[2:10] okay
[2:12] being an ordinance to make

[2:41] um
[2:43] yes this is our annual appropriation
[2:45] measure for 2022.
[2:48] we've trimmed the budget as much as we
[2:50] can we've had final negotiations with
[2:52] our unions that are included within this
[2:54] and uh at this point in time i and we've
[2:57] had jennifer working on this
[2:58] continuously with me
[3:00] and done a great job on this so i asked
[3:03] council this evening to pass this
[3:04] appropriation measure for 2022.
[3:09] thank you
[3:11] and jennifer our assistant director is
[3:13] here with us tonight
[3:14] thanks for your work on this soon
[3:17] it's done
[3:18] do you want to mention what our budget's
[3:20] going to be for next year
[3:29] the general fund will have a
[3:31] appropriation measure of 18 million 33
[3:34] 730
[3:36] the overall budget will be 39 million
[3:39] 348 720
[3:43] thank you
[3:45] and i think that says a lot uh and i
[3:47] think i mentioned it last time we talked
[3:48] about this that
[3:50] our budget is 39 million dollars which
[3:52] is a lot of money
[3:54] but
[3:55] a few years back it was 42 million
[3:58] dollars
[3:59] so what that
[4:00] shows us is that
[4:02] the administration and the department
[4:04] heads
[4:05] along with the assistance of council has
[4:07] trimmed back the budget
[4:09] we actually are operating
[4:12] at a high efficiency for less money than
[4:14] we did just a few years ago and i think
[4:16] that's a testament
[4:18] to our administration that uh sitting up
[4:20] here into our department heads and the
[4:22] employees for uh
[4:24] doing their part
[4:25] to lower their budget and keeping in
[4:28] line with
[4:29] running the city as efficiently as
[4:31] possible so good job though everybody
[4:35] and call the roll please
[4:37] saunders
[4:39] yes cochi yes spanx yes nudist yes blue
[4:43] party yes hansberry yes
[4:47] ordnance number 9915-21
[4:52] which authorizes the city manager to
[4:54] purchase a john deere 1200a bunker and
[4:57] field break for the parks and recreation
[5:00] department and declaring an emergency
[5:03] motion for suspension nice pink second
[5:06] by blue hardy i'll roll please
[5:09] saunders
[5:10] yes cochi spanx yes
[5:13] yes blue party yes
[5:17] for third and final
[5:18] asbury second by saunders
[5:21] uh mike
[5:22] thank you mayor this is a piece of
[5:24] equipment um
[5:25] for our ball fields we've typically used
[5:29] a john deere gator equipment
[5:32] that is
[5:34] up there in age
[5:35] obviously showing it signs it's been uh
[5:38] parks and recreation department has put
[5:40] this proposal in
[5:42] over the last three budget cycles we
[5:45] have kind of pushed it by to the wayside
[5:48] we're looking at it now and it's
[5:50] something that we can fund um and we
[5:52] wanted to try to get this through by the
[5:54] end of the year as we can
[5:57] anticipate based on the vendor that
[5:59] these prices will go up
[6:01] um it will need to
[6:03] amend this piece as the original quote
[6:07] that came in that we shared with console
[6:09] um
[6:10] was about 35
[6:13] less than what the current one is
[6:16] so i wanted to mention that but our
[6:17] recommendation is to
[6:20] move forward with this purchase
[6:22] through this vendor and
[6:24] get the piece of equipment for the
[6:25] department
[6:30] yeah i would like to
[6:33] amend the uh
[6:35] dollar amount
[6:38] big increase of some thirty dollars uh
[6:40] up to fourteen thousand four hundred
[6:42] twenty four
[6:44] and eighty cents
[6:46] motion to amend as such by the asbury
[6:49] second by saunders
[6:50] call the roll please saunders yes cochi
[6:54] spakes yes nudists yes blue party yes
[6:57] ashbury yes
[7:02] the roll for the third and final
[7:04] saunders
[7:06] yes cochi yes spanx yes
[7:09] yes blue party yes
[7:13] and we do have a presentation tonight
[7:16] as you know it's
[7:18] one of my favorite things to do is
[7:19] presentations and
[7:22] proclamations
[7:23] this is always a good one
[7:27] throughout the year
[7:29] on fridays
[7:31] people at city hall are allowed to
[7:33] dress down dress in jeans
[7:36] and they they put a dollar in the
[7:38] kitty or
[7:40] more if they wish but uh
[7:44] about every six months we do this
[7:46] and the the proceeds from that dress
[7:49] down day goes through meals on wheels so
[7:52] i could ask diana to please join me up
[7:54] front
[8:05] oh
[8:07] [Laughter]
[8:14] diana is the
[8:16] executive director i don't know your
[8:18] formal title but uh
[8:20] she's our boss on meals on wheels
[8:24] but i like to present you with this
[8:26] check for one thousand dollars
[8:29] that the employees have chipped in and
[8:32] donate to you i need to do this yes
[8:36] this is good now what
[8:39] i do have to ask you to come in tomorrow
[8:41] is this
[8:42] really official
[8:47] the check will be processed in the
[8:48] morning
[8:50] but this is a token and i can vote them
[8:52] out there so you can see frank and get
[8:54] that amount as well
[8:56] okay
[8:59] yeah um
[9:01] hi everyone
[9:03] [Music]
[9:05] you know
[9:07] a thousand dollars is a lot of money and
[9:11] a thousand dollars is very small no
[9:12] longer
[9:13] um
[9:15] we have
[9:18] over 100
[9:20] people that live in our neighborhood
[9:23] that we cater to
[9:24] bring them a hot meal every day
[9:27] monday through friday and this year
[9:30] because of
[9:32] a little more generous donations
[9:35] we've been able to extend that to six
[9:38] days a week
[9:39] so
[9:40] i never could understand that you
[9:42] weren't hungry on saturday or sunday
[9:45] you know like your hunger stops on
[9:47] friday
[9:48] um
[9:49] but
[9:50] we were able to do it this year and
[9:52] that's
[9:53] uh we've been able to expand in a lot of
[9:56] different ways because of the generosity
[9:58] of our neighbors
[10:01] and the
[10:02] terrific work
[10:04] we have that
[10:06] it gets your hands dirty kind of work
[10:10] sticky in our case
[10:12] from
[10:14] a couple of our council people behind me
[10:18] that
[10:19] show up every week
[10:22] no fanfare
[10:24] nobody gets out and claps for them but
[10:25] they think they came because they care
[10:28] about our people
[10:30] and that's a particularly have to
[10:32] mention
[10:34] vic on flew party where
[10:36] we have literally
[10:39] taken it over his time
[10:42] he thought he was gonna work one day a
[10:43] week and it's now closer to four
[10:48] and
[10:49] the mayor and
[10:52] his wife
[10:53] marilyn
[10:54] work every wednesday afternoon well end
[10:57] of the day on wednesday
[11:00] you're done by noon though which is kind
[11:02] of an executive kind of hours
[11:06] compared to things
[11:08] and sandy
[11:10] sandy spanx has gone above and beyond
[11:12] the call of duty
[11:14] she has endured
[11:17] she and bob his illness for this last
[11:20] year
[11:20] and still they've come
[11:23] they come often twice sometimes three
[11:26] times a week
[11:28] because we're always looking for
[11:29] volunteers
[11:31] i hope you hear that that's the plug
[11:35] we don't pay anybody much except for
[11:37] tremendous amount of satisfaction
[11:40] which is pretty cool and there's one
[11:42] other person back here responsible for
[11:44] more than a thousand dollars
[11:46] and uh that's mr cambosi
[11:49] who um
[11:50] last summer
[11:52] was it last summer or seemed even
[11:54] farther than that anyway he held my hand
[11:58] through uh my first
[12:01] grant
[12:02] i had never done that before
[12:05] and
[12:07] he was a good task master
[12:10] we got the grant that we got four more
[12:13] that
[12:15] came from outside the area
[12:17] so it really helped to have
[12:20] that kind of help you can't you can't
[12:22] buy that
[12:24] and so we want to thank you yes
[12:26] absolutely for the money
[12:28] but also
[12:30] for being the kind of leaders
[12:33] that we want
[12:34] that we are happy to vote for
[12:36] and that we are going to take advantage
[12:38] of as long as we can
[12:41] thank you
[12:43] okay yes
[12:47] [Applause]
[12:59] can i also say it's her birthday
[13:02] tomorrow happy birthday
[13:06] in 75
[13:08] all right
[13:12] [Applause]
[13:22] [Music]
[13:31] and many more
[13:33] [Applause]
[13:37] we do get paid for this every time we
[13:39] see uh
[13:40] one of the people smile when we hand
[13:42] them their food so
[13:44] to help we do get that
[13:46] it's worth more than than any pay we can
[13:49] get
[13:51] thank you for doing all
[14:00] that mr city manager reports
[14:04] thank you mayor
[14:06] a few items real quick um our leave
[14:08] collection is still um continuing
[14:12] i know that there was something out
[14:13] there
[14:14] we made it through town uh
[14:16] three times already we're going through
[14:17] a fourth weather permitting um again get
[14:20] those to the the tree line try not to
[14:23] get them in the street and our staff
[14:25] will come around and collect those
[14:28] um a friendly reminder that this
[14:29] saturday we're going to be having the
[14:31] christmas investment falls event um
[14:33] that'll be downtown in the historic
[14:35] district
[14:36] and i also want to mention that we will
[14:39] be having our shop with a cop event
[14:41] and i want to thank you know all the
[14:43] volunteers
[14:45] all of the officers and all of the
[14:49] very very generous donations that we've
[14:51] received from individuals that we
[14:53] received from businesses we had some
[14:54] substantial
[14:56] donations um that'll allow us to help
[14:59] take the children and then also we will
[15:01] bring them back and have a pizza party
[15:03] with them afterwards so um really really
[15:06] appreciate it and i want to just uh
[15:09] commend our department normally we work
[15:12] with a number of different
[15:13] departments and
[15:16] they
[15:17] weren't going to do it this year
[15:19] however our department felt the need
[15:21] that we should
[15:23] and they decided to organize that on
[15:24] their own and they're doing it for
[15:27] bedford children so
[15:29] um
[15:30] chief stumpful and our guys over there
[15:31] are doing a great job and thank you to
[15:33] everybody that's donated honestly it's
[15:36] it was a lot of money that came in it
[15:38] really um it's impressive and it's
[15:41] appreciated
[15:42] uh
[15:45] we do this a couple times a year where
[15:46] we send out our auxiliaries
[15:48] as well as our officers we make note of
[15:52] various light poles that are out
[15:54] with first energy as you know regardless
[15:56] if they're on or off we're paying for
[15:58] those polls
[15:59] we did send in our most recent report
[16:03] first energy is aware of that there were
[16:05] about 130
[16:07] that were out city wide
[16:10] some of those are marked with the with
[16:12] the caution tape um and obviously when
[16:14] those repairs are made we've requested
[16:16] that first energy remove that tape but
[16:18] if you're wondering why that that is why
[16:20] that tape is on some of those polls
[16:23] and we'll monitor that after the first
[16:24] of the year and and check on what
[16:26] progress
[16:28] they've made to our
[16:30] through our rep
[16:32] i also wanted to acknowledge that
[16:35] it seemed like there was a little bit of
[16:36] an improvement
[16:38] in some of the issues with the trains
[16:41] over the last few months
[16:43] which i remember we've had the train
[16:44] stoppage
[16:45] city council passed legislation
[16:48] and we sent that information
[16:51] the ordinance
[16:53] letters information to all the
[16:55] appropriate parties and it did seem to
[16:57] improve
[16:58] although two weeks ago there was an
[17:00] incident where there was a train stop
[17:02] for a substantial amount of time
[17:05] actually it was almost five hours i
[17:07] believe based on the reports
[17:09] blocking those tracks we had another
[17:12] incident last week both
[17:14] both times we responded we documented
[17:17] accordingly
[17:18] and the line has been billed accordingly
[17:21] with that civil penalty based on the
[17:24] ordinance so we are working to try to to
[17:26] try to resolve that
[17:29] and obviously after that that billing
[17:32] and that civil penalty goes out um we
[17:35] anticipate communication from the rail
[17:37] lines um
[17:39] and obviously that's not what we wanted
[17:41] to get to but we cannot have them
[17:43] you know stopping at those crossings for
[17:46] that amount of time so
[17:48] i just wanted to share that that we're
[17:49] aware of it we have a
[17:51] policy in place as far as how we respond
[17:54] how we document it it's actually helpful
[17:56] that we have our cameras in our vehicles
[17:59] now because we've documented through
[18:01] those uh videos
[18:03] and that references the amount of time
[18:05] so there's video evidence of how long
[18:07] they've been stopped we don't sit there
[18:08] for five hours actually the ordinance
[18:10] states that it's longer than five
[18:12] minutes so we just basically verify that
[18:14] um with the cameras
[18:16] and then we move forward and we it's
[18:18] documented and then we issued a
[18:20] civil penalty so
[18:22] we're trying to resolve that issue we
[18:24] know it's a concern and i just wanted to
[18:26] share with the public that working and
[18:28] we'll continue to keep trying to address
[18:30] that
[18:31] uh end of report
[18:33] thank you
[18:34] law director mr montello oh report i
[18:36] would like to thank mrs mo to all the
[18:38] volunteers for meals on wheels and wish
[18:41] you all the help and a
[18:42] safe and healthy
[18:44] holiday
[18:46] thank you
[18:48] finance director mr gambozzi yes i'd
[18:50] like to thank diana too and the council
[18:52] and everyone who
[18:54] helps with that meals at wheels it's a
[18:55] great cause and i know we've done it for
[18:57] 30 years now help contribute towards
[19:00] that as employees to your cause and it's
[19:02] been well worth it great job that you do
[19:05] it's fantastic that you help that many
[19:07] people every week
[19:09] thank you
[19:11] tonight we also have on our agenda first
[19:13] actually it's the fixed asset policy uh
[19:16] jennifer's been busy uh updating the
[19:18] policies that we have with our auditors
[19:21] and we'll be putting that on the first
[19:24] reading tonight is not passing that
[19:28] and also the
[19:30] tax department we've been working on the
[19:33] water discounts
[19:35] and we have a couple people that still
[19:37] haven't filed yet that were on our list
[19:39] last year so
[19:40] be aware of that the discount program is
[19:43] still
[19:45] there that we do get your applications
[19:48] in on time you can get those discounts
[19:49] going
[19:50] for you in the current year of 2022.
[19:54] that's all i have this evening
[19:58] thank you
[20:00] mr saunders
[20:02] two council meetings in a row i get to
[20:04] be first
[20:07] but
[20:08] that's that's good for me
[20:13] we have a house on columbus road it's
[20:15] between drinks auto and shopping center
[20:19] as you remember uh we've complained
[20:22] about the fact that they filled their
[20:23] tree lawn up almost every week with
[20:25] rubbish
[20:26] now they just don't take their cans back
[20:28] in
[20:29] they sit out there all week
[20:32] and they've got numerous cans
[20:34] so we need to get a hold of that
[20:37] landlord and get them to start adhering
[20:40] to
[20:41] some of the policies that we have here
[20:44] because columbus road is a fairly busy
[20:47] road and it's somewhat of an entrance
[20:49] way through the city and it it just
[20:52] doesn't look good to have those camps
[20:54] numerous cans sitting out there
[20:56] all week long
[20:58] uh
[20:59] the other thing is
[21:00] uh later we'll be passing ordinances on
[21:04] condemning houses
[21:06] uh
[21:07] one of much is in my ward 65 talbot
[21:11] this one has been long overdue it's been
[21:14] nothing but an eyesore it's a shame
[21:17] that uh
[21:19] every time we get to this point
[21:21] something happens and we end up almost
[21:24] starting over again but we will be
[21:27] formally condemning that house so the
[21:29] neighbors off of talbot and berwin area
[21:33] we're working on it it's just taking a
[21:35] while
[21:37] and
[21:38] i want to say i'll see you all on
[21:41] saturday in downtown bedford for
[21:43] christmas in bedford falls that's always
[21:45] a great event
[21:47] and hopefully
[21:49] we will get a good turnout and
[21:52] i know the weather's supposed to be
[21:53] really nice on friday i don't know about
[21:55] saturday
[21:56] but uh hopefully it stays put with that
[21:59] too
[22:00] uh another issue that we're having is on
[22:04] the upper end the logan by blaine
[22:06] we have i think it's the duplexes the
[22:09] new people that have moved in over there
[22:11] they parked their car on the street
[22:13] basically in front of beauty's place
[22:16] and there's some days where two three
[22:18] days they haven't moved
[22:20] so we may want to put some special
[22:23] attention over there
[22:24] that uh they're not allowed to park
[22:26] overnight in that area there's
[22:30] two cars specifically that seem to be
[22:32] parked there all the time
[22:35] and
[22:36] we need to
[22:39] that's a dangerous intersection to begin
[22:41] with
[22:42] and you come around the corner and
[22:44] there's the park cars all the time
[22:46] and one other quick note uh
[22:50] i know there's been on social media talk
[22:52] about sewer rate increases
[22:56] and uh bedford's increasing their rates
[22:58] four percent
[23:00] just want everybody to know that if
[23:02] you've got regional sewer good luck
[23:04] because theirs is going at the 18
[23:06] percent summit counties raising their 16
[23:10] and this is for the next several years
[23:13] for theirs so
[23:14] a four percent we're trying to keep it
[23:16] to a minimum uh
[23:19] and unfortunately as you are well aware
[23:22] costs have gone up everywhere
[23:24] so uh we aren't raising the water rate
[23:27] this year but uh the sword rate has to
[23:30] go up so
[23:32] it's only a few
[23:35] a little bit of money but i know if
[23:37] you're on a fixed income a little bit of
[23:39] money it can be a lot of money but uh
[23:42] we have to maintain the system
[23:44] and uh
[23:46] if be thankful you're not in some of
[23:47] these other surrounding areas because
[23:50] they're getting huge increases
[23:52] thank you
[23:56] uh this is speaks
[23:58] good evening
[24:00] thank you for your compliments and
[24:02] everything and just uh i always boast
[24:05] about what a great group
[24:07] meals on wheels we're like a family
[24:09] up there we get each other's backs
[24:12] we always have each other's backs
[24:13] someone needs a sub or something
[24:15] and i wish i could wish me and bob could
[24:18] do five days a week instead of three but
[24:20] uh eventually maybe we'll get there it's
[24:23] so rewarding you get to know the people
[24:24] we do
[24:25] through different routes so we're
[24:28] we've seen people different people those
[24:31] three days monday thursday and friday
[24:33] and you just get to know them and they
[24:35] they're waiting at the door for you and
[24:37] they're so happy and so sometimes you do
[24:39] sit there and chat with them a little
[24:41] bit then you got to remember you have
[24:42] somebody that's waiting for their bill
[24:44] behind them and so it's just very
[24:47] rewarding and just such a great team up
[24:49] there and i don't think they knew what
[24:51] he was getting into and i was like hey
[24:53] dick you ought to do this when he got
[24:55] home uh council and we depend on him he
[24:57] gives all the he's our heavy lifter at
[24:59] mills of wills he's uh
[25:01] that
[25:03] mike uh the last meeting we had spoken
[25:06] about uh creswell i see one of my
[25:08] congressional residents out there um and
[25:11] you said you were gonna find out about
[25:12] me about when we had the water main
[25:13] breaks we of course we had a guest
[25:16] flying out there and stuff um
[25:19] they did come back out i had called you
[25:21] because they had filled in the hole with
[25:24] the gravel and stuff and i called mike
[25:26] because my car kind of went in a little
[25:28] bit
[25:29] um i saw they did get out there and fix
[25:31] that did you check in you said you was
[25:33] going to check in for me to see are they
[25:36] once the last time because i know it's
[25:37] been a long time that
[25:39] that thing has been completely redone
[25:40] yeah i don't have the exact year when
[25:42] that water line was completely redone
[25:44] but i actually met with
[25:46] our superintendent from the water
[25:48] department and i'll have a detailed
[25:50] report on
[25:52] a number of different things that we've
[25:55] that we put together from this year from
[25:57] hydrant replacements to how many breaks
[25:59] we've had
[26:01] to a capital program as far as where we
[26:03] need to focus on line replacements
[26:06] so there are some areas of town
[26:07] obviously that that is one area of town
[26:10] that we're looking at there's another
[26:12] area of town up on the hill that we're
[26:14] looking at um it seems that on occasions
[26:17] where we've had some of our most recent
[26:19] breaks it's been on
[26:20] in those areas
[26:22] so we also have a inquiry out to
[26:25] cleveland water as far as you know
[26:27] pressure increases and things like that
[26:29] when they adjust those so there's a lot
[26:31] more data that we have to put together
[26:33] but we are looking at that area um as
[26:36] far as when i don't have the exact year
[26:37] when that was um how old that is but
[26:40] once i get all of that additional
[26:42] information that is going to be included
[26:44] okay we appreciate it thank you
[26:46] i know it's been we've had a lot this
[26:48] summer that is over there because
[26:50] they're still at the end of the street
[26:51] is still kind of the one
[26:54] hole that was at the time before this
[26:56] one it's starting to sink a little bit
[26:58] too so i know the guys with the weather
[27:00] getting
[27:01] you know bad
[27:02] i'll have that that information will be
[27:04] in
[27:07] i just appreciate all the residents
[27:09] being so
[27:10] patient about that kind of thing and
[27:12] understanding so they've had a lot deal
[27:15] with a lot on that street this year
[27:17] um
[27:18] very interesting uh article in
[27:21] yesterday's paper in the plain dealer
[27:23] uh about the uh everywhere we go we
[27:26] leave a trail of trash here's what we
[27:28] can do to help so this of course says uh
[27:31] bob come running in with this article
[27:32] because he never telling him about
[27:34] picking up the trash have been for years
[27:36] and years and it says
[27:38] someone called me and said there's
[27:39] nothing you can do to stop litter bugs
[27:41] but she can undo their actions by
[27:43] picking up litter
[27:45] uh
[27:46] says a climate activist there's just a
[27:48] very good article in there just talking
[27:50] about yeah and i have people just the
[27:52] other day saying well why are you you
[27:54] know why are you picking up trash why
[27:55] are you still picking up trash after all
[27:57] these years and i was like well you know
[27:59] someone's got to do it and it feels like
[28:01] it's my community i care
[28:03] and it's just the thing to do i know
[28:06] it's not everybody's thing to do if it's
[28:08] not
[28:08] and i've seen more and more people
[28:10] getting out picking up
[28:12] mike i do have the information on those
[28:14] recyclable bags i know we've discussed
[28:17] in those in the city and using those in
[28:19] our trash cans the biodegradable bags
[28:22] it's a great company
[28:24] very inexpensive
[28:26] i know the residents that i've given
[28:28] them out to have enjoyed doing that
[28:30] so um see trash pick it up please
[28:34] if that's your thing
[28:36] in the report
[28:37] thank you
[28:39] mr genus
[28:42] thank you
[28:43] well i i just have to say that
[28:46] meals on wheels is absolutely a
[28:48] wonderful organization and it's it's
[28:51] just
[28:52] really touching
[28:56] we have lived in a place where
[28:59] we've been able to
[29:01] take food for granted for uh
[29:06] for me most of my lifetime but now
[29:08] things are changing in the world
[29:10] and
[29:12] talk of food security and food
[29:15] sovereignty or big issues now that we'll
[29:19] be hearing more and more of as time goes
[29:21] on and i just want to thank
[29:23] china of course and all the volunteers
[29:26] but but also the city of bedford that
[29:28] has done quite a bit to you know do what
[29:30] they can to feed uh feed the people in
[29:32] our community and uh the local churches
[29:35] too it's a big deal it's uh food is
[29:37] something we take for granted and it's
[29:39] unfortunate because i can tell you it's
[29:41] not easy to make it and
[29:46] we don't
[29:47] recognize how difficult it is not only
[29:50] to make food but
[29:51] how
[29:53] precarious
[29:54] the
[29:56] supplies are and how it comes from the
[29:59] supply lines which we're beginning to
[30:02] become more and more aware of and i just
[30:04] think the meal center also is just a
[30:06] wonderful organization so that's the end
[30:08] of my report thank you
[30:10] thank you mr fluherty
[30:12] thank you mayor
[30:13] um mike you said they're coming back out
[30:15] for the collection of one more time at
[30:17] least in the years they started last
[30:19] week on the fourth pass
[30:26] to be able to go through pretty quick
[30:27] and not everybody has a mouse so
[30:29] that will help clear up for the winter
[30:31] here because things are changing also
[30:34] it's uh
[30:35] see everybody going to see everybody not
[30:37] the uh
[30:38] um
[30:39] petra falls this saturday uh another
[30:42] great event here in the city
[30:43] uh for every year past few years and uh
[30:47] hopefully the weather holds off
[30:49] and
[30:51] the meals on wheels i also want to thank
[30:53] don guy and his uh
[30:55] husband there he does a lot of work with
[30:57] us too he doesn't get enough credit he
[30:59] does a lot so i want to say thanks to
[31:02] you guys you helped us all out too so
[31:04] appreciate you
[31:06] um
[31:07] i'm now a new member of the lions uh
[31:10] what's it called alliance club
[31:11] that's the live stream alliance club so
[31:14] i am now official lion
[31:16] so whatever that means but
[31:18] you start out as like a conference yeah
[31:20] i guess
[31:22] uh i get actually sworn in tomorrow i
[31:24] think it is
[31:25] so uh
[31:26] sam pardons i'm one of the youngest guys
[31:28] in the club that's the same part
[31:33] so but anyhow it's another organization
[31:35] that does a lot for the community so
[31:37] in the report
[31:39] thank you
[31:40] mr esri
[31:43] good evening everybody um please excuse
[31:45] my voice i'm i'm trying to finally get
[31:48] back to myself after having that nasty
[31:50] virus that's going around
[31:52] so
[31:53] i want to thank the service department
[31:55] for the job that they did down on the
[31:56] square
[31:57] the lights are fantastic i didn't get a
[32:00] chance to go in person to the tree
[32:01] lighting because i was under the weather
[32:03] uh but we got out this saturday and was
[32:05] able to take the grandson down there and
[32:07] he was just in awe i had a blast running
[32:10] around and
[32:11] we got some really good pictures and
[32:13] some videos so service department thank
[32:15] you you did a fantastic job as always
[32:18] um
[32:19] christmas and bad footballs was
[32:20] mentioned i just want to mention some of
[32:22] the things that are actually happening
[32:23] uh from noon to three santa and mrs
[32:25] claus will be there bring the kids down
[32:28] um they're gonna have crafts for the
[32:30] kids i actually got a picture was posted
[32:32] uh bet for downtown alliance
[32:35] um they're doing their make and take
[32:37] craft table at 661 broadway that's right
[32:40] next to the broadway cycle ring the old
[32:43] saw city dance studio so bring your kids
[32:46] down there they can make their own
[32:47] crafts and take them with them
[32:49] they're going to have an ice sculpture
[32:52] dj's going to be down there the bedford
[32:54] historical society will also be open
[32:56] from noon to three with some uh
[32:59] with some people selling their wares uh
[33:01] the dental house also across the street
[33:03] will be open from noon to three
[33:05] and it sounds like they're gonna be
[33:08] decorated for christmas back in 1876 so
[33:12] that should be kind of cool if you got a
[33:13] chance to uh to stop down there at the
[33:15] dunham house
[33:17] um there's going to be some some local
[33:19] businesses with deals
[33:21] it's still kind of uh you know you got a
[33:23] couple weeks left to do your christmas
[33:24] shopping hopefully we can do some
[33:28] in person
[33:30] downtown area we've got some nice local
[33:33] specialized shops that
[33:37] that would really love your business
[33:39] this year it's been a tough year all
[33:40] around for everybody so if we can shop
[33:42] local and shop small and give these
[33:45] people some business that's that's a
[33:46] great thing
[33:48] um
[33:49] bda bedford duncan alliance also has
[33:52] gnomes on their own so what they did was
[33:54] they hit 10 different gnomes in 10
[33:56] different store windows downtown and if
[33:59] you go and find at least five of them
[34:01] and you email your entry into
[34:04] uh
[34:05] i didn't write down the address but it's
[34:07] uh the email for the bedford downtown
[34:09] alliance um you'll be entered to uh win
[34:13] a 24-inch uh hd smart fire tv
[34:17] so go down there check out the gnomes i
[34:19] guess if you can get all 10 of them you
[34:20] get an extra chance so good luck there
[34:23] um de pompe's is having their ugly
[34:25] christmas sweater contest on saturday 11
[34:29] 7 p.m so if you got an ugly sweater go
[34:32] check them out you might win a prize
[34:34] um
[34:35] mike there was uh had some residents
[34:38] concerned about a large pole that was
[34:41] put up on lamson uh near east
[34:45] east grace
[34:46] so we're under the understanding that
[34:48] that's that's first energy's pulled
[34:51] and they're going to be using it there's
[34:52] some kind of a signal up on top of it
[34:54] and what happens i guess is when the it
[34:57] transmits signals other switching to the
[34:59] switching yard which should help reduce
[35:01] the impact during power outages
[35:03] something like that correct yes correct
[35:05] so um i believe that is the only one
[35:08] that's going up in bedford um it's part
[35:10] of a federal mandate that first energy
[35:13] is under they're going to be going up up
[35:16] around
[35:17] all over the area
[35:20] they're large what it does is
[35:22] um first energy part of this mandate
[35:25] they're really working to upgrade their
[35:27] their grid all together and how it
[35:30] communicates
[35:31] councilman mentioned
[35:33] that
[35:34] these switching yards when there's a
[35:35] power outage these things these towers
[35:38] communicate with one another they'll
[35:40] open and close switches where if there's
[35:43] a power outages by them utilizing this
[35:48] technology they can reduce the amount of
[35:51] individuals impacted by a power outage
[35:54] and thus they can get
[35:56] they can get power turned back on
[35:57] quicker
[35:58] it is first energy's pull it is their
[36:00] right to install those um i believe what
[36:04] i found out the next closest one is
[36:07] um on walton road
[36:09] right near along the hills city hall
[36:12] there's one put up there
[36:15] they're just starting to go around it
[36:17] it's a tall pool it's a tall
[36:19] and at first
[36:20] i was concerned there's been a lot of
[36:22] discussion over the previous years about
[36:24] small cell towers going up
[36:29] to communicate you know everything we
[36:31] live our lives on these
[36:33] and data and everything is data driven
[36:35] and especially when it comes to vehicles
[36:38] a lot of these vehicles the self-driving
[36:40] vehicles they're all going to rely on
[36:42] data which is a huge push to start
[36:45] installing all of these small cell
[36:47] towers around at the time i thought
[36:50] that this was one of them
[36:52] and we have very specific ordinances
[36:55] law director montello worked with a
[36:57] number of other law directors throughout
[37:00] northeast ohio
[37:01] on drafting this small small cell tower
[37:04] legislation
[37:06] to prohibit in certain areas
[37:09] you know they gotta they gotta
[37:11] submit applications so there's a lot
[37:13] that goes into that i was concerned that
[37:15] it was that
[37:16] but it wasn't our rep got back to us
[37:18] right away um they're permitted to do it
[37:20] i believe that's the only one going up
[37:22] in town
[37:23] i'm waiting for them to verify that
[37:25] but it ultimately is
[37:28] i forget the term they use but it's uh
[37:31] on
[37:34] i'm sorry i don't have it off the top of
[37:36] my head but there's a term and it's um
[37:38] it's basically new technology that
[37:40] they're using to limit the amount of
[37:42] people impacted by power outages and
[37:44] these towers will communicate with one
[37:46] another
[37:47] sorry for that long drawn out
[37:49] but if you see it it's huge it's huge
[37:53] uh one other thing real quick um the the
[37:56] shop with a cop program i've been
[37:58] involved with it for the past three
[38:00] years
[38:01] can't really do with it this year uh but
[38:03] it it's a great event and the kids and
[38:06] the families really enjoy it so i'm glad
[38:09] they're getting back to in person this
[38:10] year and
[38:11] the pizza party afterwards um to tie
[38:14] into that
[38:15] magna wine boutique downtown bedford
[38:18] this uh for the rest of this week up
[38:19] till
[38:20] the 11th is
[38:23] accepting toys for the the uh
[38:26] oh my gosh
[38:27] toys for tots program
[38:29] so they're accepting any uh new
[38:33] unwrapped toys you'll be
[38:36] if you bring down a new unwrapped toy to
[38:39] magna wine boutique this week you'll be
[38:41] entered into a raffle
[38:44] and items collect will be uh donated to
[38:46] choice for tots so i just wanted to
[38:48] mention that um has there been any word
[38:50] about this in car show i had a lot of
[38:52] people ask me now yeah i actually asked
[38:55] our building commissioner last about a
[38:57] week and a half ago actually he was
[38:59] reaching out to the owner and one of the
[39:01] contractors but i have not connected
[39:02] with family members i'll share that
[39:06] there's a lot of people interested so
[39:08] other than that and a report thank you
[39:10] thank
[39:12] you um
[39:14] i don't have much to add so we're going
[39:16] to get right on to business
[39:21] for december 9922-21
[39:26] which is an ordinance adopting the city
[39:28] of bedford fixed ass asset capital asset
[39:31] policy to conform with the requirements
[39:33] of the ohio vice code
[39:36] clarify procedures and declaring an
[39:38] emergency
[39:39] motion for
[39:40] suspension saunders second by asbury
[39:45] saunders yes coaching yes space yes
[39:48] mutis yes blue party yes hansberry yes
[39:52] vote for third and final
[39:54] think second by blue army
[39:57] um frankly i'll address that
[39:59] uh had jennifer work on this and update
[40:02] the policy we've uh
[40:04] worked on this in regards to what gfoa
[40:06] recommends it's your government finance
[40:08] officers association
[40:10] and also with our
[40:12] approval of basically the auditor's
[40:14] office and so forth we've looked at our
[40:16] thresholds of what we record for fixed
[40:19] assets versus what we do for insurance
[40:21] we still record insurance levels at a
[40:23] lot lower level but we're going to raise
[40:25] our minimums for financial reporting
[40:27] from 2500 per asset to 5 000 and we're
[40:31] also going to be looking at the new
[40:33] aggregation rules and
[40:35] of accounting that we have abide by and
[40:38] that will be when we buy things in
[40:40] aggregate such as like 10 computers at a
[40:42] time
[40:43] those if they exceed 10 000
[40:46] and
[40:47] we will then be booking those as assets
[40:49] as well there's a couple other rules and
[40:51] regulation changes in here and years and
[40:52] things like that but what we'd like the
[40:54] council to do is approve this so that we
[40:56] could put that into effect for a 2022 21
[40:59] with a retro
[41:01] and we'll have it for this year as well
[41:02] as for next year
[41:04] and
[41:09] saunders yes
[41:11] cochi yes spanx yes
[41:14] yes flute party yes yes furry yes thank
[41:16] you

[41:52] saunders
[41:54] uh mike
[41:55] i might address this in the next yeah
[41:58] i'll touch on all three there's three
[42:00] properties as
[42:03] councilman saunders mentioned earlier
[42:05] that we've been trying to
[42:06] uh work with property owners or in some
[42:09] cases they've been abandoned
[42:12] we
[42:13] usually partner with the land bank where
[42:15] we can
[42:16] one of these properties the land bank
[42:18] did have on their radar and they were
[42:20] working with us to try to
[42:22] address it and get it cleaned up
[42:25] we start looking at obviously if there's
[42:26] tax issues that's where they really can
[42:28] help
[42:29] we've gotten really no movement from the
[42:32] property owners or
[42:35] individuals only owning the home
[42:38] or
[42:39] in control of the home if it's in
[42:42] a trust or whatnot so this is actually
[42:46] actually our first step that we take it
[42:48] allows us to then communicate with the
[42:52] property owner and try to further push
[42:54] this along to try to get these
[42:55] properties cleaned up
[42:57] in some cases they've been abandoned
[43:00] two of these
[43:01] are
[43:02] one of them we can't locate the owner
[43:05] as of right now though they're not all
[43:07] of them are not occupied
[43:11] thank you

[45:46] a few areas that are highlighted here
[45:48] real quick the regards to our recreation
[45:50] environment we did some construction
[45:51] this year to improve the building so
[45:53] we'll be adding 30 000 but we're also
[45:55] going to take that from the payroll area
[45:57] that's not needed this year so we'll be
[46:00] balancing the budget there
[46:02] the
[46:02] mini court had hospitalization claims we
[46:05] have to add 50 000 to those claims some
[46:07] major ones this year
[46:09] we have grants that we're getting from
[46:11] cdbg from our steel funds we have more
[46:14] donations and grants from our eagles our
[46:18] federal task forces for fire for police
[46:22] we've had quite a few of those we're
[46:23] adding those to the budget
[46:25] we had a lot of overtime and fire this
[46:27] year that we're going to be adding 110
[46:29] 000 in the budget as well as for
[46:32] police another 45 000 in their overtime
[46:36] we also had some projects working on the
[46:39] broadway engineering as we start off
[46:41] we'll be increasing the budget there 50
[46:43] 000 to
[46:44] come
[46:46] to handle some of the engineering fees
[46:48] same thing on our streets program about
[46:50] 61 000 we're going to need on the
[46:53] between union
[46:55] ellenwood and our road program i'm going
[46:58] to be adding that to the budget for what
[47:00] we're finalizing with our programs
[47:03] and we have finalization or health our
[47:05] health insurance for the city employees
[47:07] we do need another 100
[47:09] in regards to claims for their families
[47:11] and dependents

[48:27] the firefighters recently
[48:30] we
[48:30] mutually came to an agreement and they
[48:32] voted and accepted that
[48:34] our recommendation is that the city
[48:36] council passed uh this this evening
[48:39] it mirrors the last
[48:41] the first two contracts
[48:43] as far as health care
[48:45] changes
[48:46] moving to an eight percent of the
[48:50] premium costs
[48:52] and then obviously there's
[48:54] it matches the

[48:58] which is six and a half percent
[49:00] two percent retroactive
[49:03] this year

[50:14] um
[50:16] city specs
[50:17] which they have then our engineer
[50:19] inspected them when they went in
[50:22] obviously we maintain them we plow them
[50:24] we patch them we have to file this
[50:27] through
[50:28] cuyahoga county and they request as
