[2:10] resource model presentation and giving that [2:13] presentation tonight is Sergeant Jeff Leah from the Matan RCMP Detachment and [2:19] David corham the business analyst H division RCMP [2:24] operations strategic strategy Branch also in the [2:28] room we have Haley sorry if I say it [2:34] wrong executive director for Public Safety and Security division of the Nova [2:39] Scotia Department of Justice and we also have Danielle deard [2:43] RCMP Leon to Nova Scotia Department of Justice and I can hand it over we [2:50] basically just have the one item and questions and comments from the public [2:54] after for any questions on the report that we'll be receiving tonight all [2:59] yours all right I just want to say thanks [3:02] everybody for showing up on this uh bad weather day and uh for this important [3:08] meeting um again I uh this is a meeting for present resources discussing our [3:16] present resources that we have at the Matan Detachment and to uh service the [3:22] area of Clare all right [3:26] so first we're going to be discussing what's called called the gdpm that's a [3:31] general duty policing resource model um that's the study that we do to see if [3:37] we're at the current levels that we should be or are we under or over right [3:44] so that's what the gdpm stands for um why are we here so we are here because [3:53] last year the RCM completed a general duty policing resource model review for [4:00] the Matan Detachment so we all know that the Matan Detachment in the Matan area [4:06] has had uh significant events throughout the last four years that I've been [4:12] present um this is geared towards not those [4:19] specific individual incidents but are we at a level that's equivalent to answer [4:25] calls for service for the day-to-day business to be done [4:30] right and this is what the gdpm is looking [4:35] at a gdpm analyzes the general duty workload of a Detachment for an average [4:41] year with the goal of determining whether the Detachment is resourced [4:46] appropriately to meet the workload demands so basically what I just said [4:52] right um the gdpm is one of the many tools that are [4:58] used by the RCMP to recommend resource levels in a specific [5:05] Detachment our current establishment what we have at the Matan [5:10] Detachment right now is seven members strong so the minity of CLA funds seven [5:18] members for the Matan RCMP Detachment that's what we have currently that's one [5:24] Sergeant myself as the Detachment Commander I have a subordinate one [5:28] corporal who supervises are five constables that [5:34] they're there to answer calls for service right but uh as you see we all [5:39] partake in that answering those calls for service [5:43] right this does not include specialized teams such as the Emergency Response [5:48] Team the police dog service forensic identification major crime which are all [5:54] available to assist the Matan RCMP if needed and we've all seen those in [6:00] conjunction all at once or Here There and Everywhere [6:05] right the gdpm shows that the Matan Detachment is experiencing an increase [6:11] in the types of occurrences that require additional workload to [6:19] investigate these occurrences types include mental health [6:24] assaults threats mischief and breaking ners these are all the data day calls [6:30] for service that we have routinely right the GD GD PRM simulation shows [6:39] that due to the increased workload the current level of the general duty [6:45] resources in the Matan Detachment no longer meets the RCMP standard so we're [6:51] not at that threshold that's we should be at right the the [6:58] risk now meeting these standards can lead to a reduce Service delivery reduce [7:04] Community engagement and increase member burnout so we're taking on more [7:11] investigational files calls for service than what we should be at that level [7:18] that's been determined [7:22] right in October 2024 the RCMP and the Department of Justice met with Council [7:29] here at this building to review the results of the [7:33] gdpm and to present recommendations and options that were [7:39] available these options included recommendations to increase the funded [7:44] establishment of the mean RCMP by additional one to three [7:49] members the options presented would allow the Matan RCMP to meet the needs [7:55] of the community by increasing RCMP presence through additional patrols [8:00] increase Community engagement and reducing weight [8:05] times to properly conduct investigations so we've seen in my four [8:11] years that I've been here first starting off from [8:17] today I can see that four years ago a typical let's say assault file we would [8:25] take that amount of time that was typical of what I when I started 20 [8:32] years ago now at my office it drags on because we're we're taking on those [8:37] investigation plus more trying to tackle all of them at the same time creates [8:43] that distance and that longevity right gdpm [8:50] results oh okay so those are the results that we're looking at that's what we're [8:56] we presented back in November we're here going to have another in I [9:04] guess discussion in camera about what we can do to rectify that [9:12] discrepancy and uh I'm happy to be here and answer any questions that uh anyone [9:20] has perfect thank you very much Mr go for sorry I don't don't don't want to [9:26] jump in front of everyone but um just a quick I'm thinking more so for those [9:30] counselors who weren't at that meeting or perhaps the for the benefit of the [9:33] folks in the room here tonight if you could either yourself or David could [9:36] speak to a bit of the information that goes into the gprm the data that is [9:40] collected and analyzed without going into the details necessarily but just [9:45] kind of a a holistic view of what type of information is is tracked [9:52] to yeah so I'll be happy to speak to that so uh the GD PRM essentially what [9:56] it does is it uh it takes the workload that's created by the occurrences that [10:01] are happening within a Detachment or district and it Compares it versus the [10:04] resource levels that are available to the Detachment so when we're talking [10:07] about workload of occurrences um typically the type of reporting that you [10:11] would see on a regular basis from Jeff with council is it's occurrence counts [10:15] so how many of this how many of this happened the gdpr goes into a much [10:19] deeper analysis of that because it understands that uh there are types of [10:23] occurrences that cause more workload than other types of occurrences so if [10:27] you have a a a speedy violation a traffic ticket there's a certain amount [10:32] of workload that goes into that type of file versus a sexual assault which would [10:36] have a much longer uh workload hours Associated to it so what it will what [10:42] we'll do is we take the actual occurrences that happen in Meagan [10:44] Detachment for an average year and we determine how many workload hours down [10:50] to the minute of work was created by those [10:54] occurrences the other thing we take a look at is average travel times so how [10:58] long does it take the member to get on scene so we'll take that occurrence [11:02] workload time and that travel workload time and basically combine it together [11:06] to create a total workload from there we'll take a look at how many members [11:12] are there working in the Detachment that are able to respond to calls for service [11:15] and essentially I'll even go into looking at their schedule to see when [11:19] when were the members available at what time and then from there what happens is [11:23] is I take all of that workload and I compare it versus how [11:28] many resources hours were available to respond to those calls for service at [11:32] the end of it what we're looking for is a certain level of what we call [11:36] Proactive availability so there needs to be a certain amount of time left over [11:41] that the members have to do proactive policing so if you think about your [11:47] schedule on a day-to-day basis um if you if your outlook Calendar was full from [11:52] the minute you walked in the door till the minute you walked out of the door [11:55] you're not going to get a whole lot of extras accomplished so what's happening [11:59] is is when I'm looking at that occurrent workload uh what we're talking about is [12:03] the must does so if a call for service comes in the members must respond they [12:08] have to do an initial investigation they'll have to do any follow-up that's [12:10] required any Court work any disposition work any administrative work that's F [12:15] responsible for that occurrence they have to do it it's part of their [12:18] mandate the proactive work comes from once all of that work is done what can [12:23] we do as far as driving Community engagement so it it can be something as [12:27] simple as checkpoints so check stops right a check stop is a nice Todo it's [12:31] not a have too so how much time once all of the work is done that has to be done [12:36] is there left over for the members to respond and there's a certain Benchmark [12:41] that we're looking for there and so through the gdpm if we're not looking if [12:45] we're not meeting that threshold then the simulations can be run to [12:49] show how many additional resources would be required in order to meet that [12:53] threshold [13:00] so I don't know if there's any questions or comments from any of the counselors [13:05] yeah just to follow up on that so in the report what did the uh proactive [13:10] availability look [13:14] like I mean come General it doesn't have [13:21] well we'll probably get into that more in detail in camera but uh the [13:26] recommendations that commot of the report were were options for an increase [13:29] inrease of one to three members right [13:36] yeah any other Council Devo would would uh like it's not a [13:45] secret of course that that nights uh the members are I'm going to say home or [13:50] whoever uh boots off uh would would having members during the night like all [13:58] night being option or or not really well coverage hours and stuff [14:06] that's basically what we're here to discuss right so if we want longer [14:12] coverages we're going to need more members to do that and we can do that [14:16] with additional service additional members [14:22] right go events Mercy uh speaking to you're saying that there's an increase [14:28] in different FES that you know 20 years ago we didn't have as many so like [14:32] sexual assaults and things like that are there any types of community [14:37] services that could be complimentary to the police services so seeing that yes [14:41] maybe we do need more members in a at them taken Detachment but is there any [14:46] any other services that we could offer that could help maybe reduce the number [14:49] of those files so the calls for service that are [14:54] looking at for this gdpm are calls for service for the police [14:59] right so it's not the the the nice to do basically um the one-offs where you're [15:07] questioning we still have to respond to mental health calls which takes a lot of [15:12] our time which can be discussed if it's actually [15:17] a police response or not but at this point in time that's all we have and we [15:22] have to respond right so that's what it entails yeah I just to add to that I [15:28] think are some options uh that there are certain programs that could alleviate [15:34] some of the workload from the police but ultimately if there is if those [15:39] resources are under are resourced or if there's a lack of those resources the [15:43] RCMP has to respond so uh mental health is is it's the number one workload [15:48] driver in Matan and it's the number one workload driver almost across the [15:52] province um so is there the ability to potentially reduce some of that [15:57] absolutely and until that day comes the RCP is relied on to respond to those [16:02] calls for [16:06] service yeah anybody else have any questions or [16:12] comments I think you sort of skimmed over what your request is at the end of [16:17] the day it's one to three members that you're you're looking to increase the [16:21] Medan attachment for but I don't know financially and all that that's [16:27] going to be discussed later on is that sort of the the plan that's what you're [16:30] uh the RCMP is always recruiting um we have many new members in Depot [17:44] that go through on a weekly basis but uh we're not only recruiting for many in in [17:51] the past four years with my experience here at the meagen Detachment many of [17:56] our recruits uh many of our new members that attended to the Detachment have [18:01] been recruits there continue to be some recruits but we're not also obtaining [18:06] recruits as replacement we're also obtaining experience experienced members [18:12] at times as well so that's always an option to look at as well uh members do [18:17] get moved around and uh we're always uh it's always good to get some experience [18:25] and some new members to create that leadership and guidance right so yes we [18:30] are always recruiting there is always an up and down and uh but uh the the drive [18:36] still there we're still hiring and we'll continue to do so thank you [18:44] yeah anyone else have any questions or comments or oh go for I'll add to that [18:50] from from the bigger outside de clarea so uh my name is Paul Pitman I'm the [18:55] district advisory andco for the air CMP for this area [18:59] when it comes to recruiting yeah we have had our challenges we've had a several [19:03] lean years I'll say but it's not different than any other professional uh [19:08] agency uh some of our time delays there was a question asked here with regards [19:13] to other organizations that could probably help our workload when we draw [19:17] on other agencies such as social workers or anything to do with Child and Family [19:23] Services the uh mental health agencies they're short as well [19:29] currently and I believe it's 50 troops are going through Depo this year we've [19:35] changed our policy quite a bit uh Once Upon a Time you sign on the dotted line [19:39] and you could go from CLA and you're in Slave Lake um and you had no say we've [19:44] sort of gone more regionalized now if you recruited out of Nova Scotia chances [19:49] are if there's openings you'll come back to Nova Scotia we've also implemented a [19:54] program of the experienced police officer where we're drawing from other [19:57] agencies I was recently in PEI charl toown police are they're switching six [20:03] members over or s six uh City police officers over to the RCMP we have [20:08] Halifax officers Edmonton calary a lot of people who moved away from the [20:13] maritimes in Atlanta Canada now coming back so yes we still have challenges [20:20] however it the Gap is sort of narrowing so we're having it certainly is a lot [20:25] the number there's always been is there room in the [20:49] building to put more officers in or or something will it have to be getting [20:55] bigger I can answer that um we do have the space for an additional up to three [21:02] members that's not going to be an issue at our present building if it increased [21:07] more than that we can certainly look at an [21:16] [Music] expansion anybody else have any more [21:20] questions or clarification on anything my name is Betty and chairman [21:26] I'd like to request uh an idea if the RCMP is capable of [21:32] bringing in more resources for shortened periods of time I'm thinking in [21:37] particular of the El fishery period where we saw um an increased um amount [21:44] of crime around the p tunar as we would say there were arrests done there I know [21:49] that people around that neighborhood are extremely at non at ease at that [21:56] period That's My I we I know you're looking for one to three policemen but [22:01] until the whole process comes through is it are you capable of bringing in [22:06] resources for a temporary [22:09] Duty I can respond to that um the El issue would be again one of [22:17] those specific issues that's not only a concern for the the Matan or Clare area [22:24] it's a concern throughout the province right it's there there there's groups [22:30] gathering on on rivers and and ponds all over the place throughout the province [22:36] which are causing issues that again would be a demand not only from our [22:43] office that we deal with that but that would be a request that I do through our [22:47] district through staff sergeant Paul Pitman right there that was speaking [22:51] earlier to say this is the need for our area and uh we're always working on we [22:58] all the time for the inevitable this is one of those things that we do know is [23:03] coming up and plans are in place to deal with that [23:09] so to answer your question is the Detachment is going to be [23:15] involved however if there is a need for those extra resources I will make that [23:20] demand for the extra resources that have been planned for [23:30] does that covered a question good cost recovery is [24:22] specifically for the members that are assigned to your Detachment so those are [24:25] your Frontline officers uh that were just kind of the ones included on the [24:30] slideshow here today uh so your general duty members the Corporal and of course [24:34] the supervisor position as well for specialized Services the police dog [24:39] services would be one of uh many specialized Services underwater recovery [24:43] Emergency Response Team cyber crime the list is quite extensive uh the cost of [24:49] those resources are borne by The Province the Department of Justice has [24:52] chosen to uh be responsible for those costs thank you [25:06] the other comments or [25:12] question pretty good I don't know if we allocated a certain amount of time for [25:15]
