[9:13] Mayor Sam Mayor of Rapid City has given [9:17] us an official statement about the 86th [9:22] Sturgis Rally [9:24] about from his angle, from the city of [9:27] Rapid City, and it was asked to him to [9:29] do that because [9:31] when the DOT numbers from last year were [9:35] pulled up and looked at, [9:37] and the news was and the news from the [9:40] local news vendors were pulled up. It [9:42] was a It was noticed that they did not [9:46] seem to have as much care for the [9:48] motorcycle riders as they did their [9:51] cars. Because they were five They were [9:54] five to five at five deaths to one of [9:57] our deaths. So, that rendered the mayor [10:00] of Mayor Solomon to render us a [10:03] statement that we're going to be [10:06] hopefully putting out as a PSA and if I [10:08] can I I was in one of my pieces in my [10:10] phone, I will send that on the Deb when [10:13] I find that to talk about the safety of [10:16] the riders, the cars, the riders, and [10:19] the and the thing is the walkers and the [10:21] bicyclists to help bring the to bring [10:24] attention to the rally and how everybody [10:27] should work as one because like I [10:29] pointed out to him, I said, "You know, [10:31] if all we're hearing is wrecks and [10:33] hospitals, we're damaging the history of [10:36] this motorcycle rally. We need to try to [10:39] work on the safety so when riders come [10:43] to your town and they come to our town, [10:46] meaning Sturgis at the time, and Deb was [10:49] emailed the whole transactions of that [10:51] statements that we we we would like them [10:54] to come to say this is a beautiful [10:56] experience. I'd like to come back, not [10:59] the experience to say, "Well, I wrecked [11:01] my bike and I got to get a new bike." [11:02] So, that So, that and we and we're in [11:05] the middle of trying to figure out to [11:06] get the DOT stuff kicked out about to [11:09] get these riders so they can understand [11:11] what what what what we did not get [11:13] correct what was not sent correct to us [11:15] correctly [11:17] was the reduction of speeds on the [11:19] highway. [24:43] The at-home business is permitted in [24:45] residential districts subject to the [24:47] approval of the use on review through [24:49] the Board of Adjustment following the [24:50] recommendation of the Planning [24:52] Commission, which was approved [24:53] previously. [24:54] Um the property has ample space for this [24:57] this parking um [24:59] and all business deliveries are sent [25:02] offsite. They are not sent to the [25:03] property and the property does not have [25:05] any customers stopping by as well. [25:08] In reviewing the use on review [25:09] application, the planning commission and [25:11] board of adjustment should consider the [25:12] proposed use is consistent with the [25:14] surrounding neighborhood which is [25:15] primarily residential, will not be a [25:18] detriment to public health, safety, or [25:20] welfare, and will not create excessive [25:21] traffic, noise, or parking issues, is [25:24] consistent with the intent of the zoning [25:26] district and can be conditioned if [25:28] necessary. [25:30] Staff has reviewed the application and [25:31] finds that the [25:33] an in-home or an at-home business is [25:36] compatible with residential [25:37] neighborhoods when properly regulated. Staff finds that the request [25:49] as proposed meets the general intent of [25:51] the use on review criteria provided the [25:54] operation remains consistent with the [25:56] submitted application information. Staff [25:59] suggests the following conditions be [26:00] considered by the board of adjustment. [26:02] No signage related to the business be [26:04] permitted on the property. The use shall [26:06] remain secondary to the residential use [26:08] of the property. And any expansion or [26:10] change in the scope of the business [26:12] shall require additional review and [26:14] approval. [46:41] This agreement simply grants the company [46:43] the option to evaluate the site and if [46:46] they decide to move forward enter into a [46:48] lease. [46:49] If the option is exercised, the project [46:51] would still be [46:52] uh required to comply with all the city [46:54] zoning, building, flood plain [46:57] applicable approval processes before any [47:00] construction could occur. [1:17:54] Uh this is a one-year amendment to their [1:17:57] existing sponsorship. [1:17:59] Uh Harley-Davidson, of course, needs no [1:18:01] introduction in Sturgis. [1:18:03] It's a world's most iconic motorcycle [1:18:05] manufacturer. [1:18:07] Harley-Davidson Motor Company is closely [1:18:10] and endearingly associated with the City [1:18:12] of Sturgis Motorcycle Rally [1:18:14] and serves as a prominent rally sponsor. [1:18:18] In 2020 In 2015, to commemorate the 75th [1:18:22] rally, the city and Harley-Davidson [1:18:25] formalized their long-term partnership [1:18:28] through an agreement naming [1:18:29] Harley-Davidson the official motorcycle [1:18:31] of the City of Sturgis Motorcycle Rally. [1:18:34] The agreement celebrated the motor [1:18:36] company's decades long association with [1:18:39] Sturgis while looking forward to the [1:18:41] next 75 years of that relationship. It [1:18:44] also resulted in the creation of [1:18:46] Harley-Davidson Rally Point which has [1:18:49] become a valued and bustling permanent [1:18:52] community gathering place and visible [1:18:54] symbol of our partnership. [1:18:58] The proposed 2026 sponsorship amendment [1:19:01] extends the preliminary term of the [1:19:04] legacy agreement [1:19:06] for the 86th motorcycle rally [1:19:09] and continues Harley-Davidson's [1:19:11] long-standing commitment to the rally [1:19:13] and the Sturgis community. [1:19:15] During the 86th rally, Harley-Davidson [1:19:17] will occupy designated city-owned and [1:19:20] controlled property [1:19:22] including the Sturgis Community Center [1:19:24] and Rally Point and will receive [1:19:26] promotional opportunities [1:19:29] and other rights and privileges [1:19:30] associated with the sponsorship. [1:19:32] Accordingly, over the next few weeks, [1:19:35] Harley-Davidson will act as a sponsor of [1:19:37] the 24th annual Mayor's Ride [1:19:40] and as a presenting sponsor at Military [1:19:42] Appreciation Day to help honor all who [1:19:45] have served. [1:19:46] The city is proud to welcome [1:19:48] Harley-Davidson back to Sturgis for the [1:19:50] 86th rally [1:19:52] and to continue a partnership that is [1:19:53] important to the rally [1:19:56] the Harley-Davidson community and the [1:19:58] city of Sturgis.
