All of these things are very

important but so is

the public's comments concerns,
[25:28]
complaints things we need to
[25:28]
bring to attention to city
[25:29]
council men and women that
[25:32]
represent us as the people.
[25:33]
So I'm going to decline to

speak any further other than
[25:37]
non agenda public comment and I
[25:48]

Good morning.

I just wanted to take a moment
[25:52]
and sincerely thank you for
[25:52]
recognizing something that
[25:53]
impacts so many families yet is
[25:56]
often carried in silence when
[25:57]
we say that 1 in 6 people
[26:00]
struggle with infertility and 1
[26:01]
in 4 pregnancies and a
[26:01]
miscarriage.
[26:02]
These aren't just statistics.
[26:05]
They represent real people,
[26:06]
real grief, real journeys and
[26:06]
deserve to be seen and
[26:07]
supported.
[26:10]
Your decision to bring
[26:10]
awareness through this
[26:11]
proclamation sends a powerful
[26:15]
message that those walking this
[26:15]
path are not alone and other
[26:16]
stories matter.
[26:20]
It helps break the stigma,
[26:21]
invites conversation and create
[26:21]
space for compassion and
[26:25]
community on behalf of everyone
[26:26]
that's experienced
[26:26]
The heartbreak of the waiting
[26:29]
the hope that comes with
[26:30]
building a family in unexpected
[26:30]
ways.

the things that we don't talk

about that have to do with

these types of things like 32

an s5o2 about teachers and

education and what's really

going on in schools and what
[27:08]
children are and are not being
[27:09]
taught and the fact that they
[27:12]
are you know, learning more
[27:13]
about sexualization than their
[27:16]
ABCs and one two threes and
[27:17]
learning how to be a productive
[27:18]
human.
[27:18]
So it's very sad to see what's
[27:22]
happens in the public education
[27:22]
system because children are
[27:23]
given pornographic books.
[27:26]
In fact they can't even go read
[27:27]
them at their school boards
[27:27]
because they're so graphic And
[27:31]
with all of the sexual abuse
[27:32]
that happens with children it
[27:33]
is very dangerous because that
[27:36]
is a place where they get
[27:36]
groomed and things happen.
[27:37]
When you are sexualizing
[27:38]
children like that and you have
[27:41]
adults that come in and take
[27:41]
advantage of that And I just
[27:42]
don't think that we talk about
[27:45]
that as well as the Infertility
[27:46]
Awareness week.
[27:46]
I can't have kids and I know
[27:50]
there's reasons there's medical
[27:51]
reasons and medical things that
[27:51]
are taking place that are
[27:55]
causing infertility like all of
[27:55]
the vaccines that you guys
[27:59]
think are so great like a lot
[28:00]
of the toxic chemicals that are
[28:01]
in food or the water or the air
[28:04]
that nobody wants to really
[28:05]
acknowledge, you guys actually
[28:06]
talks of the water.
[28:06]
You don't make it something
[28:09]
that is is something that
[28:10]
people can drink and do it in a
[28:11]
way that they're going to be
[28:11]
healthy.
[28:14]
So it's like as we have these
[28:15]
awareness things it's like we
[28:16]
should be talking about why
[28:19]
they actually exist because it
[28:19]
doesn't do anybody a service
[28:23]
just to have a day of awareness
[28:24]
and it's sad And then with
[28:28]
the capture the sorority stuff
[28:28]
it's like that's a whole other
[28:32]
aspect of something that can be
[28:33]
super nefarious And it's like
[28:33]
we live in a world where you
[28:37]
know it is very inverted and
[28:38]
it's like people don't like to
[28:39]
talk about that and the real
[28:42]
things that are going on But
[28:43]
it's true And these places are
[28:44]
places where you know, they put
[28:47]
people into secret societies
[28:48]
because they do a lot of
[28:48]
nefarious things in these
[28:52]
sororities or frat houses.
[28:53]
And I mean I saw a video of
[28:54]
these guys.
[28:54]
They were sitting there bloody
[28:57]
the police had come and they
[28:58]
were all sitting there silent
[28:59]
because they thought it was
[29:02]
part of the test to stay loyal
[29:03]
to that entity.
[29:03]
And so nobody wanted to talk
[29:07]
about why they were all bloody
[29:07]
standing up against a wall and
[29:08]
things like that And it's like
[29:11]
this leads to a lot of
[29:12]
the nefarious things that we
[29:13]
see that are going on on our
[29:16]
world And I just think it's sad
[29:17]
that people don't want to
[29:17]
acknowledge that we look at
[29:20]
some things and not all things
[29:21]
And the more that we recognize
[29:21]
this place that we're in and
[29:25]
how inverted it is, it's
[29:26]
because it is void of GOD and
[29:30]
it's a reflection of that And
[29:31]
it's sad because we shouldn't
[29:32]
be turning away from our
[29:35]
creator and allowing the ruler
[29:36]
of this world which is our
[29:40]
adversary to run rampant and
[29:40]
the things that happens to kids
[29:41]
it's very sad or just
[29:44]
the people in our communities
[29:45]
and some of it's recognize and
[29:46]
some of it isn't It just
[29:49]
depends on if you check a
[29:50]
certain box.
[29:51]
So I just would hope that you
[29:51]
guys would course correct at
[29:58]
some point And I mean as I were
[29:58]

the first one I will speak on
[30:07]
is as 501 So national
[30:08]
Infertility Awareness Week.
[30:09]
I just pray for the families
[30:12]
that are struggling to conceive
[30:13]
and have children because
[30:16]
having children is one of
[30:17]
the most special rewarding
[30:21]
blessings in this entire world
[30:22]
And I'm so blessed to have had
[30:23]
three beautiful daughters
[30:26]
Bianca Viera and Camille who
[30:27]
now reside in two separate
[30:31]
states with their felony
[30:31]
charged fathers who are both
[30:32]
perpetrators of domestic
[30:35]
violence with me as their name
[30:36]
victim Which charges were
[30:37]
removed from the charges system
[30:41]
after the case was buried by sd
[30:45]
pd and fda Because my ex is a
[30:45]
$6 million County contracted
[30:46]
rehab owner who is a partner of
[30:50]
a dope dealing enterprise in
[30:50]
San Diego.
[30:51]
That's a fact According to dea
[30:54]
convictions.
[30:55]
But I love my daughter so
[30:56]
dearly even though we are all
[30:59]
so deeply traumatized by
[31:00]
the abandonment of the city and
[31:04]
county and what took place, I
[31:08]
also hope that even though I
[31:09]
don't plan on having more
[31:10]
children that my organs are
[31:14]
still intact After I was
[31:14]
brutally beaten by the San
[31:18]
Diego Police Department Anthony
[31:22]
Warner in public on MARCH 21st
[31:23]
in front of 40 children who I
[31:27]
was encouraging to use their
[31:27]
First Amendment rights do
[31:28]
the right thing.
[31:31]
I think in some of the video
[31:32]
clips I look like I'm talking
[31:32]
crazy But I was telling them
[31:36]
you don't want to wind up in a
[31:37]
position where you're in jail
[31:38]
or you're in trouble because I
[31:41]
live in a you know, in a low
[31:42]
income community and Linda
[31:45]
Vista and I think these kids
[31:46]
are awesome and I want them to
[31:46]
succeed.
[31:47]
But I was brutally beaten and
[31:50]
every time I told the officer
[31:51]
where I was hurting most he
[31:51]
would hurt me there most.
[31:55]
There is an open rape kit for
[31:55]
me because when the ambulance
[31:59]
arrived emt had a needle in his
[32:00]
hand even though I was
[32:04]
handcuffed had a bag on my
[32:05]
head, several broken bones in
[32:08]
my face and I was in a burrito.
[32:09]
They still wanted to do
[32:10]
chemical restraint on me.
[32:14]
We're missing a period of time
[32:14]
And I was telling the officer
[32:19]
What if I'm pregnant?
[32:19]
And at that point he just
[32:20]
started hurting me more in that
[32:21]
area digging his knee, kicking
[32:24]
me And when they did the rape
[32:24]
kit they found that I have some
[32:28]
internal damage.
[32:28]
So I just hope that I don't
[32:29]
plan on having more children.
[32:33]
I just hope that I wasn't
[32:36]
altered in any way in terms of
[32:37]
APRIL 10th Francisco Castro

that day I think that's
[32:42]
wonderful And I just thought
[32:42]
that was my birthday and I
[32:46]
thank GOD that I will see it
[32:46]
here on Friday.
[32:47]
I'll be 46 years old and I
[32:51]
lived through a ruptured
[32:54]
aneurysm, a second rupture on
[32:55]
NOVEMBER 4th and they tried to
[32:56]
failure to appear me and put
[32:56]
$100,000 warrant when I was
[33:00]
getting brain surgery at
[33:00]

of this council regarding De La
[33:36]
Hoya Shaw's proclamation and

all of these proclamation.

It's just one example of your

hypocrisy.
[33:43]
I'm going to read a letter from
[33:46]
La Hoya Shaw's Association to
[33:49]
Joe LaCava dated NOVEMBER 13th,
[33:50]
2025 just a few months ago.

The La Hoya Shaw's Association
[33:55]
respectfully submits this
[33:56]
letter in support of
[33:59]
establishing the Torrey Pines
[33:59]
City Park Advisory Board and
[34:00]
its role in overseeing
[34:04]
Operation at the Torrey Pines
[34:05]
Glider port.
[34:05]
Our association believes this
[34:09]
matter is vital to the safety
[34:09]
of park users, visitors and
[34:13]
the surrounding community.
[34:14]
We encourage the city of San
[34:15]
Diego to carefully evaluate
[34:19]
whether solo flier pilots
[34:19]
should be required to pay
[34:24]
annual membership fees and or
[34:24]
maintain insurance coverage to
[34:25]
fly at the glider port.
[34:28]
These measures would help
[34:29]
ensure accountable and
[34:33]
responsible use of this unique
[34:33]
coastal resource while
[34:34]
preserving safe and equitable
[34:38]
access to a valued city park.
[34:39]

stewardship of Torrey Pines

good organizations while you

just thumb your nose at what
[35:22]
they bring to this city and

recommend that this council do
[35:27]
with great disgust.

Item 32 recognizes MISS Allison
[36:24]
LaTourette, a lifelong educator
[36:28]
and leader whose work has
[36:28]
shaped generations of students
[36:33]
families and communities across
[36:33]
Southern California.
[36:37]
MR. LaTourette was born in Los
[36:38]
Angeles, California, where she
[36:38]
attended local parochial
[36:42]
schools before graduate from St
[36:43]
Mary's Academy in Inglewood.
[36:47]
She went on to earn a Bachelor
[36:48]
of Arts in elementary education
[36:48]
from California State
[36:53]
University, Los Angeles and a
[36:53]
masters of arts in school
[36:58]
management from the University
[36:58]
of Laverne.
[36:58]

Slattery began her career in
[37:02]
the 1960s as a fourth grade
[37:03]
teacher in the Mountain View
[37:07]
School District in El Monte,

laying the foundation for a

lifelong commitment to public

greater responsibilities

serving as a junior high

counselor and leader as a

supporting students and

Her dedication and leadership

to her appointments as
[37:31]
assistant superintendent of
[37:32]
personnel where she became
[37:36]
known for her tireless work
[37:36]
ethic and unwavering commitment
[37:41]
to both educators and students
[37:41]

In 1997, MS..

Latorre brought her experience
[37:45]
and leadership to the San Diego
[37:46]
region serving as assistant
[37:46]
superintendent of Personnel
[37:50]
services for the San Ysidro
[37:51]
School District.

In this role she helped
[37:55]
strengthen educational systems
[37:56]
serving families throughout
[37:57]
Southern California, leaving a
[38:00]
lasting impact on the district
[38:01]
and also the community of San
[38:02]
Ysidro.

Beyond her professional work,
[38:06]
MR. Latorre has been deeply
[38:07]
committed to expanding
[38:10]
opportunities for young people
[38:11]
and families.
[38:11]
She promoted literacy through
[38:15]
book giveaways, partnerships
[38:16]
with classics for kids to
[38:20]
introduce students to classical
[38:21]
music and also played a key
[38:21]
role in the effort to bring a
[38:24]
new public library to San
[38:25]
Ysidro.
[38:26]
After more than two decades of
[38:30]
advocacy even in retirement,
[38:30]
she's remained active in
[38:31]
numerous organizations
[38:35]
including the Sunnyside Women's
[38:35]
Club Hearts and Hands Working
[38:39]
together the Otay Mesa Chamber
[38:40]
of Commerce, the city's Senior
[38:40]
Affairs Advisory Board, Friends
[38:44]
of the Sunnyside Law Library,
[38:45]
the Border Transportation
[38:46]
Council and the San Ysidro
[38:49]
Education Collaborative.
[38:50]
On top of all that and through
[38:53]
her leadership she helped
[38:54]
raised over $500,000 and
[38:59]
counting and worked to
[38:59]
establish a lasting endowment
[39:03]
to fund college scholarships
[39:04]
and student incentive awards
[39:05]
for youth in San Ysidro.
[39:09]
This work ensures that her work
[39:09]
will continue for generations
[39:10]
opening doors and creating
[39:14]
opportunities for students long
[39:14]
into the future.
[39:18]
But what truly defines MS..
[39:19]
Torres legacy is not only her
[39:20]
accomplishments but the way
[39:24]
that she uplifts and encourages
[39:24]
countless families and young
[39:25]
people throughout her career.
[39:29]
Her dedication to education and
[39:32]
community has strengthened San
[39:33]
Ysidro in District eight in
[39:33]
ways that will be felt for
[39:34]
years to come.
[39:37]
MR. Latorre I hope to one day

have half of the heart that you

You are such an amazing giver

example of what community

he's dedicated more than four

decades of his life to serving

people in San Diego.
[40:20]
MR. Castro was born in Tijuana,
[40:21]
Mexico in 1996 and came to
[40:25]
the United States in 1972 where
[40:26]
he was raised in San Isidro, a
[40:30]
community that will later
[40:31]
become central to his life's
[40:31]
work.
[40:35]
Mr. Casa Rita attended local
[40:36]
schools in San Ysidro and
[40:39]
graduated from Mar Vista High
[40:40]
School in 1985, later earning a
[40:41]
bachelor's degree in business
[40:45]
administration from
[40:45]
the University of Phenix in
[40:46]
1984.
[40:46]

MR. Castro began his career
[40:51]
with the city of San Diego's
[40:54]
Park and Recreation Department
[40:55]
starting a journey that would
[40:56]
spend 42 years of dedicated
[41:00]
public service.

Through his career he served

multiple communities including
[41:05]
Sunnyside Road, Paradise Hills,
[41:06]
the Memorial Area and Mount
[41:10]
Hope Cemetery leaving a lasting
[41:10]
impact.
[41:11]
Over the years he's held
[41:14]
several roles including
[41:15]
Recreation Aide recreation
[41:19]
Leader one recreation center
[41:19]
director and area manager.
[41:20]

journey that the city is with

them and supports them.

Epsilon chapter's legacy of

leadership and impact in

Celebrating 75 years of service

in the city of San Diego.

This chapter has produced

leaders across education law,

public service and more
[46:43]
including former council member

George l Stevens.

A 1953 initiate who represented
[46:47]
District four a legacy I am
[46:51]
proud to carry forward today.

They've done the work, mentored
[46:55]
young men and created real
[46:56]
opportunities for those coming

behind them.

You can see that impact across

this city in the lives that
[47:02]
have been shaped and the doors

that have been opened.

There are several large

apartment complexes within
[1:02:25]
walking distance of the park.
[1:02:26]
And because many of our
[1:02:29]
students live in these
[1:02:30]
complexes they are deprived of
[1:02:30]
space to play, pick up games
[1:02:31]
and gather with friends.
[1:02:34]
They don't have a mall nearby
[1:02:35]
to hang out and they end up
[1:02:36]
finding places that are unsafe
[1:02:39]
or where they are unwelcome.
[1:02:40]
The area surrounding the park
[1:02:40]
doesn't have open space for
[1:02:43]
the community to gather.
[1:02:44]
And because of the pollution at
[1:02:45]
the beach, the large free area
[1:02:48]
that large free area of
[1:02:49]
recreation is not safely
[1:02:49]
available.
[1:02:50]
Additionally we have an
[1:02:53]
incredible before and after
[1:02:54]
school program called Hope who
[1:02:55]
will be able to use this space
[1:02:57]
to expand programing Expanded
[1:02:58]
programing helps keep students
[1:02:59]
who's homeschooled Southwest
[1:03:02]
Middle school from going
[1:03:03]
elsewhere and it brings
[1:03:03]
students from outside of our
[1:03:07]
zoning onto our campus which
[1:03:08]
shrinking enrollment.

fairness, dignity and respect

they came from.

It reinforces our shared values

of justice and equality by

ensuring that city departments

and contractors respect
[1:04:56]
people's rights and due process

Right now that due process our

safety and our rights are under
[1:05:01]
threat.

San Diego has seen a threefold
[1:05:06]
increase in immigration arrests
[1:05:06]
,arrests that have led to
[1:05:07]
family separation and a
[1:05:11]
significant increase in
[1:05:12]
the detention of children.
[1:05:12]
Residents are afraid to leave
[1:05:16]
their homes even immigrants who
[1:05:17]
have lived here for decades or
[1:05:20]
with legal status are feel
[1:05:21]
fearful that they could be
[1:05:22]
targeted or separated from
[1:05:25]
their loved ones.
[1:05:26]
This fear erodes public trust
[1:05:30]
and makes our city less safe.
[1:05:31]
The Due Process and safety
[1:05:35]
audit helps rebuild public
[1:05:36]
trust by setting clear limits
[1:05:37]
on how city resources are used
[1:05:40]
and by requiring transparency
[1:05:41]
when federal agencies operate
[1:05:42]
in our communities.
[1:05:45]
By aligning the cal with
[1:05:46]
the California Values Act, it
[1:05:49]
ensures that San Diego is doing
[1:05:50]
its part to uphold the due
[1:05:55]
process and public safety of
[1:05:55]
our residents.
[1:05:56]

[1:05:59]
Task Force's clarifies the San
[1:06:00]
Diego Police Department's role
[1:06:00]
when immigration enforcement

who are also under attack with

and time again for the city to

end its contract with Floc

because our data is not safe

with a company that continues

to collude with the Trump

gross abuse of the city's

they do on a day to day basis.

I can think about

the conversations we've had
[1:43:57]
with each and every one of
[1:44:01]
these folks about why about why
[1:44:02]
they care about the work that
[1:44:07]
is involved in each of these
[1:44:08]
boards and commissions.
[1:44:08]
And so I want to say thank you
[1:44:09]
to each of them for stepping up
[1:44:12]
and serving in this capacity.
[1:44:13]
And then I want to speak to
[1:44:14]
another appointment.
[1:44:15]
I was the person who I know
[1:44:19]
best amongst the appointees
[1:44:19]
today.
[1:44:20]
Lydia Ball.
[1:44:20]
Lydia is being appointed to
[1:44:21]
the airport authority.
[1:44:25]
I think this is an outstanding
[1:44:25]
appointment that will be very,
[1:44:31]
very good for San Diego.
[1:44:31]
Lydia has a wealth of
[1:44:32]
experience in a variety of
[1:44:33]
sectors from government to
[1:44:36]
the nonprofit sector.
[1:44:37]
She's been a champion for
[1:44:37]
the environment for years which
[1:44:38]
will pair very well with
[1:44:43]
the airports commitment to
[1:44:43]
sustainability.
[1:44:44]
She's a champion for workers
[1:44:44]
rights.
[1:44:49]
She's an outstanding leader.
[1:44:50]
And if if if all that is not
[1:44:55]
enough, she has the patience of
[1:44:56]
a saint.
[1:44:56]
And how do I know that?
[1:44:59]
She worked alongside me for
[1:45:00]
four years.
[1:45:00]
So Lydia, thank you for
[1:45:01]
stepping up to serve in this
[1:45:01]
capacity.
[1:45:05]
I am really excited to see you
[1:45:06]
step into this role and see
[1:45:11]
the airport benefit from your
[1:45:12]
your leadership, your strategy,
[1:45:13]
your strategic mind and just
[1:45:17]
your overall goodness as a
[1:45:17]
human being.
[1:45:18]
So thank you for that.
[1:45:22]
Moving on to item 54,
[1:45:23]
the second reading of the Due
[1:45:23]
Process and Safety Ordinance.
[1:45:28]
We heard this way back in
[1:45:29]
OCTOBER.
[1:45:30]
A lot has happened in the world
[1:45:33]
since then But one thing that
[1:45:33]
has not changed is the need for
[1:45:38]
the city to adopt this into law
[1:45:39]
As a reminder, the ordinance
[1:45:40]
establishes clear
[1:45:40]
constitutional guardrails
[1:45:41]
requiring judicial warrants for
[1:45:44]
federal and out of state law
[1:45:45]
enforcement access to nonpublic
[1:45:45]
city facilities.
[1:45:46]
Extending those same
[1:45:49]
protections to city contractors
[1:45:50]
lessees and grantees.
[1:45:50]
Prohibiting participation in
[1:45:51]
any enforcement Targeting
[1:45:52]
individuals based on political
[1:45:56]
or religious expression race,
[1:45:56]
ethnicity, gender identity,
[1:45:57]
disability, reproductive care
[1:46:02]
and will mandate multilingual
[1:46:03]
know your rights education in
[1:46:03]
city sites.
[1:46:04]
The reason for this is simple
[1:46:08]
We deserve to live in a city
[1:46:08]
where law order and rights
[1:46:09]
actually mean something where
[1:46:10]
safety and dignity go hand in
[1:46:14]
hand.
[1:46:15]
And this ordinance makes it
[1:46:15]
clear that look, our local
[1:46:16]
government will uphold
[1:46:17]
the Constitution, protect our
[1:46:17]
people and fight for our
[1:46:20]
communities.
[1:46:20]
The ordinance builds upon
[1:46:21]
the California Values Act and
[1:46:21]
the Truth Act.
[1:46:26]
State privacy laws and
[1:46:27]
the Constitution itself.
[1:46:27]
Expanding the protections to a
[1:46:28]
wider range of residents and
[1:46:32]
situations including health
[1:46:33]
care, housing and faith
[1:46:33]
settings.
[1:46:34]
It also sets a new national
[1:46:35]
model extending these standards
[1:46:38]
onto the operations to city
[1:46:39]
funded entities ensuring
[1:46:40]
consistent protections across
[1:46:40]
the region.
[1:46:45]
I want to say thank you to all
[1:46:45]
the committee members who
[1:46:46]
helped us bring this forward
[1:46:47]
who provided feedback to ensure
[1:46:50]
that we are doing what we can
[1:46:51]
within the confines of this
[1:46:52]
ordinance to make sure that
[1:46:55]
it's meaningful And what it
[1:46:56]
offers to San Diego residents
[1:46:57]
and visitors to our city.
[1:46:58]
I want to say thank you to our
[1:47:01]
regional partners from various
[1:47:02]
cities including the statue of
[1:47:03]
ista and the county of San
[1:47:07]
Diego who brought forward
[1:47:09]
similar policies And in each of
[1:47:16]
those jurisdictions.
[1:47:17]
And I also wanted to mention
[1:47:17]
one thing.
[1:47:18]
This is not the protections
[1:47:23]
within this law apply to
[1:47:23]
everyone.
[1:47:24]
And there was a part of
[1:47:28]
the conversation that I think
[1:47:28]
there's an opportunity here for
[1:47:34]
folks to see that a threat
[1:47:35]
against a person's rights is
[1:47:35]
unacceptable no matter who that
[1:47:40]
person is, that rights are
[1:47:41]
rights And whether you are an
[1:47:42]
undocumented person or someone
[1:47:46]
who's lived here for years,
[1:47:47]
whether you are a person who
[1:47:52]
has who has right wing ideology
[1:47:53]
or left wing ideology whether
[1:47:53]
you are Muslim or Jewish or
[1:47:58]
Christian or atheist your
[1:47:59]
rights or your rights.
[1:47:59]
And that is the whole point of
[1:48:05]
this ordinance.
[1:48:05]
And so if your rights have been
[1:48:06]
violated that's not acceptable
[1:48:10]
regardless of what political
[1:48:10]
affiliation you have.
[1:48:11]
And so I just don't want that
[1:48:16]
to be missed here because what
[1:48:17]
we saw today were folks from or
[1:48:22]
support or vote for
[1:48:23]
the additional detriments.
[1:48:28]
The comments we heard were from
[1:48:29]
folks who stand along side
[1:48:30]
people who are people who on a
[1:48:34]
day to day basis are living in
[1:48:35]
fear because of completely
[1:48:40]
lawless federal regime is
[1:48:40]
targeting them and
[1:48:41]
the targeting that they feel is
[1:48:46]
no different than the target
[1:48:47]
and others who are in this
[1:48:48]
chamber feel.
[1:48:48]
And it doesn't matter what
[1:48:52]
the source of that targeting
[1:48:52]
is.
[1:48:53]
It's unacceptable.
[1:48:54]
And so I just wanted to be
[1:48:58]
clear that we are not
[1:48:58]
separating anyone out in terms
[1:48:59]
of protections here.
[1:49:00]
The protections in this
[1:49:04]
ordinance apply to literally
[1:49:04]
everyone.
[1:49:05]
So if you're a supporter of
[1:49:10]
rights and you believe that
[1:49:11]
government should be held in
[1:49:11]
check and there should be
[1:49:12]
commitments made, you should be
[1:49:16]
a supporter of this ordinance.
[1:49:17]
And this is a law, not just a
[1:49:18]
resolution And it is a law
[1:49:22]
because with a law becomes more
[1:49:23]
enforceability.
[1:49:29]
And that's why it took so long
[1:49:29]
at this point.
[1:49:30]
And so with that I want to say
[1:49:31]
thank you, Coto for your work
[1:49:31]
alongside Rosa in my office to
[1:49:34]
make sure that each and every
[1:49:35]
one of the cities are those are
[1:49:36]
the unions that represent
[1:49:40]
the city's workers have an
[1:49:41]
opportunity to provide to ask
[1:49:41]
questions to provide their
[1:49:42]
feedback.
[1:49:42]
I want to thank each and every
[1:49:43]
one of those areas for
[1:49:46]
providing that feedback.
[1:49:47]
And then I do need to say this
[1:49:47]
part because it's important.
[1:49:52]
This is an important ordinance.
[1:49:52]
It will certainly improve
[1:49:53]
protections and give people
[1:49:54]
stronger ground to assert their
[1:49:57]
rights.
[1:49:58]
And what it will not do
[1:49:59]
unfortunately although I wish
[1:50:03]
it could is guarantee
[1:50:04]
protection from a completely
[1:50:09]
immoral and increasingly
[1:50:10]
unhinged fascist PRESIDENT And
[1:50:16]
his fascist regime from
[1:50:16]
attacking community members.
[1:50:21]
It cannot unfortunately protect
[1:50:22]
the community leader in
[1:50:23]
District nine when she goes out
[1:50:28]
to move her car and ice agents
[1:50:29]
snatched Snatcher for no reason
[1:50:33]
whatsoever and upend her life
[1:50:34]
and her family's life.
[1:50:35]
It will not provide protections
[1:50:40]
against a military wife who is
[1:50:40]
dropping off her husband for
[1:50:41]
deployment.
[1:50:41]
I wish it could but it's
[1:50:42]
the best we can do in
[1:50:46]
the moment and we should be
[1:50:47]
proud of that and we should be
[1:50:48]
continue to be pushed to figure
[1:50:49]
out all the ways that as a
[1:50:53]
local jurisdiction we can
[1:50:53]
provide more protections and
[1:50:54]
firmer ground for San Diego and
[1:50:55]
deserves a city to assert their
[1:50:55]
rights.
[1:50:58]
I want to thank my colleagues

law in his own firm.

He has been a licensed pilot
[1:51:52]
since 1978.
[1:51:53]
MR. Doctor is an aircraft owner
[1:51:57]
and holds instrument aviation
[1:51:58]
reading.
[1:51:58]
He earned a Bachelor of Arts
[1:52:02]
from nyu and a tourist doctor
[1:52:03]
from New England School of Law
[1:52:07]
where he ranked number one in
[1:52:07]
his class.
[1:52:08]
Given his dedication in serving
[1:52:09]
San Diego and his expertise in
[1:52:14]
aviation, I support
[1:52:15]
the reappointment of Peter Dorf
[1:52:15]
to the Airports Advisory
[1:52:16]
Committee and appreciate his
[1:52:20]
willingness to continue to

Neighborhood Park.
[1:56:36]
First and foremost I would like
[1:56:37]
to recognize the board members
[1:56:41]
of the Otay Mesa community
[1:56:42]
Council mystery Mike and
[1:56:43]
Shirley as well as other
[1:56:47]
committee members who've never
[1:56:48]
stopped pushing for what they
[1:56:49]
were promised many decades ago.
[1:56:49]
And with this support we're not
[1:56:54]
only building a park but we're
[1:56:55]
fulfilling a promise to
[1:56:55]
the Otay Mesa investor
[1:56:56]
community.
[1:57:00]
For many years residents have
[1:57:01]
looked at an empty lot and have
[1:57:01]
been told basically to wait.
[1:57:06]
This investment finally
[1:57:07]
transforms decades of advocacy
[1:57:07]
into action for a neighborhood
[1:57:08]
that has been underserved and
[1:57:13]
parked deprived for far too
[1:57:13]
long.
[1:57:13]
Phase one will deliver
[1:57:18]
essential amenities a
[1:57:19]
children's play areas, picnic
[1:57:19]
spaces, public art and new
[1:57:24]
lighting and safe walkways that
[1:57:24]
families have envisioned for
[1:57:25]
generations.
[1:57:30]
This grant ensures that phase
[1:57:31]
one is not only is not only
[1:57:32]
just a set of right away
[1:57:36]
improvements but a true park
[1:57:37]
recognizing that everybody
[1:57:37]
deserves accessible green space
[1:57:42]
and safe recreation and just
[1:57:42]
space to gather.
[1:57:47]
With phase one fully funded, a
[1:57:47]
Grove Park stands next to
[1:57:52]
Riviera del Sol Robert Edgar
[1:57:53]
Senior Coral Gate Memorial and
[1:57:53]
via park among the list of
[1:57:58]
parks our communities have seen
[1:57:59]
built or revitalized since I
[1:57:59]
took office.

This is a little bit of an
[1:58:05]
anecdote here but when the San
[1:58:06]
Diego Parks and Rec Foundation
[1:58:11]
asked for a tour of my parks I
[1:58:11]
took them to two of them.
[1:58:16]
One of them being this park.
[1:58:17]
And when we walked around in
[1:58:18]
the open plot of land it was a
[1:58:18]
really hot day too.
[1:58:23]
They said Why did you bring us
[1:58:23]
to an open plot of land?
[1:58:24]
And my response to them was
[1:58:29]
because this is what our kids
[1:58:30]
in dia have to live with day in
[1:58:30]
and day out.
[1:58:31]
So I'm very, very happy that
[1:58:35]
this is moving forward right
[1:58:36]
before I end my tenure as a
[1:58:36]
council member.
[1:58:40]
And I would be remiss if I
[1:58:41]
didn't think Assemblymember
[1:58:42]
David Alvarez who championed
[1:58:42]
this funding.
[1:58:48]

Many people might have seen
[2:07:17]
the news just last week about
[2:07:19]
what the equal opportunity
[2:07:25]
the eeoc Commission is doing in
[2:07:26]
2024.
[2:07:26]
In the fall about 250 female
[2:07:27]
employees of a Coca-Cola
[2:07:32]
distributor are gathered for an
[2:07:32]
unremarkable meeting inside
[2:07:33]
the ballroom of a Connecticut
[2:07:36]
casino for a day of speakers
[2:07:37]
and team building exercises.
[2:07:38]
Their theme was Embrace your
[2:07:42]
authenticity.
[2:07:43]
It offered women a chance to
[2:07:44]
mingle with higher ups to bond
[2:07:44]
over their share of challenges
[2:07:48]
in a male dominated workplace.
[2:07:48]
One participant said it was
[2:07:49]
fun, energizing and youthful.
[2:07:50]
She said We learned how to deal
[2:07:53]
with irate customers for
[2:07:53]
example simple strategies for
[2:07:54]
women to succeed in their
[2:07:57]
workplaces.
[2:07:58]
Last month Trump's eeoc sued
[2:08:02]
Coca-Cola Beverages Northeast
[2:08:03]
for this conference, claiming
[2:08:04]
that they engaged in unlawful
[2:08:08]
discrimination against male
[2:08:09]
employees under the federal
[2:08:10]
Civil Rights Act.
[2:08:13]
The agency is now seeking
[2:08:14]
unspecified compensatory
[2:08:15]
damages and punitive damages
[2:08:15]
just so the public knows
[2:08:19]
The eeoc received tens of
[2:08:20]
thousands of complaints a year
[2:08:24]
for discrimination in
[2:08:25]
the workplace and they hardly
[2:08:25]
file any of the lawsuits.
[2:08:26]
It's very rare to get the eeoc
[2:08:29]
to actually take action.
[2:08:30]
And the fact that they chose to
[2:08:31]
take action against Coca-Cola
[2:08:32]
for simply having a women's
[2:08:35]
empowerment day is very, very
[2:08:35]
telling.
[2:08:40]
Founded in 1977, headquartered
[2:08:41]
in New Hampshire, the Coca-Cola
[2:08:41]
Beverages Northeast employs
[2:08:42]
about 3400 people who bottle
[2:08:45]
pack deliver and sell Coke
[2:08:46]
products across the region from
[2:08:46]
Boston to upstate New York.
[2:08:50]
More than 85% of their
[2:08:50]
employees are men.
[2:08:51]
So back in MAY 2024,
[2:08:55]
the company decided to hold its
[2:08:56]
first in-person women's forum.
[2:08:56]
Before the event, the company
[2:09:01]
notified its 11 unions asking
[2:09:01]
whether they had any objections
[2:09:02]
and not a single union raised
[2:09:06]
an objection to a woman's
[2:09:06]
forum.
[2:09:07]
At the event the attendees
[2:09:07]
heard from executives who
[2:09:10]
described their career past and
[2:09:11]
they watched a demonstration by
[2:09:11]
a trainer of a service dog
[2:09:12]
sponsored by the company.
[2:09:15]
>> One employee who attended
[2:09:16]
the 2024 event wasn't aware it
[2:09:17]
had triggered a lawsuit against
[2:09:20]
the company.
[2:09:21]
She said it should happen every
[2:09:22]
year and still uses some of
[2:09:22]
the lessons she gleaned in her
[2:09:25]
work including strategies for
[2:09:26]
meeting calm and dealing with
[2:09:27]
irate managers our customers.
[2:09:30]
She said quote It is very
[2:09:31]
empowering for women to get in
[2:09:31]
the same room.
[2:09:36]
And so what I see is that this
[2:09:36]
lawsuit really is not about a
[2:09:37]
single networking event.
[2:09:40]
It's about whether efforts to
[2:09:41]
support and advance women in
[2:09:42]
workplaces where they remain
[2:09:46]
vastly underrepresented can be
[2:09:46]
treated as discrimination
[2:09:47]
rather than progress In a
[2:09:51]
company where more than 85% of
[2:09:51]
employees are men.
[2:09:52]
A voluntary forum designed to
[2:09:56]
foster mentorship, connection
[2:09:57]
and professional growth for
[2:09:57]
women is now being framed by
[2:10:01]
Donald Trump as unlawful.
[2:10:01]
This risks turning back
[2:10:02]
the clock on so much progress
[2:10:02]
we have made.
[2:10:07]
It echoes a time when women
[2:10:07]
were excluded from opportunity
[2:10:08]
silence in professional spaces
[2:10:09]
and told that gathering to
[2:10:13]
support one another wasn't a
[2:10:13]
simple problem.
[2:10:14]
Actions like this and a
[2:10:14]
chilling message that even
[2:10:17]
modders modest efforts to level
[2:10:18]
the playing field for women MAY
[2:10:22]
be challenged or punished by
[2:10:22]
the federal government.
[2:10:23]
And that is what this
[2:10:24]
litigation is really about.
[2:10:27]
It reflects a broader fear of
[2:10:28]
women simply organizing
[2:10:29]
speaking openly about our
[2:10:32]
challenges and building
[2:10:33]
pathways to leadership in male
[2:10:37]
dominated fields and empowering
[2:10:38]
women to fully participate in
[2:10:39]
the workplace and simply ask
[2:10:39]
for equality in civic life.
[2:10:43]
Is not discrimination.
[2:10:44]
It's progress.
[2:10:48]
So I want to thank you very
[2:10:49]
much the women who are serving
[2:10:49]
on the Status Commission of
[2:10:53]
Women.
[2:10:54]
You have a dire challenge ahead
[2:10:55]
of you and you have our full
[2:10:58]
support here at the city.

passports because they are

afraid of being deported.

I know some of them and I'm
[2:11:53]
glad that Councilmember Eli
[2:11:53]
Rivera made the point that
[2:11:57]
while we unfortunately can't
[2:11:58]
fully protect, say, the Reagans
[2:11:59]
from the Trump administration,
[2:12:02]
this ordinance isn't just
[2:12:03]
symbolic either.
[2:12:03]
And I appreciate the examples
[2:12:07]
that are provided at
[2:12:08]
the materials where this
[2:12:08]
ordinance can really help
[2:12:09]
protect people.
[2:12:12]
I have a lot of construction
[2:12:13]
going on in my district as does
[2:12:17]
Councilmember Rivera, some of
[2:12:18]
it funded with city resources.
[2:12:21]
And this ordinance prohibits
[2:12:22]
federal agents from going in
[2:12:23]
and detaining construction
[2:12:26]
workers at city funded projects
[2:12:27]
without a judicial warrant.
[2:12:28]
It provides due process.
[2:12:31]
There are other examples where
[2:12:32]
this could help protect our
[2:12:32]
residents from the Trump
[2:12:33]
administration.
[2:12:36]
So thank you for bringing it
[2:12:36]
forward.

and the ywca of San Diego
[2:19:27]
County, a California nonprofit
[2:19:27]
corporation.

The item proposed is a ten year
[2:19:31]
lease with the ywca with one
[2:19:32]
five year option to extend for
[2:19:35]
a total potential term of 15
[2:19:35]
years for safety and
[2:19:36]
confidentiality reasons.
[2:19:40]
The specific property location
[2:19:41]
is intentionally omitted from
[2:19:41]
the public record as the site
[2:19:44]
serves individuals receiving
[2:19:44]
sensitive and protected
[2:19:58]
services staff is requesting
[2:19:59]
five actions today Make a
[2:20:03]
finding consistent with Council
[2:20:04]
policy 712 that the proposed
[2:20:08]
lease serves a valid public
[2:20:09]
purpose approve and authorize
[2:20:13]
execution of a lease agreement
[2:20:14]
Waive the Council policy 712
[2:20:15]
requirement for a market rent
[2:20:19]
appraisal Given the significant
[2:20:19]
significant public benefit
[2:20:20]
provided through these services
[2:20:24]
authorized the Chief Financial

Officer to accept and deposit

the lease consideration and

determine the approval.

The lease is categorically
[2:20:30]
exempt from secret under secret
[2:20:36]
guideline Section 1530 one
[2:20:36]
The ywca of San Diego County
[2:20:39]
was founded in 1907 and is
[2:20:40]
dedicated to empowering women
[2:20:41]
through services that promote
[2:20:44]
safety, stability and dignity.
[2:20:45]
They have operated at the city
[2:20:46]
owned site since 2000 providing
[2:20:49]
transitional housing and
[2:20:50]
critical supportive services to
[2:20:51]
women, children and families in
[2:20:52]
crisis including survivors of
[2:20:55]
domestic violence.
[2:20:55]
Their prior lease expired on
[2:20:58]
OCTOBER 1st, 2025 and staff
[2:20:59]
have negotiated this new
[2:21:01]
agreement to ensure continuity
[2:21:06]
of these essential services.
[2:21:07]

the ywca to continue operating
[2:21:11]
these services under a ten year
[2:21:12]
term with one five year
[2:21:12]
extension option.
[2:21:15]
The annual rent is set at
[2:21:16]
the city's nonprofit

administrative fee at $4,827
[2:21:22]
with $0.50 with a 3.5% annual
[2:21:23]
increase.
[2:21:23]
The lessee will be responsible
[2:21:28]
for all costs associated with
[2:21:28]
maintenance operations and
[2:21:29]
improvements to the property.
[2:21:32]
For reference for reference an
[2:21:33]
appraisal completed was
[2:21:36]
completed in SEPTEMBER of 2025
[2:21:39]
Value the property at
[2:21:40]
approximately 3.6 million.
[2:21:40]
In summary the lease enables
[2:21:44]
the continued operation of a
[2:21:45]
long standing high impact
[2:21:46]
service provider delivering
[2:21:46]
critical housing and supportive
[2:21:50]
services to vulnerable
[2:21:50]
populations while ensuring
[2:21:51]
the city's asset remains,
[2:21:55]
maintain and operationally
[2:21:55]
self-sufficient.

programs for underprivileged

I would just suggest that we
[2:22:41]
kind of look at not creating
[2:22:45]
those situations in the city.
[2:22:46]

hear so few people speak on sb
[2:22:50]
54 after the proclamation
[2:22:53]
because I think that with due
[2:22:54]
process both federally and
[2:22:59]
locally we'll have a lot less
[2:23:00]
of these needs And I think that

we yes, we need to take care of
[2:23:04]
things like this but we also
[2:23:08]
need to care of like driving
[2:23:09]
revenue into the city as well.
[2:23:09]
There's been a really long
[2:23:13]
delay at a for an organization
[2:23:17]
or a space in Balboa Park
[2:23:18]
called Starlight Amphitheater.
[2:23:18]
And if you look at the names
[2:23:22]
that have performed there
[2:23:22]
Beastie Boys, the Rolling
[2:23:23]
Stones, The Ramones, Elvis
[2:23:27]
Costello incredible acts and I
[2:23:28]
know there was okay, they have
[2:23:32]
to pause for airplanes to fly
[2:23:33]
over but that venue is so
[2:23:37]
amazing Like it is so amazing
[2:23:37]
and I just genuinely believe
[2:23:38]
that it could drive so much
[2:23:42]
revenue into the city.
[2:23:43]
You know there is a lot of work
[2:23:47]
that's gone into it so far over
[2:23:47]
the past several years but with
[2:23:48]
just a little help maybe just
[2:23:52]
some sponsorship that could
[2:23:52]
help situations and maybe
[2:23:56]
actually help employ women that
[2:23:57]
are women and men that are
[2:24:00]
going to go into this facility
[2:24:01]
and provide employment
[2:24:06]
opportunities and great venues
[2:24:07]
for graduations, speaking
[2:24:11]
engagements and an extension of
[2:24:12]
the convention center.
[2:24:12]
I think we could upsell
[2:24:16]
the space for large speaking
[2:24:16]
engagements for orthopedic
[2:24:20]
surgeons or the ted conference
[2:24:20]
or Comic-Con.
[2:24:21]
So just something to think
[2:24:21]
about.

with a quick look you can see

the types of things that have

taken place with the wide uh

wca and different things like
[2:25:11]
that and you know it's when we
[2:25:12]
have these programs that are
[2:25:15]
supposed to be housing people
[2:25:16]
and it's like of course that's
[2:25:17]
what we should be doing but we
[2:25:17]
should actually be doing that
[2:25:21]
not making it harder for people
[2:25:21]
to get into housing to get off
[2:25:22]
the streets.
[2:25:23]
It's like all of these things
[2:25:26]
when we're contracting with
[2:25:27]
these nonprofits I feel like
[2:25:27]
there's no checks and balances.
[2:25:30]
It's like you guys go ahead and
[2:25:31]
get in contracts with these
[2:25:31]
people and then it's like you
[2:25:32]
just kind of go It's up to them
[2:25:35]
to do whatever.
[2:25:36]
Like you're not also complicit
[2:25:36]
in it.
[2:25:40]
I mean literally Tent City
[2:25:40]
should be shut down.
[2:25:41]
It should be ran by somebody
[2:25:41]
else.
[2:25:45]
I mean I talk to people day in
[2:25:45]
and day out These people are
[2:25:46]
actually afraid to come because
[2:25:50]
they're afraid they're going to
[2:25:50]
lose their spot there.

out so that I don't get to talk

there to get people to come to

But the fact is is that you

guys should be doing something

still running and they're still

getting money so you can't be

the uh the tent city the city

sponsored encampments are doing
[2:27:30]
and by you know I don't know it
[2:27:31]
just to set a standard a course
[2:27:35]
of how to talk about the issue
[2:27:35]
and to prepare ourselves how to
[2:27:39]
talk about an unhoused issues
[2:27:40]
into this coming year.

doing with those issues
[2:27:45]

really important point about
[2:27:50]
you know, there just needs to
[2:27:50]
be a better sense of

organization of how Tent City
[2:27:59]
is kept and worked on.

from San Jose they they've
[2:28:08]
taken on the tent cities ideas

too but to a much smaller
[2:28:10]
degree in much smaller land

[2:28:18]
chosen this large bulk system
[2:28:19]
of tent city How about little
[2:28:23]
smaller neighborhood ones?
[2:28:24]

those kind of words but it can

be much easier to maintain

possibly And there's just be a
[2:28:34]
sense of uh a familiar sense
[2:28:37]
more possibly to it.

on county land up in Claremont

your San Diego housing

Commission is charging seniors

and people with mental

disability people that had
[2:31:40]
mental retardation instead of
[2:31:43]
the annual increase of only 3.5
[2:31:46]
or lower they're increasing
[2:31:47]
their rent by 8.8% for no
[2:31:51]
reason When most of the money
[2:31:52]
that came for building this
[2:31:56]
came from the county of San
[2:31:57]
Diego and from state tax
[2:31:57]
credits Not really the San
[2:32:01]
Diego Housing Commission put a
[2:32:02]
little bit of money in it but
[2:32:05]
it looks like they're trying to
[2:32:06]
make money off the poor and
[2:32:11]
the disabled and if these if
[2:32:16]
you're giving this to ymca for
[2:32:16]
an annual rent increases of
[2:32:17]
only 3.5%, I would like
[2:32:21]
somebody to to push this to
[2:32:22]
your city attorney and
[2:32:26]
the mayor's office and figure
