And if we can start with roll call, please. Tom Hansen here on Bailey here, camera, society here. Maureen, Tom here, Chris Kelly, here. Thank you. [6:12] Okay. Next, please join me for the Pledge of Allegiance. [6:15] I [6:19] pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation, under God, indivisible with liberty and justice for all. [6:34] Thank you. Next on the agenda is approval of the agenda. Do we have a motion? [6:41] So moved. Okay, we have a motion. Second. [6:45] And a second. All those in favor? [6:48] Aye. [6:49] Any opposed? [6:51] Abstentions? [6:52] Okay, that motion passes. [6:54] 5-0. [6:56] Okay, we'll move on to public communications. [6:59] This is the time for members of the public [7:01] to bring up with the Board of Directors matters [7:04] of general interests that are not on the agenda. [7:07] In accordance with the provisions of the Brown Act, [7:10] the Board will automatically refer to staff [7:13] any matters that are brought before them at this time. [7:17] And the matter may be placed on a future agenda. [7:21] The time limit is three minutes and subject to modification by the chair. [7:26] Are there any public speakers? [7:29] Okay, thank you. [7:30] We will move on to the consent calendar. [7:35] And we have three items on the consent calendar. [7:40] Are there any items that people wish to pull, or questions, or a motion? [7:50] I'll move to approve the consent calendar. [7:51] Okay, we have a motion, and I'll second it, and a second. [7:56] I have Kelly as the second, and all those in favor, say aye. [8:00] Aye. [8:01] Aye. [8:02] Any opposed? [8:03] Abstentions? [8:04] Okay. [8:05] That motion carries. [8:07] Okay. [8:07] We're moving along. [8:09] Okay, next on the agenda, items for board action and discussion, item 2.1 is authorization [8:17] for the general manager to enter into a purchase contract with Gillig LLC for the purchase [8:25] of 6.35 foot heavy duty replacement transit buses using pricing and procurement authority [8:33] from the state of Washington Cooperative Purchasing Agreement. [8:39] Is that accurate? Okay. [8:41] And the action requested is authorization for general manager [8:46] to issue a purchase order not to exceed $4.6 million [8:51] to Gillig LLC for the purchase and delivery of $6.35 [8:56] foot low-floor transit buses and the funding to be provided [9:00] by the Federal Transit Administration 507 Net Bridge toll revenues, AB 664, TDA capital [9:11] reserves, STA State of Good Repair Program, [9:17] and a staff report, please. [9:20] Thank you. [9:20] So there is a staff report in your pocket. [9:23] So these are six vehicles that we first brought to the board as part of our budget update [9:31] back in 2021-22. They are 2008 vehicles, so they are beyond their useful life. They could [9:38] have been replaced back in 2020-2021. At this point, well, I mean, I guess during the pandemic, [9:45] we didn't really have a need for these vehicles. They have sat unused at the top of our yard for [9:52] a couple of years at this point. We haven't needed them, but as we are [9:58] Well, start the look. [10:00] Local Government Change, as just the nature of age is a sort of vehicle in the fleet, I think we're at a point where we need to make sure we have the capacity in spare vehicles. Should we need to take all the vehicles out for maintenance. Or if we need to do any service changes. So as I say this was first bought this item to the board as part of the budget process in 2021-22. We also bought this to the board early this year, when we discussed upcoming vehicle replacements. We did honestly have [20:07] these meetings set up for the last two weeks, although unfortunately some MTC staff were out six, [20:13] so we had to kind of push those back. We all pulled out. Yeah, because everybody was in there. So we did. Yeah, exactly. And then they canceled the meeting for a couple of months. Yes. So there's a meeting in a couple weeks, okay, which has been moved because of the. The Cal City. So it's it's on a different date, but there was. Oh, okay. That's actually that's good to know the 26th, right? 29th. Thank you. Okay. Great. Thank you for that. Next on the [25:30] agenda's correspondence. Did we have any? Okay, I'll move to board communication [25:36] items for future board meetings. I have some communications. Yes, go ahead. Okay, so last [25:42] night at the Contra Costa Transportation Authority meeting, the CCTA board meeting, the executive [25:49] director announced two new hires. One is Daniel Murmelstein, who's going to be the contract's manager [25:55] for CCTA and he's got about 30 years of experience managing that so we're really glad to see him come on board and the other person is Rashida Camara who's coming on as a program manager for accessibility and equity and we're super excited about this because it's going to help out with the accessible transportation plan Rashida I've met her before she was most recently with county connection and prior to that she was with East Bay Paratransit she's got 27 years of experience [26:25] working in this space and everybody's just really excited to have her on board. [26:30] She's got a lot of energy and it's just amazing. So that was great. And then the [26:35] other thing I want to mention is last night the board approved well there had [26:42] been a six-month East Bay East County means based fair pilot that [26:48] Tridelta ran for about six months with some funding from the county from [26:52] measure X, and it kind of got off to a rough start. [26:56] They determined that for this means fair based pilot, [27:00] that the people, the customers, potential customers, [27:04] really needed one point of contact and not two, [27:07] like not one at the county and not one at Tridelta. [27:09] So they solve that, just having one point of contact. [27:13] And they're doubling down on their marketing efforts, [27:16] using a lot of like postcards and signs and things [27:20] things like that as well as tapping into their own databases. [27:24] And so they're really excited about getting that going. [27:27] And moving forward, this program is now extended for 12 months at a cost of 194,600 in [27:36] counter-cost at Measure X funds. [27:38] And there is the hope that Westcat and County Connection can also participate in this means [27:44] fair pilot program. [27:47] So we're hoping that Mr. General Manager, you'll hear about this soon, you'll be talking [27:51] with Rashidi Barnes about this and Bill Churchill, and let's see if we can get it going. [27:56] I mean, maybe just two follows on to that, firstly, Rashida, who's the higher. [28:01] She is the brain's pretty much behind the once-eat-ride program that we've been operating. [28:07] She was very, very instrumental in getting that, so she's a great asset for CCTA, she's [28:12] a great loss for county connection, and we'll say that. [28:16] She basically built that program and figured out how to make that program work, and then I have had some very initial conversations with consultants around the means-based pilot, so they have asked some questions on our leadership and on that, so we are starting to be involved in that project as well. [28:35] Yeah, that's great news. Thank you. [28:37] Excellent. Thanks for that report. Any other reports from directors. Now I'll [28:44] just add that invite folks to the City of Penal is doing a community-wide [28:52] national night out on October 3rd over at Fernandez Park and you are all [28:57] welcome in Westcat. I know they have participated in the past and you're welcome [29:02] to do that again. I understand we're going to have some an EV show display. I'm not sure if [29:13] we're aware of anybody who has an electric EV bus that maybe they'd want to come and check [29:22] it out and show off, but I know that in the past we have had those kinds of displays at other [29:31] events but I can certainly ask some of the other agencies if anyone's [29:39] interested in CCTA, they may already be planning on bringing in, because I know [29:45] that's the Henkley's night out the Haday. [29:51] That was the, I believe that was [29:53] the presto, so that's the Sheratonos vehicle, but it's not really a bus. AC [29:58] Transit might have some. [30:02] Okay. [30:05] Okay. Any other reports? Okay. We will move on to items for future board meetings. Again, you mentioned that, you know, our next board meeting is scheduled for, I think, it's the 12th of October, but there may be a need for one. A special potential potentially. I think there's also we have the audit that we will be bringing at some point. [30:31] So I think we're going to keep that on the calendar for right now. [30:33] We may reach out just to kind of see if there's a better date and to have the meeting. [30:38] But right now that's the plan also. [30:39] Okay. Great. [30:41] So if nothing else, I will go ahead and adjourn the meeting to the Thursday, October 12th, 2023 meeting [30:51] unless there's a notice for a special meeting. [30:54] So thank you all. [37:31] We're back here in her room, and there's some things that we wanted to point out that we're unsafe. We want to take a look at. One being this bookshelf, the contents are not secure. It's not anchored, and we can see all these items doing a big earthquake are going to come flying off. And when they come off, they're going to come right here in the path that we're shifting. [37:49] she sleeps, okay? So we want to make sure that we secure this bookshelf so that she's safe [37:54] when she's sleeping, okay? [38:03] These are the furniture safety straps that we're going to use. [38:06] They're very inexpensive and you can get them at your local hardware store. [38:14] We'll go ahead [38:14] and mark it. [38:18] I'm going to go ahead and drill our holes right into the stud. We're going to go [38:23] ahead and mount our strap into the wall into that stud that we just drill. We'll go ahead and [38:28] prep the surface or clean it. [38:31] All right, looking good. [38:32] We'll give it a little time to dry. [38:39] And it's this part here. [38:41] We're going to actually put on the shelf itself. [38:43] We'll mount that and keep it in mind [38:44] we want to make sure we leave some slack or some room too. [38:48] OK, that's it. [38:49] This bookshelf is safe and secure. [38:51] It's not going to go any further than that. [38:53] Perfect. [38:54] Perfect. [38:55] Now all we have to do is put all that stuff back on the shelf. [38:57] All right. [38:58] Come on in. [38:59] Take a look. [39:01] Nice. [39:02] We took all the items. [39:03] We safely secure them to the shelf here, put them inside all these boxes and all these [39:08] are velcroed to the shelf themselves so they're not going to move, okay. [39:12] Some of the items up top that she's not going to move or we want her to take off, these [39:16] items have been secured right here. [39:18] We actually use some museum putty on all these items so they have to hold them to the shelf [39:23] and keep them secure. [39:30] They moved it around so everything is nice and safe now. [39:33] And don't forget you can go to our website there's a lot more information on there that covers [39:37] everything from how to secure the contents of your home or getting quotes on [39:40] earthquake insurance.
