[7:55] I live in San Pablo. [7:56] I work as a production supervisor. [7:59] I recently joined the ACCE chapter in San Pablo because I am [8:04] experiencing an eviction due to landlords death and have to be out within 60 days. [8:11] The house has many problems that we were afraid to [8:14] address due to COVID and the potential of retaliation. [8:19] There are leaks in the windows, [8:23] mold issues in the walls of the bedrooms, [8:26] our toilet does not pass solid waste and we have to use a port-a-potty. [8:31] The lateral line is bad and needs to be replaced. [8:36] Our oven has not worked in four years and only two burners function. [8:42] The overhead lights in the bedrooms do not work [8:45] and there is an outlet in the garage that sparks. [8:49] This has been a hopeless situation due to loss of income, [8:53] due to COVID and the fear of being houseless. [8:56] Solution, city could pass tenant protections like rent control, [9:03] just cause eviction protections. [9:06] We truly need both to protect struggling tenants in [9:11] San Pablo from becoming homeless or being a check away from homelessness. [9:17] Laura Haynes." [9:20] Thank you. [9:40] I'm here with ACCE as a long time San Pablo resident, [9:45] to strongly support the inflammation implementation of [9:49] rent control and other tenant protections in our city, [9:53] including a rent registry. [9:55] The current housing situation in San Pablo demands immediate attention, [10:01] and these measures are crucial to ensure a fair, stable rental market. [10:06] As I am sure you are aware, [10:08] over 60% of residents in San Pablo are renters, [10:12] likely more, but the city does not capture this data in detail. [10:18] Renters, many who are [10:20] seniors surviving on fixed incomes and working class families are experiencing, [10:29] sorry, rental cause which often surpass their income levels, [10:33] leading to financial strain and housing instability. [10:37] With limited affordable housing options, [10:40] many families and individuals are at risk of displacement and homelessness. [10:45] When control is an effective tool to address this pressing issue, [10:50] by establishing reasonable limits on rent increases, [10:54] we can provide much needed relief to our vulnerable renters, [10:58] allowing them to plan for the future with greater certainty. [11:02] Additionally, tenant protections such as just [11:06] cause eviction policies and rental registries [11:09] can safeguard tenants from arbitrary removal and ensure sense of security in their homes. [11:17] Many cities have successfully implemented rent control and tenant protections, [11:22] striking a balance between affordability and sustainability development. [11:26] These protections have existed for many years and are still in effect to date, [11:31] even when there are associations that are opposed to this. [11:36] These laws have been in place since the 1960s. [11:40] These laws are not illegal or else they would not exist. [11:44] By following their lead, [11:46] San Pablo can foster a more equitable and compassionate community for all its residents. [11:52] In the city's most recent community survey, San Pablo residents, [11:57] let you all know that housing affordability and homelessness are ever-growing concerns. [12:03] If the council does not take action and create adequate rental and housing protections, [12:09] you risk positioning your residents being priced out of their homes and being unhoused. [12:16] I urge the city council to take these facts into consideration and [12:21] prioritize the well-being of renters in San Pablo. [13:09] My name is Michelle Lindstrom. [13:10] I am here today because I'm a renter and I live in San Pablo. [13:14] I've lived here for seven years. [13:17] I'm here to urge you to support rent control and just cause for evictions. [13:21] Rent control means that landlords cannot [13:24] increase rents by more than a small reasonable percentage each year, [13:27] usually 3% or 60% of the Consumer Price Index, whichever is lower. [13:33] This is fair to both the landlord who is allowed to [13:36] raise the rent once every year and for the tenant. [13:39] But just cause for evictions means [13:47] that a landlord must have a legitimate reason to evict a tenant [13:51] and pay relocation costs for reasons that are not the tenants fault, [13:55] just cause for eviction and rent control have a good track record in many cities, [13:59] including Richmond, Berkeley, Oakland, [14:02] San Francisco, and East Palo Alto, [14:05] in protecting low-income renters from being displaced. [15:02] Why is it and I'm sure it's not just where I live, [15:07] but the manager, they live the lifestyle all day long. [15:11] You can get some really good motions sensor that would pop on, [15:15] but they live these on 24 hours a day. [15:18] I walk around with a flashlight. [15:21] I mean, I had paid $100 on PG&E, [15:24] another hundred coming up. [15:26] Anyway obviously, I am all with this and I do have a cart because I don't have a car. [15:35] But I've often thought about how would I take my things to add it there, [15:39] because you don't know what's happening and they don't care. [15:43] I really think the fairness in the city is not good because also this brought to mind, [15:50] you tell me if it's true. [15:51] San Pablo has money because they build and [15:55] they put pavement down and do a lot of good things. [15:58] I've seen people wear something or rather they were [16:02] really the disabled and wheelchairs and that they had to be a victim, [16:07] at least a escort them to pay their moving costs. [16:12] I think that we're not just society anymore. [16:16] We're either the [inaudible] are the kings and I'm very disgusted, [16:23] but I'm willing to do good things too for this two instead of just yak about it. [16:30] Well, it does to me that if I [16:36] do not take care of my place or something that certainly I should be a bit too torque, [16:41] but I need to have reasons and I don't know about all this other stuff. [17:23] I'd like to say it is the duty of government to assure housing for affordability [17:27] for the citizens to survive in a time of national crisis and inflation. [17:33] We need to provide relief for many low-income individuals that are [17:36] already struggling to pay rent and other expenses to survive. [17:39] I also like to add, even as a whole state, [17:43] we are considered the fourth largest economy in the world, [17:46] but simply can't implement rent control. [17:48] I think it's time to take action on this. [17:51] People are already struggling paying enough expenses. [17:54] Homelessness will also get worse if we don't take care of this situation. [17:58] I understand that we live in a state that is expensive [18:02] and we have big tech and all these other accessories that make us unique as a state, [18:07] but that shouldn't dictate us on how the rent should increase. [18:11] Citizens on San Pablo already pay enough state, federal, [18:14] and city taxes, [18:16] and therefore, I'm calling for action on this. [18:18] We need rent control right now. [19:32] We work with six tenants, [19:37] they were with me and we work together to continue up there. [19:44] We tried to get the rent control for fight of three per cent. [19:52] We have experienced because they advice in November for [19:58] the eviction and they give you only 30 days or go out. [20:07] Now, we need to help as [20:13] possible with this rent control. [21:18] As with every successful summer comes a summer internship program. [21:22] I'm here to talk about the highlights of [21:25] our 2023 summer internship program [21:28] is our great glare can be services director. Mr. Doyle. [21:31] Thank you so much, City Manager Rodriguez. [21:34] Good evening, mayor, vice mayor, [21:37] council member of staff and residents. [21:39] Tonight, we are pleased to provide you with a presentation [21:41] from our 2023 summer internship program. [21:44] This is the second year we ran this program since we had deposit [21:48] for two years due to the COVID-19 pandemic. [21:52] This year summer internship program was led by [21:54] our new Community Services Coordinator, Victor Jimenez. [21:57] A lot of credit goes to Victor. [22:00] He jumped right in, he was hired earlier this spring, [22:03] and this was his first time running this program. [22:06] We're very proud of Victor, [22:08] and we're also very proud of the summer interns who presenting I'll [22:12] try not to steal any of their thunder that they're going to share with you this evening. [22:16] But I just wanted to take a moment to introduce not only Victor, [22:19] but also to thank the different departments who [22:22] participated in this program to make this summer internship possible. [22:34] Good evening, Mayor, Vice Mayor, [22:37] City Council, and city staff. [22:39] I'm excited to be here tonight. [22:41] For me all about our San Pablo Summer Internship Program for 2023. [22:46] Tonight, the interns will share their experience they had during this six-week program. [22:51] Before I turn it over to these amazing interns, [22:54] I'll be providing a brief background on the program. [23:00] As you all know, [23:03] YSCP is dedicated to creating [23:05] the next generation of public service leaders who reflect the diversity, [23:09] although San Pablo community. [23:12] For this year, as Greg mentioned, this is our second year. [23:15] We did it back for this year. [23:17] We had 37 applicants that applied for the internship, [23:20] and we had a total of eight interns. [23:27] For the project examples, [23:29] the interns focus on were event planning, [23:32] program support, and data management. [23:35] Each supervisor provided a project summary on what [23:38] the interns would focus on during the six-week program. [23:42] The interns also participated on the Travis Credit Union Financial Workshop. [23:47] It was a really nice thing that they did [23:51] because they taught the kids how to throw hands-on and fun activities. [23:55] Youth were able to develop [23:58] basic money management skills to build stronger financial futures. [24:03] It was really interesting because it was for high school students and college. [24:08] It actually, it was like a hands-on activity that all the kids [24:11] get to manage their money and how to deal with their money. [24:15] Through the hands-on program, [24:17] it got to develop four important skills, [24:19] which is communication, collaboration, [24:22] critical thinking, and creativity. [24:24] The interns also participated in program activities which were [24:27] the pre-employment workshop and the new hire orientation. [24:34] Who are the interns? The interns where? [24:37] San Pablo, Richmond, El Sobrante, El Cerrito, [24:41] Berkeley and Walnut Creek residents or [24:44] the other interns were rising seniors and college students. [24:47] That departments that the interns were placed is we had one in city manager, [24:52] we have four in community services, [24:54] one in community development, [24:56] one in public works, [24:57] and another one in the police department. [25:01] Now present to you our Taylor Keeton. [25:08] Good evening. Mayor, Bunyala, [25:10] Vice Mayor Ponce, [25:12] City council members and city staff. [25:15] My name is Taylor Keeton and I'm a new senior [25:18] at Middle College high school and contract costs of college. [25:21] I worked with the San Pablo Police Department [25:24] the summer along with the priority oriented Police Division, [25:28] where I met my supervisor, [25:30] Miss Katrina Jones, and she had at least immediate resemblance to [25:34] an event where she walked to me and she hugged me on our first interactions. [25:39] I knew that was when I assign the right department. [25:42] On my first official day, [25:44] I rode with her to a street sweeper and ticket cars [25:47] before my official project. Excuse me. [25:52] Oh I'm sorry. [25:55] But my project was national night out [25:58] where we worked on planning the event where I contacted vendors, [26:02] entertainers, and local volunteers. [26:05] For example, I had to collect donations from vendors such as the local grocery outlet, [26:12] where we went and the manager donated multiple drinks such as water and juices. [26:17] She also reported recent increase in crime. [26:21] The police department immediately assigned an officer for [26:26] more check-ins and survey of the area. [26:34] Another task of mine was creating bags for Homeless Outreach, [26:37] which were handed out the day of the given event on July 22nd, [26:41] where hot meals, free showers, [26:44] haircuts, and clean clothes were also distributed. [26:47] Speaking of helping others, [26:49] I assisted city employees and other officers with tools such as Microsoft, [26:54] new printers and Canva, [26:55] which we use for the national night out food vouchers given on August 1st. [27:00] On the day of the event, [27:01] I worked at the carnival games booth with another intern from middle college high school. [27:07] From there I collaborated with Ms. Katrina to organize items [27:11] from national night out and daily tasks as we clean the event. [27:15] In summary, I would say Ms. Katrina was incredibly supportive [27:18] and flexible with the work hours and assistance overall. [27:22] She was perceptive of my needs and schedule, [27:25] especially as school started on the same day as national night out. [27:29] I deeply appreciate all that she's done for me. [27:32] I came into the program with [27:33] a minimum expectation not knowing what I'd be assigned or do at all. [27:38] But I got a good glimpse into local government and I find it rather amazing. [27:43] I look forward to applying for the internship [27:46] next summer and coming back to San Pablo as a council member. Thank you. [27:55] Great job. Thank you. [28:11] This summer, I worked with the community development department. [28:15] My supervisor with Sandra Castanet Marquez for the planning division. [28:19] However, I was given the opportunity to work in [28:21] a variety of projects from both the planning and the building division. [28:25] What were my key projects was doing research for the city as cannabis land use analysis. [28:29] I researched and compiled cannabis retail land use regulations of pure jurisdictions. [28:35] My research enabled the city to make [28:36] more informed decisions about how to [28:39] implement the potential legalization of cannabis retail. [28:42] I was proud to see my work as part of [28:44] included as part of the presentation to city manager. [28:47] I also worked on community outreach at San Pablo [28:49] sustainable transit-oriented development master plan. [28:52] I helped out flyers, review pending surveys, [28:55] drafted e-mail communications, and helps workshop potential acronyms for the project. [29:00] Our community outreach expands awareness to citizens about [29:03] a serious efforts to implement safer and more sustainable development in San Pablo. [29:08] When receiving feedback from the public helps us City Creek informed [29:11] decisions and plans for development that consider the needs and wants of our citizens. [29:16] Another project I worked on was distributing letters for [29:19] San Pablo residential health and safety or art or RHNS. [29:22] That summer, I collected parcel and owner information for [29:25] over 200 properties and prepare letter for distribution. [29:29] My contributions help streamline RHNS letter of distribution, [29:32] thereby improving the efficiency of RHNS process as a whole. [29:35] In the end, the experiences knowledge and [29:38] insight I've gained from this internship have an extremely valuable, [29:42] I'd like to thank my fellow coworkers for [29:45] offering me to valuable opportunity of shattering inspections, [29:48] participating important meetings, and visiting various sites throughout San Pablo. [29:52] Being able to see all sides of this beautiful city, [29:55] both good and bad, [29:56] has empowered me to realize key facets of what it means to work in government. [30:01] Sometimes it means weighing the perspectives we've [30:03] seen an angel resident and a struggling business owner. [30:06] Other times, it means holding monthly meetings with various agencies and stakeholders [30:10] so that you can gauge every possible perspective [30:13] as you plan a years-long project for the city. [30:16] This internship has both challenge and redefined what public services means to me. [30:21] I haven't simply learned, [30:22] but I've experienced how working government is rewarding [30:25] challenge that requires patience, flexibility, and resilience. [30:29] As in presentation, [30:31] I'd like to extend my deepest gratitude to our program coordinator, [30:34] Victor Jimenez, the city of San Pablo, [30:36] and once again to all of my fellow coworkers at the community development department. [30:59] My name is Christopher Resendz and I'm a rising senior at [inaudible] high school. [31:03] I worked in the community services department with [31:06] Victor Jimenez and Edgar Medina as my supervisors. [31:09] Project I worked on during my internship was evaluating [31:12] summer programs by creating conducting surveys. [31:16] With the information I collected, [31:17] I would develop reports to share my findings [31:20] in order to improve the programs for the upcoming year. [31:23] I helped conduct evaluations on the multicultural Fourth of July celebration, [31:28] junior camp, senior camp, [31:30] the Junior Giants and teen camp. [31:32] For the 4th of July event, [31:34] I created surveys that were available in Spanish as well as English. [31:38] I kept in mind that there should be as few questions as [31:41] possible as to encourage as many responses as possible. [31:44] A QR code was made for those who chose to complete it on their personal devices. [31:49] For the breasts and iPad was offered for them to complete it on. [31:53] I also offered assistance and filling out the survey in case they weren't [31:56] technologically inclined or were unable to do for any reason. [32:02] During the event, I would come up to people, [32:04] introduce myself as an intern for the city and politely ask them to complete the survey. [32:09] I ended up collecting 84 responses in 19 of [32:13] which were in Spanish and 65 of which were in English. [32:17] Together with the guidance and the help of Paula, [32:20] I put together a presentation detailing [32:22] our findings and recommendations for next year's event, [32:25] which we presented in front of the Community Services Department. [32:28] Overall, I thoroughly enjoyed my experience and with this internship and I learned a lot. [32:33] I learned to create arrays and reports, [32:36] as well as share results with superiors and then easy to understand the way. [32:42] The importance of word choice and audience when asking questions, [32:45] especially when they surveyed children, [32:47] was something that I experienced first can and will take into account in the future. [32:52] I also developed some of my data analysis skills such as data cleaning and sort. [32:58] I wanted to thank Victor, Edgar, Paula, [33:01] and everyone else at the Community Services Department for being incredibly [33:04] kind and making this internship and incredible experience. [38:06] The other thing as well, for all of you who actually participate in an internship, [38:10] those who are here and those who are not here, [38:12] It's quite incredible for you to find yourself in a position [38:15] where you get to directly serve a community. [38:18] I think more opportunities like this should continue to be accessible. [38:24] It should be something that we should all have the opportunity to do, [38:28] and I really appreciate that you have the opportunity to not just gain new skills, [38:32] but specifically transferable skills. [38:34] Skills that you can take with you and apply it to [38:36] any other space or environment that you will continue to do or be in. [38:40] The other thing too is that, [38:42] I didn't hear the comments of the interests. [38:44] What you would like to do later on in your lives. [38:46] That's the one of the thing I just wanted to just make sure that stays with us. [38:50] I got involved at the age of 14 in our community, [38:54] I was also formerly a part of the city of some palpalis Youth Commission, [38:59] the school district seat commission, [39:00] I got involved with different policymakers at various levels, [39:04] and here are my serving as the youngest elected official in our city's history. [39:08] It's a thing that I want to just echo you all [39:11] is that it's never too late to get involved and in your cases, [39:15] you're never too young to get involved as well. [39:17] You have your whole life ahead of you, [39:20] and there's so many things, [39:21] and amazing things that you will do and achieve throughout your life. [39:25] The only thing I would challenge you, [39:27] is something that I said recently, [39:28] even in the conversation I just had, [39:31] was talking about how we have to find comfort [39:34] in those uncomfortable moments when we put ourselves out there. [39:37] Sometimes it can be a little scary, a little uncomfortable. [39:40] I will tell you even for myself, [39:42] I've been doing public speaking for many years [39:44] and I still find myself getting nervous at times. [39:47] But we have to find peace and calm in those situations as well [39:52] because it is in those uncomfortable moments [39:54] and experiences that we experience the most growth. [39:57] So I wanted to say to you all [39:59] continue to be uncomfortable intentionally and with purpose, [40:03] but also find yourself seeking out new opportunities, [40:07] finding yourself in new positions, [40:09] and then seeing what you can do and achieve throughout your life. [46:50] We also want to acknowledge [46:53] their immediate professional response in dealing with this incident. [46:57] In addition to Republic Services, whose personnel, [47:00] have the household hazardous waste facility prompted [47:03] an inspection and investigation to the resonance in question. [47:09] We just want to commend all of our emergency response agencies for a job well done in [47:14] responding to an incident that could have been more catastrophic than what it was. [47:19] So I really appreciate all the efforts of [47:22] our personnel to San Pablo police department and [47:25] all of our emergency response agencies and dealing with [47:27] this hazardous material public health incident in our community. [52:57] The council voted to schedule a policy discussion at [53:00] the council meeting on July 17th to consider amending the Prior to Work Plan. [53:05] After July 17th meeting, [53:07] that item was continued due to the absence of Councilmember Cruz, [53:10] and tonight scheduled for formal consideration and discussion. [53:14] The Work Plan amendment as proposed by Councilmember Cruz's motion, [53:19] would be to explore the feasibility of a new city-sponsored Cinco de Mayo Festival event [53:25] for potential inclusion in [53:26] the next multiyear general fund budget cycle during the fiscal year 24-25 period. [53:31] As such, based on previous formal council direction, [53:35] the staff has recommended that this new policy item for [53:39] consideration be categorized under major policy area enhanced community resilience, [53:45] and the proposed amendment, [53:47] which is listed as Number 3, [53:48] since formal adoption of your council work plan on May 1st of this year, [53:53] be formally approved by adopted resolution. [53:56] Then following that adoption, [53:58] the city manager and designate city staff will conduct additional budget and [54:01] policy research and bring forward an appropriate cost-effective program for [54:06] formal and future budget consideration for [54:09] the next multiyear general fund budget cycle and for [54:12] an additional discussion on policy and implementation for the fiscal year 24-25 period. [54:19] Currently, there are no budgeted funds for [54:21] this proposed event program through June 30th, [54:24] 2024 under the existing two-year adopted 22-24 general fund budget. [54:30] For consideration this evening, [54:33] Council can discuss this policy item and provide [54:37] formal direction to the city manager and staff to amend [54:41] your council work plan with this proposed amendment and [54:45] staff here is a bill for any questions you might have [54:47] with regards to this policy discussion. [54:50] I'm going to start off by just asking Councilman Cruz if there's anything [54:53] that you would like to add or make a comment on because during the case, [54:56] the maker of this proposal? [54:58] Yes, thank you, Mr. Mayor. [55:00] The reason why I wanted to bring this up to counselors because St. Paul's used to [55:05] hold the Cinco de Mayo Festival and they're no longer doing that. [55:10] I would like to suggest that the city hold their own Cinco de Mayo Festival since we are [55:16] doing more community events and to continue [55:19] building community involvement here in San Pablo, [55:23] which also highly involves community policing also. [55:29] I'm going to go around Council and ask if there's any questions or [55:33] comments that they would like to make them consideration of this proposal. [55:36] I'll start off with Councilman Xavier. [55:38] Do you have any questions or comments? [55:40] I believe the city manager said there's no money right now. [55:46] I'm assuming this will be up to further discussion, [55:52] for a time when there is a little extra as to where we would put it, [55:58] whether it'd be for a single mile or enhancements to the 4th of July, etc. [56:06] Okay. [56:41] If he would consider or we as a whole will consider [56:45] funding more the actual Cinco de Mayo festival, [56:50] that is how ready, [56:52] that we already fund or help funding with the city of Richmond. [56:56] Because I'm not sure council member Croesus is aware that [57:02] they're pleading for funding and also for volunteers. [57:07] That might be a good option. [57:10] But for me right now, [57:13] creating something from scratch like that, [57:16] because the Trojan no longer holds that event, [57:19] I personally think it will be, [57:23] aside from that, there's no money right now. [57:26] If there were, it will be a lot of cost [57:30] involved in efforts to create this from scratch for the city. [57:36] That's my take on it. That's all for me. [57:40] Thank you. [58:12] I don't necessarily see anything wrong with us exploring [58:15] the possibility of us doing something like this ourselves. [58:18] I do share the sentiments of my colleagues talking about [58:21] our financial constraints and whether we have the ability [58:23] to take that on right now or even for this upcoming year. [58:26] I do agree with Vice Merck [inaudible] comment about it's much more feasible for [58:30] us to support ongoing efforts and to build it up from scratch ourselves. [58:34] I'm aware that you know, [58:36] that there's [inaudible] singular, [58:37] my alike subcommittee that we've been working with [58:39] and supporting over these years as well. [58:41] They've been great partners with us and for our region and [58:44] so if there's opportunities to provide support to them and to [58:48] enter the group or to even the weekend [58:50] overall festivals that'd be much more feasible in the short term. [58:55] Long term again, if money permits, [58:58] we find ourselves in a situation where we do have much more funding [59:02] or sustainable funding that we could do [59:04] something like this I wouldn't be opposed to doing this. [59:06] For me, again, [59:08] I wouldn't mind adding in terms of adding it to [59:10] the work plan of saying that this is a goal of ours to one day be able [59:14] to do that in the novel terms it's much more feasible for us to [59:18] support current and ongoing efforts than to do it right now all knew. [59:24] With that being said, I do want to ask accounts [59:27] from recruits if you know if you have any response, [59:29] I needed the comments that have been made here tonight. [59:31] I know it may not be exactly what you may have been hoping for ideally, [59:35] but I just wanted to just offer [59:37] that opportunity again if there's anything that you'd like to share. [59:40] Just for us to go all for sponsorships to help finance the event and [59:48] also to maybe even asked the parade committee to [59:51] help put this event together instead of our staff. [59:57] The monies I know that's why we're talking about now is a new budget year [1:00:01] so they get here marked as money now and also look for sponsorships, [1:00:05] major sponsorships to help finance this event. [1:00:09] Marion council, just to be clear, [1:00:13] there's nothing wrong with you moving forward from [1:00:16] a policy perspective to allow this to be [1:00:19] amended to your work plan because they actually establishes two things. [1:00:23] One, it's an overall policy goal that's enumerated in your work plan and two, [1:00:28] it allows staff to go back through [1:00:30] the budget process and see if there are funds available. [1:00:33] Again, there are no funds that can be earmarked now through the end of June 30, 2024. [1:00:39] There simply is no funds for that purpose. [1:00:41] It would be considered as part of the 24-25 fiscal year. [1:00:46] The earliest we could potentially consider a [1:00:49] budget earmark would be part of the next budget cycle, [1:00:52] the three-year multiyear budget cycle for [1:00:55] a potential festival event that would occur on or around May of 2025. [1:01:01] If the council feels that depart from a policy perspective, [1:01:05] you want to move forward just to add it to your work plan as a policy goal, [1:01:09] the keywords here is to explore the feasibility and we [1:01:12] can always come back at budget time to [1:01:14] discuss the merits of any particular expenditure line item in your multiyear budget. [1:01:20] This could be one of those discussion items if there's ample revenue capacity to do [1:01:25] additional more sponsorship or to do a whole new event to support the festival. [1:01:31] Those would be policy considerations [1:01:33] during the budget process that we would have a discussion on. [1:01:37] I'll just end appreciate that. Thank you, City Manager. [1:03:47] If you wanted to augment 4th of July or do something different with these funds, [1:03:51] if there were funds available we'll cross that bridge during the budget process. First I want to say it's quite unique that we got to expand [1:06:50] resources for our community to thrive and [1:06:53] to be able to have fun doing outdoor activities. [1:06:56] From what I saw on the conceptual site plan photo, [1:07:00] I believe it will attract the youth in San Pablo [1:07:02] knowing that there is a soccer field, that's one. [1:07:05] Two, all abilities playground, [1:07:08] which many parents want to see more in Contra Costa, [1:07:11] luckily, that is being brought to San Pablo, [1:07:14] I'm happy for that. [1:07:15] Third, the most exciting part in my opinion is the exercise stations. [1:07:23] Now, anybody can use that to utilize it for health and to build [1:07:29] strength and that's something supervisor John Joy is a big help advocate for. [1:07:36] Also, step by step, [1:07:38] these equitable goals will produce positive outcomes within our community, [1:07:43] and knowing that this part will be an additional option in [1:07:45] the city of San Pablo for the families and children to enjoy. [1:07:49] Also for future references on this park, [1:07:52] we ought to keep this park clean and neat once it is completed. [1:07:56] I know how people like to litter at parks and it should be quite frankly be [1:08:00] one of our top priorities for the park's environment. [1:08:05] Lastly, I'd like to say that the funding for this park was quite fiscally responsible. [1:08:11] Also, I would like to point out, Assembly Member Buffy Wicks knew what had to [1:08:15] be done as soon as she saw this park project. [1:08:19] She knew what time it was to achieve health equity and development and this is going to [1:08:24] help San Pablo thrive and help [1:08:27] the children out that live in that area. [1:10:01] Generally, a CVS, Hugo's Rice, [1:10:05] and our Executive Director, [1:10:06] for the federal Program Manager for Richmond Build. [1:10:11] Alexander, CEO of KOBAS Richmond spoke. [1:10:18] It was a panel and the moderator was Ken Maxi, [1:10:23] Director of Government Affairs at Comcast NBC Universal. [1:10:29] Supervisor John Julia did the welcome, [1:10:33] Philemon from MCE did a presentation. [1:10:37] It was a great event attended by quite a few people. [1:10:42] On July 27th I was a Cal CDC's Bay division at Pittsburgh Yacht Club. [1:10:50] Officer Cochran, Senior Advisor on Homelessness. [1:10:55] The Governor Gavin Newsom did a presentation, [1:10:59] she was the main speaker. [1:11:00] On the 28th was with Tech. [1:11:03] David Berman and Ryan Leou from AC Transit did a presentation on [1:11:09] the AC Transit rail line which is a project now in phase [1:11:15] 2 scheduled to conclude September 2024. [1:11:23] There was a JPA update. [1:11:25] We voted to incorporate comments from the West County cities into the draft JPA update. [1:11:35] August 1st was our fabulous national night out. [1:12:12] Now, I would like to move that we place on the next agenda, [1:12:20] issuing a proclamation recognizing the agencies that [1:12:26] responded to the hazardous materials incident at 925 Stanton in San Pablo. [1:12:34] On August 2 through fifth, [1:12:38] San Pablo police department, [1:12:40] Gunfire, Contra Costa County hazmat, [1:12:43] Richmond Fire, Warner Creak Bomb Squad, [1:12:47] Alcohol Bomb squad, FBI, [1:12:51] and the public services household, hazardous materials staff. [1:14:34] Also to Mr. Mayor, [1:14:36] I want to echo you the concern about the public comment, [1:14:42] Ms. Laura Haynes, [1:14:44] I would like to request that staff follow up with [1:14:47] code enforcement to Laura Haynes residence for inspection. [1:15:14] It was great, [1:15:16] the best one we've had yet. [1:15:19] I'm going to keep getting bigger and better. [1:15:22] Thank you to the city for sponsoring the Kiwanis Club backpack drive. [1:15:29] I volunteered there and the number of backpacks provided were not as big as last time. [1:15:39] I believe it was due to the location, [1:15:42] but there were still plenty of children that were able to get a backpack, [1:15:46] free haircuts, and a lot of information for our residents. [1:15:51] Thank you for that. Nothing else for me. [1:15:54] Thank you. As for myself, [1:15:57] I just wanted to just take a moment. [1:16:00] I know Councilwoman Xavier just mentioned this in [1:16:02] the requests of seeking out on a resolution, [1:16:05] being able to thank everyone that was there in support of our most recent incidents. [1:16:10] I understand that this has been I want to say a very challenging week for our city, [1:16:14] not just for our city staff, [1:16:16] for our first responders, [1:16:18] but also for our residents. [1:16:20] That this has been quite a moment in our history, I will say too. [1:16:25] I just wanted to be able to thank everyone, [1:16:30] especially our first responders, [1:16:32] our city staff, for all their help and support. [1:16:35] This has been quite a moment that we will remember, [1:16:41] but also just a moment where we saw just leadership being presented in many levels. [1:16:47] You saw people coming from different agencies and just providing support. [1:16:53] Also, some of the best, [1:16:55] all the residents that are affected and we do [1:16:58] appreciate their patience and understanding during this situation, [1:17:01] it wasn't necessarily what we had imagined [1:17:04] would happen in our city or within our city limits but it did. [1:17:07] But I'm thankful to everyone who took action and who stepped in, provided support, [1:17:13] provided resources, and did everything they could to [1:17:16] mitigate this issue and to help make sure that our community, [1:17:19] our public is safe.
