I will be doing the presentation [2:20] tonight. So up on our slideshow tonight 819 Perry Street. This started with a [2:26] complaint that we received on March 27th of 2026. The original complaint came [2:31] into office of code compliance about a junk trailer parked on an [2:35] unapproved surface behind 819 Perry Street on April 14th, [2:41] 2026. The following pictures were taken from a neighboring property. [2:45] This was adjacent to the property. The pictures you're looking at here. I [2:48] believe we're looking at an East Northeast direction. [2:52] Here's a couple other pictures just showing an easterly direction of the [2:55] trailer that's parked in the backyard. For perspective, I just included this [3:00] aerial drawing from um the Erie County Auditor's site showing [3:03] 819 Perry and the orange arrow indicates where the trailer is located toward the [3:08] rear of the property. This I think from the Auditor's site was from April of [3:12] 2026. Um on April 20th, 2026 an inspection was [3:18] performed. During this inspection John Ferris from [3:22] the office of code compliance was there. City building official Scott Tom, [3:27] property owner Sharice Clinton and myself. [3:30] Just I included my inspection notes from the day of the inspection just saying [3:34] that all of us met in the backyard of the property to view the camping unit. [3:38] The owner stated she lives in the camper which is situated in the north-south [3:41] direction along the rear property line. Owner stated that the original idea was [3:46] to take the unit and basically move it on and off the property like a normal [3:48] camper. Um like you'd do for camping. [3:52] Uh, no permanent water sewer connections were observed. The owner stated that the [3:56] unit is winterized during the cold months, um, and just recently filled the [4:01] fresh water tank. She stated that she can use the house and the local gym for [4:05] showering. The owner was informed that campers, uh, may be stored on properties [4:09] if on an approved surface or improved surface. [4:13] Um, but the owner cannot occupy and live in the camping unit. The owner expressed [4:18] no interest in abating the new the issue, uh, [4:21] as she stated at that time. The owner was informed that a violation [4:25] notice, uh, would be issued. Uh, Scott Thom did also address some things, uh, [4:30] concerning the deck in the back being in violation. [4:33] So, the same day, April 20th of 2026, a notice of violation was issued and sent [4:38] certified mail and certificate of mailing to the owner, [4:41] um, with a compliance and reinspection date of May 1st, 2026. [4:46] The violation that was documented is, uh, Sandusky City Ordinance 1341.10. [4:51] Um, and I'm not going to read the whole thing to you, but I know it's in your [4:54] packet, it's up on the board. But, basically it's just saying that [4:57] basically you cannot occupy any dwelling that's not in compliance. [5:01] By definition, a camping unit is not even a dwelling. It's classified as a [5:06] temporary housing structure, and that's why [snorts] I included these [5:09] definitions in the presentation. Um, [5:13] uh, when we before a reinspection could even be performed on May 1st, 2026, the [5:18] property owner filed an appeal to Housing Appeals Board on April 29th, [5:22] 2026, which has kind of brought us here tonight. And that's all I really have [5:26] for my presentation. [6:45] This whole year, it's June now, I probably stayed in there a month, maybe. [6:51] Cuz I'm just I travel around. But, I guess, um [6:56] for me, it kind of makes me feel like I'm being targeted or discriminated [7:01] against, honestly, because I don't bother [7:05] anybody, and I own that piece of property. Um so, I don't understand why [7:11] my trailer can't sit back [cough] there. It's on blocks. It's it's in compliance [7:16] because it's on blocks. I don't understand what [7:21] the issue is. So, the neighbors let me remove like a little piece of their [8:19] fence to so it'll finish going in there and then he told me when I got ready to [8:24] move it out, he would let me do the same thing. And that's [16:00] when I was told I wasn't able to take it out. [16:03] And then they get a complaint, which I don't understand. So [23:00] » Like a weekend type of thing it's not a dwelling. [23:02] » Parking your own personal recreational vehicle is very different than using [23:07] that as a dwelling. From the perspective of the planning and [23:10] zoning code, this camper, however it may be [23:13] classified, however long it is, it has wheels on it. Anything with wheels on it [23:18] per my code is mobile and therefore does not fit the [23:22] definition of a permanent structure. To be a dwelling of any kind, [23:29] it needs to fit that definition. It needs to be a permanent structure. It [23:33] has wheels, it can't be a dwelling. So, her property is zoned R140 single family [23:39] residential district, which permits exactly one dwelling and any customary [23:44] accessory buildings, sheds, garage, detached garages, what have you. But [23:49] again, those even those customary accessory buildings or structures [23:54] are permanent. This has wheels, it's it's not a permanent structure. So, that [23:59] that would be really the difference. >> Okay. [24:03] » So, do you think your neighbor just say maybe you got a letter from the [24:09] city that said that you have to move it and that you'd be willing to pay for it, [24:13] would they be willing to work with you? >> Um maybe.
