[1:54] I'm gonna call the order of the college Township planning [1:57] Commission meeting scheduled for July 21st. [2:05] We do we have anybody on Zoom [2:08] besides one of our members, Matt? [2:14] - We do not, [2:18] but our Zoom protocol typically asks [2:20] that planning commission members keep their [2:22] cameras on when speaking. [2:24] So that's all. [2:26] - Yeah. So Matt, when you have anything to say, [2:28] just turn your camera on so we can see your smiling face [2:32] and your broken leg and your broken leg and toes. [2:38] Open discussion. [2:40] Does anybody have anything from the audience of any items [2:43] that aren't, are not on the agenda? [2:48] I see none. So we'll move on to the Consent Agenda. [2:52] The Consent Agenda is [2:55] the minutes from our June 16th meeting, [2:59] which are included in our packet. [3:01] Hopefully everybody read those? [3:05] Do I have a most, do I have anybody [3:07] that has any questions concerning the minutes? [3:13] If not, do I have a recommendation for approval? [3:17] Make a motion to approve. Do I have a second? Second. [3:20] All in favor say aye. Aye. Aye. All opposed say the same. [3:24] Okay. They are approved. Okay. [3:29] The next thing on the agenda are plans. [3:32] The first plan is Park Home Furniture at [3:35] Shiloh Commercial Park. [3:37] It's a preliminary final land development plan. [3:41] And we have Who's here or, oh, [3:45] - I'm here again. [3:47] - Take it away. - Okay. [3:49] Yes, I'm Mark Trudy with Penn Tier Engineering from and also [3:54] and Pet Tier Engineering. [3:55] And we just want to present the final land development plan [4:00] for Park Home Furnishings. [4:02] I think Sharon's gonna get it up on the screen [4:04] here. I'm getting there. [4:06] - Oh, are you doing it or you want [4:07] me to do it? You want whichever. [4:09] - But yeah, we, we presented this [4:11] as a sketch plan oh back I think earlier, [4:16] very earlier this year. [4:18] And we've been through the process [4:20] with the shallow commercial park subdivision [4:23] and are now just, you know, creating the lot [4:27] for the park on the furnishing store. [4:29] And so this is pretty much the landed off the plan for that. [4:35] I'll just go type a record plan [4:39] or layout plan first. [4:40] We can, we can touch base on that Lindsay. [4:44] Yeah, this is, this is out shuttle commercial park. [4:45] It'll be lot six from dozen last month. [4:49] Phase two fiber subdivision plan. [4:52] And this is from on phase [4:56] two fiber subdivision. [4:57] This was East TR road extension that comes up [5:02] and curs around to a cul-de-sac. [5:04] And the home to suite hotel is being built up in this corner [5:08] of the side currently. [5:10] And Park, [5:12] park Home Furnishings a proposed in is like a 40, [5:16] I think it's 40,800 square foot furniture showroom store. [5:22] This really will not be a store that has like [5:25] bringing stuff for delivery. [5:26] This more just showrooms. [5:28] And then Park Home Furniture has a warehouse that they [5:31] get all of their, or bring all [5:32] of their furniture deliveries from on here. [5:38] This is in the commercial district. [5:40] We're coming off of East TRO Road and [5:45] whenever we present the sketch plan, we talked to staff [5:47] and I think it was either the planning commission [5:49] or the council meeting, the sketch plan about trying [5:53] to work along with the form based Zoning. [5:57] And rather than having all the parking out front, trying [6:00] to push some of the parking to the back of the site. [6:03] And because originally there were three double bay load [6:07] double bays of parking in the front [6:10] and the store was slid back further. [6:12] So we worked with the staff with our client [6:16] and put a bay of parking in the back [6:20] in this area here. [6:22] And also the required parking was about, [6:28] was about 90 86. [6:30] It was 86, 80 86. [6:32] And, and we, the client didn't need to build that many, [6:37] so we did a parking study basically just using the [6:40] information from their other two stores that, you know, [6:45] the average of those two, you know, was about [6:48] needing 47 spaces, 48 spaces. [6:51] But the, the highest store had about 60 spaces on here. [6:56] But we are ending up with, [7:01] I don't have the number here. [7:02] I think it was 71 from 82 to 76. 76. Yeah. [7:06] And those six spaces that [7:09] even we aren't building now, [7:12] but if they have to be built, [7:13] we'll be back in this area here. [7:16] There's a space provided for them. [7:18] The back area, like the client could use that back here. [7:21] Parking, there's a lot of employee parking back here. [7:25] There is a customer pickup in the back of this area here [7:29] and s some spaces back for them to go to walk in that area. [7:34] The main entrance is, you know, right, [7:37] right here at the store, at the front center of the store. [7:41] And I'm trying to think what else to do [7:45] that we looked at the staff that wanted [7:47] to know about the circulation for trucks. [7:50] If you want to go to that now we are looking at it, [7:54] we still want to provide access for trucks [7:56] and also with the trash facility in the back here. [8:00] And Lindsay calls that up. [8:02] That was an exhibit that we [8:04] provided for staff of just [8:08] so showing like for the, for the larger trucks, [8:11] this is a loading dock area where they would come in here [8:15] and then back in and then go back out [8:19] and the, the parking area and, [8:22] and always was sized for that. [8:24] And also then for, for refuge refuse trucks, kind [8:27] of the same thing of them being able to come [8:29] through the site and they would pull in here [8:32] and then just do a three point turn and back out and exit. [8:35] So there is more than adequate amount of space [8:38] for the truck circulation in there. [8:40] Furniture stores don't really have a lot [8:43] of parking on there. [8:46] Like he may end up having some tent sales out front [8:49] with some of the spaces in there, [8:50] but it's, it's a very workable site. [8:55] The stormwater for the site is going to, [8:58] is it regional basin that's being reviewed [9:02] and approved on the Clear site Ley Farms. [9:07] We should be getting approval on that here very shortly [9:10] and that's where the stormwater will be going from the [9:13] site on there. [9:15] And if you want to go, [9:18] I mean just other things just be probably landscaping. [9:21] Go over that briefly and I'll go that in the utilities [9:24] and see if you have any questions. [9:39] Yeah, just on the landscaping, there's, [9:41] there's just typical parking bay requirements [9:45] or park perimeter parking requirements for any [9:49] of the parking spaces. [9:50] And then there's s screening requirements for any [9:54] of the spaces facing a public right of way, [9:57] which we are doing here. [9:59] You know, combination of shrubs and trees. [10:03] This, this is a little bit more dense [10:05] as per that requirement. [10:07] And then hitting all the islands and, [10:09] and also adding a little bit of screening in the back [10:12] for the loading area [10:14] and just back in that area just to, [10:17] that's more of a service area. [10:19] So you did wanna provide some screening there? [10:22] Sidewalk access, A couple things to note, [10:25] and this goes back to when we originally started the [10:29] shallow commercial park. [10:31] Original subdivision was staff ultimately wanted a [10:34] connection to the premier theater site. [10:38] And as we worked through different lots [10:41] and this lot came on board and we looked at it and, [10:46] and this one actually seems to work the best [10:48] and gives a better location of closer [10:51] to the theater entrance area, which is down this area [10:56] of this sidewalk will go through to the entrance [10:59] and also go down here to a set of steps [11:02] and down to the property line. [11:05] So if the connection is ever, you know, could be made [11:08] to the theater site, [11:10] we are also given a construction easement for [11:13] that connection if that would ever need to be made [11:16] with either the current theater owner if [11:18] that property redevelops at some time. [11:21] Could you go to the utility plan now? [11:38] Okay. Maybe zoom in Tad if you could Yeah. [11:42] - Go [11:47] getting there. [11:49] - Okay. Okay. Yeah, the, the mechanical room [11:54] for the building is back in this corner. [11:57] - There you go, mark. - Yeah, right there. [11:59] And so we, we tried [12:01] to get all the utilities back in that area. [12:05] Right now there is a storm drain on the property line [12:09] that basically take taking some of the offsite drainage [12:12] and the drainage from this site on there. [12:16] And then we are bringing the sanitary [12:20] and then the, there's fire and domestic water service [12:23] and gas service all along there. [12:26] And so basically everything is five feet on center. [12:30] By the time you look at the separations, [12:31] there'll be somewhere around four feet [12:33] or so between most of those utilities from, [12:36] from the outer side, outer diameter of the pipe. [12:40] And since we're doing that, we, [12:42] we also could not get the electric back in this corner too. [12:46] And we did talk to West Penn Power. [12:48] There is an existing power line that runs back [12:53] on the property here [12:55] and they said it is feasible to come down off of [12:59] that one pull here and go underground to a transformer [13:03] and then bring that into the building. [13:06] So we, we try to make as much room as possible trying [13:11] to get the children's back to this corner [13:13] and that involved, you know, bringing the electric from one [13:16] of the existing pools In general. [13:21] That's, you know, an overall summary. [13:23] So if you have any questions, I'll be glad to answer them. [13:28] - Tad, do you have any questions? I do not. [13:32] Sa [13:34] - I had was looking at the other park home facilities. [13:39] They were all sort of one story. Yeah. [13:41] So this one will have two stories, right? It's just one. [13:44] - Well it is just show, it's be one story. [13:46] Just the showrooms are all very large Right. [13:50] Large ceilings and on. [13:51] - Yeah. So is there gonna be two levels to the No, [13:53] - I think it's only be one - Level. [13:54] Yeah, it's gonna be just one. Yep. [13:57] - Thank, no, no questions. I have one. [14:03] Okay. This is gonna be out the side [14:08] of the building's gonna face Shiloh? [14:09] Yes. Is that correct? The front [14:11] of the building's gonna face well, well [14:15] - No, sorry. [14:16] The, the front of the building's gonna face Shiloh. [14:17] This is the front right here. [14:18] - Okay. So it [14:19] - Is, and actually what they wanted to do, I, [14:22] I wish I had one of the Chicago commercial part, this [14:26] entrance almost lines up [14:28] with the East Trott Road intersection at, at Chicago Road. [14:33] Visibility wise, they wanted that view in [14:36] to the front of the store. [14:38] - Okay. Alright. So that property, [14:44] how geographically does is, is [14:49] that higher than when [14:51] because the drainage is gonna be back on the CLA farm? [14:55] - Yeah, I mean, but this is still higher than the CLA farm. [14:58] Okay. So yeah, all this is higher. [15:00] - So basically all the storm water's gonna run [15:03] away from child [15:05] - Yes. [15:06] - Towards Claire. - Yeah. [15:07] I mean for, for this subdivision, [15:10] all the drainage is coming down [15:12] and either going down, what is Kelly Lane [15:16] or there's a backside on the north side of the hotel [15:20] going cross lot [15:22] and those would then go down [15:24] through the clear, clear property. [15:26] All this is above, above the clear property. Okay. [15:29] So everything and then church property is [15:30] above this property so they, it's kind of tiered down. [15:33] Alright. [15:35] - Okay. That's the only question I have. [15:37] Everything else looks fine. I don't have any questions. [15:42] Do you have anything Matt? He said no. Okay. [15:47] Alright, staff, do you have any comments? [15:51] - We reviewed the plan and went through the comments. [15:54] Feels like all of the comments are [15:56] fairly satisfied at this point. [15:58] Just the basics that we typically have outstanding prior [16:01] to recommending approval. [16:03] - Okay. My other comment is, [16:07] do we need to include in the recommendation? [16:14] 'cause it looks as though 82 parking spaces are required. [16:18] - Yeah, that's a really good question. The, [16:21] - Now they have a proposal that they would increase [16:24] 2 82 if needed, [16:28] but they're only gonna build 76. [16:31] - It's, it's written into our Ordinance [16:34] that you may put less parking. [16:36] I guess it wouldn't hurt to, to say yeah, [16:38] approve the reduced parking. [16:41] Okay. They can reduce the parking, but as Mr. [16:43] Torretti pointed out, they have re reserved a space. [16:46] Should those, should those park parking spaces be needed? [16:50] They have the place reserved to put them in. Okay. [16:53] They just do not think they [16:55] need them and they don't want to. Okay, [16:56] - I just want to clarify that [16:58] to make sure we're not missing anything in the approval. [17:01] - Yeah, there it's, they're increase [17:03] or they're decreasing parking by less than 10%. [17:05] Okay. And there's a, a statement in the Ordinance [17:08] that allows that to happen. [17:09] Okay. But just to be on the safe side, it would be okay to [17:14] recommend approval of that request. [17:15] Okay. [17:17] - Do I have anybody that wants to make [17:20] a motion for approval? [17:26] I'll make a motion for approval all. Do I have a second? [17:31] I'll second it. Okay. We need to make that note though. Yep. [17:36] Do you have all I like [17:40] to note this one. [17:42] - Okay. - You read all that crap. Okay. [17:47] So Clark Township planning [17:48] - Commission meeting today is [17:51] July 21st, 2026. [17:55] I move to recommend to counsel to approve [17:58] the park home furniture at Shiloh Commercial Park. [18:01] Preliminary slash final land development plan dated [18:04] June 22nd, 2026 [18:07] and last revised July 13th, 2026. [18:11] Subject to the following conditions. [18:13] Number one, within 90 days from the date of approval [18:17] by counsel, all conditions must be satisfied. [18:20] Final signatures must be obtained [18:22] and the plan must be recorded [18:23] with its Centre County Recorder of deeds office. [18:26] Failure to meet the 90 day recordation time requirement will [18:30] render the plan null and void. [18:32] Number two, pay all outstanding review fees. [18:36] Number three, address to dissatisfaction [18:38] of the Township engineer any outstanding plan [18:41] review from staff. [18:43] Number four, fully comply [18:45] with the college Township code section 180 dash 12 [18:49] Number five, post as approved [18:51] by the Township engineer prior to recording. [18:55] Number six, record approved declaration of stormwater access [18:58] and maintenance easement prior to recording. [19:02] Number seven, provide proof [19:04] of national pollutant discharge elimination system approval. [19:07] Number eight, provide intent [19:10] to serve letter from university area joint authority. [19:13] Number nine, provide intent [19:15] to serve letter from College Township water authority. [19:17] Number 10, provide evidence [19:20] of exemption from sewage planning. [19:22] Number 11, work with the College Township Zoning officer [19:26] and Centre County 9 1 1 [19:28] to establish proper addressing prior to recording. [19:32] Number 12, record the Shiloh Park, [19:34] the Shiloh Commercial Park phase two final subdivision plan [19:37] prior to recording number 13. [19:40] - Number 13 will be [19:47] allow parking to be reduced [19:52] to 76 spaces versus 82 [19:57] since the plan has [20:01] reserved an area for the six additional parking spaces. [20:06] - Great. And number 14, [20:08] all conditions must be accepted in writing within seven days [20:11] from the date of the conditional approval letter [20:14] from the Township engineer. [20:17] I'll take a vote. All those in favor? [20:19] - All those in favor say aye. Aye. Aye. All opposed? [20:25] You got an approval. Thank you. Thank you. [20:30] You get 13. Got it. Okay, good. Thank you. [20:36] Okay. Okay, [20:39] the next thing on the agenda is Oak Hall Equestrian [20:44] facility land development. [20:48] This is preliminary final land [20:53] development plan dated [20:56] June 22nd, 2026 revised [20:59] July 13th, 2026. [21:03] And Mark, are you up again? Yeah, you're a busy man tonight. [21:09] Okay. We'll let you go and then we will have questions. [21:14] - Okay. I guess, Linda, can you get back [21:15] to the overall plan first [21:17] and then we'll, we'll start then we'll get to this one. [21:20] Just don't do the context. [21:22] Yeah, this property is on [21:28] road on the, it's out in the suburbs of Will call right [21:33] before the quarry there. [21:34] And it's along, [21:37] basically the quarry property is right up here. [21:40] This is the sharp curve that goes around it. [21:45] And I think this used [21:48] to be a veterinarian's office at one time. [21:50] That property back there, if I recall, you know, [21:52] before it was bought, sold a few years ago. [21:55] Anyways, right now [22:00] the property owner does have forces. [22:03] He does have an outdoor equestrian re key. [22:08] Then if you want to zoom in, Lindsay, [22:09] see show must be proposed [22:14] is and oh, both [22:19] for road is out here. [22:20] That on the right side of the screen here, [22:23] this is coming off the driveways. [22:26] This is the house that's there. [22:28] There is a shed [22:30] and there is a barn right here. [22:34] And what they're proposing is a indoor riding rink. [22:39] It's a bank bond, it's gonna be tucked into the bank, [22:42] you know, half of it's gonna be tucked in. [22:44] Is that sloping sea sloping up pretty [22:46] steep in that area there. [22:48] And they want to build a interior riding rink in that area. [22:56] All this really they're doing there is the [23:02] providing storm water management. [23:03] If gonna go to the next page, the, the right rate, [23:06] that boat is about almost 1000 square feet. [23:10] That, and so [23:14] they have some underground stormwater facilities [23:19] right in this area. [23:20] And they also have a underground [23:25] system right here too. [23:27] And what they want to do, this is a nice yard area [23:30] for the house. [23:32] They didn't wanna, they turn this into a basin, so they are, [23:37] they, it's more expensive, [23:38] but they wanted to pretty much just put the, [23:42] put storm water underground where they could instead [23:46] and, and do that. [23:49] Other than that, the only other thing that's really [23:53] being required is asking for a sidewalk easement. [23:56] And so maybe Lindsay did some analysis of that [24:00] and she can probably talk about the rating [24:03] for this more than what I can, so, [24:07] - Sure. [24:08] So, you know, we have a sidewalk matrix that we use to [24:12] score the priority of a sidewalk. [24:16] This one on the list of, I think it can go up to [24:20] - Seven and less. [24:22] - Well, so, but what does the score go up to? 18. Oh, [24:26] - The score itself, right? [24:27] - Yeah, so it can go up to about 20, this scored to four. [24:32] Okay. That there is a, [24:36] there is a recommendation in the pedestrian facilities [24:39] master plan for determining whether [24:42] or not a project is feasible financially. [24:46] And the, the rating doesn't, the, the rating [24:50] of Ford doesn't really apply even to that formula. [24:54] So we are, and since it's outside of the growth boundary [24:58] there, it's not connecting any transit facilities. [25:01] It's not connecting to any existing facilities [25:04] or any unserved neighborhoods [25:06] or shown as a reservation on our official [25:09] map or anything like that. [25:11] We are recom the staff is okay with the request [25:15] to waive the sidewalk. [25:17] - And - Then if you had to go back to the overall plan [25:20] with this location would be right [25:25] along this steep curve. [25:26] This, this slope comes up immediately from the roadway. [25:30] And also there is a bridge there that ultimately have [25:34] to be crossed and it is not pedestrian friendly. [25:39] Also this mil race right here. [25:41] And so if you had to put it here, you, you end up probably [25:44] with like a 10 foot high retaining wall along most of [25:47] that area to put it right in there. [25:50] And there are no sidewalks anywhere else. [25:53] And like I said, there's an existing bridge right here. [25:55] The quarry is right beyond here, the oak call quarry. [25:58] So not in a good location and, [26:01] and per the rating, you know, [26:04] we we're requesting consideration for that waiver. [26:09] - Ted, do you have any questions? I was just [26:14] curious though, that's Spring Creek. [26:16] Is that Spring Creek going through there or is that [26:20] - Right now this has just been no race, [26:22] I think Spring Creek. [26:26] - So I spring creek's on the other side of the road. [26:28] The other side. Okay. So the, I have actually [26:32] Joe Humphrey's house is right there. [26:34] - Yeah, exactly. And his was down at back [26:36] - And I'm a friend with his daughters [26:38] and I was just curious how will [26:40] that have any impact on the stream? It looks [26:43] - Like the storm water major's being pretty well [26:45] considered on the ground storage [26:47] - Storm waters down the, the, the house or the barn [26:50] and the indoor riding stable, [26:52] it's being built into the slope. [26:54] So it isn't like they're grading, trying [26:56] to grade a flat site on a steep, on a steep slope. [26:59] So they're working with the site there. [27:01] Try to minimize as much of disturbance as they can for that. [27:05] And, and don't, don't have to be ENS controls as needed [27:10] for, for that. [27:12] But other than that, everything else would be in controlled. [27:16] There'll be risk controls for, for that grading, [27:19] but it's going back into the slope there. [27:21] So probably just be hitting rock [27:23] and trying to get, get through the rock in [27:25] that area is what I'm assuming. [27:28] - Okay, thank you. So, [27:32] - So I have some mixed opinions on this. [27:34] Yeah, I I, I disagree with my colleagues on the need [27:37] for sidewalk there. [27:38] I do believe this area is becoming more [27:43] traversed by non vehicle pedestrians, particularly [27:48] cycling enthusiasts. [27:50] I have also seen, 'cause I I live very close. [27:52] Well you and I we're neighbors, so you know, this area [27:55] I have increasingly seen people, [27:58] younger people especially on foot in and around that area. [28:01] I mean this high school is not too far from there. [28:04] I guess some people are going there for exercise or whatnot. [28:08] I had, you know, sort [28:10] of contemplated running that road myself. [28:12] Right. So it's a, it is a geographically, [28:17] I I understand that it is, you know, [28:22] not an easy, it's, it is a very severe curve. [28:24] It's, it can give you whiplash even if you try driving more [28:27] than 25 miles per hours on it. [28:29] Right. So I understand that the technical challenges of it, [28:33] but I dispute the idea [28:34] that it's not being used in a pedestrians [28:37] by pedestrians going through that area. [28:40] I see it all the time and you know, like there's [28:41] that house up there with the school bus [28:43] and there's kids coming up [28:45] and down that road all the time now. [28:47] So I, I don't know, I'm just gonna, I just, [28:49] I anecdotally I'm gonna dispute [28:51] - That. [28:52] Okay. Yeah. Peggy, no, I, I don't, [28:57] I don't have anything, any questions. [28:58] Okay. No. Okay. I have some questions on the storm water. [29:03] - Okay. - Okay. [29:05] If you take a look at page two [29:09] of the plan [29:14] or if we go to, yeah, [29:19] I'm just gonna use page two of the plan. [29:21] Okay. And look at where the [29:26] bank form is supposed to go. [29:30] You have a, it goes from 1100 feet [29:35] all the way down to about [29:39] say 10 60. [29:41] So that's about a 40 foot drop in breed. [29:44] - Yeah. - Which means all the water comes down the hill. [29:48] - Yeah. - Okay. [29:50] Which means it can go either all the way down the hill, [29:54] across the street, into the creek, [29:57] into the properties on the other side of the street. [30:02] The detention pond. That's gonna be underground. [30:07] - Yeah. - Okay. Slow release. [30:10] - Yeah. It, it basically will be infiltrating [30:13] to the ground. Yes. Okay. [30:15] - Now does it catch and is it a catch and then release or? [30:22] - I'd probably have to check it there. [30:24] I I think it's in, it's an infiltration base [30:26] and I mean if an underground [30:28] that it'd be going into the ground and, [30:30] but it's also holding it, it has pipes that [30:34] - It it does infiltration and detention. [30:36] - Yeah, - Exactly. Okay. So it's gonna be slow release. [30:40] Yeah. Okay. [30:41] Not and okay, also the piping coming down, [30:46] is that a lane that's gonna go up there where [30:48] that other piping is? Yeah, [30:49] - Yeah. [30:50] I I If you could go go to that stormwater plant that [30:54] the gradient plan, I think that's five. [31:02] - Okay, - Next one, five. [31:05] - Yeah, there - We go. [31:12] - So that's also gonna catch water coming down this. Yeah, [31:15] - We have a swale around that goes down, [31:17] there's an inlet here [31:20] and that's gonna catch the water there. [31:24] The roof system and all the roof drains [31:29] are going to go down into [31:33] - The, the catch basin - There. Yep. [31:36] - And the trench does that, where does that go? [31:40] - That's the same thing. [31:41] That's basically as a infiltration trench. [31:45] Ultimately the release from these, [31:47] like a basin has an outlet structure. [31:50] The release from these goes down [31:54] right here, I think along the right of way if I recall, [31:57] but Right, right there is where the outlet structure is. [32:01] - Okay. So, alright. [32:03] - So they, it is like a storm water. [32:06] I can, a basin has a outlet structure to infiltrates, [32:10] but when it gets too high, that is the area [32:14] that it can get released. [32:16] And that is the same thing here to here to there. Okay. [32:20] And there and there's existing square in that area. Alright. [32:26] - Alright. And we still, [32:31] that hasn't been approved yet [32:32] or does that to go through the, [32:34] what code does that to go through Donna? [32:37] - The storm water? Yeah, it'll, it, it'll be an NPDS as well [32:41] as an ENS plan. [32:42] - Okay. So basically we still have to get proof of evidence [32:47] that the EENS is approved by Conservation District yet. [32:52] - Correct. That they're usually months behind. [32:55] - And the stormwater access [32:57] and maintenance agreement, we don't [32:59] have approval for that yet. [33:01] - No, we, we pretty much wait till Stormwater's approved [33:04] because, so we get the latest plan [33:07] is attached to the agreement. [33:08] - Okay. So we still have those [33:10] - Approvals yet. [33:11] Yeah, that's typical. [33:12] - Okay. Alright. [33:15] Does anybody in the audience have any questions? Mr. Chair? [33:19] Don't forget Matt. Oh, Matt, do you have anything? [33:23] No, I'm good, thank you. All right. He's on drugs. Okay. [33:27] - I - Do. Okay. Could you come to the podium, [33:29] state your name and then [33:33] raise any questions you may have. Okay, [33:35] - Thank you. [33:41] - Alright. My name is Gail Biddle [33:43] and I own the farm next across their lane [33:48] that the Sahakian property. [33:51] My concern of course is the water runoff. [33:57] Well we've lived, we are a generational family living [34:01] on our family farm. [34:03] And so for years when Ralph Neff would've been one [34:07] of the original owners we were, we used [34:09] to help him farm the farm. [34:11] And we're very familiar with [34:12] how steep the grade is on that road. [34:17] So it's very concerning. [34:19] And then when you take all those trees away, [34:23] now you've got this space [34:26] for water to just run. [34:30] And I realize you were discussing the plan [34:33] to hold everything in place, but it's still a big concern. [34:39] I am Joe Humphrey's niece, so I'm very concerned [34:43] for his property. [34:46] And of course Spring Creek growing up with my Uncle Joe. [34:51] Spring Creek's a very important part of our life. [34:55] And we live in the stone house next to him. [34:58] And so the creek runs behind. [35:00] So as it is a very important part of our life. [35:04] So that's a very big concern. [35:07] What could runoff could go into the crick [35:10] because on the other side of that hill next [35:15] to the quarry, it borders the crick their property. [35:19] So, you know, is the changing of [35:24] that whole side hill [35:25] and the top is that going to also change some water flow [35:30] coming down on the other side into the prick? [35:35] So that is a concern. [35:38] And also down along, [35:44] I guess it would be their, their road. [35:48] But when that, where that steep road is, [35:52] it comes down off the hill, well that was, [35:54] that will run right into the corner of my property. [35:57] So I'm concerned about that runoff coming into my field. [36:00] Okay. And so that's a big concern. [36:06] I would certainly wanna be assured that that was addressed [36:09] and would not be a problem for me. [36:13] - Okay. - Okay. [36:15] - Thank you Don. Do we have our Township engineer here [36:19] and they've been talking with the engineer so [36:24] - Well Yeah, the assistant engineer [36:25] has reviewed the storm water. [36:27] He feels it, it meets the requirements. [36:29] It still is going through DEP review [36:33] and whether they come up with any new comments or not, [36:38] but I mean, the way the project is designed, [36:42] it is supposed to take care of that. [36:44] - Okay. - Like says, I'll go back [36:47] and since I, I'm not as familiar with it is [36:51] the person worked work on. [36:53] But actually your may I just check to make sure ultimately [36:57] that the driver, like you said, that that does come down [36:59] and we do catch that water coming [37:02] - Down because it's right on the corner of my property [37:04] and it's, it's, it's a perfect, [37:06] it's the perfect thing to Yeah, [37:07] - Right under my field. [37:09] I know we, we do have inlet there from the, [37:11] from the under storm. [37:12] Our system just gotta make sure that [37:14] that captures everything going down. [37:17] Right. We have to sum that a little bit lower [37:21] to caught with great elevation. [37:23] - And my other questions, is the barn, is [37:25] that gonna have horse stalls or is an indoor rising [37:28] - Ring? [37:29] It is in the riding lane. Okay. [37:31] - So there'll be, there won't be no stalls in it, [37:33] it's just gonna be an indoor riding, is that correct? And [37:36] - Then there's doors, like overhead doors all [37:38] along this side here? Yeah. [37:41] - Okay. - And it's not gonna be open [37:43] to the public either. No's [37:44] - Private. [37:45] - It's private. - Private. Okay. Great. Thank you. [37:50] - Yep, you're welcome. Okay. [37:56] Since this is a preliminary file [38:01] and you've heard all the concerns [38:03] and all that, do I have a recommendation for approval? [38:11] Anybody wanna volunteer? [38:16] Probably once or twice. [38:18] - Could we, could, could it be postponed for the addressing [38:22] of these concerns before it comes for approval again? [38:26] - Well, basically the stormwater DEP has to come back [38:31] and in our recommendation here, there has to be an approval [38:35] and evidence [38:37] that all the stormwater management has been approved by DEP. [38:42] Okay. Also, the ENS control has [38:45] to be approved by the conservation. [38:47] If they don't get those approvals, [38:49] then our approval goes away. Isn't that correct? [38:53] - Right. - So basically the concerns that were voiced here [38:59] are now being worked on. [39:01] If there's comments from DEP [39:03] or anything else, then the develop the developer [39:08] or the engineers for the property owner would have [39:11] to make the necessary changes to the plan. [39:15] The plan would've to come back in for approval. [39:18] 'cause that would be either a minor or major. [39:21] - Yeah, depend, depending on the nature of the any changes, [39:24] it could be a major, [39:26] but it would, if it is, I think, you know, [39:28] we're comfortable enough to say [39:30] that we've addressed those comments or, or those concerns. [39:34] Those are the kind of concerns we look at [39:36] when we're doing the review. [39:39] But sometimes things come up we we're not aware of. [39:47] - Do we want to table this [39:49] or do you want to make an approval? [39:54] I'm asking the committee. Matt, do you have any [39:58] - Opinion on that? [39:59] No, I, I'd be, well I'd be willing to make an approval, [40:01] but I don't have the, I mean, to make a motion for approval. [40:04] I just don't have the sheet. [40:05] So, and somebody allowed to read it in my place. [40:09] - Okay. Do I have a second to what Matt's saying? [40:15] I have a second from Peggy. Okay. Matt. I'll read it. [40:19] - Thank you. - Okay. [40:22] This is from College Township Planning Commission dated [40:27] July 21st, 2026. [40:31] Motion by Matt, seconded by Peggy. [40:34] Recommend to counsel for approval. [40:38] The the oak call at Christian Facility [40:43] Planning or preliminary final land development plan dated [40:46] June, 2226, [40:49] last revised July 13th, 26. [40:52] Subject to the following conditions, [40:55] within 90 days from the date of approval by counsel, [40:58] all conditions must be satisfied. [41:00] Final signatures must be obtained, plan must be recorded [41:03] with the Centre County Recorder of deeds. [41:06] Failure to meet the 90 day [41:08] recording time requirement will render a plan [41:11] and all void, pay all outstanding review fees, address [41:15] to the satisfaction of the Township engineer [41:18] any outstanding plan. [41:19] Review comments from staff fully comply [41:23] with the college Township. [41:24] Section code section 180 dash 12 post shorty [41:29] as approved by the Township engineer prior to recording. [41:32] Record approved declaration of stormwater access [41:36] and maintenance easement prior to recording the plan. [41:41] Provide evidence of the erosion [41:44] and sediment control consistent from [41:48] consistency from the [41:51] Centre County Con Conservation District. [41:56] Recommend to counsel Okay. [42:00] Approval of the Sidewalk Waiver recommended by staff. [42:05] All conditions must be accepted in writing within seven days [42:08] from the date of the conditional approval letter from [42:11] the Township engineer. [42:15] Okay, that's the motion on the table. [42:19] All in favor say aye. Aye. Aye. [42:22] Aye. All opposed? [42:25] - Aye. - Okay. The votes four to one. [42:27] It's approved as of this point. [42:36] - Thank you. - Yep, you're welcome. Thank you. [42:47] Okay, the next thing on the agenda is a [42:52] minor re revision [42:54] to a preliminary final land development plan [42:58] for the Villages villas at Happy Valley. [43:02] Do I have anybody here that are, is going to [43:07] outline this preliminary revision? [43:10] - Yeah, I can start off [43:12] but Theo Wing is here to [43:15] provide you more information. [43:17] This is a minor plan. [43:19] Typically the planning commission doesn't see minor plans, [43:22] but if there is a reason that staff feels [43:24] that it should come in front of planning commission [43:26] or counsel, the Zoning officer can use his discretion [43:30] and bring that in front of you. [43:31] Okay. So that's where we are tonight. So [43:42] - Did you wanna state your name and [43:43] - Yeah. [43:44] P ku I am, I'm working with this, [43:49] my own consulting company called las [43:53] and I'm working as well with ha Baker engineers who prepared [43:58] to plan and with Alter, [44:02] which is a landscape contracting company. [44:04] And then of course the owners. [44:07] So should I go ahead and grab this? [44:08] - Yeah, - This is just [44:12] the existing plan. [44:15] If you, the first page here, [44:19] - Lemme get the full screen. [44:20] - Yes sir. Okay. [44:22] - So there's an existing plan [44:24] that's recorded at the courthouse. [44:26] And we have a small section of this property [44:29] that the owners want to put in a pickleball court, a patio, [44:33] a pergola, and a drill and a fire pit. [44:38] So if you go down to the next page, [44:43] so the, the area, there's a volley sand [44:45] volleyball court here currently. [44:48] So they want to basically put the pickleball court in [44:51] this general location. [44:53] It's on the corner of, I believe this is driverless. [44:56] There's a car dealership across the road [45:01] and then there's a neighborhood on the backside here. [45:03] And then these are just, this is the existing facility [45:07] that's already there, that's already [45:09] been recorded at the courthouse. [45:11] You go to the next page. [45:15] So the owners want to put in a, [45:21] a court, a single court, they want [45:23] to have a walkway coming from the, the parking lot [45:27] and a pa a patio here. [45:29] It's stamped concrete. This is the pergola. [45:33] It's, I believe it's, I wanna say it's in [45:37] that view. [45:39] It looks like it's about, I wanna say 12 by 12. [45:44] And this has, this will be submitted for the [45:48] building permit if we get approval for you guys. [45:51] And then this is the stone fire pit [45:55] and then there's some grills here. [45:57] There's pretty fairly minimal grading coming down. [46:01] So you can see the existing contours kind of and light. [46:04] Great. Come here. So we're just basically putting some small [46:07] swales next to it, A [46:09] little a catch area. [46:13] The drain that then drains water comes off [46:16] of here in the court through this small trench area [46:21] that then flows down [46:22] and kind of say drains to the surface [46:27] and then into the inlet. [46:30] There's a detention basin kind of up above here [46:34] that's existing that the water will mostly drain into [46:39] besides the, you know, whatever infiltrates. [46:43] And then the, for retaining, [46:45] the only thing we really have here is these limestone [46:46] boulders, which also also act as seating. [46:50] There's a, a chain link fence around it [46:54] and some more seating. [46:56] So that's pretty much the extent of it. [46:58] The, the engineers, I don't know if [47:02] anyone from Hall Baker's on the line or not. [47:05] Let's see. No, no. Okay. [47:07] They did all the stormwater calcs to make sure [47:10] that it wasn't gonna add too much to the basins. [47:12] And I think they already submitted it [47:15] to you guys for review. [47:17] I don't know if we have any. I haven't [47:18] seen, I think Jerry did. Oh, okay. [47:20] - And the plan's been under review. [47:22] Our comments are due, I believe next Friday. Yeah. [47:24] So you'll receive those. [47:26] But yeah, the storm water is currently being reviewed. [47:29] - Okay. So that's about the extent of it. [47:35] I don't know. Okay. [47:36] - You got questions? So, so basically this is just [47:40] to take the volleyball courts out that aren't used, [47:45] put in a pickleball court, put in a patio, put in a fire pit [47:50] and put some sidewalks from the existing [47:55] apartments or townhouses to get there. [47:59] And there will be some catch basins [48:02] and then drainage back to the detention pond. [48:06] And once you guys look at the plans [48:10] and also everything else, then that's up [48:13] to staff where you could do the [48:15] - Approval. [48:16] Yes. [48:17] - Does anybody have any questions on that? [48:20] It just came to our attention [48:22] to make sure we know what's going on [48:25] and really there's nothing for us to approve here [48:29] 'cause it's, we've been staff's prerogative to approve. [48:33] - Exactly. We're just bringing it to your attention [48:37] and we're looking for input. [48:40] Our next step will be to [48:44] post the property [48:47] and that will allow the residents to be notified of the plan [48:52] because it's a minor, we don't typically require that. [48:56] But you know, as per discussions we had at the staff level, [48:59] that was the way forward recommended. So, [49:03] - And basically the villas surrounds the pickleball courts, [49:08] if I remember the geographics [49:10] - E the two, what is the development? [49:13] - There's a, there's a development. What is that? [49:17] If you're looking at that to the immediate left of the, the [49:22] proposed pickleball court that runs into residential. [49:25] - Okay. Just - Down here if it's appropriate. [49:29] I don't know if I could ask Mr. [49:30] Twang, if you could maybe describe [49:34] to the planning commission a little bit of what you plan [49:38] to do to sort of shield this help with the sound issues [49:42] and the site issues. [49:45] That's, that's generally the reason [49:48] because pickleball is getting a bad rap [49:51] around the US right now. [49:52] Yeah. So that's why we wanted [49:55] to get the planning commission's eyes on this as well, just [49:59] to see if they had any other suggestions. [50:00] But be appreciated. [50:02] If you could explain it, you know, [50:04] nothing's showing in this plan, [50:05] but explain what you intend to do [50:07] to help mitigate potential issues. [50:09] - Yeah, I think that the main concern is the noise. [50:13] Typically, [50:18] you know, I don't, I'm not a hundred percent sure of the [50:20] plant things themselves with an evergreen screen would, [50:25] it would more scatter the sound. [50:28] I would say maybe not reduce the, the, the decibels, [50:32] but we would be happy, you know, to put in a, [50:36] an evergreen screen if that's something that you guys [50:39] - Want. [50:40] Yeah. Because the plan doesn't show any screening. [50:42] The plan doesn't show like a, that shows a fence [50:46] but there's no screening on the fence to in, to [50:51] dampen the sound once it's posted. [50:55] I'm sure you that the other neighbors are gonna probably [50:58] say, you know, sound isn't going to be, [51:02] there's no lighting on this. [51:03] Right. Yeah. Okay. So it's gonna be day use only. Yes. [51:07] So basically I think the sound [51:09] and the noise is going to be what's brought up. [51:12] So there may be shielding or, [51:16] or something that you may get at a later approval [51:21] as a minor from staff. [51:25] - Are, are those adjacent buildings and residential? [51:28] Are they, how many stories are those? [51:32] - Three, - Two or three? They have two. The [51:34] - Neighborhood next door. [51:36] Yeah. Yeah. There's single family homes. [51:37] - Single family. Yeah. - Oh, that way, okay. Yeah, [51:40] - Because the is - The ones, I'm sorry, [51:43] the ones over here are two stories though. [51:44] Like these are two stories at tenant that are here. Yeah, [51:46] - The sound is gonna travel up. [51:48] Yeah. Right. So the people, the higher you are, [51:51] the louder it's gonna get up. [51:52] - So we did, if you recall the, [51:57] the country club plan when they were proposing pickleball [52:01] courts, the council thought about [52:04] or we believe we did send to the Borough [52:07] some mitigation efforts that they could consider when [52:11] that goes in on their end. [52:12] Since we've reviewed the plan concurrently with the Borough. [52:15] So with the response letter, we're gonna add a few [52:18] of those suggestions in. [52:19] - Okay. Could the pickleball court be moved like within this [52:24] like not, 'cause right now is it a one for one kind [52:27] of just transfer from the cent volleyball courts? [52:31] So could it, could it be sort of considered [52:33] to possibly move a little further away since [52:36] you have that location? Or maybe [52:38] - There's not a lot of room there. I [52:40] - Know, I know. [52:41] It's just like how tight? [52:42] Yeah, because the way it is right now, [52:43] I mean like if you look at it, it's like right there [52:45] that's like almost like a sound chamber kind like a, [52:48] - I mean if you go up [52:50] and look at where the volleyball occurred is now, okay, [52:54] it's right there. [52:56] There's no room to move it left right [53:00] front or back. [53:02] It's almost like a replacement. [53:04] And it's not a hundred percent replacement volleyball court [53:08] because they're also gonna put a patio and a fire pit in. [53:12] So it's really a new use of land [53:16] that's not being utilized [53:18] - Basically. [53:19] I mean from visiting there it looks like it's mostly used [53:22] for like kids that go like play with the sand. [53:25] Yeah. The next tennis. [53:27] But I, I don't know, I'm not watching it all the time. [53:29] But yes, we, the one thing we did change was the rotation. [53:34] 'cause the volleyball courts were like this, which you would [53:37] technically be staring this, this is north [53:40] so you'd be staring into the sunset. [53:42] So we wanted to rotate a little bit [53:45] and that kind of helps direct the sound. [53:48] Most of the sound's gonna be traveling like this typically [53:52] 'cause you hit the paddle that way or that way. [53:54] So it's gonna be going up here or down there. [53:56] Mostly I think that we'll say [54:01] the homes are kind [54:02] of like more in this general area over here. [54:05] And then of course you have these, the tenants there. If [54:09] - You have, if you see Burnell Park, [54:11] the pickleball courts there, [54:12] the gates are just a suggestion. [54:14] Take a look at what they do at Burnell Park. [54:16] The, they're very, very tall gates [54:19] with padding. Shout out. [54:22] - That's one of the recommendations in [54:24] the mitigation factors. [54:25] Yeah. With the planning commission states tonight. [54:28] We'll put in our comment letter. Okay. [54:30] - Yeah. - I actually have a couple questions. [54:33] - Go ahead. - First of all, [54:35] is there gonna be any time limits Is the, when did the, [54:40] that court can be used? [54:42] I mean I look pretty close to, you know, [54:43] to Dale view pickleball court sometimes people are out there [54:46] at seven o'clock in the morning. [54:49] - Yeah, I think we would, we would basically try [54:51] to follow whatever is recommended in your noise Ordinance. [54:55] I think it's like maybe nine to [54:59] eight or something like that. [55:00] Post it on the, go ahead [55:03] and post that on, on the signage, on the pickleball court [55:06] and talk with the owners [55:08] and the operators there to manage that. [55:11] And then we're gonna put in posts that use [55:16] the paddles, soft paddles [55:18] and the soft balls to try to reduce the decibel levels. [55:23] I don't know if there's anyone that's gonna be out there en [55:25] forcing it, but it, it'll be posted [55:29] - Outdoor, outdoor paddle ball. [55:32] The standard is, it's the hard, [55:33] it's harder than the indoor one. [55:35] - Yeah, I I think they said that you can go with the, [55:38] the soft, all the soft paddle just to reduce decal levels. [55:43] 'cause I know it's an issue in other neighborhoods outdoors, [55:47] but I, I don't know how that works in Yeah. In comparison. [55:51] - Okay. Question two, is there, [55:53] is there a homeowner's association in this development? [55:58] - I need to double check that. [55:59] I know the owners now are renting. [56:05] - Yeah, I think that's a, that's a [56:06] singularly owned property. [56:07] Yeah, that's a, that's a rental. Yeah. That's not condoed. [56:12] - It's, yeah. - Okay. [56:13] So there, there there'd be no input from people running it? [56:16] Nope. As far as the noise is concerned. No, [56:21] - That's correct. [56:22] - Not yet. - Okay. [56:24] - When it is posted, they would have the opportunity. Yeah. [56:27] Matt, we're gonna have, [56:29] - Okay - Matt, just to let you know, we're gonna put up one [56:33] of our typical land development review [56:35] signs on the property. [56:37] So then that'll kind of notify the neighbors. [56:40] That was a comment too if there is an HOA [56:42] or a condo association to notify them. [56:46] But you know, we're gonna try to get [56:48] to get the word out with the sign. [56:50] - Yeah. That's a pure rental area where [56:54] the pickleball court's supposed to be developed [56:58] but the neighboring development is condoed [57:04] and there's probably a homeowner's association in that. [57:10] - Okay, thank you. Yeah. And I have one question. [57:13] I assume that these, this court actually [57:15] it's a single court, correct? [57:17] It is, will be limited to residents [57:19] of the it is nit villas. It's [57:21] - Not common. [57:22] Yeah. [57:23] - So the Happy Valley villas at [57:25] - Happy Valley. [57:26] Yep. Okay. [57:30] Alright. Okay. [57:37] New business. We have none. [57:39] - Thank you. Thanks - Theo. Thank you. [57:42] - And now we'll go to Old business [57:46] Center Regional Planning agency, [57:48] the future land use MAP update. [57:53] And we had the first meeting [57:57] about six weeks ago. I say [57:59] - Maybe two May 5th. Yeah, [58:01] - Well that's close. [58:02] - That was the joint meeting. Yeah, we've been to six [58:06] of 'em so it's hard to Yep. [58:07] Seems like Yeah, we, we've been busy. [58:10] So my name's Pam Adams, regional planning [58:14] director from Centre Region COG. [58:16] And basically tonight we're going [58:18] to show you a presentation. [58:20] You have received a recap memo. [58:23] So as Ed was pointing out, we had a joint meeting [58:26] where the elected officials, your council [58:29] and planning commission participated in a facilitated [58:33] discussion on the future land use map. [58:39] We've written a recap memo of what we heard, [58:43] we've reviewed it with staff [58:46] and now we're asking you, is this what you also heard? [58:50] And we'll go through things related to now [58:53] what we're saying is that your draft future land use map, [58:57] there'll be three places where I'm gonna pause so [59:00] that you can answer questions. [59:02] But you're always welcome to ask questions as we go. [59:05] But in your recap memo there is sort of the, the background [59:09] and process what we found from the open house. [59:13] If you recall there was an open house [59:15] prior to the joint meeting. [59:17] We've also had a open house prior [59:21] to the general forum meeting in June in which we got some [59:24] more feedback from college Township residents. [59:28] And then we've identified some areas that you've identified [59:31] for as future land use. [59:33] We've talked about long-term sewage planning. [59:35] If you recall there were some properties [59:37] that have unlocked septic [59:39] and have particular challenges that we want [59:41] to talk about recommendations. [59:44] And then in the packet there is a fact sheet, [59:49] if you remember sort of the projections on the back, [59:52] the red cap report community results. [59:56] So now I'm going to go through that. [59:59] If you go to the next slide, we'll sort of give an overview [1:00:04] of what we're gonna talk about. [1:00:05] So I was sort of walking you [1:00:07] through what's in your recap memo [1:00:09] and if you noticed on your table there's a, [1:00:14] this community results is the current one. [1:00:17] This one includes the open house [1:00:18] results from the general forum. [1:00:20] So the one that's in your packet, [1:00:21] you can just throw out it's base. [1:00:23] It's very similar. But this one is the one I'm gonna be [1:00:26] talking about with the slides tonight. [1:00:30] And we're going to also talk about the criteria [1:00:34] for future growth and shared land uses. [1:00:36] So for the recap memo summary, you can read through that. [1:00:41] But I just wanna make sure that your sense of what [1:00:46] happened at the joint meeting was again, we presented data [1:00:48] that talked about the red cap report so [1:00:51] that in 2023 there's a regional development capacity report. [1:00:56] That report is analyzing. [1:00:59] We do this every five years to look at the [1:01:02] capacity within the regional growth boundary sewer service [1:01:05] area to make sure we have capacity for the projections [1:01:09] for Growth Centre Region has capacity [1:01:13] for the projected growth, [1:01:15] but we can't determine the build rate the markets. [1:01:20] So College Township has taken the proactive approach, [1:01:24] rightfully that if [1:01:27] and when we need to expand the regional growth boundary, [1:01:29] we've identified future growth areas. [1:01:31] So we will show those as far as [1:01:33] what College Township has identified during that meeting [1:01:36] as future growth areas in order to [1:01:40] look at expanding the regional growth boundary sewer service [1:01:43] area, we are recommending that we look at a certain criteria [1:01:47] and I'm gonna ask for feedback on that criteria. [1:01:50] And then also the report does identify long-term [1:01:54] sewage planning issues. [1:01:56] That basically is in several areas [1:01:59] of the Centre Region in which older properties [1:02:02] with unlocked septic might be running out [1:02:05] of room on their space to be able to do that. [1:02:07] So that's something that in 2027 [1:02:10] after the comprehensive plan is approved, [1:02:12] that's probably gonna be another big project [1:02:14] that we'll start working on as far as [1:02:16] long-term sewage planning. [1:02:19] All right, so first before we get into the future growth [1:02:22] areas, let's talk about the open house results. [1:02:26] So first we have five big ideas [1:02:29] and the first big idea [1:02:30] that we heard from participants at the [1:02:33] open houses is fostering housing variety. [1:02:36] And if you click the next button, it sort of circles [1:02:39] what the, the highlights are. [1:02:42] And again, what you see when you look at this first one is [1:02:46] that there is pretty much consistency amongst all of them. [1:02:50] But the two that kind [1:02:51] of pop out are supporting attainable housing production [1:02:54] funding and maintaining long-term housing occupancy. [1:02:58] So that's sort of showing where some of the properties are. [1:03:01] But because really all of them are getting, you know, [1:03:04] a fairly good distribution is showing [1:03:07] that really housing is multifaceted, right? [1:03:09] You're, you're participants who took this, [1:03:12] did this activity, recognize that for the next one, [1:03:15] if you click again, the next big idea is [1:03:19] connecting beyond cars. [1:03:20] And again, this is star just so you know, [1:03:22] like the text in the old one is a little different from this [1:03:25] one because we saw that [1:03:28] what we're seeing is the last one there again, a lot [1:03:31] of consistency across all of them. [1:03:34] But the one that pops out is investing in [1:03:37] and preserving existing infrastructure. [1:03:40] So what you're hearing is from the participants is improve. [1:03:44] What we already have is invest in our existing communities [1:03:48] for the third big idea, which is partnering [1:03:51] for a thriving future. [1:03:52] So on the back of that, what pops out here is [1:03:58] enable regional growth through infrastructure [1:04:00] and coordination, which is part of this process [1:04:05] that we're doing for the Centre Region Comprehensive plan. [1:04:08] And it supports that, you know, partnering [1:04:10] and working with our neighbors is an important piece of it. [1:04:14] Recognizing that the growth infrastructure [1:04:18] and environmental issues don't stop at municipal boundaries. [1:04:22] The fourth big idea, advancing purposeful community design. [1:04:27] This one, I did not circle one [1:04:29] because you can really see that there's a lot [1:04:31] of consistency supporting all of these. [1:04:34] But basically ones that mostly pop [1:04:38] to the top if you look at the top priority in second are [1:04:40] reinvestment and making better use [1:04:43] of existing infrastructure. [1:04:44] Again kind of relates to that transportation piece [1:04:47] of improving what we already have. [1:04:50] And then lastly, the big idea [1:04:53] of cultivating environmental stewardship. [1:04:55] This is the one that there was sort of some clear winners, [1:04:58] if you wanna say not or any of them are winners or losers. [1:05:02] But this one residents really wanted to balance [1:05:05] that future growth with conservation [1:05:07] and they place the high value on protecting water resources [1:05:12] and those important environmental assets. [1:05:14] So that those are the results that we heard [1:05:18] during the open house and those are important to remember [1:05:21] as we go through this comprehensive plan. [1:05:24] Alright, so those are the priorities [1:05:27] that we heard from the open house results. [1:05:29] And if you recall we had that open house [1:05:32] and then we facilitated a discussion with the council [1:05:36] and planning commission [1:05:37] and we walked through you [1:05:40] at College Township have been doing a lot [1:05:42] of work at the Dale Summit area [1:05:45] and working on Form Based Code. [1:05:47] So you are in a very good position to be talking about [1:05:50] where you would like to see future growth when [1:05:53] and if that would happen. [1:05:55] So here is your draft future land use map [1:05:59] and this matches [1:06:01] and what we've worked with staff, [1:06:03] what you saw at the meeting representing your work [1:06:06] that you've been doing on Dale Summit. [1:06:08] And what we have go up here [1:06:12] and do this as well is your map, your piece [1:06:17] of the map will show these future land [1:06:21] Future growth areas. [1:06:24] And basically that is what we heard at the meeting [1:06:26] that you're interested in identifying future growth areas. [1:06:30] And I'll just read what that says. [1:06:32] Future growth areas, designate locations [1:06:35] beyond the regional growth boundary [1:06:36] and sewer service area [1:06:38] that may accommodate longer term residential [1:06:41] and employment growth, including higher density [1:06:44] and more intensive uses. [1:06:45] Should future conditions warrant expansion [1:06:48] of the regional growth boundary and sewer service area. [1:06:51] And should infrastructure [1:06:52] and public utilities be extendable to support such growth. [1:06:58] So it's important to note [1:06:59] that those are future growth areas, right? [1:07:01] You're saying when it's time [1:07:04] to expand the regional growth boundary sewer service area, [1:07:06] you're directing the growth to those. [1:07:09] So again, this sets the stage as I mentioned [1:07:11] with those on lot septic tanks that we've identified [1:07:14] as some sewage problems. [1:07:16] And then this future growth area, that's [1:07:18] where we'll be looking at what our next plan [1:07:22] for the sewage area. [1:07:23] Right now it's act 5 37 plan, [1:07:26] what those priorities should be. [1:07:28] So I'll pause there to see if [1:07:31] this future land use map represents [1:07:33] what you heard at the meeting, [1:07:35] if you have any questions on it. [1:07:45] Because what we're gonna ask is that you are saying [1:07:48] that this represents what you heard [1:07:50] and that then it would go to counsel for their approval. [1:07:53] So if it matches what you're in agreement with [1:07:56] and you don't have any questions, [1:07:57] that would be the next step. [1:08:00] - If, - If you look at the future growth areas is [1:08:05] if you look at the 50 acres, that's up [1:08:09] where innovation park is, right? [1:08:11] The extension of innovation park out. [1:08:15] So it is like a triangle square kind [1:08:19] of thing. [1:08:21] If you look at the 43 acres where that is [1:08:27] is [1:08:33] trying to get the, [1:08:37] it's Benner Pike, so it's back in, [1:08:44] it's before the rock view area I believe [1:08:51] - The area that's up to the right there of the screen. [1:08:54] Yeah. That's the area [1:08:56] that we identified in the Dale Summit area plan [1:08:59] to eventually expand upon that rock view land [1:09:02] that's currently owned by rock view. [1:09:03] Yeah. Yeah. And that goes to our boundary. Yep. [1:09:06] - And then the last one is, [1:09:10] that's also the rock view number three, [1:09:14] - Correct? That's the rock view [1:09:16] - Property. [1:09:17] That's 415 acres. [1:09:18] That's on the college town College Avenue side. [1:09:21] So you got Benner Pike, you got Rock View here, [1:09:25] rock View here, and then Rock View goes all the way down [1:09:29] the slope where all the nice trees are [1:09:33] as you go out College Avenue. [1:09:35] It's past the transfer station. [1:09:37] - Correct. - To the left and the right [1:09:41] 'cause that's both owned by the prison [1:09:44] and it's in College Township if you ever want [1:09:48] to take a ride, it's, and isn't there also a farm up there? [1:09:54] Did, isn't there a farm up there somewhere [1:09:56] - On the rock view land? [1:09:58] - Well before the rock view land. Oh [1:10:01] - Should we? [1:10:02] - Oh yeah, yeah. - Should [1:10:03] - Farm. [1:10:04] Yeah. Thank you. Okay. [1:10:06] - So yeah, I think that's what we've heard. [1:10:08] - Yeah. Which is the number two. [1:10:11] Number two, the 43 acres is the shoey farm. [1:10:14] - Yeah. Okay. - Okay. Yeah, I, I misspoke there. [1:10:18] So yeah, we have the area at the end of innovation park. [1:10:21] Yep. We have the shoey farm [1:10:23] and we also have the rock view land. [1:10:25] Yep. [1:10:29] - And then the, the sewer plan that was some of the houses [1:10:34] that are out, out towards hou out past Houserville, [1:10:38] they'd run out towards Rock Road. [1:10:40] Correct. Where they're all still on septic, [1:10:44] that and everything. [1:10:46] There's septic that's going into, [1:10:50] there's a water line going into the Clearwater [1:10:52] conservation area. [1:10:54] And are they also going to, [1:10:56] they're also going on sewer line, right? [1:11:01] - Yeah. The Clearwater Project. Yes. Yeah. [1:11:03] - So that's where the sewer ends [1:11:06] and all those houses that go out towards Rock Road [1:11:09] and then Trout Road Right. [1:11:11] They're all, they're still septic and they could be failing [1:11:14] 'cause they're 50 to 50 plus years old. [1:11:18] And that was identified as a possible sewer problem [1:11:23] that the college Township may have. [1:11:25] - Right. And Ferguson Patton half Moon Harris, they, [1:11:30] we all, there's more than just this one. [1:11:33] And, and there might be others in College Township. [1:11:35] So when we actually do the full study, we'll be making sure [1:11:38] that we're, we're looking at other of those. [1:11:41] But yes, this one in College Township is the one [1:11:43] that we brought up as we, we are aware [1:11:45] of it from the sewer enforcement officers, [1:11:47] but we just definitely want to make sure that that is, [1:11:51] that's coming next in 2027. [1:11:53] I will note that this recap report is in this agenda packet [1:11:57] and that we are putting it on our website [1:11:59] after we meet with the pc. [1:12:00] If this in case we had to make any edits, [1:12:03] but then we'll be putting it on our website so [1:12:04] that the public can see it also. [1:12:06] Okay. [1:12:08] - Does anybody have any questions, Ted? [1:12:15] - Well, I, I would say I appreciate this update. [1:12:17] This is very, you know, especially with the housing concerns [1:12:20] and connection between or beyond cars, [1:12:23] I don't really have any questions, but I do like [1:12:25] that this is great information. [1:12:26] I, this is very, very valuable. [1:12:29] - Matt, I'm gonna have you go [1:12:30] seconds 'cause I've been forgetting yet. [1:12:33] - Sort echo Tad. Just very nice presentation, nice graphics [1:12:36] and really easy to understand. [1:12:42] - Thank you for helping create this valuable resource. [1:12:47] Peggy, [1:12:49] - It's a, it was a good presentation. [1:12:50] A lot of information well organized and very useful [1:12:56] - And thank you very much. [1:12:57] I think you hit all the highlights [1:12:59] that came out of that joint meeting. [1:13:04] I think you guys did some really good work here. [1:13:07] - Excellent. It's been a good activity, [1:13:09] but I'm not done with my presentation [1:13:11] 'cause that's what we heard at the recap. [1:13:12] But there's two more things that I would [1:13:14] like to talk about that's, [1:13:15] - Well, we just wanted to give - You a Yep. [1:13:16] That I want. I paused so that we KU goes now. [1:13:18] Yeah, I appreciate it. 'cause that lets us now send it off [1:13:22] to council so that, that's what we are looking for [1:13:24] to make sure we've captured it. [1:13:26] One of the things that's coming out [1:13:28] with the discussions on future growth areas [1:13:31] is if we're going to grow, [1:13:32] we wanna make sure we're growing in the right places [1:13:35] and you've identified growth areas. [1:13:38] And so we are recommending that part [1:13:41] of this comprehensive plan for all consideration really is [1:13:46] that we have criteria for when it's time [1:13:48] for the sewer service area [1:13:50] and regional growth boundary to be expanded, right? [1:13:51] We're identifying these in the comprehensive plan, [1:13:55] but when it's actually time should one, [1:13:58] we should be looking at the capacity, right? [1:14:00] We're gonna continue to do that red cap report. [1:14:03] We want to making sure [1:14:04] that we're looking at infrastructure planning as we go so [1:14:08] that we're confirming it's cost effective and [1:14:10] and being able to be done in a timely manner, right? [1:14:13] So that transportation piece of it needs to keep happening [1:14:17] that we're planning it [1:14:18] and thinking of things in our CIP as we see growth continue, [1:14:23] demand verification. [1:14:24] Is there demand such as, you know, housing, we know [1:14:27] that there's a big need for housing, so [1:14:29] that could get a priority [1:14:31] for expanding the regional growth boundary. [1:14:33] It also could be a potential job economic hub, right? [1:14:37] Something that there's a demand in this region for. [1:14:41] And then there's regional coordination [1:14:42] that we wanna make sure we're doing things [1:14:44] consistently through the region. [1:14:46] And for your regional growth areas, [1:14:49] or sorry, your future growth areas, we recommend working [1:14:52] with Benner Township [1:14:53] because those properties are also in Benner Township. [1:14:56] So that's something we've talked to with Lindsay [1:14:58] and staff here that we're gonna make sure we talk [1:15:01] to the folks at Benner Township. [1:15:03] And then as we know from the community input [1:15:07] from not just your open house, [1:15:08] but all of them that the environmental clearance is really [1:15:11] important to make sure that if [1:15:13] and where we're building, we wanna make sure we're [1:15:15] protecting our water resources and such. [1:15:17] So I don't know if I'm missing anything. [1:15:20] So I keep that in mind. [1:15:21] And then I just want to show the criteria for [1:15:23] what the environmental criteria are. [1:15:27] And a lot of this is already built in, [1:15:29] but we want to continue to, you know, strengthen this [1:15:33] and see if we're missing anything. [1:15:34] But we wanna make sure that we're looking at steep slopes [1:15:37] that we're not building on those riparian buffers are [1:15:40] important for our waterways. [1:15:42] Agriculture soils are important to continue [1:15:45] to Preserve those prime agricultural soils. [1:15:48] Not building on floodplains. [1:15:49] We know we have this kars and geological formations [1:15:54] and that we have to make sure we're building correctly [1:15:56] for those, not building on wetlands, woodland [1:15:59] and habitat considerations. [1:16:00] And again, looking at this infrastructure, [1:16:03] what our capacity is [1:16:05] and where it needs to be so that we're making sure [1:16:08] that we're not getting high congestion and bottlenecks [1:16:11] and then existing development patterns. [1:16:14] We wanna make sure we're continuing to build [1:16:16] with the right character with our neighbors. [1:16:19] So that's what we have. [1:16:21] And so I don't know if you have any input, [1:16:22] and again, this won't be the last time you see this. [1:16:24] This is gonna be a part of the comprehensive plan. [1:16:27] So we wanted to share this with you. [1:16:30] And if there are things that you're like, we're missing this [1:16:33] or we're forgetting something, I just will give you a chance [1:16:36] to let me know if there's anything that [1:16:38] you would recommend we consider or take a look at. [1:16:43] - I think this is my own opinion, [1:16:45] and I'm not talking for the whole planning commission, [1:16:48] but just looking at your criteria up there. [1:16:53] If you look at what you identified as future growth areas, [1:16:59] we already know there's demand up in the university site [1:17:05] where Pam Health is going. [1:17:06] They're also looking at a RL to go up there. [1:17:11] We know we're running a water service up there. [1:17:14] We know that there's gonna be sewer up there. [1:17:17] So that would be a perfect criteria [1:17:20] because we know there's growth, we know there's demand. [1:17:24] So that would fit right in to make sure that area [1:17:29] is included in a future growth area. [1:17:34] That parcel number two, the 43 acres, that's part [1:17:38] of Dale Summit, which I know is important [1:17:42] to the Township at this point with [1:17:44] the Form Based Code and those kind of things. [1:17:48] There may be some environmental things there [1:17:50] that have to be looked at. [1:17:52] I'm not so sure. But then when you go to [1:17:57] the future growth for the rock view land, [1:18:03] that's gonna be very difficult. [1:18:05] I don't know if that's immediate [1:18:06] because we don't even know if the state's gonna sell it. [1:18:10] So, you know, future growth map, [1:18:13] I think the Dale Summit ISS very important. [1:18:15] I think the university land's very important [1:18:17] and then we would have to meet all the other criteria [1:18:22] that staff has put together with wetlands, environmentals, [1:18:27] the soils and all that. [1:18:29] So I see where you're going in the right direction. [1:18:34] Does anybody else have anything to say? Matt? [1:18:36] You have anything? [1:18:38] - Yeah, what's Carson? - That's we, that's Sink Hall [1:18:44] - Basic. [1:18:45] Okay. [1:18:46] - Limestone. Limestone. [1:18:48] That falls apart when you build on it. Yeah. [1:18:52] - Okay. Thank you. - Peggy, do you have anything? [1:18:56] Not anything, Sal. [1:19:00] I I think that was a very good presentation. The [1:19:03] - Great beginning. [1:19:04] All right, so then the, this is kind of the wrap, [1:19:07] wrap up for the recap memo. [1:19:09] And what we'll be doing is working next with council, [1:19:12] taking it to them, and again, [1:19:14] doing it at all six of the municipalities. [1:19:16] And that future land use map will be getting to the, [1:19:20] the final point, it'll go [1:19:21] to the Centre Region Planning Commission. [1:19:24] You'll see it again in the package as a regional map, [1:19:28] not just College Township. [1:19:30] Then there's the writing of the comprehensive plan, [1:19:33] which we're starting to work on with all the feedback [1:19:35] that we've been getting over the past couple years [1:19:37] with the big ideas, the goals. [1:19:39] Then the third piece [1:19:41] that we're tackling is Shared Land uses. [1:19:44] And so I want to just give a brief two slide overview of [1:19:47] that, because there will be more coming [1:19:49] where we will be asking things of you. [1:19:51] And so what College Township [1:19:54] and Patent Township, [1:19:56] you currently have a shared land use agreement [1:19:58] where college provides for industrial [1:20:00] and patent provides for multifamily. [1:20:02] So you're used to this, [1:20:04] but what we are looking at is for the full region, [1:20:07] for example, half Moon Township does not [1:20:09] provide for multifamily. [1:20:11] So we need to bring in [1:20:13] and look at it for the region as a whole, [1:20:16] which we've been doing [1:20:17] with the Centre Region Comprehensive Plan, sort of [1:20:20] planning together as a region. [1:20:22] But we want to look [1:20:24] and move towards codifying this so [1:20:27] that all the municipalities can really make sure [1:20:29] that they're legally protected in that way. [1:20:32] So by looking at Shared Land uses, [1:20:34] we're currently at the staff level talking about what types [1:20:38] of lands we should be sharing. [1:20:40] But it provides flexibility, [1:20:42] it helps coordinate infrastructure. [1:20:44] So this lists some [1:20:45] of the reasons why we're looking at Shared Land uses, [1:20:48] but really we're trying to document [1:20:51] and strengthen what we're already doing on this Centre [1:20:54] Region Comprehensive plan, [1:20:56] but with an actual written agreement. [1:20:59] And on the next slide, it just shows some of the things [1:21:02] that at staff level we are talking about. [1:21:06] There's been law cases, court cases about residential uses. [1:21:10] Again, back to the fact [1:21:11] that Half Moon doesn't provide for multifamily. [1:21:13] We need to look at those. [1:21:15] So we're looking at making sure we're sharing [1:21:17] those land uses. [1:21:20] Data centers have been a hot topic these days. [1:21:22] So that's one. And then [1:21:25] whenever you have these larger data centers, [1:21:27] even mid-sized ones, you have energy generating facilities. [1:21:31] So we're gonna look at those industrial adult businesses, [1:21:35] area stadium and amphitheater. [1:21:37] Obviously College Township provides for that, [1:21:40] but not all the other municipalities do, [1:21:43] but we could share that. [1:21:44] Right? We also have the casino and the hospital, [1:21:49] but Patent Township also has some hospital uses. [1:21:51] So these are examples. [1:21:53] It's not like we're sharing all land uses. [1:21:55] The idea is to identify some of them, document them, [1:22:00] and understand the process. [1:22:02] The process would basically be as things, if things needed [1:22:05] to change or new things came in [1:22:06] and we're gonna share them, it would be [1:22:08] A-C-R-P-C discussion. [1:22:10] So that's the type of process, but we'll provide more. [1:22:14] I just wanted to give a little bit of an overview of a topic [1:22:18] that's gonna be coming back with more detail [1:22:20] for your approval and recommendation to counsel. [1:22:26] - Does anybody have any questions? [1:22:30] I I have one question for you. Okay. [1:22:34] On these future land growth areas, [1:22:44] we know, I'm just gonna use an example. [1:22:46] That's a live example, A A RL. Okay. [1:22:52] Where they want to have a secure campus [1:22:57] over time, move all their operations to one location, [1:23:01] and that means there's gonna be [1:23:03] vacancies in other townships. [1:23:06] Okay. So if [1:23:11] we say, how do you get future, [1:23:16] a future land map [1:23:17] and an approval for a growth area, does [1:23:21] that mean everybody in COG needs to approve that? [1:23:28] - Yeah. So - This, because it can get very protective, [1:23:31] because if you're gonna have vacancies, you are gonna say, [1:23:35] no, I don't want this [1:23:37] because I may be losing rental properties [1:23:42] or commercial tenants or whatever. [1:23:45] Even though if you don't do that, [1:23:49] then a RL may not be able to get DOD contracts [1:23:53] because of security purposes. [1:23:56] So it's a, a tough road to go down, [1:24:00] but I understand where you're going, [1:24:03] but you also have this, you know, [1:24:06] we gotta protect our own turf. [1:24:09] - Yes. So I don't think you're specifically [1:24:12] asking about the A RI. [1:24:13] No, I'm not. Okay. Yeah, I'm, [1:24:14] I'm using, so you're talking about the, [1:24:16] - I'm using that as an example, [1:24:17] - Right? [1:24:18] We we're learning a lot about that process. [1:24:21] The regional growth boundary service service area is [1:24:24] definitely something that a lot [1:24:26] of people feel strongly about. [1:24:27] And like that it protects the farmlands [1:24:30] and preserves things, but we're trying [1:24:32] to make sure people also understand that it is not meant [1:24:37] to never move. [1:24:38] And that's why we have the minor process [1:24:40] and the, the process that allows for it to be expanded. [1:24:44] And so by di identifying criteria [1:24:49] and instead of just always reacting to where growth is [1:24:53] by the developers coming in. [1:24:54] So there's a process to update them, [1:24:57] but we really should be looking at [1:24:59] where we want growth to be. [1:25:01] It doesn't mean it's happening tomorrow. [1:25:03] Like Rockview is an example. [1:25:04] These other ones, it's not happening tomorrow, [1:25:08] but we are getting tight within [1:25:10] our regional growth boundaries. [1:25:11] So we should be starting to talk about future growth areas. [1:25:14] It does go to the Centre Region Planning Commission. [1:25:18] And my sense is it goes to General Forum as well [1:25:21] because it needs to be approved. [1:25:23] But I, we've been mentioning [1:25:26] that College Township is looking at future growth areas, [1:25:29] nobody else's. [1:25:30] And I think that's in some ways appropriate. [1:25:33] If everybody was gonna say they were growing, [1:25:35] then we really need to narrow that down. [1:25:37] Right? It, it, we don't want to just open the, [1:25:40] the gates per se because of the beauty of Happy Valley [1:25:44] and the farmlands, but we should, [1:25:47] ID be identifying some future growth [1:25:48] areas For planning, you know? [1:25:52] Right. It's long-term planning [1:25:54] and that's gonna be a discussion. [1:25:56] I, and so far in the, you know, when we were going out [1:26:01] to the different municipalities, sometimes they've asked [1:26:03] what are other people doing? [1:26:04] I will say State College Borough is looking at their [1:26:07] rezoning growing up, and so they're looking [1:26:10] to take more capacity. [1:26:12] So they're wondering what [1:26:13] that impact will be on other municipalities as well. [1:26:16] And, and we do have to watch that, right. [1:26:18] If so, we don't have a lot [1:26:21] of vacant properties over time, [1:26:23] but that's something that will be one [1:26:25] of the tasks that come with this. [1:26:28] - I the only reason I'm asking that is [1:26:31] because I know living here for 30 plus years, [1:26:36] you do have territorial [1:26:40] type P. [1:26:42] Yeah. Territorial. [1:26:44] I, I don't want to give up something even though it's [1:26:46] for the betterment of the whole community. [1:26:49] - Yep, yep. [1:26:51] We'll try to keep focusing on, [1:26:54] most residents live in state college. [1:26:56] Yeah. They don't always identify in one municipality. [1:27:00] - So Yeah, we don't, we don't care if it's College [1:27:02] Township, Ferguson or whatever. [1:27:04] Whatever's good for the whole right area should be [1:27:08] good for the community. [1:27:10] And that's what I, I don't see that all the time. Okay. [1:27:18] Does anybody else have any comments? [1:27:21] Matt, do you got anything? [1:27:25] - No. - Huh? Nope. [1:27:30] I guess nobody does, but now are you [1:27:33] - Now I am done. [1:27:34] Thank you for your time. [1:27:36] - Does anybody else have any comments or questions? [1:27:40] That was a great presentation. Yes. Thank you. Thank you. [1:27:43] I wish you luck making sure everybody's happy. [1:27:45] Yeah, I need it. [1:27:51] A good start. Yeah. Really good. [1:27:57] All right. The next thing on the agenda [1:28:04] is, Matt, do you want to give the council report? [1:28:08] Did you watch the tape? I have it summarized if you did. [1:28:13] - No, I'll do it. - All right. [1:28:15] - Two, feel free to staff or members feel free to jump in. [1:28:19] On June 18th, the shadow commercial part, [1:28:23] phase two final subdivision plan was approved. [1:28:27] They also talked a little bit about Form Based Code. [1:28:30] An interesting thing that doesn't really pertain this a [1:28:33] hundred percent, but there's a lot [1:28:34] of noise about Brandywine Drive. [1:28:37] So they're going to Brandywine pedestrian signal project. [1:28:41] So they're looking to put in two advanced warning signs [1:28:45] and six crosswalk signs with, that's been about $42,000. [1:28:51] Unique thing is that the school district is kicking in 25%. [1:28:55] So the council approved that with the, with the budget not [1:28:58] to exceed 45,000. [1:29:01] Anybody have any questions on that? Nope. Okay. [1:29:05] July 16th at a Public Hearing for the signs amendment [1:29:09] and also for the, the sdo, the trees, [1:29:13] the Signs Science Stadiums, CORINA'S Event Center, the [1:29:17] Centre Region Planning Commission actually heard a bunch of [1:29:20] that tabled it without any specific actions. [1:29:26] Council and staff seemed to think that a lot [1:29:28] of the questions that the CRPC had were actually sort [1:29:31] of in the Ordinance that they did, you know, they missed [1:29:34] or didn't quite understand. [1:29:36] So they, they voted to approve that [1:29:42] the tree was sort of self-explanatory. [1:29:44] There weren't not many arborists on, on our group. [1:29:48] The final thing you'll find interesting that they come up [1:29:51] with a plan for the staff to, I mean, for council [1:29:54] to review Form Based Code. [1:29:55] So they're gonna have like their regular council meeting. [1:29:58] And then that night, I think Lindsay, they're gonna get [1:30:02] the information for the work sessions that they're having. [1:30:05] They're gonna have a total, I think of five work sessions. [1:30:08] So they're, they're doing a nice job of spacing their [1:30:11] work format, code workout from [1:30:14] their regular council meetings. [1:30:16] And that's all I have. [1:30:18] - Okay. The only other thing that I had is, [1:30:24] it was in the manager's report, carrie's working [1:30:28] with the Department of Economic and Community Development. [1:30:33] This is looking for grants [1:30:34] or loan programs for the revitalization of the mall [1:30:39] for a possible acquisition. [1:30:42] She has continued to work on that for the last two [1:30:45] and a half years, looking at some things [1:30:49] that may help if there is an acquisition or whatever. [1:30:53] Because that, if you look at Dale Summit, that's one area [1:30:57] that hasn't really continued [1:31:00] to develop like we hope it would've. [1:31:04] They're also looking at a possible, possible area [1:31:08] to lease some space within the Township. [1:31:12] This is for startup companies that have, are ready [1:31:16] to move out of the incubator buildings up on campus [1:31:22] to go to their next level. [1:31:25] We don't have any of those things right now in the area. [1:31:29] So we're looking at, can we do something through [1:31:33] College Township [1:31:34] or the IDA to help people find some space to move into. [1:31:40] And she's also looking at going [1:31:42] through the Appalachian Regional Commission for some kind [1:31:45] of grants that may help with planning [1:31:49] in the Dale Summit area for economic [1:31:52] growth initiatives. [1:31:55] Did I summarize that pretty good? Oh, did I? [1:31:59] That's it on that. Carrie, do you have anything to add? [1:32:04] - No, but you know, happy to talk to anybody [1:32:06] that's interested in some of that business incubator work [1:32:09] or the Department of Community and Economic Development. [1:32:12] - And the other thing I forgot to say that Carrie [1:32:15] and the IDA is gonna be sending out questionnaires [1:32:18] of about 18 questions to about 300 companies. [1:32:22] - Yep. A business service. [1:32:23] - And that should go out somewhere in August. [1:32:26] Her goal is August 1st, [1:32:28] but that's up to the printers I guess. [1:32:33] So that is that. [1:32:38] We got a copy of the Zoning bulletins. [1:32:42] We got a copy of the update [1:32:46] for the Subdivision and Land Development Plans. [1:32:49] And hopefully you read those and looked at those. [1:32:54] And our next meeting is scheduled [1:32:56] for August 4th, 2026. [1:33:01] And nobody else has anything looking [1:33:05] for a motion for adjournment? [1:33:07] Motion to Adjourn. We got a motion. We have a second. [1:33:10] All in favor A absolutely. See ya. [1:33:14] - Thank you. See ya. Thank you. [1:33:51] - Attention nonprofits of Centre County CNET can help [1:33:54] with your marketing needs twice a year.
