The intent of [17:32] the agreement [17:33] is to pay the full amount of that [17:37] particular position. [17:39] that has been the arrangement over [17:40] the years. [17:41] if the commissioner would like us [17:43] to send a letter asking to revisit [17:46] I have no objection. [17:48] it's the same form agreement that [17:49] the city renaissance and sheriff's [17:51] office has had to facilitate compliance [17:52] . [1:28:31] they [1:28:33] are basically open in the contract [1:28:34] for whatever [1:28:37] to give their employees [1:28:40] the pass-through to cooper city [1:28:46] without any input on those negotiations. [1:28:49] I think for fiscal year [1:28:52] 26, we have budgeted [1:28:55] what they are asking for. [1:29:00] we will try to continue to ask questions [1:29:01] in terms of [1:29:04] the details and [1:29:06] consideration letter. There are a [1:29:07] lot of individual line items that [1:29:10] don't make sense in terms of overhead rate [1:29:13] and the rights [1:29:16] they are charging [1:29:19] for the benefits [1:29:25] . I do think there has been a lack [1:44:13] of transparency and [1:44:16] it has been unprofessional to not [1:44:17] show up and support your contract [1:44:19] cities. The city managers are the [1:44:20] ceos [1:44:22] of the [1:44:24] contract cities and should be respected [1:44:25] the way the sheriff wants [1:44:28] to be respected. [1:44:30] I'm also concerned that the lack of [1:44:31] transparency in the budget is [1:44:33] due to waste. We see what is going on [1:44:37] publicly. With [1:44:46] the fact that [1:44:52] doge is about to [1:44:54] investigate the sheriff according [1:44:55] to sunsentinel. [1:44:58] we should be concerned and I [1:45:01] support you doing that. In prioritizing [1:45:02] the [1:45:04] fact that our residents demand [1:45:07] the highest level of service in our [1:45:10] public safety. The sheriff [1:46:28] is a very [1:46:30] smart man. He's a doctor and I think [1:46:33] he understands we cannot sign a contract [1:46:34] with no caps. Especially on [1:46:37] the heels [1:46:40] of the state talking time and time [1:46:43] again about [1:46:45] reducing or getting rid of property [1:46:46] tax. Even if we know it's [1:46:49] not realistic. Every bit of [1:46:51] the conversation has been about reduction, [1:46:55] going the other way. Right now we collect [1:46:58] $25 million or $26 million [1:47:01] in property tax . We just have to, [1:47:08] I am hoping you get a [1:47:09] call and they want to come negotiate [1:47:11] like they've done every time. [1:47:12] we are always willing to pay fair [1:47:14] market value but if not [1:47:15] and they need to go a separate direction [1:47:17] because [1:47:18] maybe they have other things they have [1:47:20] to worry about them [1:47:22] we will have to do whatever we need [1:47:23] to [1:47:25] do to supply that same level of excellent [1:47:26] public [1:47:27] safety to residents. I thought [1:54:58] I would bring a summary of what's [1:55:00] happened so far. The club [1:55:03] has hired an attorney [1:55:06] . We are rewriting [1:55:08] our articles of incorporation and bylaws [1:55:12] we are [1:55:13] rebidding insurance based on the new [1:55:15] requirements. We are adding [1:55:18] checks and balance policy [1:55:21] or program to the club. [1:55:24] we have a cpa stepping up to be the [1:55:25] treasurer [1:55:26] to work with the bookkeeper to put [1:55:27] policies and procedures [1:55:30] in place. [1:55:32] we offered commissioner shrouder to join [1:55:33] us and [1:55:35] help us make the policies and procedures [1:55:39] although he said it may be [1:55:41] a waste of time he still said that [1:55:42] he would make an effort [1:55:45] to do it. We [1:55:47] are working to standardize the sponsorship [1:55:48] . We are [1:55:51] working to standardize the banners [1:55:54] and we are testing [1:56:00] the [1:56:01] rec program with the softball program. [1:56:03] with also happen with the [1:56:06] new agreement , [1:56:09] you guys have ordered an audit of [1:56:10] the property. [1:56:12] commissioner shrouder has asked [1:56:15] for bank statements [1:56:17] . I offered backup information because [1:56:18] bank statements without [1:56:21] backup information [1:56:24] is kind of shooting in the dark. [1:56:25] he did not want the backup statements. [1:56:27] now I understand he's [1:56:28] putting together a list of questions [1:56:30] on bank statements that could have [1:56:32] been answered with the backup information. [1:56:36] we had an accusation that [1:56:39] we are purposely telling parents [1:56:42] not to sign up on the rec track [1:56:45] program purposely. Farthest from [1:56:48] the truth. We have [1:56:50] emails glory going back and forth [1:56:51] trying to figure it out [1:56:54] because it is not going smoothly currently. [1:56:57] we had a request [1:57:00] from the rec [1:57:02] department that any and all issues [1:57:03] that [1:57:05] occur should be reported to the city. [1:57:06] we agree when there's [1:57:09] an incident and an injury [1:57:11] a form should be filled out and sent [1:57:12] to the city [1:57:15] . [1:57:18] a request of any incident. A shouting [1:57:19] match or [1:57:20] coach being ejected from one game, [1:57:24] everything should be reported to the city [1:57:25] . I [1:58:19] spoke to them today and we [1:58:20] went over in detail things that we [1:58:22] would like. When there is [1:58:23] an incident with a shouting match [1:58:26] or anything where somebody needs to [1:58:28] be ejected from the school [1:58:30] or fields we need to be notified whether [1:58:34] a simple email or text message that [1:58:37] something has happened . If the [1:58:38] police are called we should be notified. [1:58:40] I could not -- [1:58:41] should not find out from a parent [1:58:43] passing me in the park. [1:58:46] I should already know. It is difficult to [1:58:58] say a coach shouted out a parent [1:59:00] so we suspended the coach for a game. [1:59:01] I [1:59:04] don't know. [1:59:10] the most disturbing thing that [1:59:12] has occurred. In a meeting with commissioner shrouder, [1:59:15] he believes the current leadership [1:59:16] of the program adds [1:59:19] no value [1:59:20] to the program. We are [1:59:28] going to do our best [1:59:31] to work as we were proposed to, [1:59:34] to make this new agreement work [1:59:36] and work together in a better fashion. [1:59:37] if [1:59:39] at any time this commission feels [1:59:40] we are [1:59:43] not providing an adequate service [1:59:44] anymore [1:59:45] and you want to go somewhere else [1:59:46] tell us and we [1:59:49] will find a way to wind down the [1:59:52] programs. Otherwise [1:59:55] this is [1:59:58] in four or six weeks. We are [2:00:01] spending money, we are [2:00:03] trying to make a ton of changes. Of course, three agreement [2:01:22] is executed and I ask for public records [2:01:25] and I am told no. [2:01:28] so then I have to go to the meeting. [2:01:30] when I go to the meeting amongst all [2:01:31] the other things that happened, [2:01:34] two sports pass out budgets [2:01:37] . I am looking at the budget. [2:01:43] they say don't take pictures. [2:01:46] they vote [2:01:49] on these [2:01:52] and want them back . While they argue [2:01:55] with me I hear this noise in the background [2:01:58] going the whole time. It clicks. [2:02:01] I said, are you shredding documents [2:02:04] . I said, why would you. I only need if [2:06:29] I remember correctly one form of photo I.d. [2:06:32] in addition to the passport photo. [2:06:35] I need one form [2:06:38] of I.d. I asked the city manager. [2:06:41] they are having problems with people navigating [2:06:44] the website because it [2:06:46] is asking for three forms of I.d. [2:06:47] to register for [2:06:49] girl softball which in my opinion [2:06:50] was a little excessive. [2:06:52] I said to the city manager can we [2:06:56] change the wording on the registration [2:06:57] to say [2:06:59] you will be asked for your [2:07:01] drivers license, form of a photo I.d. [2:07:02] showing you are a [2:07:05] cooper city resident and somehow [2:07:08] , leave it up to jacob to figure [2:07:11] out the language, right if we need [2:07:12] additional proof [2:07:14] we are entitled to ask for it [2:07:17] before everything is done.
