[37:14] As a result of the second study, the CIDs put out
[37:18] an RFP for a vendor to come in and design
[37:22] a pilot automated transit network in and around Hart'sville, Jackson.
[37:27] They did that, they have selected a vendor,
[37:29] which is a company by the name of Glideways.
[37:31] I believe out of Sacramento, California,
[37:34] to come in and build what would be a pilot automated transit network
[37:38] over at the Georgia International Convention Center in College Park.
[37:42] So the proposed system would run from the parking lot
[37:45] at the arena to the parking lot at the Georgia International
[37:48] Convention Center to the Scott train station and then back again.
[37:53] The cost for this is roughly $18 million.
[37:59] 10 million of that has been pledged by Marta.
[38:03] The other $8 million is coming from the developer of the system
[38:08] themselves, as part of the pilot.
[38:10] And then there's a secondary $3 million coming also from Marta
[38:16] to further study that particular pilot.

[1:15:38] only asking for the two things that Mr. Swain already mentioned. So these are some of the conditions
[1:15:46] from that LN would put approval. You see the condition number three that I've highlighted is the
[1:15:50] Board of Commissioners approval of the Sight plan, which is why we're here. And then also for mixed use and
[1:15:55] non-residential standards, the maximum height there's 50 feet we're asking for relief from that to increase our
[1:16:01] building's height. For the Sight plan, this is from the materials that y'all have already reviewed. We are
[1:16:08] proposing 378,000 square feet of data center use. That's based on the amount of electricity that
[1:16:15] was the power has committed to providing for this specific development. They have indicated that more power may
[1:16:20] also be available. So if and when that power is available, we've also provided for going up to a total of
[1:16:28] 725,000 square feet. The building itself would be two stories. If that base two is developed, then we would not need to change the
[1:16:38] footprint of the building. We would just populate the second floor of the building. So at two floors, the building will
[1:16:44] stand 56 feet tall up to the roof. They will have elevator bulkhead and chilling equipment on top of the roof,
[1:16:52] which we propose to screen from view from the ground from the roads with a parapet wall. And the top of the
[1:16:59] parapet wall goes up to 76 feet. And that's why we're requesting for that zoning modification to increase the
[1:17:06] height of the building from 50 to 76. It's mostly the parapet wall to screen the equipment on the roof.
[1:17:14] Last thing I want to point out about the site plan is that our main entrance is on East Tanner's Church Road on the
[1:17:19] southwest side of the property. There is a second point of access on Williamson Road that is only four required
[1:17:25] emergency access vehicles. So that's going to be gated, closed, locked during all normal operations of the building.
[1:17:34] We did submit a couple of renderings of the proposed development. This is a view from Williamson Road.
[1:17:41] So what we're going to do most of all is trying to screen it from view as much as possible with good looking vegetation trees.
[1:17:49] This is a view from the south from East Tanner's Church Road. Again, I want to make sure that we have as much vegetation as possible.
[1:17:58] Well, trees that can be saved will be saved and where trees can not be saved when we plan.
[1:18:06] Data centers themselves are very passive uses of land. There's a small office component but outside that there are just rooms of computer
[1:18:14] servers. So the operations here do not involve a lot of truck trips at all during normal operations.
[1:18:22] No emissions or fumes. Very few employees. That means even few automobile trips.
[1:18:28] If this will be a closed water system. So once the operation is not going to use a lot of water.
[1:18:34] And normal operations are very quiet. So we're not going to produce a lot of loud noises. We've already submitted that conditional language to mandate that the
[1:18:45] North of the other is that the pipeline be adhered to. We're going to have a problem with that.
[1:18:50] Then the last thing I want to point out is the tax benefit of this development.
[1:18:54] The proposal that TA Realty has put forward will increase the value of the property by billions of dollars.
[1:19:01] That obviously will make a big difference to the county's tax revenue to the school's tax revenue.
[1:19:08] So it's a very significant number.
[1:19:12] Staff and as only a budget group recommended approval to you.

[1:22:44] That cooling system evaporates.
[1:22:46] So there's going to be about 100,000 gallons a day
[1:22:49] that are probably going to be needed to keep that cooling system on the roof,
[1:22:53] making allowed noise.
[1:22:54] What type of effect is that going to have on the Clayton County water system?

[1:47:12] So the picture you see on the top of your screen, that's the property, the yellow hair was pointing to it.
[1:47:18] I think you see in purple going to the north and northwest, that is the heavy industrial zoning district that the county has placed on this area.
[1:47:26] That's really showing where this industrial park is located.
[1:47:30] We are kind of in the back end of that industrial park, one of the last, if not the last parcel to be established with the industrial use here.

[1:48:12] Again, we have all of these warehouses kind of coming down here, we would just kind of be the termination warehouse for the industrial park.

[1:48:35] We were going to have copious amounts of landscaping around the perimeter of the property.
[1:48:41] You can see the trees that we've shown around the parking lot as well as to the east.
[1:48:47] And we want to highlight the east because as you saw on the zoning map, there are some residential properties immediately to the east.
[1:48:54] And we want to make sure that we're doing all we can to protect those individuals when we bring this use.
[1:49:01] So the original condition that was in packet stated that we needed to have a 40 foot undisturbed buffer.
[1:49:09] And the reason we're looking to strike that condition per staff's advice is that we want to do a 50 foot buffer.
[1:49:19] But we want to put in additional trees and a six foot tall opaque fence.
[1:49:24] We couldn't do that if the buffer was undisturbed.
[1:49:26] And so we want to increase it and make it a very nice, very attractive buffer and and provide the additional protection that comes from that fence.
[1:49:35] One other thing to note that's not quite as easy to see on this plan is that there's a 30 foot drop from the base of where the fence will be down to where the property will sit.
[1:49:46] So what that means is the property is going to be below the site line of those individuals who have their backyard right there.
[1:49:53] With that drop in in topography with the trees and with the fence we think that we have a really effective screen between our proposed use and those uses.
[1:50:02] So we think that this is going to not have not have a huge impact on the folks who are living nearby.
