[1:30:29] our 30 plus million dollars is being spent by the sheriff's in detail.
[1:30:35] A possible solution is to have monthly audits by the sheriff's regarding payroll
[1:30:43] and expenses may public for the council and the community.
[1:30:51] We're also concerned with possible deputy clicks and gangs.
[1:30:58] We want to ensure that if there are deputy clicks and gangs that none of them are in our
[1:31:06] Compton shares department and we will ask for the list of names of all of the deputies and
[1:31:13] background checks for all of the deputies to ensure they have a clean policing worker.

[2:06:13] And by background, I would say that these headphones were awarded in 2021, and they haven't been used obviously.

[2:06:43] So, in the first instance, in March of 23, we got a notification from HUD regarding the
[2:06:56] Donuts of the Funds, and they required us to submit a plan for the use by March 31.
[2:07:07] So, we got to notice on March 17, we got all of two weeks to submit a plan.
[2:07:12] And the plan was submitted to HUD as to what categories of use would be intended by the city.
[2:07:25] There was a second notice from HUD.
[2:07:31] of what was city actually in October of 25,
[2:07:37] amended the use that was submitted in March of 23.
[2:07:43] They amended the use of the funds, but still did not act
[2:07:47] to award the money or used the money.
[2:07:51] And so that brought us up to March of 26.
[2:07:57] Now, three years after the award of the money, I'm sorry, five years after the award
[2:08:08] of the money in 2016, and Hugs sent a letter further escalating the necessity to use
[2:08:21] money or possibly lose the money, but an RFP was issued by staff in October of 25 and that
[2:08:36] RFP was resulted in the applications being received for candidate users, but the action
[2:08:49] was not before forth. So with all that then we got the letter in March of 26.
[2:09:00] And we had
[2:09:03] a proposal to present. And when I became aware of it, I suggested that we move forward
[2:09:14] What is the staff recommendation for you to the money based on the HUD encouragement to use
[2:09:24] the money?
[2:09:25] So that was sort of the background as to the agenda item showing up.

[2:11:18] We have United hands, Martha Brajas, she's fed thousands of people, but she's got a lot
[2:11:26] of grief from the city, really not supporting her.
[2:11:29] It would be great to give her some money, so she can get cold storage and what have you.
[2:11:33] We have seniors that are struggling, we could have grant programs for the senior that the
[2:11:37] city could provide directly to them versus going through an organization that's claiming to
[2:11:42] deal with homelessness in all that.
[2:11:44] And we know the government took money back because all these organizations did such a poor
[2:11:48] job on dealing with homelessness.
[2:11:59] Did anybody go visit their establishment in Los Angeles?
[2:12:02] Nobody went there.
[2:12:05] And if you Google it, it looks like it doesn't look very good.

[2:12:11] Also, in this document, it states that they have 20 years of experience, and that was a four-profit.

[2:12:20] And if you look at the research, they weren't in very good standings with the statement out before a number of years.

[2:12:31] this proposal submitted by empowering Reach Foundation was complete and responsive to the RFP
[2:12:38] and demonstrated the organization of capacity
[2:12:41] to deliver eligible supportive services for a 21-period.

[2:12:47] We have other entities here that can deliver supportive services.
[2:12:53] There's other things we could use that money for our parks,
[2:12:57] that water fountain over there,
[2:13:03] other public safety issues,
[2:13:04] this item on here, tonight,
[2:13:07] a real site, I think it's $300, that's a public safety item.
[2:13:10] We could have paid for that with this money.
[2:13:16] Another thing, the city never comes back with an update or an audit on these non-profits.
[2:13:23] I eat the last one we did a significant panel with the nimble thoughts that supposedly
[2:13:28] providing mental health for our youth and our parts.
[2:13:33] I haven't seen high nor hear of them, there's been no report, no update, nothing.
[2:13:37] We don't know who they serve, but the money's gone, and you don't see anybody.
[2:13:53] The money's could have gone to pay for the firework's task force that failed miserably on the Fourth of July.

[2:36:26] and an amount not to exceed $30,810 to conduct a comprehensive review of the city's pipeline franchise program.
[2:36:36] This item is much more than updating franchise agreements.
[2:36:41] It is about modernizing the city's regulatory program that has not been comprehensively reviewed in many years
[2:36:47] and ensuring the city has the tools to effectively manage pipeline infrastructure located within its public rights away.
[2:36:57] Today, the city's authority over pipe line franchises is primarily found in Article 15 of the city charter and chapter 2-2-6 of the Municipal Code.
[2:37:09] While these provisions establish the legal authority to grant franchises, they do not provide the comprehensive regulatory framework that many California cities now have in place.
[2:37:21] staff conducted a preliminary review and found that the city's current pipeline franchise
[2:37:30] regulations and agreements are outdated and lack consistency.
[2:37:35] Existing franchise agreements were negotiated at different times and contained varying
[2:37:40] operational requirements and fee structures.
[2:37:44] For example, some franchisees pay a percentage of gross revenues, others pay based
[2:37:49] pipeline length or diameter and at least one agreement still requires a flat annual payment
[2:37:56] that remain unchanged for years. Staff also identified and expired franchise that continue
[2:38:03] that continues to operate under its old agreement.
[2:38:09] Since the city's agreements were originally
[2:38:10] negotiated, both the pipeline industry and municipal regulatory practices have evolved considerably.
[2:38:16] Many California cities have monetized their pipeline franchise ordinances to include standardized
[2:38:23] insurance and identification requirements and hands reporting obligations, updated inspection
[2:38:30] and authority, excuse me, updated inspection and enforcement authority, GIS mapping requirements,
[2:38:37] cost recovery provisions, and franchise fee methodologies that are more transparent and easier
[2:38:44] to that minister. These updates not only strengthen public safety and improve accountability,
[2:38:50] but they also provide municipalities with better tools to oversee infrastructure within
[2:38:53] the public right of way, and recover the costs associated with administering those
[2:38:58] franchises. Staff's preliminary research further indicates that many California jurisdictions
[2:39:04] have updated their fee methodologies within the past several years to better reflect the
[2:39:09] the value of occupying public rights of way and the administrative costs associated with franchise
[2:39:14] oversight.
[2:39:16] Depending on the type of pipeline operator, these agencies commonly utilize standardized linear
[2:39:22] foot fees, percentage of revenue methodologies, annual inflation adjustments, and cost recovery
[2:39:28] provisions for engineering, inspection, and enforcement activities.
[2:39:32] By comparison, the city's fee structure has not been comprehensively evaluated in many years.
[2:39:42] Without a current analysis, the city cannot determine whether it's existing franchise fees adequately compensate the city for the use of city property or recover the city's administrative costs.
[2:39:55] Because this evaluation involves technical engineering information, historical franchise records, GIS mapping, free analysis, and comparisons, with practices used throughout California, staff is recommending the assistance of MRS environmental incorporated.
[2:40:13] MRS environmental has extensive experience, assisting California municipalities with pipeline
[2:40:20] franchise studies, ordinance development, and franchise fee evaluations.
[2:40:27] Under the proposed agreement, MRS will review the city's existing franchise fees,
[2:40:33] excuse me, franchise agreements, evaluate current administrative practices and fee methodologies,
[2:40:40] verify pipeline facility information,
[2:40:42] Compare the city's program with those of other jurisdictions and prepare recommendations for city council's consideration.
[2:40:52] Section 4, dash 11.7D of the Compton Municipal Code Exempts, contracts for professional services from competitive bidding requirements.
[2:41:02] If the selection is based upon demonstrated competence and professional qualifications,
[2:41:07] necessary for the satisfactory performance of the required services at a fair and reasonable price.
[2:41:14] And staff has found that that code section applies to MRS environmental.
[2:41:19] It is important to emphasize that no changes to franchise fees or city regulations are being proposed tonight.
[2:41:26] Rather, staff is requesting authorization to complete the technical review necessary to develop informed recommendations.
[2:41:32] Once that work is complete, staff will return to the City Council with the Consultants
[2:41:38] Findings and any recommended updates to the City's Pipeline Franchise
[2:41:43] Ordinance, fee structure, and administrative practices for your consideration.
[2:41:49] The proposed agreement is funded within the Public Works Engineering Department's fiscal
[2:41:54] year, 2026, 2027 budget, as efficient funds are available to cover the cost of the study.
[2:42:01] Accordingly, staff recommends that the City Council approve the professional service agreement

[2:58:19] provided that budgetary pricing several years ago to renovate your hangar, face the children's
[2:58:25] and the coolant tower, and associated pumps and other components, and bringing up the current
[2:58:29] codes and most energy efficient. This would be the first step. I guess we could update pricing
[2:58:37] for the rest of the building also, but it was your deck a few years ago.
[2:58:44] This is the most critical component to get it up and running right now, and as far as
[2:58:49] minor breaks down and thrown it down the drain, everything of 20 years of age will suffer
[2:58:55] failures, and at least they're all minor.
[2:58:59] This one is the major one.
[2:59:01] And please be reminded that the killer won and two still need to be replaced, so this is only
[2:59:06] water that's going to the unit that's going to be cooling down to allow the units to run without
[2:59:12] burning out the chili run in Chile too. We still need to replace those which is going to be
[2:59:16] so the chili's have to be replaced next. Okay, so right now we're replacing what are we replacing now?
[2:59:23] The tower. The tower. Yes. Yes. Tower is being replaced. And then as far as some of the repairs
[2:59:30] I know you mentioned that. I think there was a lot of trying to maintain it without actually fixing it properly.

[3:08:58] is 1993 providing free and low-cost civil legal services to our residents.
[3:09:06] Their work has included assistance with housing and tenant rights, family law matters, domestic
[3:09:14] violence support, consumer protection, immigration related legal services, community legal
[3:09:21] education, and much more.
[3:09:23] On Thursday, July the 16th, attended the swearing in ceremonies of Denzel Jordan Perry, who was
[3:09:31] re-elected another term on the Company Unified School District Board of Trustees.
[3:09:37] On Thursday, July the 16th, attended the returners' Compton Farmers' Luncheon.
[3:09:44] On July the 18th, attended the Home-Gone Services for John Banks, a former employee of the
[3:09:52] of Department. I represent this city together with former city attorney
[3:09:57] LaGran Cleg and often formal condolences to the family and to present in a
[3:10:03] resolution at the United Christian Fellowship Church on Atlantic Drive. On Saturday,
[3:10:09] July 18, I attended the first anniversary of the Compton grocery outlet, not
[3:10:16] on an operated by Gary and Captain Naylor.
[3:10:19] This is such a fine store, complete with a truly fine
[3:10:23] produce department.
[3:10:26] How about a mattress only store taking over?

[3:15:14] Trafficking Task Force will reconvene at the dollar-high community center from 1 PM to 3 PM.
[3:15:21] That's July 23, Thursday to 23. This collaborative effort brings together city leaders,
[3:15:27] service providers, educators, faith organizations, survivor, leaders, and public safety partners
[3:15:33] who strengthen prevention efforts, support survivors, and continue building a coordinated
[3:15:39] response to human trafficking.

[3:15:47] One of the most important conservation conversations happening right now is how we move forward

[3:25:59] 0-3 years old and has started programs for children ages 3-5 and a beautiful learning environment designed to prepare our youngest residents for success.

[3:28:56] And this past weekend, it was brought to my attention
[3:28:59] that the Compton Museum received a ceasefire, a cease-end
[3:29:03] and a cease order just two days before it planned
[3:29:06] the Compton Red Rodeo event.
[3:29:08] Do we have prevent similar situations in the future?
[3:29:12] I respectfully request that the appropriate department return at our next council meeting
[3:29:18] with the presentation outlined in the required permits and documentations needed to
[3:29:22] host a community event.
[3:29:24] Because it's obviously some of our residents do not know what those are, what the requirements
[3:29:31] are.
[3:29:31] The timeline for submitting applications, push Department overseas the approval process and best
[3:29:39] practices organization should follow to remain in compliance.
[3:29:45] Additionally, I would appreciate clarification regarding this specific situation, including
[3:29:50] when COVID enforcement first became aware of the event, whether chimps were made to work with
[3:29:57] organizers to serve.
[3:30:00] I have any issues and why the decision to cancel the event occurred only two days before it was scheduled.
[3:30:07] My goal is to ensure that moving forward, every organization has a clear understanding of the city's process and adequate time to address any concerns.
