[0:02] I just can't move on, [0:08] » but anybody that knows anything [0:18] installed everything. [0:28] » It's really cool. [0:35] Wonder how they read. [0:40] » That's the way I read it, too. Their engineer said homeale and I was like [0:48] going >> let's make sure we define what happen [1:00] » and then of course they're going to be like well you should know that [1:07] » I read it especially and I [1:16] Yeah, very true. [1:19] » Well, I appreciate you. I I didn't realize I missed a call, but [1:26] » they gave us [1:37] » about that long, >> but only about that much of it. [1:41] » But it's good to hear this. >> We agree. [1:44] » Yeah. Okay, we got that down. [1:51] Just let go. [2:17] Oh yeah. [2:32] » This conference will now be recorded. [2:52] Good evening. I've got six o'clock on my clock. I like to call the skateboard. [2:58] » Roll call. >> Martin [3:01] Templan. >> Yes. [3:03] » Lane. >> Yes. [3:04] » Huggin. Melbourne, >> yes. Mock, [3:07] » yes. >> Schultz, [3:08] » here. >> Mr. Chairman, it looks like [3:10] Commissioners Martin and uh Huggin are absent today. [3:13] » Thank you. Item three, general business, approve the planning commission agenda. [3:18] Any changes or corrections to be made to the agenda? [3:22] » Seeing none. Motion. >> Motion to approve the agenda. [3:27] » Second. >> Moved and seconded. All in favor say I. [3:30] » I. Oppose. Same sign. Thank you. [3:34] Item 3B, disclosure of conflicts of interest. Anything to disclose tonight? [3:42] Seeing none, item 3 C, disclosure of outside communications regarding [3:45] commission business. Obviously, you were all had communication regarding the [3:49] setting of the special meeting. But beyond that, is there anything you need [3:52] to disclose? Okay. [3:57] Item four, call the public. Members of the public who wish to address the [3:59] planning commission regarding items not on the agenda may do so at this time. [4:03] Any presentations forformational purposes only. No action will be taken. [4:06] There's a 4-minute time limit. Anyone want to wish to address the planning [4:10] commission? Please give your name and address the podium. [4:15] Seeing none, I don't think we have anyone online. [4:19] I will close the call to the public. Brings us to item seven or new business. [4:25] Consider the final plat phase one for Flint Meadows East. Brad. [4:30] » All right. Thank you, chairman. I appreciate everyone coming in tonight. [4:34] Hopefully we can get through this fairly quickly and won't be too much of a [4:37] disruption for your evening. Uh what you have before you is the final plat for [4:42] final plat phase one for Flint Meadows East. As you recall at the previous [4:46] planning commission meeting, I brought up the fact that we had to the developer [4:51] had to shift Rowan Road 30t to the east and put it entirely on their property [4:57] which caused them to lose some lots. didn't want to have to bring back a [5:01] preliminary plat for your approval, but it wanted to at least give you the [5:05] option. Seemed like everybody's in agreement that the preliminary plat this [5:09] was not a significant change, even though they did lose several lots on [5:14] this process. With that, we do have the final plat for phase one of Flint [5:19] Meadows East. The applicant represented by Steve Harter is here tonight. So, if [5:24] you have any questions for them, you can certainly ask it. There really isn't [5:28] much of a change other than the fact there's a reduction of lots. There's 47 [5:32] total lots on the plat. There are 10 tracks. Four of those tracks are for [5:38] detention. Three are for the larger town homes that will be coming back later as [5:44] a site plan. Then there's two construction tracks along Rowan Road. [5:49] And then there's a track I'm not sure why that isn't a lot, but maybe the [5:52] applicant explained that, but it looks like it. It's on 102nd Terrace. I [5:57] believe. But uh other than that, it's pretty straightforward. I did initially [6:02] send out a draft copy of the uh final plat, but I did follow up with a we did [6:10] get the signed versions from the surveyor this afternoon. I did send [6:15] those out. And what is in your packet actually what's on the website now, I [6:19] did update that with the final plat that is [6:24] signed by the registered surveyor. So, with that, I'll stand for any questions. [6:28] And like I said, representatives from Flint are here tonight as well. [6:33] » Thank you, Brad. Questions for Brad? >> Really no questions for me. Uh, I just [6:40] want to reiterate um at the last meeting. Brad brought this up about [6:45] having the special meeting. I expressed my concerns about having a special [6:51] meeting. Uh, I didn't like it. Um, [6:55] I don't want to set a precedence that we can [6:59] be at developers beg and call uh to set these meetings. I've been on the [7:06] planning commission four years. Uh, I believe this is the second special [7:11] meeting we've had. Correct me if I'm wrong. It's been with the same [7:15] developer. I understand there's delays. [7:19] I sympathize with your concerns. Um, again, I'm not happy being here. I [7:25] know that planning commission meetings happen at the fourth Tuesday of every [7:28] month. So, I, you know, plan my schedule around the fourth Tuesday of every [7:34] month. I take this position very seriously. [7:37] And I've had to adjust my schedule to meet your request. I'm here. I'm not [7:44] happy about it. I am supported the project. [7:49] Um, I'm glad you're here. Let's put it that [7:54] way. Um, yeah. [7:59] So, I am support of the project, but I'm not happy to be here tonight and I would [8:05] request we do not have a special meeting again [8:11] for that reason. This is a voluntary position. [8:17] So that said, that's all I've got. [8:25] » Um, might be for the applicant. So what what's the intent for track 1E, 1 F, and [8:29] 1G? Those are what are those for? >> Yeah, those are for the town tracks. Is [8:35] that those? >> Yeah. [8:38] » Okay. >> Would that also be one J and one A? Are [8:45] those also town home tracks? Can I just assume that anything that's not named a [8:49] lot is going to be for a town home? >> Correct. Yeah. And those will be run [8:52] through just because they are technically multif family, they'll come [8:55] through with a site plan with elevations. Got it. [8:58] » For approval at that time. >> Got it. Okay. [9:13] That's all the questions I have. I'm sorry. Give us your name and address for [9:16] the record. >> Yes. Yeah. Steve Harter, address 3515 [9:19] West 75th Street, Prairie Village, Kansas. [9:22] » Steve, while you're there, um, and this I suppose is for Brad, but certainly you [9:26] can answer it, too. Um and and I completely agree with your sentiment [9:33] on doing a special meeting in order to address this issue. It's an unusual [9:37] issue and in that >> you know the the city apparently doesn't [9:41] wish to obtain the right away on a neighboring property. So how be that as [9:46] it may, it's not really my problem either. So I get that. Um, my concern [9:51] with this is that we did approve a preliminary plat that had road [9:54] alignments and we're approving a final plat that is not consistent with that. [9:59] I'm assuming you have prepared a revised preliminary plat [10:05] because that has all six phases in it. >> Yeah. No, we've not received a revised [10:09] preliminary plan because we >> my my concern is [10:13] » we talked about this being a minor change that normally we could have it [10:17] administratively done but felt it was important to bring it to your attention [10:21] and planning commission agreed that this was an appropriate [10:27] process to follow without having to go back through the whole preliminary plan. [10:31] I I appreciate that, but I've got five more phases to this. And [10:36] » my my concern is that at least the city should have a revised preliminary plat [10:40] how this is going to line out road alignment because I'm guessing you're [10:43] not just going to dovetail in to that along the way. [10:46] » No, no, it's it's shifting the road for all [10:49] » probably get squared up at some point. >> I think Patrick, we can probably have [10:52] that over >> very soon. I mean, the line work is [10:56] essentially done. >> We've actually done it. just never have [10:58] given to say just because >> I figured you probably had [11:01] » and I think it's a matter of putting probably be part of this not necessarily [11:05] for formal action the final but I think that plat because this is the only one [11:09] I've got and I had to go back and dig it out and right [11:12] » I guess that's I suppose my comment on this is is Brad when we have final plats [11:17] it's really helpful to have the preliminary plat be part of the package [11:20] um but I it did concern me that we've changed the road alignment on that and [11:24] this doesn't match up with plat anymore so every time we come up with we're [11:27] going to have to kind of pick through it again, especially since you're reducing [11:30] the number of lots in order to make this thing fit, [11:32] » right? >> So, I suppose that's maybe a comment as [11:35] opposed to a question, but I I do think that [11:38] » uh to the extent that we are approving a final plat, we have the city ought at [11:41] least have a firm preliminary plat that that matches that. [11:45] » Yeah. Can we get that, Patrick? I don't want to [11:48] » Yeah. >> set your schedule. [11:50] » We we we have performed we prepared that already and we could probably have for [11:54] you tomorrow. I figured you had I mean moving the road 30 feet and getting read [11:57] a lot. So >> yes, we we had already mapped it out. We [11:59] just had it. >> We'll get it to you tomorrow is what I'm [12:02] hearing. >> Yep. [12:07] » Any other comments, questions either for the applicant or for Brett? [12:13] » Yeah. >> Okay. Thank you. [12:16] » I do want to say I understand everything you said, heard you loud and clear. I [12:21] don't want to be here as well. Um, and I understand everyone has families and [12:24] made sacrifices to be here. And I want to say we greatly appreciate it. And [12:29] this project has put a lot of stress because of this road issue right now and [12:33] um timing of getting things done and and delivering lots when we're supposed to [12:38] deliver lots to this home builder. Um, but heard you loud and clear and totally [12:43] understand. So, thank you. >> Thank you. [12:47] » Well, this is not a public hearing. to the matter before the commission. Anyone [12:50] want to speak or comment? >> I've said my piece. [12:58] » I'll follow up with mine. I this Rowan road doesn't end here and so we are [13:04] moving that road and how that aligns with the rest of the road corridor and [13:09] what we're planning. I realize it's not a huge change, but it is I think more [13:13] than a minor change and it's one that I think we ought to at least [13:17] have an appreciation of that and and be mindful of the fact that we are moving [13:22] the road here and you know maybe it won't make any difference in the future, [13:26] but I sure hate to have us have it come down the section line and then all of a [13:30] sudden have it curve to get the right alignment. We've got to think about [13:34] that. So, um, if if staff's comfortable with it, I'm [13:40] not going to stand in the way of it either, but it just struck me as [13:43] something that's more than minor, something that kind of needs to fit. [13:47] » So, I I'm glad you took the time to come. [13:49] » Would would it be inappropriate to make a motion that said says that the [13:54] preliminary plat needs to be included within X, you know, sent within a [14:00] certain number of days or hours? I don't think it's inappropriate. I [14:05] don't know that I I trust that they will do it. Um I don't know that we need to [14:09] have the teeth of it in the motion. >> Okay. [14:12] » Um and I I do think Brad, when you get it, you probably ought to publish it to [14:16] the commission so we can at least have a next phase come. [14:19] » Yeah. >> Okay. Because it's we're talking about [14:22] phase one and there's five phases, but we're also talking about um these multif [14:28] family lots. We're going to have to come through here as well, right? So, we're [14:30] going to be actually probably 10 times we're going to be looking at this thing [14:34] over the next however many months and years. [14:36] » I think it'd be good to have a good a reliable preliminary plan anyhow. [14:39] » Yep. >> So, I I wouldn't oppose it, but I don't [14:42] think I would require it either. [14:47] » Any other comments, concerns? [14:54] No motions? [14:59] I'd make a motion to approve the final plat for phase one of the Flint [15:06] uh Meadows East. Meadows East uh item 5C in our agenda today. [15:14] » Moved and seconded. Any further discussion? [15:19] » Roll call. >> Templan. [15:21] » Yes. >> Lane, [15:22] » yes. >> Milbourne, [15:23] » yes. >> Med, [15:24] » yes. >> Schultz, [15:25] » yes. >> Motion carries. [15:27] Thank you. I believe that concludes our agenda for [15:32] tonight. Um, next regular meeting of the planning commission is August 26th. [15:38] Any further business to come before the commission. [15:43] » Thank you all for making the time. >> Thank you very much. Really appreciate [15:48] it. >> Motion to adjurnn. [15:50] » Motion to adjurnn. >> Second. [15:53] » Second. >> Second. [15:56] » Thank you. [15:59] Oh, >> you're all right. You'll be here. Good. [16:02] Good. Good. Good. [16:07] » We can go on down. >> Yeah. [16:09] » All right. [16:13] » Thank you, guys. >> Yep. Thank you.
