[5:39] Last week we had an I was present in a [5:41] meeting with Representative Andrews, [5:43] Daniel Franco, South Township Manager, [5:47] representatives from MDOT and the Road [5:48] Commission to discuss the specifically [5:52] Holland Street, Blue Star Highway, right [5:54] by Blue Star Barns, but also the safety [5:57] of the entire Blue Star corridor. So, we [5:59] had floated a lot of good ideas to [6:02] um [6:03] what we could do temporarily to [6:06] change the [6:08] crosswalks, maybe put a light in, or [6:10] how it would [6:11] would look like. And just it was a good [6:14] session to lay out some ideas. You know, [6:16] there's a long-term plan for that for [6:19] the whole corridor, obviously from the [6:20] from the expressway to the expressway, [6:22] but we're talking 3 to 5 years in the [6:25] future for anything so substantial. You [6:28] know, you guys have talked about [6:29] roundabout here, but just just letting [6:32] you know that we had that discussion and [6:33] we're in the works of potentially making [6:35] changes. [6:54] We're looking at a 7.3% increase on [6:57] revenues and expenditures based on their [6:59] that's an increase for equalization. So, [7:02] um [7:03] few things that that you might see [7:05] different is we're going to have might [7:07] have to be exchanged with [7:08] transportation. [7:09] It's um they have some in parks. [7:12] Parks has been a shortfall area and I've [7:16] talked about before possibly a parks [7:17] millage county wide, but only had [7:20] beginning discussions of that. Um but [7:22] transportation is a little more of a [7:25] immediate need based on lack of money [7:27] from the state, so there might be some [7:29] changes in there. And then also uh [7:31] you might have heard that [7:33] our Secretary of State who's running for [7:36] governor is has floated potential [7:39] changes in election [7:41] equipment that might be needed. So, we [7:43] might make some budget adjustments based [7:45] on that if that gets [7:47] comes to fruition if necessary. [7:51] Uh the West Side Park. So, south of here [7:54] in West Side Park, we voted to [7:57] replace the north steps. So, that was [8:00] right. We talked about doing the south [8:02] side steps that were washed away years [8:04] ago. So, but now we've officially voted [8:07] against bids to replace the north side [8:09] steps there that are in disrepair. So, [8:11] we'll hopefully [8:12] wider steps, bigger landings and all [8:14] that help people get down there. [21:19] Wouldn't it make sense if you guys [21:21] adopted this, too?" And they said, "No, [21:23] we're a party town. It's going to get [21:25] noisy here, and we don't want your [21:26] ordinance." And we said, "Okay." [26:13] And they they actually meet all the [26:15] criteria for the ground floor, so not a [26:17] problem. [26:18] However, when it came to parking, [26:20] um, [26:22] from the way they calculated they needed [26:24] 33 spaces, although there was questions [26:26] on how they calculated and it turned [26:27] what was on the site plan, it didn't [26:30] match. So, Shawn pointed that out. And [26:33] then, the other one is they didn't ask [26:35] for a waiver or reduction at all. They [26:39] just came in thinking that they met the [26:41] ordinance of Cuz when you're in the C-1, [26:44] the mix plan is different. [26:46] Parking requirements are done by use. [26:48] So, if you have a restaurant, you you X [26:50] amount of parking, units, calculated by [26:53] the different things. Retail is [26:55] calculated different than office space [26:56] and all that. [26:58] So, you do your calculations for how [27:00] many parking spaces you needed by what [27:02] types of uses are on your building, and [27:05] those are generally [27:07] the only two commercial areas that we [27:08] ever see to which is Blue Star and C1 [27:09] which is the DDA area. [27:11] Well, the C2 area [27:14] the minimum lot size is 30,000 square [27:16] feet or larger. [27:18] So, you can fit parking. So, you're [27:19] going to have [27:21] your full parking requirements. Downtown [27:23] is only 4,000 square foot minimum, and [27:26] you can build up line to lot line. So, [27:28] it's almost impossible to fit your [27:30] parking. So, what they did years ago is [27:32] they just put in an automatic 50% [27:34] reduction [27:35] if you're by right, and if you're not by [27:37] right, then you have to provide 100% [27:40] unless you ask for a reduction or a [27:44] waiver, which they did not ask for. So, [27:46] we told them that they'll have to go [27:48] back and figure out how to fit their [27:50] parking in and you know, do whatever. [27:52] So, we tabled it [27:54] based on that. You feel free [38:56] to [38:58] peruse that and ask any questions, but [38:59] here just a couple of highlights. Um [39:02] just in July we had 149 incidents, which [39:06] was a record. [39:08] Um probably most of them not probably [39:11] most of the incidents are medical. [39:13] Um falling remains the number one, which [39:17] is likely to happen in a [39:19] in a in a town that has [39:22] a lot of old people. [39:27] Uh [39:28] yeah, right. Um [39:30] and that's that was a record. [39:33] The average emergency response time [39:35] through July went up at 7 uh minutes and [39:38] 20 seconds, which is slower, but [39:42] probably the reason is because the [39:43] traffic volume on Blue Star Highway. [39:46] So, uh that's really been a factor. [39:50] Um [39:53] The the biggest problem that we have is [39:55] over 34% of our calls [39:58] 30% of our calls over the year are [40:01] overlapping calls. And we had a long [40:04] discussion one of the biggest problems [40:05] that we're having right now are these [40:08] iPhone crash alerts. [40:11] We've had 15 of them this year. We all [40:13] got our phones and we're lucky like I [40:15] didn't know that [40:17] I drop my phone all the time. I can't [40:18] believe that it doesn't automatically [40:20] call 911 or but [40:23] So, you might want to look in the [40:24] settings on your phone. You have the [40:26] emergency SOS [40:29] and you have to turn it off if you don't [40:32] want it to be on. And then it will list [40:34] your emergency contacts and my phone [40:36] will call you if they determine that [40:38] there was a severe accident. But what's [40:40] happening is [40:42] you know, people are putting their phone [40:43] on the top of their car [40:45] who would ever do that and driving off [40:47] with it. I think we are all [44:53] kind of at an impasse on where what we [44:55] were going to try to do, so everybody [44:56] kind went their separate ways and we're [44:58] going to try to stay in touch and figure [45:01] out some options. Um [45:03] our neighboring community did send us um [45:05] some information. Right now, uh Douglas, [45:09] our management program allows bow [45:10] hunting on and she please weigh in if I [45:13] if I miss you got something on [45:14] qualifying private properties through [45:16] the city's established deer management [45:17] program. [45:19] Applications for the hunting season for [45:20] 2026 and I'm going to say 27 because it [45:22] goes into January. [45:24] Um hunting season are already being [45:25] picked up and the program is moving [45:27] forward. [45:28] Um the program relies primarily on [45:30] private property owners voluntarily [45:32] participating allowing hunting on [45:33] qualifying parcels. [45:35] We do have a uh individual that was on [45:37] the wildlife committee, Tony Chippewa, [45:39] assisting with identifying additional [45:41] private properties and others who may [45:42] and and uh those who may want to [45:45] participate, which could expand the [45:46] program this year. [45:48] Douglas has limited property, um public [45:50] property suitable for conducting a [45:52] professional call. [45:53] And the city currently has no funding [45:55] budgeted for a professional deer call. [45:57] And we can continue the existing program [45:59] through the upcoming season and evaluate [46:00] the results before determining whether [46:01] additional measures are necessary. [46:04] Um it is not an easy decision to do [46:07] this. [46:08] Uh there's a lot of concerns. [46:10] Um [46:11] even though some will say, "Well, just [46:14] use the 720 acres or something like [46:15] that." You do There were concerns about [46:17] the fact that you want to draw the deer [46:19] in for safety, but baiting is still [46:21] illegal in Michigan down here especially [46:24] right now. [46:51] Uh the contractor quoted $495 per deer [46:53] which includes permitting activities, [46:55] the cull, field dressing, and donation [46:57] to me. [46:58] Uh there's also thermal imaging that [47:00] could be done. Their experience [47:02] conducting this municipal and [47:03] institutional deer culls including work [47:05] through Grand Haven, Jackson, Livonia, [47:08] Dearborn, and others. [47:09] Their professional shooting team [47:11] conducts annual training and [47:12] qualification. They carry insurance with [47:14] them the participating municipalities [47:16] and additional insured. [47:18] Which I'd have to check with our [47:19] insurance if that would be okay. The [47:21] proposed operation would generally occur [47:23] at night using thermal imaging, with [47:24] sound suppression, and specialized [47:26] ammunition. [47:28] Um on the back, programmable feeders [47:30] would be established. I'm not so sure [47:32] about how that would work. We still [47:34] would have to explore that because of [47:35] the baiting aspect of this. [47:37] Um they are our neighboring community is [47:40] also investigating um the beach as an [47:42] area possible area for a location for [47:44] winter cull. [47:45] And Grand Haven reported we uh we cull [47:48] uh culled with this group 50 deer over [47:50] two nights using this contractor. So, 50 [47:53] deer is $495. That's about $24,750. We [48:26] would need to do that. And determine [48:28] whether Douglas would participate [48:29] independently or jointly with our [48:31] neighboring community. [48:32] So, you have the two options at the [48:34] bottom. I don't think I can read three, [48:35] you know, I just kind of went through [48:36] them. So, you have options one and two. [48:38] We don't have to solve this today, but [48:39] we are getting into the next hunting [48:41] season. Uh [1:01:12] Douglas had 47.57% [1:01:15] turnout, uh compared with the rest of [1:01:18] the county, which was an average of [1:01:19] 31.59. So, very high turnout. A lot of [1:01:22] work for her and her team to to manage, [1:01:24] but they did a great job. We are now [1:01:26] gearing up for November and we'll be [1:01:28] conducting more trainings for election [1:01:31] inspectors and more recruiting. [1:01:33] Uh I want to make sure that you're aware [1:01:35] that that you know, it used to be that [1:01:37] Commissioner Lovers was up late [1:01:38] stressing and and fretting about uh [1:01:41] somebody stealing his property through [1:01:42] property fraud and title theft. But then [1:01:44] he signed up for property fraud alert [1:01:46] and now he knows that if someone should [1:01:48] report a fake deed in his name, he'll [1:01:51] get a text message, an email, or a phone [1:01:53] call. And and I want to encourage you [1:01:55] and all of your constituents to do the [1:01:57] same and and sleep well like Mr. Lovers. [1:02:00] Uh [1:02:01] little update from the state. We are [1:02:03] told that the Secretary of State does in [1:02:06] fact want to push forward with uh new [1:02:08] voting machines for every jurisdictions. I [1:03:42] wanted to come out and introduce myself, [1:03:44] say hello, this is what I look like. I [1:03:46] have grown up in Allegan. I grew up in [1:03:48] Wayland, actually, moved to Allegan with [1:03:50] my husband, Tom. [1:03:52] We've been together for 32 years. He's [1:03:54] so excited to be here. He can't be [1:03:55] standing. [1:03:56] And we raised our kids in Allegan [1:03:58] County. I've been here my obviously, [1:04:01] like I said, my whole life. We have two [1:04:03] children. One daughter that's grown, and [1:04:05] now we're grandparents, best thing I've [1:04:06] ever done. [1:04:08] And our son still lives with us. I [1:04:10] started my practice in my parents' [1:04:12] dining room, worked very hard, been very [1:04:14] successful at that, and I continue to I [1:04:17] don't work in in our dining room [1:04:18] anymore. I have an office now in [1:04:19] Allegan, but I've been doing that, and [1:04:22] I've just decided that it's time to take [1:04:24] the skills that I've learned in my years [1:04:26] of practice and apply it to something [1:04:27] else. So, during this my tenure, just a [1:04:30] couple of highlights, I did help Judge [1:04:32] Scott set up the Mental Health Treatment [1:04:33] Court that's currently running in [1:04:35] District Court A. I am running for his [1:04:38] position. A lot of people are very [1:04:39] confused. There are two positions up for [1:04:42] election. [1:04:43] So, Judge Brunett is up for election, [1:04:45] and then Judge Scott is retiring, and [1:04:47] I'm running for that position. So, I [1:04:50] would like to see that court continue to [1:04:52] be as successful as it has been in [1:04:54] helping people with [1:04:56] mental health issues get redirected and [1:05:00] get the services that they need instead [1:05:01] of convicted of crimes. [1:05:04] I also just recently served in an [1:05:06] expungement clinic this past Friday. I'm [1:05:08] sure you've probably been hearing about [1:05:09] those. Those are where people who have [1:05:12] had long-standing older convictions, [1:05:14] maybe 20 years or so, or maybe more [1:05:16] recent within the past 10 10 years or [1:05:19] more. Um they can have some certain [1:05:21] convictions that are set aside, and they [1:05:23] do these clinics where the state police [1:05:25] have run their fingerprints, their uh [1:05:27] convictions have been approved, and then [1:05:28] attorneys volunteer their time to help [1:05:30] them get the paperwork done so that they [1:05:31] can get back into the workforce and [1:05:33] start hopefully being more productive [1:05:35] members. [1:05:36] Not to assume that they aren't [1:05:37] productive, but you know what I mean. [1:05:40] Uh and then I myself also helped set up [1:05:43] the court-appointed special advocate [1:05:44] program here in Allegan, if any of you [1:05:46] know what that is. It helps uh children [1:05:48] who are impaired with adult mental [1:05:49] illnesses and public offenses. So, those [1:05:51] are some things that I've already done. [1:05:52] Um and just a little bit about who I am [1:05:55] and what I think is important in um [1:05:59] outside of just advocating for people as [1:06:01] an attorney. As a judge, I don't think [1:06:03] that I should uh legislate from the [1:06:04] bench. I know everybody says that. I [1:06:06] think compassion is important, but [1:06:08] knowing the rules and the law are also [1:06:10] important. And that's really the only [1:06:12] job that a judge has is to know the [1:06:14] rules and the law and make sure it's [1:06:15] applied fairly. [1:06:16] So, that's a little bit about me.
