An opportunity to be heard concerning proposed amendments to the [1:12] Darian code of ordinance appendix C administrative regulations. Amend sewer [1:16] user fees article 11 sanitary sewer regulations section 1000-6 service [1:21] charges subsection amendments and relevant part are proposed up to the [1:26] following rates um 6-2.1 effective October 1 2026 the standard charge shall [1:32] be at a rate between $7.40 40 and $755 per 100 cubic feet of water. And section [1:41] 6-3.1 effective October 1, 2026, the minimum service charge shall be $29143 [1:48] perom 0% change. Dear Sewer Commission, I saw the proposed ordinance [5:55] change on your agenda for today. I'm guessing the idea behind linking the [5:58] right to appeal a sewer user fee to some pump compliance is to give people an [6:02] incentive to comply. But I question the choice of incentive. My understanding is [6:07] that state law already gives someone who is agrieved by a sewer charge the right [6:12] to appeal to superior court. Uh what is the town accomplishing by taking away [6:17] the local appeal process other than potentially forcing a resident to go to [6:21] court costing both the resident and the town time and money over something that [6:25] might otherwise be resolved locally respectfully? Uh, you know, I'll just say, uh, I think, uh, uh, Ed is doing a great [10:04] job with this department, uh, being a steward of not only our physical [10:09] infrastructure, but our, uh, our sewer user fee dollars uh, um, have been uh, [10:19] used um, thoughtfully uh, and well, um, and we are making [10:27] necessary investments uh in our sewer system [10:32] um to uh recover, maintain, improve its health [10:38] and function uh in the long term. Um so uh I like [10:45] where the numbers are headed. I like that uh we're projecting a slight well [10:52] not a little more than a slight um surplus this coming year but we have a [10:56] long list of things that uh uh we need to do uh to the system um [11:03] and are looking forward to investing that money which hopefully is going to [11:09] uh produce a return on investment um over time which is is what we're [11:14] seeing in the numbers Um, anyone want to make a motion as to what we do with the [11:20] sewer user fee for the coming fiscal year? Uh you [14:31] can see that the last 2 years the amount of water we've been sending to Stanford [14:36] has been going down and these are the collection of meters on the discharges [14:41] that end up going across ultimately the Nuroten River. Um [14:47] uh into Stamford. Um so we're down the last two years. Um [14:54] then [14:58] page five of 8 uh is the data we get from Aquarian on how much water use [15:05] there is in town. Now this is this is going to be I think we're seeing that [15:12] little down tick between the with the month change right between 2025 and 2026 [15:18] » methodology measuring >> right so I think the method that [15:22] methodology changed between 2025 and 2026 [15:25] » but it we most likely would have been more more level and flat. [15:29] » Yeah. Yeah. But we're still trying to get irrigation water out of there. So [15:32] that you know there may be a little bit of an apples to oranges comparison here [15:35] because the methodology changed a bit from five months down to four or a [15:38] different five months. Rainfall [16:21] is the red line going up and down as rainfall goes up and uh up and down each [16:27] year. Did I get that right? No, I'm sorry. Wait, no. Wait. Yes. And their trend line actually is going down [19:47] slightly. Now last two years have been dry years. So if they have INI that's [19:51] why their last two years are down too because it's been dry. So their INI is [19:54] lower. Um, so again, you kind of got to wait for the response in a wet year to [19:59] really see what's going on. >> What neighborhoods in Stanford are still [20:04] older, less developed, prone to some pumps? [20:09] » And how's the development creeping towards that? Because it does seem like [20:13] the new buildings, even though they have more density, don't have the problems [20:17] with some pumps and >> yeah, [20:19] » issues that we've seen in the legacy houses here in the lowlying areas. Just [20:23] on a per capita basis, it's a much tighter system. You know, much less [20:26] mileage underground per capita. >> Yeah. And most of it's new. They'll be here this week and I [56:54] believe into next. Um lateral cleaning and CCTV work uh has three more days [57:01] remaining on their list. Um some remaining uh lateral lining is to be [57:07] scheduled. So we have to go back and do a couple um couple more of those. [57:12] » So we're done with the pipes.
