Wednesday, March 28, 2018, a call to meeting to order at 6 p.m. [3:51] Please stand for the pledge of allegiance and invocation. The pledge will be led by Alden Robert Hussie. [3:57] The invocation will be led by Pastor Keith Cobb from what's still question, charge. [4:21] Father, we thank you so much for a chance to gather tonight as a community. [4:25] Father, I thank you and praise you for our leaders in this great city. [4:28] Continue to bless them. Give them wisdom and Father bless their meeting this evening as they continue to lead. [4:33] and guide our city. [4:35] Father, we're reminded this week of that great sacrifice [4:38] of your son, Jesus, and the celebration [4:40] of his resurrection on Sunday. [4:42] Bless our community, may we, those of us, [4:45] with allegiance to your son, Jesus, [4:47] we may retreat each other with great love, [4:49] great compassion and care. [4:51] We love you when we pray these things [4:52] in the name of your son, Jesus Amen. [5:12] Thank you. [5:13] This time we take a motion to approve the agenda as presented and us would like to make any changes. [5:18] On the swansomakes of motion, on our second motion. [5:21] Any discussion? [5:22] Say no. [5:23] All favourable approvals. [5:24] The agenda as presented. [5:25] Say no. [5:25] Aye. [5:26] Opposed. [5:27] Motion carries. [5:28] Tuxied the money. [5:29] The agenda is ceremonial. [5:31] We do not have any. [5:32] So we move on to open form. [5:34] Open forms of opportunity for citizens address the board's hold. [5:36] not individually, and we have topics that are concerned or anything's on the agenda. [5:41] I have two speaker cards. [5:43] If you have a lot of speaker card, and would like to speak once I call the speakers, [5:46] then I will acknowledge you if you raise your hand. [5:49] First speaker, in order as I receive them, is a Thomas true. [5:54] Please step up to the podium, give your name address and a topic. [5:59] You need my address or just town. [6:02] You need my address. [6:03] Let's see what's going on in the media address or just a town shepherd. [6:08] Okay, Thomas Tree, I'm from AFTERN and thank you for letting me speak. I appreciate that. [6:14] That's to be my third time, so thank you very much. [6:18] This is concerning in God we trust over past few weeks. [6:23] The issue has been discussed and looked at from many sides. [6:26] summer approach, the national motto, as simple way to show patriotic support of our nation. [6:33] This idea goes on to find as to how this patriotic idea actually is a connection with relevance. [6:43] As a venture in one of many that do not support this motto, I can say I'm quite patriotic and supportive of the nation. [6:52] I've been to other countries in service of the nation and can support the idea that the United States has much to be proud of. [7:01] With this said, there is also much that can be improved. [7:05] First off, the idea that all Americans must trust in some sort of a God is offensive and vile to many of us. [7:14] The reasons are manifold and self-evident. [7:17] The hostile words and behavior of many in the audience in the past few weeks are just one simple and clear example of this hostile behavior. [7:28] Some that have attended this fear city's board of older meetings have expressed support, but it's been few and far between. [7:36] This vitriolic speech is a certain in the concept such as, we are a Christian nation, and we are founded as a Christian nation and so forth. [7:48] While it's true that many people found in this nation were Christian religious adherents. [7:53] It is clear from the early colonial disputes among Puritans, Quakers, Catholics and others were caused for governmental persecution, including lots of rights, [8:05] arrest, imprisonment, and even death. [8:09] Here in Wensville, at Hope High School, [8:12] there is a veteran of the American Revolution, [8:14] John Castillo, Beridan Small Cemetery. [8:18] Mr. Castillo was an early settler of St. Charles County, [8:21] and his family lived in an original homestead [8:23] for many generations. [8:26] What makes his early pioneer cogent point [8:28] is that when he died, he owned several slaves. [8:31] As such, they were part of the state when he died. [8:36] This today would be viewed as vile, immoral, and oppressive. [8:44] The civil times were different than ideas and morals do progress over time, even the assertion [8:51] of this being in a Christian nation were true in the context of those espousing it, wish [8:56] it to be true. [8:57] The bearing upon the 21st century at best should be soberly a examined and viewed as to what the national principles are. [9:07] Our nation went through a violent period where God was on both sides of the issue of owning other humans. [9:14] The 1820 Missouri Compromise, the Dread Scott Case, Bleeding Kansas, and the Civil War are just a few examples of the political leaders trying to assert [9:23] They're particular and moral will upon the minority. [9:29] While I will not even attempt to equate this and God we trust, [9:34] accommodation offense to that despicable slavery period of American history, [9:38] the same attitude of majority of rural minority lose this present in this chamber at this very moment, [9:45] as it is morally wrong as only humans by John Castillo was morally wrong in 1830. [9:51] When the state asserts the right to place the idea, concept, recognition, and accommodation [9:55] of any deity in the public sphere, it automatically diminishes equality, which is actually [10:04] patriotic, that principle of the United States. [10:08] How is this God trusted by the Steer City made manifest? [10:13] Our Mormons, Jehovah Witnesses, Westboro Baptist Church, NATO American Tribal Religions, [10:18] Scientology, Sinto, Jane's, cargo coats, Buddhist Hindus, and other beliefs of God's or lack thereof in the city, trusty in. [10:30] As atheists have none of these such beliefs, we immediately make, that makes us outcasts of the government of the city. [10:39] The Missouri State Constitution, Article 1, Section 6, states clearly. [10:44] The no person can be compelled to erect support at 10, any place or system of worship, or [10:49] maintain any support, any priests, minister, preacher, teacher, or sect, church, creed, or [10:55] denomination. [10:56] But if any person shall voluntarily make a contract for any such effect, he shall be held [11:02] to the poor performance of the same. [11:03] There's more to this in the Missouri State Constitution as well. [11:07] As such, having this model in the chamber, while in front of the city's elected officials, [11:15] constitutes a compulsion to have people attend support, a system worship. [11:19] As this elected assembly has clearly stated, and the attendee citizens supporting [11:23] agreed, as we had in the past two meetings, most of them viewed as a religious statement. [11:32] Thank you. [11:34] Thank you. [11:34] Thank you for your comments. [11:36] The next speaker, of course, had was John DeFraiths. [11:40] I apologize. [11:43] Thank you. [11:47] Again, my name John DeFraith. [11:48] I'm a three-ton, coldly core here in Winsville. [11:52] And I want to compliment the board. [11:54] I do like being God of the Trust logo. [11:57] On the other hand, I do want to also thank you, [11:59] Mayor Gochoni, for the quick response to my email last week. [12:03] The ordinance I'm going to talk about for a minute is your ordinance, you can't pass this up. [12:11] Yes. [12:11] Yes. [12:16] Till pass it down. [12:17] We don't need a period of time. [12:19] We'll pass it out. [12:25] We moved into stone battles and built our house about 12 years ago. [12:30] And we moved back onto a court. [12:32] We moved there from Wing Havens. [12:33] Our kids would be closer to Temple of High School. [12:36] And when we did, we wanted to move it to a quiet area which we did. [12:40] And the court is small, and we parked cars there right now, and then some day we get together [12:49] there with the neighbors in it. [12:52] But we've had some commercial vehicle parked there, and I've brought it up before to you. [12:59] And I wanted to show you what it looked like, because I'd like to have the board at least review the ordinance. [13:04] Maybe I think it shows back in 2000 was the last time I was looked at that was 18 years ago [13:11] Yeah, of course the subdivision has gotten look bigger and it's more card and more vehicles and so well [13:17] I want to show you this this is my house right now [13:22] and we and we take care of it all my neighbors [13:25] We take care of our property. We spend a lot of money on it and we recently in over last few months [13:31] We had just vehicle part right in front of my house and the reason parts of my house [13:36] is stone metals has a ditchers that don't allow commercial vehicles with commercial writing [13:43] on the driveway. So we complained to the Armored on it, the subdivision, or H-O-A, and [13:51] they wrote a letter, and of course he moved it out of the driveway in part in front of my house. [13:58] And in the ordinance, it only specifies 12,000 miles or more. Nothing about commercial lettering, [14:05] like that. This is a big vehicle. And everybody did that. We wouldn't be able to get the court. [14:11] So I just wanted you to take a look to see if you can have it for any of this. [14:18] Have you looked, reviewed the ordinance, and let me know what happens. [14:24] Okay, we do have your contact information. I know I do have your information. [14:27] Oh, but there's a lot to card. [14:30] Yeah, it makes sure the clerk has your contact information. [14:32] I think you're too older men and I'm not getting them involved with them. [14:35] I think is it? [14:36] Will we start? [14:37] Yes. [14:38] Three ten. [14:40] Holy court. [14:42] And I can bring up the speed of what we've done. [14:44] Chiefs have been out there. [14:45] And we have addressed it. [14:47] But it's something in the yard. [14:48] It's a need to be addressed if we want to change anything. [14:51] Okay. [14:52] Okay. [14:53] Is that it? [14:54] You still got time if you want to speak? [14:55] Okay. [14:56] No, I'm fine. [14:57] I don't want to bring to your attention. [15:00] And then, see what we can do about that. Okay, and then I'll have the email sent to them to, [15:04] but keep them up to speak to what we discussed with the chief. Okay, great. Thank you. [15:08] Thank you. All right. Okay. [15:10] And be also, I'd like to speak in open form. It has not had an app for a year. [15:13] But a card in. You raise your hand, I'll acknowledge you. [15:17] See, now one will close up the form. Going once. Going twice. [15:21] Close. [15:22] Move on to the next item on the agenda. It's a community development. [15:26] The first item on the agenda is bill ID 7824, bill number 4029. [15:31] This bill is for second final passage. [15:33] I'll need a motion. [15:34] I'll need a motion. [15:34] I'll need a motion. [15:35] I'll need a motion. [15:35] I'll need a motion. [15:37] Staff can. [15:38] It's been addressed. [15:40] Thank you, sir. [15:41] Any questions for the board? [15:43] Seeing none. [15:43] I'll give you a second reading. [15:44] My title only. [15:45] Bill number 4029. [15:47] Take a five by sign. [15:49] Five. [15:49] Five. [15:49] Five. [15:51] The number 4029 in order to vacate in certain portions of the previously plated, but [15:57] unconstructive public streets known as Cocoa Plains, Karen Lane, and Kamping Drive, located [16:02] within Memorial Park within a city of Wantsville, Missouri. [16:11] Okay, this builds up for final passage in the motion for the final passage of [16:14] I'm a 409. [16:16] I'm a Swanson next to the motion. [16:18] I'm a little bit sick as a motion. [16:20] Any discussion? [16:21] Sina Rokhal. [16:23] I'm in Swanson. [16:24] Yes, sir. [16:25] I've been living. [16:26] Yes, sir. [16:28] I'll try to laugh. [16:29] Yes, ma'am. [16:30] I'll have been hasn't. [16:32] I'll have been hard. [16:33] Yes, ma'am. [16:34] Yes, ma'am. [16:34] I'll have been rest. [16:35] Yes, ma'am. [16:36] Six years. [16:37] Motion carries. [16:38] This will be August 38. [16:40] Thank you. [16:41] Next. [16:41] Thank you, everyone. [16:41] The agenda is 18-13 P&Z, ID-7788, going over 4-028, this bill is at for a second. [16:48] Final rating. [16:49] I'm a sponsor. [16:50] Motion motion. [16:50] I'm July 2nd. [16:52] Second. [16:53] Second. [16:53] Second. [16:53] Second. [16:54] Second. [16:55] Second. [16:57] Second. [16:59] Second. [16:59] Second. [16:59] on all the favor of the second meeting by title only, a bill number 40286FH9 and your [17:05] pose. [17:06] Thank you. [17:06] Thank you. [17:07] Number 4028 in order to bring a record five for Fox raise, five six on by STR-AQR, long-term [17:15] properties in the rainy LLC is transportation 1813 PC. [17:20] This builds up for final passes in the motion for the final passage, home in July [17:23] Thanks to motion, I'm on a horror circus of motion. [17:27] Any discussion? [17:29] I'm in Swanson. [17:29] Do we have a presenter here? [17:32] For Fox Rich? [17:35] I don't know if she had a sister group. [17:39] At the last board meeting, I asked if there was any consideration to have an access road [17:43] put in between the one private property because of the railroad tracks. [17:47] I didn't know if there was any development with that at all. [17:50] To my knowledge, there is no development with that. [17:52] I know they talked about it, but with the railroad tracks [17:57] and everything they didn't, I don't know if they decided on anything for sure, but I can [18:06] follow up on that. [18:07] If you could send me an email so I can let the residents know that what they found out [18:10] come of that, because that was one of the things I did ask to develop, and I know I'm going [18:13] through a private person's property, and having an access going over the railroad tracks can [18:18] have other problems associated with it, but we're just trying to work with the residents a [18:22] little bit. [18:22] Okay, I will turn it off. [18:27] Any other questions, comments? [18:30] Do you know an all-favorite panel? [18:32] Sorry, this is a local. [18:35] Alderman Gillette. [18:36] Yes, ma'am. [18:36] Alderman Car. [18:38] Alderman Rows. [18:39] Yes, ma'am. [18:41] Alderman Hussie. [18:43] Alderman Lovie. [18:44] Yes, ma'am. [18:44] 6A is approaching. [18:46] 6A is approaching. [18:46] 6A is approaching. [18:46] and is 38-39. [18:49] Thank you. [18:49] The next day of Monday, the agenda is 18-17 DNC. [18:51] ID-78-51. [18:53] Building before zero-three-zero. [18:55] This is up on a secondary, like that only. [18:57] In a motion. [18:59] On the once-and-once-once motion. [19:02] On the hard-suckers' motion for the second meeting, [19:04] my title only. [19:05] Any discussion? [19:06] Staff? [19:07] Staff? [19:07] Thank you. [19:08] On a favor of the second meeting, my title only. [19:10] A moment of four-zero-three-zero-three-zero. [19:16] And, in order to approve the record class for the comments of Kirk Hills, I'm by McBride. [19:22] Kirk, I don't see his ramifications, 18, 17, P.Z. [19:25] Thank you. [19:26] It is those of the final passage in the motion for the final passage on the road to the next motion. [19:30] I'll measure that second motion and these questions comments. [19:33] Senior and on the favor of roll call. [19:36] I'll have been leaving. [19:37] Yes, we are. [19:38] I'll have been to a lab. [19:40] I'll have been to a seat. [19:42] I'll have been hard. [19:43] Yes, ma'am. [19:43] I'll have been around. [19:44] Yes, ma'am. [19:46] Yes, ma'am. [19:50] Thank you. [19:51] The next eight money agenda is consent agenda. [19:53] All matters listed under consent agenda will be considered by the board. [19:56] It will be enacted on one motion. [19:58] It will be no separate discretion. [20:00] If the discussion is desired, that item will be removed from consent agenda. [20:04] And it will be considered separately. [20:05] So I need a motion to approve. [20:06] I'm going to answer. [20:07] With the removal of ID 7899. [20:10] That's item number three. [20:10] Persons of unmanned aircraft vehicles for discussion. [20:13] Thank you. [20:14] We have a motion to approve. [20:14] because then the agenda is presented with the removal of ID 789 for discussion. [20:19] We have a second from all in the heart and the other discussion. [20:22] Seeing that on paper, we're approval because then the agenda, minus the 789 ID 789 for ID 789. [20:27] And if I was tonight, I would like to post a question here. [20:30] Now we need a motion to get this in discussion. [20:32] I'm swatching the next election to discuss ID 789 on the heart's second motion. [20:40] We're in discussion. [20:42] Yes. [20:42] Chief. [20:43] Welcome back. [20:44] Let's see you here. [20:44] Thank you. [20:45] Have a couple of questions regarding this. [20:47] Last time when we had this within the CIP, we were discussing this. [20:50] I believe we were looking at one drone instead of two. [20:53] So if you could elaborate why we are looking at having two drones instead of one. [20:57] And then with a follow up, I have two other follow up questions after you. [21:00] Okay. [21:01] Yeah. [21:01] That was last summer during the during the budget process and our initial thought was to do that. [21:08] After we did a lot more research into other agencies that are already operating systems, [21:12] which is about 800 across the country right now, one of them is state-state did make [21:17] is a one-system and if they had to do it over again, they'd buy a second or they had to buy [21:21] a second. [21:23] Everybody said he talked to a local chief of Korea Corps that they're operating one-system and [21:27] he said the same thing. [21:28] He said, if you just get one, you're just going to have a problem, a battery life on a system [21:33] is 20 to 30 minutes when you need to bring it down, swap the battery. [21:36] So, if you're on a scene, whether you're doing a search or a aerial photography documentation, [21:42] you're going to have to bring it down, the thought of having to have a redundant system [21:46] is you can leapfrog them and bring one down, before you bring one down, put one up and [21:51] or cover a larger area for a larger scene. [21:54] So, when we're looking at the large scale, you could be a natural disaster like EF1 tornado [21:59] we had a couple of years ago. [22:02] It would have been nice to launch a system or two to do rapid assessment to see the the the path that the tornado took [22:09] refesessments damage assessment to homes and things like that. So [22:13] the lesson learned from multiple agency is [22:18] Get at least two systems and plus the amount of training we're gonna be doing we're gonna train 10 operators [22:23] That way it's available 24-7 without calling anybody in there always be on duty personnel that are qualified to operate [22:30] They're going to go through a licensing process here real soon. [22:34] So there always be two systems available. [22:36] There always be at least one, probably two operators on a shift [22:40] working. [22:42] So the duplication is that we also identified the model. [22:46] We identified what's under packet page 76 is the DGI [22:51] matrix 210. [22:52] It's a law enforcement package. [22:55] The other lesson learned from other agencies was trying [22:58] take a model, drone for lack of a better word, off the shelf, and try to make it for law enforcement [23:05] application. [23:06] It doesn't really work. [23:07] A lot of them have fixed cameras and ours will have a gimbal that we can upgrade cameras, [23:12] we can swap cameras out, we can go from night vision infrared to real-time cameras. [23:18] So, it's a lot more flexible, so this is the aircraft we've identified, our law enforcement [23:25] packages. [23:26] My second question would be, you know, I think you elaborated on this was how we will be using [23:32] natural disasters and I'm assuming do you want to elaborate on any other uses you want to use or [23:38] yeah absolutely and I've talked to all the other directors, the nice thing about this, it has [23:43] citywide application for every department in the city, it's not just a law enforcement tool. [23:49] I've talked to each director here and I know for public works, economic development, parks, [23:54] Parks has already done some drone work, paying somebody to get some footage of the parks. [24:00] It'd be available for them. [24:01] We just have to go out and operate the system for them. [24:05] Also work with the fire department, Wednesday Fire Protection District does not have plans [24:08] on the choir and drone right now. [24:10] So we would be to resource for that to assist on a fire, whether it's getting footage or finding [24:15] hotspots for them, which really creates a fire fire safety. [24:19] It does impact there's really not a lot of limitations on utilizing this thing. [24:24] from, when you have it assembly of a large crowd, [24:28] Wednesdays, you can get an aerial observation, [24:32] video, just public safety, general public safety [24:35] and security for crowds or events we have in town. [24:39] The traffic congestion to identify problem areas, [24:41] video take those problem areas quickly. [24:45] There's just a, you're rolling up [24:46] limited in the use of it. [24:47] And we looked at having any other staff members of other [24:50] departments trained on it, so we're not occupying [24:53] officer's time to call our economic development parks or any of those other areas. [24:59] Yeah, we have not looked at that yet, but there I would see no reason what we would [25:02] slow us down in expanding the program as if we get up and running. [25:07] Because I was, you know, hate to see it. One of our officers be pulled off the shift to run over [25:12] parks and do the aerial view of what's happening. [25:15] Bryce is having what they need to be. [25:17] Yeah, and when I'll say on the front end of it, the more runs and exercises our officers [25:23] get, it'll be good training forms. So when they are in the search for a suspect or a missing [25:27] person, or trying to do some rapid assessment on a natural disaster or a man made disaster, [25:34] it will help them on the front end. But certainly this is a program that could grow to include [25:39] the other departments within the city. [25:41] Great. Thank you very much, sir. [25:42] Thank you. [25:46] Any questions? [25:46] Comments? [25:47] Senate, on the favor of approval of ID-78-99, [25:52] second-five by tonight. [25:54] Nippos? [25:55] Yes. [25:56] Next item on your agenda, and for this business, [25:57] you know, I'm going to move on to ID-78. [26:00] Mr. Mayor. [26:01] Sorry to interrupt. [26:02] Did we have a motion to actually approve? [26:04] Yes. [26:04] Item three and a second. [26:06] I just missed it. [26:07] Sorry. [26:07] I think all this wants to make a motion on the first second. [26:09] Sorry to interrupt. [26:12] Next item on your agenda is ID-78-78. [26:14] Bill number 4031, the second final passage. [32:17] Thank you. [32:18] Next item on agenda is other on for this business. [32:21] I see none. [32:21] So we want a new business. [32:22] First item is resolution ID-7838 resolution number 18-1052 resolution [32:29] Provenant agreement services with the same choice kind of economic development. [32:33] Approving payment in the amount of $15,000 in the amount of $15,000 in the amount of [32:35] $15,000 in the amount of $15,000. [32:36] We do have a presenter here. [32:38] I need a motion to be affirmative. [32:39] I'll see you next in motion. [32:41] And on this one, let's set the motion. [32:44] Any questions, comments? Mr. Mayor, we have with us this evening Mr. Greg Preskeman, who's [32:49] President and CEO of the Economic Development Center of St. Charles County. [32:54] We've had a work in relationship with their agency for a number of years, and we asked [33:00] Mr. Preskeman to come and speak a little bit about the services he provides to the city of [33:05] Williamsville. [33:06] That's right. [33:07] Almost. [33:08] Quite a good one. [33:08] There you go. [33:09] Okay. [33:10] Can you see the presentation on your screenshot? [33:12] This is so sophisticated. [33:15] First of all, I wanted to compliment the city for, it's the use of TDDs and CIDs and [33:20] stuff like that. [33:21] That this is a, you must be one of the more sophisticated cities in the metro area. [33:25] And it reflects both the professionalism of the staff and the advisors to the city [33:30] as well as the growth momentum in the city. [33:33] So I had no idea you're doing that many CIDs and CIDs and CIDs and CIDs and CIDs and CIDs. [33:39] Well, also, I'm Greg Preston, I'm the CEO of the Economic Development. [33:43] It's actually Council, St. Charles County. [33:46] The EDC itself is a partnership organization. [33:49] It's basically made up of one third city city and county governments. [33:54] So the city administrators and or the county administrator automatically sits on our board. [33:59] David Gibson being one of them. [34:01] and then 20 members that are at large private sector folks. [34:05] So that's our structure. [34:07] And we have a mission that we want to [34:10] St. Charles County and its cities and communities [34:13] to be the best places in Missouri [34:15] and the Midwest to start and or and relocate your business. [34:20] This is both starting and relocating and important to us [34:23] as we go forward. [34:24] That's our why. [34:26] So in the last year, we had actually had a really good last year [34:29] and 50, I'll call this 15 months worth of reports here. [34:34] I mean, I've put a lot of effort into media [34:37] and communications that ever to make St. Charles kind of known [34:39] as a destination for employers. [34:42] But with them, we're touting factors like high quality [34:45] of life, low cost of living, [34:47] and our strategic geographic location. [34:50] Just in the last couple of weeks, [34:52] you've seen a whole lot of announcements [34:55] along those lines from companies' large and well-known [34:59] Amazon to new, like, grow collaborative and send [35:03] alarm, and then a sleeper company that you will be hearing more [35:06] a lot more about in the coming months, probably, [35:08] as a company called Fusion 5. [35:11] So we have this branding effort going on. [35:13] We're all the time we're talking to the talk about [35:15] to national media and you'll see some evidence of that [35:16] in your packet as well. [35:19] In the past year or two, we've financed lots of [35:23] Wednesday companies, including someone that's [35:26] that you would recognize, Tommy D's, soon to be Captain D's, if it's not already there yet, [35:33] the Goddard School Playtime Party Center, Rapid Response Trunking. I'm almost sure that we did [35:38] the financing for EGLA shooting range as well, which I think is in principle. [35:44] That told to literally [35:45] millions of dollars in financing with job creation numbers that are attached to that. In the last [35:55] districts with, once still actually being a lead district in that, to create what we call [36:01] the Innovative STEM Program, Science Technology, Engineering and Mathematics, [36:07] we're trying [36:07] to think about it and prepare for the workforce of 10 years from now, 20 years from now, [36:13] so that's very intentional in our part. It just in fact, just this year, we donated 450 micro bits, [36:22] which is a programming method, it's a little gadget that allows kids 7th, 8th grade, primarily [36:31] to gain experience in coding, which may sound, well, I think it sounds kind of cool. [36:37] It sounds kind of abstract, I realize, but we're getting, we funded this so that these [36:43] macrobats will be distributed throughout St. Charles County into the schools, and because of [36:47] leadership of the Wensville district, I think, 75 of them went to the Wensville Public School. [36:54] And we'll continue funding those kinds of things on a demonstration project basis. [36:58] And that told them to almost $2,000 worth of goodies for the kids in the school. [37:04] And then we've been promoting St. Charles County and Wensville specifically at times in local [37:09] regional and national media. [37:10] And I think you can be able to see evidence of that in your packet. [37:13] We have really five buckets of activities that relate to our foot to our mission. [37:18] One is small business financing and counseling, that's sort of the heritage function [37:23] of the EDC. [37:24] We are originated as a finance shop. [37:27] More about that later. [37:28] We do start-up support, we do that. [37:30] We try to help small businesses get started through our incubator and on mid-Rose Maldrive, [37:37] the Senate is the support for the OPO, start-up facility in St. Charles and as well [37:42] as our aspiration is to do as some kind of a startup facility [37:46] in the western part of St. Charles County, [37:48] preferably when it's, when it's filled in the coming years, [37:52] we lead, we work in tandem with the professional economic developers [37:56] in St. Charles County on business attraction [37:59] and retention programs, and then to sport all that [38:02] we've created some collateral materials that hopefully [38:05] are useful to individual cities. [38:08] And you'll see evidence of that at the end. [38:12] I don't know why I put that in there rather than it's a good picture of Curtis King. Curtis, [38:15] as well as David Gibson, are on the Executive Committee of the EDC. So there's at that's [38:20] nine people on the EDC committee, so it's a pretty good representation from what it's built [38:24] itself. On the small business financing and counseling segment, the big picture thing is that [38:32] in 2017, we did almost $19 million worth of loans, which leveraged approximately $100 million [38:40] and economic activity. [38:43] Now, not all of that was in Wednesday, obviously, [38:45] but it has a ripple effect throughout the whole county. [38:48] And we have right now 267 companies in our portfolio, [38:52] which is one of the biggest in the Midwest. [38:56] Start-up support is our second piece. [38:59] Just last year, we helped seven companies graduate. [39:04] Actually, instantly, that picture there, [39:06] that's picture of Dan Lang as a young man. [39:07] So the graduated is not, in half of your days, there are seven companies that graduated from the EDC incubator and you can see the names of them. [39:21] There are a couple of these little end up being really big over the long haul. [39:26] And we were able to attract some additional funding from the State Government to expand our program and services all over the place. [39:33] So I think you'll see a lot more of it. [39:35] You'll see impact from that in Wednesday and the coming years. [39:40] The county, Brent, marketing and branding. [39:42] And so this is a picture of David Gibson 10 years from now [39:45] when he's an older and he'll, by that time [39:48] you'll have taken up smoking, which, you know, I'm not in favor [39:51] of that, David. [39:54] In 2017, we made a big investment from a staffing standpoint [39:59] in helping our PR and marketing game. [40:03] And as a direct reader, so we hired a person that just [40:06] does that really specializes in that space. [40:09] And we've been able to get just in the last six months now articles [40:14] that provide a lot of exposure to St. Charles County, [40:16] and Venture Beat, CNBC, Entrepreneur Court of the Entrepreneur [40:19] Magazine, Silicon Prairie News, governing. [40:24] And as well as ink magazine. [40:26] So all of which are touting these key messages about St. Charles County as a affordable and well-located high-quality of lifeplace. [40:38] So on the, in just in the last week or last two weeks, I guess now, [40:43] we said, you know, Amazon Grove Collaborative Sandlar, which is a mortgage servicing operation in Fusion 5, [40:49] all announced job numbers that are only lines of 2,200 new hires over the next couple years. [40:56] And this is the really, really good news [40:59] is that these were across a spectrum of industries. [41:03] That has been something that's marked [41:04] in Charles County for a long time, [41:05] as diversification of the economy. [41:07] So that is continuing to this day, [41:09] which is really, really good news. [41:12] We expect there will be a lot of activity in logistics, [41:17] aerospace and auto manufacturing, [41:18] particularly on the supplier side in the next five years, [41:22] and a good portion of that activity [41:24] will almost really take place in Wensfield. [41:28] Last year, the EDC partnered with a group called Marks Nelson, [41:31] which is a national site selection firm to create all sorts [41:34] of collateral materials for use of cities. [41:38] And this shows the materials that were developed. [41:41] And then we developed these and had them do this in such a way [41:43] that each city, if they want to, [41:46] can customize this brochure for their own use [41:49] and as they participate in sales and outreach efforts [41:52] on national or on a local basis. [41:57] I'm proud to leave the EDC as an organization. [42:02] We have big impacts across the county, [42:05] and we want to continue to do that, [42:07] and appreciate the long-term support of the City Council [42:10] to the EDC. [42:12] Be happy to answer questions. [42:19] Thank you for all your help with the other growth [42:22] and everything we have in one space. [42:23] We really appreciate it. [42:25] Thank you. [42:26] Any questions? [42:26] Comments? [42:27] The none? [42:28] Honour Favour of Approval of Resolution 18-1051. [42:32] As President, say goodbye by tonight. [42:34] Aye. [42:34] Opposed? [42:36] Opposed? [42:38] Opposed? [42:39] Opposed? [42:39] Opposed? [42:40] Resolution 18-1052. [42:45] I give the vote one. [42:46] Honour Favour of Approval of Resolution 18-1052. [42:50] Say goodbye by tonight. [42:51] Aye. [42:51] Opposed? [42:53] Okay, now we're going to the next one, ID-783 resolution 18-1-051, Mr. Resolution, see, what's [43:00] one? Is there a proving a landscaping maintenance license renewal agreement with the Fairview [43:06] Farm's Home Affairs Association? And we do have a petitioner here, Ms. Paddle Donnelly, but [43:11] all of this dog is going to leave. [43:13] Mr. Meroud, just make brief comments on this particular, I think the trustees are here, if [43:17] you guys want to say anything, certainly, certainly may. [43:21] So anyone so has accomplished a couple of these licensed agreements in history, one of Crystal [43:26] Creek ones, Bedford Falls. [43:28] This is in Fairview Farm, sub-evision. [43:29] There's an existing median, which is in Fairview Farm's Drive, just off a Westmire Road. [43:34] The trustees are desirous to put a sign within that median and also beautify that area, [43:40] which is a great aesthetic improvement for the North Side of Westmire Road. [43:45] So as used in the past, this is kind of modeling what we've done in the past. [43:48] there's a resolution in front of the board in the license agreement. [43:51] Some attachments that shows the position of the sign, the type of sign, the type of [43:55] plantings. [43:56] We'd recommend approval of as presented in your packet. [44:00] If there's any questions, we'll be happy to answer them. [44:02] Thank you. [44:03] Do you have any questions from the trustees before I have more? [44:07] On the road. [44:08] Thank you, Mr. Speaker. [44:10] So, first of all, I think these type of programs are amazing. [44:12] We have a wide variety of landscaping opportunities through our community, both for residential [44:18] in commercial, and I'm glad to see that there's a licensing agreement to be able to have that [44:24] cooperation and working together between political sort of visions in the city and businesses. [44:29] That being said, I don't know if the board had an opportunity to read through the contract, [44:35] but in my personal opinion, I feel like it's a little extensive, and I know that maybe we could [44:40] reconsider that if the board needs time to read it or whatever, but I don't have to put up exactly [44:45] I'm on packet page 372's where it's starting, I believe. [44:50] And in any way, it's just basically what goes on to say that at any time, that the removal [44:55] and all that is at the expense of a fairly farm. [45:00] I just feel like if they're going to maintain it, they're going to take care. They're going to put the money into it. If they have to remove it, I don't feel like if they're going to have to remove it because something in the city is going to, I don't feel like they should have to have that burden and that expense. [45:12] They're going to do that, that maintenance upon themselves. And I just feel like we're, I know it's a good intentions and I understand we need to have some trigger points and need to maintain some control of it, but I just feel like this is, it's pretty deep. I'm going to shoot the board. I want to take a moment to read through a real fast to just want to share some of our opinions, but I appreciate what you guys said. [45:29] is doing it absolutely needs to be done [45:31] and I think it's going to be amazing. [45:33] So that's great. [45:35] And in a question, I would have was, [45:36] did you agree to have anything to conditions in terms? [45:39] Did you agree to the terms and everything [45:40] that's stated as, so really, in my opinion, [45:43] it's only to move any closer. [45:44] So if there's something that would relieve you [45:46] of financial obligation, you would want [45:47] to have that conversation, [45:51] that's what I thought. [45:54] Any kind of potential, sure. [45:59] So the way I agree with you 100% and I think staff was done an amazing job of dialing this end [46:05] where you can be able to do that I think it's going to be aesthetically pleasing and I think it's just a 100% win. [46:14] But when you start looking at something happening to where the city has to use that portion, [46:18] those costs are on you to have everything removed. [46:21] And my feeling is that if you're going through the effort, the energy and the fiscal impact on your HOA to be able to do this, [46:28] I don't feel personally that you should be responsible to have an additional pay, [46:32] or additional financial responsibilities if it's just going to be removed. [46:35] This is to include the curbing and everything else if I read it correctly. [46:39] And if I'm wrong, that's fine. If you guys are okay with this fine too, but I'm here to speak up for you. [46:47] Any questions for the board? [46:53] Could you come up with a microphone? [46:59] Is your first to come up with a microphone? [47:03] I try to fix that. [47:05] All of them in Rhodes, I want to make sure that we're understanding what you're saying. [47:09] And I'm going to try to give an example from what I'm understanding. [47:13] If this is finished and done, and let's say that at some point, [47:18] the city decides they need to widen Westmire, [47:22] and that has to be removed in order to widen Westmire, [47:28] who's paying for the removal? [47:30] I'm going to steer to Mr. Heldlitch, [47:32] but my understanding of unreading this is that it's your expense, [47:35] and that's why I have a problem. [47:38] If I'm wrong, then that's fine. [47:40] I'll be okay to be wrong. [47:42] It'd be the first time, but that's okay. [47:45] All there have been roads is not wrong. [47:48] Thank you. [47:49] The improvements which are being put in, which are not there now, which are being put in, [47:56] if because of the city's use of its right of way, because it will remain right of way. [48:02] If the city in the future needs to use that right of way for another purpose, [48:07] the HOA would be responsible for removing those items that it put in. [48:17] So if the board would be open and a few folks would at mind, if we can maybe have further conversation about this, I wanted to bring that to your attention. [48:26] I feel like this is now new information for you. [48:30] And that's okay. [48:30] Maybe the board would consider postponing this to the next meeting and have an opportunity for them to work with staff and maybe dial this in a little better. [48:38] So, what other taxpayers would be paying the expense to remove it, that they would be carrying the burden, burden, every movement, because they made the change. [48:46] You have to look at that, there's two ways to look at it, so other taxpayers who might, might self-included would be paying for. [48:52] Three-movement, that's the right way, is needed, or to widen the movement to remove the magnet. [48:57] So, would you have the folks prefer to have the opportunity to have that conversation with staff and have this brought back next time? [49:02] Okay board may have support to postpone this to the next meeting? [49:08] Yes that's correct. [49:08] I'm going to postpone the meeting. [49:09] Would that be more appropriate for the next meeting? [49:10] We need on motion. [49:11] We don't have a motion right now anyway, but we need a motion to postpone. [49:15] Can we make a motion to postpone until the next meeting please. [49:19] Here we have motion. [49:20] I need a second. [49:20] I'll introduce second. [49:22] I'll introduce second. [49:23] One zero five one to the following meeting. [49:26] Any questions? [49:27] Come to the board. [49:28] Here we are. [49:29] On the favor of postpone. [49:36] This agreement's been entered in two before with other HOAs, put the signs up there in the right way. [49:44] Is there anything particularly unusual about this particular agreement, though it's a little new to me? [49:51] Well, the language just mirrors what we've used before. [49:54] And, you know, this far is just a, you know, [49:58] what's my road is already a five lane facility [50:00] within a 100 foot ride away. [50:02] It's not planned in any of our policy documents [50:04] to be improved, any further. [50:08] So at the end of the day, [50:09] I think what you see there's what is long term. [50:13] Fair view farms has a stub street [50:15] within its north property line. [50:17] So at some point, there's a interconnection [50:19] into the property to behind that to the penny farm. [50:22] whenever that property develops so but I don't anticipate there be any changes there but that's [50:29] as we sit here today March and 2018. All right thank you and I don't have a problem with [50:35] they need to be aware of their late expenses they're taking on I agree with that so we can have [50:39] further discussion. Yeah just so towards aware we did provide that to Pat and you know and she [50:44] settled it through her trustees so we did have some back and forth and happy to have the opportunity [50:49] talk with you more. Thank you. [50:53] Thank you, Mayor. So again, not trying to cause a big issue on anything. I just want to [50:57] make sure that it's very clear. And I have a dear friend of mine serves on the board says [51:01] if it's predictable, it's preventable. So I feel like if this is a problem that's been [51:05] used in the past, maybe we can bring that to attention to me. We can adjust the things [51:08] moving forward. So anyways, if you guys choose not to change it, that's fine. But at least [51:12] you have an opportunity to have that conversation. And I don't believe that staff has done [51:16] anything that's out of the ordinary, so I'm just going to make sure. [51:19] Thank you. [51:20] Any questions, comments? [51:21] So I'm favor the resolution to postpone until the next one. [51:24] Excuse me, to the next following meeting. [51:26] Senator Fabric and I. [51:28] Opposed? [51:29] Mr. President. [51:30] Next item on the agenda is ID. [51:32] 78. [51:32] And any five bill number four zero three seven. [51:34] And this is up for first meeting by Tat only. [51:38] I just want to make a motion. [51:39] I'm sorry. [51:40] Our second motion. [51:42] Staff. [51:43] Thank you, Mayor. [51:44] And this is an ordinance associated with the OPEC at Lexington Plate 2. [51:49] All of the street storm sewers, portable water maintenance, sanitary sewers been installed. [51:54] The homeowner's association has completed a storm work facility maintenance covenant agreement, which is attached. [52:00] The developer has completed everything to our satisfaction and we're recommending dedication approval, release of the deposit agreement and establishing stop signs and 25 mile hours speed limit. [52:14] every where within that development. [52:21] Any questions, comments from the board? [52:23] Sinon, all in favor of approval of bill number 4037, for first reading my title only, [52:29] send it by by Sinai. Aye. Aye. [52:31] I'm opposed. [52:33] Bill number 4037 and ordinance providing for the acceptance and dedication of all public [52:38] improvements in the Oaks at Lexington Pipe 2, adopting the general speed limit and [52:42] demanding traffic code, schedule 3, stop signs and measures relating there too. [52:47] Thank you. [52:48] The next slide, Monty. [52:49] Jim is 87. [52:50] 96. [52:50] Go on the 4-038. [52:51] This does not for first reading by title only on the next motion, on the next motion. [52:58] Staff. [52:59] Thank you, Mayor. [53:00] This is associated with the wonderful firehouse number one improvements. [53:05] The sanitary sewer and storm sewer improvements will be maintained privately by the fire protection district. [53:11] The second improvement plans do indicate that there is public water main to be dedicated. [53:15] staff does recommend approval of the ordinance for dedication of that [53:19] water main on accepting it for city maintenance and releasing the [53:23] deposit agreement guaranteeing those improvements. Thank you, questions, [53:26] comments from the board? Seeing none on a favor of approval from the first reading [53:30] by Tatlani, a bill number 4038, signify, signify, signify, signify, signify, signify. [53:35] The number 4038 in order providing for the acceptance and dedication of public [53:40] The permits at Winsville Firehouse, number one, and matters relating there too. [53:45] Thank you. [53:45] Next time on the agenda is ID-7900. [53:49] This is a clerk-1 water additional position. [53:52] Need a motion to get in this question. [53:54] I'd like to make the motion on. [53:56] It will be suck as a motion. [53:59] Thank you, Mayor. [54:01] Really since we have moved into the new city hall, finance and public works departments. [54:05] have experienced some additional administrative utility workload, primarily water, utility [54:11] workload. It has put us in a position where we find it necessary to seek an additional [54:17] full-time clerk one for water to perform those duties primarily associated with annual [54:23] backflow prevention program, some financial data entry, meter readings, cash handling and [54:30] And so we're seeking that this position would be full time and report to the director of finance and sit within the finance department, although funded for 2018 by water division funds. [54:45] The workload in the funding for this position could be reevaluated in 2019, if we find that we would be able to include a percentage of wastewater and salak waste and recycling duties to this position. [54:58] We'll just have to not quite sure that we can anticipate the final split of duties. [55:03] Staff is recommending approval and I'm happy to answer any questions. [55:09] Questions from the war? [55:10] Thomas Wanzo? [55:11] Just be clear. [55:12] So for the 2018 year, this will be through waste water. [55:16] Going into 2019 will be evaluating, see, which department it may be under and possibly split between multiple departments that correct? [55:23] Not quite. [55:24] This year it will be all water. [55:26] It will be a portable water for 2018. [55:29] We may be able to split it out a little bit in 2019, we haven't quite decided on the funding split for 2019. [55:36] The way we're doing it in 2018, it's not really a budget adjustment. [55:40] We've had vacancies in our part-time positions and we're utilizing those funds to establish this position full-time effective April 1, 2018. [55:52] So the first quarter was missed, so we have funds available in the water division to pay for that in 2018. [56:01] Thank you for the clarification. [56:03] Any other questions, comments? [56:05] Seeing on all favor of approval of option one as presented, ID 7900. [56:11] Signify by tonight. [56:12] I'm opposed. [56:14] Motion carries. [56:15] Next item on agenda is ID 7902. [56:18] This is a purchase of a Bobcat compact track loader. [56:23] T770 for public work street division, you know motion affirmative to all of our mixed [56:28] motion, I'm in July 2nd of motion. Staff, you know, present? [56:34] Thank you, Mayor. The approved budget for 2018, the capital budget included $60,000 for [56:40] a crack seal unit. And as we did our equipment assessment earlier this year, we found that [56:47] current crack seal unit use has been dropping off over the last few years and the condition [56:53] of it has stayed in pretty good shape. At the same time we're finding that our track loader [57:01] and skid steer loader equipment is getting more and more heavily used and we're struggling now [57:08] that we've added a stormwater maintenance work crew to our street division crew that we have [57:16] three field work crews that are competing for a single skid loader, and we're having trouble [57:23] efficiently scheduling all of our projects. [57:28] And so what we would like to propose is to address our shift in equipment use by repurposing [57:36] the cracks heel unit funds to purchase a compact track loader, which it's capable of [57:42] forming similar skid loader work but also somewhat different work because it's a track machine rather than a wheel machine. [57:51] We also found as we went through the light duty truck purchases that we were able to save some money so that we can cover the entire cost of the track loader, which is being requested at 65,285 dollars in two cents. [58:09] I'm happy to answer any questions. [58:10] Thank you. [58:12] Questions on the question? [58:12] One brief question. [58:13] We don't need to purchase of another trailer or anything to haul it. [58:18] Not at this time. [58:20] Thank you. [58:21] Any other questions? [58:22] Comments? [58:23] Give a motion and a second to approve. [58:25] I believe it's option one. [58:26] I didn't get the option in a, but it sounds like that's what we're going for. [58:30] Okay. [58:30] All of our approval of ID702 for option one purchase of a Bobcat contact [58:36] I'll sign up for everybody tonight and I pose. [58:41] Thank you. [58:42] Other item, the next item is other new business, [58:44] see none. [58:45] Information, discussion, see none. [58:48] We want to all of them to report to all of us. [58:52] This is going to be a record to have all of them [58:54] in your four times. [58:55] It's six to 55. [58:57] Wonderful. [58:57] First, I do want to thank the mayor, all the aldermen, staff, [59:02] for all your work and help with Jake's guilty dreams [59:05] with the groundbreaking and all. [59:06] It's amazing to see how many people [59:08] in our community showed up, who is probably one of the largest groundbreakings we've ever had. [59:12] That just shows you how much the public is behind this, and I truly thank you for dealing [59:16] with me over these past years, and being part of this great project when it's opened up [59:22] here in a couple of months, or a few months, probably, it's going to be something great for our [59:26] community. [59:27] So thank you so very much. [59:29] I had a couple of concerns for some residents, the Wenceville Heights, I had two residents [59:33] contact me. [59:34] Chief, they noticed a whole bunch of vehicles that had expired plates or no plates at all throughout the heights if we could [59:41] address that they would be appreciative. [59:43] They were also, let me know that the junk has reappeared in many of our [59:50] homes that we've already cited before. So I hope we are using the ordinance that was approved recently that the three strikes and we keep escalated to make [1:00:00] Make sure these homeowners realize they're driving down the property value of their neighbors. And finally, was informed that there's been some negative behavior at Memorial Park. If we can make sure we are addressing that and keeping that part safe for all residents. Those were just three big concerns I had. And to end my report, just make sure everyone gets out there and votes on April 3. Thank you. [1:00:25] Thank you, Thomas. [1:00:26] What's an homogeneity? [1:00:27] Nine hundred percent. [1:00:28] Nine hundred percent. [1:00:28] No. [1:00:29] Hominar? [1:00:31] Thank you, Mr. Mayor. [1:00:34] You can grant first of all, congratulate the homogeneity of my family. [1:00:40] It was not ever be a part of that. [1:00:43] I just think it's going to be fantastic. [1:00:44] I kind of like kids can't wait to get out there. [1:00:46] I can't wait to see the community use it. [1:00:49] I think it's going to be great. [1:00:50] So I appreciate your hard work on that. [1:00:53] Second, just going to bullet the point this and make it as quick as I can, I just want [1:00:57] to continue for us to get updates on the Stone Creek School Zone. [1:01:02] I can continue to get a few emails on that, what's going to go on with that if where we are. [1:01:12] I'd appreciate that. [1:01:17] I'm moving forward with the growth discussion. [1:01:19] I know David, we talked about the highway in Highway Z corridor discussion. [1:01:23] And we're going to have, is that when is that going to happen again? [1:01:28] So I wasn't able to make the Monday calls this out, but we're ready to meet with you before [1:01:34] back has a map together that we need to review and we need to sit down with you and go through [1:01:38] that. [1:01:39] Okay. [1:01:39] Then I'll be reaching out to you to set up a time next week. [1:01:42] Then after that, we can bring it to the board. [1:01:44] That's correct. [1:01:44] Thank you very much. [1:01:46] And then last, I'd like to ask the board for consent to, for Korean strategic planning. [1:01:53] I thought an item that we might want to try and put on there for discussion. [1:01:56] I know we've done this before, but I'd like to do it again as the sewer lateral program for the city of Williamsville. [1:02:05] I know there's several different options. [1:02:07] And I think strategic planning would be a great place to discuss that. [1:02:10] And for the board to learn a little bit more about what our options are. [1:02:13] And if it's something that would work for Winesby, I know some surrounding communities have it. [1:02:18] I have some success with them. [1:02:21] So I'd just like to take a look at that. [1:02:25] And that I can include my report. [1:02:27] I remind everyone to get out and vote your voice. [1:02:30] It's your city. [1:02:31] Thank you. [1:02:32] I'll be looby. [1:02:33] I have nothing at this time. [1:02:37] I'll be rude. [1:02:40] I just want to say thank you to staff for a couple things one throughout the many years [1:02:47] Mr. Ford back and Mr. Laying with the helping and guiding and directing the downtown committee. [1:02:54] It's truly been a pleasure last night was my final meeting with the downtown committee and staff thank you very much. [1:03:01] I don't know, Betheslan and Miss Gilman as well as Miss Kara and I want to say also thank you to Mr. [1:03:08] Lee, as well. [1:03:09] The certificate is turned out amazing. [1:03:13] Mr. Hessey probably remembers others, I'm not sure he was just once, but he does as well. [1:03:17] He used to be had like the really bad certificates, I'm just leaving it that the score [1:03:24] at least from like the 1970s. [1:03:26] I'm not sure. [1:03:27] It was pretty bad, so I'd ask for something like, can we have something a little [1:03:31] Well, staff that agreed job, board came together and said, yes, we would definitely like to see an improvement of those certificates. [1:03:37] The board of members two weeks ago had asked if the board members would have an opportunity to have something that we could give to [1:03:43] people in our community, they go above and beyond or contribute and serve our committees and so forth. [1:03:50] And anyway, staff that agreed job putting one together presented to everyone last night. [1:03:55] I've seen that he's out of town based on pictures of a beach, so that I'm seeing on Facebook, [1:04:01] so I'm assuming he'll get this or can't forget sometimes soon, but I just want to say thanks to staff and truly [1:04:07] heartfelt for all your dedication and patience and hard work through the facade. [1:04:12] I'm going to put for the facade grant improvement through changing the name of the entire committee. [1:04:18] We started with that changing from way back when also the opportunity to go from a village center [1:04:24] We actually changed the name to historic downtown to putting up banners. There's there's been so many things [1:04:30] It truly has been an honor for somebody [1:04:31] Then I've grown up here a whole life. May I spend my time in a service and then returning back home and just seeing now the energy that's going into downtown [1:04:39] I want to say thank you to this board because this board is [1:04:43] The first board that I've been a part of that has said the number one priority is downtown revitalization [1:04:49] And something has been very near and near and near and passion in my heart to see that we don't forget where we come from. [1:04:54] So I want to say thank everybody for that last night was was very good. [1:04:58] So thank you for that. [1:04:59] And next I'm going to pass this down and I did receive. [1:05:03] As we all have received an email and I just want to read it since it's a matter of public record. [1:05:09] And everyone here did receive it. [1:05:12] I was asked to do this. [1:05:14] So I'm going to ask for some clarification direction as you know, I'm not running, so clearly not campaigning. [1:05:21] And this is my seat that's up for grabs. [1:05:25] So, American Joanie Board of Audemn and Art Botorff. [1:05:29] Our three art botorff is a candidate for Winsville Audemn Revs in World Two in the April 3rd, 2018 municipal election. [1:05:36] Mayor Gajonia's endorsed and is actively campaigning for a bot tour of enters a Facebook [1:05:42] link.com or two-auto. [1:05:45] Throughout our bot tours campaign and in several of those campaign materials, he has [1:05:49] stated he's the, quote, senior military officer. [1:05:52] Many of the word to residents of Winsville, as well as the media, have repeatedly reached [1:05:56] up to art bot or to verify if he is or ever has been a member of any branch of the United [1:06:02] states armed forces and his campaigning material infers, but have received no response from [1:06:07] the candidate, or the mayor or anyone who knows the correct answer. [1:06:12] This is a legitimate, simple question that the war two residents of Winsville have the right [1:06:17] to know since the mayor of Winsville is using both his elected office and his personal [1:06:21] time to both endorse and campaign for art bought-off, for all the Winsville who are [1:06:25] in war two. [1:06:26] I demand that our question of is Arthur E. Boughtworth now, where has he ever been a member [1:06:31] of any branch of the United States armed forces. [1:06:35] Provide any answer to this question [1:06:37] by or before the board of all of them [1:06:38] in meeting, scheduled for tonight, [1:06:40] beginning at 6 o'clock PM. [1:06:44] So, I said that I would read this email, [1:06:47] and I would address it accordingly. [1:06:49] And with that? [1:06:51] Well, I will stay. [1:06:53] You don't try to answer to any reports or something. [1:06:55] I can. [1:06:55] Well, if you're done with your report, I have one. [1:06:57] You're asking a question. [1:06:58] Do you want to answer? [1:06:59] OK, I'm not going to get that answer [1:07:00] because it's not my place to answer. [1:07:02] But I can tell you, I have documentation, [1:07:05] and he will put out this he's writing. [1:07:08] I think he's called the Miss Falcon to address it. [1:07:10] That is up to Mr. Bottle. [1:07:11] I believe this has political overtones. [1:07:14] I don't think this is proper format. [1:07:16] And I think you're a restepid your bounds. [1:07:17] I think this is something you're using for a particular time. [1:07:20] It's my report. [1:07:21] So I'm going to say that this is just simply reading an email [1:07:24] so that it was emailed to the entire- [1:07:25] It's kind of a problem. [1:07:26] It came right a few days before the election. [1:07:27] Then it really ironic. [1:07:28] It's funny. [1:07:28] Put it out works, put it out works, but you didn't have no problem night walk doors to you and doors to you campaign for you as well, sir [1:07:35] So you know what I'm talking about, but you're bringing it into the format so I'm not going to argue with you. I'm just I appreciate that [1:07:41] I don't argue they're just one of you. Thank you [1:07:45] You're finished with your report. You still have your time [1:07:50] Yeah, go ahead and thank you. Thank you. I'm the hostie [1:08:00] I had the opportunity to be down in [1:08:04] Jefferson City yesterday and met with our state senators at the two I go and an [1:08:11] under and also most of our 12 state representatives in St. Charles County in [1:08:18] regards to the funding needs that we need out here from the state specifically [1:08:23] Highway Z, I weigh in the S curve and in 70 and in one of those meetings I was [1:08:30] able to sit down with a mode out of official, and there's some good things that are coming. [1:08:37] We got the county to forward-fun the environmental study for Highway N, from Lake St. Louis [1:08:43] to Point South Point Prairie Road, that is needed to get federal funding, which that is going [1:08:50] to be a rather large project. [1:08:52] We discussed a couple of ideas about the improvements of Highway Z as, you know, I'm not [1:08:58] doors. That's maybe the number one concern that I hear. When I ask the question is what [1:09:05] is your concerns in the city and and jokingly a lot of times I say other than highway [1:09:10] Z because I ring out its comment. Also there's there's a grant out there that is looking [1:09:18] pretty promising to the feds on highway 70 the S term. So hopefully we should have an update [1:09:26] of the information on that engine. [1:09:32] Also, I want to go and do it on a different subject here. [1:09:37] This is a picture of some street slabs and when for a subdivision. [1:09:44] I remember this, such street specifically, because it's, again, as I'm not indoors. [1:09:49] I remember seeing this a couple times. [1:09:51] And what I would like to get approval bar is essentially funding from the board contingency fund to forward fund this in 2018, [1:10:02] because this batch of streets horrible, and it's been like this for a long time. [1:10:09] And with that, I'll just kind of open it up for questions and discussions that the board may have. [1:10:14] You'd have to ask put on a Jennifer discussion to make a decision. [1:10:37] Everybody. [1:10:49] new post office, a lot of hard work on, they have a board in a damn line who took the lead on [1:10:54] this with my self-kindness and a look mark, they call them a road set in a few meetings and [1:10:59] at finally come to fruition. The grounds broke, but they're in the whole dug and I heard [1:11:06] eight to ten months after pretty aggressive time line, but hopefully we'll have a new post office [1:11:11] in a near future, don't near future. Again, Jake's field of dreams, Matt, you were, you were [1:11:18] spearhead on this project for a long time, and it was some pumps in a road. [1:11:21] Sometimes you're at that, I was going to get a little defundant, but I was looking [1:11:25] concerned about that, but it didn't, and we stayed strong, and it happened. [1:11:28] So I'm glad that that's going to be built in the next few months. [1:11:33] Ms. Speaker, I'd like to bring up your attention again, but if you could contact Modot, they [1:11:36] were out there today, but you're still a lot of pot holes in Highway A. And they ask where, [1:11:42] that should be their job to kind of drive down and see them. You can't miss them. I know [1:11:47] they're working on some of them today, but there's some pretty good size ones as you [1:11:51] come out of our Mexico road about midway down to 461. So I get close about it all the time [1:11:59] about the bottles. Be nice to see me surfaced at road some day. I think that's it. [1:12:11] That's [1:12:12] This board has been a priority for downtown, but the associated, I've been in here of 12 years and strategic planning. [1:12:19] Downtown has always been much of a priority. [1:12:21] It was at number one, it came in number two sometimes, but I'd say the last three boards has been number one priority. [1:12:27] So it's always been a priority. [1:12:28] It's always been a priority for boards. [1:12:30] It's funding issues. [1:12:31] There's always not enough funding, and there's never enough funding to do everything. [1:12:34] And before you can move forward on some things, you have to do infrastructure, which we did. [1:12:38] we put in an 18 inch water main before for a business to never, never came, trying to fix [1:12:43] some of the infrastructure. [1:12:45] So, it's always been a priority for my opinion, for most of the boards. [1:12:50] Would that all in my report move on to the city attorney's report? [1:12:53] No reports tonight. [1:12:54] Same administrative report? [1:12:56] Yes, sir. [1:12:56] I'll go straight to the board directives. [1:12:58] I have concerns in the heights, so we'll review those. [1:13:01] Highway Z schools zone will send out an update on that. [1:13:05] The sewer lateral program, I'll put them on the survey that we send out every year for strategic planning, so after the elections over and the new alderman are seated, then we'll go ahead and send out that survey that has all the different items that we could possibly talk about. [1:13:19] This would be included in that. [1:13:22] We'll discuss the Gwenhurst Street slams on April 11th and then also address the potholes on Highway A with Modot. [1:13:30] And then moving on to the legislative update, I'll turn it over to Ms. Hessland to give that particular update. [1:13:34] It was a sheet of paper that went out tonight. [1:13:38] It has a couple of items on it that she might have discussed. [1:13:42] I'm just really quick. [1:13:43] They are coming back from spring breaks. [1:13:45] So they've only been in session two days this week. [1:13:49] But the big one that seems to be moving [1:13:50] is this first one, the municipal court legislation. [1:13:54] There's a lot of really positive things for cities [1:13:57] in this particular bill. [1:14:00] So we don't want to keep an eye on that. [1:14:02] And MML definitely supports this particular bill. [1:14:07] They did have a hearing today. [1:14:08] So once I get an update on how that went, [1:14:10] so I'll let you all know. [1:14:13] There was a hearing on these wireless infrastructure [1:14:16] bills as well this week. [1:14:18] So I'll let you all know how those went. [1:14:21] And the same thing with the tax reform bills. [1:14:23] So I don't really have like a lot of updates [1:14:25] and for these particular bills, but they are moving. [1:14:29] So I'll probably send an email tomorrow [1:14:31] afternoon, if I can get enough to, there are any questions about those. [1:14:37] Questions? [1:14:40] See none? [1:14:41] Okay. [1:14:41] I guess move on to the next item, which is Executive Session. [1:14:45] We do have a need for an Executive Session. [1:14:46] Notice that here, by given the subject of motion, Dually made an adopted by the Board of [1:14:50] Audemn and Mahold, they closed being pursued to them, revised Missouri Statue of Session. [1:14:55] 610.021.1 for the purpose of dealing with matters relating to legal actions, causes of [1:15:00] Actions, litigation, service communication between cities representatives and its attorney, Section 610.021.2, for the purpose of dealing on matters of lengthy, leasing purchasing of our sale of real estate. [1:15:12] I need a motion to go into Executive Session. On the hard-mixed motion on the swans of Seconds of Motion, near roll call. [1:15:21] Yes, ma'am. Yes, [1:15:28] ma'am. [1:27:35] Yes, ma'am. Yes, [1:27:40] ma'am. [1:27:41] favorite adjournment of everybody's single focus and I oppose meeting adjournment. [1:29:17] You can't, I don't know if I'll take up for a look or read it.
