[4:21] THE first and only item of new business
this evening is planning board 26-01
[4:27] Currituck County.
Request to amend the unified development
[4:30] ordinance chapter 4 use standards to
modify the requirement for public
[4:36] convenience center {slash} transfer
station. At this time we'll hear from
[4:40] staff.
[4:43] » Um, this amendment is sponsored by the
Board of Commissioners. A little
[4:47] background, the Board of Commissioners
directed staff to plan an expansion of
[4:51] an existing county-owned public
convenience center.
[4:55] Currently the expansion would require a
special use permit.
[4:58] Because the county itself is the
applicant and the board has already
[5:01] provided direction on the project,
having the board also act as the
[5:05] decision maker creates fairness concern
and requires the county to spend public
[5:08] funds on appraisers and expert witnesses
to make its own case.
[5:13] Amending the ordinance to allow the
expansion
[5:16] with those with a zoning permit while
requiring a community meeting before an
[5:20] application is submitted better
separates policy decisions from permit
[5:24] review, reduces unnecessary cost and
litigation risk,
[5:28] and still ensures transparency and
meaningful public input.
[5:35] Getting to the actual ordinance
language, item one, amend the summary
[5:39] use table to remove the SUP requirement
and add the zoning permit requirement.
[5:47] Item two,
adds the community meeting requirement
[5:50] to the specific standards for public
convenience center transfer station.
[5:57] These land use plan goals may apply to
the request. Land use goal two,
[6:03] carefully consider the design and
location of intensive and potentially
[6:07] incompatible land uses to mitigate
compatibility issues such as
[6:11] environmental quality, safety,
overburdening, local infrastructure,
[6:15] scale, use design use design, location,
and adverse effects.
[6:21] Infrastructure and county services goal
one, ensure sufficient provision of
[6:25] services to support associated growth
and development and continue to enforce
[6:29] the adequate public facilities
ordinance.
[6:33] These are the review standards that you
may consider when deliberating whether
[6:37] to approve or deny a text amendment.
These standards are available in the
[6:40] agenda packet.
[6:44] Staff recommends approval of this
request as it is consistent with the
[6:47] general purpose and intent of the
Unified Development Ordinance and is
[6:51] consistent with the goals, objectives,
and policies of the Imagine Currituck
[6:55] 2040 Vision Plan, including land use
goal two and infrastructure
[7:01] and county service goal one. And I'd be
happy to answer any questions that the
[7:05] board may have.

department, and we just can't thank him

for his leadership and character.
[9:33] He has set us up for success, and now
it's up to us to continue what he's
[9:38] built.
Obviously, with with all of our help.

we'll advise everyone in the near future
[9:44] of what's next for our department, but
for today, please congratulate Bill
[9:48] on his upcoming retirement and on his
absolutely dedicated service to our
[9:52] great county.
And our our our staff would just
[9:56] appreciate your support as we move
forward without him, but we have the
[9:59] resolve to press on and to continue to
implement what what he's taught us. So,
