All right. 10 00:02:11,470 --> 00:05:08,430 Item four is the superintendent update, Doctor Ryan? S4: 11 00:05:08,430 --> 00:05:10,550 Thank you, Doctor Ryan. 12 00:05:10,550 --> 00:05:25,870 Item five. Our first presentation is our safety response protocol. And this will be given to us by our new Security and Safety Director, Mrs. Krebs. Thank you for coming tonight. 13 00:05:25,870 --> 00:05:29,550 Hello. Thank you for having me. Uh, this is my. 14 00:05:29,550 --> 00:11:47,430 First time in front of the council. I am Sarah Krebs Qureshi, uh, new to Clarkston schools I hired on this August. And, uh, after spending 25 years in the Michigan State Police, this is a very welcome change for me. So thank you for having me. Um, I'm going to talk a little bit about the new safety protocols that we're taking. Um, and this is happening all across Michigan. So this was introduced this year. Uh, it is meant to be universal language that is used in all school districts across the state. Um, so that emergency responders are all using the same terminology. And so we're doing this in conjunction with law enforcement, the dispatch centers. Um, so we have these new protocols. There's hold secure lockdown, evacuate and shelter. And each one of these has a different response and we're using them for different situations. And it's neat that I get to talk about this because we've already used a couple of these in the past two weeks, even before rolling out the whole program and training and doing all of our drills, which we're doing this week for safety week. Um, we actually had some of these happen real time in our schools, especially with wild weather in the past couple of weeks. we had to go into shelter, which, um, I think was probably the easiest one because. Kids have been doing shelter for a long time. Uh, so it's nothing new if we have wild weather and tornadoes for us to go into a shelter. But using this terminology, um, this is a little bit new because all of the kids had to be told we're in shelter now. Uh, instead of whatever terminology we use in the past, um, a shelter is the protocol that we're going to be use anytime that you're going to stay within the building, and you're actually going to seek a safe spot within the building. Uh, we also used a hold this week. I'm sorry, a secure. So secure is when you are getting inside of the building and locking the the exterior doors because there's a threat on the outside. So we had a secure held at one of our elementary schools at Springfield Plains. Due to a suicidal subject that was in the area, and we knew that because of it was going out over the Oakland County Sheriff's Department radio. And our SRO heard it. And, um, we talked briefly, and we believe that secure was a good protocol to put in place for that elementary school because it was close enough and we didn't know where that suspect was. So we put the school into secure. It lasted approximately five minutes. Uh, the suspect was located and we did an all clear. Uh, now it is new. We do have a lot of questions from the parents and the community. Um, but the kids are, are really getting this down because we had two real they weren't drills. These were real, um, real protocols that we had to put in place in the last two weeks. Now this week is safety week. So we're doing all the drills and the kids are kind of like, yeah, this is old news. We've done this already, but we're testing all of the the drills out this week and safety week. Um, every school in the district every day is doing one of these drills and we're making sure that they go through all of them. And we're starting with the, the ones that they're more familiar with. So most of the elementary schools today did fire drills and shelter drills. And as the week moves on, we're moving up to the finale, which would be the lockdown drill. And the lockdown is Alice. So that would be when um, the Alice training would come in. But, uh, that will be mostly on Friday. Now hold. Um, that's a new one I think for everybody, a hold is our lowest threshold protocol. And that could be anything like somebody vomited in the hallway, and we don't need the kids to walk through it. And it's about time for, you know, dismissal. So we're going to put the school into a hold. It just means that everybody stays in their classrooms until we clean up the mess. Um, it's as little as that. So some of them are not very, um, you know, high, uh, threat to the school. Some of them are just common sense stuff that we can use over the PA and, uh, keep people safe in a situation. A hold could be for medical, it could be for, um, a, like, uh, an irate parent maybe in the lobby. It could be for very minor things that we could use it for. Um, and then obviously lockdown is, is our most, um, I guess serious one, uh, evacuate to is another one that we're evacuate would be if we needed to get the children out of the school, and we're already familiar with that with a fire drill. But using the the term evacuate is going to be familiar even down to the the little kids in the, in their, um, early childhood are going to be using these. So we're getting them familiar with the, the terminology. And really it's, it's more for the, um, the police response. So they are, everybody understands what it means when we say we are in a, in a secure, um the police will know what that means. Um, and the parents and the students as we get familiar with them. So it seems new, but they're very simple situation. If you have any questions, I am free to contact about it anytime. And thank you for having me. 15 00:11:47,430 --> 00:11:50,990 Thank you. Does anybody have any questions for Mrs. 16 00:11:50,990 --> 00:11:52,990 Krebs Qureshi? S2: 17 00:11:52,990 --> 00:12:00,880 Are all of these levels communicated out immediately to parents. 18 00:12:00,880 --> 00:12:56,090 Good question. So they wouldn't be immediate. It would like if we press a hold or a secure. It doesn't send anything out to the community. It is only within the school district that these are out. I communicate personally with our communications person when we need to put it out to to everybody else. And sometimes we don't have all the details, you know, sometimes like that secure. The other day, um, I didn't know exactly what was going on except that it was dangerous that we had somebody out on foot in that exact vicinity of that elementary school. I didn't know any more than that. And I said, we need to go into secure. So I sometimes I won't even have all the information until after the fact. But yes, we are communicating it with, with parents over parent square. 19 00:12:56,090 --> 00:12:57,970 I believe is, is a the way. 20 00:12:57,970 --> 00:12:59,130 That we're putting it out. 21 00:12:59,130 --> 00:13:11,250 So how are we communicating them internally? Is it going directly from administration to teachers, or is it going over the PA system so that all students, teachers and anyone in the building can hear it? 22 00:13:11,250 --> 00:13:12,810 So it will go. 23 00:13:12,810 --> 00:13:13,330 Over. 24 00:13:13,330 --> 00:13:42,130 The PA to everybody that's in the building. It also goes out over email. So when, um, any of the buildings go into any of these, uh, standard response protocols, I get an email. Um, the administrative staff gets an email, but it won't, it'll just say that the school is in hold or the school's insecure. It doesn't give any more details than that. That's something that we have to externally communicate after the fact. 25 00:13:42,130 --> 00:14:09,910 Um, Doctor Ryan, I would like some consideration and some capturing of information to be done throughout the school year to To monitor the alertness we are providing to our students on a daily basis of something adverse happening. And I'm concerned about. 26 00:14:09,910 --> 00:14:24,630 Things that we don't necessarily know the answer to and what's going on yet, and alerting our students to the fact that something negative is going on and it's breaking the cycle of their learning for the course of the day. So. 27 00:14:24,630 --> 00:14:39,470 While I want our students to be safe, I think that's an adult responsibility at this point. And I wonder what benefit we have in communicating this over the PA every single time to our students also. 28 00:14:39,470 --> 00:16:10,090 All right. Well, the alert actually comes through on the walls. It flashes a message in there. In addition to we broadcast any special instructions. They're done in a way that does not provide any kind of details. That was more detailed than I'd normally want to share it at a level of a board meeting. But looking at developmentally where the kids are at and looking at the difference between an elementary student and what we share the information very, very different. Just as when we share information with the community, you know, that's going to be put in a way that we dialog in a very high level professional communication, what we can and can't share, and we try to make it timely as possible. And in this case, like the weather, that was completely bananas because we were literally dismissing some schools early, holding some late. We had weather coming in right at dismissals. And I think I felt pretty good about the overall way that that was managed and communicated this past one. This last week, we had a little gap in communication. Obviously, as we were sending out the communication to families, we were getting the recall within within one minute of having to go reverse direction and learning something new in every one of these situations. There was a gap in what we shared with staff compared to families for that situation in Springfield Plains. That was not excusable, but we learned from it, and it kind of better prepares us for the next, uh, potential, which obviously can be any day, every, every week and everything in between. So we're going to continue to get better at this. 29 00:16:10,090 --> 00:17:24,550 Perfect. And I don't want to lose the fact that there's greatness in this. Okay. My concern is, is that these our students don't hear any of this at home. I'm going to strongly suspect they don't hear any of this at home. And to come into the school building on a daily basis and potentially be hearing adverse alert reactions, I feel could raise adverse effects in our students. And that's why I'm wondering if some of these, especially the low level, nobody's entering the building. The building isn't being impacted. The students aren't being impacted that they could be only be communicated to the adults in the administration. Of course, most severe situations, everyone that everyone needs to take action. Students need to get under desks. Students need to seek and hide a place. Those things. Of course, I would not want them not to be told, but I'm just a little concerned about. And I'd be interested what our parents are saying about all these alerts too. And I'd like for us to be nimble and take those considerations into their thoughts, into consideration. 30 00:17:24,550 --> 00:18:49,920 Okay. Thank you. I appreciate that. We hope we in talking to our administrators, not even look at John Steed on this one, that we try to add an element of common sense and restraint in what actually qualifies for kind of a school wide, uh, you know, because I don't think we're cavalier about it, but I definitely think it'd have to, you know, to be a certain level standard where it's a disruption of school regardless. We have situations like that. And a lot of times principal on the scene has to kind of make that judgment call, whether it's a classroom, a hallway, a wing or, you know, the entire school. So but I do take what you're saying, uh, to heart because I recall back from our situation that we had at Independence Elementary last year where we had a false alarm. But again, false alarm is only a false after you find out about it and the minutes that pass during when you have that alert can be incredibly traumatic to both staff and students, you know, and our response and how we we address it and how we work with, you know, the supports that need to be put in place so they can unpack that because I was very surprised in the moment. To me, that situation, that false alarm by, you know, sub hitting the wrong number on their phone lasted, you know, a minute, two minutes, a couple very, very, very slight. And it was like it would have been passing in my day. But if you were in that classroom at that time and you were a student and it seemed very absolutely real, even for a minute, that's a, you know, it's something that can be very, very impactful, obviously. So I do appreciate your comments because. 31 00:18:49,920 --> 00:19:23,540 Yeah, we're also going to do our best to, um, to notify parents of these protocols and how we are putting them in place. And, um, I don't want them to be overused either, but I felt the, the two that we had the last two weeks that were outside of the drill were appropriate. And, um, honestly, the, the kids handled them very well. And I think the parents are the ones that have to be educated a little bit more on, on what's going on with them. 32 00:19:23,540 --> 00:19:25,580 Thank you. 33 00:19:25,580 --> 00:19:27,500 Anybody else have anything? 34 00:19:27,500 --> 00:20:00,510 Um, I remember last year that we had, um, I can't remember if it was a lockdown or something we had last year. And I remember social media blowing up about what the differences in the verbiage, what's a lockdown, what's a hold, what's a secure, what's a whatever. Uh, just, just to make sure that I guess these will be going out to all parents, so that way nobody's going to. We already put so many. Okay. 35 00:20:00,510 --> 00:20:35,790 Um, in Parent Square last Friday we put all of this out in a letter, uh, letting them know that these are the new protocols and that all school districts are going to be using them, and that we're going to make them familiar with it. And I'll, I'll continue to educate on that with our parents to make sure that they feel safe with them and that they understand the difference between a secure and a lockdown. They're not the same. Um, and make sure that everybody is comfortable with what's going on. 36 00:20:35,790 --> 00:20:37,070 Mr. McNaughton. 37 00:20:37,070 --> 00:21:25,000 Um, from a student's perspective, I think that understanding the specific type of emergency or non-emergency that's going down in, in the moment is probably both safer and more reassuring than maybe keeping information from the students just because I think most of the time when something is going on, students can either infer or find out what the situation or that a situation is happening. And I think that the amount of time that it could take to decide whether to communicate to students what type of issue it is, um, could create both safety concerns and more confusion within the classroom than just communicating what type of situation it is to all the people in the school. Yeah. 38 00:21:25,000 --> 00:21:36,920 Thank you. Who has the authority knowledge, ability to call any of these? Does is it all teachers, all administrators. 39 00:21:36,920 --> 00:21:59,540 All administrators? Um, but we want teachers also to be able, if they, if they see something, but the, ultimately the principals at the schools have the access to the buttons that they would push. Um, also the schools, SROs and myself. Okay. So we actually have an app that we can use to set these up. 40 00:21:59,540 --> 00:22:02,220 So wherever you are, you can do it at this school. 41 00:22:02,220 --> 00:22:13,820 Because if you think about it, if we got, um, for whatever reason got, we had to evacuate the school, we still need to be able to set off the alarms and let people know what's going on for sure. 42 00:22:13,820 --> 00:22:36,220 My first thought, Mrs. McGinnis, was almost not different than what you were thinking. I was thinking because the low threshold of like, a hold for, let's say, vomit in the hallway, which I get, you know, you want to just keep them away from the hallway. Like, does that get. My worry would be that it gets used to the point where a student ignores it because it's the fatigue or, you know. 43 00:22:36,220 --> 00:23:21,790 And I don't think that they're going to get overused. We're not trying to make this a thing where, hey, do it for everything, right? Because it is disruptive anytime you have an alert and, um, you know, my background, I was the Amber alert coordinator and I was very protective of the Amber alert because we did not want that to become a car alarm theory. Right? Anytime you overuse an alert, it can it can just become deaf ears. And we definitely don't want that to happen. And I don't think that the administrators are going to overuse these. Yeah. Um, I think it's just been a wild start to the school year and that we did have a couple events that warranted setting off these new protocols. 44 00:23:21,790 --> 00:23:29,190 Do you know about how much time between the SRO heard about the danger at Springfield Plains and when you got the secure? 45 00:23:29,190 --> 00:23:55,080 It was really immediate because she heard it. She called me and said, do you think this is appropriate? I said, yeah, that is exactly what a secure is, is that we have somebody on foot that it could be a threat to the children. And sure enough, we had kids on the playground. Mhm. So the the secure called them in. We locked the doors and literally five minutes later they found that that subject. And it was over. All clear. 46 00:23:55,080 --> 00:24:09,120 Yeah. Thank you. I appreciate that quick action. And thank you very much for this. I think this is just the change. And you said this is a predecessor to Alice. So all of these go and then they kind of go into the Alice training that they already have. 47 00:24:09,120 --> 00:24:17,040 Is that right? S5: 48 00:24:17,040 --> 00:24:18,520 Will they still be taught? Alice. 49 00:24:18,520 --> 00:24:38,960 Yep. Alice is still a thing. Lockdown is just the term. All schools in the in the state will know if you're in lockdown, that that's the real deal. Like Alice is being deployed. Okay. And that's the only time you use lockdown. Um, all the other ones are, are a lesser threat. 50 00:24:38,960 --> 00:24:47,040 Okay. All right. Well thank you. Thank you for being here tonight. Thank you for presenting. Um, thank you for having me very much. Look forward to you all. 51 00:24:47,040 --> 00:24:50,960 Um, if you ever have any questions for me, don't hesitate to reach out. 52 00:24:50,960 --> 00:24:51,700 Thank you very. 53 00:24:51,700 --> 00:24:52,860 Much. Thank you. 54 00:24:52,860 --> 00:24:55,860 Thank you. 55 00:24:55,860 --> 00:25:05,900 All right. Item six are our action items. Item 6.1 is approval of personnel changes. 56 00:25:05,900 --> 00:25:11,300 Can I have a motion, please? S10: 57 00:25:11,300 --> 00:25:18,740 Support motion has been made and supported. 58 00:25:18,740 --> 00:25:21,380 Are there any questions or discussion on this? S7: 59 00:25:21,380 --> 00:25:21,980 Aye. 60 00:25:21,980 --> 00:25:35,220 Any opposed? Motion carries. Item 6.2 is approval of changes to the Administration Administrative Agreement 2427. 61 00:25:35,220 --> 00:25:44,460 May I have a motion, please? S10: 62 00:25:44,460 --> 00:25:44,900 Support. 63 00:25:44,900 --> 00:25:45,700 Support. 64 00:25:45,700 --> 00:25:51,470 Thank you. Motion has been made and supported. 65 00:25:51,470 --> 00:26:03,910 Are there any questions or comments on this? S2: 66 00:26:03,910 --> 00:26:35,870 No problem. So we made some restructuring to our marketing team over the summer. That was board approved, but the the actual agreement did not get updated, so the information wasn't accurate. So I took this opportunity. Also with the changes we made to this student support services team. So now our agreement matches what you approved. Okay. So everything in those agreements is board approved. I was just catching up with agreement. So they're up to up to date and accurate. And that's what that's what this is. Including the changes that you made this evening and the action item previous. 67 00:26:35,870 --> 00:26:36,830 Okay. 68 00:26:36,830 --> 00:26:45,790 Thank you, Mr. Lucido. Is there any further comments or questions on 6.2? All right. Motion has been made and supported. All those in favor, please say aye. 69 00:26:45,790 --> 00:26:46,270 Aye. 70 00:26:46,270 --> 00:26:57,920 Any opposed? Motion carries. Item 6.3 is approval of changes to the Nonaffiliated Employment Employee Agreement for 2024 to 2027. 71 00:26:57,920 --> 00:27:07,480 May I have a motion, please? S8: 72 00:27:07,480 --> 00:27:21,040 Support motion has been made and supported. Mr. Lucido also explained that this one was just catching up. Are there any further questions or discussion on this? Seeing none. All those in favor, please say aye. 73 00:27:21,040 --> 00:27:21,640 Aye. 74 00:27:21,640 --> 00:27:32,640 Any opposed? Motion carries. Item 6.4 is approval of the Michigan Virtual Professional Development for Shared Time teachers. 75 00:27:32,640 --> 00:27:46,280 May I have a motion, please? S12: 76 00:27:46,280 --> 00:27:56,860 Support motion has been made and supported. Are there any questions or comments on this? Seeing none. All those in favor, please say aye. 77 00:27:56,860 --> 00:27:57,660 Aye. 78 00:27:57,660 --> 00:28:12,020 Any opposed? Motion carries. Item 6.5 is approval of the 2022 bond projects, the new Clarkston Junior High School and Clarkston High School site and building change orders. 79 00:28:12,020 --> 00:28:33,220 May I have a motion, please? S10: 80 00:28:33,220 --> 00:28:35,420 as presented. 81 00:28:35,420 --> 00:28:40,740 Support motion has been made and supported. 82 00:28:40,740 --> 00:28:55,910 Are there any questions or comments on this? S10: 83 00:28:55,910 --> 00:30:22,200 All right. So the G2 consulting, that's our third party testing agency used in the district. So they do all of our soils testing structural steel insulation thicknesses. So this was labor and testing services for the remainder of phase two. And then also including phase three, which is the 2027 spring to 2028 work. So this covers them for the next year. Johnson and Sons, those two change orders were area E and then area D, first floor. We had some unsuitable soil materials after the last about April rains and then working on top of it, G2 came through and tested everything and we had to take out about a quarter of area E and a little more than that in area D to make sure we could get our compaction and put our sand down so we could pour that slab and then bumper mechanical. So this was labor and material for insulation at all four new custom air handling units at the high school. So I had held an allowance in their contract due to design still being ongoing. As we beat them out, they, the mechanical contractor, wouldn't have known how much piping was actually being installed in the units. So now that they're all designed and we have all the shop drawings, those went out and got pricing for the insulation on all those units. So I had the allowance. And then this is on top of the allowance. My estimate was a little off. 84 00:30:22,200 --> 00:30:23,800 Thank you. 85 00:30:23,800 --> 00:30:29,400 Thank you very much. Are there any further questions or comments. 86 00:30:29,400 --> 00:30:33,000 Motion has been made and supported. All those in favor, please say aye. 87 00:30:33,000 --> 00:30:33,680 Aye. 88 00:30:33,680 --> 00:30:56,500 Any opposed? Motion carries. Item 6.6 is approval of the delegate certification for the Masb delegate Assembly. Before we entertain a motion, I wanted to quickly get a confirmation of which trustees will be arriving on which night for the ALC next month. I believe it's October 16th and 17th. The delegate assembly is that Thursday. I will be coming in on Thursday. 89 00:30:56,500 --> 00:30:58,220 I'll be there on Thursday and Friday. 90 00:30:58,220 --> 00:30:59,020 Okay. 91 00:30:59,020 --> 00:31:00,660 I'll be there on Thursday and Friday. 92 00:31:00,660 --> 00:31:02,140 In time for the delegate assembly. 93 00:31:02,140 --> 00:31:02,460 Time for. 94 00:31:02,460 --> 00:31:07,940 Delegate late. So make me an alternate. 98 00:31:14,780 --> 00:31:36,620 Is anybody looking for the education credits that wants to actually be, um, the designee? So does it matter to anybody that they really want to be the designee? I think Mrs. Love you like that. I like to vote. Yeah, that's what I mean. So you'd like to vote? I would like to do it as well. Is there anybody else who wants to do it? For sure. 99 00:31:36,620 --> 00:31:36,940 I'd be. 100 00:31:36,940 --> 00:31:39,700 Happy to. Thank you. Uh, so I'd like to put forward Mr. Heyer, myself, Mrs. Love and Mrs. Egan as the delegates, and then Mr. Clarke, Mrs. McGuinness and Mr. Need as alternates. If we could do that, if I could get a motion to that effect. 105 00:32:08,030 --> 00:32:08,830 So moved. 106 00:32:08,830 --> 00:32:11,150 So moved. 107 00:32:11,150 --> 00:32:12,750 Anyone support? 108 00:32:12,750 --> 00:32:13,550 Support. 109 00:32:13,550 --> 00:32:17,910 Thank you. So that's kind of the first senior event to kick off the new school year. So that was a good event. 113 00:32:55,840 --> 00:33:25,280 Homecoming week, including the homecoming dance with the theme of Enchanted Forest, will be held on September 26th. Career. Career related. Clubs held an informational meeting last week, and the drama club had its first general meeting, providing information relating to auditions for children's theater and mimes.
