[3:41] The project before you this evening -- [3:44] is an industrial redevelopment project located in the planned [3:49] community industrial zone within the city. [3:51] It's addressed to 2441 Rochelle Drive. [3:54] Shown on this slide are the surrounding land uses [3:59] and zoning designation. [4:00] As you can see, it's surrounded to the west and the south [4:04] by planned community industrial, as well as office and industrial [4:08] similar zones. [4:10] And the one difference is across from Tustin Ranch Road -- [4:14] it is zoned residential. [4:19] The request includes two applications [4:23] for design review for site layout and building design. [4:26] And a subdivision request to subdivide the 8.3 acre site [4:30] into two numbered parcels, and one letter lot, [4:36] for right of way purposes. [4:37] There are two industrial buildings [4:41] proposed with this project? [4:42] They are essentially mirror images of each other. [4:46] Building one is slightly larger than building two. [4:49] Each building will have 11 loading docks, [4:51] on one side of the building. [4:53] Each building will also have ground floor office and as [4:57] a main space. [4:58] Each building will share a central truck court for loading. [5:04] Totals for the warehouse is approximately 158,600ft². [5:11] 19,000ft² of office. [5:15] In conjunction with the two buildings, [5:19] the applicant is also requesting a tentative parcel map [5:22] to subdivide the site. [5:23] As shown here on this slide. [5:26] There are two in purple. [5:29] The letter lot is approximately 0.39 acres in size. [5:33] And will be dedicated to the city as right of way. [5:39] The project provides two access points off [5:44] of Michelle Drive there's one central access [5:47] point down the middle between the two buildings. [5:50] Which is approximately 40ft in width. [5:53] There's a secondary access that's [5:54] located just to the southeast of the main driveway [5:58] back there fire lanes throughout in front [6:01] of and in between the buildings. [6:03] As I mentioned there's 11 loading docks for each building. [6:08] Which is highlighted in green on this slide. [6:10] And 158 onsite parking spaces. [6:13] Which exceeds The requirement of 157. [6:22] The building heights for both buildings will be approximately [6:28] 47ft. [6:29] Building one will be slightly taller at 47ft ten inches. [6:33] Building two at 47ft six inches. [6:36] As you can see on the slide, it will [6:39] illustrate a contemporary architectural feel correct [6:44] will have concrete tilt up panels with articulation that's [6:47] visible along Michelle Drive. [6:50] In addition, there will be insulated glass entries. [6:55] Metal canopies and exterior tile accents. [6:58] As you can see on these elevations. [7:04] The same materials and features carry over [7:09] to the east and west elevations of buildings one and two. [7:13] These slide highlights the loading zone. [7:16] More specifically, this is the entrance [7:18] to each of the buildings. [7:19] Which will be on the interior. [7:21] The doors and loading areas fully [7:24] screened from Michelle Drive. [7:26] In compliance with the planned Community Industrial [7:29] Regulations. [7:33] When a project fits within environmental study [7:37] with the city has already certified, SQL the city [7:41] rely on that study. [7:43] That is the case here. [7:44] For this project -- the staff prepared a streamlined [7:47] exemption. [7:48] In accordance with section 15183. [7:51] Which analyzed the project, and evaluated against the City [7:56] Certified General Plan EIR? [7:58] That analysis concluded that there [8:00] was no further review required. [8:02] And a mitigation measures are included [8:07] in the conditions of approval. [8:11] At this time from a staff recommends [8:15] adoption of resolution number 4555. [8:19] Approving the design review for site layout and building design. [8:22] And subdivision action to approve [8:24] the subdivision of the site into two [8:26] numbered lots, and one letter lot. [10:27] So until this project completes their street improvements [10:31] and sidewalk improvements -- at that point, [10:35] church and utilize their joint use parking agreement with [10:41] Kaiser. [10:47] I think my concern is -- not concerned per se about this [10:50] project -- in that area -- it empties out a lot of the traffic [10:57] on walnut, that street would empty out either go to Jamboree [11:00] on walnut McClelland is already packed up past Franklin where [11:03] the nearest signal is between 2 and 7 for cars queued up trying [11:07] to turn right to get on the five freeway. [11:09] I think this is not cute to be like a last mile warehouse. [11:12] It's got only 11 loading docks. [11:14] It's not going to be big Briggs all day. [11:16] I do believe they would have a problem at any time come [11:18] turning out into intersection. [11:20] Cars are backed up past street already. [11:23] Reached out to the traffic engineer [11:26] there's no complaints I would say have problems. [11:28] We noted complaints from staff it's [11:30] important to do that I think that could [11:32] be an issue that needs to be watched comment perhaps [11:34] addressed. [12:15] The net increase of square footage [12:18] for an industrial building is relatively small. [12:20] About 50,000ft². [12:21] This area is zoned for industrial market [12:25] is intended to accommodate this type of use. [12:27] We don't anticipate that there will be any traffic impacts [12:30] generated by this project. [12:31] >> Thank you. [14:08] The development could change the view from Tustin Ranch Road. [14:14] It's not something that I'd see as a significant impact [14:19] to that community at all. [15:24] We don't have to kick off construction documents. [15:27] That process of preparation and planning check [15:30] is about six months. [15:31] Marketing is already underway. [18:26] It will be referred to as the TLSP. [18:32] Tonight's recommendation from staff [18:34] is that the Planning Commission adopt resolution number 4556. [18:40] Determining that the location purpose and extent [18:43] of the proposed disposition of the 3.32 acre [18:47] site within neighborhood D of the t l [18:50] SP for the development of the proposed project, [18:54] is in conformance with the city's adopted General Plan. [19:00] Recommend the Planning Commission adopt resolution [19:03] number 4457 for the following -- approved design review [19:07] 2025-0020, for the design and site layout for the proposed [19:12] project. [19:13] Next is approved the Cup 2025-0022, [19:18] to establish and operate a religious assembly use within [19:24] a 33,422 square foot building. [19:29] Next -- recommend that the City Council adopt ordinance number [19:34] 1581, approving DA2026-0002 to facilitate the development [19:42] and conveyance of the 3.32 acre city owned site. [19:48] And finally -- to adopt to the t l SP 2025SEIR. [19:54] Finding that pursuant to sequel guidelines [19:57] sections 15164, 15162, and 15168, [20:03] the proposed project is within the scope of the TLSP2025SEIR [20:08] and that no subsequent or SEIR is required. [20:24] As was just described, this is a 3.32 acre property [20:29] within the Tustin Legacy specific plan area. [20:33] Is currently vacant. [20:34] It's located within planning Area 813 and 14. [20:39] Which is categorized as mixed use urban -- [20:42] which allows for a variety of uses the namely, [20:46] churches and religious institutions require [20:49] a conditional use permit. [20:52] It's located just south of Warner Avenue. [20:55] Just to the west of Veterans Way. [20:59] East of John Johnson Way. [21:02] Surrounding area includes both existing and future residential [21:06] uses, future Public Park, senior living facility, [21:12] and some undeveloped land . [21:17] The project includes three request. [21:19] There's design review for site layout and building design. [21:23] A conditional use permit to authorize the operation [21:26] of the religious assembly use. [21:29] Development agreement, to facilitate the development [21:31] and conveyance of the land. [21:33] Which is city owned. [21:35] And excuse me. [21:37] General plan conformity finding -- that finds that the location, [21:42] purpose, and extent of the land sale conforms to the general [21:46] plan. [21:49] The project includes a two story assembly building. [21:54] Would be comprised of 33,433ft². [21:59] The first floor will consist of a main sanctuary [22:03] area with 622 seating capacity. [22:05] A stage platform. [22:07] Green room. [22:08] Backup house. [22:09] Lobby. [22:10] Pantry. [22:10] Restrooms. [22:11] Five worship meeting rooms -- which will be for infants, [22:15] of infant age -- up until age 15. [22:19] And the second floor will consist of seven worship meeting [22:22] rooms. [22:23] Age 16 to adult. Three administrative offices. [22:26] Restrooms. [22:27] Storage area. [22:28] The second floor will be used concurrently [22:31] with the first floor during Sunday services. [22:38] The building is sited at the Northeast corner of the site -- [22:43] which concentrates the mass of the building. [22:45] And reserves the balance of the site [22:47] for parking and landscaping. [22:50] As you can see on this slide. [22:51] There are two access points to the property. [22:54] Vehicle access will be from John Johnson way, [22:57] and from Veterans Way. [22:59] There will be a total of 276 onsite parking spaces -- [23:04] which exceeds the peak requirement of 267 spaces. [23:15] The building design will feature a contemporary architectural [23:19] style, with an overall height of 37ft to the top of the parapet. [23:25] Low sloped roofs will integrate and conceal [23:28] the rooftop equipment. [23:29] That will be located on the roof of the building. [23:32] A concrete tilt up panels will consist [23:36] of the walls in a warm to cool gray color palette. [23:41] There will be decorative tile insets -- as you can see. [23:45] And for cited architecture on all elevations. [23:49] For each south and north elevation -- [23:52] there will be two storefront entries -- [23:55] which is a requirement of this specific plan. [23:58] Solar blue glazing with black moldings. [24:02] And Semi-recessed metal cross accent. [24:07] The design features -- including a swimming to the parking [24:19] for the project, is based on Tustin City code. [24:23] And the simultaneous use of square footage [24:24] within the building. [24:26] Peak operating times will take place on Sunday, [24:30] from 8 to 1 p.m.. [24:31] And weekdays in the evenings double from 6 to 9 p.m.. [24:36] There are no Saturday services proposed. [24:39] This chart highlights the square footage [24:45] of space used within the building, [24:47] for the Sunday Service. [24:49] There are 267 required parking spaces. [24:52] The applicant is providing 276. [24:55] The traffic city engineer has reviewed and accepted [25:01] the parking study methodology that [25:03] was provided by the applicant. [25:06] Project is adequately parked during peak hours of operation. [25:13] For all private nonresidential development within the Tustin [25:19] legacy -- a development agreement is required to make [25:22] this slide highlights a different parts [25:24] of the development agreement between the applicant [25:27] and the city paramedic essentially providing funding [25:35] mechanisms and maintenance for the long term site operation. [25:40] In accordance with Tustin City Code the Planning Commission [25:45] will review the development agreement come and make [25:47] a recommendation to the City Council -- [25:50] who ultimately adopted through an ordinance. [25:57] Is similar to the prior project -- [26:00] this project also had a stream lined exemption prepared [26:04] in accordance with Sequa guidelines, [26:06] tearing the review of the project off of the Tustin Legacy [26:12] Specific plan supplemental e r -- [26:14] which was certified in 2020 for. [26:18] Based on the analysis of the project and using that document [26:21] -- it was determined that no further review is required. [26:25] Mitigation measures that were set forth [26:27] in the prior environmental documentation, [26:30] were carried forth into the conditions of approval. [26:37] Before the city sells a real property, [26:42] the Planning Commission is required [26:43] to make a finding that the location purpose [26:47] and extent of the sale conforms with the General Plan. [26:50] A general plan designates the site as an active living working [26:54] shopping and recreational environment, [26:58] with access to amenities that support the community. [27:01] The land use element contains a number of goals, [27:05] and provides for well balanced land [27:08] use pattern, that accommodates existing and future needs [27:12] for the residents. [27:13] The project satisfies those goals as indicated. [27:24] At this point, staff recommends adoption of resolution number [27:28] 4556 for the General plan consistency finding. [27:32] And adoption of resolution 4557 -- [27:36] approving the design review and conditional use permit [27:39] applications, adopting the addendum that was prepared, [27:44] and recommending to the city, that the City Council approved [27:47] the development agreement through ordinance. [28:51] In 2020 -- Mariners became a multi-site church, [28:54] which began our search for launching a church in Tustin. [28:58] Through that -- we started a partnership with Orange County [29:04] Commission not too far from here in 2022 when we started hosting [29:09] weekend worship services there at the Rescue Mission. [29:12] For four years we've been doing that to come [29:15] and serving that community come the staff, [29:18] and the students come and their families diminish every weekend [29:21] through. [29:23] Through that process and working with the city, [29:26] serving at various events like Taylor Days and Easter [29:30] celebrations within the city -- the opportunity to potentially [29:35] move into the legacy area became an option. [29:39] And clearly became an opportunity -- [29:42] what I would say a landmark opportunity -- [29:44] for us to launch a permanent facility in Tustin. [29:50] Starting Mariner's Tustin -- which would allow us to provide [29:55] the full complement of ministry offerings that we have. [29:58] As well as continue to serve the OC community really well. [30:04] As I mentioned, Mariners is much more [30:07] than we can worship services. [30:09] We are committed to shepherding and bringing the gospel [30:14] to the next generation. [30:18] Including young adults and youth groups. [30:21] And kids ministry. [30:23] As well as providing space for vital studies, [30:27] and for life groups to meet. [30:29] As well as moving through our local outreach [30:32] initiatives like our partnership with (Indistinct). [30:42] To unite with me, I've got the staff from Mariners Tustin. [30:45] The lead pastor Aaron Hodge and Karen and Kathryn. [30:45] Associate pastor and pastor. [30:47] Just to buildings are just too old to support ministry. [30:51] It's people who make up the church. [30:54] People who serve people. [30:56] I'm so grateful for this opportunity [30:58] to present in front of you guys here. [31:00] And to share a little bit about how much this opportunity means [31:06] to us. [31:12] Where we are at today we are fully prepared , [31:17] and working towards following an approval process we hope to get [31:21] from you folks today -- to continue development [31:24] and construction of this facility as soon as possible, [31:27] and opening it. [31:29] However we have faith that this will see its way through. [31:32] We are stepping into that faith, by not waiting [31:35] till the building is open to start [31:36] serving the Tustin community? [31:38] In fact in December, we are launching our church intestine [31:42] at a temporary location -- two starts serving the community [31:46] now. [31:48] Hopefully in a Tustin school near you. [32:00] As I was reflecting on what to share with you folks tonight -- [32:03] it dawned on me -- this land that we are talking about coming [32:05] this development we are talking about -- for many decades -- [32:10] supported our military, which served this country well. [32:15] We have an opportunity to make sure this land continues [32:19] to serve this community well. [32:21] And to be of service to the community, [32:24] for decades to come -- was something that just filled [32:28] my heart. [32:29] We are super grateful for the opportunity to be a greater part [32:33] of the testing community -- [32:35] and to help to serve not only all those residences that you [32:40] show on the map -- that are just right near our church.
