[3:18] Um this is for the uh [3:20] Metcalf dock on the shoreline [3:23] substantial development permit on [3:25] Horseshoe Lake. [3:26] And the case number is WLD 2026 number [3:30] 12. [3:31] So, the site is um [3:34] has a residential shoreline environment [3:36] designation. The zoning is low-density [3:39] residential 6,000 sq ft zoning. [3:43] It is 14 uh at Sorry, 415 Lake Avenue. [3:49] And the existing home was built in 1975, [3:52] which was prior to the adoption of the [3:55] shoreline any shoreline management [3:57] master program for the city of Woodland. [3:59] Um which didn't first appear until 1977 [4:04] was the first shoreline program and it [4:06] was the county's [4:08] shoreline program at that time. [4:11] The site, this is the vicinity map shown [4:14] um in the application packet with the [4:16] site with the red box around it gives [4:19] you a little bit of an orientation of [4:21] where it is. [4:23] Here is a close-up. The yellow line on [4:25] the left represents the 200-ft [4:27] shoreline, approximate shoreline [4:30] boundary. So, the entire site is within [4:33] the shoreline [4:34] um of the Horseshoe Lake. [4:37] Here's a copy of the site plan and it [4:39] shows the existing home, existing [4:41] garage, and the um impervious surface um [4:45] of the driveway. The rest of the lot is [4:47] generally grass. [4:49] Um [4:50] and [4:51] um there are some trees in the northeast [4:53] corner. [4:54] Um up here to the right and in the lake [4:57] itself, they lean out into the lake. [5:00] Um in the bottom right-hand side, [5:02] actually I have a close-up here. Um you [5:04] see the existing deck [5:07] um with a proposed compacted gravel path [5:11] to the concrete anchor, which would lead [5:14] down to the dock and I have a side view [5:16] of that. And the proposed dock is 6 by [5:18] 16, which meets the city's requirements [5:21] for proposal. [5:25] Uh you'll also note that there is a um [5:28] retaining a small retaining wall, which [5:31] I have some photos of that will be [5:33] replaced. It is uh old railroad ties [5:36] that are going to be replaced with [5:38] concrete blocks. [5:40] Uh here's a picture of the deck. [5:43] And I have a close-up. [5:45] Oh, sorry. There are some You [5:53] see in the bottom right-hand side, there [5:55] are some old foundation blocks from [5:58] where um it looks like it's been [6:01] replaced. [6:02] It wasn't done with a permit, but it [6:05] looks like it is all using the um [6:09] existing foundation plan. There were a [6:11] couple foundation piles that look like [6:14] they were replaced and repoured, but the [6:17] the two in the corners all look like [6:19] that they were existing. [6:21] So, there's not a significant impact. Um [6:24] they'll just need to get a building [6:25] permit for the deck itself when it was [6:28] for when it was replaced. [6:30] Here is the area, and you can see the [6:32] approximate line of the retaining wall [6:37] in the center there of what it looks [6:38] like. I got a close-up of kind of what [6:41] the [6:41] uh stuff is. Now, there's actually two [6:44] walls. The one on the left [6:48] um [6:49] is not the one to be replaced. It looks [6:51] like the one on the right [6:53] uh that has kind of disintegrated has um [6:57] is the one that looks like it'll be [6:59] replaced. [7:00] And the erosion control plan Oh, sorry. [7:03] And then looking back the other [7:04] direction, you see the trees that I was [7:06] mentioning. [7:07] Um and [7:09] for the temporal disturbance of this [7:11] area for the retaining wall work to be [7:14] done in the foundation to be done, I [7:16] added a condition of approval that [7:18] wasn't in the critical area permit. And [7:21] that was asking for the area at the far [7:23] side of the lot um within 25 ft of the [7:26] lake to add three trees. [7:29] So, that way um [7:31] the big trees on the right look like [7:34] cottonwoods, and so cottonwoods are [7:37] subject to breaking off. And so, I would [7:39] like some kind of succession plan. And [7:42] so I've asked him to select something [7:44] that's native and [7:46] will provide shade for the shoreline in [7:48] the long run. So, that'll give it time [7:50] to grow in. [7:53] Uh and then there is an erosion control [7:56] plan, which indicates that they are [7:57] going to do straw wattles during the [8:00] disturbance time. So, those will be [8:02] staked into the ground to protect uh [8:05] service erosion control to prevent [8:07] erosion into the lake during [8:09] construction. [8:12] And here is the side elevation of the [8:14] ramp with railings. [8:17] And then the floating dock. [8:19] And um [8:20] that will require an HPA from Fish and [8:23] Wildlife, and if they [8:25] um have any conditions, it would be [8:27] attached to the HPA, but um the [8:29] applicant [8:31] and I talked early, and he went and [8:33] talked to Fish and Wildlife, and I know [8:34] Fish and Wildlife is on board with the [8:36] design. So, there shouldn't be any [8:38] hassle um getting that approved. [8:42] And that is essentially it. We recommend [8:44] approval with conditions as outlined in [8:46] the staff report. [8:47] And there is one connection um that I [8:50] noted, and that is [8:51] there is an [8:54] uh [8:54] indication that the site is 1.27 [8:57] acres. I believe it is [8:59] 0.27 [9:01] acres.
