Um [11:13] the event consists of industry leaders in trucking, excavating, bulldozing. Uh [11:20] we have Lifelike come in and land in the fields up at the uh the high school. We [11:23] have the sheriff's department there. Um it it's it's quite a good show. We we've [11:27] got a couple of uh food trucks up there. Um it started off as a fundraiser for [11:33] wheat. Um we've continued that theme. Um we're going to continue that theme this [11:38] year as well. We're looking for non-p perishable food items for wheat. Um this [11:42] year we're adding a uh we're requesting cash donations to a um a facility called [11:48] on-site uh on-site academy which specializes in PTSD for first [11:53] responders. Um so any cash donations that come in are going to get donated [11:57] 100% to on-site. Um, I'm coming before the board to ask for help with uh police [12:03] details. Um, any any kind of financial relief that we can get on police [12:09] details. Um, the first year we had, I believe, two [12:13] police details, one for traffic control and one to participate in the show. Uh, [12:18] year two and year three we've had just one police detail for the traffic [12:22] control. Um, we're trying to get local other local towns, Bolton, Berlin, [12:28] Sterling, Lancaster. We're trying to get a a police officer and a cruiser from [12:31] each of those towns. Um, we're hoping to get a couple more um police cruisers [12:36] from Clinton as well as the traffic detail. [39:48] Madam Chair, members of the board on background, uh the town received a [39:53] $100,000 ARPA grant from the state for the Strand Marquee. Um after the uh [40:01] termination of lease with the prior lease holder at the Strand, um a revised [40:06] invitation to bid was submitted was uh released in July. bids came back on [40:11] August 5th and the lowest qualified bid uh is for $140,292 [40:18] in excess of the grant, the state ARPA grant. Um [40:25] it uh last Thursday the strand subcommittee met um part of the the [40:30] meetings materials were a proposed amendment to the strand agreement um [40:34] that would um change the um percentage of contribution by the um the [40:42] other party in the agreement Mr. Mr. merit um and also proposed to utilize [40:47] $70,000 of town ARPA funds for the M marquee project. That um proposal was [40:54] not viewed favorably at the strand committee meeting. Um and so it would be [41:00] to this it would be up to this board to um [41:05] to make a determination as to whether they wish to utilize [41:09] um strand funds town ARP funds for the marquee. Um if not then we don't have [41:16] committed funds and cannot proceed. >> What's the pleasure of the board? [41:24] » I move not to use the to just man I And I wasn't on the board at the time that I [41:29] appreciate all the effort that went into to but the plan and the hope of keeping [41:34] this historic building around, but it just for a number of factors and I won't [41:39] bore everybody. It just it just didn't go through. It didn't happen. And and to [41:43] just put a marquee up with with nothing behind it, it would just it just [41:48] you know, even though you can say it's grant money as our money, it's still tax [41:51] money. It's a waste in my opinion. It's just end up being a waste of money when [41:54] you're not going to have anything marque that says but and so yeah I appreciate [41:58] but I my motion is not to not to expend the money. Um really the [42:42] question the purpose of the amendment that was proposed was to change the um [42:47] proportion that was the owner's contribution to the project. the owner [42:50] is not in position to >> where did that concept come from the [42:54] reducing the owner's contribution. >> It came through discussions with the [42:58] owner with the committee um and with staff on how we might somehow be able to [43:02] salvage this uh salvage use of some of these funds for for the for the project. [43:08] Um and so then you're bringing that proposal to this. [43:14] Madam Chair, I'm I'm concerned with the idea of I don't see how you could [43:18] execute this in time to >> my most recent conversation with the [43:23] contractor. They indicated that they could. However, the cover project is [43:27] showing us there's always the risk of something coming up. So, but but they [43:30] they were they indicated that they could get if if we started this week that they [43:35] should they they said they almost certainly can get it done by the end of [43:38] the year. [43:43] » Is there a from the feedback from the committee um [43:49] this is a big expense for someone who might want to lease it? Do they feel [43:54] like that is beneficial to a future lease? [43:58] um >> improvement to to it. And I guess the [44:03] second part of that is >> we don't use it. We it's not like [44:07] » that was asserted that that was asserted but I I don't recall there being much [44:11] conversation on that point. Okay. Either way, is that is that a fair [44:14] characterization? >> I couldn't what what Julie just said [44:18] that was there any discussion about whether this would be a potential [44:21] benefit to some future user? >> Well, not if we don't know what's going [44:25] in there. you know, the marquee could say, you know, condos for sale, you [44:29] know, I mean, and there's nothing and we as we I only attended that one meeting, [44:33] but you know, even if you put this this marquee out there and even if you [44:36] invested that other 300,000, it's still not leasable. It's not the way it is. [44:41] And and that's kind of where I'm at is you I hate to say we're giving the money [44:45] back, but you just pour it in there and the the owner is only now we're going to [44:49] put up what 30% so 30 grand and then we put all this money into his building and [44:54] then what it just again I I I don't fault the effort. It just it just to me [44:58] didn't >> Well, just to go forward too, I mean [45:02] with the discussion from the other night >> was it was quite evident uh to the [45:06] committee um and we did have a contractor on the committee that let's [45:11] just say that we took 75,000 from the AR money to put new [45:18] handicap uh restrooms in and [45:23] the question was posed directly to him. Um, obviously you'd have to get specs. [45:29] You'd have to go out to bid. Could that work be completed and the the time [45:35] allowed? And quite frankly, he said no. So [45:41] the other money that you would be investing, I think the only thing we [45:44] agreed to was the engineering uh costs that were $32,500. [45:51] Okay. Get the the code and things like that. I know I have it somewhere, but um [45:59] I don't think there was a real appetite for [46:04] uh as as Brendan said, the marquee uh because we knew that there was very [46:11] little if nothing that was going to be done on the inside. [46:16] So, um, I have to say, and I said it the other night, I am have no intention of [46:23] putting $70,000 into the marquee because I just don't see that anything else is [46:28] coming. And I don't think it's going to come for a long time, if it comes at [46:32] all. Um, I mean, that building has been put up for lease for years. The owner [46:40] had no appetite to sell the building. Um, that was always a difficult cell in [46:48] the first place because it needed a substantial amount of work and [46:55] I don't know of anyone that's going to put a million plus into something they [47:00] don't own. And um, [47:04] if you own the building, of course, you've got you've got something that you [47:09] own and you can make nice. And there's a lot to that building, not just the [47:14] theater. So, um, and I I I know I expressed it to the owner that, you [47:20] know, he had a lot of time to think about selling that building. I know he [47:26] was encouraged by the real estate company to sell it very early on as [47:32] opposed to continue to try to lease it. And I think it showed over the last four [47:38] years that it was a difficult sell and uh people weren't knocking down the [47:45] doors to come and lease that place. I think it's a shame, but um he's the [47:51] owner and that's the decision he made. But to get down to the 11th hour and [47:58] change the whole concept of what the town had agreed upon in the beginning, [48:03] um I'm just not comfortable with it. So that's and I know people um you know, a [48:11] lot of people said to me, "Oh, I I want it to be a movie theater." uh you know [48:16] but I mean even the people who had the gentleman who had leased it they had [48:21] very little intention of making it a movie theater again they were going to [48:26] do other venues and that in itself would have been a huge disappointment to the [48:31] Clinton people. I know that. And um the second [48:37] individual uh that was only in the last month, he also was not interested in the [48:43] movies. So um but go ahead. No, no. I just wanted you mentioned like it was [48:50] like kind of like a hard sell, but um >> I think to your point of like it was a [48:57] hard sell for people who want to lease, >> you know, like I think [49:02] » probably I don't want to speak for anyone, but just wanted to clarify that [49:05] point. You know, I think a lot of people like you said encouraged the sale [49:09] because I I think every single person that showed interest was concerned. I [49:17] always tell people when they ask me about it, it's like renting a home and [49:21] renovating the kitchen and then not owning it. Like, it's just a really [49:27] » difficult thing for people to want to invest in. And I guess it's tough with [49:34] the marquee because for me because a lot of people have and [49:39] consultants that have come in even with the downtown renovation [49:43] uh revitalization um have said like that's kind of the [49:47] keystone of it. Um, and there's something to be said about like [49:54] curb appeal for attracting other businesses to Clinton, you know, when [50:01] there's not kind of a rundown vacant movie theater. Um, it's a real it's a [50:07] real tough tough choice to make because you got vacant property. You know, I [50:10] guess it's like I I'm struggling with this a bit because [50:15] I don't want to generalize, but in my years on the board, you kind of hear [50:20] like the owner, you know, are do we have like motivated owners who [50:27] own property on this street to maintain or to find people that will kind of like [50:35] help bring new businesses to the town to help kind of, you you know, broaden the [50:41] tax base and, you know, bring more people to or be a good location for the [50:47] people who live in in Clinton. So, I'm struggling a bit with kind of like the [50:51] landlords on High Street and their kind of care of their property [50:57] as it pertains to the Clinton community and the whole [51:01] struggling with >> I moved to town more than a quarter [51:04] century ago and a quarter century ago there was a lot of deferred maintenance [51:07] both public and private. Um and over the last 25 years, we've seen a lot of [51:12] investment on both sides. Um but yeah, there's still there's still pockets of [51:17] um insufficient >> Yeah. [51:20] » uh care. >> Yeah. And and I didn't mean to disparage [51:24] people who have put investment into >> Oh, no. I didn't take it down. [51:29] » Yeah. cuz I you know we can certainly appreciate it but like you you know I [51:33] walk my dog down there every night and it's just hard to see those stay vacant [51:37] for 10 plus years because I'm sure they need maintenance. They're not ready to [51:42] to bring new business and it's don't think it will help with [51:49] marquee being Yeah. [51:52] I also don't think spending money on a entity that is [51:59] really hard to see the future of that and I'm okay with it not being movie [52:03] theater. I think movies are really a real risky business. It's hard to make [52:08] money doing that. I can I can see why they want to diversify their offering [52:13] there or the people who are leasing it because I think that is in my research [52:18] what other movie theaters have done to try to make sure they stay in business [52:23] you know I mean I'm sure the people if you can make money off of movie theaters [52:28] someone else might have you know swooped in and and uh taken over that lease but [52:33] and we all know from the former owners how much of a challenge that is so I [52:37] don't want to put on our nostalgia glasses and say it's going to all be [52:41] movie theaters forever, but you know, I applaud them for like trying to rethink [52:45] it, but right now it's hard to see that future. [52:51] » The only thing I can offer for your consideration and with the decision [52:53] obviously is the decision of the board. Um whe you know, this is an opportunity [52:59] to stabilize a prominent visual landmark in our downtown. Um, you know, it's not [53:07] typical that that is publicly funded. Um, not certainly in communities of our [53:11] size. If you're city of Worcester or Providence or something like that, you [53:15] maybe you have other funding sources. This is an opportunity to do that. Um, [53:20] and if we choose not to, we choose not to. Um, and if we choose to move [53:24] forward, we are under a very tight timeline. But, uh, that's the only other [53:30] nugget of consideration. Madam Chair, if any um uh [53:38] if the owner of the property were willing to stand by the original [53:42] agreement that was with the prospective tenants of 50% investment in his own [53:49] property, >> y [53:51] » I would be more inclined to support going forward with this this proposal. [53:55] » Okay. But if he doesn't even have the faith in in uh revitalizing the [54:01] property, even though it's not a burden on the Clinton residential taxpayers, [54:06] it's our money and I don't think we should be investing it in a private [54:11] enterprise that we have no idea of what's going to happen there. uh if if [54:18] he were inclined to to be a 50 50% contributor, [54:24] I'd be more inclined to see the town uh use this money rather than give it back [54:29] to the state. Um >> if that's if that were the case, I don't [54:33] I can't speak for on his behalf tonight and we'd also have to revisit the [54:38] amendment to make sure that that was that that it worked that way. That [54:42] wasn't the the amendment that was drafted up. [54:45] » Right. I understand that. But it indicates to me a lack of commitment by [54:48] the property owner to the future. I believe that the strand whether it gets [54:53] used for movies or entertainment or cod comedy or any of those types of [54:58] activities I've seen in facilities just like this in a number of towns in New [55:04] England. Um I think it's a cornerstone. It's a [55:08] critical part of keeping downtown moving forward and not backwards. [55:15] But I don't see the commitment from the property owner or an inclination to I [55:22] mean he's kick kissing off whatever amount of money we would have uh [55:26] contributed if he would put in the same amount. [55:29] » Yeah. So if I understand you the the 50/50 was for the town ARPA. So if I'm [55:36] asking for 70 $70,000 from town ARPA >> for this in contingency, it would have [55:41] to be $35,000 from the AR, >> right? Um so good evening everyone. Um just some updates for the [1:02:03] board. Uh we had our first department head meeting. I think that was a couple [1:02:07] of weeks ago. Um it was long. It was 90 minutes but it was a great first um [1:02:14] department head meeting um since I started here in July. Great exchange of [1:02:19] ideas. Um I did um I it came out that there's some training [1:02:26] that um some of the department heads or their um support staff need on um the [1:02:33] foyer system um as well as civic floss apparently. Um, there was some training, [1:02:40] I don't know when, maybe a number of years ago on how department heads could [1:02:46] add information or update information on their individual department pages. Um, [1:02:52] there's some new staff, there's people that don't remember it. So, I'm working [1:02:55] on scheduling a training for Civic Plus um to come out and work with folks on [1:03:01] how to do that and also um an online training for the Freedom of Information [1:03:06] Act. Um, so those are two things we identified right away that um we could [1:03:11] use some training on. So I'm going to organize that. Um, also our new [1:03:16] assistant town administrator, Nicole Valentine, will be starting here in [1:03:19] Clinton on September 28th. Um, that will coincide with our second department head [1:03:24] meeting. So um, just going to get it right in there and meet everybody. I [1:03:30] think it's a great opportunity. Um, so we're excited to have Nicole join us. [1:03:35] Um, also the Clinton Fire Department and Police Department are putting together a [1:03:40] 911 um 25th anniversary memorial ceremony event which is going to be on [1:03:46] 911 which is Friday um starting at 8:30 in Central Park. And we really hope that [1:03:53] um the community comes out. I've asked um staff to take a few minutes and go [1:03:57] out there. Um so there'll be some remarks and a wreath um that will be [1:04:02] laid in the park. Um, just take a look at it when you have time. If there's any [1:04:41] specific questions, I'm certainly happy to follow up. Um, I also wanted to let you know that [1:05:05] um I've been attending um these group meetings. Um it's now [1:05:12] morphed into the Wuset Watershed Coalition, which is kind of a take and [1:05:17] spin off of um the Quabin Watershed Coalition. Um essentially [1:05:24] um actually Mr. Ward reached out to me from West Boilston. um he and some other [1:05:28] folks from uh town administrators and town managers from all the communities [1:05:33] that touch the uh Wuset Reservoir are coming together um to talk about how [1:05:40] Quabin um is putting has put together um their watershed coalition to really talk [1:05:47] to Governor Healey and others about creating some parody on what people are [1:05:53] getting for pilots um for being the stewards of the land that's owned by the [1:05:58] state in our communities. Um so I've been listening on on that. Um there was [1:06:05] a um so Governor Healey actually um has some [1:06:12] listen listening sessions that are happening this month. Um there's going [1:06:16] to actually be one in Sterling. I think there's one in Orange. There's going to [1:06:20] be a couple that will be online. um myself and David Baird are going to um [1:06:26] attend and listen in but essentially the governor established a commission on [1:06:31] pilot for stateowned land and hence the listening sessions across the state. Um [1:06:39] these are going to actually be hosted by DLS and [1:06:44] essentially um some of the members of this new watershed coalition of Wuset [1:06:51] um wrote a letter to the governor to say we love that you're in support of Quabin [1:06:57] and that you're doing these listening sessions but could you kind of expand [1:07:00] your scope um and include you know Wuset as well um that we have the same issues [1:07:08] that Quapen does. Um, you know, due to the scale of the Door, sorry, DCR [1:07:15] ownership of town land, this has an impact on our communities. Um, new [1:07:20] growth, revenue, um, current pilot funding formulas and local costs [1:07:24] associated with stewarding that land are all over the place in different [1:07:28] communities. So essentially just wanted to bring it to your attention that we [1:07:32] are trying as a collaborative to sort of wave a flag to Governor Healey [1:07:38] and say we're interested just like Quabin. Um can you make sure that you're [1:07:43] considering us when you're doing these pilot um sessions across the state and [1:07:47] to just get it on the state's radar that we also would like to get some more [1:07:52] funding um for being such good stewards um of of the reservoir. So, I just [1:07:58] wanted to let you know that I'm participating. Um, like I said, myself [1:08:02] and David Baird will be um listening to these listening sessions and [1:08:08] participating and talking about what our experience has been. And hopefully we [1:08:12] can make some headway and make some noise and and try to get the attention [1:08:16] at the state that we can get some relief here in town. And that would be from um [1:11:34] Stone Street to Main Street, High Street, excuse me. Um [1:11:43] and this has been before the board uh several times. Again, the the committee [1:11:49] um unanimously, the fire chief, police chief, DPW, superintendent [1:11:56] um unanimously uh are in favor of doing it. Um, but it's packed and the street it's a [1:18:07] main thoroughare. It's not a side street. It's not primarily a residential [1:18:12] street and there's a lot of traffic on it and it's very congested down there. [1:18:16] there. This is showing a couple of cars half half off the pavement, half on, but [1:18:22] many times I go down and the the street is it one whole side of the street is [1:18:27] blocked by cars all over the place down there. So, um [1:18:31] » So, should this be a licensing issue? >> It it can be it can be modified by the [1:18:38] subcommittee Mr. Bailey's working diligently on to solve all these [1:18:41] problems, but it's it's more than that. It's it's commercial property and [1:18:47] residential property and it's a busy street and it's very congested. I drive [1:18:52] trucks down that street and it's it's it is [1:18:57] it's burdensome on not just the residents and not just the uh people on [1:19:02] the street. It's that's a primary street going back and forth from main to high. So, if we wanted to do it, they were saying the town would have [1:21:22] to foot the bill for it. So, um the superintendent has ordered all new [1:21:28] signage uh to alert people. As you can see, there's really not much there right [1:21:33] now. So, um I think we should continue to I think go after the railroad. And [1:21:43] um we all know that trains at certain times [1:21:47] come through that particular area and they're moving pretty quick. [1:21:52] » They a couple of years ago when they started the upgrade on on the tracks and [1:21:58] the bridges. Uh I stopped and spoke to one of the heads of construction right [1:22:03] down there over on that side. There was a bridge they raised. Um and he said the [1:22:09] reason they were investing that kind of money and what they were doing was [1:22:12] because they need they want to uh increase the height of the trains going [1:22:19] through the frequency of the trains and the speed of the trains. He was crystal [1:22:24] clear that that bridge right there. See how they raised it all up. [1:22:27] » Sure. >> That's a huge investment on the railroad [1:22:30] track. And it's also that they can move the trains faster and bigger uh right [1:22:36] through town. And he was crystal clear that [1:22:39] » um and I believe in the last couple of years we've had two or three uh serious [1:22:46] accidents right at that crossing. And in my experience as a kid growing up and [1:22:50] down, I don't recall there ever being other ones. So, the chief said that he'd like to be able to send some [1:30:17] patrols at night and make an evaluation and then on our next traffic meeting, [1:30:22] which we have set um dates that we're going to meet every quarter. So, um [1:30:28] we're going to just hold off on it. And then the next [1:30:33] one was um uh speed limit signs which have been installed. [1:30:39] So, um we'll we'll hope and I guess the chief [1:30:44] as well is going to make sure that um they're working. So, [1:30:52] and the next one was um traffic signal to slow traffic at the [1:30:57] intersection of Hamilton Street and East Street. Uh so what they would like to do [1:31:03] is to if you make that turn they'd like to put arrows [1:31:08] to um make them aware that that turn is [1:31:13] there a sharp turn right there. And I'll I mean if you want to read a synopsis, it's large work vans, [1:35:01] trailers, landscaping vehicles, and other commercial vehicles um can [1:35:07] obstruct sight lines and reduce available parking for residents and and [1:35:11] noise. So it wasn't tractor trailers. It was more [1:35:15] » smaller type of commercial plates that were parking on the street.
