Uh, line item 10, [11:49] discussion, action. Raton Pickle Ball Club request for approval to use KFax [11:56] County Event Center on available dates. [12:05] Hello commission. I'm Lesie Fernandez. We have Bal Sakora and Art San Roman [12:11] also just recently off the court this morning uh to come and ask your [12:17] permission to continue our winter use of the event center uh for our pickle ball [12:26] club. The county has graciously uh been involved in this for I think four years [12:33] since the city um pulled their venue out from under our [12:39] feet. Uh the county filled a need that we really had and um both the commission [12:47] and Fred Martinez with the maintenance uh were have been wonderful the last [12:53] several years. As you know, the bathrooms were being redone and so we [12:59] couldn't be in there for a while and then with the uh lack of snow and cold [13:06] weather last winter, our club really didn't need to be in uh the event [13:11] center. We played outside. We have outdoor courts up at the tennis at the [13:17] tennis complex at the high school. This year, we're asking uh for your [13:23] permission to once again use the indoor venue uh on days where it's not [13:30] previously booked for events. In the past, we've had great [13:35] communication with maintenance as to what those events were and when they [13:43] were, and we clear our u equipment out, and we're very glad to clean the floor, [13:50] do whatever we need to do uh for that event or for the maintenance people. Mr. [13:57] Munice has contacted uh Val Sakura uh about [clears throat] perhaps being able [14:04] to do this again uh this winter and we we believe we're actually good stewards [14:11] for the building. Um we're there every day that we can be every morning from [14:17] about 7:30 to 10 max. Um, in the past we've found uh frozen pipes uh for the [14:26] bathroom and and let the county know. Uh we've found the door open, let the [14:31] county know. So we feel that we and and we also clean. Uh so we feel that we are [14:38] a benefit a little bit to the county. Uh not nearly as much as you guys are a [14:43] benefit to us. Uh so we are we're a club of about oh probably 125 people. Um but [14:53] we would have anywhere between uh 4 and 12 on any given morning. [15:00] Uh we thank you guys whatever your decision is. Uh but we would ask uh for [15:06] that permission and I'm certainly open to any questions and I urge anybody with [15:13] the county who's interested in coming and trying this sport especially old [15:18] softball players uh that might be interested or softball [15:23] umpires um to to come join us or just if you [15:28] want to see what you guys are providing, what the county is providing uh for a [15:33] group of local uh residents, county residents, and believe me, it's a it's a [15:39] huge boon for us um because we love what we do and you guys make it possible in [15:45] the winter. >> Okay. Thank you, commissioners. [15:50] Question. >> Thank you, Mr. Fernandez. Um I I don't [15:55] have a problem with it. I think it's great and um I think that's what the [15:59] event center is for is to support our communities. Um, I believe we had an [16:04] agreement of some sort last time, didn't we, Leslie? Or [16:08] » something about new people. >> I think we did. Yeah. [16:11] » Uh, Mr. Garnet, I'm not sure. >> Not sure I have copied that anywhere. [16:19] It was with not even sure which which manager it was [16:25] with. >> I think it was with me. [laughter] [16:28] » It might have been with me when I was there. I I believe that's [16:33] » absolutely no problem. [16:37] » Yeah, that that would be my only thing. [16:42] » Each person. >> Yes, [16:44] » we brought them up here. It may have been [16:49] I will do a waiver of liability for everyone who [16:55] just >> that would be my only my only concern [17:00] and request >> for you or do you want an actual written [17:05] email about [17:08] » if we could find the old agreement um you know I think that would be good but [17:14] definitely the liability releases and I totally support it. [17:18] » You bet. >> Commissioner Trill, [17:22] » I have no issues with pickle ball using >> Yeah, like they've been good stewards [17:25] and it's good to have people in and out of the building. [17:27] » Yeah, I remember been a while, but something about y'all [17:32] advertised and welcomed new members throughout the county or something and [17:37] included them. And I remember the waiver, but I don't remember the [17:42] agreement. I I think we had one. >> We did. [17:46] » What I recall it was pretty simple. >> Yeah. Okay. [17:51] » Others from the county come come play. >> Of course. Simone had talked about [17:56] getting that Springer hasn't. Um and we have people [18:01] like me uh that live in the county uh that that come in. There's several of [18:06] us. So it's used by by your constituents. [18:12] » Thank you. >> Thank you. Yeah. I know Angel Fire has [18:15] one then. >> Angel Fire has several courts. Simone's [18:18] putting one in and Maxwell's putting one in the skull new build. [18:24] » That's cool. Yeah. All right. No further discussion. Motion. [18:32] » Um I would move to approve the use of the event center for Rat [18:38] Pickle Ball Club. um signing the previous agreement and with liability [18:43] releases. >> I'll second. [18:47] » Well, roll call. >> Commissioner Kern, [18:50] » yes. >> Commissioner True, [18:51] » yes. >> Chairman Tatum, [18:53] » yes. >> Line item 11, discussion, claim of [18:57] exemption number 11, Lucas Papernick. [19:06] » Uh, good morning. Um, this exemption has been reviewed and approved by the county [19:10] attorney and Scott Whis is also present for any questions. [19:15] This one's only for discussion. >> Commissioners, [19:20] » and Mr. Chairman, >> I'm sorry. Uh, excuse real quick, Mr. [19:24] Chairman. Uh just one thing on this uh and that is uh and I when we were [19:29] discussing it uh and that is that on the description it says uh at one place it [19:37] says various in terms of part of the legal description that just need will [19:41] need to be filled in before it gets filed with the clerk's office [19:45] with the specifics. [19:50] » That's all. Daniel, that was one of my questions also. I believe on the [19:54] application under sections it says multiple. Are you referring the same [19:58] thing? >> Yeah, that's that's what I was referring [20:00] to. >> Yes. Okay. Yeah, I would like that to be [20:03] filled in to whatever sections are are in being affected. Other than that, I [20:08] don't have a problem with it. [20:12] And then uh I noticed on there the person who signed the the notoriization [20:18] part of it is not actually the person who's doing the or the name on the first [20:24] page. If you look to page five, I don't know if that there's a separate [20:31] power of attorney or or something like that. [20:42] I'm looking at that. Are you talking about Heather [20:46] Mononttoya? Is that one or [20:50] » it's Lucas? What whatever his name is. And if you go to the notary page, it's [20:55] not Lucas who's who attested to it. [21:02] It's somebody else. and I'm pulling it up. [21:08] » Yeah, if you could. Unfortunately, the we don't have page numbers, so I'm I'm [21:12] I'm trying to find which page you're talking about. [21:17] » The notary page. [21:28] » Yeah, that's the page. So, Gary J. Goffin is [21:34] the one who attested to the notary. Is that [21:40] » Yeah. in Santa Fe. But >> yeah, so Jerry Gay Goffin would be the [21:44] person who signed up above that signature right there just above the [21:48] word Santa Fe. >> But isn't this a claim of exemption for [21:54] Lucas, however you say the last name? [21:59] Pepper. >> Pepper. [22:04] » So, shouldn't Shouldn't Lucas Pepper be attesting to this document? [22:14] That's a really good catch. And uh I should have flipped back up and I [22:20] apologize for that. You are correct. [22:28] Yeah. So Julie, Julie, we just need to work with them to make sure first of all [22:32] like said uh fix the various but then the other thing is uh or multiple the [22:37] multiple on the sections but then also um make sure that we've got the right [22:43] person swearing find out who Gary Coffin is why Gary Coffin was the one signing [22:48] or whether or not it should be Lucas Peppa signing [22:53] » or some kind of power of attorney. Right. [22:55] » Yeah. [23:01] That's the only discussion I had. [23:07] » Anything further next? Uh, pending corrections. Well, [23:15] I'm confused here on this because this process [23:21] is um I I I've gone through your subdivision [23:27] manual here and there's nowhere in here it says it defines what a subdivision is [23:34] and then there's these certain ones that are not [23:39] subdivision does not include in the list 13 items and this is a number 11. [23:47] And then you go all the way down till you're in 7.6 which is the exception [23:51] rule and it says approval required. It tells you you have to get approved to [23:58] do a subdivision in the county but then you have to either go through [24:03] the subdivision rules. >> You need to speak into the mic. [24:09] So you define what subdivision is and I'm doing the number 11. [24:16] That's one of those in under subdivision it says subdivision do not include and [24:21] you line out 13 things. And you go down to 7.6 and it says [24:26] exceptions approval required. It's unlawful for any person to buy land in [24:31] the county weather meteor whatever. But then there's two items A or B. A if you [24:37] go through all the subdivisions or B file and obtain approval exception [24:42] defined as in 2M before and then 1 7 8 9 12 13 then right after that the [24:53] definitions provision defined on these other ones which number 11 are not [24:58] required under these regulations. So why are we if I'm I'm questioning why it has [25:03] to come to the board to be reviewed, looked over, discussed when it doesn't [25:08] have to be approved. And there's no other place in the total [25:13] ordinance that even tells you you have to file [25:16] this. [25:20] So I mean I'm trying to I'm a surveyor. [25:25] Sorry. Scott We shield survey. I'm the one that did this survey [25:30] and in the past the prior ordinance everything had to come to the county and [25:35] then when Miss Karns was county manager they went through and they said certain [25:40] ones didn't have to be approved as it shows [25:45] when I deal with other county like Charles County they have a planning and [25:48] zoning officer you go to him he looks at it approves it sign it record it and [25:54] done same way in San Miguel So my question to you then why is this [26:01] one why was this one put on the agenda? [26:06] » So sir what you will what you will see is that this was put on the agenda for [26:09] discussion only not for action. >> So you do read the ordinance correctly. [26:14] This does not require the approval of the commission. However the commission [26:17] has requested to review all claims of exemption that go through. So therefore [26:21] this is up for discussion only today. But it's not on your there's nothing in [26:26] the law. Everything has to become for the commission. It's not in the shed. [26:30] There's an ordinance that I'm following. >> I understand that. There's I mean it's [26:35] it's it's strictly permissive that it that it comes before the commission for [26:39] discussion. >> No, [26:42] » we could discuss anything we would like you want, but I'm saying if it doesn't [26:46] need approval, there's no reason for it to become the board. it on here as a [26:52] discussion only >> and but it doesn't it doesn't really [26:57] need your signature. It doesn't need approval. [27:00] » Correct. [27:04] » I'll let Daniel answer that. >> Yeah. It I mean it doesn't it doesn't [27:07] require the commission approval, >> right? So you correct [27:12] » or anything else. >> You're you're correct on that, sir. [27:15] However, again, the as a matter of internal [27:19] uh SOP uh the commission's request to see all [27:23] of these uh before they get recorded in the [27:28] clerk's office. And frankly, today is a really good example of the reason why, [27:31] right? Is that is that first of all, we we do have an issue with the with the [27:36] legal description on this one uh where it is defective and would not be it [27:41] would be rejected by the county clerk's office if you if it was attempted to be [27:45] recorded. And uh [27:48] » the legal description the legal description is on the plat. [27:51] » I I understand that sir. >> On that one little line. [27:56] » I I understand that sir. That's this is part of the claim of exemption. You're [27:59] talking about the claim of exemption. You're not talking about the plat at the [28:01] moment. You're talking about the claim of exemption. Then the second thing is [28:05] that that there is a uh a legitimate question that came up in terms of why it [28:09] is that Gary Coffin was the one who attested. [28:16] And so and so Ms. Martinez and I will follow up on that uh and uh and and take [28:23] a look at that and you know frankly the the additional set of eyes uh is helpful [28:27] in this process. [28:32] I'm just I guess what I'm why I'm asking questioning because the ordinances are [28:36] not clear and they need to be updated and corrected so that because you look [28:41] at other county or Union County it says all things have to come to the [28:45] commission all subdivision. This one does not. [28:51] It's very vague. >> I I do agree with you sir that we should [28:55] probably update do do another review and update that uh that ordinance. Uh and [29:00] that is that is a project that I think uh Miss Martinez and I have identified [29:05] as something to work on. Uh you are correct. But in the meantime, until it [29:09] is updated, like I said, this is the standard operating procedure that has [29:12] been uh selected by the county. >> Well, I I just [29:20] Okay. I I disagree. But [29:26] as for the signature, that's the lawyer for Mr. Papernac. [29:31] That's what I signed. He did. He filled out the forms. He signed it. Adam, [29:36] I don't know if it has to be the person owning the land. It doesn't say has to [29:39] be the land owner. It has to be signed. I signed the last [29:44] one. So again, clarity is not very well in [29:49] the ordinances and and these documents. >> Uh you are you're correct, sir. The the [29:55] short I I will say that the uh while the attorney can certainly sign on behalf of [30:01] his client. Uh it would have been nice if the short form that is provided in [30:08] the signature in the uh in the notary block. Uh and those short forms are are [30:15] contained in statute. I believe it's 14-14A-15 [30:19] if I remember correctly. Uh one of them the the second short form in that list [30:25] is in representative capacity. So if it had if it had indicated that he was [30:30] signing in representative capacity, I think that would have resolved any [30:33] questions that might have come up. [30:39] » Okay, that's that's my question. Why is this being discussed when it doesn't [30:44] need approval, doesn't need signatures? [30:49] » You've made your point, sir. >> Thank you. [31:01] » And Miss Martinez, you and Daniel, please review this and let's get it [31:06] straight. And as far as I'm concerned, it can all come before the commission. [31:11] » Yes, sir. >> Thank you, ma'am. [31:13] » Mhm. >> All right. Moving on. Light item 12. [31:18] Discussion action. Claim of exemption number nine, Eric H and Margaret Bowser. [31:26] » Um, I'm requesting approval for this claim of exemption. Um, this exemption [31:29] meets all requirements and has been approved and uh reviewed by the county [31:33] attorney. And then, uh, Eric Bowser is also present for any questions. [31:38] Commissioner K. >> No questions. [31:41] » Commissioner Trill, family relations have been verified. [31:46] » Yes, sir. >> Yeah, I have no problem. [31:48] » Okay. Motion. >> I move to approve plane move exemption [31:52] number nine, Eric H and Margaret Fallser. [31:57] » I'll second. Roll call. >> Commissioner Karn, [32:00] » yes. >> Commissioner Trill, [32:02] » yes. >> Chairman Tatum, [32:03] » yes. Thank you. Line item 13, discussion, action, review of submitted [32:10] letter of interest and possible appointment, a new member to the lodgers [32:17] tax board. >> Good morning, commissioners. Um, Tina [32:21] Gyos reached out again to inform her interest in being a lodger tax member [32:27] again. She was a former member before and served a few years with us. And uh [32:32] in your packet, you should have received her letter of interest [32:38] and she is also online for any questions you may have for him. [32:42] » Okay. >> Commissioners, [32:46] » um no questions. I Tina was on there before and did a good job, so I would [32:49] support it. >> Well, I know Tina, I support her and my [32:54] only request is we make sure that all this is in the actual online portal as [32:59] well. >> Okay. [33:01] Uh, how many does that give you? >> So, we have Kimi as a owner or operator [33:09] of a short-term rental. Um, Myra, a owner operator of Vermejo Park Ranch. [33:15] Tina as a owner operator of Cold Beer. Tyler Davis as a resident who represents [33:22] the general public in the unported area of the county. So, that leaves us one [33:28] more position open for a short-term rental owner and then we should be full. [33:34] » Okay. Thank you. >> U [33:38] motion. >> I move to approve the appointment of [33:42] Tina Gyos to the largest tax board. >> I'll second. Roll call. [33:46] » Commissioner Kern. >> Yes. [33:48] » Hugh. >> Yes. [33:49] » Chairman Tatum. >> Yes. [33:51] » Mr. >> Mr. Chairman, if you would um just for [33:55] the record, obviously I would like to add that uh attorney Daniel Ivy Sto is [34:00] online and Audrey Arm. >> Thank you. [34:11] » Line item 14 discussion action logers tax promotional Lamar billboards [34:18] contract renewal 2026. Yes, I was just bringing this back with [34:23] a few questions that you guys had. Um I think in your packet [34:29] you could see that the Wild Divide submitted their [34:33] numbers. Um of course they can't exactly pinpoint exactly [34:40] um exact numbers that came from the billboard, but just from the area where [34:45] the billboard sit. Um, also I if you guys have any other [34:52] questions I can answer. [34:55] » I believe Commissioner Trujillo had asked what quality the signs are still [35:00] in. >> Are the pictures you sent current or [35:05] past? >> Um, [35:07] » one was really hard to >> Yeah, the gun was in the way of one of [35:11] them. Um they did request that they be changed out at least every two years [35:17] because after one year they start getting sunfaded. [35:21] Um so that would leave us >> next year we would have to replace them [35:25] if not sooner. Um I did ask her about changing the locations too and she said [35:30] she could get us quote on changing the locations too on I40. [35:34] » Okay. I just that one you had to look across and [35:39] » where they took the picture and that was a pretty poor view. But anyway, that was [35:45] my only concern with it. >> That's the view you have when I mean I [35:50] drove I know I couldn't see it. >> So [35:54] » I if you don't mind, Mr. Chairman, I I'm not in favor of this. Uh the data that [36:00] we received was from the Wild Divide, not Lamar. So, it had to do with [36:04] websites. There's still a 5% increase and uh the overall cost of it. And we're [36:12] not changing the billboard. So, I mean, I'd rather change the [36:18] billboard, what's on it, and spend the money [36:22] because you can't read it or move the board. Um, [36:29] that's that's my >> Oh, I wouldn't want to change it until I [36:34] seen where the board would be. Uh, the one was clear and present. [36:41] » The other one I didn't see any beneficial use out of, [36:47] but Commissioner K. No, I would agree with both of your statements and um [36:55] you know maybe we explore different locations. You can get different [36:59] available locations and prices on those. We look at that. [37:03] » Okay. [37:09] » Okay. Motion >> move to table spending further [37:14] information. >> Second. [37:18] All right, I'm tabled. Thank you. [37:23] Roll call. >> Commissioner Kern, [37:26] » yes. >> Commissioner Trillo, [37:27] » yes. >> Chairman Tatum, [37:29] » yes. Line item 15, discussion action certific [37:35] certificate of property tax rates in Mills, Kfax County tax year 2026. [37:44] Morning, sir. >> Good morning, commissioners. Good [37:46] morning, chairman. Good morning, Madame Clerk. Madame County Manager. The 2026 [37:52] property tax rate have been received and reviewed. Overall, there are no [37:56] significant or unusual changes from 2025. [37:59] Residential rates decreased across our tax districts, while non-residential [38:05] rates remained the same. For the county operational portion, the residential [38:10] rate decreased from 9.131 to 8.959 mills for 2026. [38:17] To address the reason for that decrease, the property tax division calculates the [38:21] residential operational rate using the yield control formula. As our [38:26] residential tax base increased, yield control limits the amount of revenue [38:32] growth that can come from existing property while accounting for allowable [38:36] inflation and new construction. That calculation resulted in the [38:41] residential rate decreasing to 8.959 mills. The county non-residential [38:48] operational rate remains at the 11.85 which is the maximum allowed by statute. [38:57] Thank you, Commissioners. [39:01] » Questions? Commissioner >> Joe, thank you very much for what you uh [39:06] stated with there on the yield control. I appreciate it. [39:09] » Thank you. >> Um I just wanted to confirm with the [39:11] county manager that the revenue uh generated by the tax rates will match [39:17] what's in the budget adopted. >> So when we adopt the budget, we use the [39:21] previous year's um rates. That's the requirement. That's how the format is [39:26] set up. The change between the new mill rate versus what we used when we created [39:34] the budget is $85,593 decrease, which is a 1.2% decrease. [39:41] So that's we did budget 7,183 in property tax revenue and now with the [39:48] change the estimate is 7,97. [39:53] » Thank you. [39:59] » Anything further? >> Seeing none. Motion [40:05] » move to approve. Second. [clears throat] >> Roll call. [40:09] » Karn. >> Yes. Commissioner Truhe. [40:11] » Yes. >> Chairman Tatum. [40:12] » Yes. >> Line item 16, discussion, action, [40:17] transfer of vehicle and radio from Kfax County Office of Emergency Manager to [40:25] Miami Volunteer Fire Department. Commissioners, any questions, comments? [40:33] » No, I don't have a problem with it. >> Okay, no problem. Gather. It's going to [40:38] be a fuel hauler. I understand that motion. [40:42] » Move to approve. Second. >> Roll call. [40:46] » Commissioner Kurt. >> Yes. [40:48] » Commissioner Truill. >> Yes. [40:50] » Chairman Tatum. >> Yes. [clears throat] Line item 17 [40:54] discussion. Action resolution number 2026 [40:59] set-2 fireworks band. [41:06] Any comments? Hasn't [41:11] gotten any better. >> Amen. [41:16] » Yeah, m Mr. Chairman, if I just may real quick, this is normally we would have [41:20] stopped putting the fireworks ban on at this time of the year, but because of [41:25] we're continued in drought and it continues to be very warm. Um it it [41:30] continues to come on and uh you will likely continue to see this once a month [41:36] until such time as the uh fire marshall tells us that uh that the situation has [41:42] changed sufficiently and I've had to put this on. [41:46] » Thank you. Yeah, it's not getting any better. All [41:50] you got to do is look at all the water restrictions every community in this [41:55] county is going under. Unfortunately. [41:59] » Motion. >> Move to approve resolution 2026-72 [42:04] fireworks ban. Second. >> Roll call. [42:07] » Commissioner Karn. >> Yes. [42:09] » Commissioner Trillio. >> Yes. [42:10] » Chairman Tatum. >> Yes. Line item 18 managers docket. [42:17] » Chairman commissioners. I'd like to ask Heidi to come forward. um she's going to [42:22] be presenting um a a look or excuse me a map for you [42:28] to take a look at with the under the new mapping project. I believe you will be [42:31] extremely pleased. [42:36] I'm very excited about this project. Um there has been a couple of errors that [42:41] have been discovered but the engineers in the process of fixing them. But these [42:47] maps not only have all the county roads on them, but they also have the [42:53] commission districts broken down and insets for like the Farley area, the [42:59] Raton area. In the previous maps, they you couldn't really read them, but they [43:04] put insets so that you can look at them and and actually see the road numbers. [43:14] They've also compiled a list of the roads, the road names, um how [43:21] many u miles they are, the width, the type of service, and how many crashes. [43:29] They've also broken it down to where it's got the list of bridges. Thank you. [43:35] It's got the list of of state bridges on on the roads as well. So, I'm very [43:41] excited about this. >> Good deal. [43:45] And once we get the updated corrected maps, I'll make sure that each one of [43:50] you receive a a copy. >> And you've tiny uh you have a picture [43:56] database, too, don't you? With >> I'm sorry. [43:59] » You have a picture database with all the uh cattle guards and everything else. Is [44:05] that correct? >> Yes. [44:08] » This is great. And it was North Central that helped with this. North Central Ga [44:13] the funding and engineering analytics is the firm that we went with. [44:19] » Great. >> Thank you all for every all the hard [44:22] work you're doing. >> This was one of my pet project. So I'm [44:26] glad it's >> orange down yellow. [44:32] » Oh wow. You can >> read it. [44:35] » You can actually see Marino Valley on this one. And you can see the lower [44:40] quadrant of Commissioner Karns. And oh yeah, this up here on Raton. [44:49] I don't can't see the numbers, but okay, there it is. [44:54] » Mhm. >> Wow. We also have smaller of these maps [45:01] that are going to be laminated and put in each vehicle uh county road [45:07] apartment vehicle kind of as a a flip through so the guys [45:13] can have access to an updated map. [45:19] » I think we should laminate copies for the sheriff's department as well. [45:23] » That's a very good idea. mission. [45:28] » Yeah. >> Okay. [45:31] » I want one. Yeah. For each commissioner and then I'd like a big one, too. Every [45:37] time I'm talking to y'all, I have it on the back of a door. [45:42] And with the current road descriptions, and y'all talk faster [45:48] than I can flip. Sorry. >> No. Hey, that's all right. That's your [45:52] job. And uh but [45:56] I would call it much improved >> considering the map that we are using is [46:02] dated 2000. >> Oh yeah. [46:05] » Have that one in my briefcase because it's amazing how many times I have to [46:12] stop. And I did have one question and I didn't [46:17] look. There was two or three of the roads that [46:22] we had listed under one name, but the sign said something else. [46:28] » That is also something else that I'm working on. [46:31] » Correct. >> Um cuz we do have some roads that do not [46:35] have numbers. Yes, >> they have names but no numbers. They'll [46:39] have to come before the commission in order to get the names. [46:43] » And as far it is very confusing. Yes, ma'am. [46:48] » We're going to have to work on that. >> And I may have the wrong row. Forgive me [46:53] if I did. But like one of them starts out saying Blosser Road, then it turns [47:00] into another road into the same road and then it goes back to Blosser Road. Are [47:06] y'all correct in that mess? >> We're trying to. [47:09] » Okay. Thank you. You're welcome. That That just drives me nuts. I'm like, [47:14] "Okay, where' I make a wrong turn?" and and [47:18] » but I think it what was it that Tanaha loop or something like that that made [47:25] no sense to me but anyway I'm sure at the time it did but [47:32] Commissioner Kern what do you think >> no questions it's a definite improvement [47:37] um it might also be beneficial for the fire department to have coffee [47:41] » oh yeah >> sure [47:44] » because on what we have responded out of district. Okay, I know I'm on the right [47:51] highway. Everybody look for a piece of orange tape lapping on a gate or a side [47:57] road that not marked. >> Correct. [48:00] » Yeah, that's a very good idea. Police, fire, and [48:06] » M. This has been in the works for oh gosh, at least over a year. Yes. You [48:10] know, meeting with engineering analytics and everything. [48:13] » Okay. >> I'm I'm very proud of this. [48:17] And by accident, I was headed the same way as Glenn the other day. So, we [48:23] toured four or five roads together. I was going to look at partially for a [48:29] different reason and partially for the same, but uh that was we had an [48:35] interesting trip. I'm not sure what part of them are frustrated with [48:42] uh I'll get with him later. There was one on a new house that was just wilder [48:48] and thunder. Thank you, ma'am. Appreciate it. [48:52] » Thank you, >> manager. [48:57] » I was able to reach out to PHI Cares, which is the um medical service. [49:06] I will have them presenting to the commission on September 21st. There are [49:11] two options. the county can choose to pay a certain rate which would cover all [49:16] county residents that are not under Medicaid. They would be able to use the [49:22] flight system for no pay and no deductible. Um they have to be a [49:26] resident of County of Kfax and be flown out from Kfax to um wherever they're [49:32] flown. And then there's an option to pay for indigent only or excuse me for [49:37] inmates only. So when they do come forward to present, they will have two [49:42] different contracts for the commission to consider. [49:47] Um I have signed two special event permits for cold beer for two events in [49:52] Filmont, September 12th and September 18th. [49:57] is [50:00] the the September 12th event, [50:05] excuse me, September 10th is a pre-dinner reception and a meet and [50:10] greet for a fly fishing invitational. And the September [50:15] 18th is a pre-inter reception, a meet and greet for the New Mexico Historical [50:21] Society Conference. Both will be held at Filmont. [50:26] On September 24th, we will be having a presentation of financial software for [50:32] all staff that's going to be affected. Um it's a 2hour presentate two to three [50:38] hour presentation and we will keep the commission apprised after that [50:42] presentation. Uh Heidi was able to locate the process [50:47] to vacate um roads and so Heidi and I will start working on uh the vacation of [50:55] road A6 and hopefully we could get that done within the next month all the steps [51:01] and then have it brought forward to the commission. [51:04] Uh Glenn was able to interview an employee or a potential, excuse me, an [51:10] applicant for the road department and I believe he's found a successful [51:14] applicant. Um Danielle will be working on scheduling the background check and [51:19] all the other requirements. [51:23] We have issued a purchase order to J3 Roofing Systems for $131,588. [51:31] This was a decrease of the original that was brought forth to the commission, a [51:35] decrease of $7,300. Um, the reason I'm bringing it up is [51:40] there is a leak at the judicial center and it looks like it's a re a leak in [51:45] the HVAC drain. Uh Mosark is working on that today or today or Thursday and uh [51:53] we'll work with J3 to let them know what the fix will be. But J Mosarch will be [51:58] putting on a temporary fix until we get J3 on the project. [52:04] And we have also I have also scheduled a personnel policy review with staff on [52:09] September 14th. We need to take a look at some changes [52:14] that were presented in the new personnel policy um that we would hope to uh [52:20] remediate at the next meeting and then um bring forward all changes by the [52:27] October the first meeting in October. And finally, I um engineering analytics [52:34] sent the minutes for the Tanaha crossing project and Commissioner Kern has asked [52:39] for them to present at the next meeting to get you all an update. So, we'll have [52:44] them on the next agenda. And finally, I will be out of the office [52:49] on September 28th, which is Monday. And that's all I have. [52:55] Oh, one more thing. I do have one more thing. I apologize. Uh, regarding solid [53:00] waste leans filing, uh, 91 leans have been filed. We've had several people [53:06] come forward saying that they no longer live at the property. They have it's [53:09] been vacant for years. Um, so we're working through that process. Uh, two [53:14] leans that were filed have been paid in full. And Miss Martinez's next step is [53:20] to start filing on the mobile homes. And there's 21 mobile homes that have been [53:25] identified. So, she'll be working on filing those leans because they're a [53:28] little bit different than the regular leans. [53:31] And that's about it. Um, she really hasn't heard [clears throat] from other [53:36] people that have been filed on. Um, so the leans exist. We just haven't [53:41] received any um correspondence there from it. [53:48] » Uh, did she get anywhere with the dumpsters on B4? [53:55] She did. Um the chains were long enough. They just weren't being secured [54:00] correctly. Uh she did go out there, she secured [54:03] them. I just It's just going to be a matter of checking on them. And [54:07] hopefully residents realize the way to properly chain them. But yes, the chains [54:11] are long enough. >> Yeah, I checked them. But part of the [54:15] problem, too, is they had a secure bolt on half of them. Bears pop them up and [54:22] open them. They need to have a flap over to keep them latched. [54:28] » I will have her speak to you after the meeting. [54:30] » Okay, sounds good. Uh, well, that was on my commission docket, [54:36] but I wanted y'all to have your request for the handbook by the end of this [54:42] week. Uh, so it gave us time to review it. [54:47] But, uh, the employee handbook, >> oh, [54:51] » I was hoping to have y'all's review and thoughts by the end of this week to get [54:57] of us adequate time to go over what y'all's requests were, [55:04] but we can delay final if needed, I guess. [55:09] Okay, that's all I have. Uh, commissioners, y'all have any further [55:15] questions for the manager? Yeah, I I I do. Um, Cheryl, you said about the [55:21] closure of A6. That's [55:27] » We're not We're not closing A6. 62. Maybe [55:31] » A6. >> Oh my gosh. [55:32] » Oh, [55:35] okay. >> My fault. A62. [55:40] and on on the fire department inventory is is uh [55:48] hanging in my mind and everything. It I don't know if maybe we could visit with [55:53] Filmont and learn a little bit more about this particular software they've [55:56] chosen. Um, if it's something that [clears throat] [56:01] I I I need to go back to I I think it's paramount that all of the departments if [56:06] they're going to use an inventory software that we all use the same one [56:10] and maybe we can do it like we do the dispatch that each fire department pays [56:16] a little bit into the purchase of the software and that way we we assure that [56:22] we're all using the same software. Um, so I don't know if maybe you or you and [56:27] Penny could look at that and and visit with James about that and and um explore [56:33] that a little bit more. >> So the financial software that we're [56:36] receiving a presentation on has asset tracking and all of whe whatever the [56:43] departments use [56:47] that might be for their own purpose. we will have to put their items into this [56:52] software so that we are tracking it. Um I appreciate that Filmont is tracking [56:58] their assets. However, it's the county's responsibility to track assets for all [57:03] of the fire departments. So again, the the product that we we are reviewing [57:10] does have fixed asset module and everything will be uploaded for the fire [57:15] departments into this particular software. Well, our Triadic has a [57:22] » They do that asset tracking in it. And what what new financial thing are we [57:29] looking at? >> It it's called Tyler Technologies, the [57:32] ERP system. [57:38] » Sorry, excuse me. So, the fire departments are required to give their [57:42] assets to the state fire marshals. They are trying to use a better software [57:47] system to keep track of their own stuff using their own FPF money to make it [57:51] easier on them to put a label and a tracking system. The way I understand it [57:56] from James is he can send us an Excel spreadsheet and we can upload it into [58:00] any of our software inventory. Also, instead of doing it twice, once I get [58:08] it, I put it on a list, but he can also track his own stuff as it comes in. When [58:13] they order stuff that doesn't come, you know, we don't always know when they get [58:18] their stuff. We see the PO and we see the invoice, but he's trying they're [58:23] trying they have so much to keep track of at Belmont. They're trying to make it [58:28] easier to keep track of their inventory individually. And I know they have asked [58:33] all the fire departments to use the same software to kind of do it for the state [58:37] fire marshall's office not to make it easier when they report to them. But [58:43] ours does like Cheryl said we can input into any system whether it's Tyler [58:48] Triotic Cassell whatever we go with if we ever change then it is able the [58:54] software that they are looking into to pay for with their own FPF funds can [58:58] integrate into any software we have [59:03] because in the past they have hired companies to come and [59:08] inventory their stuff. Well, they just want to do it themselves instead of [59:11] paying an outside source to come in and label everything for them. [59:18] » If that helps, Commissioner Kern. >> Well, yeah, it does. And I understand [59:22] all that. And I'm just [59:27] want to make sure everybody uses the same thing because if not, it's going to [59:30] make your job a lot lower. I think as long as we can upload it, as [59:37] long as they use Excel weave, it's it's always you can convert it into our [59:41] software. I have over 14 years of asset tracking. [59:47] Uh when I left here the first time, the system was perfect and I under not [59:53] perfect, I should say it was caught up. Everything was captured. I went to each [59:58] uh fire department. We did an asset inventory. We got everything uploaded [1:00:02] into Triadic. I think we had a company come in that [1:00:07] helped do the asset tracking and then it's my understanding that that uh [1:00:12] tracking system was destroyed. It was lost. And I don't know the status of [1:00:18] assets at this time, but I do know how to track what we've purchased in the [1:00:23] past year, the past two years. and I will be able to teach Penny how to ass [1:00:29] to track assets whether we use triadic or not. And I know that Justin has been [1:00:34] helping her as well. But moving forward, we're going to get a good grip on [1:00:38] capital asset tracking is that's a very um important process for the county and [1:00:44] that can always um turn into audit findings. [1:00:49] » I know. Sorry. Go I know when Miss Apodaka was still here, she was doing [1:00:54] that. And you're correct. When you left, it was balanced to the tea. And then the [1:01:00] next individual, they their computer got destroyed and we ended up starting from [1:01:05] scratch again. And so, or not from scratch, but it was it was kind of it [1:01:12] was a nightmare. And but Miss Abdaka had it all balanced and everything as well. [1:01:17] What happened after that, I have no idea. [1:01:21] And the commission is required by statute to certify annually [1:01:27] um sign off on asset inventory. Um [1:01:33] so >> it is definitely on the list. [1:01:36] » Yep. So now that fiscal year 26 is closed, Penny and I will be printing [1:01:41] reports um of all assets purchased from July 2025 through June 26, and we're [1:01:47] going to get them into Triotic. I'm pretty sure well I I know that Justin [1:01:52] was able to get those um assets into triotic for the previous year so that we [1:01:59] were able to present for the audit. [1:02:03] » Yeah, I know when uh well I'll just throw you park fire under the bus since [1:02:09] that's but uh we requested an asset list. [1:02:19] It doesn't exist. Finally, I found an old one and I am [1:02:25] handdoing it. You know how many pieces are on a truck and well, yeah, you [1:02:31] would. So would you. Uh, and that was often a computer [1:02:38] that they quit using 15 years before I came on and Amado was able to pull the [1:02:45] documents off of it. But uh hand itemizing is a thrill. But [1:02:52] they had it listed four years before where two members from the county came [1:02:58] with the fire marshal at that time and scanned every piece of equipment label [1:03:06] blah blah blah blah doesn't exist. [1:03:13] So, in this, you know, Traic's good, spreadsheets good. Uh, we need some kind [1:03:20] of backup and [1:03:24] but I'm still working on one. I turned in a few pickup loads of stuff to Nate [1:03:29] that we marked off that he pulled his hair out over, which I would have too. [1:03:36] I had a DOS computer still there. [1:03:42] probably a collector's item. But anyway, stuff like that. We've taken a ton of [1:03:48] stuff off that turned into Nate. But uh yeah, it's crazy. We need some backup [1:03:56] system to where it, you know, if this one goes flat, we still got it somewhere [1:04:03] and [clears throat] all that. [1:04:05] Yes. Thank you, [1:04:11] manager. That Commission Commissioner K. [1:04:16] » Yeah. Just one other comment um on the those individuals that we're talking [1:04:22] about the solid waste and the leans and that as you well know if if [1:04:26] [clears throat] the house or the dwelling is inhabitable, [1:04:30] » yes, >> they have to pay it whether somebody [1:04:32] lives there or not. And um I don't know that all residents understand that, you [1:04:39] know, and that's part of our ordinance of and and that's determined by our [1:04:43] assessor and um so they may have to follow up on that. Just a clarification [1:04:48] for those. When the assessor's office mails out notice of values, [1:04:54] the classification is also protestable during that 30-day period. So, you could [1:05:00] contest the value or you could contest whether it's classified as residential [1:05:04] or non-residential property during that time. [1:05:08] » Thank you, Joe. You're welcome. >> Thank you. [1:05:11] » Um, then the only other thing I have on my [1:05:14] docket, I don't know, kind of mixing dockets here. So, [1:05:18] [laughter] >> yeah, we're off. [1:05:20] » We're we're crossing, but I'll just go ahead and finish up. Um, I know we we [1:05:25] had talked at the last meeting about the youth heartline building and I know you [1:05:28] just got back, Cheryl, but um would like to initiate uh an appraisal on that [1:05:34] building because they are interested in purchasing it. [1:05:38] » Yeah. [1:05:41] » An appraisal on what building? >> The [clears throat] we called it the [1:05:46] annex. The one over here on Third Street, the youth heartline is [1:05:49] » Okay. >> Yeah. [1:06:04] That's all I have. >> Yes, sir. Thank you, [1:06:07] » Commissioner Trill. >> Yeah, I u bringing some issues with some [1:06:12] solid waste and I want to thank the county manager and and Julie for [1:06:16] addressing those issues, especially out in Cavernis. [1:06:19] Um yeah, you seen that they were they were bad. My phone was blowing up. It [1:06:24] was like back when Tri-State used to be here. What it [snorts] was like, but it [1:06:28] was uh Thank you for cleaning all that up. Those rolloffs are now uh being [1:06:32] removed since it's after Labor Day. Um I do want to spend send a special thank [1:06:37] you to all the volunteer firefighters. I've also recently heard from a lot of [1:06:41] their families. Um, and I've I've I've passed this along to Nate and the county [1:06:46] manager as well of uh there's some morale, you know, I mean, there there's [1:06:52] probably at least three two to three fires a day in Kfax County from [1:06:56] lightning strike. Um, I asked Daniel if he could look into see if there's [1:07:01] anything that we could possibly do as a county um for the volunteer [1:07:06] firefighters. And then I also passed along an idea of uh to a couple state [1:07:13] senators of maybe some kind of property tax incentive. Um not so you know enough [1:07:20] to to at least say thank you a little bit. [1:07:24] Um on the 21st on Monday I will have to attend via Zoom. Uh I will be traveling [1:07:31] that day. Uh Monica Beta with North Central will will be here giving a [1:07:36] presentation on the rock program uh with their prior house in their current house [1:07:42] uh currently in commissioner Karn's district being completed and then I [1:07:46] think there's there's also some in the works for Maxwell next and I believe [1:07:51] spring or after that. Um, I was going to ask the county [1:07:56] manager either the next meeting or meeting after, depending on what the [1:08:00] agendas look like, if we could get a grant update, kind of any grants that we [1:08:05] have outstanding, making sure we're drawing them down, uh, at least [1:08:09] quarterly. And then um I would like to ask Daniel, I mean I know it's probably [1:08:16] already kind of said from earlier, but if we could take a look at the, you [1:08:20] know, the subdivisions and >> and all that other stuff, we could put [1:08:24] that on your list to to get it cleaned up. So, [1:08:29] » uh I can I can do that. Also, by the way, I do have uh I've been doing some [1:08:32] research on the volunteer firefighters. Uh I'll be setting around some some of [1:08:37] the results of that. >> Okay. [1:08:39] » Uh yeah, this week. So, >> well, thank you very much. I appreciate [1:08:43] you. That is all I had. [1:08:52] » I guess uh one other thing, if the county manager [1:08:57] knows if we opened it up to the pickle ball people, if we could open it back to [1:09:01] the >> No, it's not not Hackisack, but the [1:09:06] » cornhole >> cornhole people. They will be here next [1:09:11] meeting to make a request. >> Perfect. [1:09:13] » Yes. >> Thank you. [1:09:19] » All right. Uh employee handbook was on my list. I was hoping to have everything [1:09:26] by the end of this week, but y'all can have it to us by [1:09:33] early next week. I guess that'll be all right. Uh, I want to start seeing [1:09:39] quarterly lodgers tax financials and where we're at, what's owed, what's [1:09:46] going on. Uh, I had A71 on my list, but we [1:09:53] discussed that prior. Uh, [1:09:58] I am putting together a deal on Rogers tax and [1:10:06] I will send it to Daniel for him to send to y'all for ads attract so forth. [1:10:14] Um, you know, we always include, and the [1:10:19] state of New Mexico does too, that the only emergency services are police and [1:10:27] fire. We're forgetting who we work with. our [1:10:32] EMTs, our ambulance service, and I think I brought this up before, [1:10:39] the Association of Counties has taken this to legislature, [1:10:45] but I think every county and village and city and volunteer [1:10:53] needs to also send a resolution to the state house to include them. [1:10:59] » [clears throat] >> They are an intricral part of our [1:11:02] community. Uh our fire department responds to [1:11:07] assist them in loading and helping. Uh we are primarily volunteers [1:11:16] and I have no problem with that. But they need assistance also and it's [1:11:22] becoming a larger and larger problem in every small county [1:11:30] incor unincorporated and incorporated villages but Maxwell no longer has one I [1:11:37] believe. uh you know [1:11:41] it's getting rough and the state in my opinion needs to step up and add them to [1:11:49] the list of emergency services [1:11:55] and I would like to see a push for that. Other than that, I got all mine answered [1:12:02] ahead of time, but I would like to take a moment. Uh, we will not be in session [1:12:09] and everyone needs to remember 911. the police, the firefighters, the EMTs, [1:12:18] the ambulances, the military, and all the civilians that gave their lives [1:12:24] trying to save people and to get them out. [1:12:31] And I if I'd have thought sooner, we it should have been on the agenda. I [1:12:36] apologize for that. But in closing, I would really like to [1:12:41] recognize all of those people and we're taking care of their country, [1:12:48] their family, and their city. But with that motion to adjurnn, [1:12:57] » second roll call. >> Commissioner Kern, [1:13:00] » yes. >> Commissioner Trude, [1:13:01] » yes. >> Tatum, [1:13:02] » yes. If any of you would like, we're going to [1:13:06] go out to the building and have a tour. If y'all [1:13:12] would uh like to see the event center and all the modifications.
