[1:08] Every day 3.2 million residents [1:12] and businesses as well as 59 [1:14] million-plus annual visitors [1:15] rely on accurate measurements [1:18] and pricing when purchasing [1:20] groceries, fuel, utilities, [1:21] consumer goods and services. [1:22] The orange county office of [1:24] weights and measures ensures [1:26] weighing and measuring devices [1:27] are accurate, protecting [1:29] millions of dollars in [1:31] transactions. Through the [2:32] diligent work, the office of [2:36] weights and measures' staff, [2:37] consumers are protected and [2:38] ensured that prices are fair. And as [2:59] mentioned by our CHAIRMAN, we [3:00] are today recognizing weights [3:02] and measures week here in orange [3:05] county. And this rear's theme [3:07] is "we measure what matters." [3:09] and this reflects our commitment [3:12] to fairness, accountability, and [3:14] public protection. Every time [3:16] residents fill up at the gas [3:18] pump, buy groceries or receive a [3:19] delivery, they trust that they [3:22] receive exactly what they paid [3:23] for. Dedicated professionals [3:26] like these behind me inspect, [3:28] test, and verify these systems [3:31] every single day. Our weights [3:34] and measures team at oc public [3:35] works safeguards consumer [3:36] dollars, ensures a level playing [3:38] field for businesses and quietly [3:41] keeps our local economy running [3:43] fairly and efficiently. [3:44] Standard measurements are so [3:45] important, and they help us [3:48] perform even simple tasks like [3:52] purchasing carpet, laundry [3:53] detergent, fabric, any number of [3:55] things. And I do think it's so [3:57] important because before I [3:59] became a county supervise, I [4:01] didn't even know that we had [4:03] this group. And so it's very [4:05] important because it's all about [4:07] protecting our consumers and [4:08] making sure, like I said, that [4:12] we get what we pay for. So [4:13] thank you for all of the work [4:14] that you do. And sometimes it's [4:16] hard because people get mad at [4:18] you and they don't like you in [4:19] their business. But you're [4:20] there to protect the consumers. [4:30] So thank you. My name [4:45] is jose arriaga, also known as [4:47] the county sealer of weights and [4:48] measures. I want to share a [4:50] little bit of information what [4:51] is weights and measures. As [4:52] mentioned, sometimes we don't [4:54] even know what weights and [4:57] measures is, it's quietly in our [4:59] communities, but I assure you [5:00] that by the end of the day today [5:01] the work of the individuals will [5:04] touch your life and every single [5:06] day for the rest of our days, [5:07] every single resident is touched [5:08] by the work of these [5:10] individuals. When you pump fuel [5:13] at that gas station and you see [5:14] that seal that says it was [5:16] accurate when tested, that [5:17] ensures that that device -- we [5:19] call them a device -- it meets [5:22] the conform plans. It is within [5:24] a tolerance that ensures that [5:26] you get what you pay for. It's [5:28] not just the 20,000 gas pumps in [5:30] orange county, it also includes [5:33] the 100,000 water submeters, [5:34] 20,000 electric watt meters, it [5:36] includes the thousands of scales [5:39] at grocery stores, and it's not [5:42] just devices, the work weights [5:45] and measures officials expands [5:48] beyond those devices. It also [5:48] applies to the price that you [5:51] pay. We do not set the price [5:53] but ensure that the price that [5:54] every consumer pays is the [5:55] lowest advertised price. We [5:57] have a team of secret shoppers, [5:58] some of them are here, where [6:00] they will go into thousands of [6:02] retail stores every year and [6:04] verify the accuracy of those [6:05] prices on the shelves against [6:07] the point of sales system. And [6:09] it's beyond pricing. When you [6:11] buy commodities by count, [6:13] weight, measure, when you pour a [6:14] gallon from a gallon of milk to [6:18] your 16 ounce box of cereal, [6:19] well, hopefully it's in a bowl, [6:20] how do you know there's a gallon [6:26] in there? When you buy items by [6:27] count, how do you know what's in [6:29] there by weight? The other [6:30] thing we do, one of the other [6:32] programs we play a critical role [6:33] here in our community is that [6:35] our officials respond to [6:36] hundreds of complaints of [6:39] residents where they buy canned [6:40] goods, packaged goods, and we're [6:41] verifying the accuracy of that [6:44] label and the content of those [6:45] containers. [6:47] We are protecting an $89 billion [6:49] retail economy, but more [6:52] importantly, we are protecting [6:56] an over$300 billion gdp economy [6:58] here in orange county. I do [7:00] want to thank the officials. I [7:01] want to thank the team here for [7:03] the work that they do every [7:04] single day. They are committed. [7:05] I also want to provide a [7:07] special thanks to our partners [7:08] with the district attorney's [7:12] office. A lot of our work [7:13] relies on compliance through [7:14] education, through awareness, [7:15] occasionally through [7:17] administrative actions, but [7:18] sometimes we have to go beyond [7:20] and do prosecutions and that is [7:21] where our district attorney's [7:24] office comes in. I am grateful to [38:51] those who led these positive [38:52] changes and as a proud resident [38:55] of the third district also to [38:56] supervisor wagner for his [38:57] support. To sustain the [38:59] progress we need to follow up on [39:01] the shelter's strategic plan, [39:05] which defines how the board, its [39:07] cities and community expect the [39:11] shelter to operate. We as a [39:12] county spent thousands of hours [39:13] and hundreds of thousands of [39:15] dollars to put this plan [39:17] together. The board voted for [39:18] the strategic plan as the [39:19] blueprint for shelter [39:21] operations. I urge the board [39:23] and the animal shelter to follow [39:24] up on last year's improvements [39:27] and put the shelter on a good [39:30] path that fixes persisting [39:31] promise and prevents [39:35] backsliding. And so I appreciate all [40:20] that they've done. And I agree [40:22] with our speakers that, you [40:24] know, oc animal has made [40:27] significant changes last year, [40:29] you know, so please know that we [40:31] appreciate you, but there is [40:34] still some work to be done. And [40:36] I -- you know, I know that [40:38] you're working on a strategic [40:41] plan. Staff has told my office [40:44] that you're compiling a report [40:47] to, you know -- on the 2018 [40:49] strategic plan that would be [40:51] coming to the board. I'm hoping [40:52] maybe if you can give us a [40:53] report in the next 30 days on [40:59] where you're at with that and [41:03] when we will see it moving [41:04] forward, whether it's a board [41:05] hearing, then we will accept [41:08] your report or a report to the [41:09] board itself. I [41:28] certainly appreciate and agree [41:30] with them, and I want to [41:35] actually also thank the [41:36] community members that helped [41:38] influence the changes that were [41:39] made since, you know, I've been [41:40] on this board and thank the [41:42] staff at animal care, dillon and [41:44] monica and others that made [41:47] these changes that are very [41:49] reasonable. So I do think we [41:50] have a great outline of what we [41:52] need to do with the strategic [41:53] plan, and it was adopted in [41:55] 2018. I simply think that we [41:56] need to make sure that the [42:01] public gets to see [42:03] compliance, [42:04] implementation, and those [42:05] regular reports and making sure [42:06] that we're meeting the metrics, [42:08] the goals stated in that [42:09] strategic plan. There's a [1:15:25] lot of combyity that surrounds [1:15:28] the language on decarbon sayings [1:15:31] and vmt. We kindly ask that [1:15:32] that section be omitted from the [1:15:35] cap. In addition in the [1:15:36] JANUARY 2026 draft comprehensive [1:15:38] general plan update that is [1:15:40] currently out for public review, [1:15:41] implementation of the cap was [1:15:43] listed as an action item under [1:15:44] the resource management elements [1:15:46] section. The building industry [1:15:47] is justifiably concerned that [1:15:48] incorporating the climate action [1:15:50] plan into the general plan will [1:15:52] unintentionally turn advisory [1:15:54] climate objectives into binding [1:15:55] land use mandates. When goals [1:15:57] are elevated into the general [1:15:59] plan, they assume the same legal [1:16:01] bhait weight as other general [1:16:03] plan policies. That the county [1:16:05] must use when conditioning, [1:16:07] approving or denying development [1:16:10] complications. If the cap is [1:16:11] incorporated into the -- [1:16:12] development applications. If [1:16:14] the cap is incorporated, there's [1:16:16] a significant risk that the [1:16:18] broad, long-term community [1:16:19] greenhouse gas reduction goals [1:16:21] could be applied rigidly to [1:16:22] individual projects without [1:16:25] consideration or proportionality [1:16:27] or feasibility. It would switch [1:16:28] the cap from a planning guide [1:16:30] into a binding standard of [1:16:33] review. Developers could be [1:16:34] required to prove that their [1:16:36] projects meet community wide [1:16:39] goals. This creates entitlement [1:16:41] risks and the potential for ceqa [1:16:43] disputes over targets that were [1:16:44] originally meant to be [1:16:45] aspirational and not mandatory. [1:16:46] From the beginning the county [1:16:48] indicated that the cap would not [1:16:48] be applied to private [1:16:51] development and un-incorporated [1:16:53] areas. The cap goals should [1:16:54] remove references to private [1:16:55] development, should not be [1:16:55] incorporated into the general [1:16:59] plan as doing so could turn [1:17:00] community-wide aspirations into [1:17:03] inflexible and enforceable [1:17:04] mandates on individual prisons. We talked last time [1:17:27] about the massive amount of [1:17:31] toxic gas that comes out of each [1:17:38] landfill. The prima landfill is [1:17:40] located about a mile from san [1:17:42] juan hills high school. At the [1:17:44] current status before the [1:17:46] expansion -- and I'd like to get [1:17:48] some definition. Expansion, we [1:17:49] talked last time -- or you [1:17:52] talked to tom petition troll [1:17:54] liss last time about expansion. [1:17:56] I think we spent $100 million on [1:17:57] to so-called expansion. This is [1:17:59] it. This is what they're [1:18:01] tearing apart right now. You [1:18:02] see this from miles away. The [1:18:03] problem is it's one mile from [1:18:05] our high school. And the high [1:18:07] school kids have no choice but [1:18:10] to breathe this toxic gas. Oc [1:18:12] waste and recycling and its [1:18:13] climate action plan calls it [1:18:15] odor. Well, the way they [1:18:17] control the odor, they drive [1:18:20] around and sniff and spray [1:18:21] febreze type stuff to decrease [1:18:24] the odor. And doesn't mean [1:18:26] you're not smelling it. But if [1:18:27] you're smelling it, it's really [1:18:29] bad. And these kids are out [1:18:31] there on the track team or the [1:18:32] football team, running as hard [1:18:34] as they can, they don't know [1:18:35] that they're breathing these [1:18:36] toxic fumes that are [1:18:38] consistently over 1 million [1:18:41] cubic feet per day that gets [1:18:42] released, uncontrolled release [1:18:44] from this landfill. So that's [1:18:46] our big concern. And in the [1:18:51] climate action plan they mandate [1:18:53] aggressive methane management. [1:18:54] And all I see in the climate [1:18:56] action plan are drones. $25 [1:18:58] million for drones. They have a [1:19:01] thing that says "drones are [1:19:02] tackling methane gas." I [1:19:04] watched the super bowl. I saw a [1:19:06] lot of tackling. I don't know [1:19:08] how it's even possible for a [1:19:09] drone to tackle an invisible [1:19:12] gas. But I like the definition [1:19:14] on how the drone tackles the [1:19:15] gas. I'd like the definition on [1:19:18] how older is a toxic gas and the [1:19:19] expansion. Is that an [1:19:20] expansion? It looks like an [1:19:22] expansion, and there's been over [1:19:23] $100 million on this expansion. [1:19:24] This be landfill will be in [1:19:25] operation for 75 years. It's [1:19:27] going to be producing this [1:19:29] methane for over 100 years. But [1:19:31] the problem is, this methane is [1:19:33] fuel. If we tap this methane, [1:19:35] our plan is to cap this [1:19:38] landfill, tap the landfill and [1:19:39] produce 20 megawatts of energy [1:19:43] that will power the desal plant [1:19:45] and the entire city of san juan [1:19:46] capistrano for the next 100 [1:19:48] years. We want to put an [1:19:48] amendment that you at least look [1:19:51] at our plan. I've talked to two [1:19:52] of the staff of the board [1:19:54] members here -- or the [1:19:54] supervisors. I've been waiting [1:19:56] to talk to katrina foley for [1:19:58] almost two years now, and I met [1:19:59] with alyssa. I was supposed to [1:20:02] have a meeting with her. I've [1:20:03] been waiting two years. But [1:20:04] until the climate action plan [1:20:06] came out and environmental [1:20:08] impact report came out just last [1:20:09] month, we didn't have a whole [1:20:11] lot of data to go on. The funny [1:20:12] thing is the data they're study [1:20:14] something from 2018 on the gas [1:20:15] that's released from these [1:20:17] landfills. 2018. That's the [1:20:19] current data. It [1:21:06] explained that the world has [1:21:10] spent $16 trillion with a "t" -- [1:21:12] trillion dollars on climate [1:21:15] action plans this and climate [1:21:17] environmental worries that and [1:21:19] climate the other thing. And [1:21:20] we're still spending that money, [1:21:22] and we aren't really achieving [1:21:24] anything close to what is [1:21:27] promised. With we are also not [1:21:32] seeing the ice melt in the artic [1:21:34] and the polar bears drowning [1:21:36] that al gore worried about in [1:21:38] the '90s when he said we only [1:21:39] have about 10 more years to fix [1:21:41] this problem. Anyway, it's a [1:21:43] long way of saying we've wasted [1:21:45] an enormous amount of time on [1:21:46] this. That said, as a realist [1:21:48] and being in california, I [1:21:49] recognize we need to have a [1:21:51] climate action plan in order to [1:21:56] get the funding that is [1:21:57] absolutely critical to this [1:21:58] government doing the basic [1:22:00] function it is needs to do. We [1:22:02] will not be eligible for grants [1:22:05] without it. And so I am not [1:22:06] prepared to vote against the [1:22:09] entire climate action plan. [1:22:11] Though, I believe it is a [1:22:12] grotesque waste of money, it is [1:22:14] the game the state forces us to [1:22:17] play. That said, I think [1:22:22] there's a lot to recommend the [1:22:24] views of our business champions [1:22:30] who are here, who recognize that [1:22:32] business and people being able [1:22:33] to do business for themselves [1:22:36] means the government needs to do [1:22:38] less. We can be smaller and be [1:22:40] more responsive. And that said, [1:22:43] that is a long way of saying we [1:22:45] ought to take them at their [1:22:47] word, we ought to do the minimum [1:22:49] that we need to do to play the [1:22:50] game the state forces us to [1:22:53] play, and with that, I move [1:22:56] approval the climate action plan [1:22:58] with the complete removal of [1:23:00] chapter 4, community climate [1:23:03] action. I've been in [1:23:22] many, many hearings as well, [1:23:23] and, you know, I continue to ask [1:23:25] the question what has the [1:23:28] results been for us in [1:23:29] sacramento? And there's never [1:23:30] been an answer. The answer has [1:23:35] always been, well, we just gotta [1:23:36] set a very high bar and [1:23:38] hopefully we'll get there [1:23:39] eventually. So, I mean, but, [1:23:42] you know, in the end, we all [1:23:45] here want -- as a county, want [1:23:46] to reduce green house gas [1:23:49] emission. But the goals we [1:23:51] pursue needs to be in a way that [1:23:53] also preserves the economic [1:23:55] competitiveness, supports job [1:23:57] creation and also avoids any new [1:23:59] regulatory uncertainty. And so, [1:24:04] you know, as drafted, the [1:24:06] community section raise [1:24:07] significant concerns because it [1:24:09] focuses on an area where the [1:24:13] county has limited jurisdiction, [1:24:14] including private vehicles, [1:24:15] privately-owned buildings and [1:24:17] land use decisions overseen by [1:24:20] other agency. And I know that [1:24:25] it says volunteer and [1:24:26] non-bind -- voluntary and [1:24:29] non-binding, however, the [1:24:31] section establishes countywide [1:24:33] goals without clear [1:24:33] implementation parameters [1:24:35] creating risk of interpretation [1:24:37] beyond existing state law. And [1:24:41] so this action plan is intended [1:24:42] to outline aspirational goals, [1:24:44] not just create mandates. So [1:24:47] I'm concerned about that line [1:24:48] that's becoming very blurry. [1:24:51] And so, you know, is especially [1:24:54] if there's a lack of clarity, we [1:24:57] need -- I mean, what will end up [1:24:58] is that it will be duplicate, it [1:25:01] will be inconsistent went [1:25:02] requirements, increase [1:25:04] developmental costs, add [1:25:05] uncertainties for businesses and [1:25:08] housing providers in our [1:25:09] incorporated areas at a time [1:25:11] when we need housing to be [1:25:12] affordable in orange county. [1:25:15] And the cost of living is [1:25:17] unbearable. At this point for [1:25:18] anybody who lives in orange [1:25:21] county and so we as a county, [1:25:23] when we set our policy, when [1:25:30] it's countywide, yes we're [1:25:32] saying incorporate, but we're [1:25:38] also saying wink-wink, [1:25:39] countrywide, meaning cities and [1:25:41] everybody else also have to [1:25:43] adhere to our mandate, [1:25:46] countywide. So again, we can't [1:25:50] have duplicate, you know, areas [1:25:51] and unintended consequence asks [1:25:53] not really understanding [1:25:54] where -- what is mandate, what [1:26:02] is volunteer, as well. So when you're [1:34:40] talking about, well, let's just [1:34:40] faint towards words [1:34:41] environmental justice [1:34:43] communities, et cetera, but at [1:34:47] the end of the day, most of that [1:34:50] by design is going to other [1:34:51] counties because we don't fit [1:34:53] the criteria. They write the statutes [1:35:30] to benefit themselves, and we [1:35:31] have been fighting for funding [1:35:32] equity. That should be stricken. [1:37:08] Because we are not making the [1:37:09] climate action plan part of the [1:37:13] general plan. In addition our [1:37:14] comprehensive general plan [1:37:16] update has to have an [1:37:18] environmental justice chapter. [1:37:20] It is does. The chapt draft has [1:37:22] an environmental justice [1:37:23] chapter. That will be the [1:37:26] chapter that complies with state [1:37:28] law because the climate action [1:37:29] plan is not part of the general [1:37:31] plan and we are not making it [1:37:33] part of the general plan, any [1:37:34] environmental justice [1:37:38] conversation in the cap will not [1:37:41] qualify us for anything because [1:37:44] we are not the doing it as part [1:37:44] the general plan. The law [1:37:48] requires that an environmental [1:37:54] justice chapter be adopted as [1:37:57] part of the general plan. The [1:37:57] general plan requires multiple [1:37:59] hearings, as you all know, and [1:38:01] that's upcoming. Right now the [1:38:02] effect of today is that you [1:38:04] would be approving a plan. This [1:38:06] is just that you are approving [1:38:09] sort of the contents of what we [1:38:11] would move forward with in an [1:38:13] environmental document for the [1:38:15] cap. The cap right now as it [1:38:17] stands before you, even if [1:38:18] approved today, cannot be [1:38:21] implemented because there are no [1:38:24] ceqa findings. So we need to [1:38:28] move forward with an ier. It is [1:38:32] my understanding, and tara and I [1:38:34] haven't talked about this in a [1:38:35] while, and I was only involved [1:38:37] in the end just to be clear, [1:38:39] that the environmental document [1:38:43] will not cover chapter 4. Okay. [1:38:44] So that's correct. So what [1:38:49] that means is that even if you [1:38:52] adopt chapter 4 today, [1:38:54] quote/unquote, it is merely a [1:38:56] planning goal-oriented document. [1:38:58] It cannot be implemented, and [1:39:00] even after this when it is [1:39:02] brought back to you, because the [1:39:03] eir will not cover chapter 4. [1:39:11] It cannot be implemented. It [1:39:13] cannot be -- it's not binding. [1:39:16] We can't use it as a -- we can't [1:39:18] use it as a baseline for ceqa [1:39:23] documents for residential [1:39:25] developments. And we can't use [1:39:29] it to impose mitigation measures [1:39:32] because an eir will not have [1:39:37] covered that chapter. So that is what it is [1:42:09] intended for, is to be [1:42:12] supportive so that we can help [1:42:15] those communities to achieve [1:42:18] grants. And so I think that [1:42:22] it's getting all confused [1:42:24] because there's an intentional [1:42:28] attempt to confuse it, and so [1:42:30] just to be clear, what I heard [1:42:34] you saying, that is correct is [1:42:36] that chapter 4 is not a mandate [1:42:40] that is being channeled into the [1:42:42] general plan into the [1:42:44] environmental documentation for [1:42:46] purpose of development in the [1:42:48] county un-incorporated area. We [1:43:41] have three landfills that are [1:43:43] creating the most carbon [1:43:44] emissions for -- you know, [1:43:47] that's our main carbon emitter, [1:43:49] is our landfills. The priority [1:43:50] will be focused on reducing the [1:43:52] landfill emissions and our own [1:43:55] county building, saving taxpayer [1:43:56] funds by reduce energy costs. [1:43:57] Thank you. And it does hit [1:57:19] individuals and families, you [1:57:20] know, very hard, and that's one [1:57:22] of my arguments in the last, you [1:57:24] know, several years in [1:57:26] sacramento when we talked about [1:57:28] the vehicles miles travel. And [1:57:32] so I think that removing both of [1:57:35] them would really -- I mean, it [1:57:37] also allows those -- I mean, for [1:57:44] us to continuing to watch that [1:57:45] sacramento is doing. They've [1:57:46] got hearings, talking about the [1:57:48] vehicle miles travel as well [1:57:50] this year. In [2:36:14] other words, the typical daily [2:36:15] schedule focuses more on a day [2:36:17] camp schedule for criminal [2:36:18] versus a work schedule to [2:36:20] prepare him or her to be [2:36:21] productive tax paying citizens [2:36:23] in society. The overcrowding [2:36:25] and violence in these facilities [2:36:26] makes sense due to these inmates [2:36:29] have too much time on their [2:36:31] hands for shenanigans. It [2:36:33] appears that the offenders' [2:36:35] behavior will accept returning [2:36:36] back to a correctional facility [2:36:37] knowing that he or she has a [2:36:39] criminal day camp waiting for [2:36:41] him or her. Solution, as a tax [2:36:42] paying citizens I'd like to have [2:36:44] the opportunity to revise a [2:36:45] typical daily schedule for [2:36:46] inmates. These inmates, [2:36:48] prisons, jails, juvenile [2:36:49] detentions should be working [2:36:51] eight hours a day for five days [2:36:52] a week. They will be allowed to [2:36:54] have a daily 30-minute lunch and [2:36:57] two 15-minute breaks to be [2:36:58] complying with california labor [2:37:00] laws. The inmates will execute [2:37:03] a self development and [2:37:04] educational class during day 6 [2:37:06] and 7 and after work. The goal [2:37:08] is to have the california [2:37:09] correctional facilities execute [2:37:11] a curriculum that will motivate [2:37:12] the inmates to not want to go [2:37:15] back to a correctional facility [2:37:17] ever again in a lifetime. [2:37:18] Temporary housing, dorms, [2:37:19] continued education and job [2:37:21] placement during the inmate [2:37:23] release program is crucial to [2:37:24] get him or her heading towards [2:37:30] the right direction for success. I bathe her, [2:40:31] I MAY being sure she takes her [2:40:34] medication. I take her to the [2:40:36] doctor's, sometimes I take her [2:40:38] out to the store. That's what [2:40:41] she likes to do mostly, to go [2:40:42] shopping. And I'm just [2:40:47] explaining that because we don't [2:40:49] get paid very much, but it helps [2:40:51] us to stay with the people we [2:40:54] take care of. Like it helps me [2:40:56] to stay home with my mom because [2:41:00] of the ihss program because I [2:41:03] can be -- I'm a certified [2:41:05] paralegal. I could have a job [2:41:07] like I used to work with the [2:41:08] lawyers, and making a lot more [2:41:11] money. But I chose this because [2:41:14] I love my mom, and I have to [2:41:16] take care of her, or -- I don't [2:41:18] want to put her in a nursing [2:41:19] home because she gets very [2:41:21] depressed when she thinks about [2:41:22] what if she goes to a nursing [2:41:25] home. And that's not a good [2:41:28] thing for her, but she's healthy [2:41:31] and her mind is strong because [2:41:33] of my care. And I just want to [2:41:35] make sure that we try to keep [2:41:41] the ihss program for the [2:41:42] disabled and the elderly. [2:41:44] They're better off at home than [2:41:47] a nurse home. That's all I'm [2:41:49] saying. And when my mom's had [2:41:52] to go for therapy to a nursing [2:41:54] home, she just cried almost [2:41:56] every day. She was so [2:41:58] depressed. What I do [2:42:35] for my cousin -- and what I care [2:42:39] for my cousin, I MAY being sure [2:42:41] that she take her medication on [2:42:43] time and make sure she has her [2:42:46] refill medication on time too. [2:42:50] She is 83 years old. She's not [2:42:52] healthy, not physically and not [2:42:53] mentally. I care for her. I [2:42:58] MAY being sure she can eat. She [2:43:02] cannot eat likely, she can have [2:43:05] proper food, and I gotta help [2:43:06] her in and out of my car for [2:43:07] doctors, pharmacist or anywhere [2:43:09] she want to go. My work, my [2:43:12] helping her is very important, [2:43:16] that allow her to stay home and [2:43:23] be comfortable with respect. I [2:43:23] really appreciate the ihss [2:43:27] program to allow me to take care [2:43:43] of my cousin. And [2:43:46] >>speaker: I'd like to provide a [2:43:50] little help. My name is [2:43:51] katherine louie. I'm a proud [2:43:55] member of udw. And I'm an ihss [2:43:57] provider. I live in the city of [2:43:59] cota decause sarc I've been a [2:44:00] provider for 17 years, and I [2:44:02] take care of my beautiful boy, [2:44:08] as you can see. He is 19 years [2:44:10] old -- he is 19 years old, and [2:44:12] I've cared for him since the day [2:44:13] he was born. I just like to [2:44:14] share a little bit about my [2:44:18] story with you. I worked prior [2:44:20] in the corporate world for many [2:44:22] years doing everything -- [2:44:24] complete op assistant medical. [2:44:25] I never did anything like that. [2:44:27] My son was born with profound [2:44:29] needs requiring 24 hours care. [2:44:33] I knew nothing about this, so I [2:44:34] relied on the doctors and nurses [2:44:35] and therapists and everyone else [2:44:38] to tell me what to do and how to [2:44:40] take care of my son. I has [2:44:43] profound needs, like I said, [2:44:45] requiring 24 hours care. He is [2:44:47] blind. He's non-verbal. He is [2:44:51] fed through a tube. I take care [2:44:54] of all of his living activities [2:44:56] that he does. And as time went [2:44:58] on, I started questioning [2:45:00] things. And this program has [2:45:03] allowed me to -- was able to [2:45:06] allow me to stay home with him, [2:45:08] to do research, to find out what [2:45:10] I can better do. So the first [2:45:12] thing is -- one of the things is [2:45:15] my son -- they told me when he [2:45:17] was very young and he was in the [2:45:18] hospital for all of the time for [2:45:20] the first three years of his [2:45:22] life, that's all I did, was in [2:45:23] the hospital. He has a seizure [2:45:25] disorder. And he was on [2:45:28] multiple medications for that. [2:45:30] they just don't work, so they [2:45:31] would add another one, another [2:45:33] one. So I was okay with that. [2:45:36] He was fed through ag tube. [2:45:39] Every time offer stopped nursing [2:45:43] him, he would -- he had to [2:45:45] receive nutrition, medical-grade [2:45:47] nutrition. Every time I put it, [2:45:49] in he would throw it up. So one [2:45:52] day decided to start feeding him [2:45:54] with homemade food. I just [2:45:55] decided why don't I blend [2:45:57] something and put it. Heaven's [2:45:58] forbid, he started eating, he [2:46:01] was able to keep it down. Real [2:46:03] food kept it down. Then I said [2:46:04] why do you want me to keep [2:46:07] adding more seizure meds. They [2:46:08] don't work. I researched [2:46:11] alternative medications, seizure [2:46:13] medications. And they started [2:46:14] working. So I started taking [2:46:16] them away. And most of these [2:46:19] doctors you all know. Thomas is [2:46:23] a child of choc hospital and you [2:46:24] will of a the specialty there is [2:46:27] and they do great with him, but [2:46:29] he has thrived because I have [2:46:31] been allowed to stay home and [2:46:33] take care of him. They told me [2:46:34] he would never walk. After he [2:46:36] stopped throwing up and having [2:46:38] seizures, guess what, he walked. [2:46:39] We walked into the doctors, and [2:46:41] I would think they would run [2:46:42] down the hall going, oh, my GOD, [2:46:44] what did you do. He's in a much [2:46:45] better way because of this [2:46:47] program, and I'd like you to [2:46:49] consider doing what you can to [2:46:51] keep this program to allow [2:46:52] people to take care of their [2:46:52] loved ones. [2:48:19] What's point if you don't even [2:48:21] know what you're putting your [2:48:23] money into let alone at least go [2:48:24] and see it for yourself, right. [2:48:26] I know that if I'm going to go [2:48:28] to a donation center or [2:48:29] somewhere, I walk around and [2:48:31] view it and look at it, and then [2:48:34] I put my money down, and go, [2:48:35] hey, this program is helping [2:48:36] kids, right. Many of the [2:48:38] programs that I've been to [2:48:40] personally experiencing [2:48:43] homelessness and going to [2:48:45] shelters, they do a thing with [2:48:48] favoritism, and it's very, very [2:48:48] sad because if somebody is not [2:48:51] to your liking or they don't [2:48:52] like your attitude or they don't [2:48:55] like something about you, [2:48:57] basically you're screwed, and [2:48:59] it's back to the streets. And I [2:49:00] don't know if you guys are aware [2:49:02] of this, but a lot of these [2:49:03] shelter and a lot of these [2:49:05] places had a really long waiting [2:49:08] list just to get in, so it's [2:49:13] very sad on seeing that. And so [2:49:18] even the ones that are [2:49:20] non-shelters such as orangewood [2:49:22] donation foundation in santa [2:49:26] ana, they do good work, but, [2:49:28] again, it's a lot of favoritism, [2:49:30] and it's very, very sad. And we [2:49:32] need to seriously do something [2:49:34] about this, you guys. It's very [2:49:35] serious. We're not here to put [2:49:38] money in and go in a work place [2:49:41] and take every little thing that [2:49:45] we see as personal aspect, [2:49:47] because when you're in a [2:49:48] workplace, it requires and [2:49:50] involves professionalism. You know, [2:53:05] probably the saddest one is, [2:53:07] again, katrina foley, who has a [2:53:09] law firm dedicated to protecting [2:53:11] employees from abusive employers [2:53:14] was found to be an abusive [2:53:15] employer. And rather than [2:53:18] stopping this abusive behavior, [2:53:20] she's gonna do it eight more [2:53:22] times. I wish better for you. [2:53:25] Happy day. Would any board [2:53:34] member like to speak? [2:53:34] Supervisor nguyen. [2:53:35] >>janet nguyen: thank you. I [2:53:36] have a few items to make [2:53:42] comments on. One, I wanted to, [2:53:44] again, thank you, the ceo and [2:53:51] also doug from oc care, who [2:53:51] attended our hud senior [2:53:53] officials meeting last week. [2:53:55] This came about because of my [2:53:58] trip to washington D.C. And, you [2:54:00] know, it's -- we were inquiring [2:54:01] about receiving additional [2:54:04] funding for our homeless efforts [2:54:06] and, so last week they came out, [2:54:08] they originally were actually [2:54:10] just going to stop by L.A. And [2:54:12] san diego, but because of our [2:54:15] trip to D.C., they stopped by [2:54:18] orange county. I don't remember [2:54:20] the last time hud actually came [2:54:21] to orange county, at least not [2:54:23] at the time that I remembered, [2:54:26] my first two terms on this [2:54:27] board. And since I've been [2:54:30] back. So it actually was very [2:54:30] exciting that we were able to [2:54:31] get home to orange county to [2:54:35] visit us. We toured the oc [2:54:38] rescue mission, homeless shelter [2:54:40] in tustin. It is a private [2:54:41] state of the art facility with a [2:54:44] high successive rate of [2:54:47] rehabilitation. Hud was very [2:54:49] impressed what they saw and, you [2:54:51] know, what I gather and -- is [2:54:53] that they highly encourage us to [2:54:55] apply for the funding that's [2:54:58] coming up with the nofa, that's [2:55:00] coming up. You know, they're [2:55:02] refocusing on homeless policy on [2:55:04] treatment, recovery, and [2:55:06] self-sufficiency. And so it's [2:55:07] actually, you know, exciting, [2:55:09] and I really appreciate your [2:55:10] comments at the meeting, [2:55:12] MR. CHAIRMAN, and sharing your [2:55:14] prevention solutions. I think [2:55:16] they -- their eyes were really [2:55:17] wide open when they heard about [2:55:18] it and couldn't believe that, [2:55:22] you know, such a program exists. [2:55:23] And, you know, the ceo [2:55:26] mentioned about the encampment [2:55:29] of, you know, from -- in 2018, [2:55:33] the clearing of the encampment, [2:55:34] whether it's the santa ana river [2:55:36] trail or the plaza of the flags [2:55:39] and how the county has helped [2:55:40] assist hundreds of individuals. [2:55:42] And so we'll continue to [2:55:43] communicate with hud and, you [2:55:44] know, I want to continue to [2:55:46] offer that orange county can be [2:55:48] a statewide leader in solving [2:55:50] the homeless crisis unlike other [2:55:52] counties. And they did mention [2:55:54] that the nofa coming up will be [2:55:56] very competitive. It's not [2:55:57] gonna be, you know, just because [2:55:58] you received it in the past you [2:56:00] will get it, and that's why [2:56:02] there's a lot of angst all [2:56:03] across the country, because most [2:56:05] folks depend on these fundings. [2:56:11] But they want measures -- [2:56:11] measurements to be included. [2:56:14] And so I'm excited. And again, [2:56:15] thank you, MR. CHAIRMAN, and [2:56:16] thank you to the ceo and also [2:56:20] doug. It was friday evening. [2:56:22] Didn't finish to a little close [2:56:24] to 9:00 or past 9:00 P.M.. So I [2:56:26] really appreciate you being part [2:56:29] of it. The other -- couple of [2:56:32] other things is I want to thank [2:56:35] doug and his staff and the [2:56:37] thousand volunteers on the point [2:56:40] in time count. This past -- [2:56:42] couple of weeks ago now. This [2:56:44] is very important to us. So the [2:56:46] data is essential to access -- [2:56:48] assess our coach homelessness [2:56:50] and whether we as a county has [2:56:53] done well or not or what each [2:56:57] city has done, if it has worked [2:57:01] or not. As we know, in 2024, we [2:57:05] had 7,322 homeless individuals, [2:57:07] which, you know, was an increase [2:57:12] from 2022 by 37%, and we did not [2:57:15] do any count in '23 or '25. And [2:57:16] so this count something going to [2:57:18] be important for us to see what [2:57:20] has been done since '24. [2:57:22] Whether our programs or the [2:57:23] city's programs have worked or [2:57:25] not worked, and whether we [2:57:27] continue those programs or stop [2:57:28] those programs, and we look at [2:57:31] whether, you know, it's -- what [2:57:32] to do going forward. And so I [2:57:34] really appreciate the city of [2:57:35] fountain valley because I joined [2:57:38] them, the team of the officers, [2:57:40] at my square park, and we drove [2:57:42] around in fountain valley to [2:57:43] look and talk to a lot of [2:57:45] individuals. And it's very [2:57:46] eye-opening to see what's [2:57:49] happening there, especially in [2:57:51] the evening. And so, again, [2:57:55] thank you to doug, the oc cares [2:57:58] staff and also the thousand of [2:58:01] volunteers that came out to help [2:58:05] at that -- to help. And last, I [2:58:07] just also want to thank the [2:58:09] board for celebrating lunar new [2:58:12] year with us. We had a great [2:58:14] time at the board meeting, and [2:58:17] lots of comments and [2:58:19] conversations of folks. [2:58:20] Appreciate the board for [2:58:22] continuing to recognize lunar [2:58:26] new year, particularly in our [2:58:28] district, would be for tet. And [2:58:29] I was also able to participate [2:58:32] in a lot of lunar new year [2:58:33] events in the district. [2:58:35] And I can say that, you know, I [2:58:39] want to give a shout-out to my [2:58:41] staff that a whole week and a [2:58:43] half was exhausting for us. We, [2:58:47] you know, when new year's eve [2:58:49] events, temple run, which, you [2:58:51] know, a lot of us got back at [2:58:52] probably 1:30 in the morning. [2:58:54] And so really appreciate my [2:58:56] staff for hanging in there and, [2:58:58] even though it was raining on [2:59:00] us, as well, for being out [2:59:03] there, for being troopers and [2:59:06] then into -- being a part the [2:59:11] tet parade this past weekend in [2:59:13] westminster and appreciate all [2:59:14] of their support and all of the [2:59:16] volunteers that came out to help [2:59:17] us in the parade as well, and [2:59:19] thank you to this board for the [2:59:19] recognition of lunar new year [2:59:22] and tet in orange county. And, yes, [2:59:34] this -- I feel like this year [2:59:35] has been the most celebrated [2:59:37] lunar new year of anytime I've [2:59:39] ever seen in our whole county. [2:59:41] So it's wonderful, so many [2:59:43] colorful, joyful celebration, [2:59:44] and thanks for bringing all of [2:59:48] the decorations to the sixth [2:59:49] floor and the nice treats that [2:59:51] you shared with us at our lunch [2:59:53] meeting last time. So lots of [2:59:55] things to celebrate here in [2:59:58] orange county. One thing -- one [3:00:00] issue that has been percolating [3:00:07] in our district is the san juan [3:00:09] creek channels. I want to thank [3:00:11] orange county public works and [3:00:13] our agricultural commissioner [3:00:15] for the time expended and the [3:00:17] deep dive in briefing with my [3:00:19] time on all of the county's san [3:00:22] juan and trabuco creeks and [3:00:24] maintenance plans, the different [3:00:25] ways we manage our channels, the [3:00:27] history of managing our channels [3:00:29] and the use of herbicides [3:00:31] specifically in our flood [3:00:33] channels. So the community has [3:00:34] been communicating with us quite [3:00:38] a bit about the san juan and [3:00:40] trabuco creeks. And as our team [3:00:42] knows well, I'm very much [3:00:43] opposed to herbicides in our [3:00:45] public spaces and our waterways. [3:00:49] I share -- I've shared many of [3:00:49] these concerns and all of the [3:00:50] questions that we are receiving [3:00:52] with our orange county public [3:00:55] works team and I'll continue [3:00:56] engaging with our county staff [3:00:59] on different alternatives. We [3:01:06] want to assure the public that [3:01:08] round-up/gliff say the, has not [3:01:10] been applied to the tra bush oh [3:01:14] or san juan creek flued channels [3:01:15] eyewitness news since JANUARY of [3:01:18] 2025, the reason we know that is [3:01:19] because we received complaints [3:01:21] in JANUARY of 2025. Formal [3:01:22] complaints were made. An [3:01:25] investigation ensued. And [3:01:27] because we take these complaints [3:01:29] seriously, the investigation [3:01:31] found that the contractor was [3:01:33] not in compliance, and then our [3:01:38] county staff acted decisively. [3:01:40] Gliff say the has not been used [3:01:41] since then and not be applied [3:01:46] those channels again. [3:01:48] Glyfhosate. The county is only [3:01:50] approved to apply state water [3:01:53] board and epa approved [3:01:55] herbicides to vegetation and [3:01:56] flood control channels. And the [3:01:58] reason for that is so that [3:02:00] people don't experience flooding [3:02:01] in their homes. This channel [3:02:02] was developed and house built [3:02:04] and commercial retail built all [3:02:07] along it, and so it's a bagging [3:02:10] act to protect the homes from [3:02:12] flooding and keep the vegetation [3:02:15] out in a way that is respectful [3:02:18] of, you know, the humans and the [3:02:20] natural habitat that live in the [3:02:23] channel like fish. So we have [3:02:26] been following the protocols for [3:02:28] diluting the application to [3:02:30] ensure it remains as safe as [3:02:31] possible for humans, and we'll [3:02:34] continue to try to balance the [3:02:37] environmental needs, including [3:02:40] researching cost-effective [3:02:42] alternatives. I had a [3:02:44] discussion with county staff [3:02:44] yesterday about some [3:02:45] alternatives that I'm hoping [3:02:49] that we can research and pursue. [3:02:51] But also with the thought in [3:02:52] neighborhood we have to protect [3:02:54] the property and the people from [3:02:56] the threat of flooding. So if [3:02:58] you have questions for our [3:03:00] office or public works or the [3:03:01] healthcare agency, you can come [3:03:03] to our town hall. I want [3:05:11] to thank our partners who helped [3:05:12] us with the health and resource [3:05:13] fair this saturday the 21st. [3:05:14] We hosted at anaheim high [3:05:17] school. We want to thank their [3:05:18] board of trustees and the [3:05:21] principal there. Principal [3:05:23] rubin. [3:05:26] He and his team were just very [3:05:28] gracious and opening up the [3:05:29] campus. It's a beautiful [3:05:33] campus. It's a historic campus, [3:05:37] and our partners, who kind of [3:05:40] anchored this were social [3:05:42] service agency, ahn tran was [3:05:45] there and also caloptima. So we [3:05:47] want to thank our partners who [3:05:51] were there, notably lestinac, [3:05:52] cap oc, second harvest food [3:05:58] bank, choc, central city, [3:05:59] united, across borders and many, [3:06:02] many others. They were doing [3:06:05] medical screenings, reading [3:06:07] glasses on the spot and just a [3:06:09] lot of good stuff, groceries, [3:06:10] diapers, people who were just [3:06:13] trying to help their neighbors. [3:06:14] Unfortunately, attendance wasn't [3:06:15] as large as we would have [3:06:16] expected just because we know [3:06:18] there was a lot of fear, and it [3:06:21] was palpable in people who were [3:06:22] there. We saw it in their [3:06:24] faces, and they explained to us [3:06:27] that their neighbors would have [3:06:28] attended had conditions been [3:06:29] different. But they're still [3:06:32] fearful of immigration raids and [3:06:34] enforcement that has communities [3:06:36] really kind of closed off. So [3:06:40] that was one. And the other one [3:06:41] is our warm program. We just [3:06:43] wanted to update, we know it's [3:06:44] beautiful weather right now. [3:06:46] It's 80 degrees outside right [3:06:48] now. Last week we had a lot of [3:06:49] rain and previously, and I'm [3:06:50] sure we'll have more. The warm [3:06:53] program in its second year is [3:06:56] our effort to stand up what was [3:06:59] the cold weather shelter, and on [3:07:00] JANUARY 1st, the program [3:07:05] started providing motel stays to [3:07:06] elementary-age students and [3:07:08] their families during periods of [3:07:10] inclement weather. We partner [3:07:11] with all five school districts [3:07:13] in our area, and for families in [3:07:14] need. So if you know of [3:07:17] anybody, please have them [3:07:19] contact their school districts, [3:07:20] teachers, principals so they can [3:07:21] connect with their program. It [3:07:24] was able to support some [3:07:25] families through some very cold [3:07:26] nights and continue to activate [3:07:28] on nights when temperatures drop [3:07:30] below 45 degrees and during [3:07:32] rainy weather. Lastly, I wanted [3:07:35] to touch on the report that was [3:07:37] just released by caloptima, and [3:07:44] that is the audit on findings. [3:07:46] It disclosed in the expenditures [3:07:48] major in the period when former [3:07:50] supervisor andrew do served on [3:07:51] the caloptima board. You know, [3:07:52] there was an article written on [3:07:57] it. It's a little less than [3:07:59] accurate, but to the extent that [3:08:00] it captured what the board was [3:08:02] trying to do at came optima, [3:08:04] which was to look back and see [3:08:05] if there was any undue influence [3:08:07] by the former supervisor because [3:08:09] he served as chair and served on [3:08:10] that board as director for many [3:08:13] years. I know that they try to [3:08:16] budgets two reports. One that [3:08:16] was released late last year. [3:08:19] That was a completely separate [3:08:22] investigation. That was into [3:08:24] the proposed acquisition of a [3:08:25] tustin property, which [3:08:27] ultimately was not consummated. [3:08:30] That was not an investigation [3:08:31] into MR. Do. That was based [3:08:34] upon a whistle blower claim that [3:08:35] was made by an employee. He was [3:08:37] part of that. He was all over [3:08:39] that narrative. But it wasn't [3:08:41] focused in on him. This audit [3:08:42] in particular that was released [3:08:46] and done by ankura was [3:08:48] specifically focused in on his [3:08:49] possible influence on any [3:08:50] funding that MAY have gone [3:08:53] through the agency. So the [3:08:55] board initiated this. It was [3:08:57] not obligated to do this. But [3:09:00] it wanted to make sure that in [3:09:02] the effort and in the spirit of [3:09:04] transparency -- they wanted to [3:09:04] make sure that they looked back [3:09:06] and saw what his dealings were [3:09:08] there. And although it was [3:09:09] inclusive, that doesn't mean [3:09:11] that there weren't findings or [3:09:12] recommendations that we could [3:09:15] take and use going forward. And [3:09:17] that's where I use praise for [3:09:19] the report. It be wasn't really [3:09:20] for the findings. I know that [3:09:22] there was some difficulty by the [3:09:27] auditors to access information. [3:09:29] That, I'm certainly not [3:09:29] praising. I think there's some [3:09:31] work and improvements that could [3:09:32] be done, but to the extent that [3:09:35] the board took it upon itself to [3:09:39] initiate and complete these -- [3:09:40] both an investigation and an [3:09:42] audit -- I think are good steps [3:09:43] for public agencies that are [3:09:45] trying to make sure that there [3:09:47] is good governance, [3:09:48] transparency, oversight and [3:09:50] there is work to be done [3:09:50] obviously from the [3:09:52] recommendations that were cited. [3:09:53] So that's something that I'm [3:09:54] sure the board will undertake. [3:09:55] But there have been already [3:09:58] action taken by the board, [3:10:00] strengthening the grant's [3:10:02] management policy, [3:10:04] standardsizing processes and [3:10:05] improving oversight on every [3:10:06] grant and updating the conflict [3:10:08] of interest policy to clarify [3:10:09] when conflicts must be [3:10:09] disclosed. [3:10:11] That was done here at county [3:10:13] because we know that was abused [3:10:15] by a former supervisor do. So [3:10:17] to the extent that there is [3:10:20] continuing work to be done, [3:10:22] obviously there was -- you know, [3:10:24] there's some compliance and [3:10:24] improvements that need to be [3:10:28] made. We know there is work to [3:10:30] be done. But to the extent that [3:10:31] this health plan doesn't just [3:10:33] necessarily do medical care. We [3:10:35] know that at caloptima, what we [3:10:37] see is good healthcare means [3:10:39] house, to make sure people have [3:10:43] a roof over their head is an [3:10:47] india of how people can be [3:10:48] either healthy or ill, access, [3:10:51] which is why we stood up for [3:10:52] programs doing street medicine, [3:10:55] which is basically doctors' [3:10:57] offices on wheels, which helps [3:10:59] people on the street so they can [3:11:00] receive medical care and [3:11:02] eventually get housing. Also we [3:11:05] know that many of our members [3:11:11] suffer from swo substance abuse [3:11:13] and we had narcan that was [3:11:14] distributed throughout the [3:11:17] county to make sure people had [3:11:19] that who were addicted or use [3:11:20] fentanyl. We know many of our [3:11:22] members suffer from food [3:11:23] insecurity, which is why 1.2 [3:11:26] million was dedicated to second [3:11:27] harvest and cap oc to make sure [3:11:28] that we address those issues. [3:11:31] So the reason why I think that's [3:11:33] relevant is because this health [3:11:36] plan now, again, dispenses more [3:11:38] than just medical care. It does [3:11:40] grants. It works, community [3:11:42] partners and providers, and a [3:11:43] lot of times, you know, it is [3:11:45] not as familiar as maybe some of [3:11:48] the agencies that, you know, do [3:11:49] oversight compliance and [3:11:53] tracking of funds, you know, as [3:11:54] often as this health plan does. [3:11:59] We will certainly get into that, [3:12:01] you know, routine of making sure [3:12:03] that they track these things [3:12:06] better, and looking back, having [3:12:07] audits done, investigations [3:12:09] done, there are opportunities [3:12:11] for us to improve both here at [3:12:13] the county and at caloptima and [3:12:14] make sure that all public [3:12:17] dollars are accounted for, [3:12:19] there's responsibility and [3:12:19] oversight on those. So I just [3:12:20] wanted to make some clarity on, [3:12:23] that that I am very proud of our [3:12:24] board who undertook these things [3:12:26] voluntarily. Much work to be [3:12:27] done, and I believe a lot of [3:12:30] compliance training that, you [3:12:32] know, that plan could learn [3:12:32] from, you know, agencies that we [3:12:34] all sit on that do very good [3:12:36] work on track and oversight. So [3:12:38] with that, MR. Chair, those are [3:12:39] my comments for the day. [3:12:41] >>chair, doug chaffee: thank you [3:12:44] supervisor. I will make a few [3:12:46] of my own. First, I'd like to [3:12:47] thank supervisor nguyen for [3:12:49] setting up the little seance we [3:12:52] had with the hud people and the [3:12:53] staff that attend as well, and [3:12:56] particularly our ceo. It was, I [3:13:00] thought, a good rapport that was [3:13:01] established, something I don't [3:13:02] think we've had in the past. [3:13:05] You can look at all of the words [3:13:06] in your application, but when [3:13:09] you put it face to face, it [3:13:10] really helps. I think we'll [3:13:11] move forward successfully when [3:13:15] we get to those various [3:13:15] applications that they were [3:13:20] talking about. And I had my [3:13:21] usual good time on valentine's [3:13:23] day. My eighth year in a row [3:13:26] that I've spent in the clerk's [3:13:28] office officiating weddings. I [3:13:29] was able to do six of them this [3:13:31] last valentine's day at the [3:13:34] anaheim office. And that for me [3:13:36] is always fun, to see some happy [3:13:39] people and participate in their [3:13:45] joy. We have a couple events [3:13:48] coming up. We have our elder [3:13:50] fraud prevention. There it is. [3:13:52] Up, there coming up this [3:13:55] thursday. Elderly people are [3:13:57] probability most often scammed [3:13:59] group. So we want to give them [3:14:02] as much information so they can [3:14:05] protect themselves. So that's [3:14:05] coming up. The information is [3:14:08] up there. It is thursday at [3:14:08] noon. We'll have a little [3:14:10] something to eat, as well, being [3:14:16] noontime. And then more fun, on [3:14:18] MARCH 14, coming up, assuming no [3:14:20] rain, we will be holding another [3:14:23] fishing derby for kids. We also at the end of the [3:15:01] day appreciate the orange county [3:15:02] employee association coming in [3:15:05] and providing lunch with their [3:15:07] hot dog machine that they have [3:15:09] there. So it [3:15:35] was great to be able to [3:15:37] communicate with them and hear [3:15:37] their stories. [3:15:39] I thought it [3:15:40] was a great night also. So [3:15:42] thank you. And just one [3:15:45] shout-out, so this past friday, [3:15:49] the ceo government affairs and [3:15:51] communications team conducted an [3:15:53] oc cares photo shoot to dewpoint [3:15:56] the great work that our oc cares [3:15:57] initiative is doing. And it was [3:16:00] at craig regional park in [3:16:03] fullerton. We just want to give [3:16:05] kudos to the four parpght [3:16:08] probation officers, michael [3:16:10] castill, colleen burn, francisco [3:16:13] free was, and jorge cast none [3:16:15] for their time, professionalism [3:16:16] and their commitment to this [3:16:18] initiative and to our community [3:16:20] partner project kinship for [3:16:21] their participation. And then [3:16:24] this was right after the stormy [3:16:28] weather that we had last week.
