loitering and the begging that's going
[41:54] on on the streets in Taylor. So I was in
the fast lane on telegraph going towards
[41:59] north uh Vanborn and um there's always
somebody begging in the middle of the
[42:05] median which is dangerous and I know I
have a brother who was a policeman for
[42:09] 25 years and he said that that is um
impeding traffic. So the guy in front of
[42:14] me so the light's green and the guy in
front of me decides to stop and be kind
[42:17] and give the um beggar money and I
almost hit them rear ended them and so
[42:24] whose fault is that? Well, the fault is
to the homeless person because or to the
[42:29] beggar because I'm not going to call
them homeless because most of those
[42:33] people that are begging on the streets
look like able-bodied men. And I do have
[42:38] empathy for veterans that are homeless
and that they beg and stuff like that,
[42:42] but this is ridiculous in Taylor. So, I
almost hit the car in front of me
[42:46] because he stopped to give them a
donation. And I did call the police and
[42:50] I did tell them about it. You know, they
said, "Okay, thanks." You know, but the
[42:54] thing of it is is that there should be
no begging on in the median on the fast
[42:59] lane on telegraph and we need to have a
sign there. They need to say that
[43:04] there's no loitering and there should be
a fine if they're doing that. There
[43:09] should be a fine if they're doing that.
Um the other thing is um I don't know if
[43:14] you guys have been to Detroit lately,
but they they're taking pretty good care
[43:18] of their begging situation. But when you
get off at 94 and telegraph, it's
[43:24] unbelievable
the amount of beggars that are sitting
[43:28] there at the the blue bridge on
Telegraph that are begging.
[43:34] I mean, I don't know about you guys, but
I pay a lot of money in taxes in Taylor.
[43:37] I have a big house. I pay a lot of
money. But aren't we looking at property
[43:41] value? Aren't we looking at our city
should be cleaned up and we shouldn't be
[43:46] having these problems in the city of
Taylor? Ma'am, I'm gonna have the police
[43:49] chief come up and and he can come out.
But I I want to make a quick comment
[43:53] real quick.

love to um not have any homeless, any

some things we do that in particular
[44:33] area, they cannot be in that median. We
chase them out multiple times a week. Uh
[44:39] it's like pushing water. You push them
out and they wait for us to leave. They
[44:43] come back an hour later. So, it is a
problem. It is dangerous and I agree
[44:47] with you. Um the unfortunate thing is we
do write them tickets for repeating
[44:51] traffic as your brother told you. They
don't show up. Um you can't get water
[44:56] from a rock. It is what it is. They have
nothing. They claim and it's a never-
[45:01] ending cycle. We do have a program where
we receive federal funding to try to get
[45:06] these people into treatment. Our
officers are out there. It's funded
[45:09] again by uh the federal government where
officers go out there and give them the
[45:13] option to get into housing and treatment
for maybe mental illness or substance
[45:18] abuse, but unfortunately it's
continuous. I will agree with you. Every
[45:23] city I drive through uh has these people
everywhere. So, it's a tough issue. Uh
[45:28] I'm not sure that we can handle it on a
local level, but we'll do the best we
[45:31] can. We can redouble our efforts.
>> So, my my my suggestion is I stopped
[45:36] doing it years ago. I will give my money
to a a a place before I'll give it to
[45:42] those people. Uh and and we need to stop
doing that. I I know we feel sorry for
[45:47] them and our hearts go out to them, you
know, because some of them look really
[45:51] bad. You can tell they need it, but we
got to stop because there's plenty of
[45:54] places that they can go to get help that
could use our money. So, people just
[45:59] need to stop.
>> Completely agree. And some of them are
[46:02] as a grift where they live in a house
together with five or six of them. They
[46:06] have a car.
>> Absolutely.
[46:08] » It's parked around the corner and
they're making hundreds of taxfree
[46:11] dollars a day. If you have four or five
people doing that, if they make three or
[46:15] $400 a piece, you can do the math how
much they're making. So, I would agree.
[46:18] Um, I try not to give people money as
well. If someone wants to give them
[46:22] water or some food, you'll see that a
lot of times they will turn that down.

put a number of people into treatment.

homeless, more of the ones that have
[46:52] substance abuse problems. So, yeah, our
our federal grant has actually done a
[46:57] really nice job of getting some of these
people into treatment. So, word's out.
[47:01] Um, but we do run into the same ones a
lot and they see us coming and they
[47:05] start flagging us away. Hey, we already
know. But, yeah, we will continue to uh
[47:10] monitor the situation, do the best we
can. Um, trust me, I I know it's
[47:14] aggravating. I really I really do. And I
I empathize, especially with the trash
[47:18] being left there. I know our DPW has
come out and cleaned up the mess a
[47:22] number of times, so it's legitimate
concern. So they put a sign there.
[47:28] » Yeah, it's Yeah, sure they could, but
the signs aren't going to help them.
[47:32] It's already illegal to do where they're
at. So you can beg. It's completely
[47:36] lawful, but not in the roadway. That's
where you run into the problem. The
[47:40] center media there is not an area uh nor
can they come out into the roadway and
[47:44] do that. Those are all violations and we
would write those as simply impeding
[47:48] traffic.

[47:54] I disagree about, the people who are in
the medians are part of the problem, but
[47:58] the people who stop traffic their cars.
So, would it be reasonable that if there
[48:04] happened to be an officer in the area
and they saw somebody holding up
[48:08] traffic, you said you understand you
can't get blood from a rock, but the
[48:12] driver more than likely would be
somebody who would feel compelled to
[48:16] actually pay a penalty. Um, is that is
is it illegal for them to hold up
[48:22] traffic?
>> Yes, it is. They're impeding the flow of
[48:24] traffic as well. Um, I can't recognize
any instance where we've actually done
[48:29] that, but yes, it is the traffic.
>> I mean, you know, whenever look how they
[48:32] got kapone, anytime there's a problem we
want to solve, but due to civil
[48:37] liberties, we can't do it one way. There
might be another way that would let
[48:41] people know that I'll tell you one
thing. You don't want to stop traffic
[48:45] and Taylor by doing this because there
are many wonderful ways that you know we
[48:50] have to help people who need help and
the programs that you're doing are are
[48:54] very good too. Thanks.

complaint is legitimate.
[49:02] I'm charging them a when I get a garage
sale since I get a permit to have a
[49:07] garage sale
[49:11] by a permit once a month. I don't know.
All these don't be a deterrent of the

with England Civil. A lot of drainage

we test the electric equipment on July
[54:55] 16th at 4:30 p.m. in the media center.
you've never been. It's very interesting
[55:00] to watch. My deputy clerk puts in a lot
of work, a lot of effort, does an
[55:05] amazing job explaining how it works, how
the machines work, how we test them,
[55:09] make sure they're accurate, and that
there is no fraud. So, I don't think
[55:14] it's a great opportunity for people to
see um instead of making accusations, I
[55:19] think
the public advocacy test to see all the
[55:23] hard work we put into making sure that
