[4:00] I want to welcome everyone very glad to have us tonight, Pastor Brian Taylor of the Life [4:05] Church Smyrna Assembly of God at 4100 King Springs Road, who will come forward and give us our [4:12] invocation and lead us in the place of the flag. So, would everyone please rise. [4:19] Mayor Bacon, city council, will you join me in a moment of prayer before we begin our [4:23] mean tonight. Dearly, Father, we thank you for this time. We're able to come [4:27] together as a city to talk about issues relevant to our city, Father. I pray you'd [4:31] be in guidance of tonight's talks, Father. You bring peace, Father, and you have [4:36] your will be done in this place tonight. In Jesus' name we pray. Amen. [4:41] I pledge [4:42] allegiance to the flag of the United States of America and to the [4:46] Republic for which it stands, one nation under God, indivisible, with [4:52] Liberty, Injustice, Fra. [4:55] Thank you. [4:57] Before you, Brian, before you look, [5:00] is there, I don't like to talk about folks health problems. [5:04] I know the pastor, Pastor Shell's been a little under the [5:07] weather, how's he doing? [5:09] Because for the first time I texted him in it, [5:12] I don't think it went through so. [5:14] Right, yeah, so he had a successful surgery [5:17] and he's recovering. [5:18] He's actually in Florida right now on vacation. [5:19] So he's recovering. [5:20] He's recuperate. Yeah, he's good. Yeah, he's got surgery done. He's recovering. He preached Sunday. So it was it was kidney stones. Yes, sir [5:27] Do a lot better though. I mean good company. So yeah, good deal. Well, I'll let them know you asked. Thank you [5:35] Thank you so much for those folks that [5:37] Are looking for new church or new in town. I'm sure the folks that [5:42] Life church morning assembly God would love to have you there in the curb there on King Springs Road, right? [5:48] past Griffin Middle School, so [5:50] Thank you all very much. [5:52] Agenda change is the only thing that we have on the agenda is that when we get to item 4b, [5:59] which is a public hearing, that will be tabled until November 5th. [6:05] Other than that, the agenda is exactly as submitted. [6:12] Under the mayoral report, 2018-Sforge Air Force recognized City of Smyrna Employees Christy [6:20] Manna and Rebecca Power as recipients of the City of Smyrna Award for Ongoing Excellence [6:26] in Customer Service and the Johnkel Award for Service Excellence in Action. [6:32] I'll let Ms. Tammy Sadler-Jones address that issue. [6:37] Thank you, Mayor. [6:37] Good evening, everyone. [6:38] I'm going to have Ashley Yeoman, our ICMA Management Fellow, tell you about the award [6:44] and to share with you information about the two recipients, and I will come down and join [6:49] Ashley. [6:51] Good evening, everyone. [6:53] We have two great City of Smyrna employees we would like to honor and award tonight for [6:58] our quarter two of 2018 Employee Customer Service Awards. [7:02] The first award is the City of Smyrna Award for Ongoing Excellence in Customer [7:06] Service which is awarded for going above and beyond in delivering customer service to members [7:11] of the public and or staff. [7:14] Kristi Manna is awarded this award for ongoing excellence in customer service. [7:18] Kristi serves as the administrative assistant for the Smyrna Fire Department. [7:22] She is nominated by Deputy Chief Brian Marcos. [7:25] Along with being a positive representative for the city's fire department, Kristi genuinely [7:29] cares about delivering excellent quality work. [7:32] work. Her attention to detail and organizational skills are proof that she is always willing [7:38] to go above and beyond the call of duty in pursuit of excellence. [8:05] Well, I know her boss is here. I don't know if he wants to say anything, Roy. Chief Acron. [8:16] Thank you, Mayor. I just really hear in support of Christy, and she's very deserving of [8:22] this award. And we'd like to thank this city and thank the council and city administrator [8:28] her for recognizing her. She really does a fantastic job. You know, a lot of people, [8:32] it's the easy thing to say that she's the glue that holds everything together, but [8:36] in our case, it really is true. She does a fantastic job. [8:39] I would say if truth be known, she probably knows more about the department than you [8:43] do. I probably wouldn't argue with you. [8:47] Thank you. Congratulations. Thank you. [8:55] Our second award is the John Cole Award of Service Excellence in Action, which [9:00] which is awarded for going above and beyond in response to an event or incident in delivering [9:04] customer service. Rebecca Power is awarded this award tonight. She serves as the Youth [9:09] Services Librarian at the Smyrna Public Library. She was nominated by Mary Moore, the library [9:14] director, after Mary received the following unsolicited email from a customer. Just had [9:20] a conversation with Rebecca in the Youth Department of your library regarding some [9:24] needs I had for a high schooler. She was such a big help and answered all of [9:27] my questions, even about safety concerns I had. She even called me back to clarify some [9:33] information. Thank you for having her there. You are lucky to have her. [9:52] Scott, if you could get over to your left a little bit, I could get in the picture. [10:01] So many times we, we never know. I mean, all the time we never know what our employees [10:09] do, but we appreciate both of you all for both going beyond your normal duties and taking [10:17] care of our citizens. Thank you all very much. And as an extra award, you don't have to stay [10:21] for the meeting any longer. [10:26] Also under the Mayor's Report, this is, we have an election [10:29] coming up sometime in November. I always give folks the opportunity if you are running [10:35] for office to come forward and briefly tell us who you are and don't go over 30 seconds. [10:42] So anybody running for office, I know I've had three notes sent to me, says you have [10:45] a candidate for the Senate and the audience who wants to speak. I know that. Thank you. [10:51] Yes. [10:52] Hi, good evening. My name is Leah Aldridge and I'm the Republican nominee for State [10:57] Senate for the Sixth District. The Sixth covers Smyrna and Vinings here in Cobb [11:02] County, Buckhead and Sandy Springs in Fulton County. Thank you so much Mayor [11:07] Bacon and City Council members for allowing me to introduce myself to you [11:11] once again. I am so proud to be standing here. You know I've knocked a lot of [11:18] doors in Smyrna from Williams Park all over Smyrna. I've met with your [11:25] principals at Campbell High School, Mrs. Myes at Green Acres Elementary. I [11:31] I ran the Smyrna 5K this Labor Day. [11:34] I've been to the Smyrna Rotary. [11:37] I've had cups of coffee at Rev Coffee, [11:40] been to upward football games, and I [11:42] have been listening to the citizens of Smyrna. [11:45] The reason I've done this is because I [11:47] want to understand the unique character and quality [11:50] of the city if I'm going to serve as a state senator. [11:53] And I want to assure you that today is a continuation [11:58] of something I started a year ago when I first introduced myself to you. [12:04] I see myself in partnership with you to hopefully work together to ensure that Smyrna's future is bright. [12:12] I'd be honored to have your support and the vote of any citizens who are listening today on cable news. [12:18] Thank you very much for the time to introduce myself. [12:21] Again, I'm Leah Aldridge, State Senate for the 6th District. Thank you. [12:25] Thank you very much. [12:26] Anyone else? [12:28] Funding for office. [12:30] Just briefly, I just want to mention, [12:33] under the mayoral report, [12:35] that Smyrna was recognized in Money Magazine [12:38] as one of the top 50 communities [12:41] in the United States to live. [12:44] And we're very proud of that, [12:46] something that we didn't know about until after we got it. [12:49] But I think we're ranked number 44. [12:51] There was only two cities in the state of Georgia. [12:55] And the other one was Alpharetta. [12:56] Not sure where they were right. [12:58] I think they'd be in 25th or something, so. [13:01] Pretty neat honor for us, though. [13:05] Item four is land issues, zonies, and annexation. [13:09] A, 2018-411, authorization for apartment name change [13:14] from WDR-4 Wood Johnkel, LLC, DBA Alta at Johnkel [13:21] to the new name, DBA Sink. [13:25] SYNC at Johnclaw located at 1455 Spring Road Southeast with Carol Moore as the [13:33] agent. Is Ms. Moore by any chance here? Anything else you can add to that, Ms. Jones? [13:42] Alta at Johnclaw, they requested to change their name to SYNC at Johnclaw. The [13:47] proper name change application has been reviewed and approved by the Fire [13:51] Marshall, building inspector, city engineer, 9-1-1 communications, water department, and [13:59] the city marshals, as well as reported to the business license officer. [14:04] Staff does recommend approval of the name change. [14:07] Okay. [14:10] This is not a public hearing, so I'll turn this over to Ms. Blackmon, who represents [14:15] this district. [14:16] Ms. Blackmon. [14:17] Thank you, Mayor. [14:18] I was hoping that the agent Carol Moore would be here because I wanted to [14:22] definitely ask that question about or ask her a question as to where the sink [14:25] at Jean-Claude comes from which is really cool name so but with that if we [14:30] don't have any other questions from the council mayor I would like to have [14:38] us to approve 2018-411 authorization for apartment name change for WDR-4 [14:47] Wood-Jeanquil LLC, DBA, Alta et Jeanquil, to the new name, DBA, Sink et Jeanquil, located [14:55] at 1455, Spring Road, Southeast, with Carol Moore. [15:02] And motion is second to approve this request for name change. Any discussion? All those in favor [15:09] of the motion? [15:20] Let's approve 7-C, bro. [15:24] Item number 4-B under land issues, zone is an annexation. [15:28] 2018-347, public hearing, code amendment to sections 402712714716 and 720 of the zoning [15:39] zoning ordinance are proposed to add definitions related to breweries and distilleries, and [15:45] to list breweries and distilleries as permitted uses within General Commercial Light Industrial [15:51] Central Business District and mixed use zoning districts City of Smyrna. [15:57] As I mentioned at the beginning, this will be tabled until the 5th of November, Mr. [16:02] Tim Goode. [16:05] Thank you, Mr. Mayor. [16:07] We're going to move to table this. [16:09] So I moved to table 2018-347, code amendment to section 402, 712, 714, 716, and 720 of [16:22] the zoning ordinance are proposed to add definitions related to breweries and distilleries and [16:27] to list breweries and distilleries as permanent uses within the general commercial, light industrial, [16:33] central business district, and mixed use zoning districts, City of Smyrna. [16:37] Second. [16:39] Motion to second the table from November 5th. All those in favor of the motion. [16:50] It's approved 7-0. [16:52] The next items CD, E, F, G and H all deal with zoning amendments or changes in the zoning ordinance. [17:06] We will vote on these separately. [17:11] I think what we need to do is to, we're going to turn this over to Mr. Kinn, but these are [17:16] all public hearings. [17:19] I think you're going to get them all at the same time, Ken. [17:22] Is that correct? [17:26] Probably easier for us to go right through and vote on them independently. [17:31] I'll read C, ordinance 2018-13, public hearing, general code amendments for corrections [17:40] and updates for zoning ordinances City of Smyrna. [17:47] D, Ordinance 2018-14 Public Hearing Application [17:51] for MAP Amendments Updates for Zoning [17:54] Ordinance City of Smyrna. [17:57] E, Ordinance 2018-15 Public Hearing Mixed Use District Update [18:04] to the Zoning Ordinance City of Smyrna. [18:07] F, ordinance 2018-16, public hearing code amendments to the zoning ordinance to add new single [18:14] family residential zoning district city of Smyrna, G, ordinance 2018-17, public hearing [18:22] section 704 RAD update to the zoning ordinance city of Smyrna, and H, ordinance 2018-18, [18:30] public hearing, zoning ordinance, table, update, city of Smurram. [18:40] Ms. Jones, you'll give a quick background on how we got here and then we'll turn it over [18:44] and let Ken, if that's okay with Council, we'll do the first one and go from there. [18:50] The Community Development Department reviewed the city's zoning ordinances and to make [18:56] language more clear and to clean up existing areas that need updating. [19:02] They brought forth these following ordinances to the Planning and Zoning Commission. [19:08] And so with that said, I'm going to turn it over to Ken to give you more specifics on [19:12] each particular upcoming agenda item. [19:15] And as we go through this, each one of them, they're all public hearings. [19:21] So that means that if anyone wants to make any public comment concerning any of these [19:28] issues, we will give you that time during the agenda to speak. [19:36] So we'll start off with Ken and you go from there. [19:40] Thank you, Mayor. [19:43] As Ms. Soderland has indicated, there are a variety of reasons that these are coming [19:49] to you. [19:49] Some has to do that you've actually requested them in our retreats. [19:56] Some has to do that they were suggested in previous studies that we did over last year. [20:02] Some were suggested in our comprehensive plan. [20:06] So over the last 12 to 18 months, we've had a variety of reasons to do this. [20:13] the issue that I had put on our work program for our FY19 budget was to get [20:23] started on that. So this is the first phase of these amendments. We will bring [20:28] these to you more or less every quarter, not necessarily the quarter as the [20:35] calendar falls, but every three or four months we will bring them another [20:40] batch to you. So we actually we actually had brought seven to you. You've tabled [20:47] the one at our request so that we could have a little additional work on that. [20:55] But the other six are in this presentation here and I'll try to be as [21:01] succinct but as clear as I can. The first round which would be item C has [21:10] to do with general corrections and update and as you know anytime you do an [21:14] ordinance there's going to be a typo or there's going to be a grammatical [21:18] mistake or maybe words have changed maybe there's a better way to say stuff [21:24] and that's indeed what we've what we have done this is really cleaning up [21:29] those those type those kind of typos there's really three main changes that [21:36] we're dealing with here which are shown on the screen here in section 715 you [21:43] can see that we're we've taken out and encouraged the continued [21:49] concentration of tourist service that's a repeated phrase we don't need it in [21:54] there twice then we talk about not more than six dwelling units should be [22:00] permitted into single family attached building. [22:07] We have that elsewhere. It just [22:10] needs to be more consistent there. So it's sort of a cleanup issue. And then the [22:14] last one we feel has has now gotten to be an invalid paragraph. I think it [22:20] started out initially with a good intent. But through the years it has [22:27] not been used and both the city attorney and I have some concerns about its due process [22:35] issue and that has to do with the status of a rezoning if you do not obtain a building [22:45] permit then it automatically goes back to its original state. [22:50] That automatic aspect gives us due process. [22:53] So we are recommending that that whole paragraph be amended. [22:57] So those are the three major changes in item C. [23:01] Now on item D, this is an issue of how we actually process requests [23:10] and how that has changed through the years. [23:13] And unfortunately the ordinance itself did not keep up with the changes that we have made. [23:21] There's actually seven changes that we are recommending. [23:25] I'm not necessarily going to go through each and every one of those, but this will bring [23:31] the actual paperwork, the applications that we give out in line, or bring the ordinance [23:37] in line with how we actually practice our work. [23:42] Whether that's listing stuff that's already been listed on our applications, or adding [23:50] additional information. We practice that. These amendments here in D bring the two parties [24:00] together there. Item E, and there you can just jump it back. You can see that there's the [24:10] seven that we were talking about. Item E has to do with our mixed use. This is an [24:17] issue that was picked up as a result of our comprehensive plan because we have [24:23] added the term regional activity center and we need to amend our ordinance in a [24:30] couple places. There are three amendments that we were proposing to do that but [24:38] basically this is generated because of our comp plan. Now that we have an option [24:44] regional activity center we need to actually put that in our purpose and intent of that MU district. [24:50] And while we were doing that we realized that there is a typo or some unneeded words in there as well. [25:01] F is dealing with the addition of two new districts. [25:07] districts. [25:09] Both the R8 and the R10 zoning districts are proposed. Right now we do not [25:18] have the ability other than our RAD district to really deal with developments that are [25:26] in that 3, 4, 3, 5, 3, 6 units per acre and up to 6 units. There's sort of a gap between [25:35] between those two points, and the RAD has been used in the past to fill that gap. [25:42] What we are proposing, which is also recommended as part of the COMP plan, is that we add both [25:48] an R10, which would add up to a little over four units an acre, as well as an RA classification [25:55] that would allow a little over five units an acre to sort of fill that gap. [26:00] So, you see we would be going from that mid, that sort of three and a half, and then we [26:06] have a little over four, then a little over five, and then the RAD allows up to six. [26:12] So we're filling in those gaps with the addition of these new districts. [26:18] So what you see here is R10 and R8 that's on the screen, and because we use what is [26:28] known in the planning profession as a pyramidal ordinance we don't have to list [26:34] every single use we just refer back to the previous district and then that'll [26:40] refer back and ultimately you get all of the uses that you need as a result of [26:45] that we don't have to have a real big amendment here and as you can see in in [26:53] the R10 district, it refers to everything in the R12. [26:57] So that's how the ordinance works. [27:02] So staff has encouraged and Planning Commission concurred as well for the addition of both [27:12] an R8 and an R10 zoning district. [27:17] G is dealing with our RAD districts and we are suggesting that we actually rename our RAD district. [27:29] Not drastically, we're just reversing some of the letters instead of residential attached, [27:35] detached, we are recommending that it's really residential detached and untouched [27:41] because most of the time we have emphasized [27:46] and the development community has responded [27:48] that it is more of a detached zoning classification. [27:54] Therefore, we feel that in this case, [27:56] the D needs to come before the A, [27:58] so that we're asking that it be switched to RDA. [28:04] As a result of that, [28:05] there's reference throughout the ordinance [28:07] that deal with RDA and we would just change those uses as you see here that's [28:16] up on the screen we're that's all we're doing we're changing RAD to RDA we're [28:21] not changing any standards within that district we're just changing how it's [28:26] represented and then finally in on H we there are three tables in the [28:33] ordinance where there's actually multiple tables in the ordinance but [28:36] three of the tables are affected because of the changes we have made tonight, as well [28:42] as bringing it back up to date, we had noticed there were a couple changes that had occurred [28:48] in previous updates that did not make it into those tables. [28:53] Obviously, you know, we are recommending R10 and R8, that needs to be added. [28:58] That's sort of an easy one. [28:59] But issues like the mixed use zoning district as well as some errors. [29:05] so you've got this is sort of a table of contents where we're introducing that [29:13] aspect as well as the table that has to do with what the actual requirements [29:24] within the district are in terms of setbacks and minimum lot sizes and the [29:29] like and then the final table picks that is a continuation of that for [29:36] commercial aspects that we're bringing that all together. Now that's it but I [29:46] also handed out tonight an update on our 8 and our 10 that we had picked up with [29:54] the assistance of Councilman Wilkerson [30:00] We had inadvertently, in the R10, we had said that it would reflect a medium density, [30:10] and we've given you an update to that. It really is supposed to say moderate density, [30:15] which is a little bit lower. And then in the R8, we actually said it was medium to high, [30:21] and it really should just be medium. So we've given you those updates, [30:25] and so my request would be that when you adopt that you would adopt based on what [30:34] we had presented to you tonight plus what we've handed out regarding those [30:41] density aspects. With that I feel like I've gotten through those fairly [30:50] quickly I'm happy to answer any questions that you have but they really are pretty [30:57] succinct I hope and with that Planning Commission and staff are [31:03] recommending adoption. All right well let's do this we'll start we have to [31:07] vote on these individually so we're going to start with C which is the [31:13] general code amendment for corrections and updates. This is a public [31:18] hearing. If anyone here would like to make any public comments concerning item C. [31:26] At the [31:26] record show there's none. And then I'll ask Mr. Tim Gould who chairs this committee to [31:33] make the motion. And also if there's any questions after he makes a motion then we [31:37] can answer those. [31:40] Thank you Mr. Mayor. I want to thank Canon as group for digging into the ordinances [31:47] and starting the process that'll go on for some time of continue to refine and [31:53] improve our zoning codes to be suitable to where we are here in Smyrna [31:58] currently in our for zoning needs. Anyway, Mr. Mayor, I'd like to motion to [32:04] approve ORD 2018-13 general code amendments for corrections and updates [32:12] for zoning ordinance city of Smyrna. Second. Motion second. Is there any [32:16] discussion. [32:22] It is not all those in favor of the motion. [32:29] Proof 7-0. Item D, [32:31] ordinance 2018, that's 14 public hearing. This is for the application for MAP [32:37] amendments. Is there anyone, this is a public hearing. Is anyone here that would [32:41] like to make any public comment concerning this issue? [32:53] That's the [32:54] approve ORD 2018-14 application for map amendments update to the zoning [33:04] ordinance city of Smyrna [33:09] motion a second it's in discussion although some favor [33:13] the motion please vote to [33:19] approve 7-0 item e ordinance 2018-15 public [33:27] hearing mixed use district update to the zoning ordinance city of Sumerna. This is a public hearing [33:32] because everyone here might make any public comment concerning this issue. That's the record show [33:38] there is no Mr. Tim Goode. Thank you sir. Move to approve ORD 2018-15 mixed use district update to [33:50] to the zoning ordinance. [33:51] City of Somerna. [33:54] Motion is second. [33:56] In discussion. [33:57] All those in favor, motion. [34:03] Move 7-0. [34:05] Item F, ordinance 2018-16, public hearing. [34:10] Code amendment to the zoning ordinance [34:12] to add a new single-family residential zoning district. [34:15] City of Somerna, this is a public hearing. [34:18] Does anyone here like making a public comment [34:20] concerning this issue? [34:23] At the record show there is none. [34:24] Mr. Tim Goode. Thank you Mr. Mayor. This one has maybe a little bit more of an impact [34:31] on I think in how the City Council will do business creating the R10 and R8 zoning districts [34:36] allow us to stick more closely to a defined ordinance versus using RAD and with a wide [34:47] range of variances to accommodate particular needs. So this is I believe a nice addition [34:53] to our zoning code and makes it easier for us as a body to have a more formal appropriate [35:02] code. [35:04] So therefore I move, Mr. Mayor, I move to approve ORD 2018-16 code amendment to the [35:11] zoning ordinance to add new single-family residential zoning districts, City of Smyrna. [35:18] Motion second. Any discussion? All those in favor of the motion please vote. [35:31] Let's approve 7-0. Adam Gee, ordinance 2018-17, public hearing section 7-4, RAD update to the [35:40] zoning ordinance city of Smyrna. This is a public hearing. Is anyone here to send, [35:44] would like to make any public comment concerning this ordinance amendment? [35:50] at the record show that is none. [35:52] Mr. Tim Goode. [35:53] Thank you, sir. All those in favor [36:54] of the motion, [37:02] approved 70. [37:03] Item five is from previous licenses. [37:06] We have nothing. [37:07] Item six is formal business A2018-401, [37:12] approval of the reappointment of George Davis [37:14] to the civil service board for a two-year term [37:17] to expire November 16, 2020. [37:23] Mr. Jones, is there any background on that? [37:27] The civil service board is comprised of three members, [37:30] each serving two year terms. One seat is appointed by the council, currently held [37:35] by George Davis, one elected by fire police personnel, currently Barb Allen, [37:41] but up for reelection, and one appointed by the other two board members, [37:45] currently John Davis. George Davis' term is set to expire November 16, 2018, but [37:53] has requested reappointment to the Civil Service Board. Staff does [37:57] recommend appointment of Mr. Davis. [38:01] Ms. Blackburn. [38:02] Thank you very much, Mayor. [38:04] I would like to move that for approval of 2018-401, approval of the reappointment of [38:09] George Davis to the Civil Service Board for a two-year term to expire November 16, 2020. [38:15] Second. [38:16] Motion is second. [38:18] Pre-discussion. [38:19] All those in favor of the motion? [38:25] That's approved 70. [38:27] Before we go into bed, I want to thank Ken and his department for the, you know, [38:33] all the changes that we had approved tonight. [38:36] Thanks for your hard work and thanks for not taking all night. [38:41] I think we'll be here at 11 o'clock, [38:42] the way that sometimes you go on. [38:44] But thank you, thank y'all very much. [38:47] Item B, under formal business, [38:49] 2018-415, authorization of a contract extension [38:53] with Zaxter Inc. for bike share program services [38:57] until March the 8th, 2019, in the amount of $14,400. [39:05] Ms. Jones, the background, please. [39:07] Zaxter Incorporated is planning to transition to a new regional bike system. [39:13] The target date to relaunch this new regional program will be the spring of 2019. [39:21] Rather than extend the current program with the city for another full year, [39:25] Zaxter is offering a short-term extension for six months. [39:30] The only changes to the contract will be the new end date of March 8, 2019, [39:35] and a reduced price of $120 per bike down from $130 per bike per month. [39:44] Staff recommends approval of the contract extension with Zaxter [39:48] for bike share program services until March 8, 2019 in the amount of $14,400. [39:59] Ms. Wilkinson. [40:02] Thank you. [40:03] So if there's anybody that would like to have any questions, I don't know if there's [40:08] anybody to speak on this. [40:11] Richard's not here, is he? [40:13] Is Richard here? [40:14] No, I don't know. [40:15] Do you want to speak about it? [40:17] Okay, thanks. [40:17] Overall the program has been very successful. There's 4,000 active users and as Ms. Sadler-Jones said this is simply extending our program and saving some money in the process. [40:32] Okay. If there's no other questions, I would like to move to approve item 6B2018-415. [40:43] authorization of a contract extension with Zaxter for bike share program [40:49] services until March 8, 2019 in the amount of $14,400. [40:58] The motion is second to approve this contract extension. Any discussion? All [41:04] those in favor of the motion? [41:10] Proof 7-0. Item 7 is commercial building permits. Mr. Mayor move approval of the consent agenda. Most [43:00] This is saying approve the consent agenda, while those in favor of the most, please vote. [43:07] Prove 7-0. [43:09] Committee reports will start tonight with Mr. Derek Norton. [43:13] Thank you, Mr. Mayor. [43:14] I want to remind everybody that this week is Public Safety Appreciation Week. [43:19] We had the pleasure of attending a breakfast this morning, recognizing our public safety [43:23] personnel, and some from SMERNA were recognized for exceptional service, examples of exceptional [43:32] service recently and that was Lieutenant Tommy Bates and Lieutenant J.P. Paul [43:37] from the Fire Department and Officer Heather Clemens from the Smyrna Police [43:41] Department. They were award nominees so if you go about your week I encourage you [43:46] to say an extra thank you to the men and women who protect us every day with [43:50] that IU. Miss Andrea Bluesting. Yes your honor I don't have anything this [43:56] this evening. Thank you. [43:58] Ms. Marilyn Blackman. [44:00] Thank you, sir. [44:01] I would like to just follow up with Councilman Norton. [44:04] I also attended the breakfast this morning [44:07] for our personnel public safety week [44:10] and want to send out a congratulations [44:11] to those, all of the individuals that were honored. [44:14] And just as he said, if you have an opportunity [44:16] to go by the fire station or the police department [44:19] and say hello and thank you, [44:21] that would be most appreciative. [44:23] Also just want to say, had a great time this weekend [44:25] at the North Georgia State Fair. [44:28] It was really a wonderful event and well attended. [44:32] Also had an opportunity to hang out with a lot of our furry animals this weekend [44:37] at the Wolfstalk, so hats off to Jennifer Bennett and our Smyrna crew [44:42] for doing a great job with that as well. [44:46] And then just want to welcome two new members to our staff, [44:49] Herman Hunter, who is our new Code Enforcement Officer, [44:52] and William Parker, our Economic Development Coordinator, [44:54] Just say thanks and welcome aboard guys. We look forward to working with you and one less [45:00] I just want to wish the family of Michael Dorsey, my deepest condolences, we lost a dear [45:07] Smyrna resident on September 19, the accident that happened on Church Road between the motorcycle [45:15] and the car. So again, just sending my condolences out to the family. With that, Mayor, I yield. [45:23] Mr. Corker-Wilch. Thank you, Mr. Mayor. I just want to make sure and invite everybody [45:27] to the grand reopening of the Smyrna Century Garden behind the community [45:34] center this coming Saturday October 6th from 10 to 11 a.m. and that community [45:41] garden has been restored restored by the Johnkel Garden Club so everybody [45:45] please come out 10 o'clock in the morning. Love to have you there. That [45:50] a year. Ms. Susan Wilkerson. Thank you Mayor. I did want to say I also attended the [45:57] luncheon recognizing the public safety officers and I really enjoyed hearing [46:03] about the stories and they do a wonderful job and I want to remind people [46:08] to make sure you thank your public safety officers this week for the work [46:15] that they do. This is a week of recognition. Also I would like to make [46:19] an announcement for Mary Moore from the library. This is an announcement from the Friends of [46:26] the Smyrna Library and the Friends of the Library invite you to attend the second annual [46:32] Books and Brick Lego exhibit. The event is this weekend in the Smyrna Community Center [46:38] Magnolia Room. The exhibit will be created by the Dixie Lego Users Group, a club of [46:45] adult Lego enthusiasts. Displays include moving trains, landscapes, townscapes, and unique [46:53] individual creations. Activities include a free build station, crafts, and a reading [46:59] corner. Tickets will be sold at the door. The tickets are $8 for ages 13 and older, $4 [47:06] for ages 5 to 12, and free for ages 4 and younger. The hours are noon to 6 p.m. on [47:15] Saturday, October 6th and noon to 5 p.m. on Sunday, October 7th. The proceeds [47:23] benefit the youth services collection of the Smyrna Public Library. And with that, [47:29] I yield. Mr. Tim Gu. [47:33] Thank you, Mr. Mayor. We had our first committee meeting of [47:39] the Education Committee of myself and Councilperson Wilkinson and [47:43] Councilperson Blackburn. And a great meeting, a lot of enthusiasm. The possibilities are [47:48] wide open for what we can do as a council and as a city to help and put impact and support [47:53] our schools here in Smyrna. So we're very, very excited and very enthused that the mayor [47:57] and council saw fit to form the committee. So I think it's a great thing. One of the [48:02] specific things we'll work on is some pedestrian safety. There was an unfortunate incident recently [48:08] by Argyle Elementary. We're a couple young kids. We're hit. I think they're fine physically, [48:14] but it just highlights the need for us to focus on pedestrian safety for families and [48:19] kids near our schools. Also, I want to touch on a project that Scott Andrews and Ashley [48:25] humans have been working on, the Youth Council. So they just finished selecting [48:30] their 11 talented high school students from three high schools in our area. I can think [48:36] orientation is this week and it's a great program to help engage our students, our youth, into [48:42] the city activities and continue to tie our city into more deeply into our schools. With [48:48] that, I yield. [48:49] Mr. Ron Middle. [48:51] Thank you, Mr. Mayor. I want to announce that the Finance Committee's next meeting is [48:55] on October 25th. We've had a challenge getting it scheduled properly. About October [49:00] 25th, we're having two meetings I think upcoming, this one to complete work on the finance and [49:08] HR report outs. We'll have that one out soon, but that'll be all posted on the website. [49:13] October 25th is the finance committee meeting, regular reports from our finance department [49:20] and our progress toward goal on the budget. Secondly, I want to just note that I want [49:27] I want to thank the John Quill Golden Cake Kiwanis Club for inviting me to be their guest [49:34] speaker a week ago Tuesday. [49:36] I appreciate being with that team. [49:39] I didn't get through my entire presentation because there were question after question [49:44] after question. [49:45] They're a very curious involved group of leaders in the Kiwanis Club and I appreciate [49:51] them inviting me to speak. [49:53] And then finally, since we met last, the Atlanta Braves clenched the National League East pennant. [49:58] We are now going to go to the National League Championship Series for the privilege of hosting [50:04] the World Series right here in Cobb County on Sorna's doorstep. [50:08] Go Braves. [50:14] Mr. Jones. [50:16] Mr. Andrews. [50:17] Mr. Cochran. [50:19] Mr. Graham. [50:20] No? [50:21] Okay. [50:22] We do not have a show cause hearing. We got one person signed up for [50:27] citizens input, Alec Bakery, 3459 Shawnee Trail. [50:32] Comments is his topic. [50:37] My first comment tonight is [50:43] that we missed the deadline to consider term limits on the mid-term ballot. [50:50] I'd like to comment that I hope in the new year this council [50:55] re-considers doing a referendum on that. Marietta did it again and passed it so [51:02] I'm for it either way whatever the people think about next year is an [51:07] election year so it'd be nice to have a referendum where people especially new [51:11] people know where to go to vote on an issue and I want to emphasize that if a [51:18] council person is against it you got to remember it's not the person on the [51:23] Council's opinion. It's the people that voted him in office. So you look at the majority as well as [51:29] The taxpayers pay their salary. So it should be what the people in your ward want [51:35] Not what you think personally [51:41] Secondly [51:45] on this 300,000 you've got for a survey on [51:49] Drapik transit. I hope you consider sending that back [51:54] because you look at Concord Road that two years to do it and then we still got [52:00] just two lane two lane all we got was a center meeting sidewalks and a light at [52:04] Macaulay for $20 million that doesn't do it the roads are tight and [52:11] Smyrna and if they try to make a separate spot for look at Windy Hill as [52:18] well, how much you're going to do to impede traffic, it just doesn't fit. [52:25] And I think it's a waste unless you deal with through the air that the city cannot spend [52:34] the money to do a rapid transit. [52:38] I look at the buses that people are waiting for in Cobb County to go around Cobb. [52:42] They're empty. [52:42] And lastly, I hope this issue on buying that purchase on Spring Road is a dead issue. [52:51] I think it's absolutely ridiculous to spend, even think about $15 million speculating with [52:58] taxpayer money on something that we already have with the community center. [53:02] I find this an absolute insane idea and I hope this council ends that conversation [53:10] on that. [53:11] Again, you don't speculate with taxpayer money. [53:13] You only have to look at what Hickory Lakes and Smyrna Commons did [53:17] Speculating with our money and the millions of dollars we lost [53:22] And I hope that's as I say there's nothing there that we don't already have with the community center. We have [53:30] Thank you [53:36] concludes the [53:37] citizen's input [53:39] There's no other business be brought for this body out of credit is me your turn at 751
