30th.
[1:49] And in that first section, those are our
banking investment account balances. And
[1:55] then, the difference between our books
and the bank balances
[1:59] is that variance, and then that variance
is described below that. It's typically
[2:04] our outstanding checks
and some deposits in transit.
[2:09] The next section below is all of our
bank accounts in our general ledger and
[2:15] how those foot out, and that's the
number that's compared to our
[2:19] bank balances to get the variance.
[2:24] The next section is how all of that cash
is allocated across each fund
[2:30] in our accounting system.
[2:35] And then, you can see that that matches
all of our pooled cash in the uh
[2:40] bank account section.
[2:44] And then, the next section is our
investment allocation uh by type, and
[2:48] then the investment values. And just a
quick reminder that those investments
[2:52] are guided by the Crook County
investment policy pursuant to ORS 294.
[2:57] And our investments are typically held
to maturity, which results in lower risk
[3:00] and more predictable returns.
[3:06] So, the very last one is just a recap of
the interest we're currently earning on
[3:13] the safest accounts that we have in our
local government investment pool
[3:16] account.

So, this contract is an IGA with the
[3:43] Oregon Water Resources Department for
the Assistant Water Master. And uh this
[3:48] year, they did request an increase, but
we did not provide them an increase.
[3:53] Their request came at the very end but
after budget had been adopted, we did
[3:57] not have it in the budget. So, this
contract does not reflect an increase in
[4:01] cost for this period. Just a quick
reminder of what this IGA is for. It's
[4:07] for water master services under ORS
540-045
[4:11] and then OAR 692-50
which are specifically for the assistant
[4:17] water master for the Deschutes Basin and
our portion of that. It's a refund a
[4:22] part of salary benefits, payroll
expenses, supplies, and IT services.
[4:26] And then the duration of this IGA is
July 1st of '26 to June 30th of '27.
[4:32] They would like to have a conversation
in December or January about increasing
[4:37] the rates, but um
we'll have them come present at that
[4:41] time.

a year.

I'm I would suggest
[4:54] I will not be here, but I would suggest
that you revisit this. I know that there
[5:00] are statutes that provide for this,
but in doing some research then um
[5:06] and I think there are other counties
that are wondering why we're paying
[5:10] this.
It's kind of like double paying.

that needs to be looked at and
[5:16] understand better and at least give a
scope of what they do and be accountable

users that are not within Ochoco

Irrigation District and all the water

well, in the whole state, but in our
[6:27] region.

[6:31] paying them doesn't give us any
opportunities or give us any any greater
[6:36] value of being able to say we don't like
this or we would like to see this
[6:40] changed or
um it doesn't give us any authority.
[6:45] Um and it's kind of double double taxing
in in many ways because each
[6:50] person that um
you know, is a taxpayer is paying for
[6:54] this.
Um and if you're an irrigation user,
[6:56] you're paying twice for it.
Um so, I I you know, I think that uh
[7:03] it'd be interesting to know what their
value is.
