[0:00] There we go. Um, I call the Dalton Township August uh meeting to order and [0:08] then we will do invocation. Um, Michael, do you want to do the [0:13] invocation for us tonight? >> Sure. [0:17] » Father, we're grateful for the opportunity that we have to serve in [0:21] this community. We're grateful for uh this country and for the freedoms that [0:26] we enjoy. Heavenly Father, we pray for guidance and uh direction as we discuss [0:33] township business that we may uh be directed in wise choices. [0:39] And we say this in the name of thy son Jesus Christ. Amen. [0:42] » Amen. >> I pray we stand for the pledge. [0:49] I pledge allegiance to the flag of the United States of America and to the [0:55] republic for which it stands, one nation under God, indivisible, with liberty and [1:02] justice for all. [1:07] » All right. And then Amy, if you could do a roll call, please. [1:11] » Michael >> here. [1:14] » Christie here. Heather >> here. Eugene [1:17] » here. >> Noah [1:18] » here. Amy here. >> All right. And then the next is just the [1:23] approval of the agenda. Do we have a motion? I make a motion to approve of [1:28] the agenda. Motion by Nola. Do we have a support? [1:32] » Support by Lee. All in favor say I. >> I. [1:34] » Any opposed? Same sign. >> All right, that passes. [1:40] And then we will move on to the next item. Um, approval of past meeting [1:45] minutes from July 13th. >> Make a motion to approve past meeting [1:50] minutes to July 13, 2026. >> All right. Motion by Nola. Do we have a [1:55] support? >> Support by Eugene. Any discussion from [1:58] the board, right? And then all in favor say I. [2:04] » I. >> Any opposed? [2:07] All right. Those meeting minutes will be placed on file. And then next is the [2:12] treasurer's report. Um Christy, anything to add to the treasurer's report? [2:16] » Nothing to add. >> Okay. Any questions from the board? [2:21] All right. We will put that on file. Next is pay bills report. [2:28] Um we will need a motion to pay the bills. [2:35] I make a motion to pay the bills. Motion by Nola to pay the bills. Do we have a [2:39] support? >> Support. [2:42] » Support by Michael. Any discussion from the board? [2:48] » Okay. Hearing none, we will do a roll call vote. [2:51] » Noah, >> yes. [2:52] » Michael, >> yes. [2:53] » Lee, >> yes. [2:57] » Go. Eugene, >> yes. [2:59] » Heather, >> yes. [3:01] » Chrissy, >> here. [3:03] [laughter] >> Amy, yes. [3:06] » All right. And then next is the fire department report. Um, chief, did you [3:12] have anything that you wanted to add? >> Nothing else to add. [3:15] » Okay. And then uh the attached is the admin oversight uh for the fire [3:21] department as well. And I don't have anything really to add. The most [3:25] important section there was the highlighted one. Um, still trucking [3:29] along on making modifications. We knew that one was going to take the longest [3:33] longest bit. So, >> all right. And then we will put that on [3:38] file. Planning commission report. Lee, [3:41] anything to add? >> No, there just there was just the one [3:43] item I had at the meeting. >> Okay. Any questions from the board? [3:49] All right, we'll put that on file. Planning and zoning staff report. Steve, [3:53] anything to add? >> Oh, okay. Any questions from the board? [3:57] » Steve? >> Yes. [3:58] » Any idea how we're standing as far as single family dwellings and relationship [4:02] to last year in our building? I have not run those numbers yet, but I can run our [4:07] report if you'd like. Anyway, you Thanks. Thank you. [4:10] » All right. Any other questions from the board? We will put that report on file [4:16] and then building and grounds report. Justin, anything to add? [4:20] » Nope. >> Okay. Any questions from the board? [4:25] » We'll put that on file as well. And then we have the new item since we approved [4:30] the admin oversight plan. Um, I don't really have anything to add, but [4:36] we are still work. We have compiled lists already. Um, so we're just going [4:42] to review our list and make sure we're not missing any uh policies for [4:45] procedures um [clears throat] or documents that should be listed on [4:49] there. So, hoping that those will be to you guys at the next meeting so you know [4:52] where we're standing and um maybe even have some ideas of some that we know [4:57] should exist. So, all right. And any questions on that? Put that on file as [5:05] well. Wow, we flew through that. Um, first [5:10] public comment. Uh, public comment is 3 minutes. Um, it this first one should be [5:16] on agenda items. It doesn't specify, so it can be on anything. But does the [5:20] public have any comment? This is separate from the public hearing. So [5:24] that when that opens, anybody here for the road will get to speak on that [5:27] specifically. Any public comment? Any public comment? [5:33] All right, we'll move past that. [5:38] Now we are in the public hearing. So [5:46] we for the public hearing um would like to have no more than 10 minutes. I don't [5:52] think that anybody would probably take up 10 minutes, but when you come up, if [5:56] you could introduce yourself, um why you're here regarding the road and then [6:01] just know you do have 10 minutes. I won't face this towards you because I [6:04] feel like watching a clock flick down is absolutely terrible. Um [6:09] but all right, we will open the public hearing at what time do we got? 606. [6:19] So, anybody would like to come up and give their opinion about Eastbard Road [6:25] special assessment? I will. Perfect. You can come on up. Introduce yourself. [6:31] So, my name is Hope and that is my husband Christopher and we knownly [6:35] purchased our home on Gravel Road about 18 years ago. We come here tonight to [6:40] ask the council to deny moving forward with paving of Bard Road at this time [6:44] because of the financial hardship that it will cause not only us but other [6:47] neighbors as well. per your office. Uh the cost does not add any value to our [6:52] homes, but the financial burden that will cost some of them residents is just [6:57] not justified at this time. We feel like >> Okay. All right. Thank you. [7:02] » Thank you. >> All right. Anybody else here would like [7:06] to give some on that public hearing? [7:11] » I am Lori Baldock and you're with my husband Tom. We're at 3155. We own 13% [7:18] of this um that's in question and I do have a letter for you but basically [7:23] we're opposed to it. So we think it causes the hardship. We don't want to [7:26] see the speed build up on the road and we really I we're a direct line to the [7:32] highway and that's the only thing that slows things down is the fact that it's [7:36] dirt and there's a stop light but or stop sign but we know that and we're [7:40] just not willing to pay the extra cost or take the extra burden on. [7:44] » Okay. Thank you very much. Anybody else who would like to [7:51] speak on that? No. [7:57] » Hello, my name is Wayne Million. I live at 3124 East Bard Road and I have the [8:03] same opinion. My cost would be extensive. I own 6.9 acres there, 456 [8:10] foot of road frontage. um you won't let me split my property [8:14] because they say I don't have enough. >> So I therefore I cannot sell my [8:20] property. So therefore I'd have to pay taxes on the whole thing. [8:25] » Seems a little excessive. And the rest of our neighbors, a lot of them feel the [8:30] same way. >> Thank you. [8:32] » Thank you. [8:39] Ganon, my husband 3307 Bard totally was not prepared for this, but here we here [8:46] goes nothing. So, I'm just going to say that we are not opposed to this. Um, we [8:52] being towards the other end, get the traffic the speed. Um, I don't, [8:57] in our opinion, I don't think it being paved is going to make that any higher [9:02] um than what than what it is. Um, however, couple of our questions is one [9:07] will be cost and two if um I'm going to bring up the the window here. If that is [9:13] done, is something going to be done with our ditches? [9:16] So, that helps for me. >> Perfect. [9:19] » Thank you. >> Neighbor. [9:23] » Anybody else? [9:33] holding back. Um, disruptly speaking with the numbers, it turns my taxes [9:39] abruptly 250 a month to 650 a month before the uh [9:48] appraiser and the assessor go back through and decide that the road [9:52] improvements are are reasonable, but I believe they're [9:58] unreasonable. >> Thank you. [10:00] » Thank you. >> Thank you. [10:03] » All right. [10:06] [clears throat] [10:09] » Hello. My name is Nick Petroski. I live uh 3261 East Bar Road and uh I'm opposed [10:16] to the uh increase of the taxes. Uh we still haven't absorbed the last uh [10:23] increase from the drains. Commissioner Brendon Moore uh they did stage one. [10:28] [clears throat] I believe uh stage two was never completed at our end. The [10:32] dishes haven't been dug in 15 years or more. I believe this might [10:37] be three years maybe approximately 3 to four years ago since this has been done. [10:42] Recently the roads have been maintained very well. um uh they they crowned it. [10:48] They put a little more aggregate in or whatever they did and it seems to be [10:53] drained nice. However, some of our neighbors uh ditches are clogged the [10:58] flows if that I believe that would be helpful. Um it's been brine and very [11:03] well maintained. the last this summer uh when we signed this my wife signed this [11:08] and other people uh the rule wasn't maintained that well but the last two [11:14] months has been very um adequate for us. Um that's all I got. [11:19] » Thank you. [11:24] » All right. Anybody else? [11:30] » Name is James Payne. I'm on 3385 East Bard. I'm opposed to the uh updates of [11:37] the road. I've been there more than 30 years and I've been happy with just the [11:40] way it is. Plus, my driveway is on Dson, so I don't even use that road. [11:45] » So, being having a fixed income and still having a mortgage, that would be [11:49] way more than I can afford. So, thank you. [11:51] » Thank you. [11:55] » All right. Anybody else? [12:00] And then okay, we'll close the public hearing at 6:12 [12:10] and then we can discuss as a board too and then I have some info. Um I know [12:17] that some numbers had went around initially as well. Um I I put this in [12:22] the board packet for you guys to view um too. So, a lot of times what they'll do [12:29] is um when the parcels differ that much, they [12:33] don't like to do the frontage model because that just is not fair for the [12:36] people who have more of a frontage and then they do a per parcel. Um a lot of [12:41] times what they do is the hybrid which is half and then half of the parcel and [12:48] so that's what that total is there in that first column and then the what the [12:52] blue column is frontage only and then parcel only. um just so you guys [12:56] understand the split and then uh from what we've heard and then I did have [13:02] some written um ones come in as well. The [13:11] first one on the list was a yes is now a no. [13:16] And [13:20] um the Gary, [13:23] where are we at? 3252 Eastbard was a yes and a no. Um, [13:32] and then these ones I think were just regular. [13:38] And we had another one from speaking today that was a yes and is now a no. [13:44] That was the Kelly Graham property. So [13:51] that being said, there's now now it would be [13:56] » it would be we have 51%. There's just barely 51% and that's why we just we're [14:01] questioning because we didn't know either how much it would cost. [14:04] » Yeah. And that's the only way we can find out is we got to try. We got to [14:07] ask. Okay. >> I I hate to say that you know somebody [14:11] got the blood pressure up over it. >> No people come [14:16] away. I mean you did you did good leg work. stuff and advocate it and that's [14:19] awesome. But yeah, we we put it out there just we needed to get a number. Um [14:25] we go based off the interest that we first get. We get the number and then we [14:28] try to figure out how we assess that out. But sometimes when we get that [14:33] number, people go, "Whoa, wait a minute. That's not at all what I wanted." And [14:36] that's fine. That's how this process all works. So [14:41] » um attached to this was a motion. if we wanted to make that today, that would um [14:47] mean that we wouldn't have a resolution in the next meeting. So, the board feels [14:52] like that is the right move. Um I think now especially that we've dipped below [14:56] the >> percentage. Um, so if somebody [15:00] » I would make that motion [15:03] » to not proceed, >> okay, [15:06] » with the special assessment process to resend the special assessment adopted [15:11] July 13, 2026. >> Okay. Motion by Eugene, support by [15:17] Christie. Any further discussion from the board? [15:22] » Hearing none, we'll do a roll call vote on that. [15:24] » Eugene, >> yes. Christy, [15:28] » yes. >> Lee, [15:30] » yes. >> Michael, [15:31] » yes. >> Noah, [15:33] » yes. >> Heather, [15:34] » yes. >> Amy, yes. [15:37] » Right. Motion passes. No more moving forward with the [15:46] » I just want to thank everybody that showed up to to speak up because if if [15:51] people don't show up and speak up, we want to do what's best for the whole of [15:55] the community. And I'm sorry you guys would prefer it to be paved, but I know [16:00] for a fact if it's a paved road, people are going to go faster. [16:04] » I do. >> Yeah. Yeah, they do. They do have the [16:07] dirt road sometimes that I've had people in my ditch. [16:10] » I also too live on a dirt road. I've had people fly through my ditch. So I get [16:14] » I guess if you did pave it, the motorcycles wouldn't be doing wings all [16:18] back and forth. [laughter] >> Pros and cons to both. But the pro for [16:22] this way is you guys don't get special assessed. So that's super wonderful. But [16:26] » all right. >> But they also need to understand that if [16:30] a petition is brought to us, we need to do [16:34] » we did our due diligence. Yes. >> Yep. So the process made its way through [16:39] and and it stopped. So that's good. >> All right. [16:43] » Right. Good or bad depending on what your what your take was. [laughter] [16:47] Good that it worked. Um all right. And then we will move on to the next [16:52] decision item which is resolution 202615 that is for the Twin Lake Fireworks [16:59] Committee. Yes, this does look familiar. Yes, it is different. [17:04] Uh we had one very similar a couple months back for those same things. This [17:09] is a different type that they need from from Michigan Lottery to do a 50/50. [17:16] » Of course. I make a motion to approve resolution 202615 [17:20] for the Twin Lake fireworks gaming license. [17:23] » All right. Motion by Nola. Do we have a support? [17:27] » Work by Lee. Any discussion from the board? [17:31] Hearing none, we will do a roll call vote. [17:34] » Noah, >> yes. [17:36] » Lee, >> yes. [17:37] » Christy, >> yes. [17:39] » Eugene, >> yes. [17:41] » Heather, >> yes. [17:42] » Michael, >> yes. [17:43] » Amy, yes. All right, motion passes. And then next [17:48] is the resolution 2026 26. This is the renewal of [17:55] » 16. [17:59] » Wait, what? >> You said 26 26. It's 26. [18:02] » I wrote it wrong on the paper. That's why. [18:04] » Oh, okay. [18:08] » Good catch. >> Good check. Yep. Way to go, Madam Clerk. [18:11] Okay. So, 20 2616 for the fire equipment mill. Um, this is [18:20] needs the fire equipment mill is getting ready to come to an end. It needs to be [18:25] on the ballot. Um, in order for it to be on the ballot, it has to get approved by [18:29] resolution. This is not an increase or bringing it back to the number that it [18:34] previously was. It is just keeping it steady at the rate that it is. A lot of [18:39] times they'll renew and throw it back up to where it was. We're not doing that. [18:43] Um, so just asking for 10 more years of that. [18:48] Great. Um, and then we just need a motion. [18:52] » Got a question. >> You got exhibit A, B, and C, [18:56] » correct? >> So, we got to choose which one of these. [18:58] » No, no, they're all part of the same thing. [19:01] » Part of the same thing. Yes. So, there's got to be a special election. [19:05] » So, not necessarily a special election. It can go on the November ballot. [19:10] » Okay. Okay. Sounds good. [19:14] » I make a motion to approve resolution 2026 16 renewal of the fire equipment [19:19] mill and mail boarding. >> All right. Motion by Nola. Do we have a [19:23] support? >> Support. [19:26] » Support by Michael. Any discussion from board [19:32] hearing? None. We'll do a roll call vote. [19:34] » No. >> Yes. [19:35] » Michael. >> Yes. [19:36] » Lee. Yes, >> Eugene. [19:38] » No, >> Heather. [19:42] » Yes, >> Christine. [19:43] » Yes, Amy. Yes. >> All right. Motion passes. And then next [19:50] is the resolution 2026 23. Sorry, they're a little bit out [19:56] of order on here. This is for um accepting a a donation for the training [20:04] facility. Um and then kind of put the little we were approached um [20:11] to for somebody to donate. Somebody wanted to donate for that purpose. So [20:17] this resolution just accepts that fund. >> I make a motion to approve resolution [20:23] 2026 23. >> Motion by Nola. Do we have support? [20:27] Support. Support by Christie. Any discussion from the board? [20:32] Okay. Hearing none, we'll do a roll call vote. [20:36] » Yes. >> Christine, [20:37] » yes. >> Eugene, [20:39] » yes. >> Heather, [20:41] » yes. >> Michael, [20:42] » yes. >> Leave, [20:44] » yes. >> Amy, yes. [20:46] » All right. Motion passes. And then next is resolution 2026 24. Um, [20:53] same thing for a donation. Um, this was funds for a water crack uh jet ski for [21:00] water rescue. Um, and this resolution still allows us to accept those funds. [21:06] I'll make a motion to approve resolution 2026-24. [21:11] » All right. Motion by Christie. Do we have a support? [21:14] » Support. Support by Nola. Any discussion from the board? [21:19] » Thank you to the person. >> Yes. [21:21] » Thank you. >> Yeah. [21:24] » Yeah. He did a little happy dance. He won't tell you what he did, but [21:28] [laughter] >> No. Okay. happy dance when you said, [21:31] "Okay." >> Yeah, it was impressive. [21:33] » And try it out. >> Um, [21:35] » got to make sure it works. >> So, then we had a motion support and [21:39] then we need to do a roll call vote. >> Christy, [21:42] » yes. >> Nola, [21:44] » yes. >> Eugene, [21:46] » yes. >> Michael, [21:48] » yes. >> Lee, [21:49] » yes. >> Heather, [21:51] » yes. >> Amy, yes. [21:54] » All right, motion passes. And then the next is the next item is [21:59] the department issued vehicle policy. Um this is the draft that was uh gone over [22:06] and revised. Um [22:11] the only caveat I guess that is [22:19] we had the wording initially that said passengers immediate family or it's [22:27] passengers within the household. So we need to specify on which one we [22:33] would prefer. Um we can approve it as is or we can approve it with the [22:37] modification. Um which is [22:40] » that is let me see here. >> It's under drivers and passengers. Oh [22:48] » okay. So it is the second paragraph under drivers and passengers. For [22:53] purpose of this policy the fire chief's family members are limited to those [22:56] individuals who live in the same residence as the fire chief. [23:07] The uh the only other thing was that you know sometimes uh if Ann is at work and [23:14] Chief is at home and he has his grandson Henry that means he can't go anywhere [23:20] because the only vehicle that he would have available is the [23:24] » Henry vehicle. >> We would just need to modify that. Um, [23:28] so >> suggestion [23:31] » you could just say immediate family and then that would be grandkids in my I [23:37] guess it would be under but that would be like grandkids, kids, [23:41] wife. Um, [23:45] not like distant. But it's up to us to determine how much [23:50] of a liability they want to have because that's that's [23:56] where the the concern is. If we're okay with doing that, then we can absolutely [24:00] change that wording. [24:06] » Would that go for all department vehicles? [24:10] » It would be. This this policy is specific to the chief's department [24:15] issued vehicle. This policy is not an across the board policy for others as [24:20] well. [24:30] I think it'd be reasonable. I mean, he's a grandparent. Yeah. [24:33] » I mean, I think it'd be reasonable from beginning with that. [24:36] » I imagine it's not like all the time. >> Yeah. He's not hot rotten or anything. [24:40] » It's I mean, >> yeah. [24:42] » Taking his grandson to a dragon. >> Correct. [24:46] » I I think that needs to be specified in the policy. And if we're going to do [24:50] that, we need to specify that and say, "All right, immediate family." What does [24:54] immediate family mean? >> Spouse, children, grandchildren, wife, [24:58] » children, >> grandchildren, [25:00] » grandchildren. Done. >> Yeah, we can have a My parents are dead. [25:04] Her parents are dead. >> Yeah, [25:06] » that's siblings. So, >> that's reasonable. Okay. So, we would [25:10] just do the second one where it says, I make a motion to approve the term issued [25:15] with the following modification. And then it would be [25:20] to allow for immediate family, wife, children, grandchildren. [25:23] » Why don't we say spouse? >> Yes, that's fine. [25:27] » Spouse, children, grandchildren. >> Yep. [25:30] » You're my boss. Julia, [laughter] [25:43] » I read through that as a house. [25:48] So, does anybody want to make that motion? [25:50] » I can do that. I make the motion to approve the department issue vehicle [25:54] policy with the following modifications. That passengers are limited to spouse, [26:00] children, and grandchildren. >> Perfect motion by Michael. Do we have a [26:04] support? Support by Nola. Any discussion from the board? [26:09] » Hearing none, we'll do a roll call vote. >> Michael, [26:12] » yes. >> Nola, [26:14] » yes. Eugene, >> Heather, [26:18] » yes. >> Lee, [26:19] » yes. >> Christine, [26:21] » yes. >> Amy, yes. [26:23] » Motion passes. And this is like Amy had said, this is only for that vehicle. All [26:29] the other ones fall into the employee handbook uh policy. So, until we need to [26:35] modify that. Okay. [26:39] The next is a series of really boring resolutions. Um [26:45] that we'll go through pretty quickly. Um they do matter though. So they are for [26:50] the weed assessments for the lakes. Uh the first one is for Twin Lake um which [26:58] has on that last page uh 150 per parcel. [27:03] Twin Lake is the bigger one I feel like usually takes the most amount of money [27:07] for treatment. So we just need a motion to approve that [27:12] resolution. I make a motion to approve resolution [27:16] 202617 for Twin Lake weed treatment. >> All right. Motion by Nola. Do we have [27:20] support? >> Support. [27:23] » Support by Eugene. Any discussion from the board? [27:27] » People. >> All right. Hearing none. We'll do a roll [27:31] call vote. >> Noah, [27:32] » yes. >> Eugene, [27:34] » yes. >> Heather, [27:35] » yes. >> Michael, [27:37] » yes. >> Lee, [27:38] » yes. >> Christine, [27:39] » yes. >> Amy, yes. [27:41] » All right. And then next is for Middle Lake. [27:46] That is resolution 202618. And then [27:54] I think it was there. Yep. No charge. So it's just a resolution to say that we're [27:58] not charging um Middle Lake this year or they have enough in their funds. [28:05] » I make a motion to approve resolution 202618 for Middle Lake bleed. All right. [28:10] treatment. >> Motion by Nola to be out of support [28:15] by Christy. Any discussion from the board for I heard you say something, [28:18] Michael. >> No, we're good. [28:19] » Okay, >> he's starting. [28:21] » Um, so motion support and then we will do a roll call vote. [28:27] » Nola, >> yes. [28:28] » Christine, >> yes. [28:30] » Heather, >> yes. [28:32] » Michael, >> yes. [28:33] » Eugene, >> yes. [28:34] » Le, >> yes. [28:36] » Amy, yes. >> All right. And then North Lake that is [28:40] oh sorry motion passes. Um resolution 202619 [28:46] that one is $75 per parcel for North Lake. [28:52] » Make a motion to approve resolution 2026-9 [28:57] for North Lake weed treatment. >> All right. Motion by Michael. Do we have [29:01] support or support by Nola? Any discussion from [29:06] the board hearing? None. We'll do a roll call vote [29:10] on that. >> Michael, [29:13] » yes. >> Noah, [29:15] » yes. >> Eugene, [29:17] » yes. >> Lee, [29:19] » yes. >> Christie, [29:21] » yes. Heather, >> yes. [29:23] » Amy, yes. >> All right, motion passes. Next [29:28] resolution 202620, Westlake Weed Assessment. Theirs is milk as well. [29:35] Make a motion to approve resolution 536-20 [29:38] for West no treatment. [29:41] » All right. Motion by Nola. Do we have a support? [29:44] » Support. >> Support by Lee. Any discussion from the [29:47] board hearing? None. We'll do a roll call vote. [29:52] » Nola? >> Yes. [29:53] » Lee? >> Yes. [29:55] » Michael? >> Yes. [29:56] » Christie? >> Yes. [29:58] » Heather? >> Yes. [29:59] » Eugene? >> Yes. [30:01] » Amy? Yes. >> All right. Motion passes. And then the [30:07] last two we have are for the first one is 2026 21 and this is for the cat rock [30:13] road maintenance and I think we did [30:21] 70 parallel >> and that's just to continue the [30:25] maintenance for that rate throughout the year. [30:30] I make a motion to approve resolutions 6-21 for cat dock road and events. [30:36] » All right. Motion by Nola. Do we have support? [30:42] » By Lee. Any discussion from the board? >> The question have [30:46] » this is a private road. Correct. >> Correct. [30:49] » How did it wind up? >> Many many years ago [30:53] um somehow that was approved. It had a perpetual that I think either ended this [30:59] year, one ended this year and one had one more year. I think uh Katen Brock [31:04] and Johnston's um ended 2025 tax season. So now we have to put in place every [31:10] year now after continuing maintenance of the dirt road. We it and it's placed on [31:16] their winter tax bill that $70. >> Okay. So sometime in the past the [31:22] residents on that road turned this over to us. [31:24] » Yeah. Yeah. And it was approved. So we just keep [31:27] » Okay. >> Keep going. Well, we [31:30] » the road commission and maintenance is they're paying for it. The resident. [31:34] » Yeah. >> Yes. [31:37] » We get we have to handle the actual payment of it [31:42] and billing them. >> Yeah. Okay. [31:47] » Yeah. Wild. But all right. We made it through motion [31:52] support. Do we do a roll call? Okay, let's do a roll call vote on it. [31:56] » Nola, >> yes. [31:57] » Lee, >> yes. [31:58] » Michael, >> yes. [32:00] » Christine, >> yes. [32:02] » Yes. >> Eugene, [32:03] » yes. >> Amy, yes. [32:05] » All right. Motion passes. And then same uh situation with Johnston [32:12] and that's 2026 22 and theirs is [32:19] $25 per parcel. I make a motion to approve resolution [32:24] 2026-22 for Johnson Road Maintenance. [32:29] » Right. And then do we have a support? >> So for so motion by Nola, support by [32:36] Michael. Any discussion from the board hearing? None. We'll do a roll call [32:41] vote. >> Nola? [32:42] » Yes. >> Michael? [32:43] » Yes. >> Eugene? [32:45] » Yes. >> Heather? [32:46] » Yes. >> Christy? [32:48] » Yes. >> Lee? [32:49] » Yes. >> Amy? Yes. All right, motion passes. We [32:53] made it through all 800 of those resolutions. [32:56] Um the next is for a consumer's easement. Um the picture is attached as [33:03] well. Um we've done these in the past. Um so it's the same as as past ones. It [33:10] is actually the connection that's across the road. So there's [33:16] um Yep. So White Lake Drive is up here. I [33:21] thought this was Russell. >> Yes, it is Russell. So this road, the [33:26] road that goes this way >> has Russell. Lakewood Michelind is down. [33:32] » Oh, I see. >> So this is on the other side of Russell. [33:34] They need to connect to that power. >> Oh yeah. [33:37] » Supply to get it across the road. >> Um into this into this area. [33:47] I did. Is >> this Leatherman's property? [33:50] » Part of it is, but it looks like where it's connecting is not like I looked at [33:55] and I don't know if that's where it's connecting for, but where the box is and [33:59] that like triangle is not Leatherman. >> Okay. Yeah. Yeah, it's up high. I was [34:03] trying to look that up. >> But some of them further back are. And I [34:07] don't know if this bigger stretch right there is, but I looked that little one [34:10] up and it's not. So, [34:21] and I did ask Steve to do a a review on it just real quick to make sure it [34:27] wasn't going to like mess with anything in the plan. I didn't think it would [34:30] because it's already there, but >> So, we will only have one parcel that [34:35] would be affected. >> Yeah, just that one that's on the other [34:38] side of Russell Road. Gotcha. [34:43] where it would connect to. [34:49] » They're connecting and going east. >> Yeah, they're like connecting. [34:53] » They're going west. They're connecting on east side and then going west into [34:58] that. >> I have to do the thing in my head. [35:01] [laughter] They're [35:02] » going this way. >> Yes. [35:06] » Yes. [35:12] So we just need a motion um [35:17] to sign that either sign or not sign agreement. [35:20] » Yeah, I make a motion to approve supervising public schools and science [35:24] for electrical facilities. >> Motion by Nola. Do we have support? [35:29] » Support by Michael. Any discussion from the board? [35:34] Hearing none. We'll do a vote. Nola, [35:38] » yes. >> Michael, [35:39] » yes. >> Christie, [35:41] » yes. >> Heather, [35:42] » yes. >> Eugene, [35:44] » yes. >> Lee, [35:45] » yes. >> Amy, all right, motion passes. [35:50] And then we have this is backwards. [35:56] Yes, we do discussion items and then feel like public down before that. [36:04] » My brain hurts. Okay. Second. >> Yeah. Public comments. [36:08] » Have public comments at the end. >> Y. [36:11] » All right. So, for the discussion items, um, we had the MO, sorry, Bookmo Mobile, [36:20] um, has been coming by weekly. They are going to start in September changing the [36:26] day. Um, and it's going to be Monday 3 to 4. They've been at Beagle Sports [36:30] Park. Um, and they've had a couple of steady users. So, that's good. And then [36:38] the next one is the senior mill survey. We've been getting quite a few of those [36:42] back um and entering those responses. um put a note out today that end of [36:49] August um we're going to end like the the intake [36:56] of them and then um in September there will be a report that comes out the [37:02] results of of the millillage survey so we can make a decision [37:07] um hopefully before their next fiscal year starts October. [37:12] And then the next thing is the cemetery updates/ Oakland Cemetery. Um we had the [37:21] person the board had voted we had somebody who was wanting to donate their [37:25] time to come and perform ground penetrating radar. Um it's a skill that [37:30] they >> Yeah, it's a skill that they have and [37:33] they were wanting they like to do older cemeteries so they volunteered to do [37:37] that at Oakland. um they found quite a few uh mark or quite a few graves that [37:43] are in the older section that we don't have markers for. Um and so as we go [37:50] through piecing together the information from old records um and scanning those [37:54] into the system and locating burials within the the map. Um we had [38:03] Mr. housemen make uh 20 wooden crosses and he we he did charge for the material [38:11] and very limited for labor. Um but he did that and made 20 wooden crosses for [38:17] us to put on those unknown um grave graves for them to have something there [38:22] instead of nothing. So, >> right. [38:25] » Um, and in the future, I know that monument companies have worked with, uh, [38:29] municipalities to try to get markers put in place. Um, and we can see if there's [38:35] some other funding that we could get to actually have monuments, little [38:38] monuments done. So, >> all right. [38:45] And next is public comment. [38:49] Does the public have a comment? I mean, >> you can you can go from right there. [38:54] » My question is whose responsibility is it for the drain to clean the drains [38:59] out? The drain commissioner or the county? Uh, Brendon, Mr. Moore said it [39:04] was the county's job. >> And I don't know whose ball whose ball [39:09] game it is, but we would like to and what would I have to do to get it done? [39:13] Petition or who do I contact? So you can if Brenda is saying that it's the county [39:21] my guess that it is part of the county road commission stretch. That is a very [39:25] complicated question because there are stretches of our drains that are the [39:29] drain commissions and then there are stretches of our ditches that are the [39:34] road commissions means. So if Brenda is saying not her then I would get a hold [39:40] of well it's Stephanie Barrett now is the drain person. Um, I'd get a hold of [39:45] Mskin County Road Commission and see if it's in their stretch. [39:49] That makes sense. >> I got them on the speed dial. [39:53] [laughter] >> Yeah. [39:54] » So, it's kind of like passing the buck here. We And we've been assessed for [39:59] this. We have not absorbed it yet. $100. We have we we haven't paid for that yet. [40:04] And it's not completely said before. I think it would be our neighbors. They [40:09] don't even have a dish. It's just like a little [40:12] » I I completely 100% The ditch ends in my front yard at where I'm at and I'm the [40:18] last one on my road that gets the assessment, but I get the assessment [40:21] every time. >> Yeah. Rated my yard. But um yeah, so [40:26] there is a new um drain. It's it's not is it drain commission water resource [40:32] » is Stephanie Barrett um and she is where Brenda was. Um, so you could reach out [40:39] to her. She could explain where the drain comes off, if any portion of your [40:44] guys is at all part of the drains or if it is the road commission, but [40:50] she'll be able to explain it pretty like, [40:53] » oh, Brendon Morris said it was stage two where we become at our end. It's the [40:56] Ferman drain. >> Mhm. And across the street um recently [41:00] the houses that they bought probably built some houses there and they dug [41:04] that side and the guy's covert was only 24 in is going to be [41:10] » 24. He says no because it's not a a drain connected to the county drain. [41:15] » Yeah, >> it does help. So [41:18] » we all have had to replace our culberts because of that. five five of us in a [41:22] row the neighbors here and >> that was like $3,000 on top of our [41:27] assessment. So >> and and with the road being a burden [41:30] extra burden for uh we have one of the smaller lots [41:34] » Yeah. >> on the roads and uh a lot of burden on [41:38] our taxes. >> Yeah. Yeah. I know. Um I have chatted [41:42] with them about uh ditches before. I have the same exact situation. And so [41:46] like the ditch ends in my front yard and then it goes down further. But the [41:51] county does the county does do the ones on my road, but it connects at the end [41:56] to the drain and so that's why I pay for the drain cuz the ditch but the county [42:00] does it. Yeah. >> Well, we poured out $1,100 I have and I [42:05] want to see my end the pay. >> Yeah. But I would talk with her and see [42:09] » where it all adds up and at least if you can get a like, hey, I fully confidently [42:14] know I reach out to Miss County Road Commission and you're not like doing a [42:17] circle every single time. >> Thank you. [42:19] » You're welcome. Sorry, it was like a wonderful zone. [42:25] » Is it or agriculture? >> It is agricultural resource conservation [42:31] » which means how much property do you have to have to build a house in? So, in [42:36] order to split off a new parcel, it needs to be five acres [42:41] » with your parcel and the new parcel. If there's a pre-existing parcel, that can [42:46] be built on as a lawful non-conforming lot. [42:49] » But if you sell your home, >> what happens with the other home? [42:56] » You have the two homes. >> No, right now there's only one. [43:00] » Yeah. I would get with Steve. I would grab his card. [43:02] » I can answer your questions. >> Yeah. [43:05] Yep. I would get with him. Um, all right. Any other public comment? [43:11] » What's up, Arnell? >> I gotta apologize and [43:15] I understand this with the chief's car. >> Mhm. [43:19] » I would tell you something. What happens if he's running home from here off duty? [43:24] » Yeah. >> And there's a lady in the ditch and she [43:26] needs to ride home. >> Yeah. [43:27] » The township president, is he allowed to take her off? [43:30] » It's in that. Yes. >> Mhm. [43:31] » 100%. Yep. >> Yep. Yep. It was in there. Yep. I saw [43:35] that. >> Porno. We have We're forward thinking. [43:40] [laughter] [43:43] » Good looking out for him though. Good looking out. [43:45] » I have our questions. Does anybody know what's when Bard's going to be open? [43:49] They're filling with that cover. >> They were working on it today. Um, [43:53] » what was the hold up? >> They the the culvert was a special order [43:58] culvert and then it got behind and behind and behind, but it is supposed to [44:03] be coming in um I heard at the beginning of August and it's supposed to be any [44:09] day now I feel like is what they that they've been saying. So [44:12] » they the box is in. It's in. >> Okay. So [44:16] » I just thought maybe you guys knew something and then I didn't. [44:19] Oh, we get the the input. Um like Drew's always really good about reaching out [44:25] and letting us know, but >> yeah, [44:27] » at least they're working on it now. >> Yeah. Yeah. [44:32] » Yes. >> All right. Any other public comment? [44:38] » Any other public comment? Any other public comment? [44:44] » Motion to adjurnn. >> Motion to adjurnn. Mola, do we have a [44:47] support? support [44:50] » for by Christie. I didn't hear her before you. [44:52] » Okay. >> And um all in favor say I. [44:54] » I. >> Any opposed seeing sign. [44:57] » Okay. We are adjourned at 6:45.
