importance of democracy at the local
[0:16] level the purpose of a municipality the
role of council and how council is
[0:22] supported by
[0:28] Administration this four-part series is
meant to be thought-provoking and
[0:33] provide you with a broad overview of
municipal government what you can expect
[0:37] and what is expected of you as a member
of council candidate eligibility and the
[0:43] process to run for
[0:49] Council it's important to remember that
these videos are not a substitute for
[0:54] the legislation that contains election
requirements it is the election
[0:59] candidates respon responsibility to
ensure they meet the legislative
[1:02] requirements and deadlines for running
for Council to assist in meeting those

Democratic governance begins at the
[1:35] municipal level Municipal governments
have jurisdiction over matters that are
[1:40] different from the provincial and
federal levels of government such as
[1:44] water and sewer Services garbage
collection and Disposal land use
[1:50] Planning and Development cemeteries
Animal Control local roads and streets
[1:55] Emergency Services property tax and
local parks and recreation
[2:01] municipalities are an autonomous level
of government that is closest to the
[2:05] people it serves citizens are needed to
take on leadership roles as council
[2:11] members to represent the people in the
community and provide Direction on
[2:16] policies programs and
[2:21] services council members are elected to
serve in the best interest of the
[2:26] municipality as a whole and represent
all the people people in the
[2:31] community as council is closest to the
people they serve they understand the
[2:36] local needs the
best council members are entrusted to
[2:41] make decisions that directly affect the
daily lives of residents families local
[2:46] business owners and many others being a
member of council is an opportunity to
[2:52] help shape the future of the community
and contribute to the quality of life of
[2:57] its citizens
[3:03] The Province creates municipalities and
provides the legislative framework for
[3:07] municipalities to govern local Affairs
and make decisions on local matters the
[3:13] city's Act is the act respecting cities
the municipalities Act is the act
[3:18] respecting rural municipalities and
urban municipalities which include towns
[3:24] Villages and Resort Villages and the
northern municipalities act 2010 is the
[3:30] act respecting Northern towns Northern
Villages Northern hamlets and the
[3:35] northern Saskatchewan Administration
District each of the acts outline the
[3:40] purpose of a
[3:46] municipality the purpose of all
municipalities is to provide good
[3:53] governance provide services and
Facilities that Council feels are
[3:57] necessary and desirable for all or part
of the
[4:01] municipality develop and maintain a safe
and viable
[4:06] Community Foster economic social and
environmental well-being and provide
[4:11] wise stewardship of public
[4:18] assets a municipality is governed by and
acts through the elected Council the
[4:23] role of council is to fulfill the
purpose of the
[4:28] municipality make decision decisions on
Services policies and
[4:33] programs make those decisions through
the passing of resolutions and bylaws at
[4:39] properly conducted meetings that are
open to the
[4:42] public be accountable to the public for
the decisions
[4:46] made ensure administrative practices and
procedures are in place that enable
[4:52] Municipal Employees to carry out their
duties and ensure the municipality acts
[4:57] within the law
[5:04] council is supported in carrying out
their roles and duties by the
[5:07] municipalities Administration
particularly the administrator or for
[5:12] cities it's the city manager and city
clerk Administration is responsible for
[5:18] providing professional advice for
council's consideration and
[5:23] decisionmaking Advising counsel of their
legislative
[5:28] responsibilities carrying out the
direction set by Council managing
[5:33] financial matters of the
municipality recording decisions of
[5:38] council the safekeeping of
documents Administration also supports
[5:45] Council in ensuring the legal
obligations of the municipality are
[5:54] met the success of a municipality is
reliant on a strong relation ship
[6:00] between the council and
administration Council provides the
[6:05] direction and establishes policies
through resolutions and
[6:10] bylaws Administration provides
advice and ensures the decisions and
[6:17] direction of council are
implemented Council and administration
[6:22] rely on each other and by working as a
team they can support each other to
[6:27] ensure the success of the municipality
