[4:47] and i had been watering the last two years started with the group [4:52] last year it happened that i was the only volunteer that came back [4:56] so i watered mondays and wednesdays and the city had a young [5:02] summer helpers a boy and a girl water on fridays [5:05] our flowers looked good but they weren't spectacular and then when i heard they [5:10] weren't coming back i was very disappointed and i [5:15] asked a couple people well do you think i could [5:18] do something and so i put an ad in the paper helped me save the flowers for [5:23] twenty twenty two and as of now [5:28] i have raised nine thousand six hundred and [5:31] twenty dollars i believe is the total so you know that people want our flowers to [5:37] appear again um i don't think i would have collected [5:41] that much money if i had if there wasn't a need or a liking having them make our [5:45] city look good um [5:49] this is great we're on track thompson's nursery was told that they [5:54] weren't going to get the contract back and i called them right away when i [5:59] started my [6:02] advertising to catch donations or get donations and [6:07] they said they would hold their flower order and they did and we [6:11] have those flowers growing out at thompson's nursery they're little [6:16] but they're gonna grow and they're gonna [6:18] look great but when i worked when i started out i [6:22] called um a gal that started the flower project in [6:27] saint joe her name was carol tyson and carol said surely your flowers look [6:32] good but i believe they're too tall you just don't get the dramatic beautiful [6:36] effect because you have to look up they should really be kind of at an eye level [6:44] so my concern then too was um maybe to lower those and get some new brackets i [6:52] checked with a manufacturer in saint joe he was supposed to call me back with a [6:58] dollar amount today but the city had kind of what i heard [7:03] from bridget that the city doesn't want me to go ahead with any new brackets [7:07] we'd just like to see them the way they are [7:11] well that's i know we talked about it [7:14] but we just we were just worried more [7:18] when it's lower about vandalism i went to saint joe today to research [7:23] that um i talked to joe bechtold he's one of [7:26] the guys they have three gentlemen that have been [7:30] watering their flowers and they start at five in the morning [7:34] there are three dairy farmers that are retired and they had time so they would [7:38] get up at five in the morning and water there they would each take a week in the [7:43] month um joe said that yes he did see once [7:47] some kids stinging around with them but he [7:50] told them that if they were going to do that they were going to water those [7:54] flowers for the rest of the summer obviously they didn't really want to [7:57] work so they didn't mess with them and i did check with the city hall at saint [8:02] joe today i talked to a ryan and he said that they have not had an incident with [8:08] the police department on any vandalism although that doesn't mean our bars [8:12] won't have individuals that might want to mess with them [8:16] but they're they're um i would like ours are [8:20] 12 feet high st joe's are 10. so they do the flower baskets then come [8:26] down about a foot with their leggings onto the basket [8:30] um i guess i would like you to think about it i did take some [8:35] pictures i could show you their pole then one other concerned was that the [8:41] poles would stick out to the city that it could catch on a truck or something [8:45] no the poles go just like the rods go just like they are and they have a metal [8:51] they're made of steel and they buckle around the circle and then [8:56] bolts go through so they said that they would [9:00] sustain at least a hundred pound basket on each side and our baskets [9:06] approximately with x number of gallons of water are 80 [9:11] could be up to 80 pounds so i wouldn't want you to get anything that wasn't [9:18] certified or you know provided a good guarantee that something wouldn't happen [9:24] to the to the bracket [9:27] um again i just want to then just tell you thank you for letting me go ahead [9:31] with the program um john's been good about helping me [9:34] keep that little toro running the last couple years [9:39] and i do appreciate that and we are going to make those flowers look the [9:43] best we can this summer and you know i thought even if i could [9:48] ask if i could get the gentleman to build me [9:52] four sets you know i have money in that kind of that budget that i [9:57] grew even if we could hang some and then just [10:00] see how they do and see if it is that more effective [10:05] beautiful ie you know but again that's up to you and if we want to just leave [10:10] it this summer that's fine maybe we can review it again next summer [10:15] um the money that i have left over i will [10:18] just leave in that fund just to let you know how much i wanted [10:22] this program i have a thousand dollars that i put into that fund and we would [10:26] only need a couple more hundred dollars so we pop and i would like to see that happen for [10:46] our community especially with the splash pad and the trails [10:50] good businesses that people will come to town with price of gas and still covet schmidt i'm the executive [15:12] director at grafton um [15:26] can you hear me now okay i'll start over yeah under our code [15:31] fence heights are maxed out at um six feet [15:36] in the city code for industrial and commercial it can be eight feet but [15:40] under a special use permit it can go up higher than that [15:43] and uh grafton has submitted a special use permit came to planning last week [15:48] to talk a little bit about the need and i'll let laurie talk about that in a [15:51] second and planning did make a [15:55] recommendation to approve the special use but i'll let laurie explain why they [15:59] need okay um [16:01] so we currently had submitted our original plan with an eight foot fence [16:06] for to develop a playground area for [16:09] the children that will be serving if you're not familiar with grafton we're [16:12] developing a [16:15] up to 30 bed residential facility for children with mental health and [16:21] also intellectual with disabilities or autism [16:25] so these are kids that you know are our experi we'll be out at [16:29] home and residing in our facility um [16:33] anywhere between three and six months typically [16:37] but some of them have behaviors [16:41] and some of them are non-verbal but very capable of running and an eight-foot [16:47] fence creates an obstacle course as i explained to the planning and [16:52] zoning and as i've talked to the police [16:55] department about and some of our staff might be able to [16:59] follow but some of ours might not be able to jump the fences easily [17:03] and so a 12-foot fence is what we have in our [17:06] existing facility in berryville virginia and that has been found to be very [17:11] successful in preventing [17:14] children from scaling and leaving the facility [17:18] so it's for our children's health and safety especially with county road 2 so [17:22] close and with the semi-traffic going to [17:26] the distribution air and brewing [17:32] um so with all of that we felt that we really needed to make sure that the [17:36] children couldn't get out as easily um there's no barbed wire we plan to do [17:41] the landscaping around it we don't want it to look institutional we want it to [17:45] look very inviting and [17:47] and welcoming the last thing we want people to think is that you have some [17:51] sort of you know [17:54] prisoner they're caged in there exactly and we wouldn't want [17:58] anyone to believe that we're caging children because that's not that's not [18:01] good for anyone so [18:03] we plan to put a nice playground in the in the area here within the fence and we [18:08] plan to we're looking at putting tiles in the fence it's a small [18:13] length fence not the big chain link because we don't want their thing the [18:17] bigger chain links are easier to scale so we do look at that too [18:21] um but there's little tiles we can get to make it more decorative we found out [18:25] and then we plan to do some greenery around it and actually try and beautify [18:29] it around it both inside and outside the fence line [18:33] so with all of that considered i have [18:36] talked to the chief of police chief bloom [18:38] and he was supportive of it i think he will agree [18:45] it will reduce the calls and and risk of children leaving [18:50] there will be a gate the only vehicles that can access inside is with the gate [18:55] opening and that would be our recycling but at that point children wouldn't be [18:58] out there or if there was some reason to do any [19:01] work in that area of the under the [21:23] definition of community center and would not be allowed at the park because [21:27] that's r1 but in addition and this is an ongoing issue i keep finding [21:33] about three years ago [21:36] the school district came to me about some [21:40] construction and i realized that [21:43] schools weren't allowed in the r1 but our schools are zoned in all r1 [21:48] and so we amended the the city council at that [21:52] time did a text amendment to put schools as a special use permit well community [21:57] centers i don't know if anyone watched or was at the school board meeting last [22:01] night they've done their facility survey and one of the things that's [22:06] a potential referendum question is about a community center on their campus [22:11] for like indoor community rec et cetera which wouldn't be allowed for them to [22:16] build on that campus because it's not allowed right now [22:19] we don't want to permit some uses that really need some site you know oversight [22:25] on traffic flow on size on all those items that can cause congestion noise et [22:31] cetera and so [22:35] we proposed planning last week they recommend approving this ordinance [22:40] to allow community centers in the r1 by special [22:43] use so that people have to submit plans they have to come to you talk to you [22:48] and you can give them advice and guidance on what sartell and then the last one we went to [24:11] kimball and we have panadal libraries [24:15] and then with that we had some discussion [24:19] that we've all kind of had different feedback from community members [24:23] all of us you know different people talking to [24:26] each one of us and then the architect recommended doing [24:30] a outside survey or having an outside third party do a survey so the community [24:35] could be involved so the community could give [24:38] their take on things and the survey correct me if i'm wrong [24:42] is real non-biased [24:45] so it's there [24:48] they get information from all of us and then they create the questions in a [24:53] non-biased way to get community members feedback [24:57] and then from there we'll decide how to move forward with [25:00] the project and as as to that [25:06] and i wanted some guidance on this from all of you so the school district is [25:10] earlier in their discussions than you all have been in the city has been for [25:14] the last year and a half so [25:18] the window's going to be coming on may [25:23] 10th for our next meeting oh yeah and they're going to give us all the [25:27] different layouts that they you know the committee has said well [25:31] what about these two together and what about these two together so the goal is [25:34] to have the committee come to you with or tell wendell and then wendell will [25:39] give a report to you that these are what the configurations they came up with and [25:44] these are what the committee is recommending [25:46] so the question is do we do the survey on whether to do [25:49] anything at all or do we wait and have the survey be [25:53] okay at may we're hoping to have that at a special council meeting on may 31st so [25:57] on may 31st the council will say focus on this con these two together and [26:03] these two together or this one you know once you've made a overall arching [26:07] is it two departments together is it three locations whatever you come up [26:11] with then survey on cost estimates etc so i have a question for you bridget i'm [26:17] sorry to interrupt you can you are we making sure that all the costs [26:21] that we're incurring since [26:25] this has begun this new committee and everything um is [26:30] separated from the [26:33] actual project because i want to see like how [26:38] much this is costing the city and then are we really going to be [26:43] saving money in the end i'm just ultimately very curious about that [26:48] um so that in future in future projects we [26:52] can say hey no you know what you guys we actually tried that before and it didn't [26:57] save us any money it just it just wasted six months or three months or [27:03] two months so since costing us on this new process that we're doing [27:19] until we start the project back up again in my sense just to see like are we [27:24] actually going to be saving money or is it going to just be they had a marketing firm do [28:31] theirs who's familiar with the cold spring [28:34] record area i did call the the gentleman that performed the recory one to ask him [28:39] about timing and everything and he said if if you wanted to do it before you [28:44] even decide configuration or you wait to [28:47] configuration of them then you do it and then you do it either way there's plenty [28:51] of time there is okay yeah how is this getting out to the community what they [28:55] did is a phone survey so they do a random selection we give them everyone's [29:01] everyone in the city water like do we base it off of [29:05] we would do it on the on the taxpayers of cold spring so they would get the [29:09] whole and they would do a random they got all of the taxpayers of [29:13] um mccoy school district and i think they [29:17] did 24 were from residents of cold spring [29:20] and i think it was 18 where wakefield and 11 11 where richmond and [29:26] rockville 400 and then the rest were the other [29:29] outlying um townships and they get 400 calls and [29:33] they said that's a plus or minus of 5 so it's [29:37] like any random telephone survey and those [29:41] i didn't ask them but i i would assume those are quicker to do you know you get [29:45] the responses back quick and those are people who answer the phone [29:49] yeah and they only got and five percent hang up so out of the [29:53] they got 400 responses so okay five percent [29:57] or cell phones they were doing both they even they in that survey they said [30:01] what was it what were the numbers they broke it down [30:05] even like how many households that they surveyed are just cell phone households [30:10] how many are just landline houses and how many are both [30:13] so they explained how they cut they got people with cell phones they got people [30:16] with landlines they got people who own both [30:19] wasn't the average phone call approximately 15 minutes yeah some were [30:23] 45 and others yeah there were [30:27] it was it i would suggest if you didn't watch it watch his presentation it was [30:31] very interesting it just seems that so many people are [30:35] getting spam calls all the time no and [30:39] you know are people going to pick up or they're going to come across a spam [30:42] caller i i don't know but they ended up getting 400 so [30:46] i don't know how many didn't pick up but they got 400 responses so i don't [30:50] know what the number of total calls 800 people to get 400 right i don't know i [30:55] have to find that out i don't think they only call them 400. probably or [30:59] something could be they only called 400. they only called 400 and it was if i'm [31:04] not mistaken four percent hung up on them the rest of them oh okay [31:09] that's how that's how that works answer one way or the other forward against [31:13] them whatever some were shorter but you're right up to 45 minutes was some [31:18] discussions yeah so [31:21] and i think that cost 16 000 yeah he gave me a proposal that if we're doing [31:26] it as the after you know when you already say [31:30] okay fire and police are going to be together city hall or on this location [31:34] once a decision on what the makeup of each [31:37] structure would be it would then be a survey based on that [31:41] and that's 12 000. so you said so that would only be 16 [31:45] people who didn't partake in the survey out of 400. [31:51] 16 people would i there has to be more people that didn't answer their phone i [31:54] can't imagine it would be only 16 people out of 400. [31:58] there was a lot of publicity with that survey though so people may be expecting [32:03] yeah and we would do that to anticipating it and the architect did [32:06] say that too to put it in the paper we would put it everywhere [32:10] if they're anticipating that and then that's different yeah and we would do [32:13] that if that's what you want to do so i think it would be nice for the [32:18] community to feel like they have a voice involved yeah that they're involved [32:22] because whenever anyone has said things to me and i say go to a meeting tuesday [32:26] night that's exactly that's what i get no i'm [32:29] not going i'm not quite no i'm not going to that but this way [32:32] they can voice their opinion be part of it and then they can't and they can be [32:36] anonymous yeah and they can't complain if it you know they had their voice they [32:40] had their chance perfect yep you got to take action on [32:43] that no i don't think at this time i think at may 10th we'll [32:47] we'll have more from we meet that morning or [32:50] that late afternoon or something like that [32:52] and i'll have some more information and then probably at that point discuss with [32:56] you if you want to go on with the survey in it in which way you want to do it be [33:00] pre-determination of who goes with who or post because the tenth is when we [33:05] look at the plans for the latest when we make the recommendation to you [33:09] but you won't get that report until may 31st so [33:12] do we do the survey based on what the recommendation is [33:16] going to be to you or wait till you make a decision [33:19] on what you're probably going to get two or [33:21] three different configurations so [33:25] do you want it based on those two or do you want it based on what you decide and [33:29] then we can put dollar numbers on that as well because if it's [33:32] library and city hall and police are going here or fire's going here then we [33:36] can do a better estimate on how much each thing is going to cost [33:40] so i think we would want to do it after the 31st but definitely advertise that [33:44] we're going to be doing it once you make that decision i think my thought is one [33:48] of the questions the community would have is what's the cost [33:52] right and we can't get that until the 31st out [33:56] of the survey at school they didn't have dollars and [34:00] he stressed very much that okay do you want a field house well a [34:05] lot of i was a very high percentage like 70 [34:09] some percent said yes but what is it gonna cost us [34:14] and they didn't have dollars so when they when they showed their surveys and [34:18] all their slides you know was a lot in favor [34:24] but and then it came down to the money money [34:29] how much is this going to cost us you know and this this here project is the [34:33] same thing i will say [34:37] the tours did a lot for me [34:42] um i definitely had some questions with our [34:47] police space and i really think [34:52] talking to other police officers and things uh [34:56] i was really surprised in in what's needed [35:01] and uh how things work today versus they did when i was on the force [35:06] and um so my mind was changed in in a different [35:11] direction on a lot of things with our police department [35:17] i do have to say that i'm very proud of bridget [35:21] [Music] she is the most conservative one in this [35:24] whole process she by far [35:28] is not expecting [35:31] extra space in case and um so hands to you [35:38] in in your help in this whole process and stuff [35:42] um i think things are going very well i think things are coming together i get [35:48] your frustration on this whole thing i i mean i really do [35:55] but you got to look at it as the taxpayer side of the two that we didn't [35:59] know anything about this i've been on these departments [36:03] i still feel that it shouldn't be out of town it should be in our heart of town [36:09] and that part did not change but location [36:13] might change that whole thing where we might end up back out there if it does [36:18] cost the same [36:22] well so be it i mean [36:25] at least the citizens and taxpayers of cold spring [36:29] had their say-so and we get to put it and we definitely [36:33] want to build something and we definitely need it [36:39] we just feel that [36:42] my my feel especially is that when you put up beautiful buildings and and [36:47] things i just as soon see them in our heart of [36:51] cold spring where we can show it off way better than in an industrial park on the [36:56] very edge of cold spring that's our my main goal [37:00] and um we'll see what happens it it still might [37:03] all end up out there in a cheaper thing and we don't know that and so we [37:08] apologize for taking the extra time [37:13] and and um maybe stirring up a hornet's nest [37:17] whatever you want to call it but i get it i mean that's thing one thing we did talk about was the [37:50] concern on the one site you gave me approval to go negotiate on [37:56] this the existing soil borings aren't really where [38:00] any structure that they weren't doing soil borings when [38:03] they did them for a building they were doing them for [38:06] environmental and so one thing [38:10] um we need to know is what's in the spot where the building [38:14] may fit so um [38:16] i'm i probably will get some budget some [38:19] numbers for you and at the may 10th um [38:24] have two bids to do some soil borings and have a better location because the [38:29] architect wants the snowboardings where all the footings are and we're you know [38:34] 12 15 feet along the walls to see what's there because they're that outcropping [38:38] is a concern of granite we don't know where it is some of it was [38:43] at four feet and some of their soil boring some was at 12. well [38:48] the architect was telling us that if if it's at four feet with granite here and [38:52] sand here you gotta take down the granite [38:56] to to put it to make a building that's level and safe [39:00] so that's going to be some issues that will also [39:04] make that site either way more expensive or not but we will need to do the soil [39:08] borne so at the next meeting are we going to find out the [39:13] price of the property then too yet or i know that price oh you do yep [39:19] okay it's 368 [39:24] something which is the price plus the assessments [39:28] that are on the what was the number 368 and change 360 790 something like that [39:34] that included the assessment that includes the assessment [39:40] what's the size of that [39:45] i think i can figure it out i'm gonna take out a lot take out about 32 000 and [39:50] then divide it by the number the eight square feet and that'll tell you [39:54] i want to say four and a quarter something like that per square foot [39:59] somewhere around there so um were there other conforming [40:04] conditions not that i know of seven [40:08] does the granite company have any other conditions no [40:11] not at this time but they do when they do purchase agreements so first that we [40:15] length fence [41:38] the guy that i got the quote from uh came out and he said it's about the most [41:42] common fence that's used for dog park so there's some different gates that go [41:47] into it a standard four foot gate for people [41:50] with the dogs and then they'll put two six foot gates that'll open to 12 [41:54] feet for the lawn mowers and stuff like that [41:57] as you can see it came in at 2100 under budget [42:00] might be the only one this year in 2022 we don't know yet but i was excited [42:04] about that um what's the purpose of the dog park [42:10] the dog park is for the purpose of it the purpose is for people to come there [42:13] with their dogs and run around let them run around [42:18] they're exercising roomed in is that what it is i guess so and for [42:23] socialization for dogs well we were approached i mean the park board [42:27] was approached many years ago already about this and we were [42:30] we spent a few years trying to figure out where it report brian lynch mr mayor council good [47:32] evening um [47:34] start going down the list here just some project updates the 2021 [47:38] brewery improvements they've started doing cleanup work there [47:42] there's going to be more this week we made some pipe connections and then [47:45] in a couple of weeks we'll be behind the brewery [47:49] tying the last pieces of pipe in but we need the bituminous plants to be up and [47:53] running first [47:56] then it's just going to be waiting on components for the lift stations getting [47:59] them wired etc [48:03] the standpipe like we were talking about the the foundation is in the pipe is [48:07] installed right now we're just waiting on steel [48:11] so they have the foundation is kind of poured in two parts the next piece [48:15] actually has some of the steel cast into it [48:18] so we're waiting for that and we've heard some time in june right now okay [48:23] so like everything else we're they're getting delays [48:28] um the 2022 improvements us brewery improvements just working on that design [48:34] the soil borings are done [48:37] last meeting there was a question about the sidewalk [48:42] and the curb as well would have to go with [48:45] it for the block between red river and fifth avenue [48:50] rough cost estimate about 75 000 for that work alone [48:55] so it'd be new curb new sidewalk taking it out [49:00] doing everything associated with that [49:04] trying to take into account some of the smaller quantities because we don't have [49:07] a ton of it going on so that's a [49:11] don't quote me on 75 000 it's a ballpark estimate [49:15] you know if we got into it we'd have to you know [49:18] i could estimate it a little closer but it's [49:21] it's not a insignificant piece of the project so [49:27] so um i think if you know we had talked [49:31] i don't know if it would be something that could be assessed or not but then [49:33] if you'd start doing that then you have to start looking at [49:37] um feasibility reports other things like that in order to comply with state [49:42] law and that would all take time [49:46] that takes time and then yeah and you [49:50] you would almost have to look at it as a separate project i don't know if it [49:53] could be tied with this project or not that's something we probably have to [49:56] talk to the attorney about and if you're doing a separate project [50:00] you just start introducing a whole lot of other risk factors in [50:05] timing of work and other things you have two contract potentially two [50:09] different contractors pointing fingers at one another [50:14] so that's maybe not the ideal situation is to do it as a separate [50:17] project but and to do it [50:21] afterwards not really possible [50:25] i wouldn't recommend it because you already got new [50:28] you know you'd have new pavement down do you really want to go in and [50:32] kind of tear that you know you'd have to try and protect the new pavement and [50:36] so basically there's not going to be no sidewalk [50:39] there for 25 more years it all depends on on if [50:45] we decide to get in and do it sooner you could um [50:48] that's all entirely i guess the council's decision as to if we want to [50:52] do the work i mean the work can be done under as a straight city cost [50:59] that you open a whole new can of worms yeah and also [51:04] for for assessment purposes as well there's two corner lots that were [51:09] already assessed for sidewalk on the county road two project [51:12] so those would be ineligible for assessments on this project [51:18] so you've taken the potential number if you were to assess it the potential [51:21] number from six down to four [51:28] i guess if there are areas that you know if there's a couple of bad panels [51:33] you know some bad joints those sort of things you know i think those could [51:36] maybe be addressed as a city costa a lot cheaper [51:42] but you you know so you have to start looking at the sidewalk all the gravel [51:46] that goes with the sidewalk the curb gravel under the curb [51:50] you're going to start redoing driveway approaches so it starts [51:53] it starts adding up in a hurry especially when we have sidewalk on both [51:57] sides one is currently a six footer the other is a seven [52:00] which i'm sure done because there isn't a boulevard there to give it a little [52:05] more space for snow plowing so [52:09] it adds up in a hurry what if we just tore those sidewalks out [52:13] and turn it into grass for the landowner you know you could do that would you it [52:21] depends then do you want to put in new curb or you know [52:23] you could probably pull them out and leave the curb [52:30] what would the cost difference be brian if we directional board [52:34] the pipe through that section of street [52:38] instead of open cutting it and we didn't touch the top ground so that [52:42] instead of waiting 25 years to complete a project like that it's [52:46] maybe turned back into our closer radar of the other streets downtown [52:52] fifth has got to be done one of these years anyway it's bad i mean it can't be [52:56] left the way it is you're gonna d you're gonna dig the [52:59] intersection because you have to make a 90 degree turn [53:03] um we're already directional boring [53:06] underneath red river yeah so you were you weren't going to have a [53:09] lot of open cut in there in the first place because of that so that might be [53:14] it might be an option and you just patch the locations that you need to or maybe [53:18] another option if directional boring is quite a bit higher which we know it [53:22] probably is going to be instead of [53:26] replacing that whole whole street maybe we just put a patch in it [53:30] you know maybe we just dig what's needed for that section of pipe through that [53:33] block and we repave on top of the pipe only and [53:37] not the entire street knowing that this could be part of our project [53:42] in the near future here i don't know until we find a way to stop [53:46] those trucks from coming down there it's just gonna it's not gonna last again i [53:50] mean it's [53:52] there's a lot of weight coming on that road [53:58] i don't know yeah those are caught between a rock and [54:00] a hard place here [54:05] yeah that would be it'd be an option to look at boring the [54:08] whole thing [54:12] patching or patching what we need yeah even patching what we need is going [54:16] to put that road in better shape than it is [54:19] it can't get worse i mean that's an option it's not that [54:23] much lineal feed it's [54:28] probably only going to amount to it less than a three-quarter block [54:32] because you got that you got fifth that's got to get done one of [54:35] these years you got um and by the time you get back to drill under two you're [54:40] you're probably halfway down the block [54:44] do you get we got a few streets out in that [54:47] second avenue third avenue everything around the country store general areas [54:51] yeah first street south there's a lot of little little projects and [54:56] as far as street projects but maybe when we did if we were to do [55:00] third avenue maybe that would be the time to go back and do you know get a [55:04] bigger sidewalk bent because you'd have those sidewalks there connected with [55:08] those maybe that'd be a bigger right yeah if you if you were to [55:13] it still would be tough to go back because you got it you're not going to [55:16] really want to replace the curb if you put in new pavement on the whole street [55:20] right because you'll you'll damage that edge [55:24] but if you were to save it to go with the larger projects down the road you're [55:28] going to get a better price on everything right just a higher quantity [55:32] makes it more difficult too with that sidewalk being tight against the curb [55:34] line too and no boulevard so they [55:38] can't really replace the curb unless they hand pour it i don't know if [55:42] they'll be able to get their machine through there with the sidewalk butted [55:44] up to it but the sidewalk or the curb [55:48] yeah you would they'd hand pour the curb in there yeah so the labor cost on that [55:52] i'm sure is up um [55:56] yeah it's a tough spot if you do it in the future there's [56:00] options if you wanted to go to one sidewalk [56:03] and you could push the road around a little maybe to get a boulevard it does [56:07] open up some options if you were going to fully reconstruct it [56:11] so we you thought we could patch it for the time being and then tie that [56:17] complete project there in with say third avenue [56:21] is that what you're suggesting yeah that would that would definitely be [56:24] an option because the you know if that block is [56:28] 400 feet i think is a standard city block and that one might be a little [56:31] less 350 that one is yeah so [56:35] with directional boring underneath red river that machine has to stay back so [56:39] far anyway so not [56:42] that entire 350 feet is not getting tore up that machine's going to sit back [56:47] i don't know 100 feet no more yeah at least probably 200. so 200 feet so that [56:52] technically there'd only be 150 feet of that stream being poured up [56:55] fifth avenue where it's going to come so you'd have 150 foot patch in there [57:00] for hopefully it's next year we approve [57:02] those other projects but right you know i've talked about that at much [57:06] that makes some sense to me you know then you're only tearing up 150 feet of [57:11] new pavement um [57:15] that might be the best or even directional boring you're not [57:18] going that much farther anyway are you right probably not and then that's one [57:22] of the things that now that we have the soil borings back we really have to [57:25] start looking at those profile those boring profiles and how far back do they [57:29] have to be and it's probably [57:32] probably just as just as cheap directional boring it is as repaving [57:37] that that whole top right well i mean you would if you [57:41] repave just the over the pipe you don't need to be owned by the street yeah so [57:46] just be a patch but originally they were going to repave [57:50] that from kirby curb yeah so i mean you and council the first thing i have [1:06:46] on is the um [1:06:49] arpa reporting so as you know last fall when we first got [1:06:53] our american rescue [1:06:57] i don't remember what the p stands for act [1:07:00] um [1:07:03] the federal government gave us a total in two payments of 484 000 we [1:07:09] got the first one already and the council at that time approved using all [1:07:13] of arpa to pay for the difference between what the bonding money was for [1:07:16] the treatment plant versus the inner fund loan that we have so it'll reduce [1:07:19] the inner fund loan the arpa reporting at that time was [1:07:23] going to be i have to fill out and say we're using [1:07:26] it on a water project and then there was going to be very extensive reporting [1:07:31] well they gave out to about 7 000 different jurisdictions a lot of money [1:07:37] and a lot of them are small jurisdictions like ours and so they at [1:07:40] the final rule they decided anyone who has less than 10 million can [1:07:44] report that they're taking a one-time allowance the standard deduction similar [1:07:49] to standard deduction for tax returns you don't have to itemize or anything [1:07:53] and so i'm requesting through this resolution the authority to take that [1:07:57] one-time standard standard i still have to tell [1:08:00] them what we're doing with it but i don't have to do the extensive [1:08:03] reporting that a water treatment project [1:08:08] would and i'm sure some of those communities that are doing that got [1:08:11] 40 and 50 million dollars in our upgrading plants they're gonna go [1:08:14] through much more extensive reporting than our small [1:08:17] little city and so um the league of minnesota cities [1:08:21] did recommend that to take that election that the council [1:08:26] direct staff to take the election and so that's why i wrote that resolution [1:08:30] use that resolution for that request right recommendation [1:08:34] to approve resolution 2022-12 resolution [1:08:38] electing the standard allowance available under the revenue loss [1:08:43] provision of american rescue plan act that's what [1:08:48] it stands for i need a motion i'll you approved [1:09:29] um their desk thinks that part of that [1:09:34] number is because about a week ago in 80 million dollar taxable issuance from a [1:09:38] texas community the the bor the um [1:09:43] pricing desk thinks that that kind of skewed government obligation bonds for [1:09:47] the most part they're hoping that will come down [1:09:50] obviously the fed will be next year next week so that too may have it [1:09:54] um and so if we get the mpca sign off which [1:09:59] we're still waiting for the npca permit we anticipate they will give it before [1:10:04] the bids are awarded on may 10th yeah the [1:10:07] 29th is the end of the 60 days and we've been trying to have correspondence [1:10:13] with them that do they anticipate any issues and so far [1:10:17] it's been very little response they don't [1:10:19] anticipate hopefully they can turn it around and [1:10:23] then stage this time frame so [1:10:26] um at this point there's some options so if mpca gets us that [1:10:31] permit and the pricing comes back and it may be beyond the parameters you can [1:10:35] still award the bonds just like you would award the bid [1:10:39] or we can wait to see um and have a special meeting between [1:10:45] the may 10th and may 24th or wait till the 24th but there's options still but i [1:10:49] wanted to let you know that that that true interest is [1:10:53] butting up to that level but that doesn't limit you to still [1:10:57] award the bonds even though you made the um [1:11:00] the 4.25 true interest rate [1:11:03] we can still go over as long as we price an award on the same [1:11:07] day so so it's just a little um skewed i did [1:11:13] talk to the brewery about that and [1:11:17] uh at this point everything's fine there is a possibility [1:11:22] to add a year to it to get it down for you know they'd like to [1:11:26] pay us a certain number of dollars each year and that's what we were hoping [1:11:30] with a 19 year but with the adjustment to rates it could bump up a little [1:11:35] higher so then we're going to see if pfa would let us add a year to the bond so [1:11:39] that it brings it down to the the number they [1:11:42] budget for if it doesn't happen it'll be fine but [1:11:45] um so i've let them know too but i just wanted to bring you both all of you up [1:11:50] to date on that all right [1:11:53] and draft comp plan [1:12:43] they promised us that on monday and we got it on monday [1:12:46] and i've been going through the comp plan and [1:12:49] noticing a few things that need to probably be drawn attention to but [1:12:54] it's it's a slog 58 pages on the first [1:13:02] and they apologize for being late they were supposed to be done [1:13:07] in march you did promise it for monday and we got it on monday yeah but no the [1:13:10] the whole the whole comp plan was supposed to be done yeah [1:13:15] yeah and [1:13:16] yeah they apologize and but they have something they said they were going to [1:13:20] make it right issues [1:13:22] so they are going to make that right so [1:13:26] um eda [1:13:28] brian ada was uh the keys saying the jesus uh [1:13:33] we'll tell you that was covered i mean that took up the whole [1:13:37] meeting or at last so that was that park board [1:13:43] meets on may 9th okay and record trail uh record trail is uh we're [1:13:51] getting ready i think they're out for bid on the project so the county does uh [1:13:56] as the fiscal agent puts out the bid and i believe they're planning to award [1:14:01] they're due back may 12th and then the [1:14:05] uh [1:14:08] county commissioners will award but the record trail board we'll need to do some [1:14:14] um approval as well and so that's probably gonna be in [1:14:19] mid-may or the first june meeting we might have to have a special recording [1:14:23] meeting depending how everything falls but then construction hopefully will [1:14:26] start june good day in june [1:14:31] yep good i
