[3:53] I'll share that proclamation [3:56] from the mayor. [3:57] Proclamation declaring OCTOBER [3:59] 24 as domestic violence [4:00] awareness month. [4:02] Whereas the city of rohnert park [4:03] recognizes the domestic violence [4:06] affects 1 in 4 families in our [4:08] local community and nearly all [4:09] of us know someone who has been [4:11] abused, the crime of domestic [4:13] violence violates individual's [4:14] privacy, dignity and security. [4:17] Based on the systemic uses of [4:19] emotional, physical, sexual, [4:20] psychological and economic [4:21] control of abuse. [4:22] Thank goodness the kids have [4:23] left already. [4:27] Whereas established in 1976, [4:28] counties are community singular [4:31] and ital resource for local [4:31] residents to experience violence [4:35] in the place we should feel [4:37] safe, inside of our homes. [4:40] Ywca, has the only safe house [4:45] shelter in only 24/7 crisis hot [4:48] line. [4:49] Counseling support services give [4:52] group therapy and support for [4:53] victims of trauma and domestic [4:55] violence including students at [4:58] ymplet wca therapeutic preschool [5:00] serving one of the most [5:01] vulnerable populations. [5:02] ages 3-5 years old. [5:04] Whereas only informed community [5:06] effort will end the cycle of [5:07] violence to local families, [5:09] members of community are [5:10] encouraged to participate in [5:12] ywca scheduled events and [5:14] programs to raise much needed [5:15] funding support to support their [5:19] vision for every family in [5:21] rohnert county, to lead [5:23] productive lives let it pro [5:24] claim, mayor, on behalf of the [5:27] city council, to here by [5:28] proclaim OCTOBER 24 as domestic [5:30] violence awareness month in the [5:32] city of rohnert park in honor of [5:35] domestic violence survivors an [5:37] advocates, 22 day of OCTOBER 202 [5:38] 2024. [6:22] Established in 1976, ywca24-7dv [6:24] crisis hot line, the only one in [6:25] sonoma county is still the most [6:26] direct path to support local [6:29] families in need. [6:30] our confidential safe house [6:32] shelter is the, also the only [6:33] one in sonoma county for [6:36] families seeking refuge from [6:37] harm. [6:38] Safety planning and strategies [6:39] to insure relief are at the [6:42] forefront of every call we [6:42] receive. [6:46] On average, ywca sonoma county [6:47] serves approximately 3,000 [6:49] individuals in need per year [6:51] with trauma-informed [6:53] community-focused services. [6:56] Our client population is 90% [7:01] female, 47% identify as hispanic [7:01] latinx. [7:02] 23% are children. [7:05] And 7% are seniors. [7:08] The majority have very low [7:11] income and 15% are homeless. [7:13] On saturday, OCTOBER 26, we will [7:16] be hosting our 4th annual why I [7:18] run fun run and walk. [7:19] We are asking members of our [7:20] community to register and raise [7:24] funds for ywca's programs and [7:26] enjoy a beautiful afternoon with [7:28] ywca at spring lake in anta [7:28] rosa. [9:31] Whereas polio cases dropped by [9:33] 99% since 1988 and the world [9:35] stands on a threshold of [9:37] eradicating the isease. [9:39] Whereas to date, rotary has [9:40] contributed more than 1.2 [9:42] billion dollars in [9:46] and countless [9:47] volunteer hours and protection [9:49] of 2 billion children in 122 [9:50] countries. [11:20] While this disease has [11:22] essentially disappeared in first [11:24] world countries, it does still [11:26] exist and as such, continues to [11:29] be a risk. [11:30] Polio mainly affects children [11:31] under 5. [11:34] There is no cure but it is [11:36] preventible with the vaccine. [11:37] I have personally had the [11:41] privilege of vaccinating [11:42] children in india insuring that [11:45] they never contract polio. [11:48] In 988, there was still over [11:51] 350,000 cases of polio each year [11:53] and 125 countries. [11:58] Some MAY remember the shriner's [11:59] hospital for cripple children, [12:01] 19,000 in san francisco, those [12:02] were mostly polio cases. [12:07] Today, to date, we only have 62 [12:09] cases in two adamic countries, [12:11] afghanistan and pakistan in [12:13] those war torn regions. [12:15] As long as we have a single [12:17] child that remains infected, [12:19] children in all countries are at [12:22] risk of contracting polio. [12:25] Failure to eradicate polio from [12:26] last remaining strongholds could [12:28] result in global resurgence of [12:30] the disease. [12:33] It is only a car ride, bus, [12:35] train or plane ride away. [12:38] As we saw with the measles a few [12:39] years ago. [12:41] While it is top priority for [12:43] rotary to eradicate the disease, [12:45] one does not have to be a [12:46] rotarian to join the fight. [12:49] Anyone can contribute to the [12:50] cause. [16:11] I am one of the representatives [16:15] along with our student body [16:15] PRESIDENT. [16:18] At these meetings I serve on a [16:19] legislative affairs committee [16:22] where we take support for [16:26] opposing positions on upcoming [16:26] legislation. [16:29] We just passed a support [16:32] position on a bill that [16:35] increases funding for basic [16:41] needs on each one of the 23ssu [16:41] campuses. [16:44] Excited about that. [16:48] I ran for one of trustee [16:49] selection committee. [16:51] Was elected. [16:52] So I'm very excited about that. [16:55] We will be, as a group, we will [16:57] be making the recommendation to [17:01] the governor for his two student [17:03] trustee representatives. [17:05] Typically who is recommended [17:06] gets appointed. [17:07] I'm really excited about that. [17:09] Really thinking about maybe [17:10] running myself one day. [17:12] So that is all very exciting. [17:16] Back at home, on campus, voter [17:19] registration efforts are now [17:19] over. [17:21] So my external affairs task [17:24] force is now pivoting to getting [17:26] students prepared to vote. [17:27] Making sure that they have the [17:29] resources they need to get [17:30] educated on ballot measures. [17:32] Making sure that they know that [17:35] there is a polling location on [17:38] campus. [17:41] A ballot booth on campus as [17:42] well. [26:50] First let's just start with what [26:54] is the definition of a dna. [26:55] Allows for the city to talk [26:58] directly with the developer, for [26:59] the development of the land. [27:01] Establishes the definition of [27:02] good faith negotiation between [27:05] both parties. [27:05] Establishes responsibility of [27:08] cost during the ena phase. [27:10] That is the deadline for term [27:11] phases, which is the next one. [27:13] Next phase of his process. [27:15] And establishes timelines and [27:17] outlines negotiating process, [27:18] including the event of a [27:19] default. [27:21] Basically selection was the [27:23] first date, this is us going [27:27] steady with the developer. [27:28] So let's get into a timeline. [27:30] There is actually a lot more [27:31] timeline outline in the contract [27:31] itself. [27:33] I wanted to keep it very [27:37] specific to the one that was [27:38] directly impact this board. [27:43] So the overall e-n-a, if it is [27:44] signed today, basically starts [27:47] the clock on all of these [27:47] timelines. [27:49] So we would have 150 days from [27:50] tonight. [27:53] So that would be MARCH 21 or 300 [27:54] days if we were to extend it [27:58] AUGUST 18 in order to get to the [28:01] term sheet phase of his [28:02] essentially. [28:04] What that means for center cal [28:07] and for the city and this [28:08] council, first center cal will [28:10] be on the clock to submit a [28:12] draft and conceptual design no [28:15] later than DECEMBER 6, 2024. [28:16] The friday after thanksgiving. [28:20] From that point, we will have 30 [28:23] days to do a meet and confer [28:27] with center cal to discuss what [28:28] they submitted. [28:30] I will explain the dates here n [28:31] more detail. [28:33] JANUARY 3, 2025 is the friday, [28:35] 30 days from DECEMBER 6 is [28:39] JANUARY 3 5 which is a sunday. [28:41] Likely not confer with them on a [28:41] sunday. [28:42] I'm putting that friday there. [28:49] As a next deadline. [28:51] From JANUARY 3, council has 30 [28:52] days after that, confer, to [28:54] approve a design and term sheet. [28:57] Again 30 days from the third is [28:59] a sunday. [31:05] I'm here as a union member, [31:09] a community member of [31:09] rohnert park. [31:11] I'm concerned about this [31:11] project. [31:12] In particular, I want to [31:14] make sure that in this, as [31:17] you go through the exclusive [31:19] negotiation with the [31:20] developer, that you make [31:23] sure that there are [31:25] guarantees of good labor [31:25] conditions. [31:26] Because many of our students [31:30] in this community lack good [31:31] opportunities for employment [31:33] off campus also. [31:36] I understand that there is a [31:37] part, one of the things that [31:39] was asked for, 25% [31:40] affordable housing. [31:41] I think that is very [31:42] important. [31:43] I know a lot of students [31:45] that live in garages and [31:47] live under other unsafe and, [31:49] you know, less than ideal [31:50] conditions. [31:51] Also we very much like to [31:53] see this be a least and [31:56] a lease and not [31:56] a sale. [31:58] So the rohnert park has [31:58] control and say over the [31:59] condition. [32:02] Much of my scholarship [32:04] involved communities that [32:06] have seen developments [32:07] whether the developers have [32:08] exploited or displaced [32:09] community without giving [32:10] back to the communities. [32:11] That is something that I [32:12] would not want to see here. [32:14] I think that rohnert park [32:15] needs a downtown. [32:19] There is, there has been [32:20] downtown issues over the [32:21] years. [32:22] Rohnert park could be a [32:24] great community, amazing [32:26] community for it to be [32:26] successful. [32:27] For it to be successful, it [32:29] has to meet the community [32:30] needs, needs of the student [32:31] that will help attract [32:32] students. [32:35] That will help make this a [32:36] more prosperous and [32:37] attractive community for all [32:37] of us. [32:39] Also I think that the [32:41] standard that should be [32:43] followed is standard set by [32:46] the great casino. [32:48] So high standards, not [32:50] giving away the farm. [32:53] Maintain ideally lease or [32:56] 25, or 51% ownership. [32:59] So that the city has a say [33:00] in the future of this [33:00] development. [33:01] Thank you very much. [33:31] Rohnert park downtown state [33:33] farm development near by the [33:34] smart train station, f it [33:36] includes good living wage [33:39] jobs, 25% high density [33:40] affordable housing, could [33:42] become part of a two decade [33:45] campaign by labor and [33:46] environmental, transit, [33:47] affordable housing and [33:50] business organizations where [33:51] equitable, sustainable and [33:53] transient oriented [33:55] development along the 101 [33:56] corridor. [33:57] The project should reflect [34:00] the values of current [34:01] rohnert park residents and [34:03] elected officials and become [34:04] a model for the entire [34:04] region. [34:06] However there are several [34:07] major challenges which must [34:10] be overcome. [34:13] the casino and hotel is [34:14] excellent example of a [34:15] project where the developers [34:16] engage in extensive outreach [34:19] to labor and community [34:20] organizations. [34:22] To create a project that [34:24] included good union living [34:27] wage jobs for the facility's [34:30] construction and operation. [34:32] Subsequently the casino is [34:33] provided share prosperity [34:34] and outstanding benefits for [34:36] the tribe, the workers, for [34:38] the city and for the [34:40] community. [34:42] Jobs are now the best [34:43] service sector jobs in the [34:44] county that allow workers to [34:46] live where they work and [34:48] participate in the [34:49] communities civic and [34:50] cultural alike in their [34:52] children's school [34:52] activities. [34:54] However there are no [34:55] assurances from center cal [34:58] that this project will [35:01] replicate success of [35:01] greaton. [35:06] First ena mentions outreach [35:07] but says nothing about the [35:09] expectations of center cal. [35:12] Please amend the ena to [35:13] include community outreach [35:15] section that specifically [35:16] includes which organization [35:19] center cal will contact and [35:20] timelines for discussions [35:23] with labor environmental, [35:25] housing and other community [35:25] organizations. [35:28] Ena should also include an [35:29] expectation with community [35:30] benefits will be a part of [35:33] the term sheet and the final [35:34] agreement. [35:36] Secondly, the ena forecloses [35:37] the possibility of leasing [35:38] the public land. [35:40] leasing the land will enable [35:42] the city to retain more [35:43] control over the project and [35:46] insure that it fulfills the [35:47] council's vision and [35:50] conforms to the community [35:50] values. [35:52] It should, we also provide [35:54] ongoing revenue to insure [35:56] the stability of the city's [35:56] finance. [36:32] This gives you the [36:33] opportunity to allow people [36:34] that live here in sonoma [36:36] county to work in their [36:37] hometown, in their backyard. [36:39] To make a living wage and [36:40] then turnaround and be able [36:41] to spend that money right [36:42] here in our community. [36:44] My fear would be that the [36:46] space would be sold to allow [36:47] for developers to come from [36:49] other counties or even [36:50] states paying lower wages to [36:52] people who have no ties to [36:53] the city who will likely not [36:55] come back to visit or spend [36:58] money here that could help [37:00] flourish our economy. [37:01] As someone who worked in the [37:03] field as electrician, who is [37:04] also mom of three small [37:06] children, it gives me great [37:07] pride to walk past the [37:08] location or drive past the [37:10] location and point out a [37:11] building and say, the lights [37:12] are on because mommy did [37:13] that. [37:14] It is a place that we go all [37:16] of the time and I helped [37:18] build it. [37:20] As my local outreach [37:21] coordinator, I spend time [37:22] going to schools to talk to [37:23] children about careers that [37:25] they could have, about jobs [37:28] they could work here in our [37:29] community. [37:31] I live four miles from this [37:32] location and I would love to [37:34] see the city keep ownership [37:36] or lease to a developer, who [37:37] would allow skills and train [37:39] workers from our community [37:40] the opportunity to work on [37:40] this project. [38:23] I know that you all bought [38:26] that land because you wanted [38:27] to enact a vision that was [38:29] not purely about profit and [38:30] relying on private [38:32] developers because you all [38:33] wanted to create something [38:35] that would be valuable for [38:37] the people of rohnert park. [38:39] So you know, I know that [38:41] this council wants a project [38:43] that delivers the full [38:45] package in alignment with [38:46] rohnert park values. [38:48] Affordable housing, [38:49] environmental [38:49] sustainability, community [38:50] hub for people to come to [38:51] and good jobs. [38:52] As things stand right now, [38:54] we are concerned that center [38:56] cal is not headed in that [38:57] direction. [38:58] During this ena period, we [38:59] are counting on you to make [39:01] sure that center cal does [39:03] right by this community. [39:05] Center cal, when picked we [39:06] were hopeful because they [39:07] said that they would engage [39:09] with the community but we [39:10] feel let down by that [39:11] community engagement. [39:14] They have not substantively [39:15] engage about issues [39:16] affecting local workers and [39:17] residents. [39:21] You know, the gratton casino [39:23] and hotel as many mentioned, [39:23] great example of the project [39:25] that the developers did [39:26] really collaborate with the [39:28] community and with labor and [39:30] created a project that [39:33] lifted up rohnert park and [39:35] sonoma county as a whole. [39:36] Shared prosperity. [39:38] We want this project to [39:40] follow in gratton's [39:41] footsteps but concerned as [39:44] you enter into this with [39:45] center cal, what will happen [39:48] if center cal doesn't change [39:50] direction and don't want to [39:53] do a project in alignment [39:54] with rohnert park values? [39:56] What will happen down the [39:56] road? [39:58] In addition to that, we want [39:59] to, you know, agree with the [40:02] building trades that a lease [40:03] would be a better option for [40:06] this property and that right [40:07] now, the negotiating [40:08] agreement includes some [40:10] language and I'm not sure if [40:11] this is even the intention [40:13] that appears to close off [40:15] the possibility of a lease [40:19] in paragraph 3a, where it [40:22] refers to one of the [40:22] deliverables is talking [40:25] about the, how they would [40:26] fund purchasing the [40:26] property. [40:27] It doesn't mention or [40:28] leasing the property. [40:30] So we would ask that be [40:31] changed to clarify and make [40:33] sure that a lease is still [40:36] on the table because as [40:37] mentioned, that allow the [40:39] city more control and more [40:41] sustainable financial [40:42] future. [40:43] So you know, again, as you [40:45] negotiate this term sheet we [40:46] are counting on you. [40:47] We know that you want to [40:50] deliver project that where [40:51] center cal does right by [40:52] this community. [41:23] So he doesn't distract me. [41:25] I organize with a lot of [41:26] workers here too in rohnert [41:27] park. [41:28] I care a lot about the new [41:29] project here, that I know [41:31] that they will inevitably [41:33] affect this community for [41:35] years to come. [41:37] Especially a project of this [41:38] magnitude. [41:40] I'm really concerned that [41:44] center cal is not centering [41:45] worker and share the values [41:47] that people in rohnert park [41:47] have. [41:50] We know it is possible, as [41:52] having new developments that [41:53] center labor, real community [41:54] engagement. [41:55] We seen it happen with [41:57] gratton casino and hotel [41:58] where labor was involved in [41:59] the beginning. [42:00] We can see the positive [42:02] effect that has had on the [42:02] community. [42:04] We seen the jobs, the good [42:06] stable jobs that have [42:06] provided. [42:07] It is really clear that [42:09] center cal needs to step up. [42:10] Center cal needs to be [42:12] engaging with the residents [42:14] an workers here that are [42:15] asking center cal be in [42:16] alignment with the values of [42:19] the workers and families of [42:20] rohnert park. [42:21] No better time to fight for [42:22] the values of the community [42:24] than when we are thinking of [42:25] a project of this level that [42:26] has such enormous [42:27] possibilities. [42:29] Such an enormous potential [42:31] to provide good jobs, to [42:32] provide affordable housing, [42:33] this is going to be [42:35] something that changes the [42:35] landscape of rohnert park [42:36] for the better. [42:38] So this is an amazing [42:40] opportunity to set really [42:41] high standard for what [42:42] developments like these [42:43] should be. [42:45] Or what the developments [42:46] like this, for how they [42:48] should be uplifting the [42:48] community. [42:50] As you negotiate a term [42:50] sheet, we are counting on [42:52] you to make sure that the [42:53] values are upheld. [43:45] It afforded a good wage to [43:46] help pay the bills that kept [43:47] coming after laid off [43:48] because of her alcoholism [43:51] and her fight with t. [43:53] It is now affords me a [43:54] pension that I will [43:56] hopefully be able to retire [43:59] with as all people in this [44:00] town as well as in this room [44:01] be able to retire some point [44:03] in time. [44:06] All of this is to say that [44:08] the concerns with the [44:09] central cal development are [44:12] very pressing to the [44:13] employees at gratton resort [44:16] and casino because we care [44:17] about the quality of the job [44:18] that are going to be brought [44:22] by this evelopment. [44:23] In this town. [44:24] To that end, we would [44:28] request a couple things. [44:32] The inclusion of a lease for [44:34] the property would be [44:35] central among them, as well [44:37] as a negotiation of a [44:39] potential labor piece in the [44:47] development of the center. [44:50] As the researcher, made an [44:51] analogy about first dates [44:54] and relationship, I would [44:58] like to stress that I hope [45:00] that the city council has [45:03] not been moved from a first [45:05] databased on appearances and [45:07] put best foot forward. [45:10] It takes time to get to know [45:10] people. [45:11] there are times that people [45:12] often don't get married [45:13] after the first date. [46:21] I have a series of points [46:23] that I want to make tonight. [46:24] What I'm talking to ou [46:26] about is grounded in my [46:26] personal experience. [46:28] I grew up in santa rosa, I [46:30] live in sonoma now. [46:31] I don't think that you could [46:33] pick more clear distinctions [46:35] of how different downtowns [46:38] can develop with santa rosa [46:39] and sonoma. [46:40] Rohnert park is making a [46:42] once in a century decision [46:43] how the community will look [46:44] in the long run. [46:46] It is an important one o [46:46] get right. [46:48] That is the kind of thing [46:49] that council people, it [46:51] gives them a chance to make [46:52] imprint on the people for a [46:54] long time, positive one to [46:56] be engaging with tonight. [46:57] I know some of you received [47:01] a memo that I drafted [47:02] concerning the availability [47:05] of the ground lease for the [47:07] city for this property. [47:08] The 213 page memo. [47:10] I have sympathies for you, [47:12] go through it, 12 single [47:14] spaced pages and I do know [47:16] that sort of comprehensively [47:17] addressed the points that I [47:19] just want to allude to right [47:19] now. [47:21] The first one I want to get [47:22] across, the ena that you see [47:24] tonight is definitely for [47:24] sale. [47:27] The language in there is a [47:28] conveyance of property [47:28] ownership, it is a sale. [47:31] Not a ground lease. [47:32] Ena doesn't provide for [47:33] that. [47:34] I would strongly encourage [47:35] you to consider a ground [47:35] lease. [47:37] It would allow the city to [47:39] retain ownership of valuable [47:40] land, gain revenue and [47:41] maintain control of the land [47:41] use. [47:42] It is quite possible that [47:44] the law in california will [47:45] change in years to come and [47:47] very well be if you do [47:48] surrender control to [47:50] property it will allow uses [47:51] to take place that you would [47:53] have power as a landlord to [47:53] prevent. [47:55] In that memo, I pointed out [47:56] several successful [47:57] precedents including a long [48:00] beach civic center and 1350 [48:01] front street in san diego [48:04] where they have been used, [48:06] ground lease, with 55-99 [48:08] year terms, full conveyance [48:09] of interest in the parcels. [48:11] Everything you expect as [48:12] landowner be able to do. [48:14] I think that there was some [48:16] question amongst the council [48:18] and observers whether a [48:19] ground lease would serve the [48:20] uses of the city, I think [48:21] the point of that memo was [48:23] to show that it does. [48:24] The final thing I would say, [48:25] I'm not here n behalf of [48:27] any interest group, I don't [48:28] have a client in this. [48:30] No economic element for it. [49:37] And what the community was [49:40] looking for in a shopping [49:40] center. [49:42] If you just go to any one of [49:44] our projects, you will see [49:47] how much we really care [49:49] about creating a sense of [49:51] place, a place, a safe [49:53] place, a fun place that you [49:54] can spend time with your [49:55] loved ones. Kelly [51:18] mentioned, that talks about [51:20] how much better it is for a [51:21] city to maintain control, [51:22] you know, future [51:25] development, if you have [51:26] leased. [51:26] I'm told that s not a [51:27] possibility for them but we [51:30] are hoping that you can stay [51:31] with that. [51:33] Many of the issues that we [51:34] talked about, you know, in [51:37] the past, like neutrality [51:39] and all of that tuff, many [51:41] developers do have that [51:43] stuff all figured out before [51:45] they take ena aside. [51:47] It is not unusual that would [51:47] happen. [51:48] We were hoping to see that. [51:51] There is a community [51:53] engagement section in the [51:54] ena. [51:55] That says nothing about [51:57] community engagement. [51:58] Just words that have nothing [52:00] to do with it. [54:01] But I love working for [54:01] center cal because they [54:02] listen to us, they listen to [54:03] the community. [54:05] They try to create something [54:06] special there. [54:08] As a matter of fact, the ceo [54:09] calls us all of the time [54:10] with ideas. [59:05] But I want to be able to [59:06] clear, what is the [59:08] difference of like the [59:10] casino funds versus the city [59:12] funds not at all just the [59:13] casino. [59:14] I can't speak for them. [59:17] I'm not part of their [59:18] project. [59:20] Private funds and versus [59:23] public funds and what that [59:27] looks like like as a city. [59:29] Let me explain public [59:29] dollars. [59:31] When there's a public [59:33] investment clearly you have [59:35] seen in fact, last year we [59:37] provided you with a [59:38] presentation where we shared [59:41] with the council that when [59:46] we as a city go out and do [59:49] any improvement we build any [59:51] building there are public [59:54] dollars that are spent and [59:56] 80% of the work that we do [59:59] is given to local labor [1:00:08] groups. [1:00:10] When you're looking at a [1:00:11] private dollar. [1:00:13] Obviously the developer in [1:00:15] this case it gives them the [1:00:17] ability to work with any [1:00:19] entity whether they want to [1:00:21] work with labor groups or [1:00:22] non- [1:00:24] nonlabor groups type of [1:00:24] companies. [1:00:26] So they have the [1:00:26] flexibility. [1:00:28] I'll tell you just in [1:00:31] conversations a lot of our [1:00:32] lot local general [1:00:34] contractors a lot of them [1:00:38] are employing members of the [1:00:44] various labor groups. [1:00:48] And then in terms -- because [1:00:49] I had this question [1:00:51] community outreach. [1:00:52] Can we clarify what this [1:00:54] means in this document. [1:01:09] It also confused me. [1:01:13] >> what the council is [1:01:14] acting upon tonight and this [1:01:16] is simply the exclusive [1:01:18] negotiating agreement to the [1:01:20] mayor's analogy. [1:01:23] This is just the agreement [1:01:26] to commit the city to [1:01:27] exclusively only negotiating [1:01:30] with this one developer. [1:01:32] That is essentially what [1:01:33] this negotiating agreement [1:01:35] is about. [1:01:38] the specific what the terms [1:01:40] are for any disposition. [1:01:43] Any potential sale, or [1:01:47] leasing, the ena does [1:01:50] discuss in fact, sale or [1:01:50] leasing. [1:01:54] That language is in the ena. [1:01:58] It could involve either/or [1:01:59] one [1:02:00] one. [1:02:02] What the council is doing [1:02:04] tonight is giving the green [1:02:08] light to this staff and this [1:02:09] center cal develop you are [1:02:12] to begin negotiating to see [1:02:14] if we can come to erms what [1:02:17] that project will ultimately [1:02:18] look like. [1:02:20] So that's a general overview [1:02:23] of the ena. [1:02:24] Twrured your specific [1:02:25] question [1:02:27] >> essentially with two [1:02:35] weeks happens from they lex. [1:03:07] That community engagement [1:03:08] reference only relates to [1:03:11] what the city's obligation [1:03:13] is and what that provision [1:03:15] we are now prohibited from [1:03:17] engaging in the community [1:03:19] with other developers. [1:03:21] That is what that provision [1:03:23] is related to. [1:03:26] the ena is not the groument [1:03:28] we would be negotiating [1:03:29] community engagement. [1:03:32] If we wanted to include [1:03:33] community engagement which I [1:03:35] understand from the council [1:03:37] we do that would be a topic [1:03:39] for negotiation during our [1:03:41] negotiations on the [1:03:42] remainder of the project [1:03:44] which would hopefully result [1:03:47] in a disposition and [1:03:48] development agreement. [1:05:02] They could determine for [1:05:04] whatever the reasons are [1:05:05] they don't want to proceed [1:05:07] with the project for [1:05:09] whatever the reasons MAY be. [1:05:12] What this is in essence is [1:05:15] saying in essence both of us [1:05:18] are going to do the due [1:05:18] diligence process. [1:05:20] there's a series of [1:05:21] documents that are going to [1:05:23] be submitted to the city s [1:05:23] well. [1:05:27] They need to provide their [1:05:28] financing plan, their [1:05:29] budget. [1:05:33] A major portion of those cun [1:05:35] conceptual plans to see how [1:05:37] they're going to lay out he [1:05:37] property. [1:05:39] What elements we're going to [1:05:40] have. [1:05:41] There's different actions [1:05:44] that have to be taken. [1:05:45] Basically what this is [1:05:47] saying after they take those [1:05:51] actions they MAY decide to [1:05:53] proceed or they MAY decide [1:05:55] not to. [1:05:58] >> or maybe the city the [1:05:59] community values. [1:06:01] Even though I have to [1:06:02] clarify those community [1:06:04] values for those that [1:06:08] project were established in [1:06:11] actually not last year but [1:06:12] many years ago. [1:06:14] So the community valls have [1:06:16] been established a long time [1:06:18] ago and those were basically [1:06:20] emphasized in the request [1:06:22] for qualifications that was [1:06:24] released to the community. [1:06:26] So given that we saw that [1:06:27] consistency with the [1:06:29] community centers of center [1:06:32] cal with the city this is [1:06:35] why they're in front of you [1:06:35] at this point in time. [1:06:37] >> I think you kind of [1:06:39] answered the request for [1:06:40] qualifications of [1:06:43] essentially this document [1:06:44] pulled from what we brought [1:06:46] forth what the community has [1:06:49] brought forth over time and [1:06:50] published and made public [1:06:53] almost a year ago. [1:08:08] And what I am concerned is [1:08:13] that along the way we're [1:08:16] going to lose that fire that [1:08:20] has been in the city and [1:08:23] also among the people that [1:08:27] have made ossible to have [1:08:28] this cuncil. [1:08:32] We have our friends, the [1:08:33] labor groups that have [1:08:35] beened there. [1:08:37] Me personally if it wasn't [1:08:39] for them I wouldn't be [1:08:40] sitting here. [1:08:43] They made it possible for me [1:08:45] to be the voice that has [1:08:47] been here in the cty. [1:08:53] And I know that I know our [1:08:55] council is what it is today [1:08:57] most part because of the [1:09:01] hard work they've been doing [1:09:01] behind-the-scenes. [1:09:04] and I was excited and still [1:09:07] excited about working with [1:09:08] central every center cal [1:09:10] based on the oning they've [1:09:13] done, and how beautiful it [1:09:14] was [1:09:17] was, and the value that [1:09:22] brought to usw they've done, [1:09:23] and how beautiful it was, [1:09:24] and the value that brought [1:09:24] to us [1:09:24] o they've [1:09:25] done, and how beautiful it [1:09:26] was, and the value that [1:09:26] brought to us [1:09:27] r they've [1:09:27] done, and how beautiful it [1:09:28] was, and the value that [1:09:28] brought to us [1:09:29] k they've [1:09:30] done, and how beautiful it [1:09:30] was, and the value that [1:09:31] brought to us and the site [1:09:31] visit. [1:09:36] And to try to be that bridge [1:09:36] between what I'm hearing [1:09:36] from the community and what [1:09:36] we want to accomplish, I [1:09:39] want to make sure that you [1:09:41] know, I understand or that [1:09:44] the community really [1:09:44] understands because [1:09:46] obviously there's a fear [1:09:49] there not because of who [1:09:52] center cal is but based on [1:09:54] what this community has gone [1:09:59] through with previous [1:10:00] developers you are and the [1:10:02] fear is real. [1:10:04] And my question on that is [1:10:07] how can we make sure that [1:10:09] the developer doesn't want [1:10:14] to work hat we love is held [1:10:16] accountable based on the [1:10:17] fear that we are hearing [1:10:22] from the community. [1:10:24] >> well, the checks and [1:10:29] balances or the our control [1:10:32] over what the developer does [1:10:35] and how he does it will be [1:10:37] negotiated in this next part [1:10:41] of the phase of negotiating [1:10:42] the disposition and [1:10:43] development agreement. [1:10:44] That agreement is the [1:10:46] location where we would [1:10:48] include all of the terms for [1:10:51] the project including [1:10:52] milestones we want the [1:10:55] developer to meet before we [1:10:59] would consider leasing or [1:11:00] selling the property. [1:11:03] So our control over the [1:11:05] developer will be not only [1:11:12] the through the dda itself [1:11:13] wilton tain those controls [1:11:15] those checks and balances [1:11:19] prior to any formal [1:11:20] arresting or disposition [1:11:22] actually occurs with the [1:11:34] property. [1:11:38] And for me I know that this [1:11:42] council and our staff kevin [1:11:44] you have done such an [1:11:45] amazing job. [1:11:46] And I really appreciate [1:11:46] that. [1:11:48] And we want to make sure [1:11:51] that I personally want to [1:11:53] make sure I honor the work [1:11:56] you have done and also honor [1:12:00] our constituents and the [1:12:00] people that put us here. [1:12:06] So that brings me to my next [1:12:18] question is what can we do. [1:12:19] Following the next step. [1:12:22] We're not going to go there [1:12:27] because staff is going to be [1:12:27] doing. [1:12:29] The groups that are here [1:12:30] that their voice will be [1:12:32] heard during that process. [1:12:34] Is it going to be something [1:12:42] that based on the rfq and [1:12:45] also center cal is [1:12:45] comfortable. [1:12:46] We want to keep them. [1:12:48] Based on the language that [1:12:52] we have put on our rfq. [1:12:54] Is it something that will be [1:12:59] explored or is it -- because [1:13:01] I know the document is out [1:13:04] there and that center cal [1:13:07] and our labor groups are [1:13:08] comfortable as well. [1:13:11] We know they're not going to [1:13:12] get 100%. [1:13:16] How can we elaborate that [1:13:18] collaboration based on -- [1:13:19] >> certainly you know we [1:13:21] will be negotiating with the [1:13:23] developer but even more [1:13:26] important than that is that [1:13:27] the council will be with [1:13:29] staff every step of the way [1:13:31] in these negotiations. [1:13:34] This is not going to be a [1:13:35] negotiations that are going [1:13:40] to be held solely by staff [1:13:40] and the developer. [1:13:42] That is not what is [1:13:42] occurring. [1:13:43] We will be working with the [1:13:45] council and the developer in [1:13:47] terms of negotiating deal [1:13:49] terms and we will be [1:13:51] periodically meeting with [1:13:54] the council most likely in [1:13:56] closed sessions whether it [1:14:00] be for leasing or for sale. [1:14:01] Council will be involved in [1:14:03] every step of the way. [1:14:05] In terms of once the [1:14:07] council -- if the council [1:14:10] approves the ena tonight [1:14:12] it's [1:14:13] it's not the staff is going [1:14:16] to go in a hole with the [1:14:20] developer and gerbe and then [1:14:26] come back to the council.N and then [1:14:27] come back to the council. [1:14:28] E and then [1:14:29] come back to the council.G and then [1:14:30] come back to the council.O and then [1:14:30] come back to the council. [1:15:18] I want to make sure that [1:15:20] everybody understands that [1:15:23] since the development f [1:15:25] this request or [1:15:26] qualifications our [1:15:28] commitment to our local [1:15:31] workforce has been there. [1:15:51] And center cal you heard [1:15:53] scott indicate they've met [1:15:55] with local labor groups. [1:15:58] So the commitment has always [1:15:59] been there and continue to [1:16:00] be there. [1:16:02] Hopefully that's an [1:16:03] assurance to the community [1:16:05] we pretty much they are an [1:16:07] important part of this since [1:16:08] the beginning of this [1:16:09] process. [1:19:03] My singular focus did she [1:19:04] have the ability to build. [1:19:07] When I ran for city council [1:19:09] the number one thing that [1:19:11] the residents said is we [1:19:12] want a downtown. [1:19:15] This town has always had [1:19:19] scmaurt ot a physical [1:19:20] manifestation. [1:19:23] It is exactly equidistant [1:19:26] between our two biggest the [1:19:29] federation tribe to the [1:19:32] west, and the to the east [1:19:34] sonoma state university. [1:19:36] To talking people I have [1:19:38] dragged on my dog and pony [1:19:50] tour of the city. [1:19:54] A true integrated transit [1:19:56] oriented development. [1:20:00] It will be "the shining" [1:20:01] star to this the workers [1:20:03] this community, the [1:20:05] businesses of and community [1:20:07] are our greatest partners. [1:20:10] I'm very thrilled and [1:20:12] grateful actually I would be [1:20:14] on the dais with these [1:20:16] amazing ladies and taking [1:20:18] this next step. [1:20:21] It's been long over due. [1:20:23] I've been living, sleeping [1:20:25] and eating this for the last [1:20:27] four years. [1:20:29] I'm heartened by the values [1:20:31] of this council and yes it's [1:20:34] true that 80% of the work [1:20:38] that gets done in rohnert [1:20:40] park skilled and trained [1:20:41] prevailing wage et cetera et [1:20:41] cetera. [1:20:45] As we embark on this whole [1:20:46] renaissance that rohnert [1:20:49] park is going through it [1:20:51] also includes a another $40 [1:20:53] million in city owned [1:20:57] buildings which we'll have [1:21:01] to fall under that category. [1:21:05] And in renegotiating the mou [1:21:08] with the federated indians [1:21:10] of rancho rea. [1:21:12] Second I want to say to the [1:21:13] residents of rohnert park. [1:21:17] People from my rotary club. [1:21:19] You have given us the [1:21:21] courage to take this next [1:21:23] step and we truly appreciate [1:21:24] that. [1:21:26] I truly appreciate that. [1:21:28] Like anything it goes like [1:21:29] this. [1:21:30] You get really, really high [1:21:32] and then you get really, [1:21:34] really low and then you come [1:21:35] back down. [1:21:40] I've experienced the whole [1:21:43] gamet of emotions and then [1:21:45] the miracle phone call with [1:21:47] darrin telling us that the [1:21:49] land is actually for sale, [1:21:51] and the ability for this [1:21:54] city to buy it for [1:21:55] (12) 500-0000. [1:22:13] We wrote a check. [1:22:15] Not a lot of jurisdictions [1:22:18] could have written a 12.5 [1:22:18] $12.5 [1:22:32] million check. [1:22:35] In my tour and in reviewing [1:22:39] the RFQs especially after [1:22:42] visiting kirkland there was [1:22:43] one clear choice. [1:22:46] I was very encouraged by [1:22:47] what I saw. [1:22:50] I was encouraged by the [1:22:51] - [1:22:51] craftsmanship. [1:22:52] I was encouraged by the [1:22:54] retail mix and this [1:22:56] company's ability to not [1:22:58] only draw as we walked [1:23:03] around from national [1:23:04] retailers then what's this [1:23:06] guy doing. [1:23:08] They're a local shining [1:23:08] star. [1:23:11] So they have this 8020 rule. [1:23:16] So I was not only did it [1:23:18] give people those [1:23:19] recognizable shopping [1:23:20] opportunities that they say [1:23:22] they want. [1:23:25] We went up there and saw a [1:23:29] trader's joe's. [1:23:30] But then they had mom and [1:23:32] pop places and it was [1:23:33] interesting. [1:32:43] So our audit results the [1:32:45] annual comprehensive report [1:32:48] the auditor has issued a [1:32:51] unqualified that the city's [1:32:55] financial reports are in [1:32:58] conformity with gaap. [1:33:00] They that we were in [1:33:05] conformance with gaap. [1:33:09] Although we did have a clean [1:33:11] audit we did have some [1:33:12] findings. [1:33:13] We have financial internal [1:33:15] control issues. [1:33:18] We had a material weakness [1:33:20] that's because we had a thra [1:33:22] in our bank reconciliation. [1:33:23] We were behind in a couple [1:33:24] of years. [1:33:28] Generally that happens when [1:33:28] you implement a new finance [1:33:29] system. [1:33:30] There's a lot of movement [1:33:31] that happens. [1:33:32] You have to convert from the [1:33:34] old system to the new system [1:33:38] and it's not uncommon it's [1:33:40] unfortunate but we have [1:33:40] caught up. [1:33:45] But we do continue to have [1:33:47] the funding. [1:33:50] They also found we had some [1:33:54] issues with accuracy and [1:33:56] reporting which resulted in [1:33:58] very large audit [1:33:58] adjustments. [1:34:00] We've reviewed them. [1:34:02] We've been very carefully [1:34:03] looking at our financials [1:34:05] and making those [1:34:07] adjustments. [1:34:09] The other finding that we [1:34:11] had there was a delay in [1:34:13] financial reporting. [1:34:15] So there was a delay in the [1:34:17] preparation and the issuance [1:34:22] of the cafr. [1:34:25] Here I am in OCTOBER. [1:34:26] Generally they're completed [1:34:35] by the end of DECEMBER. [1:34:37] So there was also a [1:34:38] significant efficiency in [1:34:40] untimely project and [1:34:41] expenditure reports. [1:34:46] so we had two late quarterly [1:34:47] report. [1:34:49] One was three days late and [1:34:52] the other one was 25 days [1:34:54] late. [1:34:57] And we had some staff [1:35:00] turnover. [1:35:04] So we did have the agreed [1:35:05] upon procedures and there [1:35:06] was no exceptions to that [1:35:08] report and I presented to [1:35:11] you back when we did the [1:35:17] budget. [1:35:19] So now I'm going to move on [1:35:21] to the financial highlights [1:35:23] and the first thing I want [1:35:24] to explain to you that the [1:35:26] general fund is the main [1:35:28] operating account for the [1:35:32] city and it's used for [1:35:35] accounted all resources not [1:35:43] accounted in another fund. [1:35:44] Now we're going to look at [1:35:47] the general fund revenue. [1:35:49] Here we have a pie chart [1:35:53] that shows the revenue that [1:35:56] make 52.9 general fund [1:36:01] revenues received in 22-23. [1:36:02] 32 [1:36:04] $32.2 million were derived [1:36:06] from taxes which includes [1:36:08] the property taxes of $12 [1:36:11] million or 22.7% that's the [1:36:12] light green. [1:36:15] Sales tax of $15.6 million [1:36:19] or 29.5% in the light red [1:36:22] and the transient occupancy [1:36:27] tax of $4.8 million. [1:36:30] The next two largest are [1:36:32] enter [1:36:33] intergovernmental the light [1:36:35] red and charges for services [1:36:38] at $5.3 million and that's [1:36:43] in the dark blue. [1:36:45] So on his chart we compare [1:36:50] the fiscal year 2023 actual [1:36:54] revenues to '22 actual [1:36:56] revenues that show that the [1:36:59] total revenue. [1:41:16] So the general government in [1:41:19] light blue has the highest [1:41:23] of 24.2 scmleds this [1:41:25] category includes city [1:41:26] council, city manager, [1:41:28] economic development, [1:41:30] finance, legal, human [1:41:33] resources and development [1:41:41] services. [1:41:45] services. [1:41:49] Of $6.1 million. [1:41:51] Retiree medical costs of [1:41:54] $1.3 million. [1:41:55] And word [1:41:57] kers compensation of [1:41:59] $1 million. [1:42:02] Public safety in the medium [1:42:05] blue has the next $19.8 [1:42:06] million. [1:42:07] Parks and recreation in [1:42:10] green is 3. [1:42:12] $3.9 million in [1:42:12] expenditures. [1:42:14] This includes general park [1:42:15] maintenance. [1:42:17] Swimming pools and community [1:42:19] programs and their [1:42:20] administration. [1:42:28] Public works in burge [1:42:33] undy is [1:42:34] $3 million. [1:42:37] To the 20-22 actual [1:42:37] expenditures by function and [1:42:40] show you the personal of the [1:42:42] expenditures each functional [1:42:44] area is at the of the whole [1:42:45] general fund. [1:42:48] Overall decreased by $16.9 [1:42:52] million or 2.4%. [1:42:56] Over 75% occurred in the [1:42:58] general government function. [1:43:01] Nearly all of reductions in [1:43:02] capital outlay. [1:43:05] The $12.7 million reduction [1:43:07] of general government is [1:43:11] mainly atrittable to fiscal [1:43:16] year 21-22 we did a large [1:43:20] pay down in her PERs. [1:43:23] So it caused our next year's [1:43:25] expenditures to go down [1:43:27] because we did not have that [1:43:28] large expenditure. [1:43:31] The pay down flulted [1:43:33] employee p echlt [1:43:35] er [1:43:36] PERs. [1:43:38] That's the benefit being [1:43:42] able to make those pay [1:43:42] downs. [1:43:45] in addition $5.3 million of [1:43:48] public works, public [1:43:49] operational utilities. [1:43:52] Ban kirning, insurance. [1:43:53] Worker compensation costs [1:43:58] and cost allocation werek, insurance. [1:43:59] Worker compensation costs [1:44:00] and cost allocation werein, insurance. [1:44:00] Worker compensation costs [1:44:01] and cost allocation wereg, insurance. [1:44:02] Worker compensation costs [1:44:09] and cost allocation were so [1:44:10] the way it works in [1:44:12] government when you have a [1:44:13] reimbursement it is a [1:44:15] reduction of your cost. [1:44:17] And so we changed that from [1:44:19] being a reduction in our [1:44:20] cost to transferring the [1:44:21] money from one fund to [1:44:23] another fund. [1:44:25] So instead of reducing our [1:44:29] costs it increased costs [1:44:30] because it became a [1:44:30] transfer. [1:44:33] You're going to hear this [1:44:34] explanation a few times. [1:44:37] This was simply a [1:44:37] reclassification. [1:44:41] We also had a $3.7 million [1:44:43] increase in contracted costs [1:44:45] to contract with the [1:44:47] unhoused population. [1:44:50] These were offset by grant [1:44:51] funding and donations. [1:44:54] There was 700 [1:44:54] $700,000 increase [1:44:58] in wages and benefits. [1:45:00] The $1 million decrease in [1:45:02] public safety over fiscal [1:45:05] year 21-22 were mainly due [1:45:08] to a $2.9 million reduction [1:45:12] in the utility banking being [1:45:14] consolidated in the non- [1:45:15] nondepartmental [1:45:16] nondepartmental. [1:45:18] And then $1.5 million was [1:45:22] because of the reimbursement [1:45:24] where instead of it being a [1:45:25] negative cost it became a [1:45:26] positive cost. [1:45:29] >> I'm sorry, can you plain [1:45:31] that in a way that somebody [1:45:34] who's not doesn't have your [1:45:37] level of expertise. [1:46:22] Is on o in this case what [1:46:23] happened instead of having [1:46:27] the reimbursement which [1:46:29] reduced the cost [1:46:30] re-qualified to transfers [1:46:31] and the transfer s an [1:46:31] expenditure [1:46:32] >> okay. [1:47:27] Parks and recreation costs [1:47:30] increased by $200,000. [1:47:32] They had a $900,000 in wages [1:47:34] and benefits. [1:47:36] That's because they had [1:47:38] costs were previously housed [1:47:41] within the performing arts [1:47:41] center. [1:47:42] They are moved to the [1:47:44] community services, scp [1:47:45] and for [1:47:48] reporting purposes the [1:47:49] performing art center is in [1:47:51] a different functional [1:47:52] category which you're going [1:47:54] to hear about next. [1:47:58] But the affect was it caused [1:47:59] parks and recreation budget [1:48:01] to go up because of that [1:48:02] change. [1:48:06] There was an $800,000 in [1:48:07] banking communication that [1:48:09] were centralized. [1:48:13] And then $600,000 costs were [1:48:18] removed from the pac to the [1:48:21] operating expenses. [1:48:23] So now the cultural arts [1:48:25] piece of that. [1:48:28] They had -- so just to [1:48:30] offset so they had a [1:48:33] decrease of $600,000. [1:48:35] And that is mainly due to [1:48:36] transferring for salaries [1:48:39] and been foyts to community [1:48:41] services as I just told you [1:48:50] about. [1:48:53] That was $4.5 million. [1:48:56] Offset by a $400,000 in [1:48:57] vehicle purchases in fiscal [1:48:59] year 22-23. [1:49:03] And $300,000 net increase n [1:49:05] capitalizable equipment [1:49:06] purchase. [1:49:08] Debt service principle went [1:49:11] down slightly due to a pay [1:49:17] off to one of the pg echlt [1:49:18] e. [1:49:21] but that one has been paid [1:49:23] off. [1:49:25] So now you've seen the [1:49:27] revenues and expenditures we [1:49:30] can show the results on [1:49:30] operations. [1:49:33] And so we had $52.9 million [1:49:37] in revenues. [1:49:40] 52. [1:49:41] 52. [1:49:43] $52.1 million. [1:49:46] And that result left us with [1:49:50] a net increase of $5.9 [1:49:58] million. [1:49:59] So here this is the chart [1:50:01] that's going to show you [1:50:02] general fund budget to [1:50:06] actual and I want to point [1:50:08] out an error that was made [1:50:09] in the financial report. [1:50:12] I did make a last minute [1:50:13] change to this chart. [1:50:15] Your powerpoint has [1:50:16] different numbers on it. [1:50:19] We did identify the issue [1:50:21] and got this chart [1:50:22] corrected. [1:50:24] So this is going to show us [1:50:27] the original budget the [1:50:28] final budget the actual [1:50:29] amount spent and the [1:50:32] variance in the final budget [1:50:35] to the actual amounts. [1:50:37] So actual revenues compared [1:50:45] to final budget was $5.2 [1:50:46] million because we [1:50:50] recognized a grant that has [1:50:54] not been in the budget last [1:50:54] year. [1:50:56] When the money came in it [1:50:59] was deferred revenue because [1:51:02] we haven't done the things [1:51:03] we needed to do in order to [1:51:06] call the mope our own. [1:51:08] Once we met those we were [1:51:10] able to recognize that [1:51:23] revenue. [1:51:26] So we also had $1.5 million [1:51:28] in taxes. [1:51:29] There was a $1 million [1:51:31] decrease in developer [1:51:32] revenue. [1:51:34] And a 700 [1:51:35] $700,000 on investment [1:51:37] income because of the fair [1:51:40] market value I told you [1:51:43] about previously. [1:51:44] Actual expenditures were [1:51:47] lower by actual budget by [1:51:48] $7.8 million. [1:51:51] That was 2. [1:51:53] $2.1 million in [1:51:54] development services [1:51:56] savings. [1:51:58] $1.3 million in public [1:51:58] works. [1:52:01] $1 million in finance and [1:52:04] $759,000 savings in public [1:52:09] safety. [1:52:11] So the next two slides will [1:52:14] show us all of the [1:52:16] categories at JUNE 30th. [1:52:18] Others we have assigned [1:52:19] based on our current [1:52:22] policies and listening to [1:52:23] council concerns. [1:53:28] We take 10% of the next [1:53:31] year's budget and set it [1:53:31] aside. [1:53:34] We have our contingency [1:53:35] reserve which is 5 [1:53:37] % of that. [1:53:38] And infrastructure reserve [1:53:41] if there's any funds left [1:53:43] after we do the calculations [1:53:46] and the contingency we start [1:53:48] to put these in the [1:53:51] categories you told us you [1:53:52] wanted to set money aside [1:53:55] for. [1:53:57] We have funds set aside for [1:53:59] the self-insured. [1:54:02] We have funds for raw [1:54:02] etiree [1:54:04] health savings. [1:54:06] And then we have a little [1:54:09] bit left over from the sale [1:54:16] of the we have encumbrances [1:54:19] that roll over from the [1:54:21] prior year that we carry [1:54:23] into the new year. [1:54:26] And then I did vary from the [1:54:28] policy a little bit where [1:54:29] the occurrence with the city [1:54:30] manager. [1:54:34] I didn't want to take our un [1:54:34] au [1:54:39] una signed balance to $0. [1:54:40] That's in case we have a [1:54:43] reduction in revenues or we [1:54:44] have a additional costs we [1:54:45] need to cover. [1:54:48] I did want to make that [1:54:48] adjustment. [2:00:15] We get the distribution just [2:00:18] like we get the property ax [2:00:20] from the county. [2:00:21] We use those moneys o pay [2:00:24] for the obligations of [2:00:27] winding down the successor [2:00:27] agency. [2:00:29] All we have is the debt [2:00:30] service scpament so they [2:00:33] give us the money we need to [2:00:35] service that debt. [2:00:37] We also get an [2:00:38] administrative fee, and then [2:00:40] the remainder of those tax [2:00:45] dollars go back to the [2:00:45] county and they [2:00:45] re-transcribe those dollars [2:00:47] to all of the taxing [2:00:49] entities that were involved [2:01:01] in our redevelop area.
