So, um I on our [9:58] efforts on acquiring or applying for [10:00] grants for the city. Uh we have applied [10:04] for uh [10:06] is just a a sample of what what we are [10:09] trying to uh bring to the city. Uh the [10:13] first one is so the earmark from our [10:15] congressman I know that we attempted to [10:18] apply for this last year and uh we were [10:20] not successful but this year uh [10:22] congressman has accepted our request is [10:26] not what we were requesting last last [10:28] year. Uh so congressman has accepted a [10:30] request for an earmark of two and a $2.5 [10:33] million for the force main project. Now [10:35] what this means is that now the [10:37] congressman is going to go fight for for [10:39] the city of Kandle to be able to get [10:41] this approved uh through a review [10:43] committee uh at a at a federal level. So [10:47] um that is uh where that is. This is a [10:50] great step in the right direction and uh [10:52] we're very excited for this. This is [10:54] going to help us get that uh uh lift [10:57] station enforcement uh implemented and cons and constructed for to allow [11:02] for are uh the expansion of the sewer [11:04] capacity for the city. The next grant is [11:08] the Texas Water uh development board [11:11] clean water grant. This is a uh a [11:15] request for $1.2 million. And we [11:19] submitted this grant, completed the [11:20] application. It was a very lengthy [11:22] application. Uh we have made it through [11:25] some steps in the grant process. Uh by [11:27] this point 80% of the applications have [11:30] been either kicked out or denied. So [11:33] we're in the 20th percentile. So uh [11:36] we're going to keep pushing forward and [11:39] hopefully uh we'll be able to get this [11:40] additional funding. This is also um we [11:45] will utilize these funds to uh [11:46] contribute the building of a force main [11:49] and lift station. Um we have also [11:51] applied for an EPA water tech grant. Uh [11:54] EPA has accepted a request for [11:56] assistance on the force main project. Uh [11:58] what EPA is going to do for the city is [12:00] going to fully fund the pre-engineering [12:03] all the way up to the design phase uh [12:05] and environmental for the project and [12:08] there is no matching contribution for [12:10] this. So the engineering and the [12:12] environmental all that cost four [12:15] $500,000 then the EPA will cover it uh [12:18] 100%. [12:19] Um, we've we have also applied for a [12:22] cyber security grant. Uh, we submitted [12:24] the application. They came back and [12:26] asked for additional information. We [12:28] receive uh some help from our IT uh [12:31] person that we contract for the city and [12:34] we answer all of their questions. So, at [12:36] this point, we're just waiting to hear [12:37] back. For this grant, we applied for [12:39] $56,000. This one does have a matching [12:42] contribution, which I believe, if I [12:43] remember correctly, is about $15,000, [12:46] but it's definitely worth it. This is [12:47] going to help us secure the city u from [12:51] ransomware attacks and just be able to [12:54] avoid that. I've lived through a cyber [12:56] attack at another city where I've worked [12:58] and I do not wish that on anybody. It [12:59] was a nightmare. Um and the last one is [13:03] uh also a Texas Waterboard grant and [13:05] this is to replace asbestous water [13:08] lines. The city has requested $2.7 [13:10] million and we're also waiting to hear [13:12] back. This is one that I'm hopeful that [13:14] uh they'll be able to approve for for [13:16] the city. [13:19] Um and that is the up now. Um this last [13:22] week, I believe it was LA last week, we [13:24] had the opportunity to meet with Texot [13:27] and a few other uh stakeholders in the [13:29] community to discuss the service roads [13:31] going in one direction. [13:34] Basically the point that we were trying [13:35] to make is that if we make boat boat [13:37] service roads go in one direction it [13:40] will create a traffic jam uh at the [13:43] intersection of 148 and 175. So we were [13:46] looking for alternatives to be able to [13:48] leave at the very least a section going [13:51] two-way. So this is what text that and [13:54] the city and the other stakeholders have [13:57] agreed and this is how [13:59] and I'm going to try to describe this uh [14:02] very uh carefully for uh the people that [14:04] are not seeing me point this this laser. [14:07] So the north service road 175 this [14:11] service road is going to stay is going [14:13] to go one way. This is going to be [14:15] switched uh the time from Texas probably [14:18] this summer. Uh the one thing that we [14:20] did request is that we try and do it [14:22] when school is not in in in session. [14:24] That way they have time to educate the [14:26] parents. And so this line uh orange line [14:31] all the way up to here is going to go in [14:33] one direction. The blue dotted line is [14:36] going to remain two-way on the south [14:39] side. So it will be from uh 748. [14:45] This section of the service road will [14:47] remain [14:49] And this is just this will ensure that [14:52] citizens uh and just people who drive [14:54] through Crannle have another way in and [14:57] out of the city to avoid uh traffic [15:00] congestion. [15:03] Yes. [15:05] Maybe prior to this happening, [15:08] you know, if this is going to happen [15:10] this summer, we need to start getting [15:11] the word out now. Uh either through [15:14] social media, through the city's [15:17] website. [15:18] So we don't take a lot of people by [15:19] surprise. So [15:22] >> I mean I start start the learning [15:25] process now [15:27] process [15:28] >> and uh that is a discussion that we had [15:29] with uh text. Text will help advertise [15:33] this and uh it will be a collaborative [15:34] effort between text the city the school [15:36] district uh even our police department. And uh [15:42] >> I mean even to the point of sending [15:44] stuff home through the students to the [15:46] parents and maybe we can reach out to [15:48] the school district see if they could [15:50] help. Now at the [16:23] intersection of 148 and 175 there's a [16:26] developer that is taking on the [16:28] financial burden to add which that comes [16:32] with uh traffic traffic lights and uh [16:36] we're hoping that Texas will approve or [16:39] bless their proposal and their design so [16:42] that we can get u stop lightss at that [16:45] intersection. I know uh Miss Karen has [18:09] just joined the city in the last three [18:11] four months and she's taken on a big [18:13] task uh taking on the audit and it's uh [18:16] it's I know because I went through it [18:18] last year and I know how much work work [18:20] it is and uh she's been uh amazing at uh [18:23] she's require very little to no help uh [18:26] to be able to get it completed and [18:28] forward for the auditors to come uh the [18:30] next council meeting so that we can put [18:32] it to rest and switch gears into budget. [18:37] I would like to extend an invitation to [18:39] all of council. Um there is a a uh Texas [18:43] municipal town that will take place on [18:46] May 21st and 22nd uh in Bassrop. I had [18:51] the opportunity to attend the small uh [18:53] city conference TML conference. It's not [18:55] like anywhere near close as the big TML [18:59] conference that happens in October. Um [19:01] this is forations [19:04] of 15,000 or less. I attended [19:08] last year and it was a great experience. [19:11] I I could relate better to those [19:14] attending. Uh it was mostly elected [19:16] officials. I've been doing this since [21:58] I was 18 years old. Um you know, this is [22:01] all I know is uh public works, water and [22:04] sewer, and so on and so forth. So I works is a system [23:24] used for permitting code enforcement uh [23:26] planning and zoning uh those type of [23:29] city functions and we're going to be [23:32] implementing that. that implementation [23:33] is not going to take as long. Uh the uh [23:35] implementing team, we're going to have [23:37] our first kickoff meeting uh first week [23:40] in May and it should take about 60 days [23:43] to have that implemented which is going [23:45] to greatly improve the efficiency in [23:47] that department. Uh the [34:07] engineering regarding the south streets [34:09] and drainage rehabilitation for the city [34:11] of Crannle [34:23] manager. [34:37] My name is Matt Alonzo. Um, good to see [34:38] you folks again. I'm from Shamburg and [34:40] Poke and we're here to talk about the [34:42] South Street and drainage improvements [34:44] uh just north of us or actually south of [34:46] us. [34:48] Um this evening I'm just going to talk [34:50] about um the project location, discuss [34:52] the existing conditions, some proposed [34:55] um some proposed so proposed [34:57] improvements we're going to do and the [34:59] schematic costs [35:04] as you see here. Uh I'm trying to Okay, [35:07] so the city of Cranle's there in the [35:08] star. The the streets highlighted in [35:11] magenta, that's considered our north [35:14] streets on the bottom there and the gold [35:16] golden rod, that's considered our south [35:18] streets. [35:21] The next slide here, we're just taking a [35:22] closer look at the north streets between [35:24] Maro and Maui. Um we didn't um we [35:27] decided not to do improvements in this [35:30] location because currently you folks [35:31] have a contract for um improvements on [35:34] Maui Street here which is the um is [35:37] going to be a concrete pavement um curb [35:40] and gutter with a closed storm drainage [35:43] uh system. So because of those [35:45] improvements, we s we thought that the [35:47] benefit would be better observed in the [35:49] south the south streets [35:52] and as you can see here in the in the [35:53] yellow or golden rod. Uh this is the map [35:57] just tilted on its side. Um the reason [35:59] for this map is because um currently you [36:03] folks have a drainage system that's in [36:05] this red line that runs from north to [36:08] south on First Street and there's a 42 [36:11] inch um reinforced concrete outfall [36:13] there. So this project in the south is [36:16] to utilize um that drainage improvement [36:19] and um we wanted to include in improve [36:23] the drainage on church and vansston as [36:27] well as Gleon um connecting to in the [36:30] next slide it'll show you what we're [36:31] connecting to these um drop inlets. So [36:34] all of those at each of those cross [36:36] streets we have these drop inlets and [36:39] their proposed improvements are going to [36:40] connect to this existing feature there. [36:49] Okay. So, uh this is just an existing [36:51] view of the pavement on church. Um as [36:54] you can see, I'm just going to go [36:55] through these slides. Um it's a asphalt [36:57] pavement which is about 20 ft wide with [36:59] bar ditches. [37:10] Okay. This is another view on Vansston. [37:13] Again, you can see that the [37:14] deterioration of the pavement here. This [37:15] is again a 20 foot wide asphalt pavement [37:18] with um sorry, my hands are a little um [37:22] with the bar ditches as you can see with [37:24] standing water here. [37:26] Uh this is on um Second Street between [37:30] Church and Vanson. This is uh Second [37:33] Street between Vansston and Gleon. And [37:35] then this is a view of Gleon after [37:38] Brookures. [37:40] So currently on South Main Street, you [37:42] folks have a um as um Scott Rogers [37:46] mentioned that you had these concrete [37:48] gutters here. Um and this is just a [37:50] closer view of what that looks like. [37:52] It's a full concrete. It almost looks [37:54] like a concrete channel. What we're [37:56] proposing is to do and to save some [37:58] money is to propose um a concrete flume [38:01] here which is about 2 feet wide with um [38:04] grass slopes at 4:1. [38:07] So I just wanted to show part of the [38:09] proposed improvements here. This is the [38:11] first picture on church [38:16] and you'll see that um this one here and [38:18] the proposed improvements is going to in [38:20] increase the lane width to 11 ft. So [38:23] instead of 20 feet of asphalt, it's [38:25] going to be 22 feet of asphalt with the [38:28] um the grass shoulders with a two foot [38:30] wide concrete V channel. This is another [38:33] picture of um Danston. [38:38] So you'll see that this is a 22 foot [38:40] wide um asphalt pavement with some grass [38:42] shoulders and the two foot wide concrete [38:44] um V channel. [38:49] This is on First Street. [38:52] I like this picture because it shows you [38:53] at the driveway connections. We're going [38:55] to be improving the driveways as well as [38:57] putting um an 18inch reinforced concrete [38:59] pipe with uh concrete headers. This is [39:02] another view of um Second Street just a [39:05] little north. Again, you'll see that. [39:07] And then this is Gleman. [39:13] So with what we are proposing are for [39:16] the main bid for the Texas um CDBG grant [39:20] uh is highlighted in this golden rod um [39:22] streets. This is Church and Bansen. Um [39:24] the total cost for these um streets is [39:28] about $68,000. [39:30] Um this next slide I'm going to show [39:31] you. These are the bid alternatives. So [39:34] that's the alternative one connecting [39:35] the two two streets, Vansston and [39:37] Church. the second alternative, third [39:40] and fourth. [39:47] And this is just a summary of a [39:50] preliminary cost of these improvements. [39:52] So again, this is $68,000. [39:55] Um, and the overall total is about short [39:57] of $1.2 million. And so, um, just today, [40:00] I just wanted to present that to you [40:01] folks to describe what the South Street [40:03] and drainage improvements would be, um, [40:05] for this CDBG project. And I know I saw [40:09] you folks um the last panel was here. I [40:11] just wanted to remind you folks that [40:12] this is our commitment to provide the [40:14] service to you all. [45:26] And Burkoff, Hendricks, and Carter. And [45:29] let me turn this. [45:34] Okay. [45:37] So, um, currently what you have is a [45:39] lift station that that's under proposed, [45:41] as you all know, a lift station down at [45:43] the wastewater treatment plant with a [45:44] force main that's going to be parallel [45:47] to the Eagle Crest all the way to the [45:50] North Texas Municipal Water District's [45:52] lower east fork interceptor system, the [45:56] Leis that we're going to connect and and [45:58] u we had been asked by city staff to [46:00] revisit that, reook at um due to the the growth projections and the patterns [46:06] concerns. We've been asked to go ahead [46:08] and look at it to see what is there [46:10] another feasible opportunity to be able [46:12] to maximize those dollars, make it more [46:14] financially feasible for the city. And [46:17] we've uh vetted that with city staff. We [46:19] met several times, did some workshop [46:22] meetings, uh looked at all the [46:23] projections costs timewise, and we came [46:27] up with this alternate, which [46:29] surprisingly was the original one, but [46:32] instead of having two, one lift station, [46:35] we broke it up into having a north and [46:37] having a south lift station. So that as [46:40] you have the the growth that is coming [46:42] in now, uh that would be conveyed to [46:45] this north lift station and then be able [46:47] to be conveyed over to the left to be [46:50] able to to start into the regional [46:53] system if you may. Um, so the blue [46:57] lines, the blue box, that would be the [46:59] north infrastructure and the red box and [47:02] the red line that would continue to stay [47:05] as the the southern lift station, [47:07] southern infrastructure. [47:10] Some of the work can still remain a as [47:12] you see where those two lines combine [47:14] going west. The city has already [47:17] approached property owners as you may [47:19] already know. So that that that [47:21] alignment, those easements, those are [47:24] still good. uh and useful, but [47:26] everything to the east um would have to [47:29] start again from from new. Um the city [47:31] staff has also been approaching the that [47:34] we understand um has been approaching [47:37] the the property owners where this new [47:39] north lift station would be. So there's [47:42] some some incentives for that. So the [47:44] city communications are ongoing on that. [47:52] So what we did is we we broke up the [47:55] north projections and the southern [47:56] projections time-wise. And we know that [47:59] this is a a lot of numbers here, but [48:02] basically on the left is is all the [48:04] developments that are going into the [48:06] northern lift station. And then we have [48:08] about 4,300 uh lots that would be [48:11] conveying that influent to the north [48:13] lift station. [48:18] This cost is a breakdown comparing the [48:20] north and the southern lift station. [48:22] Initially, we had the 13 million gallons [48:24] a day infrastructure on the south. And [48:27] so now, by breaking it up, we we're able [48:29] to account for about approximately 5 [48:33] million gallons a day of effing going on [48:35] the north and then leaving the remainder [48:38] 8 million gallons a day continuing to go [48:40] to the south. [48:45] Um, here's a snapshot of the timeline. [48:48] The intent would be to try to get the [48:51] these projects advertised in the fall [48:54] and given a the contractors [48:57] about a year year and a half of next [49:00] year to start uh to be able to complete [49:02] this. This project would the project [49:06] will be broken up into two bids. one for [49:08] the utility contractors for the force [49:10] main and one for the facility [49:12] contractors to build that lift station. [49:19] So the next steps um are are to try to [49:23] proceed and and get an acceptance, get [49:24] an approval from council, I believe is [49:26] my understanding what we're trying to [49:28] achieve, and then proceed with the [49:30] design of the changes and then move [49:33] forward with the uh getting this [49:35] advertised in the fall. [49:38] >> Do we need both of these at the same [49:40] time? [49:40] >> We do not. [49:41] >> South and the north. [49:41] >> We do not. [49:42] >> We need the south right away. Right. [49:45] Yeah, the change if you don't mind going [49:47] back to the the uh where it shows the [49:50] two stations. [49:53] >> The uh original plan when I came in was [49:56] to build one massive lift station and [49:58] force main on the south. Uh but that was [50:01] assuming full build up for for the city. [50:04] Market has taken a turn and just [50:06] realized that is not quite financially [50:08] feasible. So, the idea that we came up [50:11] with was to break it up into two [50:14] different smaller lift stations, right? [50:16] Uh we're not saving any money. It's [50:17] going to cost about the same, but it's [50:20] more financially feasible because I [50:22] don't have to come up with 30 $33 [50:24] million for one massive police station. [50:26] I I only have to come up with half of [50:28] that. And mo most of the growth that [50:30] we're seeing in the city, it's happening uh over over in the north [50:35] area here. So, we really need a a lift [50:39] station here to be able to serve where [50:41] the growth is happening. Now, in the [50:43] future, what what this is what this is [50:45] going to do is gonna free up uh capacity [50:49] at the wastewater treatment plant. And [50:52] we're also working on another project to [50:54] be able to reduce the water info in [50:56] infiltration into the the system so that [50:59] we can also recover some of the lost [51:01] capacity as well. And the second or the [51:04] southern lift station is still going to [51:06] have to be built, but it's going to [51:07] allow us to be able to grow our tax base [51:09] so that we can afford it in the future. [51:15] » Correct. That is correct. [51:16] >> Right away, [51:17] >> correct? [51:17] >> Eventually, you'll outgrow your [51:19] treatment plant and you're surrounded by [51:22] a flood plane where you can't expand [51:24] that. You could, but it's very limited. [51:27] And so, the the dollars to be able to [51:29] invest in the treatment plan is just not [51:31] feasible. instead of going regional with [51:34] the [51:35] >> eventually being a customer of the [51:36] district is is the the goal. [51:39] >> And and one thing that we will need to [51:42] do as staff and council will need to [51:44] approve. I know that we just went [51:46] through a u impact fee study. Well, [51:50] we're going to have to go we're going to [51:51] have to revise it or amend it because [51:53] the north lift station was not part of [51:55] that uh study. So, we're just going to [51:58] have to go ahead and add it and [51:59] recalculate our impact fees so that we [52:02] can utilize impact fee funds to be able [52:04] to uh pay for some of it. I'm working on [52:06] getting uh assistance grants uh from [52:09] other places, but it's it's only going [52:11] to get us so far. We're going to need to [52:13] find other ways to be able to fund it as [52:14] well. [52:17] David Carr Ranch will still go down to [52:20] the southern. I know they're on the [52:22] north side of the highway, but they're going to go down to our current [52:25] like they would they would use the north [52:27] lift station. Carpite Ranch [52:30] will still go down to the wastewater [52:32] treatment plant and then eventually when [52:34] the lift station is built on the south, [52:35] it will get it'll go there. [54:18] So [54:20] I am here today to talk I guess we'll [54:22] start with the first item. I'm here [54:24] today to talk about the uh Riveridge [54:26] plan development uh district the zoning. [54:29] So, I'm here on behalf of uh JWS Land. [54:32] Um they are proposing a current [54:35] amendment to the existing zoning that is [54:37] in place for the Riveridge PD. Um as you [54:39] guys know, it kind of encapsules a lot [54:41] of the residential portion and there's a [54:43] commercial piece along 175 on the west [54:46] side of town. So, um what we proposed [54:49] here along it is Walmart and alongside [54:51] with JWS. Um with the commercial [54:54] development that is planned to happen in [54:56] this area, um you're seeing a lot of [54:58] need for signage along the highway. Um [55:01] our goal here today and regarding both [55:03] of these proposed amendments is related [55:06] to um a type of mixed use or a type of [55:09] multi-tenant signage that is allowed [55:11] along the highway. With the way that the [55:13] current sign ordinance is allowed, um [55:16] there isn't a stipulation for [55:18] multi-tenant signage. Um, and that kind [55:20] of it causes tenants to come in, put in [55:24] their own sign, and then you've got a [55:25] bunch of different signs leading up [55:26] along the highway. Um, what we're [55:28] proposing here, um, you can see this is [55:31] what Walmart is currently proposing for [55:34] their property on the north side of 175. [55:37] There is also, um, some signage that is [55:41] proposed along 741. [55:44] at these two locations. Um if 175 is on [55:47] the left side of this screen, um you can [55:49] see there's multi-tenant signage planned [55:51] at the corner of Spring Creek and 175 is [55:54] shown in blue and then the other side of [55:57] Spring Creek and 741 shown in blue on [56:00] the north side. So, um to give you guys [56:03] an idea of what this signage would look [56:04] like, um [56:07] this is what's kind of being proposed uh [56:09] along the highway. And what it does is [56:11] it it allows for um day and night [56:14] signage that really doesn't dice up 12 [56:17] different users into 12 different signs. [56:19] It allows for multi- multi-tenants to be [56:22] able to go in and um have their signage, [56:25] have their highway frontage um signage [56:27] when it comes to a lot of these [56:28] restaurant users that are exploring the [56:30] area is really important. Uh [1:02:00] we are the grant administration firm [1:02:01] that is assisting the the city with this [1:02:03] grant. Um so just kind of recap [1:02:08] everything. Uh this is $750,000 grant uh [1:02:13] that the city is receiving from applying [1:02:16] to the Texas Department of Agriculture. [1:02:19] This is federal HUD money uh but it [1:02:21] routes through the TDA. It's $750,000. [1:02:24] This is a matching grant. Uh the city's [1:02:26] MAT share is $37,500. [1:02:29] And so this is a total quote unquote [1:02:32] project budget of $787,500. [1:02:35] Okay. This goes back to the uh street [1:02:38] reconstruction uh and and ditch [1:02:40] reconstruction project that uh Matt with [1:02:43] SPI presented to the council a couple [1:02:45] minutes ago. [1:02:47] Uh so this application is due on May 15. [1:02:52] Uh the the the big thing is just [1:02:55] figuring out what are we going to do [1:02:57] within budget. Uh and so with with Brad [1:03:00] and David and SPI [1:03:03] as Matt presented, we we went through a [1:03:05] variety of iterations. Okay. and [1:03:09] ultimately [1:03:11] um reconstructing Church Street and [1:03:13] Vanston Street as Matt presented [1:03:17] uh staff decided was the absolute most [1:03:21] uh practic practicable, [1:03:24] most effective uh and most u [1:03:27] conservative-minded approach to proceed [1:03:30] with at this time. and all of those [1:03:33] other street sections we're going to [1:03:35] proceed as as alternates. Okay? And so [1:03:39] our current plan as of now is that [1:03:41] Church and Vanston's are going to be the [1:03:43] base bid. All right. I went out and I [1:03:45] did the beneficiary surveys. Make sure [1:03:48] that those two uh streets and all the uh [1:03:51] residents there qualify for this grant. [1:03:53] They certainly appear to uh there's [1:03:55] papers on the the mayor's desk that we [1:03:57] intend to submit to the TDA tomorrow for [1:04:00] them to sign off and and agree with all [1:04:02] that. Uh and then those will be the base [1:04:05] bid. And then as we get closer to [1:04:07] bidding this out, we'll rerun the [1:04:09] opinion of cost. Uh evaluate with with [1:04:13] staff kind of how they want to prepare [1:04:15] the the bid schedule. Uh, and hopefully [1:04:19] we we may be able to award some of those [1:04:21] additive alternate sections as well. Uh [1:04:35] specifically, there's the authorized [1:04:37] official, which uh I I recommend that be [1:04:43] uh the mayor, the the chief elected [1:04:46] official, as well as a senior staff [1:04:49] member. Okay. the authorized official is [1:04:51] authorized to sign contracts but also to [1:04:54] do other tasks within the online [1:04:57] um grant management software that that [1:05:00] we have which which is really the reason [1:05:02] that I recommend a staff position and [1:05:05] then we also have designation uh two [1:05:07] additional positions to uh authorize [1:05:09] payments submitting the draw request [1:05:12] forms require two individuals to approve [1:05:15] those uh draw submissions in the system. [1:05:17] Okay, so there's four positions that are [1:05:21] included on the resolution tonight. Uh [1:05:24] if you have comments, questions about [1:05:25] that, certainly happy to address it. Uh [1:05:27] as well as the rest of the application [1:05:29] uh process, assuming that you approve [1:05:31] this resolution tonight, we'll be [1:05:34] finalizing this application and getting [1:05:36] that in by the May 15 deadline. Uh the [1:05:40] contract though, I I will warn you, the [1:05:42] contract is not expected to officially [1:05:44] begin until February of 27. Okay. Um [1:05:50] hopefully [1:05:51] we'll be able to do the reconstruction [1:05:55] in that 27 uh paving season. Obviously [1:06:00] being so close to the school, we're [1:06:02] going to want to kind of coordinate [1:06:03] around that with design and everything, [1:06:06] but construction is going to be a while [1:06:08] out still. But for uh [1:12:24] trunk street [1:12:36] all right so on uh trunk street I know [1:12:39] that [1:12:40] when I was asked about this there are um [1:12:43] some special requirements for um to put [1:12:46] speed bumps they you can't put speed [1:12:49] bumps in the road you got to they have [1:12:51] to be speed humps [1:12:52] So, um, with putting these speed bumps [1:12:55] or speed humps in other places in town, [1:12:59] um, the council had to do change some [1:13:01] ordinance and change some speed limits. [1:13:03] Um, there are limits to, um, the speed [1:13:08] posted speed limit on the street to be [1:13:10] 25 miles an hour or less to be able to [1:13:14] um, put speed humps on there. and um the [1:13:18] there's a sight distance requirement and [1:13:22] signage. So in order to uh slow the [1:13:28] traffic on uh Trump um came up with poss [1:13:32] four for sure but possibly five just [1:13:34] depending upon um those sight distances [1:13:38] and um the distance between each one of [1:13:42] those because what what happened in um [1:13:46] Willow Lake, we put speed humps in there [1:13:49] and um it caused most of the people in [1:13:53] there to go from slowing down at the [1:13:56] hump and then being able to get 45 40 [1:14:00] miles an hour between the two and then [1:14:02] slow down and then jump that one. And so [1:14:04] we ended up having to add some [1:14:05] additional ones in um Willow Lake around [1:14:08] the park. Um that's why there's so many [1:14:11] in front of the park because everyone's [1:14:14] trying to cut the corner and beat the [1:14:15] traffic. um [1:14:17] >> not fast. [1:14:19] >> That's true. [1:14:21] >> And there and those speed humps also [1:14:23] have um [1:14:25] for the way they're the way they're [1:14:27] rated and the uh um tra the traffic laws [1:14:32] is what regulates those so that you're [1:14:34] not um getting them so far apart that [1:14:37] somebody's going can get going that fast [1:14:39] and hit them and lose control. um [1:14:42] because once you put these down, you're [1:14:45] liable for a lot of stuff. So, just have [1:14:48] to be careful where where they're [1:14:50] placed. And then um on Trunk toward [1:14:53] Trinity, [1:14:55] um the roads in pretty bad shape on the [1:14:59] north side of it. So, they may or may [1:15:01] not stay. [1:15:04] Um you anchor them best you can and [1:15:07] cross your fingers. [1:15:09] But the other option um and the these [1:15:12] are um [1:15:16] pretty expensive [1:15:18] um for each for each one of those uh [1:15:20] speed humps for the speed bump material [1:15:26] itself. Um and the signage requirement [1:15:29] um they're about $2,000 a piece for each [1:15:33] one of those. We did them in the other areas. The street wasn't [1:15:38] quite as wide, so they were a little bit [1:15:40] less, but the it was $1,910 [1:15:46] is what the the price would be for each [1:15:48] one of those because each one of the [1:15:50] speed bumps [1:15:53] requires a um speed hump sign ahead or a [1:15:57] speed bump um on either side of it. so [1:16:00] that um eastbound traffic and westbound [1:16:04] traffic can see those far enough in [1:16:07] advance to slow down. The other option [1:16:11] was um the radar feedback speed limit [1:16:15] signs. Um I know that they're getting [1:16:18] more and more popular. They have them in [1:16:22] a lot of neighborhoods to uh help show [1:16:25] your speed. Um, [1:16:28] sometimes those visual signs like that [1:16:31] help. Sometimes they people use them to [1:16:35] check their speedometer to see if it's [1:16:37] working or see just how fast they can [1:16:39] go. [1:16:40] >> So, [1:16:42] oh yeah, [1:16:44] >> especially with no red light or speed [1:16:46] cameras allowed in the state anymore, [1:16:47] they're pretty much uh there's no [1:16:50] consequence. Yeah, but it um it is an [1:16:55] option for [1:16:58] that area. And if you wanted to uh limit [1:17:01] that space where the road where trunk [1:17:06] goes from [1:17:08] the west side of that bridge all the way [1:17:11] to First Street where the road narrows [1:17:13] to uh start those um speed humps at a [1:17:17] different area, a different spot just to [1:17:20] get you slowed down before you get to [1:17:22] the bridge and then all the way to First [1:17:24] Street where the um school kids are [1:17:26] walking. [1:17:33] It's already 25 mph speed limit. The [1:17:36] city ordinance is 25. [1:17:38] >> What if we just what if we just increase [1:17:40] increased police presence on that road? [1:17:42] I mean 148 15 years ago when I moved [1:17:45] here there was always somebody there. [1:17:47] Everybody knew it. So when they hit town [1:17:49] they slowed down. If if we put somebody [1:17:52] over there now and just made everybody [1:17:54] aware, hey you're going to speed down [1:17:55] the road you're getting a ticket. Chief, [1:17:57] buy a couple Harleyies and start a [1:17:58] traffic unit. [1:18:01] >> Yeah. [1:18:05] » Caleb's driveway. [1:18:06] >> Be sneakier. [1:18:08] >> I seen Louisiana's using drones now. [1:18:11] >> Yeah. [1:18:15] » So, that was the um I mean the [1:18:18] consideration for for those. And [1:18:23] if we wanted to just reduce that reduce [1:18:26] that down a little bit and put a few in [1:18:29] there to slow you down before you get to [1:18:31] the bridge. Um the bridge slows most [1:18:34] everybody down a little bit. But [1:18:36] >> once you get past that bottleneck, it [1:18:39] speeds back up. [1:18:40] >> I'm more for the signage than I am the [1:18:42] pumps. I think pumps are [1:18:47] they're a maintenance nightmare, [1:18:48] especially if you're trying to put them [1:18:50] on a that's hadn't been designed for it. [1:18:54] >> The from [1:18:57] um River Ridge South, the first entrance [1:19:01] to there from there all the way to First [1:19:03] Street. Um the streets in good enough [1:19:06] condition it would they would you could [1:19:08] maintain them there pretty easy. [1:19:10] >> Can you and you think your thing said [1:19:12] 8,000 for a hump? And then [1:19:14] >> it's they're 2,000. It's $2,000 a piece [1:19:18] for $1,910 [1:19:20] for those speed hubs and signage. It's that that $1,900 includes [1:19:32] from edge of pavement to edge of [1:19:34] pavement. There's no way There's no way [1:19:35] you're getting around it. [1:20:25] We're always [1:20:34] slow on that road. That road is not a [1:20:37] nice smooth road [1:20:42] » for but for every one person that's [1:20:44] driving the speed 25 miles hour over [1:20:47] there from us doing a waterline project [1:20:49] over there. Um and I've [1:21:43] talked to my neighbors most of them [1:21:45] directly. We we especially we're right [1:21:48] there by the bridge. It is not [1:21:54] traffic's one thing because you got [1:21:55] people passing back and forth but there [1:21:57] are a lot of people who do walk that [1:21:59] road in the evening. And there are a lot [1:22:00] of kids that walk home between and they [1:22:02] cut from Metal Creek across the gas [1:22:05] easement onto Trump. And it is amazing [1:22:09] how fast people get going in the [1:22:11] afternoons especially because it's [1:22:13] usually the traffic coming from Trinity [1:22:15] back towards Spurs. It's well over 40 [1:22:19] while back. I know Chief tried to set up [1:22:21] over there a couple times. It's [1:22:23] difficult. It's wide open. You can see [1:22:25] them. But I mean I can be standing in my [1:22:27] driveway and I have a 8-year-old. I [1:22:29] never let him out on the street unless [1:22:30] I'm standing at the end of my driveway [1:22:33] and I can yell distance-wise for him to [1:22:35] get off the road or get back the [1:22:37] driveway. It it is it's highly [1:22:39] dangerous. I mean, I'm I'm being honest. [1:22:41] And it's just they they see the open [1:22:43] road and it's it's gunn it 100%. So, it [1:22:47] was my ask and I believe it's a safety [1:22:50] issue and I don't know any other way to [1:22:51] slow it down. There's foot stop signs [1:22:54] whole stretch. I mean it it's limited [1:22:57] options as far as what we can do to try [1:22:59] to reduce the the speed through there.
