[24:00] the proclamation items before
[24:01] we take up public comment.
[24:05] I want to note for the record
[24:05] that item s5o4 has a correction
[24:09] to the name of the date being
[24:13] proclaimed for consideration is
[24:14] proclaiming MARCH 26th 2026 as
[24:18] Delta Epsilon Chapter of Kappa

[24:24] Councilmember Foster Please
[24:27] permit That is correct.
[24:28] All right.
[24:28] Thank you.

[24:43] You will have three minutes
[24:46] when you get up here You're
[24:48] speaking on items 30 3132 as
[24:54] 501 and as 502.
[24:55] Please proceed.
[24:55] Hello.
[24:56] Thank you for letting me speak.
[24:59] I would like to say that I had
[25:00] declined on commenting on This
[25:04] is such a lovely day with folk
[25:05] to celebrate things and have a
[25:08] good time and thank you all for
[25:09] letting me stand amongst you.
[25:13] Please encourage City Council
[25:14] to allow the flow of
[25:18] information Getting through to
[25:18] your office.
[25:19] All of these things are very
[25:22] important but so is
[25:23] the public's comments concerns,
[25:28] complaints things we need to
[25:28] bring to attention to city
[25:29] council men and women that
[25:32] represent us as the people.
[25:33] So I'm going to decline to
[25:34] speak any further other than
[25:37] non agenda public comment and I
[25:48] thank you all Taylor Item s501.
[25:48] Good morning.
[25:49] I just wanted to take a moment
[25:52] and sincerely thank you for
[25:52] recognizing something that
[25:53] impacts so many families yet is
[25:56] often carried in silence when
[25:57] we say that 1 in 6 people
[26:00] struggle with infertility and 1
[26:01] in 4 pregnancies and a
[26:01] miscarriage.
[26:02] These aren't just statistics.
[26:05] They represent real people,
[26:06] real grief, real journeys and
[26:06] deserve to be seen and
[26:07] supported.
[26:10] Your decision to bring
[26:10] awareness through this
[26:11] proclamation sends a powerful
[26:15] message that those walking this
[26:15] path are not alone and other
[26:16] stories matter.
[26:20] It helps break the stigma,
[26:21] invites conversation and create
[26:21] space for compassion and
[26:25] community on behalf of everyone
[26:26] that's experienced
[26:26] The heartbreak of the waiting
[26:29] the hope that comes with
[26:30] building a family in unexpected
[26:30] ways.
[26:34] Thank you for your recognition
[26:35] It means more than words can
[26:36] fully express and it brings
[26:39] light to the journey that many
[26:40] carry quietly.
[26:40] So thank you for standing with
[26:41] us.
[26:41] Thank you.
[26:46] Allegedly Audra you're speaking
[26:47] on s five awareness 5a2 is 5a4
[26:47] and 32.
[26:50] Please proceed.
[26:54] >> It's interesting
[26:55] the proclamations you guys
[26:55] bring forward and then
[26:56] the things that we don't talk
[26:59] about that have to do with
[27:00] these types of things like 32
[27:03] an s5o2 about teachers and
[27:04] education and what's really
[27:07] going on in schools and what
[27:08] children are and are not being
[27:09] taught and the fact that they
[27:12] are you know, learning more
[27:13] about sexualization than their
[27:16] ABCs and one two threes and
[27:17] learning how to be a productive
[27:18] human.
[27:18] So it's very sad to see what's
[27:22] happens in the public education
[27:22] system because children are
[27:23] given pornographic books.
[27:26] In fact they can't even go read
[27:27] them at their school boards
[27:27] because they're so graphic And
[27:31] with all of the sexual abuse
[27:32] that happens with children it
[27:33] is very dangerous because that
[27:36] is a place where they get
[27:36] groomed and things happen.
[27:37] When you are sexualizing
[27:38] children like that and you have
[27:41] adults that come in and take
[27:41] advantage of that And I just
[27:42] don't think that we talk about
[27:45] that as well as the Infertility
[27:46] Awareness week.
[27:46] I can't have kids and I know
[27:50] there's reasons there's medical
[27:51] reasons and medical things that
[27:51] are taking place that are
[27:55] causing infertility like all of
[27:55] the vaccines that you guys
[27:59] think are so great like a lot
[28:00] of the toxic chemicals that are
[28:01] in food or the water or the air
[28:04] that nobody wants to really
[28:05] acknowledge, you guys actually
[28:06] talks of the water.
[28:06] You don't make it something
[28:09] that is is something that
[28:10] people can drink and do it in a
[28:11] way that they're going to be
[28:11] healthy.
[28:14] So it's like as we have these
[28:15] awareness things it's like we
[28:16] should be talking about why
[28:19] they actually exist because it
[28:19] doesn't do anybody a service
[28:23] just to have a day of awareness
[28:24] and it's sad And then with
[28:28] the capture the sorority stuff
[28:28] it's like that's a whole other
[28:32] aspect of something that can be
[28:33] super nefarious And it's like
[28:33] we live in a world where you
[28:37] know it is very inverted and
[28:38] it's like people don't like to
[28:39] talk about that and the real
[28:42] things that are going on But
[28:43] it's true And these places are
[28:44] places where you know, they put
[28:47] people into secret societies
[28:48] because they do a lot of
[28:48] nefarious things in these
[28:52] sororities or frat houses.
[28:53] And I mean I saw a video of
[28:54] these guys.
[28:54] They were sitting there bloody
[28:57] the police had come and they
[28:58] were all sitting there silent
[28:59] because they thought it was
[29:02] part of the test to stay loyal
[29:03] to that entity.
[29:03] And so nobody wanted to talk
[29:07] about why they were all bloody
[29:07] standing up against a wall and
[29:08] things like that And it's like
[29:11] this leads to a lot of
[29:12] the nefarious things that we
[29:13] see that are going on on our
[29:16] world And I just think it's sad
[29:17] that people don't want to
[29:17] acknowledge that we look at
[29:20] some things and not all things
[29:21] And the more that we recognize
[29:21] this place that we're in and
[29:25] how inverted it is, it's
[29:26] because it is void of GOD and
[29:30] it's a reflection of that And
[29:31] it's sad because we shouldn't
[29:32] be turning away from our
[29:35] creator and allowing the ruler
[29:36] of this world which is our
[29:40] adversary to run rampant and
[29:40] the things that happens to kids
[29:41] it's very sad or just
[29:44] the people in our communities
[29:45] and some of it's recognize and
[29:46] some of it isn't It just
[29:49] depends on if you check a
[29:50] certain box.
[29:51] So I just would hope that you
[29:51] guys would course correct at
[29:58] some point And I mean as I were
[29:58] one 3231 you'll have three
[29:59] minutes.
[29:59] Please proceed.
[30:00] Thank you.
[30:04] My name is Andrea Ebbing and
[30:04] the first one I will speak on
[30:07] is as 501 So national
[30:08] Infertility Awareness Week.
[30:09] I just pray for the families
[30:12] that are struggling to conceive
[30:13] and have children because
[30:16] having children is one of
[30:17] the most special rewarding
[30:21] blessings in this entire world
[30:22] And I'm so blessed to have had
[30:23] three beautiful daughters
[30:26] Bianca Viera and Camille who
[30:27] now reside in two separate
[30:31] states with their felony
[30:31] charged fathers who are both
[30:32] perpetrators of domestic
[30:35] violence with me as their name
[30:36] victim Which charges were
[30:37] removed from the charges system
[30:41] after the case was buried by sd
[30:45] pd and fda Because my ex is a
[30:45] $6 million County contracted
[30:46] rehab owner who is a partner of
[30:50] a dope dealing enterprise in
[30:50] San Diego.
[30:51] That's a fact According to dea
[30:54] convictions.
[30:55] But I love my daughter so
[30:56] dearly even though we are all
[30:59] so deeply traumatized by
[31:00] the abandonment of the city and
[31:04] county and what took place, I
[31:08] also hope that even though I
[31:09] don't plan on having more
[31:10] children that my organs are
[31:14] still intact After I was
[31:14] brutally beaten by the San
[31:18] Diego Police Department Anthony
[31:22] Warner in public on MARCH 21st
[31:23] in front of 40 children who I
[31:27] was encouraging to use their
[31:27] First Amendment rights do
[31:28] the right thing.
[31:31] I think in some of the video
[31:32] clips I look like I'm talking
[31:32] crazy But I was telling them
[31:36] you don't want to wind up in a
[31:37] position where you're in jail
[31:38] or you're in trouble because I
[31:41] live in a you know, in a low
[31:42] income community and Linda
[31:45] Vista and I think these kids
[31:46] are awesome and I want them to
[31:46] succeed.
[31:47] But I was brutally beaten and
[31:50] every time I told the officer
[31:51] where I was hurting most he
[31:51] would hurt me there most.
[31:55] There is an open rape kit for
[31:55] me because when the ambulance
[31:59] arrived emt had a needle in his
[32:00] hand even though I was
[32:04] handcuffed had a bag on my
[32:05] head, several broken bones in
[32:08] my face and I was in a burrito.
[32:09] They still wanted to do
[32:10] chemical restraint on me.
[32:14] We're missing a period of time
[32:14] And I was telling the officer
[32:19] What if I'm pregnant?
[32:19] And at that point he just
[32:20] started hurting me more in that
[32:21] area digging his knee, kicking
[32:24] me And when they did the rape
[32:24] kit they found that I have some
[32:28] internal damage.
[32:28] So I just hope that I don't
[32:29] plan on having more children.
[32:33] I just hope that I wasn't
[32:36] altered in any way in terms of
[32:37] APRIL 10th Francisco Castro
[32:41] that day I think that's
[32:42] wonderful And I just thought
[32:42] that was my birthday and I
[32:46] thank GOD that I will see it
[32:46] here on Friday.
[32:47] I'll be 46 years old and I
[32:51] lived through a ruptured
[32:54] aneurysm, a second rupture on
[32:55] NOVEMBER 4th and they tried to
[32:56] failure to appear me and put
[32:56] $100,000 warrant when I was
[33:00] getting brain surgery at
[33:00] Scripps La Hoya.
[33:01] >> So thank you.
[33:01] That concludes with a comment
[33:04] here in council chambers I've
[33:05] started the five minute timer
[33:08] going to 7499 if you can please
[33:09] unmute your only speaker
[33:13] currently online for approx
[33:13] 7499.
[33:14] Please let me know which item
[33:18] or items you wish to speak to.
[33:23] >> Items 3132 as final one I
[33:24] strive to and as vivo for thank
[33:25] you you'll have three minutes.
[33:26] >> Please proceed Bob Kozinski
[33:26] here.
[33:31] >> I'd like to amplify some of
[33:31] what some of the other speakers
[33:32] have said about the hypocrisy
[33:36] of this council regarding De La
[33:36] Hoya Shaw's proclamation and
[33:41] all of these proclamation.
[33:42] It's just one example of your
[33:42] hypocrisy.
[33:43] I'm going to read a letter from
[33:46] La Hoya Shaw's Association to
[33:49] Joe LaCava dated NOVEMBER 13th,
[33:50] 2025 just a few months ago.
[33:54] Quote To whom it MAY concern
[33:54] The La Hoya Shaw's Association
[33:55] respectfully submits this
[33:56] letter in support of
[33:59] establishing the Torrey Pines
[33:59] City Park Advisory Board and
[34:00] its role in overseeing
[34:04] Operation at the Torrey Pines
[34:05] Glider port.
[34:05] Our association believes this
[34:09] matter is vital to the safety
[34:09] of park users, visitors and
[34:13] the surrounding community.
[34:14] We encourage the city of San
[34:15] Diego to carefully evaluate
[34:19] whether solo flier pilots
[34:19] should be required to pay
[34:24] annual membership fees and or
[34:24] maintain insurance coverage to
[34:25] fly at the glider port.
[34:28] These measures would help
[34:29] ensure accountable and
[34:33] responsible use of this unique
[34:33] coastal resource while
[34:34] preserving safe and equitable
[34:38] access to a valued city park.
[34:39] Thank you for your attention to
[34:40] this issue and your continued
[34:44] stewardship of Torrey Pines
[34:44] City Park.
[34:44] Sincerely John Pierce,
[34:45] PRESIDENT Of the La Hoya,
[34:48] assures Association Joe LaCava
[34:49] has completely ignored this
[34:53] letter and many other letters
[34:54] throughout his term.
[34:58] And yet he has the audacity to
[34:58] proclaim it to be La Hoya
[34:59] Shores Association 60th
[34:59] anniversary day.
[35:03] While totally ignoring
[35:03] the wishes of that body and of
[35:07] all the people they represent
[35:08] it is disgusting how this
[35:12] council has used these
[35:13] proclamations to pretend that
[35:13] they're on the side of
[35:17] the people on the side of these
[35:18] good organizations while you
[35:22] just thumb your nose at what
[35:22] they bring to this city and
[35:26] recommend that this council do
[35:27] with great disgust.
[35:27] I'm done.
[35:30] Thank you.
[35:35] >> Travis Bouchard Please let
[35:36] me know which item or items you
[35:37] wish to speak to.
[35:40] >> Travis I'm just speaking for
[35:45] open time on I want to speak to
[35:45] the cameras.
[35:46] >> Okay.
[35:46] They'll be during on agenda
[35:47] during the end of the morning
[35:47] session.
[35:50] Patricia de Armond are you
[35:54] speaking on the proclamations?
[35:55] >> I'm speaking on knowledge
[35:59] and the public comment.
[36:00] >> Okay.
[36:00] That will be at the end of
[36:01] the meeting.
[36:01] Thank you.
[36:04] That does conclude public
[36:04] comment on the proclamations.
[36:05] >> All right.
[36:06] Thank you, City Clerk I'll turn
[36:08] it over to my colleague for
[36:09] comments and entertain a motion
[36:13] and we'll start out with
[36:14] council member Moreno Thank
[36:14] you.

[43:21] As I've shared in the past,
[43:21] it's a life my family's
[43:25] experience pregnancy loss and
[43:26] knowing how painful that
[43:30] experience is, how common it is
[43:31] but often untaught and spoken
[43:31] about.
[43:34] I do very much appreciate that
[43:35] we're bringing this forward and
[43:39] letting folks know who've
[43:40] experienced that very, very,
[43:44] very painful experience and
[43:45] journey that the city is with

[45:22] more families than many realize
[45:23] We recognize the strength and
[45:24] resilience of those navigating
[45:27] infertility often quietly and
[45:28] with great courage.
[45:28] Too many still face barriers to
[45:32] care including cost and limited
[45:33] access to treatment.
[45:33] This week is about raising
[45:37] awareness, reducing stigma and
[45:38] making sure people feel seen
[45:42] and supported.
[45:43] Lastly items five for Delta
[45:43] Epsilon Chapter of Kappa Alpha
[45:47] Safe Fraternity Inc. Day.
[45:47] I'm proud to be here not just
[45:52] as a council member but as a
[45:52] lifetime member of Kappa Alpha
[45:53] psi Fraternity Inc. An
[45:57] organization that helped shape
[45:57] the man I am today.
[46:02] My time I was initiated spring
[46:06] in 1994 at the btk chapter of
[46:07] Hampton University.
[46:08] And I must say being a member
[46:11] of this organization has helped
[46:12] to ground me in discipline,
[46:13] accountability, service.
[46:15] And these are the values that I
[46:20] carry every day.
[46:21] When I look at Delta Epsilon
[46:21] chapter here in San Diego, i
[46:24] see that same commitment.
[46:25] Today we recognize the Delta
[46:26] Epsilon chapter's legacy of
[46:29] leadership and impact in
[46:30] the city of San Diego.
[46:33] Celebrating 75 years of service
[46:34] in the city of San Diego.

[46:38] leaders across education law,
[46:39] public service and more
[46:43] including former council member
[46:44] George l Stevens.
[46:47] A 1953 initiate who represented
[46:47] District four a legacy I am
[46:51] proud to carry forward today.
[46:51] They've done the work, mentored
[46:55] young men and created real
[46:56] opportunities for those coming
[46:56] behind them.
[46:57] You can see that impact across
[47:01] this city in the lives that
[47:02] have been shaped and the doors
[47:02] that have been opened.
[47:06] So today again I want to say
[47:06] congratulations on 75 years and
[47:10] here's to continuing to build
[47:11] lead and set the standard for
[47:11] the next generation.
[47:16] And I close with a yellow to
[47:16] the news that concludes that
[47:22] concludes my comment.
[47:23] >> Thank you, Councilmember
[47:23] Foster.
[47:24] We'll go next to council member
[47:25] Campbell.
[47:27] Thank you, Council PRESIDENT.
[47:31] I just as a family physician I
[47:32] really should say a few words
[47:33] about National Infertility
[47:33] Awareness Week.
[47:36] I'm so delighted that families
[47:37] that are facing these problems
[47:41] are able to be helped by
[47:41] medical science.
[47:42] And let us hope that we
[47:43] continue to advance so that it
[47:46] isn't quite so difficult is it
[47:47] as it is, you have to be
[47:48] extremely brave to go through
[47:51] this.
[47:51] Thank you To those families
[47:55] that do and to those who who
[47:56] who step up and try this.
[48:00] GOD bless you and thank you so
[48:01] much and thank you to
[48:05] the medical community and of

[48:09] with advancements.
[48:10] Thank you so much Council
[48:11] PRESIDENT And congratulations
[48:14] to everyone.
[48:15] All right.

[48:25] the individuals, organizations
[48:26] and causes that are being
[48:26] recognized.

[48:33] Item 30 today is La Hoya Shaw's
[48:34] 60th anniversary day

[49:09] Item s501.
[49:10] Today I am honored to join
[49:14] Councilmember Campbell in
[49:15] proclaiming the week of APRIL
[49:16] 19th through the 25th National
[49:19] Infertility Awareness Week in
[49:20] the city of San Diego and shed
[49:23] light on an invisible struggle
[49:24] that affects millions of
[49:25] individuals and their families
[49:25] Acknowledging their experiences
[49:29] and important step towards
[49:29] building a more supportive and
[49:30] aware community for all.
[49:33] Another important step is
[49:34] making sure individuals have
[49:34] access to the proper resources
[49:38] and support systems for those
[49:39] navigating the challenges of
[49:39] infertility.

[50:03] to feel acknowledged, supported
[50:07] and empowered.
[50:07] And with that we have a motion

[55:21] you
[57:52] >> Okay, back to council
[57:52] business.
[57:53] We will now proceed with
[57:56] the approval of the consent
[57:57] items But first I will turn to
[57:58] MR. Cote as advisor from
[58:01] the mayor's office for a
[58:01] statement.
[58:02] Thank you.
[58:02] Council PRESIDENT.
[58:04] I do have statements on two
[58:05] items quickly on item 113 there
[58:09] has been a correction made to
[58:09] the staff report and
[58:10] the resolution for the Youth
[58:11] Commission appointment.
[58:14] It has been corrected from
[58:15] Council District four Webster
[58:15] to Council District one at La
[58:18] Hoya.
[58:19] And then on item 100 on
[58:22] FEBRUARY 23rd the Council
[58:23] approved the third addendum to
[58:23] the third amended and restated
[58:24] management agreement between
[58:27] the city and the Convention
[58:28] center due to an administrative
[58:31] error An earlier version of
[58:32] the third addendum that did not
[58:33] include all of the language
[58:33] that the city and
[58:34] the Convention center had
[58:37] agreed to and which
[58:37] the Convention Center
[58:38] Corporation's board approved
[58:41] was uploaded with the materials
[58:41] for that item.
[58:42] The final agreed upon version
[58:45] of the third addendum was
[58:46] included when this item 1 to 80
[58:46] on JANUARY 29th and was
[58:49] described in the staff report
[58:50] when it was presented to
[58:51] council in FEBRUARY.
[58:51] The final version is uploaded
[58:54] correctly with this item today.
[58:55] So again this is the version
[58:56] that was approved by
[58:59] the convention center by
[59:00] committee but was incorrectly
[59:00] uploaded when it came to
[59:04] council the last time.
[59:04] All right.
[59:05] Thank you sir for those
[59:06] corrections and clarifying
[59:09] statements.
[59:09] So first, are there any request
[59:10] to pull an item by council not
[59:13] seen any request?
[59:14] >> So with that Clark, please
[59:15] proceed with public comment.
[59:18] Thank you.
[59:19] Council PRESIDENT Please.

[59:20] minute per item per person If
[59:23] you would like to speak on

[59:24] have a maximum time of three
[59:24] minutes.

[1:01:16] Item 120 is the potential
[1:01:17] appointment of Lydia Ball.
[1:01:17] Their note to the San Diego

[1:01:21] We did receive comments on
[1:01:24] items 5419 in favor and items
[1:01:29] at 114 one in favor We are e
[1:01:29] comment form which have been
[1:01:33] distributed to the Council now
[1:01:34] going to those who are
[1:01:35] participating in public
[1:01:38] speaking here in chambers If I
[1:01:39] can have the following
[1:01:40] individuals please come forward
[1:01:40] to the front row in the yellow
[1:01:43] reserved seats and the other
[1:01:44] seats Bethany Case, Luis
[1:01:48] Guerrero, Patricia Mondragon
[1:01:53] Cristoforo Gomez Oh Myra Yousef
[1:01:54] and Romo Abdi if you can all
[1:01:58] please come forward to
[1:01:59] the front row Bethany case if
[1:01:59] you can please come to
[1:02:00] the microphone.
[1:02:01] You're speaking on item one
[1:02:06] seven.
[1:02:06] >> Good morning.
[1:02:07] My name is Bethany Case.
[1:02:11] I'm the senior community
[1:02:11] relations facilitator at
[1:02:12] Southwest Middle School.
[1:02:15] I facilitate our State
[1:02:16] Community Schools grant which
[1:02:17] aims to transform our school
[1:02:20] into a community hub.
[1:02:21] I'm here to support the Grove
[1:02:21] Neighborhood Park.
[1:02:24] There are several large
[1:02:25] apartment complexes within
[1:02:25] walking distance of the park.
[1:02:26] And because many of our
[1:02:29] students live in these
[1:02:30] complexes they are deprived of
[1:02:30] space to play, pick up games
[1:02:31] and gather with friends.
[1:02:34] They don't have a mall nearby
[1:02:35] to hang out and they end up
[1:02:36] finding places that are unsafe
[1:02:39] or where they are unwelcome.
[1:02:40] The area surrounding the park
[1:02:40] doesn't have open space for
[1:02:43] the community to gather.
[1:02:44] And because of the pollution at
[1:02:45] the beach, the large free area
[1:02:48] that large free area of
[1:02:49] recreation is not safely
[1:02:49] available.
[1:02:50] Additionally we have an
[1:02:53] incredible before and after
[1:02:54] school program called Hope who
[1:02:55] will be able to use this space
[1:02:57] to expand programing Expanded
[1:02:58] programing helps keep students
[1:02:59] who's homeschooled Southwest
[1:03:02] Middle school from going
[1:03:03] elsewhere and it brings
[1:03:03] students from outside of our
[1:03:07] zoning onto our campus which
[1:03:08] shrinking enrollment.
[1:03:08] >> This is a huge benefit for
[1:03:09] them.
[1:03:15] Thank you so much Luis Guerra
[1:03:16] Good morning.
[1:03:16] My name is Luis Cara.
[1:03:20] I am the advocacy and external
[1:03:20] relations director at
[1:03:21] the Immigrant Defenders Law
[1:03:22] Center, the largest nonprofit
[1:03:25] deportation defense
[1:03:25] organization in California.
[1:03:26] Proudly serving the San Diego
[1:03:27] immigrant community.
[1:03:30] I'm here in strong support of
[1:03:31] the passing of the Due Process
[1:03:31] and Safety ordinance.
[1:03:35] We want to think council member
[1:03:36] Shawn Isla Rivera for listening
[1:03:36] to the community and working
[1:03:39] collaboratively to bring this
[1:03:40] forward.
[1:03:40] This ordinance provides
[1:03:41] critical protections for our
[1:03:44] most vulnerable neighbors in
[1:03:44] much needed clarity for our
[1:03:49] city employees by setting clear
[1:03:49] limits on involvement in
[1:03:50] immigration and immigration
[1:03:54] enforcement especially at a
[1:03:55] time where are when we're
[1:03:59] seeing extraordinary abuses of
[1:03:59] power at the federal level.
[1:04:00] We urge you to support this
[1:04:00] ordinance.
[1:04:04] Thank you, Patricia And
[1:04:09] Patricia, you have time people
[1:04:10] seeing your time Erin somewhat
[1:04:10] somewhat too aggressive.
[1:04:13] Thank you.
[1:04:14] And Jessie Schmidt, thank you.
[1:04:14] You'll have three minutes.
[1:04:15] Please proceed.
[1:04:18] Thank you.
[1:04:19] Good morning.
[1:04:19] Council members Patricia Mulder
[1:04:20] I one regional policy manager
[1:04:22] for Alliance San Diego.
[1:04:23] I'm here to express our strong
[1:04:28] support from Alliance San Diego
[1:04:28] for the Due Process and Safety
[1:04:29] Ordinance.
[1:04:32] This ordinance is about
[1:04:33] upholding the most basic
[1:04:33] promise our city can make to
[1:04:37] its residents that everyone
[1:04:38] deserves to be treated with
[1:04:42] fairness, dignity and respect
[1:04:43] no matter who they are or where
[1:04:44] they came from.
[1:04:47] It reinforces our shared values
[1:04:48] of justice and equality by
[1:04:51] ensuring that city departments
[1:04:52] and contractors respect
[1:04:56] people's rights and due process
[1:04:56] Right now that due process our
[1:05:01] safety and our rights are under
[1:05:01] threat.
[1:05:02] San Diego has seen a threefold
[1:05:06] increase in immigration arrests
[1:05:06] ,arrests that have led to
[1:05:07] family separation and a
[1:05:11] significant increase in
[1:05:12] the detention of children.
[1:05:12] Residents are afraid to leave
[1:05:16] their homes even immigrants who
[1:05:17] have lived here for decades or
[1:05:20] with legal status are feel
[1:05:21] fearful that they could be
[1:05:22] targeted or separated from
[1:05:25] their loved ones.
[1:05:26] This fear erodes public trust
[1:05:30] and makes our city less safe.
[1:05:31] The Due Process and safety
[1:05:35] audit helps rebuild public
[1:05:36] trust by setting clear limits
[1:05:37] on how city resources are used
[1:05:40] and by requiring transparency
[1:05:41] when federal agencies operate
[1:05:42] in our communities.
[1:05:45] By aligning the cal with
[1:05:46] the California Values Act, it
[1:05:49] ensures that San Diego is doing
[1:05:50] its part to uphold the due
[1:05:55] process and public safety of
[1:05:55] our residents.
[1:05:56] >> And in reporting on Joint
[1:05:59] Task Force's clarifies the San
[1:06:00] Diego Police Department's role
[1:06:00] when immigration enforcement
[1:06:04] occurs and requires federal
[1:06:04] agents to have judicial
[1:06:09] warrants before entering public
[1:06:09] spaces.
[1:06:10] These are practical, lawful
[1:06:14] steps to protect everyone's
[1:06:14] rights while strengthening
[1:06:15] community safety.
[1:06:19] Equally important,
[1:06:19] the ordinance protects
[1:06:23] the privacy and freedom of all
[1:06:23] San Diego since it prohibits
[1:06:24] the sharing of data based on
[1:06:28] protected activity or
[1:06:28] characteristics and safeguards
[1:06:32] Reproductive rights free speech
[1:06:33] and personal autonomy.
[1:06:33] >> These protections are
[1:06:37] essential to a healthy
[1:06:38] democracy and to a safe city
[1:06:42] Passing the Due Process and
[1:06:43] Safety ordinance is about
[1:06:44] leading with courage.
[1:06:48] It's about ensuring our city
[1:06:48] operates with integrity,
[1:06:52] transparency and compassion.
[1:06:53] It tells every resident San
[1:06:53] Diego will stand up for your
[1:06:56] rights.
[1:06:57] Thank you Council member
[1:06:57] Cornelia Rivera for your
[1:07:01] dedication in passing this
[1:07:02] ordinance.
[1:07:02] Working with advocates and
[1:07:06] community and reaffirming San
[1:07:06] Diego's commitment to justice,
[1:07:11] accountability and equal
[1:07:11] protection for all, we urge
[1:07:12] the Council to pass the due
[1:07:17] process and safety ordinance
[1:07:17] today.
[1:07:17] >> Thank you.
[1:07:18] Thank you.
[1:07:21] Cristoforo Gomez.
[1:07:22] You have time to buy a Marco
[1:07:22] Briones.
[1:07:22] Thank you.
[1:07:25] You'll have two minutes.
[1:07:26] >> Good morning, council
[1:07:26] members.
[1:07:27] My name is Cristoforo Gomez and
[1:07:30] I'm an organizer with the San
[1:07:30] Diego and Imperial Counties
[1:07:31] Labor Council.
[1:07:33] We represent over 130 unions
[1:07:33] and 200,000 working families
[1:07:34] across the county.
[1:07:37] We're also here as proud
[1:07:38] members of the San Diego
[1:07:38] Immigrants Rights Consortium.
[1:07:39] So first I want to thank
[1:07:43] Councilmember Eli Rivera and
[1:07:43] his team for their work on
[1:07:44] the due process to safety
[1:07:46] ordinance and to the rest of
[1:07:47] the council for moving it to
[1:07:47] this point.
[1:07:48] We are in a moment where it's
[1:07:51] truly incumbent on local
[1:07:52] governments to do everything in
[1:07:53] their power to protect their
[1:07:53] constituents.
[1:07:57] Our workers and their families
[1:07:57] from the terror and violence of
[1:07:58] this federal administration.
[1:08:01] And so we think the council for
[1:08:02] joining in on a regional effort
[1:08:02] to do just that.
[1:08:06] So we urge your support today
[1:08:07] to vote yes on the due process
[1:08:07] safety ordinance.
[1:08:08] Thank you.
[1:08:11] Thank you.
[1:08:11] If I can have the following
[1:08:12] individuals please come up to
[1:08:13] the front row as well.
[1:08:16] Well Tazeen these are.
[1:08:16] Come up to the microphone and
[1:08:17] then we have Amira Sophie Ramo
[1:08:22] of the Anita Oceanic Turner
[1:08:22] Ramo Abdi.
[1:08:29] I think that's a that's a dope.
[1:08:30] Amir is also a Jew.
[1:08:33] After that Andrea Irving
[1:08:34] allegedly Audra we trend and
[1:08:38] it's say Calderon Vargas If you
[1:08:39] can all please come up to
[1:08:42] the front row.
[1:08:43] >> Tazeen please go to
[1:08:47] the microphone.
[1:08:48] Okay.
[1:08:48] Good morning council members.
[1:08:51] My name is to Zionism and I'm
[1:08:52] here on behalf of the Citigroup
[1:08:53] Immigrants Rights Consortium.
[1:08:56] When due process is abandoned,
[1:08:57] communities are left to live
[1:08:57] under fear rather than the law.
[1:09:01] Families become afraid to
[1:09:02] report crime.
[1:09:02] Workers avoid public spaces.
[1:09:06] People live with a constant
[1:09:07] threat that their rights can be
[1:09:07] taken away any minute.
[1:09:11] Just based on the way they
[1:09:11] look.
[1:09:12] This kind of environment does
[1:09:12] not make anyone safer.
[1:09:15] It destabilizes entire
[1:09:16] neighborhoods and erodes trust
[1:09:20] in every level of government.
[1:09:21] Local governments cannot turn a
[1:09:22] blind eye when federal agencies
[1:09:25] engage in unconscious
[1:09:26] delusional conduct.
[1:09:27] My I have been a 25 year U.S.
[1:09:31] Citizen and today I carry my
[1:09:31] passport card with me
[1:09:32] everywhere because I am afraid
[1:09:36] of being taken deported without
[1:09:36] due process.
[1:09:40] This is why institutions need
[1:09:41] to ensure that due process is
[1:09:42] exercised at every level of
[1:09:42] government.
[1:09:45] And you my friends, are
[1:09:46] responsible for making sure
[1:09:47] that San Diego City practices
[1:09:47] it on a daily basis.
[1:09:51] Thank you.
[1:09:51] >> o'mara Yes.
[1:09:52] If you have time ceded to you
[1:09:56] by Patricia Serrano Patricia if
[1:09:56] you can.
[1:09:56] Thank you.
[1:09:57] You'll have two minutes.
[1:10:00] Please proceed.
[1:10:00] Thank you.
[1:10:01] My name is Myra Safi with Pena.
[1:10:05] I'm here today to express our
[1:10:06] deep gratitude to you all and
[1:10:06] especially Councilmember Ella
[1:10:09] Rivera for bringing this due
[1:10:10] process and safety ordinance
[1:10:10] forward.
[1:10:15] When the community need it
[1:10:16] needs someone to like stand
[1:10:16] with us, Councilmember.
[1:10:19] You're always there and we
[1:10:20] appreciate that even when it's
[1:10:21] not the most popular opinion
[1:10:21] you're always there and you
[1:10:24] work with community.
[1:10:25] So I really want to thank you
[1:10:25] and all of you for initially
[1:10:29] getting it passed And now we're
[1:10:30] finally here at the other end
[1:10:30] to the finish line.
[1:10:34] So thank you all for that.
[1:10:35] And the Trump administration
[1:10:35] continues his attack on
[1:10:39] immigrant communities and all
[1:10:40] vulnerable communities.
[1:10:41] Now's the time more than ever
[1:10:44] that we need an ordinance like
[1:10:44] this in place.
[1:10:45] Honestly, I wish we had it a
[1:10:46] year ago because it would have
[1:10:49] provided valuable information
[1:10:49] to us today.
[1:10:50] Right.
[1:10:54] Our local city and our police
[1:10:59] department need transparency as
[1:11:00] to what is happening and what
[1:11:00] and which partnerships exist
[1:11:04] with the federal administration
[1:11:05] as they continue to attack our
[1:11:05] communities.
[1:11:09] So we're really excited that
[1:11:10] this ordinance is coming into
[1:11:10] fruition now.
[1:11:14] It will provide us valuable
[1:11:15] information but I hope we also
[1:11:17] see it as a first step, right
[1:11:18] that this is the first step
[1:11:19] that council can take to
[1:11:19] support immigrant communities
[1:11:23] lgbt communities vulnerable to
[1:11:24] other vulnerable communities
[1:11:25] Muslim communities like mine
[1:11:28] who are also under attack with
[1:11:29] this administration.
[1:11:29] You know, we have asked time
[1:11:34] and time again for the city to
[1:11:34] end its contract with Floc
[1:11:38] because our data is not safe
[1:11:39] with a company that continues
[1:11:39] to collude with the Trump
[1:11:43] administration that continues
[1:11:44] that collaboration on the back
[1:11:44] end.
[1:11:45] We have seen that no matter
[1:11:48] what we try to do at a local
[1:11:49] level to keep our data safe.
[1:11:50] We cannot keep us safe with
[1:11:54] Floc so we can we ask for you
[1:11:57] all to continue to see this as
[1:11:57] the first step but to really
[1:11:58] take other steps to ensure that
[1:12:02] our communities are protected.
[1:12:02] >> Thank you.
[1:12:12] Raimo Abdi.
[1:12:12] >> Hi.
[1:12:13] Good morning.
[1:12:18] My name is Rama Abdi, Director
[1:12:18] of Organizing with Pana.
[1:12:19] I'm here again to support
[1:12:22] Express my organizational
[1:12:23] support for due process And
[1:12:23] thank you Council member
[1:12:28] Chinelo for supporting these
[1:12:28] and always standing with our
[1:12:29] community.
[1:12:29] This ordinance is about
[1:12:34] protecting people who are
[1:12:34] already caring so much.
[1:12:35] It stand with those who are
[1:12:37] targeted or afraid.
[1:12:38] People seeking reproductive
[1:12:39] health care, our immigration,
[1:12:43] our immigrant communities,
[1:12:44] people living with
[1:12:44] disabilities, religious
[1:12:45] minorities and other who just
[1:12:46] want to live in peace and
[1:12:48] dignity.
[1:12:49] For San Diego and this is more
[1:12:50] than just a policy it is
[1:12:51] the first step towards being
[1:12:54] safe again.
[1:12:55] It helps clear its health, set
[1:12:55] clear boundaries to our
[1:13:00] community.
[1:13:00] Know that.
[1:13:01] Know what to expect especially
[1:13:01] when it comes to how the police
[1:13:04] department respond to
[1:13:04] immigration enforcement.
[1:13:05] It brings some light and
[1:13:06] transparency The situation that
[1:13:10] have caused fear and confusion
[1:13:10] for too long.
[1:13:11] At the end of the day this is
[1:13:15] about people is about making
[1:13:15] sure everyone no matter what.
[1:13:16] Thank you for that concluding
[1:13:17] comment.
[1:13:22] Thank you, Anita.
[1:13:29] >> Hi, my name is Anita with
[1:13:29] Cynic Turner.
[1:13:30] I didn't know I was going to
[1:13:30] speak.
[1:13:31] I thought we're just going to
[1:13:33] be a proclamation and everybody
[1:13:34] votes on it.
[1:13:34] But I have a few things to say.
[1:13:38] I'll keep it short.
[1:13:39] At a time when our nation is
[1:13:43] experiencing lawlessness
[1:13:44] constitutional violations,
[1:13:48] Democratic violate law
[1:13:49] violations it is so refreshing
[1:13:50] to think that the city Council
[1:13:54] is bringing this up and try to
[1:13:55] do the right thing.
[1:13:55] And special thank you to you
[1:13:59] for leading this And I hope
[1:14:04] that you and and the mayor will
[1:14:05] do the right thing and sign
[1:14:06] the due process and safety
[1:14:09] ordinance which protects and
[1:14:10] implements everyone's civil
[1:14:15] rights and ensures that our
[1:14:16] city is no longer complicit in
[1:14:20] unlawful or discriminatory
[1:14:21] discriminatory enforcement.
[1:14:21] Thank you.
[1:14:28] Thank you, Andrea.
[1:14:29] >> We're going to need your
[1:14:35] time.
[1:14:35] >> You're speaking on several
[1:14:38] items One, two, one one, 221
[1:14:39] over 1271111 1619 and 119
[1:14:42] you'll have three and I'd like
[1:14:43] to respond to that.
[1:14:43] >> Thank you.
[1:14:43] Okay.
[1:14:44] Thank you.
[1:14:47] So the hypocrisy is quite
[1:14:47] interesting because we talk
[1:14:48] about due process and we claim
[1:14:52] that it's for all which this is
[1:14:53] only being brought forward due
[1:14:54] to undocumented immigrants.
[1:14:58] And as a victim of somebody who
[1:14:59] had no due process and also has
[1:15:03] very close friends who have
[1:15:04] also been beat up by
[1:15:04] the sheriff.
[1:15:09] Andrea Ebbing was just
[1:15:09] assaulted brutally by the San
[1:15:10] Diego Police Department and
[1:15:15] nobody is up in arms about it.
[1:15:16] It is very disturbing to see
[1:15:20] that It's like if you are a
[1:15:20] certain demographic or if you
[1:15:21] check this box then it matters.
[1:15:25] >> But we don't even have due
[1:15:25] process here.
[1:15:26] That's what's so crazy And
[1:15:26] people are complaining about it
[1:15:30] and it's like Welcome to
[1:15:30] America.
[1:15:31] That's the way it works here.
[1:15:36] And so until you guys are going
[1:15:36] to make it equitable and
[1:15:39] inclusive to the people in your
[1:15:45] own community, Raul can peel.
[1:15:46] >> a woman was brutally
[1:15:46] assaulted at the Linda Vista
[1:15:50] skate park.
[1:15:51] There are no cameras there.
[1:15:55] There are no lighting.
[1:15:56] There have been four murders
[1:15:59] there to within two days.
[1:16:00] And it's like how can women be
[1:16:05] assaulted like this that are in
[1:16:06] your own community and you guys
[1:16:10] turn a blind eye if that with
[1:16:11] an undocumented woman if she
[1:16:11] was undocumented and that
[1:16:16] happened and wind up at
[1:16:17] the skate park you guys would
[1:16:17] be.
[1:16:18] >> It would be all over the
[1:16:20] news.
[1:16:21] So it is so appalling and just
[1:16:27] offensive to have that kind of
[1:16:27] stuff happen to you.
[1:16:31] And nothing gets done about it
[1:16:32] but it gets brushed under
[1:16:32] the rug.
[1:16:33] >> In fact the San Diego Police
[1:16:34] Department said I am a threat
[1:16:38] to them because I was assaulted
[1:16:39] by a sheriff.
[1:16:41] I still walk with the cane four
[1:16:47] years later.
[1:16:47] >> There's no due process.
[1:16:48] And when you guys sit here and
[1:16:50] you act like you care about
[1:16:56] people that prove it, prove it.
[1:16:57] The people in your own
[1:16:57] community should matter.
[1:17:01] No woman nobody should be
[1:17:02] assaulted like that brutally.
[1:17:07] And it's all for speaking out.
[1:17:08] >> I was speaking at a board of
[1:17:08] supervisors meeting and got
[1:17:14] drug out, had my head slammed
[1:17:14] into the ground, my back was
[1:17:15] met.
[1:17:15] I have dislocated ribs.
[1:17:18] I have nerve damage in my arms
[1:17:19] from him twisting my arm so
[1:17:19] bad.
[1:17:20] >> And you know what he tells
[1:17:24] me every time I have to see him
[1:17:24] at the Board of Supervisors.
[1:17:25] >> You're welcome.
[1:17:29] You're welcome for assaulting
[1:17:30] you And nothing happened to
[1:17:30] him.
[1:17:31] He got exonerated.
[1:17:31] I was told that I should have
[1:17:36] just complied because he had a
[1:17:36] badge.
[1:17:37] >> He wears a costume and I
[1:17:38] have been arrested there before
[1:17:41] for speaking publicly using my
[1:17:41] voice.
[1:17:42] And that is not the protocol
[1:17:46] that goes on.
[1:17:47] That man is proud of beating
[1:17:59] the out of me and driving one
[1:17:59] of 31291 14.
[1:18:00] You have three minutes.
[1:18:00] Please proceed.
[1:18:00] Thank you.
[1:18:04] I'd like to add 54 as well.
[1:18:05] My name is Andrea Irving
[1:18:05] speaking on due process first
[1:18:06] as well.
[1:18:09] I want to talk about a case
[1:18:09] which started about five years
[1:18:15] ago in which I was the victim
[1:18:15] in my children were I was
[1:18:16] strangled on video, had my head
[1:18:20] split open blood everywhere.
[1:18:21] My ex admitted to sdp and fda
[1:18:25] and Judge Paula Rosenstein who
[1:18:26] they now work directly with in
[1:18:26] drug care court for opioid
[1:18:32] distribution rehab kickbacks
[1:18:32] for Prop 36.
[1:18:33] The gentleman back here speak
[1:18:33] about Tent City.
[1:18:34] He's not wrong.
[1:18:37] He's right.
[1:18:38] That's correct.
[1:18:38] And to protect that enterprise
[1:18:44] which fentanyl deaths are
[1:18:44] uphill mill operation Elkhorn
[1:18:48] boulevard a psychiatry issuing
[1:18:49] injectable fentanyl and
[1:18:50] morphine DR. Prakash Batya
[1:18:54] that's who Summer Stephan used
[1:18:54] to commit.
[1:18:55] U.S. Attorney Nancy Sussman,
[1:19:01] the partner of my ex accused of
[1:19:02] Salerno pill mill operator
[1:19:03] 78,000 scription dead people
[1:19:05] and prisoners names homeless
[1:19:06] people in rehab Patients pick
[1:19:07] them up in non-emergency
[1:19:11] transport vehicles which
[1:19:11] the county awarded a $1.5
[1:19:12] million contract to under
[1:19:18] the name of Youth services.
[1:19:18] So these individuals I hope
[1:19:23] everybody Google those names
[1:19:24] are an enterprise.
[1:19:25] The rico enterprise due process
[1:19:25] is important because when
[1:19:29] felony charges go missing from
[1:19:30] the larger system and they
[1:19:31] choose to create a falsified
[1:19:35] case against me with motions in
[1:19:36] limine a which say there was
[1:19:40] never an order to be violated
[1:19:41] which they said I violated and
[1:19:41] that the jury should not know
[1:19:46] this information and then
[1:19:47] abandon my abducted children
[1:19:48] and me and tell me that we
[1:19:48] aren't the victims.
[1:19:52] I am the defendant and carry it
[1:19:53] on and don't allow me to get
[1:19:58] emergency brain surgery at
[1:19:58] Scripps La Hoya on NOVEMBER 4th
[1:20:03] but do issue a $100,000 warrant
[1:20:04] for me and then send me to Las
[1:20:04] Colinas for eight days when I
[1:20:08] have active shingles Extremely
[1:20:09] contagious And they wanted to
[1:20:14] deny me my antivirals for eight
[1:20:15] days in a row that were
[1:20:16] supposed to take four times a
[1:20:20] day and my antibiotics But they
[1:20:21] did give me a stool softener
[1:20:26] just to make fun of me.
[1:20:27] They thought my blood pressure
[1:20:28] was 210 over 110 tended to be
[1:20:32] medical care but also when I
[1:20:33] say this was fake I don't mean
[1:20:33] I'm not exaggerating.
[1:20:34] Here is a call from our bail
[1:20:39] bonds We just got the other day
[1:20:40] because they took Why did they
[1:20:40] take my bill away?
[1:20:45] They got hundred thousand
[1:20:45] dollars.
[1:20:46] >> They came up with my
[1:20:46] question.
[1:20:47] You were like really, really
[1:20:51] helpful And we're just like in
[1:20:52] part of piecing it together I
[1:20:52] just want to know it.
[1:20:53] I had like I'm really tortured
[1:21:01] And then I came up and read Why
[1:21:02] did they take my bill away?
[1:21:03] They got what they wanted to do
[1:21:06] by the way, your time your time
[1:21:08] has concluded.
[1:21:17] We trim back and have
[1:21:18] the following individuals
[1:21:19] Please come up to the front
[1:21:19] row.
[1:21:20] So I called around Burgos Guys
[1:21:23] Blair Beekman and Nicole Lilly.
[1:21:23] Please proceed.
[1:21:27] Hi, my name is DR. Director
[1:21:27] which is my organization work
[1:21:28] with a lot of immigrant women
[1:21:32] community all over counties
[1:21:33] Diego Recently we have to
[1:21:33] organize canvasing to support
[1:21:38] small businesses giving them
[1:21:39] information How to protect
[1:21:40] immigrant workers is a real
[1:21:46] fear in my community When you
[1:21:47] canvasing when I get missing in
[1:21:47] the neighborhood, when I come
[1:21:52] up to the people I can see them
[1:21:52] scaring away trying to hi
[1:21:53] because Asian people we learned
[1:21:56] what I have now just by I don't
[1:21:57] want my people to live like
[1:21:58] this in a country when it come
[1:22:03] to sick for for freedom for a
[1:22:03] live opportunity.
[1:22:04] So this is the best thing we
[1:22:05] can do for now to protect a
[1:22:09] region of people eventually
[1:22:17] celebrating diversity and you
[1:22:18] know it's a proper thing to do
[1:22:19] to government how governments
[1:22:21] to pull protect our people.
[1:22:22] >> So please pass that on and
[1:22:23] thank you.
[1:22:23] Thank you.
[1:22:26] Thank GOD that nobody's.
[1:22:27] >> Good morning.
[1:22:35] My name is DR. C.K. Color on
[1:22:36] Burgers and I'm here on behalf
[1:22:36] of the San Diego lgbt Community
[1:22:38] Center in support of item 54.
[1:22:39] Our center serves thousands of
[1:22:44] lgbt San Diego and many of whom
[1:22:44] are living in fear right now
[1:22:45] fear that their gender
[1:22:46] identity, their immigration
[1:22:49] status or their personal
[1:22:50] choices could make them a
[1:22:51] target of federal enforcement.
[1:22:56] This ordinance matters because
[1:22:57] it ensures that San Diego's own
[1:22:57] resources our city employees,
[1:22:58] our contractors, our police
[1:23:02] will not be used to harm
[1:23:02] the people we serve lgbtq
[1:23:03] people especially our
[1:23:08] transgender and immigrant
[1:23:09] community members deserve to
[1:23:09] access health care, go to work
[1:23:15] and live freely without fear.
[1:23:16] Please vote yes on item 54.
[1:23:17] Thank you Council member Ella
[1:23:20] Rivera for your leadership and
[1:23:21] standing with all vulnerable
[1:23:21] communities.
[1:23:22] Thank you.
[1:23:22] Thank you.
[1:23:24] My apologies for misspelling
[1:23:25] misstated your name Blair
[1:23:37] Beekman I should have three
[1:23:37] minutes.
[1:23:37] Oh my apologies.
[1:23:38] Yeah thanks.
[1:23:39] I have a whole bunch of items.
[1:23:41] I put them all in one card for
[1:23:41] easier.
[1:23:42] Please proceed.
[1:23:42] Thank you.
[1:23:50] To speak first to Excuse me
[1:23:50] the item 50 photocopying I have
[1:23:51] about six items all together
[1:23:56] here Photocopying is a contract
[1:23:57] for about $5 million over five
[1:24:01] years It's about $900,000 a
[1:24:02] year.
[1:24:02] That to me is a bit strong for
[1:24:07] photocopying things for each
[1:24:07] year.
[1:24:08] I just wanted to note that and
[1:24:09] you had this up here before so
[1:24:13] it has to be brought back here
[1:24:14] for some reason.
[1:24:14] Good luck in addressing it.
[1:24:18] That needs to be questioned.
[1:24:19] Smart water meters You're doing
[1:24:24] a whole series of practices
[1:24:25] that is not just creating a new
[1:24:26] smart future for San Diego but
[1:24:26] it's how to involve
[1:24:30] the community in the process
[1:24:31] And you're really making those
[1:24:32] efforts and I hope we can
[1:24:36] continue this good effort so
[1:24:37] community can call into public
[1:24:38] utilities, have their questions
[1:24:42] answered.
[1:24:43] Council has been working really
[1:24:43] well on that.
[1:24:44] It's a community effort to
[1:24:44] build our tech future.
[1:24:49] Everyone it's not just you guys
[1:24:50] thinking you're high on
[1:24:50] the hog.
[1:24:51] Okay we're on that.
[1:24:54] This is a community effort of
[1:24:54] technology.
[1:24:55] It's not just you guys.
[1:24:56] With that said, thank you.
[1:25:00] On to item parks.
[1:25:00] I have three items that you
[1:25:01] talk about park issues 56 116
[1:25:08] and 107 When the park
[1:25:09] commissions get hired I hope
[1:25:09] they're considering
[1:25:10] the importance of
[1:25:14] accountability and data
[1:25:14] collection practices.
[1:25:19] When the Trump administration
[1:25:20] first came in, the San Diego
[1:25:21] Park system put kind of a
[1:25:24] hiatus and a hold on how they
[1:25:25] are Technology is working in
[1:25:25] their park systems.
[1:25:26] They took a break to kind of
[1:25:31] reassess how to move forward
[1:25:31] and I was an awesome idea.
[1:25:32] I think we're more reflective
[1:25:37] and responsible how we place
[1:25:38] tech in our park systems, learn
[1:25:39] to really talk about it clearly
[1:25:43] with the public and it's okay,
[1:25:44] it's safe.
[1:25:44] You feel it's unsafe for some
[1:25:48] reason is they don't fear
[1:25:49] the public in those
[1:25:49] conversations and without at
[1:25:53] least to item 54 Brown act
[1:25:53] issues that thank you it's a
[1:25:54] beautiful measure I think it
[1:25:59] works on the early Park
[1:26:00] Department ideas of how to
[1:26:00] address the future of the Trump
[1:26:01] administration and data
[1:26:05] collection and you guys are
[1:26:06] doing it with this item and I
[1:26:06] hope this item is a good
[1:26:11] beginning for, you know,
[1:26:12] current accountability.
[1:26:13] People take accountability.
[1:26:13] People want to work towards a
[1:26:17] future of a warrant for your
[1:26:17] things.
[1:26:18] I think this is a good start
[1:26:23] for that kind of question to be
[1:26:24] better asked So it's a great
[1:26:24] measure.
[1:26:24] Thank you.
[1:26:28] Pb People are being rehired
[1:26:29] reappointed Good luck to their
[1:26:30] continuing efforts that we talk
[1:26:35] more clearly about our care and
[1:26:35] our international affairs.
[1:26:41] Good luck that we really talked
[1:26:42] >> You're more inclusive of an
[1:26:43] international level and how to
[1:26:43] talk about it.
[1:26:47] Thank you.
[1:26:48] >> Nicole Lilly you have at
[1:26:49] times been ceded to you by
[1:26:53] sparking interest.
[1:26:53] Thank you.
[1:26:54] You'll have two minutes.
[1:26:54] Please proceed.
[1:26:55] Hello, My name is Nicole Lilly.
[1:26:57] I'm a 23 year old renter
[1:26:58] resident of District three and
[1:26:58] executive director of our Time
[1:27:03] to Act, a youth led nonprofit
[1:27:04] organizing powerful youth for a
[1:27:04] more inclusive, equitable and
[1:27:05] sustainable future.
[1:27:10] It is absolutely essential that
[1:27:10] you passed item 54 Our
[1:27:11] community is under attack and
[1:27:12] this ordinance affirms
[1:27:12] the city's responsibility to
[1:27:15] its residents.
[1:27:16] This council is not powerless
[1:27:16] in the face of extreme threats
[1:27:17] we face.
[1:27:22] I want to express gratitude to
[1:27:23] Councilmember Ella Rivera, this
[1:27:23] office for their leadership on
[1:27:24] this action and in getting this
[1:27:27] to be across county effort
[1:27:28] across the city today and
[1:27:29] across the county, families who
[1:27:29] are wondering not only how they
[1:27:33] will pay their rent, keep
[1:27:34] the water and electricity on
[1:27:35] and food on the table but also
[1:27:35] whether or not it's even safe
[1:27:40] to leave their home to go to
[1:27:40] work and school and get their
[1:27:41] basic needs met.
[1:27:41] That is an unacceptable reality
[1:27:46] And this ordinance does work to
[1:27:46] actually protect those families
[1:27:47] ability to live.
[1:27:50] This item is only a first step.
[1:27:51] This Council must go further to
[1:27:52] protect our community.
[1:27:56] We must cancel or contract with
[1:27:56] block.
[1:27:57] We must stop investing more in
[1:27:57] surveillance and in policing of
[1:27:58] our communities and more into
[1:28:02] the basic needs of our
[1:28:02] communities.
[1:28:03] Every single day families are
[1:28:04] struggling to live.
[1:28:08] They are waking up and
[1:28:09] wondering where their next meal
[1:28:09] is going to come from,
[1:28:10] wondering whether or not
[1:28:11] they're going to be able to
[1:28:14] make rent this month.
[1:28:14] The least we could do is
[1:28:15] protect their due process and
[1:28:16] their safety across our city.
[1:28:20] I sincerely urge you to pass
[1:28:21] this ordinance and continue to
[1:28:22] seeing that your hands are not
[1:28:22] tied.
[1:28:26] You are responsible to us as
[1:28:27] your constituents.
[1:28:28] You have a responsibility to
[1:28:28] community with the power that
[1:28:29] you are given as elected
[1:28:32] officials and I sincerely hope
[1:28:33] that you consider that going
[1:28:33] into the budget season and
[1:28:34] where you allocate your money
[1:28:39] especially in consideration to
[1:28:39] surveillance and policing of
[1:28:40] our communities this is only a
[1:28:41] first step and I urge you to
[1:28:41] pass this item.
[1:28:45] Thank you.
[1:28:46] Thank you.
[1:28:46] Thank you.
[1:28:47] I'm so sorry The five minute
[1:28:47] time we're here in council
[1:28:48] chambers going to those
[1:28:51] participating remotely probably
[1:28:52] have four people in the queue
[1:28:52] starting with Selena Sanchez.
[1:28:53] If you can please let me know

[1:30:57] Dear Mayor Yellow Canary that
[1:31:03] is covered with Band-Aids also
[1:31:03] known as the boiler Please turn
[1:31:04] to the plants for this very
[1:31:09] appropriate item to code of
[1:31:09] the qualification on the backup
[1:31:19] material of good item 110 and
[1:31:20] one one 2 to 1 2011 all
[1:31:24] together that's 1010
[1:31:25] appointments for reappointment
[1:31:31] and I have to give two big
[1:31:31] thank you's on this.
[1:31:36] First to China war and
[1:31:42] the director of the apology
[1:31:43] Employment Control Board and
[1:31:43] the second to me or Gloria for
[1:31:49] his continuing recognition
[1:31:49] excuse me anything that
[1:31:50] occurred to me or Gloria for
[1:31:55] his We encourage you of this
[1:31:55] service by the public in his
[1:32:00] weekly newsletter.
[1:32:01] It's well-written and really
[1:32:01] inspiring.
[1:32:06] So it's been a great morning
[1:32:07] and I'll MISS This afternoon
[1:32:07] But thank you very much
[1:32:13] everyone for listening.
[1:32:13] >> Well, thank you.
[1:32:14] Next is Katherine Rhodes.
[1:32:18] If you can please join me after
[1:32:18] that is Hector and then
[1:32:19] Patricia Dharma please let me
[1:32:20] know which item of items you're
[1:32:23] speaking to.
[1:32:24] >> Let me thank you.
[1:32:28] Items 5554 101 of five.
[1:32:28] Please proceed.
[1:32:29] Wonderful.
[1:32:33] First for item 54 the due
[1:32:33] process.
[1:32:34] Thank you so much for bringing
[1:32:34] this forward.
[1:32:38] Yes, people need to be able to
[1:32:39] feel safe and you know
[1:32:39] the faith based community if
[1:32:40] you can make sure that they get
[1:32:45] involved too They want to help
[1:32:45] you know they want to help keep
[1:32:50] people safe and you know, keep
[1:32:50] families together.
[1:32:54] The one four item 55 East
[1:32:55] Village green I'm hoping that
[1:32:55] you put any of these cost
[1:32:56] increases on the recognize
[1:33:01] obligation payment schedule for
[1:33:02] the successor agency to
[1:33:02] the redevelopment agency
[1:33:07] because this was a line item in
[1:33:07] the right and all you have to
[1:33:08] do in order to have the full
[1:33:09] $84 million paid for is put it
[1:33:13] on the right.
[1:33:14] But did you do that?
[1:33:15] I don't know what or what's
[1:33:15] the funding source for this?
[1:33:16] I'm not sure.
[1:33:19] So anyway, back in 2014
[1:33:19] the cost was going to be $45
[1:33:20] million.
[1:33:25] Now it's going to be $84
[1:33:25] million.
[1:33:26] So it's you know, almost double
[1:33:31] not exactly double the cost but
[1:33:32] you know, a very large cost
[1:33:32] increase for what I don't know.
[1:33:37] So you know, 12 years the costs
[1:33:41] somehow escalated and also
[1:33:42] $34.4 million was money that
[1:33:43] came from the successor agency
[1:33:48] Housing agency, affordable
[1:33:49] housing funds.
[1:33:49] And what happened is we bought
[1:33:53] property on an active fault
[1:33:54] When I told you you can't have
[1:33:55] it on the active fault So now
[1:33:56] you're having a park in open
[1:33:59] space which is what you have to
[1:34:00] do But we haven't gotten back
[1:34:01] the 34.4 million And so I think
[1:34:01] that you should put that on
[1:34:05] the ramps also to get it back
[1:34:06] for the Affordable Housing Fund
[1:34:10] for number 100 of
[1:34:10] the Convention Center
[1:34:11] Corporation.
[1:34:11] Remember in nine years if they
[1:34:16] don't have a convention center
[1:34:16] expansion project you're going
[1:34:17] to lose that 3.25% of the total
[1:34:21] that 77 million that's coming
[1:34:22] in if you don't have a solution
[1:34:22] for that And of course I have
[1:34:26] the solution for that which is
[1:34:27] a ballot measure that hopefully
[1:34:28] you guys will put forward And
[1:34:32] that way the it includes 1% for
[1:34:33] the convention center.
[1:34:37] So I think they're getting like
[1:34:38] $45 million now It'll get
[1:34:39] bumped down to like 35 million
[1:34:45] but with all the other things
[1:34:45] they should actually be able
[1:34:46] will make the other two if
[1:34:47] the other changes go through
[1:34:49] Also.
[1:34:50] So maybe you guys could
[1:34:51] somebody can discuss that with
[1:34:51] them because nobody's talked
[1:34:55] about it then you have
[1:34:56] the three surplus properties.
[1:34:56] Two of them seems like we
[1:34:57] should just give them to
[1:34:57] the San Diego Housing
[1:34:58] Commission.
[1:35:00] How come the San Diego Housing
[1:35:01] Commission doesn't want to use
[1:35:02] two of these empty lots to
[1:35:02] build a condo complex?
[1:35:07] You can actually do this.
[1:35:08] Why don't you keep the property
[1:35:08] yourself and actually build
[1:35:13] something And that's what I
[1:35:13] would like to do.
[1:35:14] And the other one there's one
[1:35:18] property that is close to an
[1:35:19] open space and it seems like
[1:35:25] it's on a on a right next to
[1:35:25] open space.
[1:35:26] So I would look for that and
[1:35:27] maybe see if you could make
[1:35:30] that into a little pocket park
[1:35:31] for the neighborhood on
[1:35:31] Fairmont Avenue.
[1:35:37] Thank you so much Your time has
[1:35:37] concluded.
[1:35:38] There are three speakers with
[1:35:39] their hands raised in the five
[1:35:41] minute timer concluded only
[1:35:42] those three speakers will be
[1:35:42] taken If you were not able to
[1:35:43] meet the first time please feel
[1:35:48] free to send in comments to
[1:35:49] City Clerk at any given that'll
[1:35:50] be distributed to the council.
[1:35:50] Hector if you can please unmute
[1:35:52] after that is Patricia Dorman
[1:36:00] and 7499 Hector please unmute
[1:36:00] Hector again very low on
[1:36:04] the status committee.
[1:36:05] >> I hope these guys have a
[1:36:06] couple of men on on the board
[1:36:06] there.
[1:36:07] I'm sorry can you hold on a
[1:36:07] second?
[1:36:11] Which item or items do you wish
[1:36:11] to speak to?
[1:36:12] A 54 and the status of women I
[1:36:16] forget the number now.
[1:36:17] Okay so I'll be two minutes.
[1:36:18] Please proceed.
[1:36:18] Okay, thanks.
[1:36:23] On Saturday women I wonder if
[1:36:23] there's any men on the board.
[1:36:24] That would be a good indication
[1:36:29] of the perspective of men's
[1:36:29] perspective on the status of
[1:36:30] women.
[1:36:30] I think I'm looking at it's
[1:36:36] probably just not women but I
[1:36:36] want to get some men on
[1:36:39] the board next time This time
[1:36:40] and I'm 54 This is what we call
[1:36:45] it when Joe Biden and Kamala
[1:36:46] Harris said you said on the tv
[1:36:47] and said don't come, don't
[1:36:47] come.
[1:36:53] The trouble with that is they
[1:36:53] came they ignored our laws.
[1:36:58] They came with the trouble that
[1:36:59] as to Trump he wants to come
[1:37:01] and he's come and that's it.
[1:37:09] So the left you can in council
[1:37:15] chambers but you're muted I'm
[1:37:16] not sure I'm firm yet I did go
[1:37:19] and Trump might even have a
[1:37:20] bounty on these guys because
[1:37:24] they're going to charge $1,000
[1:37:25] a day if an illegal alien has
[1:37:26] to be in here every day.
[1:37:30] So that's a lot of money, man.
[1:37:31] So it could be why don't you
[1:37:35] guys instead of living in fear
[1:37:36] just pack up your bags and go
[1:37:36] home.
[1:37:37] Don't come in here anymore.
[1:37:43] We got to redo our whole thing
[1:37:43] But a good border now we got to
[1:37:44] move on with America Now all
[1:37:48] these other guys these guys
[1:37:49] didn't killed by legal aliens
[1:37:50] and the illegal aliens are
[1:37:54] living in our houses taking up
[1:37:55] our rent, driving the price of
[1:37:55] rent up.
[1:37:59] We get rid of 100,000 of them.
[1:37:59] They don't lower the rent.
[1:38:00] It'll make the freeways less
[1:38:04] crowded.
[1:38:05] They'll be altogether better in
[1:38:05] San Diego if we just deport
[1:38:10] them all rapidly and everyone
[1:38:11] can cry about it and then we
[1:38:12] can just get on with living
[1:38:17] with it with our American
[1:38:23] citizenship but not that sort.
[1:38:23] >> Your time is concluded
[1:38:24] Patricia There are many of you
[1:38:25] completely new after that our
[1:38:25] final.
[1:38:28] Speaker 749 Patricia Good
[1:38:28] morning to you.
[1:38:34] >> Counsel My name is the only
[1:38:35] sibling of Christopher d Amen.
[1:38:40] Can you please explain to those
[1:38:40] of 23 Excuse me ma'am please
[1:38:41] Ma'am, can you please let me
[1:38:46] know which item or items you
[1:38:46] wish to speak to?
[1:38:47] Item 54 You'll have one minute.
[1:38:51] Let me reset your clock.
[1:38:52] Please proceed.
[1:38:52] I am the only civilian
[1:38:57] Christopher De Armond who was
[1:38:57] atrociously murdered by
[1:38:58] the police on JANUARY 20th,
[1:38:58] 2023.
[1:39:02] Well, I understand
[1:39:03] the importance of this
[1:39:04] ordinance and the need for its
[1:39:04] implementation in order to
[1:39:05] protect immigrants during ice
[1:39:08] encounters.
[1:39:09] I am curious to know how this
[1:39:10] ordinance will affect and
[1:39:10] protect people that continue to
[1:39:14] be unprotected for example as
[1:39:15] felons, people with priors or
[1:39:16] those who simply fit a certain
[1:39:20] stereotype The same racial
[1:39:20] profiling that's been happening
[1:39:21] since the Trump administration
[1:39:22] took office have been happening
[1:39:26] for decades on the streets
[1:39:26] racial profiling, targeting
[1:39:27] harassment, discrimination and
[1:39:28] the violation of civil and
[1:39:34] human rights But nothing new to
[1:39:34] southeast San Diego violence
[1:39:35] and other disparate communities
[1:39:38] that law enforcement claims to
[1:39:39] be up to no good.
[1:39:40] Just as the police did in my
[1:39:40] brother's case, my brother
[1:39:45] Christopher was available
[1:39:45] without a warrant on 17th
[1:39:46] Street accused of being a drug
[1:39:47] dealer because my dad's truck
[1:39:51] was too nice and shiny for
[1:39:52] the 81st neighborhood As acp pd
[1:39:53] stated no officers After my
[1:39:57] brother's driver's license I
[1:39:57] apologize Your time has
[1:39:58] concluded 7499 if you can
[1:39:58] please.
[1:40:09] And you please let me know
[1:40:10] which item or items you wish to
[1:40:10] speak to.
[1:40:11] >> But because it's not here
[1:40:12] I'd like to speak on 50 5152
[1:40:13] 112 and 163 minutes.
[1:40:18] >> Please proceed.
[1:40:19] >> 5051 and 52 These three
[1:40:23] items alone total over $7
[1:40:24] million in contract spending of
[1:40:24] the people's money.
[1:40:25] I don't know the details of
[1:40:29] these contracts but I do know
[1:40:30] for a fact that the city has a
[1:40:31] dismal history of overseeing
[1:40:35] other contracts Where I do know
[1:40:35] all of the detail.
[1:40:36] I urge all citizens and all
[1:40:41] citizen advocacy groups to get
[1:40:42] involved in digging into
[1:40:42] the details of these kinds of
[1:40:43] contracts.
[1:40:43] I know what I've witnessed with
[1:40:47] the Torrey Pines water Board
[1:40:47] under Todd Gloria and Joe
[1:40:48] LaCava.
[1:40:48] It's been abysmal and that's
[1:40:49] just one very, very little
[1:40:52] example.
[1:40:53] I suspect this city is riddled
[1:40:53] with insider contracts and
[1:40:54] gross abuse of the city's
[1:40:55] resources.
[1:41:00] Please find an area that
[1:41:00] interests you and dig into it.
[1:41:01] 112 appointment and
[1:41:02] reappointment to the airport's
[1:41:05] advisory committee.
[1:41:06] First of all there is no such
[1:41:07] thing as an advisory committee.
[1:41:10] The city charter Section 43 is
[1:41:11] very clear that there are two
[1:41:11] types of such groups.
[1:41:15] The charter section 43 eight
[1:41:16] defines what the city charter
[1:41:20] calls advisory boards.
[1:41:21] 43 a clearly defines
[1:41:22] the requirements and conditions
[1:41:22] of advisory boards.
[1:41:27] Similarly, 43 b of the City
[1:41:28] Charter defines what the city
[1:41:29] charter calls citizens
[1:41:29] committees.
[1:41:33] There is no such thing in
[1:41:34] the city charter as an advisory
[1:41:34] committee either an advisory
[1:41:39] board or a citizens committee.
[1:41:40] Period.
[1:41:40] Yes.
[1:41:41] Or you are appointing members
[1:41:42] to what you call an airport
[1:41:45] advisory committee.
[1:41:45] The city's blurring of these
[1:41:46] terms intentionally confuses
[1:41:46] our citizens.
[1:41:51] I can't understand how this
[1:41:52] mayor and city council are so
[1:41:52] inept that you can't even
[1:41:53] bother to read the city charter
[1:41:57] except when you want to
[1:41:58] circumvent it by creating for
[1:41:58] example, the Torrey Pines City
[1:42:03] Park Advisory Board under City
[1:42:04] Charter section 43 b which only
[1:42:04] defines Citizens Committee.
[1:42:09] Second, your lessee at the Port
[1:42:10] Pines Glider port is claimed in
[1:42:11] court that the Torrey Pines
[1:42:11] Glider port is an airport.
[1:42:15] Yet the airports advisory
[1:42:16] Committee has not provided any
[1:42:16] oversight of the property known
[1:42:17] as the Torrey Pines City Park.
[1:42:18] What's going on here?
[1:42:22] What is keeping the city from
[1:42:22] providing oversight of that
[1:42:23] park?
[1:42:23] Three The park and rec or state
[1:42:27] assets or the misnamed Airports
[1:42:28] Advisory Committee or
[1:42:28] the Torrey Pines City Park
[1:42:29] Advisory Board.
[1:42:32] Item 116 Park and Recreation
[1:42:32] Reappointment.
[1:42:33] The Park and Recreation Board
[1:42:34] has been ignoring its necessary
[1:42:38] role in ensuring the public
[1:42:39] safety and public access at
[1:42:40] the Torrey Pines City Park.
[1:42:45] Every time I've attempted to
[1:42:45] bring this matter to the Public
[1:42:46] Light report to the Park and
[1:42:47] Recreation Board I've been told
[1:42:50] to go see real estate assets
[1:42:51] and yet real estate assets
[1:42:51] claims that they just manage
[1:42:52] contracts and aren't involved
[1:42:53] in the management issues of
[1:42:55] the park.
[1:42:56] What kind of vetting process
[1:42:57] produces a Park and Recreation
[1:42:57] Board appointees who refuse to
[1:43:03] do their job with great
[1:43:03] disgust?
[1:43:03] >> Thank you.
[1:43:04] That concludes public comment
[1:43:05] on the consent agenda.
[1:43:09] Thank you, Council PRESIDENT.
[1:43:09] >> All right.
[1:43:10] Thank you for that clerk.
[1:43:11] With that we'll turn it over to
[1:43:14] my colleagues for questions.
[1:43:14] >> Comments Entertain a motion
[1:43:15] and we will start with council
[1:43:20] member Eli Rivera.
[1:43:20] All right.
[1:43:21] Thank you, Council PRESIDENT.
[1:43:25] Thank you to everyone who
[1:43:26] engaged today.
[1:43:26] Let me begin with the with a
[1:43:27] handful of the appointments
[1:43:32] that we're considering.
[1:43:33] We've got a number of folks
[1:43:34] from District nine and I wanna
[1:43:38] make sure I recognize enough
[1:43:38] Ted Womack, Daniel Limon and
[1:43:43] Mark Tran.
[1:43:44] All four of these folks there's
[1:43:44] a common thread of sincere
[1:43:49] passion for the work that they
[1:43:50] do on these boards that is
[1:43:51] carried out through the work
[1:43:55] they do on a day to day basis.
[1:43:56] I can think about
[1:43:56] the conversations we've had
[1:43:57] with each and every one of
[1:44:01] these folks about why about why
[1:44:02] they care about the work that
[1:44:07] is involved in each of these
[1:44:08] boards and commissions.
[1:44:08] And so I want to say thank you
[1:44:09] to each of them for stepping up
[1:44:12] and serving in this capacity.
[1:44:13] And then I want to speak to
[1:44:14] another appointment.
[1:44:15] I was the person who I know
[1:44:19] best amongst the appointees
[1:44:19] today.
[1:44:20] Lydia Ball.
[1:44:20] Lydia is being appointed to
[1:44:21] the airport authority.
[1:44:25] I think this is an outstanding
[1:44:25] appointment that will be very,
[1:44:31] very good for San Diego.
[1:44:31] Lydia has a wealth of
[1:44:32] experience in a variety of
[1:44:33] sectors from government to
[1:44:36] the nonprofit sector.
[1:44:37] She's been a champion for
[1:44:37] the environment for years which
[1:44:38] will pair very well with
[1:44:43] the airports commitment to
[1:44:43] sustainability.
[1:44:44] She's a champion for workers
[1:44:44] rights.
[1:44:49] She's an outstanding leader.
[1:44:50] And if if if all that is not
[1:44:55] enough, she has the patience of
[1:44:56] a saint.
[1:44:56] And how do I know that?
[1:44:59] She worked alongside me for
[1:45:00] four years.
[1:45:00] So Lydia, thank you for
[1:45:01] stepping up to serve in this
[1:45:01] capacity.
[1:45:05] I am really excited to see you
[1:45:06] step into this role and see
[1:45:11] the airport benefit from your
[1:45:12] your leadership, your strategy,
[1:45:13] your strategic mind and just
[1:45:17] your overall goodness as a
[1:45:17] human being.
[1:45:18] So thank you for that.
[1:45:22] Moving on to item 54,
[1:45:23] the second reading of the Due
[1:45:23] Process and Safety Ordinance.
[1:45:28] We heard this way back in
[1:45:29] OCTOBER.
[1:45:30] A lot has happened in the world
[1:45:33] since then But one thing that
[1:45:33] has not changed is the need for
[1:45:38] the city to adopt this into law
[1:45:39] As a reminder, the ordinance
[1:45:40] establishes clear
[1:45:40] constitutional guardrails
[1:45:41] requiring judicial warrants for
[1:45:44] federal and out of state law
[1:45:45] enforcement access to nonpublic
[1:45:45] city facilities.
[1:45:46] Extending those same
[1:45:49] protections to city contractors
[1:45:50] lessees and grantees.
[1:45:50] Prohibiting participation in
[1:45:51] any enforcement Targeting
[1:45:52] individuals based on political
[1:45:56] or religious expression race,
[1:45:56] ethnicity, gender identity,
[1:45:57] disability, reproductive care
[1:46:02] and will mandate multilingual
[1:46:03] know your rights education in
[1:46:03] city sites.
[1:46:04] The reason for this is simple
[1:46:08] We deserve to live in a city
[1:46:08] where law order and rights
[1:46:09] actually mean something where
[1:46:10] safety and dignity go hand in
[1:46:14] hand.
[1:46:15] And this ordinance makes it
[1:46:15] clear that look, our local
[1:46:16] government will uphold
[1:46:17] the Constitution, protect our
[1:46:17] people and fight for our
[1:46:20] communities.
[1:46:20] The ordinance builds upon
[1:46:21] the California Values Act and
[1:46:21] the Truth Act.
[1:46:26] State privacy laws and
[1:46:27] the Constitution itself.
[1:46:27] Expanding the protections to a
[1:46:28] wider range of residents and
[1:46:32] situations including health
[1:46:33] care, housing and faith
[1:46:33] settings.
[1:46:34] It also sets a new national
[1:46:35] model extending these standards
[1:46:38] onto the operations to city
[1:46:39] funded entities ensuring
[1:46:40] consistent protections across
[1:46:40] the region.
[1:46:45] I want to say thank you to all
[1:46:45] the committee members who
[1:46:46] helped us bring this forward
[1:46:47] who provided feedback to ensure
[1:46:50] that we are doing what we can
[1:46:51] within the confines of this
[1:46:52] ordinance to make sure that
[1:46:55] it's meaningful And what it
[1:46:56] offers to San Diego residents
[1:46:57] and visitors to our city.
[1:46:58] I want to say thank you to our
[1:47:01] regional partners from various
[1:47:02] cities including the statue of
[1:47:03] ista and the county of San
[1:47:07] Diego who brought forward
[1:47:09] similar policies And in each of
[1:47:16] those jurisdictions.
[1:47:17] And I also wanted to mention
[1:47:17] one thing.
[1:47:18] This is not the protections
[1:47:23] within this law apply to
[1:47:23] everyone.
[1:47:24] And there was a part of
[1:47:28] the conversation that I think
[1:47:28] there's an opportunity here for
[1:47:34] folks to see that a threat
[1:47:35] against a person's rights is
[1:47:35] unacceptable no matter who that
[1:47:40] person is, that rights are
[1:47:41] rights And whether you are an
[1:47:42] undocumented person or someone
[1:47:46] who's lived here for years,
[1:47:47] whether you are a person who
[1:47:52] has who has right wing ideology
[1:47:53] or left wing ideology whether
[1:47:53] you are Muslim or Jewish or
[1:47:58] Christian or atheist your
[1:47:59] rights or your rights.
[1:47:59] And that is the whole point of
[1:48:05] this ordinance.
[1:48:05] And so if your rights have been
[1:48:06] violated that's not acceptable
[1:48:10] regardless of what political
[1:48:10] affiliation you have.
[1:48:11] And so I just don't want that
[1:48:16] to be missed here because what
[1:48:17] we saw today were folks from or
[1:48:22] support or vote for
[1:48:23] the additional detriments.
[1:48:28] The comments we heard were from
[1:48:29] folks who stand along side
[1:48:30] people who are people who on a
[1:48:34] day to day basis are living in
[1:48:35] fear because of completely
[1:48:40] lawless federal regime is
[1:48:40] targeting them and
[1:48:41] the targeting that they feel is
[1:48:46] no different than the target
[1:48:47] and others who are in this
[1:48:48] chamber feel.
[1:48:48] And it doesn't matter what
[1:48:52] the source of that targeting
[1:48:52] is.
[1:48:53] It's unacceptable.
[1:48:54] And so I just wanted to be
[1:48:58] clear that we are not
[1:48:58] separating anyone out in terms
[1:48:59] of protections here.
[1:49:00] The protections in this
[1:49:04] ordinance apply to literally
[1:49:04] everyone.
[1:49:05] So if you're a supporter of
[1:49:10] rights and you believe that
[1:49:11] government should be held in
[1:49:11] check and there should be
[1:49:12] commitments made, you should be
[1:49:16] a supporter of this ordinance.
[1:49:17] And this is a law, not just a
[1:49:18] resolution And it is a law
[1:49:22] because with a law becomes more
[1:49:23] enforceability.
[1:49:29] And that's why it took so long
[1:49:29] at this point.
[1:49:30] And so with that I want to say
[1:49:31] thank you, Coto for your work
[1:49:31] alongside Rosa in my office to
[1:49:34] make sure that each and every
[1:49:35] one of the cities are those are
[1:49:36] the unions that represent
[1:49:40] the city's workers have an
[1:49:41] opportunity to provide to ask
[1:49:41] questions to provide their
[1:49:42] feedback.
[1:49:42] I want to thank each and every
[1:49:43] one of those areas for
[1:49:46] providing that feedback.
[1:49:47] And then I do need to say this
[1:49:47] part because it's important.
[1:49:52] This is an important ordinance.
[1:49:52] It will certainly improve
[1:49:53] protections and give people
[1:49:54] stronger ground to assert their
[1:49:57] rights.
[1:49:58] And what it will not do
[1:49:59] unfortunately although I wish
[1:50:03] it could is guarantee
[1:50:04] protection from a completely
[1:50:09] immoral and increasingly
[1:50:10] unhinged fascist PRESIDENT And
[1:50:16] his fascist regime from
[1:50:16] attacking community members.
[1:50:21] It cannot unfortunately protect
[1:50:22] the community leader in
[1:50:23] District nine when she goes out
[1:50:28] to move her car and ice agents
[1:50:29] snatched Snatcher for no reason
[1:50:33] whatsoever and upend her life
[1:50:34] and her family's life.
[1:50:35] It will not provide protections
[1:50:40] against a military wife who is
[1:50:40] dropping off her husband for
[1:50:41] deployment.
[1:50:41] I wish it could but it's
[1:50:42] the best we can do in
[1:50:46] the moment and we should be
[1:50:47] proud of that and we should be
[1:50:48] continue to be pushed to figure
[1:50:49] out all the ways that as a
[1:50:53] local jurisdiction we can
[1:50:53] provide more protections and
[1:50:54] firmer ground for San Diego and
[1:50:55] deserves a city to assert their
[1:50:55] rights.
[1:50:58] I want to thank my colleagues
[1:50:59] for support provided back in
[1:50:59] OCTOBER.
[1:51:04] I want to thank the community
[1:51:05] again for everything they
[1:51:05] provided not just in helping to
[1:51:06] reform the language of
[1:51:10] the ordinance but also in
[1:51:10] continuing to push us to do
[1:51:11] better.
[1:51:11] With that that concludes my
[1:51:16] comments and my motion
[1:51:16] councilor present.
[1:51:17] >> All right.
[1:51:17] Thank you.
[1:51:18] So we have a motion by
[1:51:18] Councilmember Eli Rivera to
[1:51:21] move the consent items will go
[1:51:22] next to Councilmember Campbell.
[1:51:22] >> Thank you, Council
[1:51:23] PRESIDENT.

[1:52:49] grateful for MR. Franzen's
[1:52:50] willingness to continue to
[1:52:55] serve on the airport's advisory

[1:54:55] Sara's willingness to continue

[1:55:07] And I would also like to say
[1:55:07] that Lydia, the resident of
[1:55:12] Point Loma in District who is
[1:55:12] willing to be appointed to
[1:55:13] the airport authority board of
[1:55:13] directors.
[1:55:18] Lydia currently is a consultant
[1:55:18] working on advancing
[1:55:19] infrastructure, clean energy

[1:55:51] and I so appreciate her
[1:55:55] willingness to serve.
[1:55:56] And I would also like to second
[1:56:02] the motion to pass the consent
[1:56:02] agenda except I would like to
[1:56:03] say that I will be voting no on
[1:56:08] I want to wait and I thank you.
[1:56:08] Council PRESIDENT.
[1:56:09] All right.
[1:56:09] Thank you, Council members.
[1:56:14] So we do have a motion by
[1:56:14] council member Eli Rivera and
[1:56:15] second by Council member
[1:56:16] Campbell to move the consent
[1:56:16] agenda.
[1:56:20] And we'll go next to Council
[1:56:20] member Moreno.
[1:56:21] >> Thank you.
[1:56:24] I have comments on items 107
[1:56:25] and 111.
[1:56:29] Item 107 is the approval of
[1:56:30] $4.2 million of state grants to
[1:56:35] launch phase one of Grove
[1:56:35] Neighborhood Park.
[1:56:36] First and foremost I would like
[1:56:37] to recognize the board members
[1:56:41] of the Otay Mesa community
[1:56:42] Council mystery Mike and
[1:56:43] Shirley as well as other
[1:56:47] committee members who've never
[1:56:48] stopped pushing for what they
[1:56:49] were promised many decades ago.
[1:56:49] And with this support we're not
[1:56:54] only building a park but we're
[1:56:55] fulfilling a promise to
[1:56:55] the Otay Mesa investor
[1:56:56] community.
[1:57:00] For many years residents have
[1:57:01] looked at an empty lot and have
[1:57:01] been told basically to wait.
[1:57:06] This investment finally
[1:57:07] transforms decades of advocacy
[1:57:07] into action for a neighborhood
[1:57:08] that has been underserved and
[1:57:13] parked deprived for far too
[1:57:13] long.
[1:57:13] Phase one will deliver
[1:57:18] essential amenities a
[1:57:19] children's play areas, picnic
[1:57:19] spaces, public art and new
[1:57:24] lighting and safe walkways that
[1:57:24] families have envisioned for
[1:57:25] generations.
[1:57:30] This grant ensures that phase
[1:57:31] one is not only is not only
[1:57:32] just a set of right away
[1:57:36] improvements but a true park
[1:57:37] recognizing that everybody
[1:57:37] deserves accessible green space
[1:57:42] and safe recreation and just
[1:57:42] space to gather.
[1:57:47] With phase one fully funded, a
[1:57:47] Grove Park stands next to
[1:57:52] Riviera del Sol Robert Edgar
[1:57:53] Senior Coral Gate Memorial and
[1:57:53] via park among the list of
[1:57:58] parks our communities have seen
[1:57:59] built or revitalized since I
[1:57:59] took office.
[1:58:00] This is a little bit of an
[1:58:05] anecdote here but when the San
[1:58:06] Diego Parks and Rec Foundation
[1:58:11] asked for a tour of my parks I
[1:58:11] took them to two of them.
[1:58:16] One of them being this park.
[1:58:17] And when we walked around in
[1:58:18] the open plot of land it was a
[1:58:18] really hot day too.
[1:58:23] They said Why did you bring us
[1:58:23] to an open plot of land?
[1:58:24] And my response to them was
[1:58:29] because this is what our kids
[1:58:30] in dia have to live with day in
[1:58:30] and day out.
[1:58:31] So I'm very, very happy that
[1:58:35] this is moving forward right
[1:58:36] before I end my tenure as a
[1:58:36] council member.
[1:58:40] And I would be remiss if I
[1:58:41] didn't think Assemblymember
[1:58:42] David Alvarez who championed
[1:58:42] this funding.
[1:58:48] Moving on item 111 is
[1:58:48] the approval of
[1:58:49] the reappointment of MR. To
[1:58:50] Victor Temporary as a public
[1:58:53] member to the audit committee.
[1:58:54] I would like to thank MR. Top
[1:58:55] Sharry for his continued
[1:58:56] service and willingness to
[1:58:59] serve another term as a public
[1:59:00] member of the Audit Committee.
[1:59:01] As chair of the Audit committee
[1:59:05] I greatly value
[1:59:06] the perspectives that public
[1:59:06] members bring to our discussion
[1:59:11] and MR. He brings extensive
[1:59:12] auditing experience from his
[1:59:13] work with mta, sandag and
[1:59:17] the City of San Diego.
[1:59:18] His expertise and insight
[1:59:18] insight have been invaluable in
[1:59:23] our discussions in audit
[1:59:23] Committee have helped city
[1:59:24] departments strengthen their
[1:59:25] processes and programs.
[1:59:29] So MR. Sherry, thank you for
[1:59:30] your willingness to serve and I
[1:59:34] look forward to continuing
[1:59:35] the work for the next eight
[1:59:35] months.
[1:59:40] Also I want to congratulate a
[1:59:41] few folks on item 112 for
[1:59:41] the Airport Authority.
[1:59:41] MS..
[1:59:46] Lydia Ball.
[1:59:47] Thank you for your willingness
[1:59:47] to serve.
[1:59:48] And on item 117 for
[1:59:52] the historic Resource Board.
[1:59:52] Thank you to MR. Rami Cortez
[1:59:53] for your willingness to serve
[1:59:53] as well.
[1:59:54] And that concludes my comments.
[1:59:59] Council PRESIDENT Thank you for
[1:59:59] the time.
[1:59:59] All right.
[2:00:00] Thank you.
[2:00:00] Council member Moreno We'll go
[2:00:01] next to Council Member Thank
[2:00:01] you.
[2:00:04] Council PRESIDENT Thank you to
[2:00:05] all of the folks who are
[2:00:05] stepping up to volunteer on
[2:00:06] multiple boards and
[2:00:06] commissions.
[2:00:11] I truly appreciate them.
[2:00:11] I do want to call attention to
[2:00:12] new appointees who live in
[2:00:16] district seven and representing
[2:00:17] District 7 in 1 way or another.
[2:00:18] John Embry from Sierra mesa
[2:00:18] Community who will be serving
[2:00:22] on the airport's advisory
[2:00:23] committee.
[2:00:23] I appreciate him reaching out
[2:00:24] and being so concerned about
[2:00:25] safety as it relates to
[2:00:28] aviation around the country.
[2:00:29] Gibbs Executive Airport For all
[2:00:30] the people around in the flight
[2:00:30] path which includes many, many
[2:00:35] neighborhoods.
[2:00:36] So I thank him for stepping up
[2:00:36] on that and for the youth
[2:00:37] commission.
[2:00:37] Jackson Turner really
[2:00:41] appreciate him Also given
[2:00:41] the amount of time you're going
[2:00:42] to be spending as a captain of
[2:00:43] your varsity football team, as
[2:00:46] the PRESIDENT Of the youth
[2:00:47] Sports for All Club and Youth

[2:00:52] courses.
[2:00:53] Thank you for stepping up to be
[2:00:53] on the Youth Commission.
[2:00:54] Do we need leaders like you
[2:00:55] helping the city of San Diego?
[2:00:58] So can.
[2:00:59] Thank you very much And that
[2:01:00] will conclude my comments.
[2:01:00] All right.
[2:01:00] Thank you.
[2:01:01] Council member Campion.
[2:01:03] We'll go next to Council member
[2:01:04] Foster Yes, thank you.
[2:01:10] Council PRESIDENT And today I'd
[2:01:11] like to provide some quick
[2:01:14] comments on times 110 114 116

[2:02:07] San Diego and serves on several
[2:02:08] civic engagement coalitions and
[2:02:08] groups.
[2:02:09] I want to note that doing deep
[2:02:09] civic engagement work in
[2:02:13] the community and serving on
[2:02:13] the board on a board like
[2:02:14] the Privacy Advisory Board is a
[2:02:14] heavy lift.
[2:02:18] This board requires a strong
[2:02:19] time commitment and requires
[2:02:19] board members to review complex
[2:02:20] matters.
[2:02:25] Thank you for your leadership

[2:02:43] advocating and sharing
[2:02:47] information about programs at
[2:02:48] Choice Lake and community

[2:02:49] Thank you again Danielle for
[2:02:53] your willingness to serve and

[2:03:05] This pavilion is a very active
[2:03:06] member of the Friends of
[2:03:10] the Oak Park Library.
[2:03:11] Your tireless efforts in
[2:03:11] planning for the new Oak Park
[2:03:12] Library are deeply valued and
[2:03:17] appreciated With all of your
[2:03:18] efforts and others throughout
[2:03:18] the Oak Park neighborhood, I'm
[2:03:22] excited that we will be
[2:03:23] breaking ground on the new Oak
[2:03:26] Park Library on MAY 14th, 2026
[2:03:27] Thank you again for serving on
[2:03:28] this board and for being an
[2:03:32] unwavering advocate for quality
[2:03:33] library programing and services
[2:03:34] in District four.
[2:03:34] And with that that concludes my
[2:03:35] comments.
[2:03:35] All right.
[2:03:36] Thank you.
[2:03:39] Council member foster We'll go
[2:03:40] next to Council member Lambert
[2:03:40] Thank you very much And I want
[2:03:44] to thank Tschida first of all
[2:03:45] for all of the appointments to
[2:03:46] our board the Commission and
[2:03:46] thank my colleague to bring for
[2:03:50] so many great nominees and item
[2:03:51] 110 for the International
[2:03:51] Affairs Board.
[2:03:52] I'm pleased to support
[2:03:56] the mayor's appointment of DR.
[2:03:57] The nine to serve Qualified
[2:03:58] County Residency Representative
[2:03:59] District five DR. Lanai Innate
[2:04:00] and Associate research
[2:04:01] scientist and director of
[2:04:01] the Air and Sea Interaction
[2:04:02] Laboratory at Scripps
[2:04:06] Institution of Oceanography at
[2:04:06] uc San Diego.
[2:04:07] His work focuses on how
[2:04:07] the ocean and atmosphere
[2:04:12] interact, including our coastal
[2:04:12] systems, surface waves and
[2:04:13] the impacts of climate change
[2:04:14] and incredibly important
[2:04:18] scientific work you doing And
[2:04:18] we appreciate you very, very
[2:04:18] much.
[2:04:19] And item 117 historical
[2:04:23] resource forward and also a
[2:04:23] plea to support the mayor's
[2:04:24] reappointment of MS..
[2:04:24] Woods to serve another term.
[2:04:27] She brings real on the ground
[2:04:28] experience in land use, housing
[2:04:29] and workforce development areas
[2:04:30] that are critical to our city
[2:04:34] right now.
[2:04:34] In her role with our California
[2:04:35] Apartment Association she has
[2:04:36] worked at the intersection of
[2:04:36] government, business and
[2:04:39] community interest helping move
[2:04:40] forward the development of
[2:04:41] policy here in San Diego and
[2:04:45] addition her previous work with
[2:04:45] the San Diego Workforce
[2:04:46] Partnership.
[2:04:46] She has a strong track record
[2:04:47] of managing multimillion dollar
[2:04:50] budgets, launching job training
[2:04:51] programs and bringing in new
[2:04:52] funding to expand
[2:04:52] opportunities.
[2:04:53] She's also become a fantastic
[2:04:56] neighbor and friend as her
[2:04:57] leadership with the Scripps
[2:04:57] Create Civic Association has
[2:04:58] been exemplary.
[2:04:58] MS. Melanie But thank you so
[2:05:01] much for your work.
[2:05:02] I look forward to the next time
[2:05:03] we have a party in one of our
[2:05:03] parks.
[2:05:07] I know Item 54 the Due Process
[2:05:08] Ordinance.
[2:05:08] I want to thank our colleague
[2:05:12] Council for Shining Rivera for
[2:05:13] bringing this forward to
[2:05:13] protect the rights and safety
[2:05:14] of the region and minimize
[2:05:17] economic instability.
[2:05:18] The proposed ordinance
[2:05:18] establishes clear
[2:05:19] constitutional guardrails to
[2:05:22] ensure city property personnel
[2:05:23] and funding are not used to
[2:05:24] facilitate unauthorized
[2:05:25] discriminatory or extrajudicial
[2:05:28] enforcement activities from
[2:05:29] everything from immigration to
[2:05:29] disability status to getting a
[2:05:34] team of transgender care to
[2:05:35] making sure that women have
[2:05:35] the rights to reproductive
[2:05:36] freedom.
[2:05:40] Our community is strongest.
[2:05:40] We live up to our shared
[2:05:41] American values a respect for
[2:05:42] life, liberty, dignity and
[2:05:44] fairness Under the law.
[2:05:45] So thank you for bringing this
[2:05:46] forward.
[2:05:46] Thank you to my colleagues for
[2:05:50] supporting it on item 124,
[2:05:51] the San Diego Regional Airport
[2:05:52] Authority Board I'm happy to
[2:05:52] support the appointment of
[2:05:56] Lydia Ball to the San Diego
[2:05:57] Regional Airport Authority
[2:05:58] Board of Directors a welcome
[2:06:01] She brings a breadth of
[2:06:02] experience in the last 20 years
[2:06:02] advancing infrastructure, clean
[2:06:03] energy and regional economic
[2:06:06] development initiatives all of
[2:06:07] which the airport is very
[2:06:07] strong on.
[2:06:08] And as many people have seen we
[2:06:11] have opened only one half of
[2:06:11] the new terminal.
[2:06:12] We are still in the middle of
[2:06:16] that nearly $4 billion project
[2:06:16] And so Lydia is coming at a
[2:06:17] time that is crucial to make
[2:06:18] sure that that project does get
[2:06:22] finished with the new one And
[2:06:22] then we have much more to come.
[2:06:23] So very excited you to join
[2:06:24] the board.
[2:06:27] It's a fantastic organization.
[2:06:28] I think you're gonna love it
[2:06:28] there.
[2:06:29] We're going to love having you
[2:06:29] there.
[2:06:32] I obviously got to work with
[2:06:33] Lydia before you went to
[2:06:34] the city And believe me,
[2:06:34] building green infrastructure
[2:06:35] is one of our specialties there
[2:06:38] So we're very excited to
[2:06:39] welcome you and I'm very, very
[2:06:43] happy to support your presence
[2:06:43] Also on item 119 Commission on
[2:06:44] the Status of Women, I am
[2:06:45] pleased to support the Mayor's
[2:06:49] reappointment of Marilyn Corio
[2:06:50] with the restroom icon Gail
[2:06:54] Freed and Carla Nisbet Stokes
[2:06:54] to the Commission on the Status
[2:06:55] of Women.
[2:06:55] Thank you so much for all
[2:06:56] the work that you have been
[2:06:59] doing on this incredible
[2:07:00] commission with your background
[2:07:01] in education, workforce
[2:07:01] development policy advocacy and
[2:07:05] a clear commitment to helping
[2:07:05] people grow and succeed and
[2:07:06] the challenges that women and
[2:07:10] especially women of color are
[2:07:11] facing now under a federal
[2:07:11] administration are dire.
[2:07:16] Many people might have seen
[2:07:17] the news just last week about
[2:07:19] what the equal opportunity
[2:07:25] the eeoc Commission is doing in
[2:07:26] 2024.
[2:07:26] In the fall about 250 female
[2:07:27] employees of a Coca-Cola
[2:07:32] distributor are gathered for an
[2:07:32] unremarkable meeting inside
[2:07:33] the ballroom of a Connecticut
[2:07:36] casino for a day of speakers
[2:07:37] and team building exercises.
[2:07:38] Their theme was Embrace your
[2:07:42] authenticity.
[2:07:43] It offered women a chance to
[2:07:44] mingle with higher ups to bond
[2:07:44] over their share of challenges
[2:07:48] in a male dominated workplace.
[2:07:48] One participant said it was
[2:07:49] fun, energizing and youthful.
[2:07:50] She said We learned how to deal
[2:07:53] with irate customers for
[2:07:53] example simple strategies for
[2:07:54] women to succeed in their
[2:07:57] workplaces.
[2:07:58] Last month Trump's eeoc sued
[2:08:02] Coca-Cola Beverages Northeast
[2:08:03] for this conference, claiming
[2:08:04] that they engaged in unlawful
[2:08:08] discrimination against male
[2:08:09] employees under the federal
[2:08:10] Civil Rights Act.
[2:08:13] The agency is now seeking
[2:08:14] unspecified compensatory
[2:08:15] damages and punitive damages
[2:08:15] just so the public knows
[2:08:19] The eeoc received tens of
[2:08:20] thousands of complaints a year
[2:08:24] for discrimination in
[2:08:25] the workplace and they hardly
[2:08:25] file any of the lawsuits.
[2:08:26] It's very rare to get the eeoc
[2:08:29] to actually take action.
[2:08:30] And the fact that they chose to
[2:08:31] take action against Coca-Cola
[2:08:32] for simply having a women's
[2:08:35] empowerment day is very, very
[2:08:35] telling.
[2:08:40] Founded in 1977, headquartered
[2:08:41] in New Hampshire, the Coca-Cola
[2:08:41] Beverages Northeast employs
[2:08:42] about 3400 people who bottle
[2:08:45] pack deliver and sell Coke
[2:08:46] products across the region from
[2:08:46] Boston to upstate New York.
[2:08:50] More than 85% of their
[2:08:50] employees are men.
[2:08:51] So back in MAY 2024,
[2:08:55] the company decided to hold its
[2:08:56] first in-person women's forum.
[2:08:56] Before the event, the company
[2:09:01] notified its 11 unions asking
[2:09:01] whether they had any objections
[2:09:02] and not a single union raised
[2:09:06] an objection to a woman's
[2:09:06] forum.
[2:09:07] At the event the attendees
[2:09:07] heard from executives who
[2:09:10] described their career past and
[2:09:11] they watched a demonstration by
[2:09:11] a trainer of a service dog
[2:09:12] sponsored by the company.
[2:09:15] >> One employee who attended
[2:09:16] the 2024 event wasn't aware it
[2:09:17] had triggered a lawsuit against
[2:09:20] the company.
[2:09:21] She said it should happen every
[2:09:22] year and still uses some of
[2:09:22] the lessons she gleaned in her
[2:09:25] work including strategies for
[2:09:26] meeting calm and dealing with
[2:09:27] irate managers our customers.
[2:09:30] She said quote It is very
[2:09:31] empowering for women to get in
[2:09:31] the same room.
[2:09:36] And so what I see is that this
[2:09:36] lawsuit really is not about a
[2:09:37] single networking event.
[2:09:40] It's about whether efforts to
[2:09:41] support and advance women in
[2:09:42] workplaces where they remain
[2:09:46] vastly underrepresented can be
[2:09:46] treated as discrimination
[2:09:47] rather than progress In a
[2:09:51] company where more than 85% of
[2:09:51] employees are men.
[2:09:52] A voluntary forum designed to
[2:09:56] foster mentorship, connection
[2:09:57] and professional growth for
[2:09:57] women is now being framed by
[2:10:01] Donald Trump as unlawful.
[2:10:01] This risks turning back
[2:10:02] the clock on so much progress
[2:10:02] we have made.
[2:10:07] It echoes a time when women
[2:10:07] were excluded from opportunity
[2:10:08] silence in professional spaces
[2:10:09] and told that gathering to
[2:10:13] support one another wasn't a
[2:10:13] simple problem.
[2:10:14] Actions like this and a
[2:10:14] chilling message that even
[2:10:17] modders modest efforts to level
[2:10:18] the playing field for women MAY
[2:10:22] be challenged or punished by
[2:10:22] the federal government.
[2:10:23] And that is what this
[2:10:24] litigation is really about.
[2:10:27] It reflects a broader fear of
[2:10:28] women simply organizing
[2:10:29] speaking openly about our
[2:10:32] challenges and building
[2:10:33] pathways to leadership in male
[2:10:37] dominated fields and empowering
[2:10:38] women to fully participate in
[2:10:39] the workplace and simply ask
[2:10:39] for equality in civic life.
[2:10:43] Is not discrimination.
[2:10:44] It's progress.
[2:10:48] So I want to thank you very
[2:10:49] much the women who are serving
[2:10:49] on the Status Commission of
[2:10:53] Women.
[2:10:54] You have a dire challenge ahead
[2:10:55] of you and you have our full
[2:10:58] support here at the city.
[2:10:59] So thank you very much and
[2:10:59] thank you to my colleagues for
[2:11:00] all of the incredible
[2:11:03] appointments today and I'm
[2:11:03] happy to support the consent
[2:11:04] agenda.
[2:11:04] All right.
[2:11:04] Thank you.
[2:11:07] Council member Von Wilpert.
[2:11:08] We'll go next to Council member
[2:11:09] Whipper Thank you, Council
[2:11:09] PRESIDENT.
[2:11:12] I too want to congratulate and
[2:11:13] thank everybody who is being
[2:11:14] appointed or reappointed to
[2:11:14] boards and commissions today
[2:11:18] especially all of those who
[2:11:18] live at District three.
[2:11:19] But thank you to all of you.
[2:11:23] These positions are really
[2:11:24] important and your service is
[2:11:24] very much appreciated.
[2:11:27] And I have 54 I would join
[2:11:28] everybody in appreciating
[2:11:29] Councilmember Ila Rivera for
[2:11:32] bringing this forward and
[2:11:32] everyone who came to City
[2:11:33] council today to speak in favor
[2:11:33] of it.
[2:11:37] We live in a day when too many
[2:11:38] Americans are afraid of their
[2:11:42] own government.
[2:11:43] People who were born and raised
[2:11:43] in San Diego carry their
[2:11:47] passports because they are
[2:11:48] afraid of being deported.
[2:11:52] I know some of them and I'm
[2:11:53] glad that Councilmember Eli
[2:11:53] Rivera made the point that
[2:11:57] while we unfortunately can't
[2:11:58] fully protect, say, the Reagans
[2:11:59] from the Trump administration,
[2:12:02] this ordinance isn't just
[2:12:03] symbolic either.
[2:12:03] And I appreciate the examples
[2:12:07] that are provided at
[2:12:08] the materials where this
[2:12:08] ordinance can really help
[2:12:09] protect people.
[2:12:12] I have a lot of construction
[2:12:13] going on in my district as does
[2:12:17] Councilmember Rivera, some of
[2:12:18] it funded with city resources.
[2:12:21] And this ordinance prohibits
[2:12:22] federal agents from going in
[2:12:23] and detaining construction
[2:12:26] workers at city funded projects
[2:12:27] without a judicial warrant.
[2:12:28] It provides due process.
[2:12:31] There are other examples where
[2:12:32] this could help protect our
[2:12:32] residents from the Trump
[2:12:33] administration.
[2:12:36] So thank you for bringing it
[2:12:36] forward.
[2:12:37] I'm glad it's going to be
[2:12:41] enacted today.
[2:12:42] Thank you.
[2:12:42] Council PRESIDENT.
[2:12:43] All right.
[2:12:43] Thank you, Council.
[2:12:44] I would probably go back to
[2:12:46] Councilmember Foster.
[2:12:47] Yes, Thank you, Council
[2:12:47] PRESIDENT.
[2:12:48] My apologies.
[2:12:48] I did not see Lydia here.
[2:12:52] I just wanted to take a moment
[2:12:52] and give Lydia a quick shout
[2:12:53] out.
[2:12:53] I had the pleasure to work with
[2:12:56] Lydia as the former chief of
[2:13:02] staff for council member and at
[2:13:02] the time Council PRESIDENT
[2:13:03] Shawn Rivera.
[2:13:04] Just a pleasure to see you
[2:13:04] back.
[2:13:06] And I just wanted to say
[2:13:07] congratulations and thank you
[2:13:07] for your willingness to serve.
[2:13:08] So thank you.
[2:13:11] All right.
[2:13:11] Thank you, Councilmember
[2:13:12] Foster.
[2:13:12] Nothing No one else in
[2:13:13] the lights I think actually
[2:13:16] everybody has spoken a lot.
[2:13:16] Couple of thoughts myself.
[2:13:20] I'll join the chorus on item 54
[2:13:21] thanking Councilmember Eli
[2:13:22] Rivera, the d9 staff and
[2:13:25] everyone who worked on bringing
[2:13:25] forward the due process
[2:13:26] ordinance.
[2:13:30] As I did last time it was heard
[2:13:31] I will register a no vote on 55
[2:13:35] item a item s 500.
[2:13:40] This is regarding the loi
[2:13:40] assures banner district.
[2:13:41] I want to thank the La Hoya
[2:13:44] Association for working through
[2:13:45] the red tape and
[2:13:49] the bureaucracy to expand
[2:13:50] the boundaries of the La Hoya
[2:13:51] Shaw's Banner district and to
[2:13:54] develop a working relationship
[2:13:55] between the La Hoya Shaw's
[2:13:56] Association and the Shaw's
[2:13:59] businesses sociation in
[2:14:00] operating that banner district.
[2:14:01] I know it'll accrue to
[2:14:05] the benefit of both the La Hoya
[2:14:05] Shaw's residents and
[2:14:06] the businesses there and
[2:14:09] everybody that passed through
[2:14:10] that district.
[2:14:11] So thank you for the good work
[2:14:11] And a special shout out to
[2:14:15] Abbie Reuter and my staff for
[2:14:15] navigating this process that
[2:14:16] turned out to be a little bit
[2:14:19] harder than we originally
[2:14:19] thought.
[2:14:23] On the items 110 and one
[2:14:24] through 120 I certainly want to
[2:14:25] congratulate and thank to all
[2:14:28] those who are being appointed
[2:14:28] or reappointed.
[2:14:29] Your volunteer time is very
[2:14:33] much appreciated.
[2:14:33] Serving on our city's boards
[2:14:34] and commissions and of course a
[2:14:38] shout out as council member of
[2:14:39] Elmore said to MR. Warren for
[2:14:43] all the work behind the scenes
[2:14:43] to bring this forward.
[2:14:44] Monitoring the vacancies,
[2:14:47] checking people want to be
[2:14:48] reappointed.
[2:14:48] Validating the qualifications
[2:14:51] of those who want to be
[2:14:52] appointed for the first time.
[2:14:53] And then of course docketing
[2:14:56] the items is no easy task So
[2:14:57] thank you for that very good
[2:14:57] work.
[2:14:59] >> And then on item 120 despite
[2:15:00] the fact that Lydia
[2:15:00] unceremoniously kicked me out
[2:15:04] of a social justice coalition
[2:15:05] many years ago, I hold no
[2:15:08] grudge and will continue to
[2:15:09] support your appointment to
[2:15:10] the Airport authority.
[2:15:14] Congratulations and I'm glad to
[2:15:14] see you're back in the circle
[2:15:15] of city business.
[2:15:18] You'll be a great asset to that
[2:15:19] authority.
[2:15:19] So with that we have an
[2:15:20] appointment.
[2:15:23] Excuse me a motion by council
[2:15:24] member Ella Rivera and a second
[2:15:25] by council member Campbell.
[2:15:28] Clerk Please call the roll.
[2:15:29] >> Thank you.
[2:15:30] Council PRESIDENT I'm sorry
[2:15:30] The voting system Please cast
[2:15:37] your vote That does pass
[2:15:38] unanimously 8 to 0 with
[2:15:39] Councilmember Campbell voting
[2:15:43] no and I don't want to wait in
[2:15:44] Council PRESIDENT Pro Tem Ken
[2:15:44] Lee absent.
[2:15:47] Thank you Council PRESIDENT.
[2:15:48] All right.
[2:15:48] Thank you for that.
[2:15:49] And again, congratulations
[2:15:49] everybody.
[2:15:51] I was appointed to reappointed
[2:15:52] So next item on the agenda are
[2:15:56] there any comments by
[2:15:57] the mayor's office City council
[2:15:58] member, city attorney,
[2:16:01] independent budget analyst or
[2:16:01] city clerk?
[2:16:04] We see the city clerk has a
[2:16:04] comment first.
[2:16:05] >> Thank you.
[2:16:05] Council PRESIDENT.
[2:16:06] I would just wanted to take a
[2:16:09] moment to mark the 95th
[2:16:10] anniversary of when San Diego
[2:16:10] voters approved our city
[2:16:14] charter on APRIL seventh, 1931,
[2:16:15] otherwise known as Charter Day.
[2:16:15] The document serves as
[2:16:20] the foundation of our city
[2:16:20] government structure and
[2:16:21] operations.
[2:16:24] While it has been amended over
[2:16:25] the years, it continues to
[2:16:25] guide our work.
[2:16:26] And if you'd like to learn more
[2:16:26] the City Charter is available
[2:16:33] online at w w w dot San
[2:16:34] diego.Gov/city Clerk Happy
[2:16:34] Charter Day.
[2:16:34] Thank you.
[2:16:35] All right thank you City Clerk
[2:16:40] And happy charter day as well.
[2:16:40] And we'll go next to council
[2:16:43] member Eli Rivera Thank you
[2:16:47] council PRESIDENT Just as I as
[2:16:48] is often the case I feel like
[2:16:48] it's important when we at least
[2:16:49] acknowledge things that are
[2:16:54] completely unacceptable or
[2:16:59] extraordinary happen outside of
[2:17:00] this of these chambers.
[2:17:04] This morning a increasingly
[2:17:05] unhinged authoritarian said
[2:17:09] that an entire civilization
[2:17:09] could die today that
[2:17:14] authoritarian is our PRESIDENT.
[2:17:18] That civilization includes 92
[2:17:19] million people in the country
[2:17:22] of Iran and at least 5 million
[2:17:23] people in the diaspora
[2:17:27] including family members of at
[2:17:28] least two of us on this dais
[2:17:28] That would not just be a war
[2:17:29] crime.
[2:17:32] He literally you just said that
[2:17:33] could be a genocide tonight.
[2:17:37] So again, just in the spirit of
[2:17:37] not pretending like there isn't
[2:17:42] a maniac in the White House and
[2:17:42] there's any semblance of
[2:17:43] normalcy to those sort of
[2:17:46] statements, I felt like I
[2:17:47] needed to say something.
[2:17:51] i pray to GOD that that is just
[2:17:56] the rantings of a maniac and
[2:17:57] not something that he will
[2:17:58] actually act on Because again
[2:18:01] there's 92 million people in
[2:18:02] Iran and 5 million people in
[2:18:05] the diaspora and that would be
[2:18:06] what the death of that
[2:18:06] civilization would look like in
[2:18:07] human terms.
[2:18:10] Thank you, Council PRESIDENT
[2:18:11] All right.
[2:18:11] Thank you.
[2:18:12] Council member Not seeing
[2:18:15] anybody else in the lights.
[2:18:16] We will now take up our morning
[2:18:16] discussion agenda.

[2:18:36] item please be sure to submit

[2:19:36] confidentiality reasons.
[2:19:40] The specific property location
[2:19:41] is intentionally omitted from

[2:22:04] >> All right.
[2:22:05] Thank you for the presentation
[2:22:06] of the work to bring this
[2:22:06] forward.
[2:22:09] Clerk Please proceed with
[2:22:09] public comment.
[2:22:10] >> Thank you.
[2:22:10] Council PRESIDENT Andrea Irving
[2:22:14] allegedly Audra and Blair
[2:22:15] Beekman if you can all come
[2:22:15] forward to the front row.
[2:22:16] Andrea, if you can please come
[2:22:21] up to the microphone.
[2:22:21] You'll have two minutes.
[2:22:26] Thank you.
[2:22:26] My name is Andrea Irving.
[2:22:30] I support housing women
[2:22:30] children.
[2:22:31] I support the funding of
[2:22:34] programs for underprivileged
[2:22:35] individuals.
[2:22:40] I would just suggest that we
[2:22:41] kind of look at not creating
[2:22:45] those situations in the city.
[2:22:46] >> I was a little surprised to
[2:22:49] hear so few people speak on sb
[2:22:50] 54 after the proclamation
[2:22:53] because I think that with due
[2:22:54] process both federally and
[2:22:59] locally we'll have a lot less
[2:23:00] of these needs And I think that
[2:23:03] we yes, we need to take care of
[2:23:04] things like this but we also
[2:23:08] need to care of like driving
[2:23:09] revenue into the city as well.
[2:23:09] There's been a really long
[2:23:13] delay at a for an organization
[2:23:17] or a space in Balboa Park
[2:23:18] called Starlight Amphitheater.
[2:23:18] And if you look at the names
[2:23:22] that have performed there
[2:23:22] Beastie Boys, the Rolling
[2:23:23] Stones, The Ramones, Elvis
[2:23:27] Costello incredible acts and I
[2:23:28] know there was okay, they have
[2:23:32] to pause for airplanes to fly
[2:23:33] over but that venue is so
[2:23:37] amazing Like it is so amazing
[2:23:37] and I just genuinely believe
[2:23:38] that it could drive so much
[2:23:42] revenue into the city.
[2:23:43] You know there is a lot of work
[2:23:47] that's gone into it so far over
[2:23:47] the past several years but with
[2:23:48] just a little help maybe just
[2:23:52] some sponsorship that could
[2:23:52] help situations and maybe
[2:23:56] actually help employ women that
[2:23:57] are women and men that are
[2:24:00] going to go into this facility
[2:24:01] and provide employment
[2:24:06] opportunities and great venues
[2:24:07] for graduations, speaking
[2:24:11] engagements and an extension of
[2:24:12] the convention center.
[2:24:12] I think we could upsell
[2:24:16] the space for large speaking
[2:24:16] engagements for orthopedic
[2:24:20] surgeons or the ted conference
[2:24:20] or Comic-Con.
[2:24:21] So just something to think
[2:24:21] about.
[2:24:23] Thank you.
[2:24:33] >> And allegedly under man it's
[2:24:34] like I wish there could be
[2:24:38] something that I could look
[2:24:39] into and not find super
[2:24:39] nefarious things with these
[2:24:43] nonprofits that you guys engage
[2:24:44] in, you've heard plenty of
[2:24:44] information about Tent City and
[2:24:48] Dreams for Change.
[2:24:49] People keep coming here and
[2:24:49] it's still open.
[2:24:50] Steven Whitman laughed at me
[2:24:53] when somebody died.
[2:24:54] It's like there's this is very,
[2:24:55] very bad and you guys are doing
[2:24:57] a ten year contract And just
[2:24:58] with a quick look you can see
[2:25:01] the types of things that have
[2:25:06] taken place with the wide uh
[2:25:06] wca and different things like
[2:25:11] that and you know it's when we
[2:25:12] have these programs that are
[2:25:15] supposed to be housing people
[2:25:16] and it's like of course that's
[2:25:17] what we should be doing but we
[2:25:17] should actually be doing that
[2:25:21] not making it harder for people
[2:25:21] to get into housing to get off
[2:25:22] the streets.
[2:25:23] It's like all of these things
[2:25:26] when we're contracting with
[2:25:27] these nonprofits I feel like
[2:25:27] there's no checks and balances.
[2:25:30] It's like you guys go ahead and
[2:25:31] get in contracts with these
[2:25:31] people and then it's like you
[2:25:32] just kind of go It's up to them
[2:25:35] to do whatever.
[2:25:36] Like you're not also complicit
[2:25:36] in it.
[2:25:40] I mean literally Tent City
[2:25:40] should be shut down.
[2:25:41] It should be ran by somebody
[2:25:41] else.
[2:25:45] I mean I talk to people day in
[2:25:45] and day out These people are
[2:25:46] actually afraid to come because
[2:25:50] they're afraid they're going to
[2:25:50] lose their spot there.
[2:25:54] >> So it's like how can that
[2:25:54] take place?
[2:25:55] And you have people that come
[2:25:56] in here and you don't even want
[2:25:59] to go and talk to them and go
[2:26:00] Hey, what's going on?
[2:26:01] I mean deaths and sexual
[2:26:04] assaults are bad And the fact
[2:26:05] that the city is literally on
[2:26:09] that site and there's code
[2:26:09] violations up the ying yang
[2:26:14] like it just shows that you
[2:26:14] guys can be there, watch it
[2:26:15] happen and not do a thing
[2:26:18] about it but how people kick me
[2:26:19] out so that I don't get to talk
[2:26:20] to those people and count
[2:26:23] the public or the homeless And
[2:26:24] it's like I don't need to be
[2:26:25] there to get people to come to
[2:26:25] me.
[2:26:29] But the fact is is that you
[2:26:30] guys should be doing something
[2:26:30] about it's supposed to be being
[2:26:33] audited but it's like it's it's
[2:26:34] still running and they're still
[2:26:35] getting money so you can't be
[2:26:35] trusted when you're picking
[2:26:36] these entities.
[2:26:37] Thank you for that concluding
[2:26:47] comment Player Beekman Hi we're
[2:26:51] Beekman Thank you for this item
[2:26:53] I had read a news report over
[2:26:56] the past week that Mayor Gloria
[2:26:57] delivered a really important
[2:27:01] memo to yourselves this past
[2:27:01] Friday on the work that you
[2:27:02] need to be doing.
[2:27:07] Um in to in addressing and how
[2:27:11] I MAY just into addressing
[2:27:12] unhoused issues at this time
[2:27:16] and um it stressed
[2:27:20] the importance of what uh
[2:27:25] the uh the tent city the city
[2:27:26] sponsored encampments are doing
[2:27:30] and by you know I don't know it
[2:27:31] just to set a standard a course
[2:27:35] of how to talk about the issue
[2:27:35] and to prepare ourselves how to
[2:27:39] talk about an unhoused issues
[2:27:40] into this coming year.
[2:27:41] So good luck What we can be
[2:27:44] doing with those issues
[2:27:45] together.
[2:27:45] Gary and others have made a
[2:27:49] really important point about
[2:27:50] you know, there just needs to
[2:27:50] be a better sense of
[2:27:54] organization of how Tent City
[2:27:59] is kept and worked on.
[2:27:59] Good luck that we're doing that
[2:28:04] And I've had the idea in being
[2:28:05] from San Jose they they've
[2:28:08] taken on the tent cities ideas
[2:28:09] too but to a much smaller
[2:28:10] degree in much smaller land
[2:28:14] parcels Is that an option for
[2:28:15] San Diego San Diego is chose
[2:28:18] chosen this large bulk system
[2:28:19] of tent city How about little
[2:28:23] smaller neighborhood ones?
[2:28:24] I know you don't like to hear
[2:28:25] those kind of words but it can
[2:28:28] be much easier to maintain
[2:28:29] possibly And there's just be a
[2:28:34] sense of uh a familiar sense
[2:28:37] more possibly to it.
[2:28:38] That MAY be an interesting idea
[2:28:39] that I felt it was time to
[2:28:42] mention along with this item
[2:28:42] which is really important and
[2:28:43] thank you for it and good luck
[2:28:43] with it.
[2:28:47] Thank you.
[2:28:48] >> Thank you.
[2:28:49] Sorry The five minute time
[2:28:49] we're going to those
[2:28:51] participating remotely starting
[2:28:52] with 8700 If you can please
[2:28:53] unmute you'll have two minutes
[2:28:58] after that is Kathryn Rhodes of
[2:29:02] Thank you Joyce And the other
[2:29:03] three first of all, good news
[2:29:08] on this item.
[2:29:08] It's an in the operation of
[2:29:11] the transitional housing
[2:29:12] facility that's so wonderful.
[2:29:16] And the second good news is
[2:29:17] that 57,000 will be going to
[2:29:18] the general fund and its
[2:29:22] purchase is precious revenue.
[2:29:26] So let's use it wisely.
[2:29:31] I so before I say something
[2:29:32] that's sort of difficult Yes.
[2:29:35] To the ten year lease with
[2:29:36] the ywca of San Diego County so
[2:29:41] I just wanted to say this I've
[2:29:42] been doing this work for about
[2:29:46] 20 years now and I have really,
[2:29:46] really listened attentively
[2:29:50] most of the time to the voices
[2:29:51] And thank you Blair for what
[2:29:56] you just said.
[2:29:57] What I really like is that you
[2:29:57] said How can we talk about
[2:30:01] these things?
[2:30:02] And that's kind of where I am
[2:30:02] at.
[2:30:05] There's a sense of sadness in
[2:30:06] my heart because I want
[2:30:11] resolution and I want
[2:30:12] prevention and and I don't feel
[2:30:15] we're getting this and some of
[2:30:16] these really, really difficult
[2:30:20] items that are coming up that
[2:30:20] are being spoken to by
[2:30:21] the people of San Diego.
[2:30:25] So I don't know what to do
[2:30:25] about that.
[2:30:26] i just want I appreciate you
[2:30:27] listening to me but there's
[2:30:30] just sadness in my heart And
[2:30:34] how do we talk about these
[2:30:34] things?
[2:30:35] I want more clarity on all
[2:30:35] sides.
[2:30:39] So thanks for listening again
[2:30:40] and love to all.
[2:30:40] Thank you.
[2:30:41] Catherine Rhodes If you can
[2:30:43] please unmute me.
[2:30:48] >> Hello, this is Katherine
[2:30:49] Rhodes and of course I very
[2:30:49] much support this.
[2:30:56] You know it's only $56,633 to
[2:30:57] the general fund So you're
[2:31:01] actually giving to women who
[2:31:02] really need your help.
[2:31:02] One of the things that when I
[2:31:05] was just looking through this I
[2:31:06] saw that you only have annual
[2:31:10] rent increases of 3.5%, which
[2:31:10] is great.
[2:31:15] But I want to tell you, you
[2:31:15] know a similar thing that
[2:31:16] you're doing which is not so
[2:31:20] great for the San Diego Housing
[2:31:20] Commission.
[2:31:21] It's not it's doing that's not
[2:31:24] great for the Mount Edna
[2:31:25] properties where they're doing
[2:31:29] on county land up in Claremont
[2:31:34] your San Diego housing
[2:31:34] Commission is charging seniors
[2:31:35] and people with mental
[2:31:39] disability people that had
[2:31:40] mental retardation instead of
[2:31:43] the annual increase of only 3.5
[2:31:46] or lower they're increasing
[2:31:47] their rent by 8.8% for no
[2:31:51] reason When most of the money
[2:31:52] that came for building this
[2:31:56] came from the county of San
[2:31:57] Diego and from state tax
[2:31:57] credits Not really the San
[2:32:01] Diego Housing Commission put a
[2:32:02] little bit of money in it but
[2:32:05] it looks like they're trying to
[2:32:06] make money off the poor and
[2:32:11] the disabled and if these if
[2:32:16] you're giving this to ymca for
[2:32:16] an annual rent increases of
[2:32:17] only 3.5%, I would like
[2:32:21] somebody to to push this to
[2:32:22] your city attorney and
[2:32:26] the mayor's office and figure
[2:32:27] out why the San Diego Housing
[2:32:30] Commission is trying to charge
[2:32:30] an 8.8% increase that will make
[2:32:31] some of the seniors who moved
[2:32:34] there less than a year ago and
[2:32:35] some of the people with mental
[2:32:35] disability and mental
[2:32:39] retardation not be able to
[2:32:40] afford the rent anymore.
[2:32:43] So please somebody look into
[2:32:44] that.
[2:32:44] >> Thank you so much.
[2:32:45] Thank you.
[2:32:45] That does conclude public
[2:32:49] comment on this item.
[2:32:49] >> All right.
[2:32:50] Thank you, City clerk.
[2:32:51] With that we'll turn it over to
[2:32:54] my council colleagues questions
[2:32:55] Comments Entertain a motion.
[2:32:55] We'll start out with Council
[2:32:56] member Campo Thank you Council
[2:32:59] PRESIDENT And thank you to our
[2:32:59] real estate staff on this lease
[2:33:03] here.
[2:33:04] Thank you to the ywca for
[2:33:05] providing this really, really
[2:33:09] important service and I will
[2:33:10] make a motion to approve
[2:33:10] staff's recommendation.
[2:33:11] Thank you.
[2:33:11] All right.
[2:33:11] Thank you.
[2:33:14] Council Member Campion.
[2:33:14] So we have the motion to move
[2:33:15] the staff recommendation of
[2:33:18] Council member Whitburn Well
[2:33:19] second the item not seeing
[2:33:22] anybody else on the light
[2:33:26] please call the roll clerk.
[2:33:27] Start the voting system Please
[2:33:34] cast your vote that passes Oh 7
[2:33:40] to 2 We shall measure Yeah that
[2:33:40] council that passes unanimously
[2:33:43] with Council PRESIDENT Pro Tem
[2:33:44] Lee and Council member Campbell
[2:33:44] absent.
[2:33:45] Thank you.
[2:33:48] All right Again thank you to
[2:33:49] staff for bringing this item
[2:33:49] forward and to the ywca.
[2:33:54] Okay we will now take up non
[2:33:54] agenda public comment.
[2:33:55] The council members respect and
[2:33:56] appreciate the public's input
[2:33:58] and are fully committed to
[2:33:58] protecting every participant
[2:33:59] free speech rights at council
[2:34:03] and committee meetings.
[2:34:03] >> Clerk Please proceed with
[2:34:04] public comment.
[2:34:04] Thank you.
[2:34:07] Council PRESIDENT Pearl 2.7 on
[2:34:08] a general public comment is an
[2:34:09] opportunity for members of
[2:34:09] the public to comment on items
[2:34:12] that are not on the agenda but
[2:34:13] within the subject matter
[2:34:14] jurisdiction of the City
[2:34:14] Council.
[2:34:16] Each speaker will have two
[2:34:17] minutes.
[2:34:17] Please note if there are eight
[2:34:18] or more speakers on a single
[2:34:20] topic that maximum time for
[2:34:21] the topic will be 16 minutes.
[2:34:22] If you are in chambers please
[2:34:22] submit your speaker slip If
[2:34:26] you're joining us virtually
[2:34:26] please raise your hand to speak
[2:34:27] by tapping the raise your hand
[2:34:28] icon or if you are calling
[2:34:30] participant Star nine starting
[2:34:31] with Jacob Edwards If you can
[2:34:32] please come to the microphone
[2:34:36] after a drink up we have Steve
[2:34:40] Stopper, Henry Wallace, Andrea
[2:34:41] Ebbing Allegedly Audra and
[2:34:45] Blair Beekman I do not see
[2:34:45] Jacob Edwards here in chambers
[2:34:49] anymore.
[2:34:50] Steve Storper please come up to
[2:34:54] the microphone.
[2:35:13] Yeah my colleagues have run
[2:35:13] out.
[2:35:14] We do not have a quorum so we
[2:35:17] have to adjourn the meeting at
[2:35:18] the direction of the city
[2:35:21] attorney which I concur with
[2:35:27] sadly and frustrated with So if
[2:35:28] you don't have a quorum then
[2:35:29] the public can actually take
[2:35:33] over the meeting So that's
[2:35:33] the problem.
[2:35:34] Okay Until that recording says
[2:35:35] that I'm the one that brought
[2:35:40] it to your attention that I
[2:35:41] would like to invoke that right
[2:35:41] now This is serious.
[2:35:42] >> I'm serious right now.
[2:35:42] Okay.
[2:35:45] To the point that security lets
[2:35:45] you stay in here, that's fine.
[2:35:49] The meeting itself is adjourned
[2:35:50] under the Brown Act.
[2:35:50] Yes, but I called Robert's
[2:35:51] Rules.
[2:35:55] That's fine to you doing that.
[2:35:55] I am the one that brought it to
[2:35:59] your attention that you did not
[2:35:59] have a quorum.
[2:36:00] You didn't know that until I
[2:36:01] said something And now you're
[2:36:04] trying to circumvent that and
[2:36:05] say that as long as security
[2:36:06] let me say so are you
[2:36:09] threatening that you're going
[2:36:10] to have them come after me
[2:36:11] because I'm trying to take over
[2:36:13] a meeting that you negligent
[2:36:14] Lee did not have a quorum for
[2:36:15] that.
[2:36:18] We're continuing with so like
[2:36:19] through Robert's Rules of
[2:36:19] Order.
[2:36:24] Okay.
[2:36:24] All right.
[2:36:25] You've made your point.
[2:36:25] I understand it that you no
[2:36:29] longer can be in control of
[2:36:29] the meeting.
[2:36:30] >> Okay, that's fine.
[2:36:30] Okay, that's fine.
[2:36:31] That's fine.
[2:36:31] You've made your point.
[2:36:33] I understand the point that
[2:36:34] you've made.
[2:36:34] >> Please, please.
[2:36:38] I'm telling you you had no
[2:36:39] Okay, I understand your point.
[2:36:43] >> You are now going to
[2:36:43] the point of being disruptive
[2:36:44] about legality.
[2:36:47] You cannot continue the meeting
[2:36:48] >> That's right.
[2:36:49] We are now ending the meeting.
[2:36:52] No, Now you know what I'm doing
[2:36:53] and you're trying to circumvent
[2:36:53] that because you're scared
[2:36:54] that what just happened.
[2:36:57] I'm not correct.
[2:36:58] Okay.
[2:36:59] If I invoke Robert's Rules of
[2:37:00] Order when you do that you can
[2:37:05] no longer run the meeting is
[2:37:31] adjourned as city council and
[2:37:41] everybody and you're trying to
[2:37:42] Why would you try and stop this
[2:37:48] that because you know going
