00:18:56,000 Thank you. 183 00:18:56,000 --> 00:18:57,000 Thank you, Jimmy. 184 00:19:00,000 --> 00:19:01,000 Okay, great. 185 00:19:01,000 --> 00:19:02,000 Make you free. 186 00:19:02,000 --> 00:19:12,000 Follow by Ron Friedrich. 187 00:19:12,000 --> 00:19:14,000 Mikey Friedrich was Hollywood. 188 00:19:14,000 --> 00:19:18,000 At the last council meeting, the Commission and Advisory Board report 189 00:19:18,000 --> 00:19:22,000 was pulled from the consent calendar in order pretty much to discuss 190 00:19:22,000 --> 00:19:27,000 one board, rent stabilization, and one former board member, Zikia Wright. 191 00:19:27,000 --> 00:19:31,000 The mayor and CP Shine cited the unacceptable number of their absences 192 00:19:31,000 --> 00:19:34,000 and their subsequent dismissal from the board. 193 00:19:34,000 --> 00:19:37,000 Zikia, however, in an op-ed showing facts, 194 00:19:37,000 --> 00:19:39,000 disproved what these two alleged. 195 00:19:39,000 --> 00:19:43,000 Apparently the main reason to pull that particular agenda item was 196 00:19:43,000 --> 00:19:49,000 to smear Zikia, who was competing with Ericsson for a seat on the city council. 197 00:19:49,000 --> 00:19:55,000 That was not only a conflict of interest, but underhanded, dishonest, and shameful. 198 00:19:55,000 --> 00:20:00,000 So, tonight, since you have put the Commission and Board report on the consent calendar, 199 00:20:00,000 --> 00:20:06,000 I'd like to pull it off and talk about the important older adults advisory board report 200 00:20:06,000 --> 00:20:13,000 because it shows that at that meeting, one public commenter and three board members all 201 00:20:13,000 --> 00:20:19,000 complained in their remarks about the hazards of delivery robots and scooters. 202 00:20:19,000 --> 00:20:26,000 Why are you sweeping this under the rug by putting their report into consent and not discussing it? 203 00:20:26,000 --> 00:20:31,000 The council majority are making a big deal out of wanting to widen sidewalks 204 00:20:31,000 --> 00:20:37,000 on fountain supposedly for ADA compliance, but are doing nothing about scooters and robots 205 00:20:37,000 --> 00:20:42,000 which endanger us and take away our access every damn day. 206 00:20:42,000 --> 00:20:45,000 You often preach one thing, but do another. 207 00:20:45,000 --> 00:20:52,000 In this case, you are touting equal access, but in truth, you're keeping us from our equal access. 208 00:20:52,000 --> 00:21:00,000 That is why both the ADA and the damn have awarded me for speaking out about your hypocrisy 209 00:21:00,000 --> 00:21:02,000 regarding this issue. 210 00:21:02,000 --> 00:21:07,000 They want your words to match your actions. 211 00:21:07,000 --> 00:21:09,000 Thanks so much, Mikey. 212 00:21:09,000 --> 00:21:16,000 Ron Friedrich to be followed by Steve Martin. 213 00:21:16,000 --> 00:21:18,000 Ron Friedrich is here. 214 00:21:18,000 --> 00:21:20,000 Hold on one second, Steve. 215 00:21:20,000 --> 00:21:21,000 No. 216 00:21:21,000 --> 00:21:22,000 Great. 217 00:21:22,000 --> 00:21:24,000 Steve Martin to be followed by David Nash. 218 00:21:24,000 --> 00:21:25,000 Steve Martin, West Hollywood. 219 00:21:25,000 --> 00:21:26,000 Thank you. 220 00:21:26,000 --> 00:21:27,000 Council. 221 00:21:27,000 --> 00:21:30,000 And thank you for celebrating World's AIDS Day. 222 00:21:30,000 --> 00:21:37,000 And I hope that we can update on the valet at Bernie's venery as how his health is. 223 00:21:37,000 --> 00:21:41,000 I mean, he was a victim of violent crime in West Hollywood. 224 00:21:41,000 --> 00:21:48,000 Another victim of violent crime, because of, unfortunately, our decrease in law enforcement. 225 00:21:48,000 --> 00:21:55,000 The city is fast approaching its 48th anniversary, and this should be a time for us to be celebrating. 226 00:21:55,000 --> 00:22:00,000 But instead, there's a certain heaviness about the city. 227 00:22:00,000 --> 00:22:08,000 The city feels like it's a place that's under occupation, where there was once a vibrant civic democracy. 228 00:22:08,000 --> 00:22:15,000 What we now have is outside interest, who have really hijacked our democratic process. 229 00:22:15,000 --> 00:22:24,000 And West Hollywood, our democracy has been skewered by the amount of contributions, a quarter of a million dollars by unite here. 230 00:22:24,000 --> 00:22:32,000 Now, I supported unite here when they were interested in workers' rights and hotel workers' rights. 231 00:22:32,000 --> 00:22:39,000 But now they've taken on a whole agenda of taking over the city council and turning us into part of their political machine. 232 00:22:39,000 --> 00:22:44,000 The interest of what, of unite here, is not the interest of the residents. 233 00:22:44,000 --> 00:22:53,000 Decisions are being made outside of city hall without our participation, and local democracy is being undermined. 234 00:22:54,000 --> 00:22:57,000 The agenda of unite here is not ours. 235 00:22:57,000 --> 00:23:00,000 And where are they getting this quarter of a million dollars? 236 00:23:00,000 --> 00:23:06,000 Most of it from developers, like the Viper Room, and places like Nathan and Watkins, 237 00:23:06,000 --> 00:23:10,000 that have given seven thousand dollars to the mayor's race. 238 00:23:10,000 --> 00:23:14,000 But we were founded 40 years ago on empowering people. 239 00:23:14,000 --> 00:23:20,000 And now we seem to have a bunch of collaborators who are interested in disempowering the residents of West Hollywood. 240 00:23:20,000 --> 00:23:25,000 So I'm just asking that the residents here stand up and resist the occupation. 241 00:23:25,000 --> 00:23:30,000 Thank you. 242 00:23:30,000 --> 00:23:33,000 Thank you so much, Steve. 243 00:23:33,000 --> 00:23:38,000 David Nash, three followed by Sam Burrelli on behalf of the Human Services Commission. 244 00:23:38,000 --> 00:23:39,000 Hello, David. 245 00:23:39,000 --> 00:23:40,000 Hi. 246 00:23:40,000 --> 00:23:41,000 Thank you, David Nash. 247 00:23:41,000 --> 00:23:43,000 Most probably would resonate. 248 00:23:43,000 --> 00:23:46,000 I know it's on the consent calendar. 249 00:23:46,000 --> 00:23:50,000 There's progress being made on the Viper Room project. 250 00:23:50,000 --> 00:23:56,000 I'm sure the new London hotel will not be happy to see that the project is moving forward. 251 00:23:56,000 --> 00:24:03,000 But in my memory, it's been talked about for years that there were problems with the height of the building. 252 00:24:03,000 --> 00:24:09,000 Problems with their plans for displays and advertisements. 253 00:24:09,000 --> 00:24:16,000 But what I remember most is that it's another project that's to include affordable housing units. 254 00:24:16,000 --> 00:24:19,000 The last I heard they were up to a 14. 255 00:24:19,000 --> 00:24:28,000 I know that Mayor Erickson has posted to me that he's been able to up those numbers on occasion. 256 00:24:28,000 --> 00:24:31,000 I think this would be a good time to try it again. 257 00:24:31,000 --> 00:24:38,000 And there are places all over Sunset and Santa Monica Boulevard. 258 00:24:38,000 --> 00:24:41,000 Other Sunset seems to be moving ahead. 259 00:24:41,000 --> 00:24:43,000 That need renovation. 260 00:24:43,000 --> 00:24:46,000 The French market is sitting there empty. 261 00:24:46,000 --> 00:24:51,000 There's a lot you all thought that has the poisoning from the dry clean unit. 262 00:24:51,000 --> 00:24:54,000 It's just sitting there on a what's happening to it. 263 00:24:54,000 --> 00:24:59,000 But much of the architecture on Santa Monica Boulevard is past his prime. 264 00:24:59,000 --> 00:25:03,000 We need a lot of rebuilding here in the city. 265 00:25:03,000 --> 00:25:18,000 On a happier note, I want to say that this Wednesday night at 530 we have light refreshments served to introduce the disability advisory boards award night, which officially starts at 6 p.m. 266 00:25:18,000 --> 00:25:26,000 It's a really fun night for us where we get to honor people and organizations who do outstanding work that 267 00:25:26,000 --> 00:25:30,000 be friends people in the disabilities community. 268 00:25:30,000 --> 00:25:35,000 I'm glad that we'll see some of the council members there to help us acknowledge our winners. 269 00:25:35,000 --> 00:25:42,000 And I encourage anyone listening tonight to come join us and learn more about the disability advisory board 270 00:25:42,000 --> 00:25:45,000 and organizations that we honor. 271 00:25:45,000 --> 00:25:46,000 Thank you so much David. 272 00:25:46,000 --> 00:25:49,000 Sam Burrelli to be followed by Yola Dernray. 273 00:25:56,000 --> 00:26:00,000 Good evening Sam Burrelli representing the Human Services Commission. 274 00:26:00,000 --> 00:26:06,000 October is domestic violence and intimate partner violence awareness month. 275 00:26:06,000 --> 00:26:10,000 Domestic and intimate partner violence impacts people of all ages, 276 00:26:10,000 --> 00:26:15,000 genders, races, sexual orientations, cultures and religions. 277 00:26:15,000 --> 00:26:24,000 It occurs in all types of relationships and can involve different forms of abuse, including physical, sexual, verbal, 278 00:26:24,000 --> 00:26:31,000 economic, emotional and include intimidation as well as controlling and isolating behavior. 279 00:26:31,000 --> 00:26:38,000 Marginalized groups, including people with disabilities, members of the LGBTQ Commission. 280 00:26:38,000 --> 00:26:48,000 And people with language barriers face an increased risk of violence as perpetrators often exploit their vulnerabilities. 281 00:26:48,000 --> 00:26:51,000 There are multiple resources available to help. 282 I spoke the other 316 00:30:17,000 --> 00:30:23,000 the other night that planning and public safety commission meetings about being heartbroken about the 317 00:30:23,000 --> 00:30:29,000 recent Trumpian hate speech and cyberbullying, ex-council member John Demaco is 318 00:30:29,000 --> 00:30:35,000 spewing. Tonight my feelings have changed to utter disappointment and sadness about someone 319 00:30:35,000 --> 00:30:42,000 I used to highly, highly, highly respect. Resorting to calling public safety commission 320 00:30:42,000 --> 00:30:48,000 leader George Nichol, a city council candidate, paranoid because he cares about public 321 00:30:48,000 --> 00:30:57,000 safety for all speaks volume about how Mr. Demaco must feel about the upcoming election. 322 00:30:57,000 --> 00:31:03,000 Many in the community are devastated by his attacks, name calling and hate speech. On another note, 323 00:31:03,000 --> 00:31:09,000 I'm really getting sick and tired of having to defend myself and the cause I represent 324 00:31:09,000 --> 00:31:15,000 opposing bike lanes on fountain. A safer fountain avenue should be a given and it's absurd to 325 00:31:15,000 --> 00:31:22,000 suggest otherwise. Proponents of bike lanes are portraying us as being against making fountain 326 00:31:22,000 --> 00:31:31,000 avenue safe and not caring about traffic accidents really. And sorry, and Mayor Erickson, you have 327 00:31:31,000 --> 00:31:37,000 called community out for spreading lies and misinformation and scaring residents. I have been told 328 00:31:37,000 --> 00:31:42,000 the are telling people both in person and in emails that the streetscapes widening 329 00:31:42,000 --> 00:31:48,000 sidewalks will happen first and could take years to be followed by bike lanes. However, the 330 00:31:48,000 --> 00:31:56,000 engage we hope website right here on vision corridor. The project will be implemented in phases. 331 00:31:56,000 --> 00:32:04,000 Phase 1 will implement protected bike lanes. Phase 2 will implement sidewalk widening and landscape 332 00:32:04,000 --> 00:32:11,000 improvements. Now, unless phase 2 is happening before phase 1, I'm afraid the missing 333 00:32:11,000 --> 00:32:23,000 information is put out exactly to be followed by Wendy Goldman. David to be followed by Wendy. 334 00:32:23,000 --> 00:32:30,000 Good evening, David Eckerd, a West Hollywood resident. I would like to speak about my experience with the 335 00:32:30,000 --> 00:32:36,000 fountain avenue streets. They streetscape projects outreach process. With Lafaca public outreach 336 00:32:36,000 --> 00:32:43,000 since 2022, I decided to take action and see what my neighbors along fountain avenue knew of this project. 337 00:32:43,000 --> 00:32:49,000 I took it upon myself to walk from La Cigna, La Cigna, La Cigna, the Crescent Heights and knock on 338 00:32:50,000 --> 00:32:59,000 people's doors. It was disharmed that nine out of ten residents were unaware of what was proposed 339 00:32:59,000 --> 00:33:09,000 or ever had received outreach with the 13,000 postcards in 2021. This comes to my point of why a rally 340 00:33:09,000 --> 00:33:15,000 was organized by we hope for the people and why I participated. The community hasn't been informed and 341 00:33:16,000 --> 00:33:22,000 concerned for traffic calming and enforcement has taken a back seat to adding protected bike lanes, which we all agree 342 00:33:22,000 --> 00:33:29,000 are deemed it, but the current ideas lack full thought. Most safety issues can be blamed on the lack of 343 00:33:29,000 --> 00:33:38,000 enforcement of J walking, speed, and unsafe lack of left turn lanes. Now, I added in the equation of cyclists and 344 00:33:39,000 --> 00:33:44,000 scooters who also don't always follow the traffic lights and laws. The stress on what the street 345 00:33:44,000 --> 00:33:52,000 requires has become too much. What I ask and want is to put a pause on adding cyclists or each scooters onto 346 00:33:52,000 --> 00:33:59,000 unsafe streets until the traffic issues are first resolved protect them as well. It is also imperative that 347 00:33:59,000 --> 00:34:05,000 the emergency service vehicles and our sheriffs have as much mobility as cyclists need. 348 00:34:05,000 --> 00:34:12,000 It is not a type of priority for all you can't keep adding new forms of mobility in the mix until 349 00:34:12,000 --> 00:34:18,000 clear path for safety is figured out. Both rallies encourage safety as priority. We just don't 350 00:34:18,000 --> 00:34:24,000 see eye on having to penalize neighborhood needs or protection for minority mobility. 351 00:34:24,000 --> 00:34:28,000 Thank you David. 352 00:34:29,000 --> 00:34:33,000 Hold on one second, Wendy. You're good. Thank you, David. 353 00:34:33,000 --> 00:34:38,000 We had a person who is speaking, we're in general public comment right now, right? Okay, we had a person 354 00:34:38,000 --> 00:34:42,000 on consent. Can we try to go hurt? You said that she's ready now. 355 00:34:50,000 --> 00:34:55,000 Sarah, here are next speaker. Press star 6 to a new. Hopefully it works as time. 356 00:34:59,000 --> 00:35:02,000 Do you want to hope you can hear me? Yes, we can. Yes. 357 00:35:02,000 --> 00:35:08,000 My name? Okay. Wonderful. I'm sorry. After all this time, I still haven't figured out how to unmute myself. 358 00:35:08,000 --> 00:35:12,000 But my name is Sarah. I know some of you but for those that I don't know. 359 00:35:12,000 --> 00:35:18,000 I'm a long time resident of West Hollywood. I have two children. One of which goes to West Hollywood Elementary. 360 00:35:18,000 --> 00:35:32,000 And I wanted to speak very briefly on behalf of the section S2, which is the grant in the school program and 361 00:35:32,000 --> 00:35:36,000 re-re-structuring re-imagining the budget and the structure. 362 00:35:36,000 --> 00:35:46,000 So it's part of West Hollywood Elementary. Our whole goal, purpose, is to raise funds for the school to be able to 363 00:35:46,000 --> 00:35:50,000 support all of the programs that we otherwise would not be supported and these include 364 00:35:50,000 --> 00:35:56,000 very essential functions for a school that is physical education, arts, and music. 365 00:35:56,000 --> 00:36:02,000 What is currently being provided is the $3,000. 366 00:36:02,000 --> 00:36:10,000 Which is just so appreciated but feels like not a meaningful impact. And so as you guys think about 367 00:36:10,000 --> 00:36:16,000 how we re-structuring these grants, I would inform you to think about the difference between 368 00:36:16,000 --> 00:36:22,000 public and private schools and how you're only public elementary school in West Hollywood 369 00:36:22,000 --> 00:36:30,000 get funded and making a meaningful impact in the way that you provide those. So as an example, 370 00:36:30,000 --> 00:36:40,000 we fund salaries to our PE teacher. We spend $150,000 every year just to support our PE program. 371 00:36:40,000 --> 00:36:46,000 Our teachers age all of these things are supported by the parents and by our fundraising. 372 00:36:46,000 --> 00:36:56,000 We appreciate you guys bringing this as an item and I hope you consider those in our future grant. 373 00:36:56,000 --> 00:37:06,000 Thank you so much, Sarah. Wendy Goldman, who will be our last speaker for this first public comment section. 374 00:37:06,000 --> 00:37:10,000 Wendy Goldman, West Hollywood resident, block captain for Cynthia Sunset, neighborhood watch, 375 00:37:10,000 --> 00:37:18,000 Good evening, Mary Erickson, council members, and residents. I'm here to speak about several issues in my area. 376 00:37:18,000 --> 00:37:24,000 I attended the last meeting of the older adult's advisory board and disability advisory board addressing 377 00:37:24,000 --> 00:37:32,000 mutual issues of pedestrian safety, request for repairs and improvements. The public safety commission of October 14th 378 00:37:32,000 --> 00:37:40,000 heard a report listing citations given for sidewalk scooter riders yet not one included enforcement on Sunset 379 00:37:40,000 --> 00:37:48,000 strip, where it is a daily safety problem. I spoke to the public safety commissioners about concern calls from residents 380 00:37:48,000 --> 00:37:54,000 related to an uptick in the number of home burglaries on Dohini, Cynthia, Vista Grande, Hilldale and Hammond. 381 00:37:54,000 --> 00:38:00,000 I feel that we must make all efforts to reduce the risk of similar crimes. 382 00:38:00,000 --> 00:38:08,000 I've spoken with city manager, David Wilson, Jackie Rocco, Danny Rivas, Helen Collins, 383 00:38:08,000 --> 00:38:18,000 veto out of might as Walter Davis, Steve Smith and others, regarding service requests that I have made on the app with no timeline for action. 384 00:38:18,000 --> 00:38:24,000 The quality of life issues, including a growing number of vacant properties, which number five at last count, 385 00:38:24,000 --> 00:38:32,000 beg the question of establishing a city park in a Cynthia sunset area. There is a lack of green space in this neighborhood. 386 00:38:32,000 --> 00:38:40,000 We need to provide the west side of the city with a park. It's needed to provide amenities that all other parts of the city enjoy. 387 00:38:40,000 --> 00:38:48,000 This proposed park would include a dog park and community garden, a restful urban habitat to attract wildlife. 388 00:38:48,000 --> 00:38:56,000 My dream will only become a reality with your support. Please find solutions to long standing request for my area. Thank you. 389 00:38:56,000 --> 00:39:04,000 Thank you so much, Wendy. We will move to several other public commenters to the end. 390 00:39:04,000 --> 00:39:12,000 And we are going to, it should hopefully be a quick meeting, so it should be too long. I'd say that now, cursing us, but I apologize. 391 00:39:12,000 --> 00:39:20,000 So we will now move on to the city manager's report, city manager Wilson. Will you please provide us with the city manager's report? 392 00:39:20,000 --> 00:39:26,000 Thank you, Mayor. Good evening, Mayor. Vice Mayor and city council members. 393 00:39:26,000 --> 00:39:32,000 I might do have a few announcements, but before I do that, I want to invite a simply member. 394 00:39:32,000 --> 00:39:36,000 Excuse me. Rick Ziber up to provide an update on legislation and Sacramento. 395 00:39:36,000 --> 00:39:38,000 Yeah. 396 00:39:40,000 --> 00:39:48,000 Good evening. Thank you, city manager Wilson and her non. Good evening, Mayor Erson and members of the council. 397 00:39:48,000 --> 00:39:58,000 As you know, my name is Rick Chabba Ziber. I represent the 50 first district and I'm very proud that that includes the entire city of West Hollywood. 398 00:39:58,000 --> 00:40:08,000 As a member of the progressive environmental LGBTQ Latino, Armenian, Native American and Jewish caucuses, we had a very busy year. 399 00:40:08,000 --> 00:40:19,000 I'm also proud to report that about a year ago, Speaker Revis, appointed me to serve as chair of the Assembly Democratic caucus and in that role on part of the speakers. 400 00:40:19,000 --> 00:40:31,000 Leadership team and part of that role is assisting him in developing priorities for the caucus and achieving consensus within the caucus on chief on on chief priorities. 401 00:40:31,000 --> 00:40:39,000 With that in mind, I just wanted to give you a few key updates about what happened at the or two year legislative session. 402 00:40:39,000 --> 00:40:50,000 So first you've all read that we had to address a nearly 50 billion dollars shortfall and that meant that we had to make some very tough choices. 403 00:40:50,000 --> 00:41:05,000 I'm proud that as we did that, we were able to preserve key priorities, including preserving education funding, not really cutting vital programs like Cal Fresh and Metacal, which protect and serve our most vulnerable Californians. 404 00:41:05,000 --> 00:41:12,000 To housing and homeless programs were limited, but there were some unfortunate cuts to climate and environmental programs. 405 00:41:12,000 --> 00:41:27,000 Some of that will be made up hopefully with the passage by the voters of a climate bond which will generate billions of dollars for clean energy, coastal resilience, heat mitigation, wildfire prevention and clean water. 406 00:41:27,000 --> 00:41:32,000 This year we also had a number, we dealt with a number of bills related to artificial intelligence. 407 00:41:32,000 --> 00:41:39,000 That is something that obviously poses a great promise for people, but also great risks. 408 00:41:39,000 --> 00:41:51,000 One of the things I worry about a lot is that with artificial intelligence, we could really improve the human condition, but if it ends up with five billionaires owning everything and people without work. 409 00:41:51,000 --> 00:41:59,000 That is something that, you know, or tends for a dystopian future that we have to, that we have to work again, that we have to make sure it doesn't happen. 410 00:41:59,000 --> 00:42:07,000 And of course, that is something that is, it creates great challenges to people that are working in the entertainment industry. 411 00:42:07,000 --> 00:42:12,000 And so we have a number of bills in that front and I expect that to continue into next year. 412 00:42:12,000 --> 00:42:19,000 Closer to home, hospitals around the state have been upgrading their infrastructure to reach the 2030 seismic standards. 413 00:42:19,000 --> 00:42:27,000 One of those hospitals that needs to do more as you know is Cedar Sinai, which is partially in West Hollywood's jurisdiction. 414 00:42:27,000 --> 00:42:40,000 There was a bill to extend this time frame that I did not support because it did not have sufficient guardrails to ensure that actually the seismic standards were being upheld. 415 00:42:40,000 --> 00:42:50,000 I do think that West that Cedar needs help and we need to do something to help Cedar's meet standards because, as you know, you'd be considering their applications. 416 00:42:50,000 --> 00:42:55,000 They actually have to do a lot of work to sort of move into a swing space that got to create that. 417 00:42:55,000 --> 00:42:59,000 And so they will need longer than 2030, and I've been working closely with them. 418 00:42:59,000 --> 00:43:09,000 The bill that I did not support ultimately was vetoed by the governor for the same reasons I didn't support the bill, but hopefully we will be focusing on addressing Cedar's, which is such an important contributor to our community. 419 00:43:09,000 --> 00:43:22,000 As you know, turning to my own bills, I am very proud to share that 12 of my bills pass both the assembly and the Senate and we're signed into law by Governor Newsom this year. 420 00:43:22,000 --> 00:43:35,000 As you know, one of my key priorities, as I know, is one of every single members of this council has been to make sure that we're creating more housing, making housing more affordable and keeping people into in their homes. 421 00:43:35,000 --> 00:43:42,000 We know that is more cost effective and infinitely more humane to take a preventative approach to homelessness. 422 00:43:42,000 --> 00:43:52,000 And we also know that California needs more housing, but in ways that respect to existing neighborhoods and bring the kind of affordable, livable communities that we all want. 423 00:43:52,000 --> 00:44:04,000 With that in mind, I'm proud that the governor signed AB 2525, which was sponsored by Mayor Bass, which addresses the problem that we're facing. 424 00:44:04,000 --> 00:44:15,000 The problem that we're facing with so many people living in RVs, one of the things I didn't realize is that 22% of the folks that are unhoused in the city of Los Angeles are living in RVs. 425 00:44:15,000 --> 00:44:33,000 And so this bill actually gives the city of Los Angeles more tools to move people from RVs into permanent and temporary housing by allowing the state of California to lease unused land to store RVs as we're basically moving folks into that program. 426 00:44:34,000 --> 00:44:40,000 A second bill that was passed in a lot which I view as a homeless as bill is AB 2477. 427 00:44:40,000 --> 00:44:57,000 That bill empowers foster youth that are transitioning into adulthood from foster care to allow them to accumulate cash savings, which would have previously disqualified them from the state benefits that they are entitled to as they're moving from their youth into adulthood. 428 00:44:57,000 --> 00:45:00,000 So that bill now allows former. 429 00:45:00,000 --> 00:45:07,000 I hope you have to save more than $10,000, which is you know, with the cost of housing. People need to have those kinds of nest eggs. 430 00:45:07,000 --> 00:45:12,000 And we shouldn't be discouraging that. And so that law was passed by both houses and signed into law. 431 00:45:12,000 --> 00:45:16,000 And of course, you remember last year because you all suggested this. 432 00:45:16,000 --> 00:45:28,000 AB 1620, a bill was introduced and recommended by the city of West Hollywood that allows people in rent stabilized upper floor units with physical disabilities to move into first floor units without having their rent reset. 433 00:45:28,000 --> 00:45:40,000 And it's thanks to advocates in the community like in low, low, door A, door A that this new law will improve the lives of countless people with disabilities in a years to come. 434 00:45:40,000 --> 00:45:57,000 One of the disappointments that we faced was on AB 2498, the California Housing Security Act, which was Hollywood was a sponsor and supporter of that bill provided a whole new pilot program with rent subsidies for people that are highly rented and secure. 435 00:45:57,000 --> 00:46:01,000 That bill got stalled on the Senate side, but we are going to bring that back this year. 436 00:46:01,000 --> 00:46:09,000 I hopefully with more support, what happened is that got caught in sort of the interplay between the Senate and the assembly. 437 00:46:09,000 --> 00:46:14,000 We actually had found some money in the budget to fund the program, but we were competing for that. 438 00:46:14,000 --> 00:46:23,000 And actually a Senate bill was competing for the money that we had sort of sort of lightly allocated in the budget for the bill. 439 00:46:23,000 --> 00:46:33,000 And so because of that the bill got stopped in Senate appropriations, but the bill that was competing for the money then got vetoed by the governor, so we're actually going to be back at the drawing board. 440 00:46:33,000 --> 00:46:38,000 That other bill was a good bill too, but so we're going to take that bring that back this year. 441 00:46:38,000 --> 00:46:47,000 On retail crime as you all know and I want to thank you all for actually making this council chamber, the site of one of our hearings this year. 442 00:46:47,000 --> 00:46:48,000 I want to thank you all for being able to read this. 443 00:46:48,000 --> 00:46:52,000 I announced the select committee on retail theft and made name me as its chair. 444 00:46:52,000 --> 00:47:03,000 Our work led to 10 new public safety laws that governor knew some signed, including the lead bill, which was one that was authored by me and speaker. 445 00:47:04,000 --> 00:47:16,000 That bill focuses on stopping organized crime rings by creating a new crime of serial retail theft with the penalty of up to three years for possession of stolen property with the intent to resell. 446 00:47:16,000 --> 00:47:24,000 It also specifies that evidence of intent can include repeated conduct or possession of a quantity of goods inconsistent with personal use. 447 00:47:24,000 --> 00:47:32,000 It also expands the tools that police officers have to arrest for shoplifting based on a witness's sworn statement or video footage of a crime. 448 00:47:32,000 --> 00:47:40,000 Importantly, it also helps to get to the root cause of theft by expanding the use of diversion and rehabilitation programs like drug courts. 449 00:47:40,000 --> 00:47:49,000 And finally, it protects businesses and retailers that report retail crime by ensuring that they will not have new transactions brought against them for doing that. 450 00:47:49,000 --> 00:47:53,000 Of course, that's not a problem here in West Hollywood, but there's other parts of the state where that has been. 451 00:47:53,000 --> 00:48:11,000 The remaining bills also crack down on the theft and sale of stolen items then increase the increase the tools to deal with smashing grabs and they try to close down the market for these bills. 452 00:48:11,000 --> 00:48:22,000 I will say that we work very hard to establish consequences for retail crime without going back to the days where California was punishing too many minor crimes with extremely long prison sentences. 453 00:48:22,000 --> 00:48:30,000 Data and research tells us that the best way to deter crime is not the blunt approach of just adding more prison time. 454 00:48:30,000 --> 00:48:39,000 It's really ensuring that law enforcement has the tools to apprehend people engaging in crime and that there is a real consequence for committing those crimes. 455 00:48:39,000 --> 00:48:54,000 That doesn't mean that you necessarily have to have a 20 year prison sentence when a jail time or prison sentence is a shorter amount of time is an adequate and is an adequate deterrent. 456 00:48:54,000 --> 00:49:06,000 With that on civil rights, last year the governor signed AB5, the Safe and Supporter of Schools Act, which I know so many of you supported here, which provides public school teachers and staff. 457 00:49:06,000 --> 00:49:13,000 We're on the front lines of supporting California students with the training and support they need to better serve LGBTQ plus and all students. 458 00:49:13,000 --> 00:49:21,000 This year I was proud that AB, the governor signed AB 2258, the enhanced consumer protections for preventive care act. 459 00:49:21,000 --> 00:49:35,000 What was happening there is that the federal affordable care act is really what requires insurance companies to cover things like prep for a lot of the federal programs. 460 00:49:35,000 --> 00:49:39,000 And for employers based programs. 461 00:49:39,000 --> 00:49:42,000 And there was a challenge to that in a Texas court. 462 00:49:42,000 --> 00:49:48,000 It's basically struck down the regulations and the Affordable Care Act that provided this protection. 463 00:49:48,000 --> 00:49:58,000 My bill, which we brought this year actually codifies that those hopefully, that bills on it, that cases on appeal. 464 00:49:58,000 --> 00:50:04,000 But what this is doing is it's making sure that if we lose that case we have actually put in California law, 465 00:50:04,000 --> 00:50:08,000 the preventive care requirements that were in the Affordable Care Act. 466 00:50:08,000 --> 00:50:16,000 So we can make sure that people that want mammograms covered for breast cancer, that prep is covered for people that need it, 467 00:50:16,000 --> 00:50:24,000 that all these preventive care items were going to be covered because it's required in California law if federal law doesn't require it. 468 00:50:24,000 --> 00:50:32,000 I was also a co-author and I know many of you were very active in the passage of the Safety Act, which I was a co-sponsor. 469 00:50:32,000 --> 00:50:40,000 It provides new protections to the new protections against forced outings of LGBTQ students and California schools. 470 00:50:40,000 --> 00:50:54,000 That was a proud that that was with a lot of opposition, but that was signed into law by this was passed by both houses and signed into law by Governor Newsom. 471 00:50:54,000 --> 00:51:03,000 Also on the subject of civil rights, this year we saw a massive spike in anti-Semitic hate crimes and incidents, including on college campuses. 472 00:51:03,000 --> 00:51:09,000 I've been appalled and have been using my voice and office to stand up against the anti-Semitism that we're seeing. 473 00:51:09,000 --> 00:51:22,000 Following weeks of deeply disturbing events at UCLA, I called on the office of civil rights to conduct a federal investigation into potential violations of the civil rights act at UCLA. 474 00:51:22,000 --> 00:51:30,000 And was disappointed with the university's response to both protecting the rights of Jewish students. 475 00:51:30,000 --> 00:51:41,000 But then also later protecting the rights of the protesters when they failed to protect them from an outside mob coming into UCLA at the end of that episode. 476 00:51:42,000 --> 00:52:06,000 I'm also working this year to ensure that we are preserving and improving ethnic studies, making sure that ethnic studies meets the goals which is to make sure that there's windows into the lives of ethnic and racial communities for people that are not part of those communities helping people understand the challenges that those communities face. 477 00:52:06,000 --> 00:52:11,000 And also mirrors for those communities so that folks can see themselves in the curriculum. 478 00:52:11,000 --> 00:52:22,000 But we also need to make sure that basically in these very sensitive areas that the curriculum is basically resulting a safe and supportive environment for all students, including Jewish students. 479 00:52:22,000 --> 00:52:33,000 And so we are actually going to be moving a bill forward that is really intended not to undermine ethnic studies, but to strengthen it to make sure that it achieves its goals. 480 00:52:33,000 --> 00:52:38,000 But at the same time is making sure that our schools are safe for all kids. 481 00:52:38,000 --> 00:52:47,000 I'm also proud that AB 2613, the Jacqueline Marisa Burr, Rare Disease Advisory Council was signed into law by Governor Newsom. 482 00:52:47,000 --> 00:52:53,000 It will actually create a new advisory council that will give a seat at the table for people that are living with rare diseases. 483 00:52:53,000 --> 00:53:02,000 One of the things I saw in my sister's illness was that because rare diseases are rare, they don't have large lobbies that are sort of helping government agencies understand. 484 00:53:02,000 --> 00:53:05,000 The challenge is that people living with rare diseases face. 485 00:53:05,000 --> 00:53:13,000 So California was one of the few states that did not have an official rare disease advisory council that will that will change next year. 486 00:53:13,000 --> 00:53:19,000 We are looking for a home for this hopefully it will be at UCLA or one of the UC systems. 487 00:53:19,000 --> 00:53:31,000 We also passed two bills on gun safety AB 2907 and 2917, 2907 enhances protections for Californians who face domestic violence, stalking and elder abuse. 488 00:53:31,000 --> 00:53:37,000 By making sure that if there's a if there's a gun violence restraining order that is actually enforced. 489 00:53:37,000 --> 00:53:44,000 These are things that were actually required in the civil restraining orders, but we're not required in the criminal or straining orders. 490 00:53:44,000 --> 00:53:51,000 So we put those same procedures to make sure that guns are confiscated from folks that are at risk in to those restraining orders. 491 00:53:51,000 --> 00:54:02,000 And then 2917 updates and refines our GVO order and draws the civil court's attention to hate based or politically motivated threats of violence. 492 00:54:02,000 --> 00:54:07,000 And this bill is sponsored by every time for gun safety in the San Francisco City Attorney's office. 493 00:54:07,000 --> 00:54:11,000 I'm coming to a close I only have a couple more pages. 494 00:54:11,000 --> 00:54:16,000 Last thing I wanted to and I'm and I'm condensing them. 495 00:54:16,000 --> 00:54:33,000 Last thing I wanted to say I mentioned that we actually passed a historic climate bond AB 3 which will be on the ballot this year that will require that will result in significant funding to help us weed ourselves off of fossil fuels. 496 00:54:33,000 --> 00:54:42,000 And actually will fund clean water if there's significant funding for the Santa Monica kind of mountains in the Baldwin Baldwin Hills Conservatories in that bond. 497 00:54:42,000 --> 00:54:51,000 And so I was proud to serve on the steering committee that shaped the bond and proud that we passed that. 498 00:54:51,000 --> 00:54:56,000 Looking to next year we're currently working on our package of bills for next year. 499 00:54:56,000 --> 00:55:06,000 Invite your input as you have had in other years of really valued the input of the city of West Hollywood and shaping my bill package. 500 00:55:06,000 --> 00:55:13,000 One of the issues that I will tell you that I will be focused on and will be one of my key priorities is keeping Hollywood in California. 501 00:55:13,000 --> 00:55:20,000 I think you all have been reading in the papers and I have actually been having conversations with the. 502 00:55:20,000 --> 00:55:29,000 The entertainment unions and with the studios and with just normal folks but as you have probably been hearing. 503 00:55:29,000 --> 00:55:44,000 Employment in our region is really down people are really we not only have unemployment but we have significant under employment as many productions are being recruited out of the state of California. 504 00:55:44,000 --> 00:55:53,000 And so I've spoken to the speaker about helping him spearhead a strategy to address these issues and I know that you all share. 505 00:55:53,000 --> 00:56:00,000 Shared the goal of making sure that we actually have good high paying jobs and we keep the entertainment industry here in the state of California. 506 00:56:00,000 --> 00:56:09,000 So in conclusion I will I just want to thank you all for being such a strong partner you know while we find ourselves in tumultuous times as a nation and world. 507 00:56:09,000 --> 00:56:17,000 And while there's never a dull moment in West Hollywood civic life I believe that ultimately there's more that that unites us and divides us. 508 00:56:17,000 --> 00:56:26,000 I want to thank you all for your service to the city of West Hollywood and to the assembly district 51 just know that my doors always open. 509 00:56:26,000 --> 00:56:35,000 My staff is always here to help folks that have a that are information available on we hope.org slash we hope day. 523 00:58:34,000 --> 00:58:39,000 I just have a few questions or I won't go first. 524 00:58:39,000 --> 00:58:54,000 Can you provide an update on the lot at Santa Monica Boulevard and Crescent Heights. 525 00:58:54,000 --> 00:59:07,000 Yes, so that lot is currently under construction there were delays due to Southern California medicine plan changes and also some slope issues on Havenhurst. 526 00:59:07,000 --> 00:59:18,000 We have been resolved construction is continuing we hope to have it paved by Halloween and full completion by the middle of November. 527 00:59:18,000 --> 00:59:19,000 Great. 528 00:59:19,000 --> 00:59:28,000 We've been I've been getting some comments regarding coyotes in our neighborhood is it possible for you and the staff of my colleagues agreed to host something similar to Beverly Hills's. 529 00:59:29,000 --> 00:59:39,000 I know we have an 18 page coyote report but it's it's a little bit long to read but maybe there's something you all could do and come back to us. 530 00:59:39,000 --> 00:59:53,000 Yeah, so we do have a coyote management plan city council directed that we established one in 2017 and that was adopted by resolution in 2018 it's available on the city's website. 531 00:59:53,000 --> 01:00:00,000 It is pretty comprehensive but it's the council does want an informational session that's something that. 532 01:00:00,000 --> 01:00:05,000 Would have to be done by a council initiative, which can come back at the future meeting. 533 01:00:05,000 --> 01:00:13,000 Wonderful. And then we just got an email regarding an arrest that was made in the community. Would you mind providing an update on that? 534 01:00:13,000 --> 01:00:19,000 Yeah, and so it was a very recent arrest and very little information can be provided. 535 01:00:19,000 --> 01:00:24,000 But Lieutenant Fanny Lampkin is here and she will provide in the information that she can. 536 01:00:24,000 --> 01:00:26,000 Thank you so much, Fanny. 537 01:00:31,000 --> 01:00:35,000 Good evening, everyone. tips that he was no longer in the city, but he, he projected from Hollywood to West Hollywood. 545 01:01:15,000 --> 01:01:20,000 And the deputies were looking for him and they, they found him. 546 01:01:20,000 --> 01:01:24,000 And with the excellent work that our detectives are doing, we're, hopefully, not hopefully. 547 01:01:24,000 --> 01:01:27,000 We are, they're going to be filing charges tomorrow. 548 01:01:27,000 --> 01:01:28,000 Thank you so much. 549 01:01:28,000 --> 01:01:29,000 All right. 550 01:01:29,000 --> 01:01:31,000 If that concludes, could you keep going David, sorry? 551 And Nick Marisitch. 605 01:03:25,000 --> 01:03:26,000 Community Development Director. 606 01:03:26,000 --> 01:03:28,000 I'm joined by our long range planning manager. 607 01:03:28,000 --> 01:03:30,000 Francesco Contreras. 608 01:03:30,000 --> 01:03:31,000 And Senior Planner. 609 01:03:31,000 --> 01:03:34,000 To hear a fairest who will be giving the presentation for this item. 610 01:03:34,000 --> Vice Mayor. 615 01:03:45,000 --> 01:03:46,000 And City Council members. 616 01:03:46,000 --> 01:03:48,000 Again, my name is to hear a fairest. 617 01:03:48,000 --> 01:03:50,000 Senior Planner with 620 01:03:56,000 --> 01:04:00,000 imminent public safety threat. 621 01:04:00,000 --> 01:04:03,000 Next slide, please. 622 01:04:03,000 --> 01:04:04,000 I have it. 623 01:04:04,000 --> 01:04:05,000 Thank you. 624 01:04:05,000 --> 01:04:09,000 So I'll give a quick background on the Zone Text Amendment. 625 01:04:09,000 --> 01:04:13,000 And then just go straight into the proposed amendment and 626 01:04:13,000 --> 01:04:15,000 our recommendation from staff. 627 01:04:15,000 --> 01:04:20,000 So just to remind people where we are. 628 01:04:20,000 --> 01:04:25,000 They can property is defined in chapter 9.64 of the West Hollywood 629 01:04:25,000 --> 01:04:26,000 Municipal Code. 630 01:04:26,000 --> 01:04:31,000 As a property that is substantially vacant unoccupied for more than 631 01:04:31,000 --> 01:04:34,000 or abandoned for more than 45 days. 632 01:04:34,000 --> 01:04:37,000 And where construction pursuant to an active building permit has 633 01:04:37,000 --> 01:04:42,000 not be unpermit is not taking place or weren't 634 01:04:42,000 --> 01:04:46,000 in action by the building and safety division pursuant to an active 635 01:04:46,000 --> 01:04:51,000 building permit has not been conducted within the previous 90 days. 636 01:04:51,000 --> 01:04:56,000 The City created a vacant property restoration program in 2019, 637 01:04:56,000 --> 01:05:00,000 which provides a system for tracking and addressing vacant properties. 638 01:05:00,000 --> 01:05:04,000 These properties are classified into four different categories of 639 01:05:04,000 --> 01:05:08,000 stable at risk problematic or failed. 640 01:05:08,000 --> 01:05:13,000 There are currently 56 vacant properties within the city. 641 01:05:13,000 --> 01:05:16,000 Their categorization listed on the slide here. 642 01:05:16,000 --> 01:05:20,000 And over the past several months, there has been a growing number of 643 01:05:20,000 --> 01:05:24,000 complaints to the West Hollywood Sheriff station, as well as to 644 01:05:24,000 --> 01:05:26,000 the city's code enforcement. 645 01:05:26,000 --> 01:05:30,000 About vacant properties being broken into and used for shelter and 646 01:05:30,000 --> 01:05:36,000 having unintended or having public safety impacts to both the 647 01:05:36,000 --> 01:05:39,000 individuals that are breaking into the property as well as to the 648 01:05:39,000 --> 01:05:42,000 surrounding community members. 649 01:05:42,000 --> 01:05:45,000 It is unlikely that these types of buildings are going to be 650 01:05:45,000 --> 01:05:49,000 repaired by their owners or even reoccupied. 651 01:05:49,000 --> 01:05:52,000 And they do pose public safety concerns. 652 01:05:52,000 --> 01:05:56,000 And so therefore we are proposing a new mechanism to deal with vacant 653 01:05:56,000 --> 01:06:00,000 properties within the city that may generally fall into the 654 01:06:00,000 --> 01:06:03,000 category of failed vacant properties, but they also may fall outside of 655 01:06:03,000 --> 01:06:11,000 any of these categories and still pose an imminent public safety risk. 656 01:06:11,000 --> 01:06:15,000 So in March of this year, the city council directed staff to work with 657 01:06:15,000 --> 01:06:18,000 the city attorney and create a process which would authorize the 658 01:06:18,000 --> 01:06:21,000 demolition of vacant properties that pose risks. 659 01:06:21,000 --> 01:06:25,000 Typical safety in both commercial and residential zone properties. 660 01:06:25,000 --> 01:06:29,000 In August, the city council then issued another directive to 661 01:06:29,000 --> 01:06:33,000 the process to process a zone text amendment according to the 662 01:06:33,000 --> 01:06:36,000 following schedule going to planning commission in September and 663 01:06:36,000 --> 01:06:39,000 coming back before the city council and October. 664 01:06:39,000 --> 01:06:41,000 So that brings us to tonight. 665 01:06:41,000 --> 01:06:45,000 The zone text amendment would have a two year sunset date to allow us 666 01:06:45,000 --> 01:06:49,000 time to assess the impacts of this program and determine if we do 667 01:06:49,000 --> 01:06:52,000 want to make it a more permanent process going forward. 668 01:06:52,000 --> 01:06:57,000 So ahead of that two year sunset date, staff will return to city council 669 01:06:57,000 --> 01:07:01,000 with an update and get direction on whether to make that a more permanent 670 01:07:01,000 --> 01:07:07,000 program or amended or even repeal it at the time if that's necessary. 671 01:07:07,000 --> 01:07:11,000 Planning commission did recommend approval of the zone text amendment in 672 01:07:11,000 --> 01:07:13,000 September. 673 01:07:13,000 --> 01:07:20,000 So I'll go into a quick overview of what is in the zone text amendment. 674 01:07:20,000 --> 01:07:27,000 There are current requirements in chapter 19.50 of the municipal 675 01:07:27,000 --> 01:07:30,000 code which includes provisions for demolition permits. 676 01:07:30,000 --> 01:07:38,000 Section 19.50.2.020 states that discretionary approval of a demolition 677 01:07:38,000 --> 01:07:43,000 permit is required before any demo of a building or structure before a 678 01:07:43,000 --> 01:07:47,000 substantial remodel as well as before any structures moved from any 679 01:07:47,000 --> 01:07:51,000 site within the city. 680 01:07:51,000 --> 01:07:56,000 Additionally, the code requires could occur processing of demolition 681 01:07:56,000 --> 01:08:00,000 permits with any other required discretionary permits with just two 682 01:08:00,000 --> 01:08:01,000 exceptions. 683 01:08:01,000 --> 01:08:06,000 The first exception is when there is an imminent hazard posed by the building 684 01:08:06,000 --> 01:08:08,000 as determined by the building official. 685 01:08:08,000 --> 01:08:12,000 So this is currently a very high standard to meet. 686 01:08:12,000 --> 01:08:16,000 It refers to structural deficiencies within the building itself. 687 01:08:16,000 --> 01:08:21,000 Not necessarily hazards that are caused by unsafe use of the property or 688 01:08:21,000 --> 01:08:24,000 folks being on the property. 689 01:08:24,000 --> 01:08:27,000 So there's a specific scope for when that exception can be used. 690 01:08:27,000 --> 01:08:32,000 And then the second instance is when the planning commission improves 691 01:08:32,000 --> 01:08:38,000 an interim use that would satisfy a public need on a vacant property. 692 01:08:38,000 --> 01:08:42,000 So this is a local policy that we have to ensure that properties don't 693 01:08:42,000 --> 01:08:47,000 sit vacant and that land is used for its best intended use and 694 01:08:47,000 --> 01:08:51,000 hopefully stays occupied as long as possible. 695 01:08:51,000 --> 01:08:57,000 So now the city is considering amending its local policy to allow 696 01:08:57,000 --> 01:09:03,000 for addressing unintended consequences with vacant properties that are 697 01:09:03,000 --> 01:09:09,000 not being demolished and they may need to be demolished ahead of 698 01:09:09,000 --> 01:09:17,000 concur processing permits ahead of obtaining other discretionary permits. 699 01:09:17,000 --> 01:09:21,000 So I'm not going to read everything on the screen here, but essentially we are 700 01:09:21,000 --> 01:09:27,000 amending various sections of the code to include this new process that would 701 01:09:27,000 --> 01:09:32,000 essentially give the authority to the director of community safety in 702 01:09:32,000 --> 01:09:35,000 collaboration with the director of community development to 703 01:09:35,000 --> 01:09:42,000 authorize the demolition of big properties that are posing public safety risks. 704 01:09:42,000 --> 01:09:49,000 We do have a number of criteria that would have to be in place that a property would 705 01:09:49,000 --> 01:09:52,000 have to meet in order for the director of community safety and 706 01:09:52,000 --> 01:09:57,000 director of community development to make the determination and authorize that 707 01:09:57,000 --> 01:10:00,000 demolition. 708 01:10:00,000 --> 01:10:06,000 And we do have a number of compliance tools, tools that the city already 709 01:10:06,000 --> 01:10:12,000 utilizes when managing big and properties to ensure that regulations are followed 710 01:10:12,000 --> 01:10:15,000 and anything that needs to be addressed at that time. 711 01:10:15,000 --> 01:10:19,000 So there are a number of tools that would still be at the city's discretion. 712 01:10:19,000 --> 01:10:24,000 And then just to point out that we are still going to be in compliance with state law. 713 01:10:24,000 --> 01:10:28,000 So if any housing units are going to be demolished as part of this process, 714 01:10:28,000 --> 01:10:30,000 they would be required to be replaced. 715 01:10:30,000 --> 01:10:34,000 So there would be a data restriction place on the property to ensure that that happens. 716 01:10:34,000 --> 01:10:40,000 Additionally, if there are any historic resources, we would still have to adhere to laws 717 01:10:40,000 --> 01:10:44,000 related to historic resources. 718 01:10:44,000 --> 01:10:49,000 And just to point out that this new process is really something that is meant to be used 719 01:10:49,000 --> 01:10:55,000 on rare occasions when all other methods have failed or have not produced the results 720 01:10:55,000 --> 01:10:59,000 that are necessary to take care of these properties. 721 01:10:59,000 --> 01:11:03,000 So the consideration is again for these properties that really rise to that 722 01:11:03,000 --> 01:11:07,000 level of an imminent threat to public safety that's really a direct 723 01:11:07,000 --> 01:11:12,000 result of individuals trespassing onto the property and doing things that 724 01:11:12,000 --> 01:11:17,000 may create hazards such as fires that pose a threat to neighboring properties. 725 01:11:17,000 --> 01:11:22,000 So with that, the staff's recommendation is to adopt the 726 01:11:22,000 --> 01:11:26,000 state of 19 zoning ordinance of less Hollywood municipal code to authorize 727 01:11:26,000 --> 01:11:31,000 the issuance of demolition permits for big and properties that pose public safety risks. 728 01:11:31,000 --> 01:11:34,000 And that's the end of the presentation. 729 01:11:34,000 --> 01:11:36,000 Staff is here for questions. 730 01:11:36,000 --> 01:11:37,000 Thank you so much. 731 01:11:37,000 --> 01:11:40,000 There are no public speakers on this item. 732 01:11:40,000 --> 01:11:43,000 So I think we can go over to questions or comments. 733 01:11:43,000 --> 01:11:45,000 Council Member Hiamen. 734 01:11:45,000 --> 01:11:48,000 This has been before us on several occasions. 735 01:11:48,000 --> 01:11:52,000 I know there's some disagreement, but I'm prepared to move the 736 01:11:52,000 --> 01:11:54,000 recommendation and I've done so. 737 01:11:54,000 --> 01:11:56,000 And I have second to that. 738 01:11:56,000 --> 01:12:01,000 Do you all go down to this end question or comments of this point, sir? 739 01:12:01,000 --> 01:12:02,000 Yep. 740 01:12:02,000 --> 01:12:09,000 My only concern is if we have 42 stable, five at risk, nine problematic. 741 01:12:09,000 --> 01:12:14,000 Are the at risk the ones that are going to be, you know, 742 01:12:14,000 --> 01:12:20,000 go into this category and the prop or is it problematic or is it failed? 743 01:12:20,000 --> 01:12:23,000 And what happens if the stable ones start to move? 744 01:12:23,000 --> 01:12:28,000 I mean, is there a way that we can, we can say as of today, 745 01:12:28,000 --> 01:12:35,000 you know, if you're listed on the stable category that you don't qualify for this because, 746 01:12:35,000 --> 01:12:41,000 you know, you've let, you've let the property go is rather than rather than, 747 01:12:42,000 --> 01:12:47,000 you know, something happening that created the situation where, 748 01:12:47,000 --> 01:12:50,000 where they were already problematic. 749 01:12:50,000 --> 01:12:51,000 Yeah. 750 01:12:51,000 --> 01:12:56,000 So there are a number of criteria that staff would use to determine, 751 01:12:56,000 --> 01:13:01,000 I don't know if that's to determine if the property does rise to the level that would 752 01:13:01,000 --> 01:13:04,000 necessitate authorizing the demolition. 753 01:13:04,000 --> 01:13:09,000 So in theory, a property could be in any one of those categories, 754 01:13:09,000 --> 01:13:16,000 but probably the likelihood that it's in the failed category or problematic is probably more likely, 755 01:13:16,000 --> 01:13:22,000 because we also have to determine that the property owner has not made any effort 756 01:13:22,000 --> 01:13:27,000 to secure the property or take care of the property or address concerns by the city. 757 01:13:27,000 --> 01:13:34,000 So the city would still utilize existing mechanisms to reach out to property owners and try to get compliance. 758 01:13:34,000 --> 01:13:39,000 If compliance is not being obtained, if there's property owners unresponsive, 759 01:13:39,000 --> 01:13:44,000 then they would have, then that's potential to utilize this. 760 01:13:44,000 --> 01:13:49,000 I'm just going to add that we are joined by our colleagues from Community Safety Department, 761 01:13:49,000 --> 01:13:52,000 who would obviously play at critical role in implementing this. 762 01:13:52,000 --> 01:13:57,000 So Danny Revis, Community Safety Director and Vito Animitis are both with us. 763 01:13:57,000 --> 01:14:00,000 There's any questions that they would like to speak to as well. 764 01:14:00,000 --> 01:14:08,000 Yeah, and I guess I want to know if there's anything in this that would act as a disincentive 765 01:14:08,000 --> 01:14:12,000 for a property owner to let their property go. 766 01:14:12,000 --> 01:14:21,000 Is there anything that will prevent this from becoming the norm rather than the rare occasion? 767 01:14:21,000 --> 01:14:29,000 So we would see this as a disincentive for a property owner to just sit and do nothing 768 01:14:29,000 --> 01:14:32,000 because there are fines that can be imposed on the property. 769 01:14:32,000 --> 01:14:35,000 The demolition would be at the expense of property owner. 770 01:14:35,000 --> 01:14:43,000 So it would be in their best interest to be in compliance with city regulations rather than have city take action. 771 01:14:43,000 --> 01:14:45,000 Okay. 772 01:14:45,000 --> 01:14:46,000 Good. 773 01:14:46,000 --> 01:14:47,000 Yes. 774 01:14:47,000 --> 01:14:48,000 Thank you. 775 01:14:48,000 --> 01:14:49,000 I'm in the support of this. 776 01:14:49,000 --> 01:14:51,000 I do have a question. 777 01:14:51,000 --> 01:15:00,000 There was a on-paked seven of the staff report when speaking of under new subsection A2 of Section 19. 778 01:15:00,000 --> 01:15:22,000 50.020. It starts with the determination will be based on some or all of the following characteristics. That's a strange usage of words. Why not just the determination will be based on any of the following characteristics or ways out on some or all? 779 01:15:22,000 --> 01:15:30,000 So, this language was reviewed by City Attorney, so it was developed in collaboration with City Attorney, and that was where we ended. 780 01:15:30,000 --> 01:15:46,000 Yes. I think the factors that lead to these situations are very important to capture one scenario that covers it also. It's meant to provide flexibility and show that their factors and different things. 781 01:15:46,000 --> 01:15:56,000 It could be one that is so severe, it's enough, or it might be three or four things that lead to a determination that it's risen to this level, so it's okay. 782 01:15:56,000 --> 01:16:02,000 I think it's intentionally giving flexibility because we don't know all the factors that are going to play out. 783 01:16:02,000 --> 01:16:21,000 Okay, so, could it be based on one, one factor? I just don't want this challenge if it's based on one, and then they say, well, it says summer all. 784 01:16:21,000 --> 01:16:37,000 Right, I mean, the way I read it is probably two. Okay, some. Okay, we could say more. I mean, there's different ways to word it. I think the point was that it's a combination of these things that lead to the public safety problem. 785 01:16:37,000 --> 01:16:47,000 And I think the code was too specific in the past and let the city not be able to utilize this when the situation really came up, so it's trying to be flexible. 786 01:16:47,000 --> 01:16:49,000 Thank you. Okay. 787 01:16:49,000 --> 01:17:01,000 Great. Seeing no more questions or comments, well, we have a motion by Council of Ohio men and a second by myself, and we will go to vote. 788 01:17:01,000 --> 01:17:03,000 Mayor, I also wanted to. Sure. 789 01:17:03,000 --> 01:17:08,000 No, that Kathy Blavis provided citizen position. And support of the set. 790 01:17:08,000 --> 01:17:17,000 Wow, okay, great. 50. I'm sorry. I'll interrupt me next time, so we can make sure we get those ahead of the vote just so we can do that. Thanks. 791 01:17:17,000 --> 01:17:25,000 All right, that has this five zero. Thank you so much, city staff, for all your hard work and quick turnaround on that. 792 01:17:26,000 --> 01:17:35,000 We're going to move right along to unfinished business, or we hope 40 strategic plan. Do my colleagues want a full staff report on this? 793 01:17:35,000 --> 01:17:50,000 No. Okay, great. So, Paolo and Chris, whoever is, because I took my glasses off, I know you've been prepping for months for the full staff report, but we'll, we'll take in abbreviated one if possible. 794 01:17:50,000 --> 01:18:01,000 And then we have three public commenters signed up for that. Are there any citizen positions, lips? Nope. Okay. 795 01:18:01,000 --> 01:18:13,000 And if you were on the, we hope 40 plan team from a community member, will you raise your hand in the audience so we can just congratulate you up here from behalf of us. Thank you so much. 796 01:18:13,000 --> 01:18:19,000 As, as they get set up with all their technology. Richard, you're always there. So, there you go Richard. 797 01:18:19,000 --> 01:18:48,000 Okay, we're going to load our slides and I'll get started. Welcome, good evening. Mayor, vice mayor and city council. 798 01:18:48,000 --> 01:18:52,000 My name is Christine Sabre and I'm the assistant to the city manager and the city manager's office. 799 01:18:52,000 --> 01:19:04,000 With me tonight at the staff table, or Paolo, desperate at management analyst and project manager for the we have 40 strategic plan, as well as Kevin Rosenstein and Eric Wong from Gensler. 800 01:19:04,000 --> 01:19:15,000 We also have with us tonight, Christopher Locke and Anna Shayla Victorino from designing color and Richard Bernard from FM3. 801 01:19:15,000 --> 01:19:20,000 We also have David Wilson of course on the day so if you are city man. 802 01:19:20,000 --> 01:19:28,000 He doesn't want to come down there and be with you. He does not. 803 01:19:28,000 --> 01:19:40,000 The plan we are presenting tonight builds off of the success of the city's prior strategic plan that was adopted in the early 2000s and bridges are existing plans and initiatives into a comprehensive strategy. 804 01:19:40,000 --> 01:19:46,000 We are not going to give you this whole presentation this evening but I will hit a few highlights for you. 805 01:19:46,000 --> 01:19:53,000 The we hope 40 strategic plan provides a cohesive organizing framework for the city's highest priorities over the next 15 years. 806 01:19:53,000 --> 01:20:06,000 The basic purpose of a strategic plan and particularly this plan is to build upon the strong foundation of the city's existing work plans, council director, special plans and ongoing projects and programs. 807 01:20:06,000 --> 01:20:14,000 The we hope 40 strategic plan helps to establish a common understanding of the city's existing conditions, its opportunities and its challenges. 808 01:20:14,000 --> 01:20:24,000 It synthesizes broadly representative priorities that we heard through an expansive outreach process between the city and our project team residents and stakeholders. 809 01:20:25,000 --> 01:20:39,000 It defines measurable objectives organized within a realistic roadmap for implementation and finally it describes an inclusive vision of what was Hollywood aspires to be in 2040 and beyond. 810 01:20:39,000 --> 01:20:46,000 The we hope 40 strategic plan was developed through close collaboration with our consulting team and with community members. 811 01:20:46,000 --> 01:20:59,000 The office of the city manager led the project city participants were involved at numerous stages and included staff elected officials appointed officials and numerous other community members of all stripes. 812 01:20:59,000 --> 01:21:07,000 The prime consultant on the project was Gensler a global architecture design and planning firm who led the overall project management including plan development. 813 01:21:07,000 --> 01:21:23,000 Gensler strategy group has existed for more than 30 years and completed numerous strategic plans designing in color led the community organizing and outreach efforts for this project with the focus on social justice equity and intense engagement with residents and community members. 814 01:21:23,000 --> 01:21:35,000 Gensler deco and the city worked in close collaboration throughout the project to ensure that many historically and frequently underrepresented groups in our community were invited and welcomed into the planning process. 815 01:21:35,000 --> 01:21:50,000 FM3 is a frequent city partner and provided public opinion research for the project we focus groups and two statistically validated resident surveys that book ended the project to identify issues and validate the final direction of the strategic plan. 816 01:21:50,000 --> 01:21:58,000 And thank you for that suggestion council we really thought that that was a wonderful addition to our outreach and validation work. 817 01:21:58,000 --> 01:22:08,000 In terms of community engagement we had four phases in the project and three streams of community engagement. 818 01:22:08,000 --> 01:22:17,000 Those are on the slide here and they're also shown in our in our strategic planning document. 819 01:22:17,000 --> 01:22:26,000 They included community engagement with residents business owners workforce and visitors community organizing with our action team and core coalition. 820 01:22:26,000 --> 01:22:32,000 We actually have some members of the action team in the audience tonight would you guys like to raise your hand. 821 01:22:35,000 --> 01:22:38,000 Thank you very much. 822 01:22:38,000 --> 01:22:53,000 And then we also invited city leadership and staff to participate and there were multiple participation options throughout the strategic plan in all of the phases for community staff and city participation. 823 01:22:53,000 --> 01:23:04,000 This is just a brief summary of the engagement methods that we went through in the process through the various phases I'm not going to go into these in the interest of time. 824 01:23:05,000 --> 01:23:11,000 We held multiple community events there were three in person community events at all three of the cities major parks. 825 01:23:11,000 --> 01:23:16,000 There was one virtual community meeting via zoom and also live streamed. 826 01:23:16,000 --> 01:23:20,000 These various events provided strategic plan information and feedback. 827 01:23:20,000 --> 01:23:29,000 There were grio conversation circles focused on specific topics and there was also food and music to make these entertaining and inviting. 828 01:23:30,000 --> 01:23:41,000 Our team also presented at community pop ups three strategic planning pop-up events were held at the Aquatic Springfest at Mishka Festival and at the We Hope Pride Street Fair. 829 01:23:41,000 --> 01:23:53,000 Each one of these engaged between one in 2000 community members it was a way to both publicize the plan invite deeper participation at some of our events point people towards the website. 830 01:23:53,000 --> 01:24:01,000 As well as get input and take feedback on various elements of the plan depending on what stage we're at. 831 01:24:01,000 --> 01:24:19,000 So the strategy itself is divided into six focus areas and goals with 24 underlying objectives in those focus areas and more than 150 distinct actions that are specific steps that the city will take to advance the objectives and the goals. 832 01:24:19,000 --> 01:24:22,000 Each one of the following slides. 833 01:24:22,000 --> 01:24:25,000 Talks briefly about what those are. 834 01:24:25,000 --> 01:24:36,000 Our focus areas include community safety and well-being where we focus on public safety, the city's human services initiatives and developing neighborhoods specific approaches. 835 01:24:37,000 --> 01:24:54,000 The second focus area is attainable housing with the focus on creating housing opportunities for people of wide region income levels and specifically looking at emphasizing affordable housing and challenges that our residents are facing as well as future residents to the area. 836 01:24:55,000 --> 01:25:11,000 Economic development is the third focus area with the goal of advancing just an inclusive economic opportunities and really looking at ways to build and help the city maintain and develop economic prosperity over the long term. 837 01:25:11,000 --> 01:25:15,000 The fourth focus area is transparency and engagement. 838 01:25:15,000 --> 01:25:26,000 This was really responding to the feedback from constituents to help them feel welcome and empowered to participate in local governance and civic life. 839 01:25:27,000 --> 01:25:46,000 Community connection was looking at supporting and developing strong social bonds and connections within the community and then our final focus area was the climate action and sustainability focus area to adapt to the impacts of climate change while improving equity and quality of life. 840 01:25:46,000 --> 01:25:50,000 Next steps, sorry, one second. 841 01:25:50,000 --> 01:26:01,000 In terms of next steps and implementation through the community engagement process, we heard the community's desire to follow and see the progress of the plan. 842 01:26:01,000 --> 01:26:15,000 Upon approval, the city will begin implementation by incorporating the strategy into our work plans and developing an online dashboard to the community members and elected and appointed officials can track our progress in real time over time. 843 01:26:15,000 --> 01:26:27,000 The city will also create a regular community forum called the community tentatively called the community coalition to review and discuss the plan goals and objectives. 844 01:26:27,000 --> 01:26:40,000 Please note, we have 40 strategic plan is intended to be reviewed and updated regularly and that includes considering the addition of new objectives and new goals that are responsive to community need. 845 01:26:40,000 --> 01:26:48,000 And then to the council's direction, this is intended to be a living document and one that gets updated regularly and reported out on regularly. 846 01:26:48,000 --> 01:27:03,000 So to recap, we are asking that you, the city council, to receive this overview of the strategic planning process as described in the we hope 40 report, which is attachment aid to the staff report and to consider approval of the goals and objectives in we hope 40. 847 01:27:03,000 --> 01:27:04,000 Thank you very much. 848 01:27:04,000 --> 01:27:05,000 Thank you so much for that. 849 01:27:05,000 --> 01:27:06,000 Great report. 850 01:27:06,000 --> 01:27:08,000 Do we have questions for staff? 851 01:27:09,000 --> 01:27:11,000 I do, but let's hear from the public. 852 01:27:11,000 --> 01:27:13,000 Are we okay with hearing from the public first great? 853 01:27:13,000 --> 01:27:18,000 We'll go to our first public commenter Kevin Burton to be followed by Caitlin McCaffordy. 854 01:27:26,000 --> 01:27:29,000 Good evening, council members Kevin Burton, President of West Hollywood. 855 01:27:29,000 --> 01:27:37,000 I just want to thank staff and the consultants for all their effort and putting together this impressive document. 856 01:27:37,000 --> 01:27:40,000 There's an amazing amount of public outreach. 857 01:27:40,000 --> 01:27:47,000 I went to a couple of the open houses and have recently looked at the strategic plan. 858 01:27:47,000 --> 01:27:55,000 I just wanted to highlight a few of the statements that I think are of great importance. 859 01:27:55,000 --> 01:28:02,000 One is that when talking about the future of the city and what's coming up. 860 01:28:02,000 --> 01:28:14,000 Two of the prominent, prominent aspirations are one that the city become a haven for pedestrians and cyclists, including a selection of bike lanes to. 861 01:28:14,000 --> 01:28:18,000 That it become a magnet for future talent. 862 01:28:18,000 --> 01:28:31,000 And that it's important to include micro ability and transit options as younger people are frequently and increasingly wanting to be able to get around without depending on cars. 863 01:28:31,000 --> 01:28:36,000 Secondly, in terms of focus areas, community safety, a couple of them. 864 01:28:36,000 --> 01:28:43,000 One is that a citywide resident survey that I think Christine mentioned, 865 01:28:43,000 --> 01:28:54,000 found that 58% ranked increasing mobility options such as increasing bike lanes are extremely or very important. 866 01:28:54,000 --> 01:28:59,000 And this is significant public outreach, it's not some sort of bias survey. 867 01:28:59,000 --> 01:29:07,000 The city should improve the experience and safety of streets and sidewalks for users. 868 01:29:07,000 --> 01:29:13,000 Micro mobility is becoming an increasingly important transportation option for residents, visitors. 869 01:29:13,000 --> 01:29:18,000 But existing infrastructure must be improved to make these options safer. 870 01:29:18,000 --> 01:29:27,000 This will require reimagining city street network so that those travel car free can benefit from high quality infrastructure that is safe. 871 01:29:27,000 --> 01:29:31,000 It's convenient and accessible. Thank you. 872 01:29:31,000 --> 01:29:38,000 Thank you Kevin. Caitlin McAfrony to be followed by our last speaker Steven Post. 873 01:29:38,000 --> 01:29:43,000 Hello, I'm Caitlin McAfrony. I'm a member of the action team. 874 01:29:43,000 --> 01:29:46,000 I'm also on the rent stabilization commission. 875 01:29:46,000 --> 01:29:52,000 I just wanted to highlight for y'all the Caitlin, can you talk into the mic? 876 01:29:53,000 --> 01:29:56,000 I saw the highlight the community engagement aspect of this. 877 01:29:56,000 --> 01:30:00,000 I'm a city planner by trade separately from a Hollywood. 878 01:30:00,000 --> 01:30:08,000 They've worked on a lot of plans like this, and the city really did go above and beyond in community engagement. 879 01:30:08,000 --> 01:30:16,000 They're work with designing in color, thanks to their work with designing in color. 880 01:30:16,000 --> 01:30:22,000 The frequency, the strategy, everything really did go above and beyond, and it really went, 881 01:30:22,000 --> 01:30:28,000 except further than just checking a box off of a government requirement for a plan. 882 01:30:28,000 --> 01:30:32,000 So I hope you guys all kind of feel about when you read the plan. 883 01:30:32,000 --> 01:30:38,000 And yeah, I just want to express my support, and thank you for the opportunity to be so involved. 884 01:30:38,000 --> 01:30:40,000 That's it. Thank you. 885 01:30:42,000 --> 01:30:44,000 Steven Post. 886 01:30:44,000 --> 01:30:49,000 Hi council members. 887 01:30:49,000 --> 01:30:52,000 Mainly just wanted to come up to night and thank you all. 888 01:30:52,000 --> 01:30:56,000 I think the community for really engaging in this strategic planning process. 889 01:30:56,000 --> 01:31:04,000 I'm a three year resident now of West Hollywood and really doing this over the past year has really helped me engage and get to know you all. 890 01:31:04,000 --> 01:31:11,000 Help me get to know my community members, get to know these businesses, get to know what West Hollywood wants to look like over the next 15 years. 891 01:31:11,000 --> 01:31:16,000 And I just really think it's important to thank our community members for coming out and giving their input. 892 01:31:16,000 --> 01:31:24,000 As Caitlin talked about, I think there's a lot of issues that we've heard about that folks are concerned about in the community, whether it be from fountain, whether it be public safety. 893 01:31:24,000 --> 01:31:32,000 Different things, different initiatives that we've passed, and I know folks don't always feel that they're heard by the community in by council. 894 01:31:32,000 --> 01:31:38,000 And I think it's really great to see how comprehensive our community engagement process was for this. 895 01:31:38,000 --> 01:31:50,000 And I think it would be great for the city to continue to look at standardizing this type of process in making sure that community input is isn't put it before we make a decision on a lot of these things. 896 01:31:50,000 --> 01:31:58,000 So just want to think a few other folks like design and color and a shale and crisp specifically, thank you so much for leading us in having a great group. 897 01:31:58,000 --> 01:32:07,000 The folks like Gensler, the city. I just think it's really important to continue having some of these dialogues around public safety affordable housing. 898 01:32:07,000 --> 01:32:18,000 What businesses want and what citizens want from those businesses so that we can really tailor over the next 15 years what folks we can bring into the city and continue to diversify. 899 01:32:18,000 --> 01:32:26,000 And I think we have an opportunity to continue to be that really progressive city, but fine solutions to those problems that may arise from that progressivism. 900 01:32:26,000 --> 01:32:36,000 And so just really looking forward to continuing to engage with the community and all the citizens and I hope they continue to read this report and make sure to engage as we continue over the next 15 years. 901 01:32:36,000 --> 01:32:38,000 Thank you. 902 01:32:38,000 --> 01:32:44,000 Thank you. That concludes our public comment. Wonderful. We'll go over the questions and I'll turn it over to council. 903 01:32:45,000 --> 01:32:48,000 We're comments at this point. 904 01:32:48,000 --> 01:33:09,000 Well, I do have some comments, but first I'd like to thank everyone involved. All of our staff, all of our consultants and all of the members of the community who participated not only on the steering committee, but also the people who share their input and their ideas and suggestions. 905 01:33:09,000 --> 01:33:28,000 It's always I think very challenging to do this kind of outreach and try to make sure that we're getting the voices and the input unfiltered but also having it organized in a way that makes sense. 906 01:33:28,000 --> 01:33:37,000 There are obviously a lot of very important focus areas and goals here and I appreciate all the work. 907 01:33:37,000 --> 01:33:56,000 Having said I really appreciate all the outreach. I always am worried that we, we sometimes are not always getting the full input and that there are some areas in here where there are still disagreements within the community. 908 01:33:56,000 --> 01:34:09,000 There was a comment here of a very positive comment about block by block but I've also heard very negative comments from some of my neighbors about block by block. 909 01:34:09,000 --> 01:34:17,000 Kevin mentioned the bike lanes, which of course is a current source of controversy in the community. 910 01:34:17,000 --> 01:34:29,000 So sometimes I worry that we're not always getting accurate reflection of that disagreement within the community. 911 01:34:29,000 --> 01:34:55,000 I really appreciate the use of the non-profits but again the non-profits some of them are I presume city funded agencies who have a particular focus and sort of they're asking questions that are really related to their particular clientele and who they're served. 912 01:34:55,000 --> 01:35:08,000 But having said that I think overall the document does provide us with a great deal of information, a great deal of goals and big broad pictures. 913 01:35:08,000 --> 01:35:24,000 I think we need to have a conversation about how this ongoing advisory board is going to work and this is an advisory board that wasn't chosen by the council as I recall. 914 01:35:24,000 --> 01:35:49,000 So how do we make sure that it remains representative something Christine said about this being a living breathing document with new goals being added gave me a bit of pause because we went through a very extensive public outreach campaign to get the current priorities. 915 01:35:49,000 --> 01:36:09,000 How are those new priorities going to be added without that kind of process or is it going to be really the voices of the people on the advisory board saying these are now new priorities so I have a little bit of concern about that. 916 01:36:09,000 --> 01:36:34,000 I did have a couple of questions on page 81 and some of the pages are hard to see this because we use black at the bottom they get blacked out there's this case study of San Francisco and and then there's a small note at the end that San Francisco is a charter city so we can't do that here. 917 01:36:34,000 --> 01:36:43,000 So why are we including that so that might be something that we might want to think about eliminating from this. 918 01:36:43,000 --> 01:36:53,000 I did have a question on page 98 that's one of those pages that's hard to see. 919 01:36:53,000 --> 01:37:03,000 There was a reference to disappearance of free or low cost community activities and gatherings. 920 01:37:03,000 --> 01:37:20,000 I have no idea what that's referring to I mean we have a lot of free or low cost activities here in the park and at council chambers so do we know specifically what was being referred to there. 921 01:37:24,000 --> 01:37:28,000 There we go. Eric from Gunswork and take my question. 922 01:37:28,000 --> 01:37:47,000 That was referring more generally to something we've observed throughout the country where these social institutions and organizations that used to be a source of community for people have generally been dissipating and not specifically representing the city of West Hollywood and the programs here. 923 01:37:47,000 --> 01:38:08,000 Okay I mean it just struck me as odd because I can't think of you know low cost or free community activities that have suddenly disappeared in West Hollywood it seems to the contrary that we have more activities in West Hollywood so that was something that struck me on. 924 01:38:08,000 --> 01:38:26,000 I'm page 110 the reference to shade equity I understand what that meant but I know that Helen is in the back and I know we've planted trees on every residential street in the city of West Hollywood. 925 01:38:26,000 --> 01:38:40,000 We're talking about something other than that or trying to find other places where trees can be planted that aren't on our street trees or on our streets rather. 926 01:38:40,000 --> 01:38:51,000 Yeah so it's more a line of making sure that we're continuing with shade equity for other individuals finding spaces where we can plant additional trees and additional greenery throughout the city. 927 01:38:51,000 --> 01:39:05,000 Okay this is one of those things where I felt like you know that's a great aspiration but it seems disconnected to what we've actually done in the city in terms of. 928 01:39:05,000 --> 01:39:20,000 Every city street has been planted with street trees since we became a city so having putting that in the context of that would have been helpful to me. 929 01:39:20,000 --> 01:39:45,000 You know there's something else talking about solar power on 112 which of course I support but it seems like we have a lot of these aspirational things that we have talked about before that we've actually given direction on before and they haven't been implemented so that's one of the concerns I have here of. 930 01:39:45,000 --> 01:39:52,000 How do we make sure that previous directions actually get implemented. 931 01:39:52,000 --> 01:39:56,000 Yeah, sorry I can respond to that for a quickly. 932 01:39:56,000 --> 01:40:11,000 So with the online implementation tool a lot of these all of these goals and objectives will be tracked into that system so you'll be able to see the progress over time and the prior council initiatives or directives will also be incorporated into this as well too. 933 01:40:11,000 --> 01:40:20,000 Okay I have maybe three more comments and I apologize to my colleagues because I know we don't want to stay late tonight. 934 01:40:20,000 --> 01:40:27,000 There's a reference to supporting BIPOC and LGBT businesses which of course is fine. 935 01:40:28,000 --> 01:40:50,000 I think what I'm hearing is a concern about supporting all businesses in the city and that being a primary area with supporting particular categories of business being a subcategory of a much broader initiative so I don't know if that's fully captured here. 936 01:40:50,000 --> 01:40:57,000 One of the references to our current homeless policies. 937 01:40:57,000 --> 01:41:13,000 It's a big concern as Richard survey has indicated it's a concern of the public and what I'm hearing what I'm seeing here is let's just tell the public what we're doing. 938 01:41:13,000 --> 01:41:32,000 I'm going to bring an item but what we're doing isn't working it's working in some respects but it is certainly not working when you see the same individuals on the street repeatedly day after day you call repeatedly and they're still there and they're not receiving services. 939 01:41:32,000 --> 01:41:38,000 They're not accepting services and there doesn't seem to be a strategy to deal with that. 940 01:41:38,000 --> 01:41:48,000 So that I think is an area that as I read this it felt fairly weak in terms of what the next steps are. 941 01:41:48,000 --> 01:42:00,000 My final point is that this is a great document and thank you again to everyone even though I'm raising some concerns about it. 942 01:42:00,000 --> 01:42:05,000 It isn't really what I expect it in terms of a strategic plan. 943 01:42:05,000 --> 01:42:23,000 I think the next steps for us are to have some conversations amongst ourselves about things that we as a council and internally as a staff need to be addressing just to make some of these things happen. 944 01:42:23,000 --> 01:42:50,000 So I was talking to Helen and Steve the other day about a long range plan for our infrastructure and making sure that we have like we have a five year plan for streets and paving that we need to have a 20 to 30 year plan for all of our infrastructure and thinking about when our replacements going to be needed and things like that. 945 01:42:50,000 --> 01:43:00,000 So I'm hoping that this will be a springboard for that kind of conversation as part of we hope 40 strategic plan. 946 01:43:00,000 --> 01:43:02,000 But again thank you everyone. 947 01:43:02,000 --> 01:43:03,000 Thank you. 948 01:43:03,000 --> 01:43:05,000 Councilmember Meister. 949 01:43:05,000 --> 01:43:07,000 Yep. 950 01:43:07,000 --> 01:43:09,000 Thank you Mayor. 951 01:43:09,000 --> 01:43:17,000 So can you please explain to me again the advisory board how that's supposed to work. 952 01:43:17,000 --> 01:43:27,000 I can't remember my answer I'll take that question. 953 01:43:27,000 --> 01:43:34,000 So the we hope 40 community coalition which is the implementation phase I think that's what you're referring to. 954 01:43:34,000 --> 01:43:40,000 So that basically continues from the work that we did through the action team and core coalition. 955 01:43:40,000 --> 01:43:46,000 It's an open community forum which means you know it isn't necessarily a brown act body. 956 01:43:46,000 --> 01:43:56,000 To provide flexibility for people to attend or not attend depending on like areas they want to focus on and talk to staff or experts about in the community. 957 01:43:56,000 --> 01:44:03,000 And so how this would work it would be how we kind of outlined in the staff report is it would be held twice a year. 958 01:44:03,000 --> 01:44:12,000 And each of those meetings with focus on three focus areas outlined in the strategic plan and then we would provide a report to community members that attend. 959 01:44:12,000 --> 01:44:19,000 And then we would have like a small group conversation on areas of interest or potential solution ideas that would happen. 960 01:44:19,000 --> 01:44:21,000 And then through that we would report back. 961 01:44:21,000 --> 01:44:24,000 So would they be open to the public then or not. 962 01:44:24,000 --> 01:44:26,000 Yeah yeah 100% open to the public. 963 01:44:26,000 --> 01:44:28,000 Okay great. 964 01:44:29,000 --> 01:44:34,000 So a lot of council member homens comments I agree with. 965 01:44:34,000 --> 01:44:44,000 It's interesting because the protecting longstanding neighborhood businesses that you have we actually had a legacy business initiative that. 966 01:44:44,000 --> 01:44:53,000 Wasn't really implemented so it would be nice to revisit that to see what parts of that we are able to do. 967 01:44:53,000 --> 01:44:57,000 But we are not allowed to do because we're not that type of city. 968 01:44:57,000 --> 01:45:01,000 We also had an initiative several. 969 01:45:00,000 --> 01:45:10,000 New Year's ago, then council member Horvath and I put forward about solar power to have solar power on 970 01:45:10,000 --> 01:45:24,000 roofs and or green roofs. Rather than we've actually kind of gone in the opposite direction, we keep looking for rooftop uses. 971 01:45:24,000 --> 01:45:34,000 So I guess we need to really, again, talk about that because if we are serious about some of these climate action plan goals, 972 01:45:34,000 --> 01:45:42,000 then maybe we need to look back and see what initiatives had been put forward that just weren't implemented. 973 01:45:42,000 --> 01:45:48,000 So that would be one of the ones that I would be interested in. 974 01:45:48,000 --> 01:46:08,000 And then, you know, with trees, we can always use another tree, and we do have the tree replacement policy where we are looking at canopy trees as a way of addressing extreme heat and other climate issues and just clean air and all of that. 975 01:46:08,000 --> 01:46:20,000 I think know the benefits of that and as council member Horvath and so we need to talk to discuss what is the strategy to actually, you know, make sure that that all happens. 976 01:46:20,000 --> 01:46:28,000 I was really glad that we did the quantitative survey with FM3. 977 01:46:28,000 --> 01:46:40,000 I think it's really important that we do that, you know, often not not just once every 40 years or, you know, once every five years. 978 01:46:40,000 --> 01:46:46,000 I think it's important for us to all see that, you know, the top three items. 979 01:46:47,000 --> 01:46:57,000 The highest ranked future priority by residents, at least from this group that, you know, was was talked to this effort, this project. 980 01:46:57,000 --> 01:47:07,000 You know, supporting community safety and well-being, maintaining the city's unique urban balance with emphasis on residential neighborhoods, maintaining fiscal sustainability. 981 01:47:07,000 --> 01:47:20,000 So these are all, you know, important for us to know what the priorities are, especially as we, you know, we come back and to strategize what are our next steps and what should we be focusing on. 982 01:47:20,000 --> 01:47:29,000 So I would, I would say that we need to, to do the community surveys of this type alone, you know, more often. 983 01:47:29,000 --> 01:47:48,000 And make sure that we're, we're constantly checking in with residents because we, we have residents come for our council meetings and our commission and board meetings, but, you know, it's, we maybe have 50 people show up and maybe 10 people speak. 984 01:47:48,000 --> 01:47:58,000 And it's important for us to have that perspective from a quantitative study that's, that's done properly. 985 01:47:58,000 --> 01:48:10,000 So with that, I'm, you know, I'm supportive of passing this, but I, again, I agree that we should, we have to be practical, this is all, it's, it's beautiful. 986 01:48:10,000 --> 01:48:19,000 But we have to be practical and see, how do we practically implement the priorities. 987 01:48:19,000 --> 01:48:20,000 So thank you. 988 01:48:20,000 --> 01:48:21,000 Thank you. 989 01:48:21,000 --> 01:48:22,000 Council members, I do have any comments? 990 01:48:22,000 --> 01:48:23,000 Yes. 991 01:48:23,000 --> 01:48:31,000 I want to thank the, all of the community that was involved and staff and constituents and public commenters. 992 01:48:31,000 --> 01:48:46,000 I am, I was also very happy about the, the survey that was conducted, which gives informative information. 993 01:48:46,000 --> 01:48:51,000 I'm very supportive of this strategic plan and. 994 01:48:51,000 --> 01:48:57,000 So I don't really have a, a ton to say, I think my colleagues address some things that I was going to. 995 01:48:57,000 --> 01:49:02,000 To also address, but thank you everyone for the good work. 996 01:49:02,000 --> 01:49:03,000 Thank you. 997 01:49:03,000 --> 01:49:04,000 My, thank you. 998 01:49:04,000 --> 01:49:05,000 Thank you. 999 01:49:05,000 --> 01:49:07,000 Yeah. Thank you to everyone who contributed to this. 1000 01:49:07,000 --> 01:49:13,000 I do feel the level of engagement reflected through the pages, not just in the amazing photos of our community. 1001 01:49:13,000 --> 01:49:24,000 So we reflected here, but in the language and the values expressed and it just feels like an amazing moment to sort of look forward into the city. 1002 01:49:24,000 --> 01:49:32,000 I really appreciate this document as a guide as somebody very new to council still, although I won't be the newest student. 1003 01:49:32,000 --> 01:49:33,000 So that's interesting. 1004 01:49:33,000 --> 01:49:35,000 And they're coming weeks months. 1005 01:49:35,000 --> 01:49:45,000 But I think as people are, you know, sort of shaking off the pandemic still re acclimating to public life, getting back engaged and things that matter deeply to them. 1006 01:49:45,000 --> 01:49:52,000 The way this tool in this plan, we've together all existing tools and plans is extremely valuable. 1007 01:49:52,000 --> 01:50:00,000 And seeing all these different goals and priorities laid out as they are with these action steps, this sort of list of ideas. 1008 01:50:00,000 --> 01:50:08,000 Things that are, you know, things that have already been put into sort of motion and maybe need reflection and some further work now. 1009 01:50:08,000 --> 01:50:15,000 Things that are new ideas and things that are rooted back into existing work that has a deeper history to it as well. 1010 01:50:15,000 --> 01:50:17,000 So that's really meaningful. 1011 01:50:17,000 --> 01:50:25,000 That I feel, as was said by a public commenter, the level of engagement here is really, it feels really meaningful. 1012 01:50:25,000 --> 01:50:29,000 And I know we have community members who are feeling unheard and unseen. 1013 01:50:29,000 --> 01:50:32,000 And I think in this guide we find our place. 1014 01:50:32,000 --> 01:50:35,000 So just thank you to everyone who worked so deeply on this. 1015 01:50:35,000 --> 01:50:37,000 I don't have any specific comments. 1016 01:50:37,000 --> 01:50:40,000 I just have a lot of eagerness and excitement to get to work. 1017 01:50:40,000 --> 01:50:45,000 This feels like a really strong declaration from our community about the future they want to see. 1018 01:50:45,000 --> 01:50:47,000 And we have 15 years to get moving on it. 1019 01:50:47,000 --> 01:50:49,000 So really excited for that. 1020 01:50:49,000 --> 01:50:50,000 Thank you so much. 1021 01:50:50,000 --> 01:50:55,000 I want to thank everyone who was involved in this from our city staff. 1022 01:50:55,000 --> 01:51:02,000 To the consultant teams to all of the members of the community who put in a lot of hard work and Saturdays. 1023 01:51:02,000 --> 01:51:06,000 I know the first one was during a rainstorm if I'm not mistaken. 1024 01:51:06,000 --> 01:51:09,000 So that was fun. 1025 01:51:09,000 --> 01:51:12,000 But you know, people still came out and I think that's really admirable. 1026 01:51:12,000 --> 01:51:15,000 So I want to thank when it rains of shines, right? 1027 01:51:15,000 --> 01:51:19,000 So wonderful time and it was great to see different groups there. 1028 01:51:19,000 --> 01:51:22,000 A lot of what's been said. 1029 01:51:22,000 --> 01:51:24,000 I concur with. 1030 01:51:24,000 --> 01:51:27,000 I'm fine with however we want to call it. 1031 01:51:27,000 --> 01:51:31,000 I think we like to call things advisory boards when they're not advisory boards. 1032 01:51:31,000 --> 01:51:35,000 I think we have like 57 advisory boards in the city of what's Hollywood at this point. 1033 01:51:35,000 --> 01:51:38,000 So maybe we don't need another one. 1034 01:51:38,000 --> 01:51:48,000 However, I think it is important to keep this space once twice a year for people to be engaged. 1035 01:51:48,000 --> 01:51:54,000 No bring a friend like us as Steven said, you know, he's been here for three years and he brings a friend. 1036 01:51:54,000 --> 01:51:57,000 You know, it's all the ways in which you can get more engaged, right? 1037 01:51:57,000 --> 01:51:59,000 And that's really important. 1038 01:51:59,000 --> 01:52:03,000 I also agree with how we can continue to promote the good work of the city. 1039 01:52:03,000 --> 01:52:09,000 When I looked at the survey, you know, some people like to like to say that, you know, the sky is falling. 1040 01:52:09,000 --> 01:52:13,000 But two thirds rate, the quality of life and what's Hollywood favorably. 1041 01:52:13,000 --> 01:52:23,000 I mean, I have was talking to a number of my city colleagues and other cities and I said, how how do you rate or survey your residents? 1042 01:52:23,000 --> 01:52:27,000 And I think the last time we surveyed our residents was 10 years ago. 1043 01:52:27,000 --> 01:52:32,000 So, you know, some of them don't do this or don't engage in this level of survey. 1044 01:52:32,000 --> 01:52:38,000 So, I think what councilmember Maester said was really important for how we can continue to gauge these aspects, right? 1045 01:52:38,000 --> 01:52:40,000 Because 13% said excellent. 1046 01:52:40,000 --> 01:52:42,000 And then 25% said fair. 1047 01:52:42,000 --> 01:52:45,000 And there are cities that would kill a lot to have a fair rating. 1048 01:52:45,000 --> 01:52:50,000 I'm looking at our city that borders three sides of us called the city of LA. 1049 01:52:50,000 --> 01:52:55,000 Our ugly step sister to the north east and south sometimes. 1050 01:52:55,000 --> 01:53:01,000 Because we often see the issues that Los Angeles has impact West Hollywood. 1051 01:53:01,000 --> 01:53:03,000 And that's that's an issue we're trying to do. 1052 01:53:03,000 --> 01:53:09,000 Additionally, some of the top issues here are something that we can help continue to set up priorities around. 1053 01:53:09,000 --> 01:53:13,000 And while things like to be, you know, politicized in whatever way, 1054 01:53:13,000 --> 01:53:20,000 the way that we can have these top five always as staple points for core values, 1055 01:53:20,000 --> 01:53:22,000 how we implement them into our staff reports. 1056 01:53:22,000 --> 01:53:26,000 What are they meeting at the mood and the time that we're looking at? 1057 01:53:26,000 --> 01:53:29,000 Homelessness is not should shock anyone. 1058 01:53:29,000 --> 01:53:32,000 That should be the number one issue everyone is talking about. 1059 01:53:32,000 --> 01:53:38,000 But the city of West Hollywood does as we know more than many other cities for homelessness. 1060 01:53:38,000 --> 01:53:40,000 Bar not. 1061 01:53:40,000 --> 01:53:42,000 And we can set our watches to that. 1062 01:53:42,000 --> 01:53:44,000 The cost of housing is high everywhere. 1063 01:53:44,000 --> 01:53:46,000 But we're continuing to build affordable housing. 1064 01:53:46,000 --> 01:53:54,000 So, how do we promote successes to the community in these buy animal meetings versus a place for them to come. 1065 01:53:54,000 --> 01:53:57,000 Not complain, but to really air grievances. 1066 01:53:57,000 --> 01:54:00,000 Because we want to also share the good work, right? 1067 01:54:00,000 --> 01:54:07,000 And what do we look at in terms of what are those next steps look like and how do we do it? 1068 01:54:07,000 --> 01:54:11,000 So, I just want to again thank you all for everything that you're doing. 1069 01:54:11,000 --> 01:54:17,000 I believe this is in more ways than one or a receive and file and continue next steps. 1070 01:54:17,000 --> 01:54:23,000 If I'm getting the mood of my colleagues and you'll come back with next steps. 1071 01:54:23,000 --> 01:54:26,000 Moving forward in whatever way you will. 1072 01:54:26,000 --> 01:54:27,000 Yes. 1073 01:54:27,000 --> 01:54:29,000 David. 1074 01:54:29,000 --> 01:54:34,000 And so, I don't think there's a plan to come back to actually adopt anything. 1075 01:54:34,000 --> 01:54:36,000 I think we'll take all the input. 1076 01:54:36,000 --> 01:54:43,000 We'll make adjustments to what this final document looks like because you're not adopting this document tonight. 1077 01:54:43,000 --> 01:54:50,000 But there are certainly comments that will make some minor adjustments within the document for a printed document. 1078 01:54:50,000 --> 01:55:07,000 But ultimately, what you're overall adopting is the focus areas and the goals which there seems to be a agreement on and then we'll develop an implementation plan which will be available to the public in the dashboard that Paula was talking about. 1079 01:55:07,000 --> 01:55:16,000 And I think that's a little comeback in future discussions with the council is the ongoing implementation to achieve these goals. 1080 01:55:16,000 --> 01:55:17,000 Wonderful. 1081 01:55:18,000 --> 01:55:19,000 How's it going? 1082 01:55:19,000 --> 01:55:20,000 Yes. 1083 01:55:20,000 --> 01:55:27,000 And just, you know, noting that there is still some disagreement in the community on some of the implementation measures. 1084 01:55:27,000 --> 01:55:30,000 But the big goals I don't think there's any disagreement on. 1085 01:55:30,000 --> 01:55:32,000 So, yeah. 1086 01:55:32,000 --> 01:55:33,000 Thank you. 1087 01:55:33,000 --> 01:55:34,000 That's a great point. 1088 01:55:34,000 --> 01:55:35,000 Thank you. 1089 01:55:35,000 --> 01:55:36,000 All right. 1090 01:55:36,000 --> 01:55:39,000 We're going to move. 1091 01:55:39,000 --> 01:55:40,000 And five zero. 1092 01:55:40,000 --> 01:55:42,000 Thank you very much, everyone. 1093 01:55:42,000 --> 01:55:43,000 All right. 1094 01:55:43,000 --> 01:55:44,000 Mayor. 1095 01:55:44,000 --> 01:55:45,000 What? 1096 01:55:45,000 --> 01:55:46,000 No. 1097 01:55:46,000 --> 01:55:47,000 All right. 1098 01:55:47,000 --> 01:55:48,000 We're going to move right along. 1099 01:55:48,000 --> 01:55:51,000 F1 was moved to consent. 1100 01:55:51,000 --> 01:55:53,000 F2 was moved to consent. 1101 01:55:53,000 --> 01:55:54,000 The grants and schools. 1102 01:55:54,000 --> 01:55:57,000 We're going to move right along to F3. 1103 01:55:57,000 --> 01:55:59,000 I don't believe we need a staff report on this. 1104 01:55:59,000 --> 01:56:01,000 I'll just go right to council member. 1105 01:56:01,000 --> 01:56:06,000 I want to thank my colleagues for bringing this. 1106 01:56:06,000 --> 01:56:12,000 And this is an item that increased the visibility of the city's human services. 1107 01:56:12,000 --> 01:56:16,000 Commission and the social services program. 1108 01:56:16,000 --> 01:56:24,000 I know that this really focuses on broadcasting the commission meetings. 1109 01:56:24,000 --> 01:56:25,000 I don't. 1110 01:56:25,000 --> 01:56:32,000 I'm okay with broadcasting one a year, but I don't think broadcasting commission meetings is the way that we really 1111 01:56:33,000 --> 01:56:42,000 inform the public about the programs that are available for and are funded through our human services 1112 01:56:42,000 --> 01:56:43,000 Commission. 1113 01:56:43,000 --> 01:56:47,000 I think there are much more effective ways of communicating. 1114 01:56:47,000 --> 01:56:54,000 I feel bad when Sam comes here when Jimmy comes here and they try to comment at the two minutes. 1115 01:56:54,000 --> 01:57:01,000 It rarely captures anything and having a commission meeting where there are votes back and forth. 1116 01:57:01,000 --> 01:57:05,000 I don't think that necessarily highlights the programs. 1117 01:57:05,000 --> 01:57:13,000 I think we should be looking at doing interviews with the actual service providers and programs that 1118 01:57:13,000 --> 01:57:23,000 talk about the actual programs and what are the resources available rather than having people sit through a commission meeting 1119 01:57:23,000 --> 01:57:28,000 to try to clean that information from random comments that are made. 1120 01:57:28,000 --> 01:57:32,000 I think there's better ways to publicize our programs. 1121 01:57:32,000 --> 01:57:37,000 I don't have a problem with having the commission. 1122 01:57:37,000 --> 01:57:44,000 Maybe the funding meeting telecast, but I think if we. 1123 01:57:44,000 --> 01:57:47,000 If the goal is transparency. 1124 01:57:47,000 --> 01:57:51,000 Why this commission and why not all the other commissions and boards. 1125 01:57:51,000 --> 01:57:55,000 And then we don't have the resources and staffing to do it. 1126 01:57:55,000 --> 01:58:00,000 I support aspects of this, but not the entirety of it. 1127 01:58:00,000 --> 01:58:01,000 Thank you. 1128 01:58:01,000 --> 01:58:03,000 Tell us where my sir. 1129 01:58:03,000 --> 01:58:05,000 Thank you Mayor. 1130 01:58:05,000 --> 01:58:11,000 So back in 2015, 2016 we actually voted to. 1131 01:58:11,000 --> 01:58:22,000 To have more visibility of all of our commissions and boards by either either you know showing them on cable or podcasting. 1132 01:58:22,000 --> 01:58:30,000 Because we felt that that would be a modern way of you know letting people. 1133 01:58:30,000 --> 01:58:35,000 Listen to you know whatever commission or board they're they're interested in. 1134 01:58:35,000 --> 01:58:40,000 So I'm hoping that we didn't give up on that and I probably should have looked for that in that. 1135 01:58:40,000 --> 01:58:48,000 That's strategic plan, but I would say that we should we need to relook at that and make sure that that gets implemented. 1136 01:58:48,000 --> 01:58:50,000 And I think. 1137 01:58:50,000 --> 01:58:53,000 The idea of maybe having. 1138 01:58:53,000 --> 01:58:56,000 On cable. 1139 01:58:56,000 --> 01:59:02,000 What Councilmember Hileman suggested about having service providers go on our cable. 1140 01:59:02,000 --> 01:59:13,000 TV to talk about what you know what they're doing and and how people can get services in whichever area they're looking to get services. 1141 01:59:13,000 --> 01:59:18,000 And marketing materials as well which I know we have some of. 1142 01:59:18,000 --> 01:59:24,000 But you know I'm all for podcasting or or somehow. 1143 01:59:24,000 --> 01:59:29,000 Letting people making it easier for people to access. 1144 01:59:29,000 --> 01:59:38,000 You know our commission and board meetings we have a situation now where we have public safety commission on the same night as historic preservation commission. 1145 01:59:38,000 --> 01:59:47,000 Which I think we shouldn't have we should figure out there was this another day so that people don't have to make that choice. 1146 01:59:47,000 --> 01:59:55,000 But until we do it would be great for someone to be able to go and listen to whatever meeting they missed because they were at the other meeting. 1147 01:59:55,000 --> 02:00:00,000 And as we've talked about in the past we have so many events go. 1148 02:00:00,000 --> 02:00:07,440 Going on, and sometimes two or three happening in one evening, it would be nice to have, at least, for the commission 1149 02:00:07,440 --> 02:00:15,880 in board meetings, to have that ability to go back and listen to it without having to do a public 1150 02:00:15,880 --> 02:00:26,160 records request for an audio tape. So, you know, I'm supportive of this. I think we need to look at expanding, 1151 02:00:26,160 --> 02:00:32,160 you know, how we do it, and also going back to 2015-2016 to the ideas that were already passed. 1152 02:00:32,160 --> 02:00:34,160 I make sure that they happen. 1153 02:00:34,160 --> 02:00:37,160 Thank you, Council Member, Mr. President, I'm sorry. Do you have any questions? 1154 02:00:37,160 --> 02:00:41,160 I do. Well, I'm also a little bit concerned about the equity piece of this. 1155 02:00:41,160 --> 02:00:47,160 I served on the Human Services Commission. I understand the importance of the work, but have been struggling 1156 02:00:47,160 --> 02:00:54,160 to figure out how to navigate the challenge of having that very important information not shared in a bigger way. 1157 02:00:54,160 --> 02:00:58,160 So, I'm really appreciative of many aspects of this. And I appreciate it. 1158 02:00:58,160 --> 02:01:03,160 Staff's recommendation of a video recording alternative in the interim of a live broadcast. 1159 02:01:03,160 --> 02:01:08,160 I do think the live broadcast piece is where the staff capacity has the biggest challenge, 1160 02:01:08,160 --> 02:01:13,160 and it seems like even in this report they're asking for time to figure out what that could look like. 1161 02:01:13,160 --> 02:01:20,160 So, in hearing about Council Member Meisters, suggesting that there's a bigger question about how we give more airtime 1162 02:01:20,160 --> 02:01:30,160 to all of our advisory boards and commissions, the piece of asking staff to really look at capacity around broadcasting is a piece I'm interested in. 1163 02:01:30,160 --> 02:01:37,160 I'm interested in the video recording alternative to get started with the Human Services Commission now, 1164 02:01:37,160 --> 02:01:44,160 because it sounds like it's a low barrier way to make sure each meeting is recorded and then posted at a later date. 1165 02:01:44,160 --> 02:01:51,160 And I think that is an appropriate way to share information that isn't totally pressing and has been waiting for the community for some time 1166 02:01:51,160 --> 02:01:55,160 while staff figures out the larger equity piece that is a real concern. 1167 02:01:55,160 --> 02:02:01,160 Because once we allow this to happen, then other boards and commissions rightfully so we're going to be asking for the same sort of thing 1168 02:02:01,160 --> 02:02:03,160 because all of that information is very important. 1169 02:02:03,160 --> 02:02:12,160 The other aspect of this that I think is sort of pressing and now is the creativity that we can best our com's team in thinking through ways 1170 02:02:12,160 --> 02:02:16,160 that can uplift the many different service providers and the work that they do. 1171 02:02:16,160 --> 02:02:23,160 And I appreciate Council Member Heillman's suggestions on what that could look like, the interviews and I know our com's team will come up with a lot of other things. 1172 02:02:23,160 --> 02:02:32,160 But it's the live broadcast now that I'm sort of tangled up with because I don't want to fold staff's capacity around that specific need. 1173 02:02:32,160 --> 02:02:36,160 So, there's some room to wiggle with this and I'm open to figuring out how we move forward. 1174 02:02:37,160 --> 02:02:39,160 Thank you. 1175 02:02:39,160 --> 02:02:41,160 Are there any public comments? 1176 02:02:41,160 --> 02:02:42,160 Anymore? 1177 02:02:42,160 --> 02:02:43,160 Okay. 1178 02:02:43,160 --> 02:02:46,160 Well, I want to thank my colleagues for your comments. 1179 02:02:46,160 --> 02:03:03,160 I will say that as part of the marketing campaign component, this is where the mayor and I are hoping that our communications department would go out to social service providers 1180 02:03:03,160 --> 02:03:17,160 and interview them and a whole slew of other creative ideas dedicated to getting the word out about our human services, commissions, good work and the social services. 1181 02:03:17,160 --> 02:03:32,160 Because over the years, the folks that are using the social services that we offer are the same folks over and over and over again, which means we have a communication issue. 1182 02:03:33,160 --> 02:03:46,160 We have in our strategic plan, 35,000 residents and a small number that are using the amount of services that we're putting a lot of funding towards. 1183 02:03:46,160 --> 02:03:51,160 So, we want to get the word out and that's the second part of this. 1184 02:03:51,160 --> 02:04:00,160 The reason human and human services does, by the way, have a lot of these social service providers that come and do reports at the meetings is not just comments here and there. 1185 02:04:00,160 --> 02:04:06,160 They actually focus on every each different meeting has a service provider come. 1186 02:04:06,160 --> 02:04:11,160 So, that would actually help the communications department to by having a broadcast. 1187 02:04:11,160 --> 02:04:19,160 And I hear my colleagues, council member, myster and vice mayor, buyers, you made a really good point. 1188 02:04:19,160 --> 02:04:29,160 And what I've been told is that we actually have the capability to videotape all of our commissions at this point videotape them. 1189 02:04:29,160 --> 02:04:47,160 So, what I will propose, what we would like to propose to get support for this item is to go ahead and not just to the alternative for human services commission, but go ahead and address the equity issue and have every single. 1190 02:04:47,160 --> 02:04:56,160 Commission, and if I don't know if the boards are available too, but to have those be videotaped and then we don't have an equity issue anymore. 1191 02:04:56,160 --> 02:05:07,160 And they will go online and as Commissioner Jimmy Palmieri stated, that could be shared with the with the public. 1192 02:05:07,160 --> 02:05:12,160 And this is the 2015, the podcast is not going to happen. 1193 02:05:12,160 --> 02:05:18,160 The podcast is somewhere and we don't know, so we need the videotape site. 1194 02:05:18,160 --> 02:05:22,160 I believe, am I a city manager? 1195 02:05:22,160 --> 02:05:25,160 We have the ability to videotape, right? 1196 02:05:25,160 --> 02:05:26,160 We do. 1197 02:05:26,160 --> 02:05:35,160 That's still going to take some time and training to videotape them and have them available, but because of COVID and the pandemic. 1198 02:05:35,160 --> 02:05:44,160 All of our rooms have the capability of videon, so it'd be similar to like a zoom meeting that would be posted. 1199 02:05:44,160 --> 02:05:53,160 I didn't want to clarify that the audio recordings are happening with all the boards and commissions, the podcasts that you all talked about. 1200 02:05:53,160 --> 02:06:01,160 They are available on the city's website, we're working on making them easier to find because they're not easy to find, but they're also. 1201 02:06:01,160 --> 02:06:12,160 There are audio recordings that I think people are as interested now days in going back and listening to audio recordings as they may with the video recordings. 1202 02:06:12,160 --> 02:06:14,160 So I think we can certainly do that. 1203 02:06:14,160 --> 02:06:26,160 We'll continue to look at other ways for public awareness of not only our social services programs and human services commission, but all the boards and commissions, that's what I'm hearing from you all. 1204 02:06:26,160 --> 02:06:33,160 And so we can look at long return strategies for all of them, but starting with the Human Services Commission. 1205 02:06:33,160 --> 02:06:38,160 And then work on having video available of all the boards and commissions. 1206 02:06:38,160 --> 02:06:52,160 Yeah, I think what I think what actually I'm suggesting is we do the taping of all the other commissions, because apparently there's other commissions that have been wanting to be videotape. 1207 02:06:52,160 --> 02:06:55,160 So then that takes care of the equity issue. 1208 02:06:55,160 --> 02:07:04,160 With regard to this, I can part of this, which is the marketing is focused on the Human Services Commission because that really is what we need to get out to the public. 1209 02:07:04,160 --> 02:07:07,160 All of the services that we offer. 1210 02:07:07,160 --> 02:07:10,160 So keep that limited human services commission. 1211 02:07:10,160 --> 02:07:17,160 And what the mayor and I are offering is to expand this. 1212 02:07:17,160 --> 02:07:29,160 Instead of alternative one, our alternative is to have you all do whatever needs to be done to have the Human Services Commission and the other commissions be videotape. 1213 02:07:29,160 --> 02:07:32,160 Not live, so we're not straining resources. 1214 02:07:32,160 --> 02:07:42,160 But if there's agreement from Council Member Meister and buyers and hopefully Council Member Hyalman, then we could. 1215 02:07:42,160 --> 02:07:44,160 That's the motion I'm putting forward. 1216 02:07:44,160 --> 02:07:46,160 Is that clear? We host slash meeting recordings. 1245 02:09:21,160 --> 02:09:23,160 The recordings of the boards and commissions. 1246 02:09:23,160 --> 02:09:26,160 The audio recordings are they aren't available currently. 1247 02:09:26,160 --> 02:09:27,160 Okay. 1248 02:09:27,160 --> 02:09:28,160 Let's move on. 1249 02:09:28,160 --> 02:09:29,160 Hello. 1250 02:09:29,160 --> 02:09:30,160 Hello. 1251 02:09:30,160 --> 02:09:31,160 Hello. 1252 02:09:31,160 --> 02:09:37,160 Do you have any indication or any knowledge? 1253 02:09:37,160 --> 02:09:43,160 Knowledge of how many people actually access the current audio recordings? 1254 02:09:43,160 --> 02:09:47,160 I mean, part of it is that they're difficult to find, but. 1255 02:09:47,160 --> 02:09:51,160 We don't have any actual numbers, but it's not a lot. 1256 02:09:51,160 --> 02:09:53,160 We do know that. 1257 02:09:53,160 --> 02:09:54,160 Yeah. 1258 02:09:54,160 --> 02:09:59,160 I mean, that's part of my concern about now elevating to video recordings. 1259 02:09:59,160 --> 02:10:03,160 When people aren't really going to access them. 1260 02:10:03,160 --> 02:10:07,160 And I don't know what the cost is. 1261 02:10:07,160 --> 02:10:12,160 It sounds like there's not much of a cost, but there's time and training involved. 1262 02:10:12,160 --> 02:10:19,160 I'd like to have you provide us with more information on that before we definitely commit to it. 1263 02:10:19,160 --> 02:10:21,160 At least that's how I'm thinking. 1264 02:10:21,160 --> 02:10:31,160 I'm definitely obviously in support of marketing or social service programs and the work that the Human Services Commission is doing. 1265 02:10:31,160 --> 02:10:42,160 But I'm not sure that we necessarily need video recordings in lieu of the current audio recordings of all of our meeting. 1266 02:10:42,160 --> 02:10:43,160 Yeah. 1267 02:10:43,160 --> 02:10:51,160 And maybe we start with a pilot program of the Human Services Commission because it'll be easier to train for one commission. 1268 02:10:51,160 --> 02:10:53,160 Make those available. 1269 02:10:53,160 --> 02:10:59,160 We'll be able to track how many people are actually reviewing the recordings and then make a decision from there. 1270 02:10:59,160 --> 02:11:03,160 And three to six months or however long we think. 1271 02:11:03,160 --> 02:11:05,160 And because meetings don't happen that frequently. 1272 02:11:05,160 --> 02:11:09,160 I would say six months would we need that to at least. 1273 02:11:09,160 --> 02:11:10,160 I would question them. 1274 02:11:10,160 --> 02:11:14,160 I'm not prepared to change my motion yet for that. 1275 02:11:14,160 --> 02:11:18,160 When we have the pandemic, all of our boards and commissions were. 1276 02:11:18,160 --> 02:11:20,160 The recordings are offered correct. 1277 02:11:20,160 --> 02:11:21,160 Yes. 1278 02:11:21,160 --> 02:11:23,160 That's why we have the capability. 1279 02:11:23,160 --> 02:11:26,160 Yes, but those were fully Zoom meetings. 1280 02:11:26,160 --> 02:11:30,160 And so as we've seen here having. 1281 02:11:30,160 --> 02:11:36,160 Meeting that's not fully Zoom is a little harder to record than a fully Zoom meeting. 1282 02:11:36,160 --> 02:11:38,160 So I think that's a difference. 1283 02:11:38,160 --> 02:11:44,160 And I think we've seen those challenges with our council meetings. 1284 02:11:44,160 --> 02:11:47,160 Well, I just want to add on. 1285 02:11:47,160 --> 02:11:51,160 You know, I think the reason why I do support this and I agree to co-op it. 1286 02:11:51,160 --> 02:11:57,160 That's what comes from our shine is, you know, we get to discuss. 1287 02:11:57,160 --> 02:12:01,160 We discuss up here with members of the public how things are done. 1288 02:12:01,160 --> 02:12:04,160 Maybe like, allegedly in darkness, right? 1289 02:12:04,160 --> 02:12:07,160 And there's public meetings or it's outreach. 1290 02:12:07,160 --> 02:12:09,160 There's all of these availabilitys. 1291 02:12:09,160 --> 02:12:14,160 And I support this item because I can easily say to a resident, which I do. 1292 02:12:14,160 --> 02:12:17,160 Well, this was actually discussed at this meeting. 1293 02:12:17,160 --> 02:12:23,160 This is how government works and therefore go watch this meeting and get involved, right? 1294 02:12:23,160 --> 02:12:26,160 If you weren't able to attend, it's okay. 1295 02:12:26,160 --> 02:12:32,160 But people need to know that we've done every tool and this is every tool doing it. 1296 02:12:32,160 --> 02:12:38,160 I am growing more concerned over the, I don't know if it's just information, 1297 02:12:38,160 --> 02:12:42,160 but the idea of that, the city operates in darkness in some ways. 1298 02:12:42,160 --> 02:12:44,160 And this is the opposite of that. 1299 02:12:44,160 --> 02:12:48,160 And so that's why I support this notion and moving forward. 1300 02:12:48,160 --> 02:12:50,160 Thank you. Yeah. Same. 1301 02:12:50,160 --> 02:12:56,160 And also the reason the podcast doesn't have a lot of people listening to it is because we don't even know where it is. 1302 02:12:56,160 --> 02:13:03,160 And now we have our city manager telling us this is the, this is the website to go to. 1303 02:13:03,160 --> 02:13:06,160 So we can't really use that as a way to say, well, there aren't enough people. 1304 02:13:06,160 --> 02:13:11,160 But during the pandemic, the reason I brought that up is people who are watching. 1305 02:13:11,160 --> 02:13:17,160 And people watch, there might not be a ton of people live watching us tonight. 1306 02:13:17,160 --> 02:13:22,160 But as a week's go on, we can see the numbers increase for city council meetings. 1307 02:13:22,160 --> 02:13:26,160 So people do go and watch and transparency is incredibly important. 1308 02:13:26,160 --> 02:13:33,160 So I would like to keep the motion as is in the interest of transparency. 1309 02:13:33,160 --> 02:13:38,160 And as far as the budgeting, I don't, we're talking about training. 1310 02:13:38,160 --> 02:13:41,160 We're not talking about the capabilities there. We're the creative city. 1311 02:13:41,160 --> 02:13:42,160 We have the technology. 1312 02:13:42,160 --> 02:13:47,160 This has been happening since 2015, 2016 and now we're 2024. 1313 02:13:47,160 --> 02:13:53,160 So I think the bigger budget issue was the live broadcasts, not the video. 1314 02:13:53,160 --> 02:13:55,160 So we're not talking about live broadcasts. 1315 02:13:55,160 --> 02:14:00,160 Yeah. So the budget issue was related more to the live broadcasts. 1316 02:14:00,160 --> 02:14:05,160 The videoing still requires training and more money, but it's not as much of a budget issue. 1317 02:14:05,160 --> 02:14:09,160 And just to clarify on your other question regarding the video. 1318 02:14:09,160 --> 02:14:13,160 So we were having full zoom meetings on video. 1319 02:14:13,160 --> 02:14:17,160 We set up the rooms to all have video capability. 1320 02:14:17,160 --> 02:14:25,160 But we haven't broadcast or recorded the meetings for them to be viewed. 1321 02:14:25,160 --> 02:14:28,160 So we haven't done that yet. 1322 02:14:28,160 --> 02:14:32,160 We just went from zoom meetings to end person meetings. 1323 02:14:32,160 --> 02:14:34,160 But set up the rooms with the kids. 1324 02:14:34,160 --> 02:14:35,160 We have the capability. 1325 02:14:35,160 --> 02:14:36,160 Okay. 1326 02:14:36,160 --> 02:14:38,160 Tell them we're home to do so. 1327 02:14:38,160 --> 02:14:41,160 Yeah. I'm going to make a substitute motion. 1328 02:14:41,160 --> 02:14:49,160 And my substitute motion would be that we do a full marketing campaign for the human services programming. 1329 02:14:49,160 --> 02:14:55,160 That we do a pilot project with video recording of the human services commission. 1330 02:14:55,160 --> 02:15:00,160 And then we evaluate the effectiveness of that after six months. 1331 02:15:00,000 --> 02:15:09,000 And look at whether we should implement that for other boards and commissions. So that would be my substitute. 1332 02:15:09,000 --> 02:15:13,000 But I don't think there's a second. 1333 02:15:13,000 --> 02:15:29,000 I just think that whether we do one commissioner, we do all of our commissions and maybe we stick to commissions and not do boards and advisory boards and so we have this until we figure out if this is effective or not. 1334 02:15:29,000 --> 02:15:41,000 And then we, let's say in six months or a year, whatever that timing is, that we make sure that we do have metrics to see what the interest is. 1335 02:15:41,000 --> 02:15:50,000 Counts of motion, would you be okay with the marketing campaign, the pilot for the HSC and all other commissions and then the evaluation after six to nine months? 1336 02:15:50,000 --> 02:15:56,000 That's fine as long as we got our commissions in this and then we can have metrics after six months. 1337 02:15:56,000 --> 02:16:04,000 So commissions, sounds good. Okay, so just to reiterate the motion for the public city attorney when she wakes or finger at a look. 1338 02:16:04,000 --> 02:16:06,000 Sure, the full marketing campaign. 1339 02:16:06,000 --> 02:16:07,000 Yes. 1340 02:16:07,000 --> 02:16:11,000 The video alternative for all commissions, no boards. 1341 02:16:11,000 --> 02:16:19,000 And then to revisit it in about six months, look at the metrics and see how it's working to see whether boards would be added or make sure the program is working. 1342 02:16:19,000 --> 02:16:23,000 Yes, and currently 35 people are watching us on YouTube. So there you go. 1343 02:16:23,000 --> 02:16:24,000 Start the metrics now. 1344 02:16:24,000 --> 02:16:29,000 All right, that's well. 1345 02:16:29,000 --> 02:16:32,000 All right, that passes five to zero. Thank you so much colleagues. 1346 02:16:32,000 --> 02:16:36,000 We're going to move on to our last item before it's included consent. 1347 02:16:36,000 --> 02:16:40,000 And that was the resolution and support of the plant-based treaty. 1348 02:16:40,000 --> 02:16:46,000 I don't think we need a staff report, but I do believe we have some of our friends in the chambers and public commenters. 1349 02:16:46,000 --> 02:16:48,000 We have two people. 1350 02:16:49,000 --> 02:16:56,000 And also, the reason I didn't, that I asked for that, it's stay on rather than putting it on consensus. 1351 02:16:56,000 --> 02:17:08,000 I guess we have gotten some comments from people about this concern that we are telling people how to eat, what to eat. 1352 02:17:08,000 --> 02:17:12,000 And I, and I know that, you know, I eat meat. 1353 02:17:12,000 --> 02:17:17,000 I think Vice Mayor Bias eats meat. 1354 02:17:17,000 --> 02:17:19,000 You know, some of us eat meat. 1355 02:17:19,000 --> 02:17:26,000 And I want to, I want to, I want to make sure that it's clear to the public what the point of this treaty is. 1356 02:17:26,000 --> 02:17:37,000 And that there is no expectation that you have on changing our habits, but that hopefully it changes because we learn more. 1357 02:17:37,000 --> 02:17:41,000 That's my question. 1358 02:17:41,000 --> 02:17:42,000 So that was. 1359 02:17:42,000 --> 02:17:43,000 Okay. 1360 02:17:43,000 --> 02:17:47,000 Why don't we go to the public comment first because we have a few of them? 1361 02:17:47,000 --> 02:17:48,000 So why don't we end the move? 1362 02:17:48,000 --> 02:17:49,000 We'll go back. 1363 02:17:49,000 --> 02:17:55,000 So I'm going to, I'm sorry, Caesar, a spadoe to be followed by Kevin Frey. 1364 02:17:55,000 --> 02:18:10,000 Hello Mayor, Vice Mayor, council, thank you for your time. 1365 02:18:10,000 --> 02:18:13,000 Thank you for having us on the agenda. 1366 02:18:13,000 --> 02:18:17,000 We really appreciate everything that you do here being such a progressive city. 1367 02:18:17,000 --> 02:18:20,000 It's amazing to be here and we appreciate everything. 1368 02:18:20,000 --> 02:18:26,000 And we love the fact that you're addressing the plant-based treaty because we're in a climate crisis now. 1369 02:18:26,000 --> 02:18:34,000 And we can really impact with changing food systems and everyday lifestyles with each and every meal. 1370 02:18:34,000 --> 02:18:40,000 We're so excited to have the LA Climate Week, town hall is great. 1371 02:18:40,000 --> 02:18:49,000 So we just really want to show the impact of relinquishing factory farms, redirecting and then restoring ecosystems to the wildlife and 1372 02:18:49,000 --> 02:18:50,000 indigenous. 1373 02:18:50,000 --> 02:18:52,000 So we really appreciate you. 1374 02:18:52,000 --> 02:18:53,000 We appreciate your time. 1375 02:18:53,000 --> 02:18:54,000 I want to take up all the time. 1376 02:18:54,000 --> 02:18:57,000 I know we have some other speakers, but thank you so much. 1377 02:18:57,000 --> 02:18:58,000 Thank you. 1378 02:18:58,000 --> 02:19:05,000 Cameron Frey to be followed by Samantha Lau. 1379 02:19:05,000 --> 02:19:07,000 Are there any on Zoom? 1380 02:19:07,000 --> 02:19:12,000 Okay, okay. 1381 02:19:12,000 --> 02:19:14,000 Good evening, council members. 1382 02:19:14,000 --> 02:19:15,000 My name is Cameron Frey. 1383 02:19:15,000 --> 02:19:16,000 I'm 26. 1384 02:19:16,000 --> 02:19:22,000 A member of Gen Z. I'm a part of the plant-based treaty and I have climate anxiety. 1385 02:19:22,000 --> 02:19:28,000 Among many initiatives we at the plant-based treaty aim to highlight the immense levels of environmental harm, 1386 02:19:28,000 --> 02:19:31,000 caused and encouraged by factory farming. 1387 02:19:31,000 --> 02:19:41,000 We also work to promote plant-based alternatives and land reclamation for indigenous peoples, land conservation, and we're applicable rewilding. 1388 02:19:41,000 --> 02:19:49,000 I volunteered with plant-based treaty because I believe in this message and that we can fight against climate change first hand through changing our food systems. 1389 02:19:49,000 --> 02:19:56,000 I'm so glad that the city of West Hollywood has passed policy requiring that all city sanctioned events serve plant-based food as a default. 1390 02:19:56,000 --> 02:20:06,000 I think this policy is great for raising awareness about the importance of plant-based food systems and aids in normalizing the presence of plant-based food in our communities as well. 1391 02:20:06,000 --> 02:20:18,000 I'm grateful that the city of West Hollywood is considering endorsing the plant-based treaty to implement more plant-based initiatives because we need more sustainable food systems as the climate and environment continues to transform. 1392 02:20:18,000 --> 02:20:29,000 Cities that endorse the plant-based treaty are not legally bound by the 40 proposals and it does not mean that there are obliged or able to fulfill the treaty demands. 1393 02:20:29,000 --> 02:20:43,000 However, cities that endorse the plant-based treaty are encouraged to make meaningful changes and implement good practices in plant-based food policies and rewilding within their own jurisdiction and priorities. 1394 02:20:43,000 --> 02:20:50,000 I think it would be amazing to have the city of West Hollywood's endorsements of the proposals of the plant-based treaty. 1395 02:20:50,000 --> 02:20:53,000 Thank you for listening Council members. 1396 02:20:53,000 --> 02:20:54,000 Thank you so much, Samantha. 1397 02:20:54,000 --> 02:20:55,000 Allow it to be followed by 02:25:37,000 --> 02:25:40,000 Vice Mayor Mayor and the city of West Hollywood. 1448 02:25:40,000 --> 02:25:48,000 My name is Samantha and I'm an elected member of Los Angeles County Democratic Party for District 49 and also an environmentalist. 1449 02:25:48,000 --> 02:25:52,000 An animal advocate and a campaigner at Plant Base Treaty. 1450 02:25:52,000 --> 02:25:56,000 Thank you so much for your time and opportunity to speak tonight. 1451 02:25:56,000 --> 02:26:01,000 We really appreciate the council for putting plant base treaty on the agenda tonight. 1452 02:26:01,000 --> 02:26:02,000 Thank you, Vice Mayor. 1453 02:26:02,000 --> 02:26:05,000 Buyers for supporting our efforts in fighting climate change. 1454 02:26:05,000 --> 02:26:09,000 I want to commend the city of West Hollywood for we hope 40. 1455 02:26:09,000 --> 02:26:16,000 It is a very comprehensive roadmap that focuses on improving the quality of life for the community. 1456 02:26:16,000 --> 02:26:26,000 Furthermore, your climate action and sustainability plant has a very achievable goal of reaching city carbon neutrality by 2035. 1457 02:26:27,000 --> 02:26:34,000 And bolster resilience of city operations by considering climate resilience goals and policy decisions. 1458 02:26:34,000 --> 02:26:44,000 The carbon neutrality goal is especially attainable if you support the plant base treaty, which helps reduce dramatically carbon. 1459 02:26:44,000 --> 02:26:47,000 Nitrous oxide and methane emissions. 1460 02:26:47,000 --> 02:27:03,000 The city also calls upon local state and national governments to restore key ecosystems through rewilding and prioritizing native ecology to create more sustainable communities, which will help to shore up resiliency. 1461 02:27:03,000 --> 02:27:08,000 To put it simply, plant base treaty can help we hope reach your climate goals. 1462 02:27:08,000 --> 02:27:12,000 Again, I appreciate the city council and the city of West Hollywood. 1463 02:27:12,000 --> 02:27:20,000 The world actions that they have taken and continue to build on and urge the city to adopt this resolution to help meet these goals. 1464 02:27:20,000 --> 02:27:21,000 Thank you for your time. 1465 02:27:21,000 --> 02:27:22,000 Thank you so much. 1466 02:27:22,000 --> 02:27:23,000 Page. 1467 02:27:23,000 --> 02:27:30,000 Parsons Rose to be followed by Chris Tucker. 1468 02:27:30,000 --> 02:27:32,000 Good evening. 1469 02:27:32,000 --> 02:27:38,000 Thank you elected officials for the opportunity to share about the plant base treaty. 1470 02:27:38,000 --> 02:27:59,000 I brought some education up because I am an educator and I joined this campaign several months ago to bring forth the message of the importance of plant-based foods on our place for our climate crisis mitigation and solutions. 1471 02:27:59,000 --> 02:28:00,000 I'm a mom. 1472 02:28:00,000 --> 02:28:04,000 My daughter came home at 13 years old nine years ago. 1473 02:28:04,000 --> 02:28:05,000 Saying she was vegan. 1474 02:28:05,000 --> 02:28:08,000 I didn't quite understand what all that meant. 1475 02:28:08,000 --> 02:28:21,000 But being an activist already, I got interested and learned about our climate crisis solutions being add more plants onto our plates. 1476 02:28:21,000 --> 02:28:26,000 So with the plant base treaty being here in Hollywood, West Hollywood. 1477 02:28:26,000 --> 02:28:28,000 The plant happens here. 1478 02:28:28,000 --> 02:28:30,000 Very progressive city. 1479 02:28:30,000 --> 02:28:32,000 And their ripple effect. 1480 02:28:32,000 --> 02:28:35,000 The possibility is just immense around the world. 1481 02:28:35,000 --> 02:28:37,000 So thank you very much for considering this. 1482 02:28:37,000 --> 02:28:38,000 We appreciate your time. 1483 02:28:38,000 --> 02:28:39,000 Thank you so much. 1484 02:28:39,000 --> 02:28:49,000 Chris Tucker to be followed by just team block. 1485 02:28:49,000 --> 02:28:50,000 Hi everyone. 1486 02:28:50,000 --> 02:28:55,000 Thanks for putting this on the agenda tonight and hearing some public comments. 1487 02:28:55,000 --> 02:28:57,000 I'm actually here to say thank you. 1488 02:28:57,000 --> 02:29:06,000 On behalf of myself and my husband who have lived in the city for a combined 30 years, we appreciate your actions towards a cleaner and healthier community. 1489 02:29:06,000 --> 02:29:12,000 By endorsing the plant-based treaty, you'll only be furthering the eco-impact. 1490 02:29:12,000 --> 02:29:15,000 I'm a vegan chef here in the city of West Hollywood. 1491 02:29:15,000 --> 02:29:21,000 That's provided food for events like the Elton John Oscar party that happens annually in West Hollywood Park. 1492 02:29:21,000 --> 02:29:31,000 And I look forward to working closely with the city as a liaison to our local restaurants and bars to help implement more plant forward dishes and their establishments. 1493 02:29:31,000 --> 02:29:40,000 From delicious plant-based stakes to traditional bar food, the plant-based market has truly transformed in the last several years. 1494 02:29:40,000 --> 02:29:50,000 Expanding menus and having more inclusive options will only expand businesses capacity for new guests all while making healthier climate conscious options. 1495 02:29:50,000 --> 02:29:58,000 The plant-based treaty and being vegan by default doesn't restrict or limit people's options. 1496 02:29:58,000 --> 02:30:00,000 It actually does the complete opposite. 1497 02:30:00,000 --> 02:30:06,000 It's not about taking away people's options to have a stake. It's about giving people the choice to enjoy a 1498 02:30:06,000 --> 02:30:12,000 plant-based option as well. It's my hope that the city of West Hollywood will continue to move the 1499 02:30:12,000 --> 02:30:18,000 goalpost forward when it comes to sustainability efforts as they relate to food. Being plant-based by default, 1500 02:30:18,000 --> 02:30:24,000 at all city events is a great start, but my hope would be that we can expand the groundwork into all local 1501 02:30:24,000 --> 02:30:31,000 businesses and make them as inclusive as the rest of our city is. With 62 percent of our residents 1502 02:30:31,000 --> 02:30:37,000 considering environmental sustainability and extreme urgent issue, I hope the city will continue to 1503 02:30:37,000 --> 02:30:43,000 mitigate its greenhouse gases through the leading climate, suffocator, animal agriculture. Thank you. 1504 02:30:43,000 --> 02:30:53,000 Justine Black and then we'll go to our two speakers on Zoom. 1505 02:30:53,000 --> 02:31:00,000 Good evening. I'm justine Black and environmental law attorney and long-time resident of our 1506 02:31:00,000 --> 02:31:07,000 wonderful city of West Hollywood. I served on the former East Side working group as well as 1507 02:31:07,000 --> 02:31:17,000 the general plan update advisory committee many years ago. So I'm here to support the 1508 02:31:17,000 --> 02:31:24,000 city's adoption of a resolution urging the United States to support a plant-based treaty. 1509 02:31:24,000 --> 02:31:34,000 I am just adding to some of the information that the plant-based treaty folks are already provided, 1510 02:31:34,000 --> 02:31:40,000 which I hope addressed Council Member Myster's concerns from the residents. 1511 02:31:40,000 --> 02:31:47,000 Research shows that plant-based meals have a 63 percent lower carbon footprint than animal-based 1512 02:31:47,000 --> 02:31:56,000 meals. Adoption of this resolution would support shifting to a plant-based food system to combat climate change, 1513 02:31:56,000 --> 02:32:04,000 deforestation, loss of biodiversity, and reduce other harms of animal agriculture. I appreciate the 1514 02:32:04,000 --> 02:32:11,000 atmosphere for initiating this resolution and for all of you to be considering it tonight. Thank you. 1515 02:32:11,000 --> 02:32:25,000 Thank you so much, Justine. I'd love to hear from you. We're going to move to our speakers on Zoom. 1516 02:32:25,000 --> 02:32:29,000 Our first speaker is Ellen Den. Ellen, you'll have two minutes. Please press star six to 1517 02:32:29,000 --> 02:32:32,000 one be. 1518 02:32:32,000 --> 02:32:37,000 Thank you very much. And thank you. Thank you. Let's probably go to the council members. 1519 02:32:37,000 --> 02:32:43,000 Mayor Ericson, Mike Mayer-Buyers. I want to express my guidance to your council for considering 1520 02:32:43,000 --> 02:32:48,000 adopting the plant-based treaty by solution today that will encourage that our national government 1521 02:32:48,000 --> 02:32:54,000 to endorse and enact plant-based food policies. I'm special thanks to Mike Mayer, 1522 02:32:54,000 --> 02:32:58,000 Merci vice, for your support to the committee. This is Michael Measure, 1523 02:32:58,000 --> 02:33:04,000 along with a director of Delta's Forum and Andy Lovano for helping us to feel the resolution. 1524 02:33:04,000 --> 02:33:11,000 And I'll report to our national committee for a global greenhouse gas emissions. 1525 02:33:11,000 --> 02:33:17,000 The need to transition to plant-based food system has never been more necessary to lessen our 1526 02:33:17,000 --> 02:33:21,180 contribution to the private crisis we are facing. 1527 02:33:21,180 --> 02:33:27,920 By passing this with BC, West Hollywood will help lead the way for residents to 1528 02:33:27,920 --> 02:33:33,920 empower and educate themselves about the benefits of plant-based life-sales while supporting 1529 02:33:33,920 --> 02:33:39,280 a disease efforts to reduce emissions and continue carbon neutrality under climate 1530 02:33:39,280 --> 02:33:45,680 action under the kind of action and adaptation plan by 2030 by its 1531 02:33:45,680 --> 02:33:51,000 innovation as this endorsement will appease the way for other municipalities around the world 1532 02:33:51,000 --> 02:33:58,140 to put truly sustainable solutions at the forefront of solutions to preventing the worst 1533 02:33:58,140 --> 02:34:00,140 mean environmental impact. 1534 02:34:00,140 --> 02:34:05,400 I hope that you will choose to pass their resolution and in doing so, leave a like 1535 02:34:05,400 --> 02:34:11,060 this for future generations to follow as we do our best to live in a harmony with our 1536 02:34:11,060 --> 02:34:12,060 ecosystem. 1537 02:34:12,060 --> 02:34:20,000 I'm so grateful for your time, I want you to address a council member, my sister, students, 1538 02:34:20,000 --> 02:34:26,080 30% of the people who have endorsed the plant-based PDs that respond to other guys are 1539 02:34:26,080 --> 02:34:32,080 actually on the board, and it is not equally binding like Cameron's side, it's just 1540 02:34:32,080 --> 02:34:38,840 acknowledging that plant-based systems are a great opportunity to thank you so much, Alan. 1541 02:34:38,840 --> 02:34:39,840 Thank you, Alan. 1542 02:34:39,840 --> 02:34:40,840 Thank you. 1543 02:34:40,840 --> 02:34:41,840 Thank you. 1544 02:34:41,840 --> 02:34:48,480 Our next speaker is Joey Gabor, Joey, go ahead, press star 6 to one mute. 1545 02:34:48,480 --> 02:34:56,520 Hello, members of the City Council, the mayor and vice mayor, I just so much for bringing 1546 02:34:56,520 --> 02:35:01,640 forward this resolution to call on the United States the support of plant-based treaty. 1547 02:35:01,640 --> 02:35:07,680 First of all, I want to thank the City of West Hollywood for bank leaders, the post-dustanability 1548 02:35:07,680 --> 02:35:10,480 and reduction of greenhouse gas emissions. 1549 02:35:10,480 --> 02:35:15,440 I also appreciate City staff for putting together their report highlighting office resolution. 1550 02:35:15,440 --> 02:35:20,280 We'll support and reinforce City goals to adapt to the current climate crisis. 1551 02:35:20,280 --> 02:35:25,120 They highlighted that this resolution is consistent with the efforts for producing greenhouse 1552 02:35:25,120 --> 02:35:29,560 gas emissions, as well as their currently adopted policies. 1553 02:35:29,560 --> 02:35:33,880 One of the most important parts of the plant-based treaty is how it addresses land-use changes, 1554 02:35:33,880 --> 02:35:38,440 given that the beef industry has accounted for 80% or more of the geforce station and the 1555 02:35:38,440 --> 02:35:39,880 Amazon brand. 1556 02:35:39,880 --> 02:35:40,880 Rainforest. 1557 02:35:40,880 --> 02:35:45,520 It also calls for the restoration of heat, ecosystem, and generally creating a global boost 1558 02:35:45,520 --> 02:35:48,560 system that is sustainable and equitable to everyone. 1559 02:35:48,560 --> 02:35:53,020 I also want to specifically address the concerned citizen communicated to Council Member 1560 02:35:53,020 --> 02:35:58,860 Leicester, which are very valid concerns that this would mandate anyone to eat plant-based. 1561 02:35:58,860 --> 02:36:04,140 It's much more about creating a system change to educate people, fight for food justice, and 1562 02:36:04,140 --> 02:36:05,940 combat climate change. 1563 02:36:05,940 --> 02:36:11,500 Even in the event of the world adopting a plant-based treaty, absolutely nobody would be compelled 1564 02:36:11,500 --> 02:36:17,020 to give up meat, rather it is demanding both ecological and food justice as a plant-based 1565 02:36:17,020 --> 02:36:21,700 food system will give access to whole plant foods for all people, while fighting to restore 1566 02:36:21,700 --> 02:36:26,580 a important resource in the fight against climate change, or natural ecology. 1567 02:36:26,580 --> 02:36:30,860 By calling on the U.S. to endorse the plant-based treaty, what's Hollywood has the opportunity 1568 02:36:30,860 --> 02:36:36,340 to once again continue the city's leadership in fighting for sustainable food system and ultimately 1569 02:36:36,340 --> 02:36:38,340 fighting to prevent climate change. 1570 02:36:38,340 --> 02:36:43,700 Again, I just want to thank the entirety of its detail for the opportunity to speak today and 1571 02:36:43,700 --> 02:36:45,460 are future adopters resolution. 1572 02:36:45,460 --> 02:36:46,460 Thank you. 1573 02:36:46,460 --> 02:36:47,460 That concludes public comment. 1574 02:36:47,460 --> 02:36:48,460 Vice Mayor Myers? 1575 02:36:48,940 --> 02:36:49,460 Thank you. 1576 02:36:49,460 --> 02:36:51,820 Thank you all so much for taking the time to come out and share. 1577 02:36:51,820 --> 02:36:56,740 We all know this education and awareness is what leads to the inspiration for people to make 1578 02:36:56,740 --> 02:37:01,260 these changes in their lives, and so I'm really grateful to you all for paving the way, and 1579 02:37:01,260 --> 02:37:06,140 Council Member Meister just as a director's response, as you've heard, not about forcing anyone, 1580 02:37:06,140 --> 02:37:11,260 but truly motivating and inspiring that personal level action, while we as Council members 1581 02:37:11,260 --> 02:37:14,500 make decisions to scale that impact. 1582 02:37:14,500 --> 02:37:19,300 As we did with the plant-based default policy, we're making another decision tonight that's 1583 02:37:19,300 --> 02:37:23,020 deeply in alignment with our climate action and adaptation plan. 1584 02:37:23,020 --> 02:37:28,420 What I learned by doing that plant-based default menu work with mercy for animals is that we're 1585 02:37:28,420 --> 02:37:35,020 one of the few cities that has named food systems and agriculture systems as part of the work 1586 02:37:35,020 --> 02:37:41,580 to undo and eliminate carbon emissions from the planet, so that we are a city that is that 1587 02:37:41,580 --> 02:37:46,700 we're thinking and understanding the way food systems and agriculture have contributed 1588 02:37:46,700 --> 02:37:51,420 to the harm and degradation of our planet is incredible, and it's our work as a council to continue 1589 02:37:51,420 --> 02:37:57,740 finding ways to bring that information to light and ensure that we're advancing ideas around 1590 02:37:57,740 --> 02:37:58,740 that. 1591 02:37:58,740 --> 02:38:01,140 That's why I wanted to bring the plant-based treaty forward. 1592 02:38:01,140 --> 02:38:04,940 We have incredible community members who have been advocating for this for a very long time, 1593 02:38:04,940 --> 02:38:09,380 and they mentioned along with it there are 40 actionable steps, many of which we are already 1594 02:38:09,380 --> 02:38:13,980 on our way to doing and others we have work to do, so I'm really grateful to be in partnership 1595 02:38:13,980 --> 02:38:18,780 with you all and helping us as a city think more deeply about how we can keep on focus when 1596 02:38:18,780 --> 02:38:22,580 it comes to this hearing folks who live with climate anxiety. 1597 02:38:22,580 --> 02:38:26,900 I share that too, it's what's motivated a lot of my work, and I know future generations are 1598 02:38:26,900 --> 02:38:31,300 desperate in doing everything we can to get ahead of this race to protect our planet, so I 1599 02:38:31,300 --> 02:38:34,420 really appreciate you all being here tonight, and I appreciate the council for considering 1600 02:38:34,420 --> 02:38:35,420 this. 1601 02:38:35,700 --> 02:38:37,220 Thank you, I would like to make a motion. 1602 02:38:39,220 --> 02:38:40,460 One motion says the port. 1603 02:38:40,460 --> 02:38:41,460 Sure, make a comment. 1604 02:38:41,460 --> 02:38:42,660 Sure, yes, of course. 1605 02:38:42,660 --> 02:38:48,620 Thank you, so I'm really glad that it didn't go on consent, because I think it's really important 1606 02:38:48,620 --> 02:38:57,180 for people to understand why this is being done rather than going on consent, and then nobody 1607 02:38:57,180 --> 02:39:02,660 hears about it, they just have concerns, and they don't know the answers to the concerns. 1608 02:39:02,700 --> 02:39:08,980 So for me, hearing all of you actually saying, you know, it's not about taking away options, 1609 02:39:08,980 --> 02:39:14,580 it's about increasing options, and it's about education, and that's why I support this item. 1610 02:39:14,580 --> 02:39:16,180 So thank you, thank you for coming. 1611 02:39:18,020 --> 02:39:19,220 All right, well both. 1612 02:39:23,620 --> 02:39:24,740 All right, five, zero. 1613 02:39:25,060 --> 02:39:26,900 All right, we're going to move, thank you so much, everyone. 1614 02:39:26,900 --> 02:39:27,700 We're going to move on to. 1615 02:39:28,660 --> 02:39:34,420 Sorry, before you move on to included consent may have the floor to read the title of the ordinance. 1616 02:39:34,420 --> 02:39:41,620 Thank you, this is for item C1, the title is an ordinance of the City Council of the City of 1617 02:39:41,620 --> 02:39:45,300 West Hollywood adopting an amendment to title 19, the zoning ordinance of the West Hollywood 1618 02:39:45,300 --> 02:39:49,700 Municipal Code to authorize the issuance of demolition permits for vacant properties that post public 1619 02:39:49,700 --> 02:39:51,060 safety risks, thank you, Mayor. 1620 02:39:51,060 --> 02:39:56,100 Thank you, I don't think we need a briefing for this one, but to stay tuned, why don't we go, 1621 02:39:56,180 --> 02:39:57,540 do we have public commenters on this? 1622 02:39:59,460 --> 02:40:04,100 No, great, why don't we go right to, we have Kevin, where? 1623 02:40:05,940 --> 02:40:08,500 Oh, I don't see public comments on my things, so. 1624 02:40:14,500 --> 02:40:17,140 I know, I'm just, the things not working, okay. 1625 02:40:17,140 --> 02:40:19,060 Now we see we have a public commenter. 1626 02:40:19,060 --> 02:40:21,940 Let's go to the comments or questions from councilmember Maester first. 1627 02:40:22,980 --> 02:40:25,140 Sorry, I was waiting for one after the other. 1628 02:40:25,140 --> 02:40:30,900 So the reason that I actually asked for this to be pulled from consent is because when I first 1629 02:40:30,900 --> 02:40:36,180 got elected to City Council, and I was the representative on the West side city's cog, 1630 02:40:37,220 --> 02:40:44,580 there was controversy about this project, about the Sepulveda Transit Carter, a lot of controversy. 1631 02:40:44,580 --> 02:40:51,140 So I just want to make sure that everybody understands the background before we move forward and, you know, 1632 02:40:51,140 --> 02:40:55,460 approve or don't approve, and so that would be very helpful. 1633 02:40:57,380 --> 02:41:01,620 David, if you could do that, if you could provide that information or whoever. 1634 02:41:04,660 --> 02:41:09,620 Sure, good evening Mayor, Vice Mayor, and as members, my name is David Fenz in your 1635 02:41:09,620 --> 02:41:11,300 planner in the Long Range Planning Division. 1636 02:41:12,660 --> 02:41:18,980 So the item before you tonight came from a request to the West side city's cog to take action 1637 02:41:19,060 --> 02:41:23,860 individually, supporting two of the priorities that the cog has already endorsed for the Sepulveda project. 1638 02:41:25,620 --> 02:41:31,860 Those are a station directly on the UCLA campus and a seamless connection to the purple line, 1639 02:41:31,860 --> 02:41:33,940 which is the way that our residents have accessed the project. 1640 02:41:36,900 --> 02:41:43,220 In terms of the background on the Sepulveda project and the controversy that councilmember Maester 1641 02:41:43,220 --> 02:41:50,900 referring to that dates back to before the passage of measure M when the West side cities were largely 1642 02:41:50,900 --> 02:41:59,780 in agreement with the E-line extension to Santa Monica and the D-line extension to UCLA and the West 1643 02:41:59,780 --> 02:42:06,580 would that the other cities were fairly well served by rail service and that K-line north and service to West 1644 02:42:06,580 --> 02:42:13,300 Hollywood should be the next priority. At that time there was pressure from elected officials 1645 02:42:13,300 --> 02:42:17,860 representing Los Angeles and the San Fernando Valley, you know, councilmember Maekbannon, 1646 02:42:17,860 --> 02:42:24,420 Supervisor Cule, Mayor Carcetti at the time that we're interested in moving Sepulveda up in the 1647 02:42:24,420 --> 02:42:31,220 prioritization of the West side priorities and that prioritization ultimately resulted in pressure being 1648 02:42:31,220 --> 02:42:35,940 placed on the other cities, which moved Sepulveda forward in the timeline at the expense of K-line 1649 02:42:35,940 --> 02:42:40,260 north, which obviously, as you all know, we've been working for several years to kind of come up with 1650 02:42:40,260 --> 02:42:49,300 additional funds to make up for that. But all that, with all that, the item before tonight does not 1651 02:42:49,860 --> 02:42:55,380 imply any kind of change in the preference of the city of West Hollywood towards one project of the other. 1652 02:42:56,100 --> 02:43:02,740 Obviously our priority would still be the K-line or the next extension. We would simply be kind of stating 1653 02:43:03,700 --> 02:43:08,580 we are supporting the actions of the West side caucus taken on those two specific design elements of the 1654 02:43:08,580 --> 02:43:15,060 Sepulveda project. It wouldn't be changing our preference or indicating, you know, undoing that 1655 02:43:15,060 --> 02:43:21,700 that unfortunate history anyway. Thank you. We have one public comitter Kevin Burton. 1656 02:43:24,500 --> 02:43:26,900 Do we have citizen positions? Great. 1657 02:43:27,700 --> 02:43:37,540 Good evening. Again, Council, Kevin Burton, city of West Hollywood. I just want to do indicate my 1658 02:43:37,540 --> 02:43:44,500 support for this item. I've been to a couple of the in-person meetings in Westwood about the 1659 02:43:44,500 --> 02:43:50,660 Spulveda Transacord or Project. There's a lot of discussion back and forth. It's currently 1660 02:43:50,660 --> 02:43:58,100 discussion about whether or not a branch to go to UCLA. I think that would be a very good idea. 1661 02:43:58,820 --> 02:44:07,220 And would ultimately serve West Hollywood. And I just wanted to quote statement from Fox area three 1662 02:44:07,220 --> 02:44:13,860 economic development. From your just past, we owe 2040 strategic land that the city shall 1663 02:44:14,420 --> 02:44:20,580 advocate for expansion of transit options as strengthened with Hollywood's connectivity to 1664 02:44:20,580 --> 02:44:28,180 the broader region. And I think that having a voice in this coalition, which I haven't memorized 1665 02:44:28,180 --> 02:44:37,060 the whole thing, Spulveda Transacord or for all STC for all advocacy coalition will help the city to 1666 02:44:37,060 --> 02:44:42,820 implement that part of the strategic plan or whatever the current proposal is about to have your 1667 02:44:43,700 --> 02:44:49,300 in that coalition. Along with the West Side Cities, Council of Governments, cities of Beverly Hills 1668 02:44:49,300 --> 02:44:54,980 and Santa Monica. Thank you. Thank you so much, Kevin. Seeing no other comments, there is a motion in a second. 1669 02:45:00,000 --> 02:45:11,000 All right. All right, that passes 5-0. We're going to move on to our last public comment for the evening. 1670 02:45:11,000 --> 02:45:17,000 Thank you, city staff. 1671 02:45:17,000 --> 02:45:28,000 All right, is Katie, our novella, Crespo, still here? I'll come on down, King. To be followed by Scott Schmidt, who's not here, 1672 02:45:28,000 --> 02:45:32,000 is Brian Hibbard here? Oh, hello. 1673 02:45:36,000 --> 02:45:41,000 Hello. Oh, hi, everyone. My name is Katie Arovela Crespo. 1674 02:45:41,000 --> 02:45:49,000 I am the community engagement coordinator for the nonprofit of the Phoenix, the national organization that provides free activities of events for the sober and recovery community. 1675 02:45:49,000 --> 02:45:53,000 For some of y'all, you hopefully remember me? Thank you, adorable. 1676 02:45:53,000 --> 02:45:59,000 I know. Last time I was here was to thank y'all for our 2023 New Year's Eve party. 1677 02:45:59,000 --> 02:46:03,000 I guess what y'all is about every 20, 20, 40 years Eve. 1678 02:46:03,000 --> 02:46:10,000 So I just wanted to talk a little bit about how this is not just a party, but it's the party. 1679 02:46:10,000 --> 02:46:17,000 Last year, we had about 650 people in attendance. We had salinas, titties, perform, which is dragcreen royalty. 1680 02:46:17,000 --> 02:46:24,000 And then most beautiful part about it all was that we were able to ring in the new year with love, community, and sobriety. 1681 02:46:24,000 --> 02:46:29,000 So that was so important for us. And this year we wanted to be just as big, if not bigger. 1682 02:46:29,000 --> 02:46:37,000 One of the things that we learned last year was, unfortunately, we had to turn people away because of the fire, codes, and capacity, and stuff like that. 1683 02:46:37,000 --> 02:46:44,000 And that's something really hard to turn someone away. At a regular club, it's okay. They can go to another club. 1684 02:46:44,000 --> 02:46:58,000 We had a sober event. It's kind of fun to find another one, at least nearby. And so we would love love love. There is a possibility for consideration in an increase in the budget that we can maybe find a venue that would be able to afford more people. 1685 02:46:58,000 --> 02:47:03,000 That's just a consideration. In general, though, we are so excited to be able to have this event again. 1686 02:47:03,000 --> 02:47:08,000 Some holidays are really hard to be sober. Some of them are super easy, like Arbor Day. 1687 02:47:08,000 --> 02:47:15,000 National bake and day. Those are pretty easy to say sober. But New Year's Eve is a little bit of a tough E1. 1688 02:47:15,000 --> 02:47:23,000 And so we want to make sure that we still continue to provide this event for people to always have a safe place within the community. 1689 02:47:23,000 --> 02:47:31,000 On that note, I just want to let you guys know the theme. Last year's theme was Alien Superstar, so very sparkly, very alienish. 1690 02:47:31,000 --> 02:47:40,000 This year is hot, towel girl rodeo, pink, towel girl, sparkly boots. All that stuff. So we hope to see you there on the dance floor. 1691 02:47:40,000 --> 02:48:00,000 Thank you. Salina, as today's otherwise notice my neighbor. So literally, we're going to move right along, Brian, to be followed by Richard Eastman. 1692 02:48:00,000 --> 02:48:10,000 Hi, I'm Brian, and I work in West Hollywood, and you can see I have my hairstyle and pick-tills, but I promise not to yell at anybody. 1693 02:48:10,000 --> 02:48:20,000 Inside joke. I'm here to warn you all, and everyone in the city about Larry Black. Larry works hard. 1694 02:48:20,000 --> 02:48:29,000 And when he takes on a project, he's tireless and monomaniacol. If you've ever worked with Larry, you'll know that except for sleeping 68 hours a night. 1695 02:48:29,000 --> 02:48:35,000 He never stops thinking about his work. Whether it's Black Party, we ho-on-line, we hope pride-guiders, community activism. 1696 02:48:35,000 --> 02:48:45,000 While most people go home and work and relax with the book or TV series, Larry goes home and continues pouring over details, making lists, and strategizing for the next day. 1697 02:48:45,000 --> 02:48:51,000 So be aware, because it's sometimes difficult to keep up with someone twice my age who was also vision impaired. 1698 02:48:51,000 --> 02:48:56,000 Larry gives a hundred percent to absolutely everything he does, and I can see what confidence that he will bring the same, 1699 02:48:56,000 --> 02:49:03,000 to nature's work ethic to the city council. But drive his only part of the equation. How well does Larry work with others? What God's is thinking? 1700 02:49:03,000 --> 02:49:10,000 Larry treats people he works with like family. He'll buy and deliver you lunch. Ask how you're doing. Ask if you're happy. 1701 02:49:10,000 --> 02:49:18,000 How many people in your life, even your friends, ask you that regularly? He understands that humans make mistakes, and so he never holds a grudge. 1702 02:49:18,000 --> 02:49:22,000 I know this because I've had my share of gaps during our endeavors. 1703 02:49:22,000 --> 02:49:27,000 His attention to our seniors, disabled residents, and pedestrians shows he's a caring person. 1704 02:49:27,000 --> 02:49:33,000 I've watched Larry meeting with other politicians, business owners, and residents. He knows how to listen more than talk. 1705 02:49:33,000 --> 02:49:42,000 He knows when to seek advice from others who have greater knowledge on a subject than he does. He possesses the most important skill one can have the ability to take new information, learn, and evolve. 1706 02:49:42,000 --> 02:49:48,000 Larry stands apart from the other candidates. He'll add a much-needed balance to the city council when we should give him a chance to try his ideas, 1707 02:49:48,000 --> 02:49:58,000 because the old ideas don't seem to be working. Many of you have probably heard the definition of insanity is repeating the same action and trying and expecting a different result. 1708 02:49:58,000 --> 02:50:04,000 Larry has concrete goals and actionable plans to uninsight accumulated for over 30 years living and running a business system for this time. 1709 02:50:04,000 --> 02:50:11,000 Thank you very much. You know, good job. Richard Eastman, to be all by Phil Smith. 1710 02:50:11,000 --> 02:50:15,000 Yassia Tia, Lola Cajani. 1711 02:50:15,000 --> 02:50:23,000 Oh my God, here I am, the old gay white man with AIDS in the city that I came to in 1965. 1712 02:50:23,000 --> 02:50:32,000 To help three or four other women add a shift for United States Senate, Larry blocked for West Hollywood City Council. 1713 02:50:32,000 --> 02:50:42,000 And my dear friend at former DA of the hometown that I immigrated to Hollywood East Hollywood, even though I changed America from West Hollywood. 1714 02:50:42,000 --> 02:51:00,000 You know, 71 years ago, was 1953, and when I worked at Paramount Pictures with Anne Robinson, for the 25th anniversary of war in the world, that's long before I rebuilt the Hollywood sign in 1977 and 78 or maybe before I got AIDS. 1715 02:51:00,000 --> 02:51:15,000 And I want to thank the city for helping AIDS walk for 40 years and it's been walking for 30 years and the great work my grandmother did to educate a little kid to work with John F. Kennedy. 1716 02:51:15,000 --> 02:51:20,000 And I like to say, I work for Kennedy and Kamala. 1717 02:51:21,000 --> 02:51:25,000 And the other K is that knucklehead and the one that retired. 1718 02:51:25,000 --> 02:51:31,000 And if we need to retire somebody up there, we need to give Larry block a chance. 1719 02:51:31,000 --> 02:51:39,000 Because if I had to move to West Hollywood from the shadow I live in Hollywood for 36 years and run for mayor, not governor. 1720 02:51:39,000 --> 02:51:44,000 And Tony of here goes to do that after he took a legal money from that man. 1721 02:51:44,000 --> 02:51:49,000 If she's elected the United States Justice Department on my friends. 1722 02:51:49,000 --> 02:51:52,000 People think I got the FBI high. Maybe I did. 1723 02:51:52,000 --> 02:51:54,000 Washington DC, mushrooms illegal. 1724 02:51:54,000 --> 02:51:57,000 Dennis, throw a home legacy project. 1725 02:51:57,000 --> 02:52:02,000 A lot of crops going on with the homeless and your streets and the crime. 1726 02:52:02,000 --> 02:52:07,000 And I still don't got a TV camera in front of the bus station. 1727 02:52:07,000 --> 02:52:09,000 But I want you to know one thing. 1728 02:52:09,000 --> 02:52:13,000 That's not what your country can do for you. 1729 02:52:13,000 --> 02:52:16,000 But how you can change your country vote. 1730 02:52:17,000 --> 02:52:19,000 Thank you, Richard. 1731 02:52:19,000 --> 02:52:22,000 Phil, Yasi, and Lola are not here. 1732 02:52:22,000 --> 02:52:26,000 Do we have any money? We have Jamie Francis on zoom. 1733 02:52:26,000 --> 02:52:31,000 That's a lot of money. 1734 02:52:31,000 --> 02:52:35,000 Good evening council. I appreciate you taking this time. 1735 02:52:35,000 --> 02:52:42,000 I just wanted to give you some insight of what I've had to go through the last 13 years of the residence. 1736 02:52:42,000 --> 02:52:48,000 Why say this is that I've been on your affordable housing that's poor over 11 years. 1737 02:52:48,000 --> 02:52:51,000 So not reach people in your division. 1738 02:52:51,000 --> 02:52:53,000 People changing the passage. 1739 02:52:53,000 --> 02:52:57,000 And it was hard for me to find available housing options. 1740 02:52:57,000 --> 02:52:58,000 And I had to go through the West. 1741 02:52:58,000 --> 02:53:00,000 How can you help them corporation? 1742 02:53:00,000 --> 02:53:04,000 Even to this degree where I was offered a unit on a braille. 1743 02:53:04,000 --> 02:53:08,000 When I said to them, it is not compatible because I'm a victim of crime. 1744 02:53:08,000 --> 02:53:14,000 And yet no one's listened to certain issues that residents may have. 1745 02:53:14,000 --> 02:53:16,000 Certain medical conditions. 1746 02:53:16,000 --> 02:53:18,000 And here I am. 1747 02:53:18,000 --> 02:53:23,000 Over 13 years, I'm going to be stuck in the same unit as I did want to be in. 1748 02:53:23,000 --> 02:53:25,000 And wanted to live on from said corridor. 1749 02:53:25,000 --> 02:53:28,000 And that all I have an opportunity to live in Marina Del Rey. 1750 02:53:28,000 --> 02:53:33,000 Because I waited so long for West College to act and give me housing opportunities. 1751 02:53:33,000 --> 02:53:43,000 Speaking to, you know, Mr. Schroeder as well as Ms. Planger or somebody in the rent stabilization department. 1752 02:53:43,000 --> 02:53:46,000 I never got any feedback when it was worthwhile. 1753 02:53:46,000 --> 02:53:50,000 And it's disappointing because I've waited and waited. 1754 02:53:50,000 --> 02:53:51,000 And now here I am. 1755 02:53:51,000 --> 02:53:54,000 I am my last two months residing in this city. 1756 02:53:54,000 --> 02:53:56,000 And I'm just, I'm bitter about it. 1757 02:53:56,000 --> 02:53:57,000 I really am. 1758 02:53:57,000 --> 02:54:00,000 And I wanted to speak about, you know, certain micro units. 1759 02:54:00,000 --> 02:54:06,000 And available housing that the city is now required by the state because of main numbers. 1760 02:54:06,000 --> 02:54:11,000 For mandate to include housing that's not already available. 1761 02:54:11,000 --> 02:54:14,000 Because you didn't achieve the goal. 1762 02:54:14,000 --> 02:54:17,000 And as well as, they will housing that shouldn't have been provided. 1763 02:54:17,000 --> 02:54:19,000 And options for us city residents. 1764 02:54:19,000 --> 02:54:25,000 Instead of nothing offered to remain in the neighborhood or getting housing up to me to bar choice. 1765 02:54:25,000 --> 02:54:28,000 But being told to your faith, well, you're not homeless. 1766 02:54:28,000 --> 02:54:30,000 You're not without housing. 1767 02:54:30,000 --> 02:54:32,000 What about expenses? 1768 02:54:32,000 --> 02:54:34,000 And I'm just a little disgusted. 1769 02:54:34,000 --> 02:54:36,000 I have to be honest. 1770 02:54:36,000 --> 02:54:38,000 I've been active here. 1771 02:54:38,000 --> 02:54:39,000 I've been vocal here. 1772 02:54:39,000 --> 02:54:40,000 I've done this. 1773 02:54:40,000 --> 02:54:41,000 And yes, I can't live. 1774 02:54:41,000 --> 02:54:42,000 I have been in touch with the staff of Barney's Binary since this happened, as I know you have and truly have a ball of us. Thank you so much. 1883 03:00:26,000 --> 03:00:37,000 With that, we will adjourn this meeting at 857 until Monday, November 4th at 6 p.m., thanks everyone.
