I think we should go now so that we don't have to continue and do the out of order. So if you would 17 00:01:36,720 --> 00:01:38,000 oblige, that would be great. 18 00:01:44,950 --> 00:01:47,510 If you could, if you could turn the microphone on, that would be great. Thank you. 19 00:01:48,190 --> 00:01:48,650 Thank you. 20 00:01:49,070 --> 00:01:51,010 Right there. Thank you. 21 00:01:51,570 --> 00:01:58,130 The obvious, but why don't put these on and then I'll be able to see it. Well, thank you for letting me make 22 00:01:58,130 --> 00:02:02,910 presentation you've been given. Some pictures, unfortunately, you don't get in 23 00:02:02,910 --> 00:02:04,030 in color or I apologize. 24 00:02:06,490 --> 00:02:10,450 It's very ironic that the G had guys said, well, we 25 00:02:10,450 --> 00:02:14,430 don't pay attention to non-residential areas, and I'm going to demonstrate why. 26 00:02:14,550 --> 00:02:21,090 You look at the first picture. Look at that pipe. That pipe that's bent over is the 27 00:02:21,090 --> 00:02:27,190 pipe line indicator for the high pressure pipeline. The slope's moving. The slope's moving 28 00:02:27,190 --> 00:02:33,850 You can look at the inclinometers, all over that slope, and it's moving badly. 29 00:02:34,350 --> 00:02:40,930 You should monitor it, you should take care of it, and it's a real safety hazard. 30 00:02:41,350 --> 00:02:48,290 The second one, the second picture, if you turn it 90 degrees this way, you can get a pretty good idea. 31 00:02:48,290 --> 00:02:51,930 This is a slot with what's called slapping. 32 00:02:52,470 --> 00:02:55,270 This is the embankment along the segment of the road. 33 00:02:55,630 --> 00:02:57,630 There's several of these. 34 00:02:57,910 --> 00:02:59,730 This blocks the curb and gutter. 35 00:02:59,850 --> 00:03:03,270 It's a storm water pollution prevention violation. 36 00:03:03,750 --> 00:03:05,090 It needs to be taken care of. 37 00:03:05,110 --> 00:03:05,910 It needs to be addressed. 38 00:03:06,190 --> 00:03:07,710 You had to do it last year. 39 00:03:08,150 --> 00:03:10,470 And you got to do it already again this year. 40 00:03:11,710 --> 00:03:15,590 The third picture is just to show you how the fire has 41 00:03:15,590 --> 00:03:22,750 here of all the debris, all the grasses, all that, that's just right against the road. 42 00:03:22,950 --> 00:03:31,170 Somebody splits a cigarette, somebody drops a chain, accidentally sparks from some vehicle. 43 00:03:31,410 --> 00:03:34,690 You got real problems, and you need to address this right away. 44 00:03:34,990 --> 00:03:36,950 It is really a big hazard. 45 00:03:38,410 --> 00:03:42,270 The last picture is a blow up of that area. 46 00:03:42,270 --> 00:03:51,270 I want you to all look at this real carefully and identify where the V ditch is and the drop train in that. 47 00:03:52,330 --> 00:04:06,830 You are folks. You can't, it is a dare. I've sent this picture to council members, to former administrative service people, to former city manager for over three or four years. 48 00:04:06,830 --> 00:04:15,030 It's not been cleaned out, it failed once, a couple years ago, about three years ago, and it's going to fail again. 49 00:04:15,650 --> 00:04:16,750 And so you need to address it. 50 00:04:16,750 --> 00:04:21,010 This is a safety hazard, a really, really big safety hazard. 51 00:04:21,470 --> 00:04:26,310 I have a, well, I don't practice anymore, but I have a degree in soil mechanics. 52 00:04:27,570 --> 00:04:31,290 And so I know a little bit of why I'm talking about, you've got a real slow problem. 53 00:04:31,870 --> 00:04:34,810 Number one, you've got a real fire problem, number two, 54 00:04:34,810 --> 00:04:40,250 and you got a real stormwater prevention problem number three and I'm just bringing this to the 55 00:04:40,250 --> 00:04:46,610 Council's attention. You can do nothing about it. That's fine. But it is a problem. It is a violation 56 00:04:46,610 --> 00:04:53,930 into some laws, state laws that thank you. 57 00:04:53,930 --> 00:04:54,310 Thank you. 58 00:04:56,260 --> 00:04:58,160 There's any other public comment. 59 00:05:00,850 --> 00:05:27,270 On non agenda items, seeing none, I will close item number three. Next is our consent counter, however, we're going to change the order a little bit, because I think this may be a popular item. Next is the recognitions and presentations item 5a. And this is the Certificates of Recognition, for students, for the do the right thing program, and I will turn the floor over to council member Thomas. 60 00:05:30,420 --> 00:05:35,700 Thank you, Mayor. I'm going to grab the portable microphones, so I'm going to switch to those 61 00:05:35,700 --> 00:05:36,140 hold on. 62 00:05:40,190 --> 00:05:46,370 We have to put them up to our mouth. Okay. All right. Thank you. Okay, great. 63 00:05:46,670 --> 00:05:51,390 I'm going to first have a Vice Principal Romo come on up from Mount Diablo Elementary School, 64 00:05:51,550 --> 00:05:56,810 and there are a lot of new faces in here today. So I'll just give you a little brief history of the 65 00:05:56,810 --> 00:06:05,050 the right thing program. This was started about 10 years ago by Mayor Hank Stratford. And we have 66 00:06:10,310 --> 00:06:15,690 we have several character traits that we observe throughout the school year. You can see them right 67 00:06:15,690 --> 00:06:21,750 down here on this, what do you call that? It's not a poster banner. Thank you. It's been a long 68 00:06:21,750 --> 00:06:28,130 work day. On the banner, so we observe or recognize inclusion, courage, integrity, kindness, 69 00:06:28,130 --> 00:06:32,810 respect responsibility and self discipline and self discipline is the one that we will be 70 00:06:32,810 --> 00:06:38,310 recognizing and that's usually these are given out for January and February and we give them 71 00:06:38,310 --> 00:06:43,630 out in March. But we're going to pretend like it's March even though it's April 21st. So first 72 00:06:43,630 --> 00:06:47,250 up we have Harlan Costa and all. 73 00:06:56,650 --> 00:07:01,690 Alright Harlan is in Miss Lovejoy's kindergarten class and Miss 74 00:07:01,690 --> 00:07:07,210 love joy at this to say about Harlin. Harlin is a wonderful friend who shows great 75 00:07:07,210 --> 00:07:11,970 to self-discipline at every single day in our classroom. Harlin listens carefully when 76 00:07:11,970 --> 00:07:16,650 the teacher talks, sits nicely during circle time, and always tries to her best to follow 77 00:07:16,650 --> 00:07:22,970 our classroom rules. When it is time to clean up, Harlin helps put a toys away without being asked, 78 00:07:23,330 --> 00:07:28,050 and Harlin uses kind words with friends. Harlin makes our classroom a happy and peaceful place 79 00:07:28,050 --> 00:07:29,990 because of all these good choices. 80 00:07:30,310 --> 00:07:31,270 Congratulations, Harlan. 81 00:07:31,870 --> 00:07:32,070 Congratulations. 82 00:07:37,910 --> 00:07:39,790 All right, next time I'm going to bring up Ms. Brown 83 00:07:39,790 --> 00:07:42,110 to present the word to William Howard. 84 00:07:44,310 --> 00:07:45,210 Hi, William. 85 00:07:47,070 --> 00:07:50,130 Hi, I was so excited when I got my classroom roster 86 00:07:50,130 --> 00:07:53,430 back in August and I saw that I had a Howard on my list 87 00:07:53,430 --> 00:07:55,850 because I worked with Mrs. Howard 88 00:07:55,850 --> 00:07:59,150 his grandma before she retired from out-double elementary school. 89 00:07:59,650 --> 00:08:01,830 And what I found out is that her grandson 90 00:08:01,830 --> 00:08:08,710 is a delightful young man. I nominated you for a self-discipline for a mouth-developed elementary school. 91 00:08:09,110 --> 00:08:15,370 You consistently make positive choices in our classroom and on the playground. You are very resilient 92 00:08:15,370 --> 00:08:20,710 and hardworking. You complete your homework and your classwork on time. You're a very eager 93 00:08:20,710 --> 00:08:26,150 reader. You take a lot of pride in taking your weekly AR quizzes and on your home reading books. 94 00:08:26,430 --> 00:08:31,230 You always come up to me and class look. I passed another Christmas Brown. Usually a hundred percent. 95 00:08:31,830 --> 00:08:40,530 He follows directions in all of our school rules. He is very well-liked. He has many friends, because you know why you're friendly and you're respectful. 96 00:08:41,430 --> 00:08:45,110 You're a gift to our classroom Mr. William Howard. Congratulations. 97 00:09:10,970 --> 00:09:16,390 All right, next up we have Giovanna, Bantara. Come on. 98 00:09:18,050 --> 00:09:28,250 you can do it awesome Giovanna is in our Miss Bevers for a straight class and she said 99 00:09:28,250 --> 00:09:35,250 I would like to nominate Giovanna for self discipline she works hard and is always on task and does her 100 00:09:35,250 --> 00:09:40,830 schoolwork before engaging in choice activities Giovanna is a joy to have in the classroom 101 00:09:41,510 --> 00:09:41,790 Congratulations, 102 00:09:58,970 --> 00:09:59,970 many yes, all right, and 103 00:10:00,000 --> 00:10:03,580 And our last one is Sammy Garvin, come on up. 104 00:10:07,120 --> 00:10:13,100 Sammy is in Miss Kios, fifth grade class, and she had this to say about Sammy. Sammy, sweet smile 105 00:10:13,100 --> 00:10:17,320 and easy-going nature are two things that are most readily apparent when it comes to her 106 00:10:17,320 --> 00:10:22,280 personality in class. However, under that is dedicated student. She is a great listener 107 00:10:22,280 --> 00:10:27,160 and follows directions well. Sammy always seems to know what to do and can stick to her timelines. 108 00:10:27,840 --> 00:10:31,540 I don't think I've ever had to give her reminders or manage her on time and using it 109 00:10:31,540 --> 00:10:36,800 actively. I can see her anywhere in class and she won't let the socialization effect work her 110 00:10:36,800 --> 00:10:41,520 habits, which is a fifth grade task let's say. She has always prepared and ready to go. 111 00:10:41,620 --> 00:10:45,840 It's great requires a lot of discipline as we prepare the students for the increasing amount 112 00:10:45,840 --> 00:10:50,560 of independence as well as navigating the academic and social aspects that will be required in 113 00:10:50,560 --> 00:10:55,200 middle school. Self-discipline is a key tool to have in order to manage all of that. 114 00:10:55,260 --> 00:11:00,220 Samy seems to have it while keeping a smile on her face as you see and finding balance in 115 00:11:00,220 --> 00:11:04,400 school life and social life. I am lucky to have Sammy in my class. Graduation. 116 00:11:16,520 --> 00:11:22,620 I know I saw Principal Romo. There you are. Hi. I mean Wilson. Wilson. Wilson, come on down. 117 00:11:25,390 --> 00:11:27,850 She'll call you by the name that you're given. You're you go. 118 00:11:29,800 --> 00:11:33,700 All right. So from the obelove you middle school, I will give it to you and we have of Hunter. 119 00:11:34,100 --> 00:11:37,460 All right. So, Hunter, come on up, buddy. 120 00:11:41,320 --> 00:11:46,780 Hunter was nominated by Ms. Ryan Nower, and she says that so Hunter is a great student. 121 00:11:47,160 --> 00:11:52,580 He is kind and respectful to his peers and adults alike, but what really sets him apart 122 00:11:52,580 --> 00:11:58,360 is his self-discipline. Hunter sometimes misses my class to go see Ms. Ziya, but he 123 00:11:58,360 --> 00:12:03,020 seamlessly transitions back into what he missed as soon as he returns. He is great about 124 00:12:03,020 --> 00:12:07,900 asking questions when he doesn't understand something and he is always on task with the materials 125 00:12:07,900 --> 00:12:12,940 he needs. I'm so proud of all that Hunter has accomplished this year. Congratulations Hunter. 126 00:12:13,160 --> 00:12:14,860 This award is well-deserved. 127 00:12:18,680 --> 00:12:20,140 I think I'll make a good picture. 128 00:12:27,830 --> 00:12:30,790 Joshua Regas. Joshua Discaza. 129 00:12:36,340 --> 00:12:43,780 Joshua's nominated by Ms. Parker. Ms. Parker says this. Joshua is so hardworking. He's always 130 00:12:43,780 --> 00:12:49,280 down to business and completes his work with diligence. 00:23:24,410 --> 00:23:30,090 And whereas libraries provide free and equitable access to books, digital tools, and innovative programming, 242 00:23:30,550 --> 00:23:35,390 ensuring that all individuals regardless of background have the support they need to learn, connect, and thrive. 243 00:23:36,070 --> 00:23:41,870 And whereas libraries partner with schools, businesses, and organizations to maximize resources, increase efficiency, 244 00:23:41,870 --> 00:23:46,010 and expand access to essential services strengthening the entire community. 245 00:23:47,850 --> 00:24:26,790 discovery, collaboration, and creativity for all. 251 00:24:27,110 --> 00:24:31,670 And we're as libraries, librarians, and library workers across the country are joining together 252 00:24:31,670 --> 00:24:35,510 to celebrate National Library Week under the theme of Find Your Joy. 253 00:24:35,510 --> 00:24:44,390 Now, therefore, be it resolved that I, Jeff Juan, mayor of the CEO Clean, proclaim April 19 through 25th, as National Library Week. 254 00:24:44,530 --> 00:24:52,250 During this week, I encourage all residents to visit their library, explorers, resources, and celebrate all the ways that the library helps our community find joy. 255 00:24:53,150 --> 00:24:57,530 And I believe this power is accepting the proclamation. 256 00:25:04,020 --> 00:25:32,600 It's my pleasure to be here tonight. Geneva is busy. Our community branch managers. Little short-handed today, but it is really my pleasure to be here because I have been involved with this library before it was since 1989. I believe it's very important place to this community and it's nice to have it acknowledged annually, so thank you very much. 257 00:25:32,600 --> 00:25:34,820 Thank you. 258 00:25:36,930 --> 00:25:39,610 Thank you. Thank you. Do you want to do a photo? 259 00:25:42,510 --> 00:25:43,530 Do you want to check a photo? 260 00:25:44,030 --> 00:25:45,790 You have to be a photo? Yeah, let's see. 261 00:26:23,780 --> 00:26:37,120 All right. That concludes item five of the presentations. I know that a lot of you are here for that, and if you want to say you're welcome to, but if not, we will not be offended if you want to do other things. 262 00:26:37,120 --> 00:26:43,940 So I will, I guess you can, can you give it to me? 263 00:27:05,670 --> 00:27:07,230 Okay, but just a minute. 264 00:27:07,230 --> 00:27:08,110 Yeah, give it to me. 265 00:27:33,970 --> 00:27:35,090 All right. 266 00:27:36,590 --> 00:27:39,570 We will continue with our regularly schedules agenda. 267 00:27:39,810 --> 00:27:43,110 And this will go back to item number four of the consent calendar. 268 00:27:44,190 --> 00:27:47,510 Does anyone have any items that they would like to pull from the consent calendar? 269 00:27:52,310 --> 00:27:52,510 Okay. 270 00:27:55,290 --> 00:28:03,310 Then I would actually like to make a comment on item C, and that's the contract list, isn't it? 271 00:28:03,570 --> 00:28:05,930 If no one else says then I will indulge. 272 00:28:10,500 --> 00:28:12,260 Is this report, so I just had a couple of questions. 273 00:28:13,980 --> 00:28:14,580 Are we? 274 00:28:14,800 --> 00:28:18,640 I was under the impression, because we saw a draft of a contract list prior. 275 00:28:19,260 --> 00:28:23,340 I can't recall the exact date, but when we did, it was quite extensive. 276 00:28:23,340 --> 00:28:33,800 And this list is not, so are we saying that this is a complete list or is this a not a complete list? 277 00:28:34,040 --> 00:28:47,800 It is not a complete list. It is a list and I think I put the criteria in which they applied to the all of the contracts. 278 00:28:47,800 --> 00:28:53,220 we probably have a couple of 300 different kinds, but what's included here is anything that's 279 00:28:53,220 --> 00:29:02,600 a service contract or a subscription that's greater than $30,000. And it does not include 280 00:29:02,600 --> 00:29:09,640 any contracts that are revenue contracts, it does not include any MOUs or agreements with other 281 00:29:09,640 --> 00:29:11,000 governmental entities, 282 00:29:13,300 --> 00:29:17,940 and I think that's all the criteria I applied to this. 283 00:29:19,000 --> 00:29:24,220 Okay, so one of the things you might notice is it's also a much shorter list because we've been 284 00:29:24,220 --> 00:29:31,300 eliminating contracts over the last several months. Do we have an idea of like the magnitude of 285 00:29:31,300 --> 00:29:32,240 elimination. 286 00:29:34,740 --> 00:29:40,980 Probably seven eight contracts in the like one a month at least and probably 287 00:29:40,980 --> 00:29:43,480 at a cost of 288 00:29:45,590 --> 00:29:50,030 probably $400,000 over an annualized basis. 289 00:29:54,160 --> 00:29:56,160 When you say $400,000 annualized, 290 00:29:56,160 --> 00:29:59,980 do you mean it's a reduction in contract spend of $400,000 annualized? 291 00:30:00,000 --> 00:30:29,120 Or, or a movement to another kind of contract that would reduce the cost. Yes. So one example is we had a couple hundred, well, hundred, and something, thousand dollar contract didn't get to 200. So I'll correct myself there for building maintenance, which was replaced by an in-house seasonal worker saving the city, the delta between their salary and that contract. 292 00:30:30,000 --> 00:30:50,940 Okay. Thank you. The note on the staff report says anything under the city manager's signature authority, but I think it is supposed to be over. Yeah, and then it wasn't, it's not under the purview of the city manager's signature authority. So you're, but you're right. It's the, the dollar amount would be over 30,000. Okay. Thank you. In the interest of our citizens, citizens, citizenry. 624 00:55:08,080 --> 00:55:13,360 But to your point, I actually, I sent an email to the city when I applied for this and I said, 625 00:55:13,440 --> 00:55:18,360 I really recommend that we create some sort of reporting structure like, for example, 626 00:55:18,800 --> 00:55:26,400 as I attend these meetings monthly, I can simply put a single paragraph in an email that could be included in the report 627 00:55:26,400 --> 00:55:31,160 out for the council of for that. I think that would be graded, give you some visibility. 628 00:55:31,900 --> 00:55:39,200 Most of the time, it will be something like this. Last meeting, the cities of Maraga and 629 00:55:39,200 --> 00:55:46,720 Arinda presented their measure jay checklists for approval and were voted approved. But 630 00:55:46,720 --> 00:55:52,960 there are occasionally, and so that's, you know, maybe a little drive. But what has been 631 00:55:52,960 --> 00:55:57,240 doubling up that I'd really like to have the chance to report back is there have been 632 00:55:57,240 --> 00:56:04,440 some very successful problems, very successful solutions put out to problems like by 633 00:56:04,440 --> 00:56:05,140 San Ramon. 634 00:56:05,540 --> 00:56:12,140 They've used some of their measure of J money to fund busing for the schools in a sense that 635 00:56:12,140 --> 00:56:14,840 they could say, well, it's traffic abatement. 636 00:56:15,680 --> 00:56:21,680 So there's some really creative and successful solutions that I would love to forward, like I 637 00:56:21,680 --> 00:56:28,560 I said noted in a paragraph and maybe attach some slides of interest. 638 00:56:29,340 --> 00:56:35,740 So I would love to report out to the council if that would be possible in that format. 639 00:56:36,380 --> 00:56:41,300 If you want me to die, I'm happy to come here monthly to speak to that. 640 00:56:41,540 --> 00:56:45,180 If you just would like a written report, I'm happy to do that as well. 641 00:56:45,800 --> 00:56:50,520 But I guess my point is in seven years have you ever reported out. 642 00:56:50,520 --> 00:56:53,980 And it particularly things that relate to Clayton, 643 00:56:54,340 --> 00:56:57,200 like we have Measure J funding also, right? 644 00:56:57,440 --> 00:56:57,640 Yes. 645 00:56:58,140 --> 00:57:00,040 So I have sent emails to the city. 646 00:57:00,160 --> 00:57:02,700 We have $292,000 from the price. 647 00:57:02,920 --> 00:57:05,260 And I sent that email, I think, even to the council. 648 00:57:06,040 --> 00:57:07,640 No, actually, I called that one in. 649 00:57:07,680 --> 00:57:10,260 I phoned in on that one. 650 00:57:10,500 --> 00:57:13,860 We have $292,000 awaiting us from the last cycle. 651 00:57:14,460 --> 00:57:16,980 And we are entering the next cycle. 652 00:57:18,000 --> 00:57:19,980 And Chris and I actually interacted. 653 00:57:19,980 --> 00:57:27,540 I've sent emails and stuff saying that I've identified an individual within the CCTA that 654 00:57:27,540 --> 00:57:28,340 they can talk to. 655 00:57:28,560 --> 00:57:33,860 They'd kind of like to have us back to back up, like, in other words, since we're kind 656 00:57:33,860 --> 00:57:40,580 of sitting on the border between them, why not present the last two years and the two years 657 00:57:40,580 --> 00:57:46,260 immediate behind that so that we can get, is about $600,000 in Bezer J funds? 658 00:57:47,140 --> 00:57:57,900 and do we know that information already as a city we do? Okay, thank you. Yeah, so, but you know what, I want to, I want to honor the spirit of what you just said. 659 00:57:58,420 --> 00:58:14,920 You're absolutely right. We need to have more interactivity in this and I'm open to any ideas. I'm suggesting that a report out in the council reports might work for you, but if it doesn't, 660 00:58:14,920 --> 00:58:20,820 I'm absolutely open to any and all, you know, coming here, speaking, answering questions, whatever. 661 00:58:21,240 --> 00:58:28,040 There have been some things that are very exciting that, you know, like this, you know, this thing in San Ramon has been a big deal. 662 00:58:28,780 --> 00:58:37,140 But there have also been some times when, for example, there were, there was an announcement of there was an emerging project coming over the hill 663 00:58:37,140 --> 00:58:40,300 where they were going to create a bypassed, 664 00:58:40,300 --> 00:58:43,000 past Buchanan, off to the side of the site. 665 00:58:43,100 --> 00:58:45,080 Now, I'll tell you that project, unfortunately, 666 00:58:45,240 --> 00:58:50,500 has been canceled for the meantime for lack of funding. 667 00:58:51,180 --> 00:58:53,280 But those are things that are on the horizon 668 00:58:53,280 --> 00:58:57,140 that potentially could have impacts for our residents 669 00:58:57,140 --> 00:59:01,340 and would love to send stuff in. 670 00:59:01,600 --> 00:59:04,480 And if you guys say, this actually looks interesting. 671 00:59:04,480 --> 00:59:09,360 So when we actually have them come in in this month and answer a few questions about that, 672 00:59:09,580 --> 00:59:10,340 we'll be happy to. 673 00:59:10,480 --> 00:59:15,040 And I guess my last thing are you voting on things on behalf of the city of Clayton? 674 00:59:15,540 --> 00:59:19,540 As I said, and I don't want to belittle the role too much. 675 00:59:19,640 --> 00:59:21,180 It is pretty perfunctory. 676 00:59:21,520 --> 00:59:28,020 I've never attended a meeting in which there was a nay vote to disperse the funds. 677 00:59:28,300 --> 00:59:31,740 But that is the vote that we vote on. 678 00:59:31,740 --> 00:59:44,880 It is not, for example, the body which would vote on something to approve or not approve an actual CCTA project, that is the parent board. 679 00:59:45,220 --> 00:59:49,900 The CAC just reviews the Measure J funding applications. 680 00:59:51,060 --> 00:59:51,860 Okay, thank you. 681 00:59:53,080 --> 00:59:53,520 So I'm curious. 682 00:59:55,400 --> 00:59:57,880 Like for the voting aspect, that's interesting. 683 00:59:58,920 --> 00:59:59,980 Is it? 684 01:00:00,740 --> 01:00:06,880 Recommendation, like an advisory capacity, or is it actually a controlling authority voting? 685 01:00:07,320 --> 01:00:08,900 Do we know? I don't know. 686 01:00:09,380 --> 01:00:18,720 I actually don't know the answers of that. I have to guess that it's a recommendation to the CCTA board as proper. 687 01:00:19,240 --> 01:00:21,220 Because I mean, it's labeled as an advisory committee. 688 01:00:21,320 --> 01:00:22,040 I'm just going to... 689 01:00:22,040 --> 01:00:23,360 No, I agree with you. 690 01:00:23,560 --> 01:00:29,980 I think it is. A vote is taken, but it is... 691 01:00:29,980 --> 01:00:37,840 It absolutely probably is an advisory opinion based on review of the material in the application packet. 692 01:00:38,300 --> 01:00:43,000 And of course, we're not the only people who look at them the staff also review the packet as well. 693 01:00:43,080 --> 01:00:46,000 Because we have a representative to CCTA, right? 694 01:00:46,040 --> 01:00:47,000 I mean, that's... 695 01:00:47,000 --> 01:00:47,560 I don't know. 696 01:00:47,720 --> 01:00:50,740 But that's another just the layer above is. 697 01:00:51,600 --> 01:00:57,040 It goes to the main company, the main body, CCTA. 698 01:00:57,240 --> 01:00:58,620 They make the final decision. 699 01:00:58,620 --> 01:01:07,880 we could only advise, and I only represent Clayton and there's conquered and Martina's 700 01:01:07,880 --> 01:01:11,120 pleasant hill along the creek, just those two cities. 701 01:01:11,800 --> 01:01:17,600 But like they interact with SWAT and some of these others in the West, the West Pachia West 702 01:01:17,600 --> 01:01:17,880 track. 703 01:01:18,060 --> 01:01:19,280 Did you look it up? 704 01:01:21,100 --> 01:01:27,800 It's a recommendation and then on the backside it's the oversight piece, much like TLC would 705 01:01:27,800 --> 01:01:33,740 for the financials, so reviewing Measure J funds and how they were expanded to approve that 706 01:01:33,740 --> 01:01:39,960 they were spent crackly. Who's role is it to bring forward the application to receive 707 01:01:39,960 --> 01:01:47,360 Measure J funds for the city? City engineer. Okay. Are we behind? Well, if I could feed to that, 708 01:01:47,700 --> 01:01:53,820 I see a combination of different, you're right. Sometimes the city engineer, but I generally have seen 709 01:01:53,820 --> 01:02:01,320 And in the past, a cohort of two people that will come, one will often be the city planner. 710 01:02:01,840 --> 01:02:03,040 Well, I meant like this in our city. 711 01:02:03,460 --> 01:02:06,980 Like in our city, we have to have someone that's designated so that's why I'm. 712 01:02:08,040 --> 01:02:10,360 I'm thinking it would be the engineer, yeah. 713 01:02:12,480 --> 01:02:13,680 Are we behind? 714 01:02:14,960 --> 01:02:16,420 A little bit. 715 01:02:16,560 --> 01:02:16,580 A little bit. 716 01:02:16,580 --> 01:02:17,680 But we can catch up. 717 01:02:17,680 --> 01:02:24,920 I mean, city of Maraghan and not La Marenda, sorry, it just rolls off the tongue, right? 718 01:02:25,240 --> 01:02:30,760 Maraghan and Marenda were the last two other cities to report, so we'll be the last, but that's okay. 719 01:02:31,320 --> 01:02:37,060 That's not a criticism at all, but we have an opportunity to pick up some money. 720 01:02:37,820 --> 01:02:44,280 So 292 for the previous cycle, and I'm going to guess over 300,000 for the current cycle. 721 01:02:45,620 --> 01:02:47,540 Is that there a budget? 722 01:02:50,040 --> 01:02:52,680 It'd be nice that it was $600,000 laying around. 723 01:02:53,060 --> 01:02:54,840 What's in our budget currently? 724 01:02:55,520 --> 01:02:57,080 Actually, I'll let you all with your all the questions. 725 01:02:58,400 --> 01:02:58,840 Sure. 726 01:02:59,240 --> 01:03:00,900 We're off off the top side. 727 01:03:01,480 --> 01:03:06,860 Yeah. So I will throw that question and turn it over to my colleague. 728 01:03:07,060 --> 01:03:07,300 Yeah. 729 01:03:07,880 --> 01:03:09,480 First of all, let me compliment you. 730 01:03:09,640 --> 01:03:10,820 Add on your application. 731 01:03:11,320 --> 01:03:12,000 It's tight. 732 01:03:13,560 --> 01:03:15,980 I've been honest with you that the ones that we get that aren't tight 733 01:03:15,980 --> 01:03:20,380 difficult to read, and I really appreciate it, but I have an issue with 734 01:03:20,380 --> 01:03:24,300 Charlotte, just like Council Member Chilman, I'm not telling the truth. 735 01:03:24,580 --> 01:03:27,880 I don't mean to. We are waiting for a report. 736 01:03:28,360 --> 01:03:32,540 And we have not had one. Now, another thing I talked about with the city manager 737 01:03:32,540 --> 01:03:39,420 today, I look at the list of the open committees, one that's absolutely close to 738 01:03:39,420 --> 01:03:45,440 home is missing, and that's the three C today, the bus, and you'll see in my 739 01:03:45,440 --> 01:03:52,380 report, we appointed somebody in Concord, and it's close to home, and we have, the Clayton 740 01:03:52,380 --> 01:03:58,340 Board has been vacant for probably six plus years. And they really have an impact because 741 01:03:58,340 --> 01:04:04,300 they report directly to the board, which I said on, and we take their recommendations very 742 01:04:04,300 --> 01:04:09,360 seriously, and there are a number of things that we're working on here in Clayton, particularly 743 01:04:09,360 --> 01:04:16,200 as it relates to bus service that can vet that committee, the CCCC, CCCC, as it direct 744 01:04:16,200 --> 01:04:23,820 impact. And it's missing from the list. And so I know Chris is going to add it to it. 745 01:04:24,060 --> 01:04:31,300 But seven years we've had nobody there. So, CCCC, CTA. Yeah. Central, 746 01:04:31,300 --> 01:04:37,000 Contra Costa County transit authority yeah, and you'll look at my report 747 01:04:37,000 --> 01:04:43,260 We just appointed a new member from Concord and the intern to be and they say where's the one from Clayton? 748 01:04:43,420 --> 01:04:49,080 And I don't know. Well now I figured out where it is because it's not on the list right right and 749 01:04:49,080 --> 01:04:55,080 Anyway, it's easy to look at those two but and think one of the fair duplicates of each more importantly 750 01:04:55,080 --> 01:04:59,980 That body has decisions and recommendations closer to home 751 01:05:00,000 --> 01:05:09,600 And as opposed to the CCTA, which is more global, it's counted. I'm a little reluctant to move this forward 752 01:05:09,600 --> 01:05:24,760 until we get more definition from the, from the incumbent and the applicants. So anyway, I think that'll be addressed in a future application when we get, you know, a person interested in doing things closer to home. 753 01:05:24,760 --> 01:05:30,920 Yeah, because we are a transportation desert with respect to the, I mean, it's like, you know, once an hour. 754 01:05:31,520 --> 01:05:43,380 Well, one thing that I think is apparent, there's like four governing bodies, three of which are represented already regarding transportation. 755 01:05:43,940 --> 01:05:46,680 And we have one bus route that comes through our city. 756 01:05:46,780 --> 01:05:49,380 I mean, I don't know if that's over, Kel. 757 01:05:49,380 --> 01:05:56,500 But I'm just saying, well, there's one open one, I guess, on the CCCTA, 758 01:05:56,500 --> 01:06:01,980 Jimson County Connection, Council Member Diaz, sorry, it's on County Connection, 759 01:06:02,340 --> 01:06:09,220 Vice Mayor, and he is on TransPAC, Ed's been sitting on CCTA Citizens Advisory Committee, I mean. 760 01:06:10,100 --> 01:06:15,960 Honestly, Rich is, I'm sorry, Council Member Diaz, position is more impactful. 761 01:06:16,620 --> 01:06:23,100 Again, I don't want to belittle it is a fairly perfunctory role that is performed by this 762 01:06:23,100 --> 01:06:28,000 committee that I'm on as opposed to some of the actual planning technical planning that occurs 763 01:06:28,000 --> 01:06:29,620 at that level. 764 01:06:29,900 --> 01:06:35,060 Those are like little, transparent in these others are like little mini and swatter, mini CCTAs 765 01:06:35,800 --> 01:06:40,300 of their own with funding to allocate and projects to plan. 766 01:06:41,640 --> 01:06:47,660 But I do think there is a missing piece here of there's there are interesting things 767 01:06:48,780 --> 01:06:54,500 a foot in the CCTA and that information is now flowing back to you from me and I would 768 01:06:54,500 --> 01:06:55,760 I would like for that to happen. 769 01:06:56,060 --> 01:06:58,580 Because we're not getting any reports exactly exactly, yeah. 770 01:06:58,840 --> 01:07:03,720 You know I don't think that from the point at which I was appointed in 2019 it really there 771 01:07:03,720 --> 01:07:05,760 was no structure laid out for that to happen. 772 01:07:05,760 --> 01:07:11,160 I have come actually in the non-command agenda, on the non-agenda 773 01:07:11,160 --> 01:07:18,220 comments section and made some reports in the sense of, hey, you've got $290,000, $2,000 774 01:07:18,220 --> 01:07:19,060 laying around. 775 01:07:19,560 --> 01:07:23,740 So there've been kind of like some informal attempts to report, but there's never been 776 01:07:23,740 --> 01:07:29,320 like, there's never been a, a kinship going the two ways to kind of open the channel 777 01:07:29,320 --> 01:07:31,960 and I would really, really like to fix that. 778 01:07:31,960 --> 01:07:43,900 Yeah, did you have a comment, city attorney, I thought you and me have I thought we were getting a more off topic from the agenda item. 779 01:07:44,420 --> 01:07:44,460 So. 780 01:07:44,540 --> 01:07:45,340 That's our sorry. 781 01:07:45,680 --> 01:07:52,840 I expect that you I think are coming back to the agenda item, which is whether to approve the reappointment or not. 782 01:07:52,860 --> 01:07:53,380 Give us time. 783 01:07:53,860 --> 01:07:54,660 We'll go and feel. 784 01:07:56,640 --> 01:08:01,340 I was just, and it'll be reflected in my vote. 785 01:08:01,840 --> 01:08:06,540 Since we don't have that other item on the agenda here for... 786 01:08:06,540 --> 01:08:10,820 I would see the incumbent apply for that position because it has more focus. 787 01:08:11,200 --> 01:08:11,840 Thank you. 788 01:08:12,100 --> 01:08:12,680 All right. 789 01:08:18,110 --> 01:08:20,030 I'm going to make a motion to a point. 790 01:08:20,030 --> 01:08:21,430 We need to take public hold. 791 01:08:22,010 --> 01:08:23,610 Oh, I thought we did. 792 01:08:27,380 --> 01:08:33,020 And Councilmember Diaz, what more information did you say that you wanted? 793 01:08:33,380 --> 01:08:38,100 I'd like to see, as you pointed out, a report from this bottom. 794 01:08:41,020 --> 01:08:47,720 Okay, so since there's no official person in that role, a report would be... 795 01:08:49,610 --> 01:08:52,350 No official person in what position? 796 01:08:52,690 --> 01:08:53,570 This position. 797 01:08:55,330 --> 01:08:56,050 He's... 798 01:08:56,050 --> 01:08:58,450 Seven years, he's been... 799 01:08:58,450 --> 01:08:59,390 It is him. 800 01:08:59,390 --> 01:09:00,770 I understand 801 01:09:04,900 --> 01:09:08,160 other questions for Mr. Miller. 802 01:09:10,140 --> 01:09:16,020 Okay, public comment on item 8c, you're standing. 803 01:09:16,360 --> 01:09:18,360 I'm assuming you want to make public comments. 804 01:09:22,510 --> 01:09:23,950 Hello there, Lauren Kimber. 805 01:09:26,290 --> 01:09:33,450 Two things is, I've come to most meetings, or I listen at home now. 806 01:09:34,330 --> 01:09:37,670 But I've never heard a report from the Council on Aging. 807 01:09:37,670 --> 01:09:44,070 do they come and give reports regularly and, you know, I've seen trails and landscape try to 808 01:09:44,070 --> 01:09:51,930 report and be ignored. So, so I think unless there's a system in which it is set up that 809 01:09:51,930 --> 01:09:59,970 these people are coming, they're being invited, they're being included, and I have heard Mr. Miller. 810 01:10:00,000 --> 01:10:07,600 Com, and report things, but there's no place formally for him to report it. I've heard him in public comment, report. 811 01:10:08,400 --> 01:10:18,460 So, I think holding him to a standard that is not a standard, there's nothing available there. 812 01:10:18,460 --> 01:10:34,180 So that just seems very strange to me because, and I know there's other positions that there's nothing I've never heard from Austin refused shall we say. 813 01:10:34,180 --> 01:10:46,040 And, and the other thing with the CCCTA to mix this with that because, I mean, are we, 814 01:10:46,660 --> 01:10:52,320 because this is CCTA, so if there's another thing CCCTA and you want an advisor for that, 815 01:10:52,660 --> 01:10:56,480 it sort of has nothing to do with what's happening right here tonight. 816 01:10:57,060 --> 01:11:02,720 So that's a bit confusing also, and I didn't plan to speak, and I didn't think this would 817 01:11:02,720 --> 01:11:10,940 anything to thought think about, but I hope that's all making sense to you. 818 01:11:11,800 --> 01:11:12,360 Thank you. 819 01:11:12,620 --> 01:11:13,480 Thank you. 820 01:11:14,060 --> 01:11:15,440 Any other public comment? 821 01:11:17,340 --> 01:11:20,200 Seeing none, I will close public comment and bring it back. 822 01:11:20,900 --> 01:11:23,000 Any other comments from Council? 823 01:11:26,520 --> 01:11:40,820 Is there a possibility of excluding this application to put a reporting system in place for everyone that represents us out in the beyond our own council reports? 824 01:11:41,940 --> 01:11:48,000 Yeah, that can be a policy decision by the council to say we would like quarterly reports monthly, whatever you would like. 825 01:11:48,000 --> 01:12:00,960 And then it would be the clerk's responsibility to work with each one of those individuals to remind them to get their reports and ahead of time and then if you want it verbally, if you want it, written whatever the will of the council as we can make that happen. 826 01:12:01,660 --> 01:12:03,060 Okay. And that would be a future agenda. 827 01:12:03,060 --> 01:12:05,280 I'm sure it tends to wait and correct for us. 828 01:12:06,080 --> 01:12:07,080 And a question on you. 829 01:12:07,200 --> 01:12:08,540 Do I tell you it's just give us time? 830 01:12:09,180 --> 01:12:11,040 Do we know how often the body meets? 831 01:12:11,200 --> 01:12:14,360 Because I know like the triple C meets quarterly. 832 01:12:15,840 --> 01:12:16,260 Monthly. 833 01:12:17,560 --> 01:12:23,260 And if you, even in the absence of a official appointment, have you continued with your attendance 834 01:12:23,260 --> 01:12:24,380 on the monthly basis? 835 01:12:24,660 --> 01:12:24,860 Yes. 836 01:12:25,020 --> 01:12:30,600 Clayton's, aside from the fact that there is not an official appointee, Clayton's could 837 01:12:30,600 --> 01:12:35,420 consider to be in good standing because we've had someone in good attendance for the entire 838 01:12:35,420 --> 01:12:35,760 period. 839 01:12:36,320 --> 01:12:41,740 I'm not sure, when did I actually, I'm just asking, I think, when did I go off of the 840 01:12:41,740 --> 01:12:44,280 into the appointment and was it about six months ago? 841 01:12:44,500 --> 01:12:48,540 It was 2023, 20, 20, 23, 20, 23. 842 01:12:49,000 --> 01:12:49,920 That's right. 843 01:12:51,060 --> 01:12:59,660 I looked on the website and every other municipality is current, and we are inspired for three 844 01:12:59,660 --> 01:13:00,300 years. 845 01:13:00,420 --> 01:13:03,600 We've got a chance to do in the right thing now. 846 01:13:03,700 --> 01:13:07,220 We're trying to fill in the gaps, but that doesn't make sense because I was appointed 847 01:13:07,220 --> 01:13:15,660 February of 2019 and so for your appointment, 23, 2023 does sound correct to me. 848 01:13:15,680 --> 01:13:18,600 Is the appointment retroactive or is it for you from now? 849 01:13:22,650 --> 01:13:28,850 I mean they have to put something on the website so if you're interested and you've been attending 850 01:13:28,850 --> 01:13:35,410 the meetings this whole time, I think the report out is nice and we'll talk about that later. 851 01:13:35,410 --> 01:13:42,110 Yeah. Yeah. There's some really neat ideas that do come before us and I think it would be 852 01:13:42,110 --> 01:13:47,730 titillating for you to see some of the creative ways that other cities have tackled some 853 01:13:47,730 --> 01:13:52,030 problems that we have as well. Okay. Thank you very much. 854 01:13:53,650 --> 01:14:02,410 There are a motion on item. I'll make the motion to approve the reappointment of Edward L. Miller to 855 01:14:02,410 --> 01:14:08,710 serve on the CCTA, citizens advisory committee for four-year term. 856 01:14:09,070 --> 01:14:10,230 Sir, second. 857 01:14:14,000 --> 01:14:14,740 I'll second. 858 01:14:15,780 --> 01:14:17,020 If we could call the roll. 859 01:14:17,760 --> 01:14:18,500 I'll take roll. 860 01:14:19,440 --> 01:14:20,260 Council member Tubman. 861 01:14:21,340 --> 01:14:23,440 I, and thank you for serving this whole time. 862 01:14:23,840 --> 01:14:24,620 Council member Trippiano. 863 01:14:26,320 --> 01:14:27,360 Council member Diaz. 864 01:14:27,560 --> 01:14:32,060 As was stated before, I'm not stating from this till we correct all these problems. 865 01:14:34,100 --> 01:14:34,800 Vice Mayor Inia? 866 01:14:34,800 --> 01:14:42,920 Yes, and Mayor One. I motion carries forward with one abstaining. Sorry for the turn on. 867 01:14:43,140 --> 01:14:58,240 I want the motion carries. Thank you. Thank you. All right. That concludes item eight C item eight D is a review of the 26 budget status. Consider approval of the 27 budget revisions and reserve options. 868 01:15:00,460 --> 01:15:03,960 I believe. Someone in that area. 869 01:15:06,790 --> 01:15:07,610 It'll be me. 870 01:15:09,860 --> 01:15:16,240 All right. So, overview. This will be to provide that update on 26 year 871 01:15:16,240 --> 01:15:25,200 to date and in our year-end projection and bring back the updated budget revisions that were provided 872 01:15:25,200 --> 01:15:30,840 as direction from the council at the last meeting. And at the end, the recommended actions 873 01:15:30,840 --> 01:15:37,020 will be to just have reviewed those, provide feedback to staff, and then if it's the Council's 874 01:15:37,020 --> 01:15:43,280 desire to approve the budget revisions, including those April 7th Council augmentations. 875 01:15:44,940 --> 01:15:46,380 So, to talk about 26, 876 01:15:48,940 --> 01:15:52,720 I'm going to just talk about the number at the bottom right 877 01:15:52,720 --> 01:16:02,120 quarter to start. One of the things that we put off in the discussion last time was this year and 878 01:16:02,120 --> 01:16:09,280 projection. I wanted to make sure the calculations were accurate and they did change from the 879 01:16:09,280 --> 01:16:16,420 darkened packet at the last meeting. But I feel now very confident about the changes in revenue 880 01:16:16,420 --> 01:16:26,720 as well as the efforts that we've made on operations to try to bring that budget closer to being in balance. 881 01:16:28,000 --> 01:16:46,590 But just to walk through that, just to note that the adopted budget and the adjusted budget had modest amounts of reserve funding requirements in them. 882 01:16:46,590 --> 01:16:59,050 One of the things that's noticeable even in the year to date figures, but also prominently is the $500,000 in missing revenue. 883 01:16:59,670 --> 01:17:04,310 And we could talk a little bit more about where that money comes from, what that is. 884 01:17:04,970 --> 01:17:14,370 But I think it's also important to note that what the city has done in terms of on salaries and benefits and services and supplies 885 01:17:14,370 --> 01:17:18,570 to try to reduce some of those costs from the budget. 886 01:17:19,910 --> 01:17:23,190 And that if it frankly, if it wasn't for the revenue losses, 887 01:17:24,270 --> 01:17:30,170 we would be at about a $90,000 difference from the adjusted budget 888 01:17:30,170 --> 01:17:36,070 that was adopted by this council back in the late fall of last year. 889 01:17:36,650 --> 01:17:40,370 So let me just talk a little bit more about what those deltas are, 890 01:17:40,390 --> 01:17:41,910 what those variances are. 891 01:17:42,990 --> 01:18:10,930 And we've talked about this before, but we knew that with the end of this assessor agency that the RPTTF which was money that has been collected held by the county and then distributed on a regular basis since 2012 with the initiation of the successor agencies to the former RDAs, that with the closure of that of the local successor agency, that money would be reduced to a no longer be available. 892 01:18:10,930 --> 01:18:20,790 from the county, and so while we had, you know, budgeted $4.95 in revenue from the county for that, 893 01:18:20,790 --> 01:18:31,070 we received the $3.20, and so that is a reduction of $175,000 in tax revenue or part of me. 894 01:18:31,270 --> 01:18:40,910 In the tax increment that was going to support the administrative efforts of the 895 01:18:40,910 --> 01:18:49,250 So we've identified a $35,000 loss and water well revenue that we had previously been selling 896 01:18:49,250 --> 01:18:52,290 to a large water user here in the community. 897 01:18:53,650 --> 01:19:00,910 And then the other loss and revenue to the general fund was the ending of the fiduciary 898 01:19:00,910 --> 01:19:03,930 fund transfers for the successor agency. 899 01:19:03,930 --> 01:19:08,450 the street light fund as well as the stormwater assessment fund. 900 01:19:09,490 --> 01:19:14,270 On the successor agency it's related to what I previously discussed about the end of the 901 01:19:14,270 --> 01:19:19,010 successor agency really ends the fiduciary responsibility that the city would have had 902 01:19:19,010 --> 01:19:22,430 for managing the affairs of that successor agency. 903 01:19:23,030 --> 01:19:28,350 And so without that would zero out that transfer going in the current year. 904 01:19:28,350 --> 01:19:35,330 And then, in addition to that, we made an administrative decision because the street lights 905 01:19:35,330 --> 01:19:38,750 fund and the stormwater fund have negative balances. 906 01:19:39,510 --> 01:19:47,110 It didn't make any sense to continue to build them for those fiduciary fund services, and 907 01:19:47,110 --> 01:19:51,630 further dig a hole for those two particular funds. 908 01:19:52,170 --> 01:19:58,210 Ultimately, if the assessments don't change in either one of those funds, there will be 909 01:19:58,210 --> 01:19:59,970 need to augment those and... 910 01:20:00,000 --> 01:20:06,540 And probably one of the few sources of revenue to continue the maintenance and operation of those 911 01:20:06,540 --> 01:20:13,960 particular funds would be the city's general fund, and it didn't quite make sense to myself 912 01:20:14,670 --> 01:20:22,720 to continue to dig a deeper hole for those two funds that eventually the city's general fund might 913 01:20:22,720 --> 01:20:24,240 be responsible for backfilling. 914 01:20:24,240 --> 01:20:27,280 Can I interrupt you first again? 915 01:20:30,260 --> 01:20:31,280 I don't think that's the right account. 916 01:20:32,740 --> 01:20:33,480 Like, okay. 917 01:20:35,400 --> 01:20:37,700 The fiduciary funds incur a charge, 918 01:20:38,060 --> 01:20:40,820 and they should, they should, 919 01:20:42,020 --> 01:20:43,140 that charge should be recognized, 920 01:20:43,760 --> 01:20:46,900 and then entry made to attribute revenue to the general fund, 921 01:20:47,240 --> 01:20:49,280 because they should pay for those services that they're receiving. 922 01:20:49,920 --> 01:20:50,760 They will be indefinite, 923 01:20:51,460 --> 01:20:54,400 but that's an accurate reflection of the fund 924 01:20:55,880 --> 01:20:58,720 and those activities within the fund. 925 01:20:59,640 --> 01:21:03,660 That we may later then need to supplement the fund with a general fund transfer. 926 01:21:05,260 --> 01:21:06,880 That's besides the point, I think. 927 01:21:07,020 --> 01:21:08,480 I mean, if we have to do that, we have to do that. 928 01:21:09,260 --> 01:21:17,920 But if we record the revenue to the general fund and the charge to the Fedutri fund, 929 01:21:17,920 --> 01:21:23,120 it will more accurately represent the true nature of those funds. 930 01:21:23,120 --> 01:21:30,260 And I don't think avoiding the appearance of a deficit in one and the other is a reason not to make the entry that we would normally make, 931 01:21:30,800 --> 01:21:34,980 because the appropriateness of the entry is, exists regardless of the status of the fund balance. 932 01:21:35,820 --> 01:21:41,520 And then, grossing up the transaction is a true representation of the activity. 933 01:21:42,460 --> 01:21:45,020 So, okay, I don't think we should net it. 934 01:21:45,020 --> 01:21:50,400 Okay, but that will cause a 60, roughly a $60,000 change. 935 01:21:51,280 --> 01:21:55,180 I would just say, I'm not a governmental accountant, 936 01:21:55,880 --> 01:21:57,680 so you should probably validate that, 937 01:21:57,840 --> 01:21:59,860 but that's how I think it should be treated. 938 01:22:00,320 --> 01:22:02,060 Okay, in my personal opinion. 939 01:22:02,320 --> 01:22:03,620 Appreciate that, okay. 940 01:22:03,840 --> 01:22:05,380 Wait, we can go back and look at that. 941 01:22:05,520 --> 01:22:08,340 You would have a net positive impact 942 01:22:08,340 --> 01:22:12,920 to revenue of a additional $60,000 coming back 943 01:22:12,920 --> 01:22:15,480 for those two that were running negative. 944 01:22:16,040 --> 01:22:18,060 The successor agency is the balance of that. 945 01:22:18,540 --> 01:22:18,840 That's different. 946 01:22:18,840 --> 01:22:19,100 That's different. 947 01:22:19,800 --> 01:22:21,660 The successor agency is the activities not happening. 948 01:22:21,800 --> 01:22:24,160 So therefore, we don't charge that. 949 01:22:24,340 --> 01:22:24,700 Correct. 950 01:22:26,620 --> 01:22:29,020 So can I on that on the successor agency? 951 01:22:30,220 --> 01:22:31,760 So 495 versus 320. 952 01:22:33,480 --> 01:22:36,860 We knew the successor agency activity was ending. 953 01:22:37,900 --> 01:22:40,680 Is 495 a reduction from the prior year? 954 01:22:40,680 --> 01:22:42,200 It was efficient. 955 01:22:43,080 --> 01:22:43,100 Yeah. 956 01:22:43,660 --> 01:22:50,960 A marijuana was 600,000 the previous year, so in 25, it was roughly 600,000. 957 01:22:51,360 --> 01:22:53,540 So how did we come to the haircut? 958 01:22:55,840 --> 01:23:03,540 Well, we had to take a kind of a swag at when it was actually going to end. 959 01:23:03,540 --> 01:23:27,120 And the other challenge with our PTTF is it's not a set amount, it varied each year and the county doesn't give you those numbers, frankly until December what those numbers are and so that's the challenge is a timing on when those numbers come out from the county because they are different every single year. 960 01:23:27,120 --> 01:23:32,660 OK, so then it's 495 to 320 for FY26. 961 01:23:33,620 --> 01:23:34,820 All the activities concluded. 962 01:23:35,320 --> 01:23:36,680 Do you expect zero in 27? 963 01:23:37,040 --> 01:23:41,880 We expect zero and we have budgeted zero in the revised budget for 27. 964 01:23:42,020 --> 01:23:45,020 In the revised budget, the budget we adopted originally for 27. 965 01:23:45,380 --> 01:23:48,800 The original budget had a dollar amount, 966 01:23:57,200 --> 01:23:59,400 because we would have known at that time 967 01:23:59,400 --> 01:24:03,640 when preparing the FY27 budget that FY26 would be the final year. 968 01:24:03,640 --> 01:24:07,400 Isn't it like 515, we were estimating? 969 01:24:09,560 --> 01:24:13,900 Actually, we had originally in the adopted 27 budget. 970 01:24:14,580 --> 01:24:17,120 We had 215. 971 01:24:18,720 --> 01:24:19,380 215. 972 01:24:20,260 --> 01:24:28,300 So when we made adjustments to 27 prior, did that incorporate the 215 reduction? 973 01:24:28,460 --> 01:24:30,880 This is the first adjustments we're making to 27. 974 01:24:31,180 --> 01:24:33,440 So is that included in here in the last few slides? 975 01:24:33,440 --> 01:24:36,480 So that's completely zero doubt, okay. 976 01:24:37,360 --> 01:24:38,540 All right, that's the extent of my interruptions 977 01:24:38,540 --> 01:24:39,480 on this one item. 978 01:24:41,820 --> 01:24:42,140 Let's see. 979 01:24:42,780 --> 01:24:47,920 Okay, so on the other side of the transactions 980 01:24:47,920 --> 01:24:49,800 looking at our expenditure budget, 981 01:24:51,060 --> 01:24:55,860 we have really been impacted by over time 982 01:24:55,860 --> 01:24:59,980 in the police department to the tune of an additional $109. 983 01:25:00,000 --> 01:25:05,000 We had nine thousand dollars that we had not budgeted in twenty-six. 984 01:25:05,820 --> 01:25:08,880 If I could just ask one quick question on your microphone. 985 01:25:09,440 --> 01:25:10,140 It is. 986 01:25:10,200 --> 01:25:10,800 It's on. 987 01:25:11,020 --> 01:25:11,880 Oh, I don't know. 988 01:25:13,980 --> 01:25:18,360 Just two weeks ago, I believe that number was 80,000. 989 01:25:19,240 --> 01:25:21,840 So what happened two weeks later? 990 01:25:21,920 --> 01:25:23,760 It's now a hundred and ninety-nine. 991 01:25:24,360 --> 01:25:28,040 Well, a couple things, and one, we began to see this trend. 992 01:25:28,040 --> 01:25:30,620 So over time in the police department had been running 993 01:25:30,620 --> 01:25:33,320 about $7,000 a pay period. 994 01:25:33,740 --> 01:25:35,380 Pretty much throughout the year. 995 01:25:37,960 --> 01:25:39,040 Pardon me? 996 01:25:39,300 --> 01:25:43,120 Over $7,000 over $7,000. 997 01:25:43,500 --> 01:25:43,940 $7,000. 998 01:25:43,940 --> 01:25:45,620 $7,000. 999 01:25:45,620 --> 01:25:46,040 $7,000. 1000 01:25:46,460 --> 01:25:54,460 With the, we've had some people out on leave, it began to climb. 1001 01:25:55,240 --> 01:26:09,260 We, and so that's why we thought it was going to be like 80, and then the other piece that started happening was the field training officer and the inability of the new officers that we've sworn in tonight. 1002 01:26:11,060 --> 01:26:19,320 Those can't take full patrol, so they had to backfill those and use overtime officers in order to backfill those. 1003 01:26:19,320 --> 01:26:24,120 So, and the training officers were also on over time to be able to do the field training. 1004 01:26:24,960 --> 01:26:31,920 So we went from $7,000 a pay period to $22,000 a pay period in over time. 1005 01:26:35,310 --> 01:26:41,950 And we did not estimate and you're not knowing that we had new recruits. 1006 01:26:42,010 --> 01:26:42,510 We did not. 1007 01:26:42,690 --> 01:26:42,850 We did not. 1008 01:26:42,850 --> 01:26:43,430 Coming on board. 1009 01:26:44,270 --> 01:26:48,310 I was just surprised that it changed so dramatically in two weeks. 1010 01:26:48,610 --> 01:26:48,830 Yeah. 1011 01:26:48,830 --> 01:26:50,790 the day to $199. 1012 01:26:50,930 --> 01:26:56,750 If you run it at $7 to $22 per paper, it's significant, but I think the point that you're 1013 01:26:56,750 --> 01:27:03,050 raising is that we had a checkpoint at the last, I mean, and that was through, that was supposed 1014 01:27:03,050 --> 01:27:11,510 to be through March. So we were in to go double. We missed it earlier, because we brought, I mean, 1015 01:27:11,510 --> 01:27:21,730 when the first new officer started back in January, January, January, we should have seen it 1016 01:27:21,730 --> 01:27:26,190 begin to spot it then, because a lot of those impacts, it's now doubled and then with the 1017 01:27:26,190 --> 01:27:28,530 injuries on top of that, it's really accelerated. 1018 01:27:30,050 --> 01:27:35,730 And also, when you have officers leave, that's automatic over time to cover those shifts. 1019 01:27:35,730 --> 01:27:37,530 while the ones completely vacant. 1020 01:27:37,850 --> 01:27:41,830 Yes, pay to fortune for that, because you can't anticipate that. 1021 01:27:41,970 --> 01:27:44,130 And it happens all the time, and can't. 1022 01:27:44,150 --> 01:27:49,010 It's hard to anticipate and over time budget for the police in the city. 1023 01:27:50,950 --> 01:27:54,390 So I could understand that almost $200,000. 1024 01:27:54,610 --> 01:27:58,550 He was one third of your patrol ship, people. 1025 01:28:00,390 --> 01:28:01,510 So I understand that. 1026 01:28:01,510 --> 01:28:10,610 So I just want to, for clarity, and my mind, the payroll is now around 22,000 a pay 1027 01:28:10,610 --> 01:28:11,190 period. 1028 01:28:11,250 --> 01:28:11,750 Over time. 1029 01:28:11,750 --> 01:28:12,610 Over time, charge. 1030 01:28:12,690 --> 01:28:14,110 Oh, and just in overtime. 1031 01:28:14,250 --> 01:28:14,710 Yes. 1032 01:28:14,930 --> 01:28:21,050 I mean, our payroll for police department is, since I've led more than 22,000. 1033 01:28:21,310 --> 01:28:29,470 Because the 199, little 22 divided by 199, that's a lot more months than since January, 1034 01:28:29,910 --> 01:28:31,270 It's five p.m. for his paper. 1035 01:28:32,710 --> 01:28:35,050 It's going all the way till June 30th. 1036 01:28:35,710 --> 01:28:36,290 That's first of all. 1037 01:28:36,510 --> 01:28:40,890 So this is projecting out another two and a half months. 1038 01:28:42,370 --> 01:28:43,950 And so it's taking in all that. 1039 01:28:44,070 --> 01:28:47,670 And we've gone and done the calculations based on these additional expenses. 1040 01:28:48,090 --> 01:28:49,910 All the way through June 30th. 1041 01:28:50,770 --> 01:28:53,950 And this is where you get to on June 30th. 1042 01:28:53,970 --> 01:28:54,990 Not to today. 1043 01:28:55,050 --> 01:28:56,590 Yeah, these numbers aren't year to date. 1044 01:28:56,630 --> 01:28:57,790 These are forecast. 1045 01:28:58,010 --> 01:28:58,910 Got it. 1046 01:29:03,360 --> 01:29:08,480 So I guess, yeah, I mean, if we need to do overtime, we need to do overtime, so this kind of 1047 01:29:08,480 --> 01:29:09,000 how it goes. 1048 01:29:10,560 --> 01:29:16,740 But the only thing I would say then is if the ramp up started in January for a very time frame, 1049 01:29:18,160 --> 01:29:20,000 we had a button on a community meeting in March. 1050 01:29:21,420 --> 01:29:23,400 There's many opportunities for checking that at that point. 1051 01:29:23,520 --> 01:29:32,520 I would think seeing the variance as it comes through and advising more timely. 1052 01:29:34,260 --> 01:29:36,520 would be preferable, agreed. 1053 01:29:38,100 --> 01:29:41,760 So, it would, because when we met in March at the budget audit, 1054 01:29:42,040 --> 01:29:43,420 we were given a different impression. 1055 01:29:44,280 --> 01:29:49,300 And so, I think the fact pattern was available at that point, 1056 01:29:49,560 --> 01:29:50,960 but it wasn't known to us. 1057 01:29:51,880 --> 01:29:57,120 So, that piece, we should get more rapid feedback that this is happening. 1058 01:29:57,560 --> 01:29:59,380 It will not get past me again. 1059 01:29:59,380 --> 01:29:59,980 Okay, thank you. 1060 01:30:00,000 --> 01:30:03,080 Thank you. May I ask a clarifying question? 1061 01:30:03,460 --> 01:30:03,920 Excuse me. 1062 01:30:04,360 --> 01:30:04,660 Go ahead. 1063 01:30:05,340 --> 01:30:13,520 So it went from 7,000 per pay period, and is rose, is risen to 22,000 per pay period? 1064 01:30:13,540 --> 01:30:14,840 For just the over time. 1065 01:30:14,840 --> 01:30:15,980 Just the over time. 1066 01:30:16,780 --> 01:30:20,340 And is that consistently doing that now? 1067 01:30:20,440 --> 01:30:20,820 Correct. 1068 01:30:21,780 --> 01:30:28,060 And especially now, we're adding the second officer and the training component to that, 1069 01:30:28,060 --> 01:30:30,620 because the trainers are coming on. 1070 01:30:30,620 --> 01:30:31,140 I understand. 1071 01:30:31,560 --> 01:30:33,940 OK, thank you. 1072 01:30:34,320 --> 01:30:36,920 So Dennis, here's the question I have. 1073 01:30:37,140 --> 01:30:40,540 And I've been kind of ruminating on this all day today. 1074 01:30:41,960 --> 01:30:49,140 I feel like in June, we approved a two-year budget 1075 01:30:49,140 --> 01:30:54,740 where we were looking at $130,000 deficit, right? 1076 01:30:54,740 --> 01:31:01,000 for you for your one for twenty twenty six yes and I'm just talking about twenty twenty 1077 01:31:01,000 --> 01:31:08,920 twenty six yes I know we didn't get to twenty twenty seven yet and then I'm pretty sure in 1078 01:31:08,920 --> 01:31:14,880 our November budget not a committee meeting you and Jennifer came to us and then we came to 1079 01:31:14,880 --> 01:31:22,680 the council with a number of pages and pages of adjustments that I thought brought us back 1080 01:31:22,680 --> 01:31:25,840 to like kind of a zero, right? 1081 01:31:26,000 --> 01:31:26,700 Pretty close, yes. 1082 01:31:27,020 --> 01:31:30,020 And then on March 5th, so that was November. 1083 01:31:30,640 --> 01:31:36,160 March 5th, we were looking at a $410,000 dollar, 1084 01:31:36,160 --> 01:31:36,920 that I said. 1085 01:31:37,620 --> 01:31:41,840 And now it's April 21st, and we're looking at an $800,000, 1086 01:31:42,340 --> 01:31:43,940 just like $430. 1087 01:31:43,960 --> 01:31:46,640 And it was suddenly starting to feel like, yeah. 1088 01:31:47,440 --> 01:31:49,660 I don't even know if I believe the numbers like, 1089 01:31:49,660 --> 01:31:49,760 Okay. 1090 01:31:50,180 --> 01:32:01,000 Can you just explain what happened from June to now, and maybe it is these things, but 1091 01:32:01,000 --> 01:32:04,200 it just seems like it is these things. 1092 01:32:04,280 --> 01:32:10,420 And November, we were like, it is, we're not, I thought we were reading a lot of adjustments. 1093 01:32:10,860 --> 01:32:11,300 We did. 1094 01:32:11,620 --> 01:32:11,960 We did. 1095 01:32:12,640 --> 01:32:13,120 We did. 1096 01:32:13,780 --> 01:32:14,780 Do I meditate? 1097 01:32:16,400 --> 01:32:16,600 Yes. 1098 01:32:16,600 --> 01:32:17,760 So in response, 1099 01:32:21,760 --> 01:32:26,540 losing $500,000 in revenue is impactful. 1100 01:32:27,140 --> 01:32:31,780 It's 8% of our total revenue in the city. 1101 01:32:33,960 --> 01:32:38,020 That's the big story here. 1102 01:32:38,740 --> 01:32:44,900 On the rest of the side of the budget, on the expenditure side of the budget, we're basically 1103 01:32:44,900 --> 01:32:53,540 even with those adjustments that you made, we're $90,000 difference on net for the expenditure 1104 01:32:53,540 --> 01:32:54,140 side. 1105 01:32:56,600 --> 01:32:58,160 That's, that's what's happened. 1106 01:33:04,990 --> 01:33:08,250 It just seems like a big difference and what we were 1107 01:33:08,250 --> 01:33:16,550 just even talking about in March. It is, it is a big difference. I get it. And then I also 1108 01:33:16,550 --> 01:33:23,190 thought too that there were some, I think Jennifer called them, Easter eggs, some things 1109 01:33:23,190 --> 01:33:30,110 that she found that maybe worked in our favor. There was something about one of the funds 1110 01:33:30,110 --> 01:33:39,230 was Diablo View Middle School. I thought I really thought that we were in a much better position 1111 01:33:39,230 --> 01:33:42,370 than an $800,000 deficit. 1112 01:33:43,550 --> 01:33:44,290 We are not. 1113 01:33:45,910 --> 01:33:50,430 Diablo view middle school is not going to help the general fund. 1114 01:33:51,670 --> 01:33:52,930 That wasn't its purpose. 1115 01:33:53,890 --> 01:33:53,990 Right? 1116 01:33:54,310 --> 01:33:55,930 I mean, there was a negligible amount. 1117 01:33:56,110 --> 01:33:56,650 We closed it out. 1118 01:33:56,830 --> 01:34:05,370 I think it was $45,000, but on 5.8 million, that's not a lot of an Easter egg to be honest. 1119 01:34:08,380 --> 01:34:23,920 The loss in revenue this year is consequential, it's not cataclysmic, it's not the end of the world, it's not the sky is falling, but it's indicative of what the challenge that the city has had for a long, long time. 1120 01:34:23,920 --> 01:34:37,700 We've spent many months from August until December talking through and seeing what this has been happening in slow motion. 1121 01:34:38,400 --> 01:34:40,720 This is just another example of it. 1122 01:34:41,160 --> 01:34:51,400 I would have to believe, I wasn't here, but I would have to believe previous councils have had to deal with this and address parts of this thing for a long time. 1123 01:34:51,400 --> 01:34:59,960 because this this this this is cyclical and it happens the good news and I just want to come back to the good 1124 01:35:00,000 --> 01:35:12,140 News is, it's done and it's over in the sense that these were $60,000, $65,000, notwithstanding on the 1125 01:35:12,140 --> 01:35:19,840 fiduciary fund change. These are things that, you know, we've checked a box and we're moving on and 1126 01:35:19,840 --> 01:35:29,100 we, there's nothing we can do about it. Especially in terms of let's say the success or agency funding to the general fund. 1127 01:35:29,100 --> 01:35:36,360 the good news is, or managing our costs, that's the key piece in this, and we're going to 1128 01:35:36,360 --> 01:35:44,040 have to have cost discipline going forward while we work through this, and I will say, 1129 01:35:45,560 --> 01:35:51,400 from my past experience, that's going to be a real challenge going forward with the way 1130 01:35:51,400 --> 01:35:58,100 the economy is running right now. Our labor costs for those contractors that are out there, 1131 01:35:58,100 --> 01:36:03,980 bus and their butts to get rid of as many weeds as they can, those labor costs are going 1132 01:36:03,980 --> 01:36:04,280 up. 1133 01:36:04,340 --> 01:36:05,580 Their fuel costs are going up. 1134 01:36:05,620 --> 01:36:13,940 Those contract costs are going to go up significantly when we can now cheaper higher 1135 01:36:13,940 --> 01:36:20,140 a seasonal worker to clean our buildings than it was to subsidize or to pay for some 1136 01:36:20,140 --> 01:36:21,300 of the service contracts. 1137 01:36:22,020 --> 01:36:27,220 That's an indicator for this council, for this community, that we can't contract our way 1138 01:36:27,220 --> 01:36:32,900 of this and we're going to have to have continued discipline on the expenditure side and we're 1139 01:36:32,900 --> 01:36:39,400 going to have them or revenue. And I know we're talking about that later. But I just think that's 1140 01:36:39,400 --> 01:36:45,740 that's just trying to tell some truth here. I think one of the things to keep in mind is revenue 1141 01:36:46,840 --> 01:36:53,720 for us in a lot of ways is uncontrollable. We have no control over the sales tax, the property tax. 1142 01:36:53,720 --> 01:36:59,380 What comes in? What is what when things get cut from us? We can't stop that. We can't prevent it. 1143 01:36:59,620 --> 01:37:07,740 What we wish we had known was we knew this at the beginning of the year. So this was more of a static number versus kind of the explosion. 1144 01:37:08,900 --> 01:37:18,560 But to Dennis' point, with the expense side, which we do control, were off by $90,000, but what? 1145 01:37:18,560 --> 01:37:21,140 Can we go back to the slide prior? 1146 01:37:21,280 --> 01:37:23,820 Sorry, interrupt, I just had a. 1147 01:37:28,840 --> 01:37:33,660 So you're talking 90, and you're comparing 6528999 1148 01:37:33,660 --> 01:37:36,980 to 6439069, that's like 809000. 1149 01:37:37,540 --> 01:37:40,300 Again, you're looking at the end of the year numbers here. 1150 01:37:40,640 --> 01:37:41,980 No, I'm looking at the adjusted, right? 1151 01:37:42,360 --> 01:37:42,880 Adjusted. 1152 01:37:43,740 --> 01:37:46,700 6528999, end of year to 6439069, 1153 01:37:47,500 --> 01:37:49,720 that's the, that's the comparison that you get to nine, right? 1154 01:37:50,480 --> 01:37:50,740 Yes. 1155 01:37:50,740 --> 01:37:57,820 Okay, so 643969 doesn't foot from 4301, 3801, 1907504. 1156 01:37:58,420 --> 01:38:01,700 That number is actually 6.2 something. 1157 01:38:03,240 --> 01:38:05,540 So the 90 is actually 320. 1158 01:38:07,660 --> 01:38:11,980 Can I provide an alternative way of looking at it rather than looking at this all rolled up? 1159 01:38:12,000 --> 01:38:15,140 Because you got a bunch of netting that you're not taking to the consideration. 1160 01:38:15,140 --> 01:38:24,840 But when I look at the three big things that I've mentioned on overtime, gas and electricity, and water service bills, 1161 01:38:25,720 --> 01:38:30,240 those told about 3-11, 3-11-775, to be precise. 1162 01:38:31,760 --> 01:38:36,300 And when I look at the savings that I listed on this slide, 1163 01:38:36,300 --> 01:38:44,340 netting with some of our increased in our under budgeting in in the services that was 1164 01:38:44,340 --> 01:38:54,240 220,000 or 27,000, yeah, this is an additional cost savings, yeah. So that's where the 1165 01:38:54,240 --> 01:38:59,680 90, 90,000 comes. All right, I get it. So this explains 90. But when you look at the slide 1166 01:38:59,680 --> 01:39:06,000 prior, there is something else because what represents in that second bullet is services and 1167 01:39:06,000 --> 01:39:12,480 supplies and solders and benefits. It's not revenue. But here, the 4301 and the 10907, 1168 01:39:13,940 --> 01:39:19,200 wait, this is the wrong side. I'm sorry, no, I gotta go back to the wrong side. Sorry, sorry. 1169 01:39:19,560 --> 01:39:26,820 That number doesn't fit to 6439. And you could do the math in your head, but that's 6.2. 1170 01:39:29,540 --> 01:39:31,420 six five two eight 1171 01:39:48,860 --> 01:39:53,480 or a hand hand entering and there's something off yeah I don't 1172 01:39:53,480 --> 01:39:58,660 know what that now I see what you're saying thank you I know and actually in the 1173 01:39:58,660 --> 01:39:59,980 to the left, the left, the left, the left, the left. 1174 01:40:00,000 --> 01:40:07,120 16th adopted, it doesn't fit either, but to a smaller degree. So some things are. Okay. So I don't know if that affects 1175 01:40:07,120 --> 01:40:16,000 the narrative on the 90. You see what I'm saying? Yeah. Because the 90 is explained in the next slide. But I think there's an additional 1176 01:40:16,000 --> 01:40:23,080 210 somewhere. Yeah. Unless this number is not the right number. I don't know. I think I think there's something, 1177 01:40:27,000 --> 01:40:31,000 I don't, I don't, I don't, I don't, I will tell you, it's the 1178 01:40:31,000 --> 01:40:37,380 to 30 below. So you see the 230, so if you add the 230, now what's the 230 you're 1179 01:40:37,380 --> 01:40:37,920 going to ask? 1180 01:40:38,280 --> 01:40:39,980 No, the 230 represents the 230. 1181 01:40:39,980 --> 01:40:40,400 The 230. 1182 01:40:47,200 --> 01:40:52,880 So then I think, well, I don't want to speak for you, I think what you're trying to say is if 1183 01:40:52,880 --> 01:40:59,000 you exclude the 230 that we already knew, then the difference between the adjusted and the 1184 01:40:59,000 --> 01:41:02,960 and WR projection is only an additional 90, 90. 1185 01:41:03,200 --> 01:41:05,160 Because we had already done 230. 1186 01:41:05,760 --> 01:41:07,180 Is that what we're trying to say? 1187 01:41:07,240 --> 01:41:07,960 That's correct. 1188 01:41:08,520 --> 01:41:10,880 And the 230 is the feast contract 1189 01:41:10,880 --> 01:41:12,820 and the civic plus contract. 1190 01:41:13,680 --> 01:41:16,540 So, okay, that's fine. 1191 01:41:17,500 --> 01:41:19,400 But it would be much more clearly presented 1192 01:41:20,420 --> 01:41:23,440 if we don't have components that are segregated 1193 01:41:23,440 --> 01:41:26,660 out that way and we always go to the baseline. 1194 01:41:26,660 --> 01:41:36,060 So if we're comparing 652A to something, we're going to compare either to the adjusted or the adopted. 1195 01:41:38,060 --> 01:41:41,340 And the 230 has to be incorporated in the narrative. 1196 01:41:43,120 --> 01:41:45,120 Otherwise, if it doesn't fit, then it's craziness. 1197 01:41:46,440 --> 01:41:48,980 And I apologize for presenting it this way. 1198 01:41:49,460 --> 01:41:53,540 But the 230 is these and civic plus. 1199 01:41:55,160 --> 01:41:58,760 So, does that mean that 820 is really 820 less 230? 1200 01:41:59,040 --> 01:41:59,300 No. 1201 01:41:59,740 --> 01:42:00,720 It is 820. 1202 01:42:00,880 --> 01:42:01,640 It is 820. 1203 01:42:01,700 --> 01:42:03,280 It is still going to be 820. 1204 01:42:03,700 --> 01:42:08,180 Or less 60,000 if I back, put back in the fiduciary fund, transfer. 1205 01:42:09,360 --> 01:42:10,740 You know the way I look at it in my head. 1206 01:42:14,840 --> 01:42:15,000 Great. 1207 01:42:15,220 --> 01:42:16,540 Early the way I made it. 1208 01:42:16,680 --> 01:42:19,260 We have 820,000 deficit. 1209 01:42:20,180 --> 01:42:22,840 But we lost 500,000 in revenue. 1210 01:42:23,620 --> 01:42:24,880 So we can't predict that. 1211 01:42:24,880 --> 01:42:34,880 But that leaves 300,000 and we're going to get 300,000 from our solar refund. 1212 01:42:36,360 --> 01:42:39,240 Which leaves our deficit at $20,000. 1213 01:42:39,500 --> 01:42:41,720 Not in 20, 26. We're not getting that. 1214 01:42:41,720 --> 01:42:42,140 We're not getting that. 1215 01:42:42,140 --> 01:42:42,280 We're not getting that much. 1216 01:42:42,400 --> 01:42:43,580 Is that going to show it by June? 1217 01:42:43,820 --> 01:42:45,960 It's going to come up. It's going to come up. 1218 01:42:46,360 --> 01:42:47,700 And it comes in July. 1219 01:42:48,380 --> 01:42:51,340 It's still that we almost gave him no, we're not even. 1220 01:42:51,340 --> 01:42:57,720 We may, you may not. I think it's on there's a level of uncertainty that means that we probably we 1221 01:42:58,320 --> 01:43:04,220 It doesn't meet the criteria of recording it. Okay. Yes. I know you remember that's from the federal government. 1222 01:43:04,580 --> 01:43:10,920 Still so. Yeah. I got it for our souls life. Look at the $20,000. Yeah. It's for your IOU app. 1223 01:43:12,760 --> 01:43:21,020 Yeah. I mean, technically the money is sitting in Calo, yes. But yeah, it won't be and it wouldn't be 1224 01:43:21,020 --> 01:43:25,400 It's incredible for 26, so, I mean, too. 1225 01:43:26,700 --> 01:43:27,840 I mean, 1226 01:43:31,540 --> 01:43:34,480 there's hedging companies that will take that back. 1227 01:43:36,380 --> 01:43:38,240 You're going to be all for something, dude. 1228 01:43:41,360 --> 01:43:42,080 Okay. 1229 01:43:45,920 --> 01:43:48,140 So, that took me a second. 1230 01:43:48,200 --> 01:43:48,900 Yeah, sorry. 1231 01:43:49,420 --> 01:43:55,920 I think it would, it may take other people a second to realize. 1232 01:43:55,920 --> 01:43:59,120 It would be helpful to present it, like we're distinctly. 1233 01:43:59,740 --> 01:44:01,920 And I just had one on the comment, you know, 1234 01:44:02,080 --> 01:44:06,400 when you were talking with addressing Councilmember Triviano's 1235 01:44:06,400 --> 01:44:09,780 questions about the significance of the revenue shortfall 1236 01:44:09,780 --> 01:44:13,100 and identify hey, this is, you know, 8% this is significant 1237 01:44:13,100 --> 01:44:15,820 around, I think we need to be consistent. 1238 01:44:17,320 --> 01:44:23,000 So in other areas of this deck, we talk about, maybe not 1239 01:44:23,000 --> 01:44:25,800 this deck, but this agenda packet, there's 1240 01:44:25,800 --> 01:44:32,040 description that says, the city's finances are sound and stable. But if we have a $800,000 1241 01:44:32,040 --> 01:44:39,800 deficit, and we're saying that a $600,500 is very significant. I don't think it's fair 1242 01:44:39,800 --> 01:44:48,920 to say that this is a sound position when it's in a $800,000 deficit. I think it does the community 1243 01:44:48,920 --> 01:44:53,900 a disservice to try and say that we're okay, but we're actually not because $800,000 is significant. 1244 01:44:53,900 --> 01:44:59,880 It's more significant than you're talking about, but we're describing them differently. 1245 01:45:00,000 --> 01:45:09,860 It says the overall position. Would you take it to account the reserves and that includes our reserves? 1246 01:45:10,900 --> 01:45:17,260 I mean, our reserves are a percent seven million dollars. This is greater than 10 percent of reserves in one year. 1247 01:45:17,380 --> 01:45:24,180 I think that's still a sound and stable position. Can we compare it to other cities here? 1248 01:45:24,180 --> 01:45:32,300 I mean as we are stable for this year we are stable 1249 01:45:37,040 --> 01:45:39,600 but I can't I wouldn't 1250 01:45:39,600 --> 01:45:46,240 in good conscience say that this is sustainable so if it's not sustainable then I 1251 01:45:46,240 --> 01:45:52,660 do not think it is sound it is accurate but we cannot sustain like this I 1252 01:45:52,660 --> 01:45:57,460 would agree so and that's why we're going to talk about the other item later 1253 01:45:57,460 --> 01:46:01,180 But, I just want to, you know, I don't want to sure about the messaging. 1254 01:46:01,560 --> 01:46:03,380 We need to be like very clear on what's happening. 1255 01:46:03,760 --> 01:46:05,460 There is a structural issue. 1256 01:46:06,580 --> 01:46:08,360 It's not any one thing. 1257 01:46:08,660 --> 01:46:13,180 It's not a huge, you know, it's not like there's a panacea that we can flip the switch. 1258 01:46:13,440 --> 01:46:16,240 It is everything is more expensive and all the money is less. 1259 01:46:17,100 --> 01:46:20,820 So, um, and that's a problem that we need to address. 1260 01:46:21,380 --> 01:46:25,640 And I think kind of leading up with, hey, we're okay, everything's fine. 1261 01:46:25,640 --> 01:46:27,900 It's not, it's not the right messaging. 1262 01:46:28,780 --> 01:46:29,220 So. 1263 01:46:29,220 --> 01:46:30,220 I concur. 1264 01:46:31,140 --> 01:46:33,280 I'd like that you actually vocalize that. 1265 01:46:35,720 --> 01:46:36,340 Okay, sorry. 1266 01:46:36,500 --> 01:46:38,460 We're going to interrupt you a lot, so please continue. 1267 01:46:41,610 --> 01:46:43,850 I'm getting good at it. 1268 01:46:44,110 --> 01:46:44,270 Okay. 1269 01:46:45,010 --> 01:46:45,230 27. 1270 01:46:46,350 --> 01:46:47,530 And why are there black bars? 1271 01:46:49,090 --> 01:46:51,490 Because there's no data in those fields and 1272 01:46:53,820 --> 01:46:56,580 I will no longer put black boxes there. 1273 01:46:56,980 --> 01:47:00,900 I didn't realize there were the restile sheets on this, but that's what we'll do this. 1274 01:47:00,900 --> 01:47:03,880 I would just leave it exactly the same format, so it's not distracting. 1275 01:47:05,080 --> 01:47:05,140 Okay. 1276 01:47:05,800 --> 01:47:06,340 Good to know. 1277 01:47:07,580 --> 01:47:16,840 All right, so for 27, what we're recommending is a series of adjustments that are detailed 1278 01:47:16,840 --> 01:47:25,460 in attachment A that include all the funds, but what we're looking at here in this chart is 1279 01:47:25,460 --> 01:47:34,220 just the general fund, that would move revenue down for all the reasons we've just been talking 1280 01:47:34,220 --> 01:47:36,420 about for the things that have gone away. 1281 01:47:38,040 --> 01:47:44,100 And we're estimating that to be roughly 5.8 million in the in the in 27. 1282 01:47:46,100 --> 01:47:54,900 And that with all of the expenditures, salaries and services and supplies, including the items 1283 01:47:54,900 --> 01:48:03,020 that you wanted us to price in from the April 7th meeting, that would create an expenditure 1284 01:48:03,020 --> 01:48:15,280 budget of just over 7 million. And so the deficit in the adjusted budget is 1.165 million dollars. 1285 01:48:16,240 --> 01:48:23,500 That would take the fund balance from 6.1 million down to just under 5 million dollars. 1286 01:48:27,820 --> 01:48:32,780 So here's, what do you have one question on that? 1287 01:48:33,080 --> 01:48:38,980 So I think at the last meeting, and I think, Mayor Juan, you brought this up, 1288 01:48:39,460 --> 01:48:47,160 we were going to sort of separately recognize the use of reserve funds, 1289 01:48:47,860 --> 01:48:51,220 right, kind of an itemized, right? 1290 01:48:51,220 --> 01:48:55,380 So it doesn't show extreme deficit spending, 1291 01:48:55,380 --> 01:49:01,180 because most of those, I believe, were like one time expenses. 1292 01:49:02,960 --> 01:49:09,620 So, and we've, we've detailed that out in a second here, but what we did do is, 1293 01:49:10,580 --> 01:49:15,240 because the reserves are within the context of general fund, 1294 01:49:15,280 --> 01:49:20,280 you've got to bring them in to be able to then move them out to the, 1295 01:49:20,540 --> 01:49:23,200 where we put most of these things, we're in the CIP budget, 1296 01:49:23,200 --> 01:49:25,340 So that everything had a discrete budget. 1297 01:49:25,580 --> 01:49:28,780 That was the direction that staff was given last time. 1298 01:49:29,180 --> 01:49:33,820 So for those capex type expenses that we identified, 1299 01:49:34,380 --> 01:49:39,360 we created new or intended create once, 1300 01:49:39,660 --> 01:49:43,640 if you were to approve this, separate CIP projects 1301 01:49:44,740 --> 01:49:46,120 for those other items. 1302 01:49:46,160 --> 01:49:48,840 So they'd be accounted for there separately. 1303 01:49:49,020 --> 01:49:51,920 But in order to bring that reserve, those reserve funds in, 1304 01:49:51,920 --> 01:49:57,340 We'd bring him into the general fund and then disperse him to whether it's the capital 1305 01:49:57,340 --> 01:49:59,960 expended our CIP fund or whatever. 1306 01:50:03,040 --> 01:50:09,200 That's why that's why it shows that way because the revenue comes in there first before it gets distributed. 1307 01:50:10,380 --> 01:50:10,740 Okay. 1308 01:50:10,920 --> 01:50:13,400 Does it come in as revenue, or is it just the end of fund transfer? So I'm looking at now 1487 02:02:31,810 --> 02:02:32,990 I'm looking at 1488 02:02:32,990 --> 02:02:33,850 202 1489 02:02:33,850 --> 02:02:34,370 Yes 1490 02:02:34,870 --> 02:02:38,610 has the same code of 7520 project cost, but it was 1491 02:02:38,610 --> 02:02:46,250 710,000. What are we looking at here? So is that a different year? No 202 is a different that's RMR 1492 02:02:46,250 --> 02:02:48,470 Thank you. 1493 02:02:48,870 --> 02:03:02,850 And so it's any of the road progress, many of the projects in the CIP that were pavement oriented or street light oriented are using a mixture of RMLRA measure J, right? 1494 02:03:02,850 --> 02:03:10,870 So we can go back to the CIP and tease these out, which the exactly these dollar amounts were. 1495 02:03:11,330 --> 02:03:22,970 But I'm going to bet dollars to donuts that we backed these out because it's the second year again of the road program in Clayton. 1496 02:03:23,670 --> 02:03:30,490 Okay, and so then as I'm looking down at these other codes that mentioned all of the ones you just mentioned, for example, it's fund 303. 1497 02:03:30,490 --> 02:03:39,370 And they have, next to them, transfer from measure J, transfer from who to gas tax, transfer from the grants, transfer from RMRA. 1498 02:03:41,610 --> 02:03:42,370 What are those numbers? 1499 02:03:42,450 --> 02:03:46,750 Those are all the, so 303 is where all of our capital improvement projects live. 1500 02:03:47,110 --> 02:03:49,850 That's the fund that they all live in. 1501 02:03:50,030 --> 02:03:54,590 So the funds from those other line items 202 and 220 moved into 303. 1502 02:03:54,590 --> 02:04:09,110 It would have moved in in 2026, yes, but there was because we collect the money, it is revenues, then you move them in the second year when we're actually programming the projects. 1503 02:04:15,650 --> 02:04:20,030 Dennis, may I also ask you what the balance is in our surf fund? 1504 02:04:20,210 --> 02:04:27,030 We had about 700,000 at one point. Have we used some of that already for? 1505 02:04:27,030 --> 02:04:29,610 We have vehicles for vehicles. 1506 02:04:30,410 --> 02:04:39,430 We still have earmarked to 171 or 175 or something for the library refresh project that are programmed in there. 1507 02:04:39,850 --> 02:04:40,950 Yes, so all that's in there. 1508 02:04:41,030 --> 02:04:42,750 And the balance is 1509 02:04:44,890 --> 02:04:46,970 700 issues. 1510 02:04:47,730 --> 02:04:48,210 Still still. 1511 02:04:48,210 --> 02:04:49,650 Still 700 issues. 1512 02:04:50,050 --> 02:04:52,690 And that's there almost four. 1513 02:04:53,950 --> 02:04:58,030 Yeah, you'll see in the attachment B. 1514 02:04:58,030 --> 02:04:59,110 did for 1515 02:05:00,000 --> 02:05:16,040 The projects that you asked us about last time that we use Sir for some of those projects. In particular, yeah, which is, that's, that's kind of, we saw it to you. 1516 02:05:16,040 --> 02:05:25,120 Who does Sir for the measure today? So though, and those are actually on the top of it, it's a good way to talk about councilwoman, councilmember, 1517 02:05:25,120 --> 02:05:28,840 However, tillman's questions about where's the funding 1518 02:05:28,840 --> 02:05:31,740 come from for some of the existing CIP projects, 1519 02:05:31,980 --> 02:05:33,620 we've listed some of those funding sources, 1520 02:05:34,320 --> 02:05:36,960 who to being another one of them. 1521 02:05:37,400 --> 02:05:41,940 You actually, in that one, you see the 26 paving projects 1522 02:05:41,940 --> 02:05:45,300 and restriping for a month or a parkway, 1523 02:05:45,820 --> 02:05:48,780 that has the most significant mixture 1524 02:05:48,780 --> 02:05:53,060 of all those different funds for those particular projects. 1525 02:05:56,020 --> 02:05:56,580 But 1526 02:06:02,150 --> 02:06:03,470 any other questions? 1527 02:06:04,290 --> 02:06:05,190 I have questions. 1528 02:06:06,570 --> 02:06:08,170 Okay, so now you have me looking at this detail. 1529 02:06:12,900 --> 02:06:13,860 That's okay? 1530 02:06:14,360 --> 02:06:18,960 So, okay, so I'm looking at page 48 of the agenda packet. 1531 02:06:18,980 --> 02:06:21,160 This is the beginning of attachment A. 1532 02:06:22,360 --> 02:06:24,580 Which is coincidentally, is also labeled page 48. 1533 02:06:25,140 --> 02:06:26,060 So that's okay. 1534 02:06:28,240 --> 02:06:32,320 Towards the bottom, the third or the third of the page, 1535 02:06:32,320 --> 02:06:43,740 It says total adjusted revenue 7.008 and total budget revenue 7.5901, you see what I'm seeing? 1536 02:06:45,720 --> 02:06:50,120 So this makes me think about the prior discussion we just had about the $58,000 1537 02:06:51,620 --> 02:06:52,860 unfavorable on revenue. 1538 02:06:53,840 --> 02:06:58,160 This represents a $1.1 million or a favorable on revenue. 1539 02:06:59,660 --> 02:07:03,720 So, how do I interpret that? 1540 02:07:06,040 --> 02:07:11,780 So, I think part of what you're seeing there is the effect of on the very top row on that page, 1541 02:07:12,100 --> 02:07:14,920 the 32 line item 3201. 1542 02:07:15,700 --> 02:07:20,720 Part of what you're seeing is that transfer in for the 1.165 1543 02:07:22,200 --> 02:07:27,380 for a million for the projects from the reserves. 1544 02:07:27,960 --> 02:07:30,220 Oh, so we're reflecting that as I mean, correct. 1545 02:07:30,800 --> 02:07:31,300 Okay, got it. 1546 02:07:31,320 --> 02:07:31,740 Let me sense. 1547 02:07:32,260 --> 02:07:34,080 So that's weird, but I see what yours. 1548 02:07:34,120 --> 02:07:34,720 I see the math. 1549 02:07:35,000 --> 02:07:35,500 That's weird. 1550 02:07:37,820 --> 02:07:41,620 And then whenever we have a schedule like this, 1551 02:07:43,430 --> 02:07:45,450 can we put all the columns? 1552 02:07:47,090 --> 02:07:47,250 Sure. 1553 02:07:48,210 --> 02:07:49,670 Because like, half the columns aren't fit, 1554 02:07:49,950 --> 02:07:51,450 and I like it. 1555 02:07:51,450 --> 02:07:52,770 It throws off my sense of order. 1556 02:07:55,050 --> 02:07:57,130 So we'll fix that for your sense of order. 1557 02:07:57,130 --> 02:07:58,790 It'll help us, too. 1558 02:08:03,320 --> 02:08:04,760 It means have a total of total. 1559 02:08:05,300 --> 02:08:05,560 Okay, 1560 02:08:09,340 --> 02:08:10,540 that's, I think that's my question. 1561 02:08:11,880 --> 02:08:14,400 Anything else, I'll go back to the. 1562 02:08:17,560 --> 02:08:18,220 Hi, Dan. 1563 02:08:18,460 --> 02:08:19,340 Take a presentation. 1564 02:08:37,420 --> 02:08:41,980 So, just to put up, I think we've, I think we've covered all this. 1565 02:08:42,040 --> 02:08:43,640 If you want to go back, we can. 1566 02:08:44,380 --> 02:08:52,280 Now I wanted to move on to discussions of the reserve funding for some of the projects you 1567 02:08:52,280 --> 02:08:54,000 identified at the last meeting. 1568 02:08:55,740 --> 02:09:00,620 This slide represents kind of the conglomeration 1569 02:09:00,620 --> 02:09:05,900 of all of those amounts and the source of the funds 1570 02:09:05,900 --> 02:09:07,380 for each of them. 1571 02:09:07,520 --> 02:09:10,780 So you'll notice that some of the firearms tactical gear 1572 02:09:10,780 --> 02:09:14,020 and the computer that gets installed in the one police 1573 02:09:14,020 --> 02:09:21,100 vehicle took that from surf, the contract for the cameras 1574 02:09:21,100 --> 02:09:24,700 and whatnot for the grove and for community park. 1575 02:09:24,940 --> 02:09:29,140 We took from serve the emergency operation plans. 1576 02:09:29,380 --> 02:09:37,520 We found some money there from SLSF, the grant funding to law enforcement programming. 1577 02:09:38,200 --> 02:09:44,360 We found that we found the right amount in unused and SLSF at this point. 1578 02:09:45,040 --> 02:09:51,080 And then almost everything else we connected back to CIP, just because there was a 1579 02:09:51,080 --> 02:09:57,760 capital projects again using the reserve for those funds and then also the permit tracking 1580 02:09:57,760 --> 02:09:59,980 software as well as the bodywork. 1581 02:10:00,000 --> 02:10:09,340 Foreign cameras in the service contract that goes with that. We're identifying as general fund expenses, 1582 02:10:10,140 --> 02:10:16,420 because that's going to be an ongoing cost for the contract. And then the fund balance from 1583 02:10:16,420 --> 02:10:18,960 general fund for those out years. 1584 02:10:22,280 --> 02:10:25,520 And I will say this. I mean, technically, we don't have to transfer 1585 02:10:25,520 --> 02:10:32,200 the amount for the 28 deficit, because we're not facing that. So we've listed it there more for 1586 02:10:32,200 --> 02:10:39,200 So we won't, this doesn't include moving bad amount of money over to cover that. 1587 02:10:40,240 --> 02:10:43,980 When we talked last meeting, we talked about certain CIP items as well. 1588 02:10:44,360 --> 02:10:49,860 I think I'm trying to remember what section of the discussion they were in, like the sidewalk components. 1589 02:10:50,660 --> 02:10:52,260 Where did those end up here? 1590 02:10:53,100 --> 02:11:01,420 So, at the last meeting, we did not receive clear direction to proceed on that sidewalk project that was listed on the options. 1591 02:11:02,660 --> 02:11:08,340 We did, I'm talking about the four OXLAN sidewalk that you are getting estimate, we have 1592 02:11:08,340 --> 02:11:08,920 that funded. 1593 02:11:09,060 --> 02:11:09,740 That's what we funded. 1594 02:11:10,000 --> 02:11:10,680 In the CIP. 1595 02:11:11,180 --> 02:11:11,300 Yeah. 1596 02:11:11,300 --> 02:11:11,620 That's what I'm saying. 1597 02:11:11,780 --> 02:11:16,080 I was going to make sure that it's not new on the list, it's existing. 1598 02:11:17,880 --> 02:11:23,540 So that this kind of adds to the CIP, it doesn't take anything out, so maybe it does. 1599 02:11:24,200 --> 02:11:25,100 I don't want to get lost. 1600 02:11:26,920 --> 02:11:27,580 It's there. 1601 02:11:27,880 --> 02:11:28,200 It's there. 1602 02:11:28,900 --> 02:11:33,340 And we've got actually design estimates and whatnot already on that. 1603 02:11:33,920 --> 02:11:35,100 So we're going to start tomorrow. 1604 02:11:36,340 --> 02:11:38,920 We could maybe start the goods next week. 1605 02:11:41,700 --> 02:11:50,760 So these are what we built into the built into the 27 budget based on your direction from last time. 1606 02:11:52,040 --> 02:11:54,260 And then just to kind of wrap up, you know, 1607 02:11:54,260 --> 02:12:01,440 I do say that there is a soundness to the budget and some stability based on the reserve funds. 1608 02:12:02,340 --> 02:12:12,040 But we all know that those are one time and using them now for ongoing expenses is not a best. 1609 02:12:12,300 --> 02:12:13,280 I won't say it. 1610 02:12:13,400 --> 02:12:19,400 It's not a good choice on the city's part for the most part. 1611 02:12:19,400 --> 02:12:22,280 You could do it for emergencies, you could do it on a limited time basis. 1612 02:12:22,780 --> 02:12:28,880 I would say we're probably in kind of one of those circumstances, but we need to be cautious 1613 02:12:28,880 --> 02:12:30,780 of that. 1614 02:12:32,840 --> 02:12:39,500 When we did the recommended adjusted budget, we had already in the operations and maintenance 1615 02:12:39,500 --> 02:12:40,380 side of the budget. 1616 02:12:40,380 --> 02:12:45,620 We had already reduced the deficit by a number of other changes in half from what had 1617 02:12:45,620 --> 02:12:47,240 been adopted last year. 1618 02:12:47,240 --> 02:13:04,500 So, we started with that, reducing those expenditures, reducing that, so it netted out to a half of the deficit about $345,000 in deficit spending, if you will. 1619 02:13:04,800 --> 02:13:11,300 But then we added the projects at your direction at the last one, and that's why we are where we are. 1620 02:13:11,300 --> 02:13:18,720 Can I for contact? So if we go to the summary of my 27 suggested revisions, I think it's like eight slides up or something now for 1621 02:13:20,060 --> 02:13:33,040 The one that showed the negative one point one once this is one. Yeah, is that number inclusive of the one time spending that was reflected in the other slide. Yes, sir 1622 02:13:33,960 --> 02:13:35,920 so like this is the part that 1623 02:13:36,920 --> 02:13:38,780 this is the part that 1624 02:13:39,800 --> 02:13:45,280 could be misleading to me at least. I don't know anyone else, but like I would 1625 02:13:45,280 --> 02:13:54,340 like to see the regular deficit projected 27 and then adding a column that says 1626 02:13:55,640 --> 02:14:00,660 one time spend and then total so that you will still see the same one one six 1627 02:14:00,660 --> 02:14:06,380 five but that will break out the that one time spent. That's what we were talking 1628 02:14:06,380 --> 02:14:19,800 That's what I was poorly describing last week or last meeting so that it's very clear that all of this deficit this component is one time in winter 1629 02:14:20,380 --> 02:14:23,700 That's what I would that's that that's a meza 1630 02:14:23,700 --> 02:14:29,100 Okay, we're in an in helpful presentation. The dollar amounts for both of those. They are not budgeted in, but I brought them forward because there wasn't, I don't think a clear consensus to add them. 1638 02:15:17,540 --> 02:15:18,880 is at the budget schedule. 1639 02:15:19,120 --> 02:15:20,820 Budget attachment be yes. 1640 02:15:21,100 --> 02:15:22,840 So at the very bottom of the page, 1641 02:15:23,120 --> 02:15:26,520 you'll notice I headed that currently unbudgeted 1642 02:15:26,520 --> 02:15:30,940 and it gives the two phases and the total. 1643 02:15:34,320 --> 02:15:37,720 So tonight you need what from us, exactly. 1644 02:15:38,800 --> 02:15:42,560 What I would appreciate if you're ready to 1645 02:15:42,560 --> 02:15:45,140 would be to approve the budget revisions 1646 02:15:45,140 --> 02:15:52,800 including the augmentations that you asked for on April 7th as you may choose to further 1647 02:15:52,800 --> 02:15:59,440 amend them tonight or direction to go back and do something different. 1648 02:16:00,400 --> 02:16:03,980 Okay, so let me just, I gotta go back to the question. 1649 02:16:04,080 --> 02:16:10,700 That one one six five, you said it was inclusive of these items, but these items on that list 1650 02:16:10,700 --> 02:16:14,380 Represent something like 2.5 million. 1651 02:16:16,500 --> 02:16:27,060 I'm just doing the math in my head real quick, but I'm guessing it's about 2.5 if you put it because every time there's a column of numbers, there should be of total at the bottom so that you can see every time. 1652 02:16:29,540 --> 02:16:37,320 I think it's 2.5, so if the deficit is projected at 1.165 and this is inclusive of 2.5, 1653 02:16:39,370 --> 02:16:41,810 I don't think it's inclusive of 2.5 as well I'm saying. 1654 02:16:42,490 --> 02:16:44,030 It is not inclusive of 2.5. 1655 02:16:44,110 --> 02:16:44,630 It can't be. 1656 02:16:45,010 --> 02:16:46,450 So what is it actually including? 1657 02:16:48,130 --> 02:16:54,690 So what's included in there are the total price of all of those pieces. 1658 02:16:54,690 --> 02:16:59,950 So this is really about reconciling just the CIP pieces. 1659 02:17:00,750 --> 02:17:04,190 This list also includes, let me go back. 1660 02:17:04,210 --> 02:17:06,350 Can you refer to which list you're looking at? 1661 02:17:06,470 --> 02:17:07,950 I've got several taps open. 1662 02:17:08,370 --> 02:17:09,990 Yes, that would be, thank you. 1663 02:17:10,490 --> 02:17:13,610 Is one list, and then the other one is this slide. 1664 02:17:13,650 --> 02:17:15,450 So this is like 2.5, right? 1665 02:17:15,650 --> 02:17:20,550 It would take with the, yes, with the deficits. 1666 02:17:21,230 --> 02:17:23,670 So does it include all, because my question earlier 1667 02:17:23,670 --> 02:17:24,970 was, does it include these things? 1668 02:17:25,070 --> 02:17:26,870 And you said yes, but I'm guessing no. 1669 02:17:26,910 --> 02:17:27,930 The answer is actually no. 1670 02:17:28,650 --> 02:17:30,470 It may include, does it maybe it 1671 02:17:30,470 --> 02:17:32,170 includes everything but the bottom three lines? 1672 02:17:34,840 --> 02:17:36,440 It does not include the library refresh. 1673 02:17:37,080 --> 02:17:38,160 Well, that's not listed here. 1674 02:17:38,220 --> 02:17:39,240 Yeah, that's not listed. 1675 02:17:42,250 --> 02:17:44,970 So I guess what I would say is, I don't feel comfortable 1676 02:17:44,970 --> 02:17:46,310 saying yes at this point. 1677 02:17:46,370 --> 02:17:50,090 I would like to see it presented in a more cohesive way 1678 02:17:50,090 --> 02:17:53,630 that shows exactly what we're adding, you know what I mean? 1679 02:17:53,630 --> 02:17:58,670 Okay, with that layout, with the column or layout, so we can 1680 02:17:58,670 --> 02:18:02,480 Attachment B. Like I think that would be very clear so then then we all know what we're, what we're being asked to approve. 1693 02:18:55,000 --> 02:18:57,600 Is that, that's just my take I don't know if you guys have thoughts on that. 1694 02:18:57,600 --> 02:19:03,660 Well, I was just wondering, could we bring up attachment B and go through that a little bit? 1695 02:19:04,300 --> 02:19:05,940 That is in the packet. 1696 02:19:06,980 --> 02:19:08,540 Is it a standard deck? 1697 02:19:08,900 --> 02:19:10,000 It's not in the deck. 1698 02:19:10,660 --> 02:19:11,300 Is it this? 1699 02:19:11,360 --> 02:19:12,560 Yeah, I can't. 1700 02:19:12,860 --> 02:19:13,620 Oh, yeah, 1701 02:19:21,560 --> 02:19:22,780 we didn't talk about this one. 1702 02:19:23,140 --> 02:19:24,160 We didn't. 1703 02:19:24,300 --> 02:19:26,900 And I think we should just kind of go through it, right? 1704 02:19:26,900 --> 02:19:32,000 Before we finish up here, everybody's up children. 1705 02:19:43,110 --> 02:19:43,890 The AC is working. 1706 02:19:43,890 --> 02:19:47,190 in the AC of definitely overworking. 1707 02:20:01,810 --> 02:20:05,310 It's in the packet. Let's see if there's a hint. 1708 02:20:05,570 --> 02:20:07,290 It's 55. Okay. 1709 02:20:30,840 --> 02:20:32,600 Say 55? Yeah. 1710 02:20:59,280 --> 02:21:01,340 That's so small. I was 1711 02:21:10,400 --> 02:21:14,000 going to say, did you want to walk us through it? 1712 02:21:16,580 --> 02:21:23,100 Or for a, for a, I, for a, a level setting, what's included and what's not included is it all included already? 1713 02:21:23,840 --> 02:21:35,100 So what we included anything in here that was connected back to the CIP expenses, the from your list. 1714 02:21:35,740 --> 02:21:40,620 So if it was in the jump, so then we blow that put in the deficit amounts. 1715 02:21:41,600 --> 02:21:51,300 So the delta I think we're looking at are the other things from the list and the slide deck that we're listed as 1716 02:21:53,360 --> 02:21:55,320 or general fund, 1717 02:21:58,690 --> 02:22:03,170 what I was trying to represent with this schedule was how we moved 1718 02:22:03,170 --> 02:22:09,990 at the request of the council, what we moved in to basically creating CIP type funding projects 1719 02:22:09,990 --> 02:22:14,670 that would be reflected even though they're not part of the official CIP. 1720 02:22:15,250 --> 02:22:17,910 As a way to track the expenses for each of those. 1721 02:22:18,150 --> 02:22:20,210 So are these net news all? 1722 02:22:20,210 --> 02:22:24,310 No, the top, the top $3 million is continuing. 1723 02:22:25,490 --> 02:22:26,870 But that's what that meant. 1724 02:22:26,990 --> 02:22:28,590 But the sidewalk's not there. 1725 02:22:29,670 --> 02:22:33,490 It wasn't inclusive of everything that's in the CIP. 1726 02:22:33,770 --> 02:22:36,090 That's what I was like, where's the rest of the, 1727 02:22:36,190 --> 02:22:36,910 what is the continuing? 1728 02:22:37,110 --> 02:22:38,430 I thought there was a page saying. 1729 02:22:38,910 --> 02:22:45,510 No, so these were the things that I can't remember 1730 02:22:45,510 --> 02:22:46,670 why what we put up there. 1731 02:22:46,950 --> 02:22:49,070 But they're continuing projects because they're under, 1732 02:22:49,070 --> 02:22:51,350 their basically under way. 1733 02:22:53,360 --> 02:22:58,320 Okay, and then the 2027, the next section, or some of the things 1734 02:22:58,320 --> 02:23:04,080 we talked about at the last meeting that we said yes, we want to move forward with and those 1735 02:23:04,080 --> 02:23:12,540 are coming out of general fund reserves. Correct. And then how are those, and that's 20, 20, 1736 02:23:12,540 --> 02:23:14,560 Well, they would be for twenty-seven. 1737 02:23:14,820 --> 02:23:25,600 Twenty-seven. So the next reserve usage is to cover deficit in different years. 1738 02:23:26,040 --> 02:23:28,400 Twenty-six, twenty-seven, twenty-eight. 1739 02:23:28,500 --> 02:23:28,740 Right. 1740 02:23:35,960 --> 02:23:38,980 And all we would be doing for the, I mean, twenty-six, 1741 02:23:39,660 --> 02:23:43,240 we're going to technically need to use at the end of the year. 1742 02:23:44,280 --> 02:23:46,720 Right. That one, twenty-seven, 1743 02:23:46,720 --> 02:23:54,520 be for the budget year, so we would use that in June of 2027 if we have it whatever the 1744 02:23:54,520 --> 02:24:00,340 deficit is at that point that would be earmarked for that and then the same with 28 in June 1745 02:24:00,340 --> 02:24:08,290 of 28 we're putting aside 476,000 but we wouldn't touch that need to touch that until June 30 of 1746 02:24:09,630 --> 02:24:18,750 So just two questions if we agree to this entire list, which I don't know if we're going to do that tonight. 1747 02:24:19,550 --> 02:24:26,290 None of it is affecting our reserve policy at 40%. 1748 02:24:27,010 --> 02:24:29,250 If you recall, I had a slide. 1749 02:24:29,670 --> 02:24:38,170 It's in the presentation where I do the calculation of what the reserve policy is and what the estimated reserve balance would be at that point. 1750 02:24:38,170 --> 02:24:40,190 Let me just go back to the presentation. 1751 02:24:41,770 --> 02:24:47,410 And then library refresh being we haven't started phase one, which will be starting this fall. 1752 02:24:48,250 --> 02:24:51,490 We can always talk about phase two and three at a later date. 1753 02:24:52,550 --> 02:24:55,950 Unless we want to make a decision tonight. 1754 02:24:56,950 --> 02:24:59,790 If I may, I'm a library refresh. 1755 02:25:00,000 --> 02:25:10,140 After my meeting today, there were a couple of requests to add some electrical in the teen study session in a floor outlet in a general area. 1756 02:25:10,920 --> 02:25:21,860 And if we, for those two, we're probably looking at about $20,000 max to do that. We have an explored it. We don't know what's under the ground kind of a placeholder. 1757 02:25:22,260 --> 02:25:27,820 That's the only thing I would offer up as an additional for this evening, and I just found that out today. 1758 02:25:28,960 --> 02:25:35,620 The other items we would hold, we can hold off to a later date and decide what we want to do. 1759 02:25:36,060 --> 02:25:42,860 Okay. And Dennis, I see your summary page where you say, for 2026. 1760 02:25:45,640 --> 02:25:51,560 But I mean, so my question was just the 40% like we're not close yet. 1761 02:25:52,000 --> 02:25:52,580 We're not close yet. 1762 02:25:52,740 --> 02:25:52,960 Okay. 1763 02:25:53,240 --> 02:25:55,040 We're getting, I mean, it's closer. 1764 02:25:57,740 --> 02:26:02,620 So I've got to ask you about this, so the top of this one is stuff that's continuing. 1765 02:26:04,220 --> 02:26:08,040 The 27 new are stuff we're considering adding. 1766 02:26:10,610 --> 02:26:12,070 Where does the sidewalk falling? 1767 02:26:14,130 --> 02:26:17,150 It's already funded in the existing CIP. 1768 02:26:17,870 --> 02:26:20,290 We don't have to do anything else with it. 1769 02:26:20,850 --> 02:26:23,110 But isn't that the same as the stuff in the top? 1770 02:26:24,810 --> 02:26:30,490 Not all of it, I mean, how do we delineate in the items that are included in the top side? 1771 02:26:30,550 --> 02:26:37,950 I think what I need to do is bring back the entire CIP, that way you'll see that all those are in there still, and that's easiest way to do it. 1772 02:26:38,070 --> 02:26:45,050 Yeah, because yeah, just being really clear on what are we being asked to add versus what's already there, would be really helpful. 1773 02:26:48,720 --> 02:26:53,940 Okay, because I think the new section is not even all of the new, it's just some of the new CIP, right? 1774 02:26:53,940 --> 02:27:00,680 It's the ones that are that we made projects within the CIP section in the fund because they're 1775 02:27:00,680 --> 02:27:01,940 CapEx projects. 1776 02:27:03,840 --> 02:27:04,720 I want to separate it. 1777 02:27:04,800 --> 02:27:09,400 I kind of want to separate those out because what I heard last time was a desire to kind 1778 02:27:09,400 --> 02:27:15,000 of track those separately to make sure that they're kind of contained rather than just putting 1779 02:27:15,000 --> 02:27:18,820 them into a line item budget for service and supplies, for example. 1780 02:27:19,480 --> 02:27:20,340 I think that's a good idea. 1781 02:27:20,340 --> 02:27:25,000 But I would, like, you know, have completeness so that we can see it. 1782 02:27:29,380 --> 02:27:36,620 Maybe if I had another section here in between the CIP projects and the reserve usage for 1783 02:27:36,620 --> 02:27:43,460 those other things that are funded from serve for SLSF and whatnot that are on the other slide deck. 1784 02:27:44,460 --> 02:27:46,080 I would just focus on the ask, right? 1785 02:27:46,140 --> 02:27:49,320 The ask is, hey, can we spend more on these items? 1786 02:27:49,320 --> 02:27:55,520 If we change the budget, and so it's really that's the driver, you want to change it from X to Y, okay? 1787 02:27:55,660 --> 02:28:04,580 So do the walk, okay, and then you can see if we had X, here's Y, here's all the differences when you get from here to there, you could even do like a waterfall or whatever, but, okay? Seeing none, I will close public 1818 02:29:29,780 --> 02:29:40,140 comment on 8d. We will move on to 8e. Now, we will begin our workshop in a moment as we take 1819 02:29:40,140 --> 02:29:53,390 we'll take a two minute recess I don't have to but just to be fair I'll give 1820 02:29:53,390 --> 02:29:56,490 us time to address to adjust and shift gears 1821 02:30:01,990 --> 02:30:03,910 And we're still going back to the gap. 1822 02:30:05,190 --> 02:30:06,950 After, not now. 1823 02:30:10,710 --> 02:30:19,670 Okay, so we are back, I think. Yes, okay, we are back. So this is item, we are moving on to item 8e echo. 1824 02:30:20,590 --> 02:30:25,850 There's a workshop on transactions and use text and landscape maintenance to trick renewal. 1825 02:30:27,110 --> 02:30:30,330 And it's just a time, talk very quickly. 1826 02:30:30,950 --> 02:30:31,810 You got it. 1827 02:30:32,010 --> 02:30:33,350 Happy to do so. 1828 02:30:34,010 --> 02:30:36,270 So as we've been discussing for a while now, 1829 02:30:36,930 --> 02:30:41,590 1% transaction use tax, and also the LMD renewal, 1830 02:30:41,890 --> 02:30:42,890 happening simultaneously. 1831 02:30:43,970 --> 02:30:47,070 So the workshop outline that we have here, 1832 02:30:47,590 --> 02:30:49,090 revisit a little of the history, 1833 02:30:49,970 --> 02:30:53,350 options that we have for the 1% and Council direction, 1834 02:30:53,350 --> 02:30:58,870 some ballot-language options. We are not trying to lock those down tonight. This is a starting point. 1835 02:30:58,890 --> 02:31:06,350 I just want to make that clear that this is kind of towards Smith and Bill and change for both of them. 1836 02:31:06,730 --> 02:31:14,230 And talk about any changes in the LMD ordinance if there are any that this council desires to make. 1837 02:31:17,360 --> 02:31:27,780 So, as we've discussed for the last two hours, revenues are growing slower than expenses, 1838 02:31:30,220 --> 02:31:37,500 and we're burning through some money, and so, with a 1% sales tax measure, that equates 1839 02:31:37,500 --> 02:31:43,380 to a little bit over $1 million as the estimate we've received from HDL, extending the 1840 02:31:43,380 --> 02:31:51,500 the what we talked about last winter with Council with the LMD is an increase in the assessment 1841 02:31:51,500 --> 02:31:56,820 by 10%. So that is something still out there to decide. 1842 02:31:59,390 --> 02:32:02,010 So transaction use tax ordinance options. 1843 02:32:02,790 --> 02:32:08,010 Some of the things that the Council has the opportunity to discuss and decide upon 1844 02:32:08,010 --> 02:32:15,450 The length of the extension, what we talk about in the past is in perpetuity. 1845 02:32:16,410 --> 02:32:22,130 I have mentioned other meetings that there are cities that have put forth a tax measure 1846 02:32:22,130 --> 02:32:28,570 for a period of seven years, 10 years, because Amazon's coming targets coming, they're 1847 02:32:28,570 --> 02:32:30,730 going to bring in this massive revenue influx. 1848 02:32:31,170 --> 02:32:33,590 We won't need the tax measure any longer. 1849 02:32:34,450 --> 02:32:35,650 We are not that city. 1850 02:32:35,650 --> 02:32:39,250 I know I'll call Amazon tomorrow, 1851 02:32:41,730 --> 02:32:48,090 but so without the new money coming on the horizon we 1852 02:32:48,090 --> 02:32:52,310 recommend that moving forward this would be in perpetuity because there is no save 1853 02:32:52,310 --> 02:33:05,630 you're coming in terms of development or you know retail outlets, point of sale from a 1854 02:33:07,290 --> 02:33:10,170 Is there appetite for an oversight body? 1855 02:33:10,610 --> 02:33:15,370 Currently, this is a general fund taxing money goes directly to the general fund. 1856 02:33:15,790 --> 02:33:18,290 You would automatically be the oversight committee. 1857 02:33:18,970 --> 02:33:24,030 But is there interest to have a separate body as an oversight? 1858 02:33:24,350 --> 02:33:26,950 It could be a newly formed body. 1859 02:33:26,950 --> 02:33:30,290 It could be an amended FSC group. 1860 02:33:30,290 --> 02:33:32,510 It could be a variety of different things. 1861 02:33:32,510 --> 02:33:38,250 or it can be the count, that's part of the discussion. 1862 02:33:38,930 --> 02:33:40,370 And part two, that was who is the body. 1863 02:33:40,950 --> 02:33:43,490 If you're going to create a body, how many members 1864 02:33:43,490 --> 02:33:46,650 are you going to look at putting on there? 1865 02:33:47,690 --> 02:33:49,570 And what are their roles, responsibilities, 1866 02:33:49,930 --> 02:33:50,550 how often are they meeting? 1867 02:33:50,670 --> 02:33:52,090 Are they just looking at mid-year? 1868 02:33:53,090 --> 02:33:54,750 And the clothes out on the new budget? 1869 02:33:55,170 --> 02:33:56,250 What does that look like? 1870 02:33:56,290 --> 02:33:59,350 So it's a full development of the oversight. 1871 02:33:59,350 --> 02:33:59,610 I 1872 02:34:02,010 --> 02:34:09,770 will stop there and turn it over to you for discussion on those few items that I just went over. 1873 02:34:10,370 --> 02:34:11,370 Thoughts questions? 1874 02:34:11,610 --> 02:34:12,750 I do have one. 1875 02:34:13,370 --> 02:34:16,770 On the transition, transaction tax, language. 1876 02:34:17,630 --> 02:34:19,990 Is that said in stone or towards be changed? 1877 02:34:20,490 --> 02:34:21,670 This is a jumping off point. 1878 02:34:23,710 --> 02:34:25,850 We're going to workshop the hell out of that. 1879 02:34:26,070 --> 02:34:26,470 What's that? 1880 02:34:26,970 --> 02:34:28,010 We'll work hard. 1881 02:34:29,890 --> 02:34:31,730 We'll work hard. 1882 02:34:31,730 --> 02:34:35,910 need to do that. Hopefully use AI to generate this. 1883 02:34:38,600 --> 02:34:43,540 So, do you want us to answer the things on this slide now? 1884 02:34:44,580 --> 02:34:46,780 Let's give feedback. Yeah. Why feedback? 1885 02:34:48,260 --> 02:34:51,860 Anyone have any questions of staff before we talk about feedback? 1886 02:34:54,090 --> 02:34:59,970 Well, the one question I do have is the oversight body. Can you describe it? 1887 02:35:00,000 --> 02:35:11,400 Rolls of what that oversight body would do, and I didn't realize it could be the council. I thought it might be community members that came together. So what does that mean oversight body? 1888 02:35:11,720 --> 02:35:16,560 It could be. Somebody's going to review that the money is being spent, where we say it's going to be spent. 1889 02:35:17,020 --> 02:35:22,340 What's your doctor? What's unique about this is it's general fund money. 1890 02:35:23,300 --> 02:35:34,180 So, yeah, it's not, so I'll use the LMD as an example, the TLC, that money has to be spent on specific things you can't pay police officers with it, right? 1891 02:35:34,580 --> 02:35:41,320 So part of the TLC mission is to review the expenditures, make sure that the money was spent inside the district for district purposes. 1892 02:35:41,920 --> 02:35:50,240 This is a little unique because it's general fund money, so there's really no strings attached to it. 1893 02:35:50,240 --> 02:35:55,540 This isn't the community body that you said could form if they want to. 1894 02:35:55,740 --> 02:35:56,120 No, no. 1895 02:35:56,240 --> 02:35:56,340 No. 1896 02:35:56,700 --> 02:35:58,280 Yeah, that's what I just want to make sure. 1897 02:35:58,680 --> 02:35:59,540 So this is after. 1898 02:35:59,840 --> 02:36:00,900 So it's after the election. 1899 02:36:01,020 --> 02:36:03,660 Why couldn't we use the finance committee? 1900 02:36:04,240 --> 02:36:04,940 Those are citizens? 1901 02:36:05,320 --> 02:36:09,080 I think it's not the discretion of the council in how we propose the language. 1902 02:36:09,540 --> 02:36:09,840 Correct. 1903 02:36:10,200 --> 02:36:14,260 But I would say having an oversight body of general fund money is silly. 1904 02:36:15,300 --> 02:36:18,360 We should have any, we should not have an oversight body. 1905 02:36:18,360 --> 02:36:23,320 because it's general fun. There is no, the only rule is that it's for legal purposes. 1906 02:36:24,640 --> 02:36:26,960 Right, what are they going to do? 1907 02:36:26,980 --> 02:36:27,500 What are they going to do? 1908 02:36:27,500 --> 02:36:28,420 Task of oversight. 1909 02:36:29,380 --> 02:36:32,620 Yeah, and I don't think people feel comfortable with it. 1910 02:36:32,620 --> 02:36:33,520 There's an oversight there. 1911 02:36:33,740 --> 02:36:34,220 Look at that. 1912 02:36:34,660 --> 02:36:35,340 I did everywhere. 1913 02:36:35,500 --> 02:36:36,120 School district. 1914 02:36:36,320 --> 02:36:39,300 Yeah, but those are specific specific purposes. 1915 02:36:39,620 --> 02:36:40,620 This is general fun. 1916 02:36:41,520 --> 02:36:45,780 So if you look at other jurisdictions who impose a general 1917 02:36:45,780 --> 02:36:51,760 fun sales tax, it's not a thing. Yeah, so that's one 2063 02:44:52,950 --> 02:44:59,190 Where's the the acre I would rather say per parcel 2064 02:45:01,490 --> 02:45:10,690 It says, per residential parcel, or per acre, for non-essential pressure, or portion thereof, you could love it a lot of words and say per parcel. 2065 02:45:13,800 --> 02:45:21,660 So what that would do if we take out the acre thing, it would change it for non-residential properties. 2066 02:45:22,980 --> 02:45:27,440 And so that would change the dollar amounts collected. 2067 02:45:32,350 --> 02:45:38,250 How much money does that tremendous risk us losing per year by doing that? 2068 02:45:38,570 --> 02:45:46,410 I think probably overall in the city 75,000, and then we, and then we do the 10%, and so we 2069 02:45:46,410 --> 02:45:55,710 do the 10%, we're going to gain 140,000, so half of it we would be, so we're resetting 2070 02:45:55,710 --> 02:46:02,170 the base to get the amount that we need, having the riser, and then having an equal distribution 2071 02:46:05,050 --> 02:46:06,950 versus overweighting large parcels. 2072 02:46:09,350 --> 02:46:09,910 I mean, that's a disadvantage. 2073 02:46:10,430 --> 02:46:11,450 Oh, what do you mean overweighting? 2074 02:46:11,550 --> 02:46:14,310 They're paying the same amount if they have over there now. 2075 02:46:14,770 --> 02:46:19,270 If they have more acres, clearly you're going to pay more, but why would they not? 2076 02:46:21,250 --> 02:46:25,290 So that means that if you own a large parcel, you're paying a greater proportion 2077 02:46:25,290 --> 02:46:27,290 of the maintenance for not your parcel. 2078 02:46:28,210 --> 02:46:29,150 Yeah, it's for you. 2079 02:46:30,110 --> 02:46:32,190 Well, yes, that's what the calculation is. 2080 02:46:34,250 --> 02:46:36,190 But so, like, if you 2081 02:46:39,390 --> 02:46:42,010 theoretically, the assessment 2082 02:46:42,010 --> 02:46:47,830 should be connected to your ability to use the services 2083 02:46:47,830 --> 02:46:49,510 that the district is providing. 2084 02:46:51,110 --> 02:46:56,870 So, if you happen, if you own a large parcel, 2085 02:46:57,890 --> 02:47:04,310 You're going to pay more than the person next to you that's in a residential parcel. 2086 02:47:05,350 --> 02:47:06,610 That's how it's been. 2087 02:47:06,650 --> 02:47:07,630 That is how it's been. 2088 02:47:08,410 --> 02:47:10,570 Your mic is not on. 2089 02:47:11,590 --> 02:47:14,730 It will shift the balance of payment for sure. 2090 02:47:15,330 --> 02:47:15,430 Yes. 2091 02:47:17,230 --> 02:47:19,790 Which is why we're revisiting it. 2092 02:47:20,230 --> 02:47:22,730 And to see is the current balance fair? 2093 02:47:23,250 --> 02:47:23,810 Is that equitable? 2094 02:47:23,810 --> 02:47:31,210 to have someone who has a large parcel pay more without an increase in their level of use. 2095 02:47:31,410 --> 02:47:34,310 Well, when this was written in 2007, 2096 02:47:36,370 --> 02:47:40,250 they have sure the council at that time considered that. 2097 02:47:40,370 --> 02:47:42,550 Well, yeah, I'm sure they did, not saying they did. 2098 02:47:42,590 --> 02:47:48,270 And they wanted to do that because they needed that money to run that district. 2099 02:47:51,340 --> 02:47:54,460 But we had a car for argument to revisit it, right? 2100 02:47:54,580 --> 02:47:55,880 But we can revisit it, yeah. 2101 02:47:56,120 --> 02:47:58,220 So that's what I'm talking about. 2102 02:48:00,840 --> 02:48:01,840 And to 2103 02:48:04,270 --> 02:48:14,730 me, it's like, it should be a function of the usage of the services in the district. 2104 02:48:16,190 --> 02:48:21,370 That's why, like, if you're a family of four and a unit versus a family of four and a different unit, 2105 02:48:21,370 --> 02:48:23,830 You don't pay more because your house is bigger. 2106 02:48:25,170 --> 02:48:28,930 You all have access to the trails and you enjoy the benefit 2107 02:48:28,930 --> 02:48:31,490 that the assessment is supervised in terms of landscaping 2108 02:48:31,490 --> 02:48:33,130 and means that the medians and whatnot. 2109 02:48:33,950 --> 02:48:37,290 The larger, some of the larger parcels are similar. 2110 02:48:37,930 --> 02:48:41,410 They don't use more by virtue of they have a bigger property. 2111 02:48:42,470 --> 02:48:46,490 Now, that being said, we tax them more because we can. 2112 02:48:47,290 --> 02:48:50,490 But I don't necessarily think if they have money 2113 02:48:50,490 --> 02:48:53,270 and then we tax them as a good way to do assessments. 2114 02:48:53,870 --> 02:48:54,830 So that's why I just don't, 2115 02:48:54,930 --> 02:48:58,370 I think that results in an equitable result. 2116 02:49:00,220 --> 02:49:02,040 That's why, that's my take on it. 2117 02:49:03,080 --> 02:49:06,200 And so my, and I agree with you, 2118 02:49:06,420 --> 02:49:11,520 but my question is, is the 303, 72 is what we're paying now? 2119 02:49:11,840 --> 02:49:14,380 What would be actually going on the palate? 2120 02:49:15,220 --> 02:49:17,200 So I want to come back and make sure 2121 02:49:17,200 --> 02:49:19,820 we want to do the 10% riser. 2122 02:49:19,880 --> 02:49:21,280 Yeah, that's what we talked about last time. 2123 02:49:21,280 --> 02:49:29,460 Right. And so we would do that. The other thing is I need to figure out when the next CPI hits. 2124 02:49:29,460 --> 02:49:29,920 Okay. 2125 02:49:30,200 --> 02:49:31,840 And that's it. 2126 02:49:32,200 --> 02:49:36,480 So if it's in March, then it's. 2127 02:49:36,800 --> 02:49:41,600 So it doesn't show up on their bill until December for the December. 2128 02:49:42,280 --> 02:49:44,600 Trunch, right, payment deadline. 2129 02:49:45,620 --> 02:49:52,820 So they're actually like the, the, the order controller would be calculating now what that new number would be. 2130 02:49:53,160 --> 02:49:53,200 Yeah. 2131 02:49:53,200 --> 02:49:53,920 They just have a number. 2132 02:49:54,300 --> 02:49:54,820 What do we get? 2133 02:49:55,100 --> 02:49:58,880 You, I think you usually get like September October. 2134 02:49:59,780 --> 02:49:59,960 Yeah. 2135 02:50:00,500 --> 02:50:04,060 But the calculations are usually done in July and August at the county. 2136 02:50:04,900 --> 02:50:09,020 Okay, so that's why I was asking, would we use the 30370 to work? 2137 02:50:09,360 --> 02:50:17,420 I think it's the CPI. I would like to try to figure out what the CPI amount is for this year that gets added to that. 2138 02:50:17,440 --> 02:50:17,980 Got it. 2139 02:50:18,020 --> 02:50:27,900 And then add the 10% riser on top of that. If that's the council agrees to that, I did. That was a point of direction from you. 2140 02:50:27,900 --> 02:50:32,860 I think that's, I think that's fair rather than missing a year of CPI. 2141 02:50:33,440 --> 02:50:37,020 And we have these scheduled, BLSS scheduled to release CPI May 12. 2142 02:50:37,560 --> 02:50:40,200 Can we go back for a second on the parcels? 2143 02:50:41,100 --> 02:50:44,420 So did you say we would lose $75,000? 2144 02:50:46,000 --> 02:50:48,260 Yeah, that's a reasonable estimate. 2145 02:50:48,340 --> 02:50:51,170 So we would have to reduce what work we do there. 2146 02:50:52,900 --> 02:50:56,540 And there would be $75,000 less available to do work. 2147 02:50:57,540 --> 02:51:09,820 No, because we're adding the 10%, but if you add the 10%, I mean that still you if you added the 10% to everybody, then you're still missing out on 75,000. 2148 02:51:10,200 --> 02:51:12,220 Sure, but the net is not 75. 2149 02:51:12,940 --> 02:51:13,300 Negative. 2150 02:51:13,900 --> 02:51:20,140 The net of this all the activity if we do it as described would be, if you said 140 before. 2151 02:51:20,340 --> 02:51:22,480 140 would do it with a favorable. 2152 02:51:24,200 --> 02:51:30,680 there be half because there's no the baseline is now to then so it's a favorable 2153 02:51:30,680 --> 02:51:38,080 50 the two components are favorable 140 unfavorable 75 you net them and the 2154 02:51:38,080 --> 02:51:43,640 net impact of what that would be would be 50 is more than 50 or it based on just 2155 02:51:43,640 --> 02:51:50,580 using the numbers that you not 70 so it's a net but I think of all of the 2156 02:51:50,580 --> 02:51:55,840 need to wait meant that isn't getting done throughout the year, that people complain about 2157 02:51:55,840 --> 02:52:00,940 all the time, that should be getting done with that additional funding. We already know 2158 02:52:00,940 --> 02:52:05,280 that that's not getting done and it hasn't been for, because one, it was locked in for ten 2159 02:52:05,280 --> 02:52:12,820 years to never, except for the CPI, it was never increased. So we're talking 1997, prices plus 2160 02:52:12,820 --> 02:52:20,220 the CPI. This is, I understand that. I said plus the CPI. So by increasing it the 10% which 2161 02:52:20,220 --> 02:52:25,060 I agree with. Why would we not try to add more to it? And I'm not saying charts 2162 02:52:25,060 --> 02:52:30,100 and body more because because they've got to be like punish them, paper, your 2163 02:52:30,100 --> 02:52:35,800 acre. But it's not entertaining their acre. I understand that. We all, we all maintain 2164 02:52:35,800 --> 02:52:41,560 our own property. This is the trails and all of the landscaping in the city. We 2165 02:52:41,560 --> 02:52:46,780 already know that that has not been, especially the trails has not been addressed. And 2166 02:52:46,780 --> 02:52:51,100 And the weeds we can address a lot more, especially given our conditions with our insurance, 2167 02:52:51,340 --> 02:52:51,720 et cetera. 2168 02:52:52,260 --> 02:52:55,620 I'm talking to all the homeowners in the new fire maps. 2169 02:52:56,140 --> 02:52:58,900 Why would we try to get ahead of that in the next 10 years when we know it's not going 2170 02:52:58,900 --> 02:52:59,620 to get any better? 2171 02:53:00,380 --> 02:53:03,180 I think that we should have that extra money coming in. 2172 02:53:03,500 --> 02:53:04,900 Why would we lead money on the table? 2173 02:53:05,020 --> 02:53:06,300 I guess is a best way to say it. 2174 02:53:06,840 --> 02:53:09,060 It's not that we're underfunded. 2175 02:53:09,280 --> 02:53:10,380 I'd say we were underfunded. 2176 02:53:10,460 --> 02:53:12,040 I think there's work we can't do. 2177 02:53:12,220 --> 02:53:13,760 We're working within our means. 2178 02:53:14,180 --> 02:53:15,700 We would have more means by doing this. 2179 02:53:15,700 --> 02:53:32,660 But would we do, I mean we need to use the money that we have now, right, including money that we've left on the table the last couple of years and maybe that means hiring other contractors, maybe that means. 2180 02:53:32,900 --> 02:53:40,820 Yeah, I mean to me it's a fair and it's not necessarily should we do more question, like we should always, we could always do more. 2181 02:53:40,820 --> 02:53:48,800 The question is, how do we fund it, and how do we fund it in a way that's fair? 2182 02:53:50,100 --> 02:53:57,800 So if we want more money or we need more money to do more work, then we all share in that 2183 02:53:57,800 --> 02:53:58,200 burden. 2184 02:53:59,580 --> 02:54:03,280 The way that it works out now is we don't share equally in the burden. 2185 02:54:04,260 --> 02:54:09,740 So if we also need to decide we should have X amount of funding, that's fine. 2186 02:54:09,740 --> 02:54:15,360 we set X amount, or we have X plus Y, whatever happens to be, we can establish what that target 2187 02:54:15,360 --> 02:54:21,440 funding level is. The target is independent of the methodology that which we acquire it. So, 2188 02:54:21,740 --> 02:54:25,920 if we say it should be X, we could just say, well, I'm going to take it often on Dennis. 2189 02:54:26,980 --> 02:54:32,500 That would be unfair, and Dennis should not bear the burden of the entire cost. We should all do it equally. 2190 02:54:33,460 --> 02:54:39,300 But when you say, right now, we're not, we're all not sharing in the, in the same cost, we do currently. 2191 02:54:39,740 --> 02:54:47,560 No, what do you how do we not so if you own a large parcel you're one person are you talking about the new verbiage because currently right now 2192 02:54:47,560 --> 02:54:52,120 It's no in the current verbiage. If you own one like 2193 02:54:55,900 --> 02:54:58,820 Residential parcel you pay a flat rate 2194 02:55:00,700 --> 02:55:10,460 Okay? Okay. If you own a commercial parcel, you're still one person and it's larger, you calculate by acre. 2195 02:55:10,800 --> 02:55:16,840 No, no, I thought you guys are going to have to explain to me then because I'm looking at page 75 or six in this presentation. 2196 02:55:17,580 --> 02:55:23,420 It reads presently. Well, this is how it was in 2017, I guess. Yeah, 2017. 2197 02:55:26,000 --> 02:55:31,360 $234 per year per residential and non-residential parcel or fraction thereof. 2198 02:55:31,660 --> 02:55:34,320 How is that not everybody's paying the same price per parcel? 2199 02:55:37,060 --> 02:55:40,260 This is the language that was on the ballot. 2200 02:55:41,780 --> 02:55:46,560 And it's not the way it's assessed, so who's assessing it? 2201 02:55:48,380 --> 02:55:54,460 So who's assessing it is the is frankly the order controller because they're the ones 2202 02:55:54,460 --> 02:56:03,900 I don't know if you're a programmer, but they're following the ordinance and it's in the ordinance that lays out for non-commercial, it's by acre. 2203 02:56:04,840 --> 02:56:07,440 Okay, so the ordinance has page. 2204 02:56:07,440 --> 02:56:08,720 I guess that it's language. 2205 02:56:09,360 --> 02:56:10,520 That's why I was like, what do you mean? 2206 02:56:10,640 --> 02:56:13,820 Sorry, I did not provide the appropriate context. 2207 02:56:14,400 --> 02:56:22,520 If it were this language here, $x per residential and non-residential parcel, that's okay. 2208 02:56:22,520 --> 02:56:26,640 Because that's the intent or that is the result. 2209 02:56:27,760 --> 02:56:30,340 But in the way that the current ordinance is, 2210 02:56:30,360 --> 02:56:32,800 it creates that discrepancy. 2211 02:56:34,400 --> 02:56:37,800 And the ordinance is what the order controller use it. 2212 02:56:37,800 --> 02:56:38,740 It's not the order controller, sorry. 2213 02:56:42,230 --> 02:56:46,810 So the county assessor, they assess the property value. 2214 02:56:47,570 --> 02:56:49,930 The order controller puts all the fees on. 2215 02:56:50,390 --> 02:56:52,830 So back in 1997, sorry, really quick. 2216 02:56:52,830 --> 02:57:04,650 So I can, yeah, back in 1997 when this was originally put in our ordinance stated what's on page 7, the per acre for non-residential, 2217 02:57:07,480 --> 02:57:10,040 it's in the 76, it's 7, it's yet. 2218 02:57:12,390 --> 02:57:14,830 No, that's the proposal. 2219 02:57:16,030 --> 02:57:19,850 I'm going to lose my mind. Okay, so, so. 2220 02:57:19,870 --> 02:57:21,110 You're not, you're not on. 2221 02:57:21,290 --> 02:57:23,090 Help, I need you to, okay. 2222 02:57:23,570 --> 02:57:24,410 Let's slow down. 2223 02:57:24,410 --> 02:57:31,610 Okay. What is on page 75? So the page before this one, it's a page six in the presentation deck. 2224 02:57:32,270 --> 02:57:37,410 Yes. Can you go out one slide so we can change page 2017 page? Yes. Okay. 2225 02:57:37,430 --> 02:57:42,630 This one. Yes. There it is. Okay. Sorry. So that was written in the ballot. 2226 02:57:43,810 --> 02:57:50,610 And my question is was that was that language ever in our ordinance? That's the first question. 2227 02:57:51,250 --> 02:57:55,650 And if you don't know the answer to that, I guess the better way to ask it is, is the language 2228 02:57:55,650 --> 02:58:05,710 that is on the following page page seven where it breaks out parcel versus acre, which I was just told was in our ordinance. 2229 02:58:05,910 --> 02:58:07,390 When did that go in the ordinance? 2230 02:58:07,930 --> 02:58:13,850 Okay, so in the ordinance adopted within 2017. 2231 02:58:13,850 --> 02:58:15,850 17, thank you. 2232 02:58:16,850 --> 02:58:19,010 This is exactly the ballot language. 2233 02:58:19,170 --> 02:58:22,870 This is what the voters saw on their ballot, the day they voted. 2234 02:58:22,950 --> 02:58:24,910 But in the voter guide was the ordinance. 2235 02:58:25,910 --> 02:58:35,130 And the voter guide in the ordinance allowed for this different rate for commercial and residential property. 2236 02:58:35,130 --> 02:58:48,770 And that's where it established, used the same dollar amount per parcel for residential and per acre for non-residential in the ordinance. 2237 02:58:48,910 --> 02:58:49,830 Who wrote the order? 2238 02:58:49,930 --> 02:58:51,490 I was just gonna say. 2239 02:58:51,490 --> 02:58:54,910 I would have been different than measure eight. 2240 02:58:55,470 --> 02:58:57,290 I mean, why would it be different than measure? 2241 02:58:59,290 --> 02:59:02,590 I'm gonna always blame the lawyers. 2242 02:59:02,590 --> 02:59:04,790 I'm going to, I was in Santa Barbara. 2243 02:59:06,450 --> 02:59:08,030 That is a city ordinance. 2244 02:59:08,090 --> 02:59:09,250 That is a city ordinance. 2245 02:59:09,270 --> 02:59:09,350 That is a city ordinance. 2246 02:59:09,350 --> 02:59:10,710 Pass by a city council. 2247 02:59:10,870 --> 02:59:11,350 Yes, sir. 2248 02:59:11,590 --> 02:59:13,230 And they had a reason to do it. 2249 02:59:13,230 --> 02:59:15,870 And it was approved technically was approved by the voters. 2250 02:59:16,170 --> 02:59:17,290 Yeah, approved by the voters. 2251 02:59:18,510 --> 02:59:20,870 So I'm going to go back to why would we change it. 2252 02:59:20,870 --> 02:59:24,770 Then if it was approved by the voters, why would we change it? 2253 02:59:25,290 --> 02:59:31,990 So the so in on slide seven now, this is just something we mocked up for 2254 02:59:31,990 --> 02:59:33,190 discussion today. 2255 02:59:35,590 --> 02:59:42,670 And I thought this was a way to put before the voters, clear or language 2256 02:59:42,670 --> 02:59:49,950 about what the ordinance actually says in practice. And that's why I made this slide edit 2257 02:59:49,950 --> 02:59:57,830 and that's why I highlighted it as an edit that actually better describes what the practice 2258 02:59:57,830 --> 02:59:59,970 Yes, because I think real listen 2259 03:00:00,000 --> 03:00:26,840 Mostly all the voters will read the ballot language. Yes, but they're not going to read all of the ordinance language. I could be available to them. And I would say, as a good citizen, they should, however, maybe not. So if we, like, the intent or the ballot language in the prior iteration was not consistent with the ordinance. 2260 03:00:27,660 --> 03:00:39,840 So I'm okay with keeping the bow language and changing the ordinance or some form to get to the result where the parcels are treated equally. 2261 03:00:43,210 --> 03:00:45,390 That would be my... 2262 03:00:46,210 --> 03:00:51,570 And how many non-residential parcels are we talking about? Do we know? 2263 03:00:54,940 --> 03:00:55,240 You know, 2264 03:00:58,430 --> 03:01:01,210 I don't think it's even three figures. I want to say it's 90. 2265 03:01:01,210 --> 03:01:12,050 Okay, you know, and what's what's interesting on that is because it's the language or 2266 03:01:12,050 --> 03:01:26,230 fraction thereof. So if let's say their parcel is 0.10 acres, they would pay 0.10 of the 303.72 this year. 2267 03:01:27,210 --> 03:01:30,110 So, there's so they don't, there's so put some takes. 2268 03:01:30,550 --> 03:01:33,290 Yes, there's give, gives and takes in, from there. 2269 03:01:33,290 --> 03:01:34,370 The parcel is cleaner. 2270 03:01:34,510 --> 03:01:37,410 Yeah, just make it per parcel and then everyone's on the same footing. 2271 03:01:38,150 --> 03:01:48,830 So that will be an increase for a number of, let's say, the downtown businesses would see a modest increase. 2272 03:01:51,050 --> 03:01:55,970 But outside of that, where there are larger assemblies of parcels, 2273 03:01:58,190 --> 03:02:04,490 then and eight and so the acres would add up, you know, they would see a significant decrease. 2274 03:02:12,400 --> 03:02:19,060 So, yeah, I mean, so she was making a point that it's not a proportional benefit. 2275 03:02:20,960 --> 03:02:25,540 It's not a proportional benefit, it's a flat rate, just like it is for all the residential 2276 03:02:25,540 --> 03:02:26,040 parcels. 2277 03:02:26,520 --> 03:02:27,360 That's the idea. 2278 03:02:29,380 --> 03:02:36,520 Maybe the key point of the residential parcels are typically more uniform in size. 2279 03:02:44,330 --> 03:02:48,730 I'm actually trying to look up our ordinance on our website and I can't find it. 2280 03:02:49,230 --> 03:02:52,410 Can we think on this one? 2281 03:02:52,410 --> 03:03:00,250 thing. Okay. Yeah. We don't have to make a decision tonight. And Dennis and I can work on 2282 03:03:00,250 --> 03:03:04,810 other idea. Other options or anything, a hybrid that we could, I don't know. Okay. 2283 03:03:04,810 --> 03:03:11,210 Look at some. Yeah. And it would be nice. I mean, I hate to give you more work, Dennis. But 2284 03:03:11,210 --> 03:03:17,210 I would like to know how many non-residential, how they would be affected versus what they're 2285 03:03:17,210 --> 03:03:21,110 already currently paying. And that's the part that if this is what they're already paying, 2286 03:03:21,110 --> 03:03:25,810 Why are we changing it? Do you see what I mean? They've been doing it for 10 years. What is the problem? 2287 03:03:26,310 --> 03:03:28,770 Now, that's what I'm wrinkling. 2288 03:03:29,970 --> 03:03:31,130 They've been doing it for 10 years. 2289 03:03:32,090 --> 03:03:37,150 If there's a history of inequity, it's never wrong to revisit and say it should be more echoed. 2290 03:03:37,150 --> 03:03:42,030 I don't disagree, but I don't disagree, but I don't see anybody complaining about it. 2291 03:03:42,170 --> 03:03:45,890 And I'm trying to understand why we would do that now. 2292 03:03:46,130 --> 03:03:48,350 Again, I'm going to go back to leaving money on the table. 2293 03:03:49,150 --> 03:03:57,070 it's their commercial properties and there are residents. They're not equal. I don't think 2294 03:03:57,070 --> 03:04:04,190 that they should be equal. They're different entities. I get see if you were saying, you know, 2295 03:04:04,250 --> 03:04:08,410 that guy up there on the big hill has a larger house he should pay more. We're not doing that. 2296 03:04:08,990 --> 03:04:15,540 It's their different entities. Different structures. So why would they pay more? So do they 2297 03:04:15,540 --> 03:04:22,840 more of a benefit. If there is. Sure. If they are, I mean, use the trails, for example, 2298 03:04:23,320 --> 03:04:27,220 if they have more of a footprint towards the trails, then yes, they should pay for more 2299 03:04:27,220 --> 03:04:31,620 of that maintenance for those to be maintained. They take for their own property. This is 2300 03:04:31,620 --> 03:04:35,640 no. I'm not talking about their property. We're talking about the LMD, right? Isn't that 2301 03:04:35,640 --> 03:04:42,500 of this for? Right. So you've got all of the city fronting spaces and you have all of the trails 2302 03:04:42,500 --> 03:04:47,700 that have to be maintained. If those properties that happen to be commercial properties are 2303 03:04:47,700 --> 03:04:54,320 fronting more of that or the trails, they should pay more. Why? Why wouldn't they? 2304 03:04:54,440 --> 03:04:58,400 Because they have no greater use of it. But they've got people who could be coming through those areas, 2305 03:04:58,580 --> 03:04:59,960 maintain them more. We, we may. 2306 03:05:00,000 --> 03:05:05,140 We're maintaining them for them, but they have more of a footprint there. Why wouldn't they? 2307 03:05:06,040 --> 03:05:17,900 That was been my argument. I agree with you. If I'm coming down, Clayton wrote a word of the golf course to play golf, and that's all I have passed as weeds and rocks to get there, I take a bad look at that town. 2308 03:05:17,920 --> 03:05:22,780 But if it's nicely kept, it's a compliment to the golf course. 2309 03:05:23,040 --> 03:05:28,100 Those commercial properties are drawing people to the town. That's right. That's my argument for it. 2310 03:05:28,100 --> 03:05:38,300 Well, and they're paying taxes for that and sure yeah, okay. I'm I'm going to sleep on it. Yeah 2311 03:05:39,220 --> 03:05:47,460 So yeah, we can move through the the options length of extension ten years again same as prior 2312 03:05:48,860 --> 03:05:49,560 Extensions 2313 03:05:50,260 --> 03:05:56,720 Yes, yeah, okay people like the ten years what's that I think people like the ten years yeah 2314 03:05:57,640 --> 03:06:00,920 We'll skip the base because we need to do some more work on that. 2315 03:06:01,080 --> 03:06:07,500 Oversight right now is the TLC, maintaining the TLC the next question is the number of members 2316 03:06:07,500 --> 03:06:11,420 in the TLC, if there's any adjustment or amendment there, or any change you want to make 2317 03:06:11,420 --> 03:06:12,240 to that body? 2318 03:06:15,840 --> 03:06:18,980 I don't know where did a lead then ever come from? 2319 03:06:19,000 --> 03:06:22,750 Just as a five. 2320 03:06:23,650 --> 03:06:30,730 Well, this would take effect after it goes in the collection because it'll match the 2321 03:06:30,730 --> 03:06:32,850 boardets will be the timeline in the cadence of 2322 03:06:32,850 --> 03:06:38,210 was that July 1st, 2027, because I think it sunsets June 30. 2323 03:06:39,430 --> 03:06:41,630 It would be July 1st. Yep. 2324 03:06:42,430 --> 03:06:42,470 Yeah. 2325 03:06:42,510 --> 03:06:43,450 Because this is on five. 2326 03:06:43,490 --> 03:06:44,410 It doesn't matter to me. 2327 03:06:44,570 --> 03:06:45,090 It's been 11. 2328 03:06:46,190 --> 03:06:48,290 Well, I would like to know the rationale for making it five. 2329 03:06:48,570 --> 03:06:50,770 I think it's just hard to get a form. 2330 03:06:51,030 --> 03:06:51,610 Hard to get. 2331 03:06:51,930 --> 03:06:52,190 Yeah. 2332 03:06:52,390 --> 03:06:53,130 There hasn't been. 2333 03:06:53,230 --> 03:06:55,450 It hasn't been hard to get a form only a couple times. 2334 03:06:55,890 --> 03:06:57,470 All the other times we've had the meeting. 2335 03:06:57,470 --> 03:07:04,510 need a couple times. Correct. Well, they meet more now. But there was only last summer when we 2336 03:07:04,510 --> 03:07:08,610 couldn't get a corps. I think there were two times when we couldn't. Maybe two. 2337 03:07:08,610 --> 03:07:17,650 Our financial sustainability committee is set at five. I just, I don't see the reason for 11 people. 2338 03:07:18,030 --> 03:07:20,990 I think the larger group makes it more unwieldy. Yeah. 2339 03:07:20,990 --> 03:07:25,710 I don't think you're supposed to have an opinion, sir. 2340 03:07:26,090 --> 03:07:28,250 Uh-huh. 2341 03:07:32,920 --> 03:07:36,140 One is to feel, you need to, you need to odd number. 2342 03:07:36,740 --> 03:07:38,840 Three, you could run into issues. 2343 03:07:39,900 --> 03:07:42,980 Five is the next lowest. It should be the lowest number. 2344 03:07:43,960 --> 03:07:45,480 So that'd be my team. 2345 03:07:45,560 --> 03:07:47,240 Maybe an alternate future too. 2346 03:07:49,080 --> 03:07:50,340 I don't know if you could do that. 2347 03:07:52,000 --> 03:07:53,540 I don't know if it's necessary. 2348 03:07:53,540 --> 03:07:54,380 I don't know if that's a lie. 2349 03:07:54,380 --> 03:07:55,060 I don't know if that's a lie. 2350 03:07:55,160 --> 03:07:55,280 I don't know if that's a lie. 2351 03:07:55,720 --> 03:07:55,980 I don't know if that's a lie. 2352 03:07:56,220 --> 03:07:57,540 I think, because a lot of the ones I want to do 2353 03:07:57,540 --> 03:07:58,320 would go dig in the history. 2354 03:07:58,540 --> 03:07:59,380 If it were what they had 11. 2355 03:08:00,500 --> 03:08:00,820 Yeah, 11. 2356 03:08:00,960 --> 03:08:01,720 I want to know. 2357 03:08:01,820 --> 03:08:02,800 I want to dig in the history. 2358 03:08:02,800 --> 03:08:04,440 I want to dig in the history because they had, when they 2359 03:08:04,440 --> 03:08:06,720 formed that landscape trail, that was going to be big. 2360 03:08:06,740 --> 03:08:07,740 They wanted more people. 2361 03:08:08,040 --> 03:08:08,340 Oh, possibly. 2362 03:08:09,040 --> 03:08:09,660 First formed. 2363 03:08:10,420 --> 03:08:12,060 It was called the Community Service Commission. 2364 03:08:12,240 --> 03:08:13,000 I think I told you. 2365 03:08:13,220 --> 03:08:14,500 I was one of the original members. 2366 03:08:14,680 --> 03:08:18,220 It was five of us, and for that's before in the last case. 2367 03:08:18,220 --> 03:08:22,340 So we had other things to do, but not landscape game. 2368 03:08:22,760 --> 03:08:25,740 I think they thought that was a huge, it was a big debate. 2369 03:08:25,740 --> 03:08:26,860 They figured they needed more. 2370 03:08:27,440 --> 03:08:29,520 You still currently in your municipal ordinance 2371 03:08:29,520 --> 03:08:31,420 have a committee services commission, 2372 03:08:31,960 --> 03:08:34,320 because it is not an existence. 2373 03:08:35,160 --> 03:08:40,460 So there could be a reworking of TLC in this commission. 2374 03:08:40,900 --> 03:08:42,700 It's, but again, that's policy decisions 2375 03:08:42,700 --> 03:08:44,100 that we can bring back in our discussion. 2376 03:08:44,500 --> 03:08:45,040 That'd be great. 2377 03:08:45,480 --> 03:08:46,040 Thank you. 2378 03:09:00,090 --> 03:09:08,930 The last piece on this, we were just trying to sauce out with you about whether you want to keep the description of the district the same. 2379 03:09:10,030 --> 03:09:14,690 Is there anything you want to add subtract multiplier divide in this? 2380 03:09:15,450 --> 03:09:17,430 Just keep it the same. 2381 03:09:18,090 --> 03:09:20,210 I have no changes unless you have recommendations. 2382 03:09:21,270 --> 03:09:28,710 I would keep it as, as, as, as, as, as, as, as, as, as that's, that's, that's, it, it, 2383 03:09:28,790 --> 03:09:33,650 it doesn't say how often that work will be done. That's all determined by the amount of funding 2384 03:09:33,650 --> 03:09:37,170 that that this is, the purpose of the district basically. Okay. 2385 03:09:40,090 --> 03:09:42,330 And then next steps going through 2386 03:09:42,330 --> 03:09:46,890 that calendar. I'm not going to read that to you. It's in your packet. Kind of the timeline 2387 03:09:46,890 --> 03:09:50,410 of what we're doing. We've got to know the number third. And we will bring back some of 2388 03:09:50,410 --> 03:09:52,230 items as you have requested. 2389 03:09:54,710 --> 03:09:58,790 So I'll turn it over to you for any questions or a public comment. 2390 03:10:01,100 --> 03:10:08,500 You hear that? I personally feel like my thunder. It's late. I'm trying to be of assistance. Okay.
