busy not to be here [7:19] he's your wife [7:23] I didn't say here loud enough okay that's why I said it louder that's the [7:28] only thing I saw anybody anybody else got anything [7:31] she added it where she's put to be yet to be installed yeah old business line [7:37] three already [7:44] okay [7:48] I'll fix that when I fix that other one okay [7:53] all right any other Corrections or comments [7:56] all right we have a motion to accept with corrections [8:00] I'll make a motion to accept with Creations as ready I'll second [8:05] all right we have motion to accept the corrections [8:09] made by Scott and seconded by Eugene [8:16] all in favor all right question Kerry [8:21] thank you all right [8:25] so now we'll go to the financial reports [8:32] uh there's good stock is getting longer yes it is bigger every month it seems [8:39] like all right first up is the general fund account [8:45] um [8:51] all right uh general fund account the beginning [8:54] balance was thirty three thousand 595.95 [9:03] or any balance was thirty six thousand three hundred thirty eight dollars and [9:08] 44 cents [9:20] all right next will be the two and seven row to [9:25] count our beginning balance was two thousand [9:29] nine hundred twenty dollars and twenty four cents [9:33] any balances two thousand five hundred fifty nine dollars and sixty four cents [9:45] all right next is equal five and six rotor count [9:53] the beginning balance was fifteen thousand eight hundred seventy dollars [9:57] and twenty cents ending balance is sixteen thousand one [10:01] hundred six dollars and seventy three cents [10:08] okay [10:13] okay next we have the rebuild Alabama gas tax [10:20] beginning balance of 28 925.25 cents [10:27] ending balance is thirty thousand nineteen dollars and forty three cents [10:32] [Applause] [10:37] next will be the rebuild Alabama diesel tax [10:43] the beginning balance is nine thousand six hundred seventy five dollars and 51 [10:48] cents ending balance is ten thousand ninety [10:53] seven dollars and nineteen cents [11:04] all right next we have the moving Blunt County [11:10] forward account beginning balance is 37 954.89 [11:21] and it balances thirty eight thousand seven hundred eighty eight dollars and [11:25] forty eight cents [11:36] uh next is our newest account the penny line storm [11:41] shelter account our beginning balance was ten thousand [11:45] dollars and our ending balance was two thousand [11:50] forty six dollars and 65 cents [11:55] is uh included payments for um [12:00] the property appraisal and first payment to the architect [12:09] so we should be getting a reimbursement for that [12:14] so from uh from the state [12:18] don't they have to approve the change before they send anything [12:24] well we're having made any changes I'm talking about the amount they have [12:27] messed the amount up oh yeah we've got authorization we've got verbal [12:32] authorization so the state will process the claims now okay so uh we've already [12:39] submitted so they fixed their mistake they we've got the verbal confirmation [12:45] still I haven't got a piece of paper that says [12:49] yeah with the correct mount on it but it's been verbally authorized so the [12:54] state is now going to reimburse us for the expenses that we have encouraged to [12:59] point to this point so [13:03] all right uh on to the next one is a American Rescue fund [13:09] are beginning and in our beginning balance was 26 000 [13:15] 905.37 cents our ending balance is twenty six [13:20] thousand nine hundred six dollars and fifty one cents [13:25] I guess and the last is our Capital Improvements [13:31] fund the beginning and ending balance is 19 [13:37] 912 28 and 55 cents [13:53] we have a motion to accept his red like a motion except in red [13:59] I'm just not gonna all right we have a motion by John to [14:04] accept his red with a second by Eugene all in favor [14:08] all right emotions carried [14:12] all right reports of standing committees none uh special committees nine reports [14:17] of officers nine whole business says uh [14:22] the FEMA Grant as I said we've ever owned a confirmation uh for the updated [14:28] price or updated any funds come out so we're being reimbursed we're in the [14:35] process of being reimbursed for expenses to date oh [14:41] all right uh we still don't change when that is completely done [14:48] we close that account yes okay any money in it transfers back [14:54] to the general fund well there won't be any money left in it [14:58] uh we will reimburse the seed money that we've placed on that account [15:04] but whatever we do not spend going back to the government [15:09] okay there's not going to be anything left right I I just you know all right [15:12] back like 32 cents might be left in I just well that is an account that will [15:17] be closed it don't have to stay open no no for any rate okay once we uh close [15:22] out that Grant and then open or you'll satisfy the grant requirements that [15:29] count can be closed um [15:32] but uh since we have a matching amount there won't be anything left in that [15:37] account uh and whatever money we get in there is [15:42] something that we've already spent money for uh [15:46] so when we get it back we put it back into the general fund I know well [15:53] the initial 10. yeah eventually the 10 will go back into the general fund the [15:58] 10 000. but that will probably be closer to the end right uh because we can't [16:04] take it out because it's got to be in there to pay for what we had nothing had [16:09] something paid bills with to begin with to start with so that's why the initial [16:14] 10 000 was taken out of the general fund and put into this account okay it is in [16:19] seed money with the intentions of reimbursing the general fund [16:24] for that amount although there will probably be part of [16:28] our what we're matching funds for the project okay it's gonna say you [16:35] cut our funding by you know seven thousand dollars eight thousand dollars [16:40] from the initial uh board letter [16:46] 600 000 and I think it was 700 I'm good we're spending that only I'm good with [16:52] spending that so anyway that's uh that's what will probably happening at [17:00] the time I'm just thinking of Lucy and another account she's got to keep up [17:05] yeah that's uh that's one account that can go away it's just like the American [17:09] Rescue fund once net fund is used all the money out of that that's another one [17:15] it can go away but we just have to have them separate so it's easier to account [17:19] for any money spent from those [17:23] funds what is the right American it's a [17:29] covered relief money oh okay [17:33] um to make up any a difference in the [17:36] possible shortfall and tax income that we might have had or what we may have [17:43] lost uh based on our budget so [17:48] and was it very specific things that that money could be used for [17:54] but and again that's a that's a point if we don't use all the funds whatever's [17:59] remaining at the end of the period um what about after you know what the [18:03] period is but there is an end date I think that all the money has to be used [18:08] what is not used to return to the government [18:12] to the federal government you know [18:16] but again all right any other questions on [18:21] on that all right um [18:24] just doing a road signs I doubt that we'll have road signs situation taken [18:29] care of until we get uh some resolution with Blount County [18:34] um [18:37] commissioner Washburn and the county and our attorney we're supposed to be here [18:43] tonight but due to the illness one couldn't make it so none of them are [18:49] going to be here tonight to discuss road work [18:54] any issues with that and I still maintained that according to State [19:00] statutes Blount county is responsible for the [19:03] road maintenance in the town of County Line because they were making they were [19:07] maintaining the roads prior to 1996. and state statutes states that whoever [19:15] was maintaining the roads prior to 96 is still responsible for the roads to date [19:21] unless a piece of property or a second has been annexed in since 96 and we have [19:29] not had any Rovers annexed in since 96 and that's uh [19:35] unfortunately uh Green Acres the roads you need great [19:40] Acres were not covered by that because it was after 96 it doesn't constructed [19:46] and the town has not taken ownership of those roads so the County Town cannot [19:52] pay for any maintenance on those roads and [19:57] and I'm of the opinion of that we do not take responsibility or ownership of [20:04] these Green Acres roads until they have been finished [20:10] and they've never been finished we'll shall be paved before I say we [20:15] even look at taking it out they have to be part of your house is really bad yeah [20:21] it uh who owns who owns that now [20:26] you know he I thought he sold it to uh I don't know [20:32] I'm afraid it's going to fall on the homeowners [20:37] because the contractor has not fulfilled his obligation [20:45] perhaps [20:49] is that not sure you see you can make [20:53] the new contractor though since he bought the Lots well he bought the laws [20:58] he didn't buy the land he didn't I don't know how that's going to be [21:02] worked out I know the guy yeah I mean I I it's what we have to have something [21:09] that uh attorneys are provided to get involved I [21:13] know the developer that's building them I'm out we're not great friends but when [21:17] I worked at the tire shop he was a regular customer and he's a really nice [21:22] guy yeah [21:24] well it uh [21:28] oh yeah you told me about that [21:33] one inch waterline blast probably copper boiler line did you know that [21:40] that new [21:45] well it uh again I'm afraid he's going to fall back [21:52] on the homeowners to initiate some kind of legal action uh [21:58] to get that result yeah [22:03] because of town like I said the town doesn't own them right and town has [22:08] nothing to do with that road so the town came [22:11] have their lawyer deal with it because it's not part of the town that road [22:17] belong to the town right and the contractors never approached the [22:22] town to take it so and the town wouldn't take it until [22:27] it the road has been finished well so looking at it [22:35] there's no room to pave it because the road meets up with the [22:43] gatherers flush so if you [22:49] pave it the road's going to be higher than the [22:52] gather and then well in that way [22:55] it's a little bit higher it's supposed to be higher okay [23:03] yeah supposed to be out it's high enough leather and they're supposed to let go [23:08] down okay anyway but that's that's where we're standing on that that road and the [23:13] other roads were still in uh discussions with block County [23:18] [Music] Brazil at all [23:24] no nothing until [23:29] we get this result don't expect any other road to work [23:34] in Canada I'm surprised that Smith mail got done yeah well it uh [23:43] it was I was trying gravel put down but uh anyway that's uh yeah for another [23:49] discussion all right that's all I have under old [23:53] business I have no new business or petitions application for plants or [23:58] Appeals no resolution orders or other business [24:02] the council have anything [24:06] you see under o business [24:10] that's something that no uh because we don't have any [24:14] representative from oh okay okay I bet you can just say uh cross out save for [24:21] this model okay nice when uh he's uh next time he's here [24:27] we'll bring that up again but uh that's where the Dallas Southfield Fire [24:34] Department coverage of town again land but she says you're not your day would [24:38] or discuss it all right uh did you have something else [24:44] they fire department using I know we're using a new ambulance service at the [24:51] first thing here the county is using a a new one yeah why do we not use the [24:57] Warriors ambulance services out of Bad Blood [25:01] well if you're on this side of the line [25:05] you're probably going to get uh the warrior or whoever does Jefferson County [25:12] the new ambulance services for Blount County okay [25:16] so we have to make the distinct distinction between the two uh because [25:22] Blount County and Jefferson County are two different entities they have two [25:25] different contracts but there is a new contract for Blount County [25:30] for the ambulance service [25:34] I'm just thinking Milwaukee County's 20 minutes out [25:39] you know if they're ambulance is 20 30 minutes out we can get one closer [25:44] faster that's better for the community to get [25:48] them here you know if they've been here in 10 minutes [25:52] or actually they've been here about seven minutes lights and siren from [25:55] Warrior um [25:59] but can I do it that way it's it's basically still based on County and the [26:05] area [26:09] it don't matter to me I'm I was just thinking [26:13] if somebody really needed an ambulance really really quick yeah and if this new [26:19] cover didn't fast enough if you if you've gotten the information [26:25] on the new coverage they got five ambulances sitting waiting now where we [26:31] used to have two okay all right well that just solved that problem [26:34] [Music] [26:40] yeah right that's what she's gonna say [26:45] oh service before [26:48] 2009 [Music] [26:53] okay at that time [26:56] blessing him out of it [26:59] which now you do mountain Melvin used to take Caldwell elements [27:04] we call them they said if you live in Blount County we can't go any without [27:09] care so we had to wait on brother carrying it down with service and how we [27:14] killed my daddy alive and we put a 20 inch box fan like I'm sitting out here [27:19] in front of buddy I put right down on his face for he could get article today [27:23] how much got there and it was over 30 minutes but [27:27] this child changed now I knew about that Lucy I think I almost he said that lost [27:32] boy they got upset the pain they got a model of the county now but I've got [27:37] some people involved here but the new one don't start until [27:42] January right it's already started it went into effect [27:47] first of October that's right the fiscal year is October the first that's right [27:51] yeah sounds good sounds great [27:56] anyway anybody else got anything all right [28:02] I make a motion we adjourn I do have one hand you have one more thing right quick [28:08] before we adjourn we'll come back to your emotions I'm sorry yes [28:14] um and most of you already know I've got a [28:18] contract on my house and expect to close by the end of the month [28:22] uh when that closing date has been firm [28:27] firmly set I will be calling a special counsel meeting at which point I will [28:33] submit my resignation uh and at that time or either before we need to [28:40] certainly consider uh who the council would like to [28:46] appoint to complete the term of Mayor [28:53] and my personal recommendation is Scott and but that's I want to put that out [29:00] there I want y'all to think about it if you have anybody else if you would like [29:04] to see complete my term [29:08] then uh we'll bring it up at the special meeting that I expect to call [29:16] if you don't if the closing date does not happen then and we'll we may wait [29:22] till the next council meeting or whatever my closing date is but I'll let [29:27] y'all know well I still say we're going to come get you for the [29:32] groundbreaking well and we will come get you for the opening wherever you're at [29:37] Nebraska Wyoming and California we will come and get you because that's [29:42] important for you to be here yeah well uh that's one thing I do want to attend [29:48] so uh you have no option you don't have a choice we're coming to get you and [29:53] dragging you here well I got your number [29:58] she's got my number so anyway uh I just want to put that out there uh [30:06] uh talking to the attorney the council can appoint somebody from [30:11] the council to fill my position for the remainder of the drawing which [30:18] will be until 25 [30:23] . well it's 25 because we all got an eight [30:28] years extension who I know because of the change in the election process for [30:35] municipalities it used to be on in August of presidential election years [30:43] but they pushed it out to an off the year after presidential elections [30:51] so it gave everybody that was elected in this [30:55] last last cycle and a year of extension so instead of a four-year term this will [31:03] be a unique term and it'll be five years so the [31:07] 25 the next election [31:11] so a good additional three years until you know it's been [31:17] doing this for 10 years so YouTube [31:22] 10 years this month wow anyway uh that's what I wanted to throw [31:28] out there Karen's got a question [31:34] I had talked to Lucy before about um [31:38] the uh the stripes or at the stop sign up next [31:45] to the church um they're kind of worn well when I was [31:49] coming this evening you know now dark [31:54] an SUV just ran right through that stop sign [32:00] coming from Tarrant going down County Line and I was just wondering can they [32:06] put reflectors or something to really notify that you're getting close to that [32:12] stop stop sign because it's very warm there's no [32:17] striping really when you come up to it you're talking about the the full way of [32:24] beer yeah at the Smith Sims [32:34] that has always been a problem there are people ignore that stuff and and our [32:39] best bet is to have a sheriff come out about what's ever so often and just sit [32:45] there and catch them uh that's that's an ongoing problem I mean it's it's I know [32:52] it's real dark now [32:57] it doesn't have to be dark for them to do that don't do that during the Frog [33:01] daylight okay I mean that's been an ongoing problem [33:07] um and we get shares out here sit there at the stop sign for a while and [33:13] it helps sometimes it's an ongoing problem yeah [33:31] all right [33:38] of course you got to stand up [33:42] I thought you were [33:46] to dress if she about to go [33:51] and none of my business but it is my business because I've been here all my [33:55] life I know y'all got a problem but [33:59] Smithfield Road and I specifically when a commissioner [34:05] went in I told him he needed to get him a book and Eugene has seen that father [34:10] called oh the movie It showed ever Compact and unique or Road [34:16] um for this world to finish okay and I was told we don't need it [34:24] okay next question is he told me and another person from hey [34:32] John Smith field goal that he's going to be sealed Dan Ferry Road [34:37] because it came little holes in it now it's just about like it [34:40] and uh and I'm just gonna put it blunt and y'all know there ain't no hard [34:46] feelings I mean hard feelings or whatever but uh we got with me and [34:51] Hauling stuff out from down there on the tracks [34:55] you know get them over here is the head of it [35:00] and ask you when I bang it but anyway the Giants [35:04] ain't got no business on that road and and I can tell [35:09] that I'm an old truck driver you know that and they said you know that they [35:14] come now that's so loaded they ain't changing gear time you can [35:18] hear they sing the second and third gear and [35:21] they'll pay the bills and their cameras and they loaded with clay [35:27] and if I had the DOT number the new number [35:32] I will call them having to pull the scales on it because all they do any [35:37] time enough I'll go it's already coming apart you know a [35:41] little pieces like that right there now and uh of course Van don't kill he don't [35:47] live you know he mad at y'all and everybody else in this country [35:51] and uh I said yesterday there were three laws [35:54] come out of that yet not yesterday but Friday [35:58] and uh the gene has Hall clay and everybody in here though Clay is the [36:03] heaviest thing and they had it loaded where you could see it at the edge of [36:07] the bed they had 30 to 32 tons on their mobile net party to you [36:12] and I think they'll see it and them tying up a road [36:16] that we have to live on all times [36:22] I would have [36:33] and everybody knows why because there's too many EPA fines on it but it's stupid [36:39] to play yeah and everybody that needs dirty out here if they help get it from [36:43] John Day that they get it from here they coming out of there the heat didn't know [36:47] okay ain't much you can do about it because I called the sheriff's [36:52] department and I got to run around and I get hold of [36:56] Mark Moon he ain't gonna give me the run around the boy like that [37:00] he wouldn't hit me again with the Bell I got the word on that all good sores [37:07] Youngblood's truck is that Peterbilt [37:11] mistake I thank you God and if you let me know when they're [37:17] pulling out from down there on the when you see them go down [37:21] I will call a state trooper and he can stop them when they hit this road up [37:26] here he'll stop them but I know the county because State [37:30] treatment all the weight limit signs of all of the tall gravity goes in North [37:36] County and that was a mistake because well there's still a weight [37:41] limit to bickerson [37:45] you can't be over a certain amounts [37:50] petition [38:01] okay okay [38:09] Marshall County gaskets [38:13] and you know nobody [38:22] natural gas too because you know [38:28] you've got natural gas you got lit feet you have to commit the cops down on the [38:32] paint just about now but because y'all [38:39] look at the number of people they're gonna say no but people and [38:44] yeah they won't do it could y'all check in on [38:50] that I have tried to get in touch [38:54] um I kind of ran into a roadblocks on it um [38:59] I was told that [39:05] uh Mr Calvert a father [39:09] but one of the older men had had a run-in years ago with the father at [39:17] Marshall County that's a family owned and the verdict was the man up there [39:24] says at Marshall County there they will never [39:29] do anything else down here now this this there are now Generations [39:36] a couple of generations down the road so it may be [39:41] that we could get something but it's like Bobby said it's going to [39:47] take if you get enough people signed up [39:51] saying that they want it then they might [39:56] look at it but it's gonna have to be work there a while [40:00] to run that pie how many how many houses are down that or down that road quite a [40:06] few not there there's a few I got [40:10] four places like that myself count five I can't say something about [40:15] three seasons safely got here superinters would like [40:21] to go see Francis would like on it yeah two faces I know it signed up so there's [40:25] at least 20 residents down there that will that could sign up [40:34] well if you've done copper cell too yeah okay [40:42] I think the right away on call Brazil they laying up on the Block County [40:46] Courthouse for 30 years already been saying you know about it I've got it [40:51] they got it in there and from the Birmingham Water Works they [40:55] put the water down the center of the top as they'll go [40:58] they used to do it all times and I wrote the county you know go behind them I [41:03] asked to go you know called the job and cut myself and the [41:08] science children playing signs well it stands on [41:13] their own my day is very well is that yeah it all [41:18] stops there yeah yeah it's all gonna stop there okay [41:22] I'm like the mayor I think we don't need to we probably don't need to expect [41:27] anything out of District Four until we get the whole [41:32] situation is vote in numbers at the next election exactly [41:38] the best we can do [41:44] because we made it worthwhile oh yeah the way you see some basement every time [41:50] they call a tornado I got some keys to the place but we head [41:54] that way you know I just lost my key all right I have a lot in my basement on a [42:02] stormy days [42:06] oh [42:10] they are and you don't that Road's not Lucy I called it well again the other [42:18] day and [42:25] the guy finally come out okay [42:30] we got a guy on a moped and a little Honda I don't know who he [42:34] coming from when they come over that Hill that's the [42:37] house you know they'll heal right there they on the wrong side of the road [42:42] and I don't see anyone that head on it because that ain't no pretty thing [42:47] and I called the county [42:50] this guy to come out ain't gonna call his name because I was doing with it [42:55] and that's how I'm going to call get her Mark movement he said we can't buy [42:59] tickets we got more things to do with home [43:04] people over for Speed and my remarkable back to him was I [43:08] thought they killed somebody [43:12] um so just stop signing that man I've been [43:16] hit twice I thought that's outside I had a brand new 1996 Chevrolet truck [43:21] then you'll have 300 miles on it car come through there now I just got [43:28] out and go he hit me in the side took all the left side off of it [43:33] then the Chevrolet I had another traded in on the one I got now they took the [43:38] front end off about that that lady going to the stop sign you know what they did [43:44] the state come out there and said uh get this on affordable accident yeah well [43:57] careful [44:06] yeah okay all right [44:10] okay anybody else got anything now we'll go back to Myrtle made a [44:15] motion to the journey [44:23] I had a motion to adjourned by made by Merlin second by John all in favor [44:30] all right motion carry this meeting is adjourned [44:34] thank you very much for coming [44:41] [Music] [44:47] [Laughter] [44:56] [Music]
