[0:12] Oh, [0:21] heat. Hey. Hey. [0:38] Heat. Heat. [1:08] N. [1:26] Heat. Heat. [2:29] N. [3:24] public [3:31] to the flag of the unit states of [3:33] America and to the republic for it [3:36] stands one nation [3:39] indivisible with liberty and justice for [3:41] all [3:44] the mayor and chairman of this board is [3:47] out of town today so you guys [3:53] run a quick [3:59] » Mayor Bont [4:01] member new [4:02] >> here member Member Lewis [4:03] >> here. [4:04] >> Member Farcus [4:05] >> here. [4:05] >> Member Mleta [4:06] >> here. [4:08] >> First up, we've got the approval of the [4:10] minutes from the May 26 meeting. [4:12] >> I'll make a motion we approve the [4:13] minutes from the May 26th meeting. [4:15] >> I'll second. [4:16] >> We have a motion to second. Any [4:17] discussion? Call roll, please. [4:22] » Member Newell [4:24] >> here. [4:24] >> Yes. [4:25] >> Member Lewis. [4:26] >> Yes. [4:27] >> Member Farcus. [4:27] >> Yes. [4:28] >> Member Mleta. [4:29] >> Yes. [4:34] We don't have any unfinished business. [4:35] Under new business, we have the IT [4:37] independent contractor agreement with [4:40] Bill Moran. [4:42] >> Bill here. [4:44] >> No, he's not here. [4:46] >> I can speak about it if you guys want. [4:48] >> Yeah, if you just come on up to the just [4:50] give him a quick overviewation [4:51] explanation of what we're [4:54] >> do. [4:58] Um, so Bill Moran, oh well, [5:02] sorry, I don't do this all the time. Uh, [5:04] so Bill worked with us last year, uh, [5:07] kind of helping us get away from our [5:08] managed service provider for IT. So now [5:10] we do all of our own IT inhouse. Uh, so [5:13] he's coming back this year in a reduced [5:15] capacity. Um, and he's just kind of [5:17] going to help us out with a bunch of [5:19] different projects about cutting costs [5:21] for our frontier bills, telecom lines [5:23] that are old, kind of getting rid of [5:24] those. So, we have a few bills that we [5:26] pay about $400, $500 a month on [5:28] currently, and he's going to help us cut [5:30] those costs. So, it's going to pay for [5:32] itself. Um, as we go on, we've got a few [5:35] other different projects we want him to [5:37] work with us on. So, it's a reduced [5:39] capacity it kind of helping us with [5:41] elevators, alarms, [5:43] things of that nature. [5:44] >> So, it looks like he's just working four [5:46] days a month. [5:47] >> Four days a month. Yeah. [5:48] >> The hours. [5:48] >> Yep. [5:50] >> Great. I I've I've done you reviewed the [5:52] contract. [5:52] >> Yep. I have reviewed this. In fact, one [5:54] thing I want to point out is that um one [5:56] of the things that has been um updated [5:59] for this contract is that we're defining [6:01] what a work day is. And so like we've [6:04] kind of tightened that up a little bit. [6:05] So he can't come in and spend four hours [6:08] working with Trevor and say, "Whoa, that [6:10] was a tough day." Then walk away. No, [6:12] it's it's like a full seven hour, you [6:14] know, no less than seven hour day. [6:16] >> Great. Thank you. Do you have a motion [6:18] to approve the IT independent contractor [6:20] agreement with Bill Moran? I'll make a [6:23] motion to approve the independent [6:25] contractor agreement with [6:27] >> that. [6:28] Motion a second. All in favor say I. [6:31] >> I opposed. [6:35] » We got the fire department CPR machine [6:38] quotes. [6:40] Chief. [6:50] » Yeah, we got a couple. This must be [6:51] expensive. [6:55] » No, it's not terrible. Um, good morning. [6:58] I am uh coming to ask for permission for [7:02] a to pursue a soul source purchase for [7:06] our Lucas CPR machines. [7:08] um the CPR machines that we are asking [7:11] for, the reason that we're asking for [7:12] the sole source purpose of them is they [7:15] integrate well with our they're the only [7:17] integrating U CPR machine with our [7:20] current cardiac monitors. Any other uh [7:23] manufacturer there would be a disruption [7:25] in that uh communication between the [7:28] two. um [7:31] they they also um [7:35] don't they don't work with the same [7:37] battery platform that we currently have. [7:39] And so uh going with the same platform [7:41] that we've had for a long time as the [7:43] purpose for uh requesting the [7:45] information for the Soul Source um [7:48] purchase. [7:49] >> And uh I'll just step in for one second. [7:51] Um I've already done a full legal review [7:53] of this. I mean this is what what the [7:55] chief has outlined as to why we need to [7:58] go with this particular machine for the [8:01] ambulances and other infrastructure that [8:03] we have both software hardware is [8:05] literally right out of Indiana code [8:06] exactly how so what I will end up doing [8:09] is assisting the fire department with [8:11] writing up a sole source justification [8:14] um but you know we do need to seek the [8:17] fire department does need to seek the [8:18] permission of the board of works to move [8:20] forward exploring this option [8:23] I'll make a motion we allow the fire [8:25] department to move forward with a single [8:27] source a sole source uh supply the CPR [8:31] machines due to the interactive nature [8:33] with current equipment and [8:34] recommendation of our attorney. [8:36] >> I'll second that. [8:37] >> We have a motion to second. Any other [8:39] questions or discussion [8:41] hearing? None. All in favor say I. [8:44] >> Opposed. [8:45] Before [8:47] we get into the Fourth of July festival, [8:49] could I bring up now uh the upfitting [8:52] for our vehicles while I'm up here? So, [8:55] we would like to piggyback was it a [8:57] month and a half ago maybe the police [8:59] department was up here um when the [9:01] approval for the vehicles um was the [9:05] administrative vehicles was done. Also, [9:07] the approval for the upfitting of the [9:08] vehicles. Um, we would like to get [9:12] permission to just piggy back on to what [9:14] the police department is already doing [9:16] in place with federal signal uh for the [9:20] upfitting of our two administrative [9:21] vehicles that have already been [9:22] approved. [9:29] » These the vehicles we did in that same [9:32] purchase. [9:32] >> Yes, sir. [9:33] >> But they don't have the upgrades for the [9:35] >> Right. Mike was Mike was forthinking and [9:38] he came and asked for the upfitting at [9:40] the same time that we did the approvals [9:42] for the vehicles. Uh we were lagging [9:45] behind a little bit. We were still [9:46] waiting for some information and we have [9:49] received that information and opted our [9:51] best or chose our best option as to [9:53] piggy back with the police department. [9:57] » Any other questions? [9:58] >> Uh I just want to clarify with attorney [10:01] Barniki. Well, I thought we approved [10:04] that all as a group though. I I was [10:06] under the assumption we already approved [10:08] this. [10:08] >> I mean, I can go back and look at that. [10:10] I mean, I don't recall off the top of my [10:11] head and I don't have the minutes from [10:13] that meeting. We can double check if the [10:14] board already approved it, but [10:16] >> I'll be more than happy to approve it [10:18] again. But [10:18] >> yeah, I mean, like we one could make a [10:22] motion to in the event that it's not [10:25] already being been approved to approve [10:28] this request. [10:31] So we we brought to you guys the car [10:33] purchases. We did them as two separate [10:36] things. We did the Durango [10:39] as one as like patrol vehicles and then [10:40] we did the trucks as administrative [10:42] vehicles which they were also getting. [10:44] So we did two different we brought two [10:45] different bids for those. You guys [10:47] accepted the patrol vehicles and the [10:49] administrative vehicles which included [10:51] police and fire. We then came back in [10:54] and because [10:56] you know our upfitting is we do a lot [10:58] more of it if we're being honest. Um we [11:00] came back in and got our all of our [11:02] vehicles the upfitting approved to go to [11:04] Federal Signal. So that would have been [11:05] our trucks and our Durango. Um they have [11:10] the requirements in the vehicles are a [11:11] little different for them than what ours [11:13] are. Obviously light colors, different, [11:15] you know, different things, the [11:16] computers, different things. So they [11:18] hadn't done theirs yet. So, I'm 99% [11:22] positive that you guys approved the car [11:23] purchase as a whole, approved the police [11:25] department's upfitting, and now they're [11:27] coming back to just get theirs up. [11:30] >> No, that's great background. So, for the [11:31] record, the police chief just clarified [11:33] that his recollection was that the [11:36] upfitting request was exclusively for [11:39] police upfitting. The fire upfitting is [11:41] a little bit different. So, again, I [11:44] think the suggested motion would cover [11:46] both contingencies. [11:52] One could say so moved. [11:56] >> So moved. [11:59] » So seconded. [12:02] >> Okay, we have a motion and a second. So [12:04] moved. All in favor say I. [12:08] >> I. [12:08] >> Opposed. [12:10] >> Yeah, for the record, the motion was [12:12] articulated. It's just if you agree with [12:13] what I said then you can as a member you [12:16] can suggest that motion by saying so [12:18] moved adopting my language. So we'll [12:20] >> long long as Carrie wrote it down. [12:22] >> Yeah. Oh Carrie and I know we she's got [12:24] it. [12:24] >> All right. Thank you all very much. [12:26] Appreciate it. [12:27] >> Okay. Next up we've got the Fourth of [12:29] July prayed and festival special event. [12:33] Welcome Norma. [12:37] » Good morning. I am here again. It's that [12:40] around that time again the year. We're [12:42] going to do the um parade and festival. [12:44] Everything is pretty much the same um [12:46] outline as last year. We'll the route is [12:48] the same. We'll start at um Vivian and [12:52] uh Central uh go down Central to Willow [12:56] Creek, go south on Willow Creek, and end [12:58] at U right after Gilbert Park on Sunset. [13:02] The festival starts at 5. Um we've had [13:06] um an initial meeting with um all the [13:10] groups to decide on the safety the you [13:14] know uh lineup worked with um all the [13:17] city departments involved and got that [13:19] all taken care of. So we just need um [13:22] permission to block the roads and have [13:25] our parade. [13:28] >> Thank you. Anybody have any questions? [13:31] >> I'll make a motion we have the 4th of [13:32] July on the 4th of July. [13:34] I'll second. [13:36] >> We have a motion and a second. All in [13:38] favor say I. [13:39] >> I. [13:40] >> Thank you. [13:42] >> Wouldn't want to be the group that [13:43] turned down the Fourth of July. That's [13:44] the wrong. [13:48] » Next we have a solicitor permit [13:50] application for the Ascent Group [13:52] Incorporated. [14:05] Good afternoon. [14:07] Um, my name is Manurva. I'm the owner of [14:09] Ascendant Group Incorporated. Now, I'm [14:11] just here uh above you guys to request a [14:13] peddler's tournament from you guys. [14:15] We're an ICD company distributing [14:17] services for Verizon. They just invested [14:20] $20 billion in buying out the fiber [14:22] optic lines from Frontier. So, we're [14:24] just looking to be able to service their [14:26] folks area here. We've been able to gain [14:28] permits already from Hobber area. We did [14:30] gain temporary permits from Burns Harbor [14:32] as well. So, we're just trying to do [14:33] things accordingly to make sure that [14:35] we're able to service your folks area as [14:36] well. [14:37] >> So, your request is to be to go door [14:40] todoor. [14:40] >> Yep. Yeah. We would only be going from [14:42] noon maybe down just to sunset time. We [14:45] don't push in the dark out here. Just [14:46] want to make sure everyone's doing it [14:48] comfortably, safely. And we do of course [14:50] authorize background checks through a [14:52] third party company that also does get [14:54] double ver uh uh double verification [14:56] process through our company called [14:58] creditico as well. So that way the [15:00] safety of our reps and the people that [15:02] were knocking on is done accordingly. I [15:05] will say in the last couple of years, [15:07] this board um has pretty much made um an [15:12] unofficial decision to uh turn down [15:15] solicitors permits. Um unless it's like [15:18] the Girl Scouts selling their cookies or [15:21] a school um you know, selling a a card [15:24] or something like that. Um, I'll leave [15:26] that up to the board to um additional [15:29] information, but um that's just is [15:31] something that we've gotten away from in [15:33] the city of Portage and we've been [15:34] consistent on denying these requests, [15:38] especially for larger companies that [15:39] have many multiple other ways of [15:42] advertising their services to the [15:44] community. [15:44] >> Right. And we're not taking payments at [15:47] the door either. You know, there's the [15:49] technicians. We just set up the [15:50] appointments for technic technicians to [15:52] come service people's homes. So, we're [15:53] not taking any form of payment at the [15:54] door. nothing nothing right away even [15:56] with technicians get there. We push [15:58] people's payments out two, three weeks [16:00] after people get installed. But the [16:01] overall objective with fiber, it's not [16:03] just to get people, you know, cheaper, [16:04] faster internet. It's really just a [16:06] matter of that fiber is becoming the [16:08] more secure way nationwide to receive [16:10] internet in people's homes. Just to get [16:11] people on a private dedicated line is a [16:13] becoming a pretty urgent matter [16:14] nationwide, which is part of the reason [16:16] why Verizon invested $20 billion in [16:18] buying out the fiber from Frontier. So, [16:20] it's really just a matter of just trying [16:22] to help people get something that's [16:23] going to be a lot more secure for [16:24] people's neighborhoods. [16:26] >> Yeah. The the issue what we've heard [16:27] from the communities, they just don't [16:29] like random people coming knocking at [16:30] their doors. [16:32] >> So, that's where we've made that [16:33] decision. So, I'll leave that up to the [16:34] board to uh any further discussion or [16:38] >> as far as random people, we would only [16:40] send about it we would only send a [16:42] designated five people that like I said, [16:44] we would have a designated time and it [16:45] would only be for a short period of [16:46] time. We wouldn't be there like every [16:47] day for the next year or so. We only [16:50] really need at the very least a month to [16:51] come help service the area and get [16:53] people something that's going to be a [16:54] lot more secure for people's homes. [16:57] >> I'll make a motion in uh lie of what [17:00] we've done since the beginning and we'll [17:02] deny this solicitor's permit. [17:05] >> A second. [17:07] >> We have a motion and a second to deny. [17:09] All in favor say I. [17:11] >> I post. [17:12] >> Sorry. [17:13] >> Thank you. [17:19] got a solicitor permit application for [17:22] five guy fries. [17:29] » That guy, [17:31] >> I just don't want to say that. [17:38] » Thanks for having us. [17:39] >> Yes. Hopefully you enjoyed the bread. [17:43] >> There'll be more to come. [17:45] Um, so we're just looking for at [17:47] Pedaller's license to park at the new [17:50] location which we plan to [17:52] um have a breakfast lunch spot at the [17:56] former Deep Blue Seafood on Route Six. [17:59] Um I think I believe the next seg [18:01] segment is JT's. That's going to be the [18:04] name of our restaurant. Um we have a [18:07] food truck called Fat Guys Fries. We [18:09] serve fries, tater tots, burgers, like [18:12] everything that you could probably think [18:13] of that's American. Um, and we just [18:16] wanted to park in the parking lot of the [18:18] Deep Blue Seafood to promote that we are [18:20] going to be opening. Um, we're shooting [18:22] for September 1st. [18:24] >> Um, [18:26] and yeah, that's [18:27] >> so your request is really you got your [18:31] approval for a location to park your [18:33] food truck [18:34] >> pretty much. Yeah. [18:34] >> Dan, why would this be a solicitor's [18:36] permit? So uh actually it's not um is [18:39] this the same? So you are [18:43] >> Yeah, you are you are JTs. [18:45] >> Yes, that's correct. [18:46] >> Okay. So it's really E and F are kind of [18:48] combined on the agenda. [18:51] >> I know I know at one point we were at [18:53] Ace Hardware um and code enforcement [18:55] came and told us that we had to get a [18:57] solicitor's permit. We had to go in [18:58] front of the board and we had to get it [19:00] approved. [19:00] >> Well that Yeah. [19:01] >> So that's why I kind of took the same [19:03] route and [19:04] >> totally get it. [19:05] >> Right. We don't want to make any any [19:06] mistakes. [19:06] >> Oh, yeah. No, actually, I mean, so this really isn't what you're proposing [19:10] now has changed. Um, you're going to [19:12] park where um [19:14] >> we're going to be opening [19:15] >> where you're going to be opening. So, [19:16] this is really just like a uh I think [19:18] like a [19:19] >> Yeah, this is just a temporary [19:22] operators. So, like we Yeah, it's not [19:24] really a solicitor's permit. So, we'll [19:26] So, [19:27] >> that's really not the duty of the board [19:28] of works to approve, right? That'd be [19:30] the planning department. Well, planning approved the for the actual [19:34] restaurant already um for the JTs, so I [19:38] don't know if that made it faster. [19:41] >> Yeah. Um [19:42] >> they have to [19:42] >> Yeah. Tom, why don't you come up because [19:44] Yeah, this is kind of like a hybrid [19:45] request really. Let's [19:47] >> let's talk this one out. [19:49] >> So, are you looking [19:49] >> First off, the solicitor permit is [19:52] really not valid for is that something [19:53] we should just we can ignore that on the [19:55] agenda? [19:56] >> I I would say just ignore it. Yeah, [19:57] there's really I mean it's all the same. [19:58] Yeah, it's all the same requirements. [19:59] We're not going door todo to try to get [20:02] business. [20:03] >> Um, are you going to be [20:04] >> I thought I thought maybe your truck was [20:05] going to pull up in front of my house [20:06] and [20:08] >> we'll be here next Wednesday. We'll be [20:10] here next Wednesday. [20:10] >> Oh, yes. On the 17th, we'll be here. [20:13] >> So, are you looking to serve food out of [20:14] this, too? [20:15] >> Yeah. [20:15] >> Temporarily. [20:16] >> Yes. [20:16] >> For the food truck. Yes. [20:17] >> Right. [20:18] >> So, this this would go under typically [20:21] >> for food trucks. It's uh more of a [20:23] dayby-day type thing. It's it's a day [20:26] only. So I I believe this would be a [20:28] board of work action to allow them to to [20:31] do this until the business is opened [20:33] >> on a temporary basis. [20:35] >> We're shooting for other food trucks [20:37] that park anywhere. [20:39] >> Right. But again, like I [20:41] >> Right. But they're they're asking for [20:42] basically a a it sounds to me like [20:44] they're asking for a series of days. [20:47] >> Well, mo majority during the week [20:49] because pretty much every Friday, [20:50] Saturday, Sunday were booked with [20:52] events, right? Um, so it'd be like [20:54] probably Monday through Wednesday or or [20:56] even Tuesday through Thursday. That's [20:58] pretty much majority of when [21:00] >> it kind of gives us a chance for [21:01] awareness to our followers that we're [21:03] going to open um this uh breakfast lunch [21:07] uh kind of deli bakery mix and then it [21:11] also helps us with funding because [21:12] there's a lot going on. [21:14] >> No, I I understand that. So I think [21:15] we're looking for a time frame. Maybe [21:17] not a per se, you know, this date, this [21:20] date. It's probably just the time frame [21:22] between now and [21:24] >> target September 1st target opening [21:26] date. Um I do know that the um Porter [21:29] County Board of Health will be [21:31] inspecting this [21:32] >> as part of the food truck. [21:34] >> Antonio Antonio came to inspect the [21:36] restaurant yesterday or give us a [21:38] consultation, tell us what we need. Um [21:40] but he's inspected our food truck. So is [21:42] um John. Both of them are from Porter [21:44] County. Yes. [21:44] >> Yeah. So so I guess this would be [21:47] >> and I have my yearly permit as well. So, [21:49] what what are we asked to approve here [21:52] or do we [21:54] >> I'm figuring that out. I'm trying to [21:55] write this down. Yeah, because this is different. [21:58] >> Okay. Everything's different, [22:00] >> right? I I second that. [22:07] » June 10th September. [22:10] >> Yeah. [22:10] >> Yes. [22:15] » There's no fruit. It's just [22:18] Well, apparent code enforcement told me [22:21] you needed a pedaller's license. And [22:23] then other food trucks have told me like [22:25] the ace um the advanced auto parts, they [22:28] had to get a a pedaller's license. [22:30] >> Do we have a pedaller's license? [22:32] >> For food trucks? [22:33] >> Yeah, we have one, but I don't I'm not [22:36] sure if it's specifically for food [22:39] trucks or not. Do you want me to go grab [22:41] one? A blank one? [22:42] >> I've never heard of one, so yeah. [22:45] They haven't even [22:47] >> as an incentive. [22:48] >> I mean, is that a park? It can't be a [22:50] park function. I mean, [22:52] >> not off premises of a park. [22:54] >> It's private property. It feels to me [22:56] more it's a [22:58] >> occupancy permit type of thing. [22:59] >> It would almost be more of a Porter [23:01] County as long as they are aware of it [23:03] and are inspecting it. [23:05] >> Yeah. Well, we have the yearly already, [23:07] the 2026. [23:08] >> I understand that. [23:11] >> We're just trying to see what the [23:12] function of our approval would be. [23:13] >> I get it. [23:15] an approval that maybe is not valid, [23:17] >> right? [23:17] >> Or not needed. [23:27] » What was the question? [23:29] >> Oh, [23:29] >> I mean, I would view it almost falling [23:31] under the u [23:34] like a temporary construction vehicle, [23:36] but they're s serving food out of there. [23:38] So, [23:38] >> yes, it feels like that's a board of [23:40] hell. I mean, they they have the [23:41] business. They're parking the truck on [23:42] their own property with their business. [23:44] They're using it to serve food out of [23:46] that's a board of health [23:47] >> hybrid [23:47] >> because our contract started in June. We [23:49] signed the contract. So, we're it's [23:51] already contracted in our name. [23:53] >> I I would agree with that. But [23:55] >> we've had bars who didn't have kitchens [23:57] who were using a food truck for a period [24:00] of time. That was a board of health. [24:02] >> Carrie is when food trucks go to other [24:05] areas, not parks or not city hall, um do [24:09] they apply for anything? I don't. That [24:11] would be Diane. I asked her to come in [24:13] here, but she might be uh out to lunch. [24:16] Let me go grab her. [24:16] >> Yeah, I was told I had to leave um when [24:19] we were parked at Ace Hardware because [24:20] they said we needed a some type of [24:23] license, a teddy license or that was I [24:26] don't know a couple years ago. [24:27] >> I mean, I see one that's over in [24:29] Advanced Auto Parts all the time. I [24:30] don't think we've ever approved that. [24:32] >> She She said that was a couple years [24:34] ago, though. So, maybe there was [24:36] something else in place at that point. [24:39] That might have been different then. I [24:40] mean, they were enforcing something that [24:42] would [24:43] >> Well, do you want to um I [24:45] >> mean, I guess we can give an approval, [24:47] right? But it might not be valid. There [24:49] might be somewhere else they've got to [24:50] go get that approval. [24:51] >> You want to gather some of this info or [24:52] let them do that and skip on to [24:56] >> claims and bulk appeals. [24:57] >> Let's go through claims and bulk [24:58] appeals. Let me keep looking because [25:00] again, I'm just trying to figure out [25:01] what is the right thing to tell you to [25:03] vote on because this is something new to [25:06] me, too. I I I'm just not familiar with [25:08] this. [25:08] >> Yeah. So, if you don't mind just being [25:09] patient, we'll just go through the rest [25:10] of our agenda until they can figure that [25:12] out. [25:12] >> Thank you. [25:15] >> Okay. We'll move on to the board of [25:16] works claims for June the 9th. [25:42] Yeah. [25:43] >> Yeah. And the updated I left both of [25:46] them, but they're both listed in the [25:48] Dropbox and everything. [25:51] >> The final one. Yeah. the um APV number [25:55] 85356 [25:58] was made for like 12114, [26:02] but when we printed it, it was 12144. [26:07] » I'll make a motion we approve the claims [26:10] the June 6 claims in the amount of [26:12] $983,579.91. [26:16] » I'll second. [26:18] We [26:18] >> have a motion in a second. All in favor [26:19] say I. I. [26:21] >> I. I. [26:23] Okay, next we have bulk appeals 6527 [26:26] Jason Court. [26:29] >> Good afternoon members. I just have one [26:30] before you. It's a $40 dispute. Um the [26:33] owner lives on a culde-sac and uh when [26:36] you have a culde-sac in various homes on [26:38] that culde-sac, the front linage is [26:41] difficult and smaller. So I'm asking the [26:45] board to consider reversing this in this [26:48] type of situation. [26:50] >> I'll make a motion we reverse the [26:51] charge. the bulk appeal charge for 6527 [26:54] Jason Court and recommendation of staff. [26:57] >> I'll second that. [26:58] >> We have a motion and a second. Any [27:00] discussion? [27:01] If not, all in favor say I. [27:03] >> I. I. [27:04] >> Opposed? Motion carried. Thank you. [27:08] Are there is there any other business [27:09] that's not on the agenda? Go ahead. Fire [27:12] chief was up here. You I mean you got to [27:14] come up now, too. It's [27:15] >> your turn. [27:18] >> This is like becoming a weird meeting. [27:21] Um, this one's weird, too. So, um, [27:26] I don't know exactly where to go with [27:29] this, but, um, I was told I needed to be [27:32] here. So, uh, a couple months ago, we [27:35] were told that there was still money [27:36] left in a bond, um, that needed to be [27:39] used by certain point this year. We had [27:41] inquired about getting new SWAT vests [27:43] for our SWAT team because they're about [27:45] to expire. Um, a couple weeks ago I [27:48] reached out to city hall uh and inquired [27:50] about the money. They said there was still some money. Um, so we [27:55] had gotten quotes for those vests. So [27:58] then the other day I was told to come in [27:59] here and uh I guess seek approval from [28:02] you guys to to purchase it. Um, where [28:04] the money's coming from, somebody from [28:06] the clerk chargers office probably have [28:07] to explain that a little better. I just [28:09] am under the impression that there is [28:11] money. Um, so just [28:13] >> maybe we can approve it contingent upon [28:16] the availability of the funds. [28:18] >> There you go. So I just give just so you [28:19] guys know what you're what you're [28:20] looking at. Um, so we've got our SWAT [28:23] team. We have uh 14 police officers and [28:27] when we're fully staffed, six medics, so [28:29] a 20 person team. Um, their vests expire [28:34] five every five years and they are a [28:37] enhanced level of protection from what [28:39] the regular officers wear. be great if [28:41] we had the money for all of that, but um [28:44] unfortunately the vest grant that we [28:46] apply for only, you know, covers a [28:48] certain certain kind. So um regardless, [28:50] we like to get these every five years. [28:52] Um we update the SWAT team. The last [28:56] couple years, our SWAT callouts are [28:58] definitely on the rise. Um, you know, [29:00] we're not only using them for, you know, [29:03] hostage negotiating type things, but [29:05] high level warrants, things that we can [29:08] slow down, take a little bit more time [29:10] on and execute in a more safe manner. We [29:12] use our SWAT team. There's two SWAT [29:13] teams in the county. There's Porter [29:15] County SWAT team and there's our team. [29:16] Um, Porter County team is awesome. [29:19] Having our own team though, you know, [29:21] the response time, our officers are on [29:23] scene. We have complete control over [29:24] that team. Um, so, you know, we don't we [29:27] don't want to lose that. We also uh we [29:29] have worked with Ogden Dunes. We've been [29:31] called out to Burns Harbor um Porter. So [29:34] we do you know kind of the northern end [29:37] of the county kind of our little end. We [29:38] we're the SWAT team that generally they [29:40] call. So So all that being said um [29:43] that's why we need them. Um if you guys [29:45] approve this this will be the first time [29:48] that I can remember in the last you know [29:52] x number of years going back that we [29:53] actually got vests before they expired. [29:56] um we've had a tr a problem funding them [29:58] because it's not really in a budget. [30:00] There is no budget for our SWAT team. [30:02] It's kind of like our K9. We just got to [30:03] raise money unless we come across some [30:05] funds like this. So, so all that [30:07] long-winded uh talk there. Um we got [30:10] three quotes. One was for nearly 65,000. [30:13] One was for just under 57,000 [30:17] and then we got another one um which is [30:20] what we would like to go with which is [30:22] uh 43,750. [30:25] So, here's the here's the caveat and I'm [30:27] not sure how to do this. Um, [30:29] so because this kind of went so fast and [30:31] we were got the approval to go, we had [30:33] the the gentleman come in yesterday. So, [30:35] that's the quote, but he came in [30:37] yesterday and did fitting. If we have [30:39] some larger officers and the vest sizes [30:42] are a little bigger, it could fluctuate [30:43] by a couple hundred dollars here and [30:45] there. So, I if it's prudent, I don't [30:49] know how to ask for. The quote was 43750 [30:51] with them saying that there might be [30:53] some, you know, higher or lower if it's [30:55] possible. And I don't know, Mr. [30:57] Attorney, to prove, [30:59] >> do you think it'll exceed 45,000? [31:02] >> I I was told that it could go up $3,000 [31:06] at the most. So, [31:08] >> not to exceed 47,000. [31:10] >> That would be outstanding if you guys [31:11] could do that. And then I I will have an [31:13] invoice. I asked them for an invoice, [31:14] you know, in the next couple of days. [31:16] But we kind of put this we fasttracked [31:18] this whole thing and we were up against [31:19] the time of the bond. [31:21] >> This is the lowest responsive bidder, [31:24] >> right? [31:24] >> By by far 65,000ish [31:28] 57,000ish and then mid40s. So it's not even close. [31:31] >> Yeah. So to the members of the board, um [31:33] a motion to to uh approve this purchase [31:36] not to exceed 47,000 keeps it well below [31:40] anything else. So it's still the lowest [31:41] responsive bid. So, [31:44] >> would someone like to make the motion to [31:45] approve the purchase of the uh SWAT team [31:49] vest uh not to exceed $47,000 contingent [31:53] upon the availability of funds? I like [31:55] it. [31:56] >> I'll make that motion. [31:59] >> I'll second. [32:00] >> Have a motion. Second. Any other [32:01] discussion? [32:03] >> All in favor say I. [32:04] >> I. I. [32:05] >> All right. Thank you, Mr. Attorney, for [32:06] your uh help there. [32:09] >> It's what I do. Okay. [32:10] >> Okay. Are we back to JTs? [32:12] >> Yeah. Circling, you can stay. Yeah. So, [32:13] circling back to JT's, um, [32:16] after talking with staff, um, a motion [32:19] that could be made is someone could move [32:21] to approve Fat Guys Fries doing business [32:25] as JTs to operate their food truck at [32:29] their own property from June 9th through [32:32] September 1st from 11:00 a.m. to 6:00 [32:35] p.m. using the license deemed necessary [32:39] by staff and legal review. [32:44] We have a so moved. [32:47] >> So moved. [32:48] >> Second. [32:51] >> Have a motion in a second. Any other [32:52] questions or discussion? All in favor [32:54] say I. [32:56] >> I. Opposed. [32:58] >> Any other business to be brought before [33:00] the board. [33:06] » Okay. If not, entertain a motion to [33:08] adjurnn. [33:08] >> Motion to adjurnn. [33:10] >> Second. [33:11] All in favor say I. [33:12] >> I. [33:13] Thank you.
