[0:14] County commissioners to order, [0:14] to [0:14] at [0:15] 11:30. Good morning. I [0:16] call this [0:16] sessions cat [0:16] on [0:17] AUGUST 24 [0:17] , 25th [0:19] , 2026 [0:19] , please [0:20] join me in salute to our flag [0:24] . [0:24] I [0:26] pledge allegiance to [0:26] the flag [0:27] of the United [0:28] States [0:28] of [0:29] America [0:29] and to [0:30] the republic for [0:32] one [0:33] nation under GOD [0:35] , indivisible [0:36] butberty [0:37] and justice for all [0:42] . [0:42] Nice to have a large crowd [0:43] in [0:44] here today, so thank you very [0:44] much for [0:46] being here [0:46] . Um [0:48] , just a [0:49] reminder, the 3 minute [0:51] public [0:51] comment and [0:53] uh the buzzer goes [0:53] off for 2 minutes [0:55] and then at 3 [0:56] minutes it blares, keeps [0:57] going [0:57] , [0:58] and we will ask you [0:58] to [0:59] respect [1:00] that [1:00] . Um, if the [1:02] crowd gets [1:02] too [1:03] disoriented [1:05] , we MAY close [1:05] public comment, and [1:06] we will [1:07] just shut it down [1:07] , so, just [1:07] give [1:08] you [1:09] a warning how [1:09] that [1:11] works. How many want to have [1:12] public comments? Today [1:15] ? Just 6 [1:16] or so, so [1:17] , ok [1:18] , who wants to [1:18] go [1:18] first? Go [1:20] ahead, Darryl [1:40] . Good [1:41] morning, commissioners [1:42] and [1:42] clerk [1:43] . I'll start [1:45] by saying um [1:46] . [1:47] I [1:47] , I cannot keep it to 3 [1:48] minutes, so [1:49] I'm going to make [1:49] a [1:50] synopsis before [1:51] I [1:51] start today [1:52] I'm here [1:53] to encourage [1:55] . The [1:56] commissioners to [1:56] consider a [1:58] or [1:59] reconsider a portion of [2:00] their [2:01] budget proposal for the future [2:02] . [2:03] And that is of the [2:03] coroner's [2:03] office [2:05] number one [2:05] . We [2:07] have a [2:07] situation where [2:09] If [2:09] the [2:10] coroner's loses [2:11] 1/3 [2:12] of their [2:12] staff [2:14] . We [2:14] have some issues that [2:17] Concerned [2:18] state law and [2:21] If [2:21] we [2:23] don't observe [2:23] these mandates, [2:24] we will [2:25] lose accreditation with [2:26] the state and lose [2:27] money [2:28] , [2:28] possibly more than we [2:29] would [2:30] gain by [2:30] cutting two from [2:31] the [2:32] staff in the future [2:33] . So [2:34] With [2:35] that said [2:36] , We [2:37] have some [2:37] things [2:38] to [2:39] at least consider [2:41] . And that [2:41] is [2:41] When [2:43] you cut [2:43] a [2:43] staff, I've [2:44] had as many [2:45] as [2:45] 300 [2:46] employees, [2:46] and when [2:48] you put [2:48] too much [2:48] pressure on them [2:50] , burnout [2:51] causes [2:52] resignations and you [2:53] can't afford very many [2:55] in this [2:55] small staff [2:57] . In order to [2:57] keep [2:58] accreditation with [2:59] the state to [2:59] get [3:01] the [3:01] federal [3:02] subsidy funding [3:02] that [3:03] the state provides [3:05] . So [3:06] Here's a [3:08] few things that can [3:08] happen [3:11] . That [3:12] we're [3:12] not [3:13] anticipating today [3:15] . And that is [3:15] a [3:15] surge [3:17] on [3:17] this [3:17] particular [3:18] coroner's [3:19] office one [3:20] . Would be [3:22] Possibly a tsunami [3:26] . A flood of [3:27] the Skagit River [3:29] . A pileup [3:30] on [3:30] I-5 [3:31] . An earthquake [3:35] a landslide. [3:36] We all know about Oso [3:37] , a mass [3:37] shooting [3:38] . Or [3:39] a [3:39] bad month [3:40] of [3:40] f [3:42] fentanyl overdose [3:44] . These case [3:46] Loads will [3:49] Outstretch our [3:49] ability [3:51] of what the corners can [3:51] do [3:51] right [3:53] now and [3:53] everything [3:54] goes on the side [3:55] and gets [3:55] delayed [3:56] . In [3:58] addition to losing [3:58] the state subsidy [4:00] . I've [4:01] provided [4:02] you with some notes. I [4:03] have some more that [4:04] I'll leave [4:04] with you [4:05] . We have a full [4:06] house, [4:07] but I want to [4:07] end by [4:08] saying [4:09] this [4:13] . We want [4:14] to [4:14] thank Coroner [4:15] Haley Thompson [4:16] . Extraordinaire [4:18] . [4:18] For 10 years of [4:20] great service [4:20] to this county [4:22] . She [4:22] leaves [4:23] behind [4:25] . This county 7 [4:26] in [4:27] this [4:27] state [4:27] for [4:29] accreditation [4:29] . Number [4:30] 39 nationally [4:33] . This state or [4:34] this county is accredited [4:36] . And [4:39] She believes [4:40] , as I [4:40] visited with [4:41] her [4:41] , that staying [4:42] in front [4:42] costs [4:43] . A [4:43] lot less [4:45] than [4:45] falling [4:45] behind. Thank you very [4:47] much [4:47] . [4:48] Thank you. If you have comments [4:48] you can [4:49] leave in the basket up [4:50] in front there too. Thank you [4:51] . [4:52] I'll do it [4:52] . Next [4:56] Anybody else [4:58] ? [4:59] Anybody else in your group? [4:59] Nope [5:01] , we're done [5:03] . Thank you [5:03] , [5:04] gentlemen [5:05] . Thank [5:05] you [5:06] . Good job [5:07] , [5:07] sir. Thank you [5:15] . Yeah [5:16] . Okey doke [5:17] start her [5:17] up [5:18] . Good morning. My [5:19] name is [5:20] John [5:21] Ravnick. I'm a [5:21] civil [5:23] engineer in [5:23] Skagit County [5:24] I've been [5:25] practicing for 42 [5:26] years [5:27] . And [5:28] I think this is the [5:28] 2nd time [5:30] that I've ever come to [5:32] the commissioner's [5:32] , um, [5:33] grasping for hope [5:35] . There [5:36] is [5:36] a [5:37] significant delay [5:39] in [5:40] permorating and processing [5:41] , and [5:42] I'm not going to go into the [5:43] permit issuance, that's going [5:44] to be somebody else [5:46] . But right [5:46] now [5:48] I've [5:48] got [5:48] 12 [5:48] Skagia [5:50] County [5:50] jobs [5:50] , right [5:51] ? 9 [5:52] of them [5:52] , I'm [5:53] going to say are average in [5:53] size [5:54] , if [5:55] not [5:55] larger [5:57] , probably [5:57] anywhere between 5 and 15 to [5:59] $18 million [6:02] . Their [6:03] construction [6:04] gets [6:04] significantly delayed [6:06] . By [6:06] the fact [6:08] that Do plans [6:08] , [6:09] documents, reports, whatever [6:10] it [6:10] takes to [6:11] permit the project [6:13] . [6:13] Are [6:15] seriously delayed, and you [6:15] might say [6:16] , what's serious? Is [6:17] it a [6:17] month? Is it [6:17] 2 [6:18] months [6:19] ? How [6:20] about anywhere between and [6:20] 5 [6:20] years [6:22] , ok [6:22] ? I'd like for each [6:22] one of [6:24] you to decide to [6:24] carry [6:24] the [6:25] , the wallet that [6:26] it takes [6:26] to [6:26] own [6:27] that property and to [6:28] hold up on [6:29] your interest and [6:31] pay for all the design services [6:31] that come along [6:33] . So [6:35] I [6:35] would [6:36] hope that there is a time [6:38] . When [6:38] we can [6:40] work together with the [6:40] commissioners [6:42] . Some type of [6:42] a [6:43] stakeholder [6:44] working meeting [6:45] , um [6:45] bring [6:46] in some [6:47] of your staff [6:47] that's directly [6:49] involved in the [6:49] process [6:49] . And try [6:50] to [6:51] get [6:51] answers [6:51] as [6:51] to [6:53] why [6:53] technically there's [6:54] maybe [6:55] 3 people that I [6:56] know of [6:56] that [6:57] are [6:58] involved in the [7:00] civil [7:00] aspects of projects [7:02] . Now, some [7:03] of my sites are small, some of [7:03] them [7:04] are large [7:04] . And [7:05] if [7:05] I'm [7:05] putting in [7:07] a utility and I have [7:07] to call for [7:09] an inspection, and [7:09] so I called for [7:09] an [7:11] inspection, [7:12] and it's going to be on Friday [7:13] . [7:13] Super. Ok, I'm [7:14] gonna work my [7:16] schedule around that [7:17] . Monday [7:18] morning, the inspection hasn't [7:18] occurred [7:20] , so [7:21] the contractor is [7:22] . [7:22] Forced [7:25] Forced to fill that [7:27] trench in, only to [7:27] get [7:27] penalized by [7:29] the [7:29] county because [7:30] he didn't come out [7:31] and inspect [7:32] it, no [7:32] . He didn't [7:33] abide by his [7:34] own schedule [7:36] . So there [7:36] are [7:37] things that we [7:38] need to [7:38] do [7:39] with [7:39] staff [7:40] . I think you have [7:42] 123 [7:43] people that [7:43] In [7:45] part are [7:45] involved in inspections [7:47] . Well [7:47] , [7:48] keep in mind those people [7:49] are [7:49] also [7:50] doing the plan reviews [7:51] . [7:52] And you can't [7:52] do both [7:54] , and [7:54] the [7:54] brunt [7:56] falls upon the [7:56] property [7:57] owner [7:59] , the developer who has to [7:59] carry the load or paying [8:00] the [8:01] expenses [8:03] . So [8:03] that's one very, [8:03] very [8:05] important aspect [8:05] . That we [8:06] would like to meet [8:07] with you on [8:08] to figure out, is there a [8:10] solution? Can I pay [8:10] overtime [8:11] for staff time [8:12] . How do we get [8:13] over this [8:14] ? Problem [8:16] You can't [8:17] let it just sit there and [8:17] ignore it. That's not going [8:18] to [8:19] do it [8:19] any longer. You've got [8:20] to [8:21] hold [8:21] staff accountable for [8:22] their actions [8:23] . Thank you. Thank [8:24] you [8:25] . Ok [8:26] Oh [8:37] . Hello, my name is [8:37] Josh Baldwin [8:39] . I'm a project [8:39] manager with Quantum [8:40] Construction and thank you [8:41] for [8:41] making time for [8:42] us today. Um, [8:42] as [8:44] we talk about this, I want [8:44] to come from the point [8:46] , um, the [8:46] same way we approach [8:48] construction projects, which is [8:49] where all part of [8:50] the same team [8:51] going for the same goals. We're [8:51] not in [8:52] different parties [8:53] sitting on the opposite sides [8:53] of [8:54] the table [8:55] with competing [8:55] interests, but [8:57] We're [8:57] all [8:57] Skagittonians who are trying to [8:58] make a [8:59] better place, and a lot [9:00] of the things that [9:01] the [9:02] construction industry addresses [9:03] are things that are also [9:03] really [9:04] important to the county [9:04] , um, [9:05] construction is [9:06] a [9:06] profit center [9:07] Every time we [9:08] build a project, [9:08] you get [9:09] permit fees [9:10] , uh, [9:11] increased sales tax. I think [9:11] it's [9:13] 21% of the sales [9:13] tax base, [9:14] something like [9:15] that [9:15] is [9:16] construction related, um, plus [9:17] increased property [9:18] taxes as [9:18] projects move on [9:20] . So [9:20] viewing [9:20] construction [9:21] as [9:21] a [9:22] profit center [9:23] rather than a cost center [9:24] is an [9:24] important way to frame the [9:25] construction industry from the [9:25] county's point [9:26] . Of view [9:27] . Um [9:28] , it [9:29] also meets county needs of [9:29] affordable [9:31] housing and [9:31] commercial expansion, things [9:32] that [9:33] are absolutely needed for [9:34] the growth and future [9:35] success [9:35] of our county [9:36] . Um [9:38] , Time risk is [9:40] an important part of [9:40] construction that doesn't get [9:41] talked [9:42] about [9:42] a [9:42] lot um if when [9:43] people [9:44] are [9:45] developing projects [9:46] , [9:47] they're starting years in [9:47] advance and [9:48] they're [9:49] anticipating needs, market [9:49] conditions [9:51] , interest rates, all [9:52] of these types of things, and [9:54] there's naturally delays in [9:54] that [9:55] process. What can also [9:56] happen though is we [9:57] hit [9:58] delays [9:58] in inspections [10:00] and [10:00] delays [10:00] in [10:01] permit review, and [10:03] we get put [10:04] back to the back of the line [10:04] because there's a new [10:05] requirement. All of [10:06] that [10:07] discourages future expansion [10:07] and [10:09] Future [10:09] development by [10:10] people and [10:11] so it hurts the [10:12] county ultimately the longer [10:13] time goes. So [10:14] , it's important [10:14] to [10:16] think of time as a risk [10:16] , not [10:16] just money [10:18] . Um [10:20] , An important [10:21] step that might be [10:22] really [10:23] helpful from the county's [10:23] perspective is [10:25] to introduce a [10:25] triage process for permits. If [10:26] there [10:27] was [10:28] somebody who had [10:29] the [10:29] expertise and the empowerment [10:30] to look [10:31] at [10:31] permits [10:32] and [10:32] um waive [10:34] or sign off on [10:34] simple items [10:36] , [10:36] you could [10:37] use one staff [10:38] member [10:38] to [10:39] greatly expand the [10:39] ability [10:39] to [10:41] move permits through [10:41] , [10:41] especially simple ones that [10:43] might otherwise share staff [10:44] time with [10:45] very [10:45] complicated [10:46] projects that should take a lot [10:46] longer [10:47] . My [10:47] wife has been an er [10:48] nurse, and that's the first [10:48] thing [10:49] that they do is they [10:50] triage With patients and [10:51] figure [10:52] out who can be [10:52] quickly [10:52] exited [10:53] from [10:54] the process and who needs [10:55] significant resources [10:56] put to [10:56] them [10:57] . Um [10:59] , also to echo [10:59] something that John said [11:01] , uh, [11:01] changing rules between [11:03] inspections [11:03] and review [11:04] loses [11:06] efficiency and mental focus for [11:08] staff members, you know, we're [11:08] talking to people who want [11:10] to [11:10] review permits [11:12] , and they're [11:12] being called out to the field. [11:13] That's a very [11:14] different [11:14] mindset [11:15] and takes their time to do that [11:17] Um [11:17] , and when [11:19] we [11:19] hold up [11:19] projects, we also [11:21] hit [11:21] different [11:22] issues like weather. I'm trying [11:23] to permit just a simple house [11:24] expansion right now [11:25] , but we [11:26] have to tear the roof off. [11:26] We've [11:28] been waiting for 3 weeks [11:28] past when the review was [11:29] scheduled [11:30] , and as we move into [11:31] the fall, we're [11:32] concerned that [11:33] we're going to be taking the [11:33] roof off of [11:34] the [11:34] house right in [11:35] time for the rain to hit [11:36] . So [11:37] moving [11:38] . Uh, projects through [11:40] Thank you very much for your [11:40] time [11:42] . Thank you, Josh [11:45] . Next [11:51] . [11:51] Commissioners, thank you for [11:53] taking the time [11:53] . Uh [11:55] , Shelby [11:55] Vanderpool [11:57] , civil contractor in [11:58] Skagit County for over 30 years [12:00] Um [12:01] , Just [12:02] to [12:02] reiterate [12:04] , John [12:04] and [12:04] Josh [12:05] , uh, the struggles [12:06] we're [12:07] facing, um [12:08] , On [12:09] the [12:09] contractor's [12:09] side of [12:10] the [12:11] permitting [12:13] process [12:13] , [12:14] uh, one [12:15] issue [12:15] , John [12:15] mentioned [12:16] briefly on is [12:17] the inspection [12:18] process [12:20] . The [12:22] new [12:22] civic [12:22] access [12:23] portal for [12:24] requesting [12:24] inspections [12:26] . Um [12:28] , I [12:29] is [12:30] not [12:31] properly [12:31] In [12:32] my opinion [12:33] , being [12:34] maintained [12:35] . Um [12:36] , when we put in [12:38] for inspections, we [12:40] rarely know [12:40] if they're going to happen [12:42] . We [12:43] don't [12:44] know [12:44] the [12:45] exact time it's [12:45] going to happen [12:46] or if [12:47] it [12:47] happens [12:47] . If [12:49] that [12:50] inspection is [12:50] completed [12:52] . Rarely [12:53] is the permit [12:53] in the [12:54] portal [12:54] updated [12:55] , which is [12:56] a frustration on [12:57] the [12:58] contractors in the phasing of [12:59] the job [13:00] . To know if we [13:01] can move [13:01] on [13:03] and backfill and with the [13:05] weather, we, we've got to be [13:05] able to get this ground [13:06] covered [13:07] up [13:07] . With all [13:07] the [13:09] new stormwater [13:12] regulations that were that are [13:12] upon us [13:14] and especially in [13:14] Skagie County in [13:16] Washington [13:16] , [13:16] Western Washington [13:18] , large [13:19] amounts of rain. It's a, it's a [13:20] big impact to the [13:21] project and [13:21] to the [13:23] surrounding properties [13:24] . [13:25] Um [13:28] , The civic access portal [13:32] . I [13:35] Very cumbersome in [13:36] the fact [13:36] that [13:37] the communication between [13:39] the contractors and the county [13:40] . [13:41] There's, there's a, a big [13:41] void [13:43] . [13:43] No longer are we able to pick [13:44] up [13:45] the [13:45] phone. We leave [13:48] . [13:48] Multiple voicemails [13:49] before [13:50] ever [13:50] hearing back if we hear back [13:52] . [13:53] From the planning department [13:56] . [13:57] Um [13:59] , Like Josh and John said [14:00] , [14:01] we're, we're here to help. We [14:02] want to be a [14:03] part [14:03] of the [14:03] solution [14:05] . Ah [14:06] , You know [14:08] , One of [14:08] my notes here is [14:10] the number of [14:10] permits [14:11] it takes [14:12] . Uh [14:12] , currently [14:12] on a, on [14:13] a specific project [14:14] , I [14:15] have 5 permits [14:17] . Does there need [14:17] to [14:17] be 5 [14:19] separate permits [14:19] . For a [14:19] project [14:22] . Uh, we have a [14:22] low [14:24] impact development. I have a [14:24] demolition permit [14:25] . I have a [14:26] fill and grade permit. I have [14:28] an [14:28] underground fire line permit [14:29] and I have a [14:30] building permit. [14:31] Every one of those [14:32] has [14:32] inspections [14:33] . And [14:34] a lot of them [14:35] are the [14:35] same inspections [14:37] . So [14:38] that's requesting the county [14:40] inspector to come out to the [14:41] same project, 5 [14:42] different times [14:42] to see the same thing [14:44] . Not very [14:45] efficient [14:46] . Um [14:48] , Yeah [14:50] . Would love [14:51] to get support from the county [14:53] on the contractor's side [14:53] , and [14:54] uh thank [14:55] you for your time [14:55] . [14:56] Thank you [15:02] . My [15:02] name's [15:04] Alan [15:04] Perks [15:04] I've been in [15:06] the [15:06] county for [15:06] 60+ [15:07] years [15:08] and [15:09] uh I've been in [15:09] construction [15:11] also for 40 [15:11] some [15:11] years [15:13] . I'm more [15:13] from the [15:15] commercial building side, so [15:16] the things that [15:17] I would [15:17] like to [15:18] to share [15:20] real quick is [15:21] currently we have [15:22] , you're [15:22] building official [15:24] . Randy [15:24] Johnson [15:25] . Your [15:26] storm management, [15:27] uh [15:29] , Um [15:30] , plans examiner [15:31] , Sean [15:31] Christensen [15:33] . Your [15:34] , uh, [15:34] commercial [15:35] plants examiner, Al [15:36] . [15:36] Can't remember [15:38] to say his name [15:38] right, but [15:40] , uh, anyway, Big [15:40] Al [15:40] , [15:41] and, and, uh [15:44] . These [15:44] are the [15:45] people doing your inspections [15:47] . [15:47] So [15:47] every [15:49] hour [15:49] , roughly 15 to [15:51] 20 [15:51] inspections a day [15:52] . In [15:52] an 8 [15:54] hour [15:54] day throughout the county [15:55] means [15:56] they can only spend a minimum [15:56] of [15:58] 15 minutes [15:58] at each location [16:00] . [16:01] Every [16:02] time that [16:03] has been [16:04] sold [16:05] this last spring [16:05] and [16:05] summer [16:06] when [16:07] we've had Al [16:08] . And, and [16:09] , [16:10] and Sean and, and [16:10] uh I [16:11] haven't [16:12] had Randy on one of mine, but I [16:12] know he's [16:14] out there doing it, [16:14] ok [16:14] . All [16:16] their [16:16] work stops [16:18] . It [16:18] don't get, it [16:19] just stops [16:20] . [16:21] Because they're the only ones [16:22] you have to [16:23] do it. So here [16:23] you [16:23] got your [16:25] key pe [16:25] uh from the [16:26] commercial side [16:27] , your [16:27] three key [16:28] people [16:28] . Ok [16:30] . That are out [16:32] doing [16:32] legwork and everything stops in [16:33] here [16:34] . No [16:34] plan reviews are done [16:35] or anything [16:37] like that. And the [16:37] thing is [16:38] , is that [16:39] , uh, you're [16:39] not [16:41] going to, and it's not [16:41] going to be efficient to [16:43] try to [16:45] train other staff members to do [16:46] these roles [16:48] . Because they're [16:48] already tasked [16:50] with a, with [16:50] what they're doing [16:52] . The [16:52] , the [16:53] thing is, is maybe you need to [16:54] , [16:55] maybe we need to remove some [16:55] of [16:56] the [16:57] non-essential tasks that [16:58] they're doing [17:01] . The uh in my [17:01] career, I've [17:02] learned that [17:03] the [17:04] whole purpose of the, the [17:05] , the [17:06] permitting process, is that me [17:08] already? Ok, one more minute. [17:09] Ok. Is that another [17:10] 3 minutes [17:10] ? [17:10] No [17:11] . Life safety [17:12] , life [17:12] safety, [17:12] life safety [17:14] . Ok [17:15] , why can't we [17:15] focus on that [17:17] ? Why is it we had [17:17] to [17:18] the example is [17:19] why is it we [17:19] had to for [17:21] 40 years we've [17:21] turned in [17:22] water [17:23] availability [17:24] letter from pud to the [17:26] county [17:26] signed by the [17:28] pud engineer [17:30] . Now [17:31] effective [17:33] this last the spring [17:33] here [17:34] now [17:35] public works, they [17:35] have their own form [17:38] . It has [17:39] to [17:39] go [17:40] back out and it has to [17:41] be [17:42] signed [17:44] by pud [17:44] with [17:44] the [17:46] that's [17:46] been on [17:47] the [17:48] letter [17:48] of [17:49] water [17:49] availability [17:51] for 40 some years [17:52] . [17:53] Oh, they did attack, I think a [17:55] $300 fee to [17:55] it [17:56] also [17:57] 375 or [17:57] something like that [17:59] , ok [18:00] . The, [18:00] the, the other [18:02] , the main thing [18:02] I, last thing I want to try to [18:04] hit on [18:06] is [18:06] that we [18:07] , the county [18:08] requires third [18:09] party [18:09] inspections by credited [18:10] professional people [18:11] . Is [18:11] that me [18:11] ? That's [18:13] you. Yep. Can I take [18:14] an extra second, please [18:15] ? Just a [18:16] second here [18:18] . Accredited people [18:18] Peter's [18:19] laughing because he [18:20] knows me. Ok [18:21] . The bottom [18:22] line [18:22] is, is, uh [18:24] , Um [18:27] , they were doing [18:27] 3rd [18:28] party [18:29] inspections [18:31] by [18:32] credited agencies [18:33] , geos [18:34] , many [18:34] others, ok [18:35] . Why did [18:36] the county [18:38] have to do them too [18:40] ? I [18:42] , so [18:43] , so [18:45] then you're sending them out. [18:46] We have 2 people look at [18:47] all of [18:48] those tasks [18:49] , and [18:51] they [18:53] require [18:54] it to [18:55] do [18:57] our concrete work [18:58] , our [19:00] rebar [19:02] , our [19:04] our structural [19:06] , our [19:08] embeds [19:09] into our [19:11] uh or the [19:11] , the [19:12] embeds into the slabs [19:13] and [19:14] so [19:14] forth [19:15] . There's got to be a [19:15] better way [19:16] , and [19:16] the bottom line [19:17] is, is you are [19:18] , you are [19:18] putting [19:19] the [19:19] , the [19:20] brakes on what [19:21] you're [19:21] complaining about. It's not [19:21] having revenue [19:22] . But yet [19:22] you've [19:23] got [19:23] Two [19:24] that Shelby's project [19:25] and ours are kitty corner from [19:25] each other [19:25] . They're both coming [19:26] out of the city [19:26] of [19:27] Anacortes [19:27] , [19:28] Tusktchet County [19:28] . And [19:29] my [19:30] question is [19:31] , Why can't they be [19:31] here sooner [19:32] ? Thank you [19:32] . Anybody [19:33] else [19:33] ? Mr [19:34] . Won [19:35] . Got you go right [19:35] ahead [19:37] . Let them out [19:41] . Rebecca [19:41] Peck [19:42] from Bow. Good morning [19:43] . [19:44] There's a lot of things going [19:45] on in our country right now [19:46] that [19:48] are [19:48] unjust and [19:50] And [19:50] people [19:51] aren't being held accountable [19:51] for [19:52] that, and that's something [19:53] that needs [19:54] to [19:54] change. This [19:55] county stands for liberty [19:56] and [19:57] justice for all, and that's not [19:58] happening here [19:59] right [19:59] now [19:59] . Just [20:00] gonna do [20:01] one [20:01] example today [20:02] , ice [20:03] is shredding [20:04] the [20:06] Constitution [20:06] violating 6 [20:08] constitutional [20:09] amendments daily as [20:10] they kidnap [20:11] people off the streets from [20:11] work sites [20:12] , from hospitals, [20:13] from courts [20:14] , and even two [20:15] blocks from right from here, [20:15] right [20:17] here in Mount Vernon [20:17] . The [20:18] list is [20:19] long and includes [20:19] many [20:20] rites [20:21] . First [20:22] Amendment includes [20:22] the freedom of speech [20:23] , freedom [20:24] of press, rights [20:24] to [20:24] peacefully [20:26] assemble [20:26] . Ice [20:26] violates [20:27] that [20:27] watch [20:28] any video [20:31] . The Fourth [20:32] Amendment rights of people to [20:33] be secure in [20:33] their person's [20:33] house, papers [20:35] , and [20:35] effects [20:36] against unreasonable [20:37] searches [20:37] and [20:37] seizures [20:39] , seizures [20:40] , right [20:40] and also [20:41] the right to [20:42] probable [20:42] cause warrants [20:44] . Fifth Amendment [20:45] and I'm quoting, these [20:46] are [20:47] words directly from the [20:47] Constitution [20:48] , nor [20:49] be [20:49] be [20:49] deprived [20:51] of life, liberty, or [20:51] property [20:53] without [20:53] due [20:53] process of [20:54] law [20:56] . Sixth Amendment to have [20:58] the assistance of counsel for [21:00] his defense. 8th [21:00] Amendment Ex [21:02] excessive bail shall not be [21:02] required [21:04] , nor excessive [21:04] fines [21:05] imposed [21:06] , nor cruel [21:07] and [21:07] unusual [21:09] punishments afflicted [21:09] . Go [21:11] visit [21:11] a detention center, see if [21:12] that's [21:13] not cruel [21:15] . Uh [21:15] , 16th [21:16] , no [21:16] , [21:17] the 14th Amendment is [21:17] the [21:18] civil [21:18] rights amendment [21:20] , Section 1 [21:20] , [21:21] nor denied to [21:22] any [21:22] person within [21:23] its jurisdiction [21:24] the [21:24] equal [21:25] protection of the [21:26] law [21:26] , and [21:27] that's talking about any [21:29] . [21:29] Actual person in the us [21:31] . Sure [21:31] , [21:32] let's blame [21:33] the [21:33] emigrants for [21:34] what's wrong in our country [21:36] . [21:36] Instead of [21:36] greedy white [21:38] men [21:38] taking so much from everyone [21:39] else [21:41] . Food [21:41] rots [21:42] in [21:42] grocery [21:43] dumpsters while somebody nearby [21:43] is hungry [21:46] . Empty houses [21:47] or [21:47] apartments, and people sleeping [21:48] on [21:49] the [21:50] street. There [21:51] is [21:52] medicine, but can you afford it [21:52] when you [21:53] need [21:54] it [21:54] . If not, it's [21:54] the farm [21:56] workers' fault, or [21:56] maybe it's the nursing home [21:57] worker's fault [21:58] . Whoever is [21:59] brown or black [22:03] . Here's a quote [22:03] from [22:03] a song [22:05] by the system of [22:05] the Down [22:07] . Why [22:07] do [22:07] presidents [22:08] always fight [22:09] a [22:09] war [22:10] ? Why do they [22:10] always send the poor [22:14] ? Yes [22:14] , [22:14] let's blame the immigrants for [22:15] shredding [22:16] our [22:17] constitution, not [22:17] those greedy [22:18] white men [22:19] . Thank [22:19] you [22:23] . Thank you [22:23] . Anybody else [22:28] ? I [22:28] love the passion in [22:30] the room [22:32] . [22:33] This [22:34] is [22:35] Elka McCartney from [22:36] Anacortes again, uh, this [22:37] is [22:38] my [22:39] stop lithium Bess comet number [22:41] 32. I continue to quote from [22:43] Seattle Times opinion piece by [22:44] Snowqualmie [22:46] City Council member [22:46] Dan Murphy [22:48] , quote [22:48] , The fossil [22:48] fuel [22:50] playbook's 2nd [22:50] page [22:50] is [22:52] fear [22:53] . Ask hard questions, and [22:53] then [22:54] the [22:55] answers, the answer [22:56] is [22:57] threats of brownouts and [22:57] blackouts [22:59] unless this project [23:00] is built on this site [23:01] , on [23:01] this [23:02] schedule, the grid strain [23:04] . [23:04] Being invoked [23:06] is real concern, [23:06] and the biggest [23:08] new [23:08] driver is [23:08] da da [23:10] da da [23:11] data centers demand [23:11] that [23:12] could add 2 [23:13] to [23:13] 4 Seattle's [23:15] worth of load across the [23:15] Northwest by 2030 [23:17] . But the [23:18] question of [23:19] who pays for that [23:20] and how [23:21] merits [23:21] careful [23:22] consideration, what it [23:23] doesn't [23:24] merit [23:24] , prioritizing [23:25] a [23:26] developer's profit and [23:27] convenience [23:28] by [23:28] steamrolling [23:29] communities who are asking for [23:31] a [23:31] transparent public process [23:33] . [23:33] Quote requiring a [23:35] public [23:35] hearing for a [23:36] utility scale [23:37] battery facility should be the [23:38] bare men and women. You know [23:38] what [23:39] I say [23:40] . That [23:42] should be so [23:42] for [23:44] every lithium-bas unit [23:44] , [23:45] including [23:46] small ones [23:46] such as [23:47] the disaster that [23:48] is [23:48] on Samish [23:49] Island [23:51] . Next to [23:51] the firehouse. [23:51] Oh [23:53] my gosh [23:53] , pse is not [23:55] taking [23:56] any responsibility whatsoever [23:56] for [23:57] the [23:57] noise [23:58] , the [23:58] impact on [23:58] local [24:00] property owners [24:00] , the [24:02] environment [24:02] , and honestly, I [24:03] don't think [24:04] lithium best [24:05] installation should be [24:06] built [24:06] anywhere [24:07] on [24:09] Earth because if [24:09] there's lithium involved [24:11] , it's [24:11] dangerous from the start in the [24:12] way it's mined [24:14] . With slave [24:14] labor [24:15] , toxic [24:16] mining practices [24:16] to [24:17] the [24:18] dangerous flammable, [24:18] hard [24:20] to [24:20] uninstall [24:20] finished [24:21] product [24:22] , and then there's the [24:23] aftermath of lithium [24:24] fires. I [24:25] talked [24:25] about recently [24:26] the [24:27] Maui [24:27] method [24:27] of [24:29] post-fire [24:29] cleanup [24:30] after the [24:31] Lahaina fire [24:31] , Maui [24:32] needed to come up with a way [24:33] to [24:34] clean up the awful [24:34] mess left [24:34] behind by [24:36] all kinds of [24:36] lithium [24:37] batteries [24:38] and make sure they [24:39] were safe enough to haul away [24:40] off island by as [24:41] many miles [24:42] , [24:43] the diesel fueled ships [24:44] . [24:45] Traveled and [24:45] then hauled via [24:48] diesel fueled trains and trucks [24:49] to a place [24:49] in [24:50] some unfortunate [24:52] us state to bury them [24:54] . We do [24:54] this over and over again. We [24:56] do [24:56] it over and over [24:56] . We say [24:58] , Hurry [24:59] up, we need to [25:00] fix this message [25:01] and then we get sprayed [25:03] with [25:03] ddt or we take safe [25:05] and [25:05] effective medicines that turn [25:06] out not to be [25:07] so [25:07] like [25:08] thalidomide, OxyContin [25:10] , Vioxx, [25:10] on and [25:10] on [25:12] , and then there's the [25:12] aftermath [25:14] , people ill [25:14] , [25:15] permanently disabled [25:16] , or killed [25:17] and our [25:17] environment [25:18] trashed [25:19] . [25:19] Let's prevent the need [25:21] to [25:21] deal [25:21] with [25:21] a [25:22] disastrous [25:23] aftermath [25:23] . [25:24] Moratorium right now [25:25] , a [25:25] many [25:26] years long [25:26] one until [25:27] you [25:28] actually get the truth [25:28] . And [25:28] the [25:28] answer [25:30] to the question of what [25:30] does [25:32] lithium best give us [25:33] ? More [25:34] next time [25:35] . Thank you so much [25:36] for [25:37] your attention and the [25:38] reference to [25:39] the articles [25:39] there [25:39] Thanks [25:41] . Anybody else? Go ahead [25:43] . [25:44] Ok, now [25:44] that she's scared you, [25:44] I [25:47] have to [25:50] . Oh [25:50] . Hi [25:51] , I'm Laura [25:52] Stansbury Weis from Mount [25:53] Vernon [25:54] , and [25:55] I [25:55] have [25:57] copies of [25:57] the stuff I'm going [25:57] to say [25:59] in [25:59] triplicate [26:02] . Well, you heard the [26:02] bad news, which [26:04] is this stuff [26:04] is kind [26:06] of not really the best [26:06] for [26:06] our [26:08] ecologically delicate [26:09] situation, and [26:10] it's [26:10] cold [26:11] , which [26:11] means they're [26:12] not [26:13] efficient [26:13] , [26:13] and [26:15] it's wet [26:15] , which means [26:17] . [26:18] They're dangerous [26:19] , but it turns [26:20] out there are [26:21] federal grants [26:22] available [26:24] . And [26:25] one of them [26:26] . Is [26:27] from [26:28] the Department [26:28] of [26:29] Clean [26:29] the Office of [26:31] Clean [26:31] Energy from [26:33] the [26:33] doe office [26:35] that is managing [26:36] a multi-million [26:37] dollar grant [26:38] program specifically designed [26:39] to [26:40] bring advanced battery [26:40] storage [26:42] to [26:42] rural grids [26:44] . And [26:45] through [26:46] the [26:47] ira expansion [26:48] , [26:48] there [26:49] are [26:51] reap grants that [26:51] cover up to [26:51] 50% [26:53] of [26:53] total [26:54] eligible project costs [26:55] for [26:56] renewable [26:57] energy systems [26:58] and [26:58] integrated [27:00] battery storage [27:01] applications for our area [27:02] are [27:03] because our valley is [27:05] . I'm [27:07] pretty organic farming [27:09] , [27:10] agricultural co op, local [27:11] food [27:11] processors [27:12] , seed [27:13] companies, and [27:14] you know, are [27:14] all [27:15] important [27:16] salmon fisheries [27:18] , um, they have [27:20] Uh [27:20] , I [27:21] think [27:22] it's like something [27:22] like [27:25] . Underutilized [27:27] technology [27:27] set [27:27] aside [27:29] Section [27:30] 22002 [27:30] specifically [27:32] sets [27:34] aside 303 [27:34] million [27:36] for [27:37] underutilized tech [27:38] and they have [27:39] . Uh [27:43] , An [27:43] actual [27:43] set [27:45] aside for them [27:46] . Through [27:47] the [27:48] domestic content bonus [27:49] in [27:49] the [27:50] ira domestic [27:52] content Energy [27:52] Community [27:52] tax [27:54] bonus for uh [27:56] . [27:57] Basically [27:58] using [27:58] the [27:59] American [27:59] company [28:00] producing [28:01] them right [28:01] now, which seems [28:03] to be [28:03] eos [28:04] Energy as a [28:05] There [28:06] are [28:07] loan [28:07] guarantees [28:08] . And [28:09] I [28:10] have [28:11] the [28:12] particulars in my handout [28:14] . That [28:15] apply to [28:15] our [28:16] region and [28:17] situations [28:17] . So [28:18] if you want to [28:19] take a look at my handout, I [28:21] have it in [28:21] triplicate [28:21] . I [28:22] highlighted [28:23] some of [28:23] the more [28:24] interesting [28:26] areas and you guys [28:26] can make your [28:27] own [28:28] decisions, [28:28] but [28:28] . As [28:30] a [28:30] person who's partner [28:31] died, I know about [28:32] people who [28:32] come along and [28:34] give you [28:35] expensive gifts, hoping they [28:35] can control [28:36] the [28:37] choices that [28:37] you make [28:39] . And [28:41] um sometimes you [28:42] gotta tell them no because they [28:42] don't have [28:44] your best interests [28:44] at heart. They [28:45] want your farm [28:46] . [28:46] So [28:48] I [28:49] urge you to [28:50] take a look at [28:51] some of [28:51] your [28:52] alternatives [28:53] because they aren't all [28:53] impossible [28:55] . Thank you, thank [28:56] you [28:57] very [28:57] much [28:59] . Anybody else in [29:00] the room? Go ahead [29:08] . My name is [29:09] Todd Ferguson [29:10] . I'm resident of [29:11] Skagia County my [29:11] whole life [29:13] , uh [29:14] first off, I just want to say [29:15] . [29:16] Do a, do a [29:17] search on battery [29:19] . [29:20] Uh, what, what things are ready [29:22] to come online that are [29:22] way [29:23] safer and [29:24] way [29:24] better. I [29:24] would [29:25] implore [29:26] you guys to put [29:26] a [29:27] moratorium on this thing and [29:28] no [29:29] don't do it for [29:29] at least 5 [29:29] years [29:30] , 3 [29:31] or 4 years at minimum [29:33] . [29:34] The other thing I want to talk [29:35] about is, uh, listening to [29:36] these guys here [29:37] . I've been a [29:38] carpenter in Skagia [29:39] County for [29:40] 44 years [29:40] , been a contractor [29:41] 4 [29:42] times, owned [29:42] a cabinet shop [29:44] . [29:45] And the [29:47] problem with us, which [29:47] my wife and I have [29:48] experience [29:49] with the medical situation as [29:51] we remember how [29:51] it used to [29:52] be. [29:52] And [29:53] I know I sound like an old [29:54] guy, it's because I am one [29:56] . You [29:56] can't talk to a doctor [29:57] . You [29:58] can't talk to, I [29:59] , I, when [30:00] I got [30:00] here, I said, can [30:01] I get [30:02] uh the [30:03] paperwork for demolition permit [30:03] Oh [30:05] , it's all online. It's [30:05] all [30:06] online. Everything's online [30:07] . [30:07] When [30:09] we [30:09] , my partner and I [30:10] went [30:10] to Cedar [30:11] Woolly [30:12] and changed two [30:12] stores [30:13] into [30:13] the chamber what is [30:14] now the Chamber of Commerce for [30:15] Jack McIntyre [30:16] . We [30:18] walked across [30:18] as we started tearing down, oh [30:19] no [30:20] , tearing down [30:21] the [30:22] suspended [30:23] ceiling in the [30:23] two halves [30:24] . We [30:25] walked over to the building [30:26] department and the old [30:27] city [30:27] hall and we went up, got the [30:28] building inspector. He says [30:29] , [30:29] well, let me go over there and [30:30] see how, what, what you guys [30:30] are doing [30:31] . So, we went in and [30:32] said we're going to do this, [30:33] we're going to do that [30:33] , we're [30:34] going to, you know, take the [30:35] party wall [30:36] down [30:36] , fix things up [30:36] , [30:37] rewire [30:38] some [30:38] stuff. He says, [30:39] yeah, he says, you probably [30:39] need to [30:41] get a permit [30:41] . But [30:42] while [30:43] I'm doing that, go ahead and [30:45] get started. If you have any [30:46] questions, just come over [30:47] and [30:48] I'll come over and see what you [30:48] guys got [30:49] questions about [30:50] . I've [30:50] been a [30:52] carpenter, as I said, [30:52] for 44 [30:54] years [30:54] . I just need [30:54] to [30:55] know [30:56] two [30:57] things where the [30:57] property lines and where do [30:58] you [30:58] want it [30:59] to sit? I know [31:00] all [31:01] about [31:01] the [31:01] engineering spans [31:02] , [31:03] weights [31:03] , point loads [31:04] , all that [31:04] stuff [31:05] . And [31:06] I would [31:07] question [31:08] anybody that requires everybody [31:08] to put all [31:10] these stinking hole [31:10] downs and everything is to go [31:11] out [31:12] and look at some of those [31:13] 80 and 90 [31:14] and 100 year old [31:15] farms [31:16] that [31:17] survived the 90 mile [31:17] an hour [31:19] winds [31:19] back [31:19] in 19 [31:21] or [31:21] 2000 and yeah [31:21] , 1990 [31:23] . They all [31:24] survived [31:25] 2 [31:26] by 4s on [31:26] a [31:26] 1 [31:27] by 6 [31:28] piece of lath for a ridge pole [31:30] . [31:31] I've, I've seen it all [31:32] , and [31:33] it's, you guys are [31:33] way [31:35] overthinking this thing, and so [31:35] I [31:37] just encourage what they said [31:37] If you're [31:39] going [31:39] to introduce [31:40] one new rule. I've [31:41] challenged [31:42] you guys with this before. Take [31:42] out 10 of the [31:44] old ones because [31:44] they're making [31:46] it impossible to [31:46] build. Thank [31:48] you. Thank you, [31:48] John. Thank you [31:50] . Anybody else [31:51] in the room [31:53] ? Do [31:55] we [31:55] have [31:55] anybody [31:58] online? Telephone call [31:58] . He [31:59] was [32:00] ready to go. Hi, Ed Johnson [32:01] , [32:01] can you [32:02] talk now? Sure ahead. [32:02] Go ahead, Ed [32:04] . All [32:06] right. I [32:06] , um, [32:07] county [32:08] commissioners, I'm [32:09] in [32:09] LaConnor and [32:11] uh wow, I had one [32:11] comment and I'm [32:12] , I guess I'll [32:13] make that one quick, and that [32:14] is we got to [32:15] get rid of all [32:16] this negativity [32:17] and hate [32:18] , which [32:18] is displayed in so many [32:20] different ways like no parking [32:23] signs and what you can't do, [32:23] and I come to [32:24] the [32:24] realization [32:25] that we're driven [32:25] by [32:26] criminals [32:26] in [32:27] this country by all the [32:28] laws [32:29] and stuff, and that's not the [32:29] way I think it should [32:31] be, but [32:31] we should be [32:32] , in fact, you know [32:34] congratulating and applauding [32:35] . [32:35] All those that [32:36] do [32:36] well in our [32:36] communities [32:37] for [32:38] the community [32:38] at all [32:39] times [32:40] , and I'm a [32:40] big [32:42] advocate for if anyone does [32:45] something intentionally [32:45] to harm [32:47] emotionally, physically [32:47] , or [32:47] financially [32:49] , but they just go [32:49] straight to the meat grinder [32:50] and we put them in [32:51] the [32:51] ocean [32:51] or [32:52] the [32:53] , the farmland because [32:54] there's no sense to [32:55] be going [32:56] through this process. I've been [32:56] to the [32:58] courts and I've seen [32:58] . [32:59] You [33:00] know [33:01] , criminals saying that [33:01] they've [33:02] been [33:03] through [33:05] drug [33:05] rehabilitation [33:07] 789 times. [33:07] What's the [33:07] point [33:09] ? Anyways, it's [33:10] just cost effective. Now [33:11] the [33:12] comment by one of the ladies [33:13] . [33:14] You know, often I find [33:14] they're [33:16] emotional. So [33:16] , um, the [33:17] information regarding [33:18] lithium [33:18] batteries for sure. I think [33:19] there should [33:20] be [33:20] some [33:21] uh looking [33:21] into [33:22] , uh, what was the other [33:23] comment, the other [33:25] . 30 [33:25] . Well, [33:25] that's what happens when I get [33:26] old [33:27] . I [33:27] can't remember [33:29] anything [33:30] and there was another comment [33:30] this lady had [33:31] . Can you remind [33:32] me, I think her name was [33:33] Patsy [33:34] or Patty or [33:34] . Ega [33:36] . No [33:40] . I [33:40] can't [33:41] remember whether she was [33:41] talking about. It was [33:43] only [33:44] one-sided though, because he [33:45] didn't incorporate [33:46] . The [33:46] rest of [33:48] the story and [33:49] the [33:49] gentleman [33:50] talking about the [33:52] uh redundancy [33:52] of quality [33:53] and inspections. I'm [33:54] a [33:54] quality [33:55] specialist of 30 [33:56] some [33:56] years, 37 [33:57] , I [33:57] think, 7 [33:58] states [33:59] , 4 [33:59] countries, and the bottom [34:01] line [34:01] is, yeah [34:01] , quality is [34:03] a [34:03] totally [34:04] redundant system. Why? Because [34:06] humans suck. They always want [34:06] to [34:07] cut [34:08] corners and get away [34:08] with things. I [34:10] mean, when I [34:11] worked in the military [34:12] for [34:12] countermeasures and [34:13] that [34:13] robotics and [34:15] the aerospace for [34:15] Boeing. I mean, it was [34:17] . Insane. [34:17] I mean [34:17] , you [34:19] think [34:19] about trying [34:19] to do a [34:21] job locally. How [34:21] about [34:22] globally? I was on [34:23] the 87 [34:24] program and we were dealing [34:24] with people [34:25] in [34:26] Jordan and [34:26] Italy [34:26] and [34:28] , you know [34:28] , Japan and [34:30] Korea [34:30] and even South Carolina and [34:31] so [34:33] on. And so we were dealing with [34:35] quality issues there and by the [34:35] way, every plane that goes [34:37] to [34:37] the flight line getting ready [34:38] to [34:40] be delivered has probably 20 [34:41] to 400 [34:42] different [34:42] nonconforming [34:43] items on it [34:43] , and [34:44] I don't, I [34:45] wouldn't fly [34:46] one of them [34:46] . That [34:47] thinking that [34:48] at 35,000 [34:49] ft and [34:49] 200 people [34:51] . It could fail or [34:51] cause [34:53] a catastrophic failure, [34:53] who knows? Just like [34:55] the [34:55] lithium battery issue when they [34:56] paid 7 [34:57] 1st came out. So [34:57] , yeah, [34:58] it's [34:59] a redundant thing, but [35:00] it's [35:00] necessary because [35:01] some [35:02] people just don't want to [35:03] follow the rules. All [35:04] right [35:04] , [35:04] well, I'll leave it at that [35:06] . [35:07] Thank you [35:07] , Ed [35:08] . Anybody else [35:09] online [35:11] ? Mr [35:13] . Burns, do you have [35:13] anything today [35:13] ? I've [35:15] got a [35:15] few [35:16] things from last [35:17] week. First, I [35:18] want to say that I was, I'm [35:18] happy to see [35:20] the Jordan Creek [35:20] , [35:20] uh, temporary bridge [35:22] is finally [35:22] going in [35:23] . We're seeing that [35:24] , uh [35:24] they're moving the trusses [35:25] across the, the [35:26] water [35:26] and [35:27] getting that in place [35:29] . I think [35:29] we had a good [35:30] meeting in [35:31] Guaymas Island last week [35:32] . Um, I [35:32] thought [35:33] it was productive. It [35:34] was interesting to hear the [35:35] input from [35:36] residents, and that [35:36] was my [35:37] first [35:38] time out there for [35:38] one of [35:39] these community [35:40] town [35:40] halls, so there's a [35:42] good [35:42] opportunity for me to just um [35:43] connect with the residents [35:44] there and have a good [35:45] conversation [35:47] . I enjoyed going [35:47] to a senior day in [35:49] the park [35:49] in [35:50] Burlington last week [35:51] . I [35:51] was [35:52] impressed with the number of [35:52] booths there and [35:53] how fast the [35:54] place filled up with people [35:55] . [35:56] It's obviously very popular and [35:57] it's a good [35:58] event for [35:58] , uh, [35:59] seniors to get out too and [36:00] see [36:01] different organizations that [36:01] are in the area [36:02] that could [36:03] benefit them [36:04] . And [36:05] , uh, final [36:05] thing I have on here [36:07] is [36:07] Burlington Chamber of Commerce. [36:08] I went there on [36:09] Wednesday and [36:10] uh gave the state of the county [36:11] and a North [36:12] Star [36:12] update and [36:14] really enjoyed getting to talk [36:14] with [36:16] them [36:16] and tell them a [36:17] little bit more about what's [36:17] going on [36:18] in the county and [36:19] answer some [36:19] questions along [36:20] the [36:20] way, so [36:21] That I had for last [36:23] week. Thank [36:23] you, Commissioner [36:24] Browning [36:25] . Yes, senior day in [36:26] the park [36:27] was really great [36:27] , [36:28] except I realized that a lot of [36:30] the seniors they were younger [36:30] than me [36:32] . But it was still a [36:34] good day [36:34] to see a lot [36:35] of [36:36] services. Last week we had a [36:37] fairly [36:39] big, um, I'm also a [36:39] hospital commissioner. We had [36:40] a [36:41] hospital meeting about the [36:41] changes [36:43] in Medicare and [36:43] Medicaid. I hope everybody [36:44] really looks at that seriously [36:45] . [36:45] It's going to [36:46] be [36:47] changing the [36:47] landscape [36:48] of our community [36:49] , our [36:50] country significantly. We're [36:51] going to have a lot of people [36:51] who [36:52] will [36:52] be going to the [36:53] emergency rooms because that's [36:54] the only healthcare they have [36:55] available to them [36:56] . There will [36:57] be a lot [36:57] of hospitals going [36:58] out [36:59] of business because right now [37:00] it just hanging [37:01] on by [37:01] a thread [37:02] and that, the thread [37:03] is going [37:04] to be much [37:05] tighter after [37:06] , uh, [37:06] the new, the new rules come [37:08] into play [37:08] , so [37:08] if you're talking [37:09] to [37:10] your legislators, make sure [37:11] they realize [37:12] that [37:12] healthcare is [37:12] one of [37:15] those necessary parts of [37:16] our life, not [37:17] exotic healthcare [37:17] We all deserve the [37:19] , the really [37:19] expensive and [37:20] sometimes [37:20] nonproductive [37:21] stuff, but those [37:22] things that keep us walking, [37:22] keep us eating [37:24] , keep us talking [37:24] So [37:26] That's enough for right now [37:28] .
