the as we spent in Hardware [11:31] software license and maintenance right [11:33] the the items that are similar and let's [11:35] say an a man 8.6 [11:38] million um if you take the contract in [11:41] front of you and you count Hardware [11:44] license and software basically uh don't [11:48] include those optional items listed [11:50] there those optional support hours right [11:51] compare Hardware software and uh [11:55] maintenance sorry that that would be 10 [11:59] .5 million so the difference between [12:01] those two is about $1.8 million that is [12:05] just net numbers right the goal here is [12:08] to get back uh about four or five [12:12] million doll from that state Grant from [12:14] the state you know that that Grant from [12:15] the state that reimbursement for the [12:18] number of units they say they'll pay for [12:20] that we used in November uh but worst [12:23] case scenario like just comparing the [12:24] two fiveyear contracts uh there's a [12:27] there's difference is there a chance that the [22:15] state will make up that through other [22:17] grants yes and I was what I was looking [22:20] at you in scrolling is because I wanted [22:22] to get that number the judge asked and [22:23] it's relevant to your question um we use [22:27] 3,150 52 units in [22:30] November the cost of that on this [22:33] contract is [22:35] 4.3 4.4 million that's what that's the [22:39] Target to get reimbursed State said [22:41] we'll do 80% you do 20 but they also [22:44] said for your 20 matching you are [22:47] allowed to use what we call chapter 19 [22:50] which is a grant the state has been [22:52] giving us for years and we've been [22:53] building up we have enough to match [22:56] almost 90% of those four million which [22:59] would basically leave us with about I [23:02] think [23:04] $300,000 100 somewhere between $2 and [23:06] $300,000 to finish making that my intent [23:10] is if you do the award to take the money [23:13] that was allocated for the esns annual [23:15] license the 400,000 and use that to [23:17] finish supplementing so that uh we use [23:21] all the free money we've gotten from the [23:23] state and you we use minimal money of [23:24] the general fund to get those uh $3,000 [23:29] 152 okay so the I'm sorry if I could no [23:32] no go ah all right so the the hardware [23:35] dollar [23:36] outlay we will have an additional cost [23:39] of some amount for the initial outlay [23:41] for the uh equipment that we're getting [23:45] from no is that right yes okay and that [23:48] amount is about $300 [23:50] $400,000 after all the grants that you [23:52] just corre outlined then in addition to [23:55] those dollars there is a contract cost [23:58] associated with um the the ongoing [24:03] software updates and um service [24:07] agreements is that correct yes sir all [24:10] right good uh now there is a Delta here [24:13] as I understand it between no and esns [24:17] is that correct yes sir with an [24:19] increased cost for the no contract is [24:21] that correct correct and how many [24:24] dollars is that is that the 1.8 [24:29] no let me ask the question what's the [24:32] Delta between the annual license after [24:34] we do all the hardw proc yes we were [24:36] paying esns [24:38] $450,000 a year this contract [24:42] is if you take the optionals out to 50 [24:45] to 90 that's about $1 million a year [24:48] 600,000 Delta yes sir got it okay so [24:52] plus an eight plus whatever the dollars [24:56] are to get the original Hardware in [24:59] correct and that's the amount that that [25:02] doesn't equal 1.8 though where I come I [25:04] was wondering where that 1.8 came from [25:07] that 1.8 is again if you take the cost [25:10] of buying esns is hardware and the five [25:12] years of licenses that we paid and you [25:14] take this contract and you take the [25:16] price of the hardware and the fiveyear [25:17] licenses the difference between those [25:19] two numbers is 1.8 got it so five year [25:21] to fiveyear contract this one is 1.8 [25:24] more than what we have actually spent [25:26] year on year Dollar on Dollar in the SNS [25:28] four or five years gotcha but the state [25:30] will defer some of those dollars without [25:32] exactly without deducting the four $4 [25:35] million you expect to be back so at that [25:37] point we're saving all right let me go [25:39] back to my math question then given that [25:42] the state will give us grants to the [25:44] tune of probably 90% you know total [25:48] total and there's a delta in the cost of [25:52] the maintenance agreements how many more [25:55] dollars is the no contract after that [25:58] state is deducted and everything else [26:00] how many Delta dollars are [26:03] there the 300,000 to finish year one [26:07] okay and then every year after that 1 [26:10] Point 900,000 900,000 so about 1.2 milon [26:15] 1 million so about 1.3 is the Delta is [26:19] that correct no [30:20] laptops installing votte vot safe the [30:25] printers and using the solutions for won [30:28] or more elections what what would [30:31] prohibit that well you can't just grab [30:33] any random laptop and do it it has to be [30:35] the the harder that's been certified by [30:37] the state and that's what we ask VK to [30:38] put on the table and votch has been so [30:41] right and they put their offer on the [30:42] table and you know and they didn't get [30:44] it okay so has anyone considered that [30:47] solution allow to to explore more in [30:50] detail the best I I guess what I'm asked [30:52] what harm would there be to use that [30:54] option what was I'm sorry to use the [30:59] option of laptops that are already [31:02] available install in votte vot safe and [31:07] you know and the printer use the [31:09] solution we can't grab random hardware [31:12] and install software that would not be [31:14] compliant with the state certification [31:16] the state says this is the hardware I [31:18] certified and if you want to use a [31:20] laptop as I I asked that question sir a [31:23] month and a half [31:24] ago when we weren't getting any answers [31:28] from our vendor current vendor on what [31:30] the options were I called the state and [31:32] said I got a bunch of laptops sitting in [31:34] my office can I install vote safe and [31:37] get going and they said no you have to [31:39] get the certified system from the vendor [31:41] it's not the exact same model exact same [31:43] printer the exact same software it's not [31:46] a legally certified pole book and you're [31:48] going to be in trouble we have to so [31:50] that's why we that's why we told him you [31:52] have an opportunity to come to the table [31:53] and put your offer and their offer is to [31:55] give you 4,500 laptops with vote vote [31:59] safe installed and the printers and [32:00] everything we need cost this much and [32:03] that's what they demoed and that's what [32:04] we evaluated let me ask you a quick [32:07] question wait oh I'm sorry go ahead go [32:09] ahead commissioner price so what are the [32:11] terms to contract with this recommended [32:14] their unclad service level agreement [32:17] which we've had issues in the past with [32:19] them to make sure that they will support [32:21] the equipment and the software for a [32:23] reasonable time they they have included [32:28] uh their virtual technical support and [32:30] we have uh the maintenance and security [32:32] there we also included a number of [32:34] support on site hours that we can we can [32:37] take advantage of um we've secured 65 [32:40] days in a row so basically from both [32:42] vendors we asked this is a really [32:44] aggressive timeline we want someone on [32:46] site pretty much every day from the [32:48] award all the way down to election day [32:50] right uh and [32:52] then we can uh we have subsequent [32:55] support dates that we can add throughout [32:57] the years if we need them [32:58] so what is the drop dead uh date uh [33:02] delivery date for ready to use [33:05] EPO uh in the RFP we put Mar April 2nd [33:11] was the last batch this vendor has [33:14] agreed to deliver pretty much all of the [33:17] 4500 devices I believe it was March 18 [33:20] which is way ahead of what we had even [33:24] thought about ask in fact to make sure [33:26] that we could separate the part that [33:28] we're going to get [33:29] reimbursed from by the state from from [33:32] the part we're not we actually asked [33:34] them to uh push back the last 1300 units [33:38] to October 1st so that we would pay for [33:40] them with next year's fiscal year uh [33:43] budget so that we can keep two separate [33:45] invoices the part the invoice we we hope [33:48] to get reimbursed by from the state and [33:50] the one but they were Prett aggressive [33:51] they said we'll deliver everything uh by [33:54] March 18 I think it [33:56] was well we it's not as though you were [33:59] here but we we've had this before and um [34:03] we did they they delivered and of course [34:05] they they you know they we paid for it [34:08] and then of course we got locked out so [34:10] how much does the recommended EPO book [34:14] system um well what's the what's the uh [34:19] the weight of this system what's the [34:21] weight of these EO books the weight of [34:23] the device sure uh I've I've had pre [34:28] I've had pounds in the case the whole [34:30] thing [34:31] packed believe it they said 19 PBS let [34:33] me I can look it votech uh may be pretty [37:35] convenient in terms of you don't have to [37:37] do this import and this file handling [37:40] but from an IT security perspective [37:42] there's a there's a link between your [37:44] internal voter regge system and a cloud [37:48] system that is exposed to the world you [37:49] don't have an air gap so the other [37:53] system you know it's not extremely [37:56] convenient we have to do more work as a [37:58] department we have to go at the end of [37:59] the day pull the records come back [38:00] import check and balance but it's air [38:02] gap you cannot get to our system from [38:04] the outside world so you may see some [38:07] differences in the criteria of those who [38:09] evaluated I would I would say you know I [38:12] personally being have taken six [39:11] months to do this bid we would have [39:13] brought it to seak we would have brought [39:15] it to a lot of people we would have [39:16] invited the parties we would have done a [39:18] lot more open we didn't choose to be in [39:20] a situation right we were we were told [39:22] hey it yeah we were the certifi in there [39:25] and we were happy in our on six months [39:28] ago with a certified system that worked [39:29] and then we weren't wake up time to do [39:31] something um so in this scenario I think [39:35] we have you know given the time we have [39:38] we we're lucky to have one very viable [39:40] solid option uh this is a system that is [39:43] used again in large counties Across the [39:44] Nation the largest county and the nation [39:46] LA County uses the system and it works [39:48] for them it works for Cook County [39:50] Illinois works for clant County I mean [39:52] big volume right which is one of the [39:54] concerns we had check um it's used in [39:58] probably I would say a third if I recall [40:00] the map well of the counties in Texas so [40:02] they know the Texas processes they know [40:04] the Texas workflows they're certified [40:06] here so not worried about that either [40:09] the the risk we have and we have't with [40:11] any vendor that would have come in is we [40:13] have to we have to take control of it [40:14] and own it and run it right but that's [40:17] us that we control that we control that [40:20] with them right the IT department like [40:22] you told commissioner price Dallas [40:24] County it department will not be [40:26] involving any of this oh we'll ask him [40:28] for help if we need to right hey but not [40:31] we have to set up specific certificates [40:34] to encrypt the tunnel whatever they'll [40:36] be involved of course right but the [40:38] operational here it is here's the [40:40] instruction manual let's train you let's [40:42] set up an election and let's trainable requested that whoever got [41:20] this again this compressed timeline we [41:21] have would have to commit to having [41:23] someone on site from the moment we [41:26] started all the way down to May so [41:28] someone's going to be moving to Dallas [41:30] County soon uh and that's for the first [41:34] implementation and then after that we [41:36] have in the contract ability to schedule [41:38] someone to be on site uh a number of [41:41] days a year every time we need it so [41:44] excellent I expect that uh number of [41:47] days on site to be higher as we start [41:50] and then as we Master this out start [41:52] decreasing are the priority One issues [41:56] that what is the expected turnaround for [41:58] them to have the results and the uh [42:02] specific feedback on the cost [42:06] uh what on the on the on the ca of the [42:10] uh of the root uh cause analysis what's [42:12] the turnaround that they will [42:15] have that that depends right um I don't [42:19] I don't think that there's a commitment [42:20] to getting to the root cause of an issue [42:23] that takes what it takes to investigate [42:25] and you know depending on what it is but [42:27] we do have you retraining that we have to do are we [42:52] thinking about doing the same uh [42:55] training sessions with all our our [42:58] election workers every single pole [43:00] worker is going to have to be retrained [43:01] for the May election and then for [43:03] November and so on right so uh we will [43:05] be doing a lot of training we've already [43:07] put together a preliminary calendar of [43:09] training that assumes every single [43:11] person that's going to work in May is [43:13] going to have to go to training and [43:15] probably refresher courses and things [43:17] like that uh we need to start March 20 [43:20] something forgive me for not knowing the [43:22] exact date and that that's enough time [43:24] for us to train everyone the way we [43:26] designed the schedule uh we need they're [43:29] committed to having a first set of 100 [43:31] units here before the end of February I [43:33] believe those are the units for the [43:35] training classrooms and everything um so [43:38] looks like it's all good we the decision [43:40] has to be made just for us to have [43:42] enough time uh pretty quick time yes we [43:45] have to decide to do something today and [43:47] old devices there's a clause [44:33] in there that says these are our devices [44:35] and the day we decide to terminate this [44:37] contract you have a legal obligation to [44:38] turn them over and may your devices [47:33] are out on Election Day and you're not [47:34] preparing them right so there's an [47:36] overlap a need for for big inventory [47:38] there and also keep in mind the [47:40] legislature hasn't been easy on us [47:42] allowing us to reduce locations even [47:44] though we're vote centers so what used [47:45] to be a well we have 200ish 250 [47:49] locations in May is now I know it's the [47:52] 450 site every single time we go around [47:55] so we do need a number of units for that [47:57] okay Dr Daniel just have a couple of [48:01] questions um first of all thank you [1:05:16] yes good morning again uh since we uh [1:05:19] been uh designated to do assessments [1:05:21] onment centers from Administration and [1:05:25] elected Court Administration here is we [1:05:28] did an assessment on all the government [1:05:29] centers one of the things we did is look [1:05:32] at we have public uh public places and [1:05:35] then we have corro room security and how [1:05:38] are we going to be able to enhance the [1:05:40] security of of these operations there so [1:05:43] we've been uh tasked to look at it so [1:05:45] when we did that we were looking at it [1:05:48] public places are going to be open tax [1:05:50] office Veterans Affairs and all that and [1:05:53] then we're SE segregating the areas for [1:05:56] uh courtroom uh uh security we've been [1:05:59] asked to look at it we've also looked at [1:06:02] you know bringing in screening [1:06:03] operations we've already started this in [1:06:05] one of our government centers in Grand [1:06:07] Perry we started the government uh [1:06:09] screen operations up there on the second [1:06:11] floor after that we looked at it [1:06:14] everything's running pretty smooth at [1:06:16] this point we're going to be going to [1:06:17] South Dallas Government Center to do [1:06:19] that as well and uh we also look at some [1:06:22] of the things you know they also uh also [1:06:26] came out and did a report on uh the [1:06:28] government centers and they were also [1:06:30] asking for enhancement of security [1:06:32] measures I think that's what we're doing [1:06:34] at this point uh getting that [1:06:36] enhancement so we're putting uh [1:06:38] screeners in there with metal detectors [1:06:40] so when they're going up into the JP [1:06:41] areas uh they're being screened for that [1:06:44] Robert can you give just from a [1:06:45] historical perspective like even five [1:06:47] years ago the level of security versus [1:06:50] uh the initiatives taking place right [1:06:52] now one of the things about five years [1:06:54] ago you know we we looked at it there [1:06:57] wasn't any type of security in all these [1:06:59] government centers not even in some of [1:07:01] our other big buildings like Records [1:07:04] building uh HHS and other buildings like [1:07:07] that uh I was tasked to look at it from [1:07:10] a Administration how we're going to be [1:07:13] able to enhance that security measures [1:07:15] and that's what we've been doing from [1:07:16] here uh from then on so that's where [1:07:19] we've come up with this plan so we can [1:07:22] enhance that security measures and the [1:07:24] especially excuse me in the courts in [1:07:27] the JP areas Mr let me make sure to to [1:07:31] the first of all and I [1:07:32] apologize she just W my book um the [1:07:38] uh having been present in the January [1:07:40] 13th meeting ah thank you that's okay [1:07:44] it's all right haven't been president [1:07:45] January 13 meeting I could please [1:08:26] uh do you provide any baying services in [1:08:28] any of the JP courts currently no okay [1:08:32] um I I know that there's been a point of [1:08:33] inquiry that has been made at least to [1:08:35] The Chair by a number of individuals [1:08:37] about your ability to be able to do it [1:08:39] and whether we could legally do it I [1:08:41] know that there is a question in the law [1:08:43] associated with it as well um would you [1:08:46] be able to accomplish that task if you [1:08:48] were asked to do so yes sir all right [1:08:51] now the question in my mind is still [1:08:53] legally can we do it in second should we [1:08:55] do it um you know I I think I would want [1:08:58] to hear both from the JPS and the [1:09:01] consales along those lines and and [1:09:03] association with those issues and um I [1:09:06] would invite that discussion well Mr [1:09:08] chair with all due respect I unless [1:09:11] y'all got a different briefing than I [1:09:13] got there you go okay it's it's it's [1:09:16] really a non issue right because you [1:09:18] think legally can't be done we can't do [1:09:20] it legally okay I mean legally we cannot [1:09:23] do what we cannot substitute the fire [1:09:25] Marshall in for the Constable there is [1:09:29] other remedies that are available to us [1:09:32] under the law you know there could be a [1:09:34] memorandum of um understanding between [1:09:37] governmental entities that might be able [1:09:39] to accomplish that task legally and then [1:09:41] there's you know do do we need [1:09:43] additional bays in there which I don't [1:09:46] think we do but I would like to hear [1:09:47] from the JPS and the constables on this [1:09:49] issue with your permission I I agree I [1:09:53] agree with that but also [1:09:55] that's a little unusual of a request but [1:09:58] it's going to help me to understand can [1:10:01] and I realize it may be there may be a [1:10:03] third way but but if you're a JP could [1:10:07] you just quickly raise your hand I two [1:10:11] three JPS here okay and again we're [1:10:14] gonna hear you speak but just to make it [1:10:17] in simple for me how many not [1:12:30] just my courtroom and not just when I'm [1:12:32] in the court room um so I would rather [1:12:36] not go into detail in the public forum [1:12:38] as to where we are so um but there are [1:12:41] other judges who've reached out and had [1:12:43] some of the same concerns and we do have [1:12:45] judges who have TR trouble having a bayi [1:12:48] or finding a ba for court meaning they [1:12:51] don't have a dedicated bail but those [1:12:53] are some things that they can discuss [1:12:54] with you um [1:12:56] individually I just think [1:12:59] overall every judge [1:13:02] um we just want to make sure that we are [1:13:06] not sitting in a vulnerable position but [1:13:09] judge my my my concern I want to [1:13:11] separate it you know we just got [1:13:13] Marshall Del Los Santos just stood up [1:13:15] this court has basically tasked them [1:13:19] with security of all [1:13:23] ofous facilities I think except Frank [1:13:26] Crowley and uh yeah so that that's [1:13:31] that's has been taking care of they're [1:13:33] in the process of training and taking [1:13:36] people through that you know with this [1:13:38] with this whole thing of dedicated uh [1:13:40] security I I just can't even imagine and [1:13:42] of course I guess all the constables are [1:13:44] here that uh they are they're not [1:13:48] dedicated to what statuto the uh there's [1:13:51] two [1:13:53] duties tell people what their duties are [1:13:56] but there are two duties in statute for [1:13:59] the Constable I think another um sir [1:14:02] process bail of the courts well and [1:14:05] that's that's statutory well I [1:14:08] understand that however some courts are [1:14:10] not having B lifs there so I mean that's [1:14:13] a discussion you can have with the [1:14:14] consal if you need to remind them of [1:14:16] what their duties are like I said I have [1:14:18] a dedicated Bay so that's not my concern [1:14:21] but you it could be discussed when they [1:14:24] come up your dedicated Bay's a conable [1:14:27] sure and you're [1:14:28] happy with that but not about some other [1:14:31] issues that should not be discussed in [1:14:33] public how would you like to us to hear [1:14:35] you on those issues would you like to go [1:14:38] through the fire marshal or uh perhaps I [1:14:40] think the best way to do that is to have [1:14:42] Mr bazon visit with you privately about [1:14:46] the security concerns and then Mr bazan [1:14:48] can report to us will that satisfy [1:14:50] making sure you're heard um absolutely [1:14:53] so that's the that was the biggest issue [1:14:55] with the JPS is that we were never [1:14:56] included in the conversation about and [1:14:59] Mr chair I would recommend that in that [1:15:02] small committee that Mr basan and Miss [1:15:04] Richardson will uh chair that's [1:15:08] everybody's at the table good the [1:15:10] constables the JPS and obviously uh the [1:15:14] Fire Marshall because as you say at the [1:15:17] beginning and like commissioner price [1:15:19] just mentioned there [1:15:20] statutory uh you know requirements but [1:15:23] if we have officials that do not feel [1:15:26] safe at some point of level I think this [1:15:28] is a discussion that we all have to have [1:15:31] they all have to have together and come [1:15:33] to a conclusion because we hear from the [1:15:35] fire marshal we hear from the JPS we [1:15:38] hear from the constables but I really [1:15:41] understand that there has not been a [1:15:42] discussion when all of them are together [1:15:44] at the same time in the same room so I [1:15:47] think that that will be a good agree way [1:15:49] to move forward rather than to have it [1:15:52] in a public setting like this when [1:15:55] there's safety issues and legal issues [1:15:58] that should not be discussed security [1:16:00] should be closed session so if we want [1:16:04] to put the close session that's all [1:16:06] Welling good and that's for us but for [1:16:08] the elected officials the JPS that are [1:16:10] here like the judge Whitley just say [1:16:13] there's some considerations of concerns [1:16:15] if she just speaks freely right now so [1:16:17] then there will be a meeting of the [1:16:20] constables JPS and the fire marshal [1:16:23] before and then and report back to the [1:16:26] concern on this really is [1:17:05] I I just want things to be consistent [1:17:08] right the the JPS and the citizens that [1:17:10] are in court I think deserve consistent [1:17:12] and adequate security regardless of who [1:17:14] provides it and I think the problem is [1:17:16] we don't have any kind of metric to [1:17:19] measure it right nothing's in place for [1:17:20] that we don't have an orc chart as far [1:17:24] as like who do we complain to if there's [1:17:26] a dispute on something who settles that [1:17:29] what kind of dispute between you and the [1:17:33] Constable over the security issue yeah [1:17:35] for example uh one thing that had come [1:17:37] up about a year ago was uh when we first [1:17:40] got the magnetometers the metal [1:17:43] detectors there was a discussion about [1:17:45] whether or not uh the constables would [1:17:47] be able to [1:17:49] do uh a search they were worried about [1:17:52] it being a Fourth Amendment violation to [1:17:55] search somebody and that's the reason [1:17:57] and that's the reason this court did uh [1:18:00] basically turned it over to uh the [1:18:02] marshals we recognize that they I [1:18:04] understand I'm saying that there was no [1:18:06] like process in place for that I'm [1:18:08] plucking it as an example so if [1:18:09] something else comes down the pipeline [1:18:11] is it another like few months until we [1:18:13] can figure that out or it's called a [1:18:16] marshall [1:18:17] service isn't the whole thing that [1:18:19] there's a dispute between the marshals [1:18:21] and the [1:18:22] constables that is one of the questions [1:18:24] that before us but what you're asking [1:18:26] for is process as I understand it just [1:18:28] as Schwarz is that right process and [1:18:29] metrics right right and and you're [1:18:31] you're saying we need process not just [1:18:34] an answer to that one question but [1:18:36] rather a process that could be handled [1:18:39] [1:20:41] that would be if a staffing concern that [1:20:43] should be more so not just with the cons [1:20:46] but you're saying now with Mr bazan's [1:20:47] office or is that something that we need [1:20:49] to bring up well I think that what this [1:20:52] committee is suggesting to the chair is [1:20:54] that that uh the constables and the JPS [1:20:58] get together with the staff no Court [1:21:00] members included so you all can you know [1:21:04] get a process that is Will streamline a [1:21:07] metrics and a process that will solve [1:21:10] some of the questions that you know [1:21:13] we've seen arise from the JPS from the [1:21:15] constables and from the fire marshal so [1:21:18] we can have a process for it and then uh [1:21:22] bring some of the solutions to Executive [1:21:25] session I would recommend mras and Miss [1:21:27] Richardson in case that you're involved [1:21:29] also that Dr Watkins is involved in this [1:21:32] conversations as well because I have [1:21:34] heard everything under the Sun from no [1:21:38] response to some response and some [1:21:40] people that are really unhappy with the [1:21:43] whole process so uh I would recommend [1:21:45] that it's a it's a committee that can [1:21:48] solve an issue and bring It Forward yeah [1:21:50] I I appreciate all of that look you're a [1:21:52] lawyer and my my my concern is I don't [1:21:57] want constables over there telling me [1:21:58] how to build a damn road I'm not going [1:22:00] to tell them how that's them and their [1:22:03] constituents they got two duties in [1:22:05] statute two bail if the [1:22:09] court and serve process period what this [1:22:14] court has done is said there are common [1:22:17] areas that apparently you constituents [1:22:21] others have complained about insert the [1:22:24] Marshall service funded them Etc but [1:22:29] there's got to be a collaboration [1:22:30] between you and eosa as far is that [1:22:32] Court area I mean I I just I I I hear [1:22:37] you know I I hear this but at the same [1:22:40] time they serve process and they bail up [1:22:43] the court if it's two constables then [1:22:48] the elected official got to ba up the [1:22:50] court or decide if they going to do [1:22:52] process but I think budget [1:22:54] has appropriately based on stand I know [1:22:56] you're going through a staffing [1:22:57] standards now and they're doing that [1:22:59] whole review and at the end of the day [1:23:02] that's about Equity but in terms of [1:23:05] their [1:23:06] duties that's it that's all the statute [1:23:11] says does not say they get Kines does [1:23:14] not say they run traffic reports you [1:23:17] know doesn't say any of that it says bth [1:23:20] the court and serve process period [1:23:24] correct and I don't disagree again the [1:23:26] issue I think is just unfortunately [1:23:28] underst staffed right now at our [1:23:29] Precinct um which is who's [1:23:32] understaff have two constables the bay [1:23:36] that I had before has been out on [1:23:37] medical leave and then I believe there [1:23:39] just some staffing that we've talked [1:23:41] about and discussed and so we have [1:23:42] worked together to get someone there [1:23:45] consistent well to have someone there [1:23:47] consistently but to have one person [1:23:49] there consistently where it's changing [1:23:51] all the time I think is also another [1:23:53] concern because they don't know the [1:23:55] process or the procedures well that [1:23:58] makes everything she's saying makes [1:23:59] sense well it makes sense but this is [1:24:01] that this is the same this is not too [1:24:03] different and dis similar than what we [1:24:06] were hearing across the highway with [1:24:09] regards to my [1:24:11] bayith that's coner if the [1:24:15] constables if they decide that they [1:24:17] gonna put you in one day and may the [1:24:20] next day then that's that's up the they [1:24:23] have to bayt the call Court over there [1:24:26] we have the same issue in the sheriff's [1:24:28] depart that's my bay you got whoever the [1:24:31] sheriff ass signs it's the same way with [1:24:34] the Constable we don't get a chance I [1:24:36] just got through sayand I don't want [1:24:37] them out there telling me how to grade [1:24:38] no Road and I'm not going to tell them [1:24:41] who they put in there they don't know [1:24:42] who shows up for work who's out on [1:24:44] that's on them just Maro you're not [1:24:47] concerned about who's the bayth just [1:24:49] that you have one true cor right no some [1:24:52] consistency because jury trial like for [1:24:55] instance I have a certain process with a [1:24:57] jury trial or bench trials so it's [1:24:59] having to teach a new conable or Deputy [1:25:03] this is the process of how I like it so [1:25:05] then there is that learning curve if [1:25:07] there's always someone new right you you [1:25:10] don't care who it is so long as they [1:25:11] know the process yes and maybe that is [1:25:13] something just with um the My Constable [1:25:17] that we can work together and putting [1:25:18] something on paper but I think that has [1:25:20] been some part of the difficulty as well [1:25:22] is just not having that consistent but [1:25:23] that's more I due to staffing issues [1:25:25] which is why bring that up right well actually I've been there for [1:26:12] 28 years we have never had a problem [1:26:15] with BFF in the court those are our [1:26:18] duties the statute says that no one can [1:26:20] do it other than a sheriff or a cable we [1:26:23] know our duties it's pretty much like [1:26:25] you're trying to police the police we [1:26:27] know our job as far [1:26:30] as the JPS saying that they don't have [1:26:34] the conss and I have had meetings and [1:26:38] let's just say this respectfully so this [1:26:40] meeting should have come be uh come [1:26:42] before now and we wouldn't have this [1:26:44] problem everyone would be on the same [1:26:45] page as far as the statue is concerned [1:26:47] um when we talk about what JPS want and [1:26:51] what they're not getting from their CS [1:26:54] that that's when they should have a [1:26:55] meeting with their CS it shouldn't be to [1:26:57] where we're in this courtroom trying to [1:26:59] decide or they're they're having an [1:27:01] issue with their CS because they're not [1:27:02] fully staffed or because they're not [1:27:04] there on time that's something very [1:27:07] simple that we should not take up your [1:27:09] time dealing with something of that [1:27:12] nature uh each cable goes through a bail [1:27:16] of training so they know how to operate [1:27:19] in a courtroom this JP may want [1:27:22] something for this Council to stand on [1:27:24] this side or that side that's very [1:27:25] simple but every Constable has been [1:27:27] trained everyone knows what it is to be [1:27:31] a b and how to conduct themselves as a [1:27:34] bay when they're in the courtroom now as [1:27:36] far as Precinct one we have a bayi that [1:27:40] that's I is designated for that [1:27:43] courtroom every single day and if that [1:27:45] bay is out trust me everyone I carry [1:27:48] Commission on can go to their courtroom [1:27:51] and everyone does it may be a DAT that [1:27:53] that BFF is out see or something happens [1:27:55] or vacation any and every one of my [1:27:57] deputies are qualified to stand in that [1:28:00] courtroom and they do so I can't speak [1:28:02] for any other prec precin one does not [1:28:05] have a problem and will never have a [1:28:07] problem now when we want to talk about [1:28:08] safety concerns as you say that's [1:28:10] another uh that's another meeting behind [1:28:13] closed doors whatever we need to have [1:28:15] and that will be fine meeting security [1:28:17] yeah that's way overdue with that but as [1:28:20] far as Bing we shouldn't even be here [1:28:22] with [1:28:22] this well conable thank you yeah and and [1:28:26] conable I appreciate that you know one [1:28:28] of the things we've heard from JPS is is [1:28:30] that you know that that there has been a [1:28:34] failure to [1:28:36] um have someone there on [1:28:40] time number one so they can get their [1:28:42] dockets done and move forward I'm not [1:28:46] saying that's your issue I'm just saying [1:28:48] that has been the concern I understand [1:28:50] that only reason I keep reminding that [1:28:53] is the [1:28:55] responsibility of the Cel if they don't [1:28:59] do nothing and I don't know the statute [1:29:01] doesn't talk about which is for baay if [1:29:03] and order the process they just give [1:29:05] them two duties okay and that means that [1:30:11] a 65 we asked for tasers so we were [1:30:13] asking for things collaboratively and [1:30:15] that's what we heard back from the [1:30:16] courts of well possibly you know let's [1:30:19] see about the marshals Bale and the you [1:30:23] know of course all that so what I did [1:30:25] when we got a report is I sent that to [1:30:27] both my judges one being judge cantino [1:30:29] with Phi that you guys just heard from [1:30:31] and the other being Margaret O'Brien so [1:30:33] I brought I keep them up to speed we [1:30:35] never heard anything else about it to [1:30:37] all of a sudden oh yeah this is a done [1:30:38] deal and that's when we had a meeting so [1:30:41] yes that is our job as coun Gully has [1:30:43] spoken as commissioner price has spoken [1:30:46] those are our two duties that for the [1:30:48] statute and we do that if my bayts are [1:30:50] not in the court my judges both can tell [1:30:53] you I will will bayt the court and I [1:30:55] have often been in the courts bayi in [1:30:56] the courts and filling in for my bayts [1:30:59] and that's our [1:31:00] duties thank you appreciate you uh [1:31:03] conable Roso did you want to say [1:31:05] phone [1:31:24] call to the Texas Justice Court Training [1:31:25] Center which is um it's an Avenue for us [1:31:29] to for the JPS and conss to also seek [1:31:31] legal advice so I told them about what [1:31:34] was going on here and the situation what [1:31:35] they thought they said well the solution [1:31:37] could be maybe you could possibly do a [1:31:40] memoral understanding so nextly I [1:31:42] reached out to our civil Ada Todd sers [1:31:46] Todd sers we said we cannot enter in a [1:31:50] memorandum of understanding because um [1:31:53] we could Tech technically in his opinion [1:31:55] could be removed from office for [1:31:57] entering into some type of agreement by [1:31:59] not performing our uh statutory duties [1:32:03] um nextly in regards to the court [1:32:06] billing assessments uh back in the [1:32:09] summer uh 2022 I reached out to the [1:32:13] state of Texas the office of Court [1:32:14] Administration and they provide a free [1:32:17] service they go out and they assess all [1:32:21] any and all County buildings for us [1:32:23] security assessments so uh they actually [1:32:26] came out and performed and went to all [1:32:29] the satellite offices in October [1:32:31] 2022 uh the report was made and given to [1:32:34] us in 2023 so they identified all the [1:32:38] issues and the areas and screening where [1:32:41] to place more cameras uh how to fix [1:32:44] certain uh deficiencies in the parking [1:32:46] garage and they went through over and [1:32:48] over so those um items have been [1:32:50] identified since October I mean March of [1:32:53] 202 so um just like my colleague said um [1:32:57] we you know I'm I for one and on for [1:32:59] this as well they've been doing that [1:33:01] with all of our bill that that's not new [1:33:03] that's what they do OCA they've done [1:33:05] that so we and we have responded to it [1:33:08] that's the reason we've given it to the [1:33:09] Marshal talk okay period okay thank you councilors we only have two statutory [1:33:24] duties serve civil process and baile the [1:33:27] Justice Court of our said Precinct and [1:33:30] after meeting with all my colleagues no [1:33:32] one is trying to not do that or not [1:33:34] provide those Services what we need is [1:33:37] extra Staffing because you have to take [1:33:39] into consideration my office in [1:33:40] particular not including myself I have [1:33:42] 14 sworn personnel with two [1:33:45] administrative staff that leads me with [1:33:46] 12 deputies two of which are that gives [1:33:49] me 10 uh 10 deputies to cover 96 square [1:33:52] miles with 10 deputies cover 96 square [1:33:55] miles at any given time I could have [1:33:57] someone out on sick leave on vacation on [1:34:00] training we're required to do training [1:34:02] so anyone can be out of for an extended [1:34:04] period of time at any given time so my [1:34:06] office is typically operating between 6: [1:34:09] to 8 deputies per day in the field [1:34:12] covering 96 square miles that's why we [1:34:14] need extra Staffing we don't have any [1:34:16] kind of relief factors built in to cover [1:34:18] us to assist us when B out when deput [1:34:21] out on training or just out on any type [1:34:23] of extended leave so we're not trying to [1:34:26] uh negate any of our statutory duties [1:34:29] we're here to do that we just need the [1:34:31] staff as you all are willing to find the [1:34:32] mar to do it find us we'll do anything [1:34:35] that you need us to do we're here to do [1:34:36] our duties and perform them at at a high [1:34:39] level so just give us the staff in the [1:34:40] do can ask a quick question here it [1:34:43] sounds like uh that there are a variety [1:34:46] of meetings among all of you to discuss [1:34:49] um different parts of your [1:34:51] responsibilities both to the court and [1:34:54] then to to your um uh uh other [1:34:57] duties um is that something then to put [1:35:01] together a proposal if you need more [1:35:04] staff yes currently we have UTA doing [1:35:06] our um Staffing um uh they're doing the [1:35:09] Staffing assessment right now you guys [1:35:12] approve yeah if we have analysis as part [1:35:15] of the budget and working with the 526 [1:35:18] yes ma'am yeah if we had the Staffing we [1:35:20] can accommodate and do anything that the [1:35:22] JPS need provide any extra security as [1:35:25] needed but we need the staff to do due [1:35:27] to current staff [1:35:29] s any extra duties at this time and [1:35:32] that's all it is but you know the [1:35:33] problem constable and uh all du respect [1:35:37] like you said if you just St those Duty [1:35:39] that's the reason this court is [1:35:41] authorized budget to do the study [1:35:44] because everybody if you let them tell [1:35:46] it you know they need you know more than [1:35:50] they have the study when they finish [1:35:54] it'll it'll tell us it'll tell us and [1:35:56] and one of the things this court has [1:35:58] always tried to do is do a staffing [1:36:00] standard so that all the equity you got [1:36:03] 96 Dallas county is 955 square miles so [1:36:07] I do a division between you and five [1:36:09] five into 955 square miles you know each [1:36:12] one of you you know got you know got [1:36:15] 170 you know square miles so I mean hey [1:36:19] what see so I mean we hear you you know [1:36:23] I I I tell my colleagues hell I got 70% [1:36:26] of the [1:36:28] county 16% they they ain't giving me no [1:36:30] more I mean I we got an equation on the [1:36:34] mileage okay yeah with all due respect [1:36:37] commissioner uh on that same note my [1:36:40] office is number two number-wise [1:36:42] production wise we get the second most [1:36:44] process in yet I'm number four in [1:36:47] Staffing and that's something I've been [1:36:49] speaking on and address since I've been [1:36:50] in office I'm up at number two I'm right [1:36:52] behind priy War production wise but in [1:36:54] Staffing I'm number four on the list I'm [1:36:56] Number Two production wise number four [1:36:58] in Staffing so my hands are just kind of [1:37:01] tied I'm not trying to negate or not do [1:37:03] any of my sory duties okay U we we'll [1:37:07] make sure that you guys get the calendar [1:37:09] because they've already started the [1:37:10] process um right yes we've already yeah [1:37:15] UT they all been very and I just want to [1:37:18] point out three little buddies that I [1:37:19] want to just state in in reference to [1:37:21] that Staffing concern that's going on [1:37:22] right now is three three things that are [1:37:24] not taken in concern for the duties that [1:37:25] we do number one is the time aspect um [1:37:29] in 2001 Dallas County reduced down from [1:37:31] 8 precincts to five so we all have a lot [1:37:33] of ground to cover so number one is [1:37:34] number time and I don't think people [1:37:36] take into consideration how long it [1:37:37] takes to get from A to B to make these [1:37:40] different stops that we make to serve [1:37:41] this process number two is the is is the [1:37:44] Staffing issue and and what I mean by [1:37:45] that is we don't have any built in extra [1:37:49] Staffing to cover we just have the [1:37:51] Staffing because Dallas County based [1:37:52] everything on numbers but we don't have [1:37:55] any overflow Staffing or relief Staffing [1:37:57] to cover when a deputy is in training or [1:37:59] when a deput is out on extended Le and [1:38:01] number three is they look at these [1:38:03] numbers so we're Justified as having 250 [1:38:06] process per Deputy but no one takes in [1:38:09] consideration the amount of attempts [1:38:10] that are done and and and and and make [1:38:13] going out on these process we got 250 [1:38:15] process we're doing a minimum of three [1:38:17] to four attempts on each one of these [1:38:19] process so nothing is taken into [1:38:21] consideration for that and those are [1:38:23] just three points that a major concern [1:38:25] in our staffing and what we need but you [1:38:27] all are having to do that yeah okay but [1:38:30] I'm just saying it's not it's not taking [1:38:32] into consideration because it's a lot of [1:38:33] time involved in all of that no I I get [1:38:35] it and that's what the study that's when [1:38:37] she bought the study to the court that's [1:38:39] what we're hoping the study will reveal [1:38:41] yes sir but we want to see equity in [1:38:43] this D I appreciate the fact that you're [1:38:45] you know number two in terms of [1:38:47] production process um you say number [1:38:50] four in terms of Staffing no we will see [1:38:53] I'm not gonna say anything about uh [1:39:32] Mr chairman is countywide overtime and [1:39:34] compensatory time good let's hear from [1:39:37] uh budget budget yeah and uh before that [1:39:41] Mr chairman I I I spent some time [1:39:44] yesterday walking the floors over in the [1:39:47] jail uh making rounds and uh it's [1:39:51] interesting when I look at this over [1:39:53] time peace [1:39:56] um it doesn't now the coun just got be [1:39:59] talking about their their their need for [1:40:02] for for more people we we have some [1:40:05] issues with regards to what is really [1:40:10] overtime versus compensatory time in [1:40:13] that facility and I said that to Dr [1:40:16] Watkins before Chief herock left he did [1:40:20] a study of not the 1 to 48 but on every [1:40:26] floor in that jail in [1:40:31] suicide they don't get a chance not only [1:40:33] do they have I'm calling the rfr finders [1:40:36] that they have to time out they have to [1:40:39] go to Every [1:40:41] sale and wake the individual in the sale [1:40:46] up make sure they're moving put eyes on [1:40:49] them and then time in it takes just in [1:40:54] the West Tower alone it takes [1:40:57] them 11 almost 12 minutes to make the [1:41:03] rounds they get a chance to sit down for [1:41:05] 10 minutes they're back up because [1:41:07] they're having to make 15minute rounds [1:41:10] which means they're having to do it on a [1:41:12] 13 minute time so so they'll be on time [1:41:15] keep in mind the jail commission gets a [1:41:18] chance to access these timers and they [1:41:23] have to do 15minute rounds in [1:41:27] every um mental uh [1:41:32] behavioral pod in that West Tower and [1:41:34] I'm most concerned about the West Tower [1:41:36] primarily because those individuals and [1:41:39] I am I do want to put this on the record [1:41:41] Dr Watkin they say they do not make them [1:41:44] work mandatory backto back on the floor [1:41:48] they said once they do it if they have [1:41:50] to do mandatory they take them and and [1:41:53] put them they get a chance to choose [1:41:55] where they go after that not being on [1:41:57] the floor and I said that Mr chairman [1:41:59] because when I went through all of these [1:42:01] these overtime and these updates and all [1:42:05] I told Dr Watkins um just like Council [1:42:08] was complain that this needs some real [1:42:14] adjustment okay so uh I sent you guys [1:42:17] all the presentation that commissioner [1:42:19] summon asked me to put together [1:42:21] yesterday afternoon so I sent it to this [1:42:23] morning um and it's the slide that's up [1:42:25] on the [1:42:27] um presentation and you should have it [1:42:29] in your email too we do [1:42:36] okay oh I thought you want to ask [1:42:38] question Dr Daniel okay so just starting [1:42:42] off the overtime for 25 we went through [1:42:44] a uh exercise as part of the budget [1:42:46] process making sure that we did allocate [1:42:50] appropriate um $22.8 million [1:42:54] as part of FY 25's countywide overtime [1:42:57] budget and so you'll see from 23 to 24 [1:43:00] the difference as far as appropriated [1:43:02] budget and that was based on a [1:43:04] discussion throughout the mid year to uh [1:43:07] the end of year to make sure that the [1:43:08] fy2 budget did have a nice size of a [1:43:14] overtime budget which was 22.8 [1:43:18] Million okay so what I've been sending [1:43:21] you guys since CU you guys asked for [1:43:22] this this is part of moving forward and [1:43:26] I try to send it to you after the uh [1:43:30] payroll has been posted for that [1:43:31] particular month so I've been trying to [1:43:33] send it to you monthly um the updated [1:43:36] payroll for [1:43:38] actuals in a comparison for the previous [1:43:41] year so what you see there is 23 24 and [1:43:43] 25 23 and 24 is the actual end of year [1:43:47] versus 25 is year to dat through January [1:43:50] keep in mind that's only through January [1:43:53] second payroll it does not include the [1:43:55] 31st it has not been posted as of [1:43:58] yesterday when we checked um So based on [1:44:01] the end of year projection we would be [1:44:04] at 24.8 million if we stayed at the [1:44:07] status quo if we stayed at the same [1:44:09] level at this point and nothing changed [1:44:13] this is the pre projection um but keep [1:44:16] in mind this year um one of the things [1:44:20] that was included in the budget was [1:44:22] election we had a presidential elections [1:44:24] and $2.7 million of that is elections [1:44:28] over time so when you pull that out of [1:44:30] it it'll be a little less and then I do [1:44:33] know that they have a May and June you [1:44:34] might say well won't it go higher but [1:44:36] it's a different type of election so [1:44:38] there's not going to be that high number [1:44:40] of uh overtime for those two May and [1:44:43] June so let me talk about your [1:44:44] assumptions assuming that everything [1:44:46] Remains the Same do you see any um [1:44:50] variations Potentials in the future yeah [1:44:53] yes sir um yeah you want me to go to the [1:44:55] last slide yes please yeah that's what I [1:44:58] was just saying okay so those are some [1:45:00] potential opportuni to assist with [1:45:02] overtime and I might need Mr Lewis and [1:45:05] Mr Wilson to help with this we have [1:45:06] TeleStaff implementation which we've [1:45:08] talked about previously Chrono updates [1:45:12] uh no training is currently underway [1:45:13] with departments countywide I think what [1:45:15] we're learning is based on our meeting [1:45:18] on uh Friday with some Association [1:45:22] members that I think we still need to [1:45:24] figure out punch versus actual punch and [1:45:28] Miss punch because I'm not saying get [1:45:30] permission from them but just some of [1:45:32] that conversation is just understanding [1:45:34] we need the data to see who's all [1:45:37] punching and who's not punching well the [1:45:39] difference is and Mr L come the [1:45:42] difference is yesterday Mr chairman we [1:45:46] talked about first of all there's a [1:45:49] there's [1:45:51] 22 time keep [1:45:54] that's where the issue is coming up [1:45:56] number yes sir okay I want to put it on [1:45:59] the record because we were just now able [1:46:02] to extract that we got 22 timekeepers in [1:46:06] that in that facility over there and [1:46:08] they're not charging the time [1:46:12] appropriately okay yes okay that's what [1:46:14] we learned through some discussion that [1:46:17] is the costing and the coding so say for [1:46:19] instance if I'm um stationed in nor [1:46:22] Tower but then I do overtime in a [1:46:25] different Tower I'm being charged to [1:46:26] North Tower and not the other Tower so [1:46:29] it's a coding issue um within the [1:46:32] sheriff we're hoping I I asked payroll [1:46:35] well how are they how can we correct it [1:46:38] and what was the [1:46:42] response well this is uh Lester Lewis [1:46:44] director of the Erp transformation [1:46:46] office so we have a couple options and [1:46:48] we're going to look at so there's things [1:46:49] we can do with the the clocks so you [1:46:51] could take the clocks and could group [1:46:53] The Clock assign it to the let's say to [1:46:56] the North Tower so that every time you [1:46:58] swipe there then that would be charged [1:47:00] that way because what happens is [1:47:02] everyone has a default charge and that's [1:47:04] what Dr Watkins is referring to so your [1:47:06] default charge always happens but if you [1:47:09] go somewhere else and you swipe then if [1:47:12] that isn't coded then you're charged for [1:47:14] your default so you're not being costed [1:47:16] in the right place for the overtime so [1:47:17] that's part of the problem so we're [1:47:19] going to look at a couple options to see [1:47:20] if we can help address that what are [1:47:23] those [1:47:24] options the assignment of the physical [1:47:27] clock so the clocks aren't assigned [1:47:28] there're just a group of clocks and you [1:47:29] can along in those but we could take the [1:47:31] clocks but we need to work with the [1:47:34] sheriff's office to see if that's going [1:47:35] to cause them any trouble in their [1:47:36] operation so we can't just blank and say [1:47:39] that'll work without affecting their [1:47:40] operation but that is at least an option [1:47:43] understood thank you okay great [1:47:45] job and then the other was making sure [1:47:48] the coding is correct like if I know [1:47:51] you're going to a different location [1:47:53] the time Keepers going back to the [1:47:55] timekeepers and I don't know if Mr [1:47:56] Wilson want to speak to [1:48:01] that apparently not no I I I was just [1:48:04] thinking through what Mr L say Bob [1:48:06] Wilson HR Director [1:48:08] um so so coding is important ultimately [1:48:11] where the where the charges go but you [1:48:14] know I [1:48:16] would if I kind of zoom out right from [1:48:20] from just [1:48:22] aggregate what do we spend at the [1:48:24] sheriff's department the way that I can [1:48:26] begin to actually manage that right [1:48:29] where people work and to eliminate the [1:48:32] number of edits that supervisors are [1:48:34] having to do is to get every employee to [1:48:37] punch in and out for every shift right [1:48:40] there's certainty that I'm getting paid [1:48:42] what I earned and then there's certainty [1:48:45] and this is perfect world right if every [1:48:47] employee punched in and out we didn't [1:48:49] have to edit that data rolls right from [1:48:52] the time clock into Kronos and gets [1:48:54] processed when employees don't punch we [1:48:57] start to get behind the power curve on [1:49:00] getting correct time in the system [1:49:03] through edits that builds and what [1:49:06] happens is when that builds it puts [1:49:09] payroll Under Pressure to execute right [1:49:12] so we've just moved the problem from the [1:49:14] accountability is in the sheriff's [1:49:15] department to ensure that every person [1:49:17] punches what we've done is it's we've [1:49:20] moved it to payroll and so payroll is is [1:49:22] delaying when they can execute in an [1:49:25] attempt to be good team players and get [1:49:27] the hours in it just creates it's fra [1:49:30] for Peril for Creative mistakes and [1:49:32] errors and so if I had one asked today [1:49:35] it would be that every employee punches [1:49:37] in and punches out that's what that's [1:49:39] again we we we had to first of all [1:49:41] extract and note Mr chairman that that [1:49:44] the Tim Keepers you know to know it is [1:49:48] it the timekeeper [1:49:50] responsibility is 22 of them they don't [1:49:52] have [1:49:53] to so commissioner I would argue it's [1:49:55] the supervisor's responsibility to make [1:49:57] sure that these employees punch and so [1:49:59] from a risk from A Loss Prevention [1:50:02] aspect it's also a very good practice [1:50:04] that each person punch in and out and [1:50:06] so that's just what I would add I [1:50:09] apologize how many how many managers did [1:50:11] we see was it hund and something manager [1:50:13] see that's my problem there that's what [1:50:15] you calling them supervises they're [1:50:17] calling the managers [1:50:19] 124 but it's 22 people that are [1:50:23] responsible for that time that's that's [1:50:26] what we're trying to drill well that's [1:50:28] what we've created by by employees not [1:50:30] punching is again we've put this on a on [1:50:33] this group it's the 22 timekeepers no [1:50:35] it's we need to punch right so the 22 [1:50:39] timekeepers aren't overwhelmed trying to [1:50:41] clean this up you're you're right you're [1:50:44] you said something that makes a lot of [1:50:45] sense it is those 22 timekeepers job to [1:50:49] get this right but the people who need [1:50:52] need to push the punch or the bosses [1:50:55] because 24 of them though and and that's [1:50:58] what they're and they're basically [1:51:00] saiding but I'm listen to my I may not [1:51:02] listen to the person who reconciles the [1:51:05] clock but I will listen to my [1:51:07] boss all your boss is doing judge if [1:51:10] you've ever been around and I I invite [1:51:12] all of you spend some time with all your [1:51:14] boss is doing said report to nor Tower [1:51:17] report to West Tower report to West [1:51:20] Tower and punch in I mean we but but you [1:51:23] don't you don't get that it's not that [1:51:25] simple so it so it is it is a change in [1:51:28] mindset right there there are [1:51:30] administrative tasks that each managers [1:51:32] are responsible for and and [1:51:35] to and I would argue that's our [1:51:38] challenge right how how do we how do we [1:51:40] instill that administrator management [1:51:43] philosophy so I I agree that it's it's [1:51:46] difficult at the moment so how do we not [1:51:48] make that difficult and that's that's [1:51:50] part of as an employee [1:51:53] you know you are responsible for doing [1:51:55] this and so you know we're we're looking [1:51:57] forward to a future not too distant [1:51:59] future where we can report on that right [1:52:01] we can go [1:52:02] from through the entire thing employee A [1:52:05] to Z and draw a line and go hey these [1:52:07] employees are punching consistently [1:52:10] great job these employees have never [1:52:12] punched we need to do something about [1:52:13] these employees you know we can do the [1:52:15] same thing with managers and group it [1:52:17] this manager has no employees that punch [1:52:19] this manager has some so all it it [1:52:22] doesn't mean it doesn't say that anyone [1:52:24] is doing anything wrong there may be [1:52:26] something underlying to your point [1:52:28] commissioner that drives that assignment [1:52:30] I get it that's time what will T staff [1:52:33] do Mr Lewis to help us manage this [1:52:38] position now it it will help with the uh [1:52:40] the scheduling and what it'll also do is [1:52:43] give reports so basically as I think Bob [1:52:45] and uh Dr Watkins have alluded to it'll [1:52:49] it'll help ease the administrative [1:52:51] burden on the sheriff's office so you [1:52:52] will know who is scheduled but you'll [1:52:54] also know immedately after that who is [1:52:57] working who punch who didn't punch the [1:52:59] actual so then that way you can sort of [1:53:01] manage that because the problem is it's [1:53:03] it's a heavy administrative burden which [1:53:05] is why it's a delay because you're [1:53:07] entering those punches postwork and it [1:53:10] should happen daily so you're trying to [1:53:12] catch up at the end of the week to make [1:53:14] payroll and can it happen [1:53:16] daily yes yeah yeah especially if [1:53:18] they're we have to schedule on the right [1:56:43] hand side that will then lead to the [1:56:45] data assessment Solutions review in [1:56:47] other words what things need to be fixed [1:56:50] what does that look like the approach [1:56:52] which will then lead to the development [1:56:55] as to [1:56:57] solutioning and then approval and sign [1:56:59] off uh obviously validation comes before [1:57:02] that which then means that hey is this [1:57:04] working as expected and if it is we'll [1:57:06] get sign [1:57:07] off and then next slide de yes sir [1:57:12] slides all Mr chairman all [1:57:34] all the resources from IT services [1:57:36] perspective we know what's needed from a [1:57:39] Tyler perspective but what Tyler has [1:57:42] communicated back to us is that the [1:57:45] schedule that we have um as to hey we're [1:57:49] looking to meet from 1 to 5 Monday to [1:57:51] Friday a room physically to have all [1:57:54] parties there they have some concerns as [1:57:57] to making the resources available via [1:57:59] the schedule that we have provided time [1:58:02] Mr chairman where's Tyler yeah where is [1:58:05] Tyler yeah we we I got some questions [1:58:07] about that yeah and you are my name is [1:58:11] Jared Anderson I'm a client executive [1:58:12] with Tyler okay so who is the de I'm [1:58:15] sorry no chairman who's the dedicated [1:58:17] resource of Tyler for this project who's [1:58:19] the dedicated so dedicated we have a [1:58:22] client success account manager and he's [1:58:24] identified in the plan who is that [1:58:26] person by name uh Zach Andre Okay and he [1:58:29] is dedicated to this process is that [1:58:31] right that's right okay so why can't he [1:58:33] make the meeting he can all right [1:58:35] there's there's a list of there's a [1:58:36] whole team of people that you've [1:58:38] identified in this plan some of them are [1:58:40] solution architects in the sense of [1:58:42] they're the they're a DBA for example [1:58:45] and they they work very they're they're [1:58:47] resource constrained let's just put it [1:58:49] that way they work on other accounts uh [1:58:51] to have them dedicated in a room [1:58:54] specifically for 20 hours a week is not [1:58:58] not feasible for Tyler but what we have [1:59:00] said and what we continue to do is [1:59:01] provide those resources we've been doing [1:59:03] it we will we'll bring them to bear as [1:59:05] needed but for this project specifically [1:59:09] what we're looking at here is we need [1:59:10] requirements so that we can then assign [1:59:12] it to the DBA to then build so they are [1:59:15] not necessarily needed in that room for [1:59:18] the 20 hours to solve that problem [1:59:20] wasn't that part of the contract though [1:59:22] to be there to provide that support we [1:59:26] we what I'm what I'm suggesting is we [1:59:28] are Sur providing the support we have [1:59:31] daily people that are assigned to this [1:59:32] project but it's basically like if you [1:59:35] need a carpenter you go pull the [1:59:36] carpenter in and say okay let's build [1:59:38] this uh the folks that are running the [1:59:40] day-to-day are the ones that are pulling [1:59:43] those people in to bring the resources [1:59:45] to Bear we've been doing that and we [1:59:46] continue to do that but you're also [1:59:48] saying that you can't meet the schedule [1:59:51] I we have not said we're not going to [1:59:53] meet the schedule what we've said is we [1:59:54] cannot dedicate a person that is at a [1:59:57] DBA level for 20 hours a week for the [2:00:00] next four months so what you are saying [2:00:03] is that you need everybody in one room [2:00:05] so you can breathe them all tell them [2:00:07] all together what they need to do that [2:00:09] you can do that's yes that is correct [2:00:13] okay we will have folks available to and [2:00:15] Mr Baler the challenge of doing putting [2:00:18] all the people in one room is Big well [2:00:21] it service of facilitating that already [2:00:24] um so but it's not necessarily the issue [2:00:26] with the DBA the concern is with the [2:00:29] Tyler implementation specialist uh which [2:00:32] is Mr SoDo that has that's different [2:00:34] yeah goad that has unique knowledge uh [2:00:37] that the DBA would not have um that [2:00:40] we're going to be heavily relying upon [2:00:43] and I think that's what we're saying Mr [2:00:45] Soto yes sir what about Mr SoDo that's a [2:00:49] difficult request to have him DED ated [2:00:52] in a room for for 20 hours a week for [2:00:54] the next four months he will be [2:00:57] avilable yeah that's what we need [2:01:02] though what I can tell you is we will [2:01:04] make the resources available as needed [2:01:07] but let but that's the resource that's [2:01:10] needed yeah and and and so there there's [2:01:13] business processes things that need to [2:01:15] be identified it's for example we own [2:01:25] that data that comes from a third party [2:01:27] Solution that's [2:01:29] AIS so when that [2:01:33] identif Balor sorry we're going to have [2:01:36] AIS res from an IT services perspective [2:01:38] we'll have us with Nelson which the is [2:01:41] resource we'll have her available I mean [2:01:43] we're going to have from an IT services [2:01:44] perspective all of the applications that [2:01:46] are native non Odyssey even though we're [2:01:48] going to have an odyssey resource there [2:01:50] they're all going to be there so there [2:01:52] isn't a we need to reach out there but [2:01:54] we're going to have everything that [2:01:56] Tyler needs in that room we're going to [2:01:58] have yes okay now but what we need is [2:02:01] SoDo in the [2:02:02] room [2:02:31] County has particular needs within a [2:02:34] particular time frame yep and the [2:02:36] contract was signed that Tyler in fact [2:02:38] would Supply that and now what you're [2:02:40] saying is that you cannot meet the [2:02:42] schedule and you know we understand a [2:02:44] person getting sick and those kinds of [2:02:46] things but but as a commitment in a [2:02:50] contract as I understand it Tyler signed [2:02:54] the contract to do exactly that to [2:02:58] provide uh the support and the expert [2:03:02] persons to satisfy the needs of Dallas [2:03:05] County in this endeavor this is above [2:03:07] and beyond traditional maintenance we [2:03:09] are working with we are coming to be [2:03:11] resources to help pull scripts and write [2:03:14] right into a third party solution that [2:03:16] is not ours and that's at the request of [2:03:18] Dallas County and we were doing that as [2:03:22] part of the contract in the sense of [2:03:24] it's Goodwill in my opinion it's not [2:03:26] specifically scoped out work if we were [2:03:28] going to do this for another uh County [2:03:30] we would likely draw up a Professional [2:03:33] Services agreement specifically for this [2:03:34] work we haven't done that we've tackled [2:03:36] it as an implementation project and we [2:03:39] continue to put the resources to support [2:03:41] it so that's what we're going to [2:03:42] continue to do we're not going to nickel [2:03:44] and dime you and come back and say you [2:03:46] know it's another 25,000 or 50,000 for [2:03:49] any additional work we're just saying we [2:03:50] will bring the the resources to bear as [2:03:52] needed [2:03:54] so yeah Mr one second okay I mean and if [2:03:58] I may OCA reporting as well as some of [2:04:01] the no further today [2:05:51] than we were on November 8th um other [2:05:56] than my staff corrected and Mr chairman [2:05:58] let me ask okay and what I'm asking [2:06:01] Tyler is can you provide a resource [2:06:06] plan so for for soda showing his [2:06:11] availability to Dallas County for this [2:06:13] project and related to the critical pad [2:06:17] timeline for this project can you organization ation I'll go through that [2:11:53] and then Mohammed will take us through [2:11:54] the application [2:11:56] rationalization um so with that um I [2:11:59] want to recap um some Gardener [2:12:02] recommendations um there are five things [2:12:03] they're recommended make sure that we [2:12:06] have a methodology to manage it [2:12:07] Investments um there's also a need to [2:12:11] increase spend investment in our [2:12:14] infrastructure and our infrastructure [2:12:16] Workforce um also take a look at how it [2:12:19] is organized which is um what we're [2:12:21] going to talk about today uh and also uh [2:12:24] build up the it leadership competency [2:12:26] and Define a future State and strategic [2:12:29] plan so again that's recap from Gardner [2:12:32] um I've presented a lot of his [2:12:34] information uh in separate meetings so [2:12:37] this is just another recap uh in terms [2:12:40] the reorganization that I am pushing it [2:12:44] um I went through the operating model [2:12:45] the engagement model the planning model [2:12:47] communication model uh the outcomes of [2:12:49] those models is really to focus on uh [2:12:52] execution Excellence making sure we're [2:12:54] delivering consistently high quality [2:12:56] reliable performance solutions [2:12:59] accountability and transparency and also [2:13:02] agility uh and a large part of the [2:13:04] transformation we want to focus on too [2:13:05] well not a large part but really what is [2:13:07] going to be demanded of it as well as [2:13:10] our departments and our partners is a [2:13:13] cultural and mind shift we want to [2:13:15] change um from kind of how we work today [2:13:18] silos compliant reactive to cross [2:13:21] functional teams uh more empowerment [2:13:24] accountability and more agile so then I [2:13:28] want [2:13:28] to and uh here we're we're talking about [2:13:32] uh having dedicated teams to develop [2:13:34] expertise having a more agile framework [2:13:37] uh and what I want to focus on is uh at [2:13:40] the bottom there building new [2:13:41] capabilities we we really don't have [2:13:43] some of these capabilities today that we [2:13:45] need to build and mature I can show you [2:13:48] that a little more with your work [2:13:49] chart um this is our current or chart we [2:13:52] have an applications team uh we have a [2:13:55] pmo that manages our projects we have a [2:13:58] a budget team we have [2:14:00] infrastructure uh and we have um [2:14:02] security that we partner with and the [2:14:05] organization that we're looking at and [2:14:07] again we're talking about capabilities [2:14:08] that don't exist today that we really [2:14:10] need to to focus on uh everything in red [2:14:13] uh is something that we really don't [2:14:15] have today um if you look at um Quality [2:14:19] engineering something we don't have we [2:14:20] don't have engagement uh organization a [2:14:23] little bit bigger oh [2:14:28] yeah I do need glasses iing my glasses [2:14:31] but could you make that fit the whole [2:14:33] screen there's a lot of tiny red words [2:14:37] there there's also part of the hand [2:14:44] out oh wow you're worse than [2:14:46] [Laughter] [2:14:49] me that the key message here is that we [2:14:52] have capabilities that we we need to [2:14:55] build uh example is data and data [2:14:57] analytics and data [2:14:59] strategy um so going on to the the last [2:15:02] slide which is around the organization [2:15:03] and what we're proposing and we worked [2:15:05] with Budget on some of these numbers um [2:15:08] so if you look at the current um staff [2:15:10] that we have and the way that it's [2:15:12] allocated so we've I won't read all of [2:15:14] it but um and then in this [2:15:17] reorganization that I've talked about [2:15:19] you can see how it's kind of leveled off [2:15:21] off we've kind of reallocated some staff [2:15:23] from apps to other areas and then the [2:15:27] new is is the focus that we're talking [2:15:29] about um in terms of building new [2:15:31] capabilities and how that's allocated [2:15:33] bottom line in terms of budget impact is [2:15:35] 6.2 [2:15:37] mil say that number again yes bottom [2:15:41] line for the the 39 is 6.2 million but [2:15:45] part of that is moving people off of [2:15:48] contract in house that's actually a [2:15:51] savings yes so is that savings [2:15:54] calculated in the 6.2 no so what you'll [2:15:58] see on the um that's in Professional [2:16:01] Services so those are positions that [2:16:03] would be moved into it and there will be [2:16:05] some savings we have five on for this [2:16:08] coming up Commissioners court and then [2:16:10] we're going to identify some additional [2:16:11] ones this is truly with the vacancies [2:16:14] that's there [2:16:16] now and if with the recommended [2:16:19] positions it'll be between 5 to 6 [2:16:21] million depending on the cost of it of [2:16:24] the top tier positions so the highend is [2:16:27] 6.2 [2:16:28] million and and so we just don't know [2:16:31] how much we're going to save on moving [2:16:33] people from the contract to cont yeah so [2:16:37] the first one the first five you saw [2:16:39] about a $20 and something thousand [2:16:41] savings that you'll see on the agenda [2:16:43] okay uh this upcoming court so that's [2:16:46] for the five and then be more than a [2:16:49] million dollars a year in savings [2:16:50] problem probably about 1.3 million is [2:16:52] what we kind of estimated okay so this [2:16:55] is an what's shown on the screen here is [2:16:58] an [2:16:59] updated um Staffing summary that we were [2:17:02] given [2:17:03] wow because you've increased from 32 to [2:17:07] 39 new members a total of 184 is what we [2:17:10] were shown before and now it's [2:17:13] 191 yeah my what I sent you earlier um [2:17:17] was a bit of a mistake it was it's [2:17:20] actually 30 9 right we have some seven [2:17:23] vacancies which is kind of the 32 but [2:17:25] right but the budget reflects the 39 [2:17:28] okay so it's actually the 6.28 6. 818 [2:17:32] million that's [2:17:34] correct all of our challenges has been a [2:18:35] lack of a single source of Truth for all [2:18:37] of this data so we can collect all the [2:18:40] information the key information that we [2:18:42] can use to then rationalize so that's [2:18:45] kind of what took quite a bit so what we [2:18:47] are now doing is for the last few months [2:18:49] we've employed a different approach [2:18:52] identified a lot of the key information [2:18:54] already for our application portfolio [2:18:57] that includes all the applications and [2:18:58] tools and at this moment by the end of [2:19:01] March we should have everything [2:19:03] identified as far as um the tools we [2:19:05] have currently in our ecosystem this is [2:19:08] just an inventory of all the [2:19:09] applications right and and the tools yes [2:19:12] sir and so we've never had an inventory [2:19:14] of all of the programs before uh we do [2:19:18] have the inventory there's a lot of data [2:19:19] that we're collecting for that inventory [2:19:22] that is taking more time uh in addition [2:19:24] to all that information that's critical [2:19:26] because the next phase uh of that we [2:19:29] rely on the data but also working with [2:19:32] the team to make recommendations so we [2:19:34] do have the inventory it's over 200 and [2:19:37] plus I don't have the exact number of of [2:19:40] applications and software and tools that [2:19:42] we have but what you don't have yet is [2:19:44] the number that are duplicative [2:19:46] true yes sir uh however as we're [2:19:49] collecting the information we have asked [2:19:51] the team to recommend those that they [2:19:53] think can be Consolidated as Mr Ste [2:19:56] pointed out we have a list but we don't [2:19:57] have a lot of information about the [2:20:01] applications on those on that list such [2:20:03] as criticality such as can they be [2:20:05] Consolidated so that's also something we [2:20:07] are seeking input from the team right [2:20:09] now so we are also C calculating that so [2:20:12] inventory done next step figuring out [2:20:15] which ones are duplication when's that [2:20:17] deadline so April uh May and June those [2:20:21] three months we are trying to plan [2:20:24] prioritize and classify all the inputs [2:20:26] we've obtained from the team and we have [2:20:27] a few decision drivers based on um the [2:20:30] newer Cloud strategy that we have and [2:20:33] the newer technology stack because we [2:20:34] want to kind of narrow down on our [2:20:35] technology stack right now we see a [2:20:37] sprawl of different technology and that [2:20:40] makes it hard to one U maintain and also [2:20:42] for our staff to have all those skills [2:20:45] to correctly support sustain that [2:20:47] technology so those three months April [2:20:50] March [2:20:51] sorry April May and June we are going to [2:20:54] use these drivers that are um listed [2:20:56] there to to weigh in all the inputs [2:20:58] we've obtained from the team to want um [2:21:01] measure those against these drivers and [2:21:04] prioritize which would feed it yes sir [2:21:06] okay so is it do I understand you [2:21:08] correctly that in June you're going to [2:21:10] come to us with recommendations of which [2:21:12] programs no longer need to be in the [2:21:15] inventory because they duplicate with [2:21:18] another and we can move them over to the [2:21:21] from one system to the other true [2:21:23] correct yes by June by June we're coming [2:21:25] up with a multi-year strategic road map [2:21:28] for the different applications we have [2:21:30] those that can be decommissioned [2:21:31] replaced Consolidated where there's cost [2:21:34] savings where we identify perhaps new [2:21:36] technology that we need to bring to our [2:21:38] ecosystem all of that we're going to [2:21:40] have by the end of June yes sir so for [2:21:43] continuous Improvement in June that's [2:21:45] when I can expect this presentation is come before you uh I think uh over the [2:23:47] past year I I remember being before this [2:23:49] body when we we had just taken over this [2:23:52] and having a very Frank discussion [2:23:54] amongst us about our the needs that were [2:23:57] before the county and uh the road map [2:23:59] that we laid out to address many of [2:24:01] those needs and I think you'll be uh [2:24:04] delighted as well as uh very supportive [2:24:08] of the efforts of the team thus far and [2:24:10] I'll ask Mr George and although Mr [2:24:13] Palani doesn't have a role in speaking [2:24:16] at this point but uh we must give credit [2:24:19] where credit is due [2:24:20] if it wasn't for their efforts here we [2:24:23] wouldn't stand before you today with uh [2:24:26] the news that we have to share with you [2:24:27] as [2:24:28] well all right if we can move to the uh [2:24:32] to the timeline slide it's a couple of [2:24:35] uh okay I'm [2:24:37] sorry thank you there we go and we'll [2:24:40] just use uh this slide to uh kind of [2:24:43] briefly cover um as we enter our second [2:24:48] year in in supporting the Erp for uh for [2:24:51] Dallas County uh so over 2024 you know [2:24:56] we've we've accomplished quite a bit [2:24:58] we've uh um had the big rocks [2:25:01] initiatives that uh um the Court's been [2:25:04] very supportive of that we Ed to [2:25:07] stabilize the system uh both from the HR [2:25:10] side as well as the finance and [2:25:12] procurement side uh we' made some uh [2:25:15] governance and change management uh [2:25:18] implementations including [2:25:20] the uh uh uh the Enterprise [2:25:23] transformation office that uh uh Mr [2:25:26] Lester is leading and um so we feel [2:25:30] pretty confident that the system is [2:25:32] stable as you can see by mid [2:25:35] 2024 and then that has allowed uh our [2:25:39] team working in partnership with Dallas [2:25:42] County to now further the value coming [2:25:46] out of the system so the last uh half of [2:25:50] 24 we implemented the um compensation [2:25:54] module as well as we're on the tail end [2:25:57] of uh implementing the recruiting uh [2:26:01] systems which have already realized [2:26:03] value for for the uh HR processes within [2:26:06] Dallas County and um uh that has gone [2:26:11] well um the the Count's uh team has been [2:26:16] uh trained they've been very involved in [2:26:18] all of the testing and the feel [2:26:20] confident in the in the uh use of it um [2:26:25] and now we just launched the uh next [2:26:29] phase of it which is the guided [2:26:32] learning module which will allow the [2:26:35] county to uh continue to um um hire new [2:26:41] people put new people into um using the [2:26:45] system well uh use the system much more [2:26:48] the way it's defined without having to [2:26:50] do um handholding all the time and those [2:26:53] kind of things so uh we feel really good [2:26:56] about where we are but uh I'll pause and [2:27:00] uh see if there's any [2:27:03] questions hearing none soad sorry so at [2:27:06] what so at what point in time are you [2:27:08] just going to be able to just totally [2:27:11] hand it off to Dallas County [2:27:14] and yeah um we've actually been working [2:27:17] with uh Mr Lester and the steering Co on [2:27:20] laying out the next uh road map for the [2:27:23] next two years and As We Lay It Out [2:27:27] we've identified opportunities where [2:27:30] there'll be um uh items that um Mr [2:27:34] Lewis's team will be leading and where [2:27:37] we can support and where they feel [2:27:40] confident they can start taking over and [2:27:42] moving some of those things as an [2:27:45] example on the guided learning we'll go [2:27:49] through that imp [2:27:50] mentation uh but what will be left [2:27:53] behind is a set of of instructions as [2:27:57] well as um their own team's ability to [2:28:01] add new learning modules into it and [2:28:04] things like that uh Mr Lewis excuse me [2:28:07] Mr chairman uh you understand the [2:28:10] essence of where I'm going with [2:28:12] this yes commissioner and the way the if [2:28:15] you guys remember the way the contract [2:28:17] was constructed with centure for the [2:28:19] what we [2:28:20] the purple line there says application [2:28:22] managed Services that's the ongoing [2:28:24] support so the way the contract was [2:28:26] designed we sort of ramp down those [2:28:29] efforts year overy year so essentially [2:28:32] what should end up happening and we're [2:28:34] not there yet is that we'll be what we [2:28:37] call level one and two support probably [2:28:39] internal to Dallas County and Accenture [2:28:41] will be our level three so our like our [2:28:43] most expert experts until we determine [2:28:46] such time we want to change that and [2:28:47] that's really based on sort of how we [2:28:49] staffed and initially the projects from [2:28:51] the slide we're going to [2:28:53] show because what we've been doing is [2:28:56] each of these projects we decide hey we [2:28:58] want to do this as a a work effort that [2:29:01] we need done in this timeline then [2:29:03] exential will give us a a quote for that [2:29:05] so that's how Oracle recruiting [2:29:07] recruiting cloud and guided learning [2:29:09] those two HR systems were implemented so [2:29:12] I don't see that model changing other [2:29:15] than I'm given instruction that we want [2:29:16] to ramp all the way and have all of the [2:29:19] resources inside but right now we're not [2:29:21] will be giving the [2:30:26] presentation uh for the last two budget [2:30:28] Cycles uh the court has been allocated [2:30:32] funding for economic and Community [2:30:34] Development projects uh within statute [2:30:38] there there's a lot of opportunities to [2:30:40] fund various initiatives um mostly [2:30:43] sourcing in ch in the chapter 380 [2:30:46] agreements EXC chapter 380 uh [2:30:50] uh code which kind of outlines various [2:30:53] economic Community Development projects [2:30:55] there's also a lot of other [2:30:57] opportunities for community- based [2:30:59] projects working with the different [2:31:00] members over the last year year and a [2:31:03] half um Parks projects uh Transportation [2:31:08] focused projects where there was better [2:31:11] statute available to source as we were [2:31:13] moving through these different grants [2:31:15] and agreements became available so to [2:31:18] actually uh year one I thought was more [2:31:21] of a pilot approach by budget to set up [2:31:24] economic and Community Development [2:31:25] projects they were very successful you [2:31:28] funded them this year now we want to [2:31:30] equip each uh each Commissioners Court [2:31:34] member with kind of an easy track to [2:31:36] move forward with any future projects so [2:31:39] from a legal perspective they look um [2:31:44] they would it would be easier to move [2:31:46] our projects through the legal process [2:31:48] if there was an actual program [2:31:50] with all the source statutes listed [2:31:52] within that policy to operate within so [2:31:56] this is staff's approach to make things [2:31:58] easier for a court member to move [2:32:00] forward a various project that is in the [2:32:03] economic or Community Development sphere [2:32:06] well you know Mr my my my concern is [2:32:09] when I read that I mean and I've said [2:32:12] are we going to report back what I call [2:32:16] the real metrics of it or did we just go [2:32:18] spend a million here [2:32:20] million there and that's a really good [2:32:23] question I think uh if we just maybe [2:32:26] gave a few more months the number of [2:32:28] these projects from last year are [2:32:30] already cycling towards results too so [2:32:32] we should be reporting out the results [2:32:35] of each of those grants uh did to answer [2:32:38] your question sir U you [2:32:57] know our current economic development [2:32:59] policy focuses on requests from private [2:33:03] uh entities oh thank you we [2:33:08] go did I just break [2:33:12] it oh there it is right [2:33:16] um you know so those policies provide [2:33:18] the parameters [2:33:20] uh for uh the types of requests that are [2:33:22] eligible uh so we're seeking to kind of [2:33:26] expand the current policy to include a [2:33:27] program to consider Economic and [2:33:29] Development Community Development [2:33:30] projects brought forward by the County [2:33:32] Commissioners Court these are very [2:33:34] different obviously um they serve to uh [2:33:38] create competitive Advantage for the [2:33:40] county uh create economic value [2:33:42] strategic growth um and what we'd like [2:33:45] to do is uh develop that program [2:33:51] um there we [2:33:53] go uh so that we can U uh create a legal [2:33:58] framework to move these projects through [2:34:00] faster uh there's already a lot a good [2:34:03] number of statutes that provide us um [2:34:07] the ability to develop Economic [2:34:09] Development programs uh and projects uh [2:34:12] we can use chapter 381 that we do for [2:34:15] our private agreements uh we can use [2:34:18] that internally uh there are ways to uh [2:34:22] expedite the bidding process uh there [2:34:25] are ways to um uh through [2:34:29] the chapter 2306 for example lets us do [2:34:33] homeless programs particularly those for [2:34:35] transitional housing uh there's a large [2:34:37] number of statutes we'd like to [2:34:40] consolidate those into this program uh [2:34:42] so that we can have uh good templates uh [2:34:46] to move these program programs and [2:34:48] projects through the can review uh [2:34:52] expeditiously so the program [2:34:56] Focus will leverage the statuto [2:35:00] statutory Authority uh to Foster [2:35:03] Economic Opportunity that's stimulate [2:35:05] jobs create Business Development and [2:35:07] Entrepreneurship um improve [2:35:09] infrastructure uh public facilities [2:35:11] Transportation Systems Parks um to [2:35:15] enhance quality of life um address our [2:35:19] critical needs uh housing stability [2:35:22] improve access to healthare Etc [2:35:24] educational opportunities uh and to [2:35:26] provote uh promote uh environmental [2:35:28] responsibilities or sustainability [2:35:30] projects that the County's been [2:35:31] initiating yeah yeah Mr chairman yeah [2:35:34] and see and and this is where I I I be [2:35:38] back up uh become a little uh plexed I [2:35:42] mean we've got a we've got the chna [2:35:45] we've got this entire you know Parkland [2:35:48] Hospital you know $3 billion and and [2:35:52] here we are talking about critical [2:35:53] social you know hous ability improve [2:35:56] Access to Health Care expand There's an [2:35:59] opportunity that that all of that is [2:36:02] just [2:36:03] so so so so Broad and I you know I I [2:36:07] know years ago and it got on this court [2:36:09] one of the things that people always [2:36:12] said that we shouldn't and I'm I'm going [2:36:14] to go to this this school voucher or [2:36:18] Robin Hood plan or whatever it is it's [2:36:20] the same thing [2:36:22] we're well reverse yeah well iin I ain't [2:36:25] so sure but okay nonetheless uh but my [2:36:29] my problem is is that we we take from [2:36:33] the needy and get to the greedy that's [2:36:34] what it is well hey here when you start [2:36:38] talking about money that we've already [2:36:40] appropriated and paid for on with our [2:36:43] taxes on the Parkland side and talking [2:36:45] about improving access to healthcare [2:36:48] that's what that's what they should be [2:36:49] doing and that's what we should be [2:36:51] charging them with doing and [2:36:52] commissioner I think that's just meant [2:36:54] to increase the the scope that's not [2:36:57] necessarily getting in the health care [2:37:00] business is it possible for us to get a [2:37:03] copy of this presentation because first [2:37:06] of all I mean this is what was in the [2:37:08] packet um there are eight pages there [2:37:11] are five possible here that I'm sorry I [2:37:16] cannot [2:37:17] read we're happy to resend that and I [2:37:20] think if you look at the first email it [2:37:21] had the full presentation but the send [2:37:23] out had that error so we'll be sure to [2:37:25] resend that to you but commissioner I [2:37:27] mean this is intentionally broad to be [2:37:30] to make it easier for you to move [2:37:32] forward various projects and I'll just [2:37:33] give an example from this past year Dr [2:37:36] Garcia had two different projects widely [2:37:39] different one was assisting bulb Springs [2:37:41] with uh playground equipment they didn't [2:37:43] have funding to [2:37:44] complete Dr Garcia in BO Springs ums [2:37:50] um uh excuse me Grand Prairie ex grand [2:37:52] prie Grand Prairie and they they needed [2:37:55] uh some additional funding to to make it [2:37:57] work for one of their projects the grant [2:38:00] assisted with that and they actually [2:38:01] recently just held their their ribbon [2:38:03] cutting for that for that event on the [2:38:06] other side of the spectrum working with [2:38:07] Dallas College to establish an ESL [2:38:11] program uh with them I mean that came [2:38:14] out of the same program um from a staff [2:38:18] perspective we just need a framework to [2:38:20] be able to move forward with these [2:38:22] projects to help you same thing with [2:38:25] your project you had a transportation [2:38:27] related project which I mean from my [2:38:29] experience is clearly Economic [2:38:30] Development however going through our [2:38:32] legal processes they did not view it as [2:38:34] such they wanted us to use another [2:38:37] exception so what we're trying to do is [2:38:39] just compile the the different statutes [2:38:42] that allow us to do different community [2:38:44] and economic development projects into a [2:38:47] policy so that we can move this program [2:38:49] forward and and big picture I mean this [2:38:52] is $6 million a year total this isn't a [2:38:55] big yeah but growth and development [2:38:57] follows Transportation it doesn't follow [2:38:58] playground I understand that well that's [2:39:01] Community Development that's the other [2:39:02] side of the statute yeah well you know [2:39:06] and okay but and it's discretionary to [2:39:09] each district each district has [2:39:11] different needs the judge has his own um [2:39:15] funding from from a countywide [2:39:17] perspective but each district has its [2:39:18] own needs and you would know that best [2:39:22] yeah okay it's RW but okay got [2:39:27] it so I'll move on to our next steps [2:39:30] which are to uh ensure that we have all [2:39:33] the statutory mechanisms in one place [2:39:35] and that they're all being explored um [2:39:37] if there's a tool we want to be able to [2:39:40] make that available to you in one spot [2:39:42] um identify the best mechanisms to [2:39:44] partner with our nonprofit agencies [2:39:46] public [2:39:47] agencies education institutions uh we're [2:39:50] able to do that under state law under [2:39:53] certain statutes we want to make sure [2:39:54] that we have a template to use with them [2:39:58] um and create project types that we can [2:40:01] essentially use the right statutes with [2:40:03] the right types of partners with the [2:40:04] right types of projects put these [2:40:05] together um and then the last bit is to [2:40:09] make sure we have a monitoring mechanism [2:40:11] if you say we're going to increase [2:40:12] Economic Development by doing something [2:40:14] we want to make sure that we accomplish [2:40:16] that goal uh and then find out if it's [2:40:18] something we want to replicate is when [2:40:21] is the due date for to put the meat on [2:40:24] these [2:40:25] bones started that now we want to bring [2:40:27] that to you as quickly as possible I [2:40:30] would like to touch base with each one [2:40:31] of you uh to make sure that the types of [2:40:33] projects that you're considering uh we [2:40:36] have the right uh statutes in place and [2:40:38] and that we can do [2:40:40] that um I'm sorry I didn't give a [2:40:42] definite date but we'll be moving [2:40:44] forward as quickly as possible so by the [2:40:45] end of the spring by the end of say may
