[22:58] >> Okay so that last so that [22:59] last point that you made that [23:03] the law does state that at [23:03] the end of the day sandag does [23:07] have that authority and that is [23:08] how we would proceed as we are [23:13] developing said plan, correct? [23:14] We as the professional staff do [23:17] community and coordinate with [23:18] other agency staff and have [23:22] been coordinating closely [23:22] throughout this process. [23:23] The maps that were presented [23:27] was what our understanding was [23:27] of the interpretation of [23:28] the statute consistent with [23:29] other agencies that we had [23:32] coordinated with. [23:32] But again Sendek has not yet [23:33] released that map so I still [23:36] cannot tell you with 100% [23:37] certainty what that will look [23:37] like. [27:56] The item before you today [27:59] includes the development of [28:00] the 2027 Regional [28:00] Transportation Improvement [28:04] Program commonly known as [28:05] the aatip as well as an update [28:09] to the fiscal year 2027 to 2031 [28:09] program of projects. [28:13] This item was direct docketed [28:13] due to committee being [28:14] adjourned and needs a signed [28:15] resolution by JULY 1st. [28:18] The Aatip is a multibillion [28:18] dollar multi-year program of [28:19] transportation projects that is [28:22] managed by sandag and [28:23] the Transnet revenue [28:23] Allocations included in [28:26] the aatip are based on [28:27] the fiscal year 2027 proposed [28:28] Transnet budget. [28:32] With this I'll turn it over to [28:33] Patrick to go over [28:33] the presentation. [28:34] >> Thank you. [28:42] This and presentation will [28:43] first go over an overview of [28:47] the Transnet Local Streets and [28:47] road formula funding. [28:51] Before diving into the fiscal [28:51] year 26 status of Transnet [28:54] funds then we will take an [28:55] outlook on the 27 to 31 five [28:55] year revenue forecast that [29:00] sandag puts out once a year. [29:03] And then we will have a look at [29:03] the 2027 proposed Transnet [29:04] budget and the specific project [29:08] allocations that are being [29:08] proposed. [29:09] And we're ending this [29:12] presentation with a overview of [29:13] any budget adjustments that [29:14] were processed in the current [29:14] fiscal year using [29:18] the appropriation ordinance. [29:18] The chance that funding comes [29:22] from a half cent local sales [29:23] tax that is administered by [29:24] sandag to fund local [29:27] transportation projects [29:28] consistent with the Regional [29:29] Transportation Improvement [29:29] Program. [29:32] As the graph on the right side [29:35] of the slide shows 29.1% of [29:36] the net annual Transnet [29:37] revenues are set aside for [29:37] the local streets and road [29:41] formula funds. [29:41] This revenue gets distributed [29:42] to 19 local jurisdictions of [29:46] which the city of San Diego is [29:47] one of them and receives a [29:48] proportionate allocation of [29:51] roughly 41% of the total [29:51] funding. [29:52] The Transnet Ordinance and [29:56] sandag board Policy 31 require [30:00] and required to spend at least [30:00] 70% of the funding on [30:04] congestion relief projects and [30:04] no more than 30% on maintenance [30:08] activities and about 1% on [30:08] the program. [30:09] Administration projects that [30:13] receive Transnet funding must [30:14] be programed into Aatip as a [30:14] requirement to receive [30:18] the funding and unlike the city [30:19] of San Diego, the aatip is on a [30:23] two year budget cycle and in [30:24] fiscal year 2027 we are moving [30:27] from the 2025 to the 2027 [30:27] aatip. [30:32] >> This table shows an overview [30:33] of the city's estimated revenue [30:37] projections as well as our [30:37] actuals and expenditures for [30:38] fiscal year 2026 and to last [30:42] for years of actuals. [30:45] We started the fiscal year with [30:46] a $40 million fund or cash [30:47] balance that was at sandag [30:50] which means these are budgeted [30:51] Transnet funds but we haven't [30:52] spent them down yet and [30:56] Transnet funds get reimbursed [30:56] to the city of San Diego at [30:57] the same pace as we spent them [31:00] And the Transportation [31:01] Department in collaboration [31:02] with the Department of Finance [31:05] Process Monthly reimbursement [31:05] requests equal to our actuals. [31:09] We're projecting to have a [31:10] disbursements by the end of [31:14] this fiscal year in an amount [31:15] of $49 million that would bring [31:20] down our fund balance to 31.1 [31:23] million anticipating 48.1 [31:24] million of additional revenues [31:28] this fiscal year That would be [31:29] a decrease of 2% compared to [31:32] the beginning fund balance This [31:33] fiscal year And our goal is to [31:34] continuously decrease our fund [31:37] balance at sandag and through [31:38] proper fund management and [31:43] prioritization of the Transnet [31:43] fund expenditures and decrease [31:47] that fund balance even more. [31:48] In this chart we can see how [31:52] effectively our 19 local [31:53] jurisdictions in San Diego [31:57] spend their Transnet allocation [31:57] . [31:58] >> The graph shows that in [32:02] comparison shows the annual [32:03] Transnet revenue in comparison [32:07] to the cash balance that [32:08] the local jurisdictions hold a [32:11] value of 100% would equal a [32:16] cash balance of equal to the at [32:16] the current fiscal years [32:20] revenue And as you can see [32:21] the city of San Diego has [32:24] the third lowest cash balance [32:25] with a 101% compared to their [32:28] fiscal year 26 revenue. [32:33] And this and charge we can see [32:34] the five year Transnet revenue [32:35] forecast that gets updated by [32:38] sandag once a year and it is [32:43] categorized by the required [32:44] split between administration [32:44] maintenance and congestion [32:48] relief and funding is allocated [32:48] via the budget development [32:49] process. [32:49] At the beginning of each fiscal [32:53] year but it is important to [32:54] note that sandag receives [32:55] actual revenue on a monthly [32:58] basis and some years budget [32:59] adjustments might be required [33:02] at the end of the fiscal year [33:07] for fiscal year 2027 [33:07] the Transnet revenue is [33:11] estimated to be $49.1 million [33:12] followed in the required split [33:13] between maintenance, congestion [33:16] relief and administered Nation [33:17] . [33:19] We are proposing to allocate [33:20] 14.6 4.6 million to maintenance [33:21] activities that are related to [33:25] street division 34 where 70% [33:26] will be allocated to congestion [33:30] relief activities of which 79% [33:31] will go to the Capital [33:35] Improvements program and that [33:36] is also included in Attachment [33:37] a and c on that report to [33:40] Council. [33:41] And 21% are our congestion [33:45] relief activities that do not [33:46] meet the capital threshold. [33:46] >> On the next slide we will [33:50] take a deeper dive into [33:51] the allocation that will go to [33:55] the chp So 14.8 million is [33:55] proposed to go to street [34:00] resurfacing of which 13.7 [34:01] million is for the in-house [34:01] mill page project. [34:05] 3.5 million will go to El [34:09] Camino Rialto via De la Valle [34:10] 3.2 million goes to the Choice [34:10] Creek to Bayshore Multi-Use [34:14] Path Project which is coded [34:15] under the bike facilities asset [34:18] type. [34:19] 2.6 million goes to new [34:20] walkways specifically to [34:24] college Meridian to Judy [34:24] McCarthy sidewalk. [34:28] And 1.3 million to traffic [34:28] signals point 4 million to [34:32] normal street promenade. [34:36] >> This slide shows all transit [34:37] budget adjustments that have [34:38] been processed using [34:38] the current fiscal year [34:41] appropriation ordinance and [34:42] that require a programing [34:43] update in the current article. [34:47] It can also be found on [34:47] attachment number b. [34:48] Please note that Attachment b [34:49] was updated in the backup [34:52] document and in the resolution. [34:53] These are all even budget swaps [34:57] with a net zero budget increase [34:58] in our projects to prioritize [35:01] Transnet spent down. [35:06] So this brings us to our last [35:07] slide which is a summary of [35:07] what this action is asking [35:08] the council for. [35:12] So this action requests [35:15] the authority to develop [35:16] the 2027 aatip and to program [35:17] transmit budget adjustments as [35:20] outlined in an Attachment c [35:20] program. [37:34] They know where the streets [37:35] Everyone knows where [37:38] the streets are But how [37:39] the Girl Scouts and Boy Scouts [37:43] pay them instead of a contract [37:43] kind of shady deal that [37:44] the city does normally. [37:48] >> But just go direct, have [37:49] direct sandag do not study [37:53] the streets no more. [37:54] We know the streets and we'll [37:58] work with the Boy Scouts and [37:59] the Girl Scouts. [43:16] We've went to a 43% commitment [43:16] for District 49 and I just want [43:17] to say thank you. [43:21] You have you are continuing to [43:22] proceed with that policy [43:28] decision in that determination. [43:29] And so I just want to say thank [43:29] you because that is a shift in [43:32] philosophy and making sure that [43:33] we receive the investment in [43:34] our typically historically [43:37] under under resource [43:38] communities. [43:39] I also would like to say I do [43:42] appreciate my good friend [43:43] George Anthony. [43:49] I just want to bring him up. [43:49] I do still appreciate getting [43:50] his emails every time I see him [43:54] I do read them myself but he is [43:54] doing a great job at [43:59] identifying those really poor [44:00] conditions and getting our [44:00] minimum pay folks out there. [44:01] So I also want to say thank you [44:04] for that as I often tend to be [44:05] very critical of of our efforts [44:10] and how we are investing in our [44:10] under-resourced community. [44:15] So I just wanted to say that [44:15] what we're getting with our [44:16] millennial team I love to see [44:21] the numbers numbers moving in [44:21] the right direction Again I [44:22] will say I am all for us [44:27] bringing as much as we can in [44:27] house. [44:28] I know we have our issues and [44:32] challenges out of the yard and [44:32] so forth that we still need to [44:33] get our arms around But I am a [44:37] full supporter of looking at [44:37] how we can continue to grow our [44:38] in-house paving program because [44:43] I still feel we will be more [44:43] competitive than outsourcing. [44:44] So I do I do want to thank you [44:48] for that. [44:49] The one thing that does trouble [44:50] me is the term bicycle [44:50] facilities. [44:54] i mean I brought this up in our [44:55] our briefings but can you as we [45:00] are in the financial scenario [45:01] that we are in I know we've [45:01] made some changes with our [45:05] mobility department so far. [45:06] So I think we are kind of [45:06] winding things down. [45:07] But you can you explain what's [45:11] in this actually in this line [45:11] item for bicycle facilities [45:12] Because I think there's an [45:13] immediate interpretation that [45:16] this is the bike lanes and [45:17] we're continuing to invest in [45:18] just bike lanes which is [45:22] driving, you know, a lot of [45:23] contentious conversations in my [45:24] community. [45:24] So if you can shed some light [45:28] as to what that term is, what's [45:29] included in what that actually [45:29] accounts for. [45:30] Of course first of all, thank [45:30] you for your words of [45:31] appreciation. [45:34] Councilmember Foster And in in [45:35] this budget the $3.1 million [45:35] for bicycle facilities that's [45:40] where the choice Creek to [45:41] Bayshore project and there are [45:41] other grant funds available for [45:45] this project and it is [45:46] scheduled to go into [45:46] construction this coming year. [46:37] You know at the end of the day [46:37] what the public wants us to do [46:38] if we have the funds let's go [46:41] out and get the work done and [46:41] so I'm I've been around long [46:42] enough at City Hall to know [46:43] that that pivot I think is an [46:47] extraordinary measure. [46:48] We have the money let's put [46:48] the money to work as [46:49] efficiently and thoughtfully as [46:53] possible given the balance [46:54] between congestion relief and [46:59] maintenance to be a little [46:59] protective of our smaller [47:04] cities, projects cost a lot of [47:05] money and the allocation that [47:06] the smaller cities get is not [47:09] enough in one year to actually [47:10] do those bigger projects And so [47:11] they have to save up year after [47:11] year after year to get enough [47:14] money to actually build [47:15] the bigger projects. [47:15] So it is somewhat [47:16] understandable why their ratios [47:20] are much different than ours. [47:21] We're a big city. [47:22] We have plenty of projects that [47:26] we can tackle in our cip so [47:26] that's exactly what [47:27] transportation is doing.
