[3:05] And in this presentation, [3:06] We will go over the fund balance as of August 31st, 2026. [3:12] Long-term commitment and debt service revenue over expenditure for the month of August 26th and the year-to-date. [3:19] Cell tax revenue, major expenditure, and last but not least is for the question pack. [3:26] As of August 31, 2021, the ending fund balance of CIDC is 38.5 million. [3:34] We can cover up to 513 operating day and about 141% of the fiscal year 26 annual budget [3:43] expenditure for CIDC. [3:46] For long-term commitment and debt service, the total amount is 125.8 million, in which [3:54] The short-term payable is 3 million and the long-term payable is 122.7 million. [4:01] For the month of August, revenue CIDC have 1.9 million, 3% increasing comparing with [4:08] the same month of last year, expenditure is 5.9 million, 16% less than the same month [4:16] of last year, revenue less than expenditure 3.9 million. [4:21] Year-to-day is revenue for CIDC is 19.3 million, 7% increasing, comparing with the year-to-date [4:30] 25, expenditure year-to-date is 14.8 million, 1.1 million are 8% increasing with the year-to-date [4:39] 2025. Retail industry portion for our [5:33] sale tax revenue is 45%. General service is 15% [5:38] food service industry is 11%. CIDC transfer out expenditure year-to-day is [5:47] $7.7 million. [5:51] The year-to-day CIDC incentives as of August 31st, 264,435. [6:00] And that's wrap up some major financial highlights of August 2026 CIDC. [6:08] I'm [6:10] Thank you Miss Gibbs. Does anyone have any questions? [6:16] All right. If not, I'll entertain a motion to approve the August 2026 Treasurer's Report. [6:21] So moved. Motion by Tim. Second. Second. Second, Mr. Sellers. Any further discussion? [6:27] All those in favor say aye. Aye. Any opposed? [6:31] All right. Treasurer's Report is approved. Thank you, Mrs. Gibbs. [6:35] Agenda, I'm going to move forward discussion and presentation regarding future fire station in Condra Park North. [6:41] Chief Simms, I'm going to turn it over to you for a presentation. [6:46] Good afternoon, sir. [6:47] Good afternoon. [6:49] How's everybody doing? [6:50] You know, hear me okay? [6:51] Great. [6:53] Pull up my little presentation. [6:55] First, [7:03] it's not big enough. [7:05] All right, good afternoon. [7:06] I appreciate the opportunity to be here today and get to see some of you guys and meet some of you that I haven't met before. [7:13] I appreciate the opportunity. [7:15] This process began more than a year ago when I began to have a conversation with [7:20] Laura Lee Palmer, which she is here, and recently I've had conversations [7:25] briefly with Jody Willard. I appreciate them, I appreciate Laura Lee and everything [7:30] that she has helped me to accomplish to this point. The request today is to look [7:36] at a reserve of 15 acre tract and ultimately take it as a position for a future [7:42] fire station. As you see on the slide there I believe you can see that is a 15 [7:49] acre tract and it was determined that there was two pieces of property in [7:53] this area in the industrial park but at one time it just had a real hard time [7:59] getting moving as I understood it and but it was determined that this 15 [8:03] acre track was the best suited for us for a future fire station and its proximity [8:08] to certainly everything that's growing around there and has grown around it from the [8:13] industrial aspect but also the residential communities of Silver Thorn, I believe it's [8:19] the Stewart Creek Reserve is up in that area too, to the tune of some almost 4,000 homes. [8:26] So it just makes sense for us to have a future fire station up there. [8:31] We're very happy for that opportunity. [8:32] And the next slide you see a survey of that, as I said, 15 acres, about almost seven [8:40] acres of it is in the floodplain and unusable without having to add a lot of money and build [8:46] up and that kind of stuff. But it's truly suited for this fire station and the eight acres [8:51] that is usable. So we would be happy to occupy that if you're so inclined. It does have [8:57] frontage road on the Condra Park north and it would in just a few feet from [9:02] Walla Wilkerson Parkway it also has water and sewer there is as you are [9:07] keenly aware. This is just some conceptual drawing. Initial thoughts that we [9:15] would have about 11 to 12,000 square foot, I'm just giving me a square foot would be [9:20] needed in this facility since my initial evaluation of that that I've had [9:25] conversations with our police chief and the potential need for future police [9:31] substations and specific zones around the city. I did plug that into this [9:38] concept. I don't know if that would ultimately be a place that he would want [9:43] that substation and adding that it was about 15,000 square feet if he chose not [9:50] to use that or we would certainly come off of that we wouldn't need as much. [9:53] go back down to that 11,000, 12,000 square feet. [9:58] So the opportunity for us to engage in the community [10:01] with this facility, as again, it's a concept, [10:04] but we would make sure that it looks similar [10:06] to the region, it blends well much to what's there already. [10:11] It would have three bays, it would have a civic frontage. [10:16] People could engage just like they do in most community, [10:20] police fire stations. [10:22] And another rendering, as you see here, be a three-way drive-through. [10:26] Parking, ample parking for the people that are working there, and as well as the police, [10:32] the police department side of things. [10:36] The action that initially was going to be requesting today, but it made it a presentation [10:42] with the intent to come back to you at hopefully the next meeting with your approval to move forward [10:48] with conveying this to be a future fire station. [10:53] Let's see here. [10:57] In closing, the station is currently in the five-year CIP. [11:01] It's in the 2030-2031 fiscal year. [11:05] It'll be broken up over two fiscal years [11:08] and be completed in the 31-32 fiscal year. [11:12] Estimations right now is about $13.6 million, [11:16] And that covers the facility, covers all the equipment that would have to go into it, does not include the personnel expenses to that measure. [11:25] I'm happy to answer any questions that you may have. [11:28] Does anyone have any questions for Chief Sims? [11:33] I'm sorry, Chief, I just had one. [11:36] What are you seeing as the timeline for having us, you know, begin construction on this fire station, how far down the road is it? [11:45] I would want to, I'd currently follow the CIP process, so it'd be 2030, 2031. [11:52] We would begin the design and build a design process and to be completed in that 31-32 [11:57] fiscal year. [11:59] I know on that track, almost the complete frontage of it is in the 100-year floodplain if [12:05] I'm not mistaken. [12:06] You may have had that in one of your diagrams, actually. [12:09] Is that going to be an issue with getting fire trucks in and out, you think? [12:12] Actually, more of the floodplain is in the back part of the problem. [12:16] It's in the back, okay. [12:17] I'm closer to the railroad tracks there. [12:19] The front, it really works, it's ideal for us. [12:22] Okay. [12:23] That's all I had, Chairman. [12:25] Any other questions? [12:27] That is great. [12:28] All right, yeah. [12:28] Thank you, Chief Sims. [12:29] Great presentation. [12:30] Look forward to seeing that materialize. [12:35] All right. [12:36] Next item on the agenda, number five, [12:38] I've discussed and considered warrant to you donation deed for Waterwell No. 36. [12:43] Terrible, if you're going to take that one. [12:45] Yes, sir. Thank you, Director Davis. [12:49] Good afternoon, CIDC board member. [12:52] So this item is for transferring basically the property to the city of Conroe. [13:00] Now, CIDC owns this property. [13:04] We already have performed the minor planning on this one. [13:08] and that's already done, but what this transfer did allows us to do is a easy on the permitting, [13:16] which we already have a TCEP permitting the first step, but the second step you have [13:20] to have the property on your hand. Also, the loan store ground water requires us to own [13:28] the property in order to first drill the water well, so that allows us to smooth all the permitting [13:34] process. [13:37] And this is approximately 2.4 acres, a little over 2.4 acres property that we are [13:44] transferring to the city's name. [13:48] All right. Any questions for Tara? [13:53] All right. If not, [13:53] I'll entertain a motion to convey that warrant to you donation deed for Waterwell No. 36. [14:02] So moved motion from them. Second, Kristen. Any further discussion? All those in favor say [14:10] Aye. [14:10] Aye. [14:11] Any opposed? [14:13] All right. [14:14] Passes. [14:14] Item number six. [14:15] Discuss and consider an easement to serve Silverthorn. [14:18] Tara. [14:20] Thank you, sir. [14:22] This item is basically kind of giving you a background. [14:27] We have a water well, three water wells in the same area, kind of in a triangular, say, water well 27 is on the west, [14:35] little bit west side of this silver-thorn development and then a little bit [14:41] north east side is 29 and the south side this is 20 water plant 36 that's what we're [14:48] going to do next. It's kind of sitting in between so our master plant calls for [14:54] kind of looping the system using 12-inch waterline so [15:00] Part of our developer agreement with the civil authority is to have this water line in place before they can move forward with the further sections. And this will allow us to move our water distribution system efficiently within these water plants. So basically this will allow them to install the water line loop through our CIDC property to have that interconnection. [15:28] All right. Any questions for Tara? [15:30] All right, if not, I'll entertain a motion for approval. [15:35] So second, any further discussion? [15:40] All those in favor say aye. [15:41] Aye. [15:42] Any opposed? [15:44] Motion passes. [15:46] Next item on the agenda, number seven, approval of the 2025 tax incentive payments in accordance with the incentive agreements. [15:54] All those are in our meeting packet. [15:56] David, is there anything you'd like to add to those? [15:58] These are Texas Tissue, Old Dominion, Fright Line, Starris, and properly documented, and we'd recommend that you're approval. [16:10] All right, I'll entertain a motion to approve those incentives for payment. [16:15] So move motion, drive a second. [16:18] I'll second. [16:19] Second, any further discussion? [16:21] All those in favor say aye. [16:23] Aye. [16:24] Any opposed? [16:25] Motion passes. [16:27] item number 8, discuss and consider to repeal the portion of the tech part for a new city economic [16:33] initiative. Open the floor for discussion. All right. There wasn't a staff member that was prepped [16:38] to speak on this item. I'm assuming not. The resolution that's in our packet, I believe, was from [16:47] January of this year, and essentially it was restricting a portion of the Dyson technology [16:54] part for an entertainment venue as my understanding. It is my understanding that we that is no longer [17:03] make sure that the land is fully available to put back on the market so that we can market it [17:08] and eventually sell it to the right buyer. So that's what we're doing here is we're essentially repealing [17:16] this resolution that CIDC issued back in January to more or less unrestrict the property. [17:22] My understanding is it's a recommendation to City Council who would then go forward and make it permanent, but that's what we're doing essentially is recommending that this property be unrestricted for a purpose of a public multi-purpose entertainment venue park or destination location. [17:41] All right. Yeah, that was my understanding as well as it would ultimately be a city council [17:47] decision. I think this is just kind of the proper pathway for us to get there is the recommendation [17:52] come from the CIDC board and that's what gets it in front of council. So, we're kind of [17:58] unremeaning a bell, so to speak. All right. Is that is that anything that we need to vote? [18:03] It's a solution, correct? Making that recommendation to council? Correct. Okay. All right, well, [18:08] than I will, is any other discussion in regards to that? [18:12] No, I think that's great. [18:12] We should definitely get it back on the market [18:14] and use it to make some money for the CIDC. [18:18] So I will make the motion to repeal [18:20] the certificate for resolution passed by the CIDC [18:24] on the 8th of January, 2026. [18:27] Second. [18:28] All right, so I have a motion. [18:30] Second, do I have any further discussion? [18:33] Hearing none, we'll proceed to vote. [18:35] All those in favor say aye. [18:36] Aye. [18:37] Any opposed? [18:38] motion passes. Item number nine on the agenda will enter into closed session deliberations. [18:45] Concerning A, private consultation with the CD attorney, [18:48] Rosemary Rules of Professional Conduct of the State Bar of Texas, clearly conflicts with this chapter, section 551.071. [18:56] And item B, purchase, exchange, or value of real property, intersection 551.072, and item C, personal matters, section 551.074. [19:07] or we will stand in recess as we go into executive session at 3.20. [19:13] Thank you. [19:16] We'll reconvene our meeting here at 4.18 PM. [19:22] Go to item number 10, discuss and consider payment of invoices. [19:26] I don't believe we have any, is that correct? [19:28] All right, after that, I'm under 11, let's turn the meeting. [19:34] Anyone opposed to adjourning? [19:35] Yeah, let's make the motion so motion second. Thank you
