[21:37] Board of Commissioners y'all about to give them $1.4 million. Okay, so that's the
[21:43] true partnership. So with that partnership we have got to raise our standards
[21:50] So we got to have some deliverables.

[21:59] So what I would like to make a recommendation of is that we, on one of these work session

[22:18] on this issue to try to get some movement forward because we cannot keep taxing citizens
[22:27] on the residential properties.
[22:29] We have to bring in some type of outside tax base and the restaurants getting established
[22:35] in this community with assisting that endeavor.

[22:45] got to create opportunities.
[22:46] And another thing I would like to, as found upon, we are running on old data as far as
[22:53] the medium income level, the population, the loss of accreditation of the schools.

[23:02] So in the meantime, in their brainstorming session, we got to start telling our own story.

[24:48] the cab county when he was in church with his mother, that a lot
[24:51] of people are forgotten about.

[24:58] We've heard many things, including the Tier I. Since a lot of people have probably forgotten
[25:03] or don't know, let me hit some of the factors that this includes. The unemployment rate,
[25:10] higher unemployment rates can indicate economic distress. Per capita income, lower per capita
[25:16] income suggests a lower standard of living and economic challenges. Poverty rate.
[25:24] For
[25:25] the 16.7 now, the higher poverty rates are a key indicator of economic disadvantage, population
[25:31] growth, slower and negative population growth can reflect economic stagnation or decline,
[25:37] and tax base. A smaller tax base can indicate fewer resources for public services and infrastructure.
[25:45] If we choose to ignore the facts and statistics, Clayton County is doomed to continue with
[25:51] current path. The sad situation is that behind these numbers and statistics are
[25:56] people, persons, human beings who, upon these statistics, reflect. Hopefully,
[26:04] after a year of on-the-job training for some elected officials and managers, we
[26:08] shall see hopefully if any education has been accomplished. Instead of focusing on
[26:15] the county issues, we have officials on a self-indulgent, self-promotion,
[26:19] and photograph opportunity parade.

[40:26] letting COVID-19 open records inmates 18th and 14th Amendment and disability
[40:32] rights, pandemic, overcrowded, and sanitary living conditions, limited access
[40:37] to hygiene and adequate medical care inhumane and unconstitutional. 23 through 25
[40:46] Sheriff Allen requested commissioners numerous time to approve their budget and maintenance department to repair and or replace their facilities,
[40:55] equipment, toilets, plumbing and electrical system, building and maintenance staff and budget falls under the commissioners, not the sheriff.
[41:04] 2024 Sheriff Allen in the courthouse initiated a fire drill for both courthouse and jail only to discover the fire
[41:12] law and sprinkler system in operable preventing complete evacuation of the building.
[41:17] Sheriff informed the commissioners and their response, they are ready to wear an operable
[41:22] since 23 electrical storm.
[41:24] Basically, they chose not to notify the courthouse and share two years later, the systems
[41:29] still in operable and facilities unsafe.
[41:34] The courthouse and JLC sit 100 to 700,000 and 20 and 25,000 people per year respectively.
[41:41] For open records requests, the commission's paid $2,200 to $300,000 for a May 25 independent
[41:49] assessment of the sheriff office and jail with findings showed years of deterioration
[41:54] due to no preventive or regular maintenance.
[41:58] Certain commissioners chose to ignore the findings and deny repairs further endangering the
[42:03] safety, welfare and health of the citizen.
[42:06] State, staff, inmates, and detainees causing gross negligence and mismanagement.
[42:13] Solution, redirect a current splotch project to repair the jail by adding a referendum to the upcoming March special election.
[42:21] Citizens, request Senator Oshoff to suspend all federal funds to this county into the repairs completed and
[42:28] and expand their DOJ for rented audit to include the commissioners, COOs, CFO staff attorney,
[42:35] county's judicial system, and community development for the past seven years.

[1:10:01] sheriff's apartment relating to an accident that occurred on January 25th, 2020, on
[1:10:09] Terrible-Avard at or near the intersection of highway 138 southeast, in which the Brea
[1:10:16] The right was killed and that is a civil action in the state court of Clayton County, 2022 CV00921, and that is in the amount of $405,000.
[1:10:31] The next is a settlement agreement between Michael Neal, Avery Leslie, the board of commissioners in Clayton County relating to an automobile accident that occurred on September 23rd.
[1:10:46] 2021 and which is the subject of a civil action in the Clayton County State
[1:10:51] Court's 2023 CV 01575 and that is in the amount of $40,000.

[1:11:05] Trailer versus Travian Johnson Board of Commissioners Clayton County relating
[1:11:12] to an auto accent that occurred on March 25, 2024 and that is in the amount of
[1:11:18] $25,000 and with each of these settlements authorizing the chief financial officer to amend the budget to reflect the appropriate revenue source and expense and just so that you know those cases that I read out all of those will be dismissed upon approval of these settlement agreements.
