[9:27] saturday we've also got juneteenth coming up and [9:31] uh angel duke is going to be here she's going to give us a presentation on that [9:35] and that's going to be the following saturday [9:38] and that's going to be an evil lions park [9:41] i'm sorry saturday sunday and then of course our farmers market i [9:47] don't know how many of you have been to our farmers and um [9:50] art market but we have it on the fourth saturday of every month we've had our [9:56] second one with a tremendous turnout and that is all going to be on the 25th [10:04] and that's going to be from nine in the morning until two [10:08] that same day busy day in crescent city we've got red white and boone [10:12] which is hosted by the yacht club of course they get a lot of sponsors [10:16] including our cra for that um [10:20] and that's going to be our fireworks in celebration of the fourth of july here [10:24] in crescent city so please be sure to come out for that i know they're going [10:28] to have the street clothes from park and uh there'll be a lot of vendors and [10:34] hopefully some food trucks down there that afternoon and evening [10:38] to um for those that come out and then this saturday on sunday i [10:43] apologize at crescent city kennel they're going to be hosting the shots [10:48] for the animals from 12 to 2. so anybody that needs shots [10:54] they can come out and [10:57] i want to say last weekend we had a lot going on in crescent city [11:01] but last weekend we had our cops kids and kayaks [11:05] um hosted by the sheriff's department tremendous amount of work goes into that [11:10] it's all volunteer and [11:13] we had a great turnout um i believe everybody enjoyed once again the weather [11:19] held out and uh very very thankful for that [11:23] so it was a great turnout and we're going to work on some things from next [11:27] year and hopefully being able to provide the children some free meals so we've [11:31] got some people that have stepped up and said they wanted to be sponsors and cook [11:35] for the children so the children can have a free meal [11:38] but it was a great day and then i want to personally think [11:42] we had um 13 [11:45] a national honor society 16 16 total [11:49] okay 16 total national honor society uh high schoolers that came in and they [11:55] were two days here in town they worked um [11:58] tuesday and wednesday on tuesday they pressure washed the sidewalks some of [12:03] the sidewalks and the uh gazebo over evil lions park [12:08] double worked here in the office and then some of them painted finished [12:12] painting the wall over at dexter park the next day they came in and they [12:18] worked with both karen and christina working on things here in the office and [12:23] putting some boxes away and moving some things back and forth so it was a [12:27] tremendous help and we are most appreciative always [12:31] appreciated for that okay [12:33] and i think with that um [12:37] of uh slaves etcetera etcetera and that'll be able to bring [19:00] the community together also the one choice they're going to have the next [19:03] church they're already supposed to pass the banks myself i am retired i [26:59] was the office director of financial services at the board of management [27:04] district st john's in galactica for over 21 years had different [27:09] different job titles but my last one was the [27:13] director of financial services previous to that i was the budget [27:17] director so i have a lot of familiarity with uh governmental uh budgeting and [27:22] city doing things [28:06] that out of the ordinary it's just taking their special time to do [28:09] something we've gotten a lot of incredible volunteers um [28:16] christina with the partnership i'm just so pleased [28:20] with the amount of volunteers that show up week after week after week and the [28:25] excitement that they have and so we're forever grateful for them but there was [28:30] one lady that stood out for me [28:35] several months ago lisa roddenberry and i were [28:41] over at dexter park i decided that we needed to paint that wall [28:46] and you know when you stand there at dexter park and you look at that wall it [28:49] doesn't look too big um [28:52] that wall is it's [28:55] it's a mile long it is a mile long like we'll [29:00] knock this out by noon lisa so lisa and i showed up there paint [29:04] brushes in hand and as i looked down i'm like lisa i [29:08] think we got to clean this thing first oh and then we gotta sweep it you know [29:13] so i had a little broom out there and it was not a good room either it was just a [29:17] regular grip well [29:19] we started on our endeavor and in doing so [29:24] this little lady walked over to us and she [29:28] said so what are y'all doing today she said well [29:32] we're gonna try to paint this wall and she saw me sweep a little bit [29:38] and she was out doing her morning walk so she walks that park every day she [29:42] loves the sidewalks and um she she loves to walk that park and [29:48] next thing i know i set the broom down and went back to painting and we were [29:52] talking to her about her her daughter and and what she's been doing and and [29:57] next thing i know she picked up that broom [30:01] and i tell you she cleaned that wall and she cleaned that sidewalk so that [30:08] lisa and i just had to go in and paint it and that's not an easy task i did it [30:13] this last week for those students that were there painting it and [30:18] i have even more of an appreciation for her so [30:22] miss emily if you will step up here we would like to recognize you today [30:37] so [30:57] and it took you quite a while didn't it [Music] [31:14] lisa and i talked about her all day reported [34:11] last month and five this month so the big increase there is just about [34:16] luckily sitting in digit 9. [34:22] [Music] identified and [34:32] charged mary lane leclair of georgetown for entering that vehicle [34:36] uh and that's waiting on the state attorney's office to uh [34:40] finish up what they're going to do on that case so they've had been charged [34:45] with [Music] [34:47] the second one was at 223 north summit street [34:50] the church full of cover it was a burglary again [34:53] thank you for mr benny norris was arrested with that [34:57] we've been having a little bit of trouble with benny norris lake and i've [34:59] been trying to look out for some other different resources things [35:03] as you know taking somebody to jail is not nearly just a band-aid if it's an [35:07] issue then he's got some other issues that [35:10] some mental health issues that we need we need to address [35:14] right now i'm trying to get the state attorney's office because we've worked [35:17] another crowd in this month with family stolen advice [35:20] but working with the state attorney's office to try to revoke his bond get him [35:23] back in jail we had a lot of mental health services in the jail i think it [35:27] would be a great benefit i've reached out to several different resources [35:32] they don't seem too helpful or wanting to get involved so i think [35:37] this is probably going to be my best course and actually i can think of [35:40] major scott cersei in jail has implemented a lot of mental health [35:43] programs that i think will be instrumental in his rehabilitation so [35:48] that's kind of where we are with mr norris [35:51] can i interrupt you i was thinking about him like this today [35:55] the bicycle he has is that his now the bicycle he has now is that used the [36:02] green one uh-huh yes ma'am [36:06] that's the one he originally [Music] [36:11] just either had a ride into town and just steal someone else's bicycle and [36:14] get back so there's a lot of history that i have though mr norris i've had [36:18] many conversations we'll even have many conversations with the fan and family [36:22] just trying to find some type of a recourse i offered services out to them [36:26] to get them to try to take charge of this and it's been just a tough battle [36:30] for me so we were looking outside the box to try to get them some help [36:37] did you call it [36:48] [Music] but [36:55] [Music] [37:02] the next one was a vehicle death at 9 15 cedar street i won't say this [37:07] individual's name but this individual is involved in two of the crimes that are [37:11] here one is uh the 849. the vehicle that's there is the same one in the [37:17] vehicle test so gentleman leaves his car the keys inside of the car unlocked [37:24] this gentleman found the opportunity he gets into an altercation [37:28] here he goes into palakka [37:31] ends up trying to come back and reconcile [37:34] seeks refuge in a family member's house they did not want him there so when they [37:37] got up and seen that he was there he had a lead [37:40] uh it's the reason the vehicle virtually happens a couple of days before when he [37:44] goes to placa he comes back so now he doesn't know where to go so he's got to [37:48] get the car was stolen from [37:53] from cedar street and was since recovered in palatka to one of his [37:56] knowledge near one of his known associates house [38:00] so in my opinion once i get some of the the [38:05] evidence off this card that was collected hopefully it will be able to [38:09] identify the children and we will have a 100 percent solid [38:13] building credits [38:16] any questions only that's hard [38:22] i had to go there i had to go pick that one up [38:27] yes sir [38:30] i don't know [38:36] [Music] this is one of the locations that we [38:40] commonly recover stolen vehicles so they know where to hide these things where [38:44] they can get back to them [38:54] does this building need some kind of a grant for better security because baja [39:00] taco seems to be an incredibly frequent market [39:04] it is and luckily for hot taco they uh i don't know how they do it but every time [39:09] someone has been a victim of a crime it has been solved they have one of the [39:14] best state-of-the-art camera systems that i have seen in crescent city [39:19] um as a matter of fact when this individual broke into the establishment [39:24] he actually broke into the bathroom at first because he didn't know he was [39:26] breaking [Music] [39:38] one of the owners or workers of the business drives up [39:42] he runs behind the shed around back and hides [39:45] she leaves he comes back out and breaks in the ball on top of the game [39:51] if you remember in times past this is three times broken atop all tacos [39:56] because they were hungry the church burglaries that we've had [40:00] what was removed from the church was food [40:02] so you know again i [40:07] also spent some of my time in the [40:14] [Music] [40:21] any other questions [40:31] [Music] [40:37] no injury reported a period of car left the roadway and get [40:41] a car was trying to make a u-turn in the grass there and the other part was [40:44] coming back off the radar street second one was at summit and lake grove [40:49] two-bedroom crashed with minor injuries the car pulled out in front of the [40:53] motorcycle i was traveling south on summer street [40:58] i was 17 at junction road it was raining really heavy this day [41:02] and two vehicles were traveling north into crescent city just before they [41:06] came up on that the hill there in crescent city i say city lights but they [41:10] start a little further south as they're coming up that hill he [41:15] notices that there's someone turning on the junction road wasn't paying [41:17] attention runs off [41:23] [Music] [41:26] and last but not least vernon avenue and grand rondo single vehicle crash with [41:31] minor injuries governor lee elderly lady was traveling [41:35] uh westbound on camera 308 and where the road takes the return [41:41] right here at grand rondo she just kept going straight [41:45] single vehicle crashed the next pages here are the [41:49] general activities the 229 c is uh general calls for service that's all [41:54] calls and presidency that's including the [41:56] officer initiated as well traffic stops were a little low so i had [42:00] a meeting with consultants on this i want to bring these numbers up [42:04] so that number i was not happy with but we should see an increase next month and [42:08] then traffic crashes again we have four [42:11] traffic crashes and the guys checked out with [42:20] went up the traffic stops went down so we should [42:23] see a little increase i wasn't happy with [42:26] that next month [42:32] [Music] it looks there's not really any [42:44] consistency there it's all up and down as [42:48] i said before we have zero affordable crimes in my [42:52] state of affordable crime reported to the department of law enforcement months ago or maybe a month [43:56] um i was coming back from a coffee break in [44:00] the morning and [44:03] a big dead cow [44:06] was on the corner of gran rondo as he getting ready to go [44:10] around that lake now i don't know how in the world that big old guy got there [44:16] but he looked like he was [44:20] wrapped around the pool oh let's grab one yeah right there uh [44:26] call from just received some complaints between fridays and saturdays [46:16] it doesn't really appear [Music] [46:18] that we have [46:22] deputies around [46:26] the main complaints uh really they go down [46:30] towards magnolia on the north side and then i think down [46:34] with orange street on the south side [46:38] uh where there's just um there's a lot of drag racing [46:43] um like i said somewhere down i think it's lime street [46:47] that area um [46:50] there's and i was i'm not sure what they're called but [46:59] [Music] and [47:02] different various people brought this to my attention [47:05] you know they've made calls and i was the person that brought this attention [47:09] once before as well um but they're not getting any call back [47:14] they're not getting um they don't feel that there's [47:18] anybody listening to them and i'm not making excuses but i have [47:23] had numerous emails [47:26] this week instead also okay and also last week [47:30] about non-returning phone calls [47:33] actually the undersheriff himself called me about one particular person which is [47:38] this person who's not one of the commissioners in the plane [47:40] and what i found was when i was calling these these individuals back [47:45] one actually had me blocked because they thought i was spamming [47:48] so we are having a big challenge right now with all the spam calls and my [47:53] deputies when they call the number back they're usually using their personal [47:56] cell phone number and they're going to call you from a block number [47:59] so that's a that's an issue i'm going to [48:02] have to figure out i'm getting a lot of calls about follow us on and this has [48:06] just started i've been in this business for 20 years [48:10] and this is the first time i've had the influx of [48:12] i these people aren't calling me back and [48:15] my deputies are saying yes i am calling these people back [48:18] we use the star 67 so maybe that is something that is happening they're [48:22] seeing a strange number because it's not the sheriff's office number or they're [48:25] seeing a block number come through and i know a lot of times when i block a [48:29] number it literally was i called my two so i got two cell phones one's my [48:33] personal and one of my business if i block my number from one cell phone [48:37] to the other it will say spam risk if i block that number [48:42] so that's one of the challenges that we're running into [48:45] so i'm not saying that that's an excuse but that has been a big problem lately [48:50] that's a huge problem well maybe maybe we can try and help [48:54] help you with that i mean there are certain numbers that you use to call [48:58] back with correct if they go back to the challenge so if they know if the [49:04] deputy calls back into the dispatch and gets a patch [49:07] okay that's very time consuming so definitely a lot of times we'll just use [49:10] the star 67 everybody knows that blockchain number and they will call [49:14] that person back that person says family is going to fall [49:17] for an unknown number they're most likely not going to answer [49:21] them most likely they're probably going to be looking for a sheriff's office one [49:24] would be calling them back so it's a it's a challenge i have right now so [49:28] um [Music] [49:36] [Music] so if i find out they're not [49:45] then you have an issue but every time i've had [49:48] the same thing happen my deputies [49:51] give you their phone this is what i would recall this is the number i called [49:55] back i don't know why they didn't answer so i have had one that said i didn't [50:00] call that the truth was wrong so i just didn't call them back i didn't think [50:03] about it i got busy peak hours i guess those would be what on during the weekend do you [50:33] consider the peak hours probably [50:37] as far as well yeah i mean do you have a consideration for [50:43] what we would consider when we need two officers our two [50:46] deputies on um during the week one during the [50:49] weekend is it friday night saturday night [50:56] just just depends it just depends i mean i'm just i just didn't know if [51:00] that's something that if if they're not seeing them [51:04] um you know i mean [51:10] [Music] [51:20] so i have means where if somebody says our deputies aren't going to a certain [51:24] place i can show you yeah and [51:28] believe me that they're out there i mean [51:31] but for whatever reason [51:35] especially with no callback i think i just don't feel that [51:39] right there so if you have those individuals [51:43] you just give me a name and phone number and enter a quick email or give them to [51:46] charles and i'll try to figure out but that is a big challenge for me right [51:52] now especially because i have so many people that [51:55] i'm not trying to put my head up i have so many people that want to talk to me [51:59] that it's i've two months um everywhere i [52:30] looked um my husband i live on south main street [52:34] right around the lake park and going up to the post office [52:39] there's there's been a very unfortunate [52:41] gentleman in a wheelchair living on the street he's been to the [52:45] hospital they weren't trying to have a chat with the fire department [52:49] about this um there was someone [52:53] basically staying full-time in the evo during the [52:57] day in the lion's yelling and screaming i wonder if he was [53:03] the person who broke into the church by any chance [53:08] he was very threatening and i called a number of times [53:12] and then i've spoken to um and seen quite a few people who are [53:19] pretty obviously homeless just in this central area [53:23] in the last week i haven't seen before the person in the [53:27] wheelchair for all i know is deceased but the other people that i'm not seeing [53:32] i'm wondering um is that because of contact with law [53:36] enforcement have you all tried to provide those services or is it just [53:40] happenstance that i'm not seeing them now we the german that's in the [53:44] wheelchair he is has a very bad medical condition [53:49] and i have tried my best to get this gentleman to get received some type of [53:53] help and he's just not happy [54:00] is he the gentleman that was over okay now they did take him because i did talk [54:04] to and the deputy called took care of the medic and they did take him to the [54:09] hospital and he was they admitted him [54:12] they didn't admit him and that was a couple that was last week but this has [54:16] been multiple times yeah i know he's gone multiple times but i know he hasn't [54:19] been back since right yeah [54:22] so [Music] [54:28] right family members uh seek a [54:31] marching band for him he was taken into custody and transported him over to [54:36] flagler hospital for mental for a neural evaluation [54:39] and i haven't seen him back around so that may work you may have got hamilton [54:42] medication dying back in the right track or [54:45] seeking some medical nursing mental health assistance to get in there [54:51] quite frankly for about a week or two [54:55] when i and others would call we got a lot of pushback [55:00] from the deputies i mean they just basically told us [55:05] don't worry about it you know whatever and it was pretty obvious to those of us [55:09] in the area that he had some serious issues [55:17] we had no reason to take his identification [55:20] [Music] [55:30] i'm glad it worked out i'm glad to know that you did take it seriously even [55:34] though it did not come here but you did because it was whatever and then there [55:38] have been some other people who were very needy and obviously a problem but [55:43] i have no idea where they've been but there's just [55:48] [Music] good people aren't necessarily hilarious [56:00] they have problems sorry anyway just [56:04] thank you for the information okay anything else [56:08] um just i wanted to say i agree there is a lot of partying and drag racing [56:15] particularly off of grandmother sometimes like here at saturday or described [56:34] that's all i know and with that i'm going to convince [56:39] the captain because we've had several residents that have come in here and [56:43] that they they've been concerned about the traffic and the speed [56:47] um i was i was actually on a mayor's zoom across the state [56:52] and that was they said their number one problem all communities around the state [56:56] really around the nation right now are dealing with is speeding [57:00] um and trying to find solutions to that another one of [57:05] course is noise um but captain when [57:09] he has gone to numerous homes and he has sat with people [57:15] with his radar [57:18] and um very appreciative that you've taken that time out of your day just to [57:23] kind of help them you know better be [57:26] able to better gauge actually what's speeding and what seems like speeding [57:31] um a lot of these cars are loud and they sound like it i mean i live on the back [57:36] side of summit so i hear you know constantly in my back you know [57:41] in the backyard and um so does commissioner burt and she lives right [57:45] off the summit also and it's it's you know you but sometimes [57:49] they're just loud and it just you think they're speeding and actually they're [57:53] not that i just want to commend you and thank you for taking that time [57:57] and just being respectful of the concerns that the residents have it [58:00] means a tremendous amount and we are trying our best to educate these people [58:04] with these loud exhausts especially modified because modified and and stock [58:09] exhaust are different but as you as everyone knows these high performance [58:12] vehicles they're building these days they come with loud exhausts just like [58:16] your motorcycle going on the roads that is from the manufacturing into the [58:20] manufacturer's specs and when they take off from these red lights they sound [58:24] like they are tearing the roads up but in reality [58:27] they're doing the speed but it sounds like a rift [58:30] uh so it's it's challenging but we're uh we're working on i promise you that [58:36] thank you very much we appreciate it any [59:20] thought it was to kind of get up here right after what [59:22] he said because i had experience [59:25] last saturday morning at 2 30 where i did have an officer talk back [59:31] very professional and kind of gave me their input on [59:36] why we can't seem to get a handle on the [59:39] noise here in town i let things go until midnight but i've [59:45] learned over the last few years in the 20 plus times that [59:51] my family has called either the crescent city police or the [59:56] sheriff's department to report excessive noise [1:00:00] if i don't start early the chances of getting that resolved are [1:00:05] slimmed and not so [1:00:10] the deputy went by and notify these folks that uh it's too [1:00:15] loud and this is a situation where people are [1:00:18] playing their stereo outside this noise is not coming from inside [1:00:25] it's coming from outside of and then when they decide to get onto their [1:00:29] public address system and start screening that just [1:00:34] intensifies the situation so [1:00:38] three times the deputy went out there to inform [1:00:42] these folks that uh [1:00:46] the music is too loud i finally passed out from exhaustion at [1:00:51] like 3 30 or 4 o'clock in the morning and the music was still going [1:00:57] now we have an ordinance [1:01:01] that you know in the time i've been here i've heard every reason in the world why [1:01:05] this isn't being forced but today i can tell you that the [1:01:10] mechanism to address this is not it's not there [1:01:16] and i don't know what it's going to take to finally get [1:01:20] you know personalize this video i've got to do something to move on [1:01:28] i mean i'm really to the point where i'm ready to put my house on the market and [1:01:32] leave here because this happens i can set my watch [1:01:36] on when this is [1:01:46] that i live here and i pay taxes and on top of those taxes i pay an enhanced the [1:01:51] law enforcement services and and they're handcuffed [1:01:55] around enforcing and [1:01:59] being punitive toward people to help them understand that [1:02:03] in a civilized society your rights to play your music so loud do not [1:02:10] override the rights of somebody else in the community [1:02:14] to be able to have peace and quiet in order to sleep [1:02:18] thank you thank you may i make a comment please yes um mr [1:02:24] banks you'll remember this when we were working on this uh ordinance [1:02:29] the problem was we're working with the sheriff's department and our police [1:02:33] department is [1:02:35] we could not [1:02:39] measure the decibels and we could not enforce it do you [1:02:43] remember that and i've always found that odd because [1:02:48] if it's too loud too loud it's too low [1:02:52] i agree we should be able to say you can't do that [1:02:57] or you have to move to somewhere else or whatever but it i'll tell you what with [1:03:02] our lake this little light bag here like stella particularly [1:03:06] if it's happening over there i'm hearing it upstairs in my house because that [1:03:11] water amplifies it so it's all over the town and we should [1:03:18] captain ussr is there any way or any way to add that to that ordinance [1:03:25] specific sandwich i'm going to ask [1:03:37] and it's never been able to be [1:03:42] enforceable because of that [1:03:47] measuring decibels and so we do that so we do have a decimal meter it is [1:03:53] stationed at the crescent city office the weekend that this happened it was [1:03:56] not because i had in my position going around town and seeing what the [1:04:00] decimal levels actually sounded like so we got the deputies when they came out [1:04:03] and got a general knowledge i could say okay [1:04:06] i need to i need the decimal here instead of coming all the way up here [1:04:09] and getting here because if they take it anywhere else because the city is fine [1:04:13] but if they have to go to east collectively they're gonna come all the [1:04:15] way down to crescent city and come back so they can kind of be a judge before [1:04:19] coming and getting them either so secondly speaking on the most limits [1:04:23] itself we've been spending a pretty good amount of time having spoken with you [1:04:27] about it something there um trying to figure out [1:04:30] the right process and i don't want to spill the beans if somebody would like [1:04:33] to have some private conversations on this i don't want to spill the means of [1:04:37] how that that process actually works right now [1:04:40] we can't issue citations but we're working on we're working on the process [1:04:44] um and i really don't want to go into a whole lot of meat and potatoes of that [1:04:49] right now just because i don't want [1:04:53] everybody to know kind of the way the process works right now so [1:04:56] um once we we're not sure how this is going to go so once we [1:05:00] come up with a good plan of enforcement then we'll um obviously [1:05:06] obviously it's a problem to us i've also been in contact with the uh [1:05:10] the courthouse where the powers to be to figure out [1:05:14] who's going to be regulating these citations and what that process is so [1:05:18] we're on it i was hoping to have that earlier by this week it's just [1:05:21] [Music] [1:05:35] cite manage whatever you want to call it privileged sound [1:05:38] and amplify sounds and presidency well that's good news because we've been [1:05:44] battling this for years and it's just [1:05:48] and [Music] [1:05:55] so [1:06:07] westmove you've been having that problem correction for years [1:06:11] and we even had the state's attorney office [1:06:14] searching for answers and they couldn't come up with a [1:06:18] good answer it looked like the problem is still [1:06:22] raining in automobiles or [1:06:26] where we kind of judged by the automobile but in [1:06:30] an individual house playing live music they couldn't come up [1:06:35] with the judge the automobile every time they see the stock come and the police [1:06:41] car comes they cut it out right [1:06:44] time you get back down the road boom there you go again [1:06:50] it was kind of hard but the community just was upset about [1:06:55] that and we were trying to do everything [1:06:59] possible everything possible to try to get an [1:07:02] answer for it but we could not get the law [1:07:06] a law anywhere that would help us so i'm not trying to say [1:07:12] uh we can't do anything about it it's been something i'm really hoping [1:07:16] whatever you're working on works i think it will and like i said we are [1:07:22] ending our citation [1:07:25] what happens after that citation is what we're judged by [1:07:29] and you are just like i am your people of accountability [1:07:33] when we go issue that citation i want to make sure they're held accountable for [1:07:36] those actions so that's what i'm working on it's not just the citation part not [1:07:40] just [Music] [1:07:47] and i i live just right down the road from this provider and so i know exactly [1:07:51] which house he's talking about and i get phone calls from neighbors [1:07:55] um i don't wait till midnight i start at 10 [1:07:58] o'clock you know if i'm going to start making [1:08:00] phone calls start at 10 o'clock and i figure after 10 o'clock kind of like you [1:08:04] shouldn't have that phone call after 9 o'clock [1:08:07] after 10 o'clock that music should shut down but um [1:08:11] you know i spoke to uh mayor um [1:08:16] watts over in malacca and they are currently [1:08:20] working on their ordinance and something and that was the big question [1:08:24] is where do you put you know what kind of teeth are you putting in this [1:08:28] ordinance so that people will understand that they [1:08:32] just can't do this and get a citation that this is going to really impact them [1:08:37] if they continue and so he's he shared some things with me and i know as we go [1:08:42] forward and we have kicked this can down the road quite a bit i know as far as [1:08:47] i've had the noise ordinance sitting on my desk [1:08:50] for some time and so maybe now is the time that [1:08:53] that we either workshop it or or we move forward and figure out some way to do [1:08:58] this i we had a gentleman that's right outside in the county and he came in the [1:09:03] office the other day and just like mr fighter he is just [1:09:06] exasperated and he is talking to anybody he's even talking to mayor what up mayor [1:09:11] watts i don't know why people aren't calling him mayor west but mayor watts [1:09:16] and i said well well lack is a long ways he's south of presidency that's a long [1:09:20] ways away because i'm going to talk to anybody that will help me we've been [1:09:24] dealing with this and [1:09:26] so it's it's all over and i know the county struggles with it [1:09:30] as well as far as trying to figure this out but um thank you for bringing this [1:09:34] to our attention once again and um i think [1:09:39] he's right we need to we need to start when we think figure this out [1:09:45] put some teeth in it we need way to be able to [1:09:50] give some consequences and so far we haven't been able to have that because [1:09:56] uh i know our ordinance is after 11 o'clock is like it was shaky three to two so um there's been a lot of [1:27:05] discussion the way the ordinance is actually written i feel like it [1:27:10] enforces what we already can do just follow special meetings [1:27:13] we want a second meeting of the month so [1:27:16] i don't think it accomplished what we potentially want to schedule a regular [1:27:21] date we'd have two scheduled meetings a only opportunity under the [1:34:28] sunshine law and talk it's very important that the [1:34:31] staff whatever staff are involved whether it's code or the attorney of the [1:34:35] city manager written the new language such that in the future it can be done by [1:38:15] resolution but meanwhile we need to do two readings [1:38:18] of an ordinance to approve release [1:38:26] there is an error in there we discovered the address is different on the [1:38:31] ordinance versus the elise [1:38:35] yeah one says six or two and one says 604 [1:38:39] but it's a big lot so i don't know [1:38:52] it's twice [1:39:06] at this time i'm going to ask if we have additional factual testimony for against [1:39:11] seeing them come forward do we have any public input on this [1:39:17] humble an overview for for anybody i know there's [1:49:47] so that people you know and trying to be very transparent with [1:49:51] this yeah so how this all came about as i was [1:49:55] actually sitting here in the large commission meeting charles overturf [1:49:59] emailed me and asked me to interpret the city [1:50:02] ordinance 14-04 and in that ordinance it sets out the [1:50:07] time frame for the qualifications of the offices within the city of crescent city [1:50:13] and in that ordinance it says that the qualification period is only [1:50:18] from noon on the first monday in august and ending at noon on the following [1:50:22] friday in the year of qualifying for the election [1:50:25] so i told him that i felt like he could give out [1:50:28] the information but it could not be turned in [1:50:31] only by that one week from noon monday to the end friday [1:50:35] then so that's what we we're going to do we're going to take the front book end [1:50:39] off where people could qualify for city elections at any time they wanted to if [1:50:43] somebody wanted to run uh for an office that was two years out [1:50:46] that they would be able to qualify whenever they wanted to [1:50:49] so then we started drafting the awardness to take the front bookend off [1:50:54] and we discovered that it was in the charter so we couldn't just do it by [1:50:57] ordinance then recently i and i'll preface this way i don't have [1:51:01] a lot of the election experience or anything like that i didn't realize that [1:51:04] there were more documents that you had to turn in on the state level than just [1:51:08] what the city asked for so then it was brought to my attention by [1:51:13] um commissioner devito that there is a form [1:51:17] and correct me if i'm wrong i think it's dsde9 which allows the candidate [1:51:23] to open a campaign account appoint a treasurer spend money and raise money [1:51:28] um so then we had a conversation about that [1:51:32] and i have made a legal recommendation that our city charter [1:51:38] does not contemplate the financial document the des de 9 [1:51:42] so it's my legal opinion that a person can start raising money as long as they [1:51:46] turn that into the supervisor of elections prior to that monday in august [1:51:51] the only thing that must be turned in in august is either the 25 petitions that [1:51:55] you have to get or five percent of the salary [1:51:58] um to qualify as well as a i believe it's a sworn statement of office there's [1:52:04] three requirements that are laid out in the charter so one thing that the [1:52:07] commission is going to have to decide at some point is if we're going to accept [1:52:12] that dsve9 as our sworn affidavit of office or we're going to come up with [1:52:17] something else but i am of the opinion which i'll relay to [1:52:21] um [1:52:24] supervisor elections mr overture that as soon as tomorrow people can [1:52:29] start qualifying as far as the raising spend the [1:52:33] money part okay so that's how we ended up in the situation so we thought there [1:52:37] was a problem that may not have been a problem the entire time the only thing i [1:52:41] do recommend is that i think it should be clarified uh we should clear up so [1:52:45] this confusion doesn't happen again in the future that our charter is only [1:52:49] contemplating the two requirements uh that the city requires for you to run [1:52:54] but nothing we're not restricting anything that the state requires you to [1:52:58] use okay so in in talking to mr overture [1:53:03] um the appointment of the campaign [1:53:05] treasurer that is that [1:53:08] dsde9 form that he's referring to and that's what he was thinking [1:53:13] that would be the qualifier that would be the qualifier initially [1:53:18] um now in looking at this he's saying that [1:53:22] the appointment of the campaign treasure reform and that's what you would do is [1:53:27] you have to fill that out you have to turn it into supervisor of [1:53:32] elections and then you take it to the bank and [1:53:36] then you set up your bank account he will go ahead and he can accept that [1:53:42] and then he also has the statement of the candidate and that statement of the [1:53:46] candidate he can accept that as well and that's up to 10 days after [1:53:52] um you've [1:53:54] turned in that dsde9 form so he said he can accept those two [1:54:00] um prior to that noonday [1:54:04] monday after that then your candidate statement [1:54:09] and your oath that's what he would accept in [1:54:13] august in the qualifying [1:54:16] you turn that in you would turn in your petitions but he said because you [1:54:21] already have the petitions you can have those dated prior to that [1:54:25] you would turn in your form one which is your financial disclosure statement of [1:54:30] financial interest you would have to turn in by state law [1:54:34] that same week that qualifying week your one percent fee [1:54:39] um that the state requires or you're asking um for a waiver of that financial [1:54:44] financial hardship waiver and then we the city have an additional form that we [1:54:50] fill out and it's the city of crescent city qualification statement [1:54:55] and that basically also says who you are that you're going that you're going to [1:54:59] the office you're running for and what you're that you're willing to serve if [1:55:03] you're elected so he said [1:55:06] those he will accept that week okay but prior to that but you cannot [1:55:13] raise any money and we have to be clear about that you cannot raise any money [1:55:18] until you've submitted that appointment for a [1:55:22] campaign treasurer that dsde9 form [1:55:26] he did say also that he would come down [1:55:29] some people might want to go up to his office and get these forms but we the [1:55:34] commission can set a time and date when he can have a kind of a [1:55:40] election 101 [1:55:42] and and have these available for candidates to to pick up at that time to [1:55:47] go over the documents with them um [1:55:51] and so [1:55:54] so there we have it that statement of candidates that's the second form he [1:55:58] said he would accept and you have to do that within 10 days after you file the [1:56:02] first form or at the same time oftentimes they do it at the same time [1:56:06] he said that's the one that basically says you've been given all the rules [1:56:10] you've been given all the forms you've been given everything um required for an [1:56:15] election and you've and um and they have they haven't filled that [1:56:19] thank you so much for that [1:56:22] so well it's well it's we just needed some clarification and so we're not [1:56:27] going to have we don't have an ordinance on it so at that time but we did need [1:56:31] some clarification so [1:56:34] that take care of it for everybody it doesn't except that [1:56:38] okay so [1:56:41] the last meeting this was introduced or brought up by you [1:56:47] i think during the city manager's report just as a verbal report [1:56:52] i really wasn't sure what you were saying and the information passed [1:56:58] down [1:57:28] in writing and should have been shared with all the commissioners so that we [1:57:31] could all know what the problem was um and i think [1:57:35] if that had happened we could have commissioner banks has kind of raised the issues that i want to [2:03:54] bring up um [2:03:58] this land is actually zoned current zoning and in the future [2:04:04] landings now the conservation land and [2:04:08] the staff report on this issue has always said well [2:04:13] you can have a park in conservation land [2:04:17] because the conservation zoning description [2:04:22] says that parks are allowed but i do not feel that that is accurate [2:04:27] and i gave you a little [2:04:30] write up on this i'm quoting directly from the zoning [2:04:35] category language it doesn't just say parks [2:04:40] the conservation zone says lands designated as conservation allows [2:04:46] uses which are consistent with the primary goal of preserving natural [2:04:51] habitat use potential of these areas is limited [2:04:56] to natural open space limited [2:04:59] recreation use and resource protection within the conservation district the [2:05:06] following uses shall apply and it says permitted uses a and b [2:05:12] and it names local county or state forest [2:05:16] parks and preserves public and private wildlife management [2:05:20] areas so it's not just any type of park [2:05:25] and the dictionary there's a whole variety of parks you can have an [2:05:29] industrial park you can have a vault a ballpark we have a dog park [2:05:36] the zoning category said parks that are focused on preservation [2:05:43] the staff memo for a couple of meetings has said [2:05:46] well conservation zoning is the only category that allows [2:05:51] a park and that's apparently not true because [2:05:54] we have many other parks in the city and their zoning is either recreation [2:06:00] or public buildings [2:06:04] and views that are [2:06:06] it's not the word park that is controlling [2:06:10] they're in zoning that deals with the nature of the activity that occurs there [2:06:14] like recreation or whatever so here we have conservation lab [2:06:19] and commissioner banks has observed [2:06:24] that this area is being used for parking when we had cups kids and kayaks the [2:06:30] other day it was used for parking there have been music events there that [2:06:36] i don't think they really fit into the actual zoning [2:06:40] but in addition the area has been used for parking and [2:06:43] it's supposed to be conservation so um [2:06:48] i i just i think this is [2:06:51] leading us a bit in the wrong direction and i don't know if y'all [2:06:55] i mean commissioner burton several months ago [2:07:00] said that she did not want this to be conservation land she wanted it to be [2:07:04] used and somehow naming this apart [2:07:10] seems to be a backdoor way to change the zone somehow [2:07:16] but anyway [2:07:17] i'm i'm just saying we're here let's be careful here well i'm saying speaking if [2:07:22] there is an objective i'm not sure whatever so [2:07:27] yeah mr burton uses the park but in a very conservation manner [2:07:33] um i also think that it's okay to have a [2:07:39] nice little music festival i shouldn't say festival [2:07:44] uh but a sunset uh music van there in gazebo [2:07:50] uh it's actually very delightful uh commissioner burton also realizes [2:07:56] that there is a issue there and we've discussed it [2:08:00] um charles and myself and my team on [2:08:05] how the different ways that we might correct that [2:08:09] but we have to be given the opportunity to put those plans in place [2:08:13] and hopefully next year when we come back with our [2:08:16] sunset and stella we will have that opportunity to show notifying we were going to go to foreclosure [2:31:09] this is a copy of the codes [2:31:14] first word uh first violation was first observed in november of 2006 [2:31:21] with a notice of code violation going to the property owner [2:31:25] yes three code the latest was may 24th [2:31:32] 2022 [2:31:35] fight approved for 5465 days at 25 a day april 10th [2:31:43] 2007 to march 27th 2022 total flight approved 136 [2:31:50] 625 affidavit compliance was filed march [2:31:54] 28th 2022 received requests for the reduction [2:32:01] on april 7th 202. in february of 2022 the city attorney [2:32:08] sent a demand letter to foreclose on the uh quick enforcement lane [2:32:17] two pictures that i took one was on march 10 [2:32:22] and once one was may 18th park the owner has gone in and secured [2:32:27] the building [2:32:31] she's here we'd like to speak to her [2:32:36] staff recommendation was to reduce the fine to a thousand dollars payable [2:32:40] within 30 days of today's meeting the heirs of many families requested [2:32:46] that finding the bond be reduced to zero [2:32:50] and on may 24th 2022 the code enforcement board recommendation [2:32:55] is the supply to be reduced to zero [2:32:59] and uh ron whoever is here if you'd like to [2:33:02] speak okay [2:33:07] um [2:33:09] it's just been going on for five years yes okay now hear me out okay [2:33:16] um closed case [2:34:51] there's nothing in the file that says they ever made a re-inspection after the [2:34:55] code enforcement hearings um so i don't have anything to go on except for i've [2:35:01] seen myself this is 15 years later like what's that [2:35:05] but what is it when was this house built this house that we're looking at now [2:35:09] that's not in compliance to [2:35:20] how long i don't know i know it wasn't built in 2022 [2:35:32] first we need to establish um [2:35:36] miss burton that [2:35:38] defines or inaccurate they were not correct [2:35:42] um when we received the letter from their [2:35:45] attorney that we didn't even know fines were [2:35:48] going on the property because what was asked my father built some buildings was [2:35:55] building additional apartments and he never finished him and we were asked to [2:36:00] tear them down and we complied with what was asked to do to tear them down [2:36:06] so after that [2:36:10] the only thing that you could say that we did not do as [2:36:14] far as is keep up the property but the timeline of saying that [2:36:19] um that was not taking care of everything that we were asked to do [2:36:23] we it was taken care of barshare was the code enforcement officer [2:36:28] another incident that was taking place is that when the officers [2:36:32] were after a suspect that [2:36:37] and we were asked to clean that up so and that's the that's the next thing [2:36:43] but what took place is that these files were never closed [2:36:47] back but we took care of when we were asked [2:36:51] to do something we took care of it and i i think i understand that i just [2:36:56] don't understand how city that's us can keep this thing wrong [2:37:01] okay and when really um from 2007 [2:37:07] at some point you know [2:37:10] you got to step in i mean what's our what's our procedure [2:37:14] when do when we go to border here we aren't we hearing the fine reduction not [2:37:20] i mean yes and so that's that is why we're asking [2:38:23] it to be reduced we have requested that it be reduced to zero because i mean we [2:38:28] shouldn't be penalized for something that we did not know that we were [2:38:32] unaware of okay and pam you haven't been able to find anything in your file [2:38:36] showing that it was the proper documentation is that correct [2:38:41] no there's no documentation um the only thing i didn't find [2:38:45] um [2:38:47] there was an issue with permits but i checked with the building [2:38:51] department and there were not any permits pulled [2:38:54] but like ms glover stated in the code [2:38:57] enforcement hearing the city just wanted the building taken [2:39:01] down so they just did what they had to do to be in compliance [2:39:06] the house is there now was not the issue back in 2007. okay okay correct yeah i'm [2:39:12] living in that house yes yes because at that time my [2:39:16] stepmother was living there and my father and he passed away the end of [2:39:20] 2006 and then my niece moved there [2:39:24] and um and i don't know anything i've noticed on there about abandoned cars [2:39:28] we've never had any cars there with fred fox enterprises we're a grant consulting firm and i'm here tonight to [3:01:55] advise the commission as well as the public of the city's opportunity to [3:01:59] apply for a community blog the city is eligible to apply for up to [3:02:04] 650 000 there are three categories in which you [3:02:09] can apply for funding the applications are due july 21st [3:02:14] and you do need to select a um category you can always select uh you can only [3:02:19] submit one application at a time the first is the housing rehabilitation and [3:02:24] that's where the city would go in and they would either do uh rehab work or [3:02:28] demolish the place over occupied low to moderate income homes [3:02:32] you have to be under occupied has to be low moderate income and you have to [3:02:36] address all code violations so you couldn't just like with the ship program [3:02:40] you can go in and you can put a new roof on but with um cdbg hud requires that [3:02:46] every code violation be brought up [3:02:50] with 650 000 believe it or not i would only get to do about four or five homes [3:02:55] with that it doesn't go very far the second is a commercial revitalization [3:03:00] that's where you during streetscaping sidewalks pedestrian malls building to [3:03:04] side work etcetera all in the downtown commercial area the purpose is to [3:03:08] revitalize commercial downtown and to get more people to come [3:03:12] down now um the city would be the service area and the city would need to [3:03:16] be at least 51 low to moderate income [3:03:20] the third is a neighborhood revitalization and that's where the city [3:03:23] would address infrastructure items and residential areas you could do water [3:03:26] line replacement sewer line replacement lift stations sewer lift stations you [3:03:31] can do parks paving drainage community centers [3:03:35] and there again your beneficiaries must be a minimum of 51 percent low tomorrow [3:03:39] application threshold so for instance if you're doing road painting and you're [3:03:44] doing two blocks those two blocks at least 51 of the resonance on those two [3:03:48] blocks would need to be low to water income [3:03:52] the fourth category is kind of like a standalone [3:03:55] um once the cycle opens [3:03:59] you can submit for funding for an economic development and you submit [3:04:03] until there's no funding left for that year in the next fiscal year they'll [3:04:07] obligate more funds towards that category um so that one you can submit [3:04:11] at any time as long as they're spending the first three are due [3:04:16] july 21st and you can actually have an open housing rehab commercial [3:04:21] revitalization or neighborhood revitalization and applied for economic [3:04:25] development finance the only one that you can actually apply for if you [3:04:29] haven't heard of the money and that's where you would provide infrastructure [3:04:32] on city easement property to facilitate a new business coming into the city or [3:04:36] the expansion of an existing business business must create new long-term jobs [3:04:41] and be included as a developer if you have a fish and for this category alone [3:04:45] you're actually eligible to apply for up to 1.5 million [3:04:49] and then so for every thirty four thousand nine hundred [3:04:52] ninety nine dollars in another innocence that's being requested one full-time job [3:04:57] must be created when we refer to uh lmi low moderate [3:05:02] income those are the hud limits that are set they are updated [3:05:06] every year so for putnam county just to give you an example on the bottom for [3:05:11] our family of four the maximum you could make is forty eight thousand five fifty [3:05:15] that low eighty percent [3:05:21] there are additional points in their application you're competing with other [3:05:24] small cities and counties throughout the state [3:05:26] um if the city can leverage points towards the project then you get an [3:05:31] extra point for every thousand dollars a maximum of 25 points for 25 points for [3:05:36] 25 000 the local community can exceed the 25 [3:05:40] 000 you just don't get any extra points you can also go less than that you can [3:05:44] commit 10 000 to get 10 points for neighborhood revitalization and [3:05:48] commercial revitalization projects the city submits with their application [3:05:53] engineers stamp construction plans and specs and you've shown documentation [3:05:58] that you apply for all your permits you get an extra 50 points in your [3:06:01] application you can't be reimbursed for shuttle [3:06:05] ready design calls so anything that you contract with the engineer for the [3:06:08] design of that the city would have to pay full city funds [3:06:12] even if the application is funded the steps that are required in the [3:06:16] application process is to appoint a citizens advisor task force that has [3:06:20] been completed the second is to advertise and hold a catf meeting to [3:06:24] discuss possible projects the atm did meet this meeting at 5 00 pm [3:06:30] and they did recommend that the um city pursue a neighborhood [3:06:36] revitalization for um [3:06:42] um the third is to advertise and hold a first public hearing to obtain public [3:06:46] comments and direction by city commission to move forward on [3:06:48] determining a project that's what we're here for tonight the [3:06:51] fourth is to advertise and hold a fair housing workshop that gets you [3:06:55] extra points in your application i'll be doing that that's the next fighter [3:06:59] agenda and the fifth is to advertise and hold a [3:07:02] second public hearing to finalize the application at that point a rough draft [3:07:06] will be presented to the mission as well as the [3:07:09] public we would obtain any public comment on that we would amend the [3:07:12] application as you know as needed and then we would submit the persons 55 or 62 years of [3:16:33] age or older you can't just deem yourself one you have to actually be [3:16:37] under a state or federal program that has determined [3:16:40] that has certified [3:16:42] if you think your rights have been violated you can contact the following [3:16:45] the florida commission on human relations [3:16:47] the u.s department of housing and urban development in the southeast regional [3:16:51] office or the u.s department of housing and urban development in washington dc [3:16:57] additionally the city of crescent city does have a fair housing ordinance which [3:17:00] outlines steps and time limits in which complaints must be submitted and [3:17:04] responses provided what you will need to provide is your [3:17:07] name and address the name and address of the person your complaint is against the [3:17:11] address or other identification of the housing involved a short description of [3:17:15] the alleged violations and the dates of the alleged violation [3:17:20] what happens when you file a complaint the office receiving the complaint will [3:17:23] notify the person filing the complaint and the alleged violator of the filing [3:17:27] and allow the respondent time to submit a written answer [3:17:31] to the complaint investigate your complaint and determine whether there is [3:17:34] a reasonable cause to believe that the respondent violated the fair housing act [3:17:39] notify you and the respondent if hud cannot complete its investigation within [3:17:43] 100 days of filing your complaint and provide reasons for the delay [3:17:47] now during the time during the complaint investigation hud is required to offer [3:17:50] you and the respondent the opportunity to voluntarily resolve your [3:17:54] reconciliation [3:19:18] what he proposed is that we can we can actually buy the building [3:19:23] it's a kit and it will take about five or six [3:19:26] months to be delivered then we'll negotiate [3:19:29] uh to see what we need he thinks 10 to 15 000 dollars probably to get it built [3:19:35] the footer's put in and to construct the building but if we don't buy it now it's [3:19:39] just going to keep getting more expensive [3:19:41] my request is for the cost of the building out of a better place okay [3:19:47] so the cost of the building would come out of a better place and then the labor elections by the beginning of august if we want to [3:20:50] make this um [3:20:53] election coming in november so uh i listed on here in a couple of [3:20:58] some things that we've talked about administrative supervisor is [3:21:02] now called city manager that's a that's an easy one [3:21:05] um so actually currently i am required to be the clerk for the city um [3:21:10] and hired karen hired her as clerk and then we were informed reminded that [3:21:15] actually in the charter says the city manager [3:21:18] the administrative supervisor shall be the clerk of the city [3:21:21] so this would be an opportunity to actually allow us to hire a clerk [3:21:25] um also we talked about [3:21:28] currently required rehiring appointment removal of [3:21:33] department heads that has to come with a commission so [3:21:36] it's a hiring decision that so i can't um [3:21:39] that was an issue with our finance director um [3:21:44] to fire her i would have had to bring it here at a public forum [3:21:47] and that would fortunately she resigned so um [3:21:51] recommending removing that and then um [3:21:57] that wasn't damaged one of the clarification purposes [3:22:04] also the thing we discussed earlier i take the opportunity to clarify that [3:22:09] you can submit your election materials prior to that first monday it's just the [3:22:14] deadline will remain the friday at noon [3:22:17] and then currently i'm required anything over a thousand dollars [3:22:22] to get your approval and to bid it out and these days [3:22:27] everything over a thousand dollars has really been constrained [3:22:33] really slows us down you know gotta put that on an agenda we missed the [3:22:37] advertise so it's gonna be a month and a half [3:22:40] so um this will be an opportunity to increase that and what i recommend is [3:22:44] five thousand dollars [3:22:49] and any other changes you might those are all the ones we've talked about that [3:22:53] come up um we would need to the front half of the park the [3:53:14] smaller trees are run on the ground on the web of electrical outlets to each [3:53:19] tree uh the [3:53:21] lift rental and so forth so these costs will come in [3:53:25] much less than that but i don't want to keep coming back and hold off until i [3:53:29] come get approval you can see [3:53:32] this the first column is what the adopted budget is [3:53:35] of all of our sort of programming um the improvements we have 100 000 we have [3:53:40] 86 000 left the grant shows we have 78 000 we've [3:53:45] actually committed um probably half of that so my intention [3:53:50] would be to move money from improvements down to um you see we've got a little [3:53:54] bit over on our festivals and special events [3:53:57] to move that money down to that part so we [3:54:00] can buy the lights and do this and this is really a multi-year [3:54:05] investment because we'll save all this stuff this material [3:54:08] and squirrel away for next year and i'll come back to you for a treat i'm going [3:54:12] in here uh we'll have a tree and every year we'll add something more we'll just [3:54:16] keep growing this thing taking care of what we buy [3:54:19] um so that we can eventually have this huge to me a christmas celebration the [3:54:23] lights is such an easy easy tangible um wonderful thing it's like fireworks [3:54:30] those two things people just come out from fireworks and christmas lights [3:54:35] and then we just encourage our residents we can even create a [3:54:40] residential award for somebody just goes crazy in their yard a commercial award [3:54:45] and just really encourage um and so we need to start all this now [3:54:50] uh because i've got to order the everything in advance and i got to [3:54:53] design the electrical system so you need a motion for us to prove for [3:54:57] you up to twenty thousand dollars yes i would like a budget for this project uh [3:55:02] not to exceed twenty thousand dollars to [3:55:43] those two african-american churches need some serious help soon [3:55:53] to me there would be more lasting and there's a much greater need i mean we [3:55:58] can have lights but [3:56:00] if our buildings are crumbling um [3:56:04] i would rather see us use those funds on the buildings and as [3:56:08] well part of our cra plan is ecotourism [3:56:14] and i hate to say this but lighting is one of the recommendations [3:56:20] actually i was reading on the back conservancy today because we don't plan [3:56:24] to go on saturday um [3:56:28] fpl and everyone else are trying to reduce the amount of lighting we're not [3:56:34] an urban area we're [3:56:38] we're an area that's talking about ecotourism we're very very small [3:56:42] um that degree of light is not necessarily [3:56:47] on the medians but lighting up the park which is a residential area [3:56:52] um cuts the other way for ecotourism [3:56:56] so i'm i just i think this needs a little more [3:57:02] massaging about how we would do it and i hate to spend money on lights on [3:57:07] 17 when our building infrastructure [3:57:12] is really needing help [3:57:15] well i i feel i understand what you're saying i feel after these we finish our [3:57:19] current grants open grants and this expenditure if i were to spend it all we [3:57:23] still have 100 000 for programming and then next year we [3:57:28] get kind of replenished [3:57:31] in all three cra so um i feel that it's a good investment and i don't think i'll [3:57:36] spend all that money but i think it's um it'll just keep us been repaired so this shows [4:02:39] it's built out as you can see in this area you really [4:02:43] feel like the public's place ends at the edge of the sidewalk so if you were to [4:02:46] step off quickly and you're healed or something you're off in the grass and [4:02:49] then there's sprinklers there and again and [4:02:52] so forth so this extends that all the way out so there's for benches and [4:02:56] public art and so far [4:03:00] this is the other project we're working on [4:03:02] um where again you take that space this this [4:03:07] part here this is not part of the project it's [4:03:12] actually the ownership of this building over here [4:03:14] um but you give me the point is this coming in at the engine [4:03:19] the palm trees are getting into the power lines they look a tenant might have this there were multiple tenants in that [4:04:56] building it's a pretty good size building [4:04:58] uh used to be a multi team it's built as a multi-tenant building on a low-known [4:05:02] solutions worker this is just some some assad rumors uh [4:05:07] t-city music uh in the vacant building if you were to [4:05:11] just some simple massage work including the sign up above [4:05:15] music over here creating again a public space [4:05:18] and even a food truck spot [4:05:21] this says food hall on there you can't see the city hall [4:05:24] just as an idea it's a big space this building was we were going to go [4:05:29] purchase it and then call to make the offer it was already under contract [4:05:34] but these are some improvements that could happen to that building [4:05:37] various colors this shows adding a door back here for a brewery i think it could [4:05:42] be a retailer in the front um different colors and then again [4:05:46] creating gathering place bringing public space that's also non-performing parking [4:05:52] where you actually stick out in the road when you park there [4:05:56] that shows the potential [4:06:00] this one was done more recently uh beautiful building i think really one of [4:06:04] our treasures uh but just um [4:06:07] facade work it really just needs the roof is good it needs a little work up [4:06:10] here to the ease and painting and then this is part of [4:06:14] the same property it could be a great space [4:06:17] for public gathering and living really lighting up the area [4:06:20] and this would show the flight was from training instead of those little palm [4:06:23] trees you can see [4:06:33] this is what's in the redevelopment plan is yellow brick which i don't like they've got a buyer yet but this break house which i think isn't [4:08:03] that one of our historic buildings um [4:08:07] everybody who goes by that building and has any kind of eyesight for it at all [4:08:12] is very concerned about the structure of the spray house so [4:08:19] um if we have grant money for [4:08:23] actual um [4:08:26] you know structural improvements i think those two buildings [4:08:30] need attention not to mention the two churches [4:08:35] this one i've actually spoken with several people that were all excited [4:08:39] about lying and then i never saw them again so [4:08:42] they got into the balance of that building [4:08:59] so my question is could offering like grant assistance [4:09:04] and i i do think i think one problem with our grant program i think that [4:09:07] money needs to be paid back eventually so that [4:09:11] you know i think it's more appropriate for it to revolve in some way [4:09:15] but is it possible that offering a grant [4:09:18] would incentivize the buyer yeah [4:09:22] we want to work with them we show them this okay and they were very interested [4:09:26] and i feel like we do get paid back we you know if you pull a permit then we're [4:09:30] going to hear the work done is going to create a [4:09:33] new assessment property well you have grants and then you have [4:09:38] you have grants that are just y'all enough [4:15:19] the report and the recommendations that advanced tree care did for the heritage [4:15:23] oaks over in the park [4:15:26] that came in in 2019 in april it's been over three years we [4:15:31] haven't done anything the concerns focused around the soil [4:15:37] compaction that is basically [4:15:41] damaging the roots to the point where it's going to damage the tree [4:15:45] i think we need to give this some attention [4:15:47] before we lose the trees and haven't forbid [4:15:53] someone that's underneath when that happens [4:15:57] so it's a serious issue i mean more than one person that's been [4:16:02] killed right out there in main street that was um probably a couple tons of [4:16:07] trees and i'll share with you all the photos [4:16:10] was it retreat was it one of our treats it's a city tree [4:16:18] taken down from that tree that was over our driveway a couple of years ago [4:16:23] and um i mean it's i think it was one of the [4:16:26] ones damaged in hurricane but anyway this report you all have it [4:16:31] from advanced streetcare i really think we need to take this [4:16:34] seriously because it applies to quite a number of city trees and [4:16:39] we can save our trees and save money so [4:16:44] that i just want to share that with y'all [4:16:48] thank you is that it [4:16:51] um i do want to make a clarification of i just wanted you to know that in no way [4:17:36] we are just about to celebrate our 35th wedding anniversary we've been together [4:17:39] almost 39 years and he's stuck with me whether he wants [4:17:43] to [4:17:46] so so with that [4:17:50] that's all i want to say and then we can't talk about it except [4:17:53] for the fact i in public i just [4:17:56] any time with these people um instance where there [4:19:29] was a leash safe for like three years with an option to buy for a dollar at [4:19:33] the end of three years if we were satisfied with the improvements they [4:19:37] made and all that stuff or obviously there's the option to go ahead and beat [4:19:41] it over to them i wouldn't just caution that we not do anything [4:19:46] as far as transferring it ownership until they have their 501 [4:19:53] because they're immediately going to take on a [4:19:56] almost thousand dollar a year tax consequence they're gonna take a lot of [4:19:59] financial burden that's the only caution that i would have is to just if we're [4:20:03] going to need the property over to them is to not do it until they have their [4:20:08] non-profit status they don't take on a tax liability right away [4:20:13] um but i just brought that up it wasn't on [4:20:15] that but if y'all have any questions or want me to explore any other avenues [4:20:20] can we sell that property sell it just not right [4:20:26] just anybody yeah yeah i need to sell it to them [4:20:34] you know what i mean [4:20:36] then they have ownership i mean actually [Music] [4:20:48] you have to have for three years freshman year [4:21:33] and then bring it back and look at it again and that takes a lot of depression [4:21:37] because they just stopping now they just start now they're just trying [4:21:41] to really they got good intention and they [4:21:44] won't want the building [4:21:47] so if we get three years and you know then go back and visit and get up into [4:21:51] three years and see where they stand [4:21:56] i think that would be a good one [4:21:59] i think they will be happy [4:22:03] yeah we just want to make sure that we just don't set them up for failure and [4:22:06]
