[3:01] They have a refrigerator underneath the [3:04] sink. [3:07] » Rodney, maybe to get it over to where [3:08] you can. [3:11] » I know you're trying to connect [3:16] >> Clean up [3:16] >> Yeah, that's what we figured. The city [3:18] that needs [3:19] >> That's what we figured, yeah. [3:23] » You're allowed to find out. [3:38] » Yeah, I don't know, I don't know. [3:39] >> But [3:40] >> It's still [3:42] » Yeah. [3:43] >> Did this hurt? [3:45] >> That's not anything maybe without [3:46] people. [3:47] >> This shirt. [3:48] >> But yeah, this hurt, too. [3:50] >> This shirt. [3:53] >> There's a lot of [3:54] >> Yeah, I mean I was yelling at Brianna. [4:02] » Oh, yeah. [4:04] >> We're going to profile so you can [4:06] actually slide the beers under. [4:11] » Um it's in the fridge underneath. [4:13] >> Is it? [4:21] Oh, yeah. [4:22] Okay, make sure we're pushing it down. [4:24] >> Yeah. [4:27] » Sorry. [4:28] Yeah, the drinks are [4:33] There are drinks in there like in that [4:35] bottom cabinet and we put a mini fridge [4:37] in there that has soda and water and [4:38] stuff in the [4:40] >> Thanks for [4:41] >> Yeah, no problem. [4:45] Oh, I'm on the wrong link. [4:52] Um I don't know. That's right. I have [4:53] 88. [4:55] >> Oh, no, no. It's still [5:05] You don't fit everybody on council one [5:06] of these twice a week. [5:07] >> Yes. [5:08] >> Yeah, everybody's got one. [5:09] >> Yeah, I'm talking about 88 now. [5:18] Yeah, okay. I get what you're saying. I [5:20] thought you were saying [5:22] >> Mine's what? [5:23] When you're doing the bingo night. [5:25] >> That's [5:31] I know. That's what I was saying. I [5:32] can't remember. [5:34] » The bingo? [5:36] >> When is the bingo? [5:37] >> The the 14th of November. [5:40] >> All right. [5:44] » November 14th. [5:48] » November 27th. [5:50] >> Here we go. [5:51] >> Obviously, everybody's going to [5:53] naturally absorb the burden. [5:58] » I'm going to I'm going to stay. [6:00] >> Are you ready? Everybody gets everybody [6:02] first in the county. [6:04] >> I'll tell [6:06] >> 27, you're good. We're all good. [6:09] >> Let's see. [6:12] » [laughter] [6:14] >> Sorry. [6:15] >> Okay, so go ahead and call the meeting [6:16] to order. [6:16] >> I love that. [6:19] » Uh Monday, August 20th for [6:22] Sheridan City Council work session to [6:25] further uh 1809 or 1609. [6:33] All members are present. [6:35] Uh we have the proposed budget for 2027. [6:40] I take it that's you, Gavin. [6:41] >> Thank you, Mayor. [6:43] Um and before we jump into what you have [6:45] in your packet, [6:48] do we need to do our roll yes? [6:50] >> I forgot. Sorry, sweetheart. [6:53] >> No worries. Hi, everybody. I'm Andrea [6:55] with the Community Language Cooperative. [6:57] We're going to practice language [6:58] justice. And um in a couple of seconds, [7:02] we're going to start the interpretation. [7:03] I just want to remind everybody who is [7:05] in the room to please speak at a [7:07] conversational pace and try to be close [7:09] to the microphone so that we can hear [7:11] you super good over here on Zoom. [7:14] And how is we can start interpretation [7:44] now? [7:45] >> Thank you very much. [7:47] We have called the meeting to order [7:49] at [7:50] 6:09 p.m. or [7:52] 18 [7:54] 09. [7:55] Um, Devin is our first with the 2027 [7:58] proposed bus [7:59] >> Thanks, mayor. [8:01] Before we jump into that, I just want to [8:02] touch on really quick this handout I [8:04] gave to you guys. So, I got this from [8:08] South Suburban. [8:09] They met with all of the city managers [8:11] from the various cities that they [8:13] service. And this is a breakdown of [8:15] their what they're proposing in their [8:17] capital improvement [8:19] budget. So, I figured since we're [8:20] talking capital [8:22] improvements for our budget, we just [8:23] touch on this one and just to show you [8:25] on the parks and rec side what's coming [8:27] in or what's budgeted to come in through [8:29] the city for 20 for the 2027 [8:33] budget. So, I [8:36] if [8:37] what I'll just say is it we totaled a [8:40] little over $6 million. We have a number [8:43] of Bear Creek Trail [8:46] expenses in here. This is nothing that [8:48] you guys haven't known about on the Bear [8:50] Creek Trail side of things. It's all the [8:51] things that we've been talking [8:53] about. [8:55] The Mary Carter Greenway Trail widening, [8:58] that's [8:59] their match in the project that staff [9:03] has talked about with council previously [9:05] for the the trail underneath [9:09] Hampton and US 285. [9:11] You can see on Sheridan Community Park [9:15] that they're looking at replacing some [9:16] of the playground and shade pavilion [9:18] restroom there, so that'll be nice. [9:20] On the rec center, they are looking at [9:23] primarily roof replacement, I think. [9:26] Maybe didn't Yeah, roof and H vac to [9:30] make [9:32] it more comfortable in the gym for the [9:34] AC there. And then there's also some [9:38] preliminary uh design work going in. [9:41] That's that last budget item. That would [9:43] be to look at preliminary design for [9:45] improvements that might be included in a [9:47] future bond measure question. [9:49] So. [9:51] Uh pretty good outlay of funds that [9:53] they've got coming in to the city in the [9:55] moment. [9:55] >> That's what they're putting into it. [9:57] >> On [9:59] 2027? [10:01] Yeah, that would be for [10:02] um my understanding on this and I can [10:04] get more info for you if you need, but [10:06] they would be putting in um or they'd be [10:09] putting forth $300,000. This is for [10:11] design work. [10:13] And so they're looking at Buck, Goodson, [10:15] Lone Tree, Sheridan and Rec Center. All [10:18] of their Rec Centers for what might they [10:20] need or what do they want to possibly go [10:22] to the voters for in a bond question [10:25] that would be in 2028 [10:28] when they would go to the bond question. [10:30] So, um [10:31] spending some money to kind of go [10:33] through design and say [10:34] "Okay, these are the level of [10:35] improvements you like to see might like [10:37] to see at these various Rec Centers." [10:39] You got to spend some money up front to [10:40] figure out, "Okay, do some preliminary [10:42] design so you know how much money to ask [10:44] for if you're going to go on a bond [10:45] question. [10:46] >> So, is this a lump of money that's given [10:48] to everyone or are they given to [10:49] different for the different situations [10:52] for each city? [10:53] >> Um yeah, no. This is just a breakdown by [10:55] city. They don't go "Oh, city Sheridan [10:57] gets this much and then they go spend [10:59] it." And Lone Tree gets this much and [11:00] then they go spend. They look at their [11:02] district as a whole. [11:03] >> Right. [11:04] >> And they plan their facilities [11:05] accordingly. And then this is just a [11:07] breakdown that they did for us so we [11:09] could see what's being spent and what's [11:11] being budgeted to be spent in Sheridan. [11:14] >> And they're going to have our money. Oh, [11:15] so they don't have our money to be [11:17] spent. That's just how much it's going [11:20] to cost for those. [11:21] >> Well, they have the They'll be spending [11:23] this $6 million. [11:24] >> Yeah, that's what I was going to ask. Is [11:25] that approved through 5 voters or [11:28] >> No, no, no, no. Okay. So, all of this [11:30] money's going to get spent next year. [11:32] >> Okay. [11:33] >> All of this money is what they're saying [11:35] in their proposed budget. The 300,000, [11:37] that last line item there, is what [11:39] they're spending to do some design work [11:41] to figure out, okay, what do we want to [11:43] ask for the next year, 2028, if we go [11:47] for a bond measure that says, okay, [11:50] they're going to do this level of [11:52] improvements to Sheridan Rec Center, [11:53] whatever in the bond question. But they [11:55] got to spend a little bit up front to do [11:57] some design work to figure out, what do [11:59] we want to [12:00] >> Okay. [12:00] >> How much do we need to ask for? [12:02] >> 80 million? [12:03] >> Oh, 300,000. [12:04] >> Right. That's all design work to look at [12:08] all their Rec Centers and figure out, [12:10] okay, [12:11] what are what level of improvements or [12:12] what improvements are they recommending [12:14] to make at those Rec Centers. [12:16] >> But they are going to replace the roofs [12:18] on the roof. [12:18] >> Yes, that's happening next year. If it [12:21] hasn't started already. [12:24] >> South Suburban is that 2 million bucks [12:26] at the Sheridan? [12:27] >> Yes. [12:28] >> Yeah, that's great. [12:30] Yeah, it's not It's a pretty good start, [12:32] though. [12:32] >> It's a pretty good capital outlay right [12:33] now. [12:34] >> Yeah. [12:34] I like that a lot. [12:36] >> Um and if we need more info on any of [12:39] these, I they'd be happy to come in and [12:41] review some of this and kind of talk [12:42] about it. [12:44] Just wanted you guys to be aware, and I [12:45] thought tonight would be a good night to [12:46] do it cuz we're talking about capital. [12:48] So, let's talk about our capital money. [12:50] Um [12:51] >> Figure out what Anthony said. It's a [12:52] good idea if it's the right price. [12:54] >> Yeah. It always is. And and and you [12:57] know, that is a very positive step [12:59] forward because a couple years ago they [13:01] weren't ready to do that at all. [13:03] >> It's awesome. [13:03] >> Yeah. [13:04] So, that's good It's It's a a good good [13:07] faith um I think expenditure on behalf [13:09] of South Suburban. [13:10] >> So, this is this is their plan for what [13:12] they're funding for next year, and then [13:15] out of [13:17] the design pieces, like for the Rec [13:19] Center, [13:21] >> That would inform a potential ballot [13:22] question. [13:23] >> That would be what would inform the [13:25] flight. Replacement of showers and that [13:28] kind of thing. [13:29] >> Yes. So, you're going to have design [13:31] professionals walk through there and go, [13:33] "All right, if you want to do this, we [13:34] know it's going to cost this much." So, [13:36] you got to pay all those guys to go [13:37] through and come up with the whole plan [13:38] about, "All right, if you're going to [13:40] have to go for a [13:41] If you're going to go for a bond [13:42] measure, this is what you need to ask [13:44] for." [13:45] Okay. [13:46] Um [13:48] Moving to our capital, I think I'm going [13:50] to turn it over to Teresa, but I will [13:52] just touch on one thing real quick. Um [13:56] I uh excused Jeremiah from tonight. They [13:59] have a family emergency. [14:01] Um his mom's not doing well. They have [14:03] family flying in. So, that just stays [14:06] here. I don't feel good being public. [14:07] That's not public knowledge. [14:09] Uh but just to let you know I did it. [14:11] So, I'm going to Between Teresa and I, [14:13] we'll try and cover. Uh he did a very [14:15] good memo in here that outlines the [14:18] expenditures and all that. But, [14:20] hopefully if if you have questions that [14:22] either Teresa or I can't answer, I'll [14:24] get you the answers, you know, when [14:25] Jeremiah's available. So, okay. [14:28] >> Thank you. [14:28] >> You bet. Teresa, do you want to touch on [14:30] revenues, please? [14:32] >> You bet. So, um there are basically two [14:35] sources of revenue for the capital fund. [14:37] Um every year um in December, the SRA [14:42] um distributes um [14:45] a portion based on a calculation a [14:46] portion of the PIF to the city. And it [14:50] was voted upon that 50% of that every [14:52] year has to go to is dedicated to [14:55] streets and infrastructure structure. [14:58] So, we have budgeted 614,178 [15:02] to be received in 2027. [15:05] And then the other is it's just funded [15:07] from the general fund. So, that always pays for everything for public [15:11] works, [15:12] um for the um the police department, um [15:16] if we have any servers that we need. [15:19] Basically, anything that general fund [15:21] would pay for it, that. And we have [15:23] budgeted next year for 748,601. [15:30] So, that's the two sources of revenue. [15:33] Um [15:37] If you I'm going to have a skip it down [15:39] a few pages. If you go to page [15:42] 10. [15:43] >> [laughter] [15:50] » Yeah, so we're going down to the bottom [15:52] of of [15:54] Yeah, one more page. Sorry, Jenna. [15:58] >> All right. [15:59] So, basically what I'm [16:00] looking at is in that bottom right-hand [16:02] corner, our components of fund balance [16:06] where you can see that um we have three [16:10] bill basically all of our fund balance, [16:13] the 3,537,28 [16:16] is from the 2A revenues that we have [16:18] collected. [16:19] Um [16:20] but we also know that, you know, that it [16:23] will help, but it's never going to be [16:25] quite enough for what we're going to [16:27] need for our streets and infrastructure [16:29] needs. But just to let you know, that is [16:31] all 2A revenues that have to be [16:33] dedicated to streets and infrastructure. [16:36] So, I am sorry I skipped kind of down. [16:38] Um so, as far as going back up um [16:41] on the capital side, um [16:51] Did you have any question I I don't think I can answer really [16:56] anything on the public works budget, but [16:57] did you have any questions on that or on [16:59] the public safety um requests that were [17:02] put in? [17:04] >> Well, yeah. Let me if you don't mind, [17:05] Teresa, I'll walk through really quick [17:08] on the public [17:09] and then the chief's here in case [17:10] council has any questions about the um [17:13] public safety capital budget. [17:16] Um but as you're looking at at [17:18] Jeremiah's memo, um um, this one right [17:20] here, the 2027 Capital Public Works [17:22] Budget. [17:24] Uh, pretty basic things we got going on [17:25] here. The first one is the pavement [17:27] maintenance and repair program. That's [17:28] what we That's our main outlay every [17:30] year for fixing the streets. All right? [17:33] That's what we use this for. It's fixing [17:35] the streets. So, you can see [17:38] um, we're looking at a proposal of [17:40] 725,000 [17:43] uh, for next year. But, the vast [17:46] more most of that is doing asphalt [17:47] overlay work. Okay? [17:51] Uh, and then doing a good amount of chip [17:53] seal, slurry seal, cape seal at [17:55] $180,000. [17:56] And then we also have some miscellaneous [17:58] parking uh, or uh, pavement marking, [18:01] some concrete repairs. This is where we [18:03] do put money in for when we have uh, [18:06] concrete repairs, which is primarily [18:08] sidewalks. We're doing that. Um, we do [18:11] especially in hot summers like we have [18:13] now, we see them buckle up. And so, [18:16] you'll have them buckle. So, any extreme [18:18] temperatures, you've got a lot of hot temperatures now. Um, and then if we [18:22] get that followed up with some cold [18:23] temperatures, we just find areas where [18:25] it buckles and cracks. And so, [18:27] um, we generally stick around 50 to [18:30] 75,000 or even 100,000 into this budget. [18:33] We look at that every year. [18:35] Um, so that's reflected in here as well. [18:38] Uh, kind of unusual is the Union Pacific [18:40] Crossing, the next item that we have in [18:42] there at $250,000. [18:44] So, this is as you guys are are probably [18:46] aware, maybe new council members might [18:48] or might not be as aware. [18:50] Um, the the uh, Union Pacific Crossing [18:55] uh, down at Oxford and um, [18:59] well, it's kind of well, it's River [19:00] Point Parkway and then that turns into [19:03] What is it on the other side, Andrew? [19:05] >> Zacherias. [19:06] thank you. Sorry. Uh, brain [19:08] dead there. [19:09] Uh, but that being an intersection [19:11] there, [19:12] uh in working with the Public Utilities [19:15] Commission and Union Pacific to do uh [19:19] crossing improvements. So, since it [19:21] involves the railroad property, there's [19:23] it is very very very difficult, very [19:28] complicated. Takes years and years. And they're almost almost almost [19:33] there. [19:34] So, I yeah. [19:37] Um I think in Jeremiah's memo he [19:38] mentions that we're waiting on [19:42] um [19:43] the S&P's. [19:44] >> Yeah. Basically, we were getting I think [19:46] luckily something I specialized in, so [19:47] it's going to be kind of nice I think [19:49] for Jeremiah. Um and so we redid the [19:51] application, had PUC or [19:54] look at it, you know, they did kind of [19:55] preliminary look to make sure you fill [19:57] the boxes, right? Had a couple things [19:59] that needed to be tuned up, and we were [20:00] sending that back to the engineers, the [20:02] consulting engineers, and we'll should [20:04] be submitting the application [20:07] relatively soon, I think. And that [20:08] usually [20:09] um about a 60-day process if it's on a [20:11] post to get an approval from the PUC. [20:14] And then for UP's schedule approval, [20:16] it's usually about a year. [20:17] >> Okay. [20:18] >> So, [20:18] >> Okay. [20:20] >> Didn't all of those kind of start back [20:22] when [20:23] Jeff Cruiser went in the whole [20:25] >> No, not really. [20:27] >> After that? [20:28] >> No, [20:29] it's always it's always been more of the [20:31] crossing, the crossing over the tracks. [20:35] Yeah. You know, it definitely has some [20:37] grade issues and some things like that, [20:39] but that wasn't really affected by any [20:41] of the [20:42] um storm water. [20:43] >> No, the work [20:45] to start having with a [20:48] railroad [20:50] started about that. [20:51] >> About that time. It was it was yeah, it [20:53] was it was it's been going for years. [20:56] Yeah, to try and get this addressed. [20:58] Yes. [20:59] Um yes, ma'am. So, it's been a long long [21:02] road. [21:03] Yep. [21:03] Um if you go on the next page of the [21:06] memo or just paging down, police [21:08] department locker rooms. Got $50,000 in [21:11] here. This is really just to help wrap [21:13] up the project and any miscellaneous [21:15] items that we have going into next year. [21:17] This year, [21:19] we will be doing the majority of the [21:21] work and we just wanted to put in some [21:24] extra funds as a placeholder in there in [21:25] case we needed any additional work that [21:29] would needed to be billed into next [21:30] year. [21:33] Building remodel, we're putting $15,000 [21:36] in there. And mainly what I want to do [21:38] with this money is to do a space [21:40] analysis. So, have a [21:43] building engineer, somebody that come in [21:45] and knows how to look at [21:47] building space and interiors and figure [21:50] out, okay, [21:51] give us some options on how we can most [21:54] efficiently use the space that we have. [21:57] So, including the new Willamette Villa [21:59] property, including and looking at [22:02] general government, at the old fire [22:04] department space where the detectives [22:06] are in. [22:08] I think PD's pretty well squared away, [22:09] but we'll have them look, you know, and [22:11] if they have any suggestions [22:14] how can we [22:15] have a optimal use of space? Because we [22:17] are [22:19] um [22:20] uh and have been for a little while a [22:21] little bit, I feel not using our space [22:24] as well as we could. I could be using it [22:26] better. So, having somebody come in and [22:28] give us some design options on how the [22:30] best we can use the space that we have. [22:34] Uh [22:35] city grounds upgrades, $40,000. That's [22:37] looking at improvements and this is kind [22:39] of what we talked about. Directly came [22:41] from the goal setting session. Looking [22:43] around the outside of the building here, [22:44] how can we activate the grounds and use [22:47] a better job with that? [22:49] The restroom remodel, our restrooms do [22:51] need to be addressed here in city hall. [22:53] They're old. [22:55] Uh they need to be upgraded. [22:57] The [22:58] uh they just they need a little love and [23:01] tenderness, so uh we're budgeted $20,000 [23:04] to look at doing that. [23:06] Uh entryway signage, we talked about [23:09] that at goal setting, too. Remember some [23:10] of the crummy old signage that we have [23:12] around here? So, budgeted money into do [23:15] that. [23:15] >> Nice. [23:16] >> And then vehicles and equipment, [23:18] $80,000. [23:20] Um [23:20] I'm trying to remember what [23:23] he had in here. Do you remember [23:25] specifics on this, Teresa? Cuz I don't. [23:29] >> I think wasn't there something about Was [23:32] it He was looking at like something like [23:35] an [23:35] F-650, but that wasn't being made [23:38] anymore, so [23:41] or something [23:42] >> I apologize. I can't remember the [23:43] details on this one. [23:45] I know [23:46] we're looking at doing away with [23:49] larger [23:52] um [23:53] uh [23:55] larger plow trucks that you need a CDL [23:57] to operate and bringing them down in [24:00] like maybe a a 350 or larger or pickup [24:03] and put things because we can do a lot [24:05] of the work using those and and not have [24:09] to have a very expensive plow truck that you [24:12] have to have a CDL to do. [24:14] They're now we still will have I think [24:15] one plow truck, one or two, but [24:19] augmenting that with [24:21] um with some equipment file equipment [24:24] that doesn't require a CDL. And that's [24:26] where I need Jeremiah to go into the [24:28] specifics. I don't remember exactly the [24:30] specifics. But look again, his idea was [24:33] being able to utilize [24:36] um [24:36] looking at at different equipment and [24:39] being able to utilize it not only for [24:41] summer needs, but we can put a plow onto [24:44] the top of it onto the front of it, use [24:46] it and plow what we need to in winter. [24:47] We don't have to have employees that [24:49] have CDLs to use those. And they're [24:51] cheaper. Plow trucks are very expensive. [24:55] Um [24:56] >> But we'd still keep our We [24:58] keep room for the larger space. [25:00] >> Um [25:01] Oh, we would still have some larger Yes. [25:04] Yeah. [25:04] >> So like Oxford [25:07] >> Yeah, there'd just be the [25:09] There'd be smaller stuff that we could [25:11] do things with or depending on the [25:13] volume of the snow, do we need to have [25:15] >> Right. [25:16] >> Gives us a little bit more flexibility. [25:18] Um yeah. And when we get into final last [25:22] year, I might be able to give you some [25:22] more info on that one. I can't just [25:24] can't remember off the top of my head, [25:26] yeah. [25:27] Uh anything else on public works agenda [25:31] or agenda Teresa in your notes that I [25:35] missed? [25:36] >> No, I didn't have anything else. [25:38] >> Okay. [25:40] Um [25:41] does council have any questions about [25:43] any of the public works items or [25:45] anything? [25:46] >> Yeah, mostly just about that roads one, [25:48] you know, our 725 if that's going to be [25:50] enough to [25:52] keep our streets in good shape and keep [25:53] us out of the weeds, you know, for a [25:55] good long time like and and making sure [25:57] that we have a good plan, you know, to [25:59] keep heading in that direction as far as [26:00] like avoiding more bond measures or so. [26:03] >> It's a great point. [26:05] Bluntly, no. [26:07] >> Do we need to think about more cuz [26:09] >> Well, that's that's one of the reasons [26:11] why we're looking at a sales tax. [26:14] And and looking at how do we generate [26:16] some additional revenue? [26:18] >> For public safety? [26:19] If we can do that for [26:21] public safety, we can take the money [26:22] that would have been there and we can [26:24] move that and you could use them here. [26:26] So, you know, that's one of the rationales for looking [26:31] at that. [26:32] Um but No, does it Are we currently is [26:37] this what we need to be doing every year [26:39] to make sure that we're to No, it falls [26:41] short. [26:42] We need to be doing more. [26:44] >> What's Jeremiah's actual number, yeah? [26:46] >> Who? [26:47] >> What what what Jeremiah's actual [26:49] >> Um yeah, it would be a lot more. [26:52] Probably almost be double that. [26:54] >> Well, yeah, we're going to have to use [26:56] our sales tax increase, so that's our [26:58] angle and we're looking good on it. [26:59] >> Yeah, well, if we look at plugging this [27:02] out 10 years, which is what you would [27:04] want to do, it falls short of where we [27:06] would want to be. So, that's the reason [27:08] that we are looking at [27:11] all, you know, augmenting our revenue [27:13] sources and how that come in. [27:16] If that doesn't pan out, we might need [27:18] to look at something else. [27:20] >> So, uh [27:21] I like what they did last year, you [27:23] know, they did the same crap the same [27:25] kind of thing last year. [27:26] >> Mhm. [27:27] >> I don't even think they spent that much [27:28] that they bought. [27:29] >> I don't think we spent quite this much [27:31] last year. I can't recall and I don't [27:33] know, Chris, if you remember where we [27:35] were on 20 or it's probably in the uh [27:39] in the spreadsheet, I just don't have [27:40] that in front of me. [27:41] >> The sales were family or that's what [27:44] that one's, right? [27:45] >> Uh [27:46] >> They call it [27:47] >> They had about 500. [27:49] >> Was it about 500? [27:50] >> Yeah, that's right. [27:51] >> The record was right. [27:53] >> Yeah. [27:55] I'm trying to grab it right now and I [27:56] can't, but that sounds right, right [27:57] around 500 or so. Yeah. So, we're trying [28:00] to put We're absolutely trying to put [28:03] more in and keep up as we can. [28:06] Yeah. [28:07] Okay. [28:07] >> Is storm water anywhere here? [28:10] >> Oh, we'll get in there. [28:11] Oh, yeah. And and [28:13] No, this looks good compared to some of [28:15] our Yeah. [28:17] Okay. [28:18] Uh how about we move on to our public [28:21] safety uh capital budget request and [28:24] Chief, do you want to highlight any of [28:26] the stuff that you got in there and and [28:28] then we can ask if Council has any [28:30] questions? [28:30] >> Sure, I can just go over it, if that's [28:32] okay. [28:33] Um so, the first request that we have is [28:35] for um police vehicles. It's important [28:37] to keep our fleet up and running and [28:39] um replace older units that uh end up [28:41] costing more to maintain them. So, this [28:44] year we're asking for two police [28:45] vehicles. One will be for our patrol, [28:47] one will be for our agent administrative [28:50] vehicles. Um and the vehicles are [28:53] expensive, of course, but then [28:54] outfitting them with all the necessary [28:55] lights, sirens, etc. gets expensive. But [28:58] total for two of them would be $180,000. [29:02] Um it would be higher if it was two [29:03] patrol vehicles, but the admin vehicle [29:05] won't require as much, so it um [29:09] comes down a little bit. So, 180,000 is [29:12] the ask for the vehicles. [29:14] Um body worn cameras, we've talked about [29:16] that. Um [29:17] we entered into a contract with Axon 5 [29:19] years ago. It's a You can pay it all up [29:21] front or you can pay it via over 5 [29:24] years. So, we looked at doing that again [29:25] with Axon. Did look at um other [29:28] competitors that have come into the [29:30] market. Um Axon is a much superior [29:33] product. Our district attorneys actually [29:35] prefer Axon, but if we would have found [29:37] something that would have been [29:39] uh maybe less expensive, that gave us [29:41] everything that we needed and some, we [29:44] would have went with them, but Axon uh [29:45] won that battle. Even their price ended [29:47] up being lower than the major [29:49] competitor, which was Motorola. Um so, I [29:53] really worked with on them and uh [29:55] prodded them with uh some of the [29:57] different things that we wanted, and we [29:58] were able to get some things that we did [30:01] have last time, which should help. Some [30:02] of that is video redaction. We're [30:04] getting a lot of requests for redaction [30:06] of videos, so there are there's new [30:08] process to help with that. Um of course, [30:10] we still have our storage, which can be [30:12] very expensive. Um [30:14] and just a couple of other things that [30:16] have helped with that, but they kept the [30:18] price um [30:20] relatively uh it was better than the [30:22] other one. The other one was about [30:23] $199,000. They didn't give us as much. [30:26] So, this one would be $185,000, [30:28] but if we spread that over out over 5 [30:30] years, which is the way I believe we're [30:31] going to do it, that's a cost of $29,477 [30:35] per year. And it's just important to [30:37] remember body worn cameras are required [30:39] by law, so we do have to um get some [30:41] type of camera and our current cameras [30:45] even if we kept them we still have to [30:46] pay for the same services etc. And those [30:49] cameras are batteries are going dead [30:51] etc. So this is a good option for us. [30:55] The next thing that we have is uh [30:58] our less lethal. One of the most [31:00] important less lethal options we have is [31:02] taser. The [snorts] taser is you know of [31:05] course a way to stop someone that is [31:07] being combative or in the case of like [31:09] even if you look at the incident on the [31:11] Bear Creek Trail where the guy was with [31:13] a machete and we tried to stop him first [31:16] with the taser product that we have. [31:18] Those tasers are over 20 years old. [31:22] There's newer and better technology [31:23] that's out. The one that we would be [31:25] getting and that we're asking for is [31:26] called the taser 10. That has 10 [31:29] separate [31:30] taser probes that can be shot. So in a [31:32] case like on [31:34] we had somebody with a knife that on the [31:36] trail again or something similar we [31:38] could have one person's weapon was fired [31:41] 10 different times trying to get next to [31:43] me to stop that person. So that is a [31:46] much better technology and keep our [31:49] officers and our community safer. [31:52] So it's beyond time that we ask for [31:53] that. [31:55] contract to get every one of our [31:57] officers set up with that is $185,619. [32:02] That also can be spread out over 5 years [32:04] so it's what we're planning on doing for [32:06] a cost of $37,124 [32:09] per year. And that's something that is [32:11] not absolutely required by law but if [32:13] you didn't have it and we didn't use [32:14] that [32:16] there could be a lot more liability on [32:17] the city. So it is time that we [32:20] definitely look at upgrading those and [32:22] being that we were doing both contracts [32:24] because of both Axon products it helped [32:27] us [32:28] get a little bit better deal on both [32:31] body worn cameras and the tasers tasers [32:33] if we were just doing one. So [32:35] those are two biggest requests. Again, [32:39] stretching them out over 5 years helps. [32:42] And then the other request that we have [32:44] is the ballistic shields. We have four [32:46] of them. Those are used in um [32:48] high-stress situations where somebody [32:50] may have a firearm and we do our best to [32:52] approach them and keep the officers safe [32:54] using ballistic shield. [32:56] Those um have a warranty expiration date [32:59] on them. Two of ours are expired, so [33:01] we're down to two. We'd like to have one [33:03] in each of the patrol vehicles for the [33:05] sergeants. Um so we're asking to replace [33:07] those. Those are a cost of approximately [33:09] $7,000 apiece. So for two of them, that [33:12] would be $14,000. [33:15] And then the other uh request that we're [33:18] making is it goes back to our [33:20] conversation we had last year about the [33:22] cameras. We were looking at Flock [33:23] cameras last year for um approximately [33:26] six cameras for $18,000. [33:29] We don't think we would go to Flock just [33:30] because of some of the problems that um [33:33] Flock has had and some of the things [33:34] that um were the problems. They were [33:37] sharing the information too widely and [33:39] didn't have the scope to reel it in. [33:42] Um but Axon also offers a camera um and [33:45] we can look at others, but we have asked [33:47] for $18,000 in case we decide that [33:50] that's the way that we want to move [33:51] forward. I know the cameras can be very [33:53] controversial, but I I'm here to tell [33:55] you they are very, very beneficial to us [33:58] in preventing crime and solving crime. [34:01] And I've used that um [34:02] example plenty of times about the uh [34:05] homicide that we had. Without those, we [34:07] probably still wouldn't know who did [34:08] that. Um but it's a very important tool [34:11] and if we can get involved in the game [34:13] with getting a few of the cameras, it [34:15] would be very helpful. So [34:17] >> And so just to be clear to council, [34:18] we're not deciding we're going to buy [34:20] Flock cameras tonight. We're just saying [34:22] we're going to put money in the budget. [34:24] If [34:25] at some point next year we decide we've [34:27] had a discussion and I want to have a [34:29] discussion with council. I know you guys [34:30] want to do it. We talked about that in [34:31] goal setting. We'll have a discussion [34:33] and we'll we'll educate ourselves on [34:36] this and make, you know, get you all the [34:37] information you guys need to have to [34:39] make a good decision on that. Uh and the [34:41] money will then be there if you decide [34:43] that you want to move forward. If we [34:45] don't, it just rolls over into fund [34:47] balance, which is fine, too. So. [34:49] >> Well, we already kind of agreed on it, [34:50] last year. [34:51] >> Mhm. [34:52] >> We agreed to [34:53] approve the budget for the 18 grand for [34:56] the Flock cameras last year. [34:58] >> Well, we had been looking [35:00] at [35:02] bringing a contract forward for council [35:04] consideration [35:06] of that. And in anticipation of that, [35:08] we'd put some money It was very similar. [35:09] We'd put some money in the budget and [35:12] said, "Well, let's work up a contract [35:14] and then have a discussion with council [35:15] about what that looks like." [35:17] And then that's when all holy hell broke [35:20] loose on it. [35:21] >> Yeah. There were laws that were being [35:22] looked at and seeing if they were going [35:24] to be available. We didn't want to enter [35:26] into a contract and then find out that [35:27] we bought cameras that you can't even [35:29] use. [35:29] >> Even the folks from Flock were saying, [35:32] "We wouldn't even enter We're like [35:33] They're like saying, 'No, you shouldn't [35:36] enter shouldn't do this yet. You need to [35:37] wait and see what happens.' So. [35:39] >> Yeah. [35:39] >> I I do have a question with Oh, sorry, [35:42] Jay. [35:43] >> Just real quick, is [35:45] So, those three things together, is [35:47] Flock going to send somebody out to do [35:49] all the training on how to use [35:50] >> It's most likely not going to be Flock. [35:53] >> I thought it was Flock. I thought Flock, [35:54] but I may [35:55] >> Okay. Axon Axon Axon. [35:57] As far as training for any of those? [35:59] >> Yeah, I mean, it's a 10-shot taser. [36:01] >> You think [36:01] >> Yeah, we absolutely will get we [36:03] absolutely will get retrained. We have [36:05] to qualify with that taser every year [36:07] anyway. So, this package contains all of [36:09] the practice cartridges that we have. It [36:12] also has a training simulator, which is [36:14] something we've never had before. So, it [36:16] will give us the opportunity to wear [36:17] something like the AI glasses that you [36:20] can be involved in, you know, like a a [36:23] scenario and make commands. And if you [36:25] need to use the taser, that you practice [36:27] with that. So, there's also some other a [36:29] new practical um parts that this helps [36:32] with. So, training and then anything [36:34] that we need as far as support and [36:36] service and training, we will get. It [36:38] also allows our um our officers, our [36:41] trainers to go and get the training [36:42] which they will use. So, yes, they're [36:44] absolutely getting new training. new [36:45] training. We will not issue the uh taser [36:48] 10s until everyone receives the [36:50] training. Whoever has not received the [36:52] training will not get the taser 10 until [36:55] they have uh tested with it and [36:56] qualified to use it. So, absolutely. [36:59] >> Do you still have to be tased to carry [37:00] one or is that like [37:02] >> There are some departments that do that. [37:05] Um [37:05] >> I have video of my son being tased. [37:07] >> Yes, he should be. [37:08] >> Remember when I got a call about tasing [37:09] up in the park? [37:10] >> Sometimes they ask for volunteers, so [37:11] there's some involved. [37:14] And but not every officer gets tased to [37:17] Um [37:19] wrap around the person. [37:21] Yeah, that's called wrap technology. [37:23] That's that's good for apprehending [37:24] somebody that's running. Um cuz what [37:26] it'll do is it'll tie It shoots out like [37:29] a long string and it goes around and [37:31] they're I don't know if it's made to [37:32] >> Like string the person. [37:33] >> You've seen the side. [37:34] >> I've seen that. We've seen [37:37] >> And I think they said that [37:39] >> Yeah. But it it doesn't work the same as [37:41] this um taser. Taser can be used on [37:44] somebody who's aggressive, um won't [37:46] stop. [37:46] >> Right. [37:47] >> Whereas the other one's made for someone [37:49] who's fleeing. [37:50] So, it's just another tool. [37:52] Oh, yeah. We've used them often. [37:54] Unfortunately, [37:56] our our current tasers are not [37:59] They're failing more often than they're [38:00] working. [38:01] >> You guys have issues with them? [38:02] >> Yeah. [38:03] >> They're old. [38:04] >> They're well over well over 20 years [38:06] old. So, [38:08] >> I have a question, Chief. [38:09] >> Yes. [38:10] >> Um the admin vehicles, is that the [38:12] commander vehicles? [38:13] >> It could be a command vehicle. It could [38:14] be one for our investigations unit. Um [38:17] And our investigations unit's probably [38:19] where it's going to go, but [38:20] yeah. [38:21] >> Well, so as far as the body cam, isn't doesn't Axon also do [38:28] like a flock camera as well? [38:31] So, my question [38:32] >> that Axon does. Do cameras that are [38:34] similar to flock cameras. That's what [38:37] they first switched over. They had flock [38:39] cameras. They switched to Axon cameras. [38:42] >> So, now my my question would be a [38:44] financial question. [38:47] Would [38:48] if once we have the discussion and we [38:50] have to would they be able to whatever [38:53] you've already ordered, add that to the [38:55] order and you get a cheaper if [38:58] >> We would We would We would remind them [39:00] >> to two for one? [39:01] >> We would remind them that we are [39:03] customers with both their Tasers and [39:05] their body worn cameras and use that as [39:07] much leverage as we can. [39:08] Um and they they know they're competing [39:10] with, you know, the other people out [39:12] there that are doing that. So, [39:14] um [39:15] I've seen where they'll just give [39:17] somebody [39:19] you know, they'll say, "This is how much [39:20] it costs." And people accept it, they'll [39:21] take it. In this particular case, on [39:24] both of ours, we kept saying, "That's [39:26] not going to work. That's not going to [39:27] work." And we went um for instance, the [39:29] last upgrade and everything that we got [39:31] on our body worn cameras, they were [39:33] asking for $67,000 more than we ended up [39:36] getting it for, but I told them it's [39:37] just not going to work. And [39:39] >> What was the other one? Flock cameras. [39:40] Yeah. There is a competitor out there. [39:42] We're looking at them, etc. And they [39:44] wanted to keep us. So, it was all [39:46] legitimate. It was just saying to [39:48] >> Yes. [39:48] >> We could bundle. [39:49] >> We bundled those two. And the cameras [39:51] that the amount of cameras that we're [39:52] talking about is is a small amount. So, [39:55] uh yeah. So, what we would make sure [39:57] that we do our best to do is make sure [39:59] we compared it to what Flock was, which [40:01] was 18,000 for six. So, that's about [40:03] $3,000 camera. [40:05] Um and that included the camera and you [40:07] know, the upkeep, the maintenance. So, I [40:09] don't know that there's a lot of um [40:12] pushing that we can do in there, but [40:13] we'll try to get at least six of them [40:15] for that price. That's what my goal is. [40:17] >> So, then as far as the recording and the um retrieval of those [40:21] recordings, is it the same system that [40:26] >> They use evidence. It's called [40:27] evidence.com. And and I'm sure they tie [40:30] in together. You can use the systems [40:32] together. So that may save us some [40:33] money, yes. [40:34] >> Okay. [40:36] >> Which [40:37] >> Yeah, which vehicles needed replaced [40:39] currently? [40:40] >> One of our older vehicles, like the [40:42] transmission was going out, we'd want to [40:44] pay 7 grand to have the transmission [40:46] replaced when we're going to be [40:47] replacing it. So that was one of the [40:49] older Fords. Um that's going to go out. [40:52] And then uh one of the admin vehicles is [40:55] starting is probably [40:57] 9 years old and and it didn't get as [41:00] much mileage, but it is getting older [41:02] and we need to replace it. [41:03] >> So I just want to thank you. [41:04] >> Yeah. We try to be pretty proactive as [41:06] you know on keeping those fleet uh all [41:09] of our fleet, public safety, public [41:11] works, keeping all of our fleet up to [41:13] speed as much as we can rather than [41:15] waiting until it breaks down. We we [41:17] replace it before that. That way we get [41:19] good auction value, we get good trade-in [41:21] value, we get or we just don't run into [41:23] the major huge problems and wait waiting [41:25] until your fleet gets so old and uh then [41:27] you're replacing things on an emergency [41:29] basis and you're paying through the [41:30] nose. [41:31] >> Right. [41:31] >> And that's the ghost vehicles we're [41:32] using over at Target, putting out at [41:35] Costco over there in River. We call it [41:36] ghost vehicle because we park it there [41:38] and there's nobody really in it, but we [41:41] try to deter [41:42] >> Mhm. [41:43] >> You know, sometimes we do have people [41:44] there, but sometimes we don't. So we use [41:46] that vehicle. That vehicle that we were [41:49] using there was the one people were [41:50] there to get over there. [41:52] >> It was it was going down. [41:54] >> That was just one of the older vehicles [41:55] that we were doing our best to But if we [41:58] were to put that into regular service, [41:59] that wouldn't have worked. It wouldn't [42:00] be too unreliable. So [42:03] >> Okay. [42:04] Any other questions before we move on to [42:06] our other funds for tonight? Okay. Um [42:11] I'm going to let Teresa take over on [42:13] this one primarily. We've got [42:16] what I call our special revenue funds. [42:18] So, it's open space conservation trust [42:20] fund, storm water, debt service, [42:23] volunteer fire pension, and Sheridan [42:25] Celebrates, even though Sheridan [42:26] Celebrates is general fund budget. But, [42:28] most of these funds have a We call them [42:31] special revenue funds cuz they have a [42:32] dedicated revenue source for them. So, [42:35] for example, the open space fund has [42:38] funding that comes from the uh open [42:40] space the the uh county's uh open space [42:43] tax and get shared back with us. Um [42:46] >> Mhm? [42:47] >> Oh. [42:48] Um you know, our conservation trust fund [42:50] is uh lottery money that comes in from [42:53] the state and we get a piece of it. So, [42:54] it has special pieces of uh our special [42:57] sources of revenue where the money comes [42:59] from to these. So, Teresa? [43:02] Take it away. [43:02] >> All righty. [43:04] So, um yeah, like Devin said, the [43:06] everything that is kind of our special [43:08] funds usually have a their own revenue [43:11] source. So, open space fund, as you [43:12] know, we get the annual share back from [43:15] Arapahoe County. Um I've budgeted [43:17] 235,597 [43:20] for that. Um the other items are we have [43:24] the GOCO Inspire Grant, which that has [43:26] been ongoing and we're going to continue [43:28] with that. And then, the other items the [43:31] other grant items were things that we [43:33] had budgeted this year, but are getting [43:35] moved to next year. [43:37] And that's for the Mary Carter Greenway [43:39] widening grant, the Bear Creek Trail [43:42] widening, and the Bear Creek Trailhead. [43:45] So, that's kind of money's coming in. [43:47] And then, as you'll see, you're going to [43:49] have the offsetting expenses for all [43:51] those grants. So, you know, your GOCO [43:52] Inspire, you know, um [43:55] the federal project we're going to be [43:56] working on that the 3600 South Federal, [43:59] and then like we said, all the grants [44:01] that we talked about up above, we're going to [44:04] be having the expenses for those down [44:06] below. [44:08] Um, so we're just and I think whatever [44:10] Devin gave you probably has [44:12] from South Suburban probably had um some [44:15] of that information in there as well. [44:18] Yeah. So moving on to our [44:19] >> one of those items are their match to [44:21] these projects. [44:23] >> Mhm. [44:27] » The next budget that we're going to talk [44:28] about is our conservation trust fund. [44:31] Um, we from there we get quarterly right [44:34] lottery revenue. [44:35] Um, so that we've got that budget at [44:37] 36598 [44:39] and then a small amount of interest [44:41] coming in. [44:42] Um, our conservation trust fund has a [44:45] little bit stricter rules than open [44:46] space. [44:48] Um, so we usually tend to kind of [44:50] collect that for a few years until we [44:53] have a project that will fit well for [44:54] that. So it pays for the ongoing [44:56] maintenance of parks. Um, so that's [44:59] where we're we've got those for the [45:02] 18,000 for Bobcat, Wildcat, Pioneer, and [45:05] Veterans Park. And then we always just [45:08] put a little amount in there for [45:09] miscellaneous park projects so that if [45:11] we have anything come up we're able to, [45:13] you know, go ahead and fix it or take [45:15] care of it if we need to. [45:17] >> And that's and that's really so that we [45:19] just don't have to do a budget [45:20] amendment. We'll still come to the [45:22] council if we have a project, we'll [45:24] still go by you, make sure that you [45:26] bless it, that you're okay with it, but [45:28] then we just don't have to do a budget [45:30] amendment to to do the project if it's a [45:32] small little miscellaneous project. [45:39] » So on our storm water fund I'm going to [45:42] press pause on that and go to the debt [45:44] service fund because Jeremiah actually [45:46] wrote up a nice memo for the storm water. Um, so [45:50] our debt service revenues, um, as you [45:52] know that we refinanced the bonds all [45:54] but one [45:56] um part of the 2016 bond. So looking at [45:59] next year for the property tax and [46:02] specific ownership, we're going to have [46:04] to assess an 8.552 [46:07] mill levy. Um this always makes me happy [46:10] when I tell you this because when we [46:12] started this prom it started this [46:15] project what our commitment was to the [46:18] citizens was they would never have over [46:21] a 20 mill mill levy. So [46:24] it just keeps getting lower. So I just [46:27] love that cuz that's better for our [46:28] constituents. So yes, I always like that [46:31] we have such a low mill levy. So um and [46:34] then we have the transfer for the um [46:37] COP payment um of 372 275. [46:41] And then of course with that service, [46:42] we're paying our bond principal, our [46:44] bond interest, and then our COP [46:46] principal and interest. [46:50] Our volunteer fire pension fund [46:52] we really kept that a lot the same. Um [46:54] the city will make their 50,000 [46:56] matching. [46:57] I will apply for the um grant with the [47:00] state for 23,194. [47:03] And then the benefit expenses we have [47:05] been coming under those. So we're just [47:07] going to leave that at 90. [47:10] And then Sheridan celebrates, we did [47:12] have one change that uh Jean wanted to [47:15] note and that was that we have started [47:18] having um interpretation and translation [47:21] expense. So we have broken that out. So [47:23] you will see there is a $2,000 line item [47:26] for that in their budget. That's a [47:28] little different from what it was in the [47:29] past. [47:31] And then moving on down to the storm [47:34] water public works [47:37] I think this year from [47:40] in talking to Jeremiah and Devon is [47:42] we're really going to [47:44] the storm water rate model is going to [47:48] get done. [47:48] >> [laughter] [47:49] >> I think there has to be [47:51] um I think Jeremiah has looked into it [47:54] and I I there's a lot of like he needs [47:56] computer software or he needs some [47:58] things to [47:59] I believe I'm not going to say all this [48:01] right, but basically to get all them [48:03] information in the system so we have it [48:05] documented [48:07] and then they can build that that rate [48:09] model off of it once he kind of has all [48:12] of that in there. And so we will for [48:15] 2027 for the revenue we do have as we [48:17] have in the past we've always just [48:19] increased the stormwater bills by 10% [48:23] until we get that final rate model. So [48:26] that's what we have for revenue increase [48:28] and then like I said we're I think we [48:30] are going to get this wrapped up and get [48:32] the rate model and [48:34] all of that going so we have a better [48:36] picture of what we really need to do for [48:38] the stormwater. [48:41] » Yeah. [48:42] Um [48:44] So let me let me just that was very good [48:47] summary by Teresa. Let me just touch on [48:48] a little bit here. You know, if you [48:50] remember during our goal setting we were [48:52] talking about the stormwater fund. It is [48:54] not sustainable. It's not in a [48:56] sustainable place. We've been knowing [48:58] we've known this for a while. [49:00] Um so in order to build a sustainable [49:04] rate model, you have to know uh what [49:08] kind of system you have, how much does [49:11] it cost to for that system to provide [49:14] the service and how much does it cost to [49:15] maintain it, how much does it cost for [49:17] capital replacement of it over a span of [49:20] years. So that's what we do and we bring [49:22] in [49:23] um a a rate modeler and that's what this [49:26] $50,000 is to go out, make sure we [49:29] understand exactly what the system [49:31] involves. [49:32] Um it would be um looking at TVing it, [49:36] doing all the kind of stuff, making sure [49:38] we do an assessment of its condition, [49:40] all those kind of things. [49:42] Uh and then have them look at that. Then [49:44] once you know what is the cost to [49:47] provide the service then you can build a [49:49] rate model around that. [49:50] >> Okay. [49:50] >> them modelers? [49:51] >> Mhm. [49:52] >> Do they call themselves modelers? [49:54] >> Oh, no. [49:56] >> No, I was really curious. I'm like [49:57] >> No, yeah, yeah, yeah. No, they they It's [50:00] just It's contractors. It'd be a [50:02] contractor that you hire that does that [50:05] kind of work. Yeah. Uh the last time I [50:08] did this, I did one for the town of [50:10] Dillon, and the guy we hired to do it [50:13] got hired away by Denver Water to do [50:15] their rate modeling for them. So, it's [50:17] some guys that some people specialize in [50:20] >> And it's rare. That's what I was My next [50:22] question was is modelers, there's [50:23] probably [50:24] few of them out there, right? [50:26] >> There's There's some that specialize in [50:28] it, and there's a few companies out [50:29] there that will do this work. [50:31] >> Oh. [50:31] >> So, you'll we'll get a handful of bids [50:34] from people to come and do the work for [50:36] you. [50:36] >> Yeah. That was exactly what I meant. [50:38] >> Yep. [50:39] Um [50:39] >> How many do you think we'll get on it if [50:41] there's [50:41] few modelers? [50:42] >> if if we got for a system our size, this [50:45] small, if we get two or three, I'd be [50:46] ecstatic. [50:47] >> Okay. [50:48] >> Yeah. [50:48] >> All right. Cool. [50:49] >> Um [50:51] But we do also need to buy some computer [50:53] software that helps us maintain that [50:55] system, catalog that system, all this, [50:57] you know, we don't have We don't have [50:59] anything that does our storm water [51:01] system right now. So, we need that. Uh [51:03] and then um cleaning and video. So, we [51:06] definitely um and this takes me into the [51:09] last item I'll talk about on storm. Uh [51:12] we do need to get in there. We do have [51:14] areas of our storm water that needs to [51:16] be cleaned up, that needs maintenance. [51:18] Um we need to go in there, and the best [51:20] way to know all that is that you video [51:22] it all, so you can see have a visual [51:24] record of what you have in there, and [51:25] then go out and have that cleaned up. [51:27] So, we got 50,000 in uh the capital for [51:31] doing that for next year. We're going to [51:32] be doing some of that right away, [51:34] though. Uh and I wanted to This is one [51:36] thing Jeremiah [51:38] uh was going to talk to council tonight [51:40] uh before he had that family emergency. [51:42] And if I can just take 5 minutes, I'll [51:44] talk about it. So, we had the big storm [51:47] event. And we had uh [51:50] a bit of flooding in the city as almost [51:53] everybody had some flooding going on in [51:55] across the metro area. [51:57] Um by and large, our storm water system [52:00] did what it needed to do. [52:02] It uh it collected it put it the storm [52:05] water into the areas that it needed to [52:07] go to. It drained out as it needed to [52:10] drain. [52:11] Uh but there were some areas where it [52:13] didn't work great. And we had some [52:15] blockages. [52:16] Uh we had some areas of flooding. So, um [52:20] we have engaged with a company that we [52:24] used to do some of the work at the VFW [52:27] that needed to be done. And they're [52:28] going to do some alleyway work. Our [52:29] alleyways need some work that um when [52:32] you have big washout events like this, [52:35] it just exacerbates the problems when [52:37] you have [52:38] um some of the older dirt alleys like we [52:40] have. So, we're going to have them do [52:43] some work on our alleys that will help [52:45] um with washout that we've saw. They're [52:47] going to do the alleyway [52:50] um between Girard and Hampton. Um [52:53] that'll be involving reclaiming gravel [52:55] and stabilizing it and prepping it for [52:58] pave paving next year. [53:00] We'll do the [53:02] uh the alleyway [53:04] um between Kenosha and Bryant on Girard. [53:09] That'll be again reclaiming gravel and [53:11] stabilizing. [53:13] Uh and then on South King and Mansfield, [53:15] that alley that way will pave [53:18] uh this year. [53:20] So, in addition to doing that, we also [53:22] have um a couple companies that are [53:24] scheduling [53:26] uh in the next 2 weeks to do video uh [53:29] additional video inspection and jet [53:31] clean [53:32] of the lights. So, we had with that, you [53:34] know, you guys saw the pictures probably [53:35] too. You know, a lot of stuff washed [53:37] down into the drainage into the inlets [53:40] into the area and it they need to be um [53:43] we need to go in and video it, see where [53:44] the blockages are, jet clean them where [53:46] we can, and get that stuff out so that [53:48] they're ready for the next storm, and we [53:50] don't have backups. So, all of that is [53:52] going on right now uh in addressing the [53:56] uh latest big storm that we had. So, for [53:59] again, the system worked pretty well. It [54:02] really I mean, compared to what it was [54:04] before we made all the improvements on [54:05] the stormwater um system in uh about 10 [54:08] years ago, and everything I mean, it it [54:11] was very good. Compared to how it could [54:14] have been. [54:14] >> You learned all them swimming pools at [54:16] the end of the day. Nobody's swimming. [54:18] >> Yeah. Well, you we used to have any kind [54:20] of rain in over here in uh over here in [54:23] the on uh [54:25] It was just just [54:26] um south of Dallas is what was it on? [54:29] >> Decatur. [54:30] Yeah, we had the the big uh the [54:32] swimming hole over there. [54:33] >> Yeah, great. [54:34] >> That's gone. [54:35] Woo. [54:36] Yeah, that's [clears throat] that's gone [54:38] pretty soon. [54:38] >> Thanks goodness on that. [54:40] >> Um [54:40] >> Thank you. [54:41] >> Teresa, anything I missed on stormwater? [54:45] >> No, I think that covers it all. [54:47] >> Okay. Any questions the council had on [54:50] stormwater? [54:51] >> Yeah. [54:52] >> It was more about the road. [54:54] >> Okay. [54:54] >> I just wanted to know where there would [54:55] be any alleys left unpaved. [54:57] I was wondering if we had an idea of how [54:59] many more there were. [55:00] >> We got a handful of them, so you we do. [55:02] So, um that's something that we [55:04] definitely want to get to at one point [55:06] is kind of paving as we go. We don't we [55:08] can't do it all at once. We just We [55:10] don't have the real funding to do that. [55:12] >> couple of them. [55:12] >> But doing one or two a year or so, or in [55:15] some of the more problem ones that are [55:17] what we see with that washout. Um so, [55:20] that's definitely on on Jeremiah's radar [55:23] to do a lot of that. And [55:25] um looking at bringing on contractors to [55:28] more cleaning and maintenance in the [55:29] alleys that are um either gravel at this [55:33] point, or they're you know, that we [55:34] can't get to quite yet. And making sure [55:36] that we're still doing that we can go [55:38] through and grade it. We can do some of [55:39] that work and making sure we're doing [55:41] that. [55:41] >> Sounds good. [55:42] >> Yeah, you're good to go. [55:43] Um [55:45] >> Is your space something Are you at [55:47] >> I'm hoping that it's the one that's [55:49] right between Mansfield and Milan and [55:52] King and [55:54] >> Yes. [55:55] >> Yeah, is that it? It's such a mess. [55:57] >> I'm pretty sure it's [55:58] >> Oh, it's all dirt and it's a four-wheel [56:00] drive trail. [56:01] >> So, [56:02] um what So, the alley between South King [56:05] and West Mansfield, [56:09] uh will be paved by our patching company [56:11] because erosion is problematic due to [56:12] the steep grades and constant washout. [56:15] So, I think it's Southland Jane. I [56:16] apologize. So good for Jeremy sent me [56:18] pictures, but I wasn't able to get them. [56:21] But, I'm pretty sure it's Southland. [56:22] >> It felt so. [56:23] >> Yes, and I'll verify that for you. Um [56:27] We've got a couple minutes, Mayor, so [56:30] unless there's other questions. [56:32] Tonight's pretty straightforward. [56:35] Yeah, any questions on any of the items [56:37] that we have on uh tonight? It's a [56:39] second reading of the ordinance. [56:41] >> Ordinance. [56:41] >> Sales tax. [56:42] >> Anthony has a question. [56:43] >> Okay. [56:44] >> This is unrelated, but the Sheridan [56:45] celebrated were [56:47] we're interested in if we could get [56:49] possibly a city vehicle, maybe an [56:51] electric vehicle to have for the parade. [56:54] >> In the parade. [56:56] >> Oh, to to like [56:57] >> To be in the [56:58] >> Just drive around in it? Yeah, we could [57:00] do our one that has the has all the [57:02] markings on it. [57:03] >> Yeah. [57:03] >> You know, that would be awesome. [57:04] >> sounds perfect. [57:05] >> Yeah, yeah. [57:05] >> That's what we need. [57:07] >> Yeah, you know, we can absolutely do [57:08] that. [57:09] >> Thank you. [57:09] >> Yeah, we'll I'll I'll volunteer someone [57:11] to drive it. [57:14] Or you guys can do it either way. [57:21] Yeah, your idea, you get to drive it, [57:23] right? [57:24] Okay. [57:25] There you go. [57:26] That sounds good. [57:27] >> And check the mailboxes. Or anyone else [57:29] that has any ideas for parade entries. [57:33] >> I think I have a parade entries have [57:34] been hard to come by nowadays. [57:36] >> Because of the gas prices and the COVID. [57:40] So. [57:41] You want to walk or ride a horse or ride [57:43] a bike or whatever. [57:44] >> Yeah. Life is a horse. [57:46] >> That's that's what [57:49] » Get you a horse you have to get it [57:50] >> You get a horse. [57:53] I'm going to give you some of the little [57:54] signs [57:55] that you you know you represent the city [57:57] of Paradise. [57:59] >> We should have [58:00] >> Your custom banners and [58:01] Or if you got your teeth [58:02] >> Or you know [58:05] Dallas always volunteered to be on the [58:07] stupid crew behind at the end of the [58:10] That was his thing he always volunteered [58:11] but [1:05:14] » Mhm. [1:05:24] » Andrea, if you're there, you can go [1:05:26] ahead. [1:05:31] » Thank you. [1:05:34] Yeah, good afternoon everybody. I'm [1:05:35] Andrea with the Community Language [1:05:36] Cooperative. We're going to be [1:05:38] practicing language justice. And I just [1:05:40] wanted to remind everybody to please [1:05:42] speak at a conversational pace so that I [1:05:44] can interpret everything into Spanish. [1:06:08] And host, we can start interpretation [1:06:09] now. [1:06:11] >> Thank you. [1:06:12] Um, I'm going to go ahead and call this [1:06:15] uh [1:06:17] August 24th, 2026 regular meeting of the [1:06:20] Sheridan City Council to order. Welcome [1:06:23] and good evening, everyone. [1:06:25] Uh, please [1:06:27] we're all pre- we are all here. [1:06:32] Yes, we are. But why is my Oh, okay. [1:06:38] Now we're all here. [1:06:40] On the software, too. [1:06:42] >> Okay. [1:06:43] One more time. [1:06:46] » There we go. [1:06:47] Oh, that was weird. Okay. [1:06:49] Um [1:06:51] Are you ready, sir, for the invocation? [1:06:53] >> Mhm. [1:06:53] >> We'll have Councilman Whitaker lead us [1:06:56] in the um Pledge of Allegiance follow- [1:06:59] uh invocation followed by the Pledge of [1:07:01] Allegiance. [1:07:05] » God of peace, we invite you to preside [1:07:08] over this meeting. [1:07:10] Even if we have different opinions, give [1:07:12] us unity of spirit. [1:07:14] Help us each to listen politely as [1:07:17] others share their points of view. [1:07:20] Help us to work as a unified team in [1:07:22] combining ideas for a great outcome. [1:07:27] Help us to work as a whole rather than [1:07:29] individuals trying to promote their own [1:07:31] agendas. [1:07:34] We may May we have a spirit of [1:07:36] camaraderie in this room and work [1:07:38] together on our shared mission. [1:07:41] Amen. [1:07:43] >> Amen. [1:07:45] >> I pledge allegiance [1:07:46] >> to the flag [1:07:47] >> of the United States of America [1:07:49] >> and to the Republic [1:07:51] >> for which it stands [1:07:52] >> one nation [1:07:53] >> under God [1:07:54] >> indivisible [1:07:55] >> with liberty and justice for all. [1:08:03] » Uh next we have the approval of the [1:08:05] agenda. City Clerk, are there any [1:08:07] changes to the agenda? [1:08:09] >> No changes to the agenda, Madam Mayor. [1:08:10] >> Thank you. [1:08:12] Um [1:08:14] uh next we have uh the financial [1:08:16] reports. Are there any questions on the [1:08:20] financial reports? [1:08:24] We have a motion by Councilwoman Stang [1:08:26] and a second by uh Mayor Pro Tem Michael [1:08:29] Moreno. [1:08:31] Got it. [1:08:33] >> [laughter] [1:08:34] >> Um [1:08:36] I know it's such a tongue twister. [1:08:42] You can go ahead and cast your votes. [1:08:49] That approves [1:08:51] uh by a unanimous vote of seven. [1:08:54] Uh next we have staff reports, City [1:08:56] Clerk. [1:08:58] >> Um yes, thank you, Mayor Mayor. Um just [1:09:01] make sure you check your mailboxes this [1:09:02] evening before you leave. And then if [1:09:05] you are wanting to attend the National [1:09:07] League of Cities conference [1:09:16] » I'm sorry. [1:09:20] » Okay. [1:09:20] >> I was logging into the meeting. I'm [1:09:22] sorry. [1:09:24] >> Okay. If you're wanting to attend the [1:09:26] National League of Cities, if you could [1:09:27] please let me know right away so we can [1:09:28] get everybody confirmed. Hotels have [1:09:30] filled up pretty quickly. [1:09:32] So, the host hotel is full, but I want [1:09:35] to make sure we can get you close to the [1:09:36] location of the conference. Um, so [1:09:39] please let me know right away. And then [1:09:41] if we get everybody booked at the same [1:09:42] time, um, they will comp one of the, um, [1:09:45] registration. [clears throat] So, let me [1:09:47] know as soon as possible. Hopefully like [1:09:49] today or tomorrow would be great. And [1:09:51] that is all I have. [1:09:53] Thank you. [1:09:54] >> Thank you. City attorney. [1:09:56] Hi Brandon. Nice to meet See you this [1:09:58] evening. [1:10:01] Uh-oh. [1:10:04] » Well, I have nothing to report, but [1:10:05] thank you for welcoming you. [1:10:14] » City manager. [1:10:15] >> [laughter] [1:10:18] » Uh [1:10:19] >> your turn. [1:10:20] >> Yeah, thank you, Mayor. [1:10:21] Uh, you have my written report in front [1:10:23] of you. Just a one or two things I'll [1:10:24] touch on there. [1:10:26] Um, [1:10:27] where did it go? [1:10:28] Um, [1:10:29] the second item I have on there, cable [1:10:31] franchise agreement. [1:10:33] Uh, I did have an initial meeting with, [1:10:35] uh, a representative from Comcast to [1:10:37] talk about the city's, uh, cable [1:10:39] franchise agreement. It did expire in [1:10:42] 2024, but that's not necessarily [1:10:44] unusual. I've been informed by our the [1:10:47] city attorney who luckily for us happens [1:10:49] to be an expert on cable franchise [1:10:52] agreement. So, um, [1:10:54] just wanted to let you guys know that [1:10:55] we're we'll begin working with uh, [1:10:58] Comcast on renewing that franchise and [1:11:00] we've got one of the best attorneys in [1:11:01] the whole state to help us do it. So, [1:11:03] yay. [1:11:04] Um [1:11:06] It means I don't have to do it. [1:11:08] >> [laughter] [1:11:12] » Yeah. [1:11:14] Um sorry, hold on. Um oh, the the only [1:11:17] other thing, the very last item on [1:11:19] there, we our staff is issuing an RFP or [1:11:23] has issued an RFP to bring on a new [1:11:27] operations and maintenance vendor for [1:11:28] our EV chargers. The as you guys [1:11:31] probably know that the screens on there [1:11:33] got burned out. And so, they're very [1:11:36] difficult to see if not impossible to [1:11:38] see on the screen. You can still charge [1:11:39] your car using the app and a few people [1:11:42] do that, but we lost quite a few [1:11:44] customers [1:11:46] once the operability of the screens went [1:11:49] by the wayside. And we tried to get our vendor that we had at the time to [1:11:53] out to do something about it. It was [1:11:54] just not working very well. So, we're [1:11:57] put out an RFP to get somebody new on [1:11:59] board [1:12:01] and address the issues that we've had [1:12:03] with the with the screens and the [1:12:05] operability of the chargers there. So, [1:12:07] just wanted you to know that that's in [1:12:09] progress. [1:12:11] >> Devon, I have I have a question then on [1:12:14] the EV chargers. [1:12:17] Um [1:12:18] will there be like [1:12:21] a kind of a push to say, "Hey, our [1:12:23] chargers are up and operating now in [1:12:25] order to get those customers back?" [1:12:27] >> Yeah, we'll do Yeah, we can do things we [1:12:29] can look at doing a number of things [1:12:31] even [1:12:32] when chargers in cities have done this [1:12:34] and a lot of places do this. When [1:12:36] chargers are brand new, they'll do like [1:12:38] they'll do a free month. [1:12:40] Or they'll do a free period of time when [1:12:43] people can come and just use them for [1:12:44] free. There's also all kinds of apps [1:12:47] that are out there and you can promote [1:12:49] your chargers on the apps and you can [1:12:51] hopefully maybe we can look at having [1:12:53] our new vendor push back out to the apps [1:12:55] and say hey um these chargers are are [1:12:58] back in operating. They are they've [1:13:00] always been operating. They just the [1:13:01] screens have been [1:13:03] yeah. [1:13:03] >> in their in customers minds. [1:13:05] >> Yes. [1:13:06] >> They're not working. [1:13:06] >> Yeah, so and we'll put the word out on [1:13:09] all of our social media all of our ways. [1:13:12] So we'll try and push the air and get [1:13:13] people back to using it. But it was very [1:13:16] unfortunate. Yeah, I think we definitely lost customers for for [1:13:21] that. And we're not in it to make money. [1:13:23] We don't make hardly any money on it at [1:13:25] all. It's a service for our our citizens [1:13:28] and we just want them to have you know [1:13:30] good service and an opportunity to come [1:13:31] and use the you know a high speed [1:13:33] charger here. [1:13:35] >> And [1:13:35] >> [clears throat] [1:13:35] >> and then I have one more question since we didn't [1:13:39] cuz we were busy with budgeting and what [1:13:41] have you earlier. The cable franchise So [1:13:44] does that mean all of the [1:13:47] um Xfinity [1:13:50] >> So cable fran So cable franchising is [1:13:52] just for the TV product. It doesn't deal [1:13:55] with the internet product at all. But [1:13:57] what it it really is is authorization to [1:13:59] use the right away at the end of the day [1:14:01] and all the rules and regulations around [1:14:03] using the right away in exchange for our [1:14:05] franchise fee. [1:14:06] >> Okay. [1:14:08] >> But we have we have separate franchise [1:14:10] agreements say with Excel we have a [1:14:12] franchise agreement with Comcast we have [1:14:14] a franchise agreement. So we don't have [1:14:15] one agreement that applies to everybody [1:14:17] who uses the right away. [1:14:19] >> There's several laws um for [1:14:21] all these different utilities and cable [1:14:23] is governed by the cable act which is a [1:14:25] law from the 80s so there's very [1:14:26] specific things that have to be [1:14:28] um done in these franchises. [1:14:31] >> So then Brandon can I ask just one more [1:14:33] question? I know I was at the library [1:14:35] trying to use the fax machine [1:14:38] and it's a cable that runs from 7-Eleven [1:14:42] to the library and is [1:14:45] underground [1:14:47] some type of [1:14:50] >> Yeah, I mean I don't know [1:14:51] >> And it's So, they had to replace [1:14:54] the fax machine to work Bluetooth [1:14:57] because that thing kept not working. [1:15:00] So. [1:15:01] >> Yeah, I mean that could be a variety of [1:15:03] different providers. [1:15:04] >> Right. I mean I I have no idea who the [1:15:05] provider is, but when you're talking to [1:15:09] the for cable franchising [1:15:11] um [1:15:15] Does that include the cable that's [1:15:16] buried or out there or anything or just [1:15:20] >> I mean the short answer is no [1:15:22] because that that cable is either [1:15:25] broadband internet product or it's a [1:15:27] copper phone product. [1:15:29] Both of which are separate regulatory [1:15:31] issues. [1:15:32] We are only allowed to regulate the [1:15:33] cable franchise cable TV and that is a [1:15:37] >> That's it. [1:15:39] Just questioning. [1:15:42] Cuz cable can mean a lot of things to a [1:15:43] lot of people. [1:15:44] >> Mhm. Oh, for sure. [1:15:46] >> Okay. [1:15:46] >> That's all I got, Mary. Happy to answer [1:15:48] questions. [1:15:48] >> Thanks. [1:15:49] >> Mhm. [1:15:53] » Jeez. [1:15:55] >> I just had a backpack giveaway at Ellis [1:15:57] Terry wanted to let you know about. We [1:15:59] gave out some about 200 backpacks to our [1:16:02] students going back to school there. So, [1:16:04] that was a good opportunity to get with [1:16:06] them. And then we had active shooter [1:16:08] training over in a building in Englewood [1:16:11] that is going to be torn down. So, it is [1:16:13] a really huge building about a [1:16:16] city block long and there's plenty of [1:16:18] different doors and hallways. So, it was [1:16:19] a real good opportunity to train in a [1:16:23] place that you can't possibly know where [1:16:26] a active shooter [1:16:28] you know, where the bad guy would be [1:16:29] hiding etc. So, we did that in [1:16:31] partnership with Glendale. [1:16:33] Glendale's sergeant [1:16:36] wife works for the company. So, they've [1:16:39] been very law law friendly and allowed [1:16:41] us to go over there, so [1:16:43] um we had a really good day of training [1:16:44] there. We use what we call Sims [1:16:46] ammunition, which is kind of like [1:16:48] paintball, but they're smaller and they [1:16:51] uh they hurt just like a paintball does. [1:16:53] So, it makes it real um [1:16:56] realistic, and the officers have to um [1:16:59] sometimes they get hit with the paint [1:17:00] balls or the Sims, and it hurts, but [1:17:02] it's uh makes it a lot more realistic. [1:17:05] So, a good day of training over there, [1:17:07] and we've been able to do that with both [1:17:08] sides of our house over there. So, just [1:17:10] wanted to bring you up to date on that. [1:17:12] Happy to answer any questions, [1:17:14] Councilman. [1:17:17] » Is this [1:17:18] Oh, sorry. I was wondering how you uh [1:17:20] funded your uh [1:17:22] backpack, you know, your community [1:17:24] involvement, how you guys uh did you do [1:17:26] fundraisers for that? [1:17:27] >> No, actually we partner with uh another [1:17:30] agency. Um why can't I think of their [1:17:33] name right now? Um [1:17:35] Precious. Precious Child. Um so, they're [1:17:38] uh [1:17:39] they're a um [1:17:41] company or a business or nonprofit that [1:17:43] is basically up north, but um a few [1:17:46] years ago I got connected with them, and [1:17:47] we've applied, and we've been lucky [1:17:49] enough to be selected each year that um [1:17:51] I've been doing it the last 5 years. So, [1:17:54] they're the ones that supply all the [1:17:55] backpacks from their nonprofit [1:17:57] organization. And the backpacks come [1:17:59] full with supplies, so it's not just the [1:18:01] backpack. Comes with pencils and [1:18:04] crayons, and they're kind of grade [1:18:06] specific, and that's why we choose one [1:18:08] school at a time. Um we chose for the [1:18:10] younger kids this year. [1:18:12] >> Thanks for doing that, Chief. [1:18:14] >> You're welcome. [1:18:15] Precious Child. [1:18:20] Any other questions? [1:18:22] >> Do you have a question? [1:18:25] Okay. [1:18:28] No. No questions. Anyone else questions? [1:18:31] Okay. [1:18:32] Uh next we have the minutes from the [1:18:34] regular City Council meeting of August [1:18:36] 10th, 2026 [1:18:38] um is um [1:18:41] I have a motion from Councilman Camacho [1:18:45] and a second from Mayor Pro Tem Michael [1:18:48] Moreno. Um [1:18:52] Questions? [1:18:55] No. Hearing none, we can go ahead and [1:18:57] cast our votes. [1:19:01] That passes unanimously. Uh next we have [1:19:04] the consent agenda including approval of [1:19:06] disbursements from August 1st, 2026 to [1:19:08] August 15th, 2026 in the amount of [1:19:11] $576,061.61. [1:19:16] And y'all do this stuff on purpose, [1:19:17] don't you? [1:19:22] We [1:19:24] Uh we have a motion from Councilmember [1:19:26] Whitaker and a second from Councilwoman [1:19:29] Standing. [1:19:31] Are there any questions other than how [1:19:33] do these numbers [1:19:35] keep showing up 61 and 61 cents and 76 [1:19:39] cents? It's just [1:19:41] mind-boggling. [1:19:45] We can cast our votes. That passes [1:19:47] unanimously [1:19:49] uh with seven votes. [1:19:51] Um [1:19:52] There are no public hearings [1:19:54] um this evening. [1:19:56] Um the next item is [1:19:58] um [1:20:00] Ordinance uh [1:20:02] 132020 [1:20:04] 13-2026 [1:20:06] is an ordinance of the City Council of [1:20:08] the City of Sheridan referring to city [1:20:09] voters [1:20:11] a 0.50% [1:20:13] increase in the city sales tax sales and [1:20:16] use tax for public safety purposes. [1:20:28] Um we have a motion by Councilmember [1:20:31] Whitaker and a second by [1:20:34] uh uh [1:20:35] >> It's a matter of law. We will need a [1:20:36] public hearing for this cuz there's a um [1:20:39] second reading. [1:20:40] Yeah. [1:20:42] » It is a second. [1:20:44] >> Yeah. So, for all second readings of [1:20:46] >> Question. Don't we have to have a [1:20:50] motion and a second and it be on the [1:20:52] table for the hearing to start? [1:20:54] >> We have the public hearing be prior to the motion and the second. [1:20:57] Motion and second is prior to [1:20:58] discussion. [1:20:59] >> Okay. [1:20:59] >> Um so, usually [1:21:01] >> it backwards. [1:21:01] >> If we have a staff presentation, I just [1:21:03] I mean there isn't this case. We've [1:21:04] talked about it quite a bit. All the [1:21:06] evidence is collected, then we move into [1:21:08] the motion, the second, and discussion. [1:21:11] >> Because this then I will open up the [1:21:13] hearing? [1:21:15] >> Yes. [1:21:15] >> And I [1:21:16] Are there [1:21:17] anyone to speak in the hearing? [1:21:21] I will now close the hearing. [1:21:27] Okay. Thanks. [1:21:31] Now we have [1:21:33] a motion [1:21:34] from Councilman Whitaker and a [1:21:37] uh second from Mayor Pro Tem [1:21:40] uh Moreno. [1:21:41] Are there any question on the second [1:21:44] reading of ordinance 13-2026? [1:21:50] Hearing none, we can go ahead and cast [1:21:51] the votes. [1:21:59] Ordinances on first reading, there are [1:22:02] none this evening. [1:22:04] Um there are also no resolutions [1:22:07] um this evening. [1:22:09] Um we do have the volunteer fire pension [1:22:11] board semi-annual report. [1:22:16] And [1:22:17] >> Good evening, everyone. [1:22:19] >> Good evening, [1:22:20] Teresa. [1:22:21] >> I I have did this once tonight, so I [1:22:24] should get it better this time. So, hey, [1:22:26] on page 51 of your report, um we're [1:22:30] actually going to kind of focus on the [1:22:32] last two columns. [1:22:34] Um the very last column is our January [1:22:37] through June. As you can see, we've had [1:22:39] no activity in our checking account. [1:22:41] We'll go on down to the pension fund. [1:22:44] Um our beginning balance is 330,906. [1:22:48] We have had no contributions through the [1:22:51] end of June. The net benefits that have [1:22:54] been paid out are 33,711. [1:22:58] We've had interest, dividends, and other [1:23:01] revenue of 5,130. [1:23:04] We've had an unrealized gain of 982 [1:23:08] and a realized gain of 2,117. [1:23:12] And we've had fees and expenses of [1:23:14] 3,870, [1:23:18] leaving with a ending fund balance of [1:23:20] 301,555. [1:23:24] Now, I'd like you to jump over to the [1:23:25] column just to the left of that. This is [1:23:27] where I think we will be at the end of [1:23:29] the year. [1:23:30] Um so, our contributions, I can tell you [1:23:33] that on August 8th, I made the $50,000 [1:23:37] city contribution to FPPA. The state [1:23:41] grant will open up on September 1st. I [1:23:45] have been getting emails about it. I [1:23:46] think they're switching their portal, so [1:23:48] we will make sure to get applied for [1:23:50] that so we see that money in before the [1:23:52] end of the year. [1:23:54] Our net benefits, we budgeted 90,000, [1:23:57] but based on what we have paid [1:23:59] throughout June, I'm predicting that to [1:24:01] be 67,422. [1:24:05] And then our interest in div- [1:24:08] idends, I'm saying 10,261. [1:24:11] Our unrealized gain, 1,964. [1:24:15] Our realized gain of 4,235. [1:24:18] And fees and expenses of 7,740, [1:24:22] which would leave us an ending fund [1:24:24] balance of 345,000 [1:24:27] 398, [1:24:28] which is a little bit higher than what [1:24:30] we had budgeted for. So, that leaves the [1:24:32] pension fund in a better position. So, [1:24:35] that is the semi-annual report, and I'm [1:24:39] happy to answer any questions. [1:24:48] » Any questions? [1:24:51] No question, [1:24:53] you know. Oh, yep. [1:24:54] >> Is there management fees associated with [1:24:56] that account? [1:25:00] » For the pension fund account? [1:25:02] >> Yeah. [1:25:03] >> They do charge fees [1:25:05] um for managing it, and also for um when [1:25:09] they do like the actuarial, you'll see [1:25:11] that happens every other year. There is [1:25:13] a fee for that, so you'll see on the odd [1:25:15] years that that increases. So, yes, FPPA [1:25:18] does charge [1:25:21] fees for administering it. [1:25:24] >> Thank you. [1:25:27] » Any other questions? [1:25:29] >> [snorts] [1:25:29] >> Hearing none, um there is a [1:25:32] uh motion on the floor from Mayor Pro [1:25:34] Tem Moreno and a second from uh [1:25:38] Councilwoman Singh. [1:25:44] And cast votes. [1:25:46] That's approved unanimously. [1:25:49] Um [1:25:51] Thanks, Teresa. [1:25:53] Next is Mayor's choice. [1:25:56] Um [1:25:59] Uh let's see, what have I done this last [1:26:01] weekend? [1:26:03] I did do some canvassing out in the [1:26:05] neighborhoods inviting people to share [1:26:07] it and celebrate. [1:26:09] Um I also went to the VFW pig roast, and [1:26:12] let me tell you, [1:26:13] that was a blast. [1:26:15] Um they actually had pig races [1:26:18] with [1:26:20] the balloons love kept the [1:26:24] shaped like pigs with numbers on them [1:26:27] uh one through six and they rolled the [1:26:29] dice and [1:26:31] with whatever the number was then the [1:26:33] pig advanced. Um, they had [1:26:37] uh [1:26:38] water balloons thrown at the new [1:26:41] commander um who's been here um to visit [1:26:44] with us [1:26:46] uh which was fun. [1:26:48] Um, just lots of really good [1:26:50] uh [1:26:51] food. Um [1:26:53] So, it it was quite quite an event. [1:26:54] There were quite a lot of people there. [1:26:55] I really kind of enjoyed it. So. [1:26:59] That's all I have. [1:27:01] Anyone else? [1:27:04] Go ahead. [1:27:06] Councilman Choices up next. Go ahead, [1:27:09] Mr. [1:27:09] >> Yes. [1:27:10] Um, so I'm going through the [1:27:12] neighborhood um since I've been on [1:27:13] council now eight months going through [1:27:16] the neighborhood [1:27:16] >> hear you. [1:27:17] >> Okay. My thing is on is on. [1:27:19] >> Oh. [1:27:20] >> And um [1:27:20] >> Hold it closer. [1:27:21] >> I was saying [1:27:22] >> There you go. [1:27:22] >> Hold it a little closer. [1:27:24] That um the people are very happy that [1:27:27] um I was concerned to even speak to them [1:27:30] because when we went out for election of [1:27:32] course you speak to everyone like hey [1:27:35] what's you want to get them to sign your [1:27:37] um petition but I was able to go out and [1:27:40] some of the concerns that some of the [1:27:41] neighborhood was talking about you [1:27:42] answered it earlier was about some of [1:27:44] the roads one of the gentlemen had got [1:27:46] his hit a pothole [1:27:48] and uh it blew out his tire and he was [1:27:50] like the city should be able to pay for [1:27:52] my my my my his rim got bent or [1:27:56] something like that and uh [1:27:58] I don't know if anybody else experienced [1:27:59] this when you were on council or [1:28:01] something people think you may have more [1:28:03] power than you may actually have the [1:28:05] city can you fix this situation and [1:28:08] uh whatever but what I've been doing is [1:28:10] directing people to the sources that [1:28:13] they need to go to. [1:28:15] Possibly if I have a question about it I [1:28:17] will call, but to not have people [1:28:20] bombard us with small problems, to have [1:28:23] them being able to reach the people that [1:28:25] they need to talk to about the [1:28:27] situation. If it's something with public [1:28:29] safety or something I'm going to tell [1:28:30] them [1:28:31] call uh Chief Martinez, [1:28:35] you know, and ask about that question [1:28:37] about something like that. But I'm [1:28:38] thinking that we're in position to [1:28:40] direct the city to different things and [1:28:42] sources that they may need to have to [1:28:44] keep us not being over burdened burdened [1:28:47] with stuff. To try to handle what I've [1:28:49] been doing is doing research to find out [1:28:52] what I can do to handle that problem. [1:28:54] And if it got overwhelming, then I could [1:28:56] come and say something to the council or [1:28:59] something like that. [1:29:00] But I was saying that I'm in my eighth [1:29:02] month, learning so much things and some [1:29:04] things that I thought I knew [1:29:06] I was wrong about. Okay, and I was [1:29:09] saying that um [1:29:11] the being very careful with the with the [1:29:15] council, the name of the council and [1:29:17] things of that nature when I'm speaking [1:29:18] to people. They can be able to not get [1:29:22] I see that there's a slight [1:29:24] there's a way that you can get in a [1:29:25] little bit of [1:29:26] m- [1:29:27] um trouble in some way by maybe [1:29:31] saying the wrong thing or presenting the [1:29:33] things wrong. So I'm learning what to [1:29:35] have. So forgive me if I call and ask a [1:29:37] lot of questions and and things. It's [1:29:40] what I'm new here for this. So I want to [1:29:42] not make mistakes. I don't like to make [1:29:44] them, but I guess we will slip [1:29:47] somewhere, but [1:29:48] thank everyone for all the guidance that [1:29:50] I've been getting so far. [1:29:52] But I'm just thinking I'm excited. I'm [1:29:54] needing way more time and things have [1:29:57] become more apparent. Chief, on your [1:30:00] with your [1:30:01] with the with the department with the [1:30:03] with your [1:30:04] unit, do they feel good about their their safety, about everything, [1:30:09] about their selves, about your your your team? They feel pretty good? [1:30:15] >> Yes. Um you know, there's always dangers [1:30:17] that are out there, but this is a relatively very safe city, and the [1:30:22] support that they have from all of you [1:30:24] in the city manager really helps them be [1:30:26] able to do their jobs [1:30:28] um and feel confident that they can do [1:30:30] it. [1:30:31] >> One of the things that I found that in [1:30:32] the community is that they feel pretty [1:30:35] good about the safety of the city, and [1:30:37] that was very positive. They just crying [1:30:40] about We have a Our roads are not that [1:30:42] bad because if this was Mexico I'm not [1:30:45] Mexico, this was San Diego. Under [1:30:47] Hampton would be San Diego. I mean, it [1:30:49] would be um What was that? Mexico. It [1:30:51] would be Tijuana. That's what I'm trying [1:30:53] to say. If this over here is um [1:30:56] kind of like San Diego, then you go [1:30:57] under the bridge, the roads get worse. [1:31:00] So, I was telling them that the roads [1:31:01] over here are not that bad, but we have [1:31:03] a couple of situations. Do we have a [1:31:05] time when those roads and everything are [1:31:07] addressed at one time, or are they [1:31:09] happen throughout the year? [1:31:13] » It depends on what it is. So, larger [1:31:14] projects will be scheduled on an annual [1:31:17] basis, and they rotate throughout uh the [1:31:19] city depending on [1:31:21] uh the condition of the pavement, and [1:31:23] that's that'll be [1:31:25] uh what we use as a pavement management [1:31:27] system that grades out the pavement into [1:31:29] a like a numerical score, and then that [1:31:31] directs us Well, okay, where do we need [1:31:33] to pay attention to doing larger like [1:31:35] say um [1:31:37] uh larger chip seal projects or um mill [1:31:41] and overlay, which is, you know, doing [1:31:43] whole sections of street at a time, [1:31:45] right? So, blocks or block or more at a [1:31:47] time. If you got a situation where you [1:31:49] got somebody that hit a pothole, and [1:31:51] then that, just call me. [1:31:53] >> Right. [1:31:54] >> Yeah, and we'll get somebody out there [1:31:55] like that. [1:31:56] >> Okay. [1:31:57] >> Yes. Now, that we do we'll just do if we [1:31:59] got a bad pothole or got a bad bad [1:32:01] situation like that, we send our crews [1:32:03] right out. [1:32:04] >> We do not reimburse people for damages [1:32:08] that [1:32:08] >> They People can People can put in a [1:32:10] claim with the city. They can put [1:32:13] forward a claim. They can put a claim in [1:32:15] and then we would take that to our [1:32:17] insurance companies and they would [1:32:18] adjudicate that with [1:32:20] >> Have you ever had anyone come with that [1:32:22] and had money returned to them? So, [1:32:24] that's positive. [1:32:25] >> Not very often, no. [1:32:27] >> I was not pushing that part, okay. [1:32:29] >> No, because driving on streets [1:32:32] um [1:32:33] part of that is that there are potholes [1:32:35] at times, right? And and go ahead. I'm I [1:32:38] don't want to say too much. [1:32:40] Yeah. [1:32:42] >> You assume a lot of liability, right, [1:32:44] when you use public roads. I mean, it's [1:32:46] a known ha- There are known hazards, [1:32:47] right, that exist. So, someone could, [1:32:49] you know, apply their insurance, [1:32:50] certainly. You could try to make a claim [1:32:52] with the city's insurance. It's probably [1:32:53] not going to go over very far. [1:32:55] >> But, it's not unrealistic for them to [1:32:56] make the to approach. It's not [1:32:58] unrealistic. [1:32:59] >> I would caution them that it's unlikely [1:33:01] they would succeed. Um but, it it is an [1:33:03] option that they could try to make a [1:33:04] claim on the city's insurance. It They'd [1:33:06] be much better off claiming on their own [1:33:08] insurance if it was a significant [1:33:10] problem. [1:33:11] >> Okay. Well, thank you. And um Jenna, I [1:33:14] want to go to the conference. [1:33:16] I believe it's going to be very helpful [1:33:18] to see them the CML was just [1:33:21] really helped me and I'm looking forward [1:33:23] to this uh next event. [1:33:25] So, thank you. [1:33:29] » Uh and just one other point, it [1:33:32] if it was federal or if it was [1:33:35] 285, that just cuz it lies in the city [1:33:38] doesn't mean that we're responsible for [1:33:40] it. [1:33:41] Some of them belong to CDOT. [1:33:44] Right? [1:33:46] So, [1:33:48] » Yeah, so um federal and 285 are regional [1:33:53] uh roadways that are um owned and [1:33:55] operated by the state of CDOT state. [1:33:57] Mhm. [1:33:58] >> Okay. [1:33:58] right. [1:33:59] >> Anyone else? Jay, you have anything? [1:34:01] >> I do. [1:34:02] Um, I was grateful to represent the city [1:34:05] on the board of directors at DRCOG last [1:34:07] week. [1:34:08] And um [1:34:10] they wanted [1:34:12] those those of us that were there to [1:34:14] convey back to our councils that [1:34:19] we want to move on approving the traffic [1:34:22] congestion reduction and on-road mobile source emissions reduction [1:34:27] targets if we get the chance. [1:34:30] They uh [1:34:31] you know, the you know, expanding [1:34:33] multimodal transportation [1:34:36] um [1:34:38] What's that? [1:34:39] >> DRCOG. [1:34:40] >> Yeah. Is is a big deal. [1:34:42] Um the other main thing I got from there [1:34:44] is they are going to be expanding C-E470 [1:34:48] between 104th [1:34:50] and what I think [1:34:51] might be Santa Fe still, 80 85 up north. [1:34:55] It's neat to see that going because [1:34:57] E-470's been amazing. [1:35:00] They're expanding that. [1:35:02] That's all. [1:35:03] >> Nice, thank you. Thank you for [1:35:04] representing. [1:35:05] >> Councilman Whitaker, could you tell me [1:35:07] what was the standard that DRCOG wanted [1:35:09] us to adopt? I'm not sure I know that [1:35:12] one. [1:35:13] >> Just so I can write it down correctly. [1:35:15] >> They recommend we move to approve the [1:35:18] traffic congestion reduction and on-road [1:35:23] mobile source emissions reduction [1:35:27] targets. [1:35:29] Very loaded sentence. [1:35:34] » [clears throat] [1:35:35] >> Yeah. [1:35:36] Traffic congestion reduction. [1:35:38] >> I'll see if they got I'm sure they got a [1:35:39] model or something for us to look at. I [1:35:41] just have I don't remember seeing that. [1:35:43] >> I brought my um packet if you want it. [1:35:45] >> Okay, that'd be great. Thank you. [1:35:46] >> Okay. [1:35:51] I'll give it to you afterwards. Thank [1:35:52] you. [1:35:55] » Ernie, do you have anything? [1:35:56] Anthony, anything else? [1:35:58] Yes? [1:35:59] Nope. [1:36:00] Mayor Pro Tem, [1:36:01] Michael Moreno. [1:36:03] With that, we I can go ahead and call [1:36:05] this meeting um adjourned. [1:36:08] >> Madam Mayor, may I call a comment first? [1:36:10] >> Oh, yes, we do. But do we have anyone? [1:36:13] >> I don't know, but we still got to call [1:36:14] for it. [1:36:16] >> It is time for public comment. Is there [1:36:18] anyone here that would like comment? [1:36:23] Nope. [1:36:25] Now I'm calling this meeting to [1:36:27] adjourned at 19:39 or 7:39 p.m. [1:36:32] And we are moving into the SRA, [1:36:35] Sheridan Redevelopment Agency. [1:36:39] Um I will call the August 24th, 2026 [1:36:42] regular meeting of the Sheridan [1:36:43] Redevelopment Agency to order [1:36:46] at [1:36:48] 19:39 [1:36:49] or 7:39 p.m. [1:36:53] Um all members are present. [1:36:56] Um [1:36:58] and online as well. [1:37:01] Um [1:37:04] We have uh the approval of minutes. [1:37:10] Uh we have [1:37:12] the SRA regular meeting of July 27th, [1:37:15] 2026. [1:37:17] Um [1:37:19] I have a motion from Mayor Pro Tem [1:37:22] Moreno and a second from [1:37:25] uh [1:37:26] Council member [1:37:27] uh Camacho. [1:37:30] Are there any questions on the SRA [1:37:33] regular meeting of July 27th, 2026? [1:37:38] Hearing none, we can go ahead and cast [1:37:40] our votes. [1:37:48] That measure passes um by seven. [1:37:53] Um [1:37:54] next is there the [1:37:57] uh Wait a minute. [1:38:00] SRA special meeting of August 3rd, 20 [1:38:03] 26. [1:38:06] I have a motion from Mayor Pro Tem [1:38:09] Moreno and a second from Councilwoman [1:38:11] Stein. [1:38:13] Are there any questions? [1:38:16] Hearing none, go ahead and cast your [1:38:18] votes. [1:38:20] That's also approved uh [1:38:23] by seven. [1:38:24] Next, we have the financial reports. [1:38:27] Um [1:38:29] and [1:38:40] I have a motion from Councilmember [1:38:44] Camacho and a second by Councilwoman [1:38:46] Stein. [1:38:47] Are there any questions on the financial [1:38:49] reports? [1:38:52] Hearing none, we can go ahead and cast [1:38:53] our votes. [1:39:02] Passes uh unanimously. [1:39:05] Next, we have the approval of the August [1:39:06] 2026 disbursements in the amount of [1:39:09] $168,071.88. [1:39:14] I have a motion from Councilmember [1:39:18] uh [1:39:19] Whittaker and a second from Mayor Pro [1:39:22] Tem Moreno. [1:39:24] Are there any questions on the [1:39:25] disbursements? [1:39:28] Hearing none, we can cast our votes. [1:39:34] Um that measure also passes um by a vote [1:39:37] of seven. [1:39:38] Uh there are no resolutions listed on [1:39:40] the agenda. [1:39:42] Um [1:39:42] we have new business which leads us to [1:39:45] Miss Teresa and your report. [1:39:48] >> All right. Good evening again everyone. [1:39:51] So on page 21 of the report, I would [1:39:54] like to report on the pledge revenues. [1:39:56] Year-to-date we are still higher by 2 [1:39:58] and 1/2%. So very happy I know I always [1:40:02] say that but I'm very happy to always [1:40:03] see that trending higher. [1:40:07] Since the last meeting continuing [1:40:09] compliance was a little crazy. We [1:40:12] approved the audit at our July meeting [1:40:14] and then from there [1:40:15] we have to the debt service disclosure [1:40:19] requirements that we have to comply with [1:40:21] once that audit is finalized. So we have [1:40:25] a lot of filing requirements for that. [1:40:27] Then once you approved at the special [1:40:30] meeting on the third the seventh [1:40:32] amendment to the LLC agreement, then [1:40:35] again a lot of [1:40:37] that starts the ball rolling so then we [1:40:39] can get everything finalized with Kimco [1:40:41] and JP Morgan and everyone. So [1:40:44] those are all done, finalized. [1:40:48] See you later. So [1:40:49] I'm very happy. [1:40:51] So [1:40:53] moving on then we get to do budget. So [1:40:55] 2027 budget we are going to be [1:40:57] presenting that at the September 14th [1:40:59] meeting to go over that and then we will [1:41:02] have it to be presented for approval on [1:41:05] the September 28th regular meeting. So [1:41:09] keep you busy and happy to answer any [1:41:11] questions. [1:41:17] » Are there any questions? [1:41:20] Anyone? [1:41:23] Thank you Teresa. [1:41:25] >> Thank you. You guys have a good night. [1:41:27] >> Thank you and with [1:41:29] if there are no questions, we can go [1:41:32] ahead and call this meeting adjourned at [1:41:35] 19:44 7:44 p.m.
