[0:52] Um so [0:57] we haven't proposed anything to plan. >> What we did was we we we bought the [1:05] property and then we submitted a pre-application [1:09] uh a pre-applica a pre-planning application and in fact I made a [1:14] conscious effort to stay completely as far away from it as possible and be a uh [1:20] investor with with Sienna and Jordan. uh they completed the the the [1:26] pre-application process um and we were essentially looking at [1:32] what the opportunities were, what could be what could be facilitated with this [1:38] property. And yes, as Bill came back and [1:44] discussed, we received our pre-application review. It was conducted [1:51] by Zach Moody who's out of Medford and he identified that a smallcale [2:01] private campground would be an allowable use. It would require so and I can just [2:07] read some of this to you uh to read some of this to you now [2:12] » and it may clear up some of the >> just a quick question to clarify the [2:17] process because they talked about And so what is the process that you went [2:24] through to say okay this [2:30] how does that work >> that's so okay so that that and I would [2:33] say the majority of the questions that that's the surrounding question right [2:37] because a lot of the accusations are that I was manipulating the the process [2:42] etc etc etc um which I was not but [2:51] But so here's what it is. So here here's the [2:56] rural residential zoning. Rural residential zoning has two outright [3:01] permitted uses. Okay. Uh single family dwelling or mobile home and farming and [3:07] forestry use. Okay. Then when you go to farming and forestry use [3:14] the first part of pharmacy farming and forestry use is subject to the approval [3:18] of the county governing body or its designate. So we the commissioners don't [3:22] make those decisions. We have a designate who does that. [3:26] » That's the plan our contracted planner out of metro. [3:31] And it says a private campground may be established in an area zone for forest [3:36] or mixed farm use subject to the approval of the county governing body or [3:40] its designate. >> So excuse me, it is not zoned for that. [3:44] It's a use for them for our R5. It is a use not [3:56] and the the reality is a little more that's your interpretation. The proposed development of a small [7:07] scale luxury RV resort and campground by TK Ventures LLC at 24298 Carpenterville [7:13] Road represents a project that is potentially available [7:17] as a forestry use under RS215.49459 [7:23] subject to planning clearance review by the planning director. However, approval [7:27] is contingent upon the applicant's ability to demonstrate full full [7:30] compliance with all applicable provisions of the Curry County zoning [7:35] ordinance, including but not limited to the standards listed above. So, that [7:39] those are where your your concerns are going to come into play. [7:42] » Well, think how close you are to the river there treatments to that is going [7:46] to be I we do something for a living. drafted. [7:50] Uh I I I feel pretty confident that we've [7:55] somewhat abandoned the idea of a septic system like and like actually because if [8:00] we're talking two weeks, right? In in in fact in in in order to [8:07] in order to be compliance with the campground ordinance, it has to be less [8:10] than 30 days, right? That's all campground ordinance. So, and we had [8:16] anticipated of of maintaining around a two week uh maximum stay. We don't want [8:22] what we don't want the the long the long-term thing isn't an option. So in [8:30] fact that's why we were sticking with just water and power and and and not [8:35] doing the black water. We we had ex we had discussed preliminarily discussed [8:41] having a uh like a dump station with a control tank that we would have to pay [8:47] to have pumped uh on a regular basis. Uh or else they'll have to drive to Harris [8:52] Beach to the dump station at Harris Beach. [8:54] » But you're going to have a lot of irresponsible people that are not going [8:56] to do that. >> They're already doing it. [9:01] » It's illegal, >> right? I get up in the morning have my cup of coffee 06 and you look across [9:49] the way down below and I see another motor home. It's getting we're getting [9:52] close to leaving. You know, people are mo the big events are over. People are [9:57] getting ready to head out. Motor homes are leaving. So, I look out there and I [10:00] look down into the trees and I see a guy that has dug a hole. I'm not I'm not [10:05] This is the real being truthful. He dug a hole with a shovel. He opened his [10:10] black water and he dumped it in that hole right there [10:13] » and then he filled it over. That's how I watched it. and then he drove away. [10:18] That's one of my concerns when I say environmental because again, I've got [10:23] little kids walking down that road through the campground. I got a dog, you [10:27] know, now I get a dog that runs over and sticks his nose in this thing and man [10:30] comes home and licks the baby in the face. You know, that's I know I know the [10:36] intent would be what you just said. Hey, go Har Beach or we do a dump station at [10:41] your place or whatever. And if you're talking luxury, [12:47] are you going to have a campost who's going to be monitoring any of [12:54] these things? I mean, >> no, no, and I'm so glad you asked that. In fact, initially uh Jordan [13:04] and Sienna would uh would be living on site to manage for the first to for to [13:10] get through the first year or so startups. There will be a full-time [13:15] campost probably u well possibly two because a lot of times one of them wants [13:19] to go on vacation and need someone to pack a month. Um so yes yes yes there [13:26] would be full-time supervision. Um the best [13:32] model if I just to give everybody an understanding of the model of the idea [13:39] would be florist. Okay. Uh that's in in my estimation the [13:47] the closest model to what we in were initially [13:53] envisioning. Now again it all I mean we don't have anything [14:00] solidified. So a lot of the the answers I'm giving you are just what we've had [14:06] in discussion. Uh because as Bill pointed out we we [14:11] haven't started building the plant. >> Okay, hold on. Everybody [15:30] does. Nobody wants these people. be walking on the property across the [15:33] property to get to our river. The river is going to have algae bloom. So, [15:36] they're not going to be able to let their kids or their dogs into the river [15:39] unless they want their dogs to die and that would be really good reviews for [15:43] you. Yeah, we took our dogs in the river. It got algae bloom and it died. [15:47] Great RV park. So, I just see a lot of problems with this. I see light [15:52] pollution. I see sound pollution. I see safety. I see an influx of people that [15:56] are are going to be wandering around with their side by sides. I see people [16:01] decimating all the various that everybody here picks to to to sustain [16:05] themselves over the season. I see swimming pools being inundated by [16:08] people. I see garbage coming in with them. I see people not picking up after [16:13] their animals. And by the way, when you say your RVs are going to be 15 years, I [16:17] don't know if you saw all those RVs and those buses that were parked there for [16:21] for months during CO. They were not 15 years or newer. Those buses were old. [16:26] How are you going to maintain that that level of of who's going to be like [16:31] inspecting these things and are you going to turn people away if they don't [16:34] if they're not 15 years or newer? How what are you going to do about all that? [16:47] To follow on that um a lot of these are details which is [16:52] incredibly important. [16:58] But my question is this this process is not zoned for [17:04] that. So a lot of [17:10] jump through to get it to be approved as an RV park and you as the chair [17:17] commissioner happen to our county government. you [17:22] have close connections with this person who is the one who has to obey it.
