[35:18] Hey, good afternoon. [35:19] Council PRESIDENT, council [35:19] members, City Attorney Ivey and [35:25] the members of the public. [35:26] My name is any some of it a [35:26] community representative with [35:27] Council District nine And [35:28] joining me today is my [35:32] co-presenter here looking at it [35:33] on behalf of council members [35:33] Shawn Ella Rivera and Pan of [35:36] the partnerships of events with [35:37] some new Americans and [35:37] the members of the Somali [35:38] community here in San Diego we [35:42] are presented a resolution [35:43] expressing support for Somali [35:44] residents in San Diego and [35:44] condemning the racist rhetoric, [35:49] harassment and discrimination [35:49] that have increasingly targeted [35:50] Somalia Americans. [35:51] I will now begin the brief [35:57] overview of this item this [35:58] resolution response to series [35:59] of attacks directed at [35:59] the Somali community including [36:04] inflammatory statements made by [36:04] PRESIDENT Trump, harmful [36:05] federal actions targeting [36:06] Somali immigrants and [36:10] harassment, stalking and [36:11] intimidation of Somali child [36:12] care providers by social media [36:17] influencers including here in [36:17] Senegal. [36:18] The resolution also recognizes [36:18] the harm caused when political [36:22] leaders and public figures use [36:23] rhetoric that stigmatizes [36:23] immigrants, promotes [36:28] discrimination and creates fear [36:29] within communities that have [36:29] come to this country seeking [36:30] safety and opportunity. [36:34] The Somali community is an [36:35] essential part of Senegal. [36:35] Somali residents are our [36:40] neighbors workers, business [36:41] owners, caregivers, faith [36:42] leaders and community builders. [36:46] We help make our city stronger, [36:47] more vibrant and more [36:47] welcoming. [36:48] Today we have an opportunity to [36:52] make clear that illegal reject [36:53] hate rejects scapegoating and [36:54] stands with the members of our [36:58] Somali community who have been [36:59] targeted simply because of who [36:59] they are. [36:59] I will now turn to [37:00] the background that outlines [37:04] the circumstances that make [37:05] this action necessary. [37:05] Over the last year PRESIDENT [37:11] Trump along with many public [37:11] officials and influencers have [37:12] engaged in a series of verbal [37:17] attacks and policy actions [37:18] targeting the Somali community [37:18] in the United States. [37:19] These actions and racist [37:19] rhetoric have created [37:23] widespread fear in the Somali [37:24] community nationwide and here [37:24] in San Diego, which is home to [37:25] a large Somali-American [37:30] population. [37:31] The use of derogatory racist [37:31] language to scapegoat this [37:32] community must be addressed. [37:35] Abdi has far reaching [37:35] implications. [37:36] Every opportunity has been [37:37] taken to the father Somali [37:41] community. [37:42] In 2025 the use of language [37:43] like calling Somalis low iq [37:47] garbage and saying that their [37:48] country stinks We don't want [37:48] them here. [37:49] It's intolerable. [37:53] The only Somali-American in [37:54] Congress, Congresswoman Ilhan [37:55] Omar, has been continuously [37:59] targeted with calls that she [37:59] should be expelled from [38:00] Congress and this country. [38:00] This administration has used [38:05] statements to justify [38:06] anti-immigration policies [38:06] finding a convenient scapegoat [38:07] in the Somali American [38:11] community. [38:11] Somalis are black, largely [38:12] Muslim immigrants making us an [38:17] easy target for racism, [38:18] Islamophobia and anti-immigrant [38:18] sentiment. [38:23] Hate speech is not just limited [38:24] to rhetoric and policies. [38:24] These also translate into [38:25] violence against our [38:30] communities. [38:31] On MAY 18th, the San Diego [38:31] Muslim community experienced a [38:36] horrific attack rooted in hate. [38:36] The attack of the Islamic [38:37] center and school did not occur [38:37] in a vacuum. [38:41] Anti-Muslim bigotry is a direct [38:41] result of a polarizing [38:42] political climate in which [38:47] elected leaders including [38:47] the PRESIDENT And the members [38:48] of Congress have normalized [38:49] the hatred of Muslims. [38:52] It has created an environment [38:53] where anti-Muslim hate has [38:54] become all too common. [38:58] And without accountability this [38:59] hate turns into violence. [39:00] We represent what this country [39:04] had always expressed the best [39:04] of us. [39:05] We are vibrant, hardworking, [39:10] resilient, industrious and [39:11] devoted to our families and [39:12] the larger community. [39:16] But to the PRESIDENT And his [39:17] sympathizers, we are an easy [39:17] target. [39:18] This administration has used [39:23] hateful sentiments to justify [39:24] their crackdown using ice's [39:24] brutal forces to detain and [39:28] deport Somalis and other [39:29] immigrant individuals and [39:29] families. [39:30] Shortly after Trump had made [39:34] false accusations of fraud, [39:35] Somali businesses across [39:35] the country were intimidated [39:36] and harassed by ice, including [39:40] Somali restaurants and [39:41] nonprofits here in San Diego. [39:42] We then followed escalation in [39:46] Minnesota over the last several [39:47] months where mass ice agents [39:47] targeted immigrant communities [39:48] with impunity. [39:52] The entire nation was left with [39:53] the false notion that somehow [39:54] childcare providers are bilking [39:58] the government of taxpayer [39:58] dollars. [39:59] But all but every allegation [39:59] against them has been suspect [40:04] consciously been proven false. [40:05] We watched these attacks watch [40:06] these attacks become deadly. [40:11] With the death Rene Nicole and [40:11] Alex Pratt. [40:12] And if that wasn't enough, this [40:16] administration has terminated [40:16] temporary protected status [40:17] alternatives for Somali [40:22] immigrants. [40:23] Taking away the federal [40:23] commission that gave them [40:24] the right to be here while [40:25] adjusting their immigration [40:25] status. [40:27] Suddenly people who came here [40:33] legally were undocumented and [40:34] the early 20 26. [40:34] >> Trump Use of false claims of [40:35] child care fraud in Minnesota [40:39] to pull funding for child care [40:40] for low income families in [40:40] multiple states. [40:44] He moved to freeze over 10 [40:45] billion in federal child care [40:49] and family assistance funding [40:50] 35 states including California, [40:50] Carlisle, Illinois, Minnesota [40:55] and New York. [40:56] This is the face of a growing [40:56] need for child care across [40:57] the country. [40:57] And here in San Diego. [41:01] There are over 4600 childcare [41:01] centers and at home child care [41:06] providers in San Diego that [41:07] offer care for children so [41:07] the parents could be part of [41:08] the workforce. [41:13] As for low income families, [41:14] childcare continues to be a [41:14] backbreaking cost. [41:15] The ymca of San Diego County [41:18] supports more than 10,000 local [41:19] families to subsidize childcare [41:19] programs. [41:24] But right now there are over [41:25] 7000 families on the waiting [41:25] list for a state subsidized [41:30] childcare in the region. [41:30] This means only three out of [41:31] ten eligible families are [41:36] currently receiving the help [41:37] that they need. [41:37] Let's be clear this is another [41:42] attempt of scapegoating and [41:43] similar communities to end much [41:43] needed childcare subsidies for [41:48] low income families before [41:48] moving forward. [41:49] I want to give counsel a [41:54] glimpse into what Somali [41:55] childcare providers have been [41:55] experiencing. [42:00] Somali childcare providers have [42:00] been receiving nonstop [42:01] harassing phone calls and [42:01] voicemails. [42:06] Some providers have shared call [42:07] logs showing 50 to 100 missed [42:07] calls. [42:08] What you are about to hear is [42:12] an example of a voicemail [42:12] received by a small child care [42:13] provider. [42:23] This is one of not a criminal [42:24] answer to your door. [42:24] Are you a liar? [42:33] You should be deported quickly [42:34] . [42:34] You are criminals and you need [42:35] to be kicked out of the United [42:35] States. [42:39] The criminals and you should be [42:39] deported again. [42:44] Make sure we burn you guys. [42:45] It's funny and I love it. [42:50] I hope you get deported soon. [42:51] >> What you just heard is not [42:57] just an isolated incident. [42:57] This is one example of [43:00] harassment Child from small [43:01] childcare providers have been [43:07] facing today. [43:07] The next few slides contain [43:08] statements from childcare [43:13] providers and parents who have [43:13] been directly impacted by this [43:14] harassment. [43:14] These are real examples of fear [43:19] and uncertainty uncertainty [43:19] families are experiencing. [43:20] Providers have reported people [43:25] showing up to their home, [43:25] filming their properties, [43:26] following them in cars and [43:26] targeting them online. [43:31] Parents are concerned about [43:32] their safety, the well-being of [43:32] their children and providers [43:33] are concerned about their own [43:37] safety and the safety of their [43:37] children in their care. [43:38] I will give counsel a moment to [44:11] review these statements [44:12] . [44:12] >> Trump's false allegations of [44:13] fraud have had a far reaching [44:14] implications for Somali [44:19] community as a whole not only [44:19] during their livelihoods but [44:20] their safety as well. [44:24] Recent YouTube influencers like [44:25] Newt surely who started in [44:26] Minnesota have also come to San [44:30] Diego to harass and stop child [44:30] care providers. [44:31] As you all heard from [44:35] the previous slide, that's just [44:36] one of the many hateful [44:36] voicemails childcare providers [44:37] have gotten. [44:41] Some of these voicemails are [44:42] even too far out to even play [44:43] our lot here today. [44:43] These attacks have continued [44:48] until today. [44:48] Nick Shirley Copycats have [44:49] harassed and stalked black [44:53] immigrant women using degrading [44:54] language to describe the race [44:55] they're calling nonstop showing [45:00] up to their homes, following [45:01] them cards and creating a deep [45:02] fear that alter the joy and [45:05] safety once characterized by [45:11] family childcare, childcare [45:12] providers are afraid to go [45:12] outside, walk children to parks [45:17] or even open the door to their [45:18] home childcare facility when [45:18] the doorbell rings. [45:19] Parents who once sent their [45:22] children to these high quality [45:23] neighborhood providers are [45:24] afraid for the safety and [45:29] well-being of their children. [45:30] As a city we must do more to [45:30] correct this part. [45:35] Today's resolution says no [45:35] more. [45:36] Not in San Diego. [45:41] Not in California. [45:41] Not in our name. [45:42] This is the time to stand [45:45] together across regions and [45:46] communities to stop the spread [45:52] of state sponsored terror. [45:53] >> Council PRESIDENT. [45:53] Council Members. [45:58] City Attorney Ivey and [45:59] the members of the public. [46:00] The requested action before us [46:04] today is an adoption of this [46:04] resolution. [46:05] A yes vote does four things. [46:10] First, it reaffirms our support [46:11] to Somali residents and [46:16] recognizes their invaluable [46:16] contributions to cultural, [46:17] economic and civic life here in [46:17] San Diego. [46:22] Second, if we are friends, our [46:22] commitment to being a welcoming [46:26] city where every person [46:27] regardless of where they came [46:28] from or how they arrived here [46:28] can live free from [46:33] discrimination, harassment and [46:33] intimidation. [46:34] Third, it makes clear that this [46:39] council reject hateful [46:40] rhetoric, discriminatory and [46:40] discriminatory policies and [46:46] targeted attacks directed at [46:46] Somali communities and other [46:47] immigrant and refugee [46:52] communities And fourth a direct [46:52] the city to work with child [46:53] care providers to strengthen [46:57] security measures that help [46:58] protect providers, children and [46:58] families who have been forced [47:02] to live with fear because of [47:03] these ongoing acts of [47:08] harassment. [47:09] This resolution is more than [47:09] words. [47:14] It's about making clear when a [47:15] community is targeted. [47:15] San Diego When I look the other [47:16] way we will sit down with our [47:21] neighbors who defend their [47:21] dignity, their safety and their [47:27] right to belong. [47:27] For Somali families, childcare [47:28] providers and community members [47:32] who have endured harassment, [47:33] intimidation and fear, this [47:38] council has an opportunity to [47:39] send a simple message here [47:40] today your value valued You are [47:45] welcome and do not stand alone. [47:46] i respectfully ask for your [47:51] support on this resolution. [47:51] Thank you. [47:52] All right. [47:52] Thank you. [47:52] Go ahead. [47:57] If there's any questions, we [47:57] also have a volunteer with [47:58] the Senegal Police Department [47:59] along with city division here [48:03] today. [48:03] >> All right. [48:04] Thank you for the work and [48:05] thank you for the presentation [48:05] this afternoon. [48:09] Clerk Please proceed with [48:10] public comment. [48:10] >> Thank you. [48:11] Council PRESIDENT We do have [48:12] over 50 speakers here on this [48:15] item If you can please come up [48:16] to the yellow reserved seats at [48:16] the front of the room. [48:20] That would be greatly [48:20] appreciate your help with [48:21] getting you up to [48:21] the microphones. [48:22] Samantha It's a what? [48:25] If you can please come up to [48:26] the microphone. [48:27] Samantha And then if I can have [48:30] Kimberly Mullen join Senator [48:31] Max Schmitt and Ruth Kaplan, [48:32] please come up to the yellow [48:36] reserved seats. [48:37] Samantha you'll have one [48:37] minute. [48:37] Please proceed. [48:38] Good afternoon. [48:42] My name is Samantha Etisalat [48:43] and I am a staff attorney at [48:44] the aclu of San Diego and [48:48] Imperial County is the majority [48:48] of our state's population are [48:49] immigrants or children of [48:50] immigrants, immigrants and [48:54] refugees are our neighbors, [48:54] friends, colleagues, frontline [48:55] workers and teachers. [48:59] San Diego has long been a place [49:02] of opportunity and at one point [49:03] hosted the second largest [49:04] population of Somali refugees [49:04] in the nation. [49:09] Today members of our Somali [49:10] community community are facing [49:10] growing hostility and [49:10] persecution. [49:14] Local child care providers are [49:15] being targeted due to a [49:16] nationwide harassment campaign [49:20] anti-Muslim rhetoric is not [49:20] only threatening [49:21] the livelihoods it has taken [49:22] the lives of members of our [49:25] community. [49:26] By supporting this resolution [49:26] we reaffirm our commitment to [49:31] inclusion, dignity and safety [49:31] for all members of our [49:32] community. [49:32] Let this commitment carry us [49:33] forward and inspire more [49:36] actions to truly make San Diego [49:37] America's finest city for all. [49:37] >> Thank you. [49:39] Thank you, Kimberly. [49:45] >> Hello. [49:46] My name is Kimberly and I live [49:46] in District nine. [49:47] I'm here today in support of [49:50] this resolution affirming [49:51] solidarity with the Somali [49:51] community of San Diego and [49:55] standing against hate and [49:55] discrimination. [49:56] San Diego is strengthened by [49:57] the diversity of of its [50:00] residents and each of those [50:01] residents deserves to feel [50:01] safe, respected and valued. [50:02] No family should live in fear [50:05] because of their race, [50:06] religion, ethnicity or [50:06] immigration background. [50:11] When any community experiences [50:11] discrimination or hate it [50:15] affects us all and undermines [50:16] the values of inclusion, [50:17] dignity and respect that our [50:17] city strives to uphold. [50:21] I applaud this effort to stand [50:22] with the Somali community. [50:22] This resolution sends an [50:26] important message that San [50:27] Diego rejects bigotry in all [50:27] its forms and stands united in [50:31] defense of the dignity, safety [50:32] and humanity of all its [50:32] residents. [50:33] Thank you. [50:36] Thank you, Joyce Senator. [50:37] >> >> Thank you. [50:41] You see, I have no written [50:42] comments. [50:42] I'm speaking from the heart of [50:46] course Yes to this resolution [50:51] And I'm so sorry about child [50:52] care and things that are [50:53] happening and everything else. [50:54] It's just it's so sad And when [50:56] especially when it involves [50:57] children. [50:57] But I want to tell you this [51:01] When that terrible event [51:02] happened at the mosque, I found [51:03] something inside of me that [51:03] shocked me. [51:07] I found hate. [51:07] I really had never found it [51:12] that cleanly before. [51:13] I hated the haters and I need [51:18] your help with this because I [51:18] don't know what to do with it. [51:22] I've I've come out of it quite [51:23] a bit but I realize that it's [51:27] in me that I have that kernel [51:28] of hate inside of me and I [51:33] don't want to hate the haters [51:33] because that only hurts me and [51:34] all of you really. [51:38] So that's what I wanted to [51:38] share with you that I want to [51:39] come from a place of love and I [51:42] don't know how to do that. [51:42] Thank you. [51:43] Thank you. [51:48] Maximilian Schmidt Then if I [51:48] can have the following [51:49] individuals please come up to [51:52] the yellow reserved seats. [51:53] Jessica River David Say. [51:57] Kevin Vino and Patricia [51:57] Serrano. [51:58] >> Please proceed. [52:02] Hi. [52:02] I just wanted to offer some [52:06] advice that could help all [52:07] targeted religious communities [52:11] including the local people of [52:11] Somalia. [52:15] I believe Somalia on this [52:16] considered one of the most [52:17] corrupt countries in the world [52:17] And I believe this could also [52:21] help people in Somalia who are [52:21] possibly being targeted and [52:26] maybe also help all religions [52:26] being targeted on people When [52:30] they stalk you they can [52:31] actually see through your eyes [52:31] through the third eye. [52:35] And it's important to know that [52:36] because they're going to try [52:36] and say that it's technology or [52:37] something and it's not. [52:39] And the reason why that can [52:40] help you is because if you [52:41] realized if you're surrounded [52:45] by a group of people and you [52:45] look around and they all have [52:46] stiff necks and then when you [52:49] look at them they make an [52:50] exaggerated motion, it can make [52:51] you subconsciously paranoid. [52:51] It's called Zers. [52:54] It's on And many people think [52:55] that they MAY be going mentally [52:55] ill. [52:55] I think if the religious [52:56] community knew that these [52:59] people can look to your eyes, [53:00] this third eye they could know [53:01] they're not crazy and maybe you [53:01] could help them when they're [53:03] being targeted. [53:03] >> Thank you. [53:04] I did get a submission from [53:05] Ruth Caplan but she registered [53:08] her position in a favor and did [53:09] not wish to speak. [53:10] Jessica Roper, if you can [53:10] please come up to [53:13] the microphone. [53:13] >> >> Sure. [53:18] Jessica Roper, District three. [53:19] Good afternoon. [53:21] I'm here today from day three [53:22] to speak in support of my [53:23] friends and neighbors from [53:23] the Somali community who are [53:26] experiencing unjust and [53:27] frightening levels of [53:31] discrimination and harassment. [53:32] Since moving to San Diego ten [53:32] plus years ago. [53:33] I've met Somali San Diegans [53:36] through work volunteering [53:36] interfaith celebrations and [53:41] meals together. [53:42] Each and every time I've been [53:42] welcomed. [53:45] I've been through their [53:46] generosity and I've seen [53:46] the commitment to making San [53:50] Diego a vibrant place for all [53:51] to live, work, play and learn. [53:55] Somali San Diegans deserve. [53:56] Somalis San Diego deserve to [54:00] experience respect, inclusion [54:01] and belonging in the city. [54:01] They contribute to [54:05] strengthening every day. [54:06] Please stand with with us and [54:06] with the Somalis With Somali [54:10] San Diegans today and let them [54:11] know that they are the beloved [54:11] part of our community. [54:13] Support this resolution please [54:13] . [54:18] >> Thank you, David. [54:23] >> >> Good afternoon. [54:24] I am heartbroken for my [54:24] community that today's [54:28] resolution is necessary. [54:29] Yet here we are. [54:29] It is absurd that we must [54:32] affirm that our neighbors are [54:33] welcome, supported and valued. [54:34] Yet here we are. [54:37] It is beyond belief that we [54:38] would have to affirm that our [54:39] neighbors should be able to [54:40] live their lives without fear [54:43] of discrimination and [54:43] harassment. [54:44] Yet here we still are and it is [54:47] shameful that we should need to [54:48] publicly denounce [54:49] discriminatory policies and [54:53] actions or that we should need [54:53] to specifically act to protect [54:54] child care workers and the kids [54:57] in their care from targeted [54:58] intentional acts of hatred and [54:59] intimidation. [55:02] Yet here we are here in my city [55:03] needing to plainly state all of [55:07] it because of the actions and [55:08] words of a shameful few. [55:09] So as a board member of the San [55:12] Diego organizing Project a [55:12] resident MR. Whitburn of [55:13] District three and someone who [55:17] believes in the basic promises [55:18] of our country, I ask each of [55:18] you to vote in favor of this [55:19] resolution. [55:20] Thank you. [55:25] >> Kevin Reno. [55:26] Good evening Council. [55:27] My name is Kevin Reno. [55:31] Coming here from with our time [55:34] to act for a youth led a51c3 [55:35] nonprofit and a resident of [55:35] District one. [55:39] Strongly urging you guys to [55:40] unanimously support this [55:40] resolution. [55:41] It has been an extremely [55:45] difficult year for the Somali [55:45] community from the attack on [55:49] the xd to just the general [55:49] harassment at daycare centers [55:50] And it is just we really need a [55:54] resolution to support all San [55:55] Diegans here today. [55:55] No resident of the city should [55:59] be living in fear for their [55:59] lives let alone the fear of [56:00] their children while they're [56:01] away at a daycare center. [56:04] So please support this [56:04] resolution just because it is [56:08] the right thing to do. [56:09] Patricia Serrano if I can have [56:13] Aden is Carla plans? [56:18] Maria Chavez, Mehran Al Gori [56:19] and Johanna Hester please come [56:23] forward to the yellow reserved [56:23] seats. [56:23] >> Please proceed. [56:24] What afternoon? [56:28] My name is Patricia Serrano and [56:28] I work for finance. [56:29] I appreciate the effort to pass [56:32] this resolution. [56:33] We are living in unprecedented [56:37] times where Muslims blacks and [56:38] immigrants are being [56:38] criminalized just because of [56:42] who we are. [56:42] The rhetoric of this government [56:43] against Somali is growing. [56:47] We are we as a community cannot [56:48] stop discrimination of our [56:50] neighbors, friends. [57:00] And for me, my family San Diego [57:05] is if we can show the country [57:05] that San Diego is a welcoming [57:09] regardless of religion [57:10] nationality of color. [57:10] Thank you. [57:13] Thank you, Erin. [57:18] >> I guess. [57:18] Good afternoon. [57:24] My name is Aden and I live [57:24] district four. [57:27] I'm here today in support of [57:27] this resolution because every [57:32] San Diego deserve to feel safe, [57:33] protected and value in their [57:33] community. [57:37] No family should have to live [57:38] in fear because of their race [57:42] religious intake or immigration [57:43] background. [57:43] San Diego must take must take a [57:47] clear stand in Afghanistan. [57:48] Usman. [57:48] Intimidation and discrimination [57:52] targeting Somali community. [57:53] As a parent I am deeply [57:56] troubled by the harassment that [57:57] Somali family and child care [58:02] provided Child care is on in [58:03] social service. [58:04] And children should be able to [58:07] learn and grow in safe [58:08] environment free from stalking, [58:13] harassment and in emphasis [58:13] period. [58:17] But individuals in addition [58:21] through misinformation and [58:21] harmful because. [58:22] >> Thank you for that [58:29] concluding comment Carla. [58:33] Carla Flores I think. [58:34] Good afternoon. [58:34] My name's Carla. [58:35] Excuse me. [58:42] Interpreter. [58:43] See your interpreter there? [58:45] They come in on us but at [58:45] the end for normal people of [58:46] Latin phrases Cortez. [58:49] But I think what I meant for [58:53] the country might be San Diego [58:53] . [58:54] I live in San Diego. [58:55] So your call your for me Amara. [59:00] I am a member of very well [59:01] there w o u d w we provided [59:02] with our a longer. [59:03] And I'm also a day care [59:03] provider. [59:03] Yes, Cooper. [59:08] And I'm very worried Yeah [59:09] Conocimiento now that in this [59:17] time companeros families are [59:23] our problem our companions of [59:24] the Somali community. [59:24] >> Yes. [59:25] And in the passages those are [59:28] those they are being persecuted [59:28] and looked for. [59:34] Estamos we do not know rhetoric [59:35] up Also we are looking at [59:38] living and seeing a very bad [59:38] rhetoric. [59:39] heroes are la Comunidad Mosul [59:42] Many immigrants directed to [59:42] the Muslim refugee community. [59:46] >> If just are to do this [59:47] palabras these attitudes and [59:48] words important very matter [59:52] what California then me murder [59:53] because they just they make [59:55] everyone afraid you you this [59:56] information and they caused [59:56] this information. [1:00:00] >> And when ambiental creating [1:00:01] an environment down there [1:00:05] lawyers are normalized to where [1:00:05] the hate is now prevalent and [1:00:10] normalized it have consequences [1:00:10] and the consequences. [1:00:15] Well the real is can be real it [1:00:21] racist abuse and very sad for [1:00:21] them. [1:00:22] And for all of us almost for [1:00:23] narco money that because we are [1:00:24] one community in San Diego in [1:00:25] San Diego than the grandmothers [1:00:29] better where we want respect [1:00:30] more respect and we and we [1:00:30] should give respect. [1:00:32] Thank you very much which you [1:00:35] seem aggressive. [1:00:40] Next is Maria Chavez. [1:00:41] Good afternoon. [1:00:45] My name is Maria Chavez. [1:00:46] I am the Immigration legal [1:00:46] director at pana Partnership [1:00:49] for the Advancement of New [1:00:50] Americans and a proud resident [1:00:51] of District nine As an [1:00:54] immigration attorney who [1:00:55] represents dozens of Somalis in [1:00:56] the San Diego community. [1:01:00] I fully support this resolution [1:01:00] to protect them. [1:01:01] Our Somali neighbors have been [1:01:04] the victims of hateful rhetoric [1:01:05] by this administration and its [1:01:05] supporters and that rhetoric [1:01:09] spilled over to stalking and [1:01:09] continuous harassment by [1:01:10] so-called YouTube reporters and [1:01:14] others. [1:01:14] They spread false accusations [1:01:15] against Somali daycare [1:01:18] providers writ large. [1:01:19] These baseless accusations have [1:01:20] harmed them, their livelihoods [1:01:23] and the families who rely on [1:01:23] them for child care. [1:01:24] San Diego is better than this. [1:01:28] A San Diegans We have to step [1:01:29] up to protect our communities [1:01:32] Given the federal government's [1:01:33] failure And this proclamation [1:01:33] proves that we remain a [1:01:36] welcoming and inclusive city [1:01:37] and denounce discriminatory [1:01:38] rhetoric and policies that [1:01:41] target Somalis and all [1:01:42] immigrant communities. [1:01:42] >> Thank you. [1:01:43] Thank you. [1:01:47] Marin Liguori. [1:01:48] Marin You have time ceded to [1:01:49] you by Abdullahi. [1:01:51] If you can please raise your [1:01:52] hand. [1:01:52] Thank you so much. [1:01:53] You'll have two minutes. [1:01:53] Please proceed. [1:01:56] Good afternoon. [1:01:57] My name is Ben and I am a [1:01:58] family child care provider and [1:02:01] a proud member of United [1:02:01] Domestic Workers And I stand [1:02:02] here today in support of this [1:02:06] resolution because I work [1:02:06] alongside my Somali family [1:02:10] childcare providers who strain [1:02:11] our community every single day. [1:02:12] Through their hard work, their [1:02:15] cultural richness and their [1:02:16] dedication to the children and [1:02:20] families, Somali providers [1:02:21] bring invaluable expertise, [1:02:21] language and cultural knowledge [1:02:25] to early childhood education. [1:02:26] They make San Diego stronger, [1:02:30] more vibrant, more whole and [1:02:31] yet they're being targeted, [1:02:35] harassed and accused of fraud [1:02:35] without evidence. [1:02:36] People show up at their home [1:02:40] with cameras spreading false [1:02:40] accusations and fear. [1:02:41] We cannot separate these from [1:02:42] the tragedy at the Islamic [1:02:45] Center just weeks ago where we [1:02:46] lost three members of our [1:02:50] community because of hate. [1:02:51] >> Words have consequences. [1:02:55] Harassment has consequences. [1:02:56] The Somali providers and [1:03:00] families in San Diego deserve [1:03:01] safety, respect and [1:03:01] the recognition they deserve [1:03:05] for the essential work they do. [1:03:06] This resolution sends a clear [1:03:09] message. [1:03:10] San Diego celebrates and [1:03:11] protects our Somali community. [1:03:15] I urge our leaders to support [1:03:15] this resolution. [1:03:19] Thank you, Johanna. [1:03:25] >> Good afternoon, Council [1:03:25] members. [1:03:26] I am Joanna Hester. [1:03:26] I am the Deputy Executive [1:03:29] director for uw. [1:03:30] Along with I am also the vice [1:03:34] chair for Child Care Providers [1:03:34] United. [1:03:35] I want to specifically thank [1:03:39] Council member Shawn Isla for [1:03:39] bringing this resolution [1:03:40] forward. [1:03:40] I childcare members have [1:03:43] witnessed first hand [1:03:44] the threatening rhetoric and [1:03:44] behavior of self-styled [1:03:48] journalists who have harassed [1:03:49] child care providers and [1:03:53] children in pursuit of YouTube [1:03:53] likes and views with no regard [1:03:57] for dangers they are creating. [1:03:58] And with the support of [1:03:59] the PRESIDENT Of our United [1:04:02] States, child care providers [1:04:03] are the backbone of our state [1:04:04] and our country's economy. [1:04:07] Without child care many people [1:04:08] cannot go to work or support [1:04:08] their families. [1:04:12] Yet these providers are being [1:04:13] threatened and harassed because [1:04:21] of the color of their skin or [1:04:22] the country that that where [1:04:23] their they came from. [1:04:26] The resolution sends a clear [1:04:27] message to our Somali providers [1:04:27] They stand with them. [1:04:31] Thank you all so much Dugmore. [1:04:36] >> After Doug Moore will have [1:04:37] Chris Kennison, Rabbi Machar, [1:04:41] Ross Mom Eleanor Franco and [1:04:42] Germaine Rock. [1:04:43] Korva, if you can please come [1:04:46] up to the other reserved seats [1:04:46] Please proceed. [1:04:47] >> Good afternoon. [1:04:48] My name is Doug Moore and I'm [1:04:51] the executive director of uaw, [1:04:51] a union representing homecare [1:04:55] and family child care providers [1:04:56] including over 40,000 here in [1:04:56] San Diego County. [1:05:00] The resolution brought forward [1:05:01] by Council COUNCILMAN San [1:05:02] Angelo speaks directly to our [1:05:05] child care providers, [1:05:06] especially those in our city's [1:05:07] vibrant Somali community who in [1:05:10] recent months have felt [1:05:11] the impact of direct attacks on [1:05:12] their businesses and lives [1:05:15] because of racist accusations [1:05:16] that they are committing fraud [1:05:17] in their homes. [1:05:21] Dangerous individuals who care [1:05:25] more about personal attention [1:05:25] than the safety of children [1:05:26] have been knocking on doors and [1:05:30] making baseless accusations [1:05:30] against Somali child care [1:05:31] providers all while being [1:05:35] praised for it in Washington. [1:05:36] Here in San Diego we know our [1:05:40] Somali community is a [1:05:40] welcoming, welcoming, valued [1:05:41] and essential part of [1:05:45] the fabric of our city. [1:05:45] This resolution sends a clear [1:05:49] message to them and the rest of [1:05:50] the community to stand with [1:05:50] them. [1:05:51] >> Thank you for that [1:05:51] concluding sentence. [1:06:02] Thank you, Chris Kennison. [1:06:02] >> Hello y'all. [1:06:06] I mean I'm here today in full [1:06:07] support of this resolution [1:06:08] standing with my brothers and [1:06:08] sisters. [1:06:11] No one should be living in fear [1:06:12] based off the color, religion [1:06:12] or country of origin. [1:06:15] We deserve to feel respected, [1:06:16] valued and given the dignity [1:06:17] that all people deserve. [1:06:21] Since we're on the topic of [1:06:21] child care, Vivien, I ask you [1:06:22] to get the justice for Gianna. [1:06:25] She's a five year old black [1:06:26] girl with special needs that [1:06:27] just lost her life last week in [1:06:27] daycare. [1:06:31] She drowned and the story swept [1:06:31] under the rug. [1:06:35] If she was white, blue eyed [1:06:36] blond hair this story would be [1:06:40] all over the news. [1:06:41] And I'm here supporting her [1:06:41] family but I'm also here [1:06:44] supporting my Somali brothers [1:06:45] and sisters because they face [1:06:49] the same things that everyone [1:06:50] else in our community is [1:06:50] facing. [1:06:51] People of color and they [1:06:53] deserve the justice. [1:06:54] So I'm in support of this [1:06:55] resolution. [1:07:03] Thank you to Rabbi Rabbi for Hi [1:07:03] there. [1:07:04] >> This is Rabbi Mike Ross. [1:07:04] I'm speaking to you [1:07:07] representing Congress and or [1:07:08] Hadash. [1:07:08] Steve members of the council [1:07:12] and PRESIDENT Look hava thank [1:07:12] you. [1:07:13] We have members all across your [1:07:13] districts. [1:07:16] The Jewish people were born in [1:07:17] bigotry and slavery in [1:07:18] Pharaoh's Egypt in which we [1:07:21] were treated as less than. [1:07:21] And our lives were deemed as [1:07:22] worthless. [1:07:25] This is Jewish history across [1:07:26] the generations where we've [1:07:31] been treated as less than human [1:07:31] across the globe. [1:07:32] That's naturally why I want to [1:07:33] be here in support of this [1:07:36] community. [1:07:37] But it's also our religious [1:07:37] teaching which says that every [1:07:38] human being is created in GOD's [1:07:39] image. [1:07:41] B'Tselem, Elohim. [1:07:41] When the PRESIDENT Says that [1:07:42] our neighbors are garbage who [1:07:45] won't work and we don't want [1:07:46] them in our country, we as Jews [1:07:46] know this rhetoric. [1:07:50] It has led to our deaths. [1:07:51] We know this man, Nick Shirley, [1:07:51] who promoted and defended an [1:07:55] anti-Semitic video entitled I [1:07:56] Exposed New Jersey's Jewish [1:07:56] Invasion. [1:08:00] We are as Jews are obligated to [1:08:01] protest against any time our [1:08:05] people our neighbors, our [1:08:05] friends are treated as less [1:08:06] than we need you to vote. [1:08:07] Thank you for that conclude [1:08:10] unanimous to support this. [1:08:10] Eleanor Franco Elena Franco [1:08:15] Sorry it's even my middle name. [1:08:20] I should know that. [1:08:20] Okay. [1:08:20] Good afternoon everybody. [1:08:21] My name is Alina Franco and I'm [1:08:24] here on behalf of Mount Hope to [1:08:25] express my support of [1:08:29] the Somali community. [1:08:30] I reject and of this resolution [1:08:31] I'm sorry and of this [1:08:34] resolution I reject [1:08:35] the ignorant comments of our [1:08:35] current administration [1:08:36] regarding the Somalian people. [1:08:39] These comments are intended to [1:08:40] instill fear and uncertainty [1:08:40] and their intent is to make [1:08:44] them feel unwelcome. [1:08:44] It is important that we as a [1:08:45] city speak up against this form [1:08:48] of hatred and ignorance. [1:08:49] Our city and communities are [1:08:50] strongest when every resident [1:08:50] feels safe. [1:08:54] Respected and included When any [1:08:54] community feels targeted or [1:08:58] marginalized, it affects [1:08:59] the health and unity of our [1:08:59] city as a whole. [1:09:00] Please vote yes on this [1:09:03] resolution. [1:09:07] Thank you, Jermaine. [1:09:12] >> And then suffix so Jermaine, [1:09:12] please proceed. [1:09:17] >> Hi, my name is Jermaine [1:09:18] Corbett and I work in District [1:09:18] nine. [1:09:19] I'm here today in support of [1:09:22] this resolution because every [1:09:22] San Diego deserves to feel [1:09:23] safe, respected and valued in [1:09:26] their community. [1:09:27] When political leaders use fear [1:09:28] and division to target [1:09:31] Somali-American Muslims, [1:09:32] immigrants and other [1:09:33] communities, the consequences [1:09:33] are real. [1:09:37] We saw that here in San Diego [1:09:38] on MAY 18th when three of our [1:09:41] community members were murdered [1:09:42] in a hateful attack on [1:09:42] the Islamic center. [1:09:43] Hate filled words fuel hate [1:09:47] filled actions. [1:09:47] That is why this resolution [1:09:48] matters. [1:09:49] It makes clear that San Diego [1:09:52] stands with the Somali [1:09:52] community, rejects hate [1:09:53] discrimination and violence in [1:09:53] all its forms. [1:09:57] Thank you so much. [1:09:57] >> Thank you. [1:09:58] Next we have a suffix or hump [1:10:01] drama or humor. [1:10:02] If you can please come forward [1:10:03] to the microphone. [1:10:07] After that we have Remo Abdi or [1:10:08] Mira Yusuf allegedly Audra and [1:10:12] Anika Faulkner as well as Tedd [1:10:13] Womack. [1:10:13] If you can all please come [1:10:14] forward to the yellow reserved [1:10:16] seats. [1:10:17] Now you have time seated to you [1:10:18] by some individuals they can [1:10:18] please raise their hand. [1:10:22] Amina for us I mean so far. [1:10:22] Thank you. [1:10:25] And Asha Ahmed Thank you. [1:10:26] >> You'll have three minutes. [1:10:30] Please proceed. [1:10:30] Good afternoon. [1:10:31] Before I begin, I would like to [1:10:32] thank everyone who came here [1:10:35] today to support our Somali [1:10:36] community. [1:10:37] Your presence means a lot and I [1:10:41] appreciate all of you taking [1:10:41] time to stand together against [1:10:45] hate and discrimination. [1:10:46] My name is Safia Jama. [1:10:46] I live in District nine. [1:10:51] Also I am a childcare provider [1:10:51] with you and union. [1:10:55] You'd w c c b you. [1:10:56] I'm here today in support of [1:11:01] resolution because every cent [1:11:01] you again deserve to feel safe, [1:11:04] respect and value in their [1:11:04] community. [1:11:05] As a Somali community member [1:11:09] and a child care provider I [1:11:10] have seen how harassment, [1:11:14] intimidation and misinformation [1:11:15] can be effect Family especially [1:11:19] I experienced myself. [1:11:20] Few people called me text me [1:11:22] and came my home and harassment [1:11:27] and calling names. [1:11:28] As a small business childcare [1:11:32] provider children should be [1:11:33] able to learn grow in a safe [1:11:36] environment Fear from stalking [1:11:37] ,harassment and [1:11:37] discrimination. [1:11:42] I support this resolution [1:11:43] because it is sending a clear [1:11:46] message that San Diego is done [1:11:47] against hate and discrimination [1:11:51] targeting the Somali community [1:11:51] and all marginalized groups. [1:11:57] I am also concerned about [1:12:01] the harmful physical that too [1:12:01] often is scapegoats [1:12:02] immigration, Muslims and Somali [1:12:06] Americans. [1:12:07] Words matter when fear and [1:12:11] misinformation as bred by [1:12:12] influential voices. [1:12:15] They can create an environment [1:12:16] where hatred becomes [1:12:16] normalized. [1:12:21] Also today I would like to [1:12:22] thank Council Council and for [1:12:26] taking this important step. [1:12:27] I would like to also like I [1:12:27] would like. [1:12:30] I would like also like to [1:12:31] extend my sincere sincere [1:12:36] appreciation to Shawn Elver for [1:12:37] bringing our community together [1:12:40] for this leadership in [1:12:41] supporting this effort. [1:12:41] Thank you all. [1:12:48] Thank you. [1:12:48] Romo Aubrey. [1:12:49] Rama you have people sitting [1:12:50] your time. [1:12:51] Fatima aside Fatima please [1:12:51] raise your hand. [1:12:52] Thank you. [1:12:54] And of the housing. [1:12:55] Please raise your hand. [1:12:55] You'll have three minutes. [1:12:59] Please proceed. [1:12:59] All right. [1:13:00] Good afternoon. [1:13:05] My name is Rama Abdi. [1:13:06] I'm the director of organizing [1:13:06] campaign with Pan Out of [1:13:08] Partnership Plot advancement of [1:13:09] North Americans. [1:13:09] And I'm also a proud resident [1:13:12] of District nine. [1:13:13] There is a lot of our community [1:13:16] who are not here today because [1:13:17] they are afraid to come outside [1:13:20] especially after what happened [1:13:21] on MAY 18th. [1:13:22] >> I wanted to thank our our [1:13:26] city council member, my city [1:13:27] council member Shannon Rivera [1:13:31] for bringing this resolution [1:13:31] forward. [1:13:32] For standing with our [1:13:32] community. [1:13:36] Thank you for not staying [1:13:36] silent when our community has [1:13:40] been targeted. [1:13:40] Your support and leadership [1:13:41] means a lot to us. [1:13:41] Thank you. [1:13:45] Today I'm speaking on behalf of [1:13:46] Somali child care providers, [1:13:50] families, community members who [1:13:51] have been affected by racism, [1:13:54] Islamophobia and on to Somali [1:13:55] hate. [1:13:55] I work closely with Somali [1:13:59] child care providers across San [1:13:59] Diego. [1:14:00] There are hardworking woman who [1:14:04] care for our children every day [1:14:04] . [1:14:05] The support working families [1:14:09] run a small business and help [1:14:09] our community try. [1:14:14] But despite all that they do. [1:14:14] Many have been targeted with [1:14:15] hateful comments, false [1:14:19] accusation and harassment [1:14:20] simply because they're Somali [1:14:23] and they're Muslim. [1:14:24] As a director of organizing I [1:14:28] see the impact these hate has [1:14:29] on our community. [1:14:33] What start online does not stay [1:14:34] online. [1:14:34] It affects people. [1:14:38] It affects mothers. [1:14:38] It affects fathers. [1:14:39] It affects our elders, Young [1:14:39] people. [1:14:43] It makes people feel unsafe, [1:14:43] unwelcome. [1:14:44] And I'm also worried about our [1:14:44] children. [1:14:47] When Somali children hear [1:14:48] hateful words from a leader and [1:14:52] public figure, they begin to [1:14:56] question whether they belong. [1:14:57] >> They begin to wonder if [1:14:58] there is something wrong with [1:15:01] who they are. [1:15:02] No child should feel that way. [1:15:05] Our community came to this [1:15:06] country has second safety, [1:15:06] peace and opportunity. [1:15:11] We came here with help. [1:15:11] We are hard worker. [1:15:12] We pay taxes. [1:15:12] We start businesses. [1:15:15] We care for our neighbors. [1:15:16] We contribute to this city [1:15:16] every day. [1:15:20] We're proud to be part of San [1:15:20] Diego. [1:15:21] This resolution is important [1:15:21] because it sent a clear [1:15:22] message. [1:15:25] Somali family belong here. [1:15:26] Our children belong here. [1:15:29] Hate has no place in San Diego [1:15:30] . [1:15:30] We take we're not asking for [1:15:31] special treatment. [1:15:34] We're asking for dignity, [1:15:35] respect, opportunity to live, [1:15:35] work and rise. [1:15:39] Raise our family here without [1:15:40] fear. [1:15:40] Again, thank you so much to my [1:15:41] council member, our council [1:15:45] members, Chancellor Rivera and [1:15:46] other entire Council member for [1:15:48] standing with Somali community [1:15:48] . [1:15:49] >> Thank you. [1:15:54] You have people sitting your [1:15:55] time Mohammed Omar if you can [1:15:59] please raise your hand. [1:15:59] Thank you. [1:16:00] And Paul, if you can please [1:16:01] raise your hand. [1:16:03] You'll have three minutes. [1:16:04] But if I can ask allegedly [1:16:04] Aldridge, Anika Faulkner, Ted [1:16:08] Womack It's Omar Chavez. [1:16:09] Daniel Alvarado to please come [1:16:13] up to the yellow reserved [1:16:13] seats. [1:16:13] Please proceed. [1:16:14] All right. [1:16:14] Thank you. [1:16:17] Am I ready to be with [1:16:18] the Partnership for [1:16:18] the Advancement of New [1:16:19] Americans? [1:16:22] Pena is an organization that [1:16:23] advances the full economic, [1:16:27] civic and social inclusion of [1:16:28] refugees in San Diego across [1:16:31] the state and across [1:16:32] the country. [1:16:33] We are founded, led and staffed [1:16:33] by immigrant and refugee [1:16:38] communities and we are proud to [1:16:38] be multiracial and [1:16:39] multicultural organization that [1:16:42] seeks the meaningful freedom [1:16:42] for all. [1:16:43] I want to thank council member [1:16:47] Ella Rivera for bringing forth [1:16:48] this important resolution to [1:16:48] council. [1:16:52] It is so important for our [1:16:53] communities right now to feel [1:16:57] heard, to feel you know, that [1:16:58] our leadership is with us. [1:16:58] So thank you for that. [1:17:01] And I want to thank all [1:17:02] the folks who are here today [1:17:03] despite the fear despite all of [1:17:07] the attacks on this community, [1:17:08] they are here and so are [1:17:08] allies. [1:17:09] Thank you all. [1:17:12] The vile attack that have been [1:17:13] stated by this PRESIDENT And [1:17:17] his sympathizers are just [1:17:18] disgusting And I hope we can [1:17:20] all agree with that fact. [1:17:26] >> You know, the fact that not [1:17:27] only has it been done but it [1:17:28] has been a continuous flow of [1:17:32] influencers who have come to [1:17:32] harass our Somali community [1:17:37] needs to be understood as to [1:17:38] how invasive that is. [1:17:38] Children are afraid to go [1:17:42] outside. [1:17:43] The child care providers who [1:17:44] care for children I mean my [1:17:48] children went to day care for [1:17:49] years and I just couldn't [1:17:49] imagine how terrified [1:17:50] the parents are because they [1:17:53] are scared to open the doors. [1:17:54] They are scared to take kids to [1:17:55] the park. [1:17:58] They're no longer taking them [1:17:59] to the park. [1:18:00] They are no longer able to have [1:18:00] the same kind of free [1:18:05] environment safe environment [1:18:05] that existed before because of [1:18:06] this kinds of harassment. [1:18:10] And a couple of weeks ago we [1:18:11] understood that this what this [1:18:12] harassment can lead to as well. [1:18:15] We now in San Diego fully [1:18:19] understand from our three [1:18:20] heroes deaths and the you know, [1:18:21] recovery that our community [1:18:24] that Muslim community is doing [1:18:24] right now what that what those [1:18:25] implications can be. [1:18:30] And so what we are asking for [1:18:30] is courageous leadership. [1:18:35] We are asking for you all to [1:18:36] support this resolution as a [1:18:37] first step but to continue to [1:18:40] stand with our Somali [1:18:41] community, with our Muslim [1:18:42] community, with our immigrant [1:18:42] community, all vulnerable [1:18:46] communities more must be done [1:18:47] to protect us from harm. [1:18:51] I hope that we all recognize [1:18:52] this as a first step in that [1:18:53] this morning in a letter was [1:18:58] sent to the governor's office [1:18:58] asking for $20 million [1:18:59] allocation. [1:19:03] Councilmember Eli Rivera and [1:19:04] Councilmember Lee, thank you [1:19:05] for signing on to that request. [1:19:05] We ask all of council to fund [1:19:09] that because you know what our [1:19:10] Somali community in City [1:19:11] Heights, many of the centers [1:19:11] and the Islamic centers are [1:19:16] actually not having services [1:19:16] anymore because there is an [1:19:17] increased number of hate that [1:19:17] they are receiving. [1:19:18] So thank you for that [1:19:19] concluding remark. [1:19:30] >> Allegedly Andre So I wish [1:19:31] people could see the forest [1:19:31] through the trees. [1:19:32] There is significant [1:19:36] consequences for misinformation [1:19:36] And let's get it straight There [1:19:41] are Somali daycares that were [1:19:42] engaged in fraud. [1:19:43] There were not all of them but [1:19:48] some of them And unfortunately [1:19:48] it is putting a stain on [1:19:49] the community And that is [1:19:53] unfortunate because this has [1:19:54] been facilitated by our own [1:19:54] government. [1:19:55] They didn't get the funding [1:20:00] without that. [1:20:01] They're not called clearing [1:20:01] centers for no reason And it's [1:20:05] sad because it's like this puts [1:20:06] communities in danger But if [1:20:07] you guys could see that it's [1:20:07] the government doing this to [1:20:11] us, they want us to be divided. [1:20:12] They do it to us intentionally. [1:20:13] So it's like look at us, let's [1:20:17] look at each other as opposed [1:20:17] to the people that give out [1:20:18] the funding and that put us in [1:20:19] these positions because you [1:20:23] should be mad at people in your [1:20:24] own community who have been [1:20:24] engaged in that fraud that are [1:20:25] putting you guys in this [1:20:31] position and instead we want to [1:20:31] fight left versus right, white [1:20:32] versus black, whatever it is. [1:20:32] But we need to look at [1:20:33] the culprit including you [1:20:41] comment Jacob Faulkner Thank [1:20:41] you. [1:20:42] How are you? [1:20:42] To many what I am unique a [1:20:47] resident of d d4 what the lines [1:20:47] in ago I am here in strong [1:20:48] support of this resolution [1:20:49] because every human deserves to [1:20:51] feel safe respected and valued [1:20:52] in their community. [1:20:53] No human should live in fear [1:20:53] because of their race, [1:20:54] religion, ethnicity or [1:20:57] immigration background Growing [1:20:58] up in southeast San Diego I [1:20:59] attended Freese Elementary [1:20:59] where I learned alongside many [1:21:03] different cultures and [1:21:03] religions. [1:21:04] My favorite part of school was [1:21:05] singing This Land is Your Land [1:21:05] which the lyrics read. [1:21:09] This Land is your land and this [1:21:10] land is my land. [1:21:11] From from California to the New [1:21:15] York island From the redwood [1:21:16] forest to the Gulf Stream [1:21:17] waters This land was made for [1:21:17] you and me. [1:21:18] And singing that pretty much [1:21:21] every day in school That [1:21:22] allowed me to feel connected no [1:21:23] matter who I stood by, no [1:21:27] matter the color of their skin, [1:21:28] no matter their religion. [1:21:29] I felt connected with my [1:21:29] classmates. [1:21:33] Every child deserves to feel [1:21:34] connected with their classmates [1:21:34] and the people that they're [1:21:35] surrounded by. [1:21:39] No child should be scared to go [1:21:40] to school. [1:21:40] The survivors of MAY 18th are [1:21:41] scared to go to school. [1:21:42] Thank you for this passage [1:21:48] resolution thanking Ted Womack [1:21:49] . [1:21:55] Everybody, I'm here in support [1:21:55] of this resolution today [1:21:56] because I'm concerned about [1:21:57] the rhetoric being used against [1:22:01] black folks. [1:22:02] So in the first time it's not [1:22:03] going to be the last time. [1:22:04] And with the black community [1:22:07] specifically, you know, we're [1:22:08] one of the easiest communities [1:22:08] to target not because we're [1:22:09] weak, not because we're [1:22:12] unorganized but because there's [1:22:13] often nobody there to stand [1:22:14] with us and support us. [1:22:14] The government that we look to [1:22:18] and ask you for help is often [1:22:19] not behind us. [1:22:19] So this resolution is a really, [1:22:20] really huge step in showing [1:22:24] the support and showing how we [1:22:25] could stand strong and be [1:22:25] strong together. [1:22:26] So please pass this resolution [1:22:30] today and pass it to protect [1:22:30] those members and brothers and [1:22:31] sisters of our black community. [1:22:32] Thank you. [1:22:39] Thank you, Ethan. [1:22:40] >> Good afternoon, everyone. [1:22:45] My name is Travis with the y in [1:22:45] San Diego and also resident of [1:22:46] Golden Hill and City Council [1:22:47] District three. [1:22:51] I'm here in strong support of [1:22:52] the resolution before us today [1:22:52] because every San Diego [1:22:53] deserves the right to human [1:22:56] dignity to feel safe and [1:22:57] respected in the city that we [1:22:57] love. [1:22:58] No person should have to live [1:22:59] in fear because of race, [1:23:02] religion or immigration status [1:23:02] . [1:23:03] While I support this resolution [1:23:04] as an important first step, I [1:23:04] also urge you Council members [1:23:09] to take meaningful action in [1:23:09] your work. [1:23:10] Last week five of you ignored [1:23:15] our calls and what you would [1:23:16] have been meaningful action if [1:23:17] you stood against a budget that [1:23:18] would have put people over [1:23:21] surveillance surveillance [1:23:21] technology that was supposed to [1:23:22] help all San Diego and [1:23:27] irreparably fall short for [1:23:28] the Somali community on [1:23:28] the 18th. [1:23:29] Thank you, Council for [1:23:30] supporting this resolution [1:23:30] today. [1:23:33] I look forward to how you will [1:23:34] unequivocally oppose [1:23:34] discriminatory practices, [1:23:40] policies and rhetoric in all [1:23:41] shapes and forms. [1:23:41] >> Thank you. [1:23:42] If I can have Daniela please [1:23:46] come up to the microphone. [1:23:46] Daniela Alvarado. [1:23:47] After that if I could have [1:23:52] Rachel is Arnel Castro Dale [1:23:52] McKinstry please come up and [1:23:53] MS.. [1:23:53] La Yusef please come up to [1:23:58] the yellow reserved seats. [1:23:58] Please proceed. [1:23:59] Good afternoon. [1:23:59] My name is and the chief [1:24:03] operating officer for Pena [1:24:04] Patria doesn't arise on its [1:24:04] own. [1:24:05] It's cultivated in environments [1:24:09] with prejudice is normalized, [1:24:10] excused or given a platform by [1:24:11] elected officials and public [1:24:15] figures. [1:24:15] That normalization has real [1:24:16] consequences. [1:24:17] It emboldens those who would [1:24:17] intimidate, harass and harm [1:24:20] their neighbors. [1:24:21] Today's resolution is a [1:24:22] statement of who we are as a [1:24:22] city. [1:24:23] I am honored to stand with [1:24:27] the Somali community who I [1:24:28] consider my extended family and [1:24:28] affirm that San Diego believes [1:24:29] that every resident deserves to [1:24:33] live with dignity, with safety [1:24:34] and respect but simply cannot [1:24:35] be a hollow word. [1:24:39] It must mean something real and [1:24:39] specific to the people living [1:24:40] it and that looks different [1:24:41] from community to community. [1:24:41] From the Somali community [1:24:45] safety means more than [1:24:45] the absence of violence. [1:24:46] It means belonging. [1:24:46] It means being seen, heard [1:24:51] protected, not treated as a [1:24:51] threat. [1:24:52] That is a standard that we must [1:24:52] hold ourselves to. [1:24:56] That makes this resolution [1:24:57] makes it clear that San Diego [1:24:58] will not stand for bigotry. [1:24:58] We are united in our commitment [1:25:02] to particularly including [1:25:07] Stanton's Rachel Lozano Castro [1:25:07] . [1:25:08] >> Good afternoon. [1:25:08] My name is Rachel. [1:25:09] I'm Castro. [1:25:12] I live in District four work in [1:25:13] District nine. [1:25:13] We're speaking from heart. [1:25:18] Today was my sister before I [1:25:19] don't know what to do with [1:25:20] the hate in my heart right now [1:25:20] I'm a practicing Christian. [1:25:24] I was in elementary school [1:25:24] during 911. [1:25:25] I lost people that day. [1:25:25] There's other things to do with [1:25:31] grief and hate then turn it on [1:25:31] others. [1:25:32] So as I'm not from here but [1:25:36] I've lived here in San Diego [1:25:37] for over a decade and somebody [1:25:37] whose family has been in this [1:25:42] country for generations it's a [1:25:42] hard time to want to stay in [1:25:43] San Diego except for leadership [1:25:44] and solidarity like you. [1:25:48] So thank you Councilmember. [1:25:48] And whether we want to make [1:25:49] the right decision, Judge, [1:25:53] whether we want to have people [1:25:54] like me keep my business here [1:25:54] and have children here, are we [1:26:00] going to stand in solidarity [1:26:00] with our neighbors or are we [1:26:01] not? [1:26:01] That's that's what we're [1:26:02] deciding. [1:26:02] So I urge you to do the right [1:26:03] thing. [1:26:03] Thank you. [1:26:09] Thank you, Dale. [1:26:09] Hello everyone. [1:26:15] My name is Dale Magnani and I'm [1:26:15] here to speak in favor of this [1:26:16] resolution. [1:26:20] It's important for our elected [1:26:21] officials to use whatever tools [1:26:21] at their disposal disposal to [1:26:25] push back publicly against [1:26:26] organized racism and violence. [1:26:27] American fascism today is based [1:26:32] on organized racism and phobia. [1:26:33] And there are few communities [1:26:34] that understand that better [1:26:35] than Somali-Americans. [1:26:38] I strongly support this [1:26:39] resolution, but I hope [1:26:39] the members of this council [1:26:44] continue their advocacy in [1:26:45] defense of marginalized people. [1:26:45] Beyond resolutions. [1:26:51] I know for example, that Floc [1:26:51] is a really controversial issue [1:26:52] and I understand that there are [1:26:56] people in this chamber who are [1:26:57] seeking higher office, various [1:26:58] higher offices. [1:27:03] You know, these are the tough [1:27:03] decisions that you are going to [1:27:04] be expected to make. [1:27:05] If you do want a promotion. [1:27:08] And you know, I hope you [1:27:09] encourage this resolution but [1:27:10] there's a lot more to do. [1:27:14] >> So. [1:27:15] MS.. [1:27:21] Maslin My apologies. [1:27:22] You. [1:27:22] Oh sure my staff will come up [1:27:23] and get it and you have time to [1:27:24] do it by Monday. [1:27:27] Mohammed Marican please raise [1:27:28] your hand. [1:27:28] Thank you and have. [1:27:29] Thank you. [1:27:32] You'll have three minutes. [1:27:33] Please proceed. [1:27:34] Thank you and good afternoon. [1:27:39] Counsel Present. [1:27:40] Item number two Submitted [1:27:40] Counsel. [1:27:41] My name is Michael Yusuf. [1:27:45] I live in District four. [1:27:46] And I'm here today in strong [1:27:50] support of agenda item as 400 [1:27:50] and a resolution in support of [1:27:51] Somali community. [1:27:57] I support this resolution [1:27:57] because every single deserves [1:28:02] to feel safe, respected and [1:28:03] valued in their community no [1:28:03] matter what the country how [1:28:08] they look like or the language, [1:28:09] the speak or what faith they [1:28:09] choose. [1:28:13] No family should have to live [1:28:14] in fear because of their race, [1:28:14] religion, ethnicity, [1:28:15] immigration background or [1:28:19] refugee experience. [1:28:20] San Diego must take a stand [1:28:21] against harassment, [1:28:26] intimidation and [1:28:26] discrimination. [1:28:27] Target is a community [1:28:31] the Somali community unique [1:28:31] because our identity sits at [1:28:32] the intersection of many [1:28:37] communities. [1:28:38] We are Muslims. [1:28:39] We are a future. [1:28:43] We speak a language other than [1:28:44] English. [1:28:44] And for that reason we are [1:28:50] targeted for all this hate. [1:28:56] Whoever takes hates whoever [1:28:57] hates black people is going to [1:28:57] survive. [1:28:58] Whoever hates immigration [1:29:01] refugees aggressively. [1:29:02] For that reason we go through a [1:29:07] lot or our families our kids. [1:29:07] So I am also deeply concerned [1:29:08] by the dangerous rhetoric used [1:29:13] by political leaders and public [1:29:14] figures including PRESIDENT [1:29:18] Trump and members of Congress [1:29:19] to scapegoat and demonize [1:29:20] Somali Americans, Muslims and [1:29:25] immigrants and Arab allies [1:29:26] communities. [1:29:26] Let us know what you think and [1:29:27] especially specifically when [1:29:31] you use megaphone to call [1:29:32] people such words. [1:29:37] I don't repeat those words in [1:29:38] my tongue to say what that guy [1:29:42] in the White House said Somali [1:29:43] community. [1:29:43] As someone who cares deeply [1:29:44] about children and families [1:29:50] because I the co-founder and [1:29:51] ceo of Info Charitable which [1:29:55] serves the majority of [1:29:56] the Somali people So my kids. [1:29:57] And when those words were saved [1:30:00] by the PRESIDENT. [1:30:01] Actually their self-esteem was [1:30:06] damaged. [1:30:07] Imagine what a tv ad [1:30:07] the PRESIDENT Is saying such [1:30:12] words to them to their [1:30:13] community. [1:30:13] So for that reason we would [1:30:17] like him to support this [1:30:18] resolution. [1:30:19] I would really like to express [1:30:24] my gratitude to my brother [1:30:24] Sean. [1:30:25] Thank you very much. [1:30:25] And history Will Burke. [1:30:31] What are you doing for this [1:30:32] community? [1:30:32] We did appreciative and thank [1:30:33] you all of you. [1:30:40] Thanks for all. [1:30:41] >> Thank you for that [1:30:41] concluding remarks. [1:30:42] You lose. [1:30:42] Good article. [1:30:45] Thank you Your time has [1:30:46] concluded. [1:30:46] Thank you so much for your [1:30:47] remarks. [1:30:47] Now, now come comes Shima. [1:30:51] Now if you can please come up [1:30:51] to the microphone. [1:30:52] After that I have prosperity [1:30:52] land. [1:30:58] Gina or John When? [1:30:59] Ashley Mendiola, Petros House [1:31:02] and Sally. [1:31:03] Ousmane, if you can all please [1:31:03] come forward to the other [1:31:04] reserved seats please proceed. [1:31:09] Hello, my name is now Captain. [1:31:09] I'm executive director of [1:31:10] the current organization of San [1:31:10] Diego. [1:31:14] Serving refugees and newcomers [1:31:15] from Burma and most of them [1:31:16] live in District nine. [1:31:16] I'm here today in support of [1:31:17] this resolution. [1:31:21] When the Somali community are [1:31:22] targeted and anti-Muslim hate [1:31:22] is normalized, we are all [1:31:28] targeted and nobody is safe in [1:31:28] this kind of society. [1:31:29] And when current refugees [1:31:34] started to live in Selwyn 27 [1:31:35] they struggle a lot just [1:31:36] because they are new to this [1:31:40] country. [1:31:40] And to meet their urgent needs. [1:31:41] We started an organization in [1:31:46] 2009 after learning how Somali [1:31:46] community leaders organize [1:31:47] the community and supported [1:31:47] their refugee family to be [1:31:51] included in the San Diego [1:31:51] community. [1:31:52] Since they continue learning [1:31:53] from Somali community leaders, [1:31:57] sisters and brothers how to [1:31:58] organize, how to support and [1:31:59] respect one another and how to [1:32:04] be kind to all neighbors no [1:32:05] matter what their backgrounds [1:32:05] religion This is art. [1:32:07] >> Thank you. [1:32:07] >> Thank you. [1:32:13] Prosperity land. [1:32:14] Good afternoon. [1:32:14] My name's Prosperity. [1:32:15] I'm here on behalf of [1:32:19] the current organization of San [1:32:20] Diego. [1:32:20] I'm here in support of this [1:32:21] resolution because every San [1:32:26] Diego deserves to feel safe and [1:32:26] respected in their communities. [1:32:27] As a friend of the Somali [1:32:28] community, I'm troubled by [1:32:28] the harassment directed at [1:32:32] Somali families and child care [1:32:33] providers. [1:32:33] As a longtime resident of [1:32:34] District nine, I've grown up [1:32:39] with my Somali refugee peers [1:32:39] who are, by the way, very kind, [1:32:40] hilarious and generous and they [1:32:44] make a good for Masa. [1:32:45] And and they are now working in [1:32:46] cybersecurity, in health care [1:32:51] and finance and are actively [1:32:51] serving their communities and [1:32:55] are arguably 100% extremely [1:32:56] valuable members of society. [1:32:56] And my Somali friends and their [1:33:02] communities deserve to be heard [1:33:02] by the city of San Diego. [1:33:03] I applaud this effort to stand [1:33:04] with the Somali community. [1:33:07] San Diego must reject bigotry [1:33:08] in all its forms and stand [1:33:09] united in defense of [1:33:12] the dignity and safety of all [1:33:13] its residents. [1:33:13] >> Thank you. [1:33:14] Thank you. [1:33:19] Gina Winberg Esteemed council [1:33:19] members. [1:33:24] My name is Jana and I'm a [1:33:25] constituent of PRESIDENT [1:33:25] LaCava. [1:33:26] I am here in solidarity with [1:33:30] the San Diego Somali community [1:33:31] and affirmed this resolution [1:33:32] against hate and [1:33:32] discrimination. [1:33:33] No one should live in fear due [1:33:37] to their race, religion or [1:33:37] immigration status. [1:33:38] And in addition to adopting [1:33:39] this resolution, I urge [1:33:43] the city to take additional [1:33:43] steps to protect cherished [1:33:44] child care workers and kiddos. [1:33:48] I am also here at the Jewish [1:33:49] member of Dor Hadash in support [1:33:50] of our Muslim cousins. [1:33:54] As Jews we know acutely [1:33:54] the ugly impacts of hateful [1:33:55] rhetoric and scapegoating. [1:33:56] And collective liberation is [1:34:00] the only way forward. [1:34:01] Thank you and please vote [1:34:01] unanimously to support this [1:34:05] resolution. [1:34:05] Thank you. [1:34:11] Ashley Mendiola. [1:34:12] Hello. [1:34:17] Good afternoon. [1:34:18] My name is Ashley from the San [1:34:22] Diego Organizing Project and a [1:34:23] constituent of District eight. [1:34:24] I'm here today in support of [1:34:25] this resolution because nobody [1:34:28] should have to live in fear [1:34:29] because of their race, [1:34:29] religion, ethnicity or [1:34:30] immigration background. [1:34:34] It's heartbreaking to hear what [1:34:35] my brothers and sisters are [1:34:35] going through. [1:34:40] San Diego Council Please stand [1:34:40] solidarity with the community. [1:34:41] People deserve to be treated [1:34:46] with dignity and feel safe. [1:34:46] >> Council members Today you [1:34:47] have an opportunity to take a [1:34:52] clear stand against harassment [1:34:52] ,intimidation and [1:34:53] discrimination targeting [1:34:54] the Somali community in San [1:34:54] Diego. [1:34:58] I ask you to please vote in [1:34:58] favor of this resolution. [1:34:59] Thank you, Petros. [1:35:05] Hackers. [1:35:05] >> Council Members My name is [1:35:10] Petros Hagos. [1:35:11] I grew up in City Heights where [1:35:12] my Somali brothers I'm here [1:35:15] with City High ctc and I would [1:35:16] like to say that we are in [1:35:17] support of this resolution and [1:35:21] we stand with the Somali [1:35:21] community members who have [1:35:22] experience, harassment, [1:35:23] discrimination and targeting. [1:35:26] Every resident deserves to feel [1:35:27] safe, respected and welcome [1:35:27] regardless of their city [1:35:28] nationality, religion or [1:35:28] background. [1:35:33] The Somali community as part of [1:35:34] City Heights and they're part [1:35:34] of every community in America [1:35:38] And I know this because I grew [1:35:39] up my brothers To see them [1:35:40] experienced as my brothers and [1:35:41] sisters, to see them experience [1:35:43] what they're going through [1:35:44] right now really affects us and [1:35:45] should affect everybody. [1:35:50] This resolution sends an [1:35:50] important message that San [1:35:51] Diego values inclusion, dignity [1:35:52] and belonging for our community [1:35:55] and reaffirms our commitment to [1:35:56] ensuring the Somali residents [1:35:57] are seen, supported and an [1:35:57] essential part of our [1:35:58] community. [1:36:01] Thank you for your support. [1:36:07] >> Salihu Osman. [1:36:07] Afternoon. [1:36:08] My name is only Osman. [1:36:10] I'm working at District nine [1:36:11] today. [1:36:11] I'm coming over here to support [1:36:16] this resolution. [1:36:16] >> I'm here today to support [1:36:17] the resolution because every [1:36:21] Sunday I deserve to feel safe, [1:36:22] respected, valued in their [1:36:22] community. [1:36:27] No family should have to live [1:36:28] in fear because of their race, [1:36:32] religion, ethnicity or [1:36:33] immigration background. [1:36:37] San Diego must take clear stand [1:36:37] against harassment, [1:36:38] intimidation and discrimination [1:36:42] targeting the Somali community [1:36:43] . [1:36:43] For example, in MAY 18th [1:36:49] Islamic Center of San Diego all [1:36:50] of us we know what happens. [1:36:50] Time we are healing all our [1:36:53] children Who goes that Islamic [1:36:54] center is still there in [1:36:54] trauma. [1:36:59] So we need to support this [1:36:59] resolution to support our [1:37:04] children, for our families and [1:37:04] we need to go forward to [1:37:05] inclusively happy helping each [1:37:05] other. [1:37:10] >> Thank you. [1:37:10] >> The Nora Arena, The Nora [1:37:14] Arena. [1:37:15] Please come to the microphone [1:37:15] as you make your way up. [1:37:16] I'd like to note for the record [1:37:20] that we did have four speakers [1:37:21] in favor that did not wish to [1:37:21] speak and one comment in favor [1:37:24] that was submitted on your web [1:37:25] comment form which hasn't been [1:37:26] distributed to the council. [1:37:26] Please proceed. [1:37:30] Hi, good afternoon. [1:37:30] I'm Peanut Arena executive [1:37:31] director with the San Diego [1:37:32] Organizing Project. [1:37:35] We're a network of [1:37:36] congregations across the county [1:37:36] and I'm also a resident of [1:37:37] District eight. [1:37:40] I live in Chester and we're [1:37:41] here as your please here in [1:37:42] support and in partnership with [1:37:45] Pana and other organizations in [1:37:46] San Diego. [1:37:46] I'm serving Somali and Muslim [1:37:50] community members with Pan Out. [1:37:51] We've spent the last ten months [1:37:52] exploring the question about [1:37:56] about how to protect and be [1:37:56] able to serve impacted [1:38:00] community members from [1:38:01] the deportation machine and [1:38:01] the lawlessness of ice and [1:38:06] other federal agencies. [1:38:07] So and in our work and our [1:38:08] communities of faith believe [1:38:08] that every single human being [1:38:12] is made in the image of GOD. [1:38:12] And we believe that [1:38:16] the families that caregivers [1:38:16] and the Somali community in [1:38:17] this moment is a community that [1:38:21] is not being seen that way and [1:38:21] is not being respected and [1:38:22] protected. [1:38:23] I'm here in support of this [1:38:26] resolution and believe you all [1:38:26] should. [1:38:27] I think it's a low and small [1:38:27] ask. [1:38:28] I think the expectation of [1:38:31] elected officials should be [1:38:32] greater. [1:38:32] Thank you for that concluding [1:38:33] sentence. [1:38:33] Shalom. [1:38:41] Avery Lopez Shalom Right here. [1:38:45] Shalom Mabuti Lopez Community [1:38:46] Member and District District [1:38:47] three I'm here to support my [1:38:50] Somali and Muslim brothers and [1:38:50] sisters. [1:38:51] I say to my neighbors You are [1:38:55] more than welcome your San [1:38:56] Diegans and I'm here in deep [1:39:00] support of this resolution [1:39:01] beyond just saying we do not [1:39:02] accept the hate that has been [1:39:06] thrown at us from every angle [1:39:11] from the highest to those that [1:39:11] are online. [1:39:12] We need to do something to [1:39:12] protect our children. [1:39:16] Every child should feel just as [1:39:17] safe as any other child living [1:39:20] in any other community. [1:39:21] Every parent should feel just [1:39:22] as safe as I did just right now [1:39:25] as I picked up my kid from [1:39:26] child care. [1:39:26] Everyone deserves that same [1:39:30] level of safety and dignity. [1:39:31] >> Vote yesterday. [1:39:31] Thank you. [1:39:35] That does conclude our speakers [1:39:36] here in person and we will now [1:39:36] go to those participating [1:39:39] remotely I'm sorry at the five [1:39:39] minute timer we have 15 [1:39:40] speakers in the queue starting [1:39:44] with me and my You'll have one [1:39:44] minute Please proceed. [1:39:45] >> Hello my name is Minh. [1:39:48] My Good afternoon everyone. [1:39:54] I am also the board chair of [1:39:54] Voices, a local grassroot [1:39:55] nonprofit based here in City [1:39:58] Heights District nine San [1:39:58] Diego. [1:39:59] Well our grassroot organization [1:40:02] with Voices is dedicated to [1:40:03] the development and empowerment [1:40:04] of the Vietnamese community in [1:40:07] San Diego. [1:40:08] We stand in solidarity with our [1:40:11] Somali neighbors. [1:40:12] Everyone deserves a place where [1:40:13] they feel safe and welcome and [1:40:16] we support this resolution in [1:40:17] support of the Somali [1:40:17] community. [1:40:21] Thank you. [1:40:21] Thank you. [1:40:22] Next is Naomi. [1:40:25] If you can please unmute Daniel [1:40:30] My name is Naomi Gammel. [1:40:31] I'm a senior staff attorney at [1:40:35] the Child Care Law Center and [1:40:36] the Child Care Law Center is a [1:40:36] statewide legal support center. [1:40:39] We are here today in support of [1:40:40] this resolution because San [1:40:41] Diego must take a clear stand [1:40:44] against harassment and [1:40:44] discrimination targeting some [1:40:45] Somali families and childcare [1:40:49] providers. [1:40:50] >> Family childcare providers [1:40:50] should be able to work and [1:40:51] children should be able to [1:40:54] learn and safe environments [1:40:55] free from stalking and [1:40:55] harassment. [1:40:59] We support this effort to stand [1:41:00] with the Somali community [1:41:00] against hate, racism, [1:41:01] discrimination and harassment. [1:41:05] Thank you. [1:41:05] >> Thank you. [1:41:11] Next is Ellen. [1:41:11] >> Ellen if you can please [1:41:12] unmute. [1:41:14] Hi, my name is Ellen Freydis. [1:41:15] I live in District two. [1:41:16] I want to speak in favor of [1:41:17] this resolution as I believe it [1:41:20] is important to speak up [1:41:21] against hate othering and [1:41:21] profiling. [1:41:22] These attitudes lead to [1:41:25] violence as we saw in [1:41:25] the recent fatal attack on [1:41:26] the local Islamic center. [1:41:29] I am not Somali. [1:41:30] I am not Muslim but this [1:41:31] affects all of us. [1:41:35] I did not feel safe when ice [1:41:35] raided my old neighborhood in [1:41:36] South Park when there were men [1:41:39] on rooftops hunting humans. [1:41:40] I did not feel safe when myself [1:41:41] and my white skin immigrant [1:41:45] husband were passed over by [1:41:45] masked armed ice agents parked [1:41:49] outside our door because they [1:41:50] spotted someone browner. [1:41:50] Violence and hate is not [1:41:51] the answer. [1:41:53] The Somali community [1:41:54] unfortunately is experiencing [1:41:59] this culture disproportionately [1:41:59] due to their rich culture [1:42:03] the color of their skin and [1:42:03] their rich religious [1:42:04] traditions. [1:42:04] And I stand against that hate [1:42:05] as we all should. [1:42:08] We need to speak up in passing [1:42:08] this resolution. [1:42:09] Resolution is a part of that. [1:42:12] Thank you. [1:42:13] >> Next is test If you can [1:42:22] please unmute test test I can [1:42:26] commute for you. [1:43:04] I would like to add another [1:43:08] motion to denouncing the guys [1:43:09] in Israel killing all [1:43:09] the Muslims in the Gaza Strip. [1:43:13] That would be something we [1:43:14] could add to this thing because [1:43:18] I'm not for guys living in fear [1:43:19] but even the Somalis in San [1:43:20] Diego don't have it as bad as [1:43:24] if they're in Lebanon right now [1:43:28] And the Israelis are bombing. [1:43:29] But anyway, I am also for that [1:43:32] I'm for the mass rapid deport [1:43:33] tation of all non-citizens in [1:43:37] the United States wherever [1:43:38] country you came from. [1:43:42] It's time to go back because [1:43:43] Trump's winning the war and [1:43:43] he's going to come back with [1:43:47] heavy on ice is going to really [1:43:48] hit us hard in San Diego and [1:43:51] it's great. [1:43:52] It'll be a rapid deportation. [1:43:56] Everyone will have to go home [1:43:56] and they can get their lives [1:43:57] back in their own country and [1:44:01] live happily ever after or not [1:44:02] here but in their own. [1:44:07] >> But your time as concluded [1:44:07] Tristin Barry if you can please [1:44:11] unmute just in very. [1:44:11] >> Hello Counsel My name is [1:44:12] Tristan Barry and I'm the youth [1:44:15] organizer with Youth. [1:44:16] Well I'm here today in support [1:44:16] of this resolution because [1:44:17] every San Diego deserves to [1:44:20] feel safe, respected and valued [1:44:21] in their community. [1:44:21] No family should have to live [1:44:22] in fear because of their race, [1:44:23] religion, ethnicity or [1:44:25] immigration background. [1:44:25] San Diego must take a clear [1:44:26] stand against harassment, [1:44:27] intimidation and discrimination [1:44:30] targeting the Somali community [1:44:30] Somali community. [1:44:31] Under this current [1:44:31] administration we have seen [1:44:34] the adoption of dangerous [1:44:35] rhetoric used to attack [1:44:36] Somali-Americans, Muslims, [1:44:36] immigrants and other [1:44:39] marginalized communities And we [1:44:40] as a city cannot allow those in [1:44:44] power to spread fear suspicions [1:44:45] and false narratives for [1:44:45] political gain especially when [1:44:46] we have seen the direct impacts [1:44:48] of these kind of words can have [1:44:49] We saw this on MAY 18th and two [1:44:50] individuals carried out a [1:44:54] direct attack on our Muslim [1:44:55] community that left three lives [1:44:56] taken from us, three lives that [1:44:56] had an impact much beyond their [1:44:58] own because of how much they [1:44:59] poured themselves into their [1:44:59] community. [1:45:00] We as a city need to adopt [1:45:03] language that acknowledges [1:45:03] the contributions of our Somali [1:45:04] community. [1:45:04] We need to promise to protect [1:45:05] them and we need to acknowledge [1:45:08] that people are targeting their [1:45:09] community and we are refusing [1:45:09] to be a part of that. [1:45:10] >> Thank you. [1:45:10] Thank you. [1:45:12] Next is youth. [1:45:13] Youth? [1:45:17] Well if you can please unmute. [1:45:18] >> Good afternoon. [1:45:18] My name is Claire Snyder with [1:45:22] Youth World and I'm a resident [1:45:22] of District three. [1:45:26] I am here in support of this [1:45:27] item in this resolution. [1:45:28] All young people all children [1:45:32] deserve to feel safe, be able [1:45:33] to learn and grow in [1:45:36] environments that are free from [1:45:37] harassment, stalking and [1:45:43] hateful speech. [1:45:43] And this anti-Muslim bigotry [1:45:49] didn't come from anywhere. [1:45:50] It's fueled by our political [1:45:50] climate. [1:45:53] Political leaders and it should [1:45:54] not be tolerated at all. [1:45:58] Like many others have said, I [1:45:58] encourage you to not only [1:46:02] support this item but also take [1:46:03] action and stand on your words [1:46:04] When you say you support [1:46:07] communities. [1:46:08] We see when you say you when [1:46:08] you say something and then you [1:46:09] don't do it. [1:46:13] So I encourage you all to take [1:46:14] action as well. [1:46:14] Thank you. [1:46:15] Thank you. [1:46:17] Next is Blair Beekman. [1:46:17] If you can please unmute. [1:46:18] Five minute timer has also [1:46:18] concluded. [1:46:23] No additional speakers will be [1:46:24] taken after this. [1:46:24] >> We have ten speakers in [1:46:25] the queue. [1:46:25] Blair Bachman Please proceed. [1:46:27] I Beekman. [1:46:28] i'm on the trolley. [1:46:29] Hopefully my zoom won't cut [1:46:29] out. [1:46:32] Thanks a lot for this item. [1:46:33] Thank you for these efforts. [1:46:33] I think this is an item that [1:46:36] really can resonate in San [1:46:37] Diego and I think we can all [1:46:42] understand and work towards [1:46:43] ending this sort of day of [1:46:43] hatred in our local [1:46:43] communities. [1:46:47] So thank you immensely for it. [1:46:48] With that said, I'm sorry if [1:46:48] I'm going to sound like Mother [1:46:52] Hubbard here but there is an [1:46:52] initial cause and purpose of [1:46:57] why the Trump administration [1:46:58] has been angry at certain [1:47:01] groups of people in this [1:47:02] country who he feels are [1:47:02] getting away with murder on [1:47:05] welfare basically. [1:47:06] You can have an argument on [1:47:07] the merits of that or not but [1:47:08] he wants to work out a better [1:47:11] system. [1:47:11] Why is that in its place [1:47:12] bringing in so much hatred and [1:47:16] spite towards other people? [1:47:16] And that's the real problem [1:47:17] with Trump and their way of [1:47:17] working. [1:47:21] They MAY have 1 or 2 ideas [1:47:21] Bring it in. [1:47:25] We can turn all of that. [1:47:25] That's not the way to define [1:47:29] policy or bureaucracy to how [1:47:30] it's concluded. [1:47:30] Liliana if you can please [1:47:33] unmute. [1:47:39] >> Lillian I can't hear me. [1:47:40] There you go. [1:47:40] Hello. [1:47:40] Hi. [1:47:43] I counsel today. [1:47:44] Well my name is Ivana. [1:47:45] I'm here with you as well. [1:47:48] I'm the director of policy [1:47:48] there and I was also born and [1:47:52] raised in City Heights. [1:47:53] I have a lot of love and [1:47:57] appreciation for the Somali [1:47:58] community and the people that I [1:47:58] grew up with. [1:48:02] And as a young person growing [1:48:02] up in that community today, I [1:48:06] want to support that resolution [1:48:09] because they are important and [1:48:14] a pillar of light would [1:48:14] actually be exposed to [1:48:19] different cultures is like And [1:48:23] they also deserve to feel safe [1:48:24] ,feel respected and valued. [1:48:25] And through this resolution [1:48:28] that's what they achieve. [1:48:29] We also need to take care of [1:48:30] our youngest son Diggins [1:48:33] because there was a lot of [1:48:34] issues coming up in child care [1:48:39] facilities owned by Somali [1:48:40] families were being stalked. [1:48:40] So I just wanted you to support [1:48:43] this item because of those [1:48:44] reasons. [1:48:44] >> Thank you. [1:48:45] That concludes your time. [1:48:48] Carmen Carmen But a lot of [1:48:52] elders. [1:48:52] >> Yes. [1:48:53] Hello? [1:48:53] Can you hear me? [1:48:53] Yes. [1:48:54] Please proceed. [1:48:54] Okay. [1:48:55] My name is Carmen. [1:48:56] I live in District nine. [1:48:57] I'm also here with you as well. [1:48:58] I'm here today in support of [1:49:01] this resolution because every [1:49:01] San Diego deserves to feel [1:49:02] safe, respected and valued in [1:49:02] their community. [1:49:06] San Diego must take a clear [1:49:07] stand against harassment, [1:49:07] intimidation and discrimination [1:49:10] targeting the Somali community [1:49:10] . [1:49:11] I'm deeply concerned by [1:49:12] the dangerous rhetoric used by [1:49:12] political leaders and public [1:49:15] figures including [1:49:16] the PRESIDENT, of course and [1:49:17] members of Congress to [1:49:17] scapegoat and demonize [1:49:20] Somali-Americans and Muslims, [1:49:21] immigrants and other [1:49:21] marginalized communities. [1:49:22] These individuals with [1:49:25] positions of power our [1:49:25] purposefully spreading fear, [1:49:26] suspicion and false narratives [1:49:27] for political gain which in [1:49:30] turn leads to consequences. [1:49:30] Much beyond political debate [1:49:35] we've seen this most recently [1:49:36] MAY 18th three members of our [1:49:36] community were murdered. [1:49:39] These are painful reminders [1:49:40] that hateful rhetoric does not [1:49:41] remain confined to social media [1:49:44] speeches broadcast. [1:49:45] They inspire violence and [1:49:45] tragedy. [1:49:49] This resolution sends an [1:49:49] important message that San [1:49:50] Diego rejects bigotry in all of [1:49:54] its forms and stands united in [1:49:55] defense of the dignity, safety, [1:49:55] humanity of all its residents. [1:49:57] Thank you. [1:49:58] >> If you can please unmute [1:50:03] Karina. [1:50:03] That afternoon Council members [1:50:04] my name is Karen a few pronouns [1:50:05] or she her and I'm calling [1:50:07] today in support of this [1:50:07] resolution on behalf of the San [1:50:08] Diego lgbt Community Center. [1:50:12] It has no place in San Diego. [1:50:13] Our Somali neighbors are [1:50:14] integral to the rich diverse [1:50:17] fabric of our San Diego [1:50:17] community and each and every [1:50:18] one of them deserves to be [1:50:22] safe, respected and welcomed as [1:50:23] a community center that serves [1:50:23] the diverse base of San Diego [1:50:27] and including our immigrants. [1:50:27] We know all too well [1:50:28] the feeling of discrimination [1:50:29] and the constant fear for your [1:50:31] safety When national leaders be [1:50:32] harmful rhetoric about your [1:50:32] community. [1:50:33] Our communities are under [1:50:36] attack but through this false [1:50:36] and dangerous rhetoric as well [1:50:37] as through discriminatory [1:50:38] policies that in our direct [1:50:41] harm upon our communities we [1:50:42] reject this hate and we know [1:50:43] that strength is our strength [1:50:43] and unity. [1:50:45] We will not allow this hate to [1:50:46] divide our communities because [1:50:47] we know that we are stronger [1:50:50] and more resilient as one to [1:50:50] our Somalian immigrant [1:50:51] neighbors. [1:50:51] The center's doors will always [1:50:52] be open to you. [1:50:55] We respect you and you will [1:50:56] always have a place here in San [1:50:56] Diego. [1:50:57] Thank you Councilmember Ella [1:50:59] Rivera for bringing forth this [1:51:00] resolution and to our other [1:51:00] council members and chambers [1:51:01] please support this item. [1:51:01] Thank you. [1:51:04] Thank you. [1:51:05] Next is Courtney If you can [1:51:08] please unmute. [1:51:09] >> Good afternoon honorable [1:51:09] council members. [1:51:13] My name is Courtney. [1:51:14] My apologies Courtney and we [1:51:18] will restart your time Every [1:51:19] once in a while I press [1:51:19] the wrong button. [1:51:20] >> Please proceed. [1:51:20] No problem. [1:51:23] Good afternoon Honorable [1:51:24] council members My name is [1:51:26] Courtney about calling today [1:51:27] with Children First Collective [1:51:27] San Diego. [1:51:28] We stand in solidarity with [1:51:31] people who make up our child [1:51:31] care sector on behalf of [1:51:32] children and families and [1:51:35] providers will continue to [1:51:36] fight for a system that works [1:51:37] for all And today that's [1:51:40] especially important with this [1:51:41] resolution which we support and [1:51:45] encourage all councils to vote [1:51:46] unanimous on it. [1:51:50] As an aspiring ally it's an [1:51:50] honor to be welcomed into a [1:51:51] small community whether that's [1:51:54] with family childcare providers [1:51:55] or with partner organizations. [1:51:59] But warm welcome the incredible [1:52:00] culture inspires hope. [1:52:04] And so today's vote is a vote [1:52:05] for hope and not hate in San [1:52:06] Diego. [1:52:09] Thank you so much. [1:52:09] Thank you. [1:52:10] Next is DR. Kathleen If you can [1:52:12] please unmute I phone 143. [1:52:17] >> DR. Kathleen. [1:52:22] Good afternoon. [1:52:23] Thank you so much for [1:52:23] the opportunity. [1:52:24] My name is Kathy. [1:52:27] DR. Kathleen Almond. [1:52:28] I live in the fourth District. [1:52:29] I am 95 years old and I never [1:52:33] thought that I would live to [1:52:37] see the tear come through our [1:52:38] community And day I'm begging [1:52:42] the council to pass this [1:52:46] resolution And so thank you for [1:52:46] your comments. [1:52:48] Francine Maxwell If you can [1:52:53] please unmute. [1:52:54] Hello. [1:52:54] Yes. [1:52:59] Yes. [1:52:59] >> Sorry. [1:53:00] Good afternoon. [1:53:00] Francine Mazzeo, Southeastern [1:53:02] San Diego resident Thank you so [1:53:03] much for the presentation and [1:53:04] full support. [1:53:04] I am hoping that after [1:53:08] the resolution passes that [1:53:08] the plans will be made with [1:53:12] the PRESIDENT Of the United [1:53:13] States Conference of Mayors, [1:53:17] our mayor who has themed a city [1:53:17] for all of us. [1:53:18] Hate has no place. [1:53:18] Absolutely. [1:53:22] So if everyone in the room [1:53:22] could go over to the mayor's [1:53:26] representative and ask him to [1:53:27] reactivate the mayors advisory [1:53:27] groups. [1:53:28] We learned a lot from [1:53:31] the communities so that we can [1:53:32] get in front of things that are [1:53:32] going to happen. [1:53:36] We are living in treacherous [1:53:36] times right now and [1:53:37] conversation is needed on all [1:53:37] fronts. [1:53:42] So in full support of [1:53:42] the resolution, the next steps [1:53:46] are what's important so that [1:53:46] things do not continue looking [1:53:47] performative in our city. [1:53:48] And that would entail that [1:53:51] the mayor pull things off [1:53:52] the shelf, implement more [1:53:56] conversations citywide so that [1:53:56] we can all get to learn each [1:53:57] other and continue to move in [1:53:57] love. [1:54:00] Thank you for allowing me to [1:54:01] speak. [1:54:01] >> Thank you. [1:54:05] Next is 8813 if you can please [1:54:13] unmute and 813. [1:54:13] Okay we don't need the mayor to [1:54:14] do that. [1:54:14] We can do it ourselves. [1:54:17] But anyways the take on swallow [1:54:18] here and I'm asking the City [1:54:18] Council to pass a resolution to [1:54:22] protect community but [1:54:23] the reality is that this [1:54:23] Council does not stand for [1:54:27] truth or protection. [1:54:28] It stands for political [1:54:32] self-interest and public image [1:54:32] and protection of itself. [1:54:33] This is more divide and conquer [1:54:37] rhetoric where government [1:54:37] positions itself as [1:54:38] the protector and savior. [1:54:42] Well and used to decline. [1:54:43] Many people still believe and [1:54:46] trust the government is here to [1:54:47] protect them. [1:54:48] But trust is built through [1:54:51] transparency, accountability [1:54:52] and equal treatment for [1:54:52] everyone. [1:54:56] That's something that this [1:54:57] board does not practice. [1:54:57] And reminder to the people [1:55:01] listening response Stability [1:55:01] Reminder Responsibility for [1:55:06] real solutions does not rest [1:55:06] with government. [1:55:07] It rests with the people. [1:55:10] With communities coming [1:55:11] together directly honestly [1:55:11] without political manipulation. [1:55:16] Shaun your time has concluded. [1:55:17] John Stump If you can please [1:55:20] unmute. [1:55:25] >> Hi, good afternoon. [1:55:26] >> Several of the speakers have [1:55:26] called for I support [1:55:27] the resolution. [1:55:33] I'm a city hater. [1:55:34] Several of the speakers have [1:55:34] called for action. [1:55:38] I hope during the council's [1:55:38] consideration of this item that [1:55:43] they call before them [1:55:43] the criminal division of [1:55:47] the City Attorney and [1:55:48] the police department to ask [1:55:48] them whether they have [1:55:52] sufficient authority and [1:55:53] resources to prosecute, [1:55:57] identify and prosecute these [1:55:58] hateful people. [1:56:02] Is it a crime in San Diego, [1:56:03] the city of San Diego to do [1:56:03] these acts? [1:56:07] How many people have been [1:56:08] successfully prosecuted and [1:56:12] jailed? [1:56:13] The district attorney should [1:56:17] probably be called in and find [1:56:18] out how many have been in [1:56:22] prison for these hateful acts. [1:56:23] >> Take action. [1:56:23] Thank you for the talk. [1:56:24] Bye bye. [1:56:27] Thank you. [1:56:28] Our last speaker is is Mohamed [1:56:29] Abdullahi. [1:56:32] Please and meet him. [1:56:33] Thank you so much for [1:56:33] the opportunity to speak on [1:56:37] this man Abdullahi. [1:56:37] And unfortunately I cannot be [1:56:38] there in person today as I'm in [1:56:41] transit. [1:56:42] I want to reiterate my support [1:56:42] for this resolution. [1:56:46] I think this is more than just [1:56:46] a recognition of this beautiful [1:56:47] community. [1:56:50] It is an acknowledgment of [1:56:51] the story of resilience, [1:56:52] sacrifice and belonging that [1:56:55] the Somali community brings in [1:56:56] that hate has no place in our [1:56:56] city. [1:56:57] This resolution sends a very [1:57:00] important message to this [1:57:01] community to the city of San [1:57:02] Diego and to the youth who are [1:57:05] listening and watching the way [1:57:06] that we respond when hate [1:57:06] rises. [1:57:10] It tells our Somali community [1:57:11] and the youth that they are [1:57:12] seen that they belong, that [1:57:15] their story is part of [1:57:16] the story of this city. [1:57:17] And at a time when too many [1:57:20] communities are facing division [1:57:20] fear and minister [1:57:21] misunderstanding, this [1:57:21] resolution is going to [1:57:25] recognize the contribution of [1:57:26] our Somali community and help [1:57:26] build a more stronger, more [1:57:30] united front and future for all [1:57:30] of us. [1:57:31] i want to thank the Council for [1:57:32] considering this resolution and [1:57:35] I look forward to folks voting [1:57:35] for it. [1:57:36] >> Thank you. [1:57:36] Thank you. [1:57:37] That concludes further comment [1:57:39] for this item. [1:57:40] All right. [1:57:41] Thank you, City Clerk And thank [1:57:44] you those who showed up in [1:57:45] chambers to speak your truth, [1:57:49] your lived experience. [1:57:50] And thank you to the friends [1:57:50] and neighbors and organizations [1:57:54] that join in and solidarity to [1:57:55] speak with one voice on [1:57:56] something that is so critical [1:58:00] about defining who we are as a [1:58:00] city. [1:58:01] And I appreciate those who take [1:58:04] the time to call in remotely. [1:58:05] With that I will turn it over [1:58:09] to my colleagues. [1:58:09] >> Council Member Rivera Thank [1:58:10] you. [1:58:10] Council PRESIDENT. [1:58:14] Let me begin by thanking some [1:58:15] of our partners who helped [1:58:19] today. [1:58:20] Cathy thank you for your work [1:58:20] on this for the city attorney's [1:58:21] office. [1:58:24] We very much appreciate you. [1:58:25] Amara Rama rama with [1:58:25] the Partnership for [1:58:28] the Advancement of Americans. [1:58:33] Thank you for your work and [1:58:34] lucky And he said thank you. [1:58:38] I think I wanted to start with [1:58:43] what I know about the Somali [1:58:43] community and I think we [1:58:44] actually see a lot of it in you [1:58:47] too. [1:58:47] Smart, courageous, strong, [1:58:48] kind, family focused and [1:58:52] community oriented. [1:58:52] The resolution is a product of [1:58:53] your hard work. [1:58:56] Very well done. [1:58:57] And also I want to emphasize [1:59:02] the courageous piece of that [1:59:02] because it took a lot takes a [1:59:03] lot for you to sit in those [1:59:06] seats and and provide [1:59:07] the presentation that you [1:59:07] provided. [1:59:12] I've had the privilege of [1:59:13] working with the Somali [1:59:13] community since the beginning [1:59:14] of my time working in City [1:59:16] Heights. [1:59:17] And time and again I've seen [1:59:18] those traits that I just [1:59:18] mentioned. [1:59:21] And one of the best things [1:59:22] about working in and with [1:59:25] representing District nine has [1:59:26] been the opportunity to stand [1:59:29] arm in arm with communities [1:59:30] from all over the world. [1:59:31] And some of those folks are [1:59:35] from cultures I've been part of [1:59:35] or close to and others that [1:59:39] I've come to to know and love. [1:59:40] And in this work I get to see [1:59:44] and appreciate some of [1:59:45] the common threads that knit [1:59:45] people of all backgrounds into [1:59:46] what I think is a really [1:59:49] beautiful tapestry here in San [1:59:50] Diego. [1:59:50] And those are love and care for [1:59:54] all of our children. [1:59:54] The energizing optimism and [1:59:55] imagination of youth and [1:59:59] the unrivaled power of [1:59:59] motivated moms and [2:00:00] grandmothers. [2:00:03] And those are values that I see [2:00:04] clearly in the San Diego Somali [2:00:04] community. [2:00:09] I've seen the community improve [2:00:09] the way our children are fed at [2:00:10] school. [2:00:12] Youth lead other young people [2:00:13] in creating a vision for a [2:00:14] better future. [2:00:15] And workers lead and win [2:00:18] campaigns that expand rights [2:00:22] and opportunities for all [2:00:26] workers over many years working [2:00:30] alongside folks evolved into [2:00:31] trusted partnerships which are [2:00:32] evolved into close friendships. [2:00:32] Close friends became adopted [2:00:33] Members of my family mentees [2:00:33] became some of my most [2:00:33] dependable and irreplaceable [2:00:33] coworkers. [2:00:37] And the leaders of teams that [2:00:38] we built together. [2:00:38] I definitely would not be where [2:00:42] I am or able to do what I do in [2:00:42] District Nine's office would [2:00:43] not be able to do what we do [2:00:46] without San Diego's Somali [2:00:47] community. [2:00:47] At the same time, despite their [2:00:51] strength and resilience, Donald [2:00:52] Trump has repeatedly attacked [2:00:52] the Somali community. [2:00:56] Each round of attacks seems to [2:00:57] grow more venomous and more [2:00:58] dangerous as he grows more [2:00:58] desperate to distract from his [2:01:02] failures, his lies and his [2:01:02] corruption by scapegoating [2:01:03] vulnerable groups with no [2:01:06] regard for the harm it causes [2:01:07] and of course others from his [2:01:11] regime and those who ride [2:01:11] the coattails of his hate. [2:01:12] Have joined his chorus. [2:01:16] It's disgusting. [2:01:16] It's dangerous and it [2:01:17] absolutely cannot be allowed to [2:01:17] fester. [2:01:21] The reasons why are numerous [2:01:22] and should be obvious But I [2:01:23] want to point to the one that [2:01:26] has made me the most angry and [2:01:27] scared about the moment that we [2:01:27] were in. [2:01:28] And that's the stalking and [2:01:28] harassment of child care [2:01:30] providers the people who care [2:01:35] for our babies. [2:01:36] Dehumanization is the worst [2:01:36] form of hate. [2:01:37] It opens the door to what is [2:01:40] otherwise unimaginable. [2:01:44] When we make one group of [2:01:49] people no longer people [2:01:50] the absolute worst things [2:01:50] happen. [2:01:51] I think the most stark and [2:01:54] frightening example of when a [2:01:55] community is being dehumanized [2:01:56] comes when the children from [2:01:56] that community are seen as [2:01:59] acceptable targets or [2:02:00] collateral targets of hate [2:02:03] violence or cruelty. [2:02:04] >> We heard about that [2:02:08] happening here in San Diego of [2:02:13] the homes and facilities where [2:02:14] children of all backgrounds [2:02:18] were being taken care of had [2:02:28] doors knocked on and men posted [2:02:29] up outside demanding to see [2:02:33] the children. [2:02:33] This is something that no [2:02:34] child, no parent, no child care [2:02:37] provider should have to deal [2:02:38] with. [2:02:42] And it's really important that [2:02:42] we make that clear. [2:02:43] So to the Somali community I [2:02:47] want to say thank you for all [2:02:48] you've done and continue to do. [2:02:48] I could not be more proud to be [2:02:52] in community with you and call [2:02:52] so many of you friends. [2:02:53] I love you and our city should [2:02:56] show you love through action. [2:02:56] Earlier this year when Somali [2:02:57] child care providers were [2:03:02] targeted, I did work with [2:03:02] the mayor, the chief of police [2:03:03] and City Attorney Ferber to [2:03:06] partner in ensuring that [2:03:10] actions were taken to both [2:03:11] protect childcare facilities [2:03:12] and ensure that our child care [2:03:15] providers know their rights and [2:03:16] their ability to enforce [2:03:20] the law when they're being [2:03:21] targeted with harassment and [2:03:21] intimidation. [2:03:25] And this resolution is another [2:03:26] important step. [2:03:26] So I ask my colleagues to [2:03:30] support this motion motion as a [2:03:31] first act of love from our city [2:03:32] to a community that [2:03:32] consistently shows and acts [2:03:33] with love. [2:03:34] With that I move approval of [2:03:35] the recommendation. [2:03:39] >> Thank you Council PRESIDENT [2:03:40] Thank you Council members. [2:03:41] >> So we have a motion by [2:03:41] Council member Eli Rivera to [2:03:44] move the resolution. [2:03:45] We'll go next to Council [2:03:45] PRESIDENT Pro Tem we think [2:03:50] Council PRESIDENT And first off [2:03:51] thank you to council member [2:03:52] Isla Rivera and his staff for [2:03:52] bringing this resolution [2:03:55] forward in partnership with [2:03:55] Pana and the Somali community. [2:03:59] Someone said it in the audience [2:03:59] earlier. [2:04:00] Words do matter and they also [2:04:04] have consequences. [2:04:05] Our current federal [2:04:05] administration has continued to [2:04:06] advance rhetoric that seeks to [2:04:09] divide communities. [2:04:10] They help to reinforce harmful [2:04:11] stereotypes and they create [2:04:14] conditions that have allowed [2:04:15] hate, discrimination, racism [2:04:19] and xenophobia to not only [2:04:20] exist because let's face it I [2:04:21] think we all know that it's [2:04:24] always existed but to spread [2:04:29] and now to do so in the open. [2:04:30] As many of you have shared this [2:04:31] rhetoric and the policies that [2:04:34] have followed escalated to an [2:04:35] environment where outside [2:04:35] social media, social media [2:04:39] personality have come to our [2:04:40] city to target, to follow and [2:04:45] to harass Somali immigrant [2:04:45] child care providers in their [2:04:46] places of work. [2:04:53] And I especially wanted to test [2:04:53] . [2:04:54] It is the testing that our [2:04:54] federal administration and [2:04:58] those who are seeking social [2:04:58] media views and clicks and then [2:05:02] including some San Diego ins [2:05:03] have specifically targeted [2:05:03] child care providers. [2:05:08] I think many of us recognize [2:05:09] that child care is extremely [2:05:14] challenging especially post [2:05:14] covid. [2:05:15] We've had many stories of child [2:05:19] care providers closing many of [2:05:20] us in the community recognize [2:05:21] how expensive child care has [2:05:21] become. [2:05:24] And that challenge doesn't even [2:05:25] begin to speak to the challenge [2:05:26] that is faced by those who are [2:05:30] actually providing that care in [2:05:30] our communities. [2:05:31] So I want to thank many of you [2:05:35] who are here today, especially [2:05:35] those of you with Unite [2:05:36] domestic workers who represent [2:05:40] our child care workers because [2:05:41] of the few that remain. [2:05:42] That work is ever more [2:05:46] important to ensure that a [2:05:46] community can thrive. [2:05:51] Our schools child care centers [2:05:52] and houses of worship are [2:05:52] essential community spaces [2:05:53] where everyone should feel safe [2:05:56] and welcome. [2:05:57] And I think it's fair to say [2:05:58] that the horrific attack to [2:06:01] the Islamic Center of San Diego [2:06:02] faced is a recent reminder of [2:06:02] the worst dangers of [2:06:08] the rhetoric that is brought [2:06:08] before our city and our nation [2:06:12] and that we must come together [2:06:13] when it comes to protecting our [2:06:14] neighbors and exemplifying [2:06:18] firsthand that we can build a [2:06:19] society where everyone feels [2:06:23] safe, valued and included. [2:06:23] So I think today why this [2:06:24] resolution is important is [2:06:28] because it's our chance to [2:06:29] recognize that our matters our [2:06:34] words matter too And they have [2:06:34] a significance in allowing [2:06:35] the city of San Diego to be [2:06:35] heard. [2:06:40] In doing so we uplift our child [2:06:41] care providers and our child [2:06:41] care workers. [2:06:45] We denounce hate, racism and [2:06:46] xenophobia. [2:06:50] And we stand with more than [2:06:50] 15,000 Somali-American [2:06:51] neighbors who call San Diego [2:06:51] home. [2:06:52] We also recognize that [2:06:56] the Somali community has made [2:06:56] significant cultural, civic and [2:06:57] economic contributions that we [2:07:01] believe strengthen San Diego. [2:07:02] And we celebrate the fact that [2:07:07] many immigrants and refugees [2:07:08] are an integral part of [2:07:08] the city. [2:07:09] Those are our words and I hope [2:07:10] that they matter as well. [2:07:14] So thank you again to [2:07:15] Councilmember Rivera for [2:07:16] bringing this for it not just [2:07:16] to pander to small community [2:07:19] but clearly to many of [2:07:20] the partner organizations who [2:07:20] came out today in solidarity [2:07:24] and to speak in one collective [2:07:25] voice. [2:07:26] >> And with that I am proud to [2:07:26] second the motion. [2:07:26] All right. [2:07:31] Thank you. [2:07:32] So we have a motion by [2:07:33] Councilmember Eli Rivera in a [2:07:34] second by council PRESIDENT Pro [2:07:34] Tem Lee. [2:07:37] We will go next to [2:07:37] Councilmember Whipper. [2:07:38] Thank you, Council PRESIDENT. [2:07:38] Thank you. [2:07:39] Council member Isla Rivera to [2:07:42] you and your team for bringing [2:07:43] forward this resolution. [2:07:43] Thank you to both of you for [2:07:44] the presentation. [2:07:48] It is very important that [2:07:48] the city publicly push back [2:07:53] the hateful rhetoric that has [2:07:53] been targeting many of our [2:07:54] residents. [2:07:58] The attacks and harassment of [2:07:59] Somali child care providers or [2:08:00] the Somali community in general [2:08:05] or the black community in [2:08:06] general is completely [2:08:06] unacceptable. [2:08:07] The thousands of San Diego [2:08:10] those who are members of [2:08:11] the Somali community should not [2:08:12] have to live in fear. [2:08:12] Several speakers this afternoon [2:08:17] asked not just for words but [2:08:17] also for action. [2:08:22] The fourth proposed action that [2:08:22] Cultivator Isla Rivera includes [2:08:23] in this resolution is a request [2:08:27] from the council that the city [2:08:27] work with child care providers [2:08:28] to increase security measures [2:08:33] to protect the children in [2:08:34] their care. [2:08:35] And I would ask the city make a [2:08:35] concerted effort to work with [2:08:39] child care providers to [2:08:39] increase their security. [2:08:40] One of the foremost [2:08:41] responsibilities of our city is [2:08:45] to protect the public safety [2:08:45] and that includes the Somali [2:08:46] community. [2:08:46] We also need to counteract [2:08:50] these racist narratives by [2:08:51] recognizing the significant [2:08:52] contributions of the Somali [2:08:56] community in San Diego. [2:08:57] The contributions are [2:08:57] innumerable across many [2:08:58] sectors. [2:08:58] Child care being one of them. [2:09:03] Thank goodness for at home [2:09:04] child care providers Child care [2:09:08] is one of the greatest needs in [2:09:08] our city. [2:09:14] Thank goodness for uw and child [2:09:14] Care Providers United They make [2:09:15] it possible for many people [2:09:16] including members of the Somali [2:09:20] community to provide high [2:09:21] quality child care. [2:09:25] Speaking for the 150,000 [2:09:26] residents in my district, we [2:09:26] are grateful for that. [2:09:27] I will also highlight that here [2:09:31] in District three as especially [2:09:32] the resolution the House of [2:09:36] Somalia was accepted as [2:09:36] the first African country to [2:09:37] join the House specific [2:09:38] relations in Balboa Park. [2:09:42] That is a point of pride for my [2:09:42] district and for our city. [2:09:43] That recognition as well [2:09:43] deserved. [2:09:44] So even as others sowed [2:09:48] the seeds of prejudice, I am [2:09:49] pleased that our city embraces [2:09:50] the many ethnic communities [2:09:50] that make up San Diego [2:09:54] including our Somali community [2:09:55] And I'll be supporting the item [2:09:55] today. [2:09:56] Thank you, Council PRESIDENT. [2:09:57] All right. [2:09:57] Thank you, Councilmember [2:09:58] Whitburn. [2:10:00] We'll go next to Councilmember [2:10:00] Campo. [2:10:01] >> Thank you. [2:10:01] Council PRESIDENT. [2:10:02] I want to thank the members of [2:10:03] the public who've come in today [2:10:06] to share their words in support [2:10:07] of the resolution and thank [2:10:08] the District nine office in [2:10:09] Councilmember Gila River for [2:10:09] authoring it. [2:10:13] Would like to recognize what a [2:10:14] good job uw has done in [2:10:14] organizing and protecting and [2:10:20] advocating for the needs of [2:10:20] their members whether they're [2:10:21] Somali or not. [2:10:22] But of course standing up for [2:10:26] the Somali community. [2:10:26] I also see in the crowd today a [2:10:27] good friend the honorable [2:10:28] Delfina Gonzalez from the Hotel [2:10:32] Water District. [2:10:32] So it's good to see her as [2:10:33] well. [2:10:33] You know, I think the having [2:10:38] worked on childcare issues and [2:10:38] with uw on issues related [2:10:43] childcare in home childcare [2:10:44] the City Council supported a [2:10:45] law back in 2023 that my office [2:10:45] authored to make sure that [2:10:49] landlords wouldn't take [2:10:50] advantage of in-home childcare [2:10:50] providers. [2:10:51] The thing that really is so [2:10:55] disgusting about this is it's [2:10:56] intentionally focusing on a [2:10:57] group of people who are [2:11:02] immigrants mostly immigrants [2:11:02] who are taking care of our [2:11:03] children because they know [2:11:04] the thing you love the most [2:11:08] the people I think everyone in [2:11:09] the public cares about more [2:11:09] than anything is their family [2:11:10] and their young ones. [2:11:13] And they're trying to besmirch [2:11:14] the work you do And everything [2:11:20] I've ever seen from the child [2:11:20] care providers uaw, Somali or [2:11:21] any of the other groups that do [2:11:25] this in home care is excellent [2:11:25] work. [2:11:26] Their parents of those children [2:11:32] rave about how good you are at [2:11:32] the work you do, how their [2:11:33] children develop, how they [2:11:37] learn to read, how they have [2:11:38] good social skills. [2:11:38] You're one of the best we have [2:11:43] as a community in providing [2:11:44] this service and you make it [2:11:49] less expensive for everybody [2:11:50] which is like the incredibly [2:11:50] stupid part of the attack on [2:11:55] your community. [2:12:01] >> Many of us have children up [2:12:02] here who and we know the cost [2:12:03] of child care right now. [2:12:07] And I just have to say that in [2:12:08] terms of the contributions that [2:12:12] councilmember and so rightly [2:12:13] pointed out, raising our [2:12:19] children is the most important [2:12:20] you could provide and you do it [2:12:21] well and you do it at less [2:12:21] expensive than many other [2:12:25] places. [2:12:26] And so I wish every San Diego [2:12:27] and an American could see what [2:12:27] I've seen in my district and [2:12:31] around the city that you're [2:12:32] supporting economic [2:12:32] development, childhood [2:12:37] development, all the things we [2:12:38] beg members of the public to [2:12:38] help us with. [2:12:43] You do it. [2:12:43] You do it. [2:12:44] So thank you very much for this [2:12:45] for your service to our [2:12:49] community, for your union, for [2:12:50] standing up for you and for and [2:12:50] for working within your union [2:12:55] as well. [2:12:56] And I'm proud to support this [2:12:56] resolution because [2:12:57] the contribution you make is [2:13:01] improve being our society [2:13:01] absolutely improving it. [2:13:02] >> So thank you very much. [2:13:07] I'll be in support. [2:13:08] >> All right. [2:13:08] Excuse me. [2:13:09] Thank you. [2:13:09] Councilmember Campi, I'll go [2:13:13] next to Councilmember Vaughn [2:13:13] Wolpert. [2:13:14] Thank you. [2:13:14] And thank you, Councilmember [2:13:15] Rivera for bringing forth a [2:13:16] resolution today. [2:13:19] I am very proud to support our [2:13:20] resolution affirming our city's [2:13:20] commitment to San Diego Somali [2:13:24] community and thank you for [2:13:25] being here very much. [2:13:25] Our Somali neighbors are [2:13:26] important part of the fabric of [2:13:30] San Diego. [2:13:31] You contribute to our economy. [2:13:32] You enrich our culture, raise [2:13:36] families here, help others [2:13:37] raise their families if they're [2:13:38] struggling to access child care [2:13:38] And you do it so well. [2:13:42] You're very good at your jobs [2:13:43] and we appreciate the work you [2:13:43] do. [2:13:44] You operate businesses. [2:13:44] You strengthen our civic life. [2:13:49] Your success is our city's [2:13:49] success At a time when [2:13:50] immigrant and refugee [2:13:55] communities understand that we [2:13:56] face fear, discrimination and [2:13:57] uncertainty, it is important [2:13:57] that we make clear here today [2:14:01] San Diego is a welcoming city [2:14:02] and we welcome our Somali [2:14:03] community into our city. [2:14:07] Every resident deserves to live [2:14:08] with safety, dignity, pursue [2:14:08] opportunity and participate [2:14:13] fully in our community and our [2:14:14] life here Regardless of your [2:14:14] national origin or immigration [2:14:15] status or where you come from [2:14:16] or who you love, who you [2:14:19] ascribe to. [2:14:20] All of all of us deserve [2:14:20] dignity and respect in our [2:14:21] communities. [2:14:24] We also stand firmly against [2:14:25] harmful rhetoric and actions [2:14:26] that seek to divide us. [2:14:31] Words can turn into hateful [2:14:31] violence like we saw at our [2:14:32] Islamic center here in San [2:14:35] Diego when three people [2:14:36] tragically lost their lives [2:14:37] saving the lives of hundreds of [2:14:41] children. [2:14:42] And finally, this resolution [2:14:42] recognizes the importance of [2:14:47] protecting our Somali own child [2:14:47] care providers from harassment [2:14:48] and intimidation. [2:14:48] You have faced unthinkable [2:14:53] harassment. [2:14:54] And I actually have a question [2:14:55] for our police department who's [2:14:55] here And I'm glad we have [2:14:56] the multi cultural storefront [2:15:00] up and running but I do have a [2:15:01] question. [2:15:02] If someone from police can come [2:15:02] answer it. [2:15:03] One of the things we have to [2:15:05] stop is people making money on [2:15:05] social media for harassing [2:15:10] other people And it is [2:15:11] horrendous. [2:15:12] >> And people do have a First [2:15:12] Amendment right to freedom of [2:15:17] expression in this country. [2:15:17] I hope we can stop hate but [2:15:18] they do not have a right to [2:15:19] make money. [2:15:23] So how can we tell the YouTubes [2:15:24] and the metered in the Googles [2:15:25] the alphabet to the world to [2:15:25] take down these accounts so [2:15:26] they can't make money by [2:15:29] harassing our child care [2:15:29] providers? [2:15:30] >> I think it comes down to [2:15:30] pressure. [2:15:31] It's putting pressure on these [2:15:31] folks. [2:15:34] It's clearly set a tone here [2:15:35] where we look into it from [2:15:36] the city on three sides and [2:15:40] we've had upwards of over a [2:15:41] dozen complaints of harassment [2:15:42] from both Internet as well as [2:15:42] through the different [2:15:43] organizations. [2:15:46] We're taking them all seriously [2:15:47] ,document all of them and set [2:15:48] them up through the city [2:15:48] attorney's office. [2:15:49] I think a lot of pressure is [2:15:52] being pressure on these [2:15:53] entities. [2:15:53] >> So let us know how we can [2:15:54] help. [2:15:58] I'm happy to send this [2:15:59] resolution to all of the tech [2:15:59] companies which are based in [2:16:04] California which need to learn [2:16:05] what they're doing as wrong. [2:16:05] So I just think it's horrible. [2:16:11] People should not be able to [2:16:11] make money off this. [2:16:12] But thank you And we're happy [2:16:13] to help sign on to any effort [2:16:15] we can. [2:16:16] I want to thank you, D.W. For [2:16:17] being here today and for being [2:16:17] at Union Proud. [2:16:21] We need more labor protections [2:16:22] in this country to stop people [2:16:23] from harassing others on [2:16:23] the job. [2:16:24] And thank you for being here [2:16:24] too. [2:16:28] And even at you know, 90, 94, [2:16:29] 95 years young, you're still [2:16:30] out advocating. [2:16:33] So I appreciate you for being [2:16:34] here. [2:16:34] And it is terribly scary when [2:16:39] the PRESIDENT United States [2:16:40] have been hateful, horrible and [2:16:40] just plain ignorant statements [2:16:41] about our small community. [2:16:46] But it's not just the White [2:16:46] House. [2:16:46] And that's what's getting [2:16:47] scarier and scarier. [2:16:48] Hateful rhetoric against our [2:16:51] Muslim community is growing in [2:16:52] national politics and it should [2:16:53] scare all of us. [2:16:57] I'm not going to repeat what [2:16:58] they said because their words [2:16:58] do not deserve to be repeated. [2:16:59] But we have a U.S. [2:17:04] Representative in Congress such [2:17:04] as Brandon Gill and Texas [2:17:05] Senator Tommy Tuberville and [2:17:09] Alabama Representative Randy [2:17:10] Fine in Florida And you all get [2:17:11] in Tennessee who have all faced [2:17:11] horrible backlash for their [2:17:16] horrible anti-Muslim posts and [2:17:16] have made incredibly hateful [2:17:17] Islamophobic comments. [2:17:17] We must reject our hate. [2:17:21] There is no place for [2:17:22] Islamophobia in our United [2:17:23] States government. [2:17:27] What worries me even more is [2:17:28] the trend we're seeing in [2:17:28] national politics is changing. [2:17:29] Speaker Johnson and his [2:17:32] leadership have shown no [2:17:33] interest in reprimanding any of [2:17:34] these members of Congress for [2:17:34] their hate. [2:17:38] None. [2:17:39] And this is a change from 2019 [2:17:40] when we saw then-Speaker [2:17:44] Minority Leader Kevin McCarthy [2:17:45] here in California and his [2:17:45] leadership team voted a [2:17:50] horrible man Representative [2:17:51] Stephen King in Iowa off of all [2:17:52] of his congressional committees [2:17:53] after he questioned publicly [2:17:53] whether white supremacy should [2:17:57] come back to this country. [2:17:57] He faced consequences then. [2:17:58] They are not facing [2:17:59] consequences now and it is [2:18:02] deeply scary. [2:18:03] But here in San Diego we're [2:18:04] going to push back. [2:18:10] And today on behalf of [2:18:11] the council, thank you again to [2:18:11] council certainly where we are. [2:18:12] Thank you so much for everyone [2:18:14] present in all the hard work [2:18:15] you put into this. [2:18:16] We stand with our Somali [2:18:16] community. [2:18:16] We value you. [2:18:17] We see you And I'm proud to [2:18:24] support this resolution. [2:18:24] >> All right. [2:18:25] Thank you. [2:18:25] Council member Obama. [2:18:26] I will go next to council [2:18:29] member Campbell Thank you so [2:18:30] much. [2:18:30] I want to say that I'm in [2:18:31] complete agreement with all of [2:18:36] the words that my colleagues [2:18:36] have said. [2:18:36] Welcome to America. [2:18:42] That's what all Americans [2:18:42] should be saying. [2:18:43] Welcome And we're glad you came [2:18:48] and we want you to know that we [2:18:49] believe everyone is created [2:18:54] equal and we have had a hard [2:18:54] time in this country. [2:18:55] If you look at our 250 year [2:19:00] history and living up to our [2:19:00] promise. [2:19:01] And I want you to know that we [2:19:05] in San Diego will live up to [2:19:06] our promise. [2:19:06] We will stand up with you. [2:19:07] We will fight with you. [2:19:12] We believe in you. [2:19:12] We are your neighbors, your [2:19:13] friends, your brothers, your [2:19:13] sisters. [2:19:17] We are all one people and we [2:19:17] believe that we live it. [2:19:23] And as old as I am, I'm telling [2:19:23] you I'm 80 years old. [2:19:24] Not as old as Captain Cheese. [2:19:28] My hero. [2:19:29] But Kathryn and I when we had [2:19:34] young children we didn't have [2:19:35] good in-home child care. [2:19:35] And I want to thank you for [2:19:41] providing that and the safety [2:19:41] for those children. [2:19:42] Thank you so much. [2:19:47] I don't know how long some of [2:19:48] you have been here but if it's [2:19:52] less than 12 years or so you [2:19:52] have lived under this trump And [2:19:57] he does not represent our [2:19:58] country and our only power as [2:20:03] citizens is our vote. [2:20:04] And the only way we have power [2:20:09] is to use our vote. [2:20:10] And so those of you who can [2:20:15] vote please remember it's so [2:20:15] important. [2:20:16] It really is our only power in [2:20:16] a big democracy. [2:20:22] So let us work hard. [2:20:23] Let us get out the vote next [2:20:23] time. [2:20:27] Let us make sure we never have [2:20:27] another demagogue, another [2:20:28] follower of Hitler, another [2:20:33] Hitler. [2:20:34] Certainly not in this country [2:20:34] ever. [2:20:35] We are all one and we are [2:20:36] together with you. [2:20:43] >> Thank you. [2:20:44] >> Council member Ala. [2:20:49] Thank you. [2:20:50] I just want to say thank you my [2:20:50] colleagues for the comments you [2:20:54] made, the support you've shown [2:20:55] . [2:20:56] I, I also wanted to make sure [2:21:01] that I relayed the appreciation [2:21:01] from the Somali community to [2:21:02] domestic workers. [2:21:07] I didn't intentionally try to [2:21:08] keep as much about the Somali [2:21:12] leaders as possible but as is [2:21:13] the case with our Somali [2:21:14] community, they wanted to make [2:21:14] sure that that appreciation was [2:21:18] shown. [2:21:19] And that plays itself out in a [2:21:19] multitude of ways. [2:21:24] Obviously I'm supporting [2:21:24] the childcare providers but [2:21:25] also just providing community [2:21:26] space for Ede and for other [2:21:30] important community [2:21:30] celebrations. [2:21:31] I also want to say thank you [2:21:31] for that. [2:21:35] Again, very much like our [2:21:36] leaders within the community to [2:21:37] make sure that that [2:21:41] appreciation was spread as wide [2:21:42] as possible. [2:21:43] So thank you again, my [2:21:43] colleagues and thank you to all [2:21:44] the allies who showed up today. [2:21:48] Very, very appreciative for [2:21:49] the way this conversation has [2:21:49] happened. [2:21:50] I'll hand it back to you. [2:21:50] Council PRESIDENT. [2:21:51] Thank you. [2:21:51] All right. [2:21:52] Thank you. [2:21:54] Council member Ella Rivera. [2:21:55] So I'll jump in here to close [2:21:55] it out. [2:21:59] Thank you council member for [2:22:00] your work the work of your [2:22:00] amazing staff in District nine [2:22:01] who time and time again helped [2:22:05] lead us into these [2:22:05] conversations that are so very [2:22:06] important. [2:22:06] Thank you to Pana and your [2:22:11] leadership over the years and [2:22:11] what you've done and what [2:22:12] you've taught me. [2:22:17] We don't always agree but you [2:22:18] have taught me an awful lot [2:22:18] since the first time I went to [2:22:22] a Pana rally years and years [2:22:23] ago. [2:22:23] Thank you again. [2:22:24] As I said at the onset to all [2:22:28] of you who showed up who took [2:22:29] the time to show up to show [2:22:29] that collective solidarity [2:22:34] about what is happening with [2:22:35] the Somali community, what is [2:22:36] happening with the childcare [2:22:41] providers and to push back [2:22:41] against people who are trying [2:22:42] to fill an empty soul, an empty [2:22:47] heart with hate and rhetoric [2:22:47] because they think that makes [2:22:48] them more important. [2:22:49] And as my colleagues have said, [2:22:53] we live in a very challenging [2:22:54] time where social media spreads [2:22:54] like wildfire and people can [2:22:59] hide behind the anonymity of [2:23:00] social media and make [2:23:00] themselves try to feel good [2:23:05] while they impose hate and [2:23:05] rhetoric. [2:23:06] And as many of you said, words [2:23:11] matter because it's not only [2:23:11] that hateful words but it's [2:23:12] when it gets translated to [2:23:13] action and people who think [2:23:17] they have a mandate because [2:23:17] they heard something on social [2:23:18] media or they hear it over and [2:23:19] over again, they think that [2:23:23] gives them direction. [2:23:23] They think it gives them [2:23:24] purpose when they so sadly [2:23:25] sadly do not. [2:23:29] And to the hate that you are [2:23:30] exposed to that you feel and as [2:23:30] my colleagues at each of you [2:23:35] pointed out as my colleagues [2:23:36] pointed out, childcare [2:23:37] providers you have the most [2:23:40] precious gift that you take [2:23:41] care of on behalf of our [2:23:41] children, our next generation [2:23:46] and the love and support that [2:23:47] you impose on them as a child [2:23:51] care provider is what gives me [2:23:51] hope going forward that we are [2:23:56] raising our children in a way [2:23:57] that will overwhelm this [2:23:57] awfulness. [2:23:58] And while I appreciate [2:24:03] Councilmember Bob Wolpert and [2:24:04] the officer from pd when you [2:24:04] have the social media giants in [2:24:08] the back pocket of this [2:24:09] PRESIDENT, it can be daunting [2:24:09] at times to think that there [2:24:13] will be an end to this But [2:24:14] we've got two and a half years [2:24:19] If we can survive that and I [2:24:20] know we will that we can change [2:24:21] this course of this country [2:24:25] back to what the original [2:24:25] vision was. [2:24:29] And so we appreciate each and [2:24:29] every one of you despite some [2:24:30] of the challenges we have in [2:24:34] balancing the life of our city, [2:24:35] our state, our country. [2:24:36] We will continue to look for [2:24:39] ways to be supportive, to be [2:24:40] protective, to go after those [2:24:46] who would seek to do harm and [2:24:46] ill will there. [2:24:47] So I do appreciate the police [2:24:51] department your attention to [2:24:51] this the city attorney's office [2:24:52] and even to the district [2:24:56] attorney in those good efforts. [2:25:01] So we using the words of others [2:25:02] that are smarter and more [2:25:02] eloquent than me we will [2:25:03] overcome this challenge [2:25:07] constantly reach out to each of [2:25:07] our districts if we can be help [2:25:08] and support in any way. [2:25:12] And I think there's a letter [2:25:13] out there I would be happy to [2:25:14] cosign it if it is helpful in [2:25:16] moving that financial support [2:25:17] forward. [2:25:22] So with that we have a motion [2:25:23] by council member Ella Rivera [2:25:23] and a second by Council [2:25:27] PRESIDENT Pro Tem Lee. [2:25:28] >> Please call the roll I'm [2:25:28] sorry the vote the voting [2:25:37] system Please cast your vote. [2:25:38] >> My apologies. [2:25:38] MAY I get your vote For [2:25:47] the record Council member Yes. [2:25:53] And that passes unanimously 8 [2:25:53] to 0 with Councilmember Foster [2:25:54] absent. [2:25:54] >> Thank you. [2:26:02] Council PRESIDENT. [2:26:03] You're going to stay for [2:26:07] the next item. [2:26:08] I'm so excited. [2:26:13] Oh well, let's just pause for a [2:26:14] moment and give these good [2:27:10] folks a chance to [2:27:34] work. [2:27:35] All right. [2:27:40] Clerk Please introduce items [2:27:40] 201 and 202 Thank you. [2:27:43] >> Council PRESIDENT Item two [2:27:44] one is the fiscal year 2027 [2:27:45] Maintenance Assessment [2:27:45] Districts Annual reports for [2:27:48] Parks and Recreation Department [2:27:51] And item 2 or 2 is the fiscal [2:27:52] year 2027 Main Assessment [2:27:52] District annual reports for [2:27:53] the Economic Development [2:27:56] Department. [2:27:57] If you'd like to speak to these [2:27:58] items, now's the time to raise [2:28:00] your hand by pressing Star nine [2:28:00] or the raise your hand icon Or [2:28:01] if you're hearing council [2:28:02] chambers to submit your [2:28:05] speakers up to the front of [2:28:05] the room in the clear box. [2:28:06] Thank you, Council PRESIDENT [2:28:06] All right. [2:28:09] Thank you City Clerk for these [2:28:10] items. [2:28:10] We will take the staff [2:28:11] presentations together public [2:28:14] testimony and council comment [2:28:15] on these items will also be [2:28:16] taken together and then we'll [2:28:19] take separate votes on each [2:28:20] item. [2:28:20] So with that staff please [2:28:21] introduce yourselves for [2:28:24] the record and let us know how [2:28:25] much time you need for [2:28:25] the joint presentation. [2:28:29] Good afternoon Council members. [2:28:30] Thank you for your time today. [2:28:31] My name is Michael Jones and [2:28:34] with me is Rhea again Aldo And [2:28:35] for our presentation will [2:28:36] require approximately seven [2:28:36] minutes. [2:28:37] All right, when you're ready. [2:28:41] Thank you. [2:28:42] A maintenance assessment [2:28:47] district or mad is a legal [2:28:47] mechanism to allow property [2:28:48] owners the ability to fund [2:28:51] improvements and activities [2:28:52] within a boundary defined by an [2:28:56] assessment engineer. [2:28:57] These tricks take on many [2:28:57] scopes of service, several of [2:28:58] which are shown here. [2:29:01] Landscaping is the most common [2:29:01] type of improvement generally [2:29:06] occurring in medians, parks and [2:29:06] rights of way. [2:29:07] Methods operate with legal [2:29:11] authority to engage in [2:29:11] improvements and activities [2:29:12] under the guidance of [2:29:15] legislation at both the State [2:29:15] and local levels. [2:29:16] State Law, the Municipal Code [2:29:19] and City Council policy are [2:29:20] written to allow districts [2:29:24] maximum operational flexibility [2:29:24] . [2:29:25] A primary goal of these [2:29:26] policies is to give communities [2:29:29] the ability to offer virtually [2:29:30] any type of feasible [2:29:30] improvement or activity. [2:29:34] Next, I'd like to turn it over [2:29:35] to Rhea to cover the next [2:29:39] section Rhea. [2:29:39] >> Thank you Mike. [2:29:40] Good afternoon Council members. [2:29:43] There are 64 maintenance [2:29:44] assessment districts in [2:29:47] the city of San Diego of which [2:29:48] 54 receive oversight from [2:29:48] the Parks and Recreation [2:29:51] Department and ten from [2:29:52] the Economic Development [2:29:52] Department. [2:29:53] Mather Located in every council [2:29:56] district from the border to [2:29:57] the northernmost parts of [2:29:57] the city. [2:30:01] The city's assessment Areas map [2:30:01] is an interactive tool [2:30:02] available to the public to [2:30:05] locate methods operating [2:30:06] citywide. [2:30:06] Economic development methods [2:30:10] shown here in blue are located [2:30:11] in commercial areas providing [2:30:11] related services such as [2:30:15] beautification, retail [2:30:16] retention and district branding [2:30:17] through seasonal banners. [2:30:20] Parks and Recreation match [2:30:20] shown in yellow operate [2:30:21] primarily in residential [2:30:24] neighborhoods. [2:30:25] >> Oversight and accountability [2:30:29] are key components to managing [2:30:30] a mad as each district is [2:30:31] governed by its own engineer's [2:30:34] report and assessment [2:30:35] structure. [2:30:35] To support this the city uses [2:30:39] various contract types to [2:30:40] administer services and [2:30:40] activities for Parks and [2:30:41] recreation. [2:30:44] The districts are managed by [2:30:45] city staffed with service [2:30:49] delivery through contracts with [2:30:49] for profit vendors. [2:30:50] Bird Rock and Savita are [2:30:51] the exceptions managed by [2:30:54] nonprofit organizations for [2:30:55] economic development. [2:30:56] The private The districts [2:30:59] primarily operate under [2:31:00] management agreements with [2:31:00] nonprofit organizations with [2:31:04] service delivery provided by [2:31:05] staff or through subcontracted [2:31:05] vendors. [2:31:09] All ten economic development [2:31:09] methods will be managed by [2:31:12] nonprofits in fiscal year 27 [2:31:13] including Barrio Logan and [2:31:14] Central Commercial which will [2:31:17] transition from city [2:31:18] management. [2:31:18] Seven Economic development [2:31:22] methods are managed by local [2:31:23] business associations that also [2:31:23] manage manage a business [2:31:26] improvement district. [2:31:27] This shared management [2:31:28] structure allows them to [2:31:31] coordinate resources and [2:31:31] district priorities and [2:31:32] leverage assessments to bring [2:31:33] additional investments to those [2:31:36] communities. [2:31:37] >> The next two slides [2:31:42] highlight the visible impact of [2:31:43] matters in their communities. [2:31:43] Parks and recreation matters [2:31:44] shown here support [2:31:46] the maintenance and [2:31:47] beautification of landscaped [2:31:47] areas, parks and medians. [2:31:51] These districts are well [2:31:52] positioned to coordinate with [2:31:52] city departments and local [2:31:56] stakeholders helping deliver [2:31:56] services effectively and [2:31:57] aligned with neighborhood [2:32:01] service needs. [2:32:01] >> Economic development methods [2:32:05] shown here contribute to [2:32:06] cleaner and more welcoming [2:32:06] business districts. [2:32:10] Landscape maintenance Sidewalk [2:32:11] cleaning and beautification are [2:32:12] some examples of day to day [2:32:15] services shown on this slide. [2:32:16] >> Most districts also offer [2:32:20] opportunities for community and [2:32:21] property owners to get involved [2:32:22] such as through neighborhood [2:32:22] cleanups and district [2:32:26] walkthroughs which help guide [2:32:26] service priorities. [2:32:27] With that I'll turn it back [2:32:27] over to Michael. [2:32:31] Thank you, Rhea. [2:32:32] Each district is formed with an [2:32:32] accompanying engineer [2:32:35] assessment engineer's report [2:32:36] and is implemented upon a [2:32:37] successful vote of affected [2:32:40] property owners. [2:32:40] This is effectively [2:32:41] the governing document that [2:32:44] specifies which improvements [2:32:45] can occur and at what [2:32:46] frequencies. [2:32:46] The difference between general [2:32:50] and special benefit is an [2:32:51] important point of distinction. [2:32:51] Mads MAY only fund those [2:32:54] services which are above [2:32:55] the city standard and confer a [2:32:56] special benefit to assessment [2:32:59] payers. [2:32:59] The engineer's report is [2:33:00] updated annually to include new [2:33:04] parcel data. [2:33:05] Changes in land use and an [2:33:05] updated budget for each [2:33:06] district. [2:33:09] It is important to note that [2:33:10] assessments MAY increase or [2:33:10] decrease or remain the same [2:33:11] based upon the needs of [2:33:13] the district and fiscal [2:33:14] considerations. [2:33:14] Some elements of the report [2:33:18] such as boundaries assessment, [2:33:19] methodology, locations and [2:33:19] service frequencies MAY not be [2:33:23] updated through the annual [2:33:23] process. [2:33:24] These changes in assessment [2:33:25] levies are shared with [2:33:27] community members, stakeholders [2:33:28] or advisory committees [2:33:29] associated with one or multiple [2:33:32] districts. [2:33:33] The proposed actions before [2:33:36] the Council today for item two [2:33:36] include the approval of [2:33:40] the fiscal year 2027 annual [2:33:40] reports. [2:33:41] In addition, the Department [2:33:41] seeks authorization to allow [2:33:45] the cfo to expend funds and [2:33:46] collect revenues that will [2:33:48] sustain the operations of all [2:33:49] 54 districts under Parks and [2:33:49] Recreation oversight. [2:33:53] Additionally, the Council will [2:33:54] allow the cfo via department [2:33:58] via the department to execute [2:33:59] the manual billing of property [2:33:59] owners who do not receive a [2:34:03] property tax bill. [2:34:03] >> For item 2o2. [2:34:04] Proposed actions include [2:34:07] approval of the fiscal year [2:34:08] 2027 annual reports for [2:34:08] the Economic Development [2:34:12] Department. [2:34:13] Authorize the cfo to [2:34:13] appropriate and expend mad [2:34:16] funds and manually bill [2:34:17] the property owners not billed [2:34:18] by the county. [2:34:21] Proposed actions four and five [2:34:21] Request consideration to waive [2:34:25] mad Council policy 121 for [2:34:26] Little Italy and Adams Avenue [2:34:26] mouths. [2:34:30] Allowing each district's [2:34:30] operating reserve to fall below [2:34:32] the required minimum of 10% of [2:34:37] operating expenditures. [2:34:38] The proposed actions ensure [2:34:39] each of our departments ability [2:34:42] to submit the assessments to [2:34:43] the county by the AUGUST 10th [2:34:44] deadline for inclusion on [2:34:47] the owner's property tax bill. [2:34:48] All of this ensures a seamless [2:34:51] continuity of service. [2:34:52] For more information, members [2:34:53] of the public can visit each [2:34:57] department's web page and [2:34:57] the interactive map outlining [2:34:58] district boundaries. [2:35:01] These are all useful resources [2:35:01] for learning more about [2:35:02] the Maintenance Assessment [2:35:03] District program here in San [2:35:05] Diego. [2:35:06] And finally, this concludes our [2:35:07] presentation. [2:35:07] We appreciate your time today. [2:35:10] Thank you. [2:35:10] All right. [2:35:11] Thank you for the presentation [2:35:12] and thank you for the work to [2:35:15] bring forward these annual [2:35:15] reports. [2:35:16] With that, Clark, please go to [2:35:17] public comment. [2:35:17] Thank you. [2:35:21] Council PRESIDENT Maximilian [2:35:21] Schmidt if you can please come [2:35:22] forward. [2:35:25] You'll have two minutes to [2:35:25] speak on both items 2a1, two [2:35:29] and two to. [2:35:30] After that we have Petros [2:35:34] Haggas and Ben Nichols. [2:35:35] You can come forward to [2:35:36] the yellow reserved seats at [2:35:39] the front ending with allegedly [2:35:40] . [2:35:40] Please proceed on using [2:35:44] property tax for landscaping [2:35:45] maintenance and cleaning of [2:35:46] parks and what you're calling [2:35:50] the beautification of parks. [2:35:51] I think it's important that we [2:35:54] call out something else that is [2:35:55] going on in San Diego's and [2:35:55] parks across the whole world [2:35:59] Really This is also happening [2:35:59] in mainland China. [2:36:00] They're trying to make the code [2:36:04] actually designed the buildings [2:36:04] and created the buildings [2:36:05] surrounding the parks and [2:36:05] the buildings and [2:36:09] the architecture and the parks [2:36:09] And they're actually trying to [2:36:10] make the buildings look two [2:36:10] dimensional. [2:36:13] This type of architecture is [2:36:14] called brutalism And the reason [2:36:14] they're trying to do that is [2:36:17] because of someone's death. [2:36:18] Perception is messed with. [2:36:19] They can disassociate easier [2:36:22] and be mind controlled easier [2:36:23] or be influenced to think a [2:36:24] certain way by telepathic [2:36:27] people because the majority of [2:36:28] the West Coast are telepaths [2:36:29] who MAY try to influence [2:36:33] someone to be liberal or to be [2:36:34] a socialist. [2:36:35] And I just wanted to say that [2:36:38] also the buildings are designed [2:36:39] to make you afraid to look at [2:36:39] the sky where there's many [2:36:43] unnecessary right angles built [2:36:43] into the architecture as well [2:36:44] so that when you look up at [2:36:47] the sky it's almost like a [2:36:48] dagger or a right angle like [2:36:49] coming down on you to make [2:36:53] the sky look jagged so you're [2:36:53] afraid to look at the sky. [2:36:57] So I just know that a lot of [2:36:57] people who are escaping from [2:36:58] colds and trying to enjoy our [2:37:03] parks they MAY I MAY be able to [2:37:04] help people if I let them know [2:37:07] that Don't be afraid to look at [2:37:08] the sky even if there's a giant [2:37:12] ominous building hovering over [2:37:13] you with right angles hanging [2:37:14] off it unnecessarily And that [2:37:16] has intense brutalism [2:37:17] architecture that looks two [2:37:17] dimensional to make you [2:37:21] dissociate do not be afraid to [2:37:22] look at the skies in our parks [2:37:23] and I think you'll like [2:37:23] education like this If we're [2:37:26] going to be taking property tax [2:37:27] for extra property tax for [2:37:27] landscaping maintenance and [2:37:31] cleaning and the beautification [2:37:32] of our parks, I think that we [2:37:33] can help people with a message [2:37:36] of when you enjoy San Diego's [2:37:36] parks, don't be afraid to look [2:37:37] at the sky. [2:37:37] And I say that because they're [2:37:40] building buildings to intention [2:37:41] only make it hard to look at [2:37:42] the sky. [2:37:46] >> Next is pictures huggers You [2:37:49] are speaking on item 202 so [2:37:50] you'll have one minute. [2:37:51] >> Hello Council members one I [2:37:55] was petrels I worked for city [2:37:56] high cities here as a program [2:37:56] manager overseeing the main [2:37:57] assessment district. [2:37:59] The main assessment district [2:38:00] plays a critical role in [2:38:01] keeping city highways clean and [2:38:01] safe and welcoming those [2:38:04] services such as graffiti [2:38:05] removal, litter abatement, [2:38:05] legal dumping responses, [2:38:08] landscaping and corridor [2:38:09] beautification. [2:38:09] The district improves quality [2:38:10] of life while serving as a [2:38:13] direct conduit between [2:38:14] residents, businesses and [2:38:14] community concerns to ensure [2:38:17] issues are addressed [2:38:18] efficiently. [2:38:19] Rapidly these efforts go beyond [2:38:23] appearances clean and work, [2:38:24] maintain corridors, promote [2:38:25] walkability, strong community [2:38:28] pride, improve public safety [2:38:29] and contribute to a more [2:38:29] vibrant local community [2:38:29] economy. [2:38:33] I'm also proud to share that [2:38:33] this year of organized five [2:38:34] community cleanups two [2:38:38] beautification events with [2:38:38] additional cleanups and [2:38:39] beautification events coming up [2:38:42] in the near future called [2:38:42] Beautify the Block. [2:38:43] These efforts have brought [2:38:47] students, residents, businesses [2:38:51] and community partners together [2:38:52] to work collectively towards a [2:38:53] cleaner community. [2:38:53] >> Thank you very much. [2:38:54] Thank you. [2:38:56] Ben Nichols Hello. [2:38:57] >> My name is Benjamin Nichols [2:39:01] and I'm with the Hillcrest [2:39:02] Business Association. [2:39:03] I'm here today to urge your [2:39:03] support for the maintenance [2:39:05] assessment district program [2:39:06] administered by Economic [2:39:07] Development Department Since [2:39:11] our districts formation several [2:39:11] years ago, we have built a [2:39:12] robust suite of clean and safe [2:39:15] programs. [2:39:16] These include monthly [2:39:17] sidewalks, steam cleaning, [2:39:20] daily trash pickup, annual tree [2:39:21] trimming security patrols and [2:39:22] after hours on call security [2:39:26] services, we have also filled [2:39:26] every vacant tree well in [2:39:30] Hillcrest we've removed [2:39:31] hundreds of graffiti tags every [2:39:32] week and we continue to [2:39:36] maintain the iconic Hillcrest [2:39:36] sign and the Hillcrest Pride [2:39:37] flag. [2:39:40] i'm happy to note that the epa [2:39:41] has managed to keep funding for [2:39:44] administrative overhead at less [2:39:45] than 10% of the budget. [2:39:46] I hope the council will feel [2:39:50] the same about the importance [2:39:50] of this program and vote to [2:39:51] support the item. [2:39:51] Thank you. [2:39:55] Thank you. [2:39:56] >> Allegedly Audra you'll have [2:39:57] two minutes speaking on items [2:40:04] 2012 and 2 or 2. [2:40:04] So exciting becoming a target [2:40:09] of the salami over Somali [2:40:09] community Now whatever. [2:40:13] Um, just for being here. [2:40:14] >> It's great. [2:40:14] Oh yeah. [2:40:18] So these you know, districts [2:40:19] that you guys create I mean [2:40:20] the promises that you guys [2:40:23] engage with these nonprofits, [2:40:24] they're all for profit. [2:40:25] So I don't even know why we say [2:40:28] that they're not And there is [2:40:28] fraud, waste and abuse with [2:40:29] the nonprofits And it's like we [2:40:30] want to sit here and say that [2:40:33] there is no fraud, waste and [2:40:34] abuse going on and we're [2:40:34] targeting people. [2:40:35] Yes, people are being targeted [2:40:37] but there is fraud happening [2:40:38] and it's like you can't even [2:40:42] expose that. [2:40:43] No, Jennifer, there's no fraud [2:40:43] happening at all. [2:40:44] None. [2:40:44] Absolutely not. [2:40:48] Or is it just what Trump See, [2:40:48] that's the thing you'll say [2:40:52] with Trump there is But if it [2:40:52] involves anybody else there [2:40:53] isn't And that's a significant [2:40:57] problem because we should be [2:40:57] talking about these things [2:41:01] Instead we brush it under [2:41:02] the rug and say it's like a [2:41:02] racist thing to talk about. [2:41:03] >> No, it's happening across [2:41:06] the board And again I shouldn't [2:41:09] be a target because of that. [2:41:15] That's not fair. [2:41:16] It's like that's what you guys [2:41:16] do though. [2:41:17] You come in and you sow discord [2:41:20] with the people so that we [2:41:20] fight each other instead of [2:41:21] looking at you guys for doing [2:41:25] what you're doing. [2:41:25] That money from these daycares [2:41:29] was given by the government and [2:41:30] it's like it's just ridiculous [2:41:34] that we like want to pretend [2:41:35] like everything is just good [2:41:35] and cupcakes and rainbows just [2:41:39] trump That man's got to get out [2:41:40] of here. [2:41:40] >> Those problems existed [2:41:44] before he was here and the fact [2:41:45] that you guys want to sit up [2:41:46] there on your diets and act [2:41:48] like that's not true, shame on [2:41:53] you won't you guys for lying to [2:41:57] the people and acting like you [2:41:58] have nothing to do with it. [2:41:59] >> It's a disgrace People will [2:42:03] have their homes taken if they [2:42:03] don't pay this tax But if you [2:42:04] don't provide what needs to be. [2:42:07] Ain't nothing going to happen [2:42:08] during the five minute time [2:42:09] going to those participating [2:42:11] remotely starting with Hector [2:42:16] If you can please unmute or [2:42:16] I'll speak on both. [2:42:16] Thanks. [2:42:17] Yeah. [2:42:21] The we should assess any [2:42:22] illegal aliens that are [2:42:22] associated with these [2:42:26] businesses and towns double [2:42:26] the assessment rate If you're [2:42:30] an American citizen you get a [2:42:31] thousand and if you're an [2:42:35] illegal alien or harboring them [2:42:36] or or are waiting on your visa [2:42:37] or scam and your green card [2:42:40] double the assessment value and [2:42:41] pay a bonus for people that [2:42:45] expose them. [2:42:46] So if you know someone who's [2:42:49] doing it you get 50% of [2:42:50] the fines The actual person [2:42:53] would be like a about And those [2:42:54] two Somali girls who are lying [2:42:58] on the stand that said that $20 [2:42:59] billion was fake, that Trump [2:43:03] was making up those $20 billion [2:43:04] fraud scams off the government. [2:43:09] That was a blatant lie But I [2:43:10] was going to try to make it [2:43:13] lighter and not have you guys [2:43:14] heard any Somali jokes Like how [2:43:16] many Somalis does it take to [2:43:27] screw in a lie? [2:43:28] >> Next caller is Blair [2:43:28] Beckmann If you can please [2:43:33] unmute please. [2:43:36] >> Hi, we're Beakman. [2:43:37] Thank you. [2:43:37] Are you speaking on both items? [2:43:38] Yeah. [2:43:40] Thank you. [2:43:41] So yeah I would like to comment [2:43:46] that as how the mad reports can [2:43:46] work. [2:43:47] It's my understanding and I'm [2:43:50] hoping that as as parking has [2:43:55] been ended parking commissions [2:43:56] have been ended in San Diego [2:43:56] Possibly the magic stores can [2:44:00] be a way to bring parking and [2:44:01] local small businesses together [2:44:05] To discuss issues to address [2:44:06] funding concerns. [2:44:06] Hopefully the tech [2:44:10] accountability I work with can [2:44:10] always be included in that. [2:44:11] What can be the future of that [2:44:15] and how to develop it Well you [2:44:16] know it's not just about safety [2:44:20] with the tech but it's hard to [2:44:21] have good civil protections [2:44:21] with the public safety tech [2:44:25] also That's it's a balance of [2:44:25] all of that And good luck in [2:44:29] working on those good efforts [2:44:30] And I guess that's about it for [2:44:34] myself on that item. [2:44:35] I think I hope the jury doesn't [2:44:38] feel disappointed. [2:44:39] We definitely we have to [2:44:40] address what is rhetoric and [2:44:44] how we all address rhetoric And [2:44:45] there isn't one side that has a [2:44:49] full on plate and rhetoric. [2:44:50] It's a working effort from all [2:44:50] of us. [2:44:51] Good luck what we can develop. [2:44:53] Thank you. [2:44:54] Our next speaker is Christopher [2:44:54] Gomes. [2:44:55] Please unmute And then our [2:44:59] final speaker after that is [2:44:59] Robert. [2:45:00] Christopher please let me know [2:45:01] if you'd like to speak on both [2:45:03] items or which item you'd like [2:45:04] to speak on specifically to [2:45:04] the main assessment district [2:45:10] pertaining to the nonprofits. [2:45:11] >> Okay. [2:45:11] One minute. [2:45:12] Thank you. [2:45:16] I would first like to say thank [2:45:16] you very much to economic [2:45:17] development for their continued [2:45:21] support in assisting our non [2:45:21] profit corporations in [2:45:22] assessing or excuse me [2:45:25] facilitating the maintenance [2:45:26] assessment district. [2:45:26] My name is Chris Gomez. [2:45:27] I am the chief Executive [2:45:28] Administrator for Little Italy [2:45:31] Association and we administer [2:45:32] 48 square blocks and known as [2:45:35] the Road Lead in order of part [2:45:35] of downtown San Diego. [2:45:40] We have pressure washing daily [2:45:41] water services, urban forestry, [2:45:44] urban landscaping and several [2:45:45] other activations that we do [2:45:46] throughout the year that help [2:45:49] to support our business, [2:45:49] business, our property [2:45:50] community. [2:45:50] We are looking forward to [2:45:54] seeing this move forward So we [2:45:54] request that the Council [2:45:55] approve this and that as well [2:45:58] as the park and recommend. [2:45:59] >> Thank you. [2:46:00] And we do still have another [2:46:03] caller robber and then Scott [2:46:04] Kessler the five minute timer [2:46:08] has not concluded. [2:46:08] Can you hear me? [2:46:09] Yes, please proceed. [2:46:09] Are you speaking on both items [2:46:13] or which item? [2:46:13] Both items. [2:46:14] Please proceed About two [2:46:14] minutes. [2:46:17] Thank you. [2:46:18] You know, it's interesting I I [2:46:19] did have to correct me on this [2:46:22] point of order whether you guys [2:46:23] just cut off the public comment [2:46:24] because you disagree with [2:46:27] the content And so I'd like to [2:46:31] remind you of the violations [2:46:32] that this board has already [2:46:37] been involved with. [2:46:37] Right. [2:46:38] You guys do quorum checks now, [2:46:38] right? [2:46:41] Well, are you also going to cut [2:46:42] off every public speaker [2:46:45] because you disagree with them [2:46:46] ? [2:46:46] Are you going to disagree? [2:46:47] Are you going to take away [2:46:48] the First Amendment from [2:46:50] reporters doing their job [2:46:51] reporting on things like what [2:46:55] if we stop reporting on all [2:46:56] the financial stuff and you [2:46:59] guys just sit and spend all [2:47:00] the money you want? [2:47:01] No one can ever call you out [2:47:01] for spending the money. [2:47:04] Thank what is the line you're [2:47:05] willing to draw Because I just [2:47:06] saw you cut off the public [2:47:06] comment. [2:47:09] You I mean are you going to do [2:47:14] the same to me? [2:47:14] You know you think nobody's [2:47:15] watching. [2:47:15] We're all watching from home [2:47:19] right now and the audits will [2:47:19] continue. [2:47:20] Right? [2:47:24] Like even financial audit [2:47:24] should start now like we do [2:47:25] meeting audits And this is just [2:47:28] a brownout violations that you [2:47:32] guys seem to be committing by [2:47:33] cutting off the public's right [2:47:33] to be heard. [2:47:37] Redress grievance. [2:47:38] You guys are walking into this [2:47:42] knowing your recording all of [2:47:42] these meetings right? [2:47:47] Like the evidence is you when [2:47:48] you speak on that dias and then [2:47:52] when it turns on you all of a [2:47:53] sudden you have to shut itself [2:47:53] from exposing it right? [2:47:57] That that your guys is great [2:47:58] plan Like wait until you guys [2:48:02] find out okay because this is [2:48:02] just us talking right? [2:48:07] And you can't even handle us [2:48:07] talking. [2:48:11] So I did vice this council then [2:48:12] if they want to be in violation [2:48:12] of the Brown Act continue to [2:48:13] cut off public speakers, we'll [2:48:19] make notice of that every time [2:48:20] Time as concludes Scott Kessler [2:48:24] if you can please unmute. [2:48:24] >> Good afternoon Council [2:48:25] members. [2:48:29] I'm the executive director of [2:48:30] the Adams Avenue Business [2:48:31] Association or aba and we are [2:48:35] in full support of item 2 or 2. [2:48:36] Aba has managed mad services [2:48:40] along our two and a half mile [2:48:40] linear district since the early [2:48:44] 90s After establishing our bid [2:48:45] in 1985 our district crosses [2:48:49] through the communities of [2:48:49] Kensington Normal Heights and [2:48:50] University Heights and is split [2:48:53] between council districts three [2:48:54] and night a B.A. Leverages its [2:48:54] combined math and did [2:48:58] assessment by factor 5 to 1 [2:49:01] raising an additional half $1 [2:49:02] million annually which gets [2:49:02] reinvested in district [2:49:07] activities and improvements. [2:49:07] Aba was the first man the city [2:49:08] allowed to self manage its own [2:49:12] services in the early 90s [2:49:12] The mad along with our other [2:49:16] bid activities has returned [2:49:17] great value to our 800 business [2:49:20] and property owner members for [2:49:21] the past 41 years. [2:49:23] Mad services include [2:49:24] maintaining 415 street trees [2:49:25] which provide a lush urban [2:49:29] canopy and the emptying of 40 [2:49:30] trash cans and removing litter [2:49:33] and graffiti throughout [2:49:34] the corridor every day of [2:49:34] the week. [2:49:35] >> I'm sorry your time has [2:49:35] concluded If you're only [2:49:38] speaking to item two to [2:49:39] the timer was incorrectly put [2:49:43] But if you're only speaking to [2:49:43] the Economic Development [2:49:44] Department That was a minute. [2:49:45] Thank you for your comments so [2:49:45] to speak. [2:49:51] If you want one minute to talk [2:49:52] Hector I have unmuted you If [2:49:53] you'd like to speak on [2:49:56] the topic of the maintenance [2:49:56] assessment districts you will [2:49:57] have one minute to speak on [2:50:02] the actual topic of [2:50:02] the maintenance assessment [2:50:03] districts. [2:50:03] >> Okay. [2:50:06] So on the maintenance thing, [2:50:07] keep an eye you know, maybe [2:50:08] have a public hearing on [2:50:10] the different guys so they can [2:50:11] show their paperwork, You know, [2:50:12] what do they spend on what Who [2:50:16] gets it if their brothers [2:50:17] getting all the contracts with [2:50:20] spraying or if it's a sports [2:50:21] it's on the up and up? [2:50:22] It probably is but they [2:50:26] probably want to come out and [2:50:27] tell everyone about it. [2:50:27] Here it is. [2:50:28] Here's some numbers. [2:50:30] Here's what we're doing and we [2:50:30] want some more money and stuff [2:50:31] like that. [2:50:35] But then I'm still want to [2:50:36] voice the thing about the guys [2:50:37] that are not citizens that are [2:50:39] into these programs they should [2:50:40] be assessed double or there [2:50:44] should be some penalty for that [2:50:44] . [2:50:45] You know we're now that we have [2:50:46] those now we have the license [2:50:49] plates readers we can kind of [2:50:50] find them if we have to If they [2:50:54] take off running, you know, [2:50:54] they get exposed. [2:50:55] They might want to run which [2:50:59] happens even you guys you get [2:50:59] exposed. [2:51:00] You might want to take a [2:51:00] vacation or take care of your [2:51:04] dog or something or my dog has [2:51:04] a headache. [2:51:05] I got to go. [2:51:08] Your time has concluded. [2:51:09] >> That concludes public [2:51:09] comment on these items. [2:51:10] All right. [2:51:10] Thank you to the clerk and [2:51:13] thank you, Hector. [2:51:14] With that we'll turn it over to [2:51:18] my colleagues and your comments [2:51:19] and questions can speak to both [2:51:23] items and then we'll be taking [2:51:23] separate motions for 201 and [2:51:24] for 2 or 2 next hour Excuse me. [2:51:27] First on the lights as council [2:51:28] member Campbell, thank you so [2:51:28] much. [2:51:31] >> These items were heard in [2:51:32] our committee Communities and [2:51:36] Neighborhood Services and we [2:51:36] appreciate so much your hard [2:51:37] work and good presentation And [2:51:41] I wonder if you would help [2:51:41] those who misunderstand if you [2:51:45] could explain to them in very [2:51:46] simple terms what exactly a [2:51:50] maintenance assessment district [2:51:51] is and how the funds for it [2:51:54] occur. [2:51:55] Thank you for your question, [2:52:00] Councilmember Campbell. [2:52:00] That's obviously [2:52:01] the existential question for [2:52:01] Mars And the fundamental [2:52:05] concept is that a mat is a [2:52:05] legal mechanism by which [2:52:09] property owners can assess and [2:52:09] create funds for improvements [2:52:14] and activities in a defined [2:52:14] location And those frequencies [2:52:15] and locations determine [2:52:19] the boundary of the district. [2:52:20] So in simple terms it's a way [2:52:23] for owners, property owners to [2:52:24] create ways to beautify and [2:52:29] improve neighborhoods. [2:52:29] Yes. [2:52:30] And can you discuss how [2:52:34] the funds are raised for that? [2:52:35] >> Absolutely. [2:52:35] So the funds are conferred upon [2:52:39] upon formation. [2:52:40] The first thing is it's sort of [2:52:44] reverse engineered essentially [2:52:45] the services are defined, [2:52:45] the frequencies of locations [2:52:46] are determined and then [2:52:49] the boundaries are set within [2:52:50] those boundaries. [2:52:51] Property owners are then tasked [2:52:54] with funding the program [2:52:55] through their property tax bill [2:52:59] via assessments and in that is [2:53:00] an annual process that occurs [2:53:04] that determines which services [2:53:04] are continuing and which [2:53:05] services are continuing at what [2:53:10] rate etc. And then at that [2:53:10] point the assessments are [2:53:11] altered and changed based on or [2:53:15] sometimes they don't change [2:53:15] based on the needs of [2:53:16] the district in terms of [2:53:20] service and would relate to [2:53:21] anything. [2:53:21] Sure. [2:53:25] I can add just a an additional [2:53:26] piece to that as well. [2:53:30] For each for the assessments [2:53:31] each engineer's report for [2:53:31] the for each district [2:53:35] identifies an assessment [2:53:35] methodology for for calculating [2:53:36] the assessment for each [2:53:41] property owner. [2:53:41] Generally the assessment [2:53:42] methodology involves building [2:53:46] square footage of the property [2:53:47] at time of land use as well. [2:53:47] And so every year and [2:53:51] especially with this annual [2:53:51] process, the assessment [2:53:56] calculation is based on [2:53:56] the latest data that our [2:53:57] department engineers work off [2:54:01] of to create or to prepare [2:54:02] the total budget for each [2:54:07] district. [2:54:07] Right. [2:54:08] So in other words, people ask [2:54:12] to be part of a method and then [2:54:18] they are given mechanism I'm [2:54:19] sorry which this can be [2:54:19] organized by the government. [2:54:23] The mechanisms are given by [2:54:24] the government by the law but [2:54:24] they themselves are [2:54:28] volunteering to do this to [2:54:29] improve their neighborhood and [2:54:34] then they pay their assessed [2:54:35] amount to help fund [2:54:39] the improvement The city and [2:54:40] the accounting department looks [2:54:41] over them to make sure and [2:54:45] audit that everything is [2:54:46] kosher, everything is working [2:54:47] well and working correctly and [2:54:51] working honestly. [2:54:51] And so with that I would be [2:54:52] happy to make the motion to [2:54:57] accept staff's recommendation. [2:54:57] >> All right. [2:54:58] Thank you, Councilmember [2:54:58] Campbell. [2:55:03] So we have a motion to move [2:55:04] the recommendation from item [2:55:04] 2a1. [2:55:05] We'll go next to Councilmember [2:55:05] Whitburn. [2:55:08] Thank you, Council PRESIDENT. [2:55:09] Thank you, Councilmember [2:55:10] Campbell for hearing this item [2:55:10] at your committee. [2:55:14] I would like to thank Parks and [2:55:14] Recreation and the Economic [2:55:15] Development Department for your [2:55:16] work in support of our [2:55:18] maintenance assessment [2:55:19] districts. [2:55:20] District three is fortunate to [2:55:20] have several beds that improve [2:55:24] the quality and safety of our [2:55:24] communities. [2:55:25] Adams Avenue First San Diego [2:55:26] River Improvement Project [2:55:30] Greater Hillcrest Little Italy [2:55:31] Mission Hills Historic Street [2:55:32] Lighting North Park University [2:55:36] Avenue and Washington Street [2:55:37] University Heights and [2:55:37] Washington Street. [2:55:43] Everybody who resides Visit or [2:55:44] runs a business in one of these [2:55:44] districts benefits from [2:55:45] the enhanced services that a [2:55:50] bad provides And I especially [2:55:51] welcome with others the people [2:55:51] on the ground who perform this [2:55:52] often often physically [2:55:54] demanding work usually without [2:55:55] recognition or praise. [2:55:55] They work to keep our sidewalks [2:56:00] clean, our streets water too [2:56:01] trimmed and our parkways [2:56:02] maintained above all the other [2:56:02] services they provide our city [2:56:06] every day. [2:56:07] >> Our neighborhoods are better [2:56:08] off because of their dedicated [2:56:08] efforts and I'm happy to second [2:56:12] the motion. [2:56:13] All right. [2:56:13] Thank you, sir. [2:56:14] So we have a motion by [2:56:15] Councilmember Campbell, [2:56:15] the second by Council Whitburn [2:56:16] to move the staff [2:56:19] recommendation for item 2a1. [2:56:19] I don't see anyone else on [2:56:24] the lights so I will add my [2:56:25] thank you to Parks and Rec and [2:56:25] Economic development. [2:56:30] Fortunate to have help formed [2:56:31] the map and under those two [2:56:31] different umbrellas going [2:56:36] forward and do appreciate and [2:56:36] to the property owners you know [2:56:42] their first line is those [2:56:43] especially the self-managed [2:56:43] ones and those that they have [2:56:48] appointed to represent them. [2:56:49] And of course we as a city are [2:56:50] the backstop for that [2:56:50] conversation going forward. [2:56:55] So I appreciate what each of [2:56:55] you do in your respective [2:56:56] respective roles. [2:57:01] The one question I wanted to [2:57:02] ask was you know some 60 years [2:57:06] ago the city really made a big [2:57:07] push to really reach out to [2:57:08] communities to engage them you [2:57:08] know, essentially government [2:57:13] work to be the eyes and ears on [2:57:13] the ground. [2:57:14] They know best what's happening [2:57:14] in their neighborhoods, in [2:57:19] their communities And we have a [2:57:19] pretty robust history in [2:57:20] the city often the leader [2:57:24] across the country in that work [2:57:24] . [2:57:25] But of late there's been some [2:57:25] observations maybe started with [2:57:30] planning groups, some [2:57:31] conversations about planning [2:57:32] districts planning excuse not [2:57:32] parking districts, parking [2:57:36] districts that exist. [2:57:37] We're in a two year pilot [2:57:37] halfway through a two year [2:57:38] pilot program. [2:57:42] Let's not forget that when you [2:57:42] look at maps through the Parks [2:57:43] and Rec department, when you [2:57:44] look at them through economic [2:57:48] development, we feeling pretty [2:57:49] solid about the way we've [2:57:50] structured them, the way we [2:57:50] manage them, the oversight and [2:57:55] we feel comfortable about that [2:57:56] when come once a year or so I [2:57:57] wanted to ask the question now [2:58:00] So thank you for the question [2:58:01] Councilmember I think it's a [2:58:01] very good one and I think that [2:58:05] you know we look at the broad [2:58:06] scope of how the program works. [2:58:07] One of the things that makes me [2:58:08] proud to do my job is [2:58:13] the collaborative approach with [2:58:13] communities. [2:58:14] It does me no greater joy than [2:58:14] to drive to a neighborhood and [2:58:18] know that because of our city [2:58:19] efforts as city staff and [2:58:20] working collaborating with [2:58:24] communities that an area or a [2:58:25] neighborhood is more beautiful [2:58:25] and cleaner because of it. [2:58:31] So that to me tells me that we [2:58:31] are doing things right. [2:58:32] Certainly there are things we [2:58:33] can evaluate and do better that [2:58:36] it doesn't mean, does it exempt [2:58:36] us from continuing to better [2:58:37] what we do. [2:58:37] But I am proud of [2:58:38] the relationship we have with [2:58:42] our community groups [2:58:43] specifically in your district [2:58:43] as well. [2:58:44] I think we in Parks and [2:58:44] Recreation we have a very good [2:58:48] relationship with our bedrock [2:58:49] community council and friends [2:58:50] there and I'll let you expand [2:58:50] on that. [2:58:51] Thank you for the question. [2:58:54] Council PRESIDENT I'm happy to [2:58:55] respond to the Economic [2:58:56] Development Department and [2:58:56] welcome my management team over [2:59:00] here to talk to fill in on [2:59:00] anything that I'm missing. [2:59:01] And in terms of economic [2:59:05] development matters, self [2:59:11] managed structure which is that [2:59:12] nonprofit organizations are [2:59:12] contracted by the city of San [2:59:17] Diego to operate to deliver [2:59:18] the services to determine [2:59:19] the best composition of service [2:59:23] delivery, whether whether that [2:59:24] be in-house or through [2:59:24] subcontracted vendors. [2:59:28] And that is one that for [2:59:34] economic development matters is [2:59:35] the matter thrive when there's [2:59:35] a nonprofit organization that [2:59:36] is based in the community that [2:59:40] has local resources, [2:59:40] relationships with property [2:59:46] owners and businesses that have [2:59:47] essentially sort of that skin [2:59:47] in the game. [2:59:52] They are they are tasked with [2:59:53] with delivering services that [2:59:58] their property owners need. [2:59:59] And so in order for them to [2:59:59] really be more most effective [3:00:04] in doing so is by involving [3:00:05] the property owners in their [3:00:06] operations and in every sort of [3:00:10] aspect of their work When it [3:00:11] comes to volunteering for [3:00:16] community cleanups or [3:00:16] determining the budget for [3:00:17] the year or whether or not [3:00:18] they're doing their job. [3:00:23] And so I think what I will add [3:00:23] to that is our nonprofits have [3:00:29] had to be very resilient within [3:00:29] really the last year as well [3:00:30] with costs going up as [3:00:34] independent nonprofit [3:00:35] organizations are having to be [3:00:36] very nimble and adaptable to [3:00:41] ensure that the services can be [3:00:41] provided as approved by this [3:00:42] Council and as determined in [3:00:47] their engineer's report. [3:00:47] >> So hopefully that helps. [3:00:48] Thank you for that affirmative [3:00:48] response and very much [3:00:54] appreciate the work We know [3:00:54] it's so many of them. [3:00:55] There's a lot of work in a lot [3:00:56] of buckets You've got to be [3:00:57] checking in along the way over [3:01:00] the course. [3:01:01] >> All right, Councilmember [3:01:05] Kaplan, I'm sure okay. [3:01:06] >> So we do have a motion by [3:01:07] Councilmember Campbell, [3:01:07] the second by COUNCILMAN [3:01:08] Whitburn to move the staff [3:01:11] recommendation for item 2 or 1. [3:01:12] >> Please call the roll clerk. [3:01:13] I'm sorry the auditor's on. [3:01:16] Please cast your vote And that [3:01:17] passes unanimously 8 to 0 with [3:01:23] Councilmember Foster absent. [3:01:24] Thank you, Council PRESIDENT. [3:01:24] All right. [3:01:27] I take your motion for item 2 [3:01:27] or 2 Councilmember Campbell Yes [3:01:33] as previously on this item I [3:01:34] recommend and I move that we [3:01:35] adopt staff's recommendation. [3:01:35] Thank you. [3:01:35] All right. [3:01:40] Thank you. [3:01:40] And I see a second by [3:01:41] Councilmember Wilburn And with [3:01:45] nobody else on the lights we [3:01:46] have a motion by Councilmember [3:01:47] Campbell the second by [3:01:47] Councilmember Lippert to move [3:01:51] the staff recommendation for [3:01:51] item 2o2. [3:01:52] >> Please call the roll clerk [3:01:52] Outside of the voting system, [3:01:56] please cast your vote And MR. [3:02:03] H0 with Council member Foster [3:02:03] Absent. [3:02:03] Thank you. [3:02:04] Council PRESIDENT All right [3:02:05] Thank you again Thank you for [3:02:08] your good work And with that [3:02:09] clerk please introduce item two [3:02:13] hundred three Council PRESIDENT [3:02:17] Item 200 is the fiscal year [3:02:18] 2027 Downtown Property and [3:02:18] Business Improvement District [3:02:19] Annual Report and Budget. [3:02:24] If you'd like to speak on this [3:02:25] item please be sure to submit [3:02:25] your speaker steps to the front [3:02:26] of the room in the clear box or [3:02:30] if you're joining us virtually [3:02:31] now's the time to raise your [3:02:31] hand by pressing Star nine or [3:02:32] the raise your hand icon. [3:02:33] Thank you Council PRESIDENT [3:02:33] Right. [3:02:33] Thank you. [3:02:36] This item is solely instanced [3:02:37] within district three and I [3:02:37] believe council member Whitburn [3:02:42] your interested in waiving [3:02:42] the presentation? [3:02:43] Yes happy to wait for it. [3:02:47] I don't see anybody else [3:02:47] requesting the presentation. [3:02:48] So with that Clark let's go to [3:02:52] public comment. [3:02:53] Thank you Council PRESIDENT We [3:02:54] do have some speakers for this [3:02:59] item Maximilian Schmidt if you [3:03:00] can please come forward to [3:03:00] the podium And then allegedly [3:03:05] Audra And then our final [3:03:06] speaker is Alonzo Beavers Max [3:03:11] of left allegedly order if you [3:03:17] can please come forward. [3:03:18] Okay. [3:03:23] Give to and you guys wave in [3:03:23] your presentation. [3:03:24] >> You act like [3:03:29] the presentations are for you [3:03:29] guys. [3:03:30] I mean some of the public would [3:03:35] like to see them so they know [3:03:36] what's going on but go ahead [3:03:37] and pretend that they're for [3:03:37] you guys and say you can wave [3:03:38] them because nobody needs to [3:03:41] hear it. [3:03:41] You already know how you're [3:03:42] going to vote And I'm just [3:03:43] wondering when are we going to [3:03:43] see improvements? [3:03:46] You guys talk about it. [3:03:47] You do a really great job [3:03:47] bringing presentations, a lot [3:03:52] of paperwork You know what I [3:03:52] mean? [3:03:53] Good storytelling Wondering [3:03:54] when we're going to visually [3:03:58] see this around us. [3:03:59] Set a date that you guys plan [3:04:04] to release at 2030 when Trump's [3:04:05] gone and then you guys can be [3:04:06] like Look at what we did. [3:04:10] We did such a good job. [3:04:11] I mean because like people are [3:04:16] on the sidewalks, you know, [3:04:16] peeing everywhere because you [3:04:17] guys don't have any bathrooms [3:04:22] for them But as long as we move [3:04:23] them down the road you know [3:04:23] what I mean? [3:04:24] You can start moving them into [3:04:27] somebody else's neighborhood [3:04:28] and just say we clean this up. [3:04:29] Look is that great? [3:04:33] We told them to move down. [3:04:34] >> Homelessness is gone. [3:04:35] We are doing fantastic. [3:04:36] You just don't go down a couple [3:04:43] of blocks like you guys. [3:04:43] It's so sad. [3:04:44] Just interesting to see the way [3:04:44] the government really works. [3:04:48] Like I've had this like [3:04:49] firsthand experience with it [3:04:54] for years now and it is [3:04:55] interesting because you guys [3:04:56] are very good at pulling wool [3:04:56] over people's eyes and making [3:05:00] them believe that what you're [3:05:01] doing is like bettering our [3:05:02] lives, that you're providing [3:05:06] public safety and you're [3:05:07] combating homelessness and [3:05:07] you're providing affordable [3:05:08] housing. [3:05:08] You know what I mean? [3:05:13] It's like good salesmen. [3:05:14] I mean just like Stephen looks [3:05:14] You guys are good car salesmen, [3:05:15] you know what I mean? [3:05:19] It's interesting Just wondering [3:05:20] when you guys are actually [3:05:20] going to do it You were put up [3:05:27] there to do actually you are. [3:05:27] That's true. [3:05:28] You're up there to do what [3:05:29] you're so good job. [3:05:29] I mean just just keep going And [3:05:30] also the us if you can please [3:05:35] come forward. [3:05:36] Oh, you are Alonzo. [3:05:36] Yes. [3:05:37] Okay. [3:05:37] Well you have a speaking slips [3:05:42] here for six minutes. [3:05:43] Thank you. [3:05:43] Promise not take a bottle If I [3:05:44] can just have the following [3:05:47] individuals then raise their [3:05:47] hand. [3:05:48] Justin Murray and Danny Garcia, [3:05:49] thank you so much. [3:05:53] You'll have the six minutes. [3:05:53] Please proceed. [3:05:54] Thank you. [3:05:54] Good afternoon. [3:05:55] Council PRESIDENT Council [3:06:00] members My name is Alonzo being [3:06:01] a senior Vice PRESIDENT And [3:06:01] executive director of [3:06:02] the Downtown Zoning Partnership [3:06:02] Clean Energy Program. [3:06:05] I'm here today in strong [3:06:05] support approval of the fiscal [3:06:06] year 27 Downtown Property and [3:06:10] Business Improvement District [3:06:11] budget For more than 25 years, [3:06:12] the downtown permit has [3:06:16] successfully overseen [3:06:16] the private partnership [3:06:17] providing enhanced services [3:06:22] beyond the city's baseline [3:06:22] through assessments paid [3:06:23] entirely by downtown property [3:06:23] owners. [3:06:24] We greatly appreciate [3:06:29] the council's support for [3:06:29] the renewal last year. [3:06:30] Today the permit serves 280 [3:06:34] blocks and approximately 11,000 [3:06:35] property owners through [3:06:36] downtown while supporting 86 [3:06:40] dedicated employees who work [3:06:41] daily to keep our downtown [3:06:41] clean, safe and welcoming. [3:06:46] Since renewal we have expanded [3:06:47] services to more than eight [3:06:47] downtown parks and responded to [3:06:51] over 41,000 service requests in [3:06:52] the first nine months of this [3:06:53] fiscal year alone our crews [3:06:58] collected more than 1.1 million [3:07:02] pounds of trash removed over [3:07:02] 64,000 instances of human and [3:07:07] pet waste power wash more than [3:07:07] 42,000 sidewalks and removed [3:07:08] 26,000 instances of graffiti [3:07:13] and stickers. [3:07:14] Our city ambassadors completed [3:07:18] more than 95,000 service [3:07:18] requests, conducted over 30,000 [3:07:19] individual welfare checks and [3:07:23] performed more than more than [3:07:24] 68,000 safety patrols through [3:07:24] downtown. [3:07:30] The people also continue to [3:07:30] invest in downtown's appearance [3:07:31] and vitality through [3:07:35] maintenance of more than 100 [3:07:36] neighborhood planters public [3:07:36] art installation, gateway [3:07:41] beautification projects and [3:07:42] the Adopt the Highway Program [3:07:42] which currently has two major [3:07:46] downtown entrances. [3:07:47] Our operational enhancements [3:07:48] include sidewalk deplaning [3:07:49] rapid response teams and a [3:07:53] fully based service request [3:07:53] system have further improved [3:07:54] efficiency and service [3:07:54] delivery. [3:07:58] These investments help create a [3:07:59] cleaner, safer and more [3:07:59] welcoming downtown while [3:08:04] leveraging private investment [3:08:05] to enhance shared public goals [3:08:06] and improve quality of life for [3:08:06] residents, businesses, [3:08:10] employees and visitors. [3:08:11] On behalf of the Downtown San [3:08:12] Diego Partnership we [3:08:12] respectfully request your [3:08:17] approval of this item Today my [3:08:18] colleagues and I are available [3:08:19] to answer any questions. [3:08:19] Thank you for your time and [3:08:24] continued support by [3:08:24] participating remotely. [3:08:25] Blair Beckerman If you can [3:08:31] please unmute. [3:08:32] >> All right. [3:08:32] Thank you. [3:08:33] Yeah. [3:08:38] As I mentioned earlier, [3:08:39] the fact that you haven't [3:08:40] funded any sources for a [3:08:45] bathroom in the downtown area [3:08:45] is of concern. [3:08:46] And I mentioned it earlier how [3:08:47] we address our accounts in [3:08:51] homeless. [3:08:51] I think we're going to have to [3:08:52] look a bit more closely at in [3:08:53] the next coming year. [3:08:57] But like how we can do that. [3:08:58] And thank you for this item. [3:09:02] It looked at our downtown [3:09:03] takeaways and that we can bring [3:09:04] back Oh man I got one minute 33 [3:09:04] seconds. [3:09:08] I'm going to say that with all [3:09:09] I got you guys ended the you [3:09:10] know no cars along Fifth Avenue [3:09:15] with a nighttime and I hope you [3:09:15] can bring that back. [3:09:16] I mean that was like a major [3:09:21] idea of how to bring back our [3:09:21] future communities and [3:09:22] pedestrian walkways and not [3:09:27] that everything's filled with [3:09:27] ten tons of traffic all [3:09:28] the time And why why did you [3:09:29] give that up? [3:09:33] I really shocked that you guys [3:09:34] don't want to continue [3:09:39] pedestrians late at night along [3:09:40] with an avenue and a couple [3:09:40] other avenues downtown. [3:09:41] I hope you can talk about that [3:09:42] practice again and make that [3:09:46] just a regular conversation Why [3:09:47] we aren't talking about that [3:09:47] now just for our basics of our [3:09:51] future sustainability and our [3:09:52] future selves that we have [3:09:53] walkways with no cars And man I [3:09:58] need that kind of conversation [3:09:59] from you guys a lot more [3:09:59] regularly and just a free [3:10:03] flowing love of what our best [3:10:04] practices are. [3:10:04] >> Thank you. [3:10:05] Thank you Hector If you can [3:10:09] please unmute after that. [3:10:10] All right. [3:10:10] All right. [3:10:11] Thanks for taking my call. [3:10:17] Thanks for clarifying that when [3:10:17] I heard the word assessment are [3:10:18] kind of a few years ago was a [3:10:20] sense that 800,000 and now [3:10:21] they're selling for 650. [3:10:21] So we're fighting for [3:10:27] the assessment circuit. [3:10:28] We've been fighting it again to [3:10:29] get it brought down to reality. [3:10:32] That's what the county So I [3:10:33] don't know is voluntary [3:10:34] assessment said voluntary at [3:10:34] the end and it's voluntary [3:10:38] assessment I thought was just [3:10:39] one assessment the county [3:10:39] assesses and that's it. [3:10:43] You got to find it. [3:10:45] You got to agree you got to pay [3:10:45] no matter what. [3:10:49] But and it's got like 50 things [3:10:49] on the tax bill. [3:10:50] You know this bond measure, [3:10:55] this thing this thing that you [3:10:55] really start counting all sorts [3:10:56] of things on the tax bill, [3:11:01] property tax bills So they they [3:11:02] did lower it once we're going [3:11:02] through it again too. [3:11:08] And they're doing [3:11:09] the assessment So but that [3:11:09] downtown one then they got [3:11:12] the about I got to make a [3:11:13] fortune if you could get us [3:11:14] something that would eliminate [3:11:19] the smell of dog urine I just [3:11:20] walk down there and get down [3:11:20] there but for the last in those [3:11:24] areas in the morning it's like [3:11:25] it's dog urine. [3:11:26] It's not like a human fecal [3:11:26] stuff. [3:11:31] So much It's mainly everyone's [3:11:32] got a dog and it's on many [3:11:32] trees. [3:11:37] I don't see how there's a tree [3:11:37] that's even alive down there, [3:11:38] you know, just because all [3:11:42] the dogs and every time in [3:11:42] the morning this smells like [3:11:43] it's like that really I love [3:11:48] the smell of maple in [3:11:48] the morning there. [3:11:49] It's like you're smelling that [3:11:53] dog this morning. [3:11:54] Well, they're doing a good job [3:11:54] down there. [3:11:55] They're trying all the guys on [3:11:55] bikes. [3:11:58] You doing good? [3:11:59] The Padres want it clean. [3:12:00] I disagree with about getting [3:12:00] rid of a homeless shelter. [3:12:04] No, that's that's a brutal [3:12:05] thing. [3:12:05] That's just more those guys are [3:12:10] that seems to be working or [3:12:11] whatever working me but it's [3:12:15] just brutal to do that. [3:12:15] >> Okay. [3:12:15] Thank you. [3:12:16] Thank you Alexis. [3:12:17] Robert, if you can please [3:12:20] unmute. [3:12:20] Hello. [3:12:21] Thank you. [3:12:25] You know I find it highly [3:12:25] inappropriate that the member [3:12:30] sitting in a closed off area [3:12:31] sitting next to staff makes a [3:12:31] public comment instead of us [3:12:36] hearing a presentation. [3:12:37] I mean how am I a member of [3:12:37] the public just viewing this [3:12:42] supposed to make the public [3:12:43] comment for the guy sitting [3:12:47] next to staff makes his public [3:12:48] comment which is basically [3:12:48] the presentation, right? [3:12:52] If it's got nothing to do with [3:12:53] the presentation, why did he [3:12:54] tell you all the good things [3:12:54] that they're doing? [3:12:58] You know, so I hear you guys [3:12:58] got to be transparent. [3:12:59] I don't know when you guys are [3:13:03] going to get like oh you guys [3:13:03] sat there. [3:13:04] You release the paperwork what, [3:13:05] 72 hours before the meeting. [3:13:07] So people had three days to [3:13:08] look over the paperwork and you [3:13:09] won't even do a simple [3:13:13] presentation. [3:13:13] And then he comes on during a [3:13:14] public comment and sells a [3:13:17] presentation and everybody just [3:13:22] sits there, never even mentions [3:13:23] I mean this is your guys's [3:13:23] diets. [3:13:28] This is how I'm observing you [3:13:29] really is Instead of being [3:13:33] transparent you'll hide it [3:13:34] under public comment and [3:13:34] the rest of us got to make do [3:13:35] with the information we get [3:13:39] from that instead of you [3:13:40] putting it all on a plane of a [3:13:44] level playing field giving us [3:13:45] the information and then let [3:13:46] you all hear it before we make [3:13:49] a public comment. [3:13:49] I mean if he's sitting there [3:13:50] next to staff I'm assuming he [3:13:54] is stacked. [3:13:55] So why wasn't that done during [3:13:55] the presentation and done [3:13:59] during the public comment where [3:13:59] do you guys trying to hide [3:14:00] That's that that's what I'm [3:14:01] looking for because at this [3:14:04] point he should have went up to [3:14:05] the public comment Mike and [3:14:05] spoke like the rest of us just [3:14:10] like the rest of you on [3:14:10] the diet should do If you want [3:14:11] to make a public comment during [3:14:13] an item do use your time to [3:14:22] sneak or use our time to speak [3:14:23] Your time has concluded. [3:14:24] That concludes public comment [3:14:28] on this item. [3:14:28] Thank you. [3:14:33] So the clerk will now turn over [3:14:33] to council members for question [3:14:34] comments Entertain a motion and [3:14:35] we'll go to Councilmember [3:14:35] Whitburn. [3:14:38] Thank you very much Council [3:14:39] PRESIDENT I very much [3:14:39] appreciate the work of [3:14:40] the Downtown Property of [3:14:43] Business Improvement District. [3:14:43] These are special benefits that [3:14:44] are paid for by downtown [3:14:48] property owners but they really [3:14:49] benefit everybody visiting [3:14:49] downtown. [3:14:50] Those services include [3:14:53] maintenance and safety and [3:14:53] house care, business attraction [3:14:58] beautification and much more. [3:14:59] If you don't already know if [3:14:59] you are tired, how did you [3:15:00] notice trash or graffiti or [3:15:00] something? [3:15:03] I'd say if you could use [3:15:03] the clean and safe app to [3:15:07] report the issue 24 hours a [3:15:08] day, seven days a week Clean [3:15:09] and safe ambassadors respond [3:15:12] nearly immediately to resolve [3:15:17] reported issues. [3:15:18] We are very fortunate to have [3:15:18] the leadership of MR. Vice [3:15:19] the executive director of [3:15:21] the Clean and Safe Program [3:15:22] sitting up here as well as [3:15:23] senior program director Danny [3:15:27] Garcia, director of Clean [3:15:27] Services or MR. Romo [3:15:30] Partnership Vice PRESIDENT [3:15:31] Steve Murray is here as well. [3:15:32] Thank you to the entire team [3:15:36] for the hard work to keep [3:15:36] downtown clean, safe and [3:15:37] welcoming for residents and [3:15:40] visitors alike. [3:15:41] I also want to recognize [3:15:41] the economic development team [3:15:42] that works closely with our bid [3:15:45] to ensure a thriving downtown. [3:15:46] These services really do [3:15:50] provide a great benefit and I'm [3:15:51] happy to make the motion to [3:15:51] support the staff [3:15:52] recommendation. [3:15:53] All right, Thank you council [3:15:53] members. [3:15:55] So we have a motion by Council [3:15:56] member Whitburn to move [3:15:56] The staff recommendation will [3:15:57] go to Council member Campbell [3:15:57] next. [3:16:00] >> Thank you so much and thank [3:16:01] you for the presentation and [3:16:02] thank you for all that you do I [3:16:05] secondary everything you said [3:16:06] you helped so much to make [3:16:10] downtown a welcoming place and [3:16:10] I am happy to second [3:16:11] the motion. [3:16:11] >> All right so we have a [3:16:15] motion by council member [3:16:15] Whipper and a second by Council [3:16:16] member Campbell to move [3:16:19] the staff recommendation. [3:16:23] >> clerk Please call the roll [3:16:24] start of the voting system. [3:16:30] Please cast your vote. [3:16:39] Yeah that passes unanimously 8 [3:16:40] to 0 with Councilmember Foster [3:16:40] absent. [3:16:41] Thank you Council PRESIDENT All [3:16:41] right. [3:18:31] After reviewing the Land [3:18:35] Development Code update on [3:18:36] FEBRUARY 5th, 2026, [3:18:36] the California Coastal [3:18:37] Commission conditionally [3:18:40] certified the 2024 Land [3:18:41] Development Code update to [3:18:42] the Municipal Code and local [3:18:45] coastal program with three [3:18:46] modifications. [3:18:50] The Coastal Act requires [3:18:50] the city to approve any [3:18:51] proposed modifications prior to [3:18:55] the amendments to the local [3:18:55] coastal program taking effect [3:18:56] in the coastal zone. [3:19:00] If the modifications are [3:19:00] approved by the City Council [3:19:01] today the 2024 Land Development [3:19:05] Code update and modifications [3:19:05] will be resubmitted to [3:19:06] the Coastal Commission for [3:19:10] Final Certification. [3:19:10] The 2024 Land Development Code [3:19:15] Update amendments removed [3:19:15] the physical environment as a [3:19:16] condition for the denial of [3:19:20] incentives in exchange for [3:19:21] affordable housing dwelling [3:19:21] units through a density bonus. [3:19:25] The original strike out [3:19:25] language erroneously included [3:19:26] the word including which could [3:19:29] be interpreted in a manner [3:19:30] inconsistent with state law. [3:19:31] The first Coastal Commission [3:19:35] modification corrects this [3:19:35] grammatical error by striking [3:19:36] out the word including and [3:19:39] adding the word on before [3:19:40] environmentally sensitive [3:19:40] lands. [3:19:44] This amendment aligns [3:19:44] the municipal code with [3:19:47] California Government code [3:19:48] section 65915 which removed [3:19:49] the specified adverse impacts [3:19:53] to the physical environment not [3:19:54] as a condition for the denial [3:19:55] of incentives for projects [3:20:00] proposing a density bonus. [3:20:01] The 2024 Land Development Code [3:20:01] update included regulations [3:20:05] regarding the granting of [3:20:05] incentives for affordable [3:20:06] development. [3:20:10] These regulations clarified [3:20:10] that the granting of incentives [3:20:11] for affordable development [3:20:15] would not require a land use [3:20:15] plan amendment, zoning change [3:20:16] study or other discretionary [3:20:19] approval. [3:20:20] The second proposed [3:20:21] modification amends municipal [3:20:27] code section one for 3.0 740c3 [3:20:27] to clarify that granting [3:20:28] incentives for affordable [3:20:32] development shall not require a [3:20:32] land use plan amendment zoning [3:20:36] change study or other [3:20:37] discretionary approval except [3:20:37] as required to comply with [3:20:43] the California Coastal Act. [3:20:44] The 2024 Land Development Code [3:20:45] update also included [3:20:48] regulations regarding [3:20:49] the granting of waivers in [3:20:50] exchange for affordable housing [3:20:54] units through a density bonus. [3:20:54] These regulations clarify that [3:20:55] the granting of waivers would [3:20:58] not require a general plan [3:20:59] amendment, zoning change [3:21:00] development permit or other [3:21:03] discretion area approval. [3:21:04] The second proposed [3:21:08] modification amends municipal [3:21:12] code section one for 3.0 743c [3:21:12] to clarify that granting [3:21:13] incentives for affordable [3:21:17] development shall not require a [3:21:18] general plan amendment Zoning [3:21:21] Change Development permit or [3:21:22] other discretionary approval [3:21:23] except as required to comply [3:21:29] with the California Coastal Act [3:21:29] . [3:21:30] Staff recommends the City [3:21:30] Council adopt an ordinance to [3:21:34] approve the Coastal [3:21:34] Commission's modifications to [3:21:35] the 2024 Land Development Code [3:21:39] Update amendments to [3:21:40] the Municipal Code and Local [3:21:40] coastal program. [3:21:44] The city councils approval of [3:21:45] the modifications will allow [3:21:46] the 2024 Land Development Code [3:21:49] update to receive final Coastal [3:21:50] Commission certification and [3:21:54] all Code amendments associated [3:21:55] with the item to take effect in [3:21:55] the coastal zone. [3:21:59] If the Council makes any [3:22:00] amendments to the modifications [3:22:00] the entire 2024 Land [3:22:04] Development Code update will [3:22:05] need to be resubmitted to [3:22:06] the Coastal Commission for [3:22:06] Certification. [3:22:09] This could result in additional [3:22:12] delays in implementing the 2024 [3:22:13] Land Development Code update [3:22:14] within the coastal overlay [3:22:14] zone. [3:22:17] This concludes staff's [3:22:18] presentation and we are [3:22:18] available for questions. [3:22:19] All right. [3:22:22] Thank you for the presentation [3:22:23] and the work to bring this [3:22:23] forward. [3:22:24] Clerk Please proceed with [3:22:24] public comment. [3:22:27] Thank you. [3:22:28] Council PRESIDENT Maximilian [3:22:32] Schmidt I don't see him here So [3:22:33] allegedly Andre, if you can [3:22:33] please come forward to speak on [3:22:41] this item. [3:22:42] >> I have to address a point of [3:22:46] order because the fact that [3:22:47] that man from Downtown [3:22:47] Partnership just spoke during [3:22:51] public comment on duty while [3:22:52] he's doing a presentation [3:22:56] that's you can't do that. [3:22:57] That's not only a misuse of [3:23:02] public funds, it's like that's [3:23:02] against the Brown Act. [3:23:03] You guys continued to do this. [3:23:06] I just don't understand why [3:23:06] you'd be like Let's waive [3:23:07] the presentation and then not [3:23:11] in his personal capacity but [3:23:11] representing Downtown [3:23:12] partnership he's getting public [3:23:16] comment while presenting you [3:23:20] guys with a presentation So [3:23:20] there's significant issues with [3:23:21] the Great White Way you guys [3:23:22] are running these meetings. [3:23:25] These are procedure will errors [3:23:26] that are so simple And again [3:23:29] it's like if we can't trust you [3:23:30] to run a meeting to make sure [3:23:31] that you're not having somebody [3:23:35] speak in their technical or [3:23:35] personal capacity under an [3:23:40] entity like what the is going [3:23:40] on? [3:23:41] And you guys want to be like Oh [3:23:41] my gosh Audra, you're being [3:23:42] disruptive. [3:23:42] Like are you going to send [3:23:45] the officers after me again [3:23:46] like you did with the Quorum [3:23:46] when all of a sudden now you [3:23:49] guys are checking to make sure [3:23:50] you have quorum What You tried [3:23:51] to criminalize me for holding [3:23:54] you accountable Like these are [3:23:54] the basics that you guys can't [3:23:59] even follow and you're so [3:24:00] annoyed Joe But it's like [3:24:03] can't you guys just do your job [3:24:04] right instead of getting it mad [3:24:08] at me for calling it out? [3:24:09] >> I mean all you guys have to [3:24:12] do is you just sit here and [3:24:12] witness you guys left and right [3:24:14] violate the law And it's [3:24:14] annoying because it's like you [3:24:15] just want to act like what? [3:24:19] We're up on a diet and like [3:24:20] people put us here like what [3:24:23] are you going to do about it? [3:24:24] That's what people need to see [3:24:25] is the arrogance of you guys [3:24:29] that you sit up there and you [3:24:30] act like we're untouchable. [3:24:30] You can't do nothing to me. [3:24:33] What are you going to do? [3:24:34] Because I'll use your money to [3:24:37] go after you and silence you [3:24:38] And it's just sad. [3:24:39] But people need to see this [3:24:41] because you guys can't be [3:24:46] trusted. [3:24:47] So the five minute time timer [3:24:48] going to those participating [3:24:48] remotely starting with John [3:24:53] Stump if you can please unmute [3:24:53] . [3:24:53] >> Okay. [3:24:58] Thank you very much. [3:24:59] Well I'm very pleased to [3:25:07] support these amendments to [3:25:12] the flawed Development Code. [3:25:13] >> You know the last time I [3:25:16] spoke to you concerning [3:25:17] the amendments to [3:25:21] the Development Code I asked [3:25:26] that you continue and correct [3:25:26] so you could correct [3:25:35] the doubling of fees from $1000 [3:25:39] to $2380 for the public's [3:25:44] patience and protesting a [3:25:49] formal determination by staff I [3:25:53] at that time presented to you [3:25:54] the fact that there were errors [3:25:55] in the staff report that you [3:26:03] received justifying that raise [3:26:04] . [3:26:04] >> The main error of course was [3:26:05] that it was Ypsi. [3:26:08] It it was well we're going to [3:26:09] charge these fees because we [3:26:13] said so And second it was based [3:26:18] on just raising the fees for a [3:26:19] regular council meeting when [3:26:22] the amount that you're supposed [3:26:27] to recover is for a quasi [3:26:28] judicial hearing. [3:26:32] So please if you can do it to [3:26:37] correct the errors that were in [3:26:37] the Council commission please [3:26:42] read docket and correct [3:26:42] the errors and doubling [3:26:47] the fees for public access to a [3:26:48] judicial hearing. [3:26:52] You you've got in the basis of [3:26:53] your fees the defendant, [3:26:56] the mayor's staff and the city [3:27:01] attorney as being charged to [3:27:02] the plaintiff the appellant. [3:27:02] >> Please read our time. [3:27:08] Thank you. [3:27:08] Thank you Robert If you can [3:27:09] please then you After that is [3:27:11] Blair begin and then Hector. [3:27:11] >> Thank you. [3:27:12] You know thank you Dias for [3:27:16] confirming my suspicion that [3:27:17] that speaker was giving a [3:27:17] presentation. [3:27:21] I'm pretty sure we all agree to [3:27:21] con that, you know, we'll talk [3:27:25] about your next mistake right? [3:27:26] You guys approved something too [3:27:27] because the commission that has [3:27:31] errors they approved and sent [3:27:32] it back to you and now you're [3:27:33] trying to get it re approved [3:27:36] with the corrections even [3:27:37] though they already approved it [3:27:37] Right So they didn't catch your [3:27:40] ear. [3:27:41] Okay, let's talk about a whole [3:27:42] nother thing that people who [3:27:44] own the property don't even [3:27:45] need your permission to do [3:27:46] these things right. [3:27:49] They can just do it without [3:27:50] It's called work. [3:27:51] It's called the right to build [3:27:51] it Right. [3:27:55] They have the right to privacy [3:27:55] over oversee your power. [3:27:59] You have no control over them. [3:28:00] You know the only people you [3:28:01] guys have control over is bus [3:28:04] and then you make our lives [3:28:09] like it's impossible to not [3:28:10] come here and disagree with you [3:28:10] guys. [3:28:11] Why are you guys are sitting [3:28:14] there looking at Newsome when [3:28:14] he's making your life great [3:28:15] Because now all the stuff that [3:28:18] the developers want to do they [3:28:19] all need none of your [3:28:20] environmental studies they [3:28:23] don't need a zoning read [3:28:24] redistricting. [3:28:24] You don't need nothing they [3:28:25] could do without your [3:28:25] permission. [3:28:28] Start laughing at you. [3:28:29] You guys are like the laughing [3:28:30] stock of this right now And [3:28:34] then the fact that you're re [3:28:34] submitting an error just proves [3:28:38] the point that this board is [3:28:39] not perfect. [3:28:39] All right. [3:28:39] You guys make plenty of [3:28:43] mistakes and it's time you [3:28:43] start fessing up to them [3:28:47] because like I said, the even [3:28:48] dias the person speaking said [3:28:49] that that was a presentation. [3:28:52] Thank you for the presentation [3:28:53] . [3:28:53] Daggett Thank for my public [3:28:54] comment for calling it out Now [3:28:58] you just don't like the people [3:28:58] who correct you right? [3:28:59] You only want to hear from [3:29:02] the people who agree with you [3:29:03] and support your positions, [3:29:03] right? [3:29:07] So you know it's a big joke. [3:29:08] You want to hear a joke about a [3:29:08] bunch of political people. [3:29:10] Are you going to silence me too [3:29:11] for that one Haha. [3:29:15] It's called freedom of speech. [3:29:16] >> Blair Come if you can please [3:29:21] unmute by Blair Beekman I felt [3:29:26] the joke a previous was about [3:29:26] to parter on hurting public [3:29:30] meaning decorum to be perfectly [3:29:30] honest free speech is important [3:29:34] so it's about meaning decorum [3:29:35] and that line was about to be [3:29:39] crossed for this item But thank [3:29:40] you for the presence of a [3:29:41] comment overall along with [3:29:41] the ira. [3:29:44] I think they have a very [3:29:45] interesting point that we [3:29:45] really need to hear [3:29:48] the presentations and passing [3:29:49] them up really wraps what is [3:29:50] going on with an item and [3:29:54] better understanding it and for [3:29:55] the person to then come back in [3:29:58] the public meeting diet to give [3:29:58] public comment It sounds a [3:29:59] little odd. [3:30:00] I'm going to have to understand [3:30:03] this better in the future so [3:30:03] good luck with that. [3:30:07] Good luck and it's [3:30:08] understanding that better. [3:30:08] I wanted to comment for this [3:30:12] item that you guys have been [3:30:17] giving away a lot of land [3:30:18] lately and it's been of concern [3:30:21] city government land you know [3:30:22] city government land is always [3:30:23] a really a really important [3:30:27] asset that and I know we're in [3:30:27] difficult times but it is I [3:30:31] hope you can be cautious about [3:30:32] that or use that caution in [3:30:33] your explanation to why you're [3:30:35] giving up the land and and [3:30:36] things like that. [3:30:37] >> So good luck in those types [3:30:41] of efforts. [3:30:42] What you can do as always as my [3:30:45] words these days on coastal [3:30:46] commission things when you're [3:30:50] doing things like you know [3:30:51] the Midway Rising project we [3:30:51] really have to be clear on what [3:30:55] this sea level of issues are [3:30:56] about with the project. [3:31:00] It just makes for a better [3:31:00] process for everyone and [3:31:01] understanding what we're doing [3:31:04] And if you don't explain that [3:31:05] clearly that's your city [3:31:06] Government staff's going to not [3:31:09] talk about sea level rise If [3:31:10] it's for other projects more [3:31:11] clearly get the meaning here. [3:31:12] You know we're supposed to be [3:31:15] open about these things and [3:31:16] that way we build on build [3:31:19] the truth that we can all work [3:31:20] for the community instead of [3:31:21] hiding things that give me [3:31:24] things halfway and a good time [3:31:24] has concluded. [3:31:25] >> Hector if you can please [3:31:29] unmute next. [3:31:30] Yeah dealing with the state is [3:31:34] so shady now like our number [3:31:34] one concern should be building [3:31:35] a steady arts water treatment [3:31:38] plant and you want a river just [3:31:39] for all the kids that live down [3:31:42] there and the adults above [3:31:43] everything else like this I [3:31:43] wouldn't give the state any [3:31:48] more money just just make them [3:31:49] an excuse or until we get [3:31:49] the sewer plant built. [3:31:53] State of the art math and have [3:31:54] a reservoir down there and do [3:31:57] gray water turned into a gray [3:31:58] water They can they can do [3:31:59] fields with but anything with a [3:32:02] state it's really shady because [3:32:03] like even the fire money [3:32:07] the governor's wife with her [3:32:08] nonprofit ran off with [3:32:12] the money and then disappeared [3:32:13] her nonprofit the next day when [3:32:17] they found out about it and [3:32:18] then blaming Trump Trump and [3:32:21] talk about hey man today [3:32:22] there's a lot of Trump haters [3:32:22] on the board. [3:32:23] You guys got as much hate. [3:32:26] I don't hate Somali people. [3:32:27] I don't hate black people. [3:32:31] I don't hate Mexicans. [3:32:32] You know I don't I don't have [3:32:35] the time to hate them but I [3:32:36] just don't want them living [3:32:37] here if they're illegal. [3:32:41] We've got other things to do to [3:32:41] get our city back. [3:32:42] We've got to build a dam in [3:32:46] Lake Hodges That's going to [3:32:46] take a lot of stuff. [3:32:47] We got to clean up all the sand [3:32:50] in the Tijuana River. [3:32:51] There's huge amount of sand [3:32:51] That's just just sewage, man. [3:32:55] There's a lot of things we need [3:32:56] the money for and we can do it [3:32:56] in San Diego. [3:32:59] We don't need a coast state [3:33:00] commission telling us what we [3:33:01] can do with the beach. [3:33:04] We have 20 Do you have [3:33:04] thousands of people that give a [3:33:08] about our city and we don't [3:33:09] need their advice but we don't [3:33:10] want to model ourselves out of [3:33:12] Oakland and San Francisco. [3:33:13] Those guys are cities. [3:33:18] Those guys are cities where oh [3:33:23] man we got it here in San Diego [3:33:23] man. [3:33:24] I'm down at the trolley station [3:33:27] down Mission Valley. [3:33:28] It's beautiful down here. [3:33:28] There's nobody down here. [3:33:31] But anyway, good luck. [3:33:32] That concludes public comment [3:33:33] for this item. [3:33:33] Thank you, Council PRESIDENT [3:33:34] All right. [3:33:36] Thank you. [3:33:37] >> City Clerk Order! [3:33:38] I thought you would be so good [3:33:42] at reading people's faces that [3:33:42] you would be able to read Mine [3:33:43] has nothing to do with you. [3:33:47] You were on point Robert was on [3:33:47] point. [3:33:48] I was so at that individual [3:33:51] sitting up there But I chose [3:33:51] decorum. [3:33:52] Let him finish. [3:33:53] We'll have a separate [3:33:53] conversation. [3:33:56] I agree Totally inappropriate [3:33:57] for that individual to be [3:33:57] sitting there in chambers. [3:34:02] You the previous month, sir. [3:34:02] But you're right. [3:34:06] I chose decorum. [3:34:06] >> Let him finish. [3:34:07] It won't happen again under my [3:34:11] watch Since I am one of [3:34:12] the council members the two [3:34:12] council members in the coastal [3:34:16] zone Thank you for the good [3:34:16] work. [3:34:17] Thank you for your patience and [3:34:19] chasing this for what, two [3:34:20] years now And I will move [3:34:20] approval of the staff [3:34:24] recommendation Council member [3:34:25] Campbell I seconded. [3:34:29] Thank you. [3:34:30] >> All right. [3:34:30] Not seeing anybody else in [3:34:31] the lights. [3:34:33] We have a motion by myself and [3:34:33] a second by Council member [3:34:34] Campbell to move the staff [3:34:34] recommendation. [3:34:38] Please call the roll. [3:34:39] >> I said of the voting system [3:34:42] Please cast your vote That [3:34:47] passes. [3:34:48] Yeah sorry I didn't realize [3:34:48] that passes unanimously with [3:34:52] council member Moreno and [3:34:53] Councilmember Foster absent. [3:34:53] Thank you Council PRESIDENT All [3:34:54] right. [3:34:54] Thank you. [3:34:57] That's the last discussion item [3:34:57] of the day. [3:34:58] We will now take up non agenda [3:35:01] public comment council members [3:35:02] respect and appreciate [3:35:03] the public some point our fully [3:35:03] committed to protecting every [3:35:06] participant's free speech right [3:35:07] that council and committee [3:35:08] meetings clerk Please proceed [3:35:12] with public comment Thank you [3:35:12] Council PRESIDENT Pro forma [3:35:13] Role 2.7 Non Agenda Public [3:35:16] comment is an opportunity for [3:35:16] members of the public to [3:35:17] comment on items that are not [3:35:18] on the agenda but within [3:35:20] the subject matter jurisdiction [3:35:21] of the City Council. [3:35:22] Each speaker will have two [3:35:22] minutes. [3:35:24] Please know if there are eight [3:35:25] or more speakers on a single [3:35:25] topic the maximum time for [3:35:28] the topic will be 16 minutes. [3:35:29] If you are in chambers please [3:35:29] submit your speaker slip If [3:35:33] you're joining us virtually [3:35:33] please raise your hand to speak [3:35:34] by tapping the raise your hand [3:35:37] icon or if you are calling [3:35:37] Participant Star nine Jason [3:35:38] Yard if you'd like to please [3:35:41] come forward after that is [3:35:42] Maximilian Schmidt but I don't [3:35:42] see him here Then Charlene [3:35:46] Antonino please proceed. [3:35:50] First of all I have no idea how [3:35:51] I'm going to say this but I do [3:35:55] know how I'm going to start it [3:35:56] so bear with me while I set [3:35:57] the stage. [3:36:01] I graduated from college in my [3:36:01] middle age period and when I [3:36:06] came out of college I had blown [3:36:10] open my mind. [3:36:11] It was a pretty fabulous, [3:36:12] unbelievable defining moment [3:36:15] for me And wouldn't you know, [3:36:16] had I stumbled upon a movie [3:36:20] called Rashomon And I highly [3:36:21] recommend that it's very old [3:36:29] and it's a story about a crime [3:36:30] And three people have witnessed [3:36:34] a crime and it tells the story [3:36:37] of those three people and how [3:36:43] really makes it a point about [3:36:47] how life is unknowing and and [3:36:48] where is the truth. [3:36:52] So I bring that forward to our [3:36:53] experiences with our speakers [3:36:57] today and everything how it [3:36:58] came together And I just want [3:37:03] you to know that this is life [3:37:07] and we're doing a great job at [3:37:11] it All of us everybody. [3:37:16] So don't give up. [3:37:17] You can get angry if you want [3:37:17] to. [3:37:21] You can cut people off if you [3:37:21] want to. [3:37:22] It's all okay because we're [3:37:25] stumbling. [3:37:26] We're stumbling together. [3:37:27] We don't know what the heck [3:37:27] it's about. [3:37:31] We're going to die and we can't [3:37:35] stop it And here we are and [3:37:36] we're muddling together to [3:37:40] figure it out. [3:37:41] I'll tell you this and I tell [3:37:41] it truthfully We are living [3:37:45] standing on a miracle. [3:37:46] I get it. [3:37:50] Get it While you're young This [3:37:51] is a miracle called life Due [3:37:55] for that concluding comment [3:37:56] Charlene Alto Lino Charlene [3:37:59] Antonino. [3:38:00] Nick Gill Partner Booker please [3:38:04] come forward Jessie to Angelus [3:38:05] I don't see anyone else here so [3:38:09] and then allegedly Andre please [3:38:09] proceed. [3:38:10] Good afternoon. [3:38:14] My name is Annette copartner [3:38:15] Booker I'm an Aaron Price [3:38:16] Fellow and attend San Diego [3:38:18] High School. [3:38:19] Yesterday I had the pleasure of [3:38:20] attending a commission on [3:38:23] police practices meeting where [3:38:23] the issue of pretextual stops [3:38:24] was discussed. [3:38:25] I'm here today to urge that you [3:38:28] work with the Commission in [3:38:29] pressuring the p t s d pd to [3:38:32] reduce their use of this [3:38:33] harmful practice. [3:38:33] A top concern of the city [3:38:37] government is public safety. [3:38:38] Here are some statistics I [3:38:39] believe demonstrate the impact [3:38:42] pretext cops have on civil [3:38:43] protection a study by the Vera [3:38:46] Institute in big cities [3:38:47] discovered that contraband was [3:38:48] found in 1 to 2% of pretext [3:38:51] stops. [3:38:52] A study by the lapd found that [3:38:56] 9% of the contraband found from [3:38:57] those pretext stops from those [3:38:57] pretext stops were dangerous [3:39:02] arms meaning in total 9% of 2% [3:39:06] pretext stops are successful in [3:39:10] finding weapons 0.0018% of [3:39:10] the time. [3:39:11] The question you are faced with [3:39:14] is does the 1 to 2% of pretext [3:39:14] stops discovering contraband [3:39:18] with an even smaller fraction [3:39:19] Finding weaponry justify [3:39:19] the continuation of an [3:39:24] increasingly poor relationship [3:39:25] between the police and [3:39:25] historically marginalized [3:39:29] communities To think that [3:39:29] public safety is simply [3:39:30] conducting arrests and catching [3:39:33] criminals is a heavily limited [3:39:33] perspective. [3:39:34] Public safety lies in [3:39:35] the police forces reputation [3:39:38] and relationship to San Diego's [3:39:39] and the argument can be made [3:39:42] that pretext stops actually [3:39:43] harm public safety and have a [3:39:44] net negative effect when [3:39:48] communities feel targeted. [3:39:49] Will that help police to [3:39:49] address crime? [3:39:53] Well, community members be [3:39:54] likely to cooperate with [3:39:54] the police? [3:39:56] Will your constituents feel [3:39:57] safe dialing 911 The cop can [3:39:58] only do so much to get our [3:40:01] police department to reduce [3:40:02] this problematic exercise of [3:40:02] power. [3:40:03] i urge you all to expand [3:40:06] the level of authority the cp [3:40:07] has over policy at p t. [3:40:12] S pd, sd pd or at the very [3:40:13] least provide support when they [3:40:14] vote to recommend. [3:40:14] Thank you. [3:40:16] Thank your text will stop usage [3:40:17] allegedly if you can please [3:40:17] come forward. [3:40:23] >> Rachel I love seeing kids [3:40:23] come in and participate. [3:40:28] Joe your face of annoyed with [3:40:28] me is the same as the others so [3:40:33] it's kind of hard to tell. [3:40:34] I mean you'd say have a similar [3:40:34] face, you know what I mean? [3:40:35] So any help But I appreciate [3:40:38] that there's always room for [3:40:39] improvement to admit the things [3:40:39] that we have done wrong and [3:40:40] course correct. [3:40:43] It's not that hard to do but [3:40:44] most people hate doing it [3:40:44] especially you guys especially [3:40:45] about the Quorum. [3:40:48] But I will take that as a win [3:40:49] because you started doing your [3:40:49] checks and so on top notch that [3:40:53] on my belt as well. [3:40:53] Yeah And Joy I love it. [3:40:58] Life is an amazing treat and [3:40:59] that's why I take it very [3:40:59] seriously holding people [3:41:03] accountable because the life [3:41:04] doesn't have to be like this. [3:41:05] It really doesn't It doesn't [3:41:08] have to be where we give all [3:41:09] these people like you bunch of [3:41:09] money and you throw it away and [3:41:13] people suffer and then we blame [3:41:13] someone over here, blame [3:41:14] someone over there instead of [3:41:15] going What am I doing that is [3:41:18] actually leading to this? [3:41:19] I love course correcting. [3:41:20] I love to look at myself and go [3:41:23] Hmm I probably shouldn't do [3:41:24] that And my gosh maybe I [3:41:25] shouldn't even think that Oh [3:41:25] gosh because it makes me better [3:41:28] and the world around me changes [3:41:29] and the world around us won't [3:41:30] change until us as individuals [3:41:34] sit there and course correct [3:41:34] because everybody's like Oh [3:41:35] it's Shawn, it's Marnie, it's [3:41:38] Stephen. [3:41:39] You know what I mean? [3:41:40] And like yes you guys are [3:41:43] responsible for things but as [3:41:44] individuals were also [3:41:45] responsible for what we allowed [3:41:45] to happen. [3:41:49] And so like as you guys get so [3:41:50] annoyed with me, good I'm happy [3:41:54] to be a gadfly because I go [3:41:54] where the is and I want to [3:41:55] expose it and show people that [3:41:56] it doesn't have to be this way [3:41:59] That we can turn things around. [3:42:03] But it's unfortunate because [3:42:04] the government is a business [3:42:05] and until people see that and [3:42:09] see that we are people are just [3:42:10] trying to survive and giving [3:42:14] you guys all the money and you [3:42:15] give us like you should have [3:42:16] enough money for the hugest [3:42:16] mansion And what we get is a [3:42:20] trailer park And it's [3:42:21] unfortunate but when people can [3:42:21] see that and course correct [3:42:22] then we can change the world [3:42:23] around us. [3:42:24] >> be the change you want to [3:42:31] see. [3:42:31] I think you're going to [3:42:32] participating remotely. [3:42:33] We currently have eight [3:42:33] speakers in the keynote speaker [3:42:34] at the five minute timer [3:42:40] starting with Blair Beekman. [3:42:41] All right But Beekman my zoom [3:42:41] MAY cut out Sorry about that. [3:42:44] If it does you know my list [3:42:45] I've been repeating from last [3:42:49] week if we are we have [3:42:50] the means to know how to leave. [3:42:51] I hope we can continue those [3:42:54] efforts. [3:42:55] Your city government has ways [3:42:56] you can work on it. [3:42:56] Save some budget dollars. [3:43:00] I think we should add to that [3:43:00] the idea of having a way to [3:43:05] make sure we have we can reduce [3:43:06] our technology use in [3:43:07] the community each year, get [3:43:10] small incremental amounts that [3:43:11] adds up over time and creates a [3:43:12] consistent pattern that we're [3:43:16] doing our practices responsibly [3:43:17] and accountably. [3:43:21] I think that can address a lot [3:43:22] of issues why we keep bringing [3:43:23] this stuff up to want to be [3:43:23] addressed and then it keeps [3:43:27] getting voted down and I think [3:43:28] we have ways you know, people [3:43:28] are really ready to leave. [3:43:33] Block And if we have consistent [3:43:34] ways to address our technology [3:43:34] use, that's that. [3:43:35] I think working on it that's [3:43:38] the kind of conversation we [3:43:39] have to have to start to have [3:43:39] more regularly on those [3:43:40] efforts. [3:43:44] I really I think I missed my [3:43:45] last public comment on the item [3:43:46] about arguing about hatred [3:43:50] towards Somali people. [3:43:51] >> I really want to it as much [3:44:02] as I respect all articles about [3:44:03] competition and dialog I think [3:44:07] Hillary has really points I [3:44:17] believe particularly big and [3:44:24] the people you are cutting up [3:44:25] now we can't hear you. [3:44:29] Can you hear me right now with [3:44:29] 19 seconds? [3:44:30] Yes I was out on a good space. [3:44:30] Okay. [3:44:31] Hopefully the clock will [3:44:34] conclude. [3:44:35] So you know as we're talking [3:44:36] about a shared you know, [3:44:40] understanding of issues, how do [3:44:41] we do that without hatred and [3:44:41] spite toward each other? [3:44:46] How do we do that? [3:44:47] >> Thank you. [3:44:47] Thank you. [3:44:48] Next is Terry and Scully If you [3:44:52] can please unmute. [3:44:53] >> Good afternoon San Diego [3:44:53] City Council. [3:44:58] My name is Terry and Skelly. [3:44:58] I'm a planning group member, a [3:44:59] parent and a public health [3:44:59] educator. [3:45:00] Children's Hospital [3:45:04] pediatrician DR. Natalie Bob [3:45:05] has spoken regarding [3:45:05] the increase of adolescents to [3:45:08] its emergency room in 2025 [3:45:09] because they needed treatment [3:45:10] of some kind for their cannabis [3:45:10] use. [3:45:15] She said that prior to 2020 we [3:45:16] were only seeing a handful of [3:45:19] adolescents a year, maybe 20 or [3:45:19] 30. [3:45:20] Now it's over 600 emergency [3:45:25] room families in 2025 and [3:45:26] likely even more in 2026. [3:45:31] Based upon these current trends [3:45:32] I quote Cannabis products are [3:45:33] far more potent today than what [3:45:38] previous generations were [3:45:39] exposed to. [3:45:39] End quote. [3:45:40] Pbs interviewed DR. Love in [3:45:43] response to New research [3:45:43] published in the Journal of [3:45:44] American Medical Association [3:45:48] regarding cannabis use with its [3:45:49] increased risk for serious [3:45:50] mental health conditions. [3:45:55] The strongest associations in [3:45:56] the study was for psychotic and [3:45:56] bipolar disorders where [3:46:00] the risk was about doubled. [3:46:01] And importantly teens reported [3:46:06] on their cannabis use about 1 [3:46:06] or 2 years before their mental [3:46:07] health diagnosis. [3:46:12] Again we see this public health [3:46:12] crisis emerging in children and [3:46:13] adolescents with early [3:46:18] initiation of cannabis use. [3:46:19] I think we as residents of San [3:46:20] Diego need to ask ourselves [3:46:24] what is early use marijuana [3:46:25] means for the long term [3:46:26] well-being of our younger [3:46:26] residents and the many who care [3:46:30] about them and take [3:46:31] responsibility for reducing [3:46:31] visibility and promotions that [3:46:37] come with the selling of [3:46:37] marijuana here in our city. [3:46:38] Thank you for hearing my [3:46:39] concerns this afternoon. [3:46:39] Thank you. [3:46:40] Next is Barbara Gordon. [3:46:46] >> If you can please unmute [3:46:47] with some or hear triple a [3:46:52] report. [3:46:52] Reminds us that the 100 [3:46:53] deadliest days for teen driving [3:46:58] are between Memorial Day and [3:46:58] Labor Day when teens are more [3:46:59] likely to get in a car crash [3:47:04] for reasons ranging from [3:47:04] distractions to alcohol and [3:47:05] drug use especially during [3:47:09] the spring summer events. [3:47:10] The National Highway Traffic [3:47:11] Safety Administration says teen [3:47:15] drivers ages 15 to 19 were [3:47:19] involved in crashes that killed [3:47:20] over 2320 people in 2024 alone. [3:47:26] Drivers under the influence and [3:47:26] alcohol are more likely to [3:47:27] speed take risk and make poor [3:47:31] decisions Increasing [3:47:32] the likelihood of a crash [3:47:33] injury and fatality. [3:47:33] While the effects different [3:47:37] from alcohol, marijuana [3:47:37] impairment can still [3:47:38] significantly reduce driving [3:47:43] performance and increase car [3:47:44] crashes, the impact extends [3:47:45] beyond the driver. [3:47:49] Impaired driving can lead to [3:47:50] severe injury loss of life [3:47:51] trauma for victims and family [3:47:55] health care costs and strain on [3:47:56] emergency services as well as [3:47:56] law enforcement resources [3:48:02] preventing impaired driving as [3:48:02] a public safety priority. [3:48:03] Education enforcement. [3:48:08] Safe Transportation [3:48:08] alternatives and community [3:48:09] awareness efforts can help [3:48:09] reduce impaired driving [3:48:14] incidents and protect everyone [3:48:14] who uses the road. [3:48:19] Within our community even small [3:48:20] improvements in prevention can [3:48:20] save lives and reduce [3:48:26] the devastating consequences of [3:48:26] alcohol and marijuana related [3:48:27] crashes. [3:48:27] Thank you for letting me speak. [3:48:33] Thank you. [3:48:33] Next is John Stump if you can [3:48:34] please on mute And a five [3:48:38] minute timer did also conclude [3:48:39] there were five speakers in [3:48:39] the queue including MR. Stump. [3:48:40] >> No additional speakers will [3:48:40] be taken. [3:48:41] Please proceed. [3:48:47] Oh, thank you. [3:48:48] You know we got a report that [3:48:48] the El Nino is coming. [3:48:53] Probably very high rains, [3:48:54] perhaps the highest rates that [3:49:02] we've seen since 1997. [3:49:03] >> The council needs to take [3:49:03] action and get reports before [3:49:08] the rainy season starts again [3:49:13] that all the places that [3:49:14] flooded in 2024 because of poor [3:49:19] maintenance. [3:49:19] Those cases have been settled [3:49:25] And what caused them The poor [3:49:26] maintenance has been cured so [3:49:30] that we're ready for the rains [3:49:31] . [3:49:37] Know flooding is caused because [3:49:38] the council either didn't [3:49:43] allocate the money to maintain [3:49:44] the flood channels or [3:49:49] the council allowed development [3:49:49] in the floodplain causing [3:49:56] concentration and movement of [3:49:57] floodwaters from the floodplain [3:49:57] to the surrounding community. [3:50:01] It's your responsibility, you [3:50:02] know, It's one of your primary [3:50:07] responsibilities. [3:50:08] So I hope that you're going to [3:50:08] advocate in your committees and [3:50:13] then in council on a schedule [3:50:14] and a calendar before the rainy [3:50:19] season starts that the channels [3:50:20] have all been maintained and [3:50:25] the flood liabilities from 2024 [3:50:30] have been settled and paid. [3:50:31] >> Thank you very much. [3:50:31] Thank you. [3:50:32] Next is Robert if you can [3:50:39] please unmute. [3:50:40] >> Hello. [3:50:40] So this is a public service [3:50:46] announcement to any of the San [3:50:47] Diego community power customers [3:50:48] that are listening right now. [3:50:52] If you'll notice in the past [3:50:53] month they haven't been able to [3:50:53] hold either of their meetings. [3:50:57] I don't know. [3:50:58] I think this board has [3:50:59] representation there at this at [3:51:03] this agency. [3:51:04] And I believe that if you're [3:51:05] not getting updates to [3:51:09] the public, I'll go ahead and [3:51:10] let them know what happened. [3:51:11] So the first meeting was [3:51:16] scheduled for JUNE 1st and to [3:51:17] coincide with the election and [3:51:21] listed locations it says [3:51:22] verbatim the meeting will be [3:51:22] held via the teams on above [3:51:28] date and time Board members [3:51:28] will attend and participate [3:51:29] virtually in the meeting [3:51:34] pursuant to the Brown Act [3:51:35] Government Code 54953. [3:51:39] And then it goes from locations [3:51:39] listed above. [3:51:40] Well one of those locations in [3:51:40] San Diego City Hall. [3:51:45] So was the city hall open to [3:51:46] the public to participate in [3:51:47] this meeting? [3:51:51] The title of this The city Hall [3:51:52] closed at 5:00 and we have a [3:51:57] election center there. [3:51:58] So they had it closed to [3:51:58] the public. [3:51:59] No one could attend [3:51:59] the meeting. [3:52:03] Go figure that I canceled [3:52:03] the meeting got canceled [3:52:04] because a member of the public [3:52:05] showed up to a public meeting [3:52:09] right. [3:52:10] And then we go into the last [3:52:10] meeting which was the clerk [3:52:15] advisory committee and it has [3:52:15] an alternate location. [3:52:16] I'm just going to say before [3:52:17] you and I'll let everybody look [3:52:17] at the paperwork. [3:52:21] But when I showed up arrival on [3:52:22] location there was no notice of [3:52:22] meeting. [3:52:23] Right? [3:52:27] It was it was being taken not [3:52:27] in consideration of the right [3:52:28] of the public to attend these [3:52:29] meetings and especially for [3:52:32] public officials representing [3:52:33] you on the board And he's not [3:52:34] telling you this is happening. [3:52:34] Why is no one being [3:52:35] transparent? [3:52:38] Why why are they not correcting [3:52:39] these issues that I'm coming up [3:52:40] with month after month after [3:52:47] month just throughout your time [3:52:48] as concluded Madison if you can [3:52:48] please on you and give as a [3:52:51] reminder of the time and [3:52:51] the timer has concluded if you [3:52:52] raise your hand please submit [3:52:55] comments to City Clerk of San [3:52:55] diego.Gov and they will be [3:52:56] distributed. [3:52:56] >> Madison please proceed. [3:52:57] Hello. [3:52:57] Good evening, City Council [3:52:58] members. [3:53:01] As a mother of three young [3:53:02] children I want to thank you [3:53:03] for prioritizing the health and [3:53:07] safety of San Diego's youth. [3:53:07] California's Department of [3:53:08] Cannabis Control recently [3:53:09] unveiled a new artificial [3:53:13] intelligence tool designed to [3:53:13] help marijuana businesses [3:53:14] identify packaging that MAY [3:53:19] appeal to children. [3:53:20] The tool flags things like [3:53:21] cartoons, candy like imagery [3:53:25] and youthful characters and [3:53:26] packaging that imitates popular [3:53:26] candy brands. [3:53:31] I think this development sends [3:53:32] an important message. [3:53:33] State regulators clearly [3:53:37] recognize that marijuana [3:53:37] products are often marketed in [3:53:38] ways that attract children. [3:53:39] If Youth appeal were not a [3:53:44] concern, there would be no need [3:53:44] to create an ai system [3:53:45] specifically designed to detect [3:53:45] it. [3:53:49] The reality is that today's [3:53:50] marijuana products are often [3:53:50] sold as gummies chocolates, [3:53:55] candies and sweet flavored [3:53:56] products. [3:53:56] Young people are exposed to [3:54:02] storefronts, advertisements, [3:54:03] social media promotion and [3:54:03] product packaging that can [3:54:04] normalize marijuana use and [3:54:07] make these products appear [3:54:08] harmless. [3:54:09] And policy makers I hope you [3:54:09] will continue to evaluate city [3:54:14] decisions through the lens of [3:54:15] youth protection. [3:54:15] Whether discussing marijuana [3:54:19] storefronts, advertising [3:54:20] signage or other cannabis [3:54:20] related policies, we should [3:54:25] always ask a simple question [3:54:26] What message are we sending to [3:54:26] children? [3:54:27] If the state regulators are [3:54:31] investing in artificial [3:54:32] intelligence to keep marijuana [3:54:33] products from appealing to [3:54:33] kids, that should remind all of [3:54:38] us that protecting youth must [3:54:38] remain a top priority. [3:54:39] Our children deserve [3:54:40] communities where potentially [3:54:44] harmful substances are not [3:54:44] normalized or marketed in ways [3:54:45] that capture their attention. [3:54:46] Thank you. [3:54:48] Thank you. [3:54:49] >> Next is Francine Maxwell if [3:54:50] you can please. [3:54:55] I'm you. [3:54:55] >> Sorry. [3:54:56] Francine Maxwell, Southeastern [3:55:00] San Diego resident. [3:55:01] Now that we're getting through [3:55:02] the attention of the budget, [3:55:06] it's time to move to education [3:55:07] of the community so that we can [3:55:08] begin to build trust. [3:55:12] So all throughout the budget [3:55:13] season we talked about there's [3:55:14] a fear of not trusting But [3:55:19] again if we educate [3:55:19] the community then there could [3:55:20] be things that could [3:55:20] the community could get on [3:55:25] board with. [3:55:26] So the comments about you know, [3:55:26] we want people to pay their [3:55:31] fair share and it's time to [3:55:31] have an honest conversation [3:55:32] about the revenue that has been [3:55:37] missing so we could go I would [3:55:37] hope that someone on [3:55:38] the diocese would request that [3:55:42] the I go back a couple of [3:55:43] years. [3:55:43] Let's start with when the trash [3:55:44] tax was talked about and it [3:55:48] used to be taboo but it wasn't [3:55:49] or the year that you got it on [3:55:50] the power of the community from [3:55:54] the planning groups how much [3:55:55] money did it cost then to, you [3:56:00] know, block off streets for [3:56:01] the special event charges that [3:56:02] we didn't get from the Padres [3:56:06] and move forward towards 2026 [3:56:07] and the conversation about how [3:56:08] much money is laying on [3:56:12] the table So let's start with [3:56:13] all of the missing revenue that [3:56:17] we could have had as we begin [3:56:18] to look forward to how much [3:56:19] revenue we could potentially [3:56:19] get and talk about And let's [3:56:24] educate the community again, [3:56:25] you and I both know that [3:56:26] education is the great [3:56:30] equalizer that next generation [3:56:30] of activists they need to be [3:56:31] educated because the baton is [3:56:36] absolutely being handed to [3:56:36] them. [3:56:37] But again they need to be [3:56:38] educated so that they know [3:56:39] where to look when they're [3:56:42] reading the budget way before [3:56:43] budget season and they can [3:56:43] already have their questions [3:56:48] crafted and so let's utilize [3:56:49] the idea when you guys are on a [3:56:50] legislative break they could be [3:56:54] holding community meetings. [3:56:54] Thank you for your [3:56:55] consideration and thank you for [3:56:56] allowing me to speak. [3:56:56] Thank you. [3:56:59] And our final is Hector. [3:57:00] >> All right. [3:57:01] Now I've got a thing for [3:57:01] education too. [3:57:06] I'm into it Like growing up [3:57:07] when the fire alarm went off [3:57:07] and school would go out Single [3:57:11] file and go away from [3:57:12] the school and sit in line. [3:57:12] Now it's a different game Now [3:57:17] when there's gunshots go off [3:57:18] you got to show them your hands [3:57:19] If you're running from gunshots [3:57:24] gunshots you show your hands [3:57:25] and you take off run it. [3:57:30] If that kid who just got shot [3:57:31] who was 16 years old and you [3:57:32] got a gun on him that he would [3:57:36] to show his hands when he went [3:57:37] around that corner, he wouldn't [3:57:37] have got shot. [3:57:41] Cops look in there and they're [3:57:42] looking for hands. [3:57:42] He has hands heading and who [3:57:43] knows what you know, the cop [3:57:48] had to choose his own life and [3:57:49] this kid's life was one of [3:57:50] those choices, man And it would [3:57:53] have been a lot better whoever [3:57:54] turns the corner next time if [3:57:55] they have their hands showing [3:58:00] gunshot it's gunshots. [3:58:01] Show your hands. [3:58:01] I'm running from gunshots. [3:58:06] I'm not running to the gunshots [3:58:06] . [3:58:07] The cops are And they got a [3:58:07] gun, man. [3:58:11] So I've had a cop pull a gun on [3:58:12] me when I was a victim of a [3:58:13] home invasion and I was [3:58:13] the victim and the guys got [3:58:18] away with some of my stuff and [3:58:19] they got for the cop game [3:58:19] the cop came guns drawn, man. [3:58:24] He pointed at me and I showed [3:58:25] my hands, man. [3:58:26] It was like he was trained all [3:58:29] he was trained He was a young [3:58:29] guy. [3:58:30] I was like 40. [3:58:34] But show me your hands, man. [3:58:35] And that would be a good [3:58:36] education. [3:58:36] Any young kids at ten years old [3:58:41] fired right? [3:58:41] School Show me your hands, Joe [3:58:42] I'm running around a corner. [3:58:43] Brian From the gunfire. [3:58:47] Sean Hands Because they're [3:58:48] going to save lives, man I [3:58:48] think it would save lives [3:58:52] anyway. [3:58:53] It would make San Diego safer [3:58:54] and a better place for [3:58:55] everybody if they would sit on [3:58:59] their hands. [3:58:59] Okay, thanks. [3:59:00] Thank you. [3:59:00] That is not good knowledge in a [3:59:01] public comment for today's [3:59:01] meeting. [3:59:04] All right. [3:59:05] Thank you, City clerk With that [3:59:05] does the city attorney have [3:59:06] anything to report out from [3:59:10] close session? [3:59:11] Yes, thank you. [3:59:11] There's one item to report [3:59:12] today in closed session [3:59:13] the city council took [3:59:16] the following action. [3:59:17] The city council voted on [3:59:18] closed session Item number one [3:59:18] Gabriela Durazo versus City of [3:59:22] San Diego at all San Diego [3:59:32] Superior Court Case number [3:59:33] 37-2024-00023116-3u-po-ctl To [3:59:33] accept a signed settlement [3:59:37] offer the amount of $215,000. [3:59:38] The motion passed 720 with [3:59:43] councilmembers Foster and [3:59:43] whitburn absent. [3:59:44] >> That concludes my report. [3:59:45] All right. [3:59:45] Thank you for that. [3:59:46] We will now adjourn as the city [3:59:50] council to convene as a housing [3:59:50] authority. [3:59:51] Does the city attorney have [3:59:52] anything to report out from [3:59:52] housing authority closed [3:59:55] session. [3:59:56] There's nothing to report. [3:59:56] All right. [3:59:57] Thank you. [3:59:57] We will now adjourn at [3:59:58] the Housing Authority to [4:00:01] reconvene as a city council. [4:00:01] And with that we will adjourn [4:00:02] council to the regularly [4:00:03] scheduled council meeting on [4:00:07] Tuesday, JUNE 16th, 2026 at 10
