Tonight staff is [5:08] requesting approval of [5:11] Amendment number 2 with wg [5:13] Zimmerman Engineering for the [5:14] East Burnett Street Historical [5:16] District pedestrian and bike [5:17] enhancement project. [5:18] The amendment covers design [5:20] revisions required after a [5:22] detailed survey and roadway [5:24] analysis identified cross slope [5:25] conditions that must be [5:25] corrected. [5:27] It also extends the agreement [5:28] so the engineer record could [5:29] support, uh, bidding and [5:32] construction. [5:32] To begin, I [5:33] d like to provide [5:35] some background. The project [5:37] extends along East Burnett [5:38] Street from Walnut Avenue to [5:40] Cherry Avenue where it [5:41] transitions to Skyline Drive [5:44] and continues to Dawson Avenue. [5:45] This corridor located within [5:47] the Crescent Heights Historic [5:49] District is an important [5:49] pedestrian and bicycle [5:50] connection, and it [5:51] s in its [5:52] current state, it lacks [5:53] continuous sidewalks. [5:56] Adequate pedestrian lighting. [5:58] And designated bicycle lanes. [6:00] West of Cherry Avenue, [6:01] pedestrians encounter sidewalk [6:02] gaps and must travel along [6:04] uneven dirt shoulders [6:06] containing debris, and utility [6:07] poles. These conditions can [6:09] push pedestrians closer to [6:11] vehicle traffic until the [6:12] sidewalk resumes near Gaviota [6:13] Avenue. [6:15] Limited lighting also reduces [6:16] nighttime visibility and the [6:18] absence of bicycle lane [6:20] markings makes bicycle travel [6:21] less defined for both [6:24] bicyclists and motor motorists. [6:24] The city [6:25] s general plan [6:26] identified this corridor as a [6:27] priority for pedestrian and [6:28] bicycle improvements. [6:30] The project will address these [6:33] conditions by constructing [6:36] approximately 1560 linear feet [6:37] of sidewalk between Gaviota and [6:38] Cherry Avenues. [6:40] New ada compliant curb ramps [6:41] and pedestrian lights as well. [6:43] The project also includes full [6:44] deaf roadway reconstruction on [6:45] Burnett Street between Wanted [6:47] and Cherry Avenues. Pavement [6:49] resurfacing along Skyline Drive [6:51] between Cherry and Dawson [6:54] Avenues and approximately 2830 [6:56] linear feet of class 2 bike [6:56] lanes. [6:57] Additional safety improvements [6:59] include a rectangular rapid [7:00] flashing beacon at Burnett [7:01] Street and Gaviota Avenue, [7:03] painted crosswalks, and traffic [7:04] calming striping. [7:06] The goal of these improvements [7:08] is to provide safer and more [7:09] accessible connections to [7:10] neighborhood parks. [7:13] The hilltop trail system. [7:15] Signal Hill Elementary School, [7:17] transit stops. [7:18] The Civic Center and the [7:19] Planned Heritage Square [7:20] development. [7:23] As for timeline in JUNE 2023, [7:26] the city secured $2.8 million [7:26] through the Active [7:29] Transportation Program or atp. [7:30] The city subsequently executed [7:31] a master agreement with [7:34] Caltrans in MAY of 2024 to [7:35] receive and administer the [7:36] project funding. [7:37] The city began procuring [7:39] environmental services in [7:41] AUGUST of 2024, and the city [7:41] council awarded the [7:42] environmental agreement that [7:44] OCTOBER. [7:45] Environmental clearance was [7:48] completed in MAY of 2025 under [7:49] a class one categorical [7:50] exemption. [7:52] We then advertise the psne [7:54] design phase in JULY of 2025, [7:56] and the city council awarded [7:58] the design agreement to [7:59] Zimmerman Engineering in [8:01] SEPTEMBER of 2025. Since then, [8:04] staff and the design team have [8:05] advanced the construction [8:07] documents, refine the roadway [8:08] grading and drainage and [8:09] developed a design that [8:10] supports the corridor [8:10] s [8:11] long-term use and future [8:15] development. [8:17] As the design advanced, field [8:18] survey and roadway analysis [8:20] confirmed that portions of the [8:21] existing street have cross [8:22] slopes that exceed the [8:24] applicable criteria for [8:26] accessible pedestrian and [8:28] bicycle facilities correcting [8:29] these conditions requires [8:30] raising the proposed roadway [8:31] center line. [8:32] This change affects the road [8:34] rate profile and cross sections [8:35] and requires corresponding [8:37] revisions to grading. [8:40] Drainage, driveway and street, [8:41] uh, connections payment and [8:42] retaining walls. [8:44] As a result, the additional [8:45] scope includes 3 primary [8:47] components. [8:48] First, Zimmerman Engineering [8:50] will revise a roadway, grading, [8:51] drainage, and retaining wall [8:52] design. [8:55] Second, the consultant will [8:56] incorporate temporary [8:57] construction and permanent [8:59] drainage easements that the [9:00] city is coordinating with the [9:01] affected property owner, and [9:02] third, the agreement will be [9:04] extended through JUNE 30, 20207. [9:06] Allowing Zimmerman to support [9:08] bidding and construction as the [9:09] engineer of record maintaining [9:11] the same design team avoids [9:12] duplicated work. [9:13] Supports consistent [9:15] interpretation of the plans and [9:16] reduces the risk of delays [9:19] during construction. [9:22] The total project budget is 2.8 [9:27] million. This includes $2.78 [9:28] million in active [9:29] transportation program funding [9:33] and $109,000 in cip reserves of [9:35] that amount, $318,000 is [9:37] allocated to the psne phase, [9:39] including $306,000 in grant [9:42] funding and $12,000 from cap [9:42] reserves. [9:43] The current agreement with [9:46] Zimmerman Engineering is 200, [9:49] about $245,000. Amendment [9:50] number 2 would add an [9:53] additional $55,000 increasing [9:55] the agreement to a revised not [9:59] to exceed amount of $300,691. [10:01] The revised agreement remains [10:03] $17,000 below the approved psne [10:04] budget. [10:05] Therefore, no additional [10:07] appropriation is requested. [10:09] Funding is available within the [10:11] existing project budget and any [10:12] remaining phase funds will [10:13] remain available to support [10:14] construction consistent with [10:16] applicable grant grant [10:16] requirements. [10:18] Before bringing this amendment [10:20] forward, the design team also [10:22] evaluated the potential [10:23] construction cost impacts [10:24] associated with the revised [10:26] roadway grades. [10:27] Zimmermann Engineering [10:28] completed an updated updated [10:29] engineer [10:30] s estimate that city [10:31] staff reviewed that [10:32] incorporates the grading [10:33] changes and related revisions [10:35] to the roadway, the drainage, [10:36] and the retaining walls. [10:37] The current estimated [10:40] construction remains within the [10:42] $2.376 million available for [10:43] the construction phase. [10:45] Based on this estimate, staff [10:46] confirmed that the proposed [10:47] design changes can be [10:48] accommodated within the [10:52] existing construction budget. [10:53] Staff has one recommendation [10:53] tonight. [10:55] Staff recommends that the city [10:56] council authorize the city [10:58] manager to execute amendment [10:59] number 2 with Zimmerman [11:00] Engineering. [11:30] Throughout the entire area that [11:30] we [11:31] re improving, uh, we [11:32] re [11:33] adding additional parkway we [11:33] re [11:35] making extended sidewalks, um, [11:35] we [11:36] re adding, uh, pedestrian [11:37] lighting as well, so there [11:37] s [11:38] about 15 poles that we [11:39] ll be [11:40] adding on top of the poles that [11:42] exist closer to Cherry. [11:44] As far as traffic calming, um, [11:46] we are adding the bike to the [11:48] the class 2 bike lanes that [11:49] helps with reducing speed. [11:49] That [11:49] s a, that [11:50] s an added [11:52] benefit of adding class 2 bike [11:54] lanes, um, at Gaviota we [11:55] re [11:56] adding a continental crosswalk, [11:58] um, we have something similar [12:00] to that in in school areas, um. [12:00] It [12:02] s, it, it almost looks like [12:05] slotted, slotted, uh, uh, paint [12:06] markings, um, and we [12:06] re also [12:07] adding what [12:09] s known as rrfb or [12:10] a rapid rectangular flashing [12:12] beacon, um, that allows for [12:14] pedestrians to with the push of [12:16] a button. [12:17] Have lights flash so that they [12:19] can safely cross the street, ok? [12:20] So why Gaviota and not the [12:22] other, not the other [12:23] intersections along that whole [12:23] pathway. [12:24] Um, there [12:26] s a couple of cross, [12:26] uh, there [12:27] s a couple of [12:28] crosswalks throughout that [12:30] intersection we chose that we, [12:31] we figured that that section [12:33] there, that would be good mid [12:36] mid-block midblock crossing, um, [12:37] between Walnut and Jerry. I can [12:37] see it [12:39] s more populated with [12:40] businesses and things there too. [12:42] And then the sidewalk [12:43] improvement, will it be on both [12:45] sides of Skyline Drive or just [12:47] the improvement on the south [12:48] side or the. [12:50] The improvements will be on the [12:50] north side. [12:53] Yeah, so we have improvements [12:55] uh for the sidewalk on the [12:57] north side. Ok north side. [12:59] The [13:01] Where the existing sidewalk is [13:01] now, so it [13:01] s, it [13:02] s not gonna be [13:04] additional sidewalks on both [13:05] sides going up the hill. [13:05] There [13:06] s, there [13:06] s current [13:07] sidewalk right now, but there [13:07] s [13:08] some sidewalk gaps on the north [13:09] side that we [13:10] ll be addressing [13:12] ok on the south side we are [13:14] doing some ac berm replacement. [13:15] We are, there is some guard [13:16] rail that will also be [13:18] replacing as well, uh, closer [13:21] to rows, um, and if memory [13:21] serves me right, there [13:22] s a [13:23] couple, a couple areas that [13:23] we [13:24] ll be addressing closer to [13:26] Cherry as well. Ok, so if I [13:27] m [13:29] walking from Home Depot up the [13:30] hill so. [13:30] On my left, there [13:32] ll be now a [13:33] completed sidewalk all the way [13:34] to Dawson. [13:35] Will there be a completed [13:37] sidewalk at the end of this on [13:40] both sides of the, of the [13:42] roadway from, from Cherry to [13:43] Dawson. [13:45] As you walk on, no, no, not as [13:47] you walk up to, to Dawson, yeah, [13:48] it [13:49] ll be improvements in any [13:51] gaps or anything, only on the [13:52] right only on the ocean side so [13:54] to speak, ok. [14:24] So how are we addressing the [14:26] speed of bikes coming down the [14:28] hill and then people using the [14:30] bike lane for alternative [14:32] vehicles and creating other [14:33] safety hazards. [14:34] Yeah. [14:34] That [14:34] s a, that [14:35] s a good [14:37] question. Um um. [14:38] Between cherry and walnut, [14:38] we [14:40] re doing uh grading changes. [14:40] So we [14:41] re doing some fill [14:43] sections to address the slope [14:44] there, um, that [14:45] s the main [14:48] emphasis area for bike lanes, [14:48] um, that [14:49] s gonna allow us to be [14:51] consistent with the circulation [14:52] element so that we can connect [14:54] Walnut, um, going towards [14:57] Dawson. As for that area going [14:58] up towards uh on Skyline going [15:00] up to Dawson, there is some [15:02] slope challenges that [15:03] We [15:06] Anticipate [15:08] Specifically with curb ramps, [15:09] um, as well as with, with bike [15:10] lanes, um, that [15:11] s something [15:11] that we [15:12] re. [15:12] We [15:13] re working with the design [15:14] team on so that we can address [15:16] as well. Um, but we do [15:16] understand that [15:17] s a challenge, [15:20] uh, the slope, uh, along, along [15:21] Skyline all the way up to [15:23] Dawson. [15:27] So I, I guess. [15:29] My concern is that by creating [15:30] the bike lanes, we [15:32] re kind of [15:34] creating a, a problem, right, [15:34] that doesn [15:35] t exist today. So [15:39] people really do not ride their [15:42] bikes down skyline today or [15:42] Hill Street, right? There [15:43] s not [15:44] space for bikes. [15:46] And so by creating dedicated [15:49] bike lanes. [15:49] We [15:50] re creating an attractive [15:51] place for people to do things [15:53] that are unsafe. [15:54] And how are we going to [15:59] mitigate that? [15:59] Um, that [16:00] s something that we [16:01] can, uh, we [16:02] re still working on [16:03] the design, so that [16:03] s something [16:03] that we [16:04] ll we [16:04] ll bring back to [16:06] the team so that we can. [16:08] We can discuss, but I [16:10] understand that concern, uh, [16:11] council member Jones, um, and [16:11] we [16:12] ll address it with our [16:13] design team. [16:16] Are the bike lanes, uh, were [16:19] they required on Skyline in [16:21] order to qualify for the grant. [16:22] Is that, yeah, it [16:22] s, it [16:22] s, it [16:22] s [16:24] a requirement. So multimodal [16:25] travel is. [16:26] Is a is a requirement of the [16:27] atp grant. [16:29] But, um, [16:31] Given that the, the main [16:33] emphasis is on cherry, between [16:34] cherry and walnut. I think [16:34] there [16:35] s something that we can, [16:37] we can work on with our design [16:38] teams so so that we can you [16:39] know find a. [16:41] A good compromiser. [16:43] And the bike lanes are on both [16:45] sides of the street. [16:46] Yeah [16:47] Uh [16:48] Does it, will it connect? [17:14] But, you know, I [17:15] ve seen bikes [17:18] going up and down that street [17:20] and so all this is doing is, is [17:21] providing a. So to [18:56] add bikes to the mix that are [18:58] frequently on a bike lane is [19:00] gonna be a challenge. [19:01] Yeah, I, I personally would [19:03] love to see whatever flashing [19:05] when they, when a pedestrian [19:07] pushes a button, right, that [19:07] there [19:08] s also active, something [19:11] active. [19:14] On the roadway that that, um, [19:16] vehicles have a greater [19:17] awareness that this is also a [19:18] pedestrian crossing and, and [19:20] just to add, just, uh, vice [19:21] mayor and council, we would [19:23] want to point out this kind of [19:25] feedback to the designer and to [19:27] the, the traffic engineering [19:28] team because there MAY be [19:29] elements of the project that [19:32] due to acute and specific [19:33] conditions, it MAY not be [19:35] appropriate to have a bike lane [19:35] there. We [19:36] re not sure. [19:36] But we [19:37] d want to point that out [19:38] because we certainly wouldn [19:38] t [19:41] want to create an environment [19:41] where there [19:42] s a potential [19:44] conflict between vehicles and [19:45] pedestrians or vehicles and [19:47] cyclists, so the project isn [19:47] t [19:49] fully designed yet. It will [19:50] come back and we [19:50] ll bring it [19:51] back to the council. We [19:52] ll have [19:54] a full analysis to, to better [19:55] understand those field [19:57] conditions and make sure that [19:57] um we [19:58] re not, you know, [19:59] creating unintentionally any [20:01] issues that would, would raise [20:03] an issue at that location in a [20:04] dream.
