And working at [3:37] visa for over ten years. [3:38] he was just 44 when he passed away on [3:44] november 29 and everyone -- I'm sorry, [3:53] his family is at a great loss with his [3:59] departure and have made sure he has [4:02] made it home to where he grew up. [4:04] I would also like to honor the life of [4:09] renee nicole macklin good who was [4:12] killed by ice agents in minneapolis [4:15] this past week. [4:16] I would like to honor her by reading [4:18] an excerpt from the statement of her [4:23] wife, bekah good. [4:25] first I want to extend my gratitude to [4:27] all people who have reached out to [4:30] support our family. [4:31] this kindness of strangers is the most [4:36] fitting tribute, if you ever [4:37] encountered my wife, above all else, [4:39] she was kind, kindness radiate out of [4:43] her. [4:45] renee sparkled, she didn't wear glitter [4:50] but she sparkled, renee lived by [4:54] an overarching belief there is [4:55] kindness in the world and we need to [4:56] do everything we can to find it where [4:59] it resides and nurture it where it [5:01] needs grow. [5:02] renee was a christian who knew that all [5:04] religions teach the same essential [5:06] truth, we are here to love each other, [5:08] care for each other and keep each [5:11] other safe and whole. [8:06] good morning, supervisors, I am kate [8:09] comfort carr, I have lived in san [8:11] mateo county for 35 years and have been [8:13] the executive director for hip housing [8:19] for almost 15, hip housing is an [8:21] affordable housing provider that has [8:23] helped low income individuals in san [8:25] mateo county to find and maintain [8:27] housing for 53 years, so we've been [8:29] around for a while, we're in [8:32] all 21 housing elements to provide [8:33] fair housing choice and also as an [8:36] affordable housing partner. [8:37] last year we provided housing [8:40] assistance to 4 thousand individuals [8:41] and housed 1200 low income people [8:44] in homes throughout the county. [8:45] today I am here to share our calendar, [8:48] this is our annual calendar, it's [8:51] important because it allows children [8:52] to share how important house ising to [8:55] them. [8:56] we asked kindergartners to fourth [8:58] graders to draw a picture of what home [9:00] means to them and provide us with a [9:03] quote. [9:04] this year we selected 14 from ten [9:06] different cities from san mateo county [9:07] and we plead the beautiful calendar [9:09] you have in front of you. [9:11] lots of great quotes this year, we're [9:13] seeing more quotes about homelessness [9:19] in the september entry, it's on so [9:22] many children's ray dars, it's [9:24] profound. [9:25] I would like to read you unquote that [9:28] symbolizes what the calendar is about [9:30] and what it means for children and [9:32] that's from april, it says my home is [9:34] the happiest wonderland, my home is my [9:37] forever safe harbor. [11:05] regardless of anyone's views on [11:07] immigrant policy a civilian death at [11:08] the hands of federal enforcement, we [11:11] should ask if we're protecting people [11:13] or pushing families into fear and [11:15] instability. [11:16] I also want to challenge a narrative [11:17] that is often used to justify [11:23] aggressive enforcement, the definition [11:24] that immigrants are a burden on our [11:28] county, they contribute tenses of [11:29] billions of dollars every year in [11:32] state, federal and local taxes [11:34] including social security and [11:36] medicare, they will never be able to [11:38] claim sometimes due to their [11:40] documentation. [11:41] they are a major part of the workforce [11:43] that keeps our food affordable, our [11:45] housing being built, our businesses [11:47] open and our local economy running. [11:50] when people who work pay taxes and [11:54] raise families here are treated as [11:56] disposable or dangerous, it doesn't [11:58] just harm them, it undermines the [12:00] stability and trust of entire [12:02] communities. [12:03] I urge this board to expand legal [12:05] defense and rapid response resources [12:07] to support community safety and due [12:09] process and to reaffirm that everyone [12:12] who lives here deserves dignity and [12:15] respect, thank you. [24:58] in a conversation at that time, chief [25:02] of police of redwood city policy as [25:08] well was violated by the ice agent. [25:11] the policy is that when the engine is [25:14] running on a car, the officer does not [25:18] for his own safety step in front of [25:22] the car and secondly, the they do not [25:26] reach into the car to try to unlock [25:31] the door, both of those things are a [25:35] violation of common police practices. [26:51] as has been discussed at recent board [26:55] meetings under the county charter, [26:59] every 8 years, the county must convene [27:01] a charter review committee. [27:02] the last charter review committee [27:05] completed its work in 2018. [27:07] therefore we must convene a charter [27:09] review committee this year. [27:10] this committee will be tasked with [27:12] reviewing the county charter and after [27:15] convening public hearings, making [27:17] recommendations to the board of [27:18] supervisors as to amendments or [27:22] revisions. [27:23] and as we know on december 9, the [27:25] board adopted a resolution to [27:27] establish the charter review committee [27:28] and set forth a process for appointing [27:30] members to the committee. [27:36] the board's december 9 resolution also [27:39] provides the board -- provides that [27:40] the board will select up to 11 [27:44] additional committee members -- I'm [27:48] sorry, the charter review committee [27:51] process established that each board [27:53] member will select one district [27:58] representative for their district and [28:00] in addition will select up to 11 [28:03] additional committee members [28:04] representing a range of community [28:07] interest groups. [28:08] and after the december 9 meeting, the [28:11] county opened an application period [28:13] for individuals interested in serving [28:15] on this committee and received over 40 [28:19] applications. [28:20] our task today is to select up to 11 [28:23] additional committee members to [28:25] represent community interests. [28:26] and we've prepared for the board a [28:31] proposed work sheet that lists each [28:33] community interest group as well as [28:35] the applicants who have indicated that [28:39] a representative of these groups [28:41] along with a space for each supervisor [28:43] to write in their choice for a rep [28:46] sedative for each community interest [28:47] group. [28:48] I will also note the applications have [28:50] been made available to the board [28:51] members and redacted versions were [28:53] published with the agenda for today's [28:55] meeting. [28:56] so I would like to propose that after [28:58] we take public comment on this item, [29:00] we take time to have each supervisor [29:02] write in their choice for a committee [29:04] member representing each community [29:05] interest group. [29:06] we can then hand the work sheets to [29:08] the county attorney who will read each [29:11] supervisor's choice and the clerk will [29:12] show the results on a tally sheet that [29:14] will be projected on the screens and [29:16] after that, we can discuss the results [29:20] and perhaps vote again if we don't get [29:25] to three on any of the categories [29:28] before a motion is made once we have [29:32] selected candidates that have at least [29:37] three board supervisors in support. [29:42] with that, I would like to hand it over [29:44] to county attorney nibbelin to add [29:47] anything that I may have missed and [29:48] then we'll go on to board discussion. [29:54] again, the notion was that we again [29:57] have prepared a work sheet we've [29:59] distributed to members of the board [30:01] that lays out each of the -- well, [30:03] firstly it lists the five district [30:07] designees who have already been [30:09] identified by members of the board of [30:11] supervisors and these names were [30:12] published in the agenda. [30:14] that includes with the agenda for [30:17] today's meeting, that includes from [30:19] district 1, tom adams, district 2, [30:23] jacqueline fast, iliana rodriguez, [30:29] [inaudible], daniella, the notion was [30:31] that after tabbing public comment, you [30:33] all would go sort of with this work [30:35] sheet through the various community of [30:39] interest sort of designations, cities, [30:43] schools, organized labor, business, [30:46] upds served communities, lgbtqi [30:50] communities, environmental groups, [30:52] immigrant rights groups, and identify [30:55] your preferred candidate for each of [30:57] those groups. [30:58] and what we've done is listed the [31:00] applicants who identified themselves [31:02] as potential representatives of those [31:04] various groups. [31:05] the notion then would be that we take [31:07] the work sheets from you all and share [31:11] kind of the results after which you would [31:12] have the opportunity to discuss and [31:14] see whether you develop consensus [31:15] around any or all of these groups. [41:33] that's something I wanted to flag and [41:35] finally the board is being asked to [41:37] make findings that would allow the [41:39] charter review committee after meeting [41:42] at least once in person to conduct [41:44] their meetings remotely, I wanted to [41:45] make sure that was clear as well. One, whether [1:27:50] county charter section 4.12.5, which is [1:27:52] removal of elected chair for cause [1:27:53] should be amended to delete subsection [1:27:56] e which currently states that subsection [1:27:58] 4.12, which vests the board to [1:28:01] remove for cause shall sunset and [1:28:04] of no other force of effect. So [1:28:07] high-level and in plain english, should [1:28:10] that sunset provision be taken out of [1:28:12] the charter such that particular [1:28:15] provision would exist indefinitely, [1:28:16] until and unless it's changed. The [1:28:18] second item is whether the county [1:28:21] charter section, which deals with [1:28:22] elections, should be amended to either [1:28:25] delete the term "conservative." thereby, [1:28:27] imposing lifetime ban on election to a [1:28:30] supervisorial seat following three [1:28:31] terms in office or specify how long an [1:28:34] intervening period a supervisor must be [1:28:35] out of office for being eligible to be [1:28:39] elected or as a county supervisor. [1:28:42] currently the section is drafted in a [1:28:44] way I think it is fair to say might be [1:28:49] a little ambiguous to the point. So [1:28:51] that is the thinking for that. The [1:28:52] third item is whether the county [1:28:54] charter should be amended to add a new [1:28:57] section requiring the board of [1:28:58] supervisors to review the governance [1:29:00] practices? The fourth item is whether [1:29:02] section 415 of the county charter [1:29:04] should be amended to further specify [1:29:06] proceed procedures in the event that [1:29:07] the board make an appointment to fill a [1:29:09] vacancy in elected office? Just having [1:29:11] come through that process, I think [1:29:12] there was some thought that maybe some [1:29:14] more detail would be useful and whether [1:29:16] the county charter, this is the giveth [1:29:18] item whether county charter should be [1:29:20] amended to identify procedures in event [1:29:21] that the board has cause to believe an [1:29:23] elected office has been or should be [1:29:25] vacated because the incumbent official [1:29:28] has become physically, mentally or [1:29:31] otherwise incapacitated. These are the [1:29:33] five items, madam president. [1:29:34] >> thank you. Any discussion from [1:29:40] my colleagues? Supervisor mueller I [1:29:42] appreciate the thoughts and suggestions [1:29:43] and I was going to add to them -- [1:29:46] thinking of ways to add to them, but it [1:29:48] dawned on me I think the charter [1:29:50] process is one that I think I actually [1:29:55] have some pause in having the board [1:29:57] collectively vote to ask the charter [1:29:59] review committee what to think about. [1:30:02] I this it sort of directs their [1:30:04] discussion in a way that I think is [1:30:07] top-down rather than bottom-up. So I [1:30:10] think it's perfectly appropriate if [1:30:11] board members want to send a letter to [1:30:14] the charter review individually, saying [1:30:15] do you want to think about these [1:30:16] things? But I think to have the board [1:30:18] actually take an action and direct them [1:30:20] to think about certain things, I'm not [1:30:24] going to be supportive of today. [1:30:25] >> I would note that the county [1:30:27] charter does provide that the board can [1:30:32] provide direction to the charter review [1:30:34] commission. That is something [1:30:35] contemplated in the charter and not [1:30:36] something of course that is required. [1:30:38] but it is part of the process that the [1:30:41] charter contemplates is direction from [1:30:42] the board with respect to these matters. [1:30:44] >> I appreciate that. Thank you. We have always [1:31:27] come up with a collaborative effort to [1:31:31] address issues that really and I think [1:31:32] some of the issues illustrated within [1:31:35] the staff report really do look to be [1:31:38] revisited at, and to be thought about [1:31:40] -- to think about. I think the body [1:31:42] that we have before us does that, and [1:31:46] again, I just really want to thank you, [1:31:49] judith and yourself, mr. Petitt. There [1:31:51] was not an easy endeavor. But one that [1:31:56] you have thought through and really [1:32:01] appreciate it. Thank you. This charter review committee, [1:32:55] I think, will have very important work [1:32:59] as it pertains to the issue areas that [1:33:04] the board may or may not suggest that [1:33:09] the charter review committee consider. [1:33:13] I think it is the right thing to offer [1:33:16] them some items to look at, because if [1:33:23] we don't offer anything, like, I think [1:33:27] as a board, we have insight into what [1:33:29] we think are the most pressing matters. [1:33:32] I don't think we -- my understanding [1:33:35] is they won't be required to look into [1:33:37] every single issue area. So they will [1:33:40] have flexibility, and there will be a [1:33:43] lot of opinions on that committee. So [1:33:47] I'm personally comfortable with [1:33:50] suggesting issue areas for them, but I [1:33:52] do think in order to wrap up, we have [1:33:54] to make a decision on whether we want [1:33:56] to include those in the resolution or [1:33:58] not? So I would like to get an [1:34:00] understanding from my colleagues on [1:34:02] where they land on that. Supervisor [1:34:03] speier, please, go ahead. [1:34:05] >> thank you. This [1:47:22] assessment revealed high-levels of [1:47:24] intergenerational stress, and struggles [1:47:25] in meeting basic needs and barriers to [1:47:29] accessing culturally appropriate [1:47:30] support, particularly for youth and [1:47:33] families navigating trauma, grief and [1:47:36] isolation, while stressing and trying [1:47:37] to get their basic needs met, such as [1:47:42] paying rent, obtaining food, gaining [1:47:45] adequate employment, paying bills. [1:47:46] since the needs assessment was conducted, [1:47:49] those challenges have intensified and [1:47:51] become exponentially devastating and [1:47:53] debilitating to our community. Our [1:47:56] community has experienced multiple [1:47:58] losses, and incidents that underscore [1:48:01] the need for longer-term early [1:48:04] preventative and sustainable [1:48:05] intervention. What we know and live [1:48:07] through daily, and what this data [1:48:09] confirms is that when we lack safe [1:48:11] cultural-affirming spaces to talk and [1:48:15] heal together, risk increases. These [1:48:17] measure k funds will allow us to pilot [1:48:20] intervention upstream, it will allow us [1:48:24] to create structured facilitated spaces [1:48:25] where parents and youth can reconnect, [1:48:28] where culture strengthens, not divides [1:48:31] generations, and where families build [1:48:33] skills and that support long-term [1:48:35] well-being. While this funding is not [1:48:39] and does not meet the full scale of [1:48:41] need, it will enable taulama to pilot [1:48:43] and start to deliver a focused program [1:48:46] with clear outcome and strong community [1:48:48] trust and also reflects the [1:48:50] county's recognition that culturally [1:48:51] specific and community led approaches [1:48:53] are essential to equity. [2:01:09] I'm rachel leader darul one of the [2:01:11] co-directs how to empowerment through [2:01:13] direction and started at hillsdale high [2:01:15] school and we're mow officially our own [2:01:17] 501(c)(3) and with our new status, we [2:01:19] have been able to expand our program [2:01:23] through the empower san mateo initiative [2:01:25] with the support of our school district [2:01:27] and we have groups at the three bigger [2:01:30] middle schools -- and we're also [2:01:32] running groups at four high schools in [2:01:35] san mateo, hillsdale, aragon, san mateo [2:01:37] and bridge academy. Our students are [2:01:40] placed in mentor groups with one adult [2:01:45] leader and all student who are most [2:01:48] marginalized by our school systems, [2:01:51] first generational students that have [2:01:52] some of our other students in san mateo [2:01:56] had and we're proud to say we serve [2:02:00] over 400 students in san mateo that [2:02:02] qualify for the program. And thanks to [2:02:04] measure k grant we're able to create [2:02:07] beautiful, safe and inviting spaces in [2:02:09] the high school and middle school [2:02:11] campuses to run our group and the [2:02:13] program as we expand. So currently [2:02:15] we're working on spaces at argon, san [2:02:18] mateo and bridge academy that will be [2:02:20] turned into community resource centers [2:02:22] using measure k grant and this year -- [2:02:25] the spaces will be used for our groups. [2:02:28] but in the future we could hold our [2:02:32] tutoring centers and much more for [2:02:33] students and our families in our san [2:02:37] mateo community. The san mateo county [2:02:38] board of supervisors has been an ongoing [2:02:45] supporter for years, and deem impactful [2:02:46] to our students and families, and could not [2:02:49] be more thankful. We look forward to [2:02:51] continued work with the city and [2:02:54] cities for trusted spaces to our [2:02:55] adult and youth usage in san mateo. [2:02:57] thank you so much. Today [2:03:07] I'm proud to bring forward a measure k [2:03:11] grant request of $100,000 to the ariana [2:03:14] mae hatama foundation to establish [2:03:17] scholarship endowments for survivors of [2:03:18] domestic violence and human trafficking [2:03:20] here in san mateo county. The ariana [2:03:25] mae hatama foundation has a strong and [2:03:27] trusted service to our community [2:03:29] through prior district 5 measure k [2:03:31] funding in 2020 and 2023, produced [2:03:38] educational films and documentary that [2:03:40] select survivors with critical resources. [2:03:42] this work has reached our residents [2:03:45] across the county and played an [2:03:46] important role in breaking the silence [2:03:49] around intimate partner violence and [2:03:51] trafficking. This proposal build on [2:03:53] that foundation, and addresses a clear [2:03:56] and ongoing need. While awareness and [2:03:58] prevention are essential, survivors [2:04:00] also need pathways to independence. [2:04:01] these pathways that reed to education, [2:04:04] job skill you and long-term stability. [2:04:07] this grant does exactly that. Through [2:04:13] this one-time investment, they will [2:04:15] establish a scholar endowment to [2:04:17] provide on going financial support to [2:04:20] survivors pursuing education. Scholars [2:04:21] will be made available at our three san [2:04:27] mateo county college district campuses. [2:04:30] and partnership with the san mateo [2:04:32] county office of education to eligible [2:04:34] high school students across the county. [2:04:37] this initiative also benefits the [2:04:40] broader community. When survivors are [2:04:42] supported in achieving [2:04:43] self-sufficiency, we see positive [2:04:45] ripple effects, stronger families, [2:04:47] reduced strain on social services and [2:04:52] safer, healthier neighborhoods. I [2:04:53] respectfully ask for your support in [2:04:55] approving this item and continuing our [2:04:56] commitment to helping survivors not [2:04:59] only escape violence, but bring [2:05:01] brighter more and secure futures. [2:05:34] actually, office of education san mateo [2:05:40] county school district is calling it a [2:05:42] go-to resource for parents and for the [2:05:44] youth. They are actually using it on a [2:05:46] regular basis. So it's been very [2:05:49] well-received. We're building on that [2:05:54] foundation, and actually creating [2:05:55] multiple scholars and we have done so [2:05:58] with private donors almost ten years [2:05:59] ago. We're modeling this after that [2:06:01] scholarship, that was done at san francisco [2:06:04] state university. We have other [2:06:08] scholarships throughout california. [2:06:09] these are all four-year colleges. Some [2:06:11] of the kids, those that have been [2:06:14] coming to our country through human [2:06:17] trafficking, they don't even have high [2:06:18] school education. As you know, there's [2:06:21] no tuitions or any fees for high [2:06:24] schools, but this would help them with [2:06:25] the costs, with the expense where they [2:06:29] are living. I have been in direct [2:06:32] contact with dr. Moreno of san mateo [2:06:40] college district and putting this [2:06:41] together with your help. At the same [2:06:43] time, I'm actually having a conference [2:06:48] call with cfo of san mateo high school [2:06:52] district. Mr. Hawkins, I believe, this [2:06:54] thursday, to discuss the logistics of [2:07:01] these scholarships that we'll do [2:07:03] together jointly. It's been very [2:07:05] successful and we're modeling this [2:07:06] after that. If you need any specifics [2:07:10] on these programs, I would be more than [2:07:12] happy to answer your questions. [2:07:47] so no other parent has to go through [2:07:49] what you went through. I mean, I will [2:07:52] tell you this, you are to me a [2:07:57] hero. Someone who really just has done [2:08:00] so much, you know, at san francisco [2:08:03] state. You have done so much in [2:08:04] reaching out to community colleges, the [2:08:07] production of these videos, which are [2:08:11] widely watched. I just really from the [2:08:12] bottom of my heart, for what you have [2:08:15] gone through, and the situation that [2:08:18] was as a parent, I would never want to [2:08:20] go through. I mean, it's horrific. [2:08:23] what you have been able to do with your [2:08:25] foundation and your board, I just want [2:08:27] to thank you. Mr. Hatami, let me first [2:09:19] say how much I know that you have had [2:09:22] much pain associated with the loss of [2:09:24] your daughter, and the importance of [2:09:27] creating something that is lasting to [2:09:30] remember her is something that I [2:09:33] certainly appreciate. I lost my [2:09:36] husband many years ago to a driver, who [2:09:41] had no insurance. So the way I try to [2:09:44] make it a more positive experience was [2:09:48] to introduce legislation to require [2:09:50] everyone carry a minimum amount of auto [2:09:53] insurance, so that people with [2:09:54] low-income could at least bury their [2:09:56] loved ones in a situation like that. [2:10:00] having said that, I have two questions. [2:10:03] one is it is said that you are going [2:10:07] to spend this money between february of [2:10:11] 26 and may of 26. Looking at your irs [2:10:17] document, it suggests you have no [2:10:21] staff. So you are going to expend [2:10:23] $100,000 in a period of three or four [2:10:27] months, who is going to make the [2:10:29] decision as to who is going to get the [2:10:32] scholarships is my question? And [2:10:35] secondly, why wouldn't we just have [2:10:37] this money go directly to the community [2:10:42] colleges, so they could basically [2:10:44] distribute the money based on their [2:10:46] review of who has been a victim of [2:10:49] domestic violence or sex trafficking? [2:10:53] >> what I have learned about the [2:10:55] community colleges with the help of dr. [2:10:58] moreno, they have established their own [2:11:01] foundation. And this is at the infancy [2:11:04] right now. They don't have any major [2:11:06] donors to actually fund anything. So [2:11:08] what we have decided that we're trying [2:11:10] to do, our goal is to have this [2:11:15] scholarship jointly, this we provide [2:11:20] half of the money with your support and [2:11:22] the community college with a selection [2:11:24] committee that consists of three [2:11:26] people, one from our foundation and the [2:11:28] others from the community college. The [2:11:30] applicants would apply, like we have [2:11:31] done so, and then they receive the [2:11:34] scholarship. It's an in the form of [2:11:36] endowment and the hope is this would [2:11:39] last forever, because their foundation [2:11:42] invests this money, and the proceeds [2:11:44] goes to this. The same thing we're [2:11:47] establishing with the high school [2:11:50] district. My discussions with mr. [2:11:52] hawkins is going to be around that they [2:11:57] actually provide some of the money and [2:11:59] we jointly start this process. The [2:12:01] proceeds on an annual basis goes to a [2:12:04] number of applicants that they are [2:12:07] either survivors of domestic violence, [2:12:10] their children, or human trafficking [2:12:13] based on their needs whether it's high [2:12:15] school, two-year college and then [2:12:17] four-year, we already have in place. [2:12:19] >> how much is your foundation going [2:12:23] to contribute to this joint foundation? [2:12:26] >> we provide half of the money. [2:12:29] >> well, it appears that your net assets [2:12:32] you have $156,000. [2:12:33] >> correct. [2:12:36] >> so you are going to provide $75,000? [2:12:40] >> no, we're providing $50,000 to each. [2:12:42] one is to high school and $50,000 for [2:12:45] the community colleges, and then with [2:12:48] their support, we actually established [2:12:49] this endowment. [2:15:11] >> so I sort of look at this, you [2:15:14] know, we made investments in foster [2:15:18] care, I look at this as sort of an [2:15:20] investment in people and making sure [2:15:21] that people who have gone through [2:15:25] something that is extraordinarily [2:15:27] horrific, that we show empathy and the [2:15:33] empathy that we're able to provide for [2:15:34] them in their time of need. I will say [2:15:37] this, I do like the approach of having [2:15:39] a board of directors or three people [2:15:43] doing it an analysis. You may not have [2:15:45] all of the answers today, but what your [2:15:50] proven track record has shown me [2:15:53] clearly you have been able to perform [2:15:55] and you have been able to help a lot of [2:15:57] people. This item is the [2:29:59] official 2026 board of supervisors' [2:30:03] committee assignments. And the action [2:30:04] on this item would be to accept the [2:30:08] 2026 board of supervisors' committee [2:30:10] assignments that the board president, [2:30:15] aka I, put together with input from all [2:30:21] supervisors. And just for some [2:30:24] context each year the board president [2:30:26] is tasked with assigning supervisors to [2:30:28] represent the board, and this county on [2:30:30] various boards, commissions and [2:30:33] committees, as well as being liaisons [2:30:36] to many of our committees/ commissions. [2:30:44] this list is approved on the civil war. [2:30:45] I have pulled it because I would like [2:30:47] to share some of the process that I [2:30:50] went through in making these [2:30:55] assignments. And while we may make [2:30:58] some small adjustments I want the board [2:31:00] to be fully informed of the many hours' [2:31:02] of research and consideration that has [2:31:04] gone into making this list. So last [2:31:07] november in anticipation of becoming [2:31:10] board president, I reached out to each [2:31:13] supervisor to and requested that they [2:31:17] submit requests for assignments, any [2:31:22] time conflicts, which were important [2:31:23] and relevant to their district and [2:31:26] other information for consideration. I [2:31:28] was hoping to get comprehensive and [2:31:32] nuanced input, and we then took this [2:31:36] information along with every single [2:31:38] committee assignment on the list, and [2:31:42] created a spreadsheet to create a time [2:31:44] audit of how many hours per month each [2:31:49] supervisor was required -- was required [2:31:52] of each supervisor for their current [2:31:54] meeting assignments. And so with the [2:31:57] goal of ensuring that there's an [2:32:01] equitable distribution of time, so that [2:32:04] no one supervisor has, you know, 20, [2:32:07] 30, 40 plus hours of work, while [2:32:10] another has 10. And so not all [2:32:13] committee assignments require the same [2:32:14] amount of time and attention. Some are [2:32:17] just two meetings a year. Some are two [2:32:20] or more per month, and to my [2:32:24] understanding this time audit has never [2:32:25] been done in this way, and I think it [2:32:30] was very informative. And it is a tool [2:32:32] that I hope will be used in the future [2:32:35] just so that any future board [2:32:37] presidents can have this information at [2:32:41] the ready for when they make their [2:32:45] decisions about assignments. So my [2:32:47] team and I analyzed the number, length [2:32:49] and frequency of meetings each year, [2:32:52] how many evening meeting each would [2:32:55] get? Stipend amounts for certain [2:32:57] assignment, and other considerations. [2:32:58] and there was a lot of balance that [2:33:01] went into this. And no one supervisor [2:33:04] not even myself got every single thing [2:33:06] that I wanted on my list. And so I -- [2:33:11] my team and I really did our best to [2:33:14] attempt to spread the work equitably [2:33:18] while making sure that no one [2:33:20] supervisor carries a load heavier than [2:33:27] another. And with that, I want to end [2:33:30] by saying that it's not possible for [2:33:32] each supervisor to get every single [2:33:34] assignment that they want, but it is my [2:33:39] goal that every single one of us has [2:33:45] assignments that meet their needs in [2:33:47] terms of topics that they are [2:33:48] passionate about, that they can [2:33:52] contribute significantly on, and that [2:33:53] they are proud to represent the county [2:33:56] on. And so with that, I'm happy to [2:33:59] take any comments from supervisors. [2:34:03] supervisor mueller. [2:34:05] >> so thank you, president corzo. So [2:34:07] the first thing I want to say is [2:34:10] regarding the revisions that came out [2:34:14] from the first draft to last night. I also know that it isn't [2:34:31] entirely convenient for supervisor [2:34:34] canepa. So I appreciate that revision [2:34:36] to the item and I'm happy to be coming [2:34:40] back on peninsula clean energy. I also [2:34:42] want to thank supervisor gauthier. I [2:34:46] was very interested in the services [2:34:49] council and grateful to see that added [2:34:52] to my list, but I know that was [2:34:54] something that was probably hard to let [2:34:58] go for supervisor gauthier who did good [2:35:03] work and I appreciate that. And the [2:35:04] revision that I would like to go ahead [2:35:07] and make in the meeting I served on the [2:35:11] health plan of san mateo three years [2:35:13] and welcomed being joined by supervisor [2:35:16] speier there. I know how much she [2:35:19] contributes to that, and how much she [2:35:21] is valued there. So I'm happy to go [2:35:24] ahead and offer at this point my board [2:35:27] seat at the health plan of san mateo to [2:35:30] supervisor speier and balance the work, [2:35:32] take -- excuse me, the transportation [2:35:36] authority, if she so is willing. All [2:35:40] that being said, I would say to my [2:35:43] colleagues, I'm very happy with the [2:35:44] list, if all of that works out to do [2:35:47] the work. I did want to note that next [2:35:50] year, I probably will be looking for [2:35:52] some changes, because I will have 12 [2:35:54] out of 17 of my committees that will be [2:35:58] meeting at night. But my staff and I [2:36:01] are up to the challenge of that, and we [2:36:04] love our committee assignments. [2:36:06] something very unusual about district 3 [2:36:07] is I have a number of committees that [2:36:12] require I be on them and all of them [2:36:14] meet at night. So when we add to it, [2:36:16] it adds to what we're doing. But [2:36:19] nonetheless, if supervisor speier, if [2:36:20] you are open to that? So we'll go ahead [2:36:23] and offer that change now that I will [2:36:26] be taking the transportation authority [2:36:28] and giving up health plan of san mateo. In terms of child-care, I'm [2:39:29] literally the only provider. My wife [2:39:35] works different hours and there's [2:39:36] certain things that I have to do. The [2:39:39] reason I choose the -- and supervisor [2:39:41] speier, thank you, the 4:00 p.m. To [2:39:47] 6:00 p.m., I literally pick up my son [2:39:49] every day. I don't have the opportunity [2:39:51] to do night meetings. You have put me [2:39:53] with the most meetings that is fine. I [2:39:56] have 12. A lot of people have 8-9 [2:40:03] a lot of people can do nights and I just [2:40:06] can't. So thank you, supervisor speier [2:40:08] for taking it. It would be rather [2:40:10] ironic for me to take first five, [2:40:13] really to be quite frank with you, I [2:40:16] have my son. He is 8 years old. If he [2:40:19] was older maybe I could get away with [2:40:22] it, but I provide his child-care. [2:40:27] child-care is expensive at night and [2:40:30] I'm sorry I can't do it. [2:40:32] >> it actually meets at 3:00 [2:40:35] we don't even appoint -- it come out of [2:40:37] one shoreline. So the board from one [2:40:39] shoreline will identify who will [2:40:43] represent san pesquito creek and maybe [2:40:44] there is someone else on the board. [2:40:46] >> thank you. [2:40:50] >> so my concern, and as I stated [2:40:54] before, I put a lot -- my team and I [2:40:56] put a lot of thought into balancing [2:40:59] time, and first five was one that you [2:41:02] were given because you needed to have [2:41:05] another assignment. So you would have [2:41:07] about the same amount of time as every [2:41:10] other supervisor. That is very [2:41:12] important to me as president. While [2:41:15] your list may be a little bit longer [2:41:17] many of the items on your list meets once [2:41:19] a year, maybe twice a year. So in [2:41:23] terms of per month hourly commitments, [2:41:26] you actually have less than most other [2:41:31] supervisors. And -- I'm not done. [2:41:32] >> okay. [2:41:33] >> I want to just say that many of us [2:41:36] have served on city councils while [2:41:38] raising young children. So I don't [2:41:41] think that any one here is not [2:41:45] sympathetic to your situation. We want [2:41:47] to be -- and are a family-friendly [2:41:51] board. That being said, you know as [2:41:54] someone who raised a young child while [2:41:57] serving on a school board that met at [2:41:58] night, there are ways to make that [2:42:01] work. We are pretty decently paid on [2:42:03] this board, and I don't think that any [2:42:05] supervisor should be exempt from having [2:42:09] at least one night meeting. And so I [2:42:12] would ask the rest of the board to [2:42:15] consider that, and you know, being that [2:42:18] you have concerns about young children, [2:42:19] I would say why not take that to first [2:42:22] five and support that commission?
