we use these three Criterion uh
[1:42:49] criteria excuse me uh that uh include
[1:42:52] being associated with events that have
[1:42:54] made a significant contribution to the
[1:42:56] broad patterns of History um that are
[1:42:59] Criterion B associated with the lives of
[1:43:01] persons significant in our past or
[1:43:03] Criterion C or three that embody the
[1:43:05] distinctive characteristics of a type
[1:43:07] period or method of construction that
[1:43:09] represent the work of a master or that
[1:43:10] possesses High artistic values so in
[1:43:13] essence architectural
[1:43:16] significance once we have examined each
[1:43:18] of the parcels for uh the eligibility
[1:43:21] criteria through the context statement
[1:43:23] and our own visual recognition of what
[1:43:25] is there we then have to evaluate what
[1:43:27] we what we call Integrity so we apply
[1:43:30] Integrity considerations to each
[1:43:32] property um and determine whether or not
[1:43:35] it retains as we say in our work
[1:43:37] sufficient Integrity to convey its
[1:43:39] historic
[1:43:43] significance and so here's just a bit of
[1:43:45] an overview as I mentioned there are
[1:43:48] 6,597 Parcels that were developed prior
[1:43:50] to
[1:43:51] 1979 uh we did our reconnaissance survey
[1:43:55] our windshield drives we did everything
[1:43:57] from the public right of way and then uh
[1:43:59] basically looked at a deeper dive into
[1:44:02] documentation and uh and and research on
[1:44:05] specific Parcels as was
[1:44:07] warranted and here are the
[1:44:09] recommendations in total we found 98
[1:44:13] properties potentially individ
[1:44:15] individually eligible and as you can see
[1:44:18] the vast majority of those were um
[1:44:20] residential although there were
[1:44:22] commercial and Civic and institutional
[1:44:25] and spoiler alert we're standing in one
[1:44:27] of them right now um there is also a few
[1:44:30] industrial and infrastructure um uh
[1:44:33] properties as well so just under a 100
[1:44:37] properties and if we break break those
[1:44:39] down by historic context or theme as you
[1:44:42] can see we found 17 that were associated
[1:44:45] with the early clear water and Hines
[1:44:47] period 31 during the expansion and
[1:44:49] growth period of the 20s to the 40s a
[1:44:52] couple from World War II 38 from the
[1:44:55] birth of Paramount uh the C the city's
[1:44:57] prosperity and Redevelopment and 34 for
[1:45:00] their architecture and design and three
[1:45:02] associated with an ethnic group those
[1:45:05] three just FYI were the N Japanese
[1:45:08] Baptist Church Yan's market and the
[1:45:11] Hines Dees Portuguese Hall all important
[1:45:14] groups uh in the history of the city of
[1:45:16] Paramount uh so here uh as you can see
[1:45:19] this is an overview we did not find any
[1:45:22] historic districts only properties that
[1:45:24] were potentially uh individually
[1:45:27] eligible um and there's quite a
[1:45:29] geographic distribution as you can see
[1:45:32] here so just a couple of examples quick
[1:45:35] examples here are some that were uh we
[1:45:38] we thought potentially uh eligible for
[1:45:41] their association with events or
[1:45:42] patterns so you have uh some commercial
[1:45:45] development here for the early days of
[1:45:47] Hines and clear water just across the
[1:45:49] street from us we also have again across
[1:45:52] the street in the other direction
[1:45:53] the the what is now known as the saw
[1:45:55] building um and then uh just to show you
[1:45:58] the breath there's the postwar multif
[1:46:00] family residential uh at
[1:46:02] 15560 Orange
[1:46:06] Avenue and then a little bit of eye
[1:46:08] candy from Paramount architecture you
[1:46:10] can see we found everything from lovely
[1:46:13] little vernacular Cottages with hip
[1:46:15] roofs to late modern to of course lovely
[1:46:17] Spanish colonial revival uh with the
[1:46:19] drive-in Market there so that's
[1:46:22] basically an overview of the project and
[1:46:24] what we found and I think we'd be happy
[1:46:26] to take any questions are there any
[1:46:28] comments from my colleagues I have a few
[1:46:31] questions yes go ahead go ahead Vice May
[1:46:33] vice mayor um first I just want to say
[1:46:36] that um I read the document and it was
[1:46:40] absolutely intriguing I mean I learned
[1:46:43] so much I for me personally I was not
[1:46:47] aware whatsoever of the contributions
[1:46:50] from and it has a name that I can't
[1:46:53] pronounce I was going to ask you to tell
[1:46:54] me how to pronounce it for the Asian
[1:46:56] population you guys said that the modern
[1:46:59] term is and it was something I think
[1:47:01] with the T and I i' never heard that
[1:47:03] term before but um you guys's com yeah
[1:47:07] so it's in your document it was really
[1:47:08] fascinating and and um and the
[1:47:11] contributions that they made to the city
[1:47:13] of Paramount I never heard those things
[1:47:15] before um the there were so many
[1:47:18] recognizable names and and as you said
[1:47:22] structures and um it was so in depth
[1:47:26] that I actually um spoke to um the city
[1:47:30] manager to try to understand more of
[1:47:34] what the document was actually for
[1:47:37] because like you said there's so much
[1:47:39] more that's not in it and so if you can
[1:47:43] help me Clarity
[1:47:45] wise I get what you're saying
[1:47:50] that this is from what I understood from
[1:47:53] them to kind of catalog everything that
[1:47:56] we have that has historical value um for
[1:48:00] future reference in case we come up with
[1:48:03] an ordinance and want to designate those
[1:48:05] things but
[1:48:06] behind properties there was also so much
[1:48:10] history that you gave about people and
[1:48:12] movement and why and so my question then
[1:48:17] becomes why did we stop at that date
[1:48:21] because personally
[1:48:23] I know that from the time that a lot of
[1:48:26] those buildings existed on Paramount
[1:48:28] Boulevard and a certain way of life
[1:48:31] Paramount took dramatic changes starting
[1:48:34] in the 70s and 80s which is kind of
[1:48:37] where we're all at but there's 40 years
[1:48:39] there and so I'm just wondering
[1:48:45] why thank you for your comments and for
[1:48:47] that question um I will try to provide
[1:48:50] an answer and then certainly John and C
[1:48:52] if if you have more to add so just to
[1:48:55] address the first part of your comment
[1:48:57] about um what is the document used for
[1:49:00] because it seems like we're kind of
[1:49:01] bridging two things like you said it's
[1:49:03] about identifying things in the built
[1:49:05] environment but there's also quite a bit
[1:49:07] of background narrative in there as well
[1:49:09] so the idea is um for this study to help
[1:49:14] understand like I said how Paramount
[1:49:16] became what it is today why does it look
[1:49:19] the way that it does why our residential
[1:49:21] neighborhoods developed the way that
[1:49:23] they were when were those tracks
[1:49:24] subdivided that kind of thing all of
[1:49:27] that is background information that
[1:49:28] leads you to why might this little house
[1:49:31] be eligible um we also include that
[1:49:34] amount of background information because
[1:49:36] as John mentioned um you'll be doing
[1:49:39] Environmental Studies and other studies
[1:49:41] for you know planning um planning
[1:49:43] department purposes and it's really hard
[1:49:46] I can say from experience when you're
[1:49:48] asked to come in and look at something
[1:49:49] in a community if there isn't a
[1:49:51] background document such as a context
[1:49:54] statement you're starting at Ground Zero
[1:49:56] you don't understand the population of
[1:49:58] resources you don't understand who the
[1:50:00] people were so I can look up who lived
[1:50:03] at a house but I don't have any frame of
[1:50:05] reference to identify whether that might
[1:50:07] be significant or not so a lot of that
[1:50:09] background information is hopefully to
[1:50:11] provide a spring board for additional
[1:50:13] studies um and it's just it's kind of
[1:50:16] the methodology for preparing these
[1:50:18] documents so it's sort of enough
[1:50:20] background information so that we can
[1:50:23] understand the built environment in
[1:50:24] order to do our project and then provide
[1:50:26] additional information for the future in
[1:50:29] terms of the period of study this is
[1:50:31] always something we struggle with um
[1:50:34] we'd love to write you know through
[1:50:36] today really because there's lots of
[1:50:38] interesting things that keep happening
[1:50:40] but um just for a variety of reasons 40
[1:50:43] years is generally the cut off that that
[1:50:46] is used for these types of surveys um
[1:50:49] the National Park Service specifies that
[1:50:51] things need to be at least 50 years old
[1:50:53] to be considered historic the California
[1:50:56] register isn't that strict about it but
[1:50:57] they still say that there needs to be
[1:50:59] enough separation from the historic
[1:51:02] period to have an understanding not as a
[1:51:05] contemporary but really from a
[1:51:07] historical perspective um and so you
[1:51:10] know we sort of look at a time frame
[1:51:12] that makes sense I would also say that
[1:51:14] because this was the first ever
[1:51:16] comprehensive study of the city of
[1:51:19] Paramount we needed to make sure that we
[1:51:21] had enough in the in the budget and the
[1:51:23] time frame that we had to make sure that
[1:51:26] all the early periods of History were
[1:51:27] really fully documented and so we
[1:51:29] thought well we'll bring it up to
[1:51:31] 1979 um and as you mentioned a lot of
[1:51:34] things started changing in the 80s so it
[1:51:36] made sense from a trans transformation
[1:51:39] of the built environment perspective as
[1:51:41] well and so I would say you know one of
[1:51:43] our recommendations would be obviously
[1:51:45] that when you go to update this document
[1:51:47] or you do studies in the future you
[1:51:49] would start sort of at that precipice of
[1:51:51] the late 19 7s into the 1980s and look
[1:51:54] forward from there so um you know like I
[1:51:57] said a lot of factors go into that
[1:51:59] decision and I but I do understand your
[1:52:01] question and it did seem to the closer
[1:52:05] that you got to current times so the
[1:52:07] less information there was super in
[1:52:10] depth in those beginning years then it
[1:52:13] kind of became less and less and less
[1:52:15] was that to kind of transition out of
[1:52:17] the document I would say that's part
[1:52:19] partly um the reason and of course
[1:52:22] there's less information about things
[1:52:24] that happened more recently so there
[1:52:26] there may be news articles but there
[1:52:28] there wouldn't be academic studies or
[1:52:30] books or other things about more recent
[1:52:32] areas of History whereas things that
[1:52:34] happened earlier in the 20th you know
[1:52:36] late 19th and early 20th century have
[1:52:38] been more fully documented it's also you
[1:52:41] know because we're providing a Nexus
[1:52:43] between what happened and the built
[1:52:46] environment there are fewer resources
[1:52:48] from those later periods and so there
[1:52:50] was less um you know less uh
[1:52:53] documentation needed to to support the
[1:52:56] findings in the survey so it'll be
[1:52:58] interesting if if we move in that
[1:53:01] direction to see what kind of stuff
[1:53:02] you're looking for because I can think
[1:53:04] of a lot of different resources that are
[1:53:06] out there but um because to me that
[1:53:09] document doesn't just focus on the
[1:53:13] historical buildings or places but the
[1:53:17] history I would just like to suggest
[1:53:19] that we continue that maybe get a quote
[1:53:23] and find out what it is to kind of
[1:53:25] document our history up to the point
[1:53:28] that is because to me it's like yeah we
[1:53:31] went to this point but Paramount is
[1:53:33] nothing like Paramount was in the 70s
[1:53:36] it's not the same city at all so it
[1:53:38] doesn't really yes it's our history but
[1:53:41] 50 years is a lot of history too and we
[1:53:43] don't have anything on on that so um it
[1:53:47] I was just so impressed by it I guess
[1:53:50] what I'm saying is I'd like to see more
[1:53:52] well we would love to come back if you'd
[1:53:54] have us
[1:53:55] so so thank you you're welcome you're

[1:54:09] resolution of necessity for accusation
[1:54:13] of the hay tree property by imminent
[1:54:16] domain Mr Mareno may we have the report
[1:54:19] please sure thing Madame mayor uh with
[1:54:21] this next item we are asking the city
[1:54:23] council to adopt what's called a
[1:54:25] resolution of necessity which is one of
[1:54:26] the primary steps uh to acquire property
[1:54:30] in this case we're talking about the
[1:54:31] three Parcels that are in and around the
[1:54:33] hay tree next to the Paramount saw
[1:54:36] building um before I turn it over to our
[1:54:39] City attorney I wanted to give you a
[1:54:41] refresher about what our plan is for
[1:54:43] this property should the city council to
[1:54:46] decide to move forward with this action
[1:54:48] tonight so if I could go to the next
[1:54:50] slide so you may remember this from a
[1:54:53] prior presentation about a year and a
[1:54:55] half ago uh Paramount Boulevard's to
[1:54:57] your right the entrance and exit to the
[1:55:00] Civic Center is on on top of the screen
[1:55:02] the Paramount saw building is on the
[1:55:04] bottom um so now that you're oriented
[1:55:07] with it you see where the number 10 is
[1:55:10] that's the current location of the hay
[1:55:11] tree so we're talking about all of this
[1:55:14] green space right here as well as where
[1:55:17] it says a Civic Center Drive believe it
[1:55:19] or not that's part of the parcels that
[1:55:22] the the three Parcels that we are
[1:55:24] discussing tonight so the plan that was
[1:55:27] presented to you the conceptual plan
[1:55:29] that what we would do with this park
[1:55:31] would include a trellis that would come
[1:55:33] off of the existing building the
[1:55:35] Paramount ASA building there along with
[1:55:39] a a deck for eating um and that would be
[1:55:42] for Park goers for anybody uh from the
[1:55:45] public that would want to come and enjoy
[1:55:48] a meal there additionally um you see
[1:55:51] where the number
[1:55:52] five is that's where there would be a
[1:55:54] permanent stage that would be set up for
[1:55:57] musical events and uh different things
[1:55:59] of of that nature uh we would also have
[1:56:03] um lighting you can see the over
[1:56:05] overhead lights as well as uh different
[1:56:08] types of signage throughout um
[1:56:12] throughout the areas so if you can go to
[1:56:13] the next slide this kind of shows you a
[1:56:16] street view of what it would look like
[1:56:18] again the hay tree to the right um this
[1:56:20] is just again something that we
[1:56:22] presented to you a year and a half two
[1:56:23] years ago showing as a possibility of
[1:56:27] what could be a built here so with that
[1:56:30] vision in mind I'll now turn it over to
[1:56:33] miss Regina Danner who works with our
[1:56:35] City attorney Nick gelli to handle the
[1:56:38] remaining of this item
[1:56:40] Regina thank you Mr Moreno um good
[1:56:44] evening honorable mayor and members of
[1:56:46] the city council uh we have for your
[1:56:49] consideration this evening um the
[1:56:51] adoption of a resolution of necessity to
[1:56:54] acquire by eminent domain the fee
[1:56:56] interest in the real property located at
[1:57:00] 16471 Paramount Boulevard it's also
[1:57:03] further described as assessor partial
[1:57:05] numbers 7120
[1:57:09] d027
[1:57:11] d019 and
[1:57:15] 020 the city seeks to construct this
[1:57:18] project for the Civic Center Improvement
[1:57:22] um this project has multiple components
[1:57:25] to it it's not just one thing um the
[1:57:28] public purpose and use would be to
[1:57:30] preserve a historic resource to improve
[1:57:34] public parking facilities and
[1:57:36] improvements to existing public
[1:57:38] facilities and public Recreation
[1:57:44] space as we've been talking about
[1:57:46] historic resources one of the historic
[1:57:49] resources that is near and dear to the
[1:57:51] city is the hay tree um here on on the
[1:57:55] subject property um the hay tree is more
[1:57:58] than 120 years old and was designated as
[1:58:01] a California Historic Landmark in August
[1:58:05] 2003 currently the city only has an
[1:58:08] easement for landscaping and maintenance
[1:58:11] um of the tree
[1:58:13] itself the proposed acquisition seeks to
[1:58:16] acquire the underlying fee interest in
[1:58:18] the land which will give the city the
[1:58:20] ability to make improvements to the
[1:58:23] surrounding open space to provide
[1:58:25] outdoor Community event
[1:58:28] space um Mr Moreno went through and
[1:58:30] described some of the proposed uh
[1:58:33] improvements a full list of the
[1:58:35] improvements are also set forth in the
[1:58:37] Agenda Report before you
[1:58:40] today the another component to this
[1:58:43] public project is the uh public parking
[1:58:47] facility the project would um help
[1:58:52] accommodate the growth and the increased
[1:58:54] Community needs of the city of Paramount
[1:58:57] the city currently has 104 City
[1:59:01] controlled public parking spaces the
[1:59:03] proposed project would result in 146
[1:59:08] City controlled parking spaces it would
[1:59:11] increase accessible Spaces by three and
[1:59:15] it would have four EV charging stations
[1:59:18] that would be available to the General
[1:59:20] Public
[1:59:25] there are additional improvements that
[1:59:27] would also be associated with the public
[1:59:29] parking lot and again a detailed
[1:59:32] description of those are improvements
[1:59:34] are set forth in the Agenda
[1:59:38] Report finally the city also provide
[1:59:41] proposes to provide upgrades to existing
[1:59:44] to the existing public Plaza area that
[1:59:47] extends from Paramount Boulevard
[1:59:49] Westerly into the project area the the
[1:59:52] public Plaza would remain accessible and
[1:59:54] open to the public it would replace and
[1:59:57] repair existing fountains relocate a
[2:00:00] sculpture provide enhanced Paving um
[2:00:03] site Furnishing seatings Landscaping
[2:00:06] lighting and other
[2:00:08] improvements all of these components are
[2:00:10] part of the overall project which is
[2:00:13] intended to benefit the community
[2:00:15] residents and visitors of the City by
[2:00:18] creating more passive Recreation space
[2:00:20] additional public parking improv
[2:00:22] Community facilities and preserving a
[2:00:25] Historic Landmark that's at the very
[2:00:27] heart of this
[2:00:30] community the property is uh currently
[2:00:32] the subject property which we will call
[2:00:35] the hatry property is owned by the
[2:00:38] Paramount General Hospital
[2:00:40] company um the city uh under um
[2:00:45] considered when it was going through the
[2:00:47] secer
[2:00:48] review
[2:00:50] um the C found that uh this property was
[2:00:54] subject to a categorical exemption which
[2:00:56] was approved on February 5th
[2:01:00] 2005 I'm sorry
[2:01:02] 2025 just a little bit
[2:01:06] off
[2:01:07] um the in in in order to adopt a
[2:01:11] resolution of necessity the city council
[2:01:13] has to make four findings um those four
[2:01:15] findings are that the public interest
[2:01:17] and necessity require the project that
[2:01:20] the project is planned and located in a
[2:01:22] manner that is most compatible with the
[2:01:24] greatest public good and the least
[2:01:26] private injury that the hatry property
[2:01:29] is necessary for the pro project and
[2:01:32] that the city has made an offer as
[2:01:34] required by government code section
[2:01:37] 72672 to the record owners of the hatri
[2:01:41] property the facts the detailed facts
[2:01:44] supporting each of these four findings
[2:01:47] are included in the Agenda Report uh
[2:01:50] which is incorporated into the record of
[2:01:52] this
[2:01:53] proceeding a 4 fth vote of the city
[2:01:56] council is required in order to adopt a
[2:01:58] resolution of
[2:02:00] necessity legal council for the property
[2:02:02] owner has submitted a letter setting
[2:02:04] forth their objections to the adoption
[2:02:07] of the resolution necessity a copy of
[2:02:10] the objection letter is also
[2:02:11] incorporated into the record of this
[2:02:14] proceeding if the resolution of
[2:02:16] necessity is adopted we will Contin
[2:02:19] continue our efforts to try to negot
[2:02:22] iate a settlement with the property
[2:02:23] owner as we take this concurrent path of
[2:02:26] um iminent
[2:02:27] domain price is not a factor before the
[2:02:30] city council this
[2:02:32] evening that concludes my report I'm

[2:03:34] guidelines for the residential air
[2:03:36] purifier and filter rate program Mr
[2:03:40] Marino may we have the report please uh
[2:03:42] yes madame mayor next we're proposing to
[2:03:44] change a few of the parameters for our
[2:03:46] air purifier program and this includes
[2:03:48] increasing the dollar amount of the
[2:03:50] rebate that we offered to residents so
[2:03:52] with that I'll turn it over to our
[2:03:53] planning director Mr John King who will
[2:03:55] handle the item John thanks John thank
[2:03:58] you mayor Del and council
[2:04:00] members so the um air residential air pu
[2:04:05] purifier and filter rebate program a
[2:04:08] mouthful it it's been in existence since
[2:04:11] 2018 and it was a response to um just
[2:04:15] the realization that you know the air
[2:04:17] isn't great in this region um we're
[2:04:19] surrounded by freeways as as you know we
[2:04:21] we did not not put the freeways where
[2:04:23] they are but they're there we're very
[2:04:25] close to the ports ports of Los Angeles
[2:04:27] ports the port of um of Long Beach and U
[2:04:32] you know those tons of trucks going
[2:04:34] north and south on the 710 and the
[2:04:35] surrounding freeways so the um so to
[2:04:39] deal with the the air to help folks in
[2:04:42] their in their homes the city council at
[2:04:44] the time adopted this program giving
[2:04:46] rebates for um home air purifier
[2:04:49] systems um so this is still on the books
[2:04:52] the same amount from that time so it's
[2:04:54] been uh six years $100 for air purifiers
[2:04:57] and
[2:04:58] $50 for filters and the way the programs
[2:05:03] set up you can um somebody who wants a
[2:05:06] rebate for one of these cannot mix them
[2:05:08] it's either one or the other um pretty
[2:05:11] pretty strict um we've had a couple
[2:05:14] instances where we uh kind of bended the
[2:05:17] rules a little bit but we want to
[2:05:18] formally you know make make it the the
[2:05:20] law of the land that you can
[2:05:22] uh you you can mix these two so what's
[2:05:26] an air purifier what's eligible TR true
[2:05:27] hea they have to be qualified uh true
[2:05:30] HEPA a purifier so capturing the the
[2:05:32] bulk of the micro
[2:05:36] particles and you could see through this
[2:05:39] chart that the expenditures have have
[2:05:42] gone down there was quite a bit of
[2:05:44] interest to start and as we started with
[2:05:46] $10,000 we got it down to 5,000 and then
[2:05:49] the present $2,500 allocation per per
[2:05:53] year um there's we're still not spending
[2:05:55] that amount and that's despite um
[2:05:57] ongoing Outreach we've been doing a lot
[2:05:59] of Outreach Through The Years uh
[2:06:01] periodic social media posts two to three
[2:06:03] times a year in recent months the more
[2:06:06] recent months we've kind of H held back
[2:06:09] a little bit just knowing that we were
[2:06:10] going to bring this this to you we're
[2:06:12] anticipating changing the grant amount
[2:06:14] so we didn't want to advertise one thing
[2:06:15] and and change it to something
[2:06:17] else but we since 2018 we've had plenty
[2:06:20] of Outreach City web ite the Paramount
[2:06:22] environment website there's a little
[2:06:23] excerpt from it um and and Flyers Flyers
[2:06:26] at City events and
[2:06:29] Facilities so what we're looking at is
[2:06:32] um with the you know inflation the costs
[2:06:34] are rising so it' be helpful to to um
[2:06:38] help put in more money um so increasing
[2:06:41] the current $100 rebate amount by $50
[2:06:45] for air purifiers so up to
[2:06:48] 150 adding 50 to 100 um and then for air
[2:06:52] filters um we have a current $50 rebate
[2:06:55] adding another $25 to bring it to to
[2:06:57] $75 then allowing a combination of the
[2:07:00] two up to
[2:07:02] $200 um and then we've had a few
[2:07:05] instances where the um you know maybe
[2:07:09] we're all doing this we're a little slow
[2:07:10] on on bringing our our receipts to uh
[2:07:12] you know for whatever um whatever type
[2:07:15] of program uh folks are are taking their
[2:07:18] time and and they were they became
[2:07:20] ineligible for waiting too long so just
[2:07:21] to help them out just add add a little
[2:07:23] more more time so going from 30 days to
[2:07:25] to 90 days for
[2:07:27] eligibility and just another little
[2:07:28] cleanup is to exclude gift cards um it's
[2:07:31] it's hard to to track the uh oftentimes
[2:07:34] it's hard to track the the payment of
[2:07:35] gift cards toward um legitimate air
[2:07:38] purifier so just to kind of clean that
[2:07:39] up and that's really it um we're
[2:07:42] definitely open to any suggestions we're
[2:07:44] recommending receiveing file and provide
[2:07:47] any any feedback feedback you may have
[2:07:49] and I'm happy to answer any questions

[2:08:18] informed you recently that our proposed
[2:08:20] plan would be to swap current locations
[2:08:22] for the military banners that are on
[2:08:24] Paramount with the education banners
[2:08:26] which go up on alre so this and next
[2:08:30] presentation we'd like to present you
[2:08:31] more details about this plan and receive
[2:08:33] your your formal approval with that I'll
[2:08:35] turn over to Community Services director

[2:08:44] is proposing changes to the locations of
[2:08:46] education and Military
[2:08:49] banners in 2016 this the city Lounge the
[2:08:52] military Banner recognition program also
[2:08:54] known as Boulevard of heral this program
[2:08:56] was established to pay tribute to the
[2:08:58] brave men and women who are currently
[2:09:00] serving in Armed Forces these Banners
[2:09:02] are displayed year round along paramont
[2:09:04] Boulevard stretching between Somerset
[2:09:06] Boulevard and RR Avenue two years later
[2:09:09] in 2018 the city expanded its
[2:09:12] recognition efforts to include the
[2:09:13] education Banner program also known as
[2:09:15] Boulevard of Scholars this program
[2:09:18] celebrates academic achievements and
[2:09:19] promising futures of our students
[2:09:21] banners are displayed during the summer
[2:09:23] months along Alandra Boulevard between
[2:09:25] Downey Avenue and paramont Boulevard a
[2:09:28] replica of the military Banner is
[2:09:30] represent is presented at the city
[2:09:32] council meeting the banner is then
[2:09:34] displayed until the service member
[2:09:35] retires once the service member retires
[2:09:38] the banner is brought down and is
[2:09:39] retrieved from our community services
[2:09:41] office by the service member or the
[2:09:43] family
[2:09:46] member like the military Banner program
[2:09:49] a replica of the education Banner is
[2:09:51] presented Ed during the Education City
[2:09:52] council meeting the banner is then
[2:09:54] displayed during the summer and once
[2:09:56] it's brought down the students family
[2:09:58] can retrieve it from our community
[2:09:59] services office to enhance visibility of
[2:10:02] the military Banner program we have
[2:10:04] dedicated a section on the city website
[2:10:07] the flyer is also available at all City
[2:10:09] events at our city Booth lastly we aim
[2:10:12] to promote the program to our graduating
[2:10:13] high school students who will be
[2:10:15] enlisting in the US Armed
[2:10:19] Forces recently there there has been
[2:10:21] discussions regarding the potential
[2:10:23] changes to education military Banner
[2:10:25] programs during the city's ad hoc
[2:10:27] meetings it was proposed to display the
[2:10:29] education banners year round closer to
[2:10:31] our local schools to better motivate our
[2:10:33] Paramount Unified School District
[2:10:35] students the initial proposed location
[2:10:37] for the education banners was on the
[2:10:39] utility pool surrounding paramont High
[2:10:41] School however after conducting an
[2:10:44] inventory it was determined that there
[2:10:45] was not enough utility polls directly
[2:10:47] adjacent to paramont high school to
[2:10:49] accommodate the number of Education
[2:10:51] banners intended for display the second
[2:10:54] option that was proposed was to swap the
[2:10:56] military banners and the education
[2:10:58] banners the boulevard of Scholars were
[2:11:01] moved from Alandra Boulevard to paramont
[2:11:03] Boulevard and the boulevard of Heroes
[2:11:06] was shift from paramont Boulevard to
[2:11:07] alra Boulevard if approved by city
[2:11:10] council tonight this change will
[2:11:12] accomplish the goal of making education
[2:11:14] banners banners more visible on a year-
[2:11:16] round basis as it would be directly
[2:11:18] visible to students attending paramont
[2:11:20] High School West Campus paramont Park
[2:11:23] Middle School and Our Lady of the Rosary
[2:11:26] following a comprehensive Logistics
[2:11:28] review of a lro Boulevard and paramont
[2:11:30] Boulevard our staff is confident that
[2:11:32] these locations offer ample space to
[2:11:34] accommodate both Banner
[2:11:39] programs we are proposing to move the
[2:11:42] military Banner program to a landre
[2:11:44] boulevard between Downey Avenue and
[2:11:46] paramont Boulevard this area currently
[2:11:49] has 38 available locations for display
[2:11:51] expain military banners we currently
[2:11:53] have 28 military banners representing
[2:11:56] various branches of the US Armed Forces
[2:11:58] Army Navy Marines Coast Guard space
[2:12:01] force the reserved and National Guard we
[2:12:04] do have plenty of spaces available to
[2:12:06] continue growing the program through our
[2:12:07] targeted marketing
[2:12:13] efforts we are proposing to move the
[2:12:15] education Banner program to paramont
[2:12:17] Boulevard between Somerset and rosr
[2:12:20] Avenue which has 40 polls available to
[2:12:22] use we currently have 32 banners that
[2:12:24] are proudly displayed on AER Boulevard
[2:12:27] 25 banners feature the top 25 students
[2:12:30] from paramont high school five banners
[2:12:32] from the top five students from Odyssey
[2:12:34] STEM Academy and two banners from the
[2:12:37] top two students from buav Vista High
[2:12:39] School overall the change in locations
[2:12:41] for the military Banner program and
[2:12:43] education Banner would better
[2:12:45] accommodate the number of banners and
[2:12:46] provide the goal to display the
[2:12:48] education banners year around for the
[2:12:51] medium poll suited in Northbound on Rose
[2:12:53] SC and Southbound on Somerset staff will
[2:12:56] install banners featuring a welcoming
[2:12:58] message for example welcome to the
[2:13:00] boulevard of Scholars the banners will
[2:13:03] probably proudly showcase the logos of
[2:13:05] the city of paramont and paron Unified
[2:13:07] School
[2:13:09] District at this time there's no fiscal
[2:13:12] impact associated with relocating the
[2:13:14] banners expenses related to the military
[2:13:16] Banner including pole hard hardware and
[2:13:19] Banners will be managed during the
[2:13:20] city's regular budgeting process costs
[2:13:23] associated with the education Banner
[2:13:25] will be reimbursed to the City by Pont
[2:13:27] Unified School District as agree upon
[2:13:29] with the school
[2:13:32] district it is recommended that the city
[2:13:34] council approve the proposed education
[2:13:36] military Banner location changes and
[2:13:39] provide staff with direction to move
[2:13:41] them
[2:13:42] accordingly and that concludes my
[2:13:44] presentation I'll happy to answer any

[2:13:47] colleagues I just have one question yes
[2:13:49] you know there's 28 mil
[2:13:51] there's no way that we can build it
[2:13:53] around our our statues out here like
[2:13:56] where we have the
[2:13:57] military um right here outside of par
[2:14:01] the memori that the memorial is there
[2:14:03] any way that we can you know build it
[2:14:05] around our memorials to have
[2:14:08] their I don't know at Adriana I don't
[2:14:11] think we have utility pools there
[2:14:12] correct we don't that we will be able to
[2:14:15] we don't have any street lights out
[2:14:16] there no we do have some street lights
[2:14:18] but probably not sufficient but not
[2:14:20] enough and then we have we propose that
[2:14:23] yeah but also we have some banners here
[2:14:25] for schools right for students correct
[2:14:27] Council you recall here at the Civic
[2:14:29] Center we have the top five students the
[2:14:32] volunteer students and we also have the
[2:14:33] momentum students that we keep right but
[2:14:36] just a reminder we do go into our
[2:14:38] Christmas season and the goal with the
[2:14:41] military banners is that they stay
[2:14:43] obviously up the entire year so we will
[2:14:46] be bringing them down and obviously
[2:14:48] bringing them back up if that would be a
[2:14:50] discussion
[2:14:51] are you moving the student ones back
[2:14:53] over you're going to you're going to
[2:14:54] keep them here we're going to keep them
[2:14:55] here yes you can't put the students all

[2:16:34] night markets in areas other than the
[2:16:36] usual spot in our downtown here um so
[2:16:39] this next item is to highlight the
[2:16:41] location of two new events that will be
[2:16:45] um located elsewhere than just our
[2:16:47] downtown and so we're asking for your
[2:16:49] approval on a couple things here tonight
[2:16:50] so with that I'll turn it over to our
[2:16:52] Public Works direct director Adriana
[2:16:54] Figaro to go over in Greater detail
[2:16:56] about what this is about Adriana thank
[2:16:58] you John Madame mayor members of the
[2:17:00] city council I'm going to jump right in
[2:17:03] so the city typically hosts the Friday
[2:17:06] night Paramount uh on Friday nights from
[2:17:08] March through November in the downtown
[2:17:10] area this year we are planning to host
[2:17:13] two of these events as popup events at
[2:17:16] other locations to make it more
[2:17:17] accessible and convenient for residents
[2:17:20] to attend and participate in the
[2:17:22] festivities as part of the event
[2:17:24] planning efforts staff will be
[2:17:25] incorporating uh Meridian barriers as
[2:17:28] enhance protection measures for City
[2:17:30] events with street closures this will
[2:17:33] require the rental of additional
[2:17:35] equipment to supplement the city's
[2:17:37] inventory of
[2:17:42] barriers this year the city is proposing
[2:17:44] to host a Friday night Paramount popup
[2:17:47] events at the following locations the
[2:17:50] first location is on Orange Avenue
[2:17:52] between Courtland and Travis uh drive
[2:17:55] this popup event is scheduled for March
[2:17:58] 21st from 5:00 p.m. to 900 p.m. the
[2:18:01] event will include music food and
[2:18:04] vendors uh the second location is at the
[2:18:06] intersection of Jackson Street and
[2:18:08] gundry Avenue and that event is slated
[2:18:11] for May uh traffic control plans were
[2:18:14] prepare for each of these locations by
[2:18:16] the city's traffic engineer and as part
[2:18:19] of the city event street closures
[2:18:20] Meridian mobile barriers will be
[2:18:22] incorporated again for added protection
[2:18:25] measures these barriers are used to
[2:18:27] protect people and property from
[2:18:29] vehicles and will be strategically
[2:18:30] placed at road closures
[2:18:33] locations for reference here's the
[2:18:35] traffic control plan for the uh event on
[2:18:38] Orange Avenue between corland and Travis
[2:18:41] Drive the red rectangular box is the
[2:18:44] general area of where the event will
[2:18:46] take place uh the closures indicated by
[2:18:49] by the red circle will be on the east
[2:18:52] side of Orange Avenue just north of
[2:18:54] Travis drive and at the East side of
[2:18:57] Orange Avenue where courland Avenue and
[2:18:59] orange uh intersect residents located on
[2:19:03] the west side of orange will be able to
[2:19:05] enter and exit their uh neighborhoods
[2:19:08] through the frontage road and access
[2:19:10] point near uh Hai Drive I should note
[2:19:13] that the horse table near this location
[2:19:16] has been notified about the event coming
[2:19:18] up and if approved Community Services
[2:19:20] staff will begin Outreach efforts to
[2:19:22] promote the event including hand
[2:19:24] delivery of the event Flyers to
[2:19:26] Residents in the
[2:19:28] area here's a traffic control plan for
[2:19:31] the second Friday uh night Paramon
[2:19:33] pop-up event this location will be at
[2:19:36] the intersection of Jackson and gundry
[2:19:38] Avenue the general event space will be
[2:19:42] the area denoted in red uh this event
[2:19:45] will include street closures on gundry
[2:19:48] Street south of Marcel and closures on
[2:19:51] Jackson Street both east and west of
[2:19:53] gundry
[2:19:56] Avenue um again as part of the city
[2:19:58] event street closures Meridian mobile
[2:20:00] barriers are needed to provide enhanced
[2:20:02] uh protection measures the city did
[2:20:04] purchase a limited number of these
[2:20:06] barriers in 2022 for City Event use and
[2:20:09] will supplement its equipment needs with
[2:20:12] rentals on an as needed basis to ensure
[2:20:15] adequate coverage um depending on the
[2:20:17] traffic control plan uh the barriers are
[2:20:20] solely manufactured by Meridian rapid
[2:20:22] defense group Rentals
[2:20:24] LLC for the city's purchasing policy as
[2:20:28] outlined in the municipal code related
[2:20:29] to Soul Source vendors staff recommends
[2:20:32] exemption from regular bidding process
[2:20:34] and selects this vendor for equipment uh
[2:20:37] rental needs to supplement the city's
[2:20:39] existing Meridian barrier inventory for
[2:20:42] continuity and safety a given uh City
[2:20:45] event schedule and anticipated equipment
[2:20:47] rental needs this requires city council
[2:20:49] approval
[2:20:51] there is no fiscal impact as the city
[2:20:53] council previously approved a uh fiscal
[2:20:55] year 25 midar budget adjustment that
[2:20:58] included rental equipment of these
[2:21:00] barriers and with that uh staff
[2:21:03] recommends approval of this
[2:21:05] item that concludes my presentation and
[2:21:07] I'll be happy to answer any questions

[2:21:43] enhancements the athetics subcommittee
[2:21:45] um directed us to extend reclaim water
[2:21:48] lines to medians where it's
[2:21:49] cost-effective and makes sense this will
[2:21:52] allow us to plant grass which tends to
[2:21:54] grow better and is easier to maintain
[2:21:56] than drought tolerant plants so we're
[2:21:58] requesting your approval of this and
[2:22:01] I'll turn it back over to our Public
[2:22:03] Works director Miss Adriana Figaro to
[2:22:05] give you details on where this is and
[2:22:07] how much it's going to cost Adriana

[2:22:12] the council by way of background one of
[2:22:14] the city priorities is to enhance the
[2:22:16] Aesthetics of its medians along our
[2:22:18] arterial streets staff work closely with
[2:22:21] the landscape ad hoc committee to
[2:22:22] identify a landscaping pallet and
[2:22:25] aesthetic standards for the medians This
[2:22:27] was later reviewed and approved by the
[2:22:29] city council through that process
[2:22:31] Direction was given to convert existing
[2:22:33] irrigation lines wherever possible to
[2:22:36] reclaim water irrigation also known as
[2:22:38] the purple pipe system so that we can
[2:22:41] support grass growth and flower
[2:22:44] plantings here's an example of a prior
[2:22:47] reclaimed waterline conversion this is
[2:22:49] of course Lakewood p north of Somerset
[2:22:52] as you can see we transfor transform the
[2:22:55] Aesthetics in this area by simply
[2:22:57] converting the irrigation from portable
[2:22:59] water to reclaim water uh this is by the
[2:23:02] way the only way we can have grass on
[2:23:03] our medians given the State wide water
[2:23:05] conservation mandates that we must
[2:23:09] follow converting from portable water to
[2:23:12] reclaim has its challenges we must look
[2:23:14] at our existing reclaim water lines and
[2:23:17] determine what areas are more
[2:23:19] technically feasible for this type of
[2:23:22] this type of conversion given the
[2:23:24] distance to existing connections the
[2:23:26] medians identified here are those that
[2:23:29] met the criteria and could be converted
[2:23:31] to a reclaim water system the first
[2:23:33] location is the median on rosr Avenue
[2:23:36] the red box located on the top of your
[2:23:38] screen uh from our West City boundary to
[2:23:41] Orange Avenue the second location is a
[2:23:44] median on alra Boulevard the red box
[2:23:46] located on the bottom of your screen
[2:23:48] also from the West City boundary to
[2:23:50] Orange
[2:23:52] Avenue design was prepared by the city's
[2:23:55] contracted civil engineering firm Wan
[2:23:58] the request for proposals was released
[2:24:00] on January 20th with bids due on
[2:24:03] February 25th the city received three
[2:24:06] bids after completing the bid analysis
[2:24:09] which includes reviewing itemized costs
[2:24:11] certifications and confirmation of good
[2:24:13] standing uh contractor Marina Marina
[2:24:16] landscape Inc was deemed to be the low
[2:24:18] responsive and responsible bid in the
[2:24:21] amount of $49,500
[2:24:24] the total project cost including a 10%
[2:24:28] contingency comes to $5
[2:24:32] 54,400 in terms of fiscal impact funding
[2:24:35] was budgeted in the fiscal year 25 CIP
[2:24:38] program budget as city project number
[2:24:40] 9435 no additional appropriation is
[2:24:43] needed at this
[2:24:45] time in summary staff is recommending
[2:24:47] the city council approve the award of
[2:24:50] contra contct to Marina landscape for
[2:24:52] the reclaim irrigation line conversion
[2:24:54] project this concludes my presentation

[2:26:35] appreciation um event that they had and

[2:26:43] and it's great to see how they grew from
[2:26:46] this small group to this huge Force
[2:26:49] really really and the stories that they
[2:26:51] shared amongst them and how the group
[2:26:53] has helped them individually was really
[2:26:55] just um it was really great to see that
[2:26:57] so it was really nice to to be there and
[2:27:00] again you know I feel we should be
[2:27:02] thanking them and they continue to pour
[2:27:04] their love you know to to us in this
[2:27:06] city so that's all I have thank you so

[2:27:12] as my colleagues mentioned we did attend
[2:27:14] Pathways and Musa um Musa was very
[2:27:17] emotional this year um they gave out an
[2:27:20] award and and um just a recognition of
[2:27:24] these ladies and the the power that they
[2:27:27] have in this community is really awesome
[2:27:29] and I'm so grateful to them for them
[2:27:32] being in our community and helping in
[2:27:34] our communities and next I have is
[2:27:38] um I went to see the children uh uh boys
[2:27:42] and girls go play basketball and it was
[2:27:45] really nice on Saturday I just sat down
[2:27:48] on the bench and just watch them play
[2:27:51] and before I knew it I had a
[2:27:53] grandparents speaking to me and asking
[2:27:55] me you know who I was and who was my
[2:27:57] child or granddaughter out there and I
[2:27:59] said no I don't have no one and um they
[2:28:03] were very very happy with the city of
[2:28:05] Paramount the great things that they're
[2:28:06] doing for Parks and Recreation and um
[2:28:10] the lady said you know I love Paramount
[2:28:12] and I love the recreation so I did
[2:28:14] mention to her if she could put it on
[2:28:16] social media and please let them know
[2:28:19] that uh let the community know that she
[2:28:22] loves Paramount and she loves everything
[2:28:24] that the city does and also I went to
[2:28:28] the workout yesterday with the seniors
[2:28:32] with instructor Ron Robertson oh my God
[2:28:36] 80 seniors attended this class great and
[2:28:40] it went from 15 to 20 to 80 and I
[2:28:43] thought I was going to walk in and um I
[2:28:46] thought I was going to see these seniors
[2:28:48] you know not being very active but the
[2:28:50] first thing they approached me they told
[2:28:52] me I took cuts that I went in front of
[2:28:54] the line and then so anyway I apologize
[2:28:58] for that and then second is I
[2:29:01] participated for a whole hour and I am
[2:29:05] very very sore John Ron Robertson is a
[2:29:09] good instructor the back of my legs and
[2:29:11] my children eys me
[2:29:14] but but anyway I had a lot of fun and it
[2:29:17] was a lot of fun to see them interacting
[2:29:20] he has an advance intermediate and
[2:29:23] beginners Well they wanted to put me in
[2:29:25] the advance and I said no I'll stay over
[2:29:27] here in the beginners and I'm glad I
[2:29:29] stayed in the
[2:29:30] beginning but anyway it was a a
[2:29:33] wonderful and they did ask for some
[2:29:35] things but I did speak to the director
[2:29:38] yena Gillan about it and they'll be
[2:29:40] looking forward to seeing a little bit
[2:29:42] more equipment coming to them that's all

[2:30:32] beautiful new homes to the neighborhood
[2:30:35] and they are gorgeous second inkhead
[2:30:38] Prince celebrated their 20th anniversary
[2:30:41] in business here in Paramount so
[2:30:43] congratulations to them and also council
[2:30:47] member almost and I supported Miss
[2:30:51] Margaret Garcia's first grade class and
[2:30:54] we read for Dr Seuss read Across America
[2:30:57] and that was a joy to do and it felt so

[2:31:56] week he has nearly 16 years of
