Who needs a clock when [16:11] you've got the noise of the crowd to uh [16:13] let you know when it's 9:00. Happy New [16:15] Year to everyone. I can't believe it's [16:17] 2026 already. Uh nice to see so many [16:20] smiling faces here this morning. We're [16:21] going to begin today's meeting with the [16:23] pledge of allegiance followed by uh an [16:25] invocation if we have one. Madame clerk, [16:27] do we have one? Okay. And if not, then [16:29] the moment of silence. So, please join [16:31] me in saluting our nation's flag. And we [16:34] will be led this morning by How about [16:37] Supervisor Chuck Lean? [16:39] >> Thank you, Mr. Chair. Please join me in [16:41] » Thank you, Mr. Chair. Please join me in [16:41] saluting our nation's flag. I pledge [16:44] algiance to the flag of the United [16:46] States of America and to the republic [16:49] for which it stands, one nation under [16:52] God, indivisible, with liberty and [16:55] justice for all. [17:13] Thank you. You may be seated. [17:17] [snorts] [17:20] Okay. Uh on to item number one on our [17:22] agenda here today and that is the [17:24] election of the chair and vice chair of [17:26] the board of supervisors for the year [17:28] 2026. [17:30] Supervisor Mccari. [17:34] » Morning Mr. Chair. Uh I'd like to [17:36] nominate Supervisor Shuckling as chair [17:38] and supervisor Townsen as vice chair. [17:40] Okay. Is there a second to that [17:42] nomination? [17:48] Have our screen. Okay, we've got a [17:50] motion and a second. [17:51] >> Looking for the button. [17:52] » Looking for the button. [17:52] >> Uh, cast your votes. [17:56] » Uh, cast your votes. [17:56] >> It's not popping up. [17:57] » It's not popping up. [17:57] >> There you go. [17:57] » There you go. [17:58] >> There we go. [17:59] » There we go. [17:59] >> Got a motion by Supervisor McCari, [18:01] » Got a motion by Supervisor McCari, [18:01] second by Supervisor Townsen. Please [18:02] cast your votes. [18:05] Motion passes unanimously. 5-0. Okay. [18:08] Uh, that means that uh I say goodbye to [18:11] my gavl and I'll turn to the new [18:14] chairperson of this board and hand it [18:15] over. [18:16] >> Well, I don't like this one. It says [18:17] » Well, I don't like this one. It says [18:17] Pete Vanderpool. Well, [18:19] >> but before we do that, I would like to [18:21] » but before we do that, I would like to [18:21] present you with your gavvel for 2020. [18:24] >> Thank you. [18:24] » Thank you. [18:24] >> Five. I want to congratulate you on [18:26] » Five. I want to congratulate you on [18:26] getting us through a year without a [18:28] global pandemic. [18:29] >> Appreciate that. Uh but also I I [18:32] » Appreciate that. Uh but also I I [18:32] appreciate Pete's leadership. I've [18:34] always found it uh to be an extra uh [18:39] little thing for me to be the vice chair [18:41] under supervisor uh Vanderpool because [18:43] of his vast knowledge of the county and [18:45] his many years of service there and is [18:47] very much appreciated. [18:48] >> Thank you. We appreciate it. [applause] [19:00] » That's better. [19:02] Well, thank you for that. I appreciate [19:04] it. And I want to just thank my [19:05] colleagues for the opportunity to serve [19:07] as chair. It really is a privilege. It's [19:08] not something to be taken lightly. Uh [19:10] this county is a wonderful county and [19:11] we've worked hard to put it in the [19:13] position that it is. And so to be [19:14] chairperson of this county and to lead [19:16] it, uh is not is something I definitely [19:18] didn't take for granted is truly a [19:19] privilege that I'm very grateful for. Uh [19:22] and I know that Supervisor Shuckle will [19:24] do a wonderful job as the next chair. Um [19:27] and uh hopefully uh 2026 is a great [19:30] another great year for Tallery County. [19:32] [clears throat] [19:33] >> All right. So with that uh we will move [19:35] » All right. So with that uh we will move [19:35] into supervisor matters and I'll start [19:37] with uh former chair Vanderpool. [19:40] >> All right. Thank you uh chair madam [19:42] » All right. Thank you uh chair madam [19:42] chair. Uh first of all happy new year to [19:44] everyone. Um I hope everyone had a [19:46] wonderful holiday season. It was busy [19:48] with different events, functions, family [19:50] gatherings, friends. Uh it was uh uh [19:52] great and uh here we are in 2026 and [19:55] already uh rolling. So I've got meetings [19:58] with constituents throughout this week. [19:59] I've got a meeting with the Health and [20:01] Human Services Agency directors this [20:03] Thursday the 8th. Um I also have that a [20:06] meeting following that meeting uh with [20:09] the Tacera uh organization, the Tiller [20:11] County Employees Retirement Association. [20:14] And we're really digging a little bit [20:15] deeper into the organization chart and [20:18] uh the investment staffing. Uh trying to [20:21] figure out whether or not we've reached [20:22] a point in the um existence of Tacera [20:26] where we need to start looking at [20:27] independent uh investment staff. I know [20:30] that was a question posed by one of our [20:32] trustees and so it's sort of an ad hoc [20:34] committee meeting to dig deep into that. [20:37] Um on Monday we have a meeting of the [20:40] Kingsary Area Agency on Aging at 10 [20:42] o'clock at the Probation Connections [20:44] building. Um then uh we have a meeting [20:48] of the Teriy Chamber of Commerce [20:50] governmental affairs committee meeting [20:51] at noon at Appalantes in Tallery. I've [20:54] got a Greater Kawa Groundwater [20:55] Sustainability Agency meeting at 1:00 [20:58] here in Viceelia. And that's followed by [21:01] a water commission meeting at 3 pm right [21:03] here uh at uh the board of supervisors [21:07] chambers. So that's all I've got for [21:09] this next week and uh uh thank you all [21:11] for being here this morning. [21:12] >> Thank you, Supervisor Valero. [21:15] » Thank you, Supervisor Valero. [21:15] >> All right. Thank you, Chair, and uh good [21:18] » All right. Thank you, Chair, and uh good [21:18] morning, Terary County. First and [21:20] foremost, I hope everyone had a great [21:22] Christmas and winter holiday season. And [21:25] I'm I hope that you're also having a [21:27] great start to the new year. Uh this [21:30] year I am believing for greater things [21:32] in Tillery County and in our region as [21:34] we continue to uplift, encourage and [21:36] support our communities across the [21:38] county. Um and so I'm also believing in [21:41] greater partnerships, collaboration, and [21:43] connections to help us grow. And with [21:45] every move forward, obviously there are [21:47] bound to be challenges and hardship, but [21:50] as a county, we muster through. And so I [21:52] want to congratulate Supervisor Shuckle [21:54] on your role as chair for our board this [21:56] year. I know that you will do great [21:58] things ahead and this and next week [22:01] include a well 2026 conference committee [22:04] meeting as this year's conference will [22:06] be held in Fresno. Tonight our Kiwanas [22:08] Club of Woodlake will have a dinner uh [22:10] together along with festivities to start [22:13] our new year. I also have a Latino [22:15] Caucus of California counties uh meeting [22:18] uh statewide um on Thursday. And then on [22:21] Monday we have a Kings Tiller area [22:23] agency on Aging meeting followed by an [22:26] executive committee meeting for [22:27] Proteius. And that is all I have. Chair, [22:29] thank you. [22:30] >> Thank you Supervisor McCari. [22:33] » Thank you Supervisor McCari. [22:33] >> Well, good morning everyone. I hope [22:35] » Well, good morning everyone. I hope [22:35] everyone had a great Christmas and and [22:37] New Year's and a holiday and enjoyed [22:39] time with your family. I was able to do [22:41] some of that. Had been a while. My girls [22:43] have moved away and they came back. So, [22:44] it was really nice to have everyone [22:45] home. And uh [22:46] >> Were you surprised they came back? No, [22:49] » Were you surprised they came back? No, [22:49] only a few were there. [laughter] [22:52] Um, anyway, you know, I had the [22:55] holidays. We did have some events. I [22:57] know the supervisor town and I attended [22:59] the Bountiful box in Porterville where [23:00] we packed I How many boxes was it, [23:02] Dennis? Several hundred. [23:04] >> Yeah, it was like 350, I think. [23:06] » Yeah, it was like 350, I think. [23:06] >> 350 boxes that we did to to give out as [23:08] » 350 boxes that we did to to give out as [23:08] a food giveaway. Um, also attended the [23:12] Aggra business lunchon in Porterville. [23:14] It was great. Thank you for inviting me, [23:15] Dennis, to that. It was a great time. [23:17] Got to see a lot of people hadn't seen [23:18] in quite a while. I attended the [23:20] Farmersville Toy Drive which was put on [23:22] by Danny Valdeino. She's back on the [23:24] city council over there, but Danny's [23:25] always done a great job with a huge [23:27] Christmas drive there in Farmersville [23:28] and helping those kids in need over [23:29] there. Ted Smallley, our TAG uh [23:33] director, he has an open house every [23:35] year for the holidays and Christmas and [23:37] I went over there and saw Ted and uh and [23:39] got to visit with some people there. So, [23:41] thanks Ted for that. And then I want to [23:43] thank Diana Ma. Dana called me on [23:46] December 29th regarding the conditions [23:49] of the roads in Tonyville. There was a [23:52] construction going on there and I went [23:53] out there on the 30th and met with her [23:54] in person. It was just absolutely [23:56] horrible. So I made some phone calls and [23:59] Johnny Wong at RMA and Tony Boland and [24:02] Craig Wallace from LSID, everyone got [24:04] together and we had a meeting yesterday [24:06] and uh there's a lot of issues out there [24:09] going on with the current uh [24:11] construction project going on. the [24:14] contractor seems to not be following the [24:16] rules that were set aside. A lot of [24:18] different things, a lot of excuses. But [24:20] I want to thank everybody. We got out [24:22] there and we did it. And I just want [24:24] staff to know, I told them yesterday, [24:26] and I'll say it publicly, I'm in full [24:28] support of whatever actions they need to [24:29] take on this contractor to make sure [24:32] that these roads get fixed properly [24:35] because it was an absolute disaster. And [24:38] it's very disgusting when we have people [24:40] come from out of the area to do jobs in [24:42] our county and tear our stuff up and act [24:45] like they don't care. And that's my [24:46] impression of it. I got of it. And I [24:48] just think it's wrong. So, [24:51] you know, we wouldn't know these things [24:53] unless somebody calls. Everyone wants to [24:55] complain. You see stuff show up on [24:57] social media. You try to track it down. [24:59] Half of it is not even substantiated. [25:02] But, you know, Diana took the time to [25:03] call me and I went out there and met [25:05] with her and we're trying to get it [25:06] fixed. So, the one thing I want to [25:08] impress upon everyone starting this year [25:10] is let's quit crying on social media and [25:13] let's start calling and making see what [25:15] we can do to help things get better. So, [25:17] that's all I have to say and everyone [25:18] have a happy new year. [25:23] » Supervisor Townsen. [25:25] >> Thank you, Madam Chair. [25:26] » Thank you, Madam Chair. [25:26] >> Oh, I'm sorry, Vice Chair Town. [25:28] » Oh, I'm sorry, Vice Chair Town. [25:28] [laughter] [25:29] >> Thank you, Madam Chair. [25:31] » Thank you, Madam Chair. [25:31] Good morning, everyone, and happy new [25:33] year. Happy 2026. Uh 2025 was a very [25:37] eventful year. Lots of blessings uh in [25:39] the year, even some miracles uh [25:41] personally in that year. And so uh CeCe [25:44] and I had a great time over Christmas [25:46] and New Year's. It was kind of a low-key [25:48] uh time with our friends and our [25:50] families. U in between that lots of [25:54] calls and texts and visits and wrapping [25:56] up loose ends uh from 2025 before the [25:59] close of the year. Uh starting uh [26:01] yesterday had a meeting with the Tuli [26:04] River improvement joint powers [26:05] agreement. Uh it was really a good [26:07] meeting, a short meeting uh but there [26:09] was really good news on the status of [26:11] the success reservoir enlargement [26:13] project. It's it's really there besides [26:16] just a couple of loose ends. Uh but one [26:18] thing that was really great, we had put [26:20] in a Zoom call uh to a lobbyist in [26:23] Washington DC uh regarding a 14.6 $6 [26:27] million appropriation for that project [26:30] that was going through the energy and [26:32] and water appropriations. Uh it was [26:35] sponsored by Congressman Thong that the [26:38] success reservoir is in his district um [26:41] and also co-sponsored by Congressman [26:44] Valadeo which it's not in his district [26:46] but all of the downstream users are [26:49] affected uh by this. And so it was a [26:51] 14.6 $6 million um um appropriation [26:55] there that that had passed through. [26:57] There's still some other hoops to jump [26:59] through, but it was really good news and [27:01] it looks like it is um uh that that will [27:04] secure that funding and so I did reach [27:07] out to both Congressman Fong and Valido [27:10] thanking them uh for their efforts on [27:11] that and really appreciative of that. Um [27:15] this coming Thursday have our Eastern [27:17] Tuli groundwater sustainability agency [27:19] meeting at Portville City Hall at 2:00 [27:22] as that agency winds down uh be uh [27:26] toward the end of or toward next month [27:28] toward the end of next month it's [27:29] winding down uh and will be taken over [27:32] by the Tuli East Groundwater [27:33] Sustainability Agency when I serve as [27:36] vice chair chair on the ETGSA and vice [27:38] chair now on the uh TEGSA. [27:42] Uh and then also on Thursday be meeting [27:44] with the Porterville uh museum board on [27:46] a potential addition uh to the museum [27:50] celebrating three historic theaters uh [27:52] that have been in Porterville. So [27:53] excited to see if they can get that uh [27:56] underway helping everyone that I can. [27:58] And that's all that I have to report, [28:00] Madam Chair. [28:01] >> Thank you. [28:02] » Thank you. [28:02] >> All right. I want to start off first of [28:03] » All right. I want to start off first of [28:03] all with wishing everybody a h merry [28:06] Armenian Christmas. Today, uh, Armenians [28:08] celebrate Christmas and, um, and it's [28:11] not because things go on sale after the [28:13] 25th of December. [laughter] [28:17] We go by an old Julian calendar and, uh, [28:21] just the way it is. [28:22] >> How do you say Merry Christmas in [28:23] » How do you say Merry Christmas in [28:23] Armenian? [28:24] >> Uh, you don't want me to say that. [28:25] » Uh, you don't want me to say that. [28:25] >> Oh, [laughter] [28:27] » Oh, [laughter] [28:27] >> shorun, I think. But yes. All right. So, [28:31] » shorun, I think. But yes. All right. So, [28:31] a couple things I want to highlight. Um [28:34] few weeks ago, Supervisor Vanderpool and [28:36] I got a tour of the new Kawia Health [28:39] Clinic that is located in our Tallery [28:42] Acres Professional Center or the Sigma [28:45] building. Um it was actually the space [28:47] that the board used for about a year [28:49] while our offices here were being [28:51] remodeled and they have done an [28:52] incredible job with that space. Um and [28:55] we look forward to them opening it, [28:58] bringing new doctors in to serve our [29:00] community. So, thank you for that. Um, [29:02] tomorrow I have a meeting with Adrienne [29:05] Hillman from Salt and Light. On Saturday [29:08] I will be attending the uh and [29:10] presenting a certificate to Mave Blanco [29:13] who is receiving her Eagle Scout and she [29:16] is um part of the first and only all [29:20] girl scouting uh troop. It's not called [29:23] Boy Scouts anymore. It's called Scout [29:25] Scouting of America I believe. So um [29:28] congratulations to her. I then have uh [29:31] next week a Ter County Economic [29:33] Development uh Corporation [29:35] Administration meeting and then we're [29:37] back here in chambers. So with that, we [29:40] will move on to public comment. [29:42] These items are routine and usually [29:44] approved. Oh no, that's for the consent [29:46] calendar. [29:49] Public comment is a time where uh [29:51] members of the public can comment on any [29:52] item not appearing on the agenda. for [29:55] items that are on the agenda. I will [29:57] open that up for public com comment [29:59] during the time that we hear that. Uh so [30:02] at this time, do we have anybody here [30:03] today that would like to speak for [30:05] public comment? [30:06] >> We have Brian Thurn. [30:10] » We have Brian Thurn. [30:10] >> Usually you get three minutes. Today you [30:12] » Usually you get three minutes. Today you [30:12] get one. [30:15] >> Nah. Hi, Brian. [30:15] » Nah. Hi, Brian. [30:15] >> Always uh I was going to say [30:17] » Always uh I was going to say [30:17] congratulations, Madam Chairman, but uh [30:20] I always try to practice the three Bs of [30:22] public speaking. Be brief, be brilliant, [30:24] be gone. And with that, I just want to [30:27] say on behalf of Southern California [30:29] Edison, happy new year uh to all of you [30:31] at the county. We want to express our [30:33] appreciation [30:35] uh for the partnership and support uh [30:37] this past year. As you know, it was a [30:40] very active year for us at Edison, [30:42] particularly on the wildfire safety [30:44] front. Um we have our targeted [30:47] underground uh project in Springville [30:50] where Supervisor Townson's um been a key [30:53] um leader in that effort and working [30:55] with us to help u improve the wildfire [30:58] safety uh in that area. I want to [31:00] express our thanks to Supervisor Valero [31:02] for the wildfire safety work we've done [31:04] this past year in Three Rivers. We've [31:06] turned the corner on that work and we [31:08] had a great year of uh customer [31:10] engagement up there. Uh thanks to the [31:12] supervisor and all of our uh county [31:14] partners. I do want to also thank uh Mr. [31:17] Britt and Mr. Hess uh for their u [31:20] support over this past year and also for [31:23] um your board staff uh Israel Satello [31:26] and Patrick Burks, your county PIO [31:28] Jennifer Fox uh who's been a great [31:31] partner uh uh during the year and uh [31:35] your emergency manager Sabrina Bamonte. [31:38] And then last but certainly not least, [31:40] Chief Norman. So again, our appreciation [31:42] and we look forward to working with you [31:44] this year. Thank you. [31:45] >> Thank you, Brian. We appreciate you, [31:47] » Thank you, Brian. We appreciate you, [31:47] too. [31:48] >> Okay. Do we have anybody else who would [31:49] » Okay. Do we have anybody else who would [31:49] like to speak? [31:50] >> Yes, [clears throat] David. [31:59] » How's it going everyone?
