[2:00] violation of these rules the city of riverside is committed to fostering a

[2:10] and the they serve. Thank you so much and we're going to move into our item we have a
[2:25] pretty short discussion calendar today the first item is housing authority project
[2:30] updates and actually first apart as we begin a comment my first comic art I have is
[2:37] hawks worth and open up the phone lines again which are open so let me know if
[2:41] there's anyone in line at once to speak but will start in the chambers. Mr. Hawks
[2:47] were good afternoon city council staff and river siders my name is dan hawks
[2:53] were they were within the cowboy street in riverside and I'm here to
[2:57] talk about the city's progress or lack there of toward the regional housing
[3:03] needs assessment goals which should be up on the screen effort that be put up but
[3:10] that could. Yes there we go thank you mom. These are were presented to the council in
[3:17] march of this year and this summarizes their progress from twenty twenty one on
[3:23] the goals set forth here are to be achieved by twenty twenty nine and as you will
[3:27] see we have a lot of work to do in riverside. Indeed in the very low income category
[3:35] we have achieved only forty seven completed units out of a goal of four thousand eight
[3:45] hundred and sixty one that is less than one percent of the goal that we have
[3:48] obtained with only four years remaining. So we have a lot of work to do in regards to
[3:56] very low the same is true of low income where we are only at nine point three percent
[4:01] of the goal with two hundred and eighty four units then that moderate we've achieved
[4:06] two hundred and fifty nine or eight point two percent of the goal home. However above
[4:14] moderate we have achieved three thousand twenty three units or almost forty one
[4:19] percent of the goal. So right now we're failing to produce affordable housing better
[4:28] producing a lot of above moderate income. It's very disconcerting for me because
[4:37] the very low income population that's really targeted at our home with
[4:39] individuals and riverside has been static. If not increasing in homelessness
[4:44] over this period because we happen to create haven't developed a very low income
[4:50] category. In addition we have seniors who have no place to downsize to when our city
[4:57] further we have you see our graduating students who are here who want to stay in
[5:03] riverside but they can't find housing in riverside that is affordable. I know that we're
[5:08] working hard on economic development but we need to have housing for those new
[5:13] jobs that we produce them people want to live in the city they won one to work
[5:18] better for them better for us it's better for our environment to have them
[5:23] housed within our community so this is a um something I thought was important for
[5:29] everybody to see a review before we had the discussion about the higher housing
[5:36] pipeline today and um we have our work cut out for us thank you thank you mr. Hawkes
[5:42] worth looking to see how many other comments for general come in the chambers that
[5:53] there's any on line and the mind kate we're going to go in close apple comment and
[5:58] come back to the chambers for discussion calendar and the first item we have is
[6:03] housing authority project updates and also also put up the comment line for that
[6:07] after five minute presentation and we have agra pina that afternoon we are
[6:19] very good afternoon members of the committee staff and the I'm so glad people are
[6:22] here to hear about all the wonderful things we are doing here in the city of
[6:29] riverside. As of today we have three hundred and thirty six affordable housing units
[6:33] in the pipeline that includes seventeen density bonus law units and ten california
[6:40] housing crisis act units and we have an additional twenty four permanent supportive
[6:44] housing units and forty one transitional housing units in various stages in
[6:50] the pipeline for a total of four hundred and one units so we expect to have about
[6:54] ninety of those online by the end of this year with a further forty nine in twenty
[7:00] twenty seven. I am hoping that one hundred and fifteen that I have listed them for
[7:08] it with twenty twenty eight will come in line by the end of twenty twenty seven
[7:12] fingers crossed but I don't want to jinx it by putting in that category just yet. I ate
[7:20] last time we have been asked to break down the units in the pipeline by the income
[7:26] limit. So just to give you an idea of what we're looking at the units currently in
[7:32] the pipeline hundred and thirteen are for people who are thirty percent of
[7:37] the area median income or below one hundred and fifty seven four people at fifty
[7:41] percent. Am I and a hundred and thirty one at eighty percent. Now the people that
[7:47] one hundred and thirty one count is for a max of eighty percent. Some of those units
[7:53] might shake out to be thirty or fifty percent as we progress in the process as of
[8:00] right now they will be no more than eighty percent of the area median income
[8:07] mulberry gardens. This project you probably are seeing it go up right off
[8:10] the ninety one the scene year phase is very close to completion and expected to be
[8:20] fully on line by fall of this year and they are starting to accept applications so we
[8:26] have a meeting this week to make sure that we have all of our unit makes is correct
[8:30] that we are making sure that everybody who lives there qualifies for all of
[8:35] the units based on all of their funding levels that we have and so we will be
[8:40] hearing about that soon some of the units that will be read reserved for people who
[8:46] are referred to our homeless prevention programs. So we as we get closer I will let
[8:51] everyone know what the processes for the open units for seniors and then a
[8:57] brown that same time next year we expect of the family units coming online that
[9:02] the hundred and fifty units and again as we get closer I will let everyone know what
[9:08] the processes for applying for those family and its fourteenth straight to
[9:14] the project is still in design review with path of life ministries. We are still
[9:20] working with them to determine what their budget is and if any of our funding
[9:24] sources will work for them the duplex at twenty three forty eight university. This
[9:32] was meant to be on the april seven city council agenda. I too didn't award a bid to
[9:38] demolish the building. It was pulled from the consent calendar time so we will be
[9:43] reworking of that stuff reporter and bring it back am I for council approval as
[9:48] soon as possible. The idea is that we're going to demolish this duplex and that needs
[9:55] its foundation interior exterior walls and roof to be replaced. So we're just going
[10:00] to demolish the whole thing and build from scratch and we're looking at working with
[10:05] planning to put on additional units patterson senior housing at this project is
[10:11] new to this presentation this will be at nineteen seventy patterson st. It has
[10:19] been entitled it is through the retirement housing foundation so this will be
[10:23] senior housing are looking at about sixty four units. We don't know the final unit mix
[10:29] yet I'm so right now I am counting these all as eighty percent units as they apply
[10:35] for more funding we will get a better idea of what qualifications will be for
[10:43] those seniors. Great minds at twenty eighty two mission and we are still working with
[10:50] the developer to finalize their pro forma. We want to make sure that this project
[10:55] is fully feasible for the full fifty five years so that we can enter into a
[11:01] disposition and development agreement with them and we can get going and phs has
[11:08] also submitted a proposal for infill home ownership projects. So these will be
[11:15] most likely pre manufactured housing that will be built on infill sites throughout
[11:21] the city and these will be for home ownership. They have done similar projects
[11:26] throughout the inland empire so we're very excited to get some more homeownership
[11:30] opportunities here in the city this is the place at u m place this is going to be
[11:40] our transitional housing in partnership with riverside university health systems. It
[11:45] will be thirty wine a permanent housing units for people who qualify for
[11:51] services through university either how it is currently in construction. They'd just
[12:00] last week got to be electricity he fully upgraded and all of the permits in
[12:08] place so they have power the construction is almost nine and we are expecting to
[12:14] hear that we have certificate of occupancy. I need a now the riverside access center
[12:23] which is just down from there is still in rehabilitation and the axis our stock has
[12:31] been relocated so that way they can get in there and they're doing a full
[12:34] rehabilitation of all of the a check systems and reorganizing the space so
[12:41] that it's better for the staff there to help and assist the clients with their
[12:45] needs as we transition them out of homelessness the cross community church. They have
[12:53] been approved the conditional use permits they are still seeking funding and the city
[12:58] is working with them to find funding opportunities of that work for their project
[13:06] habitat for humanity is also working with the sunny home ownership project they have
[13:12] two sites on garden street that they're looking to do thirteen single family houses
[13:18] and eight eighty use. We are in the process of applying for permanent local housing
[13:23] allocation I we have been told that this stay is changing the requirement so
[13:29] that a certain percentage of our people ha funds are going to be required to be used for
[13:34] home ownership. So once we figure out what exactly that amount to is we can start
[13:38] working with habitat for humanity to figure out the final financing for this
[13:44] project. Sunrise at bogart this one is in construction this is a picture taken from
[13:50] their social media they're very very active there showing everybody exactly
[13:55] what's going on. It's very exciting to see the projects taking shape their
[14:00] groundbreaking was held last july and the amount of construction that they have
[14:05] done since then is astounding so we're very excited for those and we do expect those
[14:10] to be on those friday nights to come on line by end of year the phs this is another
[14:23] site that they have ideas for a potential infill homeownership project. This
[14:29] will be at gould so we are still reviewing their project poor performer on this one to
[14:36] see what kind of funding they need to make this one affordable to a family or
[14:43] density bonus projects that we have four currently through and this verse there
[14:51] are planning department. So these are the projects where housing developers making
[14:55] market rate units can sign on to build extra units of those units are sold to or rented
[15:03] to low income families and so these are part of that portfolio and once
[15:08] the projects are completed they will transfer over to us that we can monitor them
[15:15] the california housing crisis act. So these are ten very low income units that we
[15:22] are required to replace so those are something that we are working on right now
[15:31] transferred transformative climate communities grant our current grant cycle is just
[15:34] finishing up so we have over two thousand trees planted over fifty homes receive
[15:41] solar installations and our riverside county workforce development helped over one
[15:45] hundred residents of teen employment. The newer application is coming out and
[15:51] so we are currently developing a project plan to apply for this next round of
[15:59] tcc funding and recommend that the housing and homelessness committee
[16:02] received this update on the housing authority's housing projects I am
[16:06] available for any questions thank you so much. Check into question to just
[16:10] checking if we have any comment for this item we do for number two. Dan talks
[16:18] with and then I'll see if there's anyone else. Hello the city council members
[16:28] staff and riverside thursday and hawks were again from the cowboy streets. Um I do
[16:31] have a overhead for this one as well here we go thank you um I noticed that there are
[16:38] twenty four permanent supportive housing units in the plan home. Those are I
[16:44] would expect are following the housing first philosophy which is in the city's own
[16:50] housing element it is also required by law all by the state to receive funding
[16:56] from senate bill thirteen eighty housing first is a lot of the land in california and
[17:06] we have to abide by that if we won state funding for any of our housing projects that
[17:09] required within states tat toot. Unfortunately there's been discussion on the city
[17:15] council that housing first is not effective. That is not what experts have found it is
[17:20] not what finland socal housing collective as found after extensive amount of
[17:27] research into the topic into all of the research done on it. We found that there are
[17:32] seventy eight eighty six percent success rate in housing first housing first
[17:38] realize basically back on a theory that was proposed and has been taught in psychology
[17:44] since the nineteen forties and that's mad flows hierarchy of needs. People
[17:49] need to address their physiological conditions first air food water shelter
[17:54] clothing reproductions sleep the basics so people need to be hours before they can move
[18:01] on. Safety comes next and within safety is but without housing without shelter
[18:08] without the safety of a secure environment people can't move on or move forward
[18:14] with their lives that is what housing first provides provides a safe environment
[18:21] for people the address their physical mental emotional and in some cased and substance
[18:30] abuse needs but they need to have a safe secure environment to do that. I
[18:37] know for myself how difficult it is to follow through on a new year's resolution I have
[18:44] safety I have shelter eye of love and belonging. I have this team but yet it's still
[18:48] hard to make changes my life but we are asking people by putting away by threatening
[18:56] to throw away housing first we're asking people to move jump up jump beyond him make
[19:02] steps that we ourselves could make in changing their lives so I think we need to
[19:08] reinforce we need to restate our commitment to housing first. So we can have a state
[19:14] bonding for projects in riverside so we can reduce our home with project and we
[19:19] can no longer turn aside ninety four of our economic our most vulnerable city
[19:26] residents onto the streets as we did with university terrace thinking of a stock's
[19:32] worth. Do we have any other comments on sample comments the chamber symphony line
[19:42] ever had a question regarding the university one. Why was it pulled because that's been
[19:45] a long time coming in and understand what happened there. Yes so cows
[19:51] councilmember falcone had some questions about whether or not demolishing
[19:55] the building was the best use of the site and so we went back and we talked with
[20:05] planning the state at the historic preservation officer and we look at
[20:13] the different options for that building including using it for potentially missing
[20:17] middle housing or surpassing the property and using it for private development so we
[20:23] went through a bunch of different options for the site so we're going to go
[20:27] back and put it back on the city council agenda for a vote although it has been
[20:34] indicated that it might be a split though at that time is well in this bird to move
[20:39] wanted to demolish demolish it ok because we've been working on this for five
[20:42] years extensively and I'll be frank I looked at all those options and we ultimately
[20:47] came to this decision cell was little fresher it is leopold was unsure but wanted
[20:51] to give them that opportunity too for you know if it comes we have more questions but
[20:56] yet do we know a day that's coming back not for sure yet I'm still waiting on
[21:01] confirmation. I want to make sure that all of the questions were raised
[21:07] that we got are referenced in the staff report and the ones we make sure that that's
[21:11] finalized will get a confirmation of what it will be coming back in action
[21:15] affect the prior p process we had out for that. We're hoping not. It depends on how
[21:19] long it takes to get back on the council agenda. Ok think you let me know if you need
[21:25] help with that any other questions later. I'm sorry ma'am or yes in just a member
[21:31] today. There's no art yet so I know that the arlington projects on to mix his
[21:37] product to the sisters will use to be there searching that to be affordable housing
[21:40] are how they've been reaching out to you guys to coordinate on that all or net so we had
[21:46] reached out to them because we were under the impression that they were going to apply
[21:50] for basic funding and so we wanted to create with them because we do need to get
[21:54] resolutions on their behalf but we did not get a response back in time for this round
[22:02] of a sick funding. So we're still trying to get open communication with them to
[22:06] see maybe what other funding sources are good for that project. Ok got she is
[22:13] talking to them that developers we brought them back to council for approval
[22:19] of splitting a lot so that we got that done a couple weeks ago and then now is that
[22:22] the condition for closing on the property in this other dude a phased approach
[22:27] related you know bill a portion of it and buy from what they told me it sounds
[22:31] like they weren't seeking any kind of grant funds are things that they can have
[22:36] their own mechanism fun in at some of the funding source as they can but can't do
[22:41] anything and told that lots plays fully complete so and there's different like timing
[22:45] that happened so it just might be that it didn't quite work out for this round
[22:49] because they were still in process. Okay okay and then also that we get updates we
[22:56] have the pre preview plans but we also are using that to have pre approved use in that
[23:05] order square foot plant to be a pre approves in the family home arms you can get a
[23:09] primary residence on jess's eighty you so that should be coming to us in june july
[23:15] issue of our own there are having that new licensing from the architecture firm
[23:18] that did that is designed so that will be helpful tool for workforce housing or we can
[23:24] have pre priests in the family has houses that can also have eighty on
[23:28] the back of them as well for the small infill lots that exactly is about missing
[23:34] metal component to it as well and were also at edc really bringing in a lot of work
[23:39] force housing initiatives and things of that nature that we can look at accelerated
[23:43] timelines to make sure we get housing bill because the time was all this housing is just
[23:50] forever and were never going to catch up at this rate and so this is not irish I
[23:54] promise is very much a california problem every city across california are really
[23:59] hard time because the funds are so complicated it's it's a spider web of different
[24:06] funding sources to get on the seat belt and so the out where having all
[24:12] the resources available and making sure that we're doin all the different housing
[24:17] types that were trying to do but for me thank you thank you so much now move on to
[24:23] annex a them and will close comment would have any additional comments on line

[24:42] a memorable or even the other team to provide an update our home is action plan so
[24:48] the second time a little bit really quick and this plan is actually proven october
[24:53] twenty twenty two in alignment division riverside twenty twenty five strategic
[24:57] plan and intention the plan was to provide establish a comprehensive framework to
[25:02] address homelessness without the mission that was identified as a release to
[25:06] the plan was to reduce homelessness by creating and maintaining an affordable
[25:12] housing and program programming utilizing a whole person care purse just
[25:15] support individuals and families to achieve housing stability and self
[25:19] sufficiency and along with because it started so long ago there had been
[25:25] significant revolutions in the business practices things that have changed our
[25:28] operations include legislation changes funding sources are finding resources
[25:33] and collectively the actual department and the city department structure has
[25:38] changed significantly initially the office the homeless solutions was a
[25:45] subdivision of cd and then later housing as a whole became a subdivision of
[25:50] the city manager's office and finally established as its own standalone department
[25:56] housing and human services department but however the cornerstone of the plant
[25:59] the program stir means the same with the impact to us to assist the vulnerable
[26:04] populations in the city riverside so that being said the actual department housing
[26:10] and human services has been afforded the opportunity to achieve these outcomes as a
[26:14] release to the first half of our fiscal year this year so we've been able to provide
[26:19] fifty four clients with homeless prevention services three hundred and thirty nine
[26:23] individuals with emergency shelter thirty six chip homes we have three and sixty units
[26:29] in development which includes part of supportive housing we've been able to rapidly
[26:34] re house a hundred and twenty one hundred and twenty nine clients provide thirty motel
[26:39] vouchers provide a street outreach to thirty two hundred eight individuals and
[26:44] that is a duplicated number meaning we might have contacted one person several
[26:49] times only and we have three three thousand seven hundred and seventy nine affordable
[26:55] housing units existing right now and our access center again even with
[27:00] the modifications that other people mentioned we've been able to serve and a book at a
[27:04] number of clients which includes one thousand six hundred and eight individuals
[27:12] so the actual home shifting gears little but the actual homeless action plan is a
[27:16] living document that focuses on six key goals today will be reviewing the city's
[27:22] effectiveness in those goals are the spaces and giving ourselves a little report
[27:26] card if you will. So the first objective was to increase housing production
[27:33] four with a focus on affordability increase availability of services
[27:34] prevent homelessness emergency shelter or expand awareness and corny regional
[27:41] infrastructure so they move through this plan and are our report card are going to see
[27:45] three different color coded check marks. If there's a green check mark it means we
[27:48] accomplish this objective or goal or benchmark if it is yellow it means it's in
[27:54] progress and if it's red it's something that we need to look out and modify and re
[27:58] adjust our plans move forward so goal number one let's talk about her achievements
[28:04] since our implementation of the plan and twenty twenty two acceptance of council's
[28:08] plan and twenty twenty two we've been able to insure ninety percent of our
[28:11] expiring affordable housing con cut covenant covenants are maintained a five percent
[28:17] increase in affordable housing inventory fifty five for some market in affordable
[28:22] housing units built annually and a five percent increase in number the number of sites
[28:26] developed from the twenty team housing first plan possible areas that we can
[28:32] improve or that we're still working on are the items that other people highlighted
[28:38] kerry now the development of six hundred and eighty nine affordable units in
[28:41] the pipeline for development and five and fifty market rate and affordable housing
[28:46] units that were building annually and you can see on the screen that we have some
[28:49] of the projects that again highlighted which includes the mulberry gardens and sun
[28:55] rise above our products are really looking for casinos through to fruition. We also
[28:59] during this reporting period had a few grand openings. We had a spy or complex which
[29:04] provided thirty two units and the vista de la vista de la sierra had a really slow down
[29:12] for that one which allow to stew in clare at eighty units to our portfolio. The city
[29:19] has approximately has met approximate twenty percent of the reno or regional housing
[29:24] needs assessment guidelines or obligations under department continues to work
[29:28] with other departments and agencies to still reach toward meeting those goals
[29:34] moving on to call number to increase the ability of services with a focus on
[29:38] physical mental health and substance abuse disorder treatment. We have
[29:43] successfully been part of the implementation of the care court which was
[29:47] implemented on january first twenty twenty five in this space but partake in
[29:52] particular you'll see we have a lot of goals that were in the process of reviewing our
[29:58] process of working towards and some of those metrics what were some of those
[30:01] metrics that we originally were trying to hold ourselves accountable for needing to
[30:05] change just based on evolution of programming. So the first one our intention
[30:10] was to increase the number of social work interns by fifteen percent annually. We
[30:14] want to adjust that to change the goal to be an annual from an annual metric to a three
[30:22] year metric increase in the skills to reduce retiree traumatized confidence and
[30:26] job satisfaction among the peace that team the pan steam and outreach workers by
[30:30] forty five percent and only willing to modify that objective to change the focus
[30:35] on job satisfaction and create a survey to track those actual results related
[30:40] to jobs job satisfaction the goal to refer ninety six individuals to physical and
[30:46] behavioral health resources annually wanted to modify that to edit data field to
[30:52] arc gis rgs twenty three survey for about rp center axis enter team members use
[30:58] and partnering agencies so we are actually tracking what that's behavioral health
[31:04] resources was the evil resources are if we approach allow low level metrics to
[31:08] identify with those resources are. It allows us to better identify what we should be
[31:12] bringing into the city of riverside to benefit the and finally modifying the gall to
[31:19] refer fifteen individuals annually to the home court program annually to modify
[31:24] again our metric that we measure that with with our joyous twenty three survey
[31:30] that we use on the field and inside there's one more and then in modifying the goal to
[31:35] increase the number of people who successfully replace to from street outreach by
[31:39] twenty five percent annually to really identify not to say who is engaging on the street
[31:46] but to him to provide the level of metric as to who we are placing and both
[31:49] shelter and treatment programs. Goal number three I'm sorry other areas of
[31:58] improvement I were looking toward modifying for goal number two were items that we
[32:02] have not had the objective on really focused on the metric that was used as the platform
[32:09] of our statistics so we really lean upon the point in time count and the goals that
[32:14] were identified in the homeless homelessness action plan focused on and
[32:20] lean upon the point in time count and there's the annual reference to the home a point
[32:25] in time count. However that count is not done annually the county intends to change
[32:29] it to be every two years every year depending on what's going on some of them
[32:32] I have to do with health reasons some of them I have to do with just the metrics
[32:36] of the hole so we want to modify our goals that are associated with an annual
[32:41] representation of the point in time count to align them with the riverside point in
[32:46] time keepers like any point in time count and whatever that is of its annual if it's
[32:49] every two years that's what it would align with and to increase when we referred to
[32:55] originally to increase the number of people except services from the piece that
[32:58] and street nurses by twenty five percent annually we want to turn move the street nurse
[33:04] segment of that gore because they measure about again separately. Moving on to goal
[33:09] number three preventing homelessness. We've successfully provided eighty
[33:14] four percent of rental assistance programs improve retention re annually
[33:19] there's been a fifteen percent increase and duplicated number of home of
[33:23] households assisted through rental assistance programs in the twenty twenty three
[33:26] fiscal year and tend to temper some thereafter and we even rolled six individuals
[33:32] to the shared housing program in early goals that are still in progress specifically
[33:40] he'll steal lot of language in the report change aside from metrics may have a lot
[33:48] of metrics associated with the point in time count we also wanted to update
[33:54] the plan collectively down on the bus the update and every reference to the office
[34:00] the homeless solutions or I s s to modify it to the housing and human services senior
[34:08] program also one of the goals to refer singing five households annually to an
[34:15] employment assistance program we wanted to change that to to refer at least eighty
[34:17] percent of households in shelter and housing that can work goals that we wanted to
[34:23] modify it again was just aligning the five percent annual decrease in
[34:27] homelessness amongst those who are just as involved to a line out the point in time
[34:35] count one of the things that is really important both for our team and for
[34:39] the department is the hole and the city is to really memorialize our success
[34:42] stories as a relief to the persons that are being implemented. So collectively
[34:47] as a department we're working with the marketing and communications team to update
[34:52] our website and make sure that we're sharing all the success stories because
[34:55] these resources in these programs are utilized. We want to make sure that that
[35:00] information gets out for all the folks that were able to re housed every home and keep
[35:07] in their homes number for increased availability and effectiveness of emergency
[35:12] shelter one goal that was achieved was to increase the number of emergency
[35:15] shelter beds for twenty five percent in twenty twenty three. This is subject to
[35:20] funding say wanted to make sure that was identified and the committee is going to
[35:23] review the school's funding is needed to stand up additional shelter beds and
[35:27] cover ongoing operational costs so it's not just ending up the emergency shelter it's
[35:33] a continuation of the funding for the shelter shelters and increase the number of people
[35:37] exiting emergency shelter to housing by ten percent annually cause that we have
[35:43] not achieved are still working on again and related to the point in time counter
[35:47] to decrease the numbers of un sheltered individuals by ten percent annually increase by
[35:52] one point five percent in twenty twenty three to the number two from six
[35:57] hundred and five to six hundred and fourteen twenty twenty five again providing
[36:02] the level of metrics that allow us to align the point in time count with our
[36:06] metrics that were providing for success as it relates to his goals and then increase
[36:11] the number of people accepting shelter from the seating asian team an
[36:15] outreach team with twenty five percent. Really the challenge we have but
[36:18] this is ensuring that their data that we are collecting doesn't that allows us to and
[36:25] duplicate numbers so when we're engaging with the same individual on a regular basis
[36:29] does that count as one engagement or does that count is five engagements so really
[36:34] being able to look at the point not a point in time count. Look at our various
[36:40] data from the survey one two three and determine if it's the same individual or
[36:43] encountering or a different individual goal number five expand awareness of
[36:50] the areas of improvement that we anticipate making as that we had an annual increase
[36:55] the goal of making an annual increase of three on cause related to host activity by
[36:59] decreasing it by ten twenty five percent thereby decreasing nine on one calls
[37:03] related to homelessness. One of the things that we noticed too is that we needed to get
[37:10] data. There was a gap in the data that was provided to our department and were
[37:15] requesting that the fire department provide monthly reports to hhs that
[37:19] identifies the high frequency of users of services so again if you have the same
[37:23] occurrence of an individual that's out on the streets that needs medical services
[37:28] what are the services are needed where that reoccurring problem happening and how can
[37:33] we infuse existing resources to assist in that matter and the goal to decrease by fifty
[37:39] percent. The traffic to the office of homelessness solutions web page annually
[37:44] with the evolution of our department and the structure of our department we are
[37:47] working with marketing again to scrub the web page to make sure that we are providing
[37:53] resources that the will use and reference on a regular basis. Goal number six corny
[38:01] corny regional infrastructure we have attended twenty five continued care and committee
[38:07] meetings in you and advocated for the increase of shelter beds mental health programs
[38:10] and affordable housing based on gap analysis and increase the number of emergency
[38:15] shelter bus driver's account of a ten percent by twenty twenty for one of the goals
[38:19] that we need to work on or that we want to modify is the maintaining of fifty cold
[38:26] weather shelter bed program annually and the reason for this the move by the one of
[38:30] her move this gore modify the school was that it's recommended that riverside
[38:35] county find another location to it within the county to stand at this program because
[38:40] riverside has really toed the line for this program for a number of years and as you
[38:45] already know riverside is a resource for a lot of other regional me. Countywide
[38:50] programs so we wanted to share the opportunity with another city to provide
[38:56] the level of service the recommendations of this time is that the city county
[39:00] committee receiving father presentation on the homeless action plan update and
[39:05] provide any feedback on recommended changes including the following replacing any
[39:08] references office homeless solutions with the housing is ours as department change
[39:13] the reporting period because the reporting period as it stands on the report at this
[39:17] time is october through september so modify in alignment with our fiscal
[39:24] year from july one to june thirtieth and with that the department like to
[39:27] provide the committee with an annual update in september of every year and specifically
[39:32] as a release the affordable housing space remove seventy three eighty two and seventy
[39:37] three eighty four garden street from the housing first plan cites as entropy
[39:41] mentioned those are being presented as affordable housing city as home
[39:48] ownership properties through habitat for humanity and with that chair seventeen second

[40:42] committee I want to first think I that department. We partner with on this report
[40:49] many of claire definitely proud executive director of family promise of riverside
[40:53] we exclusively serve families experiencing homelessness. I want to
[40:59] highlight how much this department is under resource and underfunded the fact that
[41:08] this um that our goal toward decreasing homelessness has not been met is not at all a
[41:15] reflection of the hard work the partnership for the understanding of
[41:20] the challenge. It is quite literally a reflection of the diocese and their lack of
[41:26] understanding of the complex levels of support that truly addressing homelessness
[41:33] require and so as committee members who I believe are committed to ensuring that
[41:38] every riverside or has a home I'm going to encourage you to dig deep to work harder to be
[41:45] more creative in more innovative to think about what it means for us to truly
[41:51] as ex city make a commitment to every riverside are to be able to sleep indoors and
[41:57] that is going to take a multi pronged multi disciplinary million if not billion dollar
[42:04] support in order to make sure every single riverside or has a place to call home. That is
[42:10] something we can achieve if we work together right. I work on it every single day
[42:15] and partner with these amazing folks along with hundreds of other nonprofit
[42:23] and faith based organizations this is something we need to believe is possible if we
[42:29] lead with our heart first and we engage in every possible opportunity we cannot afford
[42:36] to miss a single opportunity of any type of shelter housing affordability for
[42:44] homeownership. We have to double down on our commitment and it's got to start with
[42:48] the leadership in this room and so I encourage you to reach out to organizations
[42:54] like myself that work on this challenge every single day pressed to think about how
[42:59] to build a better stronger more empathetic and more powerful riverside a strong
[43:07] riverside the riverside where everyone is guaranteed home this is an economic impact
[43:14] to each and everyone of us. I hope we all can stand here today and saying we are
[43:21] committed to a strong powerful empathetic caring river site. Thank you mr.

[43:45] like to talk about but I have three minutes a minute and keep it down for you counsel
[43:51] him. I first I just wanna mention. No offense to the apartment I know they put
[43:56] a lot of work into this and I truly appreciate everything that you've done but we
[44:01] should be focusing on goals as numbers and percentages when you use add data fields
[44:07] as a goal that's just a strategy or action to get the information needed. I
[44:12] want to hear that nine ninety six people got house I want to hear we have a ten percent
[44:18] increase and from this to this I appreciate that the problems with the number
[44:25] of outreach when they're out there you're going to be talking to them more than one
[44:30] time the entire issue with being homeless while there's a multitude of reasons
[44:37] they're homeless. They're going to need assistance whether it be buyer coming
[44:41] out because they've had heat stroke or there may be in just a too much of some
[44:46] substance or they were caught urinating in or or or or all of this outreach would be
[44:54] decreased if we had places for them to live. We cannot move people from home less to
[45:02] what affordable housing it's not the same thing if we truly want to do something
[45:07] about the homeless people in our community we have to have housing for them and that is
[45:13] permanent supported housing we can't just put them in some shelter and not give
[45:17] them the assistance they need the whole purpose so I don't get back into that again
[45:25] community outreach. It doesn't help us when four of the city council members are
[45:31] telling their constituents in newsletters and in forums that they are against
[45:36] permanent supportive housing I'm looking at you councilman rubble art even if
[45:40] you're not looking at me. We have to be in sync with what we're saying we have to be
[45:46] making true outreach on this we could have said we increase the number of people
[45:50] we moved from homeless to housing. Had we accepted the university terrace homes
[45:56] money. How is this any different than the permanent supportive housing coming
[46:00] down the line are you going to be against that too or will it not matter because
[46:04] it's not next to a friend's business. Thank you miss wiley we have bush on

[46:22] the only name is bush on morrow. I am a social work student of the county's
[46:25] somebody know I am accompanied by my classmates easy kyra and carol m for our
[46:29] last semester and are junior year we were tasked with creating a community action
[46:36] project where we identify a social problem within the community and help
[46:40] provide a solution so we won out and surveyed the community of riverside to
[46:45] determine where a social problem is we received an overflow feedback from
[46:50] residents stating that holland the homeless population is a social
[46:53] problem within their community a lot of the residents felt like their
[46:57] stuff in them on the streets were hindering and well being and quality of life. So our
[47:04] group partnered with paoli presbyterian church which is down this tree right next to
[47:09] riverside community hospital volunteer to help them prepare and serve meals to
[47:15] the homeless while also providing hygiene kits in resource kurds british to be
[47:18] some give kurds and hayden kids to the people that are on the streets better. And
[47:24] how's this population is often vulnerable overlooked in this judge urged the board
[47:28] members the community the community the state and the stakeholders to get out
[47:33] and serve and provide resources to these individuals we cannot
[47:36] complain about them being on the streets if we do not get out and help them. Thank you

[47:50] afternoon again dan hawks fourth ward three. Just a quick note to what I
[47:56] discussed earlier we discussed a lot about affordable housing but most
[48:01] people don't understand what those levels are so very low income is under thirty nine
[48:06] thousand dollars low income is under sixty three thousand dollars in so um moderate
[48:15] income is eighty seven thousand so above moderate is our poor people making more
[48:21] than eighty seven thousand dollars the year. There you see the gap that we have
[48:26] which reflects the lack of progress that we're having on homelessness here in
[48:33] riverside. While we look at a neighbor the city of redlands home authorized and have put
[48:39] on has created a hundred unit permanent supportive housing project during the sense that
[48:45] it opened in the last two years two years in a row each year they decried home with
[48:51] us by thirty percent each year if that happened in riverside we would have three
[49:01] hundred less people almost fifty percent reduction in the number in riverside. Yet
[49:07] we're turning down projects that would remove people from our street it would have
[49:12] taken ninety four individuals from our street and place them in permanent supportive
[49:18] housing reducing the numbers by one third of those on the waiting list which is
[49:23] about two hundred and fifty two according to michelle davis right now on board
[49:29] seeking housing. These are home with individuals who are seeking housing right now
[49:37] the other issue are like to address is that we are under funding our home with efforts
[49:42] here and yet we have put on the ballot measure z measure z has no additional money
[49:48] coming for homeless services in the plan for the four forthcoming years. So even
[49:55] though it's listed as the beneficiary and it had received some funding from
[49:59] the original measure z it would receive no additional funding with the tax increase
[50:05] that to me is a major oversight. We have an affordable housing crisis in
[50:11] riverside. We have a home with crisis in riverside. We are leaving six hundred and
[50:18] twenty people on our street almost fifty percent of them want housing and we're
[50:24] failing to deliver to them we need to dedicate bonds we have the opportunity to
[50:30] secure twenty million in state bonds and we turned it away. So how are we going to
[50:38] build affordable housing if we're not tapping into state funding in the future is that
[50:42] going to be the responsibility of riverside taxpayers. Thank
[50:53] you thank you mr. Potts with susan after know I'm here we have a transitional home
[50:58] kiana mind ardor and I she's here with their class in moreno valley we've had it
[51:04] since august of twenty twenty three about a year and a half ago hope housing removed all
[51:10] of our residents from us without any explanation and I'm trying to see if their
[51:16] grievance process we can do to find out why they took our people from it and can talk
[51:25] to rachel robbins about maybe a week and a half ago and she just said people have a right
[51:30] to go where they wanna go but they were already in our house and they took
[51:40] the people and place them other places without any explanation we did have a
[51:44] guide of mine that was moved to that home in riverside were five people that stand
[51:49] he was one of the people that got staff his case manager ask why can't he stay
[51:55] at our house that's where he wanted to be and he had other people he wanted to place
[52:01] there and dry mouth from county and hope said there are a vendor of ours but
[52:07] they're not on the list the vendors we know deal with anymore so many have an
[52:19] outlet that even a minute left your comment we can respond in comment. Okay
[52:31] baby q and I would recommend is just a robot checking someone will comment there or
[52:34] for in chambers any other comment on line see if there's any nomar ok so close

[53:50] all those resources from the county are located in inner city and as you
[53:55] mentioned a lot of our seas around easter chicks around us. Brain in people and they
[54:02] stay inner city and purses are enough resources for them existing already and they
[54:07] end up in our city and I think our partners are all are not partners but our
[54:11] surrounding cities are neighbors are all too happy to just top up either prom
[54:16] anymore and it's you know the washer and dusky let it go and that kind of comes
[54:21] down to a mention about spreading out services have in other cities opportunities
[54:25] to house his services because we can't be relied upon for the entire county to house
[54:31] the publisher the county because we've historically been used that way and is
[54:40] kind of legitimate reasons for that you know the county see all of course you have
[54:42] more resources here in the county seat but until our partners you know this is say
[54:47] statewide are other states are you utilizing the state california's investment into
[54:53] housing and statewide we've seen billions of billions of dollars invested at our
[55:01] population continues to grow grow grow and it's and I think that is opportunity
[55:05] from other people who are just taken out of aberdeen is a son over there and this are
[55:09] probably more and so we really need to have kind of a more of a regional look at
[55:16] our own homes us because we do not have the resources again we say is underfunded
[55:21] a billion dollar investment seaver aside as I have a billion dollars to invest in
[55:25] this state funding national funding the way it works and goes to counties and then to
[55:30] us and we really liked our county partners into other cities are in our county to
[55:35] regionally look at this housing plan because we can't be in our own and so there's
[55:44] a lot want to go into but a scarf. Leave it there thank you thank you for
[55:48] the additional comments and I am but I would suggest don't think this is something we
[55:51] want to rush I do apologize for my conflict to having to buy certain time but what I
[55:57] would plan will work to do work with them michelle's work to set the agenda for
[56:00] future meetings is bring back some of these pieces I think a new engagement was a key
[56:05] when we heard from folks either jen or activities are again how we sold many
[56:10] breaking up the goals and we can have them and pair it with maybe a presentation
[56:13] from one of those partners that were working with a man committee can give more input
[56:17] out and hear more from community as we work to strengthen the action plan
[56:23] that could be a good approach to it. One thing I want to find is that we do we're
[56:26] eighty one of the goals and I don't know if it's intended this way but the review of
[56:31] the crime free multi housing program. We did repeal that and that was completed so I
[56:35] think that needs to be taken out or needs to be highlighted as I can
[56:38] accomplish item. It's kind of reading right now it says review so makes it sound like
[56:43] it's still intact. I don't know the intent is meant to be that re post review in
[56:46] terms of maybe more folks that have had a justice background are now house
[56:50] because of the repeal. I don't know if that's kind of the intent of it but just to
[56:55] find that that is still listed there on page sixteen of the report I believe it's
[57:00] page ten of technically the pdf but yet state speech check my progress from so
[57:06] just what they wanted to flag and I think the key page that really stands out for me hes
[57:11] only go to go for which is the increase availability effectiveness of emergency
[57:16] shelter and then you look at the general activities you know there's so much that is
[57:21] being invested. But those are still not enough beds that we know at the end of the day
[57:26] so where we are and then the transition from once you hit those days of how many
[57:30] days you could stay in those beds right continues to be that that gap and so I think
[57:35] for me really wanting to figure out in the action plan where that link is really
[57:41] being met to close now in terms of transition to other folks whether people like
[57:46] these lovely woman here who are providing in our community through other
[57:50] resources housing folks and even two and maybe in a broader conversation and I
[57:56] know this is an ever popular one but like what is it look like again for sober living
[58:00] homes and in the city or county's how many do we have or what our transitional
[58:05] spaces looking like and quite frankly I'm curious to know like where are we looking at
[58:11] an arena with the state's doing again county local governments in terms of how
[58:16] are we looking to actually partner with folks that are willing to make their homes
[58:19] become you know transitional spaces of living and is that something that we are all
[58:25] looking to continue to work on so just think there's layers we can always dive or
[58:32] deeper into just looking really quick when else. One thing I really want to flag
[58:35] cab because this comes up constantly for my commissioner of the deaf but
[58:40] in our action plan if we can have something come back for future again we have a
[58:43] discussion here which I've got we have helped member who has won the largest community
[58:48] in our community but one thing I hear from my commissioner is we need to
[58:50] have a more narrow conversation about housing are deaf community and that
[58:55] specifically that specific needs of types of housing but feeling left out of that
[58:59] dialogue and that has come a predominately so's maybe at a future date we could even
[59:05] have that be an item that we bring back and and this aspect grown seniors as well
[59:11] how are we continuing to fill that gap a need. I know I think there's always layers
[59:15] and I think a lot of the work we do here revolves around these discussions but happy
[59:19] to come bring again the action plan back maybe a couple years we could break
[59:23] up and then we can get some more feedback before we finalize it and make a
[59:28] recommendation to council for adoption but those would be my thoughts written thank you

[1:00:07] as a chat for around seven in the one billion dollars for around eight. It also
[1:00:11] includes one billion dollars for home ownership programs in a billion dollars for
[1:00:16] affordable housing as both the legislature and administration move towards
[1:00:21] doing the may revise and final budget. These numbers will come into play offs on
[1:00:26] the housing front both the housing bonds are still active moving so that sb four
[1:00:30] one seven by cobalt and an ab seven thirty six by assembly member weeks. They both
[1:00:37] remain to be like one of the few major funding proposals that are under
[1:00:43] consideration the senate bill has advanced through the committees and may now
[1:00:51] shift though from the june ballot to the november ballot that bill is currently in
[1:00:55] the assembly and again is counter party seven thirty six also remains active
[1:01:01] that's the end of my great wonderful thank you for the update and looking for

[1:01:29] in the pipeline number for a supportive housing units. I'm kind of speaking to at my
[1:01:33] colleague mentioned about county again and you know that what we're having to try
[1:01:36] to work on together but I think we need to see the bigger picture and then
[1:01:41] we can narrow back in again on riverside and how are partnering but the effort we
[1:01:44] can bring that back in the future. Aside from that other items think you all for
